[0:03] so debbie do you want to take over on this
[0:14] did we lose her can you hear me yes okay uh
[0:21] well i did everybody get to look at it i mean are there questions i tried to go
[0:28] into a little more detail with the memo trying to explain why we
[0:32] do this and the timing of it
[0:37] the schedules the schedule a is just the amount of
[0:46] property tax dollars that we are requesting
[0:50] with this tax budget what will happen is that the budget commission will get it
[0:55] they will look at it review it set the tax rates
[0:58] and then they fill out the other columns and then we
[1:01] have to accept their tax rates and do i'm not sure i think it's a
[1:08] resolution back to the county and then then you
[1:11] know that part of our budget is set for um 2022
[1:16] the revenue part
[1:20] okay but again the reason for is this basic summary do you want to just go
[1:25] ahead and summarize that right um yeah it's it's
[1:30] at the first part of the budget process and like i said it's for the
[1:37] basically so that we can convince the county that we are in need of the
[1:41] property taxes that are levied against our
[1:44] wicklif properties and the part that we get
[1:47] um
[1:50] the millage it's that's a little always a little bit confusing i think
[1:54] to everyone you know because a a mill rate is one tenth
[2:01] of a thousand dollars of a success assessed value so it's one dollar of a
[2:07] thousand dollars of
[2:12] an excess uh assessed value which is you know the county determines
[2:17] what the the value of the property is and then the assessed value is 35
[2:21] of that
[2:25] so you know we want to make sure that this tax budget is it's a jumping off
[2:32] point for our annual appropriation budget
[2:37] so that we can prove that we need the money
[2:40] that the county will give us basically
[2:46] does anybody have any questions on any council do
[2:50] any questions on the documents that we were provided
[3:02] okay so we also nobody has any questions we have to have a public hearing on this
[3:07] and we usually do that before the last meeting of the of the
[3:11] i don't know i don't say calendar year last meeting before we go on recess
[3:14] so we will have a an open public meeting on july or june 28th at 6 45
[3:20] um to uh have any kind of public hearing to see if anybody in the public wants to
[3:25] talk and ask questions about this um i think i
[3:29] believe it'll all be posted for people to view up until the 28th and
[3:33] after that meeting we will then pass that legislation to
[3:36] senate to the county there'll be a legal notice at least 10
[3:40] days prior to the hearing and there will be a copy of
[3:44] this that you have on your screen in the
[3:47] finance department if any resident or anybody wants to come and
[3:52] examine it
[3:55] okay again any questions or any comments from the
[3:58] council or the committee
[4:06] okay if not um
[4:11] then the the committee will uh call for a public hearing at 6 45 on
[4:17] june 28th um and then it will recommend the
[4:20] council that the authorized law director to prepare legislation for the fiscal
[4:23] year 2022 tax budget i'm going to report that item out of
[4:27] committee that when we're going to read that minutes
[4:30] at the next council meeting
[4:33] um okay that eight meeting closed at
[4:40] 7.06
[4:47] we will uh start the committee of the whole
[4:50] to discuss the uh lease at community center
[4:55] it's 707. ms drake should be joining us any second now
[5:11] tim's not here for this one
[5:15] i do not see him on call
[5:49] okay um you should be joining in a
[6:04] second
[6:18] hi monica uh we just start open the meeting we're
[6:21] uh to discuss the uh lisa community center i'm sharing the screen that you'd
[6:25] sent us or the notes you had sent us if you want to go ahead and
[6:28] you know go in any more detail or talk about it yourself before we uh
[6:31] any of the committee ask any questions or has any statements
[6:36] plea you got to unmute yourself
[6:40] thank you i'm in a live meeting in kirtland so it's kind of different
[6:44] okay so uh meeting with um with the uh representative and she has
[6:50] indicated that we um that they would be able to work
[6:55] with us with the physician on site uh the community center for two days a
[6:58] week for two hours a day or for one uh four-hour session
[7:04] and um they would also look to have a medical assistant
[7:08] on site with the physicians at that same period of time
[7:12] so that they could um input the data of the um
[7:15] [Music] of the patient um take the vitals
[7:20] blood pressure temperature etc um get the basic information before they
[7:26] go in and see the physician and that they would prefer two private
[7:30] rooms to be able to do this one would be for the physician we have
[7:35] discussed using where the podiatrist the room that
[7:39] the podiatrist currently uses and then one
