[0:00] Ready?
[0:08] » Williams County Regional Planning Commission is now called to order.
[0:13] We do have a quorum. Any announcement, staff?
[0:19] » Uh, thank you, Mr. Chairman. On your desk in front of you, you do have a
[0:22] revised agenda. Items number 5, 27, and 31 have been withdrawn.
[0:29] Items number 25, 26, 29, and 32 are on your consent agenda for deferral. You do
[0:37] have a revised report for item 31 noting the withdrawal request on your desk. And
[0:42] finally, just a reminder that your March meeting.
[0:49] » Sorry. Thank you. A reminder that your March meeting will be held on Thursday,
[0:53] March the March 19th. So that's the third Thursday of the month rather than
[0:58] the second. That's all I have, Mr. Chairman.
[1:00] » Thank you. At this time, we could have the public
[1:04] comment and no one has signed up for that. So we'll go to consideration of
[1:09] the minutes for January 8th, 2026. Has everybody had a chance to read them,
[1:14] review them? >> Motion to approve.
[1:17] » Second. >> Motion made in a second. All in favor
[1:19] signify by saying I. >> Motion carries. Thank you.
[1:24] Consideration of the consent agenda. Uh we'll take it as a whole unless any of
[1:30] the commissioners want to uh >> take one. Sharon
[1:35] » is recusing herself from it. >> The consent agenda. Mr. Chair. Thank
[1:39] you. >> Okay. Do we have a motion on the consent
[1:44] agenda? >> Motion to approve.
[1:48] » Motion made and second. All in favor signify by saying I.
[1:51] » I. >> Approved. Thank you.
[2:00] The first item on the agenda is Terra Farerrell Road drainage and erosion
[2:06] control bond update number 24.
[2:13] » Hi, uh Brent Theny with True Land representing Jones Company. Um start
[2:19] with the fire pit site plan area that has been submitted is under review by
[2:23] the county. Um phase one engineer just sent back that had been under review and
[2:31] uh the engineer sent back comments from that today. So we'll work through those,
[2:35] read through them and work through them. Phase two, the slope repairs are
[2:40] essentially 80% of it's done. The fabric um has been installed. the drains, the
[2:46] stone. We did a rough, what I would call final grade, trying to beat the ice
[2:51] snowstorm and did a rough stabilization. We'll need to go back, pull that back,
[2:56] and do a finish final grade on that uh and restabilize it. Uh so that's yet to
[3:03] be complete. Um the head walls had not been finished. The fabric has been um
[3:10] verified in those and those have been finished.
[3:14] Um there's one uh road repair. The county has asked for more cores for
[3:18] phase 2 road uh in certain areas. Uh we've contracted the geotech and we're
[3:24] waiting for him to do that and we'll see what comes out of that. There's one
[3:28] additional um small road repair. We may tie in with that depending what comes
[3:33] out of that. Um I think that's it. There's one homeowner
[3:39] in the back of a homeowner's yard that's not on the RD checklist. we've agreed to
[3:43] fix. Uh that's midway up. That's I'm not sure what it's from. Um we'll fix that
[3:49] when we do all the dirt work with the slope repair. Uh the wastewater road is
[3:54] I think we're close to making a full I'll call it determination on that
[3:58] material and um meeting what the county needs, working through that. Once that
[4:04] is ultimately finalized, we'll finish that part of it. And there's been um one
[4:11] additional dropout that has opened up near the wastewater road we'll look at
[4:15] and have the geotech look at. Um and I think that's everything to this point.
[4:22] Okay. Thank you. Is the staff satisfied with the progress out there?
[4:30] » Well, yeah, there's progress. Um and I mean, you know, we're we're definitely
[4:35] moving in the right direction. Um there's still a lot of open issues, but
[4:39] there's quite a few issues that have been closed. Um so we'll just kind of
[4:44] have to wait and see. I know, you know, I agree with the things he said as far
[4:47] as some of the stabilization been done, but it it does need some improvement and
[4:51] some of the pond work, you know, it's >> worse than needs to be stabilized that
[4:56] that >> mat rolled up and we need to fix that.
[5:00] And also we'll need some more um and that's one of the open issues um some
[5:04] slope information from the engineer um make sure we get all the right um slopes
[5:11] on site. Um so yeah, I mean it's a work in progress and um but it it is in
[5:18] progress so so that's good. >> Okay, thank you. Does the commission
[5:23] have any questions to the applicant on this?
[5:26] » What uh what can we expect next month? Uh if the road material gets worked out,
[5:32] hopefully that'll be completed. Um the slope repairs should be done. Um
[5:38] depending on the timing of the geotech for the additional cores, um may or may
[5:44] not be done. I would think that would be done, but until they tell me when they
[5:49] can get out there, I can't answer that. Um,
[5:53] and then if we get the slope repairs, depending on the engineer being able to
