Okay.
This isn't lit up. Lit up. I don't know
[0:06]
what that means, but it's not lit up.
Usually has
[0:11]
» somewhere.
[0:23]
Just
let me just pause it and go back just to
[0:27]
make sure it's recording.
[0:41]
Usually our faces will start showing up.
>> Yeah. And it usually comes out of there.
[0:46]
Let's see here.
[0:56]
There you go.
>> Did it.
[0:59]
» Which button? So I'm not next time.
Thank you.
[1:04]
» All right.
>> Excellent.
[1:07]
» Just
[1:13]
Okay.
So, um, call the meeting to order at
[1:18]
7:32.
Uh, public comment.
[1:23]
Um, unless somebody wants to go before
me, I'll go.
[1:25]
» Uh,
>> okay.
[1:27]
» You had your hand up first, so
>> I do. Um, um, uh, I'm my name is Debbie
[1:32]
Granquist and I'm here about the bridge
design committee. It's composition and
[1:38]
authority. And, um, I'd like to read
something and then I will I have a copy
[1:42]
to give to the select board. So, um,
background. Um, ever since the select
[1:48]
board identified the need for removing
the dam and raising the Lawrence Hill
[1:51]
Road Bridge, many community members have
expressed significant concern about the
[1:57]
project, ranging from its necessity to
its design to its financial impact on
[2:02]
the town. But the design of the bridge
has been a key concern and was
[2:07]
specifically discussed at the special
town meeting last February. In the
[2:12]
special town meetings minutes, the
select board member Jim Lynville
[2:17]
acknowledged the public's concerns about
the proposed bridge, including that the
[2:21]
replacement bridge would be um
unattractive, would be too high, would
[2:26]
be too [clears throat] expensive, and
the road might have to uh close during
[2:31]
the road would have to close during
construction. In response to these
[2:35]
concerns, Mr. Limbo went on to state
that there would be a design committee
[2:39]
made up of stakeholders to work out the
questions and concerns of the
[2:45]
stakeholders in coordination with stone
engineering.
[2:49]
That raises the question of who are the
stakeholders in connection with um this
[2:54]
project. The term stakeholder was not
defined at the special town meeting. So
[3:00]
the select board now have the
responsibility of determining how
[3:05]
broadly the term should be interpreted
in establishing the design committee. A
[3:11]
stakeholder is generally understood to
be an individual or group that has an
[3:16]
interest in a project or outcome or that
may be affected by its result. This
[3:22]
definition would suggest that
stakeholders in this case should be
[3:27]
broader than the property owners and
businesses immediately surrounding the
[3:32]
green who experience flooding. The
Lawrence Hill Road Bridge is a townowned
[3:38]
public asset. It is no different in that
respect from the town office, the little
[3:43]
school, the fire station, the town
garage, or the library. Decisions
[3:48]
concerning significant town assets and
infrastructure affect the entire
[3:53]
community. [snorts] The Lawrence Hill
Road Bridge is an important
[3:57]
transportation link. It is the principal
east west connection for the residents
[4:02]
on the west side of the West River
traveling into the village, accessing
[4:06]
Route 100 and returning home. The bridge
therefore serves residents throughout
[4:12]
the town, not simply those who live or
operate businesses or run organizations
[4:17]
immediately adjacent to the green. If
the design committee consists only of
[4:22]
people immediate around the green, the
design of an important town asset
[4:27]
[clears throat]
could effectively be determined
[4:29]
determined by a very small subset of the
community.
[4:34]
[clears throat] The people who have
experienced flooding should be
[4:37]
represented. They have important
firsthand knowledge and legitimate
[4:42]
interests. However, I believe they
should be part of a broader group of
[4:46]
stakeholders that also includes people
who use the bridge, people with an
[4:51]
interest in the village and residents
from other parts of the town. I applaud
[4:56]
the select board for moving forward of
this committee and believe this is
[5:00]
important opportunity to build public
confidence [clears throat] in the
[5:05]
process. I therefore suggest that the
select board one establish a reasonable
[5:10]
target size for the committee. Two,
identify the categories of stakeholders
[5:16]
that should be represented. Three,
publicly solicit volunteers from the
[5:22]
community who are interested in serving.
and four, select committee members with
[5:26]
the goal of achieving a balanced
representation of the various interests
[5:31]
affected by the bridge and its design.
This would allow the committee to
[5:35]
include the stakeholders already
identified by the select board while
[5:40]
also giving other western opportunities
an opportunity to participate.
[5:45]
A broader process would not um make the
committee less effective. It would make
[5:51]
its recommendations more credible and
more likely to have the support of the
[5:55]
community. One additional question, who
makes the final decision? Before the
[6:01]
committee is formed, the committee's
authority should be clarified. Is it an
[6:05]
advisory committee to the select board
or does it have some decision-making
[6:09]
authority over the design? Who has legal
authority to approve the bridge design
[6:14]
and authorize construction? the
committee, the select board, or the
[6:19]
voters. Clarifying those roles now could
prevent considerable confusion later.
[6:25]
Next steps. I am requesting that the
composition and authority of the
[6:30]
Lawrence Hill Road Design, the Lawrence
Hill Road Bridge Design Committee be
[6:35]
added to the agenda for the next select
board meeting on September 22nd. Thank
[6:39]
you for your consideration. Respectfully
submitted. [clears throat]
[6:43]
You guys are copy. Great.
Great.
[6:49]
» Okay. Karen,
>> can I just ask you a question?
[6:57]
Stakeholders
volunteers from the town
[7:02]
[snorts]
[7:04]
to pull it together or something like
that.
[7:10]
Read again. Okay. After public
confidence building public confidence
[7:15]
you said
the size
[7:18]
» I therefore suggest that the select
board one establish a reasonable target
[7:22]
for the size of the committee.
>> Two identify the categories of
[7:26]
stakeholders that should be represented.
Three publicly solicit volunteers. Okay.
[7:33]
» And lastly um select committee members
with a goal of achieving a balanced
[7:38]
representation.
[7:51]
Okay. Any anything else, Karen?