[7:42] other room they would also need an area to be able
[7:47] to lock up supplies they will use their own uh computer
[7:52] that's connected to their main system so they wouldn't need any type of computer
[7:56] support probably obviously wi-fi access to be
[8:00] able to connect into their um into their system
[8:04] and that they're required to receive um or to pay
[8:10] the the prevailing rate for rental space so that is something that they they
[8:16] would pay the city they would have to pay the city
[8:19] and they would look to the law director drawing up a lease agreement for the
[8:26] space so those are the high-level um
[8:31] points and and if this is agreeable to council we could
[8:35] continue and work with cindy to determine
[8:39] cindy bender to determine when when we could start this program
[8:45] do we have an idea what the prevailing rate is
[8:49] i'm looking at it runs anywhere from 9 to fifteen dollars i'm not quite sure um
[8:56] like what the city i i've shared this with tim i'm not sure what the city
[9:01] charges for for rental space
[9:06] um i've shared this with both tim and john
[9:12] i'm trying to get an idea
[9:17] so at this point rental tends to go anywhere from
[9:20] i've seen anywhere from nine to fifteen dollars
[9:24] um does anybody else have like does that sound
[9:28] about right to anybody else do you
[9:32] okay that's that's what i've i've seen when i've read some lease
[9:38] agreements or been looking just generally i don't know if you see me
[9:44] waving my hand i'm sorry with me sharing i only have so many pictures go ahead
[9:49] maria okay um so we don't know what the prevailing
[9:53] rate would be for them to rent a space for two hours
[9:56] twice a week is that what you're saying what i'm saying
[10:00] is that it goes on usually prevailing they go off of square footage
[10:04] so it would be like nine dollars a square foot up to 15
[10:07] square foot depending on the location um i have shared this with him he has not
[10:13] provided me the information of what the city what
[10:17] the city rents space for at this time but he does have the
[10:21] information he does know that i do need this information
[10:24] don't we have um we have anybody that comes into the
[10:29] community center to rent time like you know a couple hours for
[10:35] different things like you know groups or i mean do we charge rent at
[10:39] all we do but i'm not sure monica knows the
[10:42] answer that i think that'd be answered tim would you provide and
[10:45] unfortunately not on the call right i have requested that information
[10:50] from tim maria to answer that question i have
[10:54] asked for it because this is you know i mean they're
[10:58] going to be billing all these people right or is this free
[11:02] um it depends on what is covered but yes it would be a billing so it is that's
[11:07] why they have to they have to pay the city to use the
[11:10] space and so it would be based on what the
[11:13] city's rates are and tim would be based on the rooms that
[11:18] they use that's what they would have to put
[11:21] together that information it's like debbie
[11:23] yeah okay just curious yeah joe
[11:31] yeah i got a couple questions well as far as the rental i mean i've rented
[11:35] there before but that's for like a party which is like 40 or
[11:40] something like that but i don't know if it was hourly i can't remember but
[11:44] that's probably different so a couple questions i have
[11:46] is um i don't know if you have the answers that's why i was hoping tim
[11:49] would be on so obviously you said they need space to
[11:53] lock up some you know equipment or whatever so
[11:56] those rooms when they're not being utilized
[11:59] by them will they still be able to be used by others because i know
[12:04] he had uh um a couple you know he says that books up
[12:09] quick with rooms for this or that so i i was just wondering if
[12:13] when they're not there it could still be utilized for other things
[12:18] yes um so the podiatrist room i don't think that they rent that
[12:23] out to other people too often um it has like an exam
[12:28] table in it um
[12:33] that's not an area it's not like one of the areas that's rented out it's a small
[12:37] room it's an exam room and then there's a
[12:41] smaller room next to it so this is the two rooms that
[12:44] they where they were talking about it's not in
[12:46] kind of the main areas where there are larger rooms you have like where they
[12:50] feed feed the resident um not the resident
[12:53] sorry they feed the um the craft area or the yeah
[12:58] it's not in that area it's in in the smaller
[13:02] rooms i'm thinking it will probably be the same amount that we charge the
[13:04] podiatrist right
[13:09] debbie do you have any answers on that or no do you know a fan
[13:13] to my knowledge um the podiatrist doesn't pay anything it's
[13:17] they come just as a courtesy to the seniors