[5:57] get the additional asbuilt shots, that may or may not be done depending on
[6:01] their survey schedule. >> Okay.
[6:04] » Um, the pond should be done. >> Thank you.
[6:07] » Yep. Sure. >> Do you have any idea when this will all
[6:12] be wrapped up? um hopefully soon but it continues to to
[6:17] a degree till right till like the cores right that was sent in
[6:23] now there's some additional work that needs to happen there so depending on
[6:27] what comes out of that result and what the county determines
[6:32] uh you know will depend how fast that can happen um
[6:38] same with the wastewater road once that's um gets finalized, you know,
[6:44] we'll get in on schedule and do it. Um I haven't looked I started to look at the
[6:48] phase one comments, so I need to work through those. I don't know what all's
[6:52] been requested in those yet. They just came out today. So,
[6:58] » okay. Thank you, Mr. >> Chairman. Sir,
[7:01] » yeah, I mean, we're starting we're going to get into the rainy season and uh
[7:06] their engineer claims that they can stabilize the wastewater road. We don't
[7:12] think that that's going to be possible. So, in that we're going to hold on to
[7:16] the maintenance bond. We're going to look at it. It's not like they're going
[7:19] to get their bond released in the next couple of months. So, you know, there's
[7:24] still issues out there. They got ponds that don't drain. There's no reason why
[7:28] they couldn't have been going out there for the last several months and cleaning
[7:32] some of this up. We got an engineer who says it's built per the plans. It's not
[7:36] built per the plans. There are significant deviations. So, this is
[7:41] going to take a while and if they don't get it right by summer, we're going to
[7:45] be talking about calling the bond. >> Okay. Thank you.
[7:52] » Any questions on that? >> No.
[7:54] » Okay. Well, thank you.
[7:57] » Thank you.
[8:02] » Okay. Item number 25, uh, Chester Hill, that's been deferred. And item number 26
[8:09] has been deferred. Item numbers 27 has been withdrawn. Item
[8:14] number 28, final flat review, reapproval for
[8:19] Stevens Valley section 12 containing zero lots on 777 acres located off of
[8:27] Stevens Valley Boulevard in the eighth voting district. Staff.
[8:31] » Yeah, thank you, Mr. Chairman. The development is located off of
[8:35] Stevens Valley Boulevard shown in the red. Section 12 total 0.77 acres. The
[8:41] section boundary shown in the blue. It contains zero buildable lots. It'll have
[8:47] 0.53 acres as open space shown in the green. And the purpose of the reapproval
[8:53] is to add the uh a condition for the roads drainage and road control bond.
[8:59] water and sewers provided by the Harpet Valley Utility District.
[9:04] The final plat is consistent with the prelim prelim preliminary plant and
[9:09] staff recommends reapproval with conditions outlined in the staff report
[9:13] including the estab establishment of the RDE bond in the amount of $53,000.
[9:21] » Thank you. Is the applicant present?
[9:27] » Yes, sir. Uh Jeremy West Morland with CSTG. I'm the civil engineer on the
[9:31] site. We have no objections to staff comments, but I'm happy to answer any
[9:34] questions that may come up. >> Any questions of the applicant from the
[9:38] commission?
[9:43] » Motion to approve first staff. >> Motion in a second. All in favor signify
[9:48] by saying I. >> I.
[9:50] » Opposed. Motion passes. Thank you.
[9:55] Concept plan item number 29, Old Murphy'sboro Road has been deferred.
[10:02] Uh site plan on item 30, non-residential site plan review for Tomb Creek Farm
[10:10] Nursery on 10 acres located off Arnold Road in the 12th voting district. Staff,
[10:16] » thank you, Mr. Chairman. Sites located off Arnold Road on a road shown in the
[10:21] red. The development totals 10.08 acres. The property boundary shown in the blue.
[10:28] We're proposing 15 green houses shown in the green totaling 66,600 square ft for
[10:35] a nursery producing cut flowers for retailers. There there will be no retail
[10:40] activity on site. The existing house and septic system will remain in the
[10:45] residential use. It would not be used as for the nursery. They're going to have
[10:50] portable toilets for 3 to five employees. Irrigation will be from
[10:54] Wales. And staff recommends approval.
[10:59] Thank you. Is applicant present.
[11:12] Uh good afternoon. Uh my name is Son Choy. I'm the co-owner of the Tonqu
[11:17] Farm. I'm happy to answer any questions you guys have.
[11:21] » Okay. >> I have a question.
[11:23] » Yes. >> So, have the necessary licenses been
[11:26] obtained through the Tennessee Department of Agriculture?
[11:29] » Uh, it's in the process right now uh being communicating with the uh the
[11:33] Tennessee Department of Agric agriculture uh very diligently. Uh they
[11:37] said that the uh as long as you obtain uh approval first before you started the
[11:43] uh selling activity, you'll be fine. So, yeah, we are in contact with them. Okay.
