[8:18]
But.
[8:18]
All right I pledge
allegiance to the flag
[8:26]
of the United states of
America and to the Republic
[8:29]
for which it stands.
[8:30]
One nation under God.
[8:32]
Indivisible.
[8:33]
With liberty and
justice for all.
[8:35]
Thank you.
[8:36]
Congratulation, guys
Roll call, please.
[8:42]
Commissioner rocky here.
[8:44]
Commissioner Dami you
hear Commissioner Rowley
[8:47]
Hear Vice Mayor Caputo here.
[8:49]
Mayor Newton, you're addressing
changes of regulations
[8:52]
for tonight's meeting.
[8:53]
Anyone hearing?
[8:55]
None.
[8:55]
I'll move on All right I
don't know if anybody knows,
[9:00]
but this week is police week.
[9:03]
National police Week, and i had
the honor last week in the city
[9:12]
to be at Broward College
for Public safety,
[9:14]
where all the police officers
are really become police people,
[9:18]
become police officers
in our county.
[9:20]
When you're going to school
here and we were the host city
[9:24]
this year where the police
memorial for Broward County
[9:30]
it was an honor to give the
speech guest speaker for that.
[9:34]
The only tough thing was it was
it was to remember the 105 83
[9:40]
officers that have died in
Broward County and seven
[9:45]
of the police dogs
that have died
[9:46]
in Broward County since the
inception of Broward County.
[9:49]
And i just thought that
was an awful lot of I
[9:53]
know we've been around
a while, but just
[9:54]
seems to be like a
lot of men and women
[9:57]
that have been killed
in the line of duty
[10:00]
and in just Broward county.
[10:03]
So it was an honor to do that.
[10:05]
Chief you and your team did a
great job on the color guard
[10:10]
and a lot of the things
they did for that event.
[10:12]
There.
[10:13]
So thank you very much for that
Whereas there are more than
[10:18]
800,000 law enforcement officers
serving in communities across
[10:21]
the United States, including
a dedicated professionals
[10:24]
of the Wilton Manors Police
Department who are passionately
[10:28]
committed to serving
our community Whereas,
[10:31]
despite their staffs challenges,
there were a total of nine
[10:34]
assaults against Wilton
Manors officers in 2023,
[10:38]
five assaults in 2024,
representing an approximate 42%
[10:44]
decrease over a two year
period, compared to 12
[10:48]
assaults reported in 2001.
[10:51]
Since the first recorded
death in 1786 more than 24,067
[10:58]
law enforcement officers.
[10:59]
Throughout u.S. history have
made the ultimate sacrifice
[11:02]
and have been killed in the line
of duty The names of the Two
[11:07]
$24,400 well fallen officer
engraved on the walls
[11:10]
of the National law Enforcement
Officer Memorial in Washington,
[11:14]
D.C. Whereas in 2025, the names
of 345 officers who were killed
[11:22]
in line of duty were added to
the National law Enforcement
[11:25]
and Memorial that
includes 148 officers
[11:29]
killed in 2024, as
well as 197 officers
[11:33]
killed in previous years.
[11:35]
Whereas Broward County
Law Enforcement Memorial
[11:37]
was held on May two seven,
2025, and hosted by Wilt Manors
[11:41]
police Department.
[11:42]
Whereas service and

[12:00]

observed beginning on Sunday,
[12:04]

[12:07]
Whereas May 15th is
designated as peace officers,
[12:09]

of all fallen officers,
[12:12]
their family is and

[12:26]
What matters the week of May
11th through the 1725 designated

[12:34]
Assistant Chief, thank you for
all you do and your officers
[12:37]

