So, we do have um on our agenda for the

portion of our meeting. Uh one case, uh
[10:17]
old business, and we will be going to
[10:19]
that first.

to rezone a portion of a parcel
[10:30]
uh 4 acres from R1 to A1 to have
[10:32]
personal outside animals. Applicant
[10:35]
owner Fig Leaf Risk Advisors LLC,
[10:38]
property located at 3084 Brooks Trail.

my name is Michael Campbell
[11:08]
and we thank you for the time to hear
[11:10]
our requests. My wife and I are
[11:11]
requesting approximately 4 acres
[11:14]
of our 83-acre property to be rezoned
[11:16]
from R1
[11:18]
residential to A1. Our goal is simple.
[11:21]
We want to use a small portion of our
[11:23]
property as a hobby farm
[11:25]
for our family while preserving the
[11:27]
natural rural character of the land. The
[11:30]
Homeowners Association publicly claimed
[11:33]
that our property was subject to the HOA
[11:34]
restrictions and stated that its
[11:36]
attorney had prepared an opinion
[11:38]
supporting that position.
[11:40]
We respectfully requested a copy of that
[11:43]
opinion so that we could better
[11:45]
understand their position.
[11:47]
But our request was denied.
[11:50]
Because of the conflicting information,
[11:51]
we sought legal counsel
[11:53]
to better understand the issues
[11:55]
surrounding our property.
[11:56]
While these legal questions
[11:59]

not the issue before you tonight.

I'm not asking the commission

to resolve the legal that legal

question. My request this evening is
[12:30]
simply for the rezoning
[12:32]
of 4 acres based on the merits of the
[12:33]
application.

Turning to rezoning itself,

nearby land uses.

This is not a request for agricultural a
[13:00]
commercial agriculture,
[13:02]
a livestock operation,
[13:05]
or an intensive use of the property.
[13:09]
We simply want a small hobby farm
[13:12]
with a limited number of animals for our
[13:14]
families' enjoyment.
[13:16]
The animals will remain in a fenced area
[13:20]
on our property. The land where the
[13:22]
animals will graze
[13:23]
is simply approximately 200 ft from the
[13:26]
nearest neighboring property line.
[13:28]
We intentionally chose that location
[13:31]
because
[13:33]
it's closest to our residence,
[13:36]
minimizes additional land disturbance,
[13:39]
makes our daily care practical.
[13:42]
This request will not increase
[13:44]
residential density.
[13:46]
It will not create significant traffic.
[13:50]
It will not require additional public
[13:53]
infrastructure.
[13:54]
Instead, it will preserve open space
[13:57]
and maintain the rural character that
[14:01]
drew us to Walton County.
[14:04]
We've worked diligently to comply with
[14:06]
the county's requirements throughout
[14:08]
this process.
[14:09]
We've made every effort to be respectful
[14:12]
of both our neighbors
[14:14]
and the county.
[14:16]
I understand that change can sometimes
[14:19]
create concern.
[14:21]
I simply ask this application be
[14:23]
considered based on the facts before you
[14:26]
and the planning merits of the rezoning
[14:28]
request.

We believe this is an appropriate,
[14:31]
low-impact
[14:33]
agricultural use that is compatible with
[14:36]
the surrounding area and consistent with
[14:38]
Walton County's
[14:40]

or something that we needed to store
[17:23]
there.

visible, unfortunately, because we

turned it a little bit. And I know that

that's a concern that we are hoping to

address um and hoping we can talk to the

HOA board about that, which we've never

had any communication with the HOA board
[18:55]
about this yet, the current sitting
[18:57]
board.

And we're here in opposition to the

rezoning.

If you look at the application for this
[20:00]
rezoning, I think it's page 10
[20:03]
on tonight's agenda.

