AI TRANSCRIPT
This transcript was generated automatically from audio using AI and hasn't been reviewed by a person — it can contain mistakes, including plausible-sounding sentences that were never actually said. Treat it as a starting point, not a verbatim record.
This transcript looks like it may be hallucinated by the transcription model (not a real transcript of what was said) -- treat it as unreliable. This can happen when the source audio is unusually quiet, corrupted, or otherwise hard to transcribe.

On the center of the device, prior to speaking, then press and hold the same button to turn the audio device off. We share the audio devices. Also, for recording purposes, if you wish to address the planning commission, please still have a yellow speaker card, found in the podium, and place it in the box at the moment. Make sure to state your name for speaking, and you're limited to three minutes.
[0:29]
And with that, let's conduct the role.
[1:08]
Present.
[1:15]
Present.
[1:20]
Is it all set?
[1:21]
Here.
[1:22]
We have more.
[1:24]
Thank you.
[1:25]
Now I will entertain a motion to excuse the abs of planning commissioners.
[1:31]
To be able to motion to that effect.
[1:39]
Okay, so the motion has been moved exactly.
[1:42]
All those in favor of promotion meeting, call the vote.
[1:47]
All those in favor?
[1:49]
Aye.
[1:49]
Aye.
[1:54]
In now, let's have the pledge of weakness of the flag.
[2:04]
That one Biden, you've planned a commissioner and our outgoing president.
[2:08]
To leave the committee.
[2:11]
I pledge allegiance to the flag.
[2:34]
We'll move now to item three on the agenda, which presentations in the world of communications.
[2:38]
The time you set aside from members of the general public to address the planning commission
[2:43]
on any item not on the agenda for tonight, which is within the subject manager's section
[2:48]
of the planning commission.
[2:50]
No action or discussion shall be taken on any item presented, except that any commissioner
[2:56]
in response to statements made or questions asked, or may ask questions for clarification,
[3:02]
and all matters in the administrative nature will be referred to staff, all matters
[3:06]
relating to planning commission will be noted in a minutes, and then the schedule for discussion
[3:10]
of the future meeting or referred to staff for clarification and report. And in commissioner,
[3:16]
may place matters brought up under oral communications on a future agenda. All speakers are asked
[3:22]
to announce their name, in order to obtain a protected board of minutes. So, we have anyone who
[3:29]
public who would like to address items not on tonight's agenda.
[3:36]
Seeing no one, we will now turn
[3:40]
to the commissioners and invite them to share any more comments they would like to make.
[3:50]
And the
[3:50]
minutes will show that Commissioner Dodge has arrived to
[3:58]
communications from the commission. Okay,
[4:02]
seeing none, we can move to public hearings and the matter of course is a resolution of the
[4:11]
I don't know if you mentioned in the city you watched the bill.
[4:14]
Denying the appeal of zoning administrator approval
[4:17]
and administrative review permit for a low barrier
[4:20]
navigation center located at 1.18 1.5 by a cherry court
[4:26]
and 1.2 0 first city, APNs, 0.17 and dash 1.72, dash 32, 31,
[4:34]
and 35.
[4:36]
And the call for approval by the zoning administrator
[4:39]
of administrative review permit and finding the project exempt from review under California
[4:47]
Environmental Floney at C-book for still just July 1, section 1, 5, 2, 6, 8, we'll begin the process
[4:57]
with the presentation for the six staff.
[5:01]
Thank you, Mr. Erin.
[5:02]
It's the candidates.
[5:06]
Yes.
[5:07]
Mr. Beach Olson.
[5:09]
Thank you.
[5:12]
I understand that the city has received a letter from the applicant from Helen
[5:16]
alleging that I have a conflict of interest in this item.
[5:21]
I have worked with the city attorney's office,
[5:23]
and I do not believe that I have a conflict.
[5:25]
In fact, many of the allegations in the center are factually inaccurate.
[5:31]
Specifically, neither my husband nor I have ever received any income from the applicant,
[5:36]
Honorary County, or Westview Presbyterian Church.
[5:40]
So my husband has previously been employed by the Presbyterian Art Gallery
[5:43]
and has not received any income from the Westview Church.
[5:52]
Nonetheless, I do not want my presence,
[5:55]
to provide any basis for litigation for further appeals for this item.
[6:01]
I also understand that I can live in power for some of my ability for any determination
[6:06]
that a conflict exists, and that I can be named in a lawsuit regarding the Commission's
[6:12]
decisions. Out of an abundance of caution for these reasons,
[6:17]
and because I want to avoid any indication that I, or the city, have conducted improperly
[6:24]
for a few days. I will be refusing from the side up. Thank you.
[6:35]
Thank you.
[6:36]
Thank you for your speech.
[6:45]
And now we'll be meeting both members with the rest of the
[6:51]
issue.
[6:51]
I should have read.
[6:52]
And I'm glad you're here.
[6:53]
This is slide on for you.
[6:55]
I'm going to pull this up a little bit.
[6:56]
Which will we think of here?
[7:01]
All right.
[7:02]
So I'm here tonight.
[7:03]
I'm not a lot.
[7:05]
I think this is the letter.
[7:05]
I'm sending you to the interim acting.
[7:10]
I am here tonight to present the appeal of the Federal Minister of Google, the Minister of
[7:17]
Government, for a little bit of that patient center, looking
[7:27]
at the project, before we tonight
[7:29]
in the video, whether it's the deal, this joint project can become a farmer in the county centers.
[7:35]
The county farmer received an in-campment resolution funding or a grant grant for the policy
[7:39]
of dollars from the California Department of Housing and Community Development.
[7:44]
to provide funding for the Recurs of Victims of the Women's Program.
[7:49]
Program needs development of 34 in the visual, non-converged,
[7:53]
low-care, or sensitive, shelter beds, and provision that housing
[7:56]
aggregation and support services to people that may want to talk
[7:59]
over the issue of COVID.
[8:01]
This is an isolation system that we need to reflect
[8:06]
on.
[8:06]
So, a timeline of events here for this project.
[8:10]
And I've never told them before.
[8:12]
I've never told them before.
[8:14]
to see the initials in the middle coming out in County Monterey.
[8:19]
This project is a very rough conceptual plan that is essentially just rectangles on a satellite image.
[8:27]
The other staff would be treated the project as an emergency shelter, which is a used fragilated under the last moment of the scope of the scope.
[8:36]
However, it was very elite.
[8:38]
So staff would like to got this little letter for the rest of the more information in order to further use.
[8:43]
to run it.
[8:45]
Between the number 2030 and 2020-24, I was when I was running in the earlier soil
[8:51]
of Joe Extension to run in.
[8:53]
To me, yeah, I'm going to go over the guidance letter and, you know, what would be the
[8:56]
requested program.
[8:58]
That review included a span of a month, and included review of state laws related to many
[9:04]
different intentional uses for the site, lowering application centers, nervous shelters,
[9:09]
Well, let's find regulations, building drugs and viruses.
[9:14]
Those meetings inform the selection of the modular unit types by now, again, as well as the site layout and the location of the libertarian adversities that are on the site.
[9:24]
That was July, 2020, 2014 to see the sense of no.
[9:29]
I included responses to the city's original October 2020,
[9:33]
for you guys to whether it related to the emergency shelter requirements,
[9:37]
as well as references to state law,
[9:38]
threatening low-variant navigation centers that she did apply.
[9:42]
Because the project, over the months,
[9:45]
I had changed significantly in sense, the initials of no.
[9:49]
These adverse response that requested that the applicant's
[9:52]
a new administrative group in the application that I am all of the first who did in the project area
[9:58]
at the Christmas Day or on the other side of one.
[10:02]
And also the focus, they specify whether the
[10:06]
project was in fact some of the children and I didn't know about this when you stayed for them.
[10:11]
But obviously, they're a total of four, seven, and see the third scenario.
[10:16]
And that did a new application with all the relevant information and attachments in the community.
[10:20]
And this is the first, the first thing you had to do is over and you with all city departments and the public works, police, fire, we also shared the application of intelligence.
[10:34]
This application was a huge burden of violence and state law related to the global internet.
[10:38]
She's Centers for Santa, and I have this use in her letter.
[10:41]
And it was a tremendous project in life with four criteria
[10:44]
located in different kinds of sections six, six, six, six, two,
[10:47]
five, four, four, four, four.
[10:49]
So when the September 20th come from four,
[10:52]
the administrator of the view permit, the group by the zoning
[10:54]
administrator, and not that we also requested additional information.
[10:58]
We've actually submitted that at the time of the building from this note.
[11:02]
And then on October 20th, 2014, we see the committee receiving
[11:05]
and a healer, and that is five or four, what do you send?
[11:13]
So this is a low-brainer navigation center.
[11:15]
It is defined in a state law as a housing
[11:17]
first, low-brainer, or some of us
[11:19]
have installed their focus line with being people.
[11:21]
And it's coming in housing that provides temporary links
[11:24]
so that you've all pacemander, so that if needed,
[11:28]
you can hang up
[11:32]
under the definition of low-brainer,
[11:34]
or all of them means practices to reduce their
[11:37]
and
[11:40]
it's due to presence of partners, pets,
[11:42]
storage of possessions, and privacy.
[11:47]
If you want to want to, which was a sudden blow in 2019, and domestic government does
[11:52]
section 6, 5, 6, 6, 0, pertains to low-bearing navigation center regulations, and it
[11:57]
does not follow units, provides statutory changes necessary to enact the housing and
[12:02]
helplessness-related provisions of a budget act of coming out to include installing the
[12:06]
approval of low-bearing navigation centers.
[12:10]
It also provides a wide-right process and extended review for low-bearing navigation centers
[12:15]
in certain times and zones.
[12:17]
It also created a global government system
[12:19]
required for a traditional use permit
[12:20]
or other discretionary approval,
[12:22]
the low-brainer navigation centers
[12:23]
and makes two zones of certain operational centers.
[12:31]
The library used the only entitlement requirement
[12:33]
for the low-brainer navigation center
[12:35]
is an administrator for the view permit.
[12:38]
And for the last of the local digital code
[12:39]
or the system of an administrator for the view permit,
[12:41]
is to assure prior to establishment
[12:43]
of an authorized, principally committed
[12:45]
or a direct use that the provisions of the code
[12:48]
other urban state and local regulations on mask. There are no provisions of the law,
[12:53]
though we just will go related to low-variant regulations that are specifically, so the
[12:57]
only regulations that have the rules that are those in our own industrial section 6560s,
[13:04]
so we can go to a question. As I said before, I heard this in my industrial application and
[13:09]
the Blue R&D application is set to development, it's used by the rights, and here is for mixed use.
[13:14]
And on those, if this is a civilized or medieval, to end with uses, it means the requirements
[13:18]
in this section in the 88th or people of and a local jurisdiction shall permit a low-bare
[13:24]
navigation setting about the beginnings of all end of the process. So those four requirements are
[13:29]
one. In other services to connect people and housing, there are services planned to identify
[13:34]
a service assignment. Two, it is linked to a coordinated entry system so the staff and the
[13:39]
intro facility were certainly co-located so that you may conduct assessments and provide services to
[13:44]
people are going to have some. Three you can buy is the chapter 6.5,
[13:50]
a cleansing session, the B2-5-5 division for the well-burned institutions gathered.
[13:55]
It looks like what's happening first. Programs, it's all going back to the Senate.
[14:00]
And then, over and out of the system for engineering, information regarding client states, client
[14:04]
demographics, client income, and exit destination for the local homeless management
[14:09]
information system, or HMIS.
[14:13]
No other chambers of bacteria can be applied in the
[14:15]
in the application for low-brainer navigation center.
[14:19]
For example, the city's not the authority to be the site design,
[14:22]
partly in cleansing, and the other uses on the property
[14:24]
such as the existing church.
[14:26]
As part of the entire application review,
[14:28]
go low-brainer navigation center project.
[14:30]
However, although the city requirements
[14:32]
such as fire code, building code, and order standards
[14:35]
can be applied during the building command
[14:37]
for deep process.
[14:45]
For view of the application review and analysis
[14:47]
that's been identified as a zoning administrator,
[14:49]
I'll go to the fourth point one by one
[14:51]
with and gives support of that index.
[14:52]
This support of that is that is used to support the protocol.
[14:56]
So the first point that a person is connected with a thousand.
[15:00]
Emergency Centers, and the County of Monterey homelessness is good neighborhood at all. So, this is starting. We provide a several agencies, including COC and B-Treative Elfingation, Helmberg's and Q&A Act.
[15:17]
On number two, it's lines of coordinated entry system. The delivery of aggregations that are in the participating in the local coordinated entry system that has required by the League of Honor and SAMHSA.
[15:26]
We have continued to prepare our operational standards for emergency Centers.
