[7:32] out on my big G sandwich um so this has been pretty disappointing that I have to

[7:37] do this over Zoom um because normally I have a half a governor King in Me by the

[7:42] time I start doing this presentation so if I'm off a bit it's

[7:46] because I don't have my Big G's well if you're here you can get over there and

[7:50] get one I I don't think I can get up there in time I think they're closed at

[8:13] over some audit results today and then uh open it up to questions after I get

[8:18] through uh the good news is not too much exciting for me to talk about and again

[8:24] I've always say that never want me to show up and talk about anything exciting

[8:28] because we only give you bad news we tell you everything that went wrong in

[8:33] town including the school we don't tell you what went right um but I will say

[8:37] this was quite an odd year I don't know if you guys noticed the 2020 has been a

[8:41] little bit weird all the way around um we had to handled the first part of our

[8:46] audit remotely um and we handled a big chunk

[8:50] of that between Paula and Tanya at the at the school in the town and they did

[8:55] such a wonderful job and everybody all the staff helped out got us a lot of

[8:58] information remotely uh and we were asking for a lot

[9:02] of information a lot of invoices a lot of payroll information I I kind of I

[9:06] felt like I was on an apology tour in May and June because I was making people

[9:10] scan so many things uh but we got through it all uh and overall everything

[9:15] went quite well um we did get to come visit uh during the back half uh of the

[9:20] audit when we were there in August um so and we were slowed down because again

[9:25] everything in 2020 seems to been slowed down but uh certain things on aicpa

[9:30] level which is the American Institute of certified public accountants uh they

[9:34] were delayed with some report language that we needed to use uh so Norm

[9:39] normally I'd become visiting you a little bit earlier I think I'm normally

[9:41] up there in November uh to come talk to you but we got delayed a month because

[9:45] of that so hopefully you guys didn't miss me too much last

[9:49] month um and so we'll jump right into this uh financial statement opinion

[9:54] unmodified that's what you want that's a clean opinion means everything is fairly

[9:58] stated in all material respects we say fairly stated in all material respects

[10:03] because we do not audit 100% of the transactions if we did we would just

[10:08] work at the Town um but I felt we got enough of a good sample size up there

[10:15] and enough audit evidence to Rend our a clean opinion uh for the town we also

[10:20] issue a few other reports there's reports required by government auditing

[10:23] standards that's where we take a look at your internal control over financial

[10:27] reporting and let you know if there's any sort of material weaknesses or

[10:30] significant deficiencies within that internal control structure no material

[10:34] weaknesses which is good uh one significant deficiency uh and it's not a

[10:38] major one it's just because you rely on us to know all the accounting rules uh I

[10:42] I think governmental accounting might be the most complicated accounting out

[10:45] there um and you rely on us to just know all the ins and outs and really a lot of

[10:51] the uh Actuarial information that goes in there and a lot of those footnotes

[10:55] just very complicated and it's a lot easier to have your auditor just know

[10:59] those rules and pop those financial statements to for you guys so uh nothing

[11:04] to be frightened about that you're relying on us to prepare those

[11:06] financials that's what a lot of communities do uh throughout the state

[11:09] of Maine we also issue reports required by

[11:13] the uniform guidance used to be called om circular a133 and that's where we

[11:18] take a look at your federal dollars that are being spent and then test any

[11:22] programs that are deemed major uh the major program this year was Title One

[11:27] tested that over at the school dep Department happy to say no findings so

[11:32] overall a very clean uh bill of health uh when it came to our audit work um I

[11:37] do want to mention about your federal awards that uh the town of Winslow

[11:41] receives a little over $1.6 million in federal funds uh in fiscal year

[11:47] 2020 uh almost all of those are at the school the town doesn't get too much on

[11:51] federal funding uh out of that 1.6 million I think 1.58 of it uh is over at

[11:57] the school and I think about 40 4,000 40 to 50,000 is on the town

[12:03] side so let's talk about the financials uh we're going to focus on

[12:07] the general fund and whenever I say general fund it's going to include the

[12:10] school operations uh they're presented separately in the financial statements

[12:14] and the school also issues its own set of financial statements uh they're just

[12:19] in more detail uh than they are in the town financials but all the numbers are

[12:22] the same between the two reports I promise you uh fund balance for the town

[12:28] is broken up we got a we got it shown in uh four categories here but there really

[12:32] a couple more than that but one is the nonspendable and committed and

[12:36] nonspendable is just if you have inventory it's nonspendable uh committed

[12:40] is made up of your um uh reserve for uh sick pay uh that's sick pay Bank um sick

[12:49] Lea payout that's around 48,000 but that's a very small sliver on there then

[12:54] we have unassigned un uh assigned unassigned for

[12:58] the town and unassigned for the school uh overall fund balance went up around

[13:03] 990,000 from the prior it almost went up a million um and we're going to talk a

[13:07] lot about that uh the townside saw an increase of around 440,000 while the

[13:12] school saw an increase of almost 550,000 now a signed fund balance consists of uh

[13:19] plenty of other things uh consists like there's some sewer some other

[13:23] Appropriations what you're carrying forward to the next period so a detailed

[13:27] list of that can be found on page 33 of your financials the biggest chunks in

[13:32] that assigned fund balance are you budgeted to use 700,000 of fund balance

[13:36] for your fiscal 21 budget so that makes up part of that 1.6 million uh you have

[13:41] 390,000 assigned for sewer and then you set aside uh uh Municipal Solid Waste

[13:49] reserve and that's at around 419,000 so those are the biggest amounts that are

[13:54] in those assigned fund balances and you could see unassigned uh for the town and

[14:00] the school both went up from the prior year uh the school went from a deficit

[14:04] of uh a little over 700,000 uh to a deficit that's under 200,000 this year

[14:10] so they made up a lot of ground almost uh in the black at this point uh but I

[14:14] do want to point out that that unassigned school fund deficit includes

[14:18] the acral for Teacher summer salaries which are amounts uh because the

[14:23] teachers are done working at June 30 uh they fulfilled their contract but they

[14:26] get paid through those summer months uh Accounting Standards require you to book

[14:31] that as a liability so that liability is included which is which puts that in the

[14:36] negative uh the unassigned uh fund balance for the town

[14:40] went up around 600,000 I do want to point out that in

[14:44] last year's presentation uh the budgeted use of

[14:48] surplus which you guys budgeted to use around 94,000 for fy20 um that was not

[14:54] in put in the assign so if you take a look at last year's graphs that 9914

[14:59] ,000 was actually part of your unassigned in this so I corrected that

[15:02] this year uh so you guys can see what the unassigned really should have looked

[15:06] like because you assigned all that amount uh to fy20

[15:11] budget so what happened during the year well first we're going to take a look at

[15:17] the revenue budget the actual so overall I want to point out uh the first thing I

[15:22] want to point out is this utilization of Prior year Surplus if you guys were the

[15:26] perfect budgeters both town and school side and everything came out to the

[15:31] money you guys were on the money on everything your fund balance would have

[15:34] went down by that 1 million1 14,000 actually increased by almost a

[15:40] million instead so that's what I want to talk about um so we're going to talk

[15:45] about some of these large variances here taxes uh you had better than expected

[15:49] tax collections for exis uh and and regular taxes and and I you know it it

[15:54] was kind of up and down throughout the state uh I think it all depended on due

[15:57] dates uh for property taxes in a lot of cases um your due date was March I

[16:03] believe March 5th was your third one so that was kind of before the pandemic hit

[16:07] and then you had enough collections in July and August to make up for anything

[16:10] that was missed at year end and excise taxes went uh kind of smooth uh

[16:15] throughout so and there was a book you booked a bit of a receivable not nothing

[16:19] major uh but since you uh since the governor decided to push the due date

[16:25] out for your taxes uh excise taxes anything that was collected in July and

[16:29] August were book back as receivables uh for items that were due for those months

[16:34] for excise tax so that's why I didn't see a hit taken on those uh

[16:39] intergovernmental came in over budget you got more State education subsidy and

[16:43] state revenue sharing than anticipated uh charges for services uh

[16:48] most of that incre uh above budget was due to uh increase in your sewer fees uh

[16:53] so you collected more sewer than was originally budgeted uh investment

[16:57] earnings uh un there unbudgeted at the school which was 61,000 so that's what

[17:02] makes up almost all of that uh variance and then other revenues big number here

[17:08] we're talking 1 million now if you remember you thought you were going to

[17:11] you budgeted to sell the crow rope building in

[17:14] 2019 uh so that year came in under uh and so this year now other revenues is

[17:19] over because you sold that cro portion of the crow roope building to Johnny

[17:22] seeds I believe uh but you also had some rent collected for the first couple

[17:26] months of that year uh before you did sell the building so you seen a positive

[17:31] variance in not only sale of uh town-owned property uh you also seen it

[17:37] in rental payments because those weren't expected because you thought again you

[17:40] uh thought the sale was going to happen you budgeted for the sale to happen in

[17:43] 2019 so that's where you're making up a gigantic chunk uh of uh that fund

[17:50] balance increase is just sitting in there and that other revenu

[17:55] portion uh on the expenditure side um everything came in pretty close um

[18:01] public works over uh due to unexpected repairs and some ice control exceeded

[18:07] projections on that uh other includes contingency and overlay uh so if you

[18:12] don't use those full amounts that kind of Falls to a positive variance and then

[18:16] education came in under budget and I'm seeing this across the state as well

[18:20] because they were shut down for pretty much the last two and a half months of

[18:24] the school year um under budget they had some Savings in wages special educ

[18:29] and some Transportation costs which all makes sense um Debt Service came in

[18:34] under uh that was budgeted before the issuance of the new new debt I believe

[18:38] and so that's why youve seen a variance there that was also on the school side

[18:43] and then transfer to other funds is uh a portion of what the school funds school

[18:48] lunch and uh where the general fund where you uh budget to put money in your

[18:53] Capital Improvement fund for capital projects

[18:59] un assigned fund balances a percentage of budget I think this is a really good

[19:03] uh tool to look at to kind of know where you're at um again I I adjusted 2019

[19:07] down to include where you had that assignment of fund balance so you could

[19:12] see that from 2018 to 2019 took a big dip and then you climbed back up in 2020

[19:18] um you know the big dips coming because of the budgeted use of fund balance uh

