Do you solemnly swear that you will support the Constitution of the United States,
[3:59]

[4:01]
and that you will safely discharge the duties of the Office of Superintendent of Schools
[4:05]
for Webster Central School District, according to the best of your ability.
[4:09]
Hi, Will.
[4:09]
Hi.
[4:10]
Thanks.
[4:17]
Oh, I'm sorry.
[4:18]
Yeah.
[4:19]
I think after all these years.
[4:20]
I know, right?
[4:22]
Heather, do you suddenly swear that you will support the Constitution of the United States
[4:26]
in the Constitution of the State of New York, and that you will faithfully discharge
[4:30]
the duties of the Office of District Clerk, Webster Central School District, according
[4:34]
to the best of your abilities?
[4:36]
Hi, Will.
[4:37]
Thank you.
[4:37]
Is that
[4:45]
all of it? Did we cover all of it?
[4:47]
There we go.
[4:49]
I commit to the agenda part of it.
[4:52]
Go nod to all of it. Yeah.
[4:53]
So actually, actually you're doing the work first.
[4:57]
And then the...
[4:57]
I don't know how to have that in front of me.
[5:01]
Yeah.
[5:01]
Yeah, my computer died.
[5:04]
We can do it in chunks.
[5:08]
Usually I have it.
[5:10]
Oh, thank you.
[5:20]
All right, for the organizational meeting agenda here, I need an emotion to approve sections 4 and 5 on the 25 26 organizational meeting agenda.
[5:32]
So move Linda second Michelle on favor. Aye. Then we move on to section six and seven. So motion to approve section six and seven on the 2526. Organizational meeting agenda. So move Jeff second Carol on favor and then the last few motion to approve section seven and nine on 2526 organizational meeting agenda.
[6:02]
for eight and nine. Sorry.
[6:04]
Someone's moving to move.
[6:05]
So move Linda, second, Jeff, all in favor?
[6:09]
Hi.
[6:10]
Now those are all set, right?
[6:15]
Thank you.
[6:16]
No, I have it.
[6:17]
That was the only part that didn't print on my thing.
[6:21]
All right.
[6:21]
Now I'm motion to amend and approve tonight's agenda.
[6:26]
We need to remove D, the core tax cert,
[6:29]
and then we're adding in before A and amendment to the superintendents
[6:34]
employment agreement. Can I have a motion to amend tonight's agenda? So move Michelle,
[6:41]
second, Carol, all in favour? Hi. That's done? All right, campus news. So campus news.
[6:49]
All right, here we go. I think it's just going to be meet tonight. Someone campus news.
[6:55]
All right, so let me start my report tonight by extending a huge congratulations to all
[7:00]
students who graduated in the ceremony's last month. It was an honor to shake the hands of our
[7:06]
goal students, our Webster Schrader students, and our Webster Thomas students, and send them
[7:11]
off into their career path, or their college path, or their military path, or whatever it is
[7:18]
that they're going off into their future, which has been, it was such an exciting time of year,
[7:23]
so I congratulate all of them on their diplomas, and I look forward to hearing all the
[7:27]
success is that they have coming up in the years to come.
[7:30]
All right, and while the school year may have concluded, summer is anything but quiet. Our staff members are engaged in professional development opportunities and their commitment to ongoing growth, not only impacts them individually, but also impacts our students and schools.
[7:46]
So when you come into schools here in the summer, you will often see our teachers learning and certainly we do have some students that are also continuing their learning as well.
[7:55]
Our buildings and grounds, our incredible buildings and grounds I should add, is working to prepare
[8:01]
all of our facilities for the upcoming school year and from when it whether it's from
[8:05]
deep cleaning and maintenance to essential repairs and upgrades their hard work behind the scenes
[8:10]
is crucial in providing a safe and optimal learning environment for everyone. So we want to give
[8:15]
them a kudos. Also, you may have passed either Shrader or Willink and seen some of the outdoor
[8:22]
construction going on. But the Webster High School, Webster Shrader High School parking lot
[8:28]
has been torn up. And we are on track right now. I believe Mr. Freeman to have a September
[8:33]
1 go with that parking lot so that everything that comes online at the beginning of the school
[8:38]
year will be able to be able to use. So hopefully cross our fingers, knock on wood that happens.
[8:44]
And our Willink Middle School additional addition construction project is also started. We started
[8:51]
about a week and a half ago. So we're pleased to report that that is going well.