[15:34]
Besides the chapter 6.25 of the well-burned institutions gathered,
[15:39]
the chapter 6.25 of the well-burned institutions
[15:41]
of the requirements, the incorporation of over-concomments
[15:44]
and housing pursuant programs to have the programs.
[15:47]
So the housing pursuant requirements,
[15:49]
like all programs we're seeing here at France,
[15:51]
as I mentioned in this regard,
[15:53]
$3,000, $3,000.
[15:54]
It was awarded the $3,000,
[15:56]
$3,000, $3,000, $3,000.
[15:57]
The well-burned applications that are required to provide
[15:59]
with this session of the well-burned institutions.
[16:01]
In addition, housing pursuant,
[16:03]
So we're part of that that we've known moderates in the U.S.
[16:06]
and we continue with their operational standards.
[16:14]
So exactly as the President has a first name
[16:16]
to the other commitments based on the use of housing
[16:19]
and tools rather than a reward for recovery.
[16:22]
And then Senator Biden, again, I think
[16:24]
on these people to come in and housing as quickly as possible.
[16:27]
Housing First provides officers as needed
[16:29]
and requests as non-voluntary basis.
[16:32]
And that do not make housing contingent
[16:33]
among organizations.
[16:34]
So,
[16:40]
the author has a system for answering information to this nation, I have a system.
[16:45]
The beginning of a lot of random unit of enemy and operational standards require all emergencies
[16:50]
for organizing including low barrier navigation centers.
[16:53]
To have participants in the homeless management and information system managed by a coalition of homeless centers providers.
[16:58]
And for us all of the coalition of homeless providers, I think I have a pause in the procedure.
[17:08]
So, based on the compliance of this four criteria,
[17:10]
The visitor review permit at patient was approved on Friday, September 20, 2014.
[17:17]
That clears the opportunity to submit a building permit at foundation.
[17:21]
In the determination of legislation, previously, we included feedback from all the city departments, including
[17:27]
planning, building, public work, supplier, police.
[17:31]
Since that was an additional collection of interventions he submitted with the building for the snow,
[17:35]
related to testing, landscaping, and various needless, striving, fire requirements,
[17:40]
I can see a lot of the movements in your C-RF, that's ability to deliver patients,
[17:45]
electro-deservants, pathways, a lot of the upcoming challenges and improvements along
[17:50]
the first treatment in April of 29th, as well as the on-site experience system.
[17:59]
As I mentioned on October 2nd, 6th, received an appeal application from Calvina
[18:03]
for us for a question of 2018.
[18:06]
And we're seeing the setting of the status of people that are interested in the
[18:09]
This should review permit.
[18:11]
The amount of contents that we verbal was defective and improper based on 15 reasons that
[18:15]
benefit from there.
[18:20]
I just have a quick paraphrase here, it's all in the sabbable analysis, like the point
[18:24]
changed from withholding information to the city council, making false statements to the
[18:28]
council, and improper decency application, not concerning to see uses and conditions, improving
[18:33]
application, and improperly conducting information change for adjacent residents, and improperly
[18:39]
of open boundaries of public directors, I request making all safe
[18:42]
educators to complete the set of application and building to
[18:45]
require such use for them for the church as a correct
[18:47]
visit with projects.
[18:50]
Not responding, aluminum analysis from the neighbor
[18:52]
of the community, I'm probably improving the application back
[18:55]
and sitting in the project as a murder position shelter.
[18:58]
Now, I have a question called questions for the entity
[19:01]
responsible managing a little bit of an application center.
[19:04]
I'm rapidly submitting a building permit submission
[19:06]
to Cal Hems prior to the approving day of the application.
[19:09]
really-going to the dollar-want to工作.
[19:10]
They go all zamolo 같은 conditions that are belonging to the higher Allāh, and whenever
[19:14]
they fall and wanna use ministerial decorations an FR-15 seconds.
[19:23]
Intens avis appeal process,yunor-relate,ands pulling the trees of purple
[19:27]
will, unless they are properlyufered to be over turn.
[19:30]
The money exist must be in the action taken by the zoning for the share.
[19:34]
Steakting your growthlessly, indunging system that the intent of the zoning
[19:37]
regulations that regulate the preventive action.
[19:41]
So, in this case, the preventive action is actually regulated by a government
[19:43]
preventive action in 6-5, 6-10, not a lot of them will be disabled kind of.
[19:47]
So, the point in which is limited to consideration of whether the zoning
[19:49]
register or error, application of the poor criteria, related to a poor
[19:53]
local vaccination center is located in different
[20:01]
areas.
[20:01]
So, you know, we've got a little bit of a lot of funds on the appeal reasons.
[20:07]
I was 1, 2, 5, 6, 7, can you have a move because they're not related to the
[20:11]
we take it by the zoning of sharing.
[20:15]
I have a review.
[20:16]
I can do a review because we're starting to take it out of patients with a payment fee.
[20:20]
You know, they're in the late end, that's honestly, they're used with labor workers.
[20:26]
So we're ready to explore and aid related to the consideration of existing use in conditions on the property.
[20:36]
And the ability to require a special use permit for the transition to the prerequisite of the
[20:42]
price.
[20:43]
The government doesn't see five C-62 as not identified any requirements related to the existing uses on a project site or on the JSON properties.
[20:50]
The only use related requirements is that the site needs some per next use.
[20:54]
The downtime for a zoning to check is they need to use some, in which multi-demon residential use is the principle that the library navigation center is allowed to direct.
[21:03]
The existing uses on the reparsals can not be considered as part of the body analysis for approval.
[21:16]
I did it's nine and 13 and 14 and 15 are all in our business under the government code.
[21:21]
It's actually six to two.
[21:24]
And then it's all related to the,
[21:26]
Incidentally, you've been living in this mission palliards.
[21:29]
We don't even have it when we permit.
[21:30]
Similarly, that's so that's not correct.
[21:34]
There are many ones.
[21:36]
10 to 11, that's like 10.
[21:39]
Give you a room because this is a low-grading application center,
[21:42]
not in terms of shelters.
[21:43]
just find a code,
[21:50]
and I'm sorry, you're back.
[21:52]
The city denied a virus called patients
[21:54]
to the MST response and managing a little bit
[21:56]
in our PhD center.
[21:59]
The e-German code section, in 2016, does not create
[22:01]
the city of Norr Nietzsche, or what I said,
[22:03]
or analyze the qualifications of the services providers.
[22:06]
Rather, we just have to assure that the application
[22:08]
are identified as the service plan and services center.
[22:14]
So in summary, the information presented
[22:16]
in the field that is not worn, because we're
[22:18]
trying to understand what was an administrator
[22:19]
there's a approval of the ARP 2020 2016 on 7 because it does not demonstrate the action.
[22:25]
We're staying at runs late, whether it is English, this is in the end of 10.
[22:28]
We're going to do a section six, five, six, six, six, two.
[22:33]
That staff recommends playing missions.
[22:35]
And I give you a little bit of hold of them.
[22:37]
They're approval.
[22:39]
You can mention it, but we have that.
[22:40]
We're a little bit of not patients.
[22:41]
They're looking for a team.
[22:44]
And by the way, it's done from a viewer.
[22:45]
And we have all the actors in that team.
[22:48]
We've got an online session.
[22:49]
I want to let you succeed.
[22:56]
Nice chair.
[22:57]
I don't want to go to the scene.
[22:58]
I don't want to go to the department.
[22:59]
It's part of the time you want to write your site.
[23:03]
And
[23:07]
that's great.
[23:13]
I think that.
[23:15]
So I've now turned to a couple of commissioners.
[23:19]
And suggested they focus a question to the technical nature of it.
[23:31]
Can you go back to the first aid?
[23:41]
Yeah, it's a step down to the fire.
[23:43]
It's actually a bit short.
[23:45]
It doesn't prevent us at further projects.
[23:47]
you can declare to find out that what I'm, I think I missed it, but just want to be
[23:51]
clarification on that.
[23:54]
The intention of the appellant was that the suggestion is a legal amount of form
[23:59]
to use on property needs, etc.
[24:01]
I'm going to do this in the comments, originally established.
[24:05]
And so the intention of the appellant is that it is required
[24:08]
in the addition of the loader and application center to now come back and get
[24:12]
these sessions from the provided book order, the city and approval of
[24:15]
nations that are on the site, but that's not, basically, an unborn use can you continue
[24:21]
particularly unless it is extended or enlarged, and this establishment may be used on the
[24:26]
memory, not essentially to produce some of their four sessions, but that's not the case.
[24:40]
I wanted to ask Mr. Ladies to me that I am snowing in New York
[24:51]
at where we came from.
[24:55]
Is that a deal to the public?
[25:03]
As he was, because I really appreciate all of your work the way in which you feel these two sides with the rest of your space.
[25:15]
And I was going to suggest that you go through each one, like me, as we're moving forward.
[25:20]
I think because there's so many members of the public here, I think we can be a whole kind of helpful for me to go through each one of the things in here,
[25:28]
staff's response and analysis because this is really the correct civil legitimate side.
[25:33]
So I just want to suggest that because I don't know if everyone has seen what's available for us or not,
[25:39]
But just to be really clear, I was following in terms of decided that these don't apply,
[25:44]
just don't apply, but we can still hear each one, and I think it will be very helpful.
[25:49]
And might I suggest that as we go through the individual line items, we pause with each one,
[25:56]
and then have the technical questions that relate to that.
[25:59]
I don't ask other ones that's going to be a jungle, which I think will be difficult for us to deal with this
[26:05]
commission and audience probably, so is that something, you know, it will be a very
[26:15]
convenient thing.
[26:16]
There are a few of them, because there's not a one-of-the-one response, and several
[26:18]
of these, because really, most of these, of course, are actually going to have a good
[26:23]
section.
[26:24]
So, when I mentioned that they were removed, they were because they weren't related to the
[26:28]
school or the pharmacy, they were attached to that.
[26:30]
But I'm not going to go through that one moment,
[26:33]
so I don't have the whole list of
[26:35]
and not in care of for these ones that are in the
[26:40]
vaccine.
[26:40]
So the number one, city staff
[26:42]
in wrapping with other people in the nation,
[26:44]
the city council members were wearing collaboration
[26:46]
by staff, hopefully.
[26:48]
How do you get from the officials
[26:49]
that ask the citing of the project
[26:50]
at the rescue, the president and the church location?
[26:53]
The staff, and I also thought that this comment
[26:55]
is not related to the intent of it,
[26:56]
but if you've got a set of the design
[26:57]
and the actions for a recent attempt,
[26:59]
the setting of the striker, they're going to go with this.
[27:02]
It's not grounds for my behavior,
[27:04]
but we're willing to examine and show you
[27:05]
the people with an ARPD 2020 2016 met a set of,
[27:08]
And the
[27:18]
other thesis is that the appeal itself
[27:24]
casts these individual items in the context of the entitlement review process.
[27:33]
And so I'm interested in the working definition of the entitlement that you process.
[27:38]
I have a bit of a grasp, but I would like some reassurance that I was getting perhaps
[27:44]
I would rather have a sense of it because I think that the definition of the entitlement
[27:49]
of the new process is actually the
[27:54]
valuation of the credits for the relevancy of the various items
[27:58]
that I've mentioned here. We have an unfortunate kind of the key said she sets an area in these cases
[28:06]
because unlike most appeals in the court system,
[28:09]
repeal here we all really have a way of certifying the facts.
[28:14]
So we have doing facts and I just think in an easier way to just, basically,
[28:21]
stress would sign this would be to,
[28:27]
in the time of the new process.
[28:30]
To the extent that we fall outside of that, then they,
[28:32]
are under one concern, so because it's sort of that it's part of the catalytic, and if
[28:41]
we can show that the catalytic v-process is more telescopic than what I think just implies
[28:46]
than how you think it's helpful.
[28:49]
So, the catalytic v-process, even the editor of the v-process, is a miserable brutal,
[28:54]
which is in the center of the set-level, where an application doesn't.
[28:58]
It's part of my right use that should, you know, from live the rest of the code,
[29:02]
and so that was through to sacrifice that forever relations
[29:05]
and flights that are in fact, you know,
[29:07]
game environment, you check losses and then the urbanization.
[29:12]
And so that process in this instance
[29:13]
and stretched out much longer than ever you can leave
[29:17]
from a lot, to personally turn you 33 to 620 or 24.
[29:23]
Basically, because it ended up even more like a normal,
[29:26]
and I'm talking with a little paradigm
[29:28]
that it gives the most of the project designs.
[29:29]
Usually, with an administrator computer, there's not site design considerations.
[29:35]
There's something that was addressed under the emergency shelter portion of the code.
[29:39]
The way that this is originally viewed has an arranged thing as a low-variant aviation center,
[29:47]
and they think we're putting their 362.