The reason says, quote,
[20:08]
"To allow appropriate tax classification
[20:11]
for the structure
[20:13]
and to permit raising farm animals on
[20:15]
the property."
[20:16]
End quote.
[20:19]
A little bit about that structure.
[20:22]
It's already built.
[20:25]
It's quite large and it's far out of
[20:27]
character in the neighborhood.
[20:30]
And it was built despite much opposition
[20:33]
from the neighbors.
[20:39]
If the owner didn't understand the tax
[20:41]
implications of building his structure,
[20:43]
that's on him.
[20:46]
And if he didn't understand the
[20:47]
livestock restrictions on his property,
[20:50]
that's on him, too.
[20:53]
So, now he's trying to turn his problems
[20:56]
into our problems.
[20:59]
So, even if he promises only to do
[21:02]
one, two, and three with the property
[21:04]
today, there's nothing to stop him or
[21:07]
the next owner in the future
[21:10]
from doing five, six, and seven,
[21:12]
eight, nine, and 10.
[21:14]
For example,
[21:16]
put a cell phone tower up.
[21:20]
Put some electrical lines through the
[21:21]
neighborhood.
[21:24]
Or open a Airbnb.
[21:32]
So, it's for these reasons that we
[21:35]
would ask you to
[21:37]

many of our neighbors has have asked me

to speak tonight on their behalf

regarding this rezoning request. Um
[22:09]
thank you for the opportunity to speak.

Um we as a community respectfully ask
[22:14]
that you deny this request to rezone
[22:16]
these four acres of the property from R1
[22:18]
to A1.
[22:20]
Um this is not about opposing anyone's
[22:22]
desire to own farm animals or have a
[22:24]
hobby farm. We respect private property
[22:27]
rights.
[22:28]
Um
[22:29]
we also understand that the county has
[22:31]
the authority to approve this request if
[22:32]
it determines it is appropriate.
[22:34]
However, with that authority comes the
[22:37]
responsibility to consider whether the
[22:38]
proposed zoning is compatible with the
[22:41]
surrounding area, serves the public
[22:43]
interest, and will benefit not only the
[22:45]
applicant, but the surrounding
[22:47]
community.
[22:48]
Tonight's decision will affect far more
[22:50]
than one property owner.
[22:52]
So, I do have a picture here. Um it's an
[22:55]
aerial photograph from Google Maps. Um
[22:57]
and it shows why this request is
[22:59]
different. I probably should have given
[23:00]
it to you beforehand, but it shows that
[23:02]
there's only one entrance. There's only
[23:04]
one way to access this property.
[23:07]
And so while there are agricultural
[23:08]
properties, I know he said there are
[23:10]
many agricultural properties surrounding
[23:12]
the area, those are not accessed through
[23:14]
Alcove Bluffs.
[23:15]
Um they're accessed from outside roads.
[23:19]
So any future use of this property will
[23:22]
directly affect the families who live
[23:23]
there every day.
[23:25]
There are more than 160 families
[23:27]
invested in Alcove Bluffs because it is
[23:29]
an established residential community.
[23:32]
The application states that the purpose
[23:34]
of this rezoning is to allow a
[23:35]
residence, pasture, a barn with animal
[23:37]
stalls, and an orchard and garden for
[23:39]
personal use. It sounds harmless and we
[23:42]
respect those intentions. However, A1
[23:45]
zoning stays with the land, not the
[23:47]
owner.
[23:48]
Today's proposal may be for personal
[23:50]
use, but your decision will affect every
[23:52]
future owner of this property.
[23:55]
So in the rezoning application, it also
[23:57]
says that um this property is not part
[24:00]
of a subdivision.
[24:01]
And we did have um a title search done.
[24:04]
I have that um certificate. I did submit
[24:07]
that to the county for y'all's um review
[24:10]
beforehand.
[24:11]
Um happy to give it to you also. Um and
[24:15]
and the entire community, but I did
[24:18]
send a message out to the community with
[24:20]
a summary of that that said exactly what
[24:22]
it was. So um
[24:26]
We've also been told by the county that
[24:28]
enforcing private covenants is
[24:30]
ultimately the responsibility of the HOA
[24:32]
and I completely understand that. Uh
[24:34]
we're not asking you to enforce our
[24:36]
covenants.
[24:38]
But we do not believe that lessens the
[24:40]
commission's responsibility to make its
[24:42]
recommendation based on complete and
[24:44]
accurate information.
[24:46]
So um
[24:49]
We simply ask that the commission
[24:50]
carefully consider all of the relevant
[24:52]
information before making a permanent
[24:54]
zoning recommendation.
[24:56]
While the Campbells did request approval
[24:58]
for the barndominium
[25:00]
from the HOA, they did not approach the
[25:02]
current board with their intentions
[25:04]
before requesting this rezoning.
[25:06]
We learned about it when you put the
[25:08]
signs up.
[25:09]
Um also,
[25:12]
many homeowners are concerned because of
[25:14]
what has already occurred on this
[25:16]
property. When the approval for the
[25:17]
barndominium was requested from the HOA
[25:20]
board, the written request stated that
[25:21]
the structure would be positioned so
[25:23]
that it would not be visible from the
[25:25]
street.
[25:26]
Today, the completed structure is
[25:28]
clearly visible from Brooks Trail.
[25:31]
Particularly during the winter months
[25:33]
when the trees have no leaves.
[25:35]
Because of that experience, many
[25:36]
homeowners are asking the commission to
[25:38]
carefully consider not only the
[25:39]
applicant's current intentions, but also
[25:41]
the long-term consequences of
[25:43]
permanently changing the zoning of this
[25:44]
property.
[25:46]
Through records obtained from Walton
[25:47]
County open records requests,
[25:49]
many open records requests, sorry. Uh
[25:52]
we were unable to identify another
[25:54]
barndominium approved on R-1 zoned
[25:56]
property. While every application should
[25:59]
be considered individually, this appears
[26:01]
to be an unusual situation that has
[26:03]
affected many homeowners in our
[26:04]
community.
[26:06]
Tonight's decision isn't about a
[26:07]
barndominium, but it's also not just
[26:09]
simply about 4 acres either.
[26:12]
It's about balancing the rights of one
[26:13]
property owner with the impact on an
[26:15]
established residential community.
[26:18]
We can't go back and change the
[26:19]
decisions that have already been made on
[26:20]
this property,
[26:22]
but the commission does have the
[26:23]
opportunity to shape what happens going
[26:25]
forward. We respectfully ask that you
[26:27]
preserve the residential character of
[26:29]
Alcove Bluffs by denying this rezoning
[26:31]
request.
[26:32]