[8:56]
And finally, very excited tonight. To welcome our two student liaison. So we have with us,
[9:05]
Naya, who is a rising senior from Webster Thomas High School. And we have Rebecca, who is a rising
[9:11]
junior from Webster Shrader High School. And we are so excited that they will be joining us as our
[9:21]
can come to our meetings. So everyone, please, we've huge round of applause for
[9:26]
Rebecca and Naya. Thank you guys for being with us. And with that, that
[9:32]
actually ends my report. We've only been a couple weeks and see into the
[9:36]
years. So that is the report for the early part of the month of July. And I
[9:41]
look forward to everyone else's leadership around this table. And I'm grateful
[9:45]
for all of you. And the work that you do. And we all do. That's it.
[9:50]
I'm going to squeeze our amendment in before Mr. Freeman stops up for board business.
[9:57]
So, motion to approve the amendment to the superintendents employment agreement, please.
[10:03]
So, I'm going to move Linda, second, Michelle, on the favor.
[10:08]
I'm on Mr. Freeman.
[10:09]
All righty.
[10:10]
First up is the May Treasures Report.
[10:13]
I'm just going to point out a couple of things on that.
[10:16]
We are still continuing to do very well on our investment strategy, working with six different banks.
[10:24]
You know constantly putting what's available funding out for bid to see who gives us the best rates.
[10:31]
You know just this week you signed some short-term borrowing paperwork.
[10:34]
Normally we would not have done that but we're doing that because to increase our cash flow during the capital project
[10:41]
because our interest rates on investments are so high.
[10:45]
So, you know, it is changing how we look at our finances
[10:48]
a little bit more with our cash flow,
[10:51]
constantly looking at those analytics.
[10:53]
So, just wanted to point that out,
[10:55]
our balances are better than last year.
[10:57]
So, we're being aggressive with what we can do for investments.
[11:05]
So, quick little further, I don't know if my mic's on here.
[11:07]
You're not fall, yeah, there we go.
[11:08]
Just a quick little aside, I just want to give Mr. Freeman some kudos,
[11:12]
You know, as part of my role on the Rochester Chamber of Commerce, I'm a board member on that as I will get the liaison to the superintendents for
[11:20]
from under O'Counny.
[11:21]
Every once in a while, I'll get somebody from the Chamber office that will reach out to us and say,
[11:27]
hey, we have this business, this business, or this business, that has some questions.
[11:31]
And the most recent one that I just got was actually in banking and the questions that needed to be answered by Mr. Freeman to help
[11:38]
brand new bank to the area just understanding some finances and some of the rules and regulations
[11:44]
around school law when it comes to banking and I really appreciate it Mr. Freeman spending
[11:49]
about an hour with a few folks from the Rochester Chamber of Commerce help them out.
[11:53]
So thanks, Mr. Freeman.
[11:58]
All right, with that motion to approve the May 2025 Treasures Report.
[12:03]
So move Carol, second Michelle, all in favor?
[12:09]
Next up is our SRO contract. You see it's still in draft form because the town hasn't approved
[12:14]
will be the first ones up on that.
[12:17]
No real changes, a couple technical changes from the town side on this as far as their command structure for Webster PD.
[12:24]
That's all that's really changed everything else.
[12:27]
The whole crux of the agreement is the same as last year.
[12:32]
Questions?
[12:34]
All right.
[12:35]
Motion to approve the 2526 SRO contract approval.
[12:39]
So I'll move just a second.
[12:41]
Linda?
[12:41]
All in favor?
[12:45]
All right.
[12:45]
Next up, School Physician Contract for this year,
[12:49]
the only things that have changed are the dates.
[12:51]
It is identical.
[12:53]
Miss landed myself, we survey the county,
[12:56]
to make sure our pricing structure is in line
[13:00]
with what the other districts are doing,
[13:02]
and we're right there, so no need to change that.
[13:06]
But so just updated the dates for this year.
[13:09]
Questions?
[13:11]
All right, motion to approve the 2526 School Physician Contract.
[13:15]
Some of Carol, second, Linda, all in favor.
[13:23]
All right, next up is our estimated reserve transfers.
[13:29]
We're required to do this before we even get audited for 2425.
[13:34]
It's in accordance with SCD regulations.
[13:37]
That's since we have to do our best estimate of what we're going to do with reserves.
[13:43]
come the end of the fiscal year.
[13:45]
Now we don't have to do this until actually August,
[13:49]
the final amount once our audit has been completed.
[13:52]
So during our pre- audit, they come out,
[13:54]
we have conversations, how do you think you're going to end the year?
