[3:20] with the first reading of ordinance 1281 Discharge of Firearms, Dangerous Weapons within the City.
[3:26] The proposed change to this ordinance would be section, in section 2, subsection number
[3:31] 5. And what that states is persons lawfully participating in a management plan or program
[3:38] are approved by the City Commission for the control of deer or other animals within
[3:42] the city limits. Just a little bit of feedback on this. Back in June of 2022, the police department
[3:49] came to in front of the commission in regarding some fire on usage by the USDA. The USDA was
[3:57] contracted out by different entities, mainly Cargill in the city of West Fargo and to
[4:03] have them come out and to euthanize some of the animals that would be coming up
[4:07] passed on the property. The commission granted that that conditional usage but
[4:13] that only lasted for one year. So what we're proposing is to bring this change
[4:18] of the ordinance so we could go into a MOU or MOA with with the USDA to allow
[4:24] them access to come into the city and to use a firearm to euthanize these
[4:31] animals. But with this gives us more clarity, more control over the
[4:37] situation, because of the fact that now we have an actual MOA with them. It strictly advises
[4:43] the USDA what they can and cannot do. It also advises them of a procedure of how we'd like
[4:50] that to be done, and what that would be was contacting whatever dispatch, contacting
[4:56] the on-duty sergeant to know that they're going to be at those facilities during different
[5:01] times. So we think this is a good ordinance. We've had help with our city attorney
[5:06] and we believe that this would be something that could benefit the USDA along with the