are required by the development

department. It also shows each and every

that's tell us, "Hey, we would like to

a survey of our lot where we can install

a fence." Our reply is, "That's on a
[45:44]
final plat that's recorded for the
[45:46]
entirety of the neighborhood that shows
[45:48]
all of the lots and you can do so by
[45:50]
contacting a surveyor.
[45:53]
They will reference the final plat, find
[45:55]
your lot, find the dimensions, stake
[45:57]
your lot, build your fence, but you have
[45:58]
to go
[46:00]
and you have to find the final plat. It
[46:01]
shows every lot. If you're looking at a
[46:04]
5-acre out parcel, obviously it's going
[46:06]
to only show that 5 acres. There's just
[46:08]
one parcel. But in subdivisions, they're
[46:11]
recorded as a
[46:14]
final plat recording. At that time, also
[46:16]
deemed necessary would be if there's
[46:19]
going to be HOA or covenants that those
[46:21]
HOA that that the covenants would be
[46:23]
recorded at the same time.

The covenants would be applicable only

to in most cases, the lots that are

referenced on the plat that's being

recorded. It would be frivolous for

someone to put a neighborhood next to my

and then the HOA of that neighborhood

want to impose

their covenants on me because I'm not
[46:47]
listed on the plat.

So, in asting asking Christie

if their lot or their property is shown

on the final recorded plat for the

neighborhood and the answer being no,

then the only assessment I can make,

not being an attorney, but just trying

to conceptually understand things,

is that there should not be any
[47:09]
adherence by them if they're not on that
[47:12]
final recorded plat. I mean, that's just
[47:14]
me trying to use common logic.

I I take that and then I start looking

at other things. And some of those being

the question that I ask,

I'm I'm trying to just build in my mind

requests tonight where we're going to

hear cases that are asking to be rezoned

from A1
[48:20]
to R1 for a neighborhood.