[13:57]
Where do you think you're going to need some money?
[14:00]
If you do have some excess money,
[14:03]
so in those conversations, we looked at these five areas.
[14:06]
You might notice the capital reserve is missing,
[14:08]
because it is fully funded.
[14:10]
We cannot fund that anymore. We kept that out, but texture to where to reserve is obviously one we talked about with our auditors, and then some of the other areas, the liability reserve, the retirement contribution is a very popular one statewide that they always encourage people to fund, especially with the rates increasing in ERS over the last couple of years. The TRS reserve fund is still relatively new. That's only been around for four fiscal cycles now.
[14:39]
So encouraging districts to fund that, and then the insurance reserve, our self-funded for
[14:45]
cybersecurity, doing a transfer into that as it's becoming harder and harder to find insurance
[14:53]
for cybersecurity.
[14:54]
A lot of places don't want to cover you because it's so prevalent right now.
[15:00]
Even, you know, you click on one bad link and so that one bad link means you're uninsured then. Nobody's going to want to cover you because of stuff like that.
[15:12]
So we're kind of creating the self-insured idea.
[15:19]
Has it happened?
[15:20]
To us?
[15:22]
No.
[15:23]
Okay.
[15:23]
We've caught it.
[15:24]
Yes. We've caught it in time and our companies have caught it in time.
[15:28]
It has happened to other districts in the area.
[15:30]
that didn't think of them down for taking them down a couple of months and a couple of weeks
[15:34]
a couple of months. The cost to build back the network and all of that is then send your
[15:42]
premiums that it's not even they won't even say like no we're going to have to charge you too much
[15:47]
it's not even going to be worthwhile for you to have the coverage. So this idea for an insurance reserve
[15:52]
came a couple of years ago from a couple other districts that have kind of become self-insured.
[15:57]
It's like a mini consortium within the district, so some areas we're looking at.
[16:04]
I also then give you the current balances that we have of what is June 30th right now but
[16:13]
without those additions possibly and then the last thing I did was a 2324 comparison for
[16:19]
all Monroe County districts and you can see we are 16th out of 17 districts as far as total
[16:27]
amount of reserves and fund balance that we have in comparison to our total operating
[16:33]
expenditures. We were 14th last year, but 2324, quick trivia question. What did we spend
[16:43]
out of our reserves?
[16:47]
The 10 million dollars came out of our reserves because we had the project
[16:53]
approved in 23 and so 10 million dollars of the capital reserve was used for that
[17:00]
project. So that went out of the reserve. So that plays a role in to wire
[17:05]
overall percentage for 2324 went down because we spent that money.
[17:10]
It risk of being repetitive. This means in layments term we're not just sitting on a pile of money.
[17:17]
Correct.
[17:18]
is often construed, I go to me, so I think it's important.
[17:24]
Yeah, that's why we highlighted every year to just kind of do that benchmark comparison.
[17:29]
I like to be A, but Brian won't let me.
[17:36]
I know it.
[17:37]
So just for a minute, the capital we vote on the every ten years.
[17:44]
So when will that be off again?
[17:45]
Twenty twenty seven, so the last time.
[17:47]
The capital reserve has to be reopt every 10 years for another 10-year term and in essence you put a proposition up that asks the voters for the amount to fund that capital reserve for those 10 years.
[18:04]
So last time we did it for 15 million and so whatever is left in the capital reserve, transfer is over. So say you did another 15 that we have about a little over five million dollars in the reserve right now.
[18:16]
So that means you can fund it for another roughly $10.
[18:21]
Rounding for some places.
[18:23]
Is it just coincided?
[18:24]
It's in line up with the survey.
[18:29]
The building conditions.
[18:31]
Yeah, that is totally coincident.
[18:34]
Just because they changed that.
[18:35]
Because they changed it to $20.
[18:37]
Yeah.
[18:37]
Okay, good.
[18:38]
Thank you.
[18:40]
Yep.
[18:42]
Have you answering other questions on that?
[18:43]
Finally, we'll be done in August once we have the auditors in here for the full week looking at everything.
[18:51]
Motion to approve the estimated reserved transfers.
[18:55]
Some will blend a second.
[18:57]
Michelle, are you ready?
[18:58]
All right.
[19:00]
Next up is just two structural things we're required to do.
[19:05]
So every year we use boces for student transportation.
[19:09]
So this is the projected contract for 2526.