[11:47] Do they did they indicate when that when those would be completed and to you?
[11:52] » Oh, they said it's a it's a pretty short turnar around. They shouldn't take too
[11:55] much time. Uh usually if you submit a request and they you're looking about
[11:59] two weeks or three weeks should get back.
[12:01] » All right. Thank you. >> Yes.
[12:05] » Any other questions? >> I have a quick question. You may have
[12:08] said this. How many employees >> uh
[12:12] » do you expect >> Yeah. At a full scale, if you have 15 or
[12:15] high tunnel constructed, uh the the total amount of employee should be
[12:19] around 15. So roughly about one employee per per uh greenhouse, so to speak.
[12:25] » Yeah.
[12:29] » I've got a question. I don't know for staff or from the applicant, but uh the
[12:33] the house on the property uh the sewer system is they're going to do away with
[12:39] we're going to use portables. Is there any reason why we're going for portables
[12:43] on a situation like this >> with 15 employees?
[12:47] » The building code does not require permanent restroom facilities.
[12:52] And so that's why we're they're going with the portable facilities.
[12:56] So we we coordinate it with the building codes department regarding this this
[13:02] use. >> But Aaron, the existing septic system is
[13:05] going to remain in use for the house. >> That is correct. Yes.
[13:09] » Okay. Thank you. >> Question.
[13:13] » I was reading this earlier knowing that there were portable toilets. It
[13:16] mentioned three to five employees, but you're saying 15 or 16. I think you said
[13:22] one per nursery and there's or one per greenhouse and there's 16 green houses.
[13:27] » Yeah. 15 green houses all together, but that will be like a it's a multi-year
[13:31] phase. We're not constructing all 15 at one time. Okay.
[13:34] » So, first year you only look at about two. Uh so depending on the number of
[13:38] you know depending how frequent they're going to be using all the toilets we
[13:41] might just add a bit more but uh you know beginning we'll have two to start
[13:44] off with. >> Gotcha.
[13:46] » And then the question for staff is on parking then
[13:50] » with this being agricultural RD5. What are the parking requirements?
[13:56] » Joe, do you know the parking requirements?
[13:59] » Uh not without looking at the ordinance. Uh,
[14:05] » I'm just curious cuz I think there's only like maybe I don't know, I can't
[14:09] tell from the small scale. I looked at it larger on the computer, maybe six
[14:13] parking spaces. And in my mind, it's like, oh, that makes sense if there's
[14:17] five employees, but if there's 15 employees, just want to make sure you
[14:21] have the right parking you need. >> Uh, yeah, I think on the map there was a
[14:27] two section of designated parking spot. uh like a kind of like a semi- customer
[14:32] parking spot, an employee parking spot because we don't have any retail
[14:35] activity going on. So, we can if if that's a question, we can easily, you
[14:39] know, add that into that employee parking, but that will take several
[14:43] years.
[14:47] » Commissioner, there's sufficient parking there.
[14:49] » Okay, great. >> I have got a quick question. Um,
[14:56] so green houses, I'm assuming uh you'll be using LED grow lights or something
[15:00] like that >> at night.
[15:03] » Yeah, it's uh it's we call them greenhouse, but essentially those are we
[15:06] call the high tunnel units. Uh uh they use the uh largely the the polyethylene.
[15:13] So those are very transparent to the the sunlight because we want to be uh
[15:16] conserving energy and how you guys can you know require a lot of energy. Uh so
[15:23] uh and also the uh depending on the flower type that you have we don't do
[15:26] any kind of a force flowering and alteration of their natural hab you know
[15:31] uh habits. So we don't require that. >> Okay. Thank you.
[15:34] » Yeah.
[15:41] » Another question following up on what Sharon asked. Uh would the final on the
[15:47] final on this would they be required to show the permits agricultural permits?
[15:52] » They would not be required to. We would ask them to show them for us. Yes.
[15:58] » Okay. And we might consider that part of the motion to
[16:01] » Yes. >> Okay.
[16:05] Any other questions?
[16:09] Do we have a motion on this item?
[16:14] I'll make the motion that we require that the uh necessary licenses permits
[16:20] are to be shown and have been acquired by the owner before it's
[16:29] » are you >> that is part of your motion
[16:30] » approval with that condition? >> Yes. I'm sorry. Yes.
[16:33] » Okay. >> Do we have a second on that?
[16:36] » Second. All in favor signify by saying I
[16:41] » opposed. Motion passes. Thank you. >> Thank you.
[16:46] » On preliminary plats, item 31 uh has been withdrawn.
[16:53] Item 32 has been deferred and item number 33 is preliminary plat review for
[16:58] Burns subdivision. Phase 2 containing 32 lots on 37.55
[17:04] acres located off of Patton Road in the fifth voting district. Staff. Yeah.

