[0:05]
Sure.
>> Thanks so much.
[0:06]
» You all would be pleased in the pledge
of allegiance.
[0:09]
» I pledge allegiance to the flag of the
United States of America and to the
[0:14]
republic for which it stands, one nation
under God, indivisible, with liberty and
[0:20]
justice for all.
>> Let's pray. Father, we thank you so much
[0:23]
for this time together. We pray for your
presence. In your name we pray. Amen.
[0:27]
» Amen.
[0:33]
» All right.
As you may have noticed, [clears throat]
[0:35]
Mr. Hagley is not going to be here today
due to a family emergency. And so, he's
[0:39]
asked me to step in and chair the
meeting. And so, I would um
[0:43]
move for
approval of the consent agenda. Any
[0:47]
Anybody?
>> I'll make a motion to approve it.
[0:50]
» I'll second.
>> Agenda and minutes approved.
[0:52]
» All right.
Are you in favor of that?
[0:54]
» Yes.
>> And you, how would you vote?
[0:55]
» Yes.
>> All right, yes.
[0:57]
We okay with
I should have asked our friend Are you
[1:00]
people okay for us?
>> Yeah.
[1:01]
» Okay.
All right. If anybody see any agenda at
[1:04]
all that's signed up,
so we'll move on to the non-agenda
[1:08]
audience. And I didn't see any
non-agenda audience.
[1:12]
I'm going to pause.
Does Does anyone know of anything you're
[1:16]
expecting to come
speak to or anything like that?
[1:20]
All right. So, we'll go to the clerk's
report.
[1:23]
» Okay.
All right. The first thing is I need I
[1:26]
was going to ask approval to change the
meeting dates for September to September
[1:30]
10th and September 24th.
Uh we got budget numbers from
[1:35]
Tallahassee literally this week.
And so, we're going to need to have two
[1:40]
meetings to pass the budget for next
year.
[1:44]
So, if we do them September 10th and
September 24th, that will give me enough
[1:47]
time to kind of put them out on the
website and
[1:50]
let people comment if they want to.
Um and that would give us
[1:56]
So, the budget meeting would be on
September 10th.
[1:59]
And then we would approve the budget on
the 24th.
[2:03]
So, that's okay with the
>> Uh 24th would be on Thursday, regular
[2:07]
meeting.
Right?
[2:09]
» We're making the 24th a regular meeting
then?
[2:11]
» Yes.
>> Okay. It would not normally
[2:13]
» not normally cuz five there's five
Thursdays I think in this month. Is that
[2:17]
right?
>> Okay.
[2:18]
» Yeah.
>> So, move it off of the 17th.
[2:20]
» Yeah, we'd be moving off of 17th to
24th. Is that right?
[2:23]
» Yes.
>> Right. Okay, yeah.
[2:25]
» So, I guess maybe we probably should
separate so that we can be clear that we
[2:28]
want to have a special budget
um is it called a workshop?
[2:33]
10th, the budget workshop on the 10th.
Would be the first probably.
[2:36]
» Right.
>> Let's divide that up into
[2:38]
» Same time, 5:00.
>> Yes,
[2:42]
5:00.
[2:50]
» We need to vote on that as a motion and
so
[2:52]
if anyone would like to make a motion to
>> I'll make the motion.
[2:55]
» We're limited to that.
>> I'll second. [laughter]
[2:57]
» And a second. All right, Mr. Lambert,
what would you vote?
[3:00]
» Yes.
>> Mr. Parks?
[3:01]
» Yes.
>> And the chair would vote yes.
[3:03]
» So, we'll go with
>> Move that meeting. So, then there's a
[3:06]
request to reschedule September 17th
meeting to September the 24th to
[3:10]
accommodate
uh the necessary time to consider
[3:14]
that budget and make that a part of our
normal meeting what we're going to call
[3:17]
our normal meeting on the set on the
24th.
[3:23]
And a motion.
>> I'll make that motion.
[3:25]
» I'll second.
>> All right.
[3:27]
» So, would you be in favor of that?
