[0:14]
So this is a meeting of the Building and Ground Subcommittee of the Watertown Public Schools. Public participation is available on Zoom.
[0:22]
The time is 1102, and I'll call the meeting to order start by taking attendance. Amy Donahue.
[0:29]
present just because I don't present up this year's. Yeah, Sheila Christian, present.
[0:40]
So the first topic on the agenda, we've a lot to discuss to discuss the, sorry, let me pull it up.
[0:51]
We went those a bit.
[0:56]
Discuss the facility rental opportunities for the 2026 to 2027 school year,
[1:02]
including the facility rental program, new facility spaces, rental rates and
[1:06]
operational considerations, at least I can turn it over to you if you want to.
[1:11]
Yeah, so we can start.
[1:14]
If I could just have a few words before Lisa.
[1:18]
Yeah, I don't know. I mean, it's definitely Lisa's meeting.
[1:21]
But I just want to just set the table a little bit about this, we met obviously back in late spring about the rental policies and procedures for renting space and you had actually just moved it forward, but there were a lot of changes that we were going to make so we wanted to make sure prior to going to budget and finance that we had a chance to review with you kind of where we landed based on all the things that we had talked about at that meeting.
[1:49]
And we shared with you what we consider to be conceptual ideas for fees, but remember that in the end budget and finance will be the ones to approve the fees, but at least we wanted to share with you what we're thinking around that as well. So that's all. I'm going to hand it over to Lisa now to walk us through the changes and move forward.
[2:07]
You want to share your screen, TD?
[2:09]
the other way or you can, you can, you will, because I don't have an open right here with me.
[2:23]
Okay, can everybody see that?
[2:26]
Okay, so we reconfigured the rental program just a little, or rental agreement a little bit.
[2:32]
So it's, as you can see, the preface, I highlighted anything new that we have on here from
[2:39]
our last meeting to now, which pretty much everything's saying the same until we get down to the
[2:49]
custodial coverage. It was previously one hour and we changed it to three hours because we
[2:56]
mandated by their contract to pay them for three hours of any overtime to commence. So those
[3:02]
change to three hours throughout all the highlighted.
[3:11]
And then we crossed out the one hour in the
[3:13]
addition and just changed it to the three hour. Dechange the attendants so 25 people in last would be
[3:21]
one custodian anything over 25 and in this case we put to 300 B2 any more than 3 to 6 would
[3:32]
be
[3:39]
So that's what we, that was, those were our notes to indicate that we need to be clear about when coverage is needed. So.
[3:46]
Okay, and then.
[3:49]
So again, same thing here.
[3:53]
These are the old rates.
[3:59]
And then are at the bottom here.
[4:01]
Again, we haven't gone to the budget and finance committee yet, but we're going to recommend the $75 for the custodial, the food service,
[4:10]
27 and the audio-visual technician 100 per event, and then we're going to add in all
[4:17]
proof rentals are subject to change or cancellation should an unforeseen water sample
[4:21]
at schools need for the facility arise.
[4:26]
And just added on here because I don't know why I wouldn't add on to the other sheet I shared.
[4:30]
So we grouped them out by season, sorry it looks very strange right now, but so fall winter
[4:36]
spring summer in the priority that will offer them priority one would be the water
[4:41]
public schools. So for fall, we would start April 1st, winter July 1st, spring December 1st,
[4:48]
summer March 1st, etc. And then every two weeks will open it up to Priority 2,
[4:55]
which would be the City of Watertown Department's and Recreation Department,
[4:59]
then to Priority 3, which is the Watertown Youth Organization, the Youth Sports
[5:04]
Priority 4 would be the non-profit organizations in Watertown and Priority 5 would be the external
[5:10]
organizations.
[5:13]
So that's what we have on this document.
[5:18]
So just to clarify, again, this is, if you
[5:21]
remember many years ago, we had some issues around non-waterfront public schools, people ending up
[5:29]
like wanting space and we gave them the space and then it turned out that we actually needed the space
[5:34]
and it became a big issue. So we said back then that we would have this on a schedule. The schedule
[5:41]
never made it into the rental agreement, but now we're being very clear as to when people can
[5:45]
expect to anticipate when they'll know whether or not they can have space. Again, going through
[5:50]
the priorities and giving us enough time to distribute the priorities mean priority one,
[5:55]
then priority two, then priority three. Before we end up with with paying people taking our space
[6:00]
and I think Amy was on the committee when that all happened. So we're trying to remember what we said
[6:06]
back then.
[6:10]
So before change documents, you want to just review this.