[17:15] access from Horton Highway to the west. Patent Road shown in the red.

[17:25] blue. Consist of 32 lots. There's the 32 lots in the pink.

[17:40] green. Roads will be private there. You see the roads in the yellow. Waters

[17:58] recommends approval with that standard conditions outlined in the staff report.
[18:03] Thank you. Is the applicant present?
[18:11] » Yes, Richard House with SEC. Happy to answer any questions.
[18:15] » Any problem? Anything with the staff's report?
[18:18] » No problems. >> Okay, fine. Thank you. Any question for
[18:22] the commission? This applicant
[18:30] » motion >> approve for staff recommendation.
[18:34] » Motion. Do we have a second? >> Second.
[18:36] » Motion and second. All in favor signify by saying I.
[18:39] » I. >> Opposed. Motion carries. Thank you.

[19:50] » Thank you.
[19:56] » No issues with the staff report. >> Okay. Thank you. Any questions of the
[20:00] applicant on this? >> Quick question,
[20:03] » sir. >> The greenway, I see that it's near 840.
[20:07] How close is that to the interstate? >> It's uh about from the actual road
[20:14] itself, it's probably a couple hundred feet, but it's it's within our boundary,
[20:18] I think 50 feet or so. >> Okay.
[20:22] » Is it is there any buffer between the greenway and the interstate or is it
[20:25] » There are trees and stuff between the interstate. So,
[20:31] okay.
[20:34] » Any other questions?
[20:38] Do we have a motion on this item? >> Motion to approve first.
[20:43] » A motion to second. All in favor signify by saying I. I.

[21:51] » Any questions of this applicant? >> Do we have a motion?
[21:59] » Motion and second. All in favor signify by saying I. opposed. Motion passes.
[22:05] Thank you. >> Thank you.

[23:21] » Any questions of the applicant? >> Motion to approve first. Second. Motion
[23:28] made and second. All in favor signify by saying I.
[23:31] » I. >> Opposed. Motion passes. Thank you.
[23:34] » Thank you. >> Item number 37, final flat review for

[24:44] » Keith Brotherton. I'm the surveyor for the project. I answer any questions.
[24:49] » Do you have anything to add to staff's reporter?
[24:51] » Okay. Any questions of the applicant? >> Motion to approve for staff.
[24:58] » Second. >> Motion made in a second. All in favor
[25:01] signify by saying I. >> Opposed.
[25:04] » Motion passes. Thank you. >> Commissioner, can I say one thing,
[25:07] » sir? Um, there was a an item that was supposed to be added to the non-consent
[25:12] agenda or the non-aggenda item tonight and I think it failed to make it. The
[25:18] owner is on his way here and he would like to just voice his opinion on this
[25:23] issue. Um, he's about 15 minutes away. I didn't know if staff would be willing to
[25:28] hear him out. Mr. Chairman, and a request from Mr.
[25:35] Brotherton was not made to our office for the non-aggenda item. I only learned
[25:40] about it this when Mr. Brotherton came in. We discussed it, but we did not
[25:46] receive a request for a non-aggenda item. That's why it does not appear on
[25:50] your agenda and I did not make the announcement earlier.
[25:53] » Okay.
[25:56] Is it's something that's coming before us?
[25:59] » It will be the next meeting. >> It'll be here in your at your March
[26:03] meeting. Yes. >> Okay.
[26:05] So, what why why can't you wait till the next meeting?
[26:09] » Well, the the owner did schedule a meeting. Um, it it was held on January
[26:15] 15th. It was myself, the owner, and Aaron at the meeting. Uh, I know the
[26:20] owner did follow up with an email after the meeting. Um, and I was not aware
[26:25] that I needed to send uh another email requesting this to be on as a
[26:30] non-aggenda item. Um, I know this is very important to
[26:33] him. I I'm just acting in his place for the moment because he's on his way and