[19:21] you guys didn't budget to use fund balance for multiple years there and

[19:25] then budgeted to use 94,000 in uh in 2020 which would affect

[19:29] that 2019 number and then in 2020 budgeted to use 700,000 for that fy21

[19:35] budget so rating agencies are looking at you know around 20% to have um RKO we

[19:41] always recommend 12 and a half to 16% which is like one and a half to two

[19:45] months uh on hand uh right now you're sitting and I like to compare it with

[19:50] just Town only and then including that school deficit you can see that they've

[19:54] re really narrowed the Gap because that deficit on the school side is is down to

[19:58] only 71,000 so uh but right now you're

[20:02] sitting at around 11% uh or 10.3% uh when you're taking the school into

[20:07] account so increases over the prior year but that makes sense because your fund

[20:11] balance as a whole went up uh almost a million dollars from the prior

[20:17] year next two slides uh just kind of showing your general than this is Ray

[20:22] Karen I just want to reiterate with the fund balance is that you're saying that

[20:27] because of the C sale Revenue sharing and the less of a deficit at the school

[20:33] system that the budgeted $700,000 out of the fund balance is actually a positive

[20:40] that we're not going to use that money this year is that correct no well I you

[20:45] kind of got to go back one other year so you budgeted to use

[20:49] 94,000 in this year for fy20 what we're talking about and the school budgeted to

[20:53] use a $100,000 so you budgeted to use a million dollars of fund balance um in

[20:59] fy20 you gained a million instead and a big chunk of that is selling the cow

[21:04] rope building getting some extra rental payments on that Crow Ro building

[21:10] Revenue sharing and the uh education subsidy coming in over and then savings

[21:14] on the budget side on the

[21:20] school so general fund Revenue distribution we just take a look at

[21:24] taxes versus intergovernmental which is basically taxes are your local that

[21:28] property taxes and excise taxes uh versus intergovernmental which includes

[21:33] state revenue sharing homestead exemption Betty exemption uh your local

[21:39] Road from mot uh those monies um you can see it's held pretty steady at the Town

[21:45] um you know 2016 you're 52.2 one% 2020 you're 52.2 22% so you went up 0.01% uh

[21:54] difference in those between those five years intergovernmental went down a bit

[21:59] but I think it's it's not that the monies went down it's the collections of

[22:03] other revenues that have gone up um you know a lot more of the other Revenue in

[22:08] fy20 because again the sell that Crow rope building you know they gained a lot

[22:12] of of funding in that portion now when we take a look at school

[22:17] only you could see a pretty big change now now granted you got to look at the

[22:22] scale um so I think the scale on it makes it look a little bit bigger than

[22:26] it was than it is but between 2016 in 2020 you're looking at almost a 3%

[22:32] increase uh relying on local and then on intergovernmental you'll see it was

[22:37] around 48.4 2 C 20 in 2016 down to 45.74 you see a drastic decrease in that

[22:45] intergovernmental in 2019 and 2020 because of other types of revenues uh

[22:50] that the school was gathering uh those years they have a lot of shared services

[22:54] that they get reimbursed for uh which are uh marked down as Revenue but I do

[22:59] wanted to point out I got some numbers written down here that aren't on here

[23:01] that I kind of want to go over to point out the increase in local appropriation

[23:05] for the school uh in fy19 you saw an increase of your local appropriation to

[23:11] the school of 600,000 and then another 800,000 in fy20 so over the prior two

[23:17] years there's been an increase of 1.4 million uh in your local appropriation

[23:22] for education on the intergovernmental side we saw a $300,000 increase in F y

[23:28] 20 and a $250,000 increase in fy19 for total of

[23:33] $550,000 increase over those two years so local went up 1.4 million State

[23:40] funding went up only 550 so that's why you're seeing uh the one bar graph go up

[23:46] and the other bar graph go down uh also fy19 I wanted to point out had that

[23:52] payout when the aos92 uh dissolved and then you got a withdraw payment for that

[23:58] that was recognized in

[24:04] fy19 so these next two next two graphs I'm going to kind of flip back and forth

[24:08] so it's a pie chart comparing 2020 to 2019 and you're going to see there's

[24:14] really not a lot of difference but education you'll see went from

[24:19] 61.97 down to 59.71 now it's kind of tricky though because you'll see this

[24:25] Debt Service piece of the pie over here went from 3.9 to 5.4 so basically all

[24:31] most of that Debt Service increase was that education it's it's the new Bond uh

[24:35] that you're paying so even though education as a whole chunk went down

[24:41] really the increase kind of went to that Debt Service which is still education

[24:45] related so I think the the pi stay the same uh the only other uh fairly large

[24:51] increase was protection went from 6.25% up to about 6.9 so you're looking

[24:57] at uh 3/4 of per increase there a big chunk of that was just mostly fire

[25:02] department um and I want to if and if you guys for those of you who love to

[25:06] read the financial statements um a lot more information is on exhibit A2 uh

[25:12] which are Pages 56 to 59 and you will see all your budget to actuals in much

[25:18] more detail than what was what we show in here um it shows you a comparison to

[25:23] Prior year so you could see the differences between what you collected

[25:27] last year and this year and what you spent last year and this year and the

[25:31] same thing in the school financials they have an exhibit A2 and it's on page 16

[25:35] of their financials and you know if you want to look at these uh revenues and

[25:38] expenditures in more detail I would really um really suggest checking out

[25:43] those pages in the financial statements because they're very descriptive and you

[25:47] get a really good look at what makes up all those bounces especially in those

[25:51] revenue and expenditure uh tables I shown you before you know it breaks

[25:55] everything down protection it'll show you police fire emergency all in those

[25:59] financial statements so very much suggest uh checking those

[26:04] out and last but not least uh the school lunch has been running a deficit for a

[26:09] while now and that could put a hurt uh hurting on your cash flow um but you

[26:14] could see that school lunch went from a $28,000 deficit to a

[26:18] $96,000 deficit uh over this last year the biggest reason it's not like they

[26:25] had a magical formula well Tech wasn't a magical formula for fy20 but when school

[26:32] closed the everybody started going off the summer food program and the summer

[26:37] food program had much larger reimbursement rates than the regular

[26:41] school lunch program uh I seen this around the state where just the

[26:44] collections for that uh Federal money for for school lunch because it pretty

[26:49] much were G everybody was just giving out free lunches over those time periods

[26:52] but you're getting reimbursed at a much higher rate than what you normally do

[26:55] for free lunches when you're serving them in school school so that extra

[27:00] Revenue helped knock down this deficit so good thing that happened

[27:05] because of that you know if I'm going to pick like a silver lining of 2020 I'd

[27:09] say is that collection rates to really knock down that deficit in that school

[27:13] lunch account so that's all I have for graphs

[27:18] and I'll be glad to flip to any graph if anybody's got any specific questions

[27:22] about anything and and try to walk you through whatever or give you all the

[27:25] answers you need

[28:29] it's never that easy but you know before I want to say thank you to the staff

[28:33] both on the town and school side and I kind of started out that way this has

[28:37] been a rough year for everybody um and auditing it's not like the audits were

[28:43] ever going to stop you know and and if anything you know there should be more

[28:46] due diligence when you're going through something like this because you know the

[28:50] controls could easily break down uh during the processes that happened in

[28:54] 2020 and I want to let everybody know that we did our sample sizes where we

[28:58] picked portions of the sample size before covid and after covid to make

[29:04] sure things were still being handled properly at both the town and the school

[29:08] so that was one thing we made sure we did and I'll say both Tanya and Paula

[29:13] and everybody else who helped out on the talent School side did a wonderful job

[29:16] we really didn't miss a beat uh with this audit which I thought was pretty

[29:20] amazing because like I said a lot of struggles and a lot of just craziness

[29:25] and just accessibility uh this year uh it just

[29:29] caused problems but didn't really have any issues on either side so we still

[29:33] got this done in a timely fashion I'm glad I could come up and present in

[29:36] December and I wanted to thank everybody and I guess if no one else has any

[29:41] questions I'm going to go feel sad about not having Big G's but you know I think

[29:45] I still had a pretty good meeting with everybody yeah thank you very much you

[29:49] know I was expecting a lot of gloom and doom tonight but I think overall it was

[29:54] a very positive type of setting it sets us up for at least some some type of a

[29:58] some type of a better budget season than I anticipated for this coming spring I

[30:04] think the only thing and I don't know for certain because I don't have any

[30:07] numbers but my big thing is I think you know a lot of places I seen in fy20

[30:13] especially schools had savings this year because of the the shutdowns what I

[30:18] think's going to happen though is I'd caution everybody because I'd be worried

[30:22] about state revenue sharing and State education subsidy and

[30:25] fy22 um because we don't know what of taxes are going to roll in we you know

[30:30] everything's been hit here Hospitality you know all those taxes have to be down

[30:34] they have to be um so you know I would caution the one thing is you just those

[30:40] numbers aren't out yet but you know I can't see how they're not going to take

[30:44] a hit after what we've gone through and and the lack of Tourism and the lack of

[30:48] people going out and eating and things like that so um no gloom and doom this

[30:52] year for these financials but I I'm going to be S I'm going to be very

[30:56] curious how fy22 turns out not 21 yeah but if I if I look at your report today

[31:02] you know with the we had the potential to start a million dollars in the whole

[31:07] and right now because of revenues and sales of town-owned property some

[31:11] Revenue sharing we've pretty much negated that that hole that we that we

[31:16] would have now in starting off and you know at least compounded with Revenue

[31:20] sharing and school subsidies we know they're going to be less but at least

[31:24] we're not compounded by a million dollar deficit starting off in the process

[31:28] NOP

[31:32] agreed if we don't have anything else uh I think we're all said Hank thank you

[34:38] calling the office um or emailing and um they're all able to keep up with

[34:44] everything if somebody needs a receipt uh we're mailing those out to Residents

[34:49] uh keeping up with Motor Vehicle registrations we have a lot of services

[34:53] that are available online so if you need to re-register your car or snowmobile um

[34:59] ATV that can all be done online dog licenses we can do through the mail or

[35:04] at our Dropbox um and as well as new vehicle

[35:08] registrations those can also uh be done through the Dropbox so it's business as

[35:14] usual it's a little um it's a little different but we're they're all getting

[35:18] it done and they're doing a great job thank you very much

[35:31] fortunately uh it's a quiet time for the assessor's office so we typically dig