[29:50]
You just have to check these four boxes.
[30:01]
Now, I believe from the warden will submit it to the application package. This is about the same last of the precinct measure.
[30:10]
And relations to correspondence with the admin, county minority, county centers.
[30:16]
Prior to meeting the application.
[30:22]
Thank you. That helps me out.
[30:28]
So we have, we exhausted the commissioner's questions about item work.
[30:39]
So from the two staff, I'm probably going to be a boss say this is a capital and public
[30:44]
priority, permeating involvement by staff with a state grant application for funding
[30:48]
projects.
[30:50]
It's the same response to number one, which is based on this not related to the entire
[30:53]
review process and this is not in a financial context, it's not necessarily in the share network
[30:58]
that this is not ground support by the leader of the group.
[31:01]
The role thing is that administrators approval they are key to the system outside.
[31:05]
This is another one that I believe is referring to just conversations at the City Manager
[31:13]
level of the latest projects,
[31:21]
which seems to be here clear on that to three please.
[31:26]
So here's that.
[31:27]
We're probably set to the application.
[31:29]
This is because the application is effective.
[31:31]
This is an important information.
[31:34]
City staff that are, you know,
[31:36]
says City staff is a part of the
[31:38]
Department of Education, which
[31:39]
are there for you to complete this.
[31:41]
The project moved to several rounds of
[31:43]
review and to receive several
[31:44]
incomplete letters before the
[31:46]
application is deemed complete and
[31:48]
product application's proof.
[31:49]
This is common practice for entitlement
[31:51]
applications which are generally
[31:52]
incomplete or part of the changes
[31:54]
to comply with the public standards
[31:55]
and other regulations that have
[31:57]
been beginning to move across.
[32:01]
Any commissioner want to
[32:02]
follow up with that?
[32:05]
Okay, now we move to
[32:07]
which I think is an important one in terms of the grand scheme that we can really understand
[32:13]
that the good answers to the process.
[32:16]
Okay.
[32:16]
So there are a lot of stuff.
[32:17]
It's definitely a proof-down patient about the examiner hand attorney needs this and
[32:21]
uses a need to solve the project system.
[32:23]
That's running environment.
[32:25]
Analysis is the project site is some down down whole.
[32:28]
There is some issues.
[32:29]
There are some issues.
[32:30]
There are some issues.
[32:31]
There are some issues.
[32:31]
There are some issues.
[32:31]
us to do a lot.
[32:33]
I know because I forgot the name of our instrument is the project.
[32:37]
It's like, you used some kind of a site with some.
[32:49]
Probably get up to effective informational meetings
[32:52]
for adjacent visitors and by a rather unique
[32:55]
competition schedule.
[32:57]
I mean, I'll sort of, the same kind of, not really
[33:01]
as if I were to be processed by any actions
[33:03]
who are used to take that sort of shader.
[33:06]
I'll just point out that there's everything that's
[33:08]
and we'll find more of other meetings related to it.
[33:13]
And it's referring to, we'll see if the action's taking
[33:16]
out the technology and what we'll relate to,
[33:19]
probably, we'll be reaching out to this.
[33:21]
Any other things that that was not required under this slide?
[33:32]
I wish this, I'm not going to be developing the critical public
[33:35]
guidance of the city agenda.
[33:36]
It's going to be a challenging member of the committee.
[33:38]
I think you've been judged by the committee members.
[33:42]
I'm going to ask the question.
[33:45]
And then I also was,
[33:48]
if you guys had a
[33:52]
home purpose.
[34:05]
I was wondering, was there a bus?
[34:08]
Was there a home record to have a bus in the center?
[34:11]
We didn't assemble it.
[34:13]
And those were dealt with in that process.
[34:17]
If the elevation,
[34:19]
direct, the city quarters,
[34:20]
it directed the clinic.
[34:23]
I mean, given the context of the appeal,
[34:26]
it should be directed at the zone administrator,
[34:29]
but I've mentioned that's not on his crew design,
[34:31]
So are you asking how many of that was in that sense here?
[34:37]
And you're going to pull up the question about, was this heavy one?
[34:39]
So you're going to push off this.
[34:41]
My understanding is these all public requests are addressed.
[34:45]
And I can't say too.
[34:48]
These are interested in this.
[34:53]
So wondering whether the allocation
[34:58]
to,
[35:07]
Yeah, to sort of rather than the further,
[35:09]
just going to pull up an average of requests coming.
[35:14]
They are typically assigned to hopefully individuals or departments
[35:17]
that are responsible for some of your roads,
[35:25]
largely in the direction of planning work.
[35:34]
And heal or prevent this process from the CPRA process,
[35:39]
because the person that's been admitted is completely overdid to.
[35:43]
Because that would be appropriate.
[35:45]
Processing to 11 in that sentence.
[35:48]
Yeah, I can't say that.
[35:49]
We're going to be our boss which
[35:54]
required to respond.
[35:57]
I think it's in the original time, right?
[35:58]
And they started to do so.
[36:03]
We think that you have to stop or have the appropriate sitting department that, if there is, if there is a process, I wish somebody could submit a complaint about this if you are in a request of any of the partner to that process.
[36:17]
First, I see a Chinese, I'm going to visit them.
[36:19]
I'm sure you better be able to visit them.
[36:21]
What's the word for sitting here?
[36:23]
Yes.
[36:23]
I'm going to visit them.
[36:26]
You have an estimate of the ratio, right?
[36:33]
I'm going to visit them.
[36:40]
It's all right.
[36:41]
I'm going to check that out.
[36:42]
I'd like
[36:55]
to
[37:31]
go ahead and read your questions just a little bit.
[37:37]
My question is, so, one of the complaints that he mentioned, the healer, mentions that
[37:46]
the stabbing problem with health curriculum, the documents from the attorney through the
[37:50]
seat gallery process. So, my question is that it's clear to me based on staff or
[37:55]
that in the people in the CPR, the process is not appropriate that there's this
[38:00]
form of healing tonight. So my question is, is there a process that this is the
[38:06]
person that said this guy or this thing? If you refer to it, is there any people in this
[38:10]
process, if people will be that the seniority process is not affected, that's
[38:18]
appropriate.
[38:22]
Maybe that's already happened. Maybe the versions are different for that.
[38:26]
Thank you, Commissioner.
[38:28]
And first, may I apologize to that.
[38:29]
Question and public debate,
[38:31]
like, sort of, as you all might control.
[38:33]
Thank you for your indulgence on that.
[38:37]
You are correct.
[38:37]
This isn't like the appropriate forum
[38:39]
to air a public record act.
[38:42]
Concern.
[38:43]
It's my understanding that all records
[38:45]
that were responsive to the request for provided.
[38:47]
But it was a person who made the request
[38:49]
to leave that there were documents that were
[38:51]
inappropriate to help the public record act itself.
[38:54]
How does a process that can be followed?
[38:57]
I don't know how the statutory reference for you right now,
[38:59]
but if you like me to look forward to our work.
[39:02]
Is that an alternative?
[39:03]
Yes.
[39:04]
I'd appreciate you for a minute to the person next to the work.
[39:08]
Sure.
[39:08]
Thank you.
[39:09]
That's right.
[39:17]
Are we picking up a second?
[39:18]
Yes.
[39:20]
Yes.
[39:20]
Okay.
[39:20]
So the number seven is that we're going to be all about the state
[39:23]
that's alleging that the application does not exist in the project,
[39:26]
which leads to public discretion.
[39:28]
The analysis is that the summons are listed in that one.
[39:31]
You got a system sign, and I actually sort of need to take on this.
[39:34]
So we can share the semisons as we decide.
[39:38]
The important context here, I believe this is referring to a positive day by head.
[39:46]
Is it a time about, I think, and there's a big loss of translation here.
[39:50]
I think what you're trying to say is that we have not actually reached the middle.
[39:53]
Yeah, that doesn't exist.
[39:55]
because it's between the October of 2003 and 2003 and 2003 and 2003 and 2003 and 2008 and 2003 and 2012 and 2004, there were no sufficient submittals, there were a lot of meetings and a lot of conversations about projects inside of it, just like useless, but there was not an additional submittal that could be shared with other EU members, but it was a lot of them.
[40:17]
So,
[40:21]
we would give it, it's just, it's been some time on this because I think that time spent on this particular point is going to resonate, and I think that it's sort of as well to proceed with that.
[40:36]
I'm sure you really need to sign up for what we think about it.
[40:42]
I just like over
[41:07]
there.
[41:08]
Okay, so remember, the staff and property bills guy got
[41:11]
obtained by necessity, especially external construction and predicating
[41:15]
this step in the time of the project.
[41:17]
And the analysis was that the Lover Navigation Center
[41:20]
is a use-by-rights program recognition
[41:22]
that's defined by an e-create 1 to i,
[41:25]
quote, use-by-right means that the Lover principle
[41:28]
you may not require.
[41:29]
Initially, you spent a new development permit
[41:31]
or other discretionary local government review or approval
[41:35]
that would constitute a project for purposes
[41:37]
of the development of our own bodyguards.
[41:39]
They're for no special use for living your priorities.
[41:41]
They use prediating step for the entitlement of the projects.
[41:45]
And just such a span on what I said earlier,
[41:47]
that it is not from the uses I grant,
[41:49]
but this is the slide deck.
[41:50]
But this is a section that was in over the years.
[41:52]
We're going to deal with non-performing uses.
[41:55]
States of the North-Porming use may only be increasing
[41:58]
in size, or intensity, or modified, in a patient or character,
[42:01]
to be granting it, especially when you start to activate the bind,
[42:04]
and set such expansion and modification will not
[42:06]
adversely affect the joining properties and those findings
[42:08]
of our, by this other conception.
[42:12]
So the Westview President and Church,
[42:14]
as I mentioned before, is a legal problem
[42:15]
going to be used, meaning that it was established prior to the pandemic.
[42:19]
That is not being increased in size, or intensity,
[42:22]
or modified in the patient, character, as part of the church project,
[42:25]
So let me continue to, and I think in a good section
[42:29]
we're very, very, very happy to have you
[42:30]
to send our triggers for you,
[42:33]
or the people who are in front of me churches.
[42:34]
This is the establishment of a new use
[42:37]
on a property that the church is trying to say,
[42:39]
it is not the church use that is a business in there today,
[42:42]
expanding.
[42:43]
Yes, the oil and now there's not the simple.
[42:45]
Is the question a change in the church use
[42:48]
or a change in the church property?
[42:51]
And I think that may be where some of we get up.
[42:54]
this agreement arises and understand that the city's position is that the use is remain the same
[43:02]
as an intensified, it has an expanded, it has not changed. These have even searched.
[43:12]
But the
[43:13]
appellant takes the position and will have to speak with themselves, of course, which just didn't
[43:20]
clarify it this moment. You know how much takes the position that just by the nature of the low barrier
[43:27]
application center in place on the same set of parcels that inevitably results in one
[43:36]
tens of five years to change the use of the property and so that's where the weapon is.
[43:40]
Yes, I will also want to note that along the lens of continuing to interact with this,
[43:45]
that even if it were the case that the amount of quality
[43:48]
traditions needed to be brought into the blinds and blinds,
[43:50]
the issues, especially from that,
[43:52]
that would not be included in the approval
[43:53]
of what were their not patients that were on the site,
[43:55]
because it doesn't have code.
[43:57]
So that if that weren't to be found,
[43:59]
the issue would have given me the other side
[44:01]
of the commission group.
[44:02]
And it would fall upon the use of the church.
[44:07]
It might affect the use of the church.
[44:09]
There would be some sort of enforcement effort
[44:11]
potentially, or something like that.
[44:13]
But that would not expand to the lower your navigational sector.
[44:19]
Yes. And when you're in a prior to the group,
[44:23]
that is an important point, I think that if I'm incorrect, the idea is that the entire parade is held up
[44:33]
in the opinion of the pilot, the whole parade is held up until the site used for that is delivered
[44:40]
And that would be a different treatment.
[44:46]
So that's a lot of understanding of the business.
[44:48]
And again, I want to encourage the intelligence
[44:50]
for there's the opportunity to do so
[44:54]
that I'm correcting and pursuing this characterization
[44:57]
will be of me.
[45:03]
So is there a whole question for the committee?
[45:09]
Some media are on the 9th. Staff are properly jailed to the songs in the legal analysis presented by the
[45:14]
neighborhood of Chen's sexual response comment, is not related to the event or the view process
[45:20]
and the event by the actions of the police and the second death zone per share. The
[45:24]
discount is related to a letter that the city received on July 29th, 2020, 4th,
[45:30]
we're going to have a look at our system,
[45:32]
which I mean, covered in several issues that are not in the
[45:37]
application of the living that's to work which is the
[45:41]
local community. Yes, and I think that's back to our bill.