>> Yes.
[3:30]
» Sorry,
>> Mr. Lambert?
[3:32]
» Yes.
>> All right. I would vote yes as well.
[3:35]
So, that's the budget workshop and the
date change, right? Both of those items
[3:39]
would be
>> Yes.
[3:39]
» Okay.
>> Yep.
[3:40]
Okay.
Um
[3:43]
the next thing is I wanted to get the
council's permission to seek bids for
[3:47]
cemetery grass mowing.
Uh our maintenance worker can just
[3:52]
cannot keep up with the cemetery. And
prior to fund day, I just went out and
[3:56]
got someone to do it because it had
gotten so high
[3:59]
that we and I had had a couple people
calling complaining about it, but it
[4:04]
takes him a good two full days to pull
the weeds and mow it and do everything,
[4:10]
clean it up, and needs to be done.
Um so, I'd like to just get some bids
[4:16]
for it and see if it's something that we
can afford.
[4:19]
Um and I'm willing to allocate $2,500
for that in the 27
[4:25]
26-27 budget.
Um
[4:30]
but I might not be able to get it that
but I wanted to I wanted to put out, you
[4:34]
know, some some
information for some bids and just see
[4:37]
what we got. It would be for My idea is
for 6 months, so maybe either May to
[4:43]
October or April to September just in
the heavy summer months where you
[4:47]
literally have to do it every single
week. I mean, you just have to keep up
[4:51]
with it.
And then, um he could take care of it
[4:54]
during the winter months. So,
I think $2,500 would would do it.
[5:05]
Um but, we'll see. I just want to get
the bids, kind of see what they are, and
[5:10]
then be able to put that into the budget
for next year before if I'm able to get
[5:14]
it as cheap as I think I can get it.
>> So, that's like $100 a month, right?
[5:18]
$2,500 this
>> Um most of the people who come in here
[5:22]
to talk to me about it have said I need
it done once a week.
[5:25]
And um so,
[5:30]
» I'm just curious.
>> I heard some numbers thrown out that I
[5:32]
could probably get it done for 400 a
month.
[5:34]
» Okay.
>> Which is what I was wanting to do.
[5:36]
» [laughter]
>> That would That sounds real good.
[5:38]
» But, I want to see bids. I want to I
want somebody to write it in paper and
[5:41]
then that's what I'll, you know,
>> Yeah.
[5:43]
» see it's what we may be able to get it
for.
[5:45]
» And the bid would be for mowing and
edging or would it would it include
[5:49]
» Mowing, edging, picking up old dead
flowers, basically just cleaning up the
[5:54]
cemetery.
>> So, would it include like the mowing
[5:56]
weeds and
existing flower beds?
[5:59]
» What we've been doing is just um
weed eating over the top of them. It's
[6:04]
time-consuming
cuz you have to be real careful with it.
[6:08]
But some of the ones that are real bad,
we've just been um
[6:11]
weed eating over the top of them just to
get it knocked down.
[6:15]
And and that has has kept it looking
really nice.
[6:19]
I mean, it's really nice. But
you know, I've had some uh contractors
[6:22]
come in here and say, "Listen, I can
bring a crew out there and I can have it
[6:25]
done in 3 hours."
Well, that's a whole lot different than
[6:28]
spending 2 full days on the with one man
out there trying to
[6:32]
to get it all done. [clears throat] And
it's
[6:35]
especially right now, we are having
still having so many water breaks from
[6:39]
these this road construction and also
the Olin and Core project
[6:44]
that he is spending all his time right
now just about doing water repairs. It's
[6:48]
been terrible.
Terrible.
[6:52]
So, um
>> Yeah, and 9 hours of work for one guy is
[6:54]
much different than 3 hours of work for
three guys, right?
[6:57]
And there's a big difference in
the output from that.
[7:00]
» So, if it
comes back and it's
[7:04]
crazy high, you know, we can't afford it
in the budget, then we'll just have to
[7:08]
do what we can do.
That's all there is to it.
