[0:06]
Okay, I'd like to call this meeting of the select board to order. It's August 4th at 602 and we're in the town hall. And I will make a motion that we approved the minutes from 21 July, 2026.
[0:25]
So moved on favor and I would make motion that we review and approve the
[0:33]
manifest which which we all got to look at on favor say hi there's
[0:46]
a minute
[0:46]
there's five pieces of this manifest mostly because I send her things on Thursday
[0:53]
then I send her more things on Monday so luckily it's a new pen and it has a lot
[0:59]
Where it goes, so yeah, there's five of them, but there's always at least two because
[1:06]
one of the things we already paid in the debit card or ACH and the others are checks.
[1:26]
Yeah, it's nice getting these in advance.
[1:30]
Yeah.
[1:35]
So if these were all one document that you sent us, it was 13 pages like that.
[1:40]
Yeah.
[1:43]
Doesn't really matter.
[1:44]
No.
[1:47]
No, but it was, I like the way these come to us now, very easily, yeah, much easier than
[1:56]
we're quick focusing.
[1:58]
Well, and I love the plot, as I did through it, the plot, yes.
[2:07]
How to spend money plot?
[2:08]
Well,
[2:15]
it is a lot on this round because all the school rooms are also transferred all of what was going on for the capital reserves for the trustees as well.
[2:26]
Yeah, but I like having that already done. That's, you know, turning interest like it's good.
[2:32]
Well, we usually do it in the summer or begin a fall, so I just want to hand it about on thoroughly just so that we could do a better job.
[2:42]
I
[2:52]
can find a work.
[2:54]
There's
[2:57]
a water sign-up after a while.
[3:00]
Sorry.
[3:03]
I bring a signature everywhere I go.
[3:07]
So we don't have any guests to have anything to say.
[3:09]
Do we?
[3:10]
We don't have any guests.
[3:11]
Okay.
[3:13]
Old business.
[3:14]
Real trail update.
[3:17]
So I guess I can talk to that.
[3:20]
Good.
[3:20]
Yeah.
[3:22]
So the Westside Central Health is putting for a couple of grants
[3:26]
to improvements on the rail trail. One of almost because there was a washout just a little bit in the work of the Crusher Road and it was getting worse and of course as you know we're trying to improve that rail trail so that everybody can use it and have a good time and have it be safe.
[3:44]
So I was awarded a grant and it was a 60-40 match and we had white scrouse keeping bring
[3:57]
out some rip wrap and fill in where it was going to wash out, repair the area, resurface
[4:03]
the area.
[4:04]
So that job is complete and it came out very nicely.
[4:08]
We're very happy with the work that was done.
[4:11]
But the money that I asked for is $9,250, and so the club got $6,750.
[4:21]
And the recreational committee had worked out, I guess, we have $10,000 that may be appropriated
[4:28]
for this rail track improvement.
[4:32]
So the recreation committee was going to make sure that this vessel, it's no doubt it's
[4:36]
got that $2,500.
[4:39]
Then there's another project between Wonder Road and Gilbo Road that I wrote a grant for.
[4:47]
And the grant that I wrote in for was for Sherpat to resurface the area, starting at Wonder
[4:56]
Road.
[4:57]
Have you all gone up there?
[4:59]
No.
[4:59]
All the real trail?
[5:00]
No.
[5:00]
I've been on the real trail over the years.
[5:02]
Okay.
[5:03]
Well, the real trail used to be a mess.
[5:05]
It was.
[5:05]
And now you can actually ride your bicycle all the way from the sick home wall pole all the way to King easily.
[5:13]
Not only in the King, the west spots, any mud, anything terrible, but there are areas that are rough
[5:19]
and they have roots in them and so on.
[5:23]
And one of those areas is between London Road and Gilmore Road.
[5:28]
So I put in 420 yards of shirtpack
[5:33]
And it was awarded to the club and then what the Recreation Committee would like to do.
[5:40]
The snow belters.
[5:41]
The snow belters, that's the great, but the Recreation Committee would like to get that material
[5:48]
over the snow belters guy and have white's landscape people, white people, what's the name
[5:56]
of his business?
[5:58]
Zayn White, anyway, Zayn White, truck it there, and spread it, and then the Recreation Committee
[6:05]
will have volunteers pack it, and the area that they'll actually put the new shirt
[6:12]
hat will be from London Road, and then if you go London Road, it starts off not
[6:18]
actually being where the rail trail used to be, it's kind of to the side of it, and that's
[6:23]
all the knots I don't even know, all the loops I don't even think. Then you get onto
[6:29]
the rail trail, and it's kind of rough getting down to where it washed out years ago when
[6:34]
we had the floods. And then it starts to level out again. So we don't even do from where
[6:38]
it starts to level out back to one end of the road. And we got an estimate from Watt's.
[6:45]
He said $1,500 a day for his guy, the trucking, the whole nine yards, and we figured he would probably take about $1,000 by this.
[6:57]
So our plan was to use most of the other $7,500 to do that project.
[7:04]
I thought you'd leave $100 in the account.
[7:06]
I thought you had a grant for it. You said you got a grant for the materials.
[7:11]
but not for the labor. So Bruce Clement and I have talked about a lot and he was
[7:20]
under the impression that we had you know $10,000 to spend. I agree that's a false
[7:25]
impression. It was. Well, yeah. So anyways, what really needs to happen for the
[7:33]
Westland snow balkers is snow balkers to be re-impressed because we don't have
[7:37]
money. The club would be extended. So the $2,500 really liked to see the club get reimbursed
[7:46]
because that was been done and James being paid. So, yeah.
