[0:16] come back any opportunity that you might have this time I'll introduce

[0:20] commissioner Rick Brown uh for our prayer and

[0:28] pledge thank you mayor yes

[0:32] sir good evening Commissioners guests and those at home today I have the

[0:38] privilege to introduce two fine people one is Tiffany

[0:43] Kelly and the other Delaney Kane and they're with Tennessee kids belong and

[0:49] they're going to lead us off with a little bit about what Tennessee kids

[0:53] belong is about and then offer a prayer and the

[0:58] pledge thank you thank you for having us too good evening I'm Tiffany Kelly I'm

[1:03] with Tennessee kids belong and we exist to equip leaders to enhance the

[1:07] experience and change the outcomes for kids in foster care and we primarily do

[1:12] that through family recruitment whether it is through foster care um or adoptive

[1:17] families um much like Delaney here who was adopted uh two weeks before attorney

[1:22] 18 at 17 years old through a recruitment video that was seen by a family um that

[1:28] desired to grow their family and provide a safe place and a sense of belonging

[1:32] and so our efforts are to walk alongside the Department of children's services

[1:36] and other child placing agencies to bring people in and to recruit more

[1:40] families to meet the need we also feel though it it's very irresponsible to

[1:44] recruit more Foster families without simultaneously recruiting the support

[1:48] system that is needed to walk alongside these families and bolster them up about

[1:53] 50% of foster families uh burn out um due to the lack of social support um

[1:59] around a year and our goal is to really build a

[2:02] community that says we see you we support you and we want to walk

[2:05] alongside you so that you can keep saying yes to the kids that need stable

[2:10] loving safe homes um whether it is to get them back to the caregiver that they

[2:17] have um left or to a permanent adoptive family and so we recruit in the

[2:22] community by bringing businesses in helping Business Leaders build Foster

[2:26] friendly HR policies um offering local uh uh offering local constituents uh

[2:33] discounts on goods and services so a free birthday cake discounted trampoline

[2:37] park passes oftentimes families say the one thing that they um decrease in their

[2:43] home is that re Recreation and those are opportunities where we provide stable

[2:48] and loving and caring environments um that are normal for our kids and so we

[2:52] want businesses to find their yes and that's a great Avenue to do so and then

[2:56] we also equip our faith leaders our churches in the community

[3:00] Christians are three times more likely to step into foster care and adoption

[3:04] because of the call and so we want to make sure that they're doing that right

[3:07] and our goal is to build Foster friendly churches churches that are trauma

[3:11] informed churches that are cons consistently and routinely serving and

[3:17] supporting these families through wraparound support parent night outs and

[3:21] offering uh support along alongside them in addition to talking about it in a way

[3:27] where um it is from a public platform or main Gathering but offering the right

[3:33] language and encouraging others um and bringing that education to families

[3:37] because again not a lot of us know a lot about foster care until you have it in

[3:41] your home or in your family or in your community or until you know somebody and

[3:45] then you start seeing the needs so our goal and our efforts is to really build

[3:49] a foster friendly Community a foster friendly state of Tennessee so that when

[3:54] somebody says I came from foster care I'm a foster parent or I know a foster

[3:59] parent you guys can say hey I know how to show up I know how to say I'm I'm

[4:05] going to walk alongside this journey with you um so that we can keep our

[4:09] families providing safe stable places for kids in care that need them at this

[4:13] time so thank you for letting me share a little bit about Tennessee kids belong

[4:17] and I'll go into our prayer please

[4:24] rise Lord thank you for the opportunity to come together this evening God we ask

[4:29] that you maximize the efforts and drawing awareness to the needs of our

[4:32] community specifically Lord I just pray that um you cover our foster care

[4:37] community and our children with great care we pray you unite efforts of the

[4:41] community through our government local businesses faith and creative

[4:45] communities to meet those needs collectively and collaboratively we pray

[4:49] for the kids in care for safety protection healing and a sense of

[4:54] belonging we pray for those foster families serving the kids for strength

[4:58] and fortitude and for more of the right families to step forward and serve the