[12:38]
Thank you sir.
[12:47]
But I see you.
[12:48]
Come up to I think
you guys probably
[13:02]
did all the right All right.
[13:34]
Presentations City manager.
[13:37]
Thank you.
[13:38]
You.
[13:39]
I'm going to ask Director
Sanchez to introduce this item.
[13:41]
Please good evening, DIA
Sanchez, Human Resources
[13:50]
director for nearly
Three years, Circuit
[13:53]
has operated within
our city limits,
[13:55]
providing a fun mode
of transportation
[13:57]
for what manners residents
and visitors They're low
[14:00]
cost eco friendly rides have
been embraced by the community,
[14:04]
offering a safe means
of navigating our island
[14:07]
city at the request of
the city commission,
[14:10]
we have Jason bagley, partner
and VP of Strategic Growth
[14:14]
here to give a brief
presentation on circuits
[14:17]
2020 for operational
and rider data.
[14:20]
Jason and I are also available.
[14:22]
Any questions the Commission may
have following the presentation
[14:25]
Jason okay All right.
[14:35]
Thank you.
[14:36]
Do good evening Mayor, Vice,
Mayor and Commissioners.
[14:40]
Jason Bagley,
partner with Circuit
[14:41]
here to give an update for our
2024 results for our program
[14:47]
here in the city, Wilton Manors
starting with a quick overview.
[14:52]
Our service coverage area is all
city limits are schedule is here
[14:59]
Posted Monday through
Tuesday 11 a.m. to nine,
[15:03]
Wednesday to Saturday,
noon to 11 p.m.
[15:05]
Sunday 11 to 11.
[15:07]
We have refined these hours a
little bit over the three years,
[15:09]
but I think we've landed
on the most impactful
[15:13]
to the community we have
four vehicles in the fleet.
[15:16]
There's two of the gem
neighborhood electric vehicles
[15:19]
that you see on the photo We
recently added an eV sedan
[15:23]
and then we also have an aDA
gem gem that operates on standby
[15:28]
until it's requested.
[15:30]
Services $2 per rider The
vehicle that we added in March,
[15:37]
there was some issues
where we couldn't bring
[15:39]
the gems to a couple streets.
[15:41]
I think it was northeast
and northwest 30th caught.
[15:44]
It would involve
the drivers having
[15:46]
to go out on Oakland
Park Boulevard
[15:47]
to access those streets.
[15:49]
So we saw an opportunity
for opportunity
[15:51]
to replace one of
the gems with this eV
[15:54]
sedan that can go anywhere.
[15:56]
It has a much greater
battery range.
[15:58]
So we can charge at once.
[16:00]
And it and it gets through
an entire day with plenty
[16:03]
of mileage to spare.
[16:04]
It can be driven on
those major roads,
[16:07]
which means more direct routes.
[16:09]
And we were able to finally
cover those two those streets
[16:13]
that we weren't able
to access before.
[16:15]
I will note that this also
opens up the opportunity.
[16:17]
We've spoken with the
city over the years
[16:20]
about potentially trying
to connect to the beach.
[16:22]
So by having a vehicle that can
go on Oakland Park Boulevard
[16:25]
or A-1, A, we have the potential
if you wanted to open up
[16:28]
that opportunity
for two residents,
[16:31]
whether it be on certain
days or certain hours,
[16:34]
but we'll just
leave it out there
[16:35]
that that is an
option we could create
[16:37]
a higher rate to go to
the beach, a higher fare
[16:40]
to the rider.
[16:42]
We also updated we have a
new data portal that we share
[16:46]
with Doe which gives them real
time access to go in and look
[16:49]
at the data and generate
reports around you know,
[16:53]
certain days or
times of the day.
[16:56]
And it also gives quick insights
of how many riders per hour.
[17:00]
What our average wait time
is This is also provided
[17:03]
in a monthly data report that we
share but this gives continuous
[17:08]
access to that information
And as we look at 2020
[17:12]
for our average, we did over
3,000 riders a month The program
[17:17]
has created ten local jobs.
[17:19]
But 35% of our rides are pools
One of the most impressive
[17:24]
metrics I think, is the average
wait time is 6 to 7 minutes,
[17:27]
and we've been able to maintain
that long term considering it
[17:31]
is a fairly wide area with
only Three cars on the road.
[17:34]
I think that's pretty impressive
with the numbers that we have
[17:37]
able to complete as well And
here's just an overall snapshot,
[17:42]
41,000 passengers moved in 2024.
[17:45]
Average driver
rating, 4.9, Five out
[17:48]
of five stars on the App Store.
[17:50]
Again, average wait times
Six minutes, 48 seconds.
[17:53]
And the average user age is
54 and Wilton Manors this is
[18:00]
a month by month overview
showing the peak months in march
[18:05]
and May and just a chart of our
ridership with total requires
[18:12]
completed trips and
total passengers
[18:17]
a little bit more insight
busiest times 5 to 7 p.m..
[18:20]
We've seen that consists
utterly throughout this the life
[18:23]
of this program.
[18:25]
Busiest day is no
surprise Friday, Saturday,
[18:28]
Sunday and again March and May.
[18:30]
Some of the busiest months,
we can get really granular
[18:32]
with the data and see the
top pick up and drop off
[18:35]
destinations with Heatmaps And
our survey that we conducted
[18:42]
and some of the good results
here are 93% of riders
[18:45]
think that circuits are a great
addition to the community 80%
[18:50]
help it helps them drive less.
[18:52]
I know a lot of people are
coming staying at Airbnbs
[18:54]
than know that they don't need
to rent a car now to get around.
[18:57]
70% of the ride
is here are local,
[18:59]
so it's always great to
see a little bit more
[19:04]
on the survey results
Again, 71% live in the area.
[19:09]
And then some of
the use cases where
[19:12]
people have taken the service.
[19:14]
So, again, no big surprises
here Some testimony animals
[19:23]
and some great photos
of the partnership I'm
[19:27]
happy to answer any questions,
any questions for anyone
[19:33]
So good Yeah.
[19:35]
Thank you.
[19:36]
Just a quick question.
[19:37]
You one of the One
of the slides for you
[19:41]
talked about riders
and then unique users.
[19:43]
You distinguish between the two.
[19:44]
What does that mean?
[19:45]
That's how many different
people download the app
[19:47]
and are unique user.
[19:49]
So there'll be a lot
of repetitive use.
[19:51]
You know, one person may
use the service every day,
[19:54]
but that extrapolates
out the how
[19:56]
many different
unique accounts or
[19:58]
associated with this location.
[20:00]
OK And at any given
time, how many vehicles
[20:03]
or actually how many vehicles
are available to ours?
[20:07]
Typically three vehicles on
the road three on the road.
[20:10]
But we're not.
[20:11]
Ada, stand by.
[20:12]
Is if it's requested, we'll
swap out to that vehicle.
[20:15]
So we would swap
out to that vehicle.
[20:17]
So three would be the max.
[20:18]
Yes OK.
[20:20]
I'm not sure if it's
a question for you,
[20:22]
but we have five electronic
vehicles stations
[20:26]
and I guess i just
question why we have five.
[20:29]
If there's either
3 or 4 vehicles,
[20:31]
but may not be a question for
you going to jump We have five.
[20:43]
So that we could charge
all three vehicles
[20:45]
as well as the ADA vehicle.
[20:47]
There are times that some
of those charging stations
[20:50]
can be faulty so that
provides always access
[20:54]
to all vehicles to charge.
[20:56]
We also have an employee
charging program
[20:58]
that those Chargers
are available to.
[21:02]
OK Thank.
[21:02]
Thank you.
[21:04]
Are all of the electronic
vehicles stations
[21:07]
are they fast chargers Are they
all charging at the same rate?
[21:12]
I remember at one point,
they were not Yeah,
[21:15]
Everything now is a
level two fast charger.
[21:17]
OK Yeah.
[21:18]
All right.
[21:18]
Thank you, sir But yeah, thank
you for the presentation.
[21:22]
So I know you had some
key takeaways on there.
[21:24]
Yep.
[21:25]
And how do you use
those key takeaways
[21:27]
to turn into useful insights
or improve efficiencies
[21:31]
And you mentioned something
about possibly changing times.
[21:34]
Yeah.
[21:34]
I mean that's been the
evolution over the three years.
[21:37]
I think we've done
a lot of that.
[21:38]
We start collecting
data and then we can
[21:40]
refine the approach from there.
[21:42]
We have done that
with service hours,
[21:44]
the zone is another one
that's usually changed,
[21:47]
but You all have orders
of a of an island.
[21:49]
So that was an easy One.
[21:51]
We've always covered
the entire city limits,
[21:54]
but Yeah, just looking
at these insights
[21:57]
there's trends that we've seen
year over year now that we've
[21:59]
been here this long, but we
work closely with Deo and Nick
[22:03]
and talk about any
kind of changes
[22:05]
that we might want to make.
[22:06]
I don't think there's
any been anything huge
[22:08]
over the last couple of months,
but it's all showing in the data
[22:12]
and can be evaluated and
something that we're looking to
[22:14]
shows obviously
definitely from 5 to 7.
[22:16]
But later on as well.
[22:18]
Can you explain to the residents
why you don't go past 11:00 We
[22:25]
have as a company, we
typically don't run
[22:28]
later than midnight
so we could be
[22:31]
doing that here if you'd like.
[22:33]
That's just a and it's something
we may want to consider.
[22:36]
I think we'll get started.
[22:37]
The program, we were told
at least I was told I
[22:39]
don't know about anybody else.
[22:40]
So it's circuit doesn't
operate after 11.
[22:42]
Yeah, we have I
think since then, we
[22:44]
have added some locations
where we may want
[22:46]
to consider right that 11 a.m.
[22:48]
time doesn't really seem
to be overly overly.
[22:53]
It's not a really popular.
[22:54]
You could also keep
the hours and just
[22:56]
have one car in the
morning and have,
[22:59]
you know, save those hours for
later to go to extend beyond 11.
[23:03]
You know what I'm saying?
[23:04]
Just shift hours around.
[23:05]
Related to that you're
saying it's 11:00 use,
[23:07]
but often it stops at 11.
[23:08]
So that would be when
something dropped off after.
[23:10]
And I'm saying it's not
really used 11 in the morning,
[23:13]
just later on in the evening.
[23:14]
Yeah One thing
that I'd like just
[23:16]
to see the Times to that
conversation in particular
[23:19]
is obviously, right now we
see like, you know that 910,
[23:22]
it starts to trail off.
[23:23]
But I would imagine if you were
to filter this data down to just
[23:26]
Friday and Saturday
as a percentage
[23:28]
those are much higher, right?
[23:29]
So if we're talking
about going to midnight
[23:31]
we would do that maybe
on a Friday or Saturday.
[23:33]
Not not not.
[23:33]
Yeah.
[23:34]
And that's typically
what it would be.
[23:35]
It's just Friday Saturday night
We can extend those hours.
[23:38]
I think that's something
I'd like to see
[23:40]
us look at doing potentially.
[23:41]
So we have less people
potentially drinking and driving
[23:43]
in during our busiest times
and just from some personal use
[23:47]
with the app I've noticed
it could be a little glitchy
[23:50]
and right it pops up and it
shows it's three minutes away.
[23:55]
Order it.
[23:55]
And then all of a
sudden, it's all
[23:57]
the way on the other side of the
city, and it's 20 minutes away.
[23:59]
And that's all you
end up canceling.
[24:01]
Have you worked on.
[24:02]
I brought this up in the past.
[24:03]
We are, Yeah.
[24:03]
I mean, we've had
about 40 app updates
[24:05]
in the last year and a half, so
it's constantly being worked on.
[24:08]
We are aware of that.
[24:10]
You know we've heard it.
[24:11]
And we are addressing it.
[24:13]
So we're working with
our development team
[24:17]
to find any of those updates.
[24:18]
That's going to improve that.
[24:19]
You know the service
to everybody.
[24:20]
Perfect Thank you.
[24:22]
I like the program.
[24:23]
Thank you.
[24:23]
It's very good program.
[24:24]
Thank you.
[24:25]
You.
[24:25]
Just one question
I have is I know
[24:27]
you talked about the car can
be used all day long Yeah,
[24:30]
but the carts I know in the
past maybe some of the Chargers,
[24:36]
some of the batteries are bad.
[24:37]
Yeah, it's that
part is unacceptable
[24:40]
because, you know,
we have drivers
[24:42]
that are there ready to go,
and they come in, they're dead.
[24:44]
Yeah, they can't use them.
[24:45]
And then there's one less.
[24:46]
That's on the road
that we're paying for.
[24:48]
Make sure that
they're theirs I want
[24:51]
to make sure we clean that up.
[24:52]
I mean can you get stronger
batteries for that?
[24:54]
I think well, I think we've
gotten to a much better spot
[24:56]
with the new chartstring
that's out there.
[24:58]
That's, I think that's remedied
pretty much everything.
[25:00]
And we have Bob McClure,
our location manager here
[25:03]
who knows better than anybody.
[25:04]
But I think those
are our issues.
[25:06]
Maybe six months
ago, but the charging
[25:09]
has not been an issue since OK.
[25:11]
I just to make sure
I know charging
[25:12]
as much as the batteries, I know
you can buy better batteries
[25:15]
than others and they last
longer and get charged faster
[25:18]
and all that is from make
sure that we keep up on that.
[25:20]
Because I know in
the past i've I've
[25:22]
gone to talk to the drivers.
[25:24]
Yeah.
[25:25]
For the last couple of years
and they love being there
[25:28]
and all this.
[25:28]
There's sometimes they get
there and the charger in charge
[25:31]
or the battery was bad and it's
been a couple of days We really
[25:35]
need to have if we supposed
to have three cars on there
[25:38]
that we should have three
cards Four completely
[25:39]
understand and agree.
[25:40]
Then just one other comment.
[25:42]
So i don't know how
it is for other cities
[25:44]
specifically for our city.
[25:46]
What's the policy
If someone like
[25:47]
is just standing on Wilton Drive
and the carts going by empty
[25:51]
can they flag it down?
[25:52]
That's what we would
typically allow that, yes
[25:55]
And that's an
opportunity to give
[25:57]
somebody the QR code to download
the app for their next trip.
[26:00]
So absolutely unless you didn't
want us to do that, we would
[26:03]
always take a walk up personally
where I was told no order it
[26:06]
from the app and literally the
guy was waiting, sitting there
[26:09]
for ride Well, the only thing
that comes up there to me as
[26:13]
well, so maybe it's just an
educational Yeah, well, it's
[26:16]
also a fare collection thing is
that we're not in that instance,
[26:19]
we would not take cash.
[26:21]
Yeah.
[26:22]
But again i would always
lean towards the let's
[26:24]
get somebody using the service.
[26:25]
And then next time they're
going to use the app, right?
[26:28]
So I think as a as a way to, you
know, bills are $2 per rider.
[26:32]
Does that go to the city Does
that does that get split?
[26:35]
That's I think that's a split.
[26:37]
But after the credit
card processing fees,
[26:39]
I think we had to add
our fare guarantee.
[26:41]
I can get that from the city.
[26:43]
Yeah.
[26:43]
OK, good.
[26:44]
You have a credit card.
[26:46]
I'm sorry, but can you.
[26:47]
Can't you have a
credit card swipe or a.
[26:50]
We've done it.
[26:50]
It's just a lot for the drivers
to to handle a swipe card
[26:54]
or where working on
some tap technology
[26:56]
Now we're looking at speaking
with a couple of companies
[26:58]
that might do that.
[26:59]
OK But we've also
done things where
[27:01]
the rider could just
scan a QR code on the car
[27:04]
and make the payment.
[27:05]
So the driver.
[27:05]
So we have a couple
of things like that.
[27:07]
We're testing it, right?
[27:07]
Right.
[27:07]
It's always getting new or new.
[27:09]
Yeah.
[27:09]
I think that when we launched
the program part of it was you
[27:12]
could just flag it
down, and we didn't
[27:14]
really care about the fee.
[27:16]
Yeah.
[27:16]
So at the beginning,
yeah, because we
[27:18]
get to see how well it's right.
[27:19]
Yeah.
[27:19]
I'm just saying right now.
[27:21]
I love the service.
[27:22]
I think it's great I have
a couple of questions.
[27:25]
Some of these if these are
contractual or pass kind of what
[27:27]
you can speak to, we I can
certainly handle the city
[27:31]
manager separately, but
when it comes to the sedan,
[27:35]
it sounds like that potentially
is a more effective vehicle
[27:40]
in terms of its availability.
[27:42]
The time to charge
etc. is the total cost
[27:44]
of ownership significantly
more for that
[27:46]
than it's a little bit more.
[27:47]
It's about 10% more so but it's
10% more on the streets A kid?
[27:51]
Yeah, it could be for
sure in the contract.
[27:53]
Who bears the cost of
putting in a vehicle?
[27:55]
Is that do we ultimately
bear that cost?
[27:57]
It's our choice.
[27:58]
Or is that something you decide?
[27:59]
Well, the contract
was for the vehicles
[28:01]
that we started with
for those GM vehicles.
[28:03]
I don't think at the time we
were even doing other vehicles
[28:06]
But we're happy
to do an amendment
[28:08]
If you're thinking of
a okay, so, you know,
[28:11]
maybe you could speak to this.
[28:12]
OK I think to answer the
question of the current fleet,
[28:16]
I negotiate that with circuit.
[28:18]
There is no additional cost
to the city for that sedan
[28:21]
that we have right now.
[28:22]
So we are continuing
to pay the same amount
[28:24]
as when we had the three GM
vehicles But at some point,
[28:29]
there's the contract
expires will renew it.
[28:31]
That may change because the
vehicle wasn't available.
[28:33]
That is correct.
[28:33]
OK Are there any disadvantages
to using the sedan I think
[28:40]
there's a couple of things.
[28:42]
It's not as many seats.
[28:43]
It's not as convenient
where everybody gets
[28:46]
their own door in the GM car.
[28:47]
It doesn't stand out as much.
[28:49]
Yeah branding is it's tougher
to sell advertising on a sedan
[28:53]
than it is on the
GM car So that's
[28:55]
why I think most
of our location ins
[28:57]
are doing mixed fleets now
So you have a couple of each.
[29:00]
And we can on the back end of
our app we can create sub zones
[29:05]
and tether specific vehicles to
a specific zone where we know
[29:08]
we don't want the GM
to go to the beach,
[29:10]
for example It could do just,
you know wealth and drive area
[29:14]
There's a lot of flexibility
in the technology to set
[29:16]
that up however you want.
[29:17]
So maybe worth looking at a
second sedan and keep one.