>> Yeah. Um, so at the the last meeting I
[7:56]
mentioned replacing the American flag
and as it be done before
[8:05]
» we had it we had it delivered this
morning.
[8:07]
» Oh, good. It it it's going to be done.
>> Yeah, we had it delivered. I picked it
[8:12]
up from the post office.
>> Okay.
[8:15]
» Any other public comment?
>> Thank you.
[8:19]
» Okay. Um,
>> no changes to the agenda,
[8:23]
[clears throat] right?
>> Yeah. Uh, sorry. Changes to the agenda.
[8:27]
I I screwed up. Um, any changes to the
agenda?
[8:33]
» Um,
>> not for me.
[8:35]
» Not for me.
>> Okay.
[8:37]
Okay. Uh, review delinquent taxes.
>> Thank you guys for your consideration.
[8:44]
» Thank you.
>> Yeah. Thanks, Deb.
[8:50]
» I guess first of all, did you have any
questions on uh
[8:54]
» I want to say thank you for the notes
that we get with it. That was so helpful
[8:57]
to me.
>> Okay.
[8:58]
» Because I always go back and look at
last month, but they're already
[9:01]
» right already. Okay.
>> So, that's great. That's very helpful.
[9:04]
» Well, I always did it for me. I never
sent it to
[9:08]
» great minds think alike. So good stuff.
>> Sure. So
[9:14]
» I didn't have any questions on
>> I didn't either. It was pretty
[9:17]
straightforward except for the third
from the top about the correct address.
[9:23]
Do we need to look into the grand list
about that to make sure it's correct?
[9:30]
» Third from the bottom.
>> Oh, third from the Okay, gotcha.
[9:34]
Um, and so I'm just it's is that is it
is it is it wiped? I mean, has it been
[9:39]
paid?
>> I haven't. Well, and also because of the
[9:42]
problem with the computers,
>> right?
[9:44]
» They had they couldn't we couldn't look
at it. I talked to Greg.
[9:48]
» Okay.
>> Um, my concern was that this isn't
[9:51]
consolidated communications anymore.
>> Yeah. No. Okay. So, Yeah. Right. So,
[9:57]
what I we can No, it's okay. We can uh
>> Yeah. So that's
[10:02]
» Well, no, the one I'm talking about the
the one that the one below it.
[10:05]
» Oh, I'm sorry.
>> That the like I'm sorry. It's the fourth
[10:08]
from the
>> Oh, that's
[10:10]
» Yeah. So, it says Why is it still here?
>> Well, it's being addressed in the the
[10:14]
You got a memo from Kim?
>> Yes. Yeah.
[10:18]
» Okay. So, that's that's the
I just wanted to correlate. Thank you.
[10:24]
» And other than that, I don't think I
have any questions.
[10:28]
[clears throat]
[10:32]
Okay.
[10:35]
Okay. So, um Okay. So, I have concerns.
I guess you wrote. Is that what it is?
[10:43]
Payment concerns.
[10:47]
» Um
[10:51]
» my concerns are the policy.
>> Yeah.
[10:54]
» That that you we redid. Uh
>> the collection policy.
[10:58]
» Uh the
Yeah, the collection policy.
[11:02]
» Collection policy. Um,
>> the not the delinquent, the tax
[11:05]
collection policy.
>> There's two different ones.
[11:07]
» Yes, there is. So, that's
>> Yeah. See, and I don't know what the
[11:10]
regular one says.
>> So, the tax collection policy.
[11:13]
» No, I'm look I want I'm interested in
the
[11:16]
» the delinquent tax.
>> The delinquent tax the delinquent one.
[11:19]
» Sure. Um,
in the old one, uh, before it was
[11:25]
revised last year, um, there was a part
in there that said payments are
[11:32]
proportional.
And I've had that come up before.
[11:36]
There's a line in there that just says,
can I scoot over here? Sure.
[11:40]
» Show you this, of course. Uh it said
partial payments will be applied
[11:46]
proportionally to the principal amount
of tax, interest, and penalty. Because
[11:51]
I've talked to some people who said,
"Okay, I'm making this payment and it
[11:56]
comes off uh the principal. It doesn't
come off the principal. It comes off
[12:02]
proportionately."
>> Yeah.
[12:04]
» And you guys took that out of the old
policy
[12:08]
and I would like you to put it back. So
the payment goes towards the older
[12:13]
» well now that's another part
>> that's definitely
[12:16]
» okay
um so
[12:21]
that proportional part just gives more
of an explanation
[12:26]
» okay
>> now [clears throat]
[12:27]
um this also I thought of this because
now we have new taxes
[12:32]
» due
>> and I was always told that um the pay
[12:38]
the any payment goes to the oldest
unpaid tax first.
[12:43]
Okay. My question was, is it in writing?
I can't find it. It's not in the old
[12:49]
policy.
>> Has that been an issue at all? Has it
[12:51]
come up as an issue? Like
>> are people like like do they have like
[12:56]
an issue with where the money goes?
>> No, but I'm saying what if I'm thinking
[13:01]
like somebody that might have to deal
with that. Okay. So, say if somebody
[13:08]
owes $5,000 delinquency, I'm using just
round numbers, right?
[13:13]
» But then they just get a new $10,000
bill,
[13:17]
» right?
>> They pay that $10,000
[13:21]
according to
>> we're going to do five and five,
[13:23]
» right? But what if they want that to go
to
[13:28]
the new?
>> I guess it's possible, but why would
[13:30]
they want to? Because the old one is the
one that's
[13:32]
» it's accumulating interest,
>> right?
[13:34]
» Yeah. But you're getting a $450
$400 penalty if you don't pay the new
[13:40]
one
>> whereas as opposed to the other depends
[13:44]
on $50 interest whereas you're paying
75.
[13:49]
» So clarity on that would be I guess.
>> So we should we could revise.
[13:53]
» Well, first of all, it's do you want it
to go to the oldest or should it be
[13:58]
their choice is is my question.
[14:04]
Hi.