[45:45]
Then last we're having the ultimate on church ice, which we're hearing
[45:50]
of that was not being used in this case. So let's see over
[45:53]
that. And then it also covered the, what we just covered in number eight
[45:58]
which was that they attended that therapy
[46:00]
to see a session used for an issue
[46:02]
for the church prior to people who were able
[46:04]
during our patients around the site.
[46:07]
This letter was received.
[46:08]
It was embedded, considered, included in the analysis
[46:12]
of the establishment of the project at the time.
[46:16]
It also did not demand our response to the warning letter
[46:20]
and the analysis is I hope this information is helpful
[46:23]
to your consideration of this project.
[46:25]
And you have any questions to do?
[46:27]
to prevent that may or need it, so whether it's not to get under consideration as part of the
[46:33]
user logic, but we look at different transactions, whether or not it's a thing I'm used
[46:38]
needed to be addressed as a part of this project.
[46:42]
And is it that way of thinking that result in that way of getting from the initial,
[46:52]
the issues
[46:53]
for a user letter, or a desk, maybe a satin house is a satin or a call that he, so we
[46:59]
end up in each of the dozen, seven of them.
[47:08]
Can we go back on the slide to do it to the desk?
[47:11]
I think we're great to do it.
[47:23]
So number 10, satin, how can we improve the application by the term in the size of the
[47:28]
application?
[47:29]
You can pass it to your character, the project that we use as an emergency shelter, as
[47:32]
the environment available at the last moment.
[47:36]
And I also see where this is at the lower end of the application center, it's not
[47:38]
related to our philosophy, something good because it is not a versus a shelter.
[47:42]
This is the topic of any conversation with one, and I'll also turn that whole thing
[47:46]
when I created it from not to the 24-year-old, until I have 24-year-old.
[47:50]
The requirements of development go in the section 6, 6, 6, 6, 6, 2, which regularly
[47:54]
will be very nice for the center, do not allow consideration of the size, location, capacity,
[47:58]
or character, but very nice to the center.
[48:01]
However, the size, location, capacity, character, and project, more clearly stated in the ARP
[48:05]
that we're receiving and we're using by the CSA prior project approval.
[48:11]
And the CSA did provide guidance.
[48:13]
We got again our information mentioned this part of the clinical and clinical process.
[48:17]
Or even that
[48:21]
time.
[48:21]
So as the shift, we're seeing the high where the health and take exception to the distinction you're making between
[48:30]
and where the health or the low barrier and medication center is that it's going on.
[48:35]
where they're saying this is where you should help it.
[48:38]
That seems to be the intention of this comment.
[48:41]
And I would understand the conclusion given that this has sort of shifted in title over time.
[48:46]
You know, there's no application that's a transitional housing.
[48:49]
This city's guidance letter or virtual emergency shelters.
[48:51]
Because that was the one section of the lawsuit.
[48:54]
This will go, we have a line to housing of this.
[49:00]
for housing for the own house, and then throughout the meetings, I mean other than, you
[49:05]
know, we scored lots of different housing types, transitional housing, supportive housing,
[49:10]
but we're in our nation centers, and then we'll be asked in the clarification that they went
[49:15]
with, we're in our nation center, so that's how it was reviewed after we received the
[49:19]
third-centival analogs.
[49:21]
We've got
[49:32]
what we've been able to require in the app and specified the entity responsible
[49:36]
and managing the nurses, shelter, and HIV called patients to set off their.
[49:41]
So that Bell says government transactions CSICG 16-16-16,
[49:45]
a foreign affairs of Project County-Sovers is planned
[49:47]
that I identify so that it's a static.
[49:49]
The application is used and identified
[49:52]
the area you actually ordered is a provider of services staff.
[49:58]
This is one of the go-mink of life,
[50:00]
which is pretty vague, just so that they have to submit
[50:03]
the static plan, and identify the provider,
[50:06]
but say, we're going to recognize that we're not going to have to do that.
[50:10]
So this might be an odd trade to ask this question.
[50:13]
If you could explain the relative responsibilities as you understand them,
[50:21]
give them the moves in the county to law the right.
[50:25]
I mean, the actual board?
[50:27]
Can you give some color in there?
[50:29]
I think that'd be a good question.
[50:30]
or the outcome would like to go here, I sort of remember what I had
[50:35]
read in the result of that pitch, but I think to give you a
[50:38]
experience, an institution that's going to be up next time.
[50:43]
Right. Because, again, I do think it's very,
[50:45]
what do you say response to the demand? Because I think the
[50:48]
cap was listed to provide a staff, but that kind of begs the
[50:51]
question is, it was the ultimate, where does the
[50:53]
block stop with respect to manager, facility, and then are we
[51:02]
appropriate authority decide whether or not the manager is a group leader. And I will ask perhaps
[51:12]
Wendy the parents make their picture. They might dress that, but okay. Yeah, I believe that
[51:21]
then is that I don't know how you would type them. They don't use them all at their personal story.
[51:26]
So there's one group I think is the CSU leader that has done an outreach to the most ongoing
[51:30]
the finance of the identifying books, get into the facility that you have to see at the
[51:37]
cabin that doesn't manage any of the people.
[51:39]
Because I have a different that doesn't make care of the cattle, health side of things,
[51:43]
and whatever the deal with the employment.
[51:45]
So there are multiple groups that are involved in this project, and I feel a bit different.
[51:52]
Right, sure.
[51:53]
I want to also point out to you that given the brand application that we have a
[51:57]
coffee at the age 13 of the IT, there's a complaints that I've been less for the project.
[52:03]
Yes, you know, and I think that's useful information in general
[52:07]
in the background, but I am wrestling with the role of the planning
[52:11]
information, these are the operations facility, is that, and we're kind of in the
[52:16]
land use business, and simply there's some overlap with that, and you see that
[52:21]
the contrast of the paralysis and things like that. But in this one, I'm just a
[52:26]
little bit shaky as to, you know, what role we have and how much influence we should
[52:31]
that and that's why I'm going to suggest the public address that with us.
[52:46]
Is it a number of 12?
[52:47]
It's not a lot of places in the building for the physician, the college entrance, the life of the new four.
[52:51]
Her is a good and sending them inside, that's the permanent application.
[52:55]
I'm not seeing over that as part of the application, the admissions for the physician.
[52:58]
Since that finished out, we know that the health and staff will warm them up.
[53:02]
Those who work all on the scale of 29 and in a choir bottle of the day, had questions and concerns.
[53:06]
The media press, they're in the future building permit process.
[53:10]
The media's project project is in Halterms, right in doing.
[53:14]
And in consultation with the regional agencies in the normal part of the development of the
[53:17]
U-process, we can have quite a few who will heads out of the line, you can talk to the
[53:21]
people of course.
[53:22]
There was already a project slated to be done in Serial, and we designed a lot to use a
[53:28]
program.
[53:29]
Something like that.
[53:29]
So there's more to make sure how this potential media project would fit with the
[53:34]
So, for example, not response and they provided a little bit of feedback that can be taken into consideration.
[53:41]
But we too see that moment of recognition.
[53:44]
How will the public interest be compromised or negatively adversely affected in a building permit
[53:52]
or civic account transparative prove it for the application?
[53:56]
And I'm a little confused about the reason that this is included among the 15 complaints.
[54:03]
I mean, this, if you might be successful, I'm not sure, I don't know.
[54:08]
Another question.
[54:10]
I mean, the main comment was, and the person from a review prior to your work in the
[54:14]
bulk of breakfast.
[54:15]
Is this actually all the agents,
[54:19]
like you, I don't know how to, you know, be able to
[54:22]
come to the association because I don't know how to balance the breakfast.
[54:24]
I mean, the timing of the security is aspect, I mean, so it must be something special
[54:29]
we've got the timing and food is, again, we'll have to transfer the rest there.
[54:35]
And I think there was some sort of ease on her time about whether or not this little in July
[54:40]
24 before it was a building permit application versus the inside and I should have a view
[54:45]
for that patient from October 23.
[54:48]
Just as well because of the time that you're trying to find between us two days.
[54:51]
So that might be none of them.
[54:52]
It's just the using due to the setting time.
[55:00]
For 13.
[55:02]
So I'm going to probably be able to evaluate the animal policy and the emergency shelter including
[55:06]
and you can ask the animals, and requirements that were designed in true property,
[55:10]
chapter one in times six, who was in a musical gun, staff analysis, and handled all the
[55:14]
things, and how do you consider under the digital pharmacy and done the good session six, six, six, six.
[55:20]
That's not one of the best work that you've had at this part of the year.
[55:29]
Dr. Ting.
[55:33]
Staff, and currently, they're able to require an adequate good neighbor policy.
[55:37]
The analysis was that a good neighbor policy is not one of the new departments in the
[55:41]
and the six lines six, two, have a bigger project.
[55:44]
Is a very, a slightly heavy marrant.
[55:46]
And the synthesis they never got involved,
[55:48]
which was submitted as part of the RME application.
[55:51]
So if that wasn't part of the day,
[55:52]
it'd submit to be an endermal, either they would be
[56:02]
fine.
[56:02]
The city's position is to say,
[56:04]
there wasn't a good one, but we're sitting back.
[56:07]
The fact that it was done in a different way
[56:09]
is extra encryption.
[56:11]
Yes, that's right.
[56:14]
Good.
[56:16]
Staff, I've probably felt that you consider issues
[56:18]
I'm taking these in the loaves and patients to use a long version and we're going to set this to you.
[56:22]
I also have the loaves and patients to use a long version.
[56:25]
The only perception is not our advantage and you're not going to consider it in the future.
[56:29]
We don't have the perception of success.
[56:41]
Any questions?
[56:47]
Okay.
[56:48]
All right.
[56:48]
Well, thank you.
[56:49]
Thank you.
[56:50]
I know.
[56:55]
Thanks for helping.
[56:56]
Happy.
[56:56]
Happy.
[56:56]
Happy.
[56:57]
Happy.
[56:57]
And the audience.
[56:58]
to be the major of the term in the state
[57:05]
of the city of turn.
[57:07]
This is a presentation necessarily within a five minute.
[57:11]
If the, if the plan commission decided to expand the presentation,
[57:17]
that how can you give me half the time,
[57:21]
would that be able to.
[57:24]
Yes, I'd like a question.
[57:26]
The discretion is that it just seems to me,
[57:30]
I don't know about my fellow commission.
[57:31]
It seems to me that there's a lot of media on the folks.
[57:35]
And I just don't want to sacrifice, you know,
[57:43]
the leaders, sort of false emphasis on five minutes
[57:46]
for taking a lot of time with ourselves.
[57:48]
And Pat, you get a talent field if you're under pressure
[57:51]
or after, you know, set aside some of their points
[57:54]
in order to address points that we requested.
[57:56]
So allowing
[58:01]
a little bit more time to go to science, if that's something that's set.
[58:18]
So it was an extremely long, unless it's a time to be able to go through whatever you think.
[58:23]
I don't know specifically, I'm dressed on, I'm glad that for the members of the public.
[58:29]
Thank you.
[58:31]
And then it's able to do that.
[58:33]
But I'm favored to be the applicant
[58:40]
that will ask you to ask it
[58:45]
for.
[58:45]
Well, I think it's in our discretion, but I think that if we were to move to 15 minutes per side,
[58:50]
I think that would make a big difference in terms of their ability to communicate
[58:54]
where they stand and what some of their points are in the points that we get to
[59:03]
of
[59:06]
the United States,
[59:11]
the United States.
[59:13]
This is a public jury.
[59:20]
I think the United States, that they do
[59:24]
require this system for each matter.
[59:27]
And so I would want to presume,
[59:31]
and speak to the United States,
[59:32]
but my assumption was to say,
[59:35]
that they agree with both sides of the Earth.
[59:40]
I was thinking 15 minutes per side.
[59:43]
What have we got?
[59:46]
I was going to be a motion to provide ten minutes to use
[59:49]
I'm in a week of it.
[59:52]
Let's then need to know how to take files.
[59:53]
So let's do it.
[59:54]
Every up to 45 and 10.
[59:55]
If I could not ask them to fill the time,
[59:57]
but we also, sort of, can gain short.
[1:00:04]
We're not asking the field of time, but we also just, it's like a game show, and I wonder if the budget will offer it in a minute sense.
[1:00:15]
So I'll entertain a motion.
[1:00:20]
Okay, so I'm motion and second for expanding the timeline for both, you call it ending up to 10 to 10 years.
[1:00:29]
Okay, so with that, I would ask the other than, oh, I'm sorry.
[1:00:36]
I didn't see any objection that I think we should, for purposes of our record.
[1:00:42]
Make your drive pass and work fly.
[1:00:45]
take a vote. So, all those in favor.
[1:00:48]
All those in favor?
[1:00:49]
All those in favor?