[7:57]
When the club came in, the potential
[8:01]
committee came in to speak with us. It was, I don't remember if you were there, but there's a
[8:08]
gentleman from the consortium, the rail trailer for Michael, Allen Bruce,
[8:20]
and the presenters
[8:22]
with a proposal. The last words of that proposal, second to last paragraph, say, importantly, this
[8:33]
this year will not add to the town's bottom line. All funding will come from grants, gifts,
[8:39]
and private donations, not from the town's operating budget. Every dollar received and spent
[8:44]
to the rail through the Trail Trust Fund will represent outside financial support, contributing
[8:51]
to the town's assets and infrastructure at no cost to the taxpayers. So that $10,000 that was put
[8:59]
into the parts of our creation fund is not money that they raised that was
[9:04]
money that 20 some odd years ago was misappropriated and we tried to do it in
[9:12]
2024 and found that that was that we couldn't do it at that point either so it
[9:19]
went back into the
[9:24]
surplus and then to make it so that we could
[9:31]
didn't use that money, we voted on it again in 2025 and brought that into that fund. During
[9:40]
that town hall meeting, it was mentioned that that is a possible use for, the rail
[9:47]
shows a possible use of that money, but not the sole use of that money. As far,
[10:01]
no, now
[10:01]
the fact that you, as the snowmeltors, came up with a grant and were able to do the work.
[10:13]
Yeah, I think you should have reversed that.
[10:15]
Ideally, we should have known that that was going to happen.
[10:19]
Yes, I thought everybody knew all about the whole thing, A to Z.
[10:25]
This was the first I heard about it.
[10:29]
I was glad to believe was that the money was there,
[10:32]
there was for the recreation committee
[10:34]
or the Snowbelches project on the rail trail.
[10:37]
That's not.
[10:37]
And that it was a goal.
[10:39]
No matter what happens with a cap of reserve,
[10:41]
it has to come to the select committee for.
[10:43]
Which is good thing, it's a good thing
[10:45]
that Christians did not have any shirt pack
[10:48]
as we were going to start that Monday.
[10:50]
That would have been really bad.
[10:51]
That would have been really bad.
[10:52]
So everything happens for a reason.
[10:55]
So I'm glad it is,
[10:56]
That's a good timing, huh?
[10:59]
This is good timing.
[11:00]
It's great timing, because if we can still get the material,
[11:08]
I have to just show that the material was bought.
[11:12]
And the material could be put on the railbed near that area.
[11:19]
And then funds can be appropriated somehow
[11:23]
out from somewhere, donations, or volunteer work to get the work done in a later time.
[11:30]
But right now we don't always aim at any money.
[11:33]
Except for what we've already done north of the pressure work.
[11:38]
So personally, I'll make a motion that we take $2,525, $2,500 from the Park and Recreation
[11:52]
capital reserve fund to reimburse the snow belters for the work they have done
[11:58]
repairing the culvert and that portion of the rail tool.
[12:05]
I'll take that.
[12:06]
All in favor?
[12:08]
All right.
[12:09]
Yeah, and if I had known that money wasn't already there and wasn't appropriate for
[12:14]
that, I wouldn't be here actually.
[12:16]
But that's a good way we would have done it because we don't have the money.
[12:26]
So, to me, before the rail trail committee decides what work they're going to do, they
[12:40]
need to come to us and let us know exactly what they're going to do.
[12:45]
And then we will discuss it, like we are right now, and decide, okay, is that good use
[12:54]
of that fun?
[12:58]
It was never intended in my mind, and I don't know about anybody else's here at the
[13:06]
town meeting, that this was all going to go to the rail trail.
[13:10]
We were also talking about a tennis court.
[13:13]
We've been talking about various other potential areas in town, where we might do something like the,
[13:20]
there's a lot of, what's the, what's the, the state, the state park we just found out that we have.
[13:28]
It's not a new state park. We just didn't know that it was.
[13:31]
It's probably related to the bridge we're paying for also.
[13:39]
So everybody gave us a lot of gifts.
[13:43]
Yeah, so that's good.
[13:45]
So if I could add also.
[13:48]
To me, and again, I assume that you or someone from the organization goes to the
[13:53]
Recreation Committee meetings, because they're kind of, I mean, you're a subcommittee within.
[14:00]
Right. Well, what happened was, I guess what, what I'd like
[14:06]
happen is there is now a capital reserve and the committee has that and minus
[14:14]
two thousand five hundred dollars now and it'd be very hopeful if that
[14:18]
committee gets together and develops a plan like what do we want to do this
[14:23]
next five years yeah and and then have a plan for how this that way we don't get
[14:29]
surprised. And this stuff can happen in a kind of a logical, easy manner. Because, again,
[14:38]
I just don't understand how anybody can think, well let's just go spend this money. Because
[14:43]
guess who's going to answer the mail on that? Not the recreation committee. And as a wise
[14:50]
person said today, we got people upset that we're not paving roads. And then we turn around and
[14:56]
and spend money to, you know, make a...
[15:00]
That would be problematic and quite honestly, you know, for the total impact on the town. It's, you know, it's minimal.
[15:11]
But, well, what we've done so far, you have to see the issue. So it's actually a good thing that that was taken care of.
[15:17]
The rest of it is passables, just not nice. And it would be great to have that all be nice someday. I think that's in the plans.
[15:27]
For the future, they are talking about a recreational trails program later on, and that's also an 80-20 match, I think, is what that is.
[15:37]
So it would be nice eventually to have a rail trail from, say, the dump and keying all the way into Graves' pit.
[15:46]
Nice enough for a six-year-old, right, a bicycle on.
[15:48]
Yeah, please don't take this in any way that we are against you. I know you guys want it. We want this.
[15:55]
This has to be done. But there's a way to do it that we can actually make sure it eventually happens.
[16:03]
It's just not going to be tomorrow.
[16:06]
But it's not going to say that the next meeting directly, they could get together and say,
[16:12]
It's a quick 500 months to get some of it done or some way to have it done.
[16:16]
Right.
[16:16]
So, you know, I'm here.
[16:18]
I heard a group of downward park, you know, if there was money needed there, it wasn't
[16:24]
up to the SPAC, so whatever.