Uh I would like your participation in a
[48:25]
little bit if any of y'all can remember
[48:27]
that and your tenure in the neighborhood
[48:28]
is long enough.
[48:30]
Uh about 4 years ago, there was a
[48:31]
request to rezone 142 acres at the
[48:34]
corner of 81 and Double Springs Road to
[48:37]
R1 for a neighborhood. How many of y'all
[48:39]
remember that by raising your hand?
[48:42]
How many of you were opposed to it?
[48:46]
One guy. Come on, y'all be honest with
[48:47]
me now. How many of you Yes, ma'am, you
[48:49]
raised yours halfway. You must be
[48:51]

So, here's where I'm going.
[48:58]
I'm going to have people tonight who are
[49:00]
going to come to the podium as you guys
[49:02]
did,
[49:03]
and they're going to tell me why
[49:07]
I should really contemplate not allowing
[49:09]
the use of a subdivision on an
[49:11]
agricultural property
[49:13]
on the same night that I've got
[49:15]
someone who is wanting
[49:18]
to take a piece of property that's zoned
[49:20]
as a {quote} subdivision R1 and change
[49:24]
it to agricultural.
[49:26]
Secondly, the 142 acres after it was
[49:29]
zoned and it was zoned R1,
[49:31]
was then zoned back to A2. So, it
[49:34]
currently sits there as A2.
[49:37]
They can have the cattle. There's been
[49:38]
cattle there for years and some of you
[49:40]
guys was in support of the cattle and
[49:41]
not the houses.
[49:43]
The other thing I find most ironic
[49:47]
is with this property being zoned R1
[49:51]
without anyone coming before us and
[49:54]
simply going before Christie and the
[49:56]
plan and the development department
[49:59]
that property can be further utilized
[50:01]
today
[50:02]
if deemed so
[50:04]
as a continuing portion of a
[50:06]
neighborhood with easily
[50:08]
at a minimum of 70 lots
[50:11]
which means you're going to have 70 more
[50:13]
families commuting through your
[50:14]
neighborhood.
[50:16]
Okay? You're going to have the traffic
[50:18]
from the development itself tracking mud
[50:21]
and concrete trucks. It's the only
[50:23]
access point.
[50:24]
And you're going to have all the
[50:25]
constructions of all the houses being
[50:27]
built for the next five or six years.
[50:30]
And for me to think that you had rather
[50:32]
be imposed by that
[50:36]
as opposed to four animals, eight
[50:39]
animals, whatever
[50:41]
on 84
[50:43]
acres they own. I understand we're only
[50:45]
looking at four, but they have 84 acres
[50:47]
zoned R1.
[50:49]

and if their future plans would be to to
[50:53]
alter that uh to A as well and I don't
[50:56]
know what their plans are, but I mean if
[50:57]
it was, it's much seems like it'd be
[51:00]
much less evasive
[51:02]
than 70 plus more families coming in out
[51:04]
of your neighborhood. That's just me. I
[51:06]
mean, that would be me. Doesn't mean it
[51:08]
coincides with everyone. So
[51:10]

I have been able
[51:15]
hopefully as you can tell to give a
[51:17]
whole lot of thought to this this
[51:19]
afternoon. And those are just some of
[51:21]
the thoughts that I came up with. And
[51:23]
the reason I bring those up is because I
[51:25]
didn't hear any of them mentioned
[51:27]
tonight. You know, as I was attentive to
[51:29]
what you guys were saying
[51:31]
I I didn't hear those things that were
[51:33]
said as to how can we look at this in a
[51:36]
different manner. What can the property
[51:38]
be used for?

I I'm I don't know what's going to
[51:42]
happen. I can tell you what's happened
[51:43]
in other counties around us.

you know, if sewer ever becomes
[51:48]
available,

uh they follow

84 acres, then you get three units to

almost 200 houses. I'm just saying,

somewhere down the road. Who knows? I

that we're

against

farm animals and agriculture one moment

and then the other time you're here and

you're against homes because you want
[52:21]
the agriculture. I mean, I'm I'm in a

bit of a struggle. I don't have any hair

left, so I quit pulling my hair out a
[52:26]
long time ago. So, uh but it's just hard
[52:29]
for me to to understand. I don't take it
[52:31]
that I don't understand your concerns.