[1:00:51]
All those in favor?
[1:00:55]
We have a question.
[1:00:57]
All right, we're good.
[1:00:59]
So, what to ask the college to take the vote?
[1:01:24]
Number of the graduation.
[1:01:27]
The name is Kathleen Edwards.
[1:01:29]
I present to the best of the leader of the labor and coalition of the forces established
[1:01:36]
and other coalition for the last year in the press of the country and the church side.
[1:01:42]
I believe learning about the problems of a couple of shots for the meeting and the results
[1:01:46]
for the meeting and the results of the concerns needed as a part of the county in NHS.
[1:01:53]
NHS to our community district one.
[1:01:59]
Not a word at this, I mentioned a little
[1:02:04]
bit where we're actually going to get a little bit closer to what we're going to do.
[1:02:06]
Can you imagine stopping the class?
[1:02:08]
Okay.
[1:02:10]
We'll give you an extra 30 seconds.
[1:02:12]
Thank you.
[1:02:14]
Do you want to respond?
[1:02:16]
I don't want to respond.
[1:02:17]
Do I want to respond?
[1:02:22]
So I'm going to ask you how to proceed.
[1:02:24]
I'm going to go over here in the neighborhood.
[1:02:26]
I'm going to ask you how to respond.
[1:02:30]
I'm going to ask you how to respond.
[1:02:32]
I have to tell you now about the proposed shelter, many neighbors, the stress,
[1:02:37]
circumstance, being an expert plan, and then just to our community, district 1.
[1:02:46]
I have the lack of signatures, organizations, and the form of a coalition of neighbors who
[1:02:52]
have felt threatened by homeless individuals.
[1:02:56]
We have spoken at the City Council and community teams,
[1:03:00]
For the rest of our concerns about physical practice, the CSF, their access will be documented
[1:03:07]
and built to provide fully diverse health together. We obtain legal advice from
[1:03:14]
the reviewer, land use, authority, who provide us and analysis due to the city of South Highland
[1:03:21]
for senior agencies with a proposal. The CSF is not as much as little legal analysis and
[1:03:29]
in the agenda packed by providing to you.
[1:03:33]
Due to the series' hands-on of this matter,
[1:03:37]
to participate in this topic coming to an end.
[1:03:40]
This issue is pertain to the conditionally used
[1:03:43]
status of the church,
[1:03:44]
and the regulation governing the navigational center.
[1:03:48]
The primary has the most important position
[1:03:50]
for permission is the church.
[1:03:54]
It is not a permit,
[1:03:56]
We need to tell you how to use permits.
[1:04:01]
Do you do the changes as opposed to establishing the shelter?
[1:04:07]
The city's selling code requires the required
[1:04:11]
of the use to be provided form of insurance
[1:04:14]
to establish a legal recovery off of the program before the shelter.
[1:04:19]
The selling administrator do not require the church in that action,
[1:04:25]
which constituted a evocation of the seeding 67 code, as a result, the stolen approval was issued in parapheritment, and should therefore be revoked.
[1:04:42]
That was the commission. I mean, this part of a language, I've never heard of a commission, but the point is that there's kind of a rule.
[1:04:51]
I want to have a information that is been with help from you by staff, but it's relevant.
[1:04:57]
That's the first time to be a gender report that you're just debating, this is called by government, but section six, five, six, six, two, for later to lower your shoulders.
[1:05:07]
staff officers to pre-ass level number B, and then the provision of your city's only code applies.
[1:05:14]
The entire structure of your gender report is written without assumption.
[1:05:19]
Please be aware that the assumption is called unknowable and should be challenged.
[1:05:24]
That's just the regulation on this matter.
[1:05:28]
As for any of the assertions that should be written,
[1:05:31]
for example, on this rate of the legendary work,
[1:05:35]
staff states that the commission commitments are issues
[1:05:38]
identified in the appeal.
[1:05:40]
But that's just states that this means that the commission
[1:05:42]
can only insert four criteria of low barriers,
[1:05:45]
shelters that are in government of six, five, six, six, two.
[1:05:50]
That is non-sensical.
[1:05:51]
Staff claims that government sessions expires this issue, and when we grant you
[1:05:56]
his own code, is simply false.
[1:05:59]
The Commission has properly received the appeal and has every right to consider
[1:06:03]
the issues in it.
[1:06:05]
But the people and related bundled by the criminal did not recognize that I sent you this afternoon
[1:06:09]
shouldn't be the control and guide for your decision making.
[1:06:14]
There is another serious issue to resolve this matter.
[1:06:17]
Stats says that low-bearing elevations are is not shown as they used in the Los Angeles
[1:06:23]
on a note, and that means that then that Los Angeles has no regulations for low-bearing
[1:06:29]
shelters.
[1:06:30]
Stats then claims that this means that the only regulations that are applied are government
[1:06:35]
codes fixed by six to two.
[1:06:38]
This analysis is wrong.
[1:06:40]
The downtown Los Angeles specific one, which you have proved, states that any use
[1:06:46]
in the related table 6-3 is about by right and is regulated by that code.
[1:06:54]
Also, regardless of the low-variant Navigation Center issue, the parcels are governed by the rules for churches, since their is a church on the property.
[1:07:04]
In this opinion, we also received another document from me.
[1:07:08]
In childhoodster to help, these don't be administrator, this led the console and the public.
[1:07:15]
Not the same manager alone, but the sewing industry is busy murder.
[1:07:20]
You can see all the documentation in that document.
[1:07:24]
It is 400 to a pages.
[1:07:26]
It is not she said, he said, it is actual quotes from sitting editors, as well as the sewing administrator.
[1:07:34]
Even not for a body was kept out of movement and in his conversations with moderate county.
[1:07:41]
Can you emphasize how do you decide what happens project?
[1:07:56]
Members of the Commission.
[1:07:58]
My name is Amy of the Life.
[1:07:59]
Also remember the neighbor's goal mission.
[1:08:01]
There are several points I wanted to follow and respond to.
[1:08:05]
One of them is that, again, the properties are sewn in
[1:08:11]
your downtown specific plan. And in that period, it states that any use not shown in that
[1:08:19]
table, then is a print is a blow up our right and is regulated by the downtown specific plan rules
[1:08:27]
and then all other allowable parts of your regular zone.
[1:08:33]
Just on which that is finding out that
[1:08:35]
government quotes it by 662 is only the governance there is already just in dispute.
[1:08:44]
There's another issue that needs to be resolved.
[1:08:49]
Staff explains to you that, well, when staff withholds
[1:08:55]
public documents from somebody who is an effective neighbor
[1:08:59]
of a language proposal, that staff does not have to
[1:09:04]
comply with the document request, so they think about it.
[1:09:09]
Staff is telling you, no, that staff doesn't have to let effective
[1:09:14]
neighbors know what's happening, and then the affected neighbors then can't figure out what's happening,
[1:09:21]
and they can't figure out how to do a functional, meaningful response, then there is no recourse and there's nothing that can be done.
[1:09:30]
And that that's because both this dubious devilish concept they presented to you, that there is a
[1:09:38]
entitlement for human process as to how they can try to artificially define you.
[1:09:46]
You know where there is no legal basis for staff to be trying to show and guide a channel due into
[1:09:55]
and applying with third artificial constrained
[1:09:58]
definitions are, particularly when,
[1:10:00]
and then, it completely purples any type of functional
[1:10:05]
participation in the process to figure out what's going on
[1:10:10]
and then being able to be participating in providing input
[1:10:13]
so that the project can end up being
[1:10:17]
conditioned and evaluated properly
[1:10:19]
or controlling the impacts on that.
[1:10:22]
And then there was a discussion about the non-conforming use issue, a bunch of point
[1:10:28]
out something.
[1:10:29]
Instead, it's also given you an inclination and multiplication on how to evaluate a non-conforming
[1:10:36]
use.
[1:10:38]
I think the mind is something that we would have a property present that is going to be evaluated.
[1:10:43]
you're used for this specifying, where the use is on the property, which Gary had
[1:10:53]
occupied, the nature of the use and specific particulars. The conditional use or
[1:11:05]
Non-conforming use is interpreted by its location presence on a property.
[1:11:12]
The given use is not confined to a specific building.
[1:11:17]
The use you can speak in a distributed across the property, the building,
[1:11:23]
everyone. That's where then that should be interpreted.
[1:11:26]
Thank you.
[1:11:28]
Thank you.
[1:11:30]
And I'd like to ask the applicant to
[1:11:34]
I'm voting in the address state of the country.
[1:11:40]
I think when it was our step, we also arrived in the county who was
[1:11:45]
on the distractor for the county of Warray.
[1:11:47]
Many so much from this opportunity to speak on behalf of the
[1:11:50]
person.
[1:11:51]
First, we talked to the first of us already at four of the time in
[1:11:54]
the age.
[1:11:55]
Our year was a touched on a desire to meet the definition of a
[1:11:59]
little barrier navigation center.
[1:12:01]
In compliance with the assembly, the one-on-one
[1:12:04]
Senate Bill II, and Senate Bill II many, five.
[1:12:07]
Our participants in this program will have access to 24-hour staff, housing education,
[1:12:13]
connections to public benefits, medical care, jobs, medical equipment, and placements,
[1:12:17]
mental health and substance use disorder service patients.
[1:12:21]
These run for our services will upload the offer to support the ultimate goal of moving
[1:12:25]
in the permanent housing.
[1:12:27]
Clients can choose to be entered into the coordinated entity system and either count.
[1:12:32]
Actually, the whole, the continuing repair from undercounting is two pounds.
[1:12:36]
So, theoretically, they can be housed within one of the regionals.
[1:12:42]
Case managers and service coordinators will be trained on evidence-based practices for
[1:12:47]
flight engagement, including but not limited to one of the shoulder-viewing and health
[1:12:51]
course philosophies.
[1:12:53]
The flight information, their outcomes and demographics will be trapped in a
[1:12:57]
homeless-bedded information system of both families.
[1:13:00]
Six different clients in the surrounding neighborhoods on the outlist of boardies.
[1:13:05]
Key features on the side are security venting, 24 hours surveillance, ADA grants,
[1:13:11]
private rooms, lead resistance, and five sprinklers each year.
[1:13:15]
Clients will be offered to a serving of the need within the walls of the program, which includes
[1:13:20]
a heavily fair area, showers, students, services, and storage.
[1:13:25]
This is unlike most of the programs that you currently have in the city of Washington,
[1:13:29]
And because the amenities are limited to program participants, so traffic by outsiders in
[1:13:36]
an outcome of poverty will be minimal. And yes, let's be improved by program staff.
[1:13:42]
I wanted to emphasize that RDS is not a traditional shelter, as it has been named several
[1:13:47]
several times throughout all the doctors that drive by it. It is not a warning shelter,
[1:13:52]
it is not a confidence center. It is a service enriched before our low barrier
[1:13:57]
Navigation Center.
[1:14:00]
At this core, already have offers much more than temporary shelter.
[1:14:03]
It provides a support and environment pair of historical services.
[1:14:08]
It will offer a chance for individuals to move beyond mere survival.
[1:14:12]
It will help them re-discover and rebuild the lifestyles that they had to adapt or abandon
[1:14:18]
while living in shelter.
[1:14:20]
And we'll re-affirmate clients to living in numerous.
[1:14:23]
During the months of August, they're December 2022.
[1:14:26]
The chain outreach chain mentioned in one of the slides earlier had identified
[1:14:31]
50 seven people that look like remember miles two and five who said that they wanted assistance with resolving their homelessness.
[1:14:40]
Since that we've had a couple of storms, one major fun and a few in Kevin Kratos.
[1:14:47]
And we have yet to provide the help that they have asked for.
[1:14:51]
This has been an ongoing issue for people who are looking along the road.
[1:14:54]
Due to the complications created by your essential boundaries, services are
[1:15:00]
Inconcessions, and ineffective, which is why both counties have agreed to establish a partnership and properly serve this population.
[1:15:09]
Through this partnership, the healthier moderate has identified nearly 8 million dollars in safe funding and is leading the development of the society.
[1:15:16]
and Santa Cruz County plans to take over the project at the sunset of New York.
[1:15:22]
This is a part of the fact,
[1:15:24]
two counties that are structurally and culturally set by different things.
[1:15:30]
But everything aside, we, the common rule,
[1:15:32]
which is to help the people who ask for it.
[1:15:35]
Earlier, I was a question about the relationships
[1:15:38]
and all of us that you can see, we have quite a few people here.