[7:12]
» So, like we don't have it in the budget
now, so we really wouldn't be voting on
[7:15]
this right now. I think you're just
asking
[7:17]
» No, just to just give me permission to
seek the bids cuz I want to put out
[7:21]
there for a formal bid.
>> Okay.
[7:23]
» And and I'm
>> have to let the bid if you're seeking
[7:25]
them? That's what I'm curious
>> No.
[7:29]
I can just get the pricing in, right?
Yeah, pricing in.
[7:32]
» If you have local providers, you can
poll them if you want to. You can get
[7:36]
two of them and just poll
>> do that? That won't hurt the bid
[7:38]
process?
>> But that's I'm saying you're going to
[7:40]
hire them. You're just doing it for
informational purposes.
[7:42]
» Right. Okay.
>> And then
[7:44]
once you have an idea if you want to go
through with the process, just let me
[7:46]
know and we can do it that way.
But there's no harm in in polling the
[7:50]
local providers.
>> Okay. Do I need the permission of the
[7:52]
council for that?
>> Uh well, just the direction but you
[7:55]
don't need to vote.
Would you all be in agreement that that
[7:59]
would be a good direction for her to go
in for
[8:01]
» I think so.
>> So, then we can
[8:02]
» Yeah, based on there's no available
money to do
[8:04]
» Yeah.
>> Okay. Thank you.
[8:06]
» Okay.
[8:10]
Okay.
Um
[8:13]
I I had one more thing before I want to
get to the other was it
[8:16]
I'm having so many problems down at the
park, the possum palace.
[8:21]
I I think I mentioned the last meeting,
I'm not sure that we could actually lock
[8:24]
to the gate at the park at Well 3
because I'm was having such
[8:31]
problems with
traffic going in there.
[8:35]
I put up some camera I had spoken to the
sheriff's office, spoken to a deputy two
[8:39]
times
and he said, "Lynn, if you want to stop
[8:42]
them, stand out of your well place, just
lock the gate."
[8:45]
So, I got Jordan to go down there and we
put a walk through gate and then we
[8:48]
locked the drive through gate.
I mean, I'm getting no pictures on my
[8:53]
cameras at all
and um
[8:56]
but the driving traffic down there was
terrible. I mean, terrible. Worse the
[9:01]
concession stand, all the windows have
been broken out of it. Doors been
[9:04]
knocked in. We went and fixed it.
What no time
[9:08]
doors knocked in again, windows broken
again. There's nothing in there. I don't
[9:13]
know why they're
>> You're talking about the park on Pine
[9:14]
Air?
>> On Well 3.
[9:17]
» You're better off leaving the door open
so they know there's nothing in there.
[9:19]
At least they won't break the door.
>> Well, that's true. That's what I should
[9:22]
have done the first time.
>> That's what they're doing in California.
[9:25]
People are leaving their windows down in
their car so they can see that there's
[9:27]
nothing in the car. That way they don't
bust the windows.
[9:29]
» Right.
>> It's crazy.
[9:30]
» It is crazy. Um
the skate park and the little park area
[9:35]
for the kids, you can still walk through
and there are people still coming
[9:38]
through there with the other day Jordan
was up there and he said there was a
[9:41]
family that walked through and their
kids played in the park area. And um
[9:46]
haven't had any complaints so far. I
thought I'd just lock it and see what
[9:49]
happens. But the one up at the Possum
Palace
[9:53]
the bathroom area is the problem I the
problem I'm having. And so I wanted to
[9:59]
see about how the council felt about me
closing the park
[10:03]
and and locking the bathrooms at night.
I don't know if the vandalism is
[10:08]
happening at night
but they pulled the cabinets off the
[10:11]
wall, they busted the locks off.
Literally all I had in it was cleaning
[10:15]
supplies. They took every cleaning
supply I had.
[10:19]
So
I think we're around about enough. We're
[10:22]
going to start Jordan's going to check
it one time during the day. I'm going to
[10:25]
check it one time and Lindsay's going to
check it one time during the day
[10:28]
to see if there's any daytime traffic.