[29:21]
GM But there's a lot
of things we can do.
[29:24]
And I would say
beyond that First car
[29:26]
that we replace there
would be an increased cost
[29:30]
to swap out other person.
[29:31]
So right now.
[29:32]
You've got this wait
time of 6 or 7 minutes.
[29:35]
That does not include trips that
you canceled because the wait
[29:37]
time is too long, obviously.
[29:38]
Right?
[29:39]
Because you couldn't
average in a time.
[29:40]
If that the wait
didn't happen Yeah
[29:43]
Do you have stats on the
number of I I love this.
[29:46]
I love the service.
[29:46]
But there's during peak
times more than a few times
[29:49]
i've canceled because it
was going to be like 20
[29:51]
minutes or something like that.
[29:52]
And that's what.
[29:52]
Excuse the number down.
[29:54]
No I totally understand.
[29:55]
And it's all fair
That's what we're
[29:57]
going to see on some of
those five to seven o'clock
[30:01]
hours on a Friday or Saturday.
[30:03]
But you have the data on
how many rides you cancel.
[30:05]
We do is it something
you can tell us now,
[30:08]
or is that not available?
[30:08]
I mean, it's in we can see on
one of these stat lines here,
[30:12]
it shows me say
right here, right.
[30:16]
So you see the canceled is
basically the difference
[30:21]
between the completed and the
total request So the difference
[30:24]
between the light green
line and the orange
[30:27]
Right, which looks like it's
a significant number, Right.
[30:29]
So it's a transmitter
at all canceled.
[30:31]
It's canceled.
[30:32]
Miss canceled by the rider
canceled by the driver.
[30:35]
So it's everything
rolled up Okay.
[30:37]
We know that was
canceled by the driver.
[30:39]
Really?
[30:39]
I mean, that shouldn't.
[30:41]
Yeah, that's happening.
[30:41]
Right.
[30:41]
So canceled by the person.
[30:43]
Yeah, we all know my math
up here is not the best.
[30:44]
But looking at the peak from
3900 to 2700, that's Yeah,
[30:49]
it's like 1,200 roughly, which
is almost 40% of the things got
[30:54]
canceled, presumably in many
cases, because of a long
[30:56]
wait time Yeah.
[30:57]
Is how does our cancellation
rate compare to other cities
[31:00]
You guys It's I think
it's right on track
[31:03]
with the other
cities in this area.
[31:05]
And quite honestly,
a lot of this
[31:07]
is a function of just supply
and demand that we have
[31:10]
so many requests out
of these peak times
[31:13]
that we should have six
cars out there where
[31:15]
within the constraints
of I realize we're
[31:17]
the ones setting the budget for
how many vehicles are out there.
[31:19]
So I'm not holding you back
more, but there's other level.
[31:21]
There's other levers to
you could increase the cost
[31:23]
on those this Friday
Saturday night could be $4
[31:25]
or eight instead of $2.
[31:27]
Right and bring in another car.
[31:29]
Yeah Or bring in another
car for certain days.
[31:31]
Yeah.
[31:32]
Yeah So maybe, look,
we could potentially
[31:34]
look at doing
something like that
[31:35]
or if the vehicle is
the reason is that one's
[31:37]
still see that can be out.
[31:38]
I mean, we can schedule
hours during that.
[31:41]
But it's missing two
seats for the position
[31:43]
but still then has go forward.
[31:44]
Yeah, I mean, it's the driver
has asked for two basically.
[31:47]
Yeah Yeah.
[31:48]
As effective as the sedan.
[31:49]
Oh, it's just one seat.
[31:51]
It's just on.
[31:51]
There is a new, a new
requirement that there's
[31:54]
only one other seat.
[31:56]
So.
[31:56]
So it only seats one
person essentially.
[31:58]
But yeah.
[32:01]
OK.
[32:01]
OK.
[32:02]
What's that?
[32:03]
Clarify it within the
rideshare industry
[32:05]
is there a stat
like Uber and left
[32:08]
or on a 10% cancellation
rate after imagine
[32:09]
it's a fraction of this I'm
sure it's a fraction of this.
[32:12]
OK so many more
of them out there.
[32:13]
And and their rates
are a lot higher.
[32:15]
Yeah.
[32:16]
The they balance everything
out with their fares.
[32:18]
Yeah.
[32:18]
Well, it's interesting
because we have the Uber ride
[32:20]
discount code on the weekends.
[32:22]
So it's cheaper for, for me
often to use the discount
[32:25]
code and Uber than it is to me.
[32:26]
Take care.
[32:27]
Circuit when it's to people.
[32:28]
Yeah but, but that's, again
that's not, that's not,
[32:30]
that's not if you're on, you
know, the fort lot of Dallas
[32:33]
uses circuit right.
[32:34]
Is there any consideration
for being able to partner.
[32:37]
So there's like a transfer
over to get people
[32:39]
to the beach you know we sort of
meet our zones, meet together.
[32:41]
Yeah.
[32:42]
I think that I think
that's absolutely
[32:44]
a discussion to be had.
[32:45]
And we have a great
relationship with the city.
[32:47]
We're already
crossing I mean, we're
[32:49]
doing everything from galt
Mile Lauderdale by the sea
[32:54]
so we're going pretty far down.
[32:56]
There is a little bit of a gap
south of Oakland Park Boulevard
[33:00]
but we're covering most of it.
[33:02]
And I think that there'd
be open to that discussion.
[33:04]
And it's an easy transfer
even going from here,
[33:06]
say, to like Los all us
right or something like that.
[33:08]
Potentially we could if
they meet that instance,
[33:11]
I would definitely recommend.
[33:12]
OK Vans or SUVs.
[33:14]
We're doing all those now.
[33:15]
OK.
[33:16]
Because I think I think I
think if our cancellation
[33:17]
rates so high.
[33:18]
It is to have a
vehicle be gone to go
[33:20]
to the beach to take it
out of commission for 15,
[33:22]
20 minutes is too much.
[33:23]
But if there's a partnership
with Fort Lauderdale, you know,
[33:25]
their businesses
are benefiting or
[33:27]
the beach is
benefiting, that may
[33:28]
be something we're considering.
[33:29]
I would just note, I
don't think the beach
[33:31]
trips would be impact that
much because during the day.
[33:34]
We're not that busy
We get busy at night
[33:36]
and that car would be
onto necessarily going
[33:38]
to the beach at
night or I didn't
[33:39]
envision it doing that more
for daytime beach trips.
[33:42]
It's interesting.
[33:43]
But anyway, the
and i probably I've
[33:45]
just had a One off
random experience,
[33:47]
but a lot of times when
i've gone to use it,
[33:48]
which were not peak
hours, you know I guess.
[33:50]
Yeah five, maybe five minutes
to get in there, you know.
[33:53]
But I think that that's
still a beach time, at least
[33:55]
coming back from the beach.
[33:56]
But you know, so it's something
to look into Lastly, we have
[34:00]
a basically like a revenue
share type contract radio
[34:03]
and that includes
everything, including
[34:04]
the wrapping of vehicle is
digital that or the advertising,
[34:07]
etc.
[34:08]
How much in digital this.
[34:10]
Maybe I should question for him.
[34:11]
How much in digital ads have
you run in your app next?
[34:13]
Did not notice visual ads.
[34:14]
Not much Yeah Yeah your the
wrapping I think is a fair price
[34:17]
your rate for those digital ads.
[34:18]
I got it's absolutely ludicrous.
[34:20]
It's not at all competitive
in the market at all.
[34:22]
It's like wildly gone you know.
[34:24]
But i think that's a real
opportunity, you know,
[34:26]
to look at that.
[34:26]
I'll, I'll speak
I'll win on that one.
[34:28]
Thanks for the feedback
I kind of love it.
[34:31]
Think it's great.
[34:32]
It's really an awesome addition.
[34:33]
Thank you.
[34:33]
And I'm happy to set up
a meeting with the city
[34:35]
of Fort Lauderdale just to note
their service right now is free.
[34:39]
We're trying to get
them to turn off around,
[34:41]
so maybe this would
be a good opportunity
[34:43]
to make some connections there.
[34:46]
But thank you so much I
think everybody in the city
[34:49]
uses circuit, really enjoys it.
[34:51]
I think all of us here have used
it to go somewhere in the city.
[34:55]
So keep up the good
work Thank you so much.
[34:58]
Thank you, dear.
[34:58]
You too All right.
[35:02]
One of the things I want to
say before coming to the public
[35:04]
not last Sunday was Navy Week.
[35:08]
And Cathy from overseas
cafe on Oakland Park.
[35:11]
She's a well-mannered
She got together with me.
[35:16]
And we with the city manager.
[35:19]
And we got the
Hague and Park here
[35:21]
and we served Hundreds sailors
for dinner a week Sunday.
[35:26]
And after that, Nora
and I went to 25 sailors
[35:32]
and went down the
drive and showed them
[35:34]
the drive and the different bars
and what a what a great time
[35:38]
they had going down
Wilton Drive and seeing
[35:42]
the support and the
smiles and the come on in.
[35:46]
Let's get you a drink, you
know, and let's have a shot at
[35:49]
and blah, blah, blah.
[35:50]
And by 10:00, some of
the people that were
[35:54]
in the Navy here,
they were like,
[35:55]
I'm a little nervous going in.
[35:57]
And this and that and the
other By the other night.
[36:00]
This one big burly navy
man, he comes up to me goes,
[36:04]
This is the best night
I've ever had in my life
[36:08]
So the warmth and the and
that what the people have,
[36:13]
what manners do to
make life just better
[36:16]
here proved that
that night when we
[36:18]
went around with those
sailors and did that.
[36:20]
So all the bars and restaurants
that asked us to come in
[36:24]
and gave them food
and gave them drink,
[36:26]
I went to thank them all for
what they did for our servicemen
[36:31]
that put on their
lives, for their lives
[36:33]
in line to protect our country.
[36:35]
And I just want to make sure
everybody knew that Kathy
[36:38]
from over E-Z cafe is the
one that put that on, got
[36:41]
all the food donated, got all
the booze donated for him,
[36:43]
and it was a wonderful night.
[36:46]
So i think everybody
who got involved in it.
[36:49]
Thank you.
[36:50]
All right Comments from the
public, anyone from the poet
[36:52]
come up and speaks, please state
your name and your address.
[36:57]
And you have three minutes.
[36:59]
Hi, Jubal Singer 411
Northeast 27th Street.
[37:03]
Will banners I have and
keeping theme tonight
[37:08]
with our lovely
entertainer at district
[37:10]
and also our public safety.
[37:13]
I think that's what makes
Wilton Manors special here.
[37:16]
So we designed an app.
[37:18]
It's called Wilton Drive It's
on currently available on iPhone
[37:23]
and Android iD.
[37:24]
We're in what's called a soft
launch because we're past beta
[37:27]
but you can download it.
[37:29]
We're in the process of
adding content to it.
[37:32]
The app has local
business profiles
[37:35]
It has nonprofit
resource a feature
[37:41]
as well as a public
safety feature
[37:44]
and we took the public
safety program Safe Places.
[37:48]
And put it in.
[37:50]
You can hit the button, and it
says to the local businesses
[37:53]
that are part of the program.
[37:57]
And it's an app for economic
development and public safety,
[38:01]
but it's also wrapped in it
has a yearly calendar of events
[38:05]
for the entertainment district
or things that are happening
[38:07]
in the city this way, users will
keep coming back because they're
[38:11]
used to they want to
go to the calendar
[38:13]
right now we're partnering
with chambers of Commerce
[38:15]
to upload businesses and
events to pad it with content.
[38:20]
So we'll be officially
launched in about three months.
[38:23]
But you can download it now and
look at the safe place feature
[38:25]
and check it out.
[38:26]
But it's not official yet.
[38:28]
Also we are offering the
city and our partnership
[38:31]
I met with the city
manager, Leanne,
[38:33]
and out of that meeting we
decided that we were offer
[38:37]
the city and our partnership
like 30 free profiles
[38:40]
for their departments,
police department
[38:42]
parks and recreations, etc.
[38:44]
In exchange.
[38:45]
We were hoping to work
with the police department
[38:48]
and videotape the
safe Place program
[38:51]
and put it in the app
for on demand video
[38:54]
like you do college courses so
that business and restaurants
[38:58]
can keep their employees up
to date by watching the video
[39:01]
to keep the Safe Place program
Very active and compliant,
[39:05]
but also the app will
absorb all liability
[39:09]
So I know that's another issue.
[39:10]
Public Safety liability.
[39:11]
So that's why I gave the
city manager City Attorney,
[39:14]
you have a copy of the
proposal All key people have
[39:16]
a copy of the proposal
tonight and I'm
[39:19]
hoping to move forward
working with the city
[39:21]
and increase the
Safe Place program,
[39:23]
also working with Seattle,
where the city worked
[39:27]
with to get the program from.
[39:29]
And they have over 400 cities
that are in this program.
[39:32]
So if I succeed or we
succeed in what matters,
[39:36]
imagine what this can do
for the rest of the cities
[39:39]
in the programs So I
just wanted to share
[39:42]
all that with you today.
[39:43]
Again if you download it,
please be a little forgiving.
[39:45]
We got a couple more months
before it's actually complete.
[39:48]
Thank you very much.
[39:49]
Thank you.
[39:50]
Anyone else want to come up and
speak Good evening, Adrian Folan
[40:06]
440, Northeast 23rd Street.
[40:09]
I was just reviewing
the calendar.
[40:12]
The agenda and I'm glad to see
under the unfinished business
[40:16]
the talk about the
rezoning and the land
[40:19]
use It's great that I'm that
we're having this conversation
[40:23]
because when I meet
with developers,
[40:26]
I always have to
talk about the land
[40:28]
use zoning and the
current use zoning
[40:32]
or like the future land use.
[40:34]
And this and that and you know,
I thank God Roberta and her team
[40:37]
are always available to like
help me talk with people
[40:40]
on what does it mean.
[40:42]
And how do you manage
that difference.
[40:45]
So I'm really happy to see that
we're going to talk about this
[40:48]
and get them all in
synchronized fashion
[40:51]
in the different
spot areas where
[40:53]
we have this like ambiguity.
[40:55]
Thank you.
[40:57]
Thank you Robert.
[41:10]
Mr. Robert, had they called
Angels National catholic Church
[41:13]
at 1436 Northeast 26th Avenue,
What matters a month ago
[41:18]
November My parish is
registered in Ward,
[41:20]
something we talked about
prepared for However,
[41:23]
we couldn't prepare
for what happened
[41:26]
the rest of the meeting.
[41:27]
A Sunday night
and think leads me
[41:28]
to Sunday night's a person i see
a judge the morning, we wind up.
[41:32]
Thanks to the kindness of
officer Steven and Julio
[41:35]
that person of a person
was taken to fiancee
[41:37]
so their personal
belongings should be taken
[41:39]
and i have to go to the
county jail, lock up.
[41:41]
The officer was
very kind and made
[41:43]
the ride to the jail
pleasant and not
[41:44]
a frightening experience.
[41:45]
So thank you, Chief especially
Officer steve and Angela.
[41:49]
Go team care and compassion
in the service of what matters
[41:53]
Thank you Anyone
else like to speak
[42:04]
Good evening Mike Sense of our
1425 northeast 23rd Street.
[42:08]
I too.
[42:09]
By the way, that sounds like a
great app That dude mentioned.
[42:13]
I too to was going to address
item 11 be the rezoning as did
[42:21]
my colleague I actually live in
that zone middle river plaza i
[42:26]
live on northeast
23rd between where
[42:30]
the metropolitan is
and 15 while you know
[42:35]
my home is an r d ten zone.
[42:37]
It's actually land
use tosee you know,
[42:41]
I think it's good
that the commission go
[42:43]
through the various
subdivisions of the city
[42:46]
and try to make
sense The patchwork
[42:48]
and the mismatching of
zoning with land use.
[42:52]
Appreciate it.
[42:52]
Makes sense of it,
especially for developers.
[42:55]
And we're very keen on
trying to get development
[42:59]
moving for our tax base.
[43:01]
So where i live in
that little section,
[43:04]
I would say it's 90% duplexes.
[43:08]
I can think of maybe
six single family homes
[43:13]
listed as a single family home.
[43:15]
But I think every home on my
block and including a duplex
[43:20]
townhomes, I think on 24th
there's a couple of single
[43:24]
family homes, but not many.
[43:26]
So changing it to Tosa
East would make sense.
[43:31]
Also brings in column Sachi
and the piece of property
[43:33]
that the city owns There
and we give the city
[43:36]
more options for that property.
[43:38]
So i'm in favor of this
I would like to hear
[43:42]
future discussion on this.
[43:44]
And I also think other areas
of city should be examined for,
[43:48]
you know making
more sense of what
[43:50]
seems to be somewhat
of an arc you know,
[43:54]
system of zoning and land use.
[43:57]
Thank you Thank you.
[43:59]
Anyone else like to
speak I see none.
[44:02]
Not close to public hearing
reports from boards Introduction
[44:07]
and update by Parks
and Recreation Board.
[44:10]
I think, John, you're the
leader of the board Come on up.
[44:16]
Former Mayor Bill mears.
[44:19]
Thank you.
[44:19]
Mayor John Fiore
I share the Parks
[44:22]
Rec Recreation Advisory board.
[44:25]
I'm very honored to do it to
assist our outstanding Parks
[44:29]
and Rec staff to have a
improve and improve the quality
[44:35]
of our parks and to the
services that we provide
[44:37]
to our residents and guests.
[44:38]
And they do a great job.
[44:40]
This last year, we had a
number of accomplishments.
[44:43]
I'd like to go over
quickly with you.
[44:45]
We reviewed and approved
the co-sponsorship,
[44:48]
including events like the
plays of Walton our son
[44:52]
serve and legacy builders.
[44:54]
We reviewed and make
recommendations for the approval
[44:57]
of the park name change from
Island City Park Reserve
[45:01]
to Stafford Park reviewed and
made individual recommendations
[45:05]
regarding the legal services
fee schedule review nominations
[45:10]
for the levers leisure Services,
employee of the quarter
[45:13]
and selected winners
for each quarter
[45:15]
And that was really
difficult because we have
[45:17]
really great employees there.
[45:19]
We really do We also propose
ideas for future events and park
[45:23]
design Review leaves are
services updates including
[45:27]
incoming programs special events
and ongoing improvement projects
[45:32]
and finally reviewed the rules
and regulation for what matters
[45:36]
parks and recreation
facilities And that is
[45:40]
our contribution for the year.
[45:43]
All right.
[45:43]
We're doing more of
them for you next year
[45:45]
Thank Any questions for John

