[3:26] bringing this agreement to you we did have the agreement vetted by the lawyer

[3:31] to go through um basically just outlines the obligations of the artist

[3:36] um of ourselves and how we're going to pay this artist and if they can't

[3:41] complete the work to let us know and um they would have first opportunity if

[3:48] um there was any damages to repl to fix on the mural

[3:53] um and it's yeah it's pretty

[5:38] so in february 21 i was approached by christine steele the petroleum brand

[5:42] for assistance about basically storage and support of the

[5:48] what has been the manitoba oil museum um christine and barb have basically

[5:53] been the barb johnson were the only two people operating the museum board at the

[5:58] time barb was set to retire and then due to the pandemic christine was moving

[6:01] back to vernon and out of the or back to brandon

[6:05] to work out of her home and out of the burden branch

[6:09] so ultimately the goal of christine's was for me to kind of reestablish the

[6:13] board for the oil museum locally because over the over the years basically to

[6:19] keep the board operating um and filing their

[6:24] their papers every year they were just putting petroleum branch workers on

[6:27] those on those um on the um corporation papers so she was

[6:32] hoping that we'd be able to establish this you know get it going locally and

[6:36] and look at local projects with it and then take the bank account over

[6:41] and in the meantime they were working on

[6:45] side with the university of manitoba to partner on

[6:49] research and then bring that research to a

[6:52] website um version of the oil museum

[6:56] so then throughout the next few months of 21 i

[7:00] was a part of a lot of meetings with christine and maya which is the

[7:03] university of manitoba researcher and they put in a my tax application and to

[7:08] help fund maya's research which was accepted

[7:12] and basically maya's research would end up being the content for the development

[7:15] of the website um i then assisted with getting them a

[7:20] quote from a website company to develop the content

[7:24] to an online museum format we chose pattern because they've been involved in

[7:28] many museums um online versions of museums in

[7:32] manitoba and they're also very um familiar with um

[7:36] the heritage grants that are out there for online museums we didn't have time

[7:40] to apply for one of those and nor did we need to to do this museum

[7:45] but in future they are they're very familiar with um a lot of the grants

[7:49] that are out there um i did contact a few

[7:55] past like past board members like 20 years ago board members

[8:00] on and just to gauge their appetite to come

[8:03] back to the table local people um but really with no clear direction

[8:07] of what the manitoba oil museum was anymore and years of stagnancy they

[8:13] i realized it was going to take a lot longer to build that capacity

[8:16] and again i was dealing with covid and trying to make meetings happen and so i

[8:21] kind of just stopped that avenue and forged through with um helping get the

[8:26] museum built um into a website format so a portion of the funds in the oil

[8:32] museum bank account were gifted through an inheritance and christine steele

[8:35] contacted the family that um bequeathed the funds and that

[8:41] and they were very happy to hear that this project was moving forward and that

[8:45] um it wasn't going to be a brick and mortar museum but um they're happy to

[8:49] hear that it was going to be an online website version

[8:53] the me the oil manitoba museum does have enough funds to get this website built

[8:58] um the the idea that the town of verdan would enter into the contract with the

[9:02] website company is to so that we would maintain ownership of the website after

[9:06] it's built and then be able to make changes and update more history and then

[9:10] also we'd be able to use the history and information that's been researched to

[9:15] kind of form a base for potential future storyboard interpretations that we could

[9:19] use within the town and then i also

[9:22] want to be able to use it as a catalyst to create conversation with the

[9:25] community to maybe reunite that oil the oil museum board locally get

[9:31] people back not close the corporation down get people sitting on that corp and

[9:35] get them you know

[9:37] looking at further projects to tell the story of oil in manitoba within the town

[9:42] of verdan in different ways other than brick and mortar potentially

[9:47] so i did state that the town of virgin's financial commitment to this project

[9:50] would be uh 25 000 in 2022 however this is all being reimbursed by the manitoba

[9:56] museum and then ongoing starting in 2023 would

[10:00] be an annual 660 hosting slash plug-in license fee minimally unless we needed

[10:06] more support or time for any um changes that need to be made

[10:10] on the website

[11:06] the last two years so the fact that this got done while that was going on

[11:14] examples of this company's um website development

[11:22] and the oil rigs are up and drilling their own words again so that is nice to

[13:40] light is the west western opportunities leadership group which dennis county has

[13:46] a paid seat at that table

[13:49] um that if you'll remember that group's mandate was to at one point try to