But I think because I'm seeing people on
[10:34]
the camera coming in there like dusky
dark and dark
[10:39]
that I just want to see about locking it
and just seeing what happens.
[10:43]
I don't really want to lock the gate.
I want to lock the bathrooms.
[10:48]
Is what I want to lock.
And I'm thinking maybe 7:00 during the
[10:53]
summer cuz I really want the kids to be
able to still come to the splash pad. I
[10:57]
mean
you know, I hate I hate to lock it but
[11:01]
the mess we had clean up this week
nobody should have to clean that up. No
[11:05]
employee should have to go out there and
clean up what I had to clean up in that
[11:08]
» [laughter]
>> bathroom. It was bad.
[11:11]
And this is probably the third or fourth
time I've had to go do that.
[11:15]
» I personally don't see a problem with
it. I think I mean
[11:20]
why would it need to be open after dark
anyway?
[11:24]
» Yeah, well that is what I was thinking.
I'm like so you know, if you're going to
[11:27]
vandalize now you don't have to do it
during the day with people. I know that
[11:30]
there's two homeless people that are
coming out there and bathing
[11:34]
uh cuz I walked in there with one of
them before.
[11:37]
I don't really have a problem with that
she's not making a mess.
[11:41]
I don't really know if that's what the
park bathrooms for but she hasn't made a
[11:46]
mess.
She's homeless and she just come a
[11:50]
couple of days a week to bathe in there.
Um
[11:53]
but the vandalism is is just crazy and I
don't understand it but
[12:00]
» But you're not catching anybody on the
camera who's doing that.
[12:03]
» Well, I see who's walking in there and I
spoken to the the
[12:07]
I got
spoke to a deputy
[12:10]
and he said that basically unless I see
him in the act
[12:14]
that I can't do anything but I can't put
the cameras in the bathroom.
[12:17]
So I see who's walking in and out but I
don't have any proof that they're
[12:22]
Yeah.
They're who's doing it.
[12:25]
I mean I was tell Mr. Park that the day
that we caught three kids they didn't
[12:28]
know Jordan was there and they were they
had apples and tomatoes and um pears
[12:36]
and were throwing them at the concession
stand windows.
[12:39]
And they were just splattered and they
just fall down.
[12:42]
And he ran them down made them go clean
it up.
[12:45]
on the lawn mower.
He ran down on the lawn mower
[12:48]
and got them to clean it up. He's like
"Hey you
[12:50]
» The blade was disengaged.
>> Because he's like you know y'all go
[12:54]
clean that up. I'm out here in 90
something degree weather mowing grass.
[12:57]
» Yeah.
>> Trying to keep this place looking nice
[12:59]
and y'all are vandalizing.
So I I think it I want to believe it's
[13:03]
just kids. That's what I want to believe
but um
[13:07]
I want to try to start locking it at
night and seeing if we can go up there
[13:10]
and have time during the day that maybe
we can shut down some of the vandalism.
[13:14]
But if they keep on doing it
then we may just have to shut the
[13:18]
bathrooms although I don't want to do
that. I don't want to everybody to
[13:21]
suffer.
>> Yeah.
[13:23]
» people just want to be you know
knuckleheads.
[13:25]
» The good thing is our team comes in
early in the mornings on most weekdays
[13:29]
so we can get it up and early in time
for people to use it.
[13:32]
» Right.
>> I I'm I'm
[13:34]
I agree with you, but I'm concerned
about basically what that means is
[13:37]
you'll have to lock them up.
>> Sure.
[13:41]
I'll lock them at night. I'll come and
lock them at night.
[13:44]
» I hate that for you,
but I appreciate you.
[13:46]
» Yeah, I mean
well, I mean, you know
[13:50]
listen, rather than have to clean up
what I had to clean up
[13:53]
I'll come and lock them at night.
>> We'll lock them up at night, but we'll
[13:55]
lock them up at night, but we'll find
somebody to lock them in the next
[13:57]
morning.
>> All right.
[13:58]
» Yeah.