[46:45]
so the city can step

[46:51]
like this You you
Already consent
[47:33]
and any we hold
your in one motion.
[47:38]
I'll make the motion
there a second.
[47:40]
Second.
[47:41]
I will second it.
[47:43]
All right Call the first
by vice mayor caputo.
[47:48]
Yes.
[47:48]
Commissioner Dominio
Yes, Commissioner Rocky.
[47:51]
Yes.
[47:52]
Commissioner Rowley?
[47:52]
Yes.
[47:53]
I may renew in all right.
[47:56]
Ordinance First Reading
Ordinance 2020 5-003.
[48:00]
Please read an ordinance of
the City Commission of the city
[48:08]
of Wilton Manors, Florida
Approving and authorizing
[48:11]
the proper city officials
of the city of Wilton Manors
[48:14]
to execute a charging
station lease agreement.
[48:17]
An addendum with Abco Services
lLC for an Eva charging platform
[48:23]
at City hall, providing
for a complex,
[48:25]
providing for severability and
providing for an effective date.
[48:28]
Thank you.
[48:29]
You.
[48:29]
There a motion?
[48:32]
I'll make the
motion for a second.
[48:35]
I will.
[48:35]
Second City Manager
Thank you, Mr. Mayor.
[48:38]
This project came out
of the city's goal
[48:40]
of providing additional electric
vehicle charging stations
[48:44]
for our community, as well as
identifying ongoing revenue
[48:47]
sources This ordinance
authorizes a lease agreement
[48:51]
with each to provide
electric vehicle
[48:54]
charging stations at the city
hall and Hagan Park parking lot.
[48:57]
Under the agreement.
[48:58]
If we go with lease Eleven
parking spaces in the very rear
[49:03]
of the lot adjacent to the
volleyball courts to provide
[49:07]
the modern electric
charging stations,
[49:09]
the three spots that they
currently use adjacent to Walton
[49:12]
Drive will be converted
back to public parking Under
[49:16]
the agreement, the
city will receive
[49:18]
revenue per space the first
year revenue is $39,600.
[49:23]
That will increase by 3%
every year of the contract.
[49:26]
It's a 15 year term at
the end of the 15th year,
[49:30]
the city will have
received over 736,000
[49:34]
in revenue and the
agreement can be extended
[49:36]
an additional Five years.
[49:38]
The question is
for city manager.
[49:42]
Good.
[49:42]
Good.
[49:44]
Yet Thank you building.
[49:47]
It's our it was on
to back okay yes
[49:54]
bad so I had a couple of
questions and comments
[50:00]
I guess on page one
eight of the package.
[50:02]
It's the staff
report under item D,
[50:05]
it talks about ten additional
EV charging stations.
[50:11]
And just for the record, I
don't think that's correct
[50:13]
So we already have we
have three currently.
[50:17]
We're going to 11, so I guess
that's eight additional.
[50:20]
We have one station.
[50:22]
But it takes three
spaces Right now, I see.
[50:27]
OK.
[50:28]
So so we are going to 11.
[50:32]
How many vehicle charging
stations will there be ?
[50:40]
Good evening.
[50:41]
Deal.
[50:41]
Sanchez Human Resources
Director, The plan
[50:44]
is to build a new
chartstring station
[50:46]
They will take 11 spaces.
[50:49]
It will be ten charging
stations capable of charging
[50:51]
ten vehicles at a time.
[50:53]
The 11 space will be
utilized to create two ADA
[50:57]
accessible charging stations.
[50:59]
This charging station currently
charges one vehicle at a time
[51:04]
but does take three
parking spaces.
[51:07]
One said station is built, this
will be eliminated and converted
[51:11]
back to regular parking.
[51:13]
So we are going from one
charging station to ten.
[51:18]
That is correct.
[51:19]
OK.
[51:20]
I guess i guess my concern we're
taking up 11 and park iNG spaces
[51:27]
and then we also
have five spaces
[51:31]
being utilized for circuit.
[51:32]
It's 16 parking spaces I guess
I'm just concerned about using
[51:40]
up so many parking spaces for
charging stations You know,
[51:44]
it wasn't that long ago that we
just paid $1 million to put 23
[51:49]
parking spaces on 11th Avenue.
[51:53]
And here we using up
16 of them to do we
[51:57]
know why we need
to go from 1 to 10.
[51:59]
It just seems like a very large
jump and it's a very long term.
[52:04]
It's a 15 year lease.
[52:06]
There's two reasons.
[52:07]
One, there is a lot of demand
for electric vehicle charging
[52:11]
at times we have
up to five vehicles
[52:13]
right now in
looking at proposals
[52:17]
from different companies This
will not cost the city anything,
[52:21]
but there is a an
investment from every go.
[52:24]
So in order for them to be able
to offer the charging stations
[52:29]
at no cost to the city, it
does require the commitment
[52:33]
of the charging stations.
[52:34]
And for that period
of time, it just
[52:36]
seems like a very long lease.
[52:38]
We actually reduced
that it was a bit longer
[52:41]
and a higher amount, so we we
asked for the 15 year option
[52:46]
with lower rates to cancel.
[52:49]
And it does reduce if
we do need to cancel.
[52:53]
We also have a
provision in there
[52:55]
that if we decide to
redevelop this property
[52:58]
the city does have the option
to relocate those Chargers
[53:00]
to another location throughout
the city at our expense contract
[53:05]
and not pay the
cancellation fee.
[53:08]
I understand the revenue.
[53:10]
We're saying is 39,600
for the first year.
[53:13]
Do we know what the
loss to the revenue
[53:15]
is from the parking
meter income?
[53:18]
Absolutely.
[53:20]
We used that area because it's
one of the most underutilized
[53:24]
areas of the parking lot.
[53:26]
It's usually busy Friday
and Saturday nights,
[53:28]
but not during the
week We anticipated
[53:31]
occupying less than 25% of
the year over the period
[53:37]
of the term of this lease.
[53:39]
It would be $262,000.
[53:41]
If we assume those all
those parking spaces
[53:44]
utilize at 25% of the time.
[53:46]
I'm sorry, that's over
the term of the lease.
[53:48]
And what would the revenue
be Over the terminal
[53:50]
So that would be
the loss of parking.
[53:54]
If we use it strictly for
parking and not charging.
[53:56]
So 262,000 is the
loss and the total
[54:00]
revenue 700 and
something The 15 year,
[54:05]
it would be over 700, 700,000.
[54:07]
OK So it's like a
$500,000 increase?
[54:10]
Yes.
[54:11]
And would this where
would this revenue
[54:16]
go in the budget It would
go to the general fund
[54:20]
because the parking
of the property itself
[54:23]
is owned by the general fund.
[54:26]
So it would go back
to the general fund
[54:27]
I would expect it to go to
the parking and mobility fund.
[54:33]
That's where the revenue
currently is going Right.
[54:35]
For the 260,000 currently goes
to the parking and mobility.
[54:40]
That's the potential that
we could be losing it.
[54:43]
I'm not saying that that's what
we're bringing in right now.
[54:45]
That's the potential.
[54:46]
If it were utilized
at 25% of the time.
[54:48]
Right.
[54:48]
But anyway revenue that's
brought in from parking
[54:50]
would go to the transportation
and mobility and parking.
[54:54]
Yes So you're saying
this would not go there.
[54:57]
So it would go to
the general fund?
[54:59]
Yes, sir OK.
[55:01]
We could split it, too.
[55:02]
I mean, what why would it
go to the general fund?
[55:05]
It's a it's a lease.
[55:07]
The essentially paying
to lease the space.
[55:11]
We could transfer that.
[55:12]
We could make it the payment
transfer back to the parking
[55:15]
fund or something.
[55:15]
I mean, that's something a
commission would decide, right?
[55:17]
Yes Yeah, that's just
our recommendation.
[55:19]
It's a commission decision.
[55:20]
It's a policy decision of
how the revenue is allocated.
[55:23]
But we would
recommend general fund
[55:24]
because it's a lease
of the space in line
[55:26]
with just in line with that,
the spot that Ethan rents,
[55:30]
Where does that go to leave?
[55:32]
That is if that's a
lease, that's parking.
[55:36]
But they're leasing
a parking spot.
[55:37]
Why would that be different
I'm just throwing it out there.
[55:42]
I'm not committed
one way or another.
[55:43]
I just think that's for
consistency purposes Yeah.
[55:47]
Yeah.
[55:47]
And we don't it's
not like, you know
[55:49]
so we're saying
because we own this,
[55:51]
that we're getting
the lease payment.
[55:52]
But we don't get a payment
for those other spaces that
[55:55]
are in the parking program.
[55:56]
Right?
[55:56]
So it's, it's really one doesn't
lease from the general fund.
[55:59]
So you you're correct.
[56:01]
The parking fund is not least
the space from the general fund.
[56:05]
OK.
[56:05]
It ultimately, it's a
commission decision.
[56:08]
As I say, we can put it
where we want to put it.
[56:09]
So we.
[56:11]
Okay, there's something
I wanted to bring back
[56:13]
where the money's going to go.
[56:15]
If it all going to go to
parking or is going to be split
[56:17]
or whatever it might be that
has to be decided tonight
[56:23]
You know, for me, if I was going
to approve something like this,
[56:26]
I would want to,
frankly know that it
[56:27]
was going to go to the parking.
[56:28]
I think it's sort of unfair to
the residents to take that away.
[56:31]
It's like a loss in revenue
to parking, which, you know,
[56:33]
is supposed to pay
for more parking
[56:35]
or for certain underwrite
circuit so we could
[56:37]
get another circuit
vehicle or something
[56:38]
like that That is for me.
[56:40]
Yeah, I would agree with that.
[56:41]
Just for what I agree to
is I agree to a point.
[56:44]
Part of it would be
whatever we were losing
[56:45]
to begin with by
the parking spaces
[56:47]
that were being used before.
[56:48]
Yes, that money should go
to the parking and the rest.
[56:51]
That would be something this
commission could decide,
[56:53]
because I don't think the
whole 700,000 should go
[56:55]
to two parking when the
way it's set up now,
[57:00]
it's not going there.
[57:00]
It would never get that
much amount anyway.
[57:02]
So I maybe give a little
more to parking fund,
[57:05]
but I think some
very general funding.
[57:08]
Listen, our taxes are going
to are rising this year,
[57:12]
we're not going to be as
good as we were last year.
[57:15]
You know, prices of
housing has gone down.
[57:17]
So that's going
to change things.
[57:19]
So there's a lot
of factors in here
[57:21]
that I'm not going to say it's
only going to go to one spot
[57:23]
right now.
[57:24]
We've got to make sure we're
what we need the money for.
[57:27]
That's on.
[57:28]
Yes.
[57:28]
And but in fairness, we just
we raise the parking rates.
[57:31]
Right.
[57:31]
To make to make sure that
the parking fund was solving
[57:33]
cover all the expenses.
[57:35]
So you know it's 2 2 it's one
thing to say we're going to go
[57:40]
to the general fund
because we don't you
[57:42]
know, we don't on taxes, raise.
[57:43]
We need the revenue.
[57:44]
But it's another to do that.
[57:45]
And then potentially
at some point,
[57:46]
the future raise
parking rates again,
[57:48]
when we could have
made it whole by just
[57:50]
putting this money there.
[57:50]
Again, that's a hypothetical.
[57:51]
No one's suggesting a
raise for the parking here,
[57:53]
but magic question you
said that there's you know,
[57:57]
there are going to
be more over here.
[57:58]
Now.
[57:59]
So what do we find out
in a year or six months
[58:01]
that really we're only
using six of them?
[58:04]
We really don't need all ten.
[58:05]
They're not being used,
you know I mean, you know,
[58:08]
by a percentage of all of
them, Is there anything
[58:12]
in the contract that states
that they would take some out
[58:14]
if they're not
being used in, then
[58:16]
there's not because
of the cost involved
[58:19]
in building them to begin with.
[58:20]
And even if they're
not utilized,
[58:22]
they do have an obligation
to pay rent to the city,
[58:25]
whether they're
being used or not.
[58:26]
So we will be receiving that
revenue, whether they're
[58:28]
being used or not.
[58:29]
OK But, you know so these
spots are in addition
[58:36]
to the circuit spots?
[58:38]
That is correct And is
there a way that since we
[58:43]
control the circuit.
[58:44]
Right.
[58:44]
The circuit doesn't rent
those spots Correct.
[58:47]
We control the spots.
[58:48]
Is there a way we
could work it out where
[58:50]
the circuit could use
the ten spots that
[58:53]
are going to be put in there?
[58:55]
So we don't need to take
up as many parking spots?
[58:58]
Have we explored that Well, if
then it would make that parking,
[59:02]
that spot unavailable for
someone that's there to charge
[59:05]
if they use those spaces.
[59:06]
But they're fast
chargers, right?
[59:08]
And I don't know, circuit
people aren't here anymore.
[59:11]
I don't know if
they're the vehicles
[59:14]
like allow for fast charging.
[59:16]
So some of them don't
the gym vehicles
[59:19]
these Chargers would
not be able to be
[59:21]
charge on those fast chargers.
[59:23]
Their killer would be able to.
[59:25]
But not.
[59:26]
So then.
[59:27]
Not a possibility to try to
limit the amount of spots
[59:30]
by doing that.
[59:31]
Okay.
[59:32]
And the amount of the
electric that's being used
[59:38]
gets charged to the
company, correct?
[59:40]
Correct.
[59:41]
And then they're just leasing
the parking spot, Correct.
[59:43]
They pay all the cost.
[59:43]
They put it in separate meters.
[59:45]
So whoever, however they
figure that out they
[59:47]
will work with that
and have a scenario
[59:48]
way for our residents
to get like a cheaper
[59:51]
rate than nonresidents.
[59:54]
Not currently.
[59:55]
That is One thing that we're
exploring different options
[59:58]
going forward with.
[59:59]
If you go on different programs
that they are looking into,
[1:00:02]
they do not currently exist.
[1:00:04]
OK.
[1:00:04]
That would be a good
offering for our residents
[1:00:07]
Then we're taking up
more parking spots are.
[1:00:10]
And hopefully that
satisfy some people.
[1:00:12]
Okay great One one
of the question
[1:00:17]
I understand that
the Chargers is not
[1:00:18]
compatible with all vehicles.
[1:00:20]
Do we do we understand what
vehicles it's not compatible
[1:00:26]
with you chair those and
what percentage of the market
[1:00:28]
is that?
[1:00:28]
Because I think we all.
[1:00:30]
I don't think any of us
think that all 11, 10 or 10
[1:00:33]
spots would be
filled all the time.
[1:00:34]
But I recognize we have
to go to that number
[1:00:35]
to make it make sense to
put in the infrastructure.
[1:00:38]
If I may, I'll ask
Matt from Evie.
[1:00:40]
Go.
[1:00:41]
Who's here to explain the
details of the Chargers
[1:00:44]
name and address, please.
[1:00:45]
Matthew Collins to 7 or
9 fourths Club Drive.
[1:00:48]
Plant City Good evening, Mayor.
[1:00:50]
Vice Mayor.
[1:00:50]
Commissioners I'm a
regional director for Go.
[1:00:53]
So our Chargers are
what's called car us.
[1:00:55]
So we kind of do
everybody but Tesla.
[1:00:58]
So GM, Ford, everybody.
[1:01:00]
Tesla just does the one
the four cars we have.
[1:01:02]
And that's it We'll
do everybody else.
[1:01:04]
Now we do are going to plan
to roll out nax in the future
[1:01:08]
but we would probably test
it and say, hey, guys.
[1:01:10]
Let's look at the city.
[1:01:11]
Are you guys filling
up those ten Chargers,
[1:01:12]
which we think we will
because this is going
[1:01:15]
to be the biggest
site really from Fort
[1:01:17]
Lauderdale to Palm Beach.
[1:01:19]
I looked at the maps and there's
nothing like this out there.
[1:01:22]
Oh so you guys are gonna
be the biggest one.
[1:01:24]
We think it will be filled,
or at least probably 70%
[1:01:26]
for Uber drivers and
everybody else in the city.
[1:01:30]
Cars because of city cars
and things like that.
[1:01:31]
So.
[1:01:32]
So you guys are obviously
advertising this on on networks
[1:01:35]
of where fast car Chargers.
[1:01:36]
All right.
[1:01:37]
That's how that's how
you're going to attract
[1:01:38]
people to use that
aren't just read
[1:01:39]
reds presence is that correct.
[1:01:40]
Correct.
[1:01:41]
So we have our app,
which is if you go up
[1:01:43]
and we have plug share,
we're part of that.
[1:01:45]
And so we have two
apps that go about 4
[1:01:46]
million users across the
US The as you mentioned,
[1:01:54]
I think that I'm sorry.
[1:01:55]
I didn't get the acronym for
you said some new one is coming.
[1:01:57]
Is that something that is Tesla
compatible or what's the tesla
[1:02:00]
is just nax is so North America
charging standard and so
[1:02:04]
what we and everybody else does.
[1:02:05]
I get the feeling Tesla's
market share is starting
[1:02:08]
to shrink a little bit.
[1:02:09]
What is their percentage
of market share?
[1:02:10]
Relative to the total TV market?
[1:02:12]
It's about 70% of them there.
[1:02:14]
70% of the market.
[1:02:15]
Right.
[1:02:16]
But they already have
their own network, right?
[1:02:18]
So for shoot out,
140,000 Chargers adapters
[1:02:21]
for Tesla and found
out 90% of the users
[1:02:24]
are still using the cars.
[1:02:25]
Right.
[1:02:26]
So we still have about 300,000
cars joining the market
[1:02:29]
every quarter that are cars.
[1:02:31]
So we serve that whole market.
[1:02:32]
How long when someone's doing a
fast charge, how long are they
[1:02:35]
sit here for?
[1:02:36]
About 20, 25 minutes.
[1:02:38]
OK Because we're doing 350.
[1:02:40]
So the ones you have out
there are about 50kW.
[1:02:44]