[35:35] into projects and this is probably the best time to have started digging into

[35:40] actually digitizing most of our records in the office as we speak a lot of the

[35:46] business that we do conduct and have been conducting is digital it's uh

[35:52] requests for deed copies or map copies and we've got the tools to do that every

[36:29] Works uh right now public works so we've done we've split the crew up in two I've

[36:35] taken over the other part of the parks and W department at the other end so

[36:39] we've set up two break rooms with half a crew at each end we've got them a fridge

[36:43] or microwave coffee maker so that's basically where they're going to spend

[36:46] the winter so we're trying to keep the crews working as much as possible one

[36:51] crew separate from the other it's not perfect but it's as best as we can do I

[36:56] think we've got them as well separated this weekend and we'll carry on until

[37:00] hopefully uh nobody gets ill and you'll see later on we're also doing some work

[37:05] trying to get Mutual Aid with different communities in case something does

[37:09] happen so that's about where we are right

[37:13] now so Paul that Mutual Aid in case there's an outbreak at your office that

[37:18] Waterville would come over and help us with the streets correct that would be

[37:22] like Waterville Fairfield Oakland uh get some assistance that's or or vice versa

[37:29] if we go there so that's just something we're trying to be proactive hopefully

[37:33] we don't have to do anything but at least uh unfortunately unlike say fire

[37:37] Mutual Aid where you know the chance of having two big fires in two communities

[37:41] together is is rare if it snows it's gonna snow everywhere so we're do the

[37:45] best we can to help each other out okay is that it Paul Paul it is

[37:52] yes uh this is jury question I have do we have uh a mechanic at each those

[38:01] locations in the break rooms yes we do that's all okay moving on Lisa

[38:12] Library hi all um well you know we've um established curbside pick up five days a

[38:19] week and so patrons can request materials either through the catalog via

[38:24] email or phone call we're also doing a lot of reference questions through the

[38:29] catalog or email patrons seem to um be very comfortable using our curbside

[38:35] pickup we've been very busy the last since we started and um they seem to be

[38:40] happy with some of the online and take-home programming we've been doing

[38:45] um we did our little our winter Workshop um as a socially distance event a few

[38:50] weeks ago and we had 70 people participate um all safely all what we

[38:56] did is we begged up different kinds of crafts goodies some little things they'd

[39:02] come to the door we'd leave them on the book drop they'd take them home and we

[39:05] got a lot of very positive feedback on that um so overall the the patron seem

[39:12] to be adapting very well um we the only negative thing we've had recently is um

[39:20] we got a little storm damage from the last big Windstorm uh the siding blew

[39:25] off the the the part of the quet Hut that's behind the Heating units on the

[39:29] roof um but that's been covered over now and I'm working um to get some quotes

[39:35] and working with the insurance company so thank you for Paul for helping out

[39:38] out with that um but overall the patrons have been wonderful the girls working at

[39:46] the library have been wonderful we're just very

[40:29] inherently a social Department um so we've had to get very creative uh if

[40:37] doing pickups for our caring campaign um it's our third year doing it we raise um

[40:42] food and funds for the school's food pantry um residents have been great

[40:46] about calling me up I've been picking them up door stop with masks on they

[40:49] leave it on the door stop um we also are looking at some virtual programming the

[40:54] rec center is closed by appointment only and everyone has been really respectful

[40:58] of that um I was hoping to start some type of programming in January but

[41:03] looking at the numbers and the direction that's heading and wanting to support

[41:07] the school and keeping kids and cohorts I don't anticipate starting um inperson

[41:12] programming in January um we're looking at doing some social distancing

[41:16] scavenger hunts this winter some snowman contest and and trying to think outside

[41:21] the box in terms of wreck um right now I'm the only person in the department so

[41:25] I don't have to worry about infecting any body or staying socially distanced

[41:29] from my immediate co-workers and that's it okay thank thank you very much Amanda

[41:41] doing pretty good uh we just received a huge supply of

[41:46] PPE uh I mandated probably I want to two weeks ago that we would close the

[41:52] department down to outside guests uh to limit the spread

[41:57] we um as we respond we uh we treat every patient in every circumstance as though

[42:04] it's a positive covid that you know we're wearing our our masks our um uh

[42:11] eye protection gloves and if necessary after the pre-screening at the door we

[42:16] will gown up so we're we're doing uh very proactive measures to to keep our

[42:21] members safe U because if we get uh one down that's a shift and that would be

[42:27] detrial to us um part of our PPE Supply took the initiative and ordered and we

[42:34] have received a Victor electrostatic sprayer which helps um um uh

[42:40] decontaminate the back of the medic unit and um some good news uh again we

[42:47] submitted the uh covid reimbursement Grant to FEMA and that has been

[42:52] processed and we're waiting to hear the positive news from that but uh they they

[42:56] would not have move forward with it if it was not um uh a positive if they

[43:01] didn't think it was going to be a positive result so fire department's

[43:04] doing very well thank you Ronnie how do you like the new trucks I love them

[43:09] thank you very much you know they're they're fantastic thank you they've been

[43:14] oh and by the way uh they've all been uh taken to rust Che and had the

[45:15] our end of the year training U we had some concerning news today about two

[45:20] employees here who might have had contact with um covid-19 they've both

[45:25] taken the test and we're just waiting for results and um one employee had

[45:30] contact with quite a few of us um nobody else has shown an intance but we're just

[45:35] waiting at this point but other than that things are going

[45:43] well thank you very much Chief and again uh from the whole toown and from the

[45:48] staff here uh welcome aboard and uh I'm sure you guys are busy and going through

[45:53] a trying time in the next couple months but hey r

[46:10] Okay yeah your teachers continue to work extremely hard at educating your

[46:14] students whether that be remotely or in person unfortunately right now we have

[46:20] both the high school and the junior high who are in remote learning due to an

[46:25] incident that took place last week unfortunately because of furer I cannot

[46:30] disclose a lot of information which is very frustrating to me but I can tell

[46:35] you that the Transmissions are not happening at

[46:38] school uh due to the protocols that we have in place unfortunately the

[46:43] Transmissions are happening into the community and those are being brought

[46:46] into the schools um I hear a lot of you talking

[46:52] about grants through Co money we we also have benefited from from some that money

[46:58] um there's a very strict timeline in terms of when you had to spend it and

[47:02] have everything invoiced and right there um all had to be things that were not

[47:08] budget related things that were related to covid so things such as outdoor

[47:12] classrooms or um let's say you can't have a regular gym class and you didn't

[47:19] have CrossCountry skis you know you could purchase Cross Country Skis to get

[47:23] the kids outside for gym for alternative activities those types of things so

[47:28] we've put a lot of energy in that mostly from laptops Chromebooks in order to be

[47:32] able to to make that happen we very fortunate we've purchased three school

[47:36] buses with this money which is going to be a great help to

[47:39] us so we've been able to do that on a really fast track um so a lot is a lot

[47:45] is happening we continue to to look at different scenarios on a daily basis in

[47:53] terms of who we need to isolate and quarantine if we need to sometimes it's

[47:57] just a few students sometimes it's it's more than a few but it's been a very uh

[48:02] trying year and um we continue to get through it and I'm very proud of the

[48:07] Educators for providing the education that they're providing to your children

[48:11] under these circumstances Peter I got one question

[48:15] for you Peter I'm here Ben okay uh somebody

[48:22] asked me the enrollment that you have this year compared to last year is as

[48:26] far as the numbers go 10,27 about 50 less than we had last year and the

[48:31] reason for that Ben is because some of the kids are gone to homeschool

[48:36] homeschooling um because of the concern of um covid-19 having said that this is

[48:42] a Statewide issue almost every school is reporting a lower enrollment from the

[48:48] October counts and this is something that the state is going to need to look

[48:52] at they're having conversations about how they can look at the formula for

[48:56] that that um but every single school is going to be in that situation thank you

[49:10] on on our six grade and the uh daycare how was that going home run Jerry

[49:19] absolute home run when we had to um go remote with the junior high and the high

[49:26] school it's because we have some shared space um the individual who tested

[49:32] positive um we weren't told about that individual until after the kids were in

[49:37] school so it was way too difficult for us to do contract contact tracing and be

[49:42] 100% positive on every individual so the safe the safest thing to do with the CDC

[49:48] recommendations was to um you know go go remote for the quarantine period of time

[49:56] have having said that because of our sixth grade is in a separate building

[49:59] totally isolated so there they continue to operate no issues whatsoever same

[50:04] with the daycare um so both of those things worked exactly like we wanted

[50:09] them to work so it's going exceptionally

[50:14] well any other questions for Peter by the way that's that's another one of

[50:18] those situations where we use some of this covid money to be able to pay for

[50:22] the heat um it's not out of the regular budget cuz we didn't have have any money

[50:27] to do that any other questions for

[51:07] storm for the first one of the year and everybody did a great job uh nothing but

[51:11] good reports from outside so uh good job everybody uh tell your Crews what a

[51:17] great job they did I'm pretty sure I told most of you already but doesn't

[51:20] hurt to reiterate that um obviously we're we're still closed due to covid

[51:27] and uh Lisa already pretty much told you how we're making sure residents get

[51:31] addressed uh all of their concerns and making sure that everybody can get

[51:35] access to the services they need uh nobody's being told that they can't pay

[51:39] their tax bill or they can't register uh their vehicle or that they can't get a

[51:43] dog license everybody is being taken care of so uh I I did find out today

[51:48] that part of the reason people may have thought that is because apparently

[51:52] Sunday before this last uh the paper printed that we were all working remote

[51:56] um which clearly we are not so I have asked um I've asked the editor to put a

[52:02] correction in the paper and make sure everybody knows we are actually here

[52:05] we're coming in every day uh that said um we've got some challenges as Chief

[52:12] McDade indicated we've got a staff member down there uh with a potential

[52:17] contact we also have one up here in our offices with a potential um contact the

[52:22] the thing is the timing of those contacts kind of means if if there was

[52:26] an exposure kind of the damage has been done at least we're keeping it within a

[52:30] small group of people so we'll wait to see what those covid tests come back

[52:33] with and um have people test further if necessary you know fingers crossed that

[52:39] things come back okay but it just points out how real this is right now and how

[52:44] many people are getting infected it's coming closer and closer to home every