[14:09]
» It's been our practice to always apply
it. My understanding is because I don't
[14:14]
post them is it's always gone to the
outstanding balance. And I wouldn't
[14:20]
think that we as a town would want the
oldest out unpaid taxes to continue to
[14:28]
sit there because somebody doesn't want
to get a new penalty. And I can
[14:34]
appreciate that they wouldn't want a new
penalty.
[14:37]
But we've often had to um
tell people what our delinquencies are
[14:44]
and we want them to be as low as
possible. So, if we've had a banker or
[14:49]
I've had the school system ask me what
their our delinquencies are because
[14:54]
they're going for a tax anticipation
note. So, it's in our best interest to
[15:01]
keep the delinquencies down to apply any
payment to the oldest
[15:08]
and let um the taxpayer know that I do
believe it should be in writing.
[15:14]
» Right. Okay. So that would be that would
be in repayment plans then number five
[15:20]
» I would put it under four four as part
of when you talk about the interest
[15:26]
» penalties and interest
>> I would put partial payments there that
[15:30]
partial payment proportionately as well
and then also any payments if there's
[15:37]
delinquent taxes any payments
>> okay so I think we're hearing you so why
[15:41]
don't we work together with you and we
can come up with
[15:44]
» yeah new wording revisit and then we can
run it by you and then we can bring it.
[15:49]
» Really good point.
>> Thank you so much.
[15:51]
» Yeah, it does need to be.
>> Yeah, they have one more thing along
[15:54]
these lines. Um [clears throat]
the postmark
[15:59]
the postmark for regular taxes, the ones
due now. Correct me if I'm wrong, Kim.
[16:06]
Um the postmark counts. That's why you
wait the two weeks.
[16:11]
» Correct. We allow it to be received as
on-time payment if it is postmarked
[16:18]
before or on the due date. And I would
just caution everyone to understand that
[16:27]
postmarks are handled differently
nowadays at the postmark post offices.
[16:33]
And if you're going to rely on a
postmark, you need to watch them
[16:37]
handstamp it because there's no
guarantee that because you drop it in
[16:42]
the post office today at anywhere in the
United States, it will be stamped for
[16:48]
that day.
>> So, just be very cautious. You'll end up
[16:52]
somebody will end up delinquent and
they'll be upset.
[16:54]
» You ought to put that in writing.
>> That ought to be in there. I did put it
[16:58]
I did put it in the um notice the big
you know front and back papers online
[17:06]
» and is it in the regular tax collection
policy because it
[17:10]
» well I don't recall us ever having a
regular tax collection policy. I believe
[17:15]
we started that and then it got mixed
and we just went with the delinquent tax
[17:20]
policy.
>> Yeah, I think that sounds familiar to me
[17:22]
too. But isn't but the the point is for
me that the postmark does not count.
[17:29]
» Correct. It does not count for
delinquent taxes.
[17:32]
» Delinquent taxes
>> and there's an important reason for
[17:36]
that. It is so cumbersome
to have a payment come in. Gretchen has
[17:44]
on the first of the month posted all the
penalties, interests, and taxes.
[17:50]
uh penalties and interest on the
delinquencies.
[17:55]
And if a payment comes in with a
postmark on a delinquent tax, she then
[18:01]
has to go back and undo all those
individual postings
[18:06]
one by one. She has to go in and unpost
the interest. Then she has to go in and
[18:11]
unpost the penalty. And it's extremely
cumbersome. And I believe that's part of
[18:16]
the reason why we don't allow a postmark
on delinquent taxes.
[18:20]
Okay.
>> And I did that issue come up.
[18:24]
» Okay. Should be in writing,
>> right?
[18:26]
» Okay. Yes.
>> Okay. We can add that when we revise
[18:29]
these.
>> Yes, please.
[18:30]
» It's great.
>> Thank you.
[18:32]
» That's me.
>> Okay. We'll work together.
[18:34]
» I'm sorry to add to your
>> Great stuff. Great stuff. Clarity is a
[18:38]
good thing.
>> This is This is really good.
[18:42]
» Thank you.
>> Really important.
[18:43]
» Sure.
[18:47]
Oh. Whoa.
[18:50]
One more agenda.
>> So, for these meeting minutes, I did
[18:54]
look look at them on my uh on the
digital copy, but I just got the
[18:58]
physical copy and I'm hoping we can
>> Hey, I'm sorry. I didn't ask you to
[19:05]
discuss that tax memo I gave you.
>> Oh, I'm sorry. Yes, you had something.
[19:09]
» Sorry about that.
>> Okay, we'll go back to that.
[19:12]
» Sorry. Sorry. Sorry. Um, so
when we discussed the delinquent taxes,
[19:19]
I think in early July, we agreed that I
would come up with a memo that you could
[19:25]
review so you would understand what the
total impact would be of writing off
[19:29]
those taxes. And this is just for the
buyouts
[19:33]
» for the two FEMA buyouts.
>> Correct.
[19:36]
» And honestly, um, it's not like we would
ever have been due that money. It really
[19:42]
should have been handled last year. It
shouldn't have been
[19:47]
I don't I think we would have always had
to write it off because some of the
[19:51]
closings happened after a tax bill went
out. Um it's lost opportunity. It's lost
[19:58]
revenue, but it's going to go against
the current taxes this year as opposed
[20:03]
to last year. And I can only thank
Gretchen for giving us a little cushion
[20:07]
because she's collected a bit of a chunk
lately.
[20:10]
» Absolutely. Yes,
>> I saw that.
[20:13]
» What did I do?
>> The money that you've collected so far
[20:15]
is helping to soften this up.
>> Okay.
[20:18]
» Right. So, I think it's about $8,000 in
tax revenue that would be written off
[20:24]
plus the penalties and interest. I think
the total is about $10,000.
[20:29]
» Yeah. You have here $10,89.
>> Yeah, I forgot it at the office.
[20:35]
» Okay. Yeah.
So, I just need you to review that and
[20:39]
let me know if it's okay for me to write
that off.
[20:42]
» Yeah, I make a motion that we approve
Kim writing off the FEMA buyouts here uh
[20:46]
in the total for the two FEMA buyouts in
the total of $10,89.