We're doing 350.
[1:02:45]
This is a wild question.
[1:02:46]
I'm sure you don't have it.
[1:02:47]
Butts in time for them
to go get something.
[1:02:49]
Well, that's
actually the masking.
[1:02:50]
That was my wild
question is, do you
[1:02:52]
have any stats about
the percentage of like,
[1:02:53]
you know, what people do during
that, you know, do they do.
[1:02:55]
They go and walk to a
nearby restaurant or just
[1:02:58]
so we do we think that it
brings and I guess on your deck
[1:03:00]
if you guys want
us to in industry
[1:03:02]
we think it brings
about a 20% increase
[1:03:05]
that a local like
market kind of.
[1:03:07]
So if it's like a restaurant
or and I walked around
[1:03:11]
to see what we have a
lot of good restaurants
[1:03:13]
right here the charging
walk over to they're going
[1:03:15]
for a nonalcoholic cocktail
OK so so you know, in my mind,
[1:03:22]
when we were first
talking about this,
[1:03:24]
I was thinking of it in
terms of our residents
[1:03:25]
who just happened
to know it's there.
[1:03:26]
But it's you're doing your
model based on much larger stats
[1:03:29]
about the availability of
these in the area where
[1:03:32]
exactly in the parking
lot with these video
[1:03:35]
these will be in
the corner close
[1:03:36]
to the entrance to
the volleyball court.
[1:03:39]
It will form an L where
circuit is currently right now,
[1:03:43]
as well as where we have
the employee apartment
[1:03:47]
parking only facing 21st court.
[1:03:50]
OK And this may also be
a ridiculous question
[1:03:53]
I think do this one.
[1:03:54]
Do you do is the you
know I know we have
[1:03:56]
that other kind of
mini lot that's over
[1:03:58]
in the corner of this property.
[1:03:59]
There's and I don't
remember the topography.
[1:04:01]
Is there any operating
any place in this property
[1:04:03]
to create some additional
spots, you know,
[1:04:05]
for the spots that we're losing
from some of this revenue
[1:04:07]
or no we have this
slot is pretty much
[1:04:11]
developed to its maximum use.
[1:04:13]
So there's really no opportunity
other than to reap introduce
[1:04:18]
the three spaces that we're
losing to the one charger
[1:04:20]
right now just to minimize
the number of parking spaces
[1:04:22]
that we're losing If
the circuit needed
[1:04:29]
to expand because we wanted
to add additional circuit.
[1:04:31]
But there would be room We
do have right now five spaces
[1:04:36]
that we utilize and there
are three vehicles there.
[1:04:38]
So we do have the ability to add
up to two more vehicles, four
[1:04:41]
circuit without having to
expand So the space is there,
[1:04:45]
but we do have the
ability in the area
[1:04:48]
that we're moving them to, which
is to the other side of the gas
[1:04:50]
pump.
[1:04:51]
And i would imagine based on
what you said, that there would
[1:04:56]
be more people coming from
surrounding areas I would
[1:04:58]
imagine it's not going to
impact traffic on Wilton Drive,
[1:05:01]
correct You mean more traffic?
[1:05:05]
Correct They'll be there
for a short period of time.
[1:05:08]
So I don't think it
will increase traffic
[1:05:11]
on Wilton Drive Oh, okay.
[1:05:13]
Perfect And yeah, so in
addition to the hard dollars
[1:05:17]
we're getting there may be
soft dollars in terms of people
[1:05:20]
driving through,
stopping at public,
[1:05:21]
stopping at a sushi place
and things like that.
[1:05:25]
So I'm supportive of this.
[1:05:26]
And right now
that's what they do,
[1:05:28]
because I see them using
our current charger
[1:05:30]
and they park there and they
go across the street for coffee
[1:05:32]
or something like that.
[1:05:33]
Walk around Any other
questions Can I ask one?
[1:05:38]
We have two signature
events, right?
[1:05:41]
We have Stonewall,
Wicked Manners
[1:05:43]
Is it possible to to allow
parking in those spots
[1:05:48]
during the two signature
events when parking
[1:05:51]
is at a premium Yes, sir.
[1:05:53]
There is a provision in the
contract for up to three days
[1:05:56]
for maintenance.
[1:05:57]
Anything that the city deems
that we need the parking we
[1:06:01]
could restrict the
Chargers after three days.
[1:06:04]
And it does affect our rent.
[1:06:05]
But and it's not it's not
three consecutive days.
[1:06:08]
It's just no For after
three consecutive days,
[1:06:11]
it does affect the rent.
[1:06:12]
But we could close it for
up to three days at a time.
[1:06:14]
If we need it, for maintenance,
for special events and things
[1:06:16]
like that.
[1:06:17]
OK You thought of it all.
[1:06:18]
Good.
[1:06:19]
All right.
[1:06:19]
That's.
[1:06:20]
That's good news.
[1:06:20]
Thank you.
[1:06:21]
We do have a deal.
[1:06:22]
Just tell me the dates.
[1:06:22]
And I would just turn them off.
[1:06:24]
Okay.
[1:06:25]
Wonderful Thank you.
[1:06:27]
All right Thank you all.
[1:06:33]
The question, Vice Mayor Caputo?
[1:06:35]
Yes Commissioner Dominio
Yes, Commissioner Rocky.
[1:06:39]
Yes.
[1:06:40]
Commissioner Rowley.
[1:06:41]
Yes Mayor Newton.
[1:06:42]
Yes.
[1:06:44]
Oh, What I did have
one more question.
[1:06:46]
Is it possible for
me to look like I
[1:06:49]
can ask you a separate question
everyone would want to know.
[1:06:52]
You said right now, but don't
ask me answer right now.
[1:06:54]
But what is the timeline
It's not a big deal
[1:07:00]
I don't think that
tourney will get to know.
[1:07:03]
We've been working on now
that it's been approved, what
[1:07:06]
is the time it's going to come
back to you for second reading
[1:07:09]
because it's okay so will be
at the next commission meeting
[1:07:12]
as well.
[1:07:12]
We've been working with
the for months on this.
[1:07:15]
They're ready to go.
[1:07:16]
We'll be ready to go.
[1:07:17]
Appreciate it.
[1:07:18]
All depends on FPL and
how fast will move.
[1:07:21]
But in speaking to
six years, basically
[1:07:24]
the goal if if FPL
moves is to try
[1:07:29]
to have it by Christmas time.
[1:07:31]
Perfect.
[1:07:31]
Right?
[1:07:32]
In time for season four.
[1:07:32]
Thank you All right.
[1:07:34]
Thank you.
[1:07:36]
All right.
[1:07:36]
Resolutions resolution
2025 dash 00R033.
[1:07:42]
Please read a resolution of
the city commission of the city
[1:07:47]
of Wilton Manors, Florida,
authorizing an amnesty program
[1:07:50]
to address current code
enforcement fines, including
[1:07:52]
those creating a lean
upon real property,
[1:07:55]
providing for conditions,
providing for reduction amounts,
[1:07:58]
providing for a termination
date, providing for conflicts,
[1:08:01]
providing for severability and
providing for an effective date
[1:08:04]
Thank you.
[1:08:05]
Is there a motion
I'll make the motion.
[1:08:07]
Your second.
[1:08:09]
I will second.
[1:08:10]
Good luck young gentleman
Chief floor is yours.
[1:08:18]
Good evening.
[1:08:19]
Gary Blocker, Chief
of Police department.
[1:08:22]
Going back to January 28th, this
commission discussed a prospect
[1:08:26]
of lean amnesty program and this
policy was constructed based
[1:08:30]
on your discussions and
supplemental One on one feedback
[1:08:34]
staff believes that the proposed
policy provides clear program
[1:08:37]
standards for applicants to
understand and also staff
[1:08:41]
to process and
manage and we asked
[1:08:44]
tonight that the Commission
finalize a policy,
[1:08:46]
as you so desire.
[1:08:48]
So as of April 2,
there are 124 leaves
[1:08:52]
attached to non home properties
falling over $9.6 million
[1:08:58]
35 homes that are
properties have leaves
[1:09:01]
totaling over two $9 million.
[1:09:03]
With that grand total
being over $12.6 million.
[1:09:09]
If we look at this chart here,
that's also in the back up.
[1:09:11]
You can see where the bulk
of the non that lean amounts
[1:09:16]
reside.
[1:09:17]
36% of those amounts
reside in that 100 to 199,
[1:09:22]
99 Nine category lean
amounts on the homes
[1:09:26]
that are properties You see the
majority lie in that 100 to 1 99
[1:09:31]
and nine category at
59% at 1.7 million.
[1:09:36]
So what we're proposing tonight
is that we run a lean amnesty
[1:09:41]
program for a
period of one year,
[1:09:44]
July first, starting and
ending next year, June 30th.
[1:09:48]
So anybody who gets
an application into us
[1:09:51]
within that time frame
and the administrative fee
[1:09:54]
would be eligible
for consideration.
[1:09:57]
We're proposing for
the first nine months,
[1:10:00]
Homestead properties will
receive a 9% reduction
[1:10:05]
and this excludes fees
non homestead properties
[1:10:08]
would be reduced by 80%.
[1:10:10]
And the last three
months those amounts
[1:10:13]
would reduce by 10% each.
[1:10:16]
And that payment be received
within 90 calendar day time.
[1:10:19]
The city provides the applicant
a notice of approval We're
[1:10:26]
talking about eligibility.
[1:10:27]
There are seven and they're
all listed in the back up.
[1:10:30]
If we review a few
of them, the property
[1:10:32]
that we're talking about
shall be income appliance
[1:10:35]
with all of the city codes
to include those associated
[1:10:38]
with that code case
and that any and all
[1:10:42]
violations on the property shall
be compliant prior to apply.
[1:10:45]
I know application will be
processed until this happens.
[1:10:48]
Each lien shall have a minimum
face value of $1,000 and they
[1:10:53]
shall not be under any order
of reduction by the magistrate
[1:10:57]
or this Commission eligible
leans shall not exceed
[1:11:01]
that $250,000 at the time.
[1:11:05]
The application is submitted.
[1:11:08]
And then should an application
be submitted and then
[1:11:10]
found not to meet the
minimum standards it
[1:11:13]
will be rejected by the city.
[1:11:15]
The following liens are
and fines are not eligible
[1:11:19]
for the amnesty program leans
arising for unsafe structure
[1:11:22]
board actions, orders leaves
arising from the Building Safety
[1:11:27]
Inspection Program are not
eligible until all requirements
[1:11:31]
of the Building Safety
Inspection Program
[1:11:33]
are satisfied to
include, but not limited
[1:11:36]
to the required repairs.
[1:11:39]
You see, the
application fees there
[1:11:40]
and the staff time associated
and also the Lean release fee.
[1:11:45]
And these fees are mere legal
costs covering recovery staff
[1:11:50]
cost recovery in Broward County,
a lean release fee we recommend
[1:11:56]
no appeals and the determination
by the chief of police
[1:12:00]
or the Department designee to
approve or reject request passed
[1:12:05]
shall become final.
[1:12:07]
So if approved, we have
a communications plan.
[1:12:12]
Traditional media,
digital media,
[1:12:13]
community outreach
and direct outreach
[1:12:17]
to those specific
properties with leans
[1:12:20]
and also our program
performance metrics
[1:12:25]
We're confident that if
there's no major changes
[1:12:27]
to this presentation
or this proposal
[1:12:30]
tonight, that we can
launch this July first.
[1:12:35]
And just as a reminder, at
the last commission meeting,
[1:12:38]
we did there was a small
discussion about a a income
[1:12:44]
based reduction program
that is in the back
[1:12:49]
up for your review or a recall.
[1:12:52]
We would recommend that we
proceed as a city in the manner
[1:12:57]
proposed That's not what I have.
[1:13:00]
And questions for
the commissioner.
[1:13:01]
Thoughts?
[1:13:02]
All right, Chief.
[1:13:03]
Thank you.
[1:13:04]
The questions don't
questions from you, bye.
[1:13:11]
Think you had a good night.
[1:13:12]
So.
[1:13:13]
So just to apply.
[1:13:14]
So here we go.
[1:13:15]
So I'll jump in.
[1:13:15]
Let's go.
[1:13:16]
So the only comment and
I'm happy from discussions
[1:13:20]
we had to see the
change to include
[1:13:23]
non homesteaded properties.
[1:13:24]
My thought in that was
that we've heard from.
[1:13:27]
And we've had cases
in front of us
[1:13:29]
that people that were looking
to move to the city they
[1:13:31]
accumulated significant
fines that they couldn't live
[1:13:35]
in because it wasn't right.
[1:13:36]
So, so them wanting to clear
that become residents is great.
[1:13:39]
That intent.
[1:13:40]
What I didn't
intend for that was
[1:13:42]
to become commercial properties
that are not homestead.
[1:13:45]
So nonresidential you
know, properties which are
[1:13:48]
then of course not Homestead.
[1:13:49]
Do you have any idea
what what number
[1:13:51]
or what's the lean value of
commercial properties within
[1:13:56]
that list The lean value, No.
[1:13:59]
What I will tell you
is the single family
[1:14:01]
residential non homestead.
[1:14:04]
It is 54 or 54 properties,
multifamily residence, all 12
[1:14:08]
properties and
commercial 54 properties
[1:14:13]
and so I definitely
am not in support
[1:14:15]
of doing the amnesty for true
commercial properties here
[1:14:20]
And we don't have
a way of knowing
[1:14:21]
if it's of distinguished.
[1:14:27]
I'm trying to think
how you distinguish
[1:14:28]
on the residential side.
[1:14:30]
If it's a commercial, I guess
like an apartment or something
[1:14:33]
like that, like it's is there
some way to distinguish it
[1:14:35]
more than some number of units?
[1:14:36]
We can assume it's
not owner occupied
[1:14:39]
or I'm just throwing it out
to the rest of the commission.
[1:14:41]
If there's interest, you
know, because I don't want
[1:14:43]
to say that all
residential included,
[1:14:45]
if if there are some commercial.
[1:14:46]
I think we've seen like
some apartment buildings
[1:14:48]
come through here
that I would consider
[1:14:50]
commercial not residential.
[1:14:51]
But I think if it's
owner occupied,
[1:14:53]
they almost always have a
homestead protection on it,
[1:14:55]
at least for a portion.
[1:14:56]
The portion they live.
[1:14:58]
But I know it's on
our occupied but I'm
[1:15:01]
saying that we'd that I'm
open to that not I want
[1:15:03]
non homesteaded residential
properties potentially
[1:15:06]
to qualify but not
non homesteaded
[1:15:09]
you know like a commercial
like, you know what like a 20.
[1:15:12]
I don't want a 20 unit.
[1:15:13]
Exactly.
[1:15:13]
To which we've seen it, we've
seen that we had the one
[1:15:16]
egregious one like that, to me,
is this a commercial property
[1:15:18]
But the single family,
the residential that sort
[1:15:21]
of whether it's homestead or not
I'd like to see that included.
[1:15:25]
I would agree.
[1:15:25]
I agree to limit it to as you
said, no commercial properties
[1:15:30]
So how do we define
commercial since we're not
[1:15:33]
using Homestead non Homestead?
[1:15:34]
Do we define that by nothing
more than two like two units?
[1:15:37]
Or how would we define with the
not traditional residential,
[1:15:41]
you know that we're
looking to exclude that.
[1:15:44]
I mean, to me, if you're
three units or more,
[1:15:46]
you know that's private.
[1:15:47]
You're probably not
a lot of duplexes.
[1:15:50]
They live in one and they
rent out the other Don't know.
[1:15:55]
I mean, to get past that, I
just I think I don't know.
[1:15:57]
And for that, I think for
me, I would be in support
[1:16:00]
of, you know, nothing.
[1:16:01]
3 units and up, you
know qualify guys
[1:16:03]
you know because at that
point your city if only
[1:16:06]
a commercial venture you know
if two thirds doesn't qualify
[1:16:09]
doesn't qualify for the
amnesty provided somebody
[1:16:11]
lives in one of those right.
[1:16:14]
As long as somebody
lives in one in,
[1:16:15]
it's homesteaded If if it's
Homestead, that's fine.
[1:16:19]
You know, that's fine But
if it's not homesteaded
[1:16:21]
and it's three units or more.
[1:16:23]
It shouldn't qualify My opinion
no matter what, no matter what.
[1:16:25]
Yeah Then can we just
step back a second?
[1:16:29]
I believe that there is state
law that we cannot foreclose
[1:16:33]
on a homestead of properties
that rent we cannot foreclose
[1:16:37]
on a homestead of properties.
[1:16:38]
Correct.
[1:16:39]
And if there's a multifamily
where someone's living there
[1:16:42]
and it's partially homestead it.
[1:16:43]
I guess we would not be
able to do if I may look
[1:16:49]
to legal for that, correct?
[1:16:50]
Yeah, no problem.
[1:16:51]
If it's a condominium and the
individual units are owned
[1:16:56]
individually those individual
units can be Homestead
[1:16:59]
in a multiple unit property.
[1:17:02]
But if it's a rental community,
then none of those units
[1:17:07]
are homes that okay.
[1:17:09]
But I think what
he's getting at is
[1:17:11]
I know there's a few properties
where there may be a main house
[1:17:16]
that the owner and he
gets a partial homestead
[1:17:20]
and then the two or 3 or 4 units
on the property that are being
[1:17:24]
rented out doesn't get
the homestead exemption
[1:17:27]
for tax purposes on that.
[1:17:29]
But it has a homestead exemption
on the piece of real estate
[1:17:32]
which I mean, imagine
you can't I was
[1:17:34]
on that either I don't know.
[1:17:37]
It.
[1:17:37]
Yeah I mean.
[1:17:38]
So for me, that
would I would count
[1:17:40]
that property as a homestead
property and general to me.
[1:17:42]
But I think that was a
clarification You were trying.
[1:17:44]
No, no.
[1:17:45]
And that's correct.
[1:17:46]
Yeah.
[1:17:46]
Thank you I guess
you had given us
[1:17:51]
the amnesty program
for davie, and I
[1:17:54]
believe that was six months.
[1:17:56]
I mean, for me, I feel like a