[19:12]
We need Board approval because we send this contract then to SCD for their final approval so we can get state aid on it
[19:35]
Contract transportation is approval of an extension of our bid from last year
[19:41]
We did a two-year extension.
[19:43]
We are going to use our friends at Transpo again.
[19:47]
This upcoming year to pick up some runs for us.
[19:50]
They picked up a lot of private, parochial,
[19:53]
and side runs for us this year.
[19:55]
So we're going to utilize them again.
[19:57]
So we need the same exact thing, approval,
[20:01]
to send the contract to state aid.
[20:03]
So we can get the aid again, the following year.
[20:09]
Motion to approve the contract transportation extension
[20:12]
approval. Some of Linda's second job on fever. And last board business for the evening is
[20:22]
an a two-year extension for our bolter lease for the tutoring center.
[20:29]
Just the tutoring center. There is some, I believe, one-off
[20:34]
PDs still happening over there occasionally, but for the majority of the time it is student tutoring
[20:41]
Sorry. Motion to approve the Bolter lease agreement renewal.
[20:47]
It's almost Linda. Second. Carol.
[20:51]
Favorite?
[20:54]
Thank you.
[20:55]
Thank you.
[20:58]
All right. That brings us up to our second reading for policy.
[21:01]
73. 16 and 56. 85. There are no other changes.
[21:06]
I know there's any questions.
[21:08]
Perfect. Motion to approve the policy updates for second reading.
[21:12]
policy number 7316 and 5685 motion. Thank you Linda. Second. Carol. Favorite.
[21:25]
And then
[21:26]
board goals. It's an official document now. So the few changes we discussed at previous
[21:31]
workshop are now in there and good to go. Anyone has any questions? All right. Motion to approve
[21:38]
for our 2526 board goals.
[21:41]
So move, Jeff, second, Michelle, all in favor.
[21:48]
And then I think everyone's in there for boardlies
[21:50]
on assignments and committees, right?
[21:53]
We're good.
[21:55]
Sorry, my computer died.
[21:56]
I blessed I looked at, look like we were good.
[21:59]
All right, so motion to approve the 2526 boardly
[22:02]
is on assignments and committee participants.
[22:06]
So move, Linda, second, Michelle, all in favor?
[22:15]
I think it's clear. We all went to the graduations and it's always amazing. It was the tree that fell down during the time of the school.
[22:30]
I was ready to hit the ground, but other than that, I just makes me feel so great about our district, the outdoor graduation, we were lucky with weather and with attendance.
[22:49]
you think I'll say on that comment on that it's actually it was natural. I know we had
[22:54]
there was some rumors going around that night that it was somebody else that was cutting
[22:57]
the trees down in. It wasn't. It was 100% natural and we had a school resource officer in
[23:04]
one of our security that was working that night that went in to check things out got pictures
[23:09]
and reported back so that's how we knew but it was just a natural current weird but yeah.
[23:14]
Yeah.
[23:17]
And again, Kudos to buildings and grounds for getting all that set up and Paul and his staff
[23:22]
are getting all the audio set up and it's gorgeous, but it's a lot of work, but it's
[23:27]
gorgeous.
[23:28]
It is nice to have it here.
[23:32]
Yeah, the new equipment that you use, Paul, was fantastic at both nights.
[23:35]
So much work.
[23:35]
It worked out great.
[23:36]
It definitely did.
[23:38]
No feedback.
[23:38]
That was the number one thing.
[23:40]
That was great.
[23:43]
Thanks, Paul and I love it.
[23:48]
Anything else?
[23:54]
That brings us to our consent agenda.
[23:58]
A lot of new hires, Mr. Swenson is very busy this summer.
[24:01]
I love to see it.
[24:03]
Any questions about the consent agenda?
[24:06]
Motion to improve the consent agenda.
[24:11]
So, we'll lend us a second, Jeff.
[24:13]
All in favor?
[24:13]
Hi.
[24:18]
Yeah, yeah, yeah, yeah.
[24:21]
Yeah, we're excited to have you.
[24:23]
Like good as.
[24:25]
Um, that brings us a public speaking time.
[24:27]
I don't believe the one member of our audience is a speaker tonight.
[24:31]
So I guess we don't have any speakers here tonight.
[24:35]
So.
[24:35]
You need to call it name or if you have a speaker.
[24:37]
Mr. Law Card if you're here.
[24:40]
I don't see you.
[24:42]
So.
[24:44]
Thanks, and with that, we have a motion to adjourn.
[24:48]
Carol, thank you in the second window on favor, I, thank you everyone, have a great night.
