[0:02] I'd like to bring the Wedley Barrel Council regular meeting of August 24,
[0:06] 2026 into session. Have a roll call, please.
[0:11] » Vincent Cutterford >> here.
[0:14] » Joseph Cybert >> here.
[0:15] » Tracy Mangle >> here. Jeffrey Miller
[0:18] » here. >> Norman Richie
[0:19] » here. >> Greg Walters
[0:21] » here. >> And Michael Blizzio
[0:22] » here. And I ask everyone to stand for an invocation and pledge of allegiance.
[0:37] I pledge allegiance to the flag of the United States of America and to the
[0:42] republic for which it stands, one nation under God, indivisible, liberty and
[0:47] justice for all.
[0:52] Heavenly Father, we thank you for bringing us together this evening and
[0:56] for the community of Wely that we are privileged to call home. As we begin
[1:01] tonight's meeting, grant us wisdom in the decisions before us, patience to
[1:04] listen to one another, and good judgment as we consider what is best for our
[1:08] residents and for the future of our burrow. We ask for your blessing upon
[1:12] the burough employees, police officers, firefighters, emergency responders, and
[1:17] all those who serve this community each day. Watch over them and their families
[1:21] and keep them safe. Help us to remember that the positions we hold are an
[1:25] opportunity to serve. May we conduct tonight's business with humility,
[1:29] fairness, and respect. And may the decisions we make be pleasing to you and
[1:35] beneficial to the people we represent. We ask for your continued blessings upon
[1:39] Weatherly and all those who call it home. In your name we pray. Amen.
[1:44] » Amen. >> Please be seated. Thank you.
[1:52] I just have an announcement, please, before we get started.
[1:56] Uh last month's meeting, we got into a little bit of a debate back and forth.
[2:01] Um and we we got off topic. So, I'm asking that we don't do that again. Um,
[2:06] anyone that needs to speak can go to the microphone to speak. We know we have the
[2:10] 3minut rule. Uh, and if anyone has a question, you can write it down on a
[2:16] piece of paper that's over there with your information. Um, [snorts] we are
[2:19] leery to respond to some questions because there might be information we're
[2:22] not privy to, but we will get you an answer immediately. And I think that
[2:26] everybody that I told I would get back to last meeting, I got back to them as
[2:30] soon as I did. Thank you.
[2:38] Did everyone get a chance to review the minutes of the regular meeting of July?
[2:41] And can I have a motion to accept those minutes?
[2:46] » I have a motion to accept the minutes from July meeting.
[2:53] » Motion made by Norman, seconded by Jeff. Is that correct?
[2:58] » Yes. >> All those in favor, please say I. I.
[3:01] » Any opposed? Pass. Again,
[3:08] I hope everybody got a chance to review the treasures report. May I get a motion
[3:12] to accept the treasures report as submitted?
[3:16] » I make a motion we accept the burough manager's treasure report.
[3:22] » I'll second. >> Motion made by Joe, seconded by Greg.
[3:27] All those in favor, please say I. I. >> All oppose.
[3:34] Next business, approval of the bills. And I have a motion to approve the
[3:40] bills, please.
[3:45] » See? >> I'll make a mo a motion we approve the
[3:50] uh the bills. >> I'll second.
[3:54] » Motion made by Joe, seconded by Norm. All those in favor, please say I.
[4:00] » All opposed?
[4:06] Um the first paper that I have for tonight is uh from uh Mr. Mclofflin
[4:12] um questioning or not questioning but asking I know you spoke to me recently
[4:16] regarding the online payment fees. Um I guess Mr. McGlaughlin I think I did
[4:22] answer some of your questions privately but um as I understand it this is the
[4:26] operation as it stands right now. If someone brings a check down to the
[4:31] burrow office, there are no fees. If someone brings a credit card for the
[4:35] time being to the burrow office, there are no fees.
[4:39] If someone calls in a credit card uh on the phone or I'm sorry, does it online,
[4:45] there is a 3% fee and a $3 charge. Whichever is greater.