year or a really long time here
[1:18:00]
And we're offering
them, you know,
[1:18:03]
a deep discount for
the first nine months,
[1:18:06]
just for me, it just
seems very long day.
[1:18:09]
We did six months.
[1:18:11]
I, I think I would prefer to
bring it down a little bit
[1:18:15]
rather than have it
go out to a year.
[1:18:18]
And we're offering
a deeper discount
[1:18:21]
for the first nine months.
[1:18:23]
I think for me, I would rather
see that we due to a shorter
[1:18:26]
period to encourage
people to do it
[1:18:29]
within the first 90 days or 120
days or something like that.
[1:18:35]
I think nine months is
just a long time to give
[1:18:38]
them that maximum discount.
[1:18:40]
Couple of comments I would how
anyone else feels about does
[1:18:46]
the staff have the
capability if everyone
[1:18:48]
came within the first three
months of I'm just asking.
[1:18:51]
Great.
[1:18:52]
Physically to be
able to process.
[1:18:54]
It's it's a nice
problem to have.
[1:18:56]
Yeah yes but it.
[1:18:57]
So you would, as long as we
would process them first come,
[1:19:01]
first serve as long as they
get their application in
[1:19:04]
and their administrative fee.
[1:19:04]
And within that time period they
would be eligible whether or not
[1:19:08]
we're able to process them.
[1:19:09]
After that, you have to okay.
[1:19:10]
At first, whatever goes
into effect after that.
[1:19:13]
And then a question
for the city attorney,
[1:19:16]
although we can't foreclose
on Homestead properties,
[1:19:19]
are we allowed to put leans
on Homestead, had properties
[1:19:22]
So at the time of sale,
the Lean would be paid back
[1:19:26]
The leans would be
placed on the property
[1:19:30]
just like any other property.
[1:19:31]
You couldn't foreclose
it and it wouldn't
[1:19:34]
attach much to the
homestead building,
[1:19:37]
would not attach
to the homestead
[1:19:39]
And so if the homestead owner
sells us and two years from now
[1:19:44]
with the lean still be on
the property that needed
[1:19:46]
to be paid back at
the time of sale
[1:19:49]
yes, that happens all the time.
[1:19:51]
Yeah.
[1:19:51]
So although we may not be able
to foreclose theoretically,
[1:19:55]
you still file a lean and lean.
[1:19:56]
You could sit there
for 20 or 30 years
[1:19:58]
before it's ever collected
on, but that's an option.
[1:20:02]
Can you go back
to the percentages
[1:20:04]
of the of the decrease from
me for the non homestead?
[1:20:08]
It.
[1:20:08]
I think 80% is a really,
really steep discount generally
[1:20:14]
numbs homesteaded properties.
[1:20:16]
People don't live here
and it's rented out.
[1:20:18]
It's owned by an LLC or
it's Airbnb out Maybe
[1:20:22]
it's a second owner
or second home owner.
[1:20:26]
However, if it's a second home,
they generally take care of it
[1:20:28]
better than like a person that's
not here full time and is an LLC
[1:20:35]
or I'm just using it
to rent out So for me,
[1:20:37]
I don't want to support
the decrease of 80%
[1:20:41]
just to try to clean up
our books a little bit.
[1:20:43]
Doesn't make sense to me.
[1:20:45]
I don't know what everyone
else thinks, so first what was
[1:20:50]
the first time that you were.
[1:20:51]
I'm to remember because
I thought of that one to.
[1:20:53]
But you were talking
about that passed to him.
[1:20:55]
The one year period.
[1:20:56]
Oh, So in the one year here, my
concern about not having it be,
[1:21:00]
you know, is for
launching this now.
[1:21:01]
Right.
[1:21:02]
You know we're launching in
summertime so some number
[1:21:04]
of people that would qualify
may not be present You know,
[1:21:07]
and also we just
know like a town town
[1:21:09]
crier cycle is like three months
potentially for that comes out.
[1:21:12]
So I mean maybe
down to nine months.
[1:21:15]
If it was going to
launch in the off season.
[1:21:17]
But I think Six
months, frankly, people
[1:21:18]
don't hear about
stuff in the city
[1:21:20]
fast enough for them to turn
it around in six months.
[1:21:22]
I think, too, if i just
signed a letter to the owner.
[1:21:25]
But if you're not if you're
not there because you're you
[1:21:27]
live up north.
[1:21:28]
Pine and this is a second
home, if you're not only here
[1:21:29]
six months out of
the year you know,
[1:21:31]
usually the mailing address of
the property appraiser's updated
[1:21:33]
different from the well, that.
[1:21:35]
And that's what I was going
to ask i know some people
[1:21:37]
code might know
that or chief you
[1:21:39]
might know that don't
the second home usually
[1:21:41]
they have the address of
the homestead a property
[1:21:43]
or another country
or another state.
[1:21:47]
I'm sorry As a
question again, please.
[1:21:48]
The address.
[1:21:49]
You have to if you have to
send a notice of some kind
[1:21:52]
is usually not that address.
[1:21:54]
If they have that sort
of summer or winter.
[1:21:56]
Oh, it's usually their
summer home It varies.
[1:22:00]
Some are to the property
owner out of state,
[1:22:02]
some are directly to that home.
[1:22:04]
So i mean, like, you know, I
think my business where we have
[1:22:06]
people that go on hold because
they're gone for two months
[1:22:08]
during the summer, I
don't think they're
[1:22:09]
updating backpay for the
two months to their address.
[1:22:12]
Yeah, but they could
do mail forwarding.
[1:22:14]
So like you know, but
that's just a concern.
[1:22:16]
I wouldn't want to see it go
any lower than 6 or 9 months,
[1:22:20]
you know, just because
I think it takes time
[1:22:22]
to for us to get the word out.
[1:22:24]
I understand on the to some
of your point on the non
[1:22:28]
homestead I think you
know by limiting it
[1:22:30]
to say you know residences that
are you know 1 or 2 units right.
[1:22:36]
It's we're not
giving big discounts
[1:22:38]
to huge commercial
landlords that
[1:22:40]
are not taking advantage of it.
[1:22:41]
I'm okay with it maybe
coming down a little.
[1:22:43]
But again, I think about the
one gentleman who was a flight
[1:22:45]
attendant, I think for United
who couldn't live in his place
[1:22:48]
because so it wasn't
homesteaded yet
[1:22:50]
You know, he's he did absolutely
become a resident you know,
[1:22:53]
like I want.
[1:22:54]
And I want him to
come in on good terms,
[1:22:56]
not be able to
get that you know,
[1:22:58]
to not say to only do it,
say 50% like, you know,
[1:23:01]
I would kick him down a little,
but not it not a whole time.
[1:23:04]
Are there leans current
Lee on these properties
[1:23:06]
for these amounts of the
linesmen already placed.
[1:23:09]
Yes, sir.
[1:23:10]
The lines were already there
And I would imagine it would.
[1:23:16]
The letter state that,
you know, you can
[1:23:18]
take advantage of this amnesty.
[1:23:20]
I mean, can we go ahead
and fork close on the non
[1:23:25]
homestead it or.
[1:23:26]
That's what the program
we're doing is the 14th.
[1:23:28]
So we don't have to.
[1:23:30]
So no, I understand.
[1:23:31]
But I would i would hope
that the letter reiterates
[1:23:35]
that the this is an
opportunity to clean it
[1:23:38]
up prior to foreclosure
I like to see
[1:23:41]
the letter that they send out.
[1:23:42]
Yeah, but I, I guess
for me, I would
[1:23:44]
like I would like it to include
some type of should it should
[1:23:47]
I believe.
[1:23:48]
Do we send out a letter of
didn't we recently to some
[1:23:50]
of those that were at the
highest value that were
[1:23:52]
because we're so we started
foreclosing now I think we've
[1:23:54]
sent out a letter
with just letting them
[1:23:56]
know this was going to happen.
[1:23:57]
Yes, sir.
[1:23:58]
And it should be included
again on this, to your point.
[1:24:00]
But I notice recently
sent that letter out right
[1:24:02]
And I did have a question also.
[1:24:04]
This is for liens under 250,000.
[1:24:07]
There's several I
just looked at them.
[1:24:10]
There's probably 7 or
8 that make up three.
[1:24:13]
And a half million dollars
that are over 250,000.
[1:24:18]
What is the plan for those
that are above that amount?
[1:24:22]
We are going to proceed
with foreclosure action
[1:24:25]
as directed by
this commission OK.
[1:24:30]
I'm good with that.
[1:24:31]
Yeah.
[1:24:32]
And those are most likely
commercial properties.
[1:24:34]
I imagine.
[1:24:35]
Anyways, that wouldn't they
also that wouldn't qualify.
[1:24:38]
Yeah.
[1:24:38]
Yeah.
[1:24:39]
Some of your have some did you
take into consideration in terms
[1:24:44]
of the costs, the
cost for the loans
[1:24:47]
have already been recorded.
[1:24:48]
The time and the cost to
get that production off
[1:24:53]
or updated for this program?
[1:24:56]
No, sir But I
thought we still are.
[1:24:58]
We're still collecting the cost.
[1:25:00]
The costs don't get
reduced Is that correct?
[1:25:01]
Yeah.
[1:25:02]
Administrative fees So
that still gets collected,
[1:25:05]
is there not?
[1:25:06]
Administrative
fee when we end up
[1:25:07]
doing the lean that
ultimately we are
[1:25:09]
therefore collecting that fee?
[1:25:10]
No matter what ?
[1:25:12]
Repeat the question.
[1:25:14]
So there's when
we go through this
[1:25:16]
we charge an administrative
fee as a lean gets applied.
[1:25:18]
Yes.
[1:25:19]
And that does not get
discounted by this
[1:25:20]
and are still due
for that full So
[1:25:21]
we're not we're not losing money
on still collecting those fees.
[1:25:24]
Correct?
[1:25:25]
Yeah.
[1:25:26]
But we're still
doing recording fees
[1:25:28]
for satisfaction of the claim
since the liens already recorded
[1:25:31]
on the official records.
[1:25:33]
But we don't collect, we don't
collect a fee to do that when
[1:25:36]
someone actually pays us on it.
[1:25:37]
Like it's built into that.
[1:25:38]
It's built into
the cost of that.
[1:25:40]
I believe.
[1:25:41]
Are you asking that?
[1:25:42]
Are we are you asking all we
asking for an administrative fee
[1:25:46]
to release lean?
[1:25:47]
The answer is yes There is
that built into the cost that
[1:25:52]
is built into this program.
[1:25:54]
Yes, sir OK.
[1:25:55]
To release a lean.
[1:25:56]
Yes, sir.
[1:25:57]
The separate fee Yeah.
[1:25:59]
All You're good.
[1:26:00]
I'm good.
[1:26:01]
I'm We're not going to go
with commercial properties.
[1:26:04]
I'm good with that.
[1:26:05]
I'm all right.
[1:26:05]
We've changed that.
[1:26:07]
There I have a concern on
the Homestead properties
[1:26:09]
because we can't go to
foreclosure on them.
[1:26:14]
And we've had there
was one recently
[1:26:16]
where they came before us.
[1:26:19]
We had to do a lease
pendants I think it was
[1:26:23]
a dependence on city manager.
[1:26:25]
The attorney.
[1:26:26]
Yes.
[1:26:26]
Was it less pendants that
file when there's action that
[1:26:31]
involves a piece of property
to let the public and anyone
[1:26:35]
who is interested
know that there
[1:26:37]
are some legal action pending?
[1:26:39]
What impact does this program
have on that or does that have
[1:26:42]
has no real impact on this?
[1:26:45]
Pendants If a bank or or
some other lienholder files
[1:26:51]
for foreclosure against the
property in the city has a lane
[1:26:55]
the city will get
notified of that lawsuit
[1:26:57]
and will respond
accordingly So that list
[1:27:01]
Pendens is filed together
with action for foreclosures.
[1:27:05]
Typically in this context, we've
had a couple of circumstances
[1:27:09]
just the way the timing has
worked out that a bank has filed
[1:27:13]
a list pendants as part
of a foreclosure action,
[1:27:15]
and that occurred right
before the city filed
[1:27:19]
the lean and the way
our lean production
[1:27:22]
process works that has to be
approved by the city commission.
[1:27:26]
And so we've had a couple
of appeals that have come
[1:27:28]
before the commission where
a lean has had to be removed
[1:27:32]
because it was filed
after the Lisbon
[1:27:35]
that we don't have an
administrate of process
[1:27:38]
for that in our code
currently right?
[1:27:42]
So typically when you file
a lean under or after list
[1:27:47]
pendants, you your
lean is not valid
[1:27:50]
as against that
particular lawsuit
[1:27:55]
and all these things
have been filed already.
[1:27:57]
Right.
[1:27:57]
Everything is on.
[1:27:58]
There's already a lien filed.
[1:27:59]
So it's not doesn't
affect that correct?
[1:28:02]
Correct.
[1:28:03]
Chief, I have a question.
[1:28:04]
I think I remember reading
in one of your slides
[1:28:07]
that unqualified
someone would be
[1:28:10]
is if they already
went to the magistrate
[1:28:11]
for a lien reduction
Is that accurate?
[1:28:13]
Right.
[1:28:14]
That is accurate.
[1:28:15]
And what's the
purpose behind that?
[1:28:18]
You I believe that purpose,
which I got from another city
[1:28:24]
would be you've already
been offered a reduction
[1:28:26]
and now you're coming back
for a second reduction
[1:28:28]
of that reduced amount.
[1:28:30]
See, I look at it, it's kind
of a little bit different.
[1:28:32]
I look at is the person actually
took the right steps appeared
[1:28:37]
in front of the magistrate.
[1:28:39]
Maybe they don't want
to spend the money
[1:28:40]
to appeal to a commission
knowing the way the commission
[1:28:42]
is not really reducing them.
[1:28:44]
And so they do all
the right things
[1:28:46]
And then you have other
people that just, you know,
[1:28:49]
thumb their nose at the city.
[1:28:51]
They don't respond to anything.
[1:28:53]
And now there's a lean, and
we're going to offer them 80%
[1:28:56]
or someone else only got 50.
[1:28:57]
I don't know if that is
this really to the reduction
[1:29:00]
in front of class process ?
[1:29:02]
Both the magistrate, if they
went in front of the magistrate,
[1:29:05]
it's too late.
[1:29:06]
Oh, I don't to tip magistrate
and in or the and/or
[1:29:09]
the commission also
you know typically
[1:29:10]
what happens is the
magistrate hears the matter.
[1:29:14]
It's a hearing and
they've either reduced it
[1:29:17]
or not reduced it or reduced
it somewhere in between
[1:29:20]
And that person, if they're
in the line for trying
[1:29:23]
to go for amnesty,
they haven't paid
[1:29:26]
Because once that
reduction is given,
[1:29:28]
it's typically a 90 day
or less provision to pay.
[1:29:32]
And they haven't paid it.
[1:29:34]
So it goes back to
the original amount
[1:29:36]
we really talking a 90 day
period potentially right?
[1:29:39]
Because otherwise they
would have had to pay it.
[1:29:41]
But if they didn't, it wouldn't.
[1:29:42]
It's back up to 100,
but then but everybody
[1:29:45]
has gone through the
magistrate at 100% point.
[1:29:47]
Right.
[1:29:47]
Because every one
eventually go goes through
[1:29:49]
to get the lean filed So
to me, it's and I'm even
[1:29:51]
find by the way saying the last
90 days if you got something you
[1:29:55]
can now qualify for this program
for the 90 day period right
[1:29:57]
to me, it's not that it's
it's we're not doing this on
[1:30:01]
is the people that
been in front of us
[1:30:03]
that we've given something
to They can't come back.
[1:30:04]
That's what matters to me.
[1:30:06]
So you're fine that removing the
magistrate piece if they went
[1:30:09]
to the magistrate but
Yeah they still come back
[1:30:11]
and they can still be part of
this process for that, right?
[1:30:14]
I think that's fine.
[1:30:15]
Yeah.
[1:30:15]
And I, they have a right
to go to the magistrate
[1:30:17]
and argue their case.
[1:30:18]
You know, maybe they
don't feel it's valid,
[1:30:19]
but most people don't go
to the magistrate Right.
[1:30:21]
And the fines just keep accruing
and those are the people we're
[1:30:24]
helping rather than
people that try to do,
[1:30:26]
I think right I think
it's fine for me
[1:30:27]
if you went to the
magistrate you know me,
[1:30:30]
I go all the time out for a
second, clarify some things
[1:30:34]
All right.
[1:30:34]
So no commercial
properties right?
[1:30:37]
Correct we have is
three or more units
[1:30:43]
Are we able to do
like more than four?
[1:30:46]
Like there's a lot of quads
and i know some of them have
[1:30:51]
there's issues with them.
[1:30:53]
One builder was looking to
buy one, but to redevelop it
[1:30:58]
But I know that there
is outstanding leans
[1:30:59]
on them I'm thinking
that there's so
[1:31:03]
many quads throughout our city.
[1:31:05]
I those are not large.
[1:31:08]
They're usually
lower income housing.
[1:31:10]
But.
[1:31:11]
But are we are we reducing it?
[1:31:12]
So then get sold to a
developer at a higher you know,
[1:31:14]
that's right.
[1:31:16]
And it just to
clarify, by the way,
[1:31:18]
on that, more than three
units, it's more than three
[1:31:20]
units or non residential.
[1:31:20]
Right.
[1:31:21]
Because any.
[1:31:21]
Right.
[1:31:22]
Right.
[1:31:22]
Just like that we're not
what it was that you mean.
[1:31:25]
So in other words, an
office building you
[1:31:27]
know or something like that
Well commercial like commercial.
[1:31:31]
Okay so you guys want
to work through three.
[1:31:34]
Well three or more area Yeah,
but did you have a question?
[1:31:38]
I had a question about
the lean these leans
[1:31:42]
are final, correct or no.
[1:31:44]
Are they still accumulating
the ones for this program?
[1:31:46]
The vast majority are
still accumulating.
[1:31:49]
They are to be in this process.
[1:31:51]
No they cannot.
[1:31:52]