[13:20] um and just a quick google search i did for medical
[13:24] leases and in the columbus area it's like 18
[13:28] a square foot so i don't know if that helps anybody
[13:33] but uh my other concern would be the wi-fi accesses would it be secure
[13:39] enough for their records just something to think about
[13:44] so i'll ask cindy about that concern that's a great concern
[13:49] and they call in through their vpn though so it
[13:52] doesn't matter i mean they're protected it shouldn't
[13:56] it's good sorry joe scott i'll go back to you joe okay oh
[14:02] thank you monica is there any discussion about the term of the lease
[14:07] he has not discussed it in too much detail so what we could do
[14:10] too is put together a list because she and i are
[14:14] meeting on friday friday we could put together
[14:17] a list and or i'll email it to her and then we're getting together on friday i
[14:21] would really like her to go because it's been a while it's been
[14:24] um last spring when we went through there i really would like her to go
[14:30] through it again um this year and then i also do need to
[14:34] ask her um based on you know the comments of the
[14:38] prevailing wage in um in columbus is it
[14:42] medical prevailing wage is it city prevailing yeah i'm not
[14:46] familiar with i apologize but prevailing rent you know
[14:49] and just get a clarity on that yeah and once again that's the main two terms
[14:55] i would need to know obviously is the amount
[14:58] in the uh term you know if i could just throw out there if you want to discuss
[15:01] with her you know maybe it might not be a bad just an initial like one year term
[15:04] so both parties could feel it out to see if it's working or not so they're
[15:09] not tied in long time if it doesn't work out or vice versa on the city end
[15:12] but obviously those are the two big elements i'll need
[15:18] good randy um i know it's premature but has anybody talked to them about what
[15:23] type of signage they're going to use to let people know that they're at the
[15:27] senior center during the for clinic hours
[15:32] yeah we haven't gotten to that depth yet um i think it was just kind of an
[15:36] overview of i have everything i'll ask her about
[15:41] that
[15:45] joe uh so and again i don't know if we're getting ahead of that just so
[15:50] this is just for like a primary care physician
[15:53] and is it just is it for anybody who has coverage through uh or is it for just
[15:57] seniors i think it's really open to the
[16:00] community it was awesome a little more focused on obviously
[16:06] providing the service to the seniors because it's at
[16:09] the community center where seniors gather but it is open to the
[16:13] um it is open to the community because when we were looking at spaces we were
[16:19] not initially she was not initially focused on the
[16:23] community center she looked a couple other spaces
[16:26] for potential lease okay
[16:32] any other questions or comments matt um the she talks about
[16:39] the need to store equipment at the center
[16:42] wouldn't that include their computers that they're using as well or is it just
[16:45] strictly in the medical assistant i my understanding from her is that it
[16:50] is just medical type supplies you know
[16:54] general medical supplies i will uh the the computers are laptops so they would
[16:59] carry them with them but i will verify that question and
[17:04] with her i'm making notes so i'll ask for that
[17:09] i appreciate that monica you know when it comes to things like um
[17:12] you know identity theft something like that where there's you know potential
[17:16] medical records would be a concern if they're storing it on site
[17:19] no in my under i and i'm 90 sure but because i can't tell you with
[17:24] 100 surety i'm 90 sure that they will not be
[17:28] throwing their laptop there but i i absolutely will get that
[17:32] information from her maria
[17:37] so i just i just think honestly when you go to look at the pricing on this
[17:42] so this is you know uh coming to you know work among they're working
[17:47] among the community but i guarantee you they're either going to be charging
[17:50] medicare or medicaid or you know private insurance
[17:54] so this is actually you know a business so i think we need
[17:57] to price it accordingly it's not going to be anything
[18:00] like what goes on in the community center i mean it's it's truly
[18:04] you know an avenue for them to get some free rent too so i think we need to
[18:08] from some low rent so i think we need to price it that way
[18:12] because there is a lot of liability that comes to you know people coming in to
[18:15] get medical care too so i think it should be priced like a
[18:20] medical facility pricing right and that's why she she and
[18:25] said that they cannot take any type of free rent they have to pay
[18:29] a rate you know a medical rate i'm just going to