[4:49] » Whichever is greater. >> Whichever is greater. And if someone
[4:52] calls in a credit card, there is the same set of fees. the 3% fee is um
[5:00] charged by the service company that's doing the online payments. We don't net
[5:05] that money. That's just the cost of it. And I know of at least two residents
[5:09] that have been begging dramatic desperately to have that that option.
[5:13] So, as it stands right now, they're they're housebound and it's very
[5:16] difficult for them to get down to the burrow building. So, um I think at this
[5:22] point the menu that's there I think can suit everybody for their needs and you
[5:26] can avoid fees if you wish. It's absolutely great idea. I love it. But
[5:30] there should be a cap off point how much they make off that%. We're going in the
[5:35] winter and some people rely on electricity to be lucky not because
[5:40] $1,000 a month you're paying $30 even Western Union for cheaper.
[5:45] [clears throat] It's ridiculous. It just really is. It should be a cap out point.
[5:49] 3%. Okay. But it should be a cap out point.
[5:55] » We'll continue to look into it, but right now that's where it's set at. And
[5:58] again, as I explained to you, if everybody in town use that fee or use
[6:02] that service, then it could be something we might consider looking at um you
[6:07] know, uh doing something to cover that cost. But because not everybody does it,
[6:11] I just I personally don't see it being fair to apply that to everybody across
[6:15] the board. Um, the second was, uh, the second
[6:19] question here was, uh, are the police 24/7 yet? And I asked Chief Bogart to
[6:24] respond to that. Uh, no, but we've made several steps forward with some
[6:30] part-time hires uh, that we will be back up uh, basically this past Thursday.
[6:38] Very, very few ships that are not going to be covered for the rest of the year.
[6:42] We're pretty much back.
[6:48] » I do not know a question officers at I was wondering 24/7. How close are we
[6:54] being 247 coverage? Uh how much is state police covering us
[6:59] right now? >> Again, as of this past Thursday, very
[7:03] very few. There's probably a handful of ships till the end of the year that I
[7:08] can count that that are that are open. Again, ships they are but for safety
[7:14] reasons but we're we're in really good shape really good shape with the three
[7:18] parts >> thank you
[7:21] » are we moving any of those officers the whole time
[7:26] a >> as we can as we can
[7:30] anyone else have anything >> is the microphone open now
[7:36] » yes sir >> okay I didn't hand in one of those
[7:38] kindergarten papers but I will I have some questions.
[7:44] Is um I I I I have a couple questions, but I
[7:49] don't want to answer because I want I don't want to use up the pizza pizza
[7:52] timer here, but um what's going on with the trail? How far are we with that? Is
[7:58] that going anywhere? Don't answer. And I want to know what's going on with the
[8:02] park. Are we looking to uh get that renovated totally like it was planned?
[8:09] Well, I'm gone 14 months, but nothing's happening with that. Is there anything
[8:16] with taking out the cast iron piping up at Pen Roses, which would have amounted
[8:22] to $500,000 uh to the burrow,
[8:27] and that's why we had a an excavator and we did the water work out at the park
[8:34] and moved the debris that was illegally dumped.
[8:39] um at the park and we moved it down to the
[8:44] uh the trail head where I used to go stock somebody down there which never
[8:50] happened. But anyway, I also want to know in 2024
[8:56] I saw the audit report and [clears throat] we paid the solicitor 24
[9:00] or $25,000. Um and my question is and you can answer
[9:06] these when I'm done. The question is, uh, I was I was running meetings that
[9:13] were done in 20 minutes. So, if you times that by 12, uh, that solicitor was
[9:19] making a lot of money. And, uh, I was just wondering where that came from. And
[9:25] the other thing was the police department. Everybody questions and
[9:29] wants to thank the police for doing a great job. In 2024, it cost us $1
[9:34] million of a police department. We're I already talked to uh people in
[9:41] Harrisburg that said that they could put a state police substation over here and
[9:48] we could collect around $17,000 a month and
[9:55] uh they could cover Packer Township, they could cover Banks Township, Beaver
[10:00] Meadows, they could cover LNL, they could do a lot of things. Lansford is
[10:05] looking to go to Act 47 shortly. Uh there are other uh towns that are
[10:11] eliminating their police departments. They just can't afford them. And now we
[10:16] pay for a local police department. Oh, that's really cute and that's really
[10:21] good. But we're also paying for the Pennsylvania State Police to cover us
[10:26] statewide. And the last thing I have to say, am I
[10:30] almost up with the pizza timer yet? 22 seconds.