[5:01] 8700 kids in foster care Tennessee we pray for the social workers and the

[5:06] front line staff during this hard season of overwhelming loads and the lack of

[5:11] staff and unknown resources but most of all Lord we pray for the community may

[5:15] we find our yes in serving and wrapping around families who serve Youth and care

[5:20] we also pray for tonight Lord for the members of the commission leadership the

[5:24] opportunity that they have to serve and advocate for the constituents and the

[5:28] community of Wilson County we pray for guidance and Effectiveness in their

[5:31] service as well as wisdom and discernment in their decision- making

[5:35] Lord let your will be done in your precious name amen

[8:26] for animal control I um they've got a lot of volunteers here and I I just want

[8:32] to thank everybody that volunteers I think uh especially looking up here at

[8:37] all these things Tennessee truly is a volunteer state and uh we are proud of

[8:42] what um we accomplished in this County and uh we all work together and I just

[8:47] uh in my uh 30 years of Public Service I have always been amazed at the folks

[8:53] that step forward and volunteer their time to help our community when I worked

[8:58] at the Sheriff's Department you had the senior citizens awareness Network and

[9:01] you had the the folks with the citizens police academy and I just always thought

[9:06] that that was wonderful that people would step forward and help and and uh

[9:11] do that just to be with their Community um like I said we have some folks here

[9:16] from our volunteer program uh with Wilson County Animal Control and I'm

[9:20] really proud um tonight to be able to uh to introduce someone that's perhaps our

[9:26] first volunteer um before I do that um I see that Mary Scruggs is with us tonight

[9:33] my predecessor I'm not the I'm not the first director of Animal Control I'm the

[9:37] second so just wondering Mary would you come up here and stand with us while we

[9:40] do this Miss Mary did an outstanding job as

[9:45] a director of Wilson County Animal Control and we got it started all by

[9:48] itself as a single Department appreciate her and her diligence to make it a

[9:53] successful program and uh like I was saying I would like to uh introduce like

[9:59] I said perhaps our first volunteer for animal control and a person that meant a

[10:04] lot to me and has meant a lot to the county and really helped shape animal

[10:07] control the way it is today um Nancy would you come up

[10:13] here I don't think she was expecting this Miss Nancy Andrews and I'll turn

[10:20] this over to commissioner

[10:25] Breeze well Nancy makes her way up here we um I think we're successful in our

[10:29] surprise

[10:33] I Nancy has served on the animal control committee for 14 years and as you'll

[10:39] hear through her Proclamation her history as to how she

[10:45] helped actually get animal control started in Wilson County and helped make

[10:49] it the program that it is today resolution of the board of County

[10:53] commissioners of Wilson County Tennessee and appreciation for the contributions

[10:57] of Nancy Andrews to animal control in Wilson County whereas Nancy Andrews is a

[11:02] person very active in outdoor activities including hiking and bicycling and

[11:06] whereas prior to September 11th 2009 in the afternoon Nancy Andrew had not been

[11:12] involved with Wilson Kenny Animal Control when on that day on posy Hill

[11:16] Road in rural West Wilson County she was riding her bicycle training for the

[11:20] upcoming Cedars of Lebanon Triathlon when three dogs began to chase

[11:25] her and whereas as she continued pedaling her bicycle trying to escape

[11:28] the dog the larger dog grabbed her leg tearing her calf causing a bloody deep

[11:33] wound that would take 13 stitches to close and whereas after calls for help

[11:38] she begins a journey involving several Departments of Wilson County government

[11:41] including the Sheriff's Office the Wilson County Health Department and

[11:45] Wilson County Animal Control where it seems when discussing the attack she

[11:49] discovers that there's not a clear line of responsibility for who takes charge

[11:52] of investigating and Prosecuting dog bites in Wilson County and whereas while

[11:57] the attacking dog was ultimately compounded in the custody of the owner

[12:01] Mrs Andrews began to think about how this type of attack which is bound to be

[12:05] repeated in Wilson County in the coming years could best be handled and whereas

[12:10] after that event Nancy Andrews became interested in Wilson County Animal

[12:13] Control and was ultimately appointed as a citizen representative on the animal