[6:15]
First, can you scroll down just a little bit. Like to the top there. They go up. Yeah. Okay. You got it. Yeah.
[6:24]
Yeah, just like, just like I can see the very top, the priority one.
[6:29]
Yeah, that's great.
[6:41]
I just wanted to point out that on the proposed rental rate document for the custodians, it's as a four hour minimum.
[6:48]
But I know here, you said three hour minimum, so I just wanted to.
[6:52]
I'm sure it's consistent.
[6:55]
Yeah, it's to be three. We'll make that change.
[6:59]
On this document, Sheila.
[7:05]
I can't hear you.
[7:06]
you're needed you're sorry. On the proposed new rates document that you shared it says for
[7:12]
our minimum. Sorry, I know we haven't looked at that yet, but yeah. Yeah.
[7:21]
Yeah. No, that's
[7:21]
that's a good catch. I think that we were most concerned about putting into the rental agreement
[7:26]
one hour when contractually it's three hours. So we can
[7:30]
I can't offer something that isn't that's contrary to what our contract say. So, but yes, the four hours to be three hours as well.
[7:42]
Any other questions on this?
[7:47]
Jessica, I shouldn't be calling Jessica. Sorry, I just, I'm, when, in Zoom, like, you know, it's hard to see when people raise their hands.
[7:54]
So, I just want to clarify, so we have these, the, the classes of the organizations, but that doesn't, that's not the same as the priority for booking, right?
[8:05]
Like last one, class two, class three, and that's much at cost.
[8:09]
No, it's not.
[8:09]
No, it's not.
[8:10]
No. Okay. So, this is just how the booking, the order that we're going to allow
[8:14]
people to book the rentals, got you.
[8:22]
And the caveat that the that little great there, the point of that is.
[8:28]
People also have to remember that if something arises within the water town public schools,
[8:32]
that there have been occasions where we've had to move a pain or a different priority group out.
[8:37]
We just have to make that clear that our schools come first, always, but that's why we have this
[8:44]
system, so the 99% of the time we never would have to do that, but let's say that there's a
[8:50]
makeup game because of the weather, or there's a, you know, tournament game, or something that we
[8:55]
committed to somebody else. They just have to know that there's a chance that they might get, you know,
[9:00]
removed based on some unforeseen circumstance.
[9:11]
Do you like making me as a question?
[9:15]
The booking for, I mean, our biggest group that we work with mostly is the water town use basketball, right?
[9:24]
So they're looking at a winter.
[9:27]
I don't know, do they fall into the winter or the fall booking because they usually start before December.
[9:34]
So how are we going to,
[9:35]
So winter booking would start in the August previous, so like the August they can already start
[9:45]
booking for the upcoming winter. Okay, the August, but if they are seasoned kind of begins
[9:54]
before January, they could do May 1st. Is that, no, so January 1st would be for the spring.
[10:03]
I think she's saying if they start basketball in December,
[10:10]
they book the book in May.
[10:12]
No, it's the same as the high school, so if you look at the high school, they're priority
[10:16]
one for the winter. They'd book on July 1st for winter sports.
[10:23]
And we started November,
[10:24]
meaning it's all about like this, what we define as the season.
[10:32]
So the winter is anybody
[10:34]
who's looking for something November to, you know, beginning a march. So that's that would be August
[10:39]
first for even if you started in November that that's if they start before that like let's say
[10:44]
that they have a fall league then yes they would book it in May because that's part of the fall.
[10:49]
So you're right. I mean I think it depends on when when they're actually starting their programs
[10:53]
but if the program starts in November traditionally for basketball they would they would sign up on
[10:57]
August first. Okay. Yep. They can submit their stuff prior to that but the point is that we're not
[11:03]
going to make any decisions on giving them the space until August 1st. That's when we start
[11:09]
releasing new spots based on our people having the chance to go first.
[11:15]
So if it were like a year, like a school year long program like scouts, right, that would want
[11:21]
a place September through June, they would have to book those kind of in sections. There's
[11:27]
is there a way for a group to book for the whole year? Like if they want a classroom or a smaller space
[11:34]
I mean, we can, but we still have to follow with the schedule of the fall, okay, bring
[11:41]
summer. So if there's something, one of the priorities above that, requested it, I mean,
[11:46]
that doesn't generally happen because it's classroom sizes.
[11:52]
Okay.
[11:55]
You know, I ask you a question. That's a good question. So, yep.
[12:00]
Are the dates listed here that dates that their buckler becomes available?