>> I I I want to try it just see what
[14:02]
happens, but I just I just want to let
y'all your feelings about it in case
[14:06]
somebody calls you and like, why are the
bathrooms locked, you know?
[14:10]
Why don't you even get here at 8:00 at
night?
[14:13]
» Well, I mean, you don't need to be up
there
[14:17]
» period. I mean, who's going to take
their kids to the park that late at
[14:20]
night anyway?
There's a lot of teenagers just walking
[14:25]
around. I see them on the camera going
in and out of there.
[14:29]
A lot of teenagers that are
unsupervised.
[14:32]
They've got these bathrooms bad enough,
they can go to the dollar store.
[14:36]
Or go home.
>> Right.
[14:38]
» [clears throat]
>> So, there is no park policy right? So,
[14:40]
we don't really need to
have any votes on that cuz you
[14:43]
» Yeah.
>> given any
[14:44]
» Yeah, I haven't been to a head change
since we haven't Right. I just wanted to
[14:48]
get the feel of the council to lock it
and see what happens.
[14:52]
» Yeah, this
>> I'm thinking 7:00 in the summer.
[14:56]
And then of course in the winter it'll
get dark earlier. I'm just going to do
[14:59]
it as soon as it gets kind of dusky dark
and I'll just lock them up and see what
[15:01]
happens.
So.
[15:04]
» It's a shame you got to do that, but I
mean
[15:07]
yeah,
it's our
[15:08]
» Well, they actually and they're stealing
the toilet paper.
[15:10]
Can't have it all rolled out there at
the time
[15:13]
cuz they'll take it. You have two rolls.
[15:17]
» [laughter]
[gasps]
[15:19]
» I go there pretty often anyway.
But I think with the three of us doing
[15:23]
at least four days a week,
then you know,
[15:26]
I'll I'll take it I like it open in the
back up on the weekends. We'll just see
[15:30]
what happens.
>> Um Mr. Parks, where are you?
[15:34]
» Oh, you can tell us today if
>> Okay.
[15:37]
» And then the next thing is the
um
[15:40]
Let me see. The project updates. So,
we've decided that we're going to have
[15:44]
to get um at least a 3-month extension
on the community center over here. We
[15:49]
had some leftover money and they
approved for us buying a generator.
[15:53]
And they did approve the digital sign.
And so, there's a little bit of lead
[15:57]
time on the ordering. So, though
you know, there was not going to be any
[16:02]
more extensions on this COVID money,
they did we did get the permission to
[16:08]
get an extension on that. So, we're
working on that right now. Because
[16:10]
remember that that project had to be
ended by September 7th.
[16:15]
And there's no way we're going to meet
that deadline.
[16:18]
Uh Cora and Oy, they told me yesterday
they're at 85% complete,
[16:23]
which is great.
Um it's almost the end of that project.
[16:29]
Um let's see what else.
The Possum Palace Recreation Grant. I
[16:35]
did get with the bank about That's the
$50,000 grant which we have to pay it
[16:39]
all up front and then we get reimbursed
the whole 50,000. They wanted me to wait
[16:44]
until we get our audit finished for last
year's any of the awesome audit
[16:48]
information. So, as soon as we get that
done, which it is, they are working on
[16:51]
now, I'll go back and finish that.
Rogers Park, we have gotten the
[16:55]
environmental assessment approved,
finally.
[16:59]
Um tomorrow I will
publish the documents in the local
[17:03]
newspaper. It has to sit 15 days.
Then you have to um sign some sign it
[17:09]
and it it's got to sit another 15 days.
And then we'll finally be able to go out
[17:14]
for construction on that project.
Um the Possum Palace updates, we did
[17:20]
have the fans for Fun Day if any of
y'all came.
[17:22]
» Those was nice.
>> amazing. Our fans.
[17:25]
» You got to chill.
>> I don't know about that, but they were
[17:28]
nice.
>> They were amazing. Um so, we did have a
[17:33]
visit by the building inspector
who said that we're going to have to um
[17:39]
sprinkle the building if we put the
doors on it.