[20:51]
» I second.
>> Any other discussion? All in favor?
[20:55]
» I
>> Thank you very much. That'll take care
[20:58]
of that little mess.
>> Yeah. Thank you.
[21:03]
» Okay.
>> Thank you. You too. You're welcome.
[21:09]
» Okay, meeting minutes. So, I just I
think we need to reook at number six.
[21:14]
Patty, I didn't catch you until just
about an hour ago. Um
[21:19]
I think uh the second set of numbers
there are incorrect.
[21:22]
» Oh, okay.
>> Right. Because we're it's
[21:27]
the numbers going down instead of up
there. So, because the home home rates
[21:30]
should be increasing. So, if we could
double check those. I don't have the
[21:33]
right numbers, but we can look at um I
think that's all that I had. I don't
[21:37]
know.
>> Um
[21:40]
the [clears throat] only change I had
was um
[21:44]
on the first bullet point under number
three, it's Andy Schultz
[21:50]
with a U, not an I.
[21:55]
» What is it?
>> Oh. Oh. S U L.
[21:57]
» S U L.
>> Z.
[21:59]
» Oh. Oh, okay. Is it
or TV?
[22:04]
» Let me uh check.
>> Anywhere. I can check.
[22:14]
» And that's the bullet the number three.
The bullet point.
[22:17]
» Yeah.
>> First one.
[22:18]
» The first one.
>> Okay.
[22:22]
[clears throat]
[22:33]
Yeah. S c h u lt ttz is what I
[22:44]
» should we do these corrections. Should
we sign off on them next next meeting or
[22:50]
» Well, I'll tell you what. those those uh
corrections if I understand it correctly
[22:56]
are not going to affect the signature
page. So why don't we approve it with
[22:59]
those changes
>> and we'll sign the signature page and uh
[23:04]
you can make those changes.
>> It's also sorry I just wanted to also
[23:08]
say uh in public his Andy Schultz his
name is spelled incorrect again.
[23:15]
» Okay. The same guy.
>> Yep. Okay. Um
[23:17]
» where under the in public people? Okay.
>> So, okay. I move that we approve the
[23:25]
wean,
>> you're going to make a new motion. Yeah.
[23:27]
» Yes. I move that we approve the meeting
audits meeting minutes of August 25th
[23:31]
with the changes discussed.
>> I second.
[23:36]
» Any other discussion?
All in favor?
[23:39]
» I
[23:44]

[23:49]
Um,
or should we wait for the Let's just
[23:55]
[clears throat]
I can send you the changes if you want.
[23:57]
» Okay.
[24:02]
[clears throat]
[24:07]
» Of course, guys.
[24:12]
Okay.
[24:20]
Okay. Um,
[24:24]
you know what I have for you?
>> Thank you.
[24:32]
Okay. Um,
[24:36]
the uh vendors and uh
>> payroll.
[24:39]
» Payroll.
>> Jim.
[24:41]
» Yeah.
>> September 3rd meeting minutes. There's
[24:43]
some spelling incorrect needs to be
corrected on the public as well. Mention
[24:47]
that.
>> Oh. Uh,
[24:49]
» my name and Dwayne's name are spelled
both incorrectly.
[24:51]
» Okay. We don't have the third in front
of us right now, but um I'm going to
[24:55]
write that down right now. Okay. Your
name's in the public.
[24:58]
» Is it the first or
>> the third?
[25:02]
» Our meeting on the third.
>> No, but I mean is it your first name?
[25:04]
» Both.
>> Oh, okay.
[25:14]
that.
[clears throat]
[25:29]
» Okay. So, uh do we have a motion on the
payroll?
[25:33]
» Yes. I move that we approve payroll
check mark number 17 in the amount of
[25:37]
19,18452.
>> I second.
[25:41]
» Yeah.
Note that that's a bit high because the
[25:46]
uh board [clears throat] checks went
out.
[25:48]
» Yeah. All all of the uh Yep. All the
stipens. Yeah.
[25:51]
» Um
so we got a motion and a second. All in
[25:56]
favor? All right.
[26:17]
» Uh, you can.
>> All right. Uh, I make motion to approve
[26:21]
the accounts payable check warrant
report 17 uh for 17,91120.
[26:30]
» I second.
Any other questions?
[26:38]
All in favor? I I
[26:47]
got it.
This right here.
[27:06]
» Okay. Western fair and uh Jubilee. Um
>> yeah, this was um
[27:13]
me telling Patty that it was actually I
I didn't mean for it to to be out. I
[27:18]
mean, I wanted it to be an agenda item,
but I my whole long train of thought
[27:21]
there. Um, just to say that I've already
gotten with Todd and Todd has gotten
[27:25]
with Brian Lumbberg and so we've got a
list of what we need. So, we when we I
[27:29]
think you and I are going to the garage
tomorrow anyway,
[27:31]
» so we can um check in, make sure we have
everything that they need. Um, you know,
[27:36]
there's a diagram that they put out of
the layout of what they're going to be
[27:40]
doing on the 12th and where they need.
Yeah. Sure. I made some extra copies
[27:44]
where they need the cones, where they
need barricades. If anyone wants to know
[27:48]
what it's going to look like on
Saturday, rough drawing,
[27:55]
» it's going to be very busy. So, um,
>> yeah. So, I'll just make sure they have
[27:59]
everything they need and the fire
department of course is on it as they
[28:02]
always are. So, that's that. And I'll
just can I just throw out there that,
[28:06]
uh, I think they're still looking for
additional people to, um, volunteer.
[28:10]
Last I heard, they still need more
volunteers. So, anyone out there in TV
[28:13]
land that would like to volunteer and
help out, reach out to them. Uh, I guess
[28:19]
it would be
uh [clears throat] I guess Jeff, I
[28:22]
guess, right? Or whoever
>> any of them.
[28:26]
» Todd or Okay. All right.
>> No, not the not the fire department.
[28:30]
Sorry.
