[1:47] regarding proposals and cost estimates for sludge reduction lagoon dredging and

[1:52] capacity restoration at the city of Wyvern wastewater treatment plant.

[1:56] That'll be P pages 5 through 12. So, uh David and then I'm sure ultimately to

[2:02] Michael. >> Yeah, it's going to be Michael.

[2:04] » Come on up, Michael. >> Good evening, everybody. Um, I left a

[2:09] rather large packet in front of all of y'all. Uh, at the very beginning, it

[2:12] starts with a service order status report. I'm sorry I'm a little out of

[2:16] line. We're going towards the very back. Uh, you'll start seeing a few emails

[2:21] that are coming from, uh, Dennis reading at magnaflow.com.

[2:26] Uh, Magnaflow is one of the largest environmental companies around here.

[2:29] That's actually who Strand had um gotten quotes from in the years past for their

[2:33] capital improvement projects just to give us a base rate of what they would

[2:37] be looking at. Uh I know that we had talked about a

[2:41] competitive bid around the 5 million range before and that was from Magnaflow

[2:45] and I had them break down exactly what they were looking at. Um from all the

[2:50] sonar and everything else that we've uh performed out on our lagoons, we're

[2:54] looking at about 45 46,000 cubic yards. They had a quote. The quote that they

[2:59] had for five million was for $8,320 cubic yards. But inside of that, they

[3:05] also put that per cubic yard it would be $300 per cubic yard. So times that by

[3:11] 46,000 that alone without mobilization fees,

[3:14] standard fees, the things that you know, trip charges, things of that nature,

[3:18] we're looking at $14 million. So rather big jump from what they

[3:22] thought was initially there and what they initially quoted. I've also had

[3:26] another company come out that's right behind that that's GFL Environmental.

[3:29] They're out of need bill. Uh Magnaflow is dumping in Crosby, so a lot closer.

[3:35] Um and GFL has put in a bid for 11.1 million. And theirs is slightly

[3:41] different. They're not doing it by cubic yard. Uh they're going to dry it out on

[3:45] our premises and then haul it as dry sludge. So it would be tons instead of

[3:49] cubic yards. So that 46,000 cubic yards comes out to about 40,000 tons. uh still

[3:55] a rather large undertaking to get it out and truck it. They're still going to

[3:59] transport it and all of that. It's just a difference of a little bit less uh

[4:02] liquid weight versus drier weight and how they're doing it. Slightly different

[4:06] process, but this is something that is pretty indicative of any traditional

[4:11] lagoon dredging company. It's they have to come in and dredge it. That's all

[4:15] going to be the same between these two quotes. um they're going to have to

[4:18] dewater it slightly or uh into a a dry mass like dry trash which is what the

[4:24] GFL would be doing or and then after that ultimately you have to truck it out

[4:29] to a disposal site somewhere. This is what a traditional dredging would look

[4:34] like for our wastewater treatment plant. Um I know this is unrealistic right now.

[4:39] Um, so that's why I've been kind of looking for any kind of unconventional

[4:42] routes or anything that we may be able to, you know, take an opportunity of.

[4:48] But my main reason for bringing this to discussion is one, I wanted to get all

[4:52] these numbers in front of y'all and have y'all thinking about this. And two,

[4:57] to try to determine which route we would rather go towards as far as me doing the

[5:01] leg work and pursuing other avenues. uh do we stay with the triedand-rue method

[5:08] at this exorbitant rate and try to figure out a way to fund it in the next

[5:11] couple of years or do we try to do something smaller even if we were to do

[5:16] one lagoon out of our three I mean if we're looking at 10 to 15 million a

[5:20] third of that is still going to be exorbitant

[5:23] uh or we start trying to find ways to reduce that slightly to a point that we

[5:29] could manage it now the other problem we have with this you know I look at these

[5:33] bids and I say we could build a new brand new wastewater treatment plant for

[5:37] that price. But the problem is we still have to get rid of this sludge. So no

[5:42] matter what, if we went down the street and built something brand new, we're

[5:46] still responsible to dispose of this the proper way. So that's kind of the bind

[5:50] that we're in right now. And that's why I wanted to open the floor to this

[5:54] discussion. >> What are your thoughts, Michael?