[52:48] day so uh we do need to remain Vigilant about keeping those masks on and and

[52:53] keeping socially distanced and limiting our contact with the public

[52:57] um and it's a particular challenge for our people trying to make sure that the

[53:00] public is served so uh if you see those three ladies who work up in the front

[53:04] office please give them your thanks they deserve it they've been running pretty

[53:07] hard to make sure everybody's taken care of um I also wanted to point out real

[53:12] quickly Our Town tree in the Gazebo uh it's a pretty you know quick effort this

[53:19] year we didn't think of it too soon but just something to try and help lift

[53:23] everybody's Spirits we don't have a whole lot of holiday spirit going on

[53:27] right now um so just something to try but that was a joint effort between

[53:31] Amanda mastan and Judy matau Judy provided the tree and also all of the

[53:36] greenery that's around our sign out front so I want to thank both of them

[53:39] for making that happen uh it turned out really pretty and uh next year I hope we

[53:43] can do something even bigger out there um so on to the the other thing I

[53:49] wanted to tell you guys real quick about where we are on the sale of our

[53:52] properties um we do have multiple properties up for sale right now

[53:56] uh currently minol Lane has got a active offer on it um I also have an active

[54:02] offer on Clinton Avenue uh Clinton's low so we're going to counter on that one

[54:08] but the one for minol Lane is a full price offer so uh if we get that one in

[54:12] at 40,000 and we can come in in about 50,000 on Clinton Avenue that's a nice

[54:17] little extra bit of money we weren't expecting um 55 Ellis Road will also be

[54:22] going up although there is um that one unfortunately will be well below its

[54:26] assessment value just because the condition of the house that's on it is

[54:30] uh pretty poor but still it will be well above what is owed in the back taxes um

[54:36] Maple Ridge Farm bid is out there that will close on the 29th of December

[54:42] that's a little bit longer for a bid to be out there than usual but the

[54:44] reasoning behind that is people are going to have a lot of questions about

[54:48] that main Farmland trust issue and we need to give them time to actually

[54:52] contact the main Farmland trust and find out if they're even eligible to bid on

[54:56] the property so um put that out there a little bit longer at 3 weeks instead of

[55:00] two again the minimum bid on that's $85,000 so hopefully um hopefully things

[55:06] come in on that and we we see more than the 85 there has been a lot of interest

[55:10] in it I'm just not 100% sure how much of it is interest um that meets the

[55:15] requirements the main Farmland trust um we do have the paperwork written up for

[55:21] the China Road lots that were going over to Tom Davis and Betty and Davis just

[55:26] waiting on their final signature and uh them to pay their fees and we'll

[55:29] transfer it over that will be another $112,000 and we have some interest in a

[55:35] property that was up for sale that we couldn't sell which is uh South Reynolds

[55:39] Road Lot 3H apparently sales fell through on that for three times um so

[55:45] right now we've gotten a butter who's interested so we may be able to at least

[55:49] recoup the back taxes on the property even though we weren't um weren't able

[55:53] to sell it for any extra on that point it would be good to just be able to um

[55:58] to get something out of it so it's off of our books um we'll see what happens

[56:02] there um the only bad news I really have on the property sales Is Belleview Road

[56:07] Lot 7 we can't sell it um it's been the towns for a long time that's not a tax

[56:12] acquired property but um unfortunately the deed from 1951 says that we can only

[56:17] use it as a public park and therefore we cannot really sell it at this point um I

[56:22] do have Bill Lee looking into whether we can have the deed amended um to see if

[56:27] how much that would cost and if it's even worth it to do so we'll look into

[56:31] that more down the road but right now it is not going up to Market so it's kind

[56:35] of a dead issue at the moment um the Orion rope Works building that continues

[56:39] to be uh in progress we have a meeting on Thursday with the gentleman from

[56:43] Orion rope Works um to talk about what their proposal is going to be we've also

[56:49] had some further interest finally from Johnny seeds Dave melhorn finally

[56:53] contacted me on Friday said he never got my email about it so

[56:57] I'll be talking with him as well and seeing what his ideas are um just so I'm

[57:01] on record of saying this though and I have said this to Dave melhorn I want

[57:04] both businesses to stay not interested in doing anything that's going to cause

[57:08] one or the other business to leave I think we need both of them in town um we

[57:13] are we do have some Vehicles going up for sale uh we're just kind of we've got

[57:18] to wait for the ladder truck um to go up because of course until we get that new

[57:23] one in service we kind of need the old one um so so that will go up as well as

[57:28] our rescue um selling the rescue that's due to having the ambulance service and

[57:34] we need to have that extra Bay in preparation for uh completing out the

[57:39] original proposal to get a second ambulance so both of those will be going

[57:43] up to public auction and uh we anticipate after

[57:47] talking to the auctioner that we should be getting some fair amount of money

[57:50] back on those hopefully at least uh at least a 100,000 between the two of them

[57:55] but probably more um project updates Benton Avenue storm

[58:00] sewer that closes the bid opening will be this week um so we're going to be

[58:03] moving forward on that uh hopefully we'll end up with one contractor on both

[58:07] our portion of the project and the water districts but we may not um we have been

[58:12] promised by Wright Pierce that they can uh coordinate the engineering such that

[58:17] we shouldn't have any problems if we do end up with two contractors but

[58:20] obviously in an Ideal World world it would be just one and chaffy Brook Pump

[58:25] Station um you'll see that we do have a res or an order I'm sorry up on that one

[58:30] um We are continuing through the permitting process uh we did have the

[58:34] archaeological survey come back and find evidence of a potential site so we're

[58:38] going to have to do a phase two um study on that which is unfortunate but it is

[58:45] what it is uh it's one one little spot out of all the spots they dug showed

[58:49] that we could have something there um anticipated cost on that is going to be

[58:53] $1,893 um the survey for the uh the sturgeon

[58:59] the bom metric survey that was completed uh so there's not going to be any more

[59:03] to go on that um but this final stage of Permitting is the one you have the order

[59:08] for in front of you tonight that's 58,000 it is part of the original 5

[59:12] million project so I just want everybody to understand we're not asking for

[59:15] 58,000 in additional money uh the the orders out there to allow me to actually

[59:20] tell them to move forward and that we can pay for that when the bill comes

[1:03:15] what total duration has a Winslow fire department ambulance been out of service

[1:03:20] due to maintenance excuse me question number three from July to October the

[1:03:25] winds fire department monthly report identified a total of 30 instances while

[1:03:29] Delta was required to provide Mutual Aid how many of these instances were because

[1:03:34] the windso fire department ambulance was out of service due the maintenance

[1:03:38] question four what will be the source of funds used to furnish the 7 $70,000 plus

[1:03:45] requested to purchase a second ambulance net gains from the ambulance tro service

[1:03:50] account or other question five when will there be space to store the second

[1:03:56] ambulance in the existing fire department structure uh question six

[1:04:01] Cons considering that a six-month review of the Winslow fire department Ambulance

[1:04:06] Service results and planned for the January 2021 council meeting why is it

[1:04:12] necessary to proceed with the purchase of a second ambulance now um I think

[1:04:17] we'll address that uh during the ordinance coming up for the second

[1:04:23] ambulance second public comment is from Masa Stenson on Masia Stenson on Marie

[1:04:30] Street we as well as other abuts and residents of the neighborhood continue

[1:04:35] to have opposition to a business being placed in this High residential area we

[1:04:40] have repeatedly voiced our concerns and opposition we have asked many questions

[1:04:45] without clear and full answers the UN the understanding the residents walked

[1:04:50] away with at the October 1 Workshop was the contracted area would be for one

[1:04:55] garage in one piece of equipment to warm up in the winter but the contract does

[1:04:59] not place that limit it leaves it open to multiple heavy equipment Vehicles

[1:05:04] entering and exiting through the neighborhood year round we have also

[1:05:08] asked how large the building could be meeting the town setbacks the strictest

[1:05:14] State statutes were required in most current D land use regulations yet have

[1:05:20] not received an answer more questions residents would like to clarify are on

[1:05:25] our what will be required to be in place for noise control dust control will the

[1:05:30] road driveway right away be required to be

[1:05:33] paved where is the visual buffer to be placed much seems to be determined due

[1:05:39] to no actual building plans being submitted same as to the question of

[1:05:45] what the tax bases this project will bring that has previously been asked

[1:05:50] while it may not be a required for the town to inform residents if the stricter

[1:05:54] statutes are not being followed as the towns do not have to play the resident's

[1:05:59] lawyer the fact remains The Code Enforcement office is required by law to

[1:06:04] follow stricter State statutes where applicable just as public information in

[1:06:10] notices have legal requirements while some may feel once a council passes an

[1:06:22] ordinance should not matter in that it is easier to stick a notice on a Town

[1:06:28] bulletin board than when you want I'm sorry just push something through this

[1:06:35] attitude or thought process if you will is not in the best interest of the

[1:06:39] residents of this town or town in general after the last meeting I Masia

[1:06:46] was told by a council member to follow the chain of command and to check my

[1:06:50] facts before submitting any further information to the council first off I

[1:06:55] am not in the military and know of no chain of command a resident of town is

[1:09:34] purpose of zoning and public planning is to serve the community in the public

[1:09:38] good changing the zone of of the area in and around Dumar rakers does not meet

[1:09:43] the standard and only serves the interest of a Selected Few there has

[1:09:48] been no legitimate justification made by changing the zoning from residential nor

[1:09:54] how this would be in the public interest there has been a lack of transparency in

[1:09:59] this matter and this lack is either the result of mismanagement or it is by

[1:10:05] Design to minimize public input and scrutiny either way resoning the area is

[1:10:11] inappropriate and by any reasonable standard should not be allowed the

[1:10:15] argument has been made that because the surrounding area is already Zone mixed

[1:10:19] use in this area should be as well by this logic nearly the entire town could

[1:10:25] be zoned as such which I can't imagine would be a decision any reasonable

[1:10:29] person would be in favor of this area has been zon residential for decades the

[1:10:34] current owner and tenant knew this prior and should have not assumed that they

[1:10:39] can have it changed simply because it's in convenient for

[1:10:42] them there are still no questions there are still no guarantees the petitioners

[1:10:48] will follow through in their stated intentions for the property or what

[1:10:53] could happen in the future there are far too many uncertainties here that would