[16:27]
It's going to be, I would guess, relatively substantial, but work needs to get done to
[16:33]
even find the fence, I think.
[16:34]
So, you what?
[16:35]
To find the fence.
[16:36]
Oh.
[16:37]
areas because it's over on the brush and stuff so there's there's yeah I know there's a hole in it
[16:44]
because there's a hole in it for years we used to use it to get to the snowmobile.
[16:52]
Well there's like I played ball there is a kid that's what we did all day when I was growing up
[16:57]
like grew up right on the corner of south. So that so that that area is traditionally used to get
[17:02]
to the trail then by the snowmobile. Not anymore. Oh because I was going to say if we're
[17:07]
We're going to put a fence up, we need to put a gate there.
[17:09]
No, not anymore.
[17:10]
That's all.
[17:12]
Help people either go up and down the press room.
[17:14]
And I have a trail that goes through the church yard.
[17:17]
It comes out on the rail trail which is shy of one to go.
[17:20]
Okay.
[17:21]
All right.
[17:21]
On Robbie King's Barrier's property and John Williams's property.
[17:26]
Which I have written permission for.
[17:29]
Nice.
[17:32]
I have an idea.
[17:34]
Yeah, that may help with this, but since I just sort of found out about this today, or actually I guess yesterday, it's not completely vetted yet.
[17:50]
So let's see what happens in the future, but for the committee needs to come to us.
[17:58]
Right.
[17:58]
you know as Mark said with a plan here's what we want to do year one year two you
[18:04]
know however you know y'all want to break it out yeah we're considering writing a
[18:09]
grant we've got to get you guys in bed with us first right before we even bother
[18:13]
writing a grant yeah because to start work without knowing if the grant's coming
[18:21]
Internet is not going to happen and the fact that you've got a grant how much
[18:28]
was the grant for the shirt pack? Well I got $7,560 with the shirt pack but it has to buy
[18:36]
a shirt pack. Yeah we can't do anything else and buy anything else. Right. That's all that's good for us.
[18:42]
And how far is that kind of? That would be hilarious. What it would do is it would allow us to do it's
[18:50]
about 2,000 feet and we'd be six inches deep all the way from Monday road to where the
[18:56]
slope ends before it flatens out before we get more of it.
[19:02]
How easy is it to get equipment there?
[19:04]
We can get it up front of it, okay.
[19:07]
And in fact, Zayn was willing to actually bring it in and spread that whole distance for
[19:16]
us.
[19:18]
And we thought, well, we thought we had five days with money, that, you know, that was the idea.
[19:25]
So we would have him go in and get as much time as he could get done in five days, which I think he'd get it all done.
[19:31]
And then somebody was going to do, somebody around here has a pattern, you know, a roller then, actually vibrates.
[19:39]
And that's the best one to have to have that set in nicely.
[19:43]
So that was, had been an excuse for some of those.
[19:46]
So how were you going to get the shirt back at this point?
[19:49]
Zayn.
[19:50]
Zayn, we go get it, I set up an account for the Stoke Outters with pushers.
[19:55]
OK, so now-
[19:58]
But right now I don't have trucking.
[20:00]
There you go.
[20:01]
Trucking was part of what the town was going to do.
[20:03]
What Zayn was going to do?
[20:08]
So, you having purchased the Sure Pack from Cushing, they're willing to let it sit there for a bit?
[20:20]
Yeah, I guess they have somebody coming this week to produce it from, I guess, material they have since then.
[20:28]
So basically, make Sure Pack if you can't get a truck.
[20:31]
Yeah, the shirt actually is going to sit here at this point, right?
[20:35]
You're not probably calling Ezra tomorrow to tell him.
[20:39]
You haven't, you know, it's too much of a pain in the butt to make the shirt back.
[20:43]
We'll bother right now. Things are ugly.
[20:44]
Yeah, how many hairs are in this?
[20:46]
420.
[20:48]
Quite a few double trunks, so that's about 40.
[20:50]
Double trunks.
[20:51]
I mean, if you think about Zayn doing that for 1,500 bucks a day,
[20:58]
That's a lot of gas. That's a lot of prison. He does get good price. He's done all the work at my house. He's very good.
[21:07]
Well, I certainly have no dog in this fight.
[21:13]
Well, as you guys know what the draft committee wants to do.
[21:16]
Right. So now we know the plan.
[21:19]
Well, that's the first paragraph of the five year plan.
[21:22]
So that's the first paragraph of the five year plan.
[21:25]
Yeah. And I mean, the five-year plan is to make it sort of that whole section. Like I said,
[21:34]
six-year-old could ride a bicycle from one end to another. It's kind of interesting because
[21:39]
the only thing I've heard about from the recreation committee in the last couple of years was they've
[21:45]
concerned for the tennis court and the fence. I'd like to go over that apparently. Well, it's
[21:50]
There's a lot of things to be just ripped out, it's pretty much a lot, so they either need to replace it or whatever.
[21:58]
Yeah, I mean, good at being part of it.
[21:59]
There was a lot of things.
[22:00]
I'm sorry.
[22:01]
There's a lot of things on that rail trail.
[22:04]
And there actually started to monitor it.
[22:06]
There's a monitor from some sort at the summit.
[22:10]
Yeah, I saw some dead off of that.
[22:13]
How it's changed from three years ago to today.
[22:18]
Yeah, and it's getting good use, it doesn't necessarily get getting good use from
[22:23]
watch line residents, but it's getting good use, but a lot of people do use it, including
[22:27]
people from town.
[22:28]
I feel like this is sort of like, it's almost like you've got a 50-50 grant that is what
[22:36]
I'm looking for.
[22:38]
Right, so it's a medium, it's a two-to-one return on one, which is good.
[22:44]
different than what we're kind of thinking it was like in place of getting a
[22:49]
grant but it's really a grant match. Yeah, it's a match.