[10:34] » Okay. Well, I just want to say I think we stop we we should stop giving power
[10:40] away when we can't pay for the power ourselves.
[10:43] We're giving it to everybody. We give to the hill climb. We give it to the main
[10:47] park. And I know you say that's fundraising.
[10:51] Well, start fundraising for our fire department. They don't get paid.
[10:56] Okay. Music started.
[10:59] » Thank you for your comments. >> Yeah. Thank you for not answering.
[11:06] » I'll call in on the electric. I have no problem paying for our electric counter.
[11:10] » Oh, I know you. >> We could I'll do it. I don't really
[11:14] care. We could cover it.
[11:20] [clears throat]
[11:22] » First order of business is discussion on the online payment for credit cards.
[11:29] I'm not sure if we have to go through that any further than what we just did.
[11:37] » You have to vote on that to accept the current system or anything. Yes,
[11:42] » you probably should, but I guess the question I would probably should, but I
[11:48] thought you couldn't call in with the credit card anymore.
[11:51] » We cannot. They can't call in to the office with the credit.
[11:54] » Right. That's what I say. I thought >> there's an online there's an automated
[11:57] » Yeah. >> Yeah. Okay. That's what I was saying.
[11:59] But you also mentioned calling in. So I thought that was eliminated because it
[12:02] violated some federal law. >> That's calling into the company where
[12:05] you go online and pay. They do phone ones too.
[12:08] » Okay. >> Um should we vote to accept it? Yes.
[12:12] » Sure. Yes. >> Could I have a motion to accept the
[12:16] current uh online payment options?
[12:24] I'll make a motion accepted. >> I'll second.
[12:27] » Motion made by Vinnie, seconded by Joe. All those in favor, please say I.
[12:33] » Any opposed? >> Eyes have it.
[12:37] Next item of business is discussion on Wilbur Street.
[12:43] I would, I guess, ask
[12:47] Mr. Nanovic to respond based on the current information we
[12:52] have. >> Well, when you say the Wilbur Street,
[12:55] this was the woman who had come in. I think it was Eve Scott came in at the
[12:59] last meeting. >> Okay. We now have a survey that you
[13:02] would supplied to us. Thank you. But if you look at the survey, it doesn't show
[13:06] Wilbur Street extending to your property.
[13:08] » I understand that. >> But what I was told back at the time it
[13:13] did. I don't know where Wilbur ended. Yeah,
[13:15] » back in 90 something, you know, but I always had access and
[13:22] people, you know, even being able to come in through that way.
[13:27] » I I I understand that's how you went there before and and frankly, I was
[13:31] expecting the survey to show that Wilbur Street extended to your property and
[13:35] then we could do something about it, but this survey shows actually that it's
[13:39] crossing over railroad property. So,
[13:45] the owner of that property sitting right here.
[13:48] » Yeah. >> Excuse me, sir.
[13:51] » Could you could you mould you go to the mic, please?
[14:01] » This Okay. >> Yes, sir. Perfect.