They have to be in compliance,
which is a consideration
[1:31:55]
for the time line.
[1:31:56]
Well, you don't want to make
it too short because one
[1:31:58]
of the goals of this
program is to encourage
[1:32:01]
property owners to come into
compliance, and then time.
[1:32:03]
So if you make the timeline too
short then those property owners
[1:32:07]
may not have time to come
into compliance, which
[1:32:10]
is a large they can
take some of this money
[1:32:12]
that they're not going
to have to pay to fix
[1:32:14]
the properties which is
what we want to do I mean,
[1:32:16]
it's not the fines
as much as we want
[1:32:18]
to beautify our community by
getting these pieces of property
[1:32:22]
in better shape.
[1:32:23]
So well let's be honest, if they
were going to fix the property,
[1:32:25]
they would have did
it two years ago
[1:32:26]
when the fines started Right?
[1:32:28]
True.
[1:32:28]
They're intentionally not right.
[1:32:30]
But.
[1:32:30]
But.
[1:32:31]
But they cannot get
this unless they do so.
[1:32:32]
Appreciate it.
[1:32:33]
Gives you an incentive to do it.
[1:32:34]
So it be cheaper for them
to fix whatever it is.
[1:32:36]
And then go to this than it
would be to just keep going.
[1:32:39]
And then sell a property.
[1:32:40]
I believe that kind of right.
[1:32:41]
So I think it's a great idea.
[1:32:42]
And I like the way it's set up.
[1:32:44]
Those two changes that we
made is there any with lower
[1:32:48]
that 80% 75%, 75?
[1:32:53]
Are you go with that I was
thinking like 50 out of 50,
[1:32:58]
50 for the non homestead
again, most of them
[1:33:02]
are else's or people are
that are buying houses
[1:33:05]
and Airbnb being them out.
[1:33:07]
Those seem to be the ones
that most of the problems.
[1:33:09]
I don't have sympathy for
those people I don't either.
[1:33:11]
We're we're trying
to do something here
[1:33:12]
and that it's not just about
getting them off the books,
[1:33:16]
it's about getting the
properties right where
[1:33:17]
we want it to be in our city.
[1:33:19]
So and they've also followed
what other cities have done,
[1:33:23]
like we have the agreement
here for Derby, for example.
[1:33:28]
Do we know how
successful all that was?
[1:33:31]
Would you have that information?
[1:33:32]
We don't have that information.
[1:33:34]
No, sir, absolutely.
[1:33:35]
I can i think that 80% is
more than most other cities
[1:33:39]
If you look at the
backup materials,
[1:33:41]
I think we're probably
on the extreme end.
[1:33:44]
For me, I don't want to
go any lower than 75%.
[1:33:46]
I realize maybe others.
[1:33:46]
Well, but that would be
kind of the low end because
[1:33:48]
of the situations that
have been in front of us
[1:33:49]
before that i've
seen that that's
[1:33:51]
who I'm trying to help anymore.
[1:33:55]
I sounds like 75% of those.
[1:33:58]
It does Any other questions?
[1:34:01]
So where's that 75%
for the non homestead?
[1:34:04]
Correct.
[1:34:05]
And then for the final three
months, I would say 65, right?
[1:34:09]
Yeah.
[1:34:09]
Just as a matter of and
duration of the program.
[1:34:15]
You're and again, do we
want to keep nine months.
[1:34:19]
I I mean, for me, that's
a long time I understand
[1:34:23]
our city managers point.
[1:34:25]
But a homestead a property can
get up to 90% for nine months.
[1:34:30]
I just feel like
that's a very long time
[1:34:33]
But I think like we
just talked about what
[1:34:34]
if somebody doesn't have the
money to pay their fines?
[1:34:37]
They have, but they might
have enough money to fix the
[1:34:40]
but they need to be
to be compliance.
[1:34:42]
Again.
[1:34:42]
And then they get that 90% off.
[1:34:44]
So they actually saving money
in the long run they'll do that.
[1:34:47]
But if they don't have enough
money to pay what they owe,
[1:34:50]
now it's just going
to keep going on.
[1:34:52]
I'm aware of at least 111
resident who i work with.
[1:34:56]
I think there was 5 or 6 months
because frankly they done
[1:34:59]
some work without a permit.
[1:35:01]
But then to go back
and redo it, it
[1:35:02]
became a much
bigger deal to bring
[1:35:04]
everything else to code right?
[1:35:05]
On a 5 or 6 month
project, at least, Right?
[1:35:07]
Yeah.
[1:35:07]
It's listen, you got to
go through the process.
[1:35:09]
You got to find some,
do some of these things.
[1:35:11]
I don't mind Nine months is
a long time, but same time.
[1:35:15]
OK You got to give
them time to do it.
[1:35:17]
Okay?
[1:35:19]
And frankly, that the line will
still be accumulating daily
[1:35:22]
through that.
[1:35:22]
Through that.
[1:35:23]
Well, until it's in compliance.
[1:35:24]
Right.
[1:35:24]
So we're going to all
got to get more accurate.
[1:35:27]
It's to get more,
but naturally it's
[1:35:28]
going to be a higher fine So
the reductions on this big
[1:35:33]
if they opt not to
take advantage of this,
[1:35:35]
are we allowed to
charge interest
[1:35:37]
or interest on what interest
on the outstanding balance?
[1:35:41]
No I'm not sure I understand.
[1:35:45]
If I recall Kerry as
rolled making this comment,
[1:35:47]
he says, no, no.
[1:35:48]
Okay.
[1:35:49]
Yeah.
[1:35:49]
I think you discussed
that before, Mary.
[1:35:51]
OK.
[1:35:52]
Because it's not a
judgment Yeah, I know.
[1:35:55]
In the same sense.
[1:35:56]
Okay.
[1:35:56]
How much they take off you
know, how much plantation is,
[1:36:00]
what their numbers
are percentage wise.
[1:36:03]
I can't.
[1:36:03]
I mean, I have it right here.
[1:36:04]
Right.
[1:36:05]
So plantation is a 100% for
both residential and commercial.
[1:36:13]
there you go Their program,
rent for 181 days from 2020 22
[1:36:18]
to 2023.
[1:36:20]
Okay All right.
[1:36:22]
Any other questions or
any other discussion here?
[1:36:25]
No, I'm good.
[1:36:26]
So your questions
One year, the nine
[1:36:29]
months plus three months model,
is that where we're going What?
[1:36:34]
What was that?
[1:36:35]
Yeah, the duration post
I think it was actually
[1:36:38]
the duration as proposed.
[1:36:40]
As proposed down here.
[1:36:41]
Yeah.
[1:36:42]
All right.
[1:36:42]
Thank you.
[1:36:43]
I have everything.
[1:36:43]
Thank you.
[1:36:44]
All right Any other hearing?
[1:36:46]
No, no.
[1:36:46]
Call the question, please Yes?
[1:36:50]
Can you hear me?
[1:36:51]
Sorry Apologize.
[1:36:52]
Vice Mayor Caputo Yes,
Commissioner Dami, Neo.
[1:36:55]
Yes.
[1:36:56]
Commissioner Brockie.
[1:36:57]
Yes.
[1:36:57]
Commissioner Rowley.
[1:36:58]
Yes.
[1:36:59]
Amir Newton Yes So, all right.
[1:37:03]
A commission request
report in Thank you.
[1:37:08]
Mr. Mayor.
[1:37:09]
This is Follow up
to an item that
[1:37:12]
was raised at a previous
commission meeting.
[1:37:14]
Staff was asked to
read a document out
[1:37:17]
for you outlining all
of the recent requests
[1:37:20]
that the commission has made
for future action items This is
[1:37:25]
separate and apart from the
Strategic Initiatives report
[1:37:28]
that you adopted a
few meetings ago.
[1:37:30]
The report that you requested
is included in the backup
[1:37:33]
of tonight's agenda.
[1:37:35]
It's our intention to
continually update that.
[1:37:38]
So a status changes or the
Commission requests new items
[1:37:43]
that will be updated and
provided to your regular Any
[1:37:47]
questions for the
city manager No.
[1:37:52]
Okay.
[1:37:53]
We'll move on A discussion
of rezoning parcels generally
[1:37:56]
located south of
northeast 25th Street,
[1:37:59]
west of northeast 15th Avenue,
north of New River and east
[1:38:02]
of the FCC, tracks that have a
land use designation of T or C
[1:38:06]
two, a zoning designation
of two U.S. East Roberta
[1:38:12]
Good evening Good evening.
[1:38:15]
What do you got for us from her
two more committed on services
[1:38:20]
director.
[1:38:20]
So tonight is a discussion on
whether or not the commission
[1:38:23]
would like to proceed
forward with the rezoning
[1:38:25]
of the properties that are
east of the fEC tracks south
[1:38:31]
of northeast 25th
Street, down through
[1:38:34]
College Park This
is actually the area
[1:38:39]
of discussion for this evening.
[1:38:43]
But Mayor if I may
actually, before we start
[1:38:47]
through this discussion
is just to go
[1:38:48]
over very briefly,
the difference
[1:38:50]
between land use and zoning.
[1:38:53]
So land use is governed by
the city's comprehensive plan
[1:38:57]
and it does identify
the long term vision
[1:38:59]
for those for those specific
properties where zoning
[1:39:03]
actually identifies
what those uses
[1:39:05]
are with that specific uses.
[1:39:07]
So that's really a very basic
difference between those two.
[1:39:11]
So when we look
at development, we
[1:39:12]
have to look at the land
use of the property first
[1:39:15]
and then from there, we're
able to determine what
[1:39:18]
those overall uses would be.
[1:39:19]
And then we have to do the
analysis based on zoning
[1:39:25]
So the area in question.
[1:39:26]
This is again,
it's all land use.
[1:39:28]
Yossi So back when the city did
this, I believe it was in 2013,
[1:39:33]
we did identify all of
this areas Part of our
[1:39:35]
to see I remember how
many single family
[1:39:39]
homes are in that area We
did not do that analysis.
[1:39:47]
OK We can have
that analysis done,
[1:39:50]
though, if the
commission decides
[1:39:52]
to proceed forward, no problem.
[1:39:54]
So this is the area
where the the zoning is.
[1:39:59]
We've identified one
parcel on here that was
[1:40:01]
rezone through the generations.
[1:40:03]
Allow year.
[1:40:05]
So that's why it's not included
even though on our zoning map,
[1:40:08]
it is still a multifamily.
[1:40:10]
So the existing
zoning designation
[1:40:13]
are 16, which is
multifamily, 16 units an acre
[1:40:17]
and r D ten, which is multi
family ten units an acre So
[1:40:25]
that is the presentation.
[1:40:26]
It is the gist of where
where we are going
[1:40:29]
is the area in question
is here, whether or not
[1:40:32]
the commission
would like for staff
[1:40:34]
to proceed forward with it.
[1:40:36]
We did do an analysis of costs.
[1:40:39]
If the commission does
decide to proceed forward.
[1:40:42]
And it is roughly a
little over $3,000,
[1:40:46]
which does include
the consultant,
[1:40:48]
we need a sketch and legal
description for the area.
[1:40:52]
And then staff time and all
of our other advertisement
[1:40:56]
requirements, as well as
postings Any questions for
[1:41:00]
roberto or thank you, Roberta.
[1:41:06]
Roberta, You just said
that the zoning is armed.
[1:41:09]
16 and already ten.
[1:41:11]
Would it not be ours?
[1:41:12]
Five Also rather essential
selling of family?
[1:41:15]
No.
[1:41:16]
The again, the zoning map
only identifies those two
[1:41:19]
within the specific area.
[1:41:20]
That's in question.
[1:41:21]
So there may be single
families, but they're
[1:41:23]
not zoned single families.
[1:41:25]
There may be uses of US uses.
[1:41:28]
So this so right now what we
call it in the planning world
[1:41:31]
is there's inconsistencies
between the land
[1:41:33]
use and the zoning.
[1:41:34]
So this process or
project would be,
[1:41:37]
you know, making that
consistent between the two.
[1:41:40]
And because the
underlying land uses TLC,
[1:41:44]
would that require a mixed
use development here?
[1:41:47]
Currently?
[1:41:47]
Not necessarily.
[1:41:49]
But again when we
do the rezoning,
[1:41:51]
we do reevaluate Article 30
because we also have to identify
[1:41:55]
heights within the area.
[1:41:57]
So we have the hub
map, which identifies
[1:42:00]
all of the heights
within the Tosa area
[1:42:04]
within the urban center.
[1:42:05]
Okay And my understanding
is the city manager I
[1:42:10]
believe you did a an appraisal.
[1:42:13]
Did you get some type
of input or property?
[1:42:16]
We have an informal
appraisal and we've
[1:42:19]
engaged with an appraiser to
look at the two properties
[1:42:22]
that the city owns that
are within this district.
[1:42:25]
And we have asked
for the property
[1:42:29]
to be value at the existing
zoning and the potential
[1:42:33]
of it to is zoning.
[1:42:35]
We don't have any results yet.
[1:42:37]
No, it will take, I
think, 4 to 6 weeks.
[1:42:40]
OK OK.
[1:42:44]
I guess for me, I had
added this to the list
[1:42:47]
because I have an
issue any time there's
[1:42:50]
a difference between land use
and zoning, it's confusing.
[1:42:55]
I don't know how long ago,
this was designated TLC
[1:43:01]
or what the purpose of
making the land use TLC,
[1:43:04]
but not having
the zoning follow.
[1:43:07]
So that's why I added that
to the list for discussion
[1:43:14]
The Roberto why were
why was the area
[1:43:17]
and have a reason to toss east.
[1:43:21]
So i was not here when the
taxes zoning was created.
[1:43:27]
We didn't make attempts to try
to find historical documentation
[1:43:32]
as far as justification to why
staff didn't choose to include
[1:43:36]
certain areas, meaning
specifically this the only thing
[1:43:40]
that we could even
contemplate is
[1:43:43]
that there was potentially
resident opposition in order
[1:43:47]
to do that.
[1:43:49]
But again, it's there's
no count formation.
[1:43:52]
We couldn't find any
notes or anything Okay.
[1:43:57]
That so what is
your recommendation
[1:44:02]
This is something
that we need to do.
[1:44:04]
I would recommend proceeding
forward with the rezoning.
[1:44:07]
Okay.
[1:44:07]
Do you think we need to get
resident input from this area?
[1:44:10]
Absolutely.
[1:44:11]
So part of the cost analysis
does include workshop
[1:44:15]
and meeting with the residents
in the public to notify them
[1:44:18]
of the process So our typical
outreach that we would do,
[1:44:23]
okay, are there other
areas of our city
[1:44:25]
that are zoned differently that
can we just do collective one
[1:44:33]
view of every area?
[1:44:35]
It doesn't work that way.
[1:44:36]
So we can't do one ordinance
to rezone certain areas.
[1:44:40]
We would have to
And it's something
[1:44:42]
it's an analysis that we've
been doing slowly over time
[1:44:45]
is what are going
parcel by parcel to see
[1:44:47]
the inconsistencies
or consistencies
[1:44:51]
and then figuring out
a game plan from there
[1:44:53]
on how we address it.
[1:44:55]
Yeah, I'm not so worried about
like the random parcel of this
[1:44:58]
is like a big chunk of area that
I can't even see from the map.
[1:45:03]
There's 50 parcels,
I'm not sure.
[1:45:05]
But right.
[1:45:06]
It's not like a random
parcel that we're looking at.
[1:45:09]
Other areas in the city.
[1:45:10]
It has like a large swath of No,
not like this, about 80 units.
[1:45:14]
I think Oh, no, I'm good Yeah.
[1:45:20]
All right.
[1:45:21]
I'm good.
[1:45:24]
So I guess we want to
go forward with this
[1:45:26]
And the city manager you have
direction from commission
[1:45:32]
Any questions for us
No, thank you, Roberta.
[1:45:38]
My typical question for the
next commission meeting,
[1:45:45]
I know that we're we have
two more items on the list.
[1:45:50]
One is square footage, minimum
square footage and conversion.
[1:45:55]
And then we will be bringing
back at a future meeting
[1:45:57]
the discussion of the heights
40 or C West to finishing
[1:46:03]
that analysis here.
[1:46:04]
Right.
[1:46:04]
Yeah.
[1:46:05]
We had two of us aren't here.
[1:46:06]
I was I would rather
not discuss it.
[1:46:08]
Yeah, I agree and then
the June 10 meeting
[1:46:12]
it is anticipated that
the one hour project
[1:46:14]
will be before the commission.
[1:46:16]
So let's do it.
[1:46:16]
The Second meeting in June.
[1:46:18]
And I will not be here
First meeting in July 2027.
[1:46:24]
No In the first meeting of July.
[1:46:25]
Like summer Or is our
first meeting in August?
[1:46:28]
Oh, yes.
[1:46:29]
Oh Can you tell me
what what meeting
[1:46:32]
Would you like to have
it to the next one.
[1:46:33]
Whatever You and everyone
you're comfortable with.
[1:46:35]
Just like we going
to this one right?
[1:46:40]
Yeah.
[1:46:40]
Okay.
[1:46:41]
Thank you All right.
[1:46:42]
Thank you.
[1:46:44]
City Manager Report All
right, City Attorney.
[1:46:49]
Nothing Can I just
ask you a question?
[1:46:51]
Sure I'm several months ago.
[1:46:54]
We increased the fees
for non residents
[1:46:58]
for some of the park uses.
[1:46:59]
And I was just
wondering if there's
[1:47:02]
been any feedback on that
or any reduction of you
[1:47:07]
know, people that request
commission request
[1:47:11]
report that's up for tonight.
[1:47:13]
We're scheduled to bring
that to you by June 10th.
[1:47:17]
We do have an analysis
of how that rate
[1:47:20]
change has affected revenue
from park rentals and OK.
[1:47:24]
Thank you.
[1:47:25]
It might be the next
meeting We might
[1:47:28]
be ready for the next meeting.
[1:47:29]
Yeah, I think it's affected
more of our our rentals.
[1:47:32]
I think more than the tennis
because tennis holiday park is
[1:47:35]
closed for two years
for renovations
[1:47:38]
So everybody's looking
for tennis courts
[1:47:40]
right now that just to throw
it in when that analysis comes.
[1:47:44]
I hope it on that the
percentage utilization
[1:47:47]
not just change in revenue.
[1:47:48]
Yes, I think some
of it is we wanted
[1:47:49]
it to be more available
for utilization you know,
[1:47:51]
by residents.
[1:47:52]
Right City Attorney
I have nothing.
[1:47:57]
All right.