[22:54]
So I think we need which
[22:56]
I can say that Susie did put in an email that said that the recreation committee
[23:01]
as a whole wasn't support of the real trail work being done so. Okay so that just
[23:07]
I just want to feed you the pieces and make a decision from there.
[23:14]
Yeah, because the rail trail project, if you think of it from the snowmobiles point of view, doesn't matter.
[23:22]
Yes, it's covered in snow.
[23:23]
Right, so if there's snow on it, you're right.
[23:27]
So six-year-old kids, right?
[23:32]
But, you know, as far as walking and riding bicycles and horses and all that, there in the summer time it's wonderful to see people out there.
[23:41]
Because I go out from time to time like before with my chainsaw and cut things out of the way or trying to throw big stuff out of the ditches.
[23:50]
You know, just to keep those ditches open because we've established the ditch system all the way down through that old rail trail.
[23:56]
So now the water is all steaming off the trail, so now I'm washing the trail out in the
[24:03]
cut that I've already said nothing to do with what's the name of that.
[24:07]
We've surried where it goes through the ledges towards the dump.
[24:11]
That's all above grade now.
[24:14]
The ditches are established on both sides and years ago you couldn't even get through
[24:19]
this area.
[24:20]
That's a class five room.
[24:23]
You know, another good thing about having this trail open is like if we ever had a washout
[24:30]
on loop 12s, like say where the iron can used to be, we have a way down into two.
[24:36]
You could drive all the way down through and get to key, come out through the water tower
[24:42]
is.
[24:43]
And you know, it would be a way to get around if there was several washouts as well.
[24:48]
May I make a suggestion? Let's bring the Rail Trail Committee into your next meeting.
[24:55]
Sure.
[24:58]
Next meeting is going to be Thursday, not two days, but nine days.
[25:05]
Because we have to move that being because many of us are not around.
[25:09]
Yep.
[25:10]
And it's going to be a Tate Park in the morning.
[25:15]
It's
[25:19]
only agenda 13th.
[25:21]
13th right now?
[25:23]
Yes.
[25:25]
So that
[25:29]
gives us a little bit of time to think about this.
[25:35]
And you know, the fact that you already have the shirt pack brand is different from what
[25:47]
I was aware of yesterday.
[25:49]
Yeah, because we were told that there was a grant they didn't know if they had yet.
[25:52]
Oh no, we had it.
[25:53]
And so spending money now when you think you're getting a grant?
[26:01]
No.
[26:03]
You know, spending money when you have a grant, that's difficult.
[26:07]
We can commit the money if you get the grant but you don't want to spend it prior to it.
[26:11]
But you don't want to do it right here.
[26:12]
So, I mean, we have a material that would just have to get it there.
[26:16]
Okay, so now that we have all the information properly, just give us, you know, a week to, you know.
[26:26]
You guys better try to figure something out if there is anything you can do.
[26:30]
If we can, because we're on favorite, you know, it's a great project for a number of reasons including the fact that if something washes out, that's something I hadn't even thought about.
[26:41]
so that you can drive down there at this point.
[26:44]
Oh, sure.
[26:45]
It'd be interesting.
[26:46]
Yeah, I was trying to think if there's any way
[26:48]
to be tight.
[26:49]
I mean, it would be tight through the ledges,
[26:51]
but you certainly could do it.
[26:54]
That's a good way.
[26:54]
Yeah, the ledges would want to go.
[26:56]
What's my way?
[26:57]
But we have a line.
[26:59]
We have a line.
[27:00]
Yeah, we have a line.
[27:01]
We have a nice white drag that we pulled behind the Tucker 2000.
[27:06]
So, cars are at 90 wide.
[27:11]
Yeah, so that would you told us tonight is more information of what we had previously.
[27:20]
So if we could do that in nine days, whatever it is, that would be really helpful.
[27:31]
Cool.
[27:32]
Thank you.
[27:32]
Thank you. Thanks for the consideration. Well, thank you.
[27:36]
And also, thanks for going and getting the grants.
[27:38]
Yeah.
[27:40]
That's it.
[27:41]
We've done it for ages.
[27:42]
I mean, everyone will be able to walk into the trails.
[27:44]
But there's bridges.
[27:46]
There's, you know, a lot of things that we do a lot of cutting.
[27:49]
We throw a lot of brush out of the way.
[27:51]
And trying to keep snowmobiling alive
[27:54]
in the southwest corner of New Hampshire.
[27:57]
What can you do about the snow?
[27:59]
I'm going to wear a last one.
[28:04]
I mean we all miss a good win, but I guess there was a decent one here last year, right?
[28:14]
It was gone.
[28:15]
You weren't here?
[28:16]
I don't know.
[28:17]
Yeah, what?
[28:18]
Well, I came back and I went to Pittsburgh and I went to boost that late and believe it or
[28:23]
not, boost that late didn't happen as much as though I was sleeping down there.
[28:28]
But there was nothing for it.
[28:33]
Yeah, I think I'll stay for the not-wing part of it, that's okay.
[28:38]
You can stay for the entire thing, you're more than welcome.
[28:43]
We like companies.
[28:52]
Not with you.
[28:55]
You were saying something about the conservation commission.
[28:59]
Well,
[29:02]
I attended Harrisville's Conservation Commission
[29:06]
against the false demo I had made.
[29:09]
And they basically spent like an hour
[29:12]
after viewing what they've done over the last few years.
[29:16]
And it's really a success over what they've done over that.
[29:19]
They had the guy who actually sprays it.
[29:21]
He runs a company that sprays it.
[29:25]
You know, they hit it last year.
[29:28]
He said about 90 to 95% of it was gone, and what they'll do is still hit it every year for a while.
[29:35]
He had a plan and he'd do it for four years in a row.
[29:37]
When it's set for a year, and then he hit it again.