[12:06]
Yeah.
[12:06]
Yeah.
[12:08]
But like you said, you could, they can submit it sooner.
[12:13]
We just would let them in.
[12:15]
And so what Amy will do is he'll keep a list of, you know, so say he gets a bunch of
[12:18]
people and then prioritize the kind of like the bus list we're going to be right now.
[12:23]
Prioritize which ones, what priority they are and then when they came in.
[12:27]
So if two people are trying to get the same place,
[12:29]
then we'll have to look at who booked first
[12:33]
and they're priority
[12:41]
in that category.
[12:47]
It's good.
[12:48]
I'm going to move to the next one.
[12:53]
We have any other questions.
[12:56]
Good.
[12:57]
Are you able to see this?
[12:59]
Okay, let's make sure.
[13:01]
So in here, I guess the first thing we want to talk about
[13:04]
is the rooms for the high school
[13:06]
that we want to rent out, when we're going to rent them out,
[13:11]
and then what we have to rent out.
[13:15]
So we have the gymnasium, we said we were gonna have that available,
[13:23]
are we gonna wait a full year with that one?
[13:29]
That's what I thought we used.
[13:30]
Yeah.
[13:30]
We decided last time, yeah.
[13:33]
And then the Auditorium and the Blockbox Theater,
[13:36]
that was the other thing,
[13:37]
are we gonna add both, obviously the Auditorium,
[13:39]
but the Blockbox Theater as well?
[13:48]
Yeah, go ahead. There you go, Sheila. I thought we had said for this upcoming year it was just going to be watertown school groups. Is that right?
[13:59]
Yeah, and I think at the bottom, I can't I can't remember. But what we why there's like the answer is there is, you know,
[14:07]
No outside for one year and we just had to make it clear because the notes and what we said was the auditory and the black bar theater we would start with school based only for the first year and then we would consider like youth organizations in the second year but not rent it, meaning like if it's in in turtle to water town we might consider allowing that in the second year but not like
[14:30]
Renting it to outside organizations that we don't have a relationship with, et cetera. So category four folks, would not be able to rent those two spaces until 2829
[14:45]
and then for the first year, nobody other than the high school. Yeah, no, it's going to take us a year to honestly figure it out. It is the most beautiful, amazing auditorium, but it is complex and
[15:00]
And I don't want to end up jeopardizing the auditorium because we're learning, while we invite other people in. That's not, that's not going to be beneficial for us.
[15:14]
And then the cafeteria in kitchen, are we going to stick with the same for that? No, that's not. No, I don't think so. Sorry. Let me just let me assert my feelings. We really talk about that as a group here in the buildings and grounds.
[15:28]
The cafeteria space is clearly, I mean, it's tables and chairs. I'm not worried about technology, I'm not worried about, you know, everything.
[15:37]
I talked to Brandon, rabbit, about this, and you know, I think we're both of the minds that if you want to rent the cafeteria space, that's fine.
[15:46]
We might wait until like November just because again, we might want to learn a little bit about our systems.
[15:52]
But the kitchen we're concerned about in the first year because, again, that's a lot of high
[15:57]
tech equipment that we're trying to figure out and we need to train ourselves before we can,
[16:03]
and we would never let, you know, we don't ever let the kitchen's out without one of our staff members.
[16:07]
They have to hire one of our staff members to be with them.
[16:10]
But if our staff members are learning the system, then we don't want to then have them working with somebody from the outside.
[16:18]
And there's been some requests through the Culinary Department to support some events like in the winter, meaning like there's an intergenerational Thanksgiving dinner, and the Culinary teacher himself wants it at the high school, so like I asked him, well, do you think we should even have the cafeteria available, and he's like, if I'm going to do something with the community, I need to be able to use the cafeteria, so that's why I think he and Brandon both support that, but they do not support the use of the kitchen.
[16:46]
So that would be the one-year wait on that one.
[16:51]
That's my recommendation.
[16:56]
Can you use these are these are all hourly, right?
[17:00]
Yes
[17:03]
Can you give me an example of that sounds great to me? I'm just thinking
[17:08]
Ranting the cafeteria with just the tables and such I'm just wondering if we keep a consistent and have them all be the first here because
[17:16]
Because I mean, I'm just thinking what group would rent the calf and not need the kitchen
[17:24]
or not rent the gym, but need the cafeteria.
[17:28]
Unless it was just like, I don't know, I'm just trying to think what kind of group would
[17:32]
just rent the cafeteria?
[17:35]
So what I'll give you that back to the intergenerational Thanksgiving dinner.