[13:53] attract a soybean processing plant in manitoba

[13:57] they haven't met for well basically since covet for like two

[14:00] years they've been pretty stagnant and so they're holding their first meeting

[14:04] on friday um from two to four in brandon and so

[14:08] i'll be attending that representing dennis county um

[14:12] and so some of the things that they're going to be discussing is the future of

[14:16] this board and if they continue to attract go after soybean attraction

[14:21] or if they broaden their focus into um potential business development other

[14:26] like other business attraction within southwest manitoba

[14:30] and of note they have a they have a fairly long agenda here but of note um

[14:34] one of the one of the points they do want to talk about is a coordinated

[14:38] approach for library to lobbying hydro for

[14:42] southwest manitoba investments so i feel like that's um

[14:46] uh we know that we've uh we've been in we've had inquiries about

[14:50] our capacity for hydro and natural gas and that that's maybe being an issue and

[14:55] so um this group's actually got that on their

[14:58] agenda as well to talk about so i will be attending that meeting on friday

[15:02] and um yeah other than that i don't really have any 2022 uh

[15:07] updates um some things i know is that we're working

[15:10] on website updating and plugins and updating our features that was something

[15:15] that was approved last year we're still those are almost done and set to launch

[15:20] and just making sure that new census data transfers

[15:24] when it's completely uploaded in whenever that is june um

[15:28] we pay a membership to town folio through the three municipalities for all

[15:33] the census data to go to town folio and then we upload it it

[15:37] uploads and so just to make sure that comes over and is displayed and then

[15:41] we'll use that as a marketing opportunity to upload to our own

[15:44] websites as well and we're still working on one major one

[15:48] major investment inquiry that is ongoing um

[15:53] another goal was a marketing plan but i do feel like this board will be

[15:57] reevaluating its objectives based on staff capacity and their goals

[32:59] a retroactive pay requirement for the town of burden

[33:04] of 105 to 150 000 i believe it was and that's just an estimate at the time

[33:11] because what they'll do is they'll actually go back and figure out how many

[33:15] members we were charged for during each of those billing periods because

[33:19] sometimes we're only charged for three and or four rather than the five members

[33:24] that we're contracted for um it's been quite a while that we've

[33:28] ever paid for five members to be very honest not to say that couldn't happen

[33:32] but for this they're actually only calculating in

[33:36] what we were charged for at the time amm is still working very hard on this

[33:41] file and are trying to get a meeting set up it was supposed to be

[33:45] by now but it hasn't been held with all the uh municipalities that are in a

[33:51] policing contract so as soon as that meeting does get

[33:55] scheduled we'll be coming

[33:59] i'll be letting mayor wright know so we can sit in on

[34:03] that there are also too

[34:05] still trying to get the federal government to assume all the costs

[34:10] because municipalities were never allowed to have anyone at the

[34:13] negotiation table so we did not get to have any say in our

[34:18] interest at all so let's just

[34:26] where that file is so and we have sent this letter on to him

[34:32] as well because he's gathering all of this just to make sure

[41:51] ron and drake and we discussed all of this um it kind

[41:56] of goes into all the differences between all the companies and

[42:01] um you know size number of features buildings

[42:04] um pumps all of that stuff ron and we kind

[42:08] of went through everything all the different proposals with fine toothed

[42:11] comb picked out some things had some questions

[42:15] um and then the spray part committee met after that to review

[42:19] what the town you know thought that you know they liked and then

[42:25] we had a meeting as the spray park and i have a note here from the spray park

[42:29] that said um two verdant council at the spray park

[42:34] committee meeting on thursday march 3rd we have voted on the recommendation that

[42:38] the town of vernon awards the spray park contract to park and play design we are

[42:42] very happy with the design submitted and we thank all companies for answering our

[42:46] rfp and we look forward to working with park and play and having our park built

[42:50] in 2022 um so

[42:55] i would make the motion that the town of burden enter into a contract with park

[42:59] and play for the provision of a spray park at an

[43:02] estimated contract price of 479

[43:08] 401.52 including pst and you guys can ask me any and all

[43:52] it's not and we discussed the building in length um

[43:55] the chemicals are actually going to be stored outside of the building is what

[43:59] they had it um designed as and because washrooms are

[44:03] hopefully being built separately we felt like this just needed to house the pumps

[44:09] so we've looked at the design it looks like

[44:13] it's kind of the bare minimum of what we would need

[44:17] for this building and and i know where you're coming from

[44:21] it's very small yeah if you're in there working you

[44:25] don't have room to turn around in six feet

[44:28] yeah yeah it it did there was like a couple

[44:32] pages on the park and play design that had like the size of everything and