>> I was like,
[28:31]
» sorry. Sorry. I should be clear. Looking
for volunteers for the fair.
[28:35]
» Okay. Sounds great. Thank you.
>> Great.
[28:37]
» Cool.
Hey Brian, it's Jenny Server. Talking
[28:41]
about the roads in the past when there
used to be the um antique show and the
[28:48]
stuff at the Playhouse, they would
always put a saworse in front of Markham
[28:51]
Lane saying it was a private road, no
parking. We always end up with people
[28:56]
trying to park on Markham and it is a
onelane road. Do you think you could ask
[29:01]
them to put that saworse there that said
or comes to not park?
[29:05]
» I think we can. Uh I want to make sure.
Yes. I'm just thinking out loud. I think
[29:09]
that's probably a great idea, but are we
also going to be blocking off anyone
[29:13]
that wants to go into the antique store
if we do that? I'm just thinking out
[29:18]
loud. I don't know.
>> I'm not I'm not I'm not suggesting
[29:23]
um close the road, but they used to put
a saworse like sort of over half the
[29:29]
road saying no parking on this road.
>> Okay, gotcha. Yeah. Yeah.
[29:34]
» Okay. Sure. Thank you. I can work on
that. Sure.
[29:43]
» Great.
[29:48]
» Uh yeah, that's all I had on that.
>> Okay.
[29:52]
» Um
and uh new road crew member uh will
[30:00]
be uh Brian
Vander.
[30:05]
uh very Dutch name and I'm sure I'm not
pronouncing it right, but uh he's going
[30:10]
to be uh showing up at the town garage
tomorrow.
[30:15]
» Tomorrow at 10 minutes of six joke.
>> I hope not that early.
[30:21]
» Yeah. Yeah, that's when he's going to be
showing up. So, I'll be there and
[30:24]
» Okay. I've set my alarm already.
>> You want me there? I'll be there. If
[30:28]
» you don't If you
That's great. Thanks for doing that,
[30:32]
Jim. Um
yeah. Okay. And uh
[30:39]
so Dale Road tree removal.
Um
[30:44]
I hold on
eight.
[30:54]
» Yeah.
[31:00]
» So I can address this. Sure.
>> All right. Uh Ken,
[31:05]
» yeah.
>> Hi. Uh so, uh we had talked about
[31:11]
putting out bids for the tree removal.
Uh after this discussion, Jason, the
[31:17]
road foreman at the time, went and
because it is in the purchasing policy
[31:22]
that he can sign off on it, he ended up
talking to someone
[31:26]
uh named Jimmy who uh gave a quote for
two trees to be taken down when it was
[31:34]
supposed to be free for uh $3,000. It
was under our So when uh so
[31:43]
Jason set that up. I got a phone call
from Luna Sarnio
[31:49]
who was saying that she wasn't sure why
there was only two trees being taken
[31:52]
down and not three. And I said, "I'm not
sure. Let me figure this out." So I then
[32:00]
spoke with Jimmy and I found out that
Jason had hired him at the time he was
[32:04]
employed, had already set up taking down
the trees with Linda Sneogi's caretaker
[32:10]
and it was happening the next day.
>> [snorts]
[32:12]
» So, I called him and I said, "There's a
third tree that is dead. It's the ash
[32:16]
tree and
uh that has to be taken down, too." And
[32:21]
he said, "That's not a problem. It'll be
an extra 1,500." Which put us right
[32:25]
under the uh5 $4,000, right? $5,000 mark
for uh being able to not have to put out
[32:35]
bids. So they were taken down because
it was inefficient to rearrange
[32:42]
something when Jason had already set it
up when he was an employer when he was
[32:46]
an employee and it falls under our
purchasing policy.
[32:55]
» So that's that explanation.
[33:01]
» Anything else on that?
>> Nope.
[33:04]
» Okay. uh radar and speed sign.
>> Okay. So, you have in front of you three
[33:11]
proposals. Um I just reached out to
three different companies. It's uh
[33:16]
[clears throat] um so that I could um
you know really see
[33:20]
three different companies that had s all
three companies are very similar
[33:23]
products. Um I believe um Dwayne and
Melissa put me in touch with sorry uh
[33:30]
camp Tom what's his name in London
>> Cavanaaugh. Thank you, Kavanagh. So, in
[33:36]
London, they put these up and so they
actually use one of these, which is
[33:40]
traffic logics. Um, and they had some
success with them, but I got two other
[33:44]
um bids as well. So, they're in front of
you. I was hoping to come to this
[33:47]
meeting and make uh you know, ask you to
make a choice on one of them, but not
[33:52]
quite there because as we looked a
little closer, there's a couple of
[33:54]
unanswered questions that I still need
to clarify. Um so the entire um the cost
[34:01]
of these three if you take a look um
each one of them is coming between
[34:06]
» more expensive than the others.
>> Yeah. So one be they're between6 and
[34:09]
$8,000 right. Yeah. Yeah. All very very
similar products. U they have all 15
[34:14]
inch. They have all have two-year
warranty. They all have the solar
[34:17]
wattage uh backup
>> different looks though.
[34:20]
» Um yeah but you know and and some of
these pictures are adjusted like this
[34:24]
thing that says slow down. Like we
wouldn't take it with that. they would
[34:26]
all be very basic. So if you remember
from the original conversation,
[34:30]
» right,
>> um the agreement with Vtrans because we
[34:32]
because it is a state road is that it
has to be very basic and it has to look
[34:35]
something like this, [snorts]
>> right?
[34:38]
» Very very basic.
>> Yeah.
[34:39]
» So it just has your speed
>> um and it has to be yellow with the
[34:43]
black, etc., etc., etc. So um
>> do you have a
[34:48]
extra copies if anyone wants one? um is
a free
[34:52]
» so I can either come back with a final
proposal in two weeks or um if we're
[34:57]
comfortable we could move forward with
approving the purchase of two units as
[35:02]
some you know [snorts] up to 8,000 or 8
8.5,000 I would say after the final
[35:06]
review um
I don't know what you feel maybe we you
[35:11]
want time to look over you guys didn't
have time to look over
[35:14]
» I looked over it
>> okay
[35:15]
» I I did not have time
>> okay so why don't you look over them and
[35:19]
then We can uh hopefully finalize this
in two weeks.