[1:10:58] adversely affect a great number of people who already live in the area in

[1:11:02] whose rights are no less than those who want to enter the neighborhood only to

[1:11:07] change it with this in mind I can see no other reasonable decision for the

[1:11:12] council to make other than to reject this request to do otherwise would be

[1:11:16] and to show favoritism in or a lack of respect for those who already live in

[1:11:20] the neighborhood at the very least this issue deserves more public input debate

[1:23:39] working on the project tonight uh to speak about the cost of the

[1:23:46] $58,000 yes good evening I that's me I'm Kyle kulage a Wastewater engineer for

[1:23:53] right Pierce engineers and we've been helping uh Paul and Erica and the town

[1:23:59] uh with the Wastewater upgrades to chaffy Brook Pump Station and the forest

[1:24:03] main across the river um Erica mentioned a couple things in her report and I'm

[1:24:09] going to pick up from there um assuming you're all familiar with the the concept

[1:24:15] is to upgrade the pump station and of course uh the Force main across the

[1:24:19] river to increase the capacity as part of the master plan the the combin s

[1:24:24] overflow master plan it ties into that um we did the concept design uh about a

[1:24:31] year ago and developed the $5 million project budget and so our next task the

[1:24:37] town's next task is to obtain grants uh and Loans to fund the project and so

[1:24:44] right now our eyes are focused on obtaining a a funding package from rural

[1:24:50] development and rural development being Federal money we're following the

[1:24:54] environmental review requirements for the project um mostly in this case today

[1:25:02] it's permitting and you all know that permitting is required for any project

[1:25:07] um but with rural development money and Agency Reviews um uh it tends to be a

[1:25:14] more rigorous environmental review process upfront so I'm going to say just

[1:25:19] out of the gates uh we don't often see 58,000 in per in fees for a project like

[1:25:26] this uh hence the reason I offered to come and answer questions if you have

[1:25:31] any but the majority of these fees are aimed at

[1:25:35] protecting several main things one is uh Wetlands is a common one you guys all

[1:25:42] know that uh Erica mentioned uh archaeological uh significant sites uh

[1:25:49] we did a phase one survey got a hit I have some good news though Eric I don't

[1:25:54] think we are going to need to go to the phase two I'm waiting to confirm with a

[1:25:59] couple of people that if we can draw a line around those sensitive areas and

[1:26:05] and keep our project out of those areas we may be able to avoid that Al together

[1:26:09] so this to be determined on that right which is great I see the thumbs up Paul

[1:26:15] um uh and then of course in the river uh a lot of the permanent costs are

[1:26:20] associated with protecting Atlantic salmon and sturgeon so when I say

[1:26:25] protecting those species um we are starting to fall under

[1:26:31] a national marine fisheries and service service Endangered Species Act uh

[1:26:38] section s review and it's it's quite in- depth it's quite detailed um we have a

[1:26:44] subcontractor that is doing a bimetric survey of the riverbed uh it's taking

[1:26:49] sediment samples uh and the the significance of all this is

[1:26:54] is that they likely will come back to the town and us to say a range of things

[1:27:02] ranging from we didn't find any salmon or sturgeon to there are definitely

[1:27:08] salmon in Sturgeon and it's definitely spawning habitat and you can only do

[1:27:14] your project in River work between say the months of like November and December

[1:27:20] because that um creates the least imp impact to those endangered

[1:27:26] species um there are uh other permitting uh includes and all of this is uh in the

[1:27:33] scope of work that I believe you have a copy of uh so uh there's also natural

[1:27:39] res resources protection uh tier one individual permit the Army Core of

[1:27:44] Engineers permit submerged uh lands lease application so we've we've rolled

[1:27:51] all of these uh this pering work into one agreement for you uh and when we get

[1:27:57] through this in the springtime uh we'll roll this all back

[1:28:01] up into the Federal Environmental review for Rural Development submit that to

[1:28:06] them and then uh the town will obtain a loan and

[1:28:12] Grant package and we're crossing our fingers for Grant next

[1:28:19] year question yes okay

[1:28:25] uh are we looking at the river crossing to be directional B

[1:28:33] across and no open

[1:28:38] Trent we did look at that so on the table there are two main types two main

[1:28:44] ways to get across the river one is directional drill underneath and that

[1:28:48] was our first go-to because it has the least environmental impact um when we

[1:28:52] investigated that the soils uh in your particular area of the river uh are

[1:28:59] risky for a directional drill uh for example uh Paul and myself and uh some

[1:29:08] some of my co-workers met with greater Augusta Utility District who had just

[1:29:12] attempted a directional drill under the river down there that failed and it cost

[1:29:16] them you know several hundred thousands of dollars with and didn't result in any

[1:29:21] pipe uh and we have similar conditions here

[1:29:24] so we've done our homework and now we know that um the least risk and the

[1:29:30] least cost approach is to dredge across the river um so that's the approach that

[1:29:37] we're taking uh we have written all that up in the preliminary engineering report

[1:29:42] which of course you could you could see or

[1:29:47] read so K I just want to go over the reason why we've been doing the Jeffrey

[1:29:51] Brook project is because we had a failure year in a 12in line chaffy Brook

[1:29:56] is the main pump station for the majority of sewage waste for the town of

[1:30:01] Winslow and that pipe carries it over to the uh municipal waste treatment plant

[1:30:06] that 12in pipe uh failed uh and then now we're pumping through an 8 inch pipe

[1:30:13] that during high high rain periods or in climate weather periods that uh a

[1:30:19] portion of the sewage is that they cannot handle the majority of the sewage

[1:30:23] at time time in that some of that sewage is being is being overflowed into the

[1:30:31] river yes I I think uh going from memory you have the gist of it is as spot on

[1:30:39] and that this upgrade one of the major goals of this upgrade is to eliminate

[1:30:43] those combined sewer overflows by increasing the capacity in the Force

[1:30:48] main yeah I saw Paul shake his head uh I I I I think think some of the sizes

[1:30:55] might might be a little different but but you you got the uh the point of it

[1:30:59] right and that it's all with the the whole upgrade is is of course to

[1:31:03] eliminate combin sewer overflows if possible um and of course some of your

[1:31:08] infrastructure is aging so you'll be getting new pumps and generators and

[1:31:13] things like that too if I if I might I try to make sure

[1:31:18] that people understand that you know those combined super overflows happen

[1:31:23] very rarely Maybe once a year there not like it's a very common occurrence I

[1:31:27] people understand that it it happens on a regular basis we go some years we

[1:31:32] don't have any but we still have to try to eliminate

[1:31:36] them what will be the size of the new pipe uh uh uh good question uh pipes I

[1:31:45] deal with every day these ones are the new ones are going to be 16s I believe

[1:31:50] and we're going to split it into two so you'll have redundancy uh because that

[1:31:54] makes the most sense going forward given the amount of effort we're going through

[1:31:59] to cross the river youan you mean you will be laying

[1:32:02] two two pipes at the same time that's correct will you use only one and have

[1:32:07] one as a spare or will both of them be having e fluence go through them uh both

[1:32:12] of them will be in use uh at this time that's the concept is to have both of

[1:32:18] them in use uh for uh process reasons um uh but um we'll of course finish that in

[1:32:27] the final design does the old one get removed uh we haven't really uh talked

[1:32:35] about that question um there isn't necessarily A need to remove the old one

[1:32:41] uh yet at least in terms of no one has brought that up you know in terms of

[1:32:47] agency review and permitting Paul I think we would just abandon it in place

[1:32:52] and cap it on both ends and not disturb the river

[1:37:13] would provide the listed medical and um transport equipment uh and and the

[1:37:20] discussion with the sales rep he has offered up a substantial discount of up

[1:37:26] to 40% uh and I explained to him that there

[1:37:30] has not been a a commitment from the council to purchase an ambulance and I

[1:37:36] was reluctant to bring it forward as it was however he said that because we're a

[1:37:41] municipality that we would be given we could sign a writer whereby if we went

[1:37:47] ahead and approved this purchase we have six months with which to return it with

[1:37:53] um with no penalty so that's why I brought

[1:37:56] it Forward at the at the request number one it was at the request of the council

[1:38:01] that I investigate the costs associated with the ambulance and number two a

[1:38:06] second ambulance if I can remind the council has been part of the plan all

[1:38:11] along that we would start with a used ambulance um and substantiate the the

[1:38:17] fact that it does uh provide a valuable service and cover its own costs and that

[1:38:23] a backup ambulance should the Frontline ambulance go down should what is

[1:38:28] necessary so that that is my comment to the uh the the the uh the

[1:38:38] order it's a win to me it's a win-win situation we can secure the needed

[1:38:43] equipment at a reduced cost we can finance that equipment over three years

[1:38:48] at 0% interest which would be a payment of $223,000 a year and if if we don't if

[1:38:55] the council chooses not to approve a second ambulance I just tell the

[1:39:00] salesman we don't want it we have until next fiscal

[1:39:08] year and I might add if I may Mr chairman um my monthly

[1:39:14] report [Music]

[1:39:16] um highlights month to uh year-to-date expenses that we have incurred as a

[1:39:22] result of this uh Endeavor and I would like to

[1:39:27] um illustrate that we have significant amounts of accounts receivable that have

[1:39:32] not been compared to the expenditures that have already been uh spent if you

[1:39:36] were to take the accounts receivable that we have incurred to date and add it

[1:39:42] to the receivables that we already have we're well over $100,000 in receipts for

[1:39:47] five

[1:39:51] months thank you chief for clar right what I had heard too is you know

[1:39:58] if we approve the 70,000 obviously we have 6 months uh would we uh so this is

[1:40:04] the first reading we couldn't uh most readings take most ordinance takes two

[1:40:09] readings so we would have the next reading at the beginning of January that

[1:40:14] would be sufficient if we take the first reading

[1:40:17] tonight and then would would the deal still be in

[1:40:22] place if we we have the second reading on H January in the first meeting in

[1:40:27] January no sir the the salesman told me that the that the offer or the the

[1:40:32] promotion is good until December 21st which is why I rushed it

[1:40:41] through so what happens after December 21th we we pay full price correct the

[1:40:47] price goes up so how much of a discount are we getting in this time 40% but we

[1:40:52] can still cancel the deal we have six months to

[1:40:57] cancel the deal that's exactly

[1:41:02] right with a 100% refund yes no

[1:41:07] penalty it's a to me it's a win you know it's a win-win and I know I I appreciate