Um and I do have a question that if you
[52:37]
as a subdivision entity, and that'll be
[52:39]
determined obviously in a court system,
[52:41]
but if you have a way without them being
[52:44]
considered a lot number on a recorded
[52:46]
plat to impose your covenants upon them,
[52:49]
uh or if they should even seek your
[52:51]
approval. I mean, I don't know any of
[52:52]
that. None of us know it until it's
[52:54]
decided. So, ma'am, I I'm not coming
[52:56]

those are my concerns and those are just
[53:04]
some thoughts I had. I hope that you

guys will exercise those because this is

both commercial, B2, and A2 zoned

Uh so, we are requesting for the

improvement

on the site and also due to the existing

building a 0-ft buffer. Also, on the

south side, we are requesting for this
[1:14:26]
B3 area only a 0-ft buffer because there
[1:14:30]
is an existing um pond in this area.

um and to accommodate the
[1:15:42]
parking in this area.

With that, uh
[1:15:46]
to summarize, this application eliminate
[1:15:49]
the existing split zoning configuration,
[1:15:53]
uh creates a unified B3 and M2 M2 zoning
[1:15:57]
pattern,
[1:15:58]
and is consistent with the Walton County
[1:16:01]
future land use map, and it creates a
[1:16:03]
unified zoning pattern that support the
[1:16:06]
coordinated future development. Also, it
[1:16:08]
supports the continuous investment and
[1:16:10]
economic activity along the highway
[1:16:12]
corridor. Uh with this, we respectfully