[14:03] » No. When I bought the >> Announce yourself. I'm sorry. Would you
[14:05] announce yourself so that they have it on record? My fault. Mike Hendrick. I
[14:09] own the the building down there at Wilbur Street. Well, when we were doing
[14:14] that building, we I worked with Harold Pudliner on that. He just got the job, I
[14:19] think, in 96 or something like that. And I asked him about that way between it's
[14:26] an alley they said, but it's actually an easement because there's two seller
[14:31] doors in that alley. You know, you're not going to drive cars over seller
[14:36] doors and that. And it was just an easement for I think the Scots there to
[14:40] get in and out. And we always had a good relationship down there. I used to plow
[14:44] it further than that. And basically, yeah, that's all it was. I don't think
[14:49] that ever was an alley. >> It was It said it on the It was an alley
[14:54] » with that >> on the station.
[14:56] » Well, how could it be an alley with with with uh you know, metal doors in the
[15:01] middle of the >> I used to be able to drive. I don't
[15:04] » Excuse me. We're starting to debate thing again. I I appreciate it. Please.
[15:09] » That's what it was. and he said nobody use that puzzle light item said
[15:13] something but like so many years nobody use it as that so he just told me to do
[15:17] what I want to do >> okay thank you
[15:21] » that was it I guess all I could possibly say and I might speak out of line here a
[15:25] little bit but if there is if there is an easement paper
[15:30] » if there's some some legal paperwork we we'd be happy to look at it but
[15:34] » if there's an easement it should have been shown on the survey that's that's
[15:37] why I'm there would be And so are are you P are you saying
[15:42] you're PA property Owner Solutions LLC? >> Yeah, I own that.
[15:46] » Oh, you're >> Oh, sorry.
[15:49] » Okay. Yeah. Yeah. You're not you're not David Scott. You're okay. And so how
[15:53] long Eve [clears throat] Scott came in and
[15:56] and stated that you're blocking the alley. Are you blocking that alley?
[16:00] » You don't live. You don't live there. >> He was the previous owner of
[16:04] » Oh, you were the previous owner. So Okay. Okay. I'm sorry. I never I don't I
[16:07] didn't even >> Okay. So, it's it's not you. It's the
[16:10] new people who are blocking. Okay. >> I never have a problem.
[16:14] » All right. >> Can I get up and talk?
[16:17] » Yes, you may.
[16:27] » It was an alley. My husband and I used to park our car there and be able to
[16:33] drive it out of there because that was off streetet parking for us when there
[16:38] was snow bands. Even back in the day, it drove all the way back to the back of
[16:45] Wilbur Street where the garages are now. You were able to drive through there
[16:50] until Mike put his new sidewalk in through Pud Liner above grade.
[16:58] We were we were going to sue,
[17:02] but it wasn't worth the money and the aggravation because the work had already
[17:07] been done. Never were asked by the, you know, the burrow whether we
[17:13] would allow the alleyway to be obstructed. Never got any of that. came
[17:19] home to find a sidewalk above grade which has caused damage to
[17:24] my property actually over the years because of the rain that washes down
[17:29] Carbon Street, washed away my sidewalks. I also had a time with the burl troop uh
[17:39] will Mr. Wilbur, who wanted to find me $1,000 after he washed away my sidewalk
[17:47] and had got a lawyer for that. Mr. Mscavage, who was the solicitor at the
[17:53] time, told Wilbert to back off because it could cost the burrow a lot of money
[17:58] if we ended up going into court. I never got an easement from him in writing that
[18:05] stated at that point just come in through the back road, you know, that I
[18:11] was always told Wilbur extends out to. If it isn't, then it's Luke Medico's I
[18:17] guess property in the back and maybe I'll have to talk to him about having
[18:21] easement to get out of the back of my property and that's fine.
[18:26] But Mingle has how many times come up
[18:29] through my back property to deliver me dirt,
[18:34] whatever. I've had to take cars out of my yard. There's no way I'm getting it
[18:38] up and out of Carbon Street. So, the only access for me was out through that
[18:44] back area of my property. And of course, now I just have renters
[18:50] there that are just, you know, giving me a hard time. But if
[18:55] I have to go through loop to be able to get easement out of my back property,
[18:59] that's what I'll do.