[1:41:12] the Indulgence of the council because I know this is a last minute um issue but

[1:41:17] I just found out about it and it was uh and it was a result of the council's uh

[1:41:22] direction for me to go out and acquire the cost to put another ambulance in

[1:41:27] service who was it that requested that Ronnie it was the the chairman at the

[1:41:33] last council

[1:41:37] meeting yeah Chief one one one question have you done any of the research on

[1:41:44] used lease purchase new on an ambulance itself

[1:41:51] yet uh I have done so some research on the cost of a new ambulance I have not

[1:41:57] pursued any additional um analysis on purchasing a

[1:42:02] used ambulance if we purchased a new a new ambulance we always have that option

[1:42:07] of a fiveyear lease purchase which depending on um

[1:42:25] is about $46,000 a year plus or minus that's taken a purchase price at

[1:42:32] 230 and um financing it over five years and I I would like to also point out

[1:43:00] I'm trying to save the town money in the event that that discussion leads towards

[1:43:05] the purchase of a second ambulance um of course it's up to the the council to

[1:43:10] decide yep and if if I might add Chief thank you for the work that you've done

[1:43:15] in this on this subject time and time again doing what the council wants wants

[1:43:19] you to do and asks you to do and I I thank you for that and if say we we pass

[1:43:25] the ordinance and we wave the second reading tonight um there'll be no money

[1:43:30] transferred we could have six months for the money to be TR so we could wait till

[1:43:33] next July to actually spend the money on the on on on the uh on the equipment

[1:43:40] that is correct so even if we made a decision the unlikely decision that a

[1:43:46] second ambulance is not needed and I can't even fathom that anybody at this

[1:43:52] point in time would think that a second ambulance is not needed uh but in case

[1:43:57] that we would have time to come out of the deal but we could save the money by

[1:44:01] the first and waving the second reading tonight and pay when that decision was

[1:44:05] made on the second ambulance which should be yes sir okay how much how much

[1:44:10] are we losing by uh how much we actually gaining by putting the cart before the

[1:44:17] horse um I'd have to do the math but it's 7 some th000 at 40% so you're

[1:44:23] you're looking at over $35,000 I'd say 35 to

[1:44:29] $40,000 well 7,000 half of that is 50% and that's 35

[1:44:35] so it's got to be less than that right Ronnie yes sir I'm okay I was just off

[1:44:39] the top of my head understand doing some doing some quick math I

[1:44:45] understand we calculated it at 30% previously I'm sorry $30,000 not 30%

[1:44:54] and so I'm trying to get my head around this you um this the purchase price then

[1:45:00] wouldn't be 70,000 the purchase price would be

[1:45:03] 40,000 no sir the the purchase price I'm sorry through through the

[1:45:09] chair the purchase price right now is the

[1:45:42] 100,000 so we'd have to get the public to vote on that

[1:45:55] already the the program The Proposal that you passed already has the second

[1:45:59] ambulance in it well it does yes all right so there is no more public vote on

[1:46:04] whether we get a second ambulance or not it's simply a question of when the

[1:46:08] council moves to move forward with it I didn't know that we okay the second one

[1:49:50] necessary for two ambulances and then that was later amended on the Friday

[1:49:54] night to purchase uh actually we had a special council meeting the following

[1:49:59] Friday and whereby we um discussed it further and then the formal Town council

[1:50:05] meeting the following Monday it was amended to purchase a used one first but

[1:50:12] the the authorization for the town manager and myself to go out and acquire

[1:50:16] the equipment was granted at that Workshop I I don't remember that was

[1:50:22] back in

[1:55:46] uh but in this particular case you know in the future it puts a council at a

[1:55:53] strain when we're when we have to wave that second reading because of the

[1:55:57] process and due process I think is important in these matters and so I

[1:56:03] hopefully in the future that less and less of these will come I know that

[1:56:06] there are exceptions to these rules but when're negotiating for these deals and

[1:56:11] stuff it must be kept in mind that the council works and that type of doesn't

[1:56:17] work in a you know waving the second reading unless in a very emergency

[1:56:21] situation Mr chairman go

[1:56:27] ahead um I would just like to say again I'm the one that usually votes against

[1:56:32] suspending the second reading and there's two reasons I'll

[1:56:36] vote for it this time and that's because it's going to save the taxpayers

[1:56:40] 30,000 plus the new Council will still have six

[1:56:46] months to suspend the purchase of the second ambulance if that is their desire

[1:56:52] without any

[1:56:55] penalty I I just wanted to add that I would I totally agree we don't want to

[1:57:01] be in the position of rushing the council into making a decision uh when

[1:57:05] Chief brought this to me it was again he only found this out as a result of

[1:57:10] looking into what the cost of a new ambulance would be and I would not have

[1:57:14] backed him if it had not been for the fact that we

[1:57:19] can be held harmless if we don't decide to move forward with the second

[1:57:23] ambulance now I would have had a much harder time supporting this had we been

[1:57:27] getting into a decision where we're trying to force that that money just to

[1:57:32] be on the salesman's timeline um but the guarantee as a municipality that we're

[1:57:37] not held to this purchase for six months makes a very uh big difference when it

[1:57:42] comes to that kind of money um 30,000 maybe a drop in the bucket for some

[1:57:47] bigger budgets for some bigger municipalities but in this

[1:57:50] municipality it it's a significant amount of money and that's the only

[1:57:54] reason I backed it um to to Jerry's comment about negotiating um this is

[1:58:00] like negotiating with a car dealer you get end-year deals um and you see them

[1:58:05] at the end of every year but you don't generally see those same deals during

[1:58:09] the middle of a year it's not so much a negotiation is they're trying to uh move

[1:58:14] their inventory that's current year inventory so the the likelihood that we

[1:58:20] would get another 40% off deal deal in the near future unless we were doing

[1:58:24] this again next time this time next year is unlikely um and again I I do I do

[1:58:31] feel The council's Angst when it comes to being asked to wave these second

[1:58:34] readings and I I completely agree it it just comes down to that ability to

[1:58:39] return the equipment uh at no at no cost to us and that we don't have to pay

[2:04:55] uh the first one is uh Steve Russell and Steve um you know I don't think words

[2:05:02] can express what you've meant to this Council over the years but Mike ker has

[2:05:08] said a few written down a few words that I like to read that I think is very

[2:05:12] pertinent to your service here on the Winslow Town

[2:05:19] Council I am writing in response to Steve Russell attending his final

[2:05:23] council meeting as a winsell town councelor on December 14th

[2:05:29] 2020 in June of this year I retired as Winslow Town manager after serving in

[2:05:35] that capacity for 14 years during my time as Town manager St Steve served on

[2:05:41] the winow Town Council for five of those years he served as Council chair the

[2:05:47] following is a summary of not notable events that Steve has involved with

[2:05:53] during his 20 plus years on the Winslow Town Council consolidation of the public

[2:06:00] safety dispatch centers fighting for increases in

[2:06:06] Revenue sharing for many years School management

[2:06:12] consolidation the removal of the for Halifax Dam elcom mov to

[2:06:18] Winslow the Winslow Town chat lman and Health with

[2:06:23] Tiff broadcasting the town meetings on local cable TV fort Halifax master

[2:06:30] plan Town Council approving a cdbg grant for help with a Ryan

[2:06:36] rope the Town Council approval of 2100 square feet addition to the town office

[2:06:42] accommodate the police department Steve has worked diligently

[2:06:46] on the Town Council formed the Farmland working committee and directed committee

[2:06:52] to make recommendation of the town can be more farm friendly

[2:06:59] Community the list goes on and on and on for Steve Junior High building committee

[2:07:04] a 50-year interlocal sewer agreement with the town of

[2:07:08] vabo all these things that Steve has been there are many many more matters

[2:07:13] addressed by the Town Council in Steve during his time on the council Steve has

[2:07:19] always been open-minded and made a point to fully understand the

[2:07:23] implications of his decision Steve is known for his common sense and pragmatic

[2:07:29] approach to problem solving he has been a tremendous

[2:07:34] asset to the town and has helped make Winslow a much much better place for

[2:07:40] future Generations I am honored and I think we

[2:07:45] all can say that we are honored to have known and work with Town councelor Steve

[2:07:50] Russell

[2:08:00] i' have to thank Mike for that kind words um I'm not much making speeches so

[2:08:05] I'm not going to but I appreciate all the well wishes I received good job

[2:08:09] Steve thank you and Steve this is a a plaque we couldn't couldn't have a

[2:09:17] Council meetings during the pandemic when Town facilities were closed

[2:09:21] in an effort to keep a public informed she joined a local Facebook group as she

[2:09:27] posted matters related to town business it has been a pleasure and my pleasure

[2:09:32] also to work with Patricia over the last six years I am sure that her involvement

[2:09:38] in issues will continue and will be an asset to any

[2:09:42] organization that is fortunate to have her as a member of the organization

[2:11:19] very rewarding uh to be a counselor and to try to do the things for the town of

[2:11:25] lulo moving on to discussion items now uh we'll move on to the first item is

[2:11:32] mat Avenue and that will be Paul I believe

[2:11:38] yes I I brought that forward I was approached last week by Mrs Burns who

[2:11:44] presently owns that street her husband is recently deceased and she is kind of

[2:11:49] in a quandry what to do with that road wondering if we would take it over as a

[2:11:53] public road she now has to maintain it on her own it is no longer mainly family

[2:12:00] Street it was all maon family at one time now it's pretty much the public

[2:12:04] living in rental housing so I asked I told her I up a

[2:12:10] discussion if it's something the Town Council would entertain as far as

[2:12:14] accepting that as a public Street if uh if we do we'll have to go through the

[2:12:18] proper channels and make sure that it's acceptable it's definitely not going to

[2:12:21] be a full width 60 foot right away like we do now I mean the the land is not

[2:12:26] there but she's willing to do what she has to do to make it acceptable to give

[2:12:32] us a piece of land at the top for a turnaround and she's just that's why I

[2:12:37] brought it up it's it's a council decision I just uh you know she's pretty

[2:12:40] distraught didn't know what to do so I figured the least we could do is talk

[2:12:45] about it Paul is

[2:12:49] that does the road meet Town spec as far as how it's built I would probably say