[17:40]
So that's between the senior center.
[17:43]
So it's like a priority to group.
[17:45]
It's not an outside organization, so you could limit it to just priority one and
[17:49]
priority two groups.
[17:50]
That might be beneficial, but it's like the senior center and my culinary arts program
[17:55]
are collaborating to host this intergenerational, it's not on Thanksgiving.
[18:00]
It's like the weekend before, which would be an example of when we would use the calf.
[18:06]
But to your point, you need like maybe it is the caveat, only not to outside organizations,
[18:11]
meaning renting it as opposed to priority one and priority two groups.
[18:16]
Yeah, because the big bringing in food. Yeah, so so what we what we've been talking about
[18:24]
in this one particular instance is the culinary room is so fabulously beautiful and the culinary
[18:29]
kids would do all the cooking in that room. They wouldn't have outsiders working in that room. They
[18:34]
would just doing the prep in the culinary arts room, not the kitchen, and then they would use
[18:40]
serving tables, et cetera, to serve the food.
[18:44]
So they wouldn't need the kitchen at all.
[18:49]
And you're right.
[18:49]
I don't think anybody's going to rent the cafeteria.
[18:52]
Oh, I shouldn't see that, because it's a nice space to have it here.
[18:55]
Yeah, now that it's new, it's, yeah, I mean,
[18:57]
you could do groups down there.
[18:59]
I just wondered if we'd keep it a little bit more consistent,
[19:01]
like you said, it would just do priority group one and two.
[19:04]
For the first year, just so it looks like everybody's cut
[19:07]
on the same priority that first year, if we want to keep the spaces consistent with
[19:22]
one another,
[19:23]
I don't know. What do you guys think?
[19:32]
I mean, I think for that dinner, the things we want to
[19:35]
make sure that cafeteria space is available for them, but if that falls into their priority group,
[19:41]
That would have access to it. I think that's fine. Yeah. I agree.
[19:48]
So I'll change that to just the priority one and two for your one. Yeah, and not. Yeah.
[19:53]
Hi, ladies.
[19:57]
Can I ask a question are we already done with the cafeteria? Sure.
[20:02]
Was there a time where there were scouting groups that did not need to pay to use spaces?
[20:10]
There's still, I think they're in, if you go back to the rental room, and I think they're in priority two, I don't think they pay.
[20:17]
If they're under 25, if they're a group of under 25.
[20:22]
Yeah, scouts, oh no, it's on three.
[20:28]
Oh, there it is.
[20:29]
It's three, right? They're not because two is, sorry, I got confused.
[20:32]
My confusion.
[20:33]
Priority three are the non city or non school groups.
[20:38]
I thought that under in priority three, if it's under 25 that they don't have to pay fee, if you look back of it, the narrative for that one.
[20:52]
So class two is water town programs and activities with 25 or fewer.
[20:59]
And class three.
[21:00]
And class three is more.
[21:02]
Okay, I'm sorry.
[21:03]
I must have misread that, or maybe it's not.
[21:15]
I'm just, as long as there's less than 25 if all, and if it's during the school year,
[21:23]
meaning like the school week, and we have custodial service available, and they don't need a custodian.
[21:28]
Like there's all these little caveats on that one, then there should be no charge.
[21:33]
The minute they get over 25 that we have to hire the custodian, that's why we have this.
[21:40]
more than 25 people, you need one custodian. So you will have to pick up the cost of the custodian.
[21:48]
So on the rate sheet, though, it says proposed class 2 has fees for all the
[21:55]
rentals.
[22:00]
Class 2 should only have to pay for the custodians. I mean that's,
[22:12]
that's the way it's always been.
[22:14]
Well, it's a serial three rental, because serial charges will apply.
[22:20]
Yeah.
[22:25]
It's only once you get past the the numbers that you start having to.
[22:41]
Okay, so that needs to be clicked. Because it says in here, class two organizations are charged a reduced rental fee according to the class two rental rates, minimum rental period is two hours and rental should be scheduled in full hour increments. And then there's all, then there's charges for everything in class two in this sheet.
[22:56]
Right, right, right, right. I should not be the one to, um, I'm not sure why I'm, I am myself, I apologize, um, so.
[23:09]
Class one is I'm thinking about class one, I'm, I apologize, meaning the wreck departments and everybody else.
[23:15]
I just want to make it clear that if it's a, if it's a, I was thinking class two was the, um, the city departments, my apologies.
[23:23]
So take everything I just said back and focus on class two being our youth organizations.