[35:22]
» Yeah. What is the delivery time on
these?
[35:24]
» So, it's about three weeks, three to
four weeks depending.
[35:28]
» Some of them include shipping and some
of them don't.
[35:31]
» Right. But the totals all come Yeah. 16.
>> I'm just going to say I like this one.
[35:37]
» Yeah. And I think the most simple
>> I think regardless of which company we
[35:41]
use, that's what we're going to end up
with because it's the right size. It's
[35:44]
the right color.
>> Yeah. And it's it's not as big.
[35:49]
» Yeah. Yeah. So, all the ones that you're
looking at are all 15-in displays. So,
[35:54]
they're all the same in terms of the
size.
[35:58]
» Although, there's one that does show a
little bit bigger, but that's
[36:02]
» But they all have that orange.
>> So, it has to be a yellow background
[36:05]
with black letters is what uh Vrans
currently wants.
[36:08]
» Okay.
>> It would be the white one. It would be
[36:10]
the yellow.
>> It would not be the white one. It would
[36:12]
be the yellow.
>> So, We can choose the display color.
[36:17]
It's
>> We can It's all It's all dictated. It's
[36:19]
all dictated in in the VR. So, it's uh
it has to be the black background with
[36:24]
those um yellow
numbers. Yeah.
[36:27]
» Right. Right.
>> And do those numbers uh change color if
[36:32]
you're below the speed limit?
>> They do not. They're always the same.
[36:36]
» Okay.
>> And we can't have something that says
[36:38]
thank you or slow down. None of that is
not that we would want it, but none of
[36:41]
it is allowed on a state road.
Uh, so we'll revisit this in two weeks.
[36:47]
» Yeah, I really wanted to knock it out
today, but I I I just want to look at a
[36:50]
couple more things because I one one of
the things that I found out is um the
[36:55]
solar wattage is varying
>> on a couple of them.
[36:57]
» I was going to say there's some of them
like hardline and then others are like a
[37:01]
Bluetooth and I don't know it's like
booting up.
[37:04]
» Yes, that's correct. But with any of
them you can get Bluetooth capability to
[37:08]
get the information back. Um, but there
are some that you can get it through a
[37:13]
laptop. Um, but it
too, but then there's one that lasts for
[37:19]
much longer than the other two.
>> Correct. With one of them, it's it's the
[37:23]
right and right. Exactly. But on the
other ones that don't have that lifetime
[37:28]
data.
>> Yeah.
[37:29]
» You can [clears throat] continue
continue to get it through Bluetooth on
[37:33]
your own, which is exactly what they're
doing in London Derry. They're not
[37:36]
continuing to pay that. They're just
going to the sign. but Bluetooth.
[37:42]
[clears throat]
>> And London Dur is they're happy with
[37:44]
theirs, right?
>> They are. They are. They had they had
[37:47]
one issue in the beginning um uh
something with I believe it was ice or
[37:52]
something, but in general they're happy.
Yeah. And you know, I'm through there
[37:55]
all the time. We all are, right? And
they're always functioning,
[37:57]
» right? I've never seen an issue. So, so
um
[38:02]
why don't we
[38:06]
um
go with the with the legendary option,
[38:10]
which by the way is one of the cheaper
ones.
[38:12]
» The the uh
>> yeah, the only reason I didn't bring
[38:15]
that forward today is because um it's
not clear with the proposal that they're
[38:19]
giving me if it's solar wattage of 50 or
90 and 50 is not going to cut it
[38:23]
according to what I've read. So, we want
to get it with the n with the higher
[38:26]
one. So, I don't know if that's going to
vastly change that number. So, if if you
[38:31]
guys would like to say we can move
forward with that up to a certain amount
[38:34]
in case that number changes, I'm be
thrilled to be able to move forward.
[38:39]
» How about I move that um we authorize
you to um
[38:45]
buy the uh safe pace uh
>> traffic logic.
[38:49]
» Yeah.
uh product. Um and uh we authorize you
[38:55]
to spend up to pick a number 7,000. That
should get
[38:59]
» That should get us. That's fine. If it's
over there, we'll come back. That sounds
[39:02]
great.
>> I second.
[39:06]
» Any other discussion?
All in favor?
[39:09]
» I don't know if now's the time or not.
If this is a new implement for the for
[39:16]
the town, who will manage this data and
oversee it and take action on it if
[39:23]
there is any action? So the only action
that could possibly be taken is if we if
[39:29]
at some point the board wanted to you
know take the data the data that says
[39:34]
there's you know speeding is happening
at the you know the most between these
[39:39]
hours you know if they wanted to take
that data and either use it to hire an
[39:44]
officer you know to to sit here and give
out tickets and slow traffic down or if
[39:48]
they ever wanted to use that data to say
maybe we want to you know fight to
[39:53]
change our speed limit to 25 or
whatever. Um,
[39:56]
» who's the they in your
>> So, so that data we can get and we will
[40:00]
hold it here in the select office. So, I
will work with Patty and we'll just make
[40:03]
sure that we have that data here for
anyone that for any whenever the select
[40:07]
the select board for the select board to
use it. Would are you thinking we would
[40:11]
like to make it public?
>> Anybody actually that has a
[40:14]
responsibility now that we're going to
have all this data to actually look at
[40:17]
it.
>> Um, I think my answer to that would be
[40:20]
the select board to to look at that data
and decide what they'd like to do with
[40:23]
it. Okay.
>> And I think if there's ever any interest
[40:25]
in it, we happy to share it.
>> I can't imagine when we wouldn't.
[40:29]
» Yeah. I
but [clears throat] the
[40:36]
you know, for instance, if we had
citizen complaints about, you know, the
[40:41]
speed of traffic at a certain time of
day, we could go into the data and and
[40:47]
confirm it or or whatever. Uh but also
this would be give us an opportunity to
[40:55]
have a state trooper or a sheriff come
in and you know right start start giving
[41:02]
out some speeding tickets.