[29:41]
What happens is when it's almost dead and just comes up a little, you don't want to spray just a little.
[29:47]
You want to come up a little more.
[29:48]
So, he's in that last system and he uses a 2% glyphosate.
[30:00]
You know, forming, like, and he's got some other things he uses, and he puts it out. It's an anti-drift agent. So what it does is it makes it heavy. It makes it heavy. There's some pleasant, you know, blow away, and the way it lands right out my leaves. And then there's another, I can't remember. I haven't read that someplace, but it's another thing that he puts in there. It's like a one-to-one to the right to save this other one, makes it, kills it off you more.
[30:28]
or the other beach in this area, you know, very toxic.
[30:34]
Yeah, I was just reading about some of this stuff
[30:37]
and mostly because of our yard.
[30:40]
And a lot of what they're pushing now
[30:43]
is a 45% vinegar solution in salt water.
[30:49]
And what that does now, it won't kill the roots.
[30:53]
But what they say is if you apply it over multiple years,
[30:57]
eventually it will just kill itself off but that's only good like if you've
[31:03]
got gravel and then you've got grass and stuff from it that's really what
[31:07]
this for you can't go out into your yard because you'll just end up killing
[31:11]
everything kind of like what I did with my globe torch two weeks ago and I got
[31:16]
trouble with it, it's been in my vinegar, it's got to go as fast as to something
[31:22]
Oh really?
[31:23]
That's too chemical.
[31:24]
Yeah.
[31:25]
And we have to say this is class three.
[31:27]
So vinegar is actually more toxic than poison, say.
[31:30]
Wow.
[31:32]
And these guys all really know what to talk about.
[31:36]
They say the big thing is quite the same.
[31:38]
They truly got a bad rapid, you know, bad rap.
[31:41]
Things used to be round up.
[31:42]
People just used to start them in the proper amounts.
[31:46]
And at the right time of year, you have to do it right after it blows.
[31:51]
and before the first frost.
[31:54]
So things of the blooms and bees will be, you know,
[31:57]
they'll feed on that stuff.
[31:59]
But if you knew it at the right time,
[32:01]
it's really, it's one of all the nutrients
[32:03]
are going back down into the roots
[32:05]
and that stuff has to be stuck down on the roots.
[32:08]
If you spray it any other time here,
[32:11]
it doesn't get brought down on the roots.
[32:13]
And those roots will be like,
[32:14]
I think they're 8, 10, 15 feet deep.
[32:17]
So the issue that I've heard as a beekeeper, the issue that I've heard is that the
[32:25]
classified also stays in the soil. So something that grows later, that may have
[32:33]
blossoms, has classified them. So that's something I'd like to talk about that
[32:45]
But that's also depending on who you speak with, you will get a bias from their particular
[32:56]
point of view.
[32:57]
So I heard that in a presentation, but it was a presentation about bees, and so I would
[33:06]
like to know, you know, just how accurate that was.
[33:11]
Yeah, you need an unbiased figure.
[33:13]
Right. These are great.
[33:14]
As you're saying, you're using a couple of points,
[33:17]
like, you know, hundreds of squirt yards.
[33:20]
It's a very minimal amount of you're using.
[33:24]
We actually view, you know,
[33:26]
the transfer depot is down in Cheshire,
[33:29]
Harrisville, you know.
[33:31]
Yeah.
[33:32]
So, they, that was a sponge that they hid last year.
[33:35]
And they took us on a tour of the walk-out,
[33:37]
and you can see all the dead stocks.
[33:38]
And then some of the native plants will start to come back there, which is that's one of the reasons why you don't really want to, you know, have this now because it takes overall.
[33:49]
Chokes out the native plants and the native plants support, you know, the native insects, the native rabbits and, you know, so you kind of want to...
[33:58]
That's why I want to know more about shelf life, you know, soil life in this case, to how much of that actually is then passed on to the next generation of plants that populate that area.
[34:15]
I've got the contact information to do so that there's some of them who are in the industry
[34:20]
of chemical stuff, and we're positive with the scientists, you know, and a couple of
[34:26]
of the guys over there.
[34:27]
Yeah, if you're in the chemical industry, then you're going to take this as a great thing.
[34:30]
If you're in the bee industry, you don't think it's a terrible thing.
[34:32]
So maybe what we need to do is talk to an entomologist or a biologist at the state level to
[34:42]
to find out what the, is there a middle ground there
[34:48]
or is one side correct?
[34:50]
Right.
[34:51]
Almost have some of the D.O.T. calls, actually,
[34:54]
right in legislation.
[34:55]
And the D.O.T. you're like, I'll stay right there.
[34:57]
You want the environment to be environment outside of me also.
[35:01]
I mean, that should be there, but again,
[35:03]
for sure we have to, a lot of knowledge, yeah.
[35:05]
Yeah.
[35:06]
Any questions?
[35:07]
I can pump it up.
[35:08]
I mean, and you have to cooperate extensively.
[35:10]
Absolutely.
[35:10]
And that would be the end of my offstate, his car on my offstate.
[35:17]
Yeah, cars would be good, cars would be something else here.
[35:19]
He'd be somebody you might be able to get information from.
[35:23]
Yeah, cars would really grow on the extension agent also.
[35:27]
Yeah, that's what he worked on.
[35:28]
Yeah, that's what he worked on.
[35:29]
That's what he worked on.
[35:30]
Yeah, he has come to do the guys over at Brisbane.
[35:32]
He has a live in town.
[35:33]
Actually, visit an offstate, visit our car in the conservation commission.
[35:38]
The guy who does the spring and one of the guys actually chair of the committee came
[35:43]
to talk to Perry and everybody.
[35:50]
Did you ever speak to the, yes, to the slot board chair and talk to the slot board?
[35:55]
But these guys were all, you know, I actually do want to talk to them.