[1:47:57]
Thank you very much Okay.
[1:48:00]
We need to select
a chair for the may
[1:48:01]
27th Commission
meeting and absence
[1:48:03]
of me and the vice mayor Other.
[1:48:10]
All right What do you think?
[1:48:13]
That's what I don't know.
[1:48:15]
So we discussed this I'm good.
[1:48:18]
And then you're not
going away together.
[1:48:20]
I already clarified.
[1:48:21]
Yes.
[1:48:23]
You both had enough for a week.
[1:48:24]
That's it.
[1:48:24]
So now we need a vice mayor
Well, we're going You'll do it.
[1:48:31]
Okay so.
[1:48:33]
So you're right.
[1:48:33]
Our left is going to take care
of being mayor and vice mayor.
[1:48:36]
Their next meeting I
thought when I did this I'm
[1:48:40]
pretty good about making sure
I'm not missing a meeting
[1:48:44]
But I'm going away
and have to be.
[1:48:46]
I missing it by one day.
[1:48:49]
So And I'm not going
to change something
[1:48:51]
I've had planned
for over a year,
[1:48:53]
but so I'm going to miss it.
[1:48:56]
But sorry, you guys.
[1:48:59]
Take over for an okay All right.
[1:49:01]
Discussion of sponsor
request for a Stonewall Pride
[1:49:04]
parade and Street Festival.
[1:49:07]
City Manager Absolutely.
[1:49:10]
They did receive a request
from Jeff Sterling,
[1:49:13]
who is the cEO of Stonewall
Pride Inc one that runs
[1:49:19]
our annual Stonewall Festival
The request is for 50,000
[1:49:25]
for sponsorship level that
was provided by the city
[1:49:28]
for the 2024 events.
[1:49:31]
He's present this evening.
[1:49:33]
If you have any
questions for him
[1:49:37]
come up the name and address,
please Yeah your road.
[1:49:46]
But you stay right now.
[1:49:49]
It's 8:45.
[1:49:51]
Jeffrey Sterling 2435.
[1:49:53]
North Dixie Highway
Wilton Manors,
[1:49:54]
Florida Scott Holland 649.
[1:49:58]
West Oakland Park.
[1:49:59]
Wilbur boulevard will
to manage Florida Okay.
[1:50:04]
The so quick summary, we all
know what we did last year.
[1:50:08]
Last year, we had $100,000 a one
time gift money half from you
[1:50:11]
and half from Crowder together.
[1:50:13]
All right So I knew going into
this game that we were going
[1:50:17]
to be about $150,000 short.
[1:50:19]
I let you guys know
want to give the report?
[1:50:21]
I wasn't close all
this by myself.
[1:50:24]
So what we got was i
figured out 50 of it.
[1:50:28]
So that left us still 100 short.
[1:50:31]
But I can close that last 50.
[1:50:33]
I just need help with the
50 from the city we have.
[1:50:37]
If you want to
compare to last year.
[1:50:39]
So if we bring in the
50,000 from the city,
[1:50:43]
the 50,001 time from Crowder
together we covered 42,000.
[1:50:49]
So we did close a gap of one
time money from last year
[1:50:53]
to this year.
[1:50:54]
It just closing to that large
amount was really rough.
[1:50:57]
We all know what this
environment's like.
[1:51:00]
I don't need to go into detail
of that So we have had the same
[1:51:04]
sponsorship levels
other than the one
[1:51:06]
time gifts like this
roughly $180,000,
[1:51:09]
185 from 22, 23 and 24.
[1:51:15]
And it looks like that's
where we're going to be in 25.
[1:51:19]
So we had Covid and then
our environment changed So
[1:51:23]
do we really should
be growing 10% a month
[1:51:25]
because expense
is, as we all know,
[1:51:28]
because all of our
expenses go up.
[1:51:30]
They keep climbing.
[1:51:32]
But we've not been able
to move that same meter
[1:51:34]
with the sponsorships
and we don't anticipate
[1:51:38]
we think we're going
to hit our mark
[1:51:39]
and everything else that
we predicted to you,
[1:51:41]
income level wise.
[1:51:42]
I redid the numbers
a couple weeks ago.
[1:51:44]
And we're still on
point only variable.
[1:51:46]
We have obviously is
admission because it's
[1:51:49]
too early to judge anything.
[1:51:51]
We won't know that
until roughly ten days
[1:51:54]
out to start comparing
against last year,
[1:51:57]
but we're comping into that.
[1:51:58]
Our numbers are solid
in that area Oh,
[1:52:02]
in the grant that you
guys talked about,
[1:52:07]
if we if we're
awarded the grant,
[1:52:08]
that money would revert to you.
[1:52:10]
It come to us, it revert to you.
[1:52:11]
And you guys did submit
the grant last week.
[1:52:14]
I believe, to the county Can
you repeat what you just said?
[1:52:17]
So so there's so we
would potentially
[1:52:19]
get this reimbursed back.
[1:52:20]
I missed.
[1:52:21]
Yes.
[1:52:22]
So I forget how much
grand was for 25,
[1:52:25]
I don't know what was sent.
[1:52:26]
I didn't see was city manager.
[1:52:29]
50 plus 50.
[1:52:31]
OK So is that a state
grant or a federal grant?
[1:52:34]
It's there.
[1:52:34]
The county cultural division.
[1:52:36]
OK.
[1:52:36]
So potentially we give the money
If the county grants the grant
[1:52:41]
then we just get it back right?
[1:52:43]
Basically.
[1:52:44]
Correct.
[1:52:44]
OK And I understand
that that they've
[1:52:46]
been for multi-year events
like this, that they generally
[1:52:50]
the outlook has looks good,
at least from other events
[1:52:52]
I'm involved that are applying.
[1:52:53]
They all seem to be
getting positive feedback
[1:52:55]
that they're going
to maybe, I guess,
[1:52:57]
kind of tell a different here.
[1:52:58]
It seems like a lot of events
that are multi-year established,
[1:53:01]
it doesn't seem like it's
very difficult for them
[1:53:02]
to get the right right.
[1:53:03]
So just like last year,
you know although Jeff
[1:53:06]
Sterling and Hot
Spots is the promoter,
[1:53:08]
this is a Wilton Manors event.
[1:53:10]
And I think we should
be a sponsor of it.
[1:53:13]
And i'm happy to support that
50,000 like we did last year,
[1:53:16]
especially in these
times where sponsors are
[1:53:20]
decreasing or staying the same.
[1:53:21]
Right?
[1:53:22]
We're not able there's a lot of
products across the country that
[1:53:24]
are losing their sponsorships
due to the nature
[1:53:27]
of the environment.
[1:53:29]
So I've i've had some
discussions with Jeff.
[1:53:32]
I have torn apart his panel.
[1:53:33]
And in some cases him,
which I apologize for.
[1:53:35]
But he's been very
responsive about it
[1:53:37]
I had said previously
that I would not support
[1:53:41]
any sponsorship because the
event did so well last year
[1:53:44]
financially Some
things have changed,
[1:53:46]
but one of the things that
has me open to considering it
[1:53:49]
is there's a new.
[1:53:50]
I see a line item for metal
detectors which is a new $35,000
[1:53:55]
increase cost that that you're
bearing because we're requiring
[1:53:58]
metal detectors.
[1:53:59]
I understand we're not
requiring that particular model.
[1:54:01]
But for.
[1:54:02]
We've also required that
the line move efficiently.
[1:54:03]
And so you went with that model.
[1:54:05]
So the line moves efficiently.
[1:54:07]
Just as a general kind
of comment you know,
[1:54:10]
we have to bear in mind.
[1:54:12]
And it's chief's job, but she's
done very well is ensuring
[1:54:16]
people are safe above all else.
[1:54:17]
Right.
[1:54:17]
But every time we keep adding
these level $35,000 now every
[1:54:21]
year as a new recurring cost,
it makes these events more
[1:54:24]
difficult. And frankly, we
potentially end up paying for it
[1:54:27]
through sponsorship because
that's what you know,
[1:54:29]
that's where the gap is.
[1:54:30]
In other areas, they've
made up, you know,
[1:54:32]
I think it's important as a city
like we have other areas like I
[1:54:35]
can think of outside
of say, Jim Bar,
[1:54:37]
where we were applying
to potentially
[1:54:38]
get ballots to protect people.
[1:54:40]
Like if we're going to require
that events protect people,
[1:54:42]
we have to do ourselves.
[1:54:44]
We have to we know we know where
we have weak spots in our city.
[1:54:46]
And I think it's just as
important that we address those.
[1:54:48]
That's sort of a tangent,
but I think it's relevant
[1:54:50]
if we're making you cover that.
[1:54:53]
The the grant thing is
definitely new to me.
[1:54:56]
And I think that that
for me is something that
[1:54:59]
makes me open to doing this.
[1:55:00]
One other consideration is
that going to be will matter?
[1:55:03]
Stonewall I mean, I
think I love for it
[1:55:06]
to be branded will do matters
not just stonewall Yes, it would
[1:55:09]
it would be just like last year.
[1:55:11]
The title is the
title of the event.
[1:55:13]
So it'll be the Wilton Manors,
Stonewall festival and the other
[1:55:18]
and and we change the
logo, added your name
[1:55:21]
across the top and things
like that That's good I mean,
[1:55:28]
I agree.
[1:55:28]
I mean, we have taxpayers
that are complaining
[1:55:30]
about their taxes you know,
giving money to events
[1:55:35]
But this is our one of our
two signature events a year.
[1:55:38]
And every city
has certain events
[1:55:42]
that they have and
they put pride in
[1:55:44]
and this is one that we do.
[1:55:47]
But just to let everybody
know, give me this
[1:55:50]
$50,000 is not the
only thing we do
[1:55:55]
in support for Stonewall pride.
[1:55:58]
Do you have any numbers
at all for that?
[1:56:00]
We're i don't have I didn't have
enough time to get the numbers
[1:56:06]
together But you're right.
[1:56:08]
The city makes a
substantial contribution
[1:56:11]
and waived permit fees,
staff time, both at the event
[1:56:15]
and leading up to the
event to help plan and make
[1:56:17]
sure that it's a success.
[1:56:19]
So we've got a lot of
department directors
[1:56:22]
that will work quite
a bit of overtime
[1:56:25]
and the day of the event.
[1:56:26]
That's a contribution as well
Internally we use 30,000.
[1:56:31]
That's why I or the other
portion of the work,
[1:56:34]
I just want people
to know that, yeah,
[1:56:35]
you know, and I'm
not plenty I'm just
[1:56:38]
saying it's not just 50,000.
[1:56:40]
There's a lot of other things
that we do behind the scenes
[1:56:43]
like and who do you
for 2 or 3 days?
[1:56:45]
I don't know if he gets any
sleep at all during this event
[1:56:48]
because he pretty much
helps you run the event
[1:56:51]
on the day or day before.
[1:56:53]
And he I know he's glad to
do it until halfway through
[1:56:57]
and he's dead tired of
your police department
[1:57:02]
also for the interim
where the overtime that's
[1:57:05]
able to be internalized by
using the wrong words here okay
[1:57:08]
but that's not
that's also covered
[1:57:11]
by the budget within the city
So there's that number is not
[1:57:15]
reflected when I
come up with the 30
[1:57:17]
because I don't
know what it is OK.
[1:57:19]
All right.
[1:57:20]
Thank you.
[1:57:21]
Thank you.
[1:57:21]
Yeah, I just.
[1:57:23]
I'm sorry.
[1:57:23]
I didn't know you
had a question.
[1:57:24]
I had one other
comment last year
[1:57:27]
when we did the sponsorship,
we paid for, I think it
[1:57:30]
was police and fire directly.
[1:57:33]
Yeah.
[1:57:34]
And i would just recommend
we do the same thing.
[1:57:38]
This is the sponsorship
is a cash $50,000
[1:57:42]
contribution and I'm
assuming that means
[1:57:44]
cash as opposed to in-kind.
[1:57:45]
And that's correct
because we don't
[1:57:48]
allow the top level items to be
in-kind at the 25 mark or over.
[1:57:53]
So the idea is in
theory is cash.
[1:57:56]
And we did request the escrow
account was by our request
[1:58:01]
and the police departments that
we continue with the escrow
[1:58:04]
concept where you guys would
fund the escrow on the monies
[1:58:06]
we paid for that we
are agreement with that
[1:58:09]
because it solves everyone wants
their money now what do you say?
[1:58:12]
Oh, the city will pay you.
[1:58:14]
Then all of a sudden that rush.
[1:58:15]
They needed is no longer there.
[1:58:16]
I fix it off.
[1:58:17]
I just feel a little
bit better about it.
[1:58:20]
Going for safety, security,
and fire than a blanket.
[1:58:23]
Chuck for Stonewall.
[1:58:25]
And that's pretty much
what we did last year.
[1:58:27]
So that's what I
would recommend.
[1:58:29]
Got you Yeah, Yeah,
we're good All right.
[1:58:32]
Thanks.
[1:58:32]
Thank you.
[1:58:33]
Thank you.
[1:58:33]
Thank you, everyone we need a
motion to have to donate $50,000
[1:58:44]
in escrow to the Stonewall.
[1:58:47]
How do you want to hear that?
[1:58:48]
Well, we'd like to work on
a sponsorship agreement.
[1:58:52]
Okay.
[1:58:53]
So you want to bring
it back next meeting?
[1:58:54]
Yes.
[1:58:55]
All right.
[1:58:55]
I was like a resolution.
[1:58:56]
Yeah, and that'll have the
contingency about the grant
[1:58:59]
money being reimbursed to us.
[1:59:01]
Make sure that's documented.
[1:59:03]
OK All right.
[1:59:04]
So you have direction, and
then you guys will do that.
[1:59:07]
Will we're not here.
[1:59:07]
Yes.
[1:59:08]
And may or I misspoke.
[1:59:09]
I do have the calculation.
[1:59:10]
Okay The city's contribution.
[1:59:12]
So in addition to the
$50,000 event sponsorship,
[1:59:16]
it's about another $48,000
in staff and budgeted
[1:59:21]
cost So over 700 staff hours.
[1:59:25]
We also do road
closure barricades.
[1:59:27]
We rent water trucks.
[1:59:28]
It's quite a contribution.
[1:59:30]
OK.
[1:59:31]
Thank you, Chief can you
just come on up for a second?
[1:59:35]
So what I ask your question.
[1:59:37]
Because we have two main events.
[1:59:39]
One is Stonewall
and the other one
[1:59:40]
is wicked manners What's the
difference in or maybe AC
[1:59:47]
might be clear.
[1:59:48]
What's the difference
in staffing for one
[1:59:51]
or the other as far as
police and safety and is
[1:59:57]
is a good evening.
[1:59:57]
Darren Brodsky, Assistant chief
for your police department
[2:00:01]
The difference between
the two events,
[2:00:03]
right as far as the police
department's concerned,
[2:00:05]
I mean I know we have X amount.
[2:00:06]
I don't want to say
how many because that's
[2:00:08]
for security reasons, bye.
[2:00:11]
Know Stonewall has so many.
[2:00:13]
And then and then
look at manners
[2:00:15]
is another is it substantially
different Yeah, I'd
[2:00:19]
say Stonewall has a somewhat of
a significant larger footprint
[2:00:26]
And look at manners
because of the parade.
[2:00:29]
You know All right.
[2:00:31]
I mean, those are
our two main events.
[2:00:33]
And i was just.
[2:00:36]
Any reason why i mean, I
understand the parade walk
[2:00:41]
in the parade and and that.
[2:00:44]
But I mean, we have
just as many people,
[2:00:46]
if not more at
wicked manners and we
[2:00:49]
do stuff the logistics
of the parade and the set
[2:00:55]
up of the safety lane
that requires the parade
[2:00:58]
to go on the safety
lane and then
[2:01:00]
managing the crossings during
that time frame is what creates
[2:01:04]
a lot of the extraneous
different sizes
[2:01:08]
and probably cost and personnel.
[2:01:11]
But for the most part, the
footprint of the actual event
[2:01:16]
other than this year, last year,
it was from 21st court to buy
[2:01:22]
points this year it has
expanded to 20 Street,
[2:01:26]
where it was two years ago.
[2:01:30]
So that does that does
add to it as well.
[2:01:32]
True.
[2:01:32]
True.
[2:01:32]
I like that, though.
[2:01:33]
I mean, I felt bad about some of
the business I won't drive that.
[2:01:36]
We're not always excluded.
[2:01:38]
And I thought it was
wrong that you know,
[2:01:41]
they're kind of pushed
out with the big event.
[2:01:43]
So what matters.
[2:01:43]
Everybody is walks right by all
those places from the bridge,
[2:01:47]
you know towards city Hall.
[2:01:49]
So I'm glad they are
doing that this year
[2:01:52]
So it's a plus for everybody.
[2:01:53]
All right.
[2:01:54]
Thank you.
[2:01:54]
I just wanted to.
[2:01:55]
Yes, sir.
[2:01:56]
Thank you All right.
[2:01:57]
Request for replacement
of items for next meeting.
[2:02:00]
I'd like to. doesn't need to be
next meeting, but a few to say.
[2:02:04]
I'm going to say no to
now for a future meeting.
[2:02:07]
I won't be the next.
[2:02:09]
Yeah go ahead I'd like to have
a discussion about the direction
[2:02:17]
we're going on.
[2:02:18]
We're going in with regard
to economic development
[2:02:21]
We talk about economic
development all the time.
[2:02:22]
But we don't really have a
plan of what we're going to do.
[2:02:25]
So I'd just like to have
an a discussion about that.
[2:02:28]
OK For a future meeting, I want
to bring back the issue of where
[2:02:32]
the money from the
E go, whether that's
[2:02:33]
with that when that comes back.
[2:02:35]
But I definitely to
finish that discussion.
[2:02:37]
Oh, yeah.
[2:02:38]
Good good Thank you all
for coming out tonight.
[2:02:42]
This meeting is adjourned.
[2:02:45]
OK well, we go 20.
[2:02:49]
Your parking is going to
start a half hour afterwards.
[2:02:54]
You're in trouble just because
good is going to be here.
[2:03:02]
Feet next door to the
footprint of the meeting.
[2:03:10]
I have.
[2:03:10]
I think I really do like you.
[2:03:12]
Tomorrow I'll come
down and try to do
[2:03:15]

[2:03:18]

don't just have great.
[2:03:21]

[2:03:25]

[2:03:26]

[2:03:27]
I can tell you that.
[2:03:28]
Oh, no, you don't.
[2:03:28]
I saw that Q Krispy kreme.
[2:03:30]
How I was going to say
last time when I missed,
[2:03:32]
I was like, oh,

[2:03:35]
I was on a cruise.
[2:03:36]
I am not going to forget.
[2:03:39]
We give them to you here, right?
[2:03:42]
Yeah.
[2:03:43]
So all right.
[2:03:52]

trip Didn't do too.
[2:03:54]