>> But you know there are all sorts
[41:06]
» or it could be a public information like
in the newspaper every month says you
[41:10]
know
>> people you're going too fast.
[41:14]
» Yeah. Interesting way to use it. I
didn't think of that.
[41:18]
» Hang on. Yeah.
>> Okay. Okay.
[41:20]
» Um
Okay, Katie, attic repairs.
[41:27]
» Yes. So, uh we had talked about uh pest
control at the little school and um
[41:37]
there was a discussion about
uh getting bids. Um,
[41:45]
essentially, uh, after some research,
uh, we found out that we already have a
[41:50]
relationship with Vermont Pest Control.
They, uh, do stuff in this building. Um,
[41:56]
and it was an emergency. And so, uh, we
met with Vermont Pest Control and, uh,
[42:03]
had them come in. Uh, the,
uh, bid was under $5,000.
[42:10]
actually way under. And um we do
>> you remember what roughly what what?
[42:14]
» Yeah, it's like 100 $125 a month.
>> Okay.
[42:18]
» To have bait stations. And uh so they
went in I got a text message about this.
[42:23]
» And there are no issues with the kids on
that. This is all on the top floor.
[42:27]
» No, this is around the whole building.
Oh,
[42:29]
» no. This is around the whole building
and in and downstairs in the basement.
[42:32]
In the basement in It's all It's
everywhere. Yeah.
[42:36]
» Yeah. So, uh
just uh the bait boxes were installed.
[42:42]
Um so there's there's a huge hole about
this big in um the wall that looks into
[42:49]
the basement that like a hole. What do
you think? A possum
[42:54]
» the big hole
>> and uh
[42:57]
» on which
>> it's it's on the back part of the little
[43:01]
we just need to get some screening in.
>> We need to get some screening something
[43:05]
in there. Right. And then in the attic,
well, all over the whole place is
[43:10]
invested. Um, uh, but the attic has a
lot of holes in the ceiling and in the
[43:17]
floors and it's very old, but I think we
need to get some a contractor in there
[43:22]
as soon as possible and and put out
something for bids.
[43:24]
» Okay.
>> And uh I would like to make a motion
[43:28]
» to do that.
>> Yeah. To do that. Yeah. Uh they're
[43:31]
anxious to get it done.
>> Okay. So, I'm sorry. To do what? I I
[43:34]
would clarity
>> to give a uh I would like to figure out
[43:38]
what needs to be done.
>> So this is on the third floor.
[43:41]
» You're not talking about pest control.
You're talking
[43:44]
» No, we're talking about now contracting
to fix the holes in in the walls
[43:48]
» in the walls in the ceiling in the third
floor.
[43:50]
» And in the third floor and then the hole
in the basement.
[43:55]
» Okay.
>> For you know, I mean I can clarif I can
[43:59]
have you call Don and clarify.
>> I I got it. I I I I just wanted to I get
[44:03]
clarity.
>> I know. I'm sorry I wasn't being very
[44:05]
clear about it. Uh
>> so
[44:10]
» we need a professional to come in and
tell us what needs to be done.
[44:13]
» Yeah,
>> I think we should move forward with
[44:14]
that. I agree. I mean, I saw that roof
with you and I agree. I mean, and just
[44:18]
to be clear for everyone, it's not like
there's holes into the roof. It's just
[44:21]
that in the gap between the roof and
this and whatever you know the the drop
[44:27]
there right there it's open there and
that's where there's
[44:31]
» there's also an issue with the door in
the attic. It's uh it's hard it's hard
[44:34]
to open and close. It's I think you know
it's I think a safety issue that brought
[44:39]
up
as well.
[44:41]
» Yeah.
>> Okay. So, I make a motion to uh
[44:49]
put out uh bids to get a contractor to
come in and look at uh the how does
[44:55]
Well, question before I do this process
is that we put it out and people come in
[45:01]
and look at it or do we have one person
and we get specifically what needs to be
[45:06]
done and then put out that that list of
what needs to be done? I just want to be
[45:10]
clear like
>> I don't think we can have a scope of
[45:12]
work until we have a professional. We
can't have a scope of work to do a bid
[45:15]
until we have professional come in.
>> So I think we could have a professional
[45:20]
come in and look at it and then from
there we can build and make a scope and
[45:24]
then and then do that. Yeah.
>> But so I'm I'm going to move that we
[45:27]
authorize Katie to to pursue that. I
second.
[45:30]
» Yeah.
>> That being exactly
[45:34]
» um we're gonna Sorry, I'm gonna let you
speak.
[45:37]
» Yeah. We're going to get um uh someone a
professional to come in and look at the
[45:43]
attic uh you know the the holes and the
repairs that need to be done and you to
[45:48]
get the scope and then um once we've got
the scope put it out for bids.
[46:00]
» You want to second that? Did you already
second it?
[46:03]
» I did I think. Did I not?
Can we just clarify?
[46:06]
» Yeah, thank you.
>> Second.
[46:07]
» Okay,
>> so I move.
[46:09]
» Thought I did. Sorry.
>> Seconded. Uh, any other discussion?
[46:15]
» All in favor?
>> I
[46:22]
» Okay. Um,
[46:27]
» yeah. Equipment. We've got
[clears throat] a
[46:32]
a list that um
that I've been working on with um with
[46:38]
Huey for uh the uh maintenance work. Um
and uh we're making progress on that and
[46:48]
uh that's one of the things that we're
going to get involved with uh Brian, our
[46:53]
our new guy. Um,
uh, that that's pretty much it.
[46:59]
» It's like coming up with a timeline of
what to do.
[47:01]
» Well, yeah, it's we've got a list by
truck and it's
[47:05]
» Almond's doing some of it, right? Doing
the wing.
[47:07]
» Yeah. Yeah.
>> Yeah.
[47:09]
» So, we're we're just
>> This is great. Thank you, Jim, for
[47:12]
jumping on this. I'm going to be because
we need to be ready, obviously.