[35:59]
I think we should because there was a, the one conversation that I had with him when Southwest
[36:07]
West had that gathering of select board chairs.
[36:12]
Yeah, wouldn't let you go.
[36:16]
He mentioned that he was not as positive about that.
[36:24]
And I don't know why.
[36:25]
And he said it's a long story.
[36:28]
And it may not be the fact that he wasn't positive.
[36:31]
Maybe some people weren't.
[36:32]
I don't know where he was going with that.
[36:34]
I did, I was saying the same thing with some people.
[36:42]
Thank you.
[36:42]
One of the slow-mo wasn't, but I didn't really get a chance
[36:45]
to talk to
[36:49]
them.
[36:49]
All right.
[36:49]
I think we should keep it open.
[36:51]
I mean, we could establish communication between them
[36:55]
and do some other research on our own.
[36:57]
Well, when you drive through 163,
[37:03]
where I'm sure the state would not necessarily
[37:05]
want to spring at this point, but they also
[37:10]
and when you moat that weed, it ends up everywhere, you know, times ten.
[37:16]
Dave's been doing all this mowing now, so he doesn't moat it out of it, so you can see where it is.
[37:23]
You're right on the south of Lillard, you know, my hair is probably going to expand over.
[37:31]
Interesting.
[37:34]
Alright, thanks. You're no but not we came, so thanks.
[37:43]
Oh, excuse me one second, I'd like to add one thing to all the business and it's basically
[37:49]
to bring people to our website, so if I can just go to our website, I self here.
[38:08]
Well, you're looking, John, one of the things we apologize about is he's thinking the recycling
[38:15]
would be a good place to do an experiment perhaps because there are already test wells there and they test those wells every year.
[38:24]
So that could make this information as to, is this stuff getting into the aqua version?
[38:30]
Yup.
[38:31]
Plus, you have that stuff with the recycling center car,
[38:40]
I'm looking at what's looking at how the main goal is to use as little as a year as
[38:50]
possible, do it in properly at the right time of year, it's pretty minimal stuff you have
[38:56]
to use.
[38:58]
I'm looking at the manifest today, I saw Dave Mezzarov's, you know, they all question
[39:05]
remind me that we should be getting the results of the re-evaluation process.
[39:10]
He's been working on that.
[39:11]
Yeah, so what I would like to do is just once again, in the minutes and on this video,
[39:21]
remind people that on our town website, WestMalandNH.gov, on the very front page,
[39:31]
Scroll down and it says 2026 and H. Re-evaluation.
[39:37]
As part of the property re-evaluation process,
[39:40]
randomly selected properties may be visited
[39:42]
by both the Towns' assessing contractor
[39:44]
and representative from the New Hampshire Department
[39:46]
of Revenue Administration, DRA,
[39:48]
as part of the review and verification process.
[39:51]
Currently, the Towns' overall assessed values
[39:54]
are estimated to be approximately 60% of market value.
[39:57]
Residents should expect assessed value that excess,
[40:01]
and you start that out over again, residents should expect assessed property values
[40:07]
to increase as part of the re-evaluation process.
[40:11]
However, the tax rate is expected to decrease accordingly to reflect the updated assessments.
[40:18]
Residents should not estimate future tax bills by applying the current 2025 tax rate
[40:25]
to new assessed values.
[40:28]
Repeat.
[40:29]
Residents should not estimate future tax bills
[40:34]
by applying the current 2025 tax rate
[40:37]
to new assessed values.
[40:39]
As a tax rate would be recalculated
[40:41]
following completion of the evaluation.
[40:44]
If you have more questions about that,
[40:46]
there's a box right below it, find out more
[40:49]
that will take you to a frequently asked questions page
[40:54]
where you can go ahead and read more about the re-evaluation process.
[40:59]
The real key again is do not try to calculate your own tax rate.
[41:05]
The tax rate will not be determined until November by DRA.
[41:10]
So when you re-evaluation, if your property went up,
[41:15]
X number of dollars, it does not necessarily,
[41:19]
you cannot currently determine your new tax rate.
[41:24]
40% increase in your property value doesn't mean a 40% increase in your tax.
[41:29]
Absolutely not.
[41:31]
So because of the way things events in COVID, there will be a good chance that your property's more valuable today than it was two years ago.
[41:43]
But do not panic at that point.
[41:47]
We will not have the tax rate until November.
[41:50]
And when we have that, we will share it.
[41:56]
That's all I got.
[41:57]
That's a good public service now.
[41:59]
But I figured that was something that was probably going to take some people off today.
[42:04]
So prepare for phone calls, Julie.
[42:08]
Well, that's what I'm trying to get rid of, is the fact that not everybody knows this
[42:14]
and there's no really good way except the West Mallander to get it out.
[42:18]
I believe we've spoken about this now probably four times, at least.
[42:22]
We spoke about it at town meeting. We've spoken about it a bunch of committee meetings. We've spoken about it with a lot of board meetings.
[42:30]
This is the last time before this is going to continue.
[42:33]
I need me to make some recordings like, no, you cannot build a long class.
[42:37]
It's your own recording and why, and no, your tax rate will not go up to 40% and why.
[42:43]
There you go. Two good ones.
[42:45]
Which one would you like?
[42:50]
Okay,
[42:52]
thank you. I just wanted to remind folks that that's happening and you really cannot
[43:00]
determine your tax rate at this point.
[43:05]
All right, so we got a bunch of signing to do. This limited power of attorney, this is so
[43:12]
So they can do the closing for these properties that they are auctioned that day.
[43:17]
So that just needs to get assigned.
[43:37]
There we have a deed waiver and a payment plan.
[43:41]
I made two copies of the payment plan so that an original can also be given to the person that's going to.
[43:47]
That's just an idea.
[44:03]
We hope we've made plans with all the people that are having an issue with getting taxes paid.
[44:09]
They don't have to do any of these places.
[44:15]
It's the same property.