[18:35] um get more det a little bit more detail into that so that we can have a better
[18:41] understanding of uh can i actually
[18:46] go ahead time yeah uh another thing if they're going to be storing something
[18:51] that's going to be there 24 7. uh hopefully it's going to be insured
[18:57] and we got to make sure that we can put that in our facility number one
[19:01] uh number two is an insured who's insuring it
[19:05] so that's another question to be put to tim
[19:08] and to uh that's all i have to add right and i'm sure uh is doing this
[19:15] other places so it might not be a bad idea to ask for
[19:19] you know some comparisons about like how they're ensuring their
[19:22] other spots i mean this isn't the only spot they're doing this
[19:28] randy well that goes along with what maria just said about their
[19:32] prevailing wage i mean they should be able to give the city an idea on
[19:35] what they consider prevailing wage compared to i mean our square footage if
[19:40] they know what the prevailing wage is when
[19:42] i mean i'm sure we'd all be happy with writing them right in the space
[19:45] but they should be able to give us some insight on that
[19:48] yeah and now i'm going to work get more detail from her because she's just
[19:54] mentioned prevailing rates but um i'll look also
[20:00] i'll do some comparisons of different medical
[20:03] facilities and what they these their square footage for
[20:06] i have one more question scott if um they rent that they would have to be
[20:12] like any other business and have their own renters insurance right that this
[20:15] we could write that in their lease that we're not responsible correct
[20:19] well yeah everything in the lease would you know cover insurance indemnification
[20:23] and liability all you know all the standard stuff that
[20:25] would be in there obviously the city would take no responsibility
[20:29] we'd make sure we're covered all right thanks scott
[20:35] awesome any other questions or comments
[20:40] does anybody have any objection uh once monica has this meeting with uh
[20:44] and uh discovers or discusses the prevailing wage
[20:48] and the length of the lease of uh allowing this them to use the facility
[20:54] no great no objections okay then we will uh after that
[21:00] let uh i guess basically authorize the law director to draw the uh the lease
[21:05] um you know make a motion of the next meeting to authorize him to draw up
[21:09] a lease agreement with them hopefully at that monday's meeting we'll have the
[21:13] details of exactly what uh the length of the prevailing wage are
[21:18] awesome um i'll send cindy an email tomorrow
[21:21] with with what i understand let me review
[21:23] this real quick and make sure i have everything that you would like me to ask
[21:28] the length of term prevailing rates of rental
[21:31] net for medical facilities um signage what would be needed um
[21:37] what would be stored in this lockable storage facility at the site um
[21:44] verifying that it's not going to be computer and then
[21:47] renters insurance is that did i cover everything that you would like to
[21:51] have addressed
[21:55] monica when you're talking about the cabinet to lock it up they will be
[21:59] supplying their own cabinet right so it's to what they want
[22:02] or do we have to supply the cabinet um i don't know that's something that's
[22:08] why i would like cindy to go back and us go through the
[22:12] facility again because um she just said that we need an
[22:17] ability to have a lock up have a storage space to lock up
[22:21] things so whether it's a cabinet that is already
[22:25] available that might have space in it i don't know that answer and i will ask
[22:30] tim that and if we don't then the ability to
[22:34] bring in something to be able to
[22:45] there was a cabinet or a storage space i believe if i'm not mistaken i don't know
[22:50] if it's gone but i believe when i saw that last time when he was
[22:54] there one day or something so yeah i know that there's cabinets in
[22:58] there i just don't know if they're lockable
[23:00] and that's that's what i have to go through again like i said it's been a
[23:05] while since i've been in there and and it's been a while since cindy's
[23:10] been in there and before we firm anything up we just have
[23:13] to verify what specifically is there what's
[23:15] specifically needed and is it space can they bring in their
[23:19] own little storage if there isn't space
[23:24] and you know just so that we make sure we
[23:27] um take care of the needs whatever route it's supposed to go
[23:36] well if nobody has any other questions or comments then we'll just as a
[23:39] committee recommend to uh have the law director drop the
[23:42] lease based on the information we find out on monday okay
[23:48] all right meetings adjourned at 7 26. thank you see you later have a good week