[23:34]
And if they have less than 25, they don't have to pay the custodial fee, but they do have the rental fees.
[23:39]
And it's a reduced fee because it's a youth organization.
[23:43]
Right Lisa, please say that's right. Yes.
[23:45]
Yeah. Okay. All right. That makes that make sense. Um, but was there a time when those
[23:50]
organizations did not have to pay? Like the scouts. Yeah. That I we'd have to go back
[23:58]
historically and look.
[24:03]
Um, I don't I feel like they did, but they didn't have to pay for custodians.
[24:08]
I thought that that's where we got through like if it's a nominal fee, but you you don't have to
[24:13]
for custodians, which was I think a change from practice meaning that got a little sticky somewhere
[24:20]
where like well why are you paying for custodians and then we worked in negotiating with the union
[24:25]
to like say if you're already there and you don't need a custodian then why would we pay for an extra
[24:30]
custodian? So okay so I just want to I just want to play this out so if there's a group like the
[24:36]
scouts that wants to use a classroom at the level on Wednesday nights for two hours.
[24:41]
for for they the minimum rental is two hours so they would have to pay forty dollars
[24:46]
for every time they met
[24:49]
at the low
[24:52]
regardless of whether or not they met for one or two hours
[24:57]
that's how that would go yes
[24:58]
okay
[24:59]
we're off for a conversation if you want to talk about that is it gets
[25:02]
i'm just gonna say gets very tricky when you start layering in
[25:05]
who does and who doesn't
[25:07]
like no i know i know i'm just like i'm just thinking about some of these
[25:10]
Part of somebody from Scouts has reached out to me,
[25:13]
which is part of the reason why it's on my brain.
[25:16]
And I'm just, that feels like it might be a challenge
[25:19]
for some groups to pay.
[25:23]
40 for each hour, I thought it's as,
[25:25]
because it's a minimum of two hours.
[25:28]
Oh, we're currently in the contract.
[25:29]
And the 20 represents one hour, one hour.
[25:33]
Okay, so then it's just a little small for me.
[25:38]
So that's one, okay, three is 30 at the, proposed class three is 30 dollars an hour, all right, so that'd be 60.
[25:48]
What is all is an hour? And you're saying they're there for two hours, so it's $80.
[25:53]
Oh, no, 40 for the two hours. Yeah. Yeah. That's the, that's the cheapest rental that a group with 25 kids or a fewer could have, but they don't get a custodial fee.
[26:04]
Correct. Correct.
[26:06]
So they're, they're sorry.
[26:09]
They're technically class two if they're under 25 kids.
[26:13]
Yeah.
[26:14]
So it's 30.
[26:15]
It's not 80's 60, right?
[26:17]
Just making sure that's clear.
[26:21]
Oh, group you're talking about jazz.
[26:23]
It would be $40 every time they meet.
[26:25]
Every time they meet.
[26:27]
I think, do they?
[26:28]
Is that the type of group that would collect dues?
[26:30]
Like four?
[26:32]
There's just a scouts charge students?
[26:33]
I don't know.
[26:35]
I think do they charge theirs?
[26:37]
Members?
[26:37]
there. They didn't use do. I don't know about now. Yeah, I'm not sure either. I'm just I'm just thinking about, you know, the the tenability of that for some some groups maybe a challenge, but I also don't necessarily think we should go down a rabbit hole and figure out who gets what in a case by case basis.
[26:58]
It's, you know, I mean, I think I would be interested to kind of see, you know,
[27:04]
these numbers were obviously created because this is what we feel as a district.
[27:09]
We kind of forward with the new buildings, what we need.
[27:13]
But I would be interested in coming back to these numbers relatively quickly,
[27:18]
once we kind of see what the, what the sign-ups look like.
[27:24]
Yeah, what the sign-ups look like and kind of what some of the community feedback is, right?
[27:27]
Because if you've got, you know, watercolonies basketball, they collect, you know, money from families, and that is what they pay for, but if there are organizations that could really use our buildings.
[27:38]
And, you know, these smaller groups that don't make a big mess, but that need a space, there might be, I'd be interested in thinking about some wiggle room for like a waiver or something at some point.
[27:48]
But again, I don't want to make things too complicated before we've even begun.
[27:53]
And if through the chair, if I could just say or suggest, I mean, we have a little bit
[28:00]
of time between now in the budget and finance meeting, which will actually set the rates
[28:05]
in both the rates or move them forward to the full school committee, we could do a little
[28:11]
bit of researching and looking around and seeing what other surrounding communities do for
[28:16]
under 25 groups and classrooms, like, you know, maybe instead of just assuming that this
[28:21]
because whatever it does, because it's such a niche, right?