[44:16]
That's a waiver and these are paid for.
[44:18]
For the person in original for us.
[44:21]
It has
[44:32]
taken a lot of effort.
[44:35]
Those made many calls.
[44:36]
Most has made many calls.
[44:38]
There have been letters.
[44:39]
Finally, we're getting to the point of everybody has a plan.
[44:43]
Because Deeding was supposed to happen next week.
[44:44]
Okay, so we don't want their places, we want them to have them.
[46:31]
So ten to fourteen days ago, we got a letter, the town got a letter from a Polish and made
[46:40]
up of the New Hampshire Campaign for Voting Rights, the League of Women Voters, New Hampshire,
[46:45]
and Open Democracy, New Hampshire.
[46:49]
And what this organization has done if they've gone out and reviewed all the town web
[46:56]
pages and what they have as far as voting information.
[47:02]
And they looked at several different areas.
[47:06]
and then, better yet, they just didn't point out what the problem was, they actually gave
[47:12]
us a solution, which is unusual and greatly appreciated, and it covers how to register
[47:21]
to vote, how to vote elections, and then information on election officials in the town.
[47:28]
And so the rest of this document, I think it's four pages, I wrote them back and said, can
[47:34]
you send me an electronic copy of it. And with that electronic copy, I produced this document
[47:41]
that I gave you all and tailored it for our town. And I think it's pretty good. I mean,
[47:50]
there's nothing dramatic in here. And I think what's really helpful is that they've actually
[47:56]
included several state web pages that people have further information. And so really all
[48:03]
have to do is click on the link and it'll take you to a state site that tells you a bunch of
[48:10]
stuff of those reminds me. I have a link on there that goes right to the state site.
[48:16]
Yeah well I think the beauty of this is they take each phase of it and how to register how to vote
[48:23]
when the elections are and that's where it thinks. So I think it simplifies it quite frankly.
[48:28]
And I went to each one of these sites just to make sure they were still working links.
[48:32]
So, they do. And, quite frankly, I had Ellis look at it today and I deleted a couple of things.
[48:42]
And so, I don't think it changed anything here. But the question I had, I've already talked
[48:52]
to Nancy Zeller and asked her to get me a copy or when their next meetings are because
[48:59]
those should be posted. So she's working on that. And I talked to her about that last week.
[49:06]
And then really the only thing I have left is on the back page. And what they recommend
[49:11]
and you can see on the last page, I've got Ellis's contact information in here as well
[49:17]
as the State Secretary for New Hampshire and the Attorney General's Office. But they also
[49:23]
recommend that the supervisors of the checklist be there, their phone numbers and their emails
[49:28]
and what concerns me and also the moderator. I'm not sure that we should do that and my
[49:35]
recommendation would be that we just under the supervisors of the checklist, we just put
[49:41]
the town administrator there and if someone's got a very specific question then you can send
[49:47]
and then towards the supervisors of the checklist.
[49:52]
I really should just be out of lessons
[49:53]
because I don't, only thing I do for elections
[49:55]
is get ballot books.
[49:57]
Okay, well, we can do that.
[49:58]
I have a good out of list.
[49:59]
Okay.
[50:02]
And what about the moderator?
[50:05]
He has nothing to do with that either.
[50:07]
Well, he does, but I think Ellis would probably be the,
[50:13]
okay.
[50:13]
I think he's a kind of the point person for that.
[50:16]
All right. Well, I will make it so. Okay. And so this is fine and dandy. And that
[50:23]
leads me to another question. But I think the answer is in the emails because I
[50:28]
noticed an email in there that where we got an update from the company that's
[50:31]
doing our web page. I didn't understand all of it. But my idea is when I get this
[50:39]
done, I send it off work. I guess you send it off to them because you're the only
[50:44]
that has access. You get that done. I can put on our current website.
[50:47]
Okay. There will just be my graded dance part of it.
[50:52]
Awesome email map from them is that they're moving to another phase.
[50:55]
Yeah, that's what I took from it. Yeah. And I got into the minutiae which was the wrong thing
[51:01]
because they didn't really understand the minutiae but yeah I understood they were moving on.
[51:06]
So that's what I'll do. I'll make the I'll make the changes and then I'll just send them to you
[51:10]
you can you can put them on the webpage. And then I didn't read through the whole thing
[51:18]
most because I didn't understand it. But do we have a date when they can get a good hot?
[51:23]
Not yet.
[51:26]
End of year. Yeah. I would say wait here. Okay.
[51:34]
Some of that was our bad in the beginning of the year because we were too busy to work with us.
[51:39]
Well, I mean, that's okay, I mean, we're not going anywhere, as long as we don't do this.
[51:44]
But, I mean, if I get this on the website, it'll be more useful now than if I get it to them, and it's after the fact.
[51:51]
Yeah, so, and the thing that I like about this is the fact this is not political.
[51:57]
Oh, absolutely, that was the very first thing I checked, make sure this didn't come from the left or the right.
[52:03]
Yeah, it's simply here's how you do stuff. It's kind of the way we used to get news
[52:09]
Let me just tell us what's happening and this wouldn't quite typically
[52:16]
So I do remember watching the news and going okay
[52:23]
But anyway
[52:26]
Yeah, I remember Walter
[52:28]
All right, well, that's all I have
[52:33]
good idea, because they made it more complicated and then tried to make it less complicated.
[52:42]
Stay tuned and they'll do it some more, because that's all they do.
[52:45]
That's what they do.
[52:46]
Ellis showed me the book that they got last year that's like this stick.
[52:49]
Yeah.
[52:50]
And then the book that there's no more trainings, my new book.
[52:53]
Right.
[52:53]
They got this year, this stick.
[52:55]
What went away?
[52:57]
Right.
[52:57]
But it seems to me there should be more to it because as has been pointed out to me by
[53:05]
some females that I know is actually for a lot of folks makes it harder if they don't
[53:11]
walk around with their birth certificate, their change, their legal paperwork for changing
[53:18]
their name out of get married or after they get divorced.