[19:03] » But that's how this situation has come about. So yes, it's not on my deed that
[19:09] I have easement >> because it wasn't my property to begin
[19:14] with. From what I understood, it was Wilbur Street.
[19:20] » That would have never been on my property. It just shows and you read it
[19:24] on my deed. It said the alleyway. It states it as an alleyway.
[19:32] And yeah, no, Mike and I never really had too much issues except for when that
[19:36] initially happened. >> Gotcha.
[19:39] » So that's it. >> All right. Thank you.
[19:42] » Thank you.
[19:47] Next order of business, discussion and possible motion to approve addendums to
[19:52] the lease option agreements between the Burough of Wedley and the Schwab School
[19:55] Associates regarding the Schwab School and parking area.
[20:01] I think you're best suited to do this if I can remember. But I know we have
[20:06] leases for the Schwab school and we have and for the parking area front and I'm
[20:11] reading this right now. I think the agreement provided they were 45 years
[20:14] and we were contacted by the entity that's leasing it. They said their new
[20:20] legal counsel or new or for financing purposes they need a longer lease. So
[20:25] we're extending it to lease the property for a term of 45 years subject to the
[20:29] terms and conditions option. You shall have an option to extend the term of the
[20:32] lease for one additional period of 30 years. That is for them to pursue this
[20:39] project. They're asking for that extension.
[20:45] » Could I say something about that? >> I I'll extend you that courtesy even
[20:50] though you don't give me any. But thank you.
[20:52] » Cuz I was involved with that lease.
[20:57] [clears throat] Initially, the previous bureau manager
[21:02] uh and I we discussed because the school district and the because the school
[21:07] district wouldn't debate the taxes and the county would debate the taxes.
[21:13] I suggested to Harold that we give them a 10-year lease and lease it to them
[21:20] because that would be an automatic abatement.
[21:22] And I'm not an attorney, but that's exactly what would happen. They would
[21:26] abate the tax because the burrow would still own it until they filled
[21:32] this building with people. So if they filled it in five years after the
[21:37] construction, it would be over with going 45 years. That's that's crazy.
[21:44] You're going to take that off the tax rolls for 45 more years. It's been off
[21:48] the tax rolls and Wesley Burrow has been taking care of that property for years.
[21:55] And my thing when I was sitting in your seat was to get rid of these properties
[22:02] so we don't have to maintain them. That's cost us a lot of money. And I was
[22:07] looking to eliminate all these costs that we're paying to cut grass to take
[22:13] care of snow removal going 45 years. Where does that make sense? And if this
[22:19] council votes to go for a 45 year lease over 10 years, you're nuts. That's all I
[22:26] got to say.
[22:30] » Anybody from council have any discussion regarding this?
[22:33] » Who owns the property now? >> I'm sorry.
[22:36] » Who owns the property? >> We own the property the property. Yeah.
[22:40] » It's not taxable. >> It's not out of tax. Has not been for 10
[22:43] or 15 years and 100 years before that.
[22:48] I I have a question. If we don't approve this, is that going to put an end to the
[22:53] project? Because then we're stuck at that building.
[22:55] » That's what they tell us. Yes. >> So, you can either do it or be stuck at
[22:59] that building. >> Stop with it. Terry School. It only cost
[23:02] a million to be done.
[23:08] » What do you bring to the town? >> We're doing We're doing the thing again.
[23:13] » Whatever happened to the Saber school money? Where is that? Could
[23:25] I speak? >> I They had it. How long? And they've
[23:31] done nothing. So, what's to say they're going to do
[23:35] something in the next 45 years? I don't think we should honor their requests.
[23:40] I'm very sorry. >> Okay.
[23:45] » [snorts]
[23:51] » Well, the way if they wish to exercise the option, they have to notify us by
[23:55] the end of this year. That's what it says. So, if they were do doing this,
[23:59] they have to exercise the option and that's when the lease starts.
[24:05] » I thought they were already leasing it. >> No, no, they just have an option. They
[24:08] just have an option to lease it at this point.