[28:26]
You're not using a gym, you're not using an auditorium,
[28:28]
you're not using a large space, you're using a one classroom,
[28:33]
and you're not needing a custodian.
[28:35]
It might be something for us to do a little research,
[28:37]
prior to the budget and finance of committee meeting.
[28:40]
That would be great.
[28:43]
Thank you.
[28:45]
Yep.
[28:45]
And it really could have you out of it,
[28:47]
and don't charge fees for families.
[28:50]
What are the conditions that might have to be met
[28:53]
to, like, yeah, you know what I mean, okay?
[29:00]
Do we have a waiver process in place?
[29:05]
Is that something other districts?
[29:08]
Do.
[29:08]
We can look into that, but we do not.
[29:11]
That's why we have the priorities,
[29:13]
because we tried to get to a place where it was clear
[29:16]
as to who would pay and who wouldn't.
[29:20]
But now, this is a great point.
[29:22]
Is there, should we think about waivers?
[29:24]
or so we include language around, kind of,
[29:28]
yeah, the caveats.
[29:34]
The clearer it can be, the better it is.
[29:35]
Waver always, to me is like a fraught with a little bit
[29:38]
of, not peril, but you know what I mean?
[29:40]
Like, who do you give the waiver to?
[29:42]
What are the qualifications?
[29:43]
You know, so if you make it clear,
[29:46]
then people would understand that they might be able to do that.
[29:51]
Okay, we got a little work to do,
[29:52]
and we'll do that before the budget and finance subcommittee.
[29:55]
And it's clear that you guys have already done a lot of work
[29:58]
and figuring this out and I appreciate it.
[30:00]
And I'm just, you know, I think there's, there's going to be tweaks as we, as we figure this out, and as we, as we move into this next phase of
[30:08]
Watertown buildings. So I appreciate, I appreciate all the thought that's gone into it and the continued thought that we'll go into it.
[30:20]
The question?
[30:24]
Yeah.
[30:28]
The up on the high school.
[30:31]
I would respectfully suggest that we say available to know outside for a year for everyone
[30:39]
until we figure this place out because it's a very complicated building and I would respectfully
[30:45]
suggest that if we do that for then we can really get used to the building and some of the energy
[30:52]
modeling is built on how we use it and I think we need to figure some of that out as well and by
[30:58]
starting to rent it out before we have a handle. I think we're going to potentially go out
[31:04]
of our that general compliance that we've agreed to just my thoughts.
[31:20]
As the superintendent, I would support that if the subcommittee would like to make that
[31:24]
as a sweeping across the board for all of the high school rooms, it would help us out a lot.
[31:31]
It's the balance we have the succeeding building and people are going to want to use it and
[31:34]
We want them to at some point, but we're how long will it take and I think in the in the other buildings
[31:39]
It was like a three-month period, but I think in the high school. It's this is two. It's a it's a lot
[31:46]
Very complex
[31:48]
system so
[31:50]
I'm I'm totally fine with that suggestion. I think that it makes sense
[31:54]
Yeah, like I said earlier. I agree with that as well, but does this kind of interfere with your group?
[31:59]
that is looking for the cafeteria.
[32:03]
So it depends on who sponsors it.
[32:07]
Oh, so we can wiggle around that around.
[32:08]
Well, yeah, I mean, no, no, I'm just saying,
[32:10]
it's really a culinary arts partnership,
[32:13]
meaning it's our students that are the ones
[32:16]
that are, you know, that's a different
[32:19]
partnership that's somebody coming from the outside
[32:21]
and using our space.
[32:24]
You know, so let me, let me consider that
[32:27]
But yeah, I don't think it does because again, it's all about who who eventually sponsors the event.
[32:36]
Like if I did the use summit, right, I'd be sponsoring that. The ABC, you know, use summit.
[32:41]
That's to me a school department sponsored events, but I'm, I think we're in the role. I'm not saying we're to do it there. I'm just another example of.
[32:51]
Not really truly an outsider's a partnership.
[33:02]
I think it looks more consistent if we go with that as well, I think it just kind of keeps
[33:07]
us consistent, keeps what we have to tell people consistency and it just keeps it organized,
[33:14]
I think, as well with what we're thinking and why we're doing it.
[33:17]
We can't say, oh, we don't want to rent the gym for a year, but we'll let you take the cafeteria.
[33:22]
It's like, well, why?