[2:12:57] no but we have others in town that we own from back in the midle days that are

[2:13:03] 20 feet wide like Boston Court that they were accepted many many years ago and we

[2:13:09] maintained them the best we can well I guess I guess that's kind of where I was

[2:13:12] going with it is you know and what other properties what other what others do we

[2:13:16] have in town that are in the same situation that we have taken over in the

[2:13:20] past so right so that's it's s like you're talking high traffic street so

[2:13:26] it's not and I I went down there last week I believe there's five properties

[2:13:30] on that street so that mean they're all taxpayers um for her right now I guess

[2:13:35] it's a liability because she's kind of maintaining a public road because it's

[2:13:38] not family members anymore so it's out there in the liability I would say so I

[2:13:44] asked her she was speaking to her lawyer I asked her if she could get some kind

[2:13:47] of property survey so we'd at least see what's involved with the you know what's

[2:13:51] laid out there as a right of way and it's like I say it's up it's up to the

[2:13:55] council that's you know like I didn't make any promises I just as told her i'

[2:14:01] bring it up a discussion and Paul that city sewer City

[2:14:05] water to all five houses I believe so yes and the turnaround at the end it's a

[2:14:11] dead end street right yes but I believe there's enough land at the end that's

[2:14:15] why I wanted to see a property survey to see what is available that she could de

[2:14:20] to us as part of the the street so that we'd have a proper turnaround for the

[2:14:24] trash truck and the plow trucks chances are we'd have to plow that with one of

[2:14:27] the smaller trucks it's not big enough to get the big trucks in but we do that

[2:14:31] on some other streets as well and those other streets don't

[2:14:35] require a turnaround at the end either do

[2:14:38] they no well we've got oakill terrorist which is off of Clinton a that has a

[2:14:43] turnaround at the bottom that we built a couple years ago uh we try to keep

[2:14:47] turnarounds I hate backing out into traffic especially on 2011 not the bus

[2:14:51] no absolutely I just just thinking out loud she she pretty much committed to

[2:14:56] doing whatever she had to do to make it acceptable and I explained to her that

[2:15:00] this was a could be a lengthy process that probably wouldn't happen this

[2:15:04] winter yeah I mean you would want to do use your sewer inspection to inspect the

[2:15:10] sewer any type of water inspection that you would do I would imagine that the

[2:15:16] street hasn't been paved for a while is that correct uh he paved it or has paved

[2:15:22] it two or three years ago it's been fairly freshly paved it wasn't paved

[2:15:26] before that I don't know what condition it's in right now it's all under the

[2:15:30] snow so do you have uh do you have uh like plans for placement of the where

[2:15:36] the sewer is where Storm drainage is and where everything is so that you could

[2:15:41] put it together like how much would it cost the town in the next 10 years to be

[2:15:45] able to take over this property I don't have that that physical map right now

[2:16:12] least that information before we would yes I think you know you need to go I'm

[2:16:16] not telling you I mean it's up to Erica and you to get together to see what

[2:16:20] exactly we do need before we can make a decision on whether we take that treat

[2:16:24] and what we are accepting for liabilities with the property correct I

[2:16:30] just wanted to bring it up a discussion if if it's something the council didn't

[2:16:33] want to entertain then the issue would have died there if

[2:16:37] it's something you're willing to entertain if it meets our specs and we

[2:16:41] can chances are it's not going to meet all the specs it probably doesn't have

[2:16:44] the amount of gravel we would put in a new street but I'm going to say most of

[2:16:49] our existing street that were built 50 years ago probably don't meet those

[2:16:53] specifications either so I guess I guess I don't have any any

[2:16:59] uh problem with continuing the process and finding the information so that at

[2:17:05] some point in time in the future you could inform the council as to you know

[2:17:11] where everything is and what the condition of SE water and the the actual

[2:17:17] grade is and if the possibility of deing the road section over at the end

[2:17:24] for a turnaround yes that's fine we'll we'll keep working

[2:17:29] forward I just wanted to have some feeling from the council if does the

[2:17:33] council feel that we should move forward with Paul gathering information no

[2:17:38] problem here absolutely yep go ahead okay so move

[2:17:44] ahead Paul and sometime in the spring come back to us no we we'll work on it

[2:17:48] this winter like I say she's uh she's in the process of talking talking to her

[2:17:52] lawyer I believe he's hasn't been deceased for more than a couple weeks so

[2:17:56] I'm sure there's a lot of paperwork that will have to be done on her part

[2:18:01] and okay okay sounds good Erica you have anything else on the on the Madison

[2:18:06] Avenue area Okay uh moving on to the thank you Paul moving on to the second

[2:18:12] discussion item the church bell uh Jerry brought this up Jerry would you like to

[2:18:16] comment on the church bell issue right the church bell is the Bell from the

[2:18:24] East wisell Baptist Church uh the

[2:18:29] town eight six eight years ago had to go in and tear down the

[2:18:35] church and we picked up the bell and brought it over to public

[2:18:39] work uh the uh B was donated to the church I

[2:18:48] can't remember the name of but there the ones that

[2:18:53] own um what do you call it oh be Diner and they would like to get that

[2:19:00] Bell back they say that they have a feed or right to it they want to put it on

[2:19:09] their property and allow U people to come and visit it

[2:19:17] couple of uh hours a week or one hour a

[2:19:24] week uh big problem the thing I have

[2:19:30] is uh they had talked to

[2:19:36] Mike uh h i Mike didn't have a problem giving him the Bell then it got

[2:19:42] changed so the question is is who's going to own the Bell do they have legal

[2:19:49] rights to the Bell they are going to get that

[2:19:55] information and bring it to provide it to

[2:20:00] uh probably the town manager at a later

[2:20:07] date and I think it they they told me that it's registered at the registry of

[2:20:15] deeds not sure about that

[2:20:24] okay one of the things that when I had U when I had saw this on the agenda about

[2:20:30] the Bell the Bell was being stored at the public works I gave Paul and Jerry a

[2:20:34] call and we have moved the uh the bell in the the Assembly of the Bell to the

[2:20:41] cold storage building in um at the public works department so that it's in

[2:20:46] a place where it's a lot less uh affected by the elements and uh the Bell

[2:20:52] is actually um uh from the it's called the Cs Bell company from U I believe

[2:20:59] it's uh Holbrook Ohio which was manufactured between

[2:21:06] 1894 and 1970 obviously this is an older older of the bell of the research so I

[2:21:13] think that you know whatever the the people uh from the area if they feel

[2:21:19] they have a right to the Bell uh then uh come and talk to the town

[2:21:23] manager and uh you know at least it's in a it's in a secure place where it's out

[2:21:29] of the elements at the present time anybody have any other Jared do you have

[2:21:33] any other things to say about it if if I could District fine the only reason is

[2:21:41] because they see me in awful

[2:21:46] lot Jeff West go ahead yeah it's um vestors

[2:21:53] and the gentleman is part of the original Abbott

[2:21:58] family and the Abbot family built that church from what I

[2:22:02] gather and he basically wants to do what they've done over in Waterville over St

[2:22:08] Francis with the old Bell from that church have it

[2:22:13] enclosed um he's actually want put on his front lawn by the sounds of it so

[2:22:19] that just because it's the history of his family and he'd like to Bell back

[2:22:22] which to me if he can prove he's part of that

[2:22:27] family what are we going to do with that bill other than store

[2:22:31] it but that's just my opinion yep

[2:22:38] sure well we like I think the first thing is to get uh the the uh the people

[2:22:45] involved that you know wanted to come into the town manager and talk to the uh

[2:22:49] Town manager uh about the about the issue I mean you know I think they need

[2:22:53] to prove have some proof of you know the lineage of it but you if that's the

[2:23:03] case that's what they they want they want to do give us proof that the bill

[2:23:09] belongs to them that's fine that's fine yeah that's

[2:23:15] fine I mean yeah sounds great uh anything else about the church bell

[2:23:19] Jerry or anything or no that's good okay um next item on the is the NLC Service

[2:23:30] uh line uh you we both got we all got that in uh packages and stuff um Erica

[2:23:38] do you want to talk about that a little bit

[2:23:42] um it's kind of a sales pitch but at the same time it's an opportunity for us to

[2:23:47] earn some limited additional Revenue at pretty much no

[2:23:51] effort on our part um the NLC service line program it's basically like a

[2:23:56] homeowners warranty but it's specifically for your water lines and

[2:23:59] your sewer lines running from the street to the house um people a lot of times

[2:24:05] don't realize that those are actually the homeowners

[2:24:08] responsibility uh and this company indemnifies them against that so

[2:24:12] homeowners can purchase policies that will cover those lines specifically and

[2:24:17] they only have to um pay a set of amount no matter what the claim comes out to be

[2:24:23] so I believe they they set on sewer lines it's something like 3,000 per

[2:24:28] incident is covered U water lines a different amount um and I don't remember

[2:24:35] the exacts on that but the way the program works is they work through

[2:24:38] municipalities in Partnership um basically because we've got all the

[2:24:43] information on all the homeowners that are on our services um they do use the

[2:24:49] city or the town seal in our case um and we approve any Communications before

[2:24:54] they send them out it's a direct mail program they send the um the Flyers to

[2:25:01] all the homes with the town seal on it uh asking people if they're interested

[2:25:06] at all in looking into this program explaining uh that they do have

[2:25:10] liability over those lines and any policies that are purchased the town

[2:25:15] earns 50 cents per month per policy and each home could have pump to three

[2:25:21] policy um I'm just looking to see if there's any interest in looking at that

[2:25:25] any further or having them do a presentation for us at some point I

[2:25:30] don't think we're talking a lot of money but you know any opportunity for extra

[2:25:34] revenue is something that I'm G to at least check into but I've already had my

[2:25:39] preliminary discussion so now I'm just looking to see if the council has any

[2:25:43] interest in looking at it any further um Erica I just have one

[2:25:49] question would they be willing to give you a community that

[2:25:54] they're already doing it in that you could get contact with and see he said

[2:25:58] there's only one in Maine right now but he's got a lot of they've got over 400

[2:26:02] communities um uh Countrywide so yes he will give me

[2:26:07] some others currently they're working with Portland uh and I believe it's

[2:26:12] their water district that they're currently working with my my only issue

[2:26:17] would be is if it's if they're not really up to Snuff and notay out not