[1:15:41]
So, dignity moves is what this COVID-19 management agency,
[1:15:46]
they are responsible for coordinating all of the teams,
[1:15:51]
but surveyers, the contractors,
[1:15:54]
and they are kind of the central point of the entire
[1:15:58]
of this working on this project. Community Action Board
[1:16:02]
is one facing home first. So instead of your packet,
[1:16:05]
and then we receive the application that can tell you
[1:16:07]
why we have submitted to the state, and we had list in home first,
[1:16:11]
as this was a provider, but since then we have
[1:16:14]
to a global service provider with extensive experience and working with Watsonville residents
[1:16:19]
and also working with this population.
[1:16:25]
We are here today because the city staff had a group
[1:16:28]
of county zoning, the county's zoning is like zoning parents have occasion and the approval
[1:16:33]
is being appealed and well I do absolutely feel for the frustrations of the appellant.
[1:16:39]
I also don't want to just this event that 57 people ask for help two years ago.
[1:16:43]
And this is a project that is intended to help them.
[1:16:47]
I think it's really, I want to emphasize that this project is not for people who went to remain homeless.
[1:16:55]
This project is for people who want to resolve their homelessness.
[1:16:58]
This is not the people that the folks that are so passionate being discerried.
[1:17:08]
This is a whole, this group of folks once helped, and I feel like that's two governments, three governments, including the city of Watsonville.
[1:17:17]
This is an opportunity for us to offer that to them.
[1:17:20]
And further, the appeal itself does not disqualify this project as a virus abuse,
[1:17:26]
already has the necessary requirements of low-variant aviation centers, which is why I respect the asset of this appeal we tonight.
[1:17:33]
Instead of your packet, you would also have to have received the letter from the State of California.
[1:17:38]
We have engaged in the housing community, development, housing and accountability unit.
[1:17:43]
As of the year, all of our applications, they are very similar with this project.
[1:17:47]
They're one funded this project.
[1:17:50]
And they also worried that visitors can be able to bear their notifications.
[1:17:54]
So that's actually the end of my comments, because I was prepared for five minutes.
[1:17:58]
Thank you guys for having questions.
[1:17:59]
Thank you.
[1:18:02]
Thank you.
[1:18:04]
Any questions?
[1:18:08]
Any questions?
[1:18:10]
I'm just saying I'm so high to see how many colleagues race is happening.
[1:18:15]
I think I feel like I'm still...
[1:18:18]
I don't know why I said it.
[1:18:19]
It's not that different.
[1:18:21]
Well, could you be in the extension of the time to address this?
[1:18:26]
You've reached out to a very long presentation.
[1:18:29]
It was just to be able to report members of the community about the, you know, the
[1:18:38]
pellets, trying to keep my terminology, you're correct, it's part of argument to that.
[1:18:46]
You can, you can't say that well,
[1:18:52]
for those people that haven't been sent through this
[1:18:54]
whole process, and so I defined that, when I really kind of became involved, there was sort of
[1:19:02]
of what led to the area or just as a project in motion before the last two years.
[1:19:10]
So, historically, after a year, we come here to learn a way as a native, a native,
[1:19:15]
a local, a local, a local river. And so a few years ago, there was a little bit of attention
[1:19:19]
because we did a thing of what, like, said, a couple of lots in both sides.
[1:19:32]
But I have reached out to both the county of San Cruz and the city of Los Angeles, when I first got to the county of Monterey to say, hey, for the nonprofit sector, and I let them know that we work by joining us, and then I wanted to coordinate sort of this outreach of those things to the people that we had done so.
[1:19:51]
So, that's in at the end of the year that I was even once, but specifically, it's the end of fall.
[1:19:58]
I've decided to switch between two.
[1:20:02]
And during those conversations, it's important to be cleanup.
[1:20:06]
We've had this over the other problems, we've got to be focusing on this.
[1:20:09]
And that's when I deployed the J.O.R.H.T.A.M. for 1991 figure out there's even a
[1:20:15]
interest for people on the Latin forest forest services and by that why we weren't
[1:20:20]
engaged in the services that had lands or applications for us, the Latin
[1:20:24]
from March the year after.
[1:20:27]
We were at your action for on the moderate county side of the river for full.
[1:20:30]
So we were doing on the Latin forest side, but we wanted to forward our neighbor
[1:20:35]
organizations that are doing it, and coordinate services. We know what happens. They just
[1:20:40]
hop back and forth between the world, although says forever. I'm very noted, but in the interest
[1:20:48]
of this hearing, the applicant is a county of Monterey, which is different. Yes. So I'm actually
[1:20:56]
contextual with that this effort started in the county of Monterey, and that travels transition into.
[1:21:02]
No, actually, there was a lot of accounting point where I decided to pursue the finding as
[1:21:07]
really, because we did, we wanted to feel like we were just assuming that the county
[1:21:11]
and Santa Cruz would go out from the left and go to the other side of the river.
[1:21:14]
I would start my population.
[1:21:16]
This is a partnership.
[1:21:17]
So we wanted to split up all of the roles and responsibilities that have been left and
[1:21:21]
forward to go into the right now.
[1:21:24]
But the sustainability of that program, the county and Santa Cruz is hanging out
[1:21:27]
after where the end of our, with our tuition.
[1:21:31]
What's that timeline of that?
[1:21:33]
The end of the grant ends on June 30, 2026.
[1:21:40]
We're seeing some documentation.
[1:21:42]
We're familiar with the Department of Housing and Community Development.
[1:21:46]
Does that help her?
[1:21:48]
Yes, correct.
[1:21:49]
Yes.
[1:21:50]
We're certain to, you know, we need some information for that.
[1:21:53]
For them, from that,
[1:21:58]
you can send us any comment on that,
[1:22:05]
let me know below where your application is sent.
[1:22:11]
Yes, so as I mentioned earlier, this project
[1:22:14]
was typically designed to put that definition.
[1:22:16]
Inside of the application, we did call it
[1:22:19]
housing navigational service.
[1:22:20]
A cultural reference, but the technical term
[1:22:22]
is a low bearing navigational service.
[1:22:25]
In the sake of California, it did pass a law,
[1:22:27]
as mentioned by Matt earlier, that allowed these projects
[1:22:31]
to be by right, and to do a little different
[1:22:33]
from traditional emergency shelter,
[1:22:35]
which is why I believe that the state has made it right is because it's not just to give somebody a
[1:22:41]
state basis for leaving the intentions to wrap up the services and get them a house so they are
[1:22:46]
a longer homeless. And that is our goal when we get people off of letting individuals into,
[1:22:53]
you know, the rest of the lives of the rest of the lives.
[1:22:56]
It's in my understanding of several of these book, um, the barrier and the application centers are
[1:23:02]
I'm sorry.
[1:23:03]
We have three.
[1:23:04]
I'm sorry.
[1:23:04]
We have three.
[1:23:05]
We have three.
[1:23:07]
Located in the county area or in terms of the city.
[1:23:09]
There are in the city of Salinas.
[1:23:12]
The city of Seaside.
[1:23:14]
Oh, actually we have four.
[1:23:15]
We have two in the city of Salinas and one in Seaside.
[1:23:18]
What's the longest standing over here in the city?
[1:23:21]
The chef center is the original one.
[1:23:24]
And that would have been not too long ago.
[1:23:25]
a lot of class, like with this 2019 2020, it's 2020, 2020, 2020, beginning of end of
[1:23:32]
the little bit.
[1:23:33]
Can you talk about the transitional range from that project?
[1:23:37]
Absolutely.
[1:23:38]
The Chair Center performs higher than any other traditional emergency shelter in the community.
[1:23:44]
It houses permanently about 78% of the occupants that move to that program.
[1:23:51]
It is our collection.
[1:23:53]
How many people have circulated through that program?
[1:23:57]
Well, for an opportunity.
[1:23:58]
Well, for an opportunity.
[1:23:58]
For an opportunity to slide.
[1:24:01]
Thank you very much for taking the time to read this.
[1:24:03]
Thank you.
[1:24:07]
Thank
[1:24:12]
you.
[1:24:13]
I'm now moving to clarify questions for the final commission.
[1:24:21]
I'd like to begin.
[1:24:31]
So, if no one else is,
[1:24:34]
I would like to say that there's this whole thing about computer, if you're not confused, you're not paying attention.
[1:24:43]
Okay, I don't think I'm quite there yet, I'm paying attention.
[1:24:46]
But I do have some areas that I would like to clarify in the context of the presentation made by the capital.
[1:24:53]
Because the appellant seems to have a take great exception to the way that the city is reading and interpreting the law.
[1:25:02]
and in particular the extent to which the state of California has preempted local government
[1:25:10]
with respect to low barrier entered. And that is really central to what the function
[1:25:15]
as I see above the plan of the nation that is tonight. I mean, I love hearing about the success
[1:25:21]
stories and things like that. But honestly, those are things that I don't think really fall
[1:25:28]
on our side of the right. But evaluating the appeal and particularly most parts of the appeal
[1:25:35]
that essentially take us to task or misapplying along the interpreting a lot. That's a thing
[1:25:43]
where the tyrant needs the road thrust. And so if I may turn to our city attorney and just ask
[1:25:50]
for an overview of city's position and in particular,
[1:25:57]
you can address the points made by Mr. Selvyn on behalf of the app.
[1:26:02]
The appellant, I think you're very, I'm sure.
[1:26:14]
Thank you for the question.
[1:26:16]
First, I think it's important to go back to the staff's
[1:26:18]
training, which in government code section six, five, six, six, two.
[1:26:22]
And it very clearly states that a low barrier
[1:26:25]
or navigation center is a use by right in areas that are
[1:26:29]
So for mixed use and non-residential uses are many called that family uses.
[1:26:36]
So it's very clearly stated that use by rate isn't a fine term.
[1:26:40]
It means we cannot require any type of discretionary review.
[1:26:45]
So the project meets the definition of a low barrier navigation center and it complies
[1:26:51]
and statutory requirements that this statute,
[1:26:55]
then the city is required to permit that use
[1:27:01]
to put it very succinctly.
[1:27:04]
With respect to the questions for the issues
[1:27:06]
that were raised in the letter from the attorney
[1:27:11]
at Cardo's App, I know that as before was referred to,
[1:27:16]
and that it's not what this project was submitted as.
[1:27:20]
It's not submitting under that.
[1:27:23]
Those provisions, there's, I think, a different sort of opinion about what a legal
[1:27:30]
non-performing use means and whether or not this project triggers a need or a church itself
[1:27:39]
to come in for a conditional use permit and I can bring a staff's presentation on that,
[1:27:44]
that is not triggered by the use of the low barrier navigation center. And I apologize to
[1:27:53]
others at third point in that. Why are you actually happy with it? Thank you. I have a
[1:27:57]
little setup. Thank you very much.
[1:28:07]
So we talked about set of bill four. We talked about the
[1:28:12]
special use for men and then I think there was a question about how this property is identified
[1:28:20]
in the downtown wants in the specific plan and I think again you're stopped at an excellent job
[1:28:26]
of explaining that the uses are not listed. They are permitted unless they're not permitted elsewhere
[1:28:32]
and this uses not prohibited elsewhere in the code so it is a use that is allowed.
[1:28:39]
I think there's also a little bit of a death that did bear a misunderstanding perhaps.
[1:28:45]
We don't have, we don't have adopted development criteria that apply to this type of
[1:28:49]
use.
[1:28:50]
So there were no standards in the city's county ordinance to apply to this project.
[1:28:55]
So I think if there were a word in which that state preemption affect us, the importance
[1:29:00]
is going to be that important.
[1:29:03]
Potentially.
[1:29:03]
I mean, I think yes.
[1:29:07]
think those are the points in the letter or something.
[1:29:10]
I don't know if this that you'd like me to dress in the afternoon.
[1:29:15]
And just to be above the nuclear, this was not included with the appeal packet, and it wasn't submitted as a public comment to this hearing, so I don't think it was intentionally would help you from anyone.
[1:29:29]
I appreciate it and glad that you have it tonight, so it was not submitted as part of the opinion.
[1:29:37]
I think that we have was part of the public promise that came along very recently.
[1:29:44]
But it was not being that July, one more trophy to the day that we appealed this while we were talking to over print.
[1:29:54]
And then to not just say that the equation address it now, I think that's good.
[1:29:58]
I think it should be worth it using.
[1:30:00]
And issued for the planning commission versus what is sort of a societal commentary on where the state of California is, what it's approaches to these little very navigation centers. And I think it's been conflated. I think that, you know, our job is quite defined, and it's been limited. And so that's why I want to focus on things like this because I think this is really what we do need to focus hard on. Thank you. Thank you.
[1:30:30]
other questions
[1:30:35]
about this,
[1:30:39]
so I'm here when I'm here, when I'm here, you say the staff is not
[1:30:47]
around you and in interpreting a low barrier navigational center. I believe that you're
[1:30:56]
staff appropriately applied the provisions of the city's regulations and the statutory
[1:31:00]
requirements for low barrier navigational center.
[1:31:03]
and sectoral tour requirements imposed by the state.