[17:43]
So, we met with the architect and the
contractor and um
[17:47]
they're going to go back and make some
changes to the
[17:50]
uh
the drawings and include the sprinkler
[17:55]
system. They said that the occupancy
load for that building was about 1,800.
[17:59]
If you put chair to chair to chair to
chair, you could fit 1,800 people under
[18:03]
that pavilion.
I didn't think that, but they said it's
[18:07]
done by methodology that I didn't really
understand, so
[18:11]
» That means some of you are going to sit
in the corner and not see the stage.
[18:13]
» Because of that occupancy load, he said
we're going to have to sprinkle the
[18:18]
building.
So, um
[18:21]
that course that's certainly going to
cut down on some of our construction
[18:24]
money, but um
we're redoing the draw we're doing the
[18:28]
redoing the plans and specs to include
that. In the meantime, I got permission
[18:33]
from the Department of Commerce to
continue on with the renovation. So, the
[18:36]
renovation is going to continue to go as
we're waiting on that.
[18:41]
I think that's the only other ones that
I have, but most of them are going to be
[18:46]
finished up in very quickly.
Um
[18:50]
and then the budget, like I said, we're
I literally got the budget numbers
[18:54]
yesterday or the day before. I've got
the water budget already balanced. Um I
[18:59]
was waiting on those numbers to balance
out the general budget, so I should have
[19:03]
those done next week.
[19:07]
And I think that's all I have.
[19:11]
» Does anybody have any questions on
projects or questions you might want
[19:15]
Clark to take forward?
[19:19]
No.
[19:29]
Anything else
from the clerk?
[19:34]
Uh
so Mr. Clark, do you have anything you
[19:36]
wanted
>> No, I don't have anything.
[19:38]
» to the council tonight?
Mr. Rymer?
[19:42]
» I don't.
What's your report look like?
[19:45]
» It does.
>> Yeah, we're still working hard on it.
[19:52]
» Then I you had mentioned a little bit I
just wanted to ask for a clarification
[19:56]
if you've taken any action or if we just
because of the situation is no action.
[20:02]
But the the situation with the property
with uh
[20:06]
turning over
that right away I'm going to take to the
[20:10]
street
right away.
[20:12]
» The Smith property still have the
property speaking of that.
[20:14]
» Um I assume everybody agrees that
we lay off of that after we talked last
[20:18]
month.
>> I don't think we're necessarily
[20:22]
Is Is everyone Can you share with us
what the deal is so we can
[20:25]
» Yes,
yes, so basically what I got some
[20:28]
description of the land and looked at
the original plat of Wallsall
[20:33]
for the open road and
sent the stuff to Jeff and he and I
[20:36]
spoke for just a minute. It you know, it
appears
[20:39]
maybe that road is the only access to
the Chick property
[20:44]
which sits behind like if you go to the
open road at the very end of the road
[20:49]
the prop the parcel behind it is owned
by a family called the Chicks.
[20:54]
It looks like that may be the only
access there. And so because of that
[20:58]
Jeff recommended and I that I ask the
Smiths about maybe getting
[21:03]
um
an uh
[21:06]
» easement
>> a
[21:07]
» what?
>> Well,
[21:08]
» we talked about an easement across it.
I'm trying to find the email that we
[21:12]
had.
>> Yeah, we Well, we talked a survey. If we
[21:14]
get a survey, we see exactly where
everything's at. And so, I did talk to
[21:19]
Tommy Smith about that. I said, "Listen,
here's the deal. It may stop the ingress
[21:24]
and
egress and
[21:27]
Ingress and egress, right?
>> He was going to have to get these. I
[21:30]
mean, the That was the problem.
>> Yeah, and I told him I said, but I said
[21:33]
the the town is not willing to put out
the money. So, I'm going to put it back
[21:38]
in I put it back in Tommy's court. If
they want it, they was going to need
[21:42]
they would need to get it surveyed so
that we could look at it and make sure
[21:45]
that that did not stop entrance to that
property.