[12:18] control committee in its Inception in August of 2010 and whereas Nancy Andrews

[12:23] served continuously being reappointed to her position several times over the next

[12:27] few years until she chose in 2024 not to serve any further on the committee and

[12:33] whereas during that time great strides and improvements were made in Wilson

[12:36] County Animal Control which has been a great service to all citizens of Wilson

[12:40] County whereas Nancy Andrews in her role in the committee assisted encouraged and

[12:45] supported Mary scrubs in the improvements and advancements made in

[12:48] Wilson County Animal Control and whereas Animal Control director Mary scrubs

[12:52] describes the service of Nancy Anders as a person who was always there for animal

[12:56] control whenever she was needed it was a pleasure to have on the animal control

[13:01] committee now therefore be it resolved by the board of County commissioners of

[13:04] Wilson County Tennessee that we hereby express our appreciation to Nancy

[13:09] Andrews for her 14 years of service on the animal control committee and her

[13:14] commitment to and support of making improvements and advancements in Wilson

[13:18] County Animal Control that have and continue to benefit all citizens of our

[13:22] great County all in favor say I

[19:11] beyond for their communities and surrounding communities this year the

[19:15] Wilson County gvsa Coordinating Committee which is comprised of myself

[19:19] along with Miss Regina girton Mr John McMillan and Miss Debbie parade was

[19:23] asked to choose just one adult and youth winner to be recognized at a State

[19:29] banquet that was held back in February as you can imagine that was no easy task

[19:34] Wilson County is blessed with the most caring compassionate people and naming

[19:38] one volunteer effort over another is next to impossible so that's why we're

[19:42] here tonight we want to honor all of the nominees for this who were nominated for

[19:47] this award because to us they're all winners without their efforts Wilson

[19:50] County wouldn't have its Stellar reputation for answering a cry for help

[19:54] I want to thank the Coordinating Committee and also Wilson bacon Trust

[19:58] who graciously sponsors our award plaques each year uh so what we're going

[21:50] shipper nominated for establishing and running the Community Service Officer

[22:04] nominated for his volunteer work with Wilson Rod's Inc the Chamber of Commerce

[22:09] Rotary Club and a host of other volunteer efforts is Mr Greg

[22:17] Butler thank thank you we had two more nominees who were unable to be with us

[22:22] tonight uh the first is Mr Randall Clemens he was nominated by Wilson

[22:26] County promotions for his tire less efforts throughout the year to make the

[22:30] Wilson County Fair Tennessee State Fair among the top in the country so we um we

[22:35] miss him tonight but we did want to make sure that he was recognized also miss

[22:39] Georgia flowers she was one of our youth nominees and she's actually not here

[22:43] tonight because she is out doing some volunteer work as we

[22:47] speak so we wanted to recognize her though she was nominated for a work she

[22:52] does with run for water 84 days and then she also volunteers with her school

[22:57] Friendship Christian so we have two more left and these were

[23:01] actually the two that were chosen as the quote unquote winner the state will only

[23:05] let us choose one adult and one youth winner we have asked them in the past to

[23:11] let us do more and they won't do it which is kind of the reason that we're

[23:14] here tonight for us to say we're going to recognize all and you can't stop us

[23:18] so that's that's what we do uh so our our youth winner for her

[23:23] outstanding volunteer efforts as a member of the Mount Juliet High School

[23:26] Marine Corps Jr the committee chose Wilson County's

[23:30] Youth winner Rachel Bloom

[27:17] exercise with uh weo Music City Star coming up I think that's April the 16th

[27:23] so you're welcome to join that it'll be starting around 8:30 I think it is

[27:28] uh and it'll be at the platform over here on the bypass so they are required

[27:33] by the federal rro commission to do that every two years and we rotate between

[27:37] Nashville and Wilson County so it'll be here this year uh with that uh they'll

[27:43] do a simulated uh train uh incident and then uh we're also working with

[27:49] Vanderbilt Wilson County that uh will do our treeage and we'll transport some to

[27:53] them so they can uh U you know go through their drills that they would go