[1:31:07]
Thank you.
[1:31:11]
So with that, we can move forward and go to the public comments.
[1:31:15]
And I'm unclear.
[1:31:16]
It's not stating the agenda.
[1:31:17]
What is the kind of a lot of proof to be there?
[1:31:22]
Do you think the pandemic has been proven?
[1:31:24]
But as I said, the discretion about the chair for how much time to provide.
[1:31:29]
And it's also a discretion.
[1:31:31]
You said want to.
[1:31:34]
Well, people that want to give us a comment.
[1:31:36]
You can say that I've heard back, so I'm just sort of going to talk about the system too.
[1:31:41]
Can you say something for the business agreement?
[1:31:47]
So with that, I hesitate to actually pair back to three minutes because it feels like I've taken something away.
[1:31:53]
And I don't necessarily think that we need to build more time to do that.
[1:31:58]
So shall we just proceed and allow each speaker to three minutes?
[1:32:02]
All right.
[1:32:03]
So right, members of the public.
[1:32:29]
My name is Costa Bia, I am the Director of the Toronto Council, and in fact, for the
[1:32:33]
beginning of the action war, I'm here tonight with our new on this prevention and
[1:32:37]
intervention.
[1:32:38]
The record, my, um,
[1:32:41]
Kittration.
[1:32:42]
Cavness and I'll give this at my time to a very community action agency,
[1:32:47]
for Senators County, fifth quarter human law and central.
[1:32:51]
We have four major services components, including homelessness, prevention and
[1:32:59]
for a division for almost four decades, as well as programs to address homelessness and housing
[1:33:05]
navigation solutions and work experience support for primary and how can we do
[1:33:10]
lots of new on adults, on-house adults. As you know, Cat has been selected and has
[1:33:16]
signed on as the contractive non-profit operator of the P&D headquarters of WICSUS,
[1:33:23]
low barrier navigation center projects to providing tens wrap around
[1:33:28]
pace management and interim housing solution from those who have been
[1:33:33]
in parts by and by our lending. We know that the efforts to
[1:33:37]
provide solutions for that in half been are urgent as
[1:33:40]
repairs to the living are needed for the Black safety
[1:33:44]
our community. We look forward to this project starting
[1:33:48]
as one solution to homelessness in our community.
[1:33:56]
But with our longstanding involvement in connection with our on-the-house community,
[1:34:00]
for our current homelessness programs and services in these past years,
[1:34:04]
we are here tonight to express our support and commitment to the recursive state
[1:34:09]
for us up, also known as the Tendinghouse Project, our dedication, experience services,
[1:34:15]
and referral model will continue as we bring RDF, low barrier navigations center online.
[1:34:22]
Additionally, through the course of participating with the city's new task force on the
[1:34:26]
homelessness group, as well as our continued desire to collaborate with community partners
[1:34:31]
to help create support and increase solutions that are needed to prove to dial on housing
[1:34:38]
and homelessness in our city and community.
[1:34:47]
I would like to ask everyone in the public to have a comment, and you can say that I will be
[1:34:53]
yet on board, and please sit in the basket and don't worry about it.
[1:34:58]
Or should you please say anything?
[1:35:04]
Thank you.
[1:35:05]
Thank you.
[1:35:06]
There's the way in John's, I mean, is that a director, a cousin, a family.
[1:35:10]
And I'm here to express our strong support for the whole time and complex project.
[1:35:16]
This project represents a crucial step in addressing our communities' pressing needs for
[1:35:20]
safe statement and affordable housing.
[1:35:24]
Housing is one of just the main problems someone's head.
[1:35:27]
The foundation for stability, the lean and opportunity.
[1:35:33]
The Chinese project offers an innovative solution to provide individuals with a place to
[1:35:37]
home, fostering dignity, independence, and strongness and sub-community.
[1:35:45]
We have a particularly competent and successful approach to put it because we'll be managed
[1:35:50]
by the community action movement.
[1:35:53]
With decades of experience, servants, the Americans County care has demonstrated a deep
[1:35:58]
understanding of the local needs and a proven track record of delivering compatible community
[1:36:04]
center programs. If leadership makes them and ideal fits all the seeded project and ensure
[1:36:11]
that it drives.
[1:36:14]
This project isn't just about building homes. It's about building homes and creating
[1:36:19]
a pathway to a brighter future, but those are the most leading. By moving this project forward,
[1:36:27]
you will ensure that more members of our community can access the stability they need to drive.
[1:36:33]
Thank you for your vote for consideration.
[1:36:37]
Thank you.
[1:36:48]
Thank you.
[1:36:49]
Thank you, Mink Misha.
[1:36:50]
I'm an active large salt.
[1:36:52]
I have lots of little residents in District 2.
[1:36:54]
I believe in city made the right call and I'm in support of denying a appeal and moving forward.
[1:37:00]
I'm grateful for the work being done.
[1:37:02]
I would have a welcome one and my name would have to be served too.
[1:37:04]
I would actually love to see if we could afford it on an average district so we could
[1:37:08]
help more individuals.
[1:37:10]
This is a proven model with a high rate of success in re-housing.
[1:37:16]
I have myself been a housing navigator with 18180 later housing first and have seen how these programs work and do get people on their feet.
[1:37:25]
While I recognize the concerns that neighbors have, this project is, I believe,
[1:37:29]
like the domestic and certain rather than exacerbate them.
[1:37:32]
We don't have many solutions here and lots of those, and this is one that is finally happening and is important in the floor.
[1:37:38]
Regardless of any of this, it seems to me that the reality is there's just isn't good grounds for a reversal.
[1:37:45]
You know, I'm kind of, as to some of your points, I'm sorry that you have to deal with that I'm not sure that it's necessarily in your purview and I don't know where it will go.
[1:37:54]
I do know we hear that, you know, California State is involved.
[1:37:58]
I don't know what's happening.
[1:38:00]
Actually, I'm going to address the right-by-use issue and one of the questions I would be interested to hear is if we didn't move forward with it,
[1:38:07]
what do we open ourselves up to as the city
[1:38:09]
or their concerns there,
[1:38:12]
as far as education or any issues in that respect?
[1:38:16]
So I'm just asking you to do it,
[1:38:18]
please consider denying this appeal.
[1:38:20]
And allowing this to move forward.
[1:38:23]
And we can see address issues that they arise.
[1:38:26]
So I know we have a law enforcement or city that I trust
[1:38:31]
is that a good job in some aspects with our community,
[1:38:35]
our on-house community and we'll continue to do that. And perhaps at the end of the grant,
[1:38:41]
we provide an opportunity to assess how the success rates have been,
[1:38:44]
consider, continuation, if we even have people who are willing to consider that home.
[1:38:49]
It's only getting colder as we all have to feel outside to
[1:38:53]
let's get this move going to get folks off our shirts.
[1:38:56]
Thanks. Thank you.
[1:39:10]
So my name is Bradson Grayson. I'm a last-to-go resident and I'm here also
[1:39:15]
that happened before the whole housing now to support this project. As a former attorney
[1:39:23]
and helpless in housing issues, I don't see any reason to set aside the determination
[1:39:30]
that's in the next year. But beyond that, I just project addresses the needs of the
[1:39:38]
that was there. We know that the unhealthy population has increased in a lot of the bill, and
[1:39:44]
this time for us, but many of the issues that concern neighbors of these kinds of profits will
[1:39:52]
actually be a medium when these projects are built, when people actually have access to housing
[1:39:58]
and improvements that have been followed in like forever when I'm at that. So, I urge you to
[1:40:30]
So, I am a pastor of Westview Breastanger staying in the hospital.
[1:40:34]
I am a pastor of Westview Breastanger staying in the hospital.
[1:40:36]
I used to want to say, when I heard this project, I thought, I don't.
[1:40:42]
And they asked me to put it on my property at the site.
[1:40:44]
But that's just something that I needed.
[1:40:47]
And then I learned about project and what it's supposed to be.
[1:40:51]
And this is the project slightly.
[1:40:52]
And the one specifically that is supposed to be a model of actor in San Barbara, when I went and visited that I was well more.
[1:41:00]
It wasn't like tense trash that came outside of that.
[1:41:05]
There's next to the work in Stanwich is planned for it.
[1:41:08]
It's a beautiful, I walked inside.
[1:41:10]
I used to be on house, people.
[1:41:12]
I saw people that had a house and they're cleaning and kind.
[1:41:19]
They put them in tents.
[1:41:20]
I believe I have a really bad friend who is certain about this being in our backyard, and it will be an answer to give you a lot of stress, and it will be a solution, and you know that it has issues with our house, and that it will be a solution, and this will get them housed in the home to run out.
[1:41:46]
The
[1:41:49]
other thing I just wanted to ask is, is the word that we've been serving breakfast in the house.
[1:41:56]
as a church great years on the government and their stories, and 86 percent of the people that
[1:42:05]
are not housed in 10, which can be our frontmost animal content. These are on neighbors that are
[1:42:12]
in distress. This is a working class community of Watson. There are a lot of people very close to
[1:42:19]
and they could be an artist.
[1:42:23]
One job was one enhancement,
[1:42:26]
one injury was the one to force one victim to the victim.
[1:42:31]
So this is a way to help the rest
[1:42:32]
and help our neighbors who are currently charged,
[1:42:35]
as well as
[1:42:44]
the bastard.
[1:43:36]
a lot of the people who are here, and they want to live in their own safe places.
[1:43:44]
They are in crisis, but they do not, because they do not know what they are looking for.
[1:43:53]
They do not know what they are looking for, but they do not know what they are looking for.
[1:44:05]
of the work, and I have a second opinion that I assure you, in my opinion,
[1:44:13]
my children
[1:44:14]
come to my house to my house, and I assure you that my children are safe.
[1:44:21]
It is the
[1:44:22]
same that I would not be able to do because of this and because of the fact that I have not been able to
[1:44:28]
I don't have anything to tell you, I don't know what I'm talking about, but I think that they need to have more freedom and that they need to be mine for a minute or another minute and they need to be mine for a few minutes.
[1:45:07]
I have some that I might,
[1:45:17]
but I guess
[1:45:20]
close to where you want to develop, but where you want to have this development for our homeless.
[1:45:34]
I see a lot of people here, but I don't know them, I don't get them in my neighborhood, where you want to develop this project.
[1:45:43]
I think that a lot of the people here.
[1:45:48]
But they want to be in the same place, they want to be in their home and feel safe and feel happy.
[1:45:56]
But we won't be happy and safe.
[1:45:58]
If you develop, if you build this project, where we live, we want to be safe.
[1:46:04]
We want to be living in a safe place.
[1:46:08]
Peace and wine by our guests of this project.
[1:46:12]
I get home late at night from work.
[1:46:15]
And you also want to make sure that I don't be saved, but I get home.
[1:46:22]
My children also get home gradually.
[1:46:26]
You just want to make sure that my children will arrive to my house.
[1:46:31]
And that's one of the reasons why I'm going to agree with this project.
[1:46:34]
And I want to ask you for your young.
[1:46:37]
I don't have anything I guess our homeless.
[1:46:41]
I think that they also be the same things where you live,
[1:46:45]
but they want to be somewhere else.
[1:46:48]
We want to be safe, we want to be safe, we want to be safe now, and
[1:46:56]
that's all I have to do.
[1:47:06]
I'm a means of the security guests, and I work with me in the actual city of San Cristiano,
[1:47:12]
and I am the South County Coordinator and Tree.
[1:47:17]
So this thank you.
[1:47:20]
I work directly with all the individuals, and not all all the individuals are drug addicts.
[1:47:29]
A lot of the individuals that I've worked with are agricultural workers and they try to save their money for the season is over, but they do run out of their savings and they end up going this.
[1:47:45]
I'll also work with a little bit of a girl's action from the information she's talking about.
[1:47:51]
I have one individual that I work with.
[1:47:55]
She came from a broken relationship and she's part of thinking we can have more on the SNES.
[1:48:02]
And she just needed somebody to help her out.
[1:48:04]
And working with me, she was taking the kids so very, she got house and she's working at Dallas, so few other people.
[1:48:12]
So, it works. It works.
[1:48:20]
There's just so many people out there that can help.
[1:48:23]
And I can't even
[1:48:26]
tell them there's people here, yes.
[1:48:30]
That's
[1:48:42]
the CFC University of Nounsville, for over five counties.
[1:48:46]
I'm sure that was the experience of quite a corrected,
[1:48:48]
I was wondering how, also when we felt the same policy by the community.
[1:48:52]
I mean, it was a corporation of 4,000, I was going to tell them,
[1:48:57]
I was going to tell them, I was going to tell them, I actually had an impact.
[1:49:00]
That was a wrong rate on the very thing we'll get in the cabinet.
[1:49:08]
I said, at that point, I just like to determine like,
[1:49:10]
I'm going to be talking about that.