[21:50]
It kind of looks like it on the property
appraiser's map, but Jeff and I were not
[21:55]
100% sure.
>> Well, the in the it was but it was the
[21:59]
it was a diagram that we had of the
beyond the we had that one area
[22:03]
rendering that we could Yeah, where the
exact lines were and that was the I keep
[22:07]
saying easement all I'm going to call it
easement on surveys that he didn't want
[22:10]
to pay for cuz it would have incurred to
his benefit, not ours and not yours or
[22:15]
others. So,
>> Yeah.
[22:16]
» And the survey would have been for
$2,500.
[22:19]
Probably none of them would pay for it
even though it's not out in the country,
[22:23]
you know, not a huge parcel.
>> Yeah. So, it's sitting in his court now.
[22:27]
Went back to him.
>> Sure.
[22:29]
» Because, you know,
as Jeff and I were speaking, one of the
[22:32]
things I had talked about is that he he
is wanting to get this to be able to
[22:34]
sell the property.
So, cuz he wants to sell that piece, he
[22:38]
wants to include that. So, it really
wouldn't be fair to the town for us to
[22:43]
spend money on a
survey,
[22:46]
you know, to help him get land that
they're going to sell.
[22:50]
So, it's back in his court now.
>> And I just want to make sure that when
[22:54]
you were about it and we're there to be
some questions asked. I just didn't have
[22:57]
dialogue with that D&T that were willing
to look at the right-of-way issue and
[23:01]
all of things aired out up there
chipping
[23:04]
but then we found [clears throat] out
some more information that we dug up.
[23:08]
Okay.
>> And I'm not confident it
[23:12]
it's the only way in and out but I felt
like on the side of being very careful
[23:17]
that we should do that.
>> That sounds good. So it sounds like we
[23:20]
put the burden proof on him to come back
to us with a
[23:23]
» Right.
>> viable solution rather than us guessing
[23:25]
and looking at Google map surveys.
>> Right.
[23:28]
Yeah, so that's where that's at.
[23:32]
» Then can question about the aspect of
somebody talking.
[23:36]
I wasn't sure if everybody was aware of
that. I just heard it in passing myself
[23:39]
so.
[23:42]
That was the only thing I had. Jeff, did
you have anything else?
[23:44]
» No, sir.
>> No. Do you have any questions for me
[23:46]
about anything else?
>> I don't think so.
[23:50]
» [clears throat]
>> Roger did mention to me he didn't want
[23:53]
to put on the agenda but he might want
to readdress it was is the cemetery
[23:57]
resolution that we passed.
Um he he had a family come and question
[24:01]
him on that.
And um
[24:05]
they had already come and talked to me
about it and I explained to them why we
[24:08]
did that. It's family has a lot of
parcels.
[24:12]
And so he said at some point he may want
to address that but
[24:17]
» They already had a lot of parcels in
there and they didn't agree with the
[24:20]
resolution.
>> Well, they have a lot of parcels and
[24:21]
half of them have names on them.
The ownership has been established.
[24:26]
There's [clears throat] more
one of the family wants to
[24:31]
identify ownership of
but I told him that those were going to
[24:34]
have to be bought for $300 a piece.
And
[24:38]
so he didn't he didn't want that.
So
[24:42]
You know, one of the things I talked to
him about is that you know, there's
[24:44]
upkeep of the cemetery.
And the town takes it out of the general
[24:49]
revenue. If we don't somehow
sell some of these, you know, this would
[24:53]
pay for our $2,500
or $3,000 what it is to get them mowing.
[24:58]
And uh
>> In the grand scheme of things, if you
[25:01]
look at private cemeteries and you're
dealing with the bigger areas, it's way
[25:04]
more expensive than that. It's really a
deal.
[25:07]
At twice the price. I hate that.
>> Yeah, so
[25:10]
» That's a deal at 300 a plot.
>> I think so, too.
[25:13]
» Yes, sir.
That's I think it's a little underrated
[25:16]
myself. Yes, sir.