[33:24]
It's still the same building, it's still the same tweaks and things we need to work out.
[33:28]
So I feel better with saying flat across the board with Marcus saying as well because you need to learn.
[33:38]
I would suggest that maybe we actually just take that whole part of the charts and put it separately.
[33:43]
And just simply say, in the 2627 school year, these faces will not be available to the public.
[33:52]
In the future, these are the rates that will be set in, you know, please come back back in.
[33:59]
in twenty seven twenty eight. That works.
[34:24]
Can I add one more issue that's going that has
[34:29]
been coming up.
[34:33]
So I've been reached out to by many people in the neighborhood who used to be
[34:38]
able to. Parking the parking lot during the winter parking band. I think we need if it's not
[34:45]
on the agenda today. We would need to put the garage thing to bed sooner rather than later before
[34:51]
we open the doors here, if that's for today, I'm not sure if that's for a different
[34:56]
meeting but I want to just put that out there right now because it is going to be a topic
[35:02]
of conversation in the neighborhood.
[35:07]
I would recommend doing that at a separate meeting because the other thing marked that
[35:11]
I thought you might have been thinking about too is we keep, I keep getting questions around
[35:16]
the track.
[35:18]
So, I think we should have a discussion on both of those items separately from this, and that's, I just want to put that on the radar because we're going to get a lot of that. Why can't we use the track?
[35:32]
Why can't we park in there? So, in there are issues about alarming parking, even though we did use that allow it.
[35:40]
on the parking lot, but we don't have a parking lot anymore.
[35:43]
I think we should, I respectfully request that that be placed on a future,
[35:48]
and then for both of those, both in those spaces.
[35:58]
Fortunately, there's a nice parking lot in the Philips now that is technically in the neighborhood
[36:04]
that has 70 spots.
[36:07]
So hopefully that might.
[36:08]
I know it's not convenient for a lot of folks.
[36:10]
And we'll talk about it at the meeting.
[36:11]
I'm just saying, luckily, there is a space
[36:14]
that's not too far away that they could use,
[36:21]
we should do that sooner rather than later
[36:23]
before the winter starts, meaning,
[36:26]
like in September, we should talk about that.
[36:28]
And like, I mean, the, in my opinion, Mark,
[36:30]
from what you've already said, is like the running track,
[36:34]
we need a year to figure that one out too.
[36:36]
So like we have a little bit of time on that
[36:38]
because we've just said that no outside people
[36:40]
or organizations are gonna use our facilities.
[36:42]
So at least if we, you know, that's consistent,
[36:46]
but I think we need to early on, talk about what we want to see in the future for that.
[36:51]
Yeah, I agree. We put in this, nobody's allowed to use anything except for Mr. School Program
[36:56]
for the first year. Including this rock. That's easy. I think that's easier.
[37:03]
Yeah, great honor this. Yeah, I agree. Yeah.
[37:14]
Is there, so I had never heard about needing to stay within a certain energy level, I guess,
[37:22]
but if there's criteria that we should need to consider, that can be part of the next meeting's discussion on this,
[37:29]
but that would be helpful to me.
[37:34]
I'm not sure that we have specific criteria yet, but the building was modeled on with two different
[37:41]
heating systems. The public areas have geothermal and the other areas are run with heat pump type equipment.
[37:53]
We were counting on having more use in the public areas.
[37:59]
I would have to clarify what we would
[38:02]
need to keep in compliance to get our rebates and everything else and I could bring that to the next meeting.
[38:07]
Hopefully. Okay. Thank you.
[38:16]
Might be kind of fun at the next meeting now that you just said that Mark.
[38:18]
Also to provide the the school community information about our other two net zero schools around,
[38:25]
you know, what what we're doing and how it's working and everything else just to show that joy, too.
[38:32]
Sure. That'd be great.
[38:47]
All right, Lisa. I know you had a long list of other items.
[38:50]
So, that we just kind of we've compressed it to what you had. So, yeah, we jumped around a bit.
[38:58]
Yep, yeah, that's quite all right.
[39:02]
I'm just curious, just looking at the fees for the high school. Now, if we're going to take this off the board for a year.
[39:09]
But those fees potentially change. When we're now talking about these energy level restrictions and things or we might decide that
[39:18]
Maybe it's a hundred dollars or something. So I don't know if we want to even put
[39:22]
You're gonna keep it off the table for a year. Maybe we don't put fees on there because
[39:27]
These fees could change depending on what we see in a year's time of what it would cost to run the buildings
[39:35]
So to speak. I don't know. I'm just
[39:37]
What are and if we don't put cuz I'm on my comeback and like all the way we saw there was only 75 dollars for the gym and but we really think it should be a hundred dollars
[39:44]
and maybe just keep it blank.