[1:49:11]
I'm going to try to have a voice certainly.
[1:49:13]
Those are those fortunate.
[1:49:17]
Two, nicely out here.
[1:49:19]
As state-owned and state effects.
[1:49:23]
To put any one, every person that you begin a visual,
[1:49:27]
and I think that's a lot of fear and I feel the fear,
[1:49:29]
but I think it's a false evidence of hearing through.
[1:49:34]
And it's not, you know, it's not a valuable,
[1:49:37]
valuable, valuable.
[1:49:38]
Certainly, people are a unique person.
[1:49:41]
We can't swim in walk.
[1:49:42]
and say, well, all moments are, you know, we usually scare people,
[1:49:45]
all the time,
[1:49:49]
we have to respect these visual meetings.
[1:49:51]
The first name was after a story, and I thought
[1:49:54]
to tell people this in place to get someone as a
[1:50:07]
portion of sign-in content.
[1:50:11]
I think we saw this as humanity, as a people who are part of the belief
[1:50:15]
health of the rest portion of the others.
[1:50:17]
I mean, well, I did work with friends and I'm a good neighborhood policy
[1:50:20]
on this
[1:50:27]
project, it's not like we do,
[1:50:38]
we do it, we do it later, we do it later.
[1:50:39]
I really surprised that they hadn't
[1:50:44]
really saw it, hopefully you have it.
[1:51:00]
The background is in that section.
[1:51:03]
Yes, I think we're on September 10th.
[1:51:07]
When I exit, I heard a two-jogger when we were so poor.
[1:51:12]
At the front of the homeless homeless guys,
[1:51:16]
there's a one-minute or shady.
[1:51:19]
which is a company and I give up to the people
[1:51:28]
for suffering.
[1:51:31]
It would pay you and the homeless and you know, just a homeless.
[1:51:35]
Like, I give a person and really want someone to help.
[1:51:39]
There's a homes where as long as there's a child,
[1:51:43]
we try to be friends, not for a organization,
[1:51:46]
we try to help the rest of the kids.
[1:51:49]
But if we saw the project that this would just make them more tangible, just thinking it is your son, it is your dad,
[1:52:02]
who can have some work.
[1:52:06]
Then it's not in the home. It's my son. Come on, somebody help.
[1:52:11]
I think the commercial, be more open and more flexible. Talk to the project members.
[1:52:33]
in number of applicants, the representative of the state of number one that you can talk about in the past and the presentation is the only one you have in your stand.
[1:53:14]
We have to tell you that we have children and children,
[1:53:22]
and the past, or that we have always been in the classroom with us.
[1:53:29]
When we look at the garage, we are going to have a question, why do we want us to go to a better price, and we are going to try to go to the classroom with more investors, with more costs.
[1:53:44]
I would like to talk to you, and I would like to thank you, because I want you,
[1:53:50]
that we are not together with you, so that you can look at it and see it.
[1:53:55]
That's what we want to do today, to look at the reality,
[1:53:59]
because I don't think it's ideal to look at the people, the people, the people,
[1:54:05]
what you want to be.
[1:54:06]
And it's true.
[1:54:07]
It's true.
[1:54:09]
We can say it in 10 or 20 sentences.
[1:54:12]
My
[1:54:28]
name is Ramok Pachekho, President of District 1, I remember the years in Stukh.
[1:54:37]
The words mean, it's the same words as sad that I got a people here.
[1:54:44]
Poor parents were grandparents, poor children.
[1:54:48]
And I know that you as parents, children as grandchildren, grandparents, you and the best for them.
[1:54:56]
who's going to guarantee me that among all the homeless people here, we don't have sexual predators,
[1:55:09]
children, grandchildren,
[1:55:11]
you haven't yet, you haven't children, you haven't children, you haven't grandchildren.
[1:55:18]
The pastor was the leader of the church, he's been trying to be a financial benefit from us,
[1:55:25]
in the past he wanted to build a relationship with us to be, and he wanted our support because he wanted to sell it in higher price.
[1:55:34]
But at the end, we were going to bathe my taxes and bathe more and have higher costs.
[1:55:39]
And so I asked him, I'm going to tell us, hey, where are we going?
[1:55:42]
And he said, no.
[1:55:43]
So he asked him, why do you want us to work with you so that you can bathe money?
[1:55:50]
And that's exactly what they're doing today.
[1:55:53]
I've made you bathe high, I don't think.
[1:55:55]
He is really willing to help the homeless.
[1:55:59]
What he wants is to bathe more money than our cost.
[1:56:02]
But there's also a bowl of maple grapes in this district, and you
[1:56:13]
can take one big,
[1:56:14]
from third generation lots of milk. I own a business, less than two hundred yards from this spot.
[1:56:22]
I'm here with these people talking about surveillance, clean up, but I'm going to take care of these people.
[1:56:29]
But they're not taking care of, it's a bill around my business that gets left there by the home list,
[1:56:35]
which I've seen that happened. They're not videotaping and surveilling my neighborhood. They're
[1:56:41]
going to surveil that section there. So, nobody cares. People around this
[1:56:49]
accountant. They care about the people in the government. So, I'm very interested. I'm sick of it.
[1:56:58]
I didn't know why. I didn't have some broken into my business. And I think it's done.
[1:57:08]
We can call it police. They can't have surveillance cameras, my own. They can't tell who it is.
[1:57:15]
I got guys coming with a mask on. What he knows who it is. So I'm very against this and I hope this doesn't
[1:57:25]
in here and Monterey, I assume there are the ones that got this grant and now let's get it
[1:57:32]
let's get put in our backyard but in fact Monterey, this is not right. Thank you.
[1:58:02]
In English, I am not going to answer your question for the real world, and I have a
[1:58:11]
intent to teach the English. I am going to report to the police that the pastor
[1:58:17]
knows. And during the time that I am here, I have a time to come to see
[1:58:25]
with the people who come to learn, they don't want to join, they don't want to join.
[1:58:34]
Everyone is talking to the people who come to learn.
[1:58:39]
They don't know why they don't use them.
[1:58:41]
They don't know what's happening.
[1:58:45]
They don't know where they are.
[1:58:47]
But you have to know what's happening.
[1:59:21]
here, according to this practice, you see, the pastor says that the
[1:59:27]
Yuda is the Yuda, but if the Yuda is not the Yuda, it is because it is always
[1:59:33]
there at the moment, in San Francisco, there have been more of an increase, there have been
[1:59:38]
no people in the country and that has become the Yuda, it is usually a problem, and it is not
[1:59:45]
the people who live in the state of the Yuda of the San Francisco, are the people of
[1:59:50]
where he wanted to present the course, he wanted to present the right salina.
[1:59:56]
That was it.
[1:59:57]
And now I can go to bed.
[2:00:00]
[2:00:39]
No estamos listos.
[2:00:40]
Ahora vamos a ver si lo tengo, por supuesto.
[2:00:44]
Ahora vamos a ver.
[2:00:46]
Y ahora vamos a ver.
[2:00:48]
Y ahora vamos a ver.
[2:00:49]
Y ahora vamos a ver.
[2:00:50]
Y ahora vamos a ver.
[2:00:53]
Y ahora vamos a ver.
[2:00:53]
Bueno,
[2:01:03]
ahora ya el maeneta y el maeneta,
[2:01:08]
hay una vez que se va a comer.
[2:01:12]
[2:02:02]
y no podemos ver.
[2:02:06]
[2:02:26]
Y ahora no lo hicazos, ¿verdad?
[2:02:30]
Pero esto es algo que no.
[2:02:32]
No, no.
[2:02:34]
No.
[2:03:01]
pero la última y la primera,
[2:03:08]
luego,
[2:03:08]
esta primera,
[2:03:22]
la segunda,
[2:03:24]
otra,
[2:03:24]
y la segunda,
[2:04:05]
fundosity al Bradley today.
[2:04:08]
[2:04:30]
y que lo estuvo muy muy independiente.

We had a coordination meeting. I'm talking briefly about the challenges of, like, the soy marker, the red funding, how's it due to, to be successful. It's a pretty good funding. And we'll be forwarding to funding on wide range of faiths that are in fund.
[2:15:25]
that touched down the pound of other parts of what's in it.
[2:15:28]
I just wanted to let you know that that is on that earlier stage.
[2:15:33]
The intent is to put a positive relationship at better coordination,
[2:15:38]
something similar to a child's.
[2:15:39]
The projects given how difficult it is to find these people.
[2:15:42]
Funding,
[2:15:47]
lose, oh, right.
[2:15:49]
We didn't also want to also
[2:15:57]
take action on what we're having.
[2:15:59]
And so that we're going to be talking about this.
[2:16:02]
You'll notice that either for being through the
[2:16:08]
involves or consideration of
[2:16:15]
the item.
[2:16:16]
It's not ready to go tonight.
[2:16:18]
There's a room where you can continue it to a date, sir.
[2:16:22]
The matter is by wrong, but far as far to recommend it,
[2:16:25]
I think one of it to be in February.
[2:16:28]
That's how we just look at the date.
[2:16:30]
I don't know if it's evaporated first, but I'm sorry, I'm just going to get back to you.
[2:16:39]
That's why it's evaporated here.
[2:16:41]
But we've got to say that percent of the January percent of the rest.
[2:16:44]
Basically, we were a bit of a contradiction earlier in the day.
[2:16:49]
It's a part of the
[2:16:58]
question.
[2:17:00]
So that would put it on Tuesday.
[2:17:15]
Just as this was a standardized item,
[2:17:17]
Territory and please don't want us to come and see
[2:17:24]
that.
[2:17:25]
So members of the public, I have four B,
[2:17:30]
a gem guys, and so anyone would like to comment on 480.
[2:17:42]
We're just looking to comment.
[2:17:52]
And just for the sake of, you know, all the procedures.
[2:17:55]
Because this is a good advice.
[2:17:57]
And we're continuing it.
[2:17:59]
It does require energy to take action.
[2:18:01]
So you know, almost a second and that's a problem.
[2:18:02]
So motion to postpone until the February 8th.
[2:18:05]
Only one word left, just a word, a second one, second one right.
[2:18:09]
Commissional某.
[2:18:16]
So it's something that I can
[2:18:22]
do.
[2:18:22]
All this matter, I'm going to sign.
[2:18:25]
All this is not.
[2:18:30]
Okay.
[2:18:36]
I'm
[2:18:47]
sure there's a statement in your perspective.
[2:18:50]
The company, the building movement is clear that.
[2:18:53]
No, the decision pilot and to the last few.
[2:18:59]
And this is a stage and sooner or later there's
[2:19:07]
no process.
[2:19:08]
That's a little bit of
[2:19:12]
a part.
[2:19:14]
So that's a two to be German.
[2:19:24]
It's quite a wrap.
[2:19:33]
You can turn to the director to talk to transition into communication.
[2:19:40]
To notify the
[2:19:46]
engineers and
[2:19:49]
communicate with them more rapidly.
[2:19:52]
Whether we should let go.
[2:19:53]
I know the trust.
[2:19:53]
That's the view of what to be with you today.
[2:19:56]
Now, my short notice from me, my steps looked out a long period of time.
[2:20:00]
And maybe that's something we can follow up to be able to introduce myself,
[2:20:04]
some of the newer staff members, there's been staff,
[2:20:08]
what would be in the audience for
[2:20:17]
it?
[2:20:18]
And so maybe we can continue our dialogue to that.
[2:20:24]
I can't do things like
[2:20:29]
these days.
[2:20:31]
I do live in that traffic that I see in the 30, which is my 14 years
[2:20:35]
I wrote a freeway.
[2:20:40]
Dr. Wilkes kind of thing.
[2:20:43]
Watsonville is a bad mock itself in
[2:20:52]
those chains.
[2:21:04]
But I was all excited to be a talk about the general plan.
[2:21:07]
How did you know that maybe we could go have a conversation.
[2:21:13]
But there's a question about communication in the organization.
[2:21:18]
In addition to the email, I heard the meetings and well-consuming.
[2:21:22]
Even if you were any other, the practitioners plan to have some kind of range in which
[2:21:30]
And so we got up and we got a hundred questions before the meeting.
[2:21:36]
You think that you're just coming back on tonight's meeting,
[2:21:39]
you know, part of the course you go on.
[2:21:43]
We actually applied.
[2:21:45]
But I think much of the frustration.
[2:21:48]
I'm not saying the way you might come from the feeling that process was sort of fast-track,
[2:21:55]
that, you know, the people weren't necessarily given a difference.
[2:21:58]
And then the thing is, so I think the more we need to do two things, we need to really design it.
[2:22:08]
Even if sometimes we don't have a certain,
[2:22:17]
you
[2:22:21]
know, we can't.
[2:22:35]
Okay.