[24:12] Attorney, you you know that the Pennsylvania Housing Finance Agency
[24:17] approved their financing. >> I don't know who approved their
[24:21] financing. >> I know they talked about the Royal Bank
[24:24] of Canada at some point being their financing.
[24:29] They had several sources of their grant money and they had other financing. I
[24:33] mean, it was a multi-million dollar project. Yes, I'm not aware of that. And
[24:38] we had a $250,000 grant to down the annex and I saw a quote for 140,000 and
[24:45] this manager said, "Oh, they bid it and Eliz came in over 250." They never bid
[24:52] it. You guys never bid that. That never happened.
[25:03] Mike, when I questioned that about the school, the gymnasium being ripped down,
[25:09] » you all told me that the people that are buying the school are in charge and they
[25:14] said not to do it, that they would take care of it.
[25:16] » That's correct. >> That was included in their initial
[25:20] package that they were going to include demolition and it looks like now that
[25:24] the burrow will be bidding it out. >> Okay. But it was it was it it was bid
[25:30] out with their initial package and the bids came in extremely high.
[25:35] » Oh, I thought you bid it out. >> I did not bid it out. I said it was
[25:38] » Did we get the $250,000 grant? >> Yes. That was going into
[25:45] » that was going into their package as a as a whole package to to do the whole
[25:50] school.
[25:53] » But that grant was to the bur. >> Yes.
[25:55] » Not to them. Yes, it was supposed to be working with them in conjunction in in
[25:59] the whole project >> doing anything.
[26:01] » Well, it's because the inves they needed investors and
[26:06] they had to find different investors. They had to move things the credits to
[26:11] another year this year. Um and they and they got approval for all of that.
[26:15] » Well, well, Tracy Andrea gave us a quote and you have it in your desk somewhere
[26:21] because I saw it for $140,000. But we had a bid or a grant for 250.
[26:30] Is $140,000 less than $250,000?
[26:35] » I would say >> again, Mr. Hadzik,
[26:38] » it was put in with their initial bid for the whole project. We will be bidding it
[26:44] out now as a separate project. >> We own the property. We can do what we
[26:48] want with it.
[26:54] They give you 45 years to fix it. Is that Is that a
[26:58] » No. No. >> It would take one year to tear it down.
[27:07] [cough]
[27:09] » Sorry. I'm out of control.
[27:13] » I make a motion that we Somebody make a motion that we table this so that we can
[27:18] get some facts together and have a meeting.
[27:21] I'll make a motion that we table this vote.
[27:24] » I'll second. >> All those in favor?
[27:28] » I. >> All opposed.
[27:39] Can I get a motion to adjourn to executive?
[27:43] » I make a motion. Executive. >> I'm sorry.
[27:49] » Please.
[28:00] Okay. Again, my name is Donna Neper. I live at 3314 Street in town. Last
[28:06] meeting, I had discussed the issue with the roosters.
[28:10] We now have more new roosters in town. That's not my main concern. My concern
[28:16] is I brought up the issue of Mr. Braun, you had asked me for an address.
[28:22] Um, Mr. Brun had a discussion with my
[28:27] stepfather uh about
[28:34] the address, by the way, is 647 West Main Street.
[28:38] That's the address. He had a a short conversation with my stepfather stating
[28:45] that the burrow had no right to do anything with his property and every
[28:49] time Mr. Pudliner would send him a letter that he would go to the ACLU. The
[28:56] American Civil Liberty Union has nothing to do with the code enforcement officer.
[29:03] Last Saturday, he came to my parents house. He has not been in my parents
[29:06] house for at least two years. He came there specifically to see what I look
[29:11] like. He has made the statement that if I continue to complain about the blight
[29:16] of his property, he has intentions of suing me. If he sues me, I'm going to
[29:23] turn around and I'm going to sue the burrow and I'm going to sue the code
[29:26] enforcement officer. I have already spoken to a lawyer in Philadelphia,
[29:31] explained the situation, taken pictures of the property, and sent it to them
[29:37] because nobody is doing anything with his
[29:40] property. Nobody. It's this has been going on for years.