[39:47]
Mark, you might know, but answer it for that.
[39:49]
Like, could these numbers change as far as energy
[39:52]
and that zero and using fuel thermal?
[39:55]
I think the best thing we can do here
[39:56]
is on the high school, there's there will be no rentals outside
[39:59]
for the first year without putting any prices
[40:02]
without putting anything here,
[40:04]
because then you're making it very clear.
[40:05]
We're going to look at it as a group and figure out
[40:09]
is, you know, what does it really take?
[40:11]
That's what, this is a very,
[40:13]
I can't stress enough how complicated this building is and there's a lot of training going on, but it's going to be a whole lot more training going on once we start using it.
[40:21]
Yeah, so just keep everything off the table and yeah, I agree with that.
[40:41]
I didn't have anything else, Sheila.
[40:43]
Okay.
[40:45]
Do we need to make a motion?
[40:49]
anything or yeah, except what you have with the changes that, yeah, sorry. I don't know what I'm
[40:56]
supposed to, I don't think we're voting because we, okay. I think you should probably vote to
[41:03]
move this information to the budget and finance subcommittee. Okay. Maybe, I mean, DD or Lisa correct me
[41:11]
if I'm wrong, but I think that would be appropriate. Yeah, exactly. Yeah. And just so you, you're aware
[41:19]
we do have cops, which we're going to present to the budget and finance subcommittee around
[41:24]
why we came up with these numbers. So yes, I totally agree with Mark that this would be
[41:30]
move it to the budget and finance subcommittee then we'll move it to the school committee once we
[41:33]
have both of these things aligned and there we go. I also think that you maybe want to add to the motion
[41:43]
the thing about the high school, there will be no outside use of the high school for the first year.
[41:48]
Just to be very clear that your budget and finance knows that that's what you're recommending.
[41:55]
Just my thoughts and I apologize.
[42:00]
You've been input.
[42:04]
So do I, I'm sorry.
[42:05]
Do I say, like, do I have a motion to move this to the building or budget and finance subcommittee?
[42:13]
I will make a motion to move the proposed rental agreement and
[42:22]
and rental rates to the Budget and Finance Committee,
[42:27]
removing any rentals for the high school for the 2627 school year
[42:32]
and with any additional changes based on research
[42:36]
that is done with comparable districts for smaller groups
[42:42]
in water town.
[42:51]
I think that's the second.
[42:53]
Second.
[42:54]
I'm just saying I've loosened,
[42:56]
No, just to any outside use to any priory group or any of the groups whatsoever
[43:04]
No outside use to any group
[43:10]
Maybe just add to any group.
[43:20]
So second
[43:24]
and now I need a roll call vote. She'll
[43:27]
Just middle-brick
[43:30]
Yes, Amy's on here. Yes, she'll aggression. Yes,
[43:43]
to have caught an injuring the meeting
[43:44]
Is there anything else on the agenda? No, right?
[43:48]
Lisa, you're good.
[43:49]
I'm good.
[43:51]
I need to adjourn.
[43:51]
I just thank you.
[43:53]
This has been very helpful.
[43:55]
No, thank you.
[43:55]
There's a lot of work.
[43:56]
I mean, we've gone back and forth.
[43:57]
I've been building in draft for eight years.
[44:00]
So I think we've done these.
[44:01]
This work like eight times over.
[44:04]
Like we've changed it all the time,
[44:06]
but it needs to be done.
[44:07]
COVID here.
[44:08]
We had to do that.
[44:09]
And you know, a lot of these groups are lucky.
[44:11]
We've been very flexible for lots of groups.
[44:13]
and if not, you know, and I think we'll continue to be flexible with all of the these in the
[44:20]
rates and we're always fair to all of our groups in town. So I don't find any of this to be a
[44:26]
problem when we move forward and hopefully people understand what we're coming from with the new
[44:31]
buildings and how we have to treat them now. So I appreciate all the work. Thank you. Thank you.
[44:42]
I'm sorry because I'm saying to be a journalist.
[44:44]
If you just say music a journal we both are totally I move to a journal.
[44:48]
So moved.
[44:50]
Do we do a role call?
[44:52]
Oh yeah that's the middle book?
[44:54]
Yes.
[44:55]
Amy's on me, who?
[44:57]
Sheila Kerson Yes, thank you.