[47:15]
» Yeah. Um,
[47:20]
» yeah. Uh,
okay. And the municipal roads. Um, I've
[47:27]
got uh just a a quickie. I walked um
the uh
[47:39]
the um
we have our uh
[47:46]
BR grants and aid project. Uh the the
deadline for that is the end of this
[47:53]
month. Um and I walked that that uh
project. This is on Piper Hill Road
[48:01]
about from from where it joins with old
Tavern Road up about a third of a mile.
[48:09]
It's it's ditching and culverts and um
that sort of stuff. We don't have the
[48:16]
manpower to do that right now. So, um,
uh, I reached out to the road foreman in
[48:24]
London who suggested a couple of, um,
uh, contractors who could do that work.
[48:32]
Um, but he said, "Oh, by the way, uh,
Jared Sanderson just had a a
[48:38]
cancellation, so he could do it." So, we
walked with Jarrett and uh went through
[48:45]
all the details with uh with um Alisa
Connelly and uh
[48:51]
so I I think we ought to
just officially approve going doing the
[48:59]
work. So, uh, I'll I'll move that we,
uh, uh, authorize, um, Jared Sanderson
[49:08]
to do the, uh, the grants and aid work
on Piper Hill Road.
[49:14]
» I second.
>> Okay. Any other discussion or questions?
[49:19]
Okay. All in favor? I. Thank you, Tom.
>> Yeah. [snorts] And then, um,
[49:31]
Let's see. We
[49:38]
» There's something that we need to sign
here.
[49:40]
» No, that's just um something that we
need to um just review. And he verified
[49:46]
for me because I wasn't sure the date.
It's actually This is the form is not
[49:51]
due till October 31st, 2027. So, we have
time to
[49:55]
» Oh, we got time.
>> Yeah. quite a bit of time. Yeah.
[49:59]
» Okay. But no, but thanks for putting
this in front of me because I did not
[50:01]
see this.
>> Put it on the radar.
[50:03]
» You You just said 2027.
>> Yeah,
[50:07]
it's written 2026.
>> Yeah, you just verified. I saw the
[50:11]
email.
>> So, it's 2027.
[50:13]
» 2027.
>> Okay.
[50:16]
[clears throat]
>> So, we have
[50:20]
» All right. Okay. Um,
community announcements,
[50:28]
» big fair, fair and jubilee
>> comment and and volunteer. They need
[50:32]
volunteers.
>> They need some volunteers. Yeah. And
[50:35]
they also are asking for everyone to try
and put the word out because
[50:38]
» um we just want to make sure everyone
knows that's all you know to make sure
[50:41]
that the word is getting out beyond just
Weston because
[50:44]
» they're having um upwards of um again
I'm not speaking I'm just knowing what
[50:49]
speaking what I know. I'm not part of
the group, but they have upwards of, I
[50:52]
think, 20 vendors that are coming in,
food trucks and stuff. So, we want to
[50:55]
make sure that they get enough,
you know, enough.
[50:59]
» Yeah. Um,
>> there's a really nice video on Facebook
[51:03]
that was made about it that could be
posted as well.
[51:06]
» Yeah. Yeah.
>> We ought to um
[51:08]
» and reposted on the forum.
>> Make sure that the uh
[51:14]
well, I'll call uh Debbie and get the
Wilder has a great mailing list. Old
[51:19]
Parish Church has a great mailing list.
>> Yeah.
[51:22]
» Who who else would have a great mailing
list?
[51:24]
» I made an announcement neighborhood
connections today when I was there for
[51:26]
whoever was at the lunchon. Um and I
talked it up there, but um you know,
[51:30]
maybe they have maybe they have a whole
mailing list that they could put out.
[51:34]
Neighborhood Connections.
>> Yeah. Yeah. I'm I'm sure
[51:37]
» you want me to I can do that one.
>> Uh yeah, I'll do uh
[51:44]
write it here.
[51:49]
Did [clears throat] did someone I should
know it but I don't and want to know it.
[51:54]
» Join the crowd organization. What is the
date of this again?
[51:57]
» Oh, it's this Saturday.
>> Saturday the 12th.
[51:59]
» Saturday
>> and it's and you're right. I should and
[52:01]
and um it's uh starts at 11:00. There's
a parade at 11:00 and then and then it
[52:07]
goes from 12 till at least 6. I know
there's a beer tent that's coming in
[52:11]
later in the afternoon. It may go
further into the evening depending on
[52:14]
how many people choose to be in the beer
tent. That's what I'm told. So, I think
[52:18]
that's an invitation for all of us.
>> 11 to 6 about 11 to 6.
[52:23]
» 11 is the parade and then it officially
kicks off at 12:00. But there is also a
[52:28]
» an a dog animal parade costume parade uh
that is being sponsored by CO.
[52:33]
» And if it's not clear, the proceeds go
to the Western Community Association.
[52:40]
» Yeah. The parade is
>> My concern is EMS access. So the parade
[52:48]
route 100 will be closed for
>> a few minutes. I don't know how long.
[52:53]
» Yeah, I I I'm here and we've been
>> we've been round and round with uh Mark
[52:59]
Pickering and VR and know everybody is
and the whole fire department is
[53:04]
» hear me. I'm concerned about EMS and the
rest
[53:08]
» access to places north of the village.
>> Fire department's going to be here too
[53:13]
to make sure if if that makes it feel
any better,
[53:17]
» right?
>> Fire department is is managing traffic,
[53:19]
aren't they?
>> Yes.
[53:20]
» Yes. So
>> yeah.
[53:23]
» So somebody if somebody needs to get
through
[53:25]
» minutes long.
>> Yes, that's correct.
[53:28]
» But that's a great question.
>> Under 15 minutes is what we're being
[53:30]
told.
[53:35]
Okay. Um, anything else.
Okay.
[53:41]
Want to move adjournment or
>> uh, yeah. Motion to adjourn the meeting.
[53:45]
» Second.
>> All in favor? I.
[53:48]
» Thank you all.
>> Thank you.
[53:54]
» Okay. I can't forget Mark Lane.