request uh your recommendation to

approve the proposed rezoning together

General Contracting LLC and its request
[1:33:17]
to rezone approximately 103 acres from
[1:33:20]
A2 to R1OSC for a residential
[1:33:22]
development called Bison Landing.
[1:33:26]
The property is just east of Fanny
[1:33:28]
Thompson Road and just west of Highway
[1:33:30]
11 and has frontage on Nicholson
[1:33:33]
Nickelsville Road.
[1:33:37]
It is in the neighborhood residential
[1:33:39]
character area under the future land use
[1:33:41]
plan, which does allow for the requested
[1:33:44]
zoning of R1OSC.
[1:33:48]
Here's just the general stats of the
[1:33:50]
project. It's 103.56
[1:33:52]
acres. We're proposing 57 homes,
[1:33:56]
uh 49.32
[1:33:58]
acres of open space. Significant open
[1:34:00]
space on this property.
[1:34:02]
Uh we're proposing to combine this with
[1:34:04]
the Bison Landing development that was
[1:34:06]
approved last year. And so when we
[1:34:08]
combine those two together, they'll be
[1:34:11]
together 221.75
[1:34:13]
acres. It'll be a total of 149 homes and
[1:34:16]
a total of 82 acres um of open space.
[1:34:20]
When you average all of that together,
[1:34:22]
it's about 1.5 acre um per home.
[1:34:26]
Here's the site plan with some some
[1:34:28]
notes made here. The thing that stands
[1:34:30]
out really from the site plan is all the
[1:34:31]
dark green, which is the open space.
[1:34:34]
Uh 49.3 acres. Um there's an amenity
[1:34:36]
lake within that, and we'll have a
[1:34:39]
pavilion and a walking trail um around
[1:34:41]
that lake. Uh we've got landscape strips
[1:34:44]
uh where the frontage is on Nickelsville
[1:34:47]
Road at the entrance and then at another
[1:34:48]
spot where where we um
[1:34:50]
um come back down to that road. We've
[1:34:53]
got the 50-ft transitional buffers um
[1:34:55]
around the property.
[1:34:57]
And we've got at the top there you'll
[1:34:59]
see that there's two connection points
[1:35:01]
to the existing residential development,
[1:35:03]
the R1OSC development to the north. So
[1:35:05]
we will tie into that development.
[1:35:09]
And here's a depiction of the
[1:35:11]
developments together. So once we tie
[1:35:13]
in, um you'll see that we'll have an
[1:35:14]
entrance off George Williams and then
[1:35:16]
another entrance off Nickelsville Road.
[1:35:18]
So we'll be able to flow traffic um
[1:35:20]
through two areas um of the development.
[1:35:25]
Um again, land use compatibility of the
[1:35:27]
neighborhood residential um future land
[1:35:30]
use designation accommodates this type
[1:35:32]
of development. Um this is a fantastic
[1:35:34]
location halfway between Monroe and
[1:35:37]
Bethlehem. Um it's already getting
[1:35:39]
popularity um and um
[1:35:41]
the demand for housing here in Walton
[1:35:43]
County. Um and again, the R1OSC I favor
[1:35:47]
anyway because it allows the green space
[1:35:49]
to be um
[1:35:51]
contiguous together and then the lots to
[1:35:53]
be a more manageable size.
[1:35:57]
Um, the community design and amenities
[1:35:58]
again on this 103 acres, there's 48%
[1:36:02]
open space which is nearly two times the
[1:36:04]
requirement. Um, we'll have the two
[1:36:06]
entrances. It'll be governed by an HOA.
[1:36:10]
Um, and then again the amenities that I
[1:36:11]
mentioned before with the lake, the
[1:36:12]
walking trail, um, and um, the pavilion.
[1:36:16]
And then of course as standard in all of
[1:36:17]
our developments, um, sidewalks and
[1:36:19]
streetlights will be um, a part of this
[1:36:22]
as well.
[1:36:23]
The homes themselves, um, 1,800 square
[1:36:26]
feet is the ordinance requirement. We're
[1:36:28]
proposing 2,000 square feet per home uh,
[1:36:32]
with upgraded exterior materials
[1:36:34]
including fiber cement siding and brick
[1:36:36]
and stone accents, um, sodded front
[1:36:39]
yards,
[1:36:40]
um, and then following the the Walton
[1:36:42]
County new tree ordinance requirements
[1:36:44]
uh, for trees.
[1:36:46]
Um, and then
[1:36:47]
again, this will be a high quality
[1:36:48]
community that blends in with the
[1:36:50]
development to the north uh, which was
[1:36:52]
also called Bison Landing. And so those
[1:36:54]
will blend together as a cohesive
[1:36:56]
development.
[1:36:58]
And these are representative um,
[1:36:59]
depictions of the houses, same ones with
[1:37:01]
that were used for the prior um,
[1:37:03]
development. Again, high quality homes,
[1:37:05]
2,000 plus square feet, um, you know,
[1:37:08]
long-term durable, attractive materials.
[1:37:13]
Um, as mentioned before, 50 foot um,
[1:37:14]
transitional buffers. A lot of the um,
[1:37:18]
open space is already wooded so we'll be
[1:37:20]
leaving that as a buffer against the um,
[1:37:22]
homeowners on Fanny Thompson uh, road
[1:37:25]
there. Um, and again we're upgrading the
[1:37:27]
entrance with a 10 foot landscape strip,
[1:37:30]
um, and you know, it'd be a very
[1:37:31]
attractive development from the road
[1:37:33]
frontage.
[1:37:36]
We did have a traffic analysis completed
[1:37:39]
um, on this property that was included
[1:37:41]
in the application um, that we prepared
[1:37:44]
and submitted based on the trip
[1:37:46]
generation thresholds that the Georgia
[1:37:48]
Department of Transportation puts forth,
[1:37:50]
the analysis showed that we would need
[1:37:52]
to do right turn deceleration lanes
[1:37:55]
coming out of Nickelsville and the
[1:37:57]
Williams George Williams
[1:37:58]
entrances. My client's happy to do
[1:38:00]
those.
[1:38:02]
The analysis showed that we were not
[1:38:04]
required based on those trip generation
[1:38:06]
standards to do a center turn lane.
[1:38:08]
So based on our analysis, we are going
[1:38:10]
to do those two right turn deceleration
[1:38:13]
lanes.

Junior and Conoy Parker's house.

Now,

and you know and and we don't even have
[1:40:01]
that 100-acre subdivision that the first
[1:40:04]
phase that they're putting in. That's We
[1:40:05]
don't even have homes in there yet.

And so Nickelsville Road, do you know

how how long Nickelsville Road is?