[6:00] » Realistically, we need to do something. And I I don't see where

[6:07] if we were to do just one lagoon on a traditional dredging, we would still be

[6:12] looking at well over 20,000 cubic yards or around 20,000 tons. So even at half

[6:18] of that price, it's still almost unreachable for anything that we

[6:21] couldn't do, say even within a 5-year plan, unless we go out for bond, CO,

[6:26] something like that. or we try a couple of routes of trying to slowly reduce

[6:32] this to a point where we can get back in and manage it on a more, you know, clean

[6:36] it out a little bit better on our ends. Uh, but the main thing is we we're at a

[6:41] point where now where we have the rainy season coming up. We haven't really had

[6:44] any rain at the wastewater treatment plant. So, it hasn't been pushed that

[6:48] hard. But even the little bit of rains that we have had in June, July, they've

[6:52] pushed that plant to its limit. So, like the permit and uh viol the permit

[6:58] violations that we had when I first took over here, the $48,000 and change that

[7:02] was from in the middle of winter from neglect. That isn't from having too much

[7:07] water going in than what the permit is asking for. It's just basically saying

[7:10] that we had too many solids, too many uh biolog too much biological oxygen

[7:16] demand. This is if we get a big rain, it's washing out what's there. We're

[7:21] going over our permit, so we're susceptible to violations. But when we

[7:24] go over that permit, since all that sludge is at the bottom, it's that clear

[7:28] water on top. If we get a big rush of water, then now we're releasing not just

[7:32] the water, the clean treated water, but we're also getting mixed in with the the

[7:36] effluent and that sludge is getting mixed in there, too. So now we would be

[7:40] looking at possible total suspended solids or BOD permit violations as well.

[7:45] So that's why I kind of think we need to I can go down any avenue I can. You

[7:49] know, I'll go down any avenue to try to find some kind of resolution to this,

[7:54] but it's a major undertaking and something has to we got to start working

[7:59] towards a goal. >> It sounds like that this E3 is proposing

[8:05] one technological possibility. Mhm. I've reached out to a few different uh

[8:10] companies with a nano gas uh national companies to see if they can try to help

[8:15] us and give us a quote. Some more competitive in compar in comparison. Uh

[8:20] I'm still waiting and those are kind of far and few between. The sludge hauling

[8:24] companies alone that are actually doing the dredging are few and far between. So

[8:28] going to this technology is a little bit harder to source, but I'm actively

[8:31] working on sourcing.

[8:37] And how many lagoons do we have? Is it three? Three.

[8:40] » So, and the majority of everything goes into one and then it just makes its way

[8:44] into the second and the third. So, the first one where everything comes into

[8:48] that one's I mean completely overloaded and then it's kind of a trickle down

[8:51] effect. The second one nowhere near as much as the first one. And then the

[8:54] third one we have no air raators or anything in it. It's more of what they

[8:57] call a polishing pond. just trying to let it settle and clean up what's

[9:01] already mostly treated and give it a little bit of detention time before it's

[9:04] released out into the creeks and eventually the river.

[9:08] » So throughout the three lagoons we're looking at 46,000 you said cubic feet.

[9:12] » Yes. >> Cubic yards

[9:15] » cubic yards yards not sorry >> no problem.

[9:20] You know Bo had a a good point last time. Wonder what what it would do any

[9:25] good if you get a you know an agitator in there. stir it all up, get the

[9:28] airators back in there going >> if it would actually drop or help at

[9:32] all. >> The problem is whatever we do with how

[9:36] overloaded we are, it has to be very small, very managed because anything

[9:40] that's going to be stirred up just like a big rain that comes through, it's

[9:44] going to stir that sludge to the point where now it's in suspension. So every

[9:47] bit of clean water that's going over the top and the sludge that's going to the

[9:50] bottom, they're not going to separate. So now we're going to have higher um to

[9:54] total suspended solids and BOD which is with things that are in our permit that

[9:58] we have to sample for weekly. So anything with this you have to go real

[10:02] small just to make sure we're not going to bust our permit while we're actively

[10:06] trying to fix this. >> So it could create more violations.

[10:09] » Absolutely. >> So it looks like with Magnaflow it's

[10:12] it's a per trailer. So you could do you could do $200,000 worth of Magnaflow for

[10:18] example and they could come in and they'll get organic and inorganic,

[10:23] right? >> Yes.

[10:25] » And so then if they did that, we know we just other words instead of trying to do

[10:29] the entire leg completely full, >> right?