[27:58] through to uh for their ER and their trauma teams and stuff since we have uh

[28:02] uh some extended trauma care here now in Wilson County so we're working with them

[28:07] to uh to do that as well and then the um uh semiannual uh smart uh training that

[28:14] we do with all the law enforcement agencies uh fire and EMS in the county

[28:19] that'll be this Thursday at Friendship Christian uh normally it been at a uh

[28:24] County school but we're doing it at private this time so uh to get them

[28:29] involved as well so that will be integrating uh with the active shooter

[28:34] component and also the rescue task force which we're really uh focusing on this

[28:40] time where Fire EMS and law enforcement will integrate his teams and go into

[28:44] those situations before they're you know 100% deemed safe uh so we can uh uh get

[28:50] victims out quicker and uh to the trauma care that they might need uh then also

[28:56] we'll be doing tabletop EX exercise with that on uh reunification and family

[29:01] assistance centers uh what to do with all these you know if it's kids or

[29:06] whatever the situation might be to get them back reunited with family members

[29:10] so we're we're working on that as a as a county and all the cities as well with

[29:14] all those law enforcement and Public Safety agencies so welcome to come out

[29:19] to that one as well and uh feel free to come out to either one and be involved

[29:24] and and participate and watch it and that's all I have mayor un let's you

[32:42] this does It prepares and this last one we had in Nashville you sit there and

[32:47] watch it on the news about you see just chaos and what we're

[32:53] doing is training our people Wilson County Emergency Personnel of of how to

[32:58] handle it so we'll be prepared if praise God it ever happens I hope it don't uh

[33:03] but we're continuing to train every day as is to protect our kids and I want to

[33:08] thank the school system both school systems and and we're at Friendship

[33:11] Christian you know that they they're welcomeing with open arms to to come

[33:15] training during the weeks they're off and and that's a big part of what we do

[33:18] is just being prepared uh as far as that the Music

[33:23] City Star um we that I think that's the second or third time we've done that uh

[33:29] it's a u I encourage you both these exercises if y'all have time swing by

[33:35] okay it's it's it's a sight to see uh we will not show you everything okay uh we

[33:40] will show you the high points uh but get please get the word out that they're

[33:46] going to see a bunch of emergency Personnel at the train tracks they're

[33:49] going to see a bunch of emergency Personnel at Friendship Christian

[33:53] Thursday and we're going to do our best put it on social media so everybody be

[34:50] watch and you put that on a fouryear average looking at your high schools uh

[34:54] it's a good indicator and there's some more numbers in there you can look at

[34:58] shows that right now our growth seems to be in 6 to 12 this year which is a flip

[35:02] what it's been the last two years um do provide enrollment by each school have a

[35:08] Personnel Daye Personnel update uh we welcome Lanna Sullivan to Lake View

[35:14] Elementary as a new assistant principal she's not new to Wilson County school

[35:17] she's been serving GL Elementary as an instructional coach uh and and we're

[35:22] excited about her uh the work she's going to do at Lake View as assistant

[35:27] principal uh prek and new stent

[35:30] enrollment is now open and we're monitoring that daily and and expect

[35:35] some of these numbers to change in the next couple months as we get these

[35:37] applications in uh we will be hosting a teacher recruitment Fair Thursday April

[35:43] the 10th at ATC and this is our big uh recruitment Fair we do one in December

[35:48] for December graduates and uh I've already got some generic postings and uh

[35:54] expect a big turnout I will say that certified we're better shape in in our

[36:00] classroom teachers we've been probably since I've been director I think we're

[36:03] down to less than 20 uh and and most of those being in special education we are

[36:09] seeing an uptick in in drawing applicants to Wilson County and that's a

[36:15] testament to some of the things we've done with pay and our benefits and thank

[36:19] you for for your support in that uh do do want to highlight this time of year

[36:24] the sheriff said safety's always on our mind and there's there's two reporting

[36:28] tools that we were getting out there as much as possible this month One Is Safe

[36:33] Tennessee it's through the Homeland Security in Tennessee uh state

[36:37] government it's an app it's downloadable to a phone and it's Anonymous Reporting