[1:40:38]
Transportation three times within the
[1:40:40]
last 6 months. So they first were going
[1:40:42]
to try to do a roundabout. So that was a
[1:40:45]
consideration. But there's gas pumps
[1:40:49]
under under the ground at Campton
[1:40:51]
Restaurant, and you can't do a
[1:40:52]
roundabout because those gas pumps there
[1:40:55]
are from the 1960s.
[1:40:57]
So there's there's no option with that.
[1:41:00]
And if you put a roundabout there, it
[1:41:02]
would take out every business there
[1:41:04]
basically except for probably mine
[1:41:06]
because I have a little bit of frontage
[1:41:08]
there.
[1:41:10]
So my point is is that it's it's a
[1:41:14]
safety thing, and I I want to say this,
[1:41:16]
and I hope it's okay that I say this.
[1:41:19]
There's a 94-year-old man that lives on
[1:41:21]
Nickelsville Road.
[1:41:23]
It's Tracy's father-in-law.
[1:41:26]
He drives that that that road every day
[1:41:29]
to turn into Nickelsville Road to the
[1:41:32]
Miller house to see his bed-bound wife
[1:41:34]
in her 90s.
[1:41:38]
It's it it's a safety issue for him
[1:41:40]
anyway.
[1:41:42]
But, he wanted her encamped in near his
[1:41:44]
home, so he can drive that little short
[1:41:47]
distance to see her.
[1:41:49]
And my point is is that it's it's all
[1:41:52]
about the traffic. I know there's going
[1:41:53]
to be an entrance into George Williams,
[1:41:55]
but do do you know the curve where the
[1:41:58]
where the entrance is going to be into
[1:41:59]
George Williams? I I'm a nurse. That's a
[1:42:02]
fatal curve right there as it is. And
[1:42:05]
tractor trailers fly up and down that
[1:42:07]
road. I took care of of Judge Judge
[1:42:10]
Searles
[1:42:11]
in in that Doster house until he passed
[1:42:13]
away. And you know what he used to say,
[1:42:15]

the Camden restaurant. Another one. In

the past year, we've had at least five.

But, from 4:00 to 6:00, the traffic is

backed up all the way

to the Parkers.

You can't you can't get in the highway.

I I mean, there's no resolution for
[1:42:50]
that. And you know, I and I
[1:42:53]
I say this

with two entrances. Okay, one entrance

is going to come out near where the

Burgeses is. And that's within
[1:43:02]
1,000 yd of the other subdivision.

You're going to have to have a

helicopter to bring them in to get

million $2 million for that 100 acres

just to leave it farmland.

corner right there. I wouldn't let them

have it because the older I've gotten, I

love the soil I've been raised on.

from an objective, legal, regulatory

standpoint, we're checking all the boxes
[1:46:55]
to be able to be approved for this
[1:46:56]
rezoning.

We're consistent with the future land
[1:46:59]
use plan.
[1:47:01]
We have done our homework on the traffic
[1:47:03]
analysis. We've had an actual engineer
[1:47:05]
look at this from a GDOT regulation
[1:47:07]
perspective and given us advice on the
[1:47:10]
things that we need to do to make those
[1:47:11]
improvements to make this a safe
[1:47:13]
development and we're going to do those.
[1:47:15]
Uh we've got the two entrances to help
[1:47:17]
the flow of traffic.

Um
[1:47:21]
and as far as GDOT, we can't control
[1:47:23]
what the state does, you can't control
[1:47:24]
what the state does.
[1:47:25]
We're happy to have a conversation with
[1:47:27]
GDOT about those two areas, but we're
[1:47:29]
doing all that we can do on our
[1:47:30]
development to make it as safe as
[1:47:32]
possible.

And when you look at the overall

traffic, you know, coming down Highway
[1:47:36]

our two developments combined are 149
[1:47:42]
homes for both developments
[1:47:45]
would increase traffic less than 2% of
[1:47:47]
what's already coming there. So, we're
[1:47:49]
we're not
[1:47:50]
creating the problem here. We're doing
[1:47:51]
all we can on our side for what we can
[1:47:54]
control to make it as safe as possible.

And once again, we're meeting all the
[1:47:57]
requirements of the ordinance and the
[1:47:59]
future land use plan.

property to the west of us a couple

years ago and developed into a
[1:58:36]
subdivision

under R1OSC in a similar lot size and
[1:58:40]
lot yieldage per the acreage. Uh you can
[1:58:43]
see in the shaded area that is the
[1:58:45]
proposed open space. We're providing the
[1:58:47]
50-ft transitional buffer and making

that open space along the A1 property to
[1:58:52]
the east and rear. Um

as

stated before, we have an R1 OSC

subdivision just to the left of us. To