[10:32] » You clean 25% of it, >> right? And then that gets you down where

[10:37] then what Councilman Chrisman was saying then you can get in there with the

[10:41] agitators agitated out and try to airate the organic sludge because

[10:49] » aation isn't going to do anything to inorganic sludge is it?

[10:52] » Right. Correct. >> And similarly I'm not knocking E3 but

[10:56] the nanobubbles aren't going to do anything to inorganic sludge either are

[10:59] they? >> Correct. And even with um with Magnaflow

[11:02] or any of these companies, they're not taking any or inorganics, the gravel,

[11:06] the sand, all of that that's getting pushed off to the side and we would be

[11:09] left to dispose of. And since it's sand, gravel, things like that, we can easily

[11:13] dispose of that once we let it dry. But they're not going to put this through

[11:17] their equipment that's literally meant to dewater all of the sludge. They're

[11:21] not going to get all those filters and things like that full of something

[11:24] that's not going to filter out and dewater. It would basically plug their

[11:28] filter. So either way we go, anything that's trash in there that's not organic

[11:33] sludge, we're going to be ultimately responsible for or we'll be calling in

[11:37] rolloffs and things of that nature to dispose of it in traditional garbage

[11:40] means. >> Do you have a sense of how much is?

[11:47] No, we have a we've been going through with uh sludge depth gauges where we can

[11:53] go through and check the sludge depth. Uh and we're not pulling up any giant

[11:57] amounts of rock, sand, anything noticeable in any of that. It's solid

[12:01] sludge. I mean, whenever we empty out our sludge depth gauges, we're not

[12:06] getting any kind of composite of gravel, anything that's clogging those up. It's

[12:10] just straight mud and a little bit of liquid on top. And then as you go into

[12:15] the second and third ponds, you get a lot less sludge and a lot more water.

[12:19] But in that first pond, pretty much anywhere you're going, you get very

[12:22] little water on top. And that's kind of where we're at where those big rains, it

[12:26] just kind of skims like a rock right across that. And what doesn't skim

[12:29] across the top, it stirs it up violently enough that it'll start dragging it out

[12:34] slowly. And that's the name of the game, I

[12:37] guess, if we're trying to go with say like the nanobubbles is trying to slowly

[12:42] stir it up just enough that we can manage and control what's coming out of

[12:46] it so that we don't bust permits or anything like that. It would be

[12:50] something that would be going through much more extensive sampling than what

[12:54] we're currently doing once a week. >> Would would a partial

[12:58] dredging of the first lagoon give you more of a safety comfort level than to

[13:04] start with aation. >> Absolutely.

[13:07] » Okay. >> Absolutely.

[13:10] » And then the only other thought or worry that we have is because

[13:15] these ponds are in series, so everything goes from one to the second to the third

[13:20] is as we clean up the first pond, is it going to get all the way through the

[13:24] second and through the third and out, or is it just going to build up into number

[13:28] two or build up into number three before it actually leaves the plant into the

[13:32] creeks? >> Certainly. Whatever we do, it certainly

[13:36] makes sense to start with pond one. >> Absolutely. Absolutely.

[13:39] » And this incremental process sounds at least

[13:43] » a starting point. >> Absolutely.

[13:45] » So that we can begin to manage this. >> And in these they have it broken down

[13:50] from Magnaflow as well as GFL. Like I said, slightly different uh units of

[13:55] measurement, but on for Magnaflow, they're basically showing $300 per yard

[14:02] per yard for per cubic yard, I'm sorry. And then um the GFL, since they're

[14:08] drying it out to more like dry cow patty type consistency, they're doing it by

[14:13] actual dry weight. So, but for theirs, it's 284

[14:18] uh per ton. essentially $284 per ton of dry weight or $300 per cubic yard from

[14:26] Magnaflow. So either way they're slightly comparable. The only difference

[14:30] is with Magnaflow being using cubic yards is we're paying for a lot more

[14:36] water weight, you know, versus where they're drying it out to dry cow patty.

[14:40] It's we're not hauling water and paying this expense for it as much. Typical

[14:45] sludge is anywhere, even when it's dried out, 14 to 18% solid. Everything else is

[14:51] water. So, no matter what we do, we're hauling a lot of water.

[14:57] » Less would be better. >> Absolutely. Absolutely.