[29:44] He used to threaten Mr. Pudliner with the same thing. I'm going to call the
[29:48] ACLU. The AC What the hell does the ACLU have to do with the blight of a
[29:52] property? The other day, Tom went flying up the road in the red truck, turned
[29:58] around and came flying back, never even stopped at that property.
[30:04] Again, I don't want to be redundant, but people are getting letters that their
[30:07] grass is 6 in high, but bronze property is ridiculous.
[30:13] and to threaten me that you're going to sue me if I'm bringing up your property.
[30:19] It's I mean there's probably so many code enforcement laws that he's breaking
[30:23] and nothing is being done. And then you come in my parents house so you can see
[30:28] what I look like when you haven't been there for three years. But he saw my car
[30:33] pulling up into their driveway. So, he came to see what I look like because
[30:37] somebody from last month's meeting texted his wife and said, "Conniey's
[30:44] daughter brought up your house as a blighted property."
[30:49] So, I don't know who who here in the meeting did it, but somebody did it. And
[30:52] I really don't care. But again, he sues me.
[30:59] I will sue the burrow and I will sue the code enforcement officer for turning a
[31:04] You just keep turning your head and nobody wants to do anything with that
[31:07] property. Nothing. I apologize. So, something needs to be
[31:13] done. >> Okay.
[31:14] » I'm just I mean, I'm not threatening. I'm not saying he's going to do it, but
[31:19] if he does because I bring it up, then I have no recourse but to to sue
[31:26] back. >> Okay. and the roosters. Um, the guy that
[31:31] had them, it's I live on Oak Alley, so Paul Stever's on the end and I'm the
[31:38] second house in. So, if you count four houses down from me,
[31:43] he had two young ones and they they were biting him. So, he got rid of them. Now,
[31:48] he has two new ones. And the house, the last house, if you're coming toward
[31:55] Uranate, Uranate Park on Dean Alley, the last house on Dean Alley, he still has
[32:02] his. And I showed them to Tom and Tom saw them
[32:06] while I was in Tom's truck and I showed them to Tom and they're still there.
[32:14] And I don't know how many meetings it may have been before Mr. Pudliner
[32:21] retired, but he did state that the code
[32:26] enforcement
[32:31] [snorts] rule that was written was written in error that you can have up to
[32:35] 20 hens or chickens, whatever. Roosters are not allowed in town. If you go back
[32:41] and look at those meetings, I don't know which one it was, but those were his
[32:45] specific words. Roosters are not allowed in town.
[32:48] » That is true. >> Well, we have more than that on just on
[32:52] Fourth Street. You you ride up several there's some up on West Main Street by
[32:57] where my parents live. >> Okay.
[33:00] » And we keep getting more and more and more. And I don't work. I put my windows
[33:06] up at night, but I don't like getting up at 4:00 in the morning. And these
[33:09] things, I thought they stopped once the light came up. They don't. They crow all
[33:15] day long. >> Okay.
[33:18] » All right. I will I will get back to Tom again. Thank you.
[33:21] » Thank you.
[33:25] » If I get a motion to executive session, please.
[33:29] » I'll make a motion we go with the executive session.
[33:34] » Are we going in executive session or are you adjourning the meeting? I'm sorry. I
[33:38] apologize. Can I get a motion to go into executive session?
[33:41] » I'll make a motion to go into executive session.
[33:45] » Second. >> Anybody?
[33:47] » I'll second. >> All in favor?
[33:51] » All oppose? Pass.
[34:06] » She was here. He came in late actually. >> Yeah, he was over there.
[34:10] » Ask for a motion to adjurnn. Please >> make a motion to adjurnn.
[34:15] » I'll second it. >> Motion made by Norman, seconded by Jeff.
[34:20] » All in favor? >> I
[34:22] » I remember the days with Mrs. G sitting next to me. Now let's get out of