>> Yeah, but um so, he just wanted me to
[25:20]
throw that out there. He may want to
readdress that again, so
[25:23]
but he didn't want to do it tonight.
That's all.
[25:28]
» So, isn't it Is it Is it actually the
case that
[25:31]
of the ground that
has been deeded we don't own that?
[25:37]
» Correct. If it's been deeded, yes, sir.
>> Yeah. Of the deeds that have been
[25:41]
deeded,
it's just curious that
[25:43]
» We don't own them, is that what you're
saying?
[25:45]
» Correct.
>> Yes.
[25:46]
» It It's just And And again,
I'm not proposing we don't make any
[25:50]
changes. I'm just making observations
and comments that it is curious that we
[25:53]
continue to bear the maintenance burden
of property that we don't own.
[25:56]
» Yes, sir.
>> That's all I'm saying.
[25:57]
» And eventually,
it's going to wear out.
[26:00]
» I don't know.
>> You know, I don't know what year, what
[26:02]
council is going to look at this and say
this is where it is at. But, I'm glad we
[26:07]
can continue to do what we can for now.
>> And I think last year I don't know if we
[26:10]
were looking at the budget numbers. Last
year, we sold $3,000 worth of lots.
[26:15]
I mean, our plots. So, that would have
paid our maintenance budget right there.
[26:19]
If we can get it for 2,500 others a
year.
[26:23]
And
you know, also
[26:25]
» So, like up there where my mom and dad
is buried at, they send out letters to
[26:30]
all the families asking for,
you know, um
[26:34]
monetary donation or
amount to help offset the cost of
[26:41]
grass mowing and that kind of thing.
>> Do they collect that?
[26:45]
» I mean,
I don't know.
[26:48]
» My experience is that they most
associations collect some, but none
[26:52]
collect all. Like
it's not a necessary participation. But
[26:56]
what little bit you get seems to be some
people are giving it.
[26:59]
» And I mean that might be some
>> I mean can we do that though? That would
[27:02]
be I think that would tend to be kind of
a little bit of a
[27:05]
» If you could ever pass it off and make
it a private
[27:08]
» That's what I'm getting off the city's
books, that'd be great. They did that at
[27:11]
the old Ribs Cemetery which is up the
road now on Highway 69. I always knew
[27:15]
about it cuz my father-in-law goes up
there and
[27:17]
tends to it cuz they have a lot of
family there and friends of the family.
[27:21]
He'll be 80 in November.
But they had to
[27:25]
have to pass it off and get it out of
the city's name many many years ago. I
[27:28]
don't know how
they figured out how they did that.
[27:31]
» Well, then you give it to a company or
somebody
[27:34]
» Probably
>> a a private the surrounding land owner.
[27:37]
They created some kind of like a
cemetery trust as I understand it. I've
[27:40]
never heard of it before, but it almost
sounded like it operates like an HOA.
[27:44]
» Uh-huh.
>> Obviously with a little tiny dues.
[27:47]
» Yeah.
>> For everybody that want to have some
[27:48]
upkeep, but they
>> They didn't require them
[27:51]
» to
>> They paid
[27:53]
» You know, I've got to have a mission to
>> Yeah, again that's not something I would
[27:57]
want to take on, but I I just fear that
eventually a council
[28:02]
say
We we just
[28:04]
» Yep.
>> As as the complexity grows and the
[28:07]
disgruntledness begins to get more
complex
[28:10]
we might not be able to make everybody
[clears throat] happy with everybody.
[28:15]
But again, future.
Anything else for the general
[28:20]
benefit of the council?
[28:23]
Yeah.
Uh do we have to do
[28:26]
motion to adjourn or is that just
Hoping to get out of
[28:30]
» He does it sometimes.
>> It's what we do. It's it's
[28:34]
» [clears throat]
>> I'll make a motion to adjourn.
[28:36]
» I'll second.
>> Is there any body opposed to that
[28:39]
motion?
We'll do a roll call.
[28:42]
All right then, we'll make ourselves at
home.
[28:44]
» Thank you very much.
>> Accept that gavel one more