[19:56] have National Night Out coming up Tuesday, October the 6th between 4:30

[20:00] and 8:30 in front of the Wymer Library on Jackson Street between Mechanic and

[20:05] Center. So, we're looking forward to that. We'll have hamburgers and snow

[20:09] cones and different things like that. So, we'd like to invite the public out

[20:11] for that as well. um be a fun night I believe. And one other thing to mention

[20:16] is uh tomorrow is the 25th anniversary of 911. I think that's a that's a big

[20:20] thing to think about and um we all know exactly what we were probably doing the

[20:24] day that that happened. So our hearts and prayers are still with all those

[20:27] families that still are looking to identify their family members. I was up

[20:30] in New York City a couple years ago. There's a room there that still has um

[20:35] the remains of people that still have not been identified, believe it or not.

[20:39] And they work on it daily. So, if you ever get a chance to go to New York City

[20:42] to experience the museum and the memorial, it's very well worth it. So,

[21:01] again. All right. So, uh we've been rather busy this month. As you know,

[21:05] with the drought comes water leaks and sewer leaks. So, we've had quite a few

[21:09] popping up on us. Uh, but most have been pretty much managed. Uh, we've also been

[21:13] working with St. Michael School. We've had a few leaks around their area,

[21:16] leaking fire hydrants from the flow testing, things like that. We've got

[21:20] most of those knocked out now. Um, I want to thank uh Colorado County

[21:24] Precinct 2. They came out and helped us with their articulating cutter mow at

[21:28] the wastewater treatment plants on the banks and things like that, areas that

[21:32] are harder to get with a regular mower. U, did a fabulous job out there. And

[21:37] then our we had a small leak off of this 12-in line off of uh East Market and

[21:41] Southeast Street. Got our isolation valve in. So, we were waiting on one

[21:45] last part we just got in to actually attack the leak itself. But now,

[21:49] whenever we do that, it may take us two or three days to do that leak as big as

[21:53] it is. But, it's only going to affect two unoccupied rental houses. So, nobody

[21:57] will lose water throughout any of it now that we have this isolation valve in.

[22:01] Um, as we mentioned, the golf course is ready to install their backflow. We've

[22:06] taken care of everything on our end and the their side of it was to hire the

[22:10] plumber and set it up and have it installed. So, we've provided all the

[22:14] parts, the hardware, the everything else for it. Um, also, we're still waiting uh

[22:20] working with Han equipment right now to get a booster pump at plant one

[22:26] repaired. Well, really a booster pump at both plants that boosts and pushes our

[22:29] water up to the water towers. Uh we had the one go down shortly after we had uh

[22:35] awarded a contract for our ground storage tank resealing and paint job and

[22:40] it's taken down the plant that would be the only one running whenever that uh

[22:44] painting is going on. So we're waiting to get the pump in to make sure that we

[22:48] don't have any kind of emergency situation once that other treatment

[22:52] plant goes down for a week or two for that paint job. uh anticipate sometime

[22:56] in early to mid October. As soon as we get that pump in and verified, we'll

[23:00] have that paint job going. Um also, we've gotten the ADA mulch in that we

[23:07] were uh using for the playgrounds and the playgrounds at Chaverfield and Hill

[23:11] Park all have fresh new ADA compliant mulch. And speaking of uh the parks at

[23:17] Hill Park, we've been out there, our linemen have been out there for the

[23:20] better part of the month working on changing out all the lights for the

[23:24] baseball fields. Uh not only changing the lights, but getting the poles down

[23:28] and putting brand new steel poles in and running all the conduit and things like

[23:31] that. So, it's been a pretty large undertaking for them and it's been

[23:34] mostly two to three guys at a time that have been doing it. So, they've been

[23:38] doing a fabulous job out there. And on top of that, um, on the electric side,

[23:43] we had a company come through that did some thermal imaging of all of our, uh,

[23:48] basically everything electric, not just the power line poles, but they came

[23:52] through the water plants, the wastewater plants, anything that's electrical. And

[23:55] they used a flare camera for thermal imaging to find hot spots, anywhere that

[24:01] has a little arc or undersized cable, anything like that that might cause a

[24:06] potential fire hazard. uh they came through and I think all in all from

[24:10] major to minor they found 38 things. Four were like act now and we had those

[24:16] resolved in 24 hours a day or two and then we have a few minor little t little

[24:21] small things that we could work on but they were in no way shape or form

[24:25] hazardous or anything like that. Upsize a wire maybe there's a problem here

[24:29] things of that nature. Michael. Uh, and because of them coming out and doing

[24:34] that infrared, it led us to find that that pump was Yes. going back

[24:38] overheating. So, was a bearing, we didn't notice the sound,

[24:41] » but that's what would have caused major problems if they hadn't come in and did

[25:25] help them out with the AR points and all that. Uh for the checkouts for Libby for

[25:31] audio books, we only had about 15 for the audiobooks in August and then for

[25:36] ebooks we had about 40 uh checked out on that. So pretty low this time.