[44:37] it isn't that big but it also there's not a lot of equipment needed

[44:42] so

[44:45] i just want to see down the road saying okay now we have to add on to this

[44:48] building because it's not big enough yeah no you bet and the chemical is to

[44:51] be stored outside it's not inside and it it wouldn't be able to like house any

[44:56] features if they came off or anything so we did talk about that in length

[45:01] now the park size is 6 22 feet square feet

[45:06] yeah that's

[45:08] quite substantial larger than what the other ones were

[45:12] proposing why why the difference

[45:16] we went through all of these because we asked the exact

[45:19] same question um it came to i think that they use they

[45:23] don't use a lot of subcontractors they do a lot of

[45:26] it themselves the concrete thickness was the same the

[45:30] piles were the same we reviewed everything um they design a

[45:35] lot of their own features this company they build it kind of based on what

[45:39] you're wanting it's not all pre-fabbed pieces

[45:44] so and it just seemed like they were maybe hungry for the work and they

[45:49] gave us a good size and a good number of features for a good price

[45:53] yeah i see their completion date is the 20th of june which is

[45:57] excellent timing

[46:00] number of features they have is 30 but when you go down to

[46:05] the warranty the stainless and structures is only 25

[46:10] why the difference there um

[46:15] like for the stainless and structures 25 years that's pretty standard

[46:18] um there's only one company that was less than that it was hard for ron and

[46:23] for all of us to talk warranty

[46:26] because it's really because a lot of people um there are a lot of different

[46:29] companies warranty quite differently so it would be like

[46:32] one year on this feature but two years on this and so like this is

[46:38] kind of a mishmash of of averages per se so like that's why we tried to pick out

[46:44] the stainless structures versus the nozzles versus the tank

[46:52] yeah so it struck me just like grant that

[46:54] they're providing almost three times what some of them are

[46:59] and so my question is did you get references

[47:02] and are they providing bonding yes they are we did get references and

[47:07] we did a lot of our the committee itself did a lot of um

[47:12] i want to say nicely outside sleuthing to look at reviews and stuff that might

[47:18] not be said that a reference might provide

[47:21] and to be honest we can't we couldn't really find anything

[47:25] too terribly bad um

[47:29] we we had honestly we had the exact same reaction as we were surprised it was

[47:33] almost double three times the size but

[47:38] i feel like i honestly feel like we did our homework on it

[47:46] that because i i we had it in the rfp and i can't think of it off the top of

[47:49] my head um it's either bonding or letter of credit

[47:53] being provided by the bank i know ron did say there was different

[47:58] either letter of credit or bonding by the different f the five he just didn't

[53:01] possible water issues or to solve possible water issues or

[53:05] a bit of talk about the kind of funding he has and

[53:09] trees becoming available and all sorts of different topics like that

[53:13] and then i attended the rb online conference um a cinema murder basin

[53:19] initiative for two mornings

[53:22] and one day was more speakers and then there was some talk from

[53:28] saskatchewan manitoba north dakota so there was presentations from

[53:32] government officials in each of those places as well

[53:36] it was quite interesting and you can go back and

[53:39] see those online those were two and a half hours for a couple days and they

[53:42] were quite interesting and some of the other counselors i believe sat in on

[53:46] those as well great thank you

[56:26] into the mix quite quickly and uh yep he had his

[56:30] his members uh helping us out quite quickly so it was good

[56:38] uh met with secure on the first um had a

[56:42] afternoon meeting with them and then they came and met with council at

[56:45] planning and finance we had the joint meeting of council

[56:49] i joined deputy mayor williams with the meeting

[56:52] with the watershed district to talk about

[56:57] water retention options and tree planting

[57:00] we had a meeting about the airport and the new possible regulations that are

[57:06] going to be affecting it and in preparation for a meeting on march 17th

[57:11] murray we did get that march 17th at noon

[57:17] we had our wake control sorry the wake budget meeting yesterday

[57:22] and then the wake control group meeting and then today we also had the executive

[57:28] committee meeting it's been a little lonely in the office with all these bad

[57:33] roads a lot of our management team have been working from home and

[57:38] or have been out on sick leaves so um it's been a little quiet

[57:43] for our staff in our office but we're still plugging along and getting things

[57:47] done um yeah

[57:50] but we have to get going on our budget so

[57:54] i look forward to tomorrow is there any questions from anyone