[53:21]
Of course, you know, there's just all kinds of things that, so, um, yeah, anyway, I'm not going to be doing that.
[53:30]
Okay, here's the proof of citizenship, but if you don't have it, you can sign up for the affidavit.
[53:38]
Those things are crazy.
[53:40]
The affidavit?
[53:41]
I'm on my way.
[53:43]
But I mean, it's, yeah, I mean, you know, you're supposed to have to sign the affidavit,
[53:48]
and then get your stuff.
[53:51]
So then they spend time chasing people around.
[53:54]
And now it used to be like in my dad's age,
[53:58]
he proved he gave what he needed to do, registered
[54:01]
to vote, and went to the polls.
[54:03]
Now they're trying to hold their raise hand
[54:06]
and let them do however they need to do.
[54:08]
It's just at some point in time,
[54:10]
people have to take responsibility and get what they need.
[54:13]
If you get a passport, that works for pretty much everything.
[54:15]
So it's like.
[54:17]
But passports are expensive now, and it takes a while.
[54:20]
I mean, if you try to get a passports now, you probably wouldn't have it for the September
[54:25]
election.
[54:26]
You might not know.
[54:27]
Yeah.
[54:27]
But that takes a little plan.
[54:28]
Right.
[54:29]
Yeah.
[54:31]
And again, no.
[54:34]
I'm not going to say it.
[54:35]
Yeah.
[54:36]
I'm not going to say we're solving a problem that doesn't exist.
[54:38]
So, all right.
[54:40]
Let's, uh, would we field sign?
[54:42]
Yeah, don't say that.
[54:46]
I've been to Central and South American Africa, really good.
[54:50]
The sign was made by Justin Treeby, and they would like permission to have it home at
[54:58]
Woodwood Field.
[55:00]
My guess is, probably, on the shed, you see, so there's not a lot of places to hang things.
[55:07]
Has that sign been hung up?
[55:09]
Yeah, that's got to get up there too.
[55:10]
So he needs to get hung up and not lost because I have to ask for an alarm and I'm going to cry.
[55:17]
But there's a possible way to do so.
[55:19]
Yes.
[55:21]
We actually have money on it, you know?
[55:25]
There's an office for it.
[55:27]
So we're all picking dates.
[55:29]
Anyways, they wanted this to be a truth to be able to hang over there at the field.
[55:37]
I think it's a very nice, all right. Great. All right, so you guys all agree. Thank
[55:46]
Mr. Frievy. He is very talented.
[55:53]
Yeah, that's beautiful.
[55:58]
So, okay, so then the
[56:00]
deeded property auctions is on the 8th and Jody informed me today. She's already
[56:06]
got a squirt away so we all three of us can be there without you know legally. Well you can
[56:11]
anyways because you can attend things right if you happen to speak yeah and how many of us
[56:19]
are not going to speak John I am Mark I am not going to speak any of these though. I have a lot to
[56:27]
talk about there but there is a lot of interest in the properties they've been a great job advertising
[56:36]
and they're going to do it right in here.
[56:38]
Yeah, okay.
[56:39]
We'll see what goes on.
[56:41]
But yeah, it should be kind of an interesting thing.
[56:48]
If I had explained more times, then I care to count how you cannot build on a classic.
[56:54]
You cannot build on a classic.
[56:56]
You cannot build on a classic.
[56:56]
We'll have five inferior road fronts.
[57:01]
And you still can't build on a classic.
[57:04]
And no, you still can't.
[57:05]
because people are convinced that the state made a change and now I can.
[57:10]
That's not entirely true so you still, we saw ordinances that you can't.
[57:15]
Right, the town is the oldest one.
[57:18]
Well, the town has an ordinance the one that is most restrictive is the one that's enforced.
[57:28]
So if the state is more restrictive than we are, the state rules.
[57:33]
If we're more restrictive than the state is, which in this case we are, our ordinances will.
[57:41]
Which I believe that the state legislator, they want to take priority over anything we do down here.
[57:50]
But from what I've read, not sure that's going to happen.
[57:59]
And then last but not least, as we mentioned earlier, our next meeting is now going to be
[58:06]
on the 13th of August at 10 a.m. right here. And that's due to vacation. So scheduling
[58:16]
kind of issues. I was going to suggest we just didn't have a second one, but now you've
[58:21]
me as half one.
[58:24]
That's okay. You're welcome.
[58:29]
That's okay. Bill, you got anything else?
[58:31]
No. Negative. I had one ball thing that we should acknowledge is the fact that Ed Johnson
[58:37]
did pass away last week and he was the pirate deputy and he was pirate warden for many years
[58:47]
and a really nice guy, I think it was a lot of it.
[58:59]
That's young in Westmoreland.
[59:06]
All right.
[59:07]
Well, we didn't know it was a normal building.
[59:08]
It was putting up all the science for me still.
[59:11]
Really?
[59:12]
It was nice.
[59:13]
Yeah, it's still out there.
[59:15]
Oh, that's awesome.
[59:16]
I didn't even know that piece.
[59:17]
So that's good to know.
[59:19]
Yeah, he put up the size, I'm not going to tell you here, he's always nice to stop him
[59:27]
versus him when I went to clear trails up there.
[59:31]
Well, I reckon he used it a little bit, Mark.
[59:37]
You're going to stay.
[59:38]
Ellen donated a quilt once, and we had a radar run.
[59:42]
And she had smoothed it as always.
[59:44]
Oh, that's awesome.
[59:45]
She said it was a wrap.
[59:46]
And I think he got like $400.
[59:53]
All right. I'd like to make motion that we adjourn. All in favor?
[1:00:00]
Okay.
[1:00:03]
No, did you?
[1:00:11]
Here's the, let's see, so you're down here by the church, right?