[25:42] Hopefully, we'll get back into it. Definitely during the holidays and when

[25:44] it starts getting colder, people will be looking up books online more. All right,

[25:48] for our on page 30, we have our circulation activity and see how it's

[25:54] doing for the month. Uh we have 18,047 holdings of materials in our library.

[26:01] And right now we have 1,873 patrons and at this time they have uh

[26:08] 290 out on loan uh being used right now. Uh for this month of September um is uh

[26:18] get your library card month. So I encourage people to come if you don't

[26:22] have a library card uh come and visit us and we'll get you set up. That way you

[26:25] can check out books, DVDs, uh puzzles, whatever you name it that we got at the

[26:30] library for use. Um

[26:54] uh talking about the girls trip

[39:10] is actually one of our highest use lift stations. Uh on average day, those pumps

[39:14] are running between 8 and 12 hours a day, split between two. So, uh, four to

[39:19] six at least on average. We had a, uh, issue where recently I had somebody out

[39:24] looking at the hotel lift station and then we went by this one after doing

[39:27] rounds and something had tripped inside of the cabinet. Thankfully, this was

[39:32] right after we completed our rounds. But, it was already smoking after about

[39:36] 40 minutes of something overloaded it and it just kept uh, firing. So, with

[39:41] this being our most used lift station and not having some kind of SCADA, auto

[39:45] dialer, some kind of alert system other than audio visual and hoping the

[39:50] neighbors call us in time. Uh, this is going to be to replace this with a brand

[39:54] new uh, flight in propeller pump, but they're also going to put trip overloads

[39:59] onto this so it can never just sit there and run non-stop. It has something to

[40:03] physically stop it. And it this didn't completely burn up that pump. It's still

[40:07] operating just fine, the one that's there, but the one that's there isn't a

[40:10] grinder or anything like that. So, we're constantly having to pull it because one

[40:13] is able to shred up small debris and then the other one can't at all. So,

[40:18] that one's ragging up. So, my my thought and what I'd like to do with this, we

[40:22] have no backup pumps whatsoever. I'd like to pull the one non- grinder pump

[40:26] out of the cab lift station, install this overload with this new pump, and

[40:30] then we have something on backup that if anything were to go out, we can drop

[40:33] into any one of our lift stations at any given time. uh had a few different

[40:37] quotes. Uh but these are I specifically went after uh flight pumps. Flight pumps

[40:43] are the Cadillacs. Uh you put them in the ground, you don't have to worry

[40:46] about them. Again, hydroatics and all the other ones, they have more

[40:49] temperamental issues, but Flight is the only one with the end propeller that uh

[40:53] guarantees that they will not clog up or rag up within 12 months. They have

[40:57] actual guarantees on their product. I've used them before in quite a few places

[41:01] and whenever I've used them, I didn't have to do lift station rounds near as

[41:05] regular as something that we do here because I can depend on them to work.

[41:09] So, I would like to I recommend that we go ahead with this uh flight pump from

[41:14] Honda equipment. Any questions >> and the pump that's being pulled would

[41:18] become a backup pump. >> Absolutely. And that would be able to

[41:21] fit basically every lift station except for like the hotel where it's only

[41:24] feeding the hotel and Turbo Joe's the very small ones. But for the most part,

[41:28] all of our other lift stations, we could drop it in at any given time.

[43:12] constant flow of the hydraulic system. And that's varying between the bids by

[43:17] just a few hundred dollars. But that's really the only difference in the bids

[43:21] is the price for the actual conversion to the constant flow.

[1:06:02] for the record uh the 307 East Hidden Street is the same physical property as

[1:06:07] 602 South Eagle. That will be the new 911 address on that piece of property

[1:06:15] and the whole air and what planning and zoning said is basically that whole

[1:06:19] Eagle Street should be eventually will be uh commercial.

[1:06:25] There's only two one or two houses down the south end of it. Everything else is

[1:06:32] commercial.