[36:42] System it's 247 access and it's a great place if if if you have children or

[36:48] grandchildren come home saying something they've heard something just to

[36:51] immediately go to that and they will Begin work on that immediately and and

[36:57] look at that and so I encourage you to know about that app again it's safe

[37:01] Tennessee you go to just download it it's a great app to have also our

[37:07] sheriff department has a a reporting form that you can go online and that has

[37:13] both of these apps we've had threats come through and that's like after hours

[37:19] that is a great place for us to get information and and they will trust me

[37:23] it will be looked at immediately and and they do a great job with that uh and

[37:28] thank the sheriff's office for providing that that's been a great uh Network for

[37:33] community members parents uh Aunts Uncles just hear something and our motto

[37:39] is if you if you hear a threat report it don't post it report it to law

[37:44] enforcement and let them be the first ones to get their hands on it uh that's

[37:49] so important and and the world it's it's hard to track down social media when

[37:54] you've got somebody hears something and they put it on and it just goes

[37:57] everywhere but if if we can educate people to where to report it it be much

[38:02] more efficient in in getting a hold of the information checking out providing

[38:07] safe schools uh we did have a great turnout screen agers it was the last uh

[38:13] uh parent student event partnering with drug free willco and some other partners

[38:18] Our Family Resource Center and uh February 27 the Capitol Theater was

[38:23] almost packed out great turnout and and this message and this this opportunity

[38:28] was to learn more about technology and how social media and internet influences

[38:34] students even touched on how how it influences in alcohol and vaping and

[38:39] advertising it was a great event it's our second event we've had this year and

[38:43] we're continuing to do things in the community to try to partner with our

[38:47] parents to inform us and to be able to share information for the betterment of

[38:51] our students inclement weather hope no more I hope spring is

[38:56] here uh we have three days remaining uh we were out February 19th 20 21st so

[39:03] we've used seven of our stockpile days we have three remaining construction

[39:07] project updates on Lardo Elementary have a report attached in Central Pike steel

[39:12] sight progress work site work is in progress I'll be attending a meeting

[39:17] there this week to get a little more information on how far that project is

[39:21] that is my report I'll be glad to answer any

[39:24] questions I got a motion to Second commissioner jent

[39:29] yeah other states have moved to limit cell phon in the schools do you have

[39:35] anything is the state moving to that or locally are we moving to that well we

[39:40] we're already locally have several schools that have different policies in

[39:45] place in their schools but there's a a bill I believe it got passed into law

[39:49] last week waiting on Governor's signature where that it's going to

[39:52] require us to uh the Lea to adopt a policy that will limit be no cell phones

[40:00] during instruction time and reading the bill there's some other things they can

[40:04] do if they decide to do that I know some states have a little sack that when they

[40:09] come in they put it in they lock it they can take their cell phone with them but

[40:12] they don't have to put anywhere yeah and then when they leave the school they

[40:15] unlock it to get it back is that's that's a higher

[40:20] technology solution it is but there's also a higher cost with that exactly

[40:25] strictest size what what seems to be working most of our teachers that are

[40:30] using a policy placing it in a pocket in the room seems to be working

[40:35] great uh and but yeah there there is some legislation we'll be looking at to

[40:40] adopt policiy thank you commissioner Evans drove by the new Central Pike

[40:45] Elementary today and there's walls up that's uh some good progress um but the

[40:50] road out front of that is terrible is there any talk with TT about doing

[40:56] something to Central like before well our part has a turning lane in there I

[41:01] understand the turning lane is fine but the rest of the road is trash it is but

[41:05] I that's dot question for him that I I can't I run the schools I don't run the

[41:11] road understand state road but we we in part of the approval for that project

[41:15] was a long turning lane and that will be part of the project well fingers crossed

[41:21] got you Chris Franklin yeah I just I had kind of thing I had to go get a grandkid

[41:29] at West Wilson Middle School and I I ran into your security system firsthand I

[41:33] just like to compliment you you can't get in that school you have to be buzzed

[41:43] kid out appreciative and thank the staff and everybody buying in to make that