[2:26:24] paying out what they say they're going to pay out and I think we could find

[2:26:28] that out from another municipality that's actually doing it with them right

[2:26:32] I believe you I I agree we could probably get that from them um so I

[2:26:37] could certainly ask him to uh provide some other references in

[2:26:43] addition to Town of Portland

[2:26:56] not C covered oners poliy no most homeowners

[2:27:02] policies do not cover uh those lines they're not part of the

[2:27:09] um they're one of those things that I don't know if you could get it on your

[2:27:13] homeowner's policy or not I'd have to research that further I know um I

[2:27:17] personally had to have a policy in ing because my insurance would not inde

[2:27:22] deify it because the pipes were very old um so I couldn't get the rider on my

[2:27:27] insurance um and fortunately I never had to use it but it was one of those things

[2:27:32] that in a community with old pipes as a homeowner was just a piece of insurance

[2:27:37] now again it all depends on whether anybody even purchases it as to whether

[2:27:42] there'd be anything in it for us but I do agree with uh counselor West that we

[2:27:47] would definitely want to make sure that they've got a good reputation

[2:27:50] um because we wouldn't want to put our seal on something and then turn around

[2:27:55] and have it be a company that people fight with to get paid out after they'

[2:27:58] paid for the

[2:28:01] policy so you'll reach out and do some D some diligence on I

[2:28:07] will if I get positive reports would would you all have an interest in them

[2:28:12] doing a presentation at a later council meeting absolutely

[2:28:18] yes okay so uh Erica is this policy from the main to

[2:28:28] the property it's from the curb to the

[2:28:36] property basically they sell the policy on the exterior lines they'll also sell

[2:28:41] the third policy is on the interior plumbing and people can purchase any one

[2:28:46] or all three any combination

[2:28:52] so I know that do on state

[2:28:56] highways says that the utility is

[2:29:02] responsible from the the main to the RightWay

[2:29:11] line correct these policies cover from that point onto the home

[2:29:20] the RightWay line on yes which we're Loosely calling the

[2:29:28] curb yeah I I wouldn't have a problem with them try to give us a presentation

[2:29:33] at a later date

[2:29:42] okay the next item on the agenda is a facility committee and Erica could you

[2:29:49] go over sure so at our last meeting um when I

[2:29:55] had brought up wanting to look at facilities going down the road we talked

[2:29:59] uh I was tasked with trying to pull together a committee for that um one

[2:30:05] thing I wanted to reiterate we're at kind of mission Critical with the fire

[2:30:09] station but not with the rest of the facilities I do want to look at all the

[2:30:12] facilities as a package because when you look at facilities it should be a 10 to

[2:30:17] 20 year plan and that's why I want to look at it all at once I I think some

[2:30:22] people may have thought I was talking about building something immediately I'm

[2:30:26] not but if we're talking about having to purchase land to do this in the future

[2:30:30] uh we probably want to look at an all-encompassing package and uh with an

[2:30:35] eye towards future expansion for instance when we built the Public Works

[2:30:39] building personally I would have liked to have seen us have um you know thought

[2:30:44] down the road that hey maybe it would be good to put a fire station near here or

[2:30:48] that's maybe where a police station should go those are the kinds of things

[2:30:52] I want to investigate um and and this again is it's a

[2:30:57] long-term project um when I worked Courthouse expansion in Chesterfield

[2:31:01] that was a 25y year project so um I just want everybody to understand we we're

[2:31:08] looking to put together a facilities plan that goes into the future not

[2:31:12] necessarily five years from now although fire is something that we're going to

[2:31:16] need to look at sooner um so in talking to uh people who have expressed an

[2:31:21] interest in being on that committee um Jeff you had said you

[2:31:26] wanted to be on that committee I would love to thank you Rocky uh you had also

[2:31:32] agreed to be on that committee and you're not officially in your uh

[2:31:36] counselor capacity yet but I had reached out to you and Peter

[2:31:42] drapo of course Chief McDade and chief Rodriguez representing the two uh

[2:31:47] critical infrastructure pieces on the public safety side and Lynn Cho um for

[2:31:52] the planning board and then I would make number seven

[2:31:56] which gives us an odd

[2:32:00] number sounds like

[2:32:07] fun any other comment or

[2:32:13] discussion make a motion to adour uh not not quite yet please uh one

[2:32:19] of the things that we also it's not on I wanted to bring up is Junior High

[2:32:25] building is that at at the last meeting or the meeting before we had mentioned

[2:32:32] that we need to form uh the junior high committee for the uh for the use of the

[2:32:37] Junior High School uh kbap has come up with a proposal for the junior high

[2:32:43] school and we need to investigate that during the winter months I know there

[2:32:48] was some interest that uh Mike heer would be would chair that committee and

[2:32:56] um I think he has a great Erica to do that yes he has y so we be looking for

[2:33:01] members is there any other I think Steve you had mentioned a an interest to be on

[2:33:07] that committee yes I would be yes okay

[2:33:14] Steve any other counselors I'd like that one to if I

[2:33:20] yep Jeff any other counselors yes jury

[2:33:29] Jerry because there is already another a

[2:33:34] committee that that's been around for a while we

[2:33:42] have to devolve that one yep because there's a lot of us on that Committee in

[2:33:59] dissolve that committee and then form a new committee and then any of the public

[2:34:03] that wants to be on committee would call the town office and put their name into

[2:34:06] that committee is there a reason to dissolve the first

[2:34:11] one nobody left that was on it I think we can invite the members of

[2:34:18] that committee that want to be on the committee to be on this committee if

[2:34:22] they want to yeah because we we spent a lot of time on that one

[2:34:30] yeah we don't want to

[2:34:35] dis and then tell them at the end that sorry we don't want

[2:34:41] you Ray wasn't that committee dissolved after one of the meetings would that get

[2:34:46] really heated not not the not that

[2:34:50] one

[2:34:54] that I thought it was only suspended because of covid because

[2:34:59] having to go back to actually use that building I mean and I'm coming in on the

[2:35:03] back end so all I've heard is scuttlebutt about that but I know Mike

[2:35:07] was talking about getting it going again it's one of the things he talked to me

[2:35:10] about when he came in um I I'm not exactly sure why we would need a new

[2:35:17] committee but again I'm coming in on the back end of this

[2:35:21] so don't I don't believe we need a new committee we might have to have some

[2:35:28] other PE people with some of the other ones have

[2:35:33] left and just you know find out how many I think

[2:35:38] there was about what 12 14 on that

[2:35:43] committee there was about a dozen of us Jerry yeah

[2:35:52] who is the chair oh try to remember he was he was

[2:35:59] an old assistant uh superintendent he sells real

[2:36:05] estate H I'm try can't think of his

[2:36:12] name Cassidy maybe Cassidy yes it was yeah thank you

[2:36:24] well right now during the winter obviously the sixth grade is using the

[2:36:29] facility and it's being heated and utilized at this point in time so this

[2:36:33] winter wasn't an issue uh next winter depending on you know

[2:36:39] hopefully uh you know we need to we need KV cus is going to wait forever and

[2:36:45] there's definitely some issues associated with the building and certain

[2:36:49] portions of the building that have to be resolved in a period of time dayare is

[2:36:54] also using it AR there right what's that yeah Child Care is also using that you

[2:36:59] know um you know obviously to tear down the building we're talking about

[2:37:05] $700,000 plus it could be up to a million something because of the asbest

[2:37:11] removal and I think we need to get a committee formed uh and to to pick up

[2:37:18] the pieces of the the last committee I'm I'm for anybody that wants to be on that

[2:37:23] committee to be on the committee but a small working

[2:37:26] group has to push forward with identifying the issues and identifying

[2:37:35] some resolutions to the issue that can be brought to the council before the

[2:37:41] summer so I don't want to see this waiting till next fall again when

[2:37:50] um and we're going to have to we're going to have to spend some money to

[2:37:55] demolish the building kbc's not going to wait forever

[2:37:58] so I'm for forming whatever we can to get this committee moving just as fast

[2:38:04] as we can and resolving some of the issues that's that's pertaining to that

[2:38:10] building the last meeting we had they hadn't even got the financing yet

[2:38:16] right kcat did not actually get the financing they were still working with

[2:38:21] the uh historical stuff so that's all been resolved that's why I think we need

[2:38:28] to have a committee to bring the even the council up to date on the issues and

[2:38:33] where we stand with that Junior High building and what some of the problems

[2:38:38] are that we need to resolve to make sure that the third parties that are

[2:38:44] associated with the facility U are bedded in are examed and that's why I

[2:38:51] think we need to get moving on it and I think that Mike is Mike we can start

[2:38:57] through Mike and Erica and Steve is that we can ask the old members of the

[2:39:02] committee to come in but form um a newer the old members move project

[2:39:10] forward I do have Mike's folder here and on the top of the folder there's a list

[2:39:18] of former members which was Ben twitchell Gary Owen Jack

[2:39:23] Nason Jerry quirion John Cassidy John Ferry Kenneth Fletcher robette bushard

[2:39:30] Sally Harwood and Shelley Phillips does that sound right yes it

[2:39:36] does so I it's not a huge thick file but there's a lot of stuff in here I

[2:39:43] think the key certainly we wouldn't be um starting from scratch yeah I think

[2:39:49] the is going to be to get Mike on that been involved right from the beginning

[2:39:54] including with the negotiations the members to uh that are still interested

[2:40:00] in forming the committee and then we'll move from there in the next couple weeks

[2:40:03] how's that we could do that I do have to do

[2:40:07] budget at some point yeah yeah yeah well you know this is going to be this is not

[2:40:12] going to be your thing this is a lot of people have some expertise in this area

[2:40:16] that we worked with before going to be continuing the process to uh you know

[2:40:22] this this this High building is a critical building because budget wise

[2:40:27] you know we might not have the budget for the de demolition of the building

[2:40:32] This this term but we will have to address that issue maybe the next year

[2:40:38] or even toward this year if we have to put 500,000 for demolition this year and

[2:40:45] maybe 500,000 next year then those are issues that that do pertain to the

[2:40:50] budget to some extent right okay um any other discussion on forming of the

[2:40:57] junior high building Committee just one thing say yes uh one of the things it

[2:41:03] wouldn't take that long to set up a meeting for the original committee

[2:41:11] be we will invite everybody from the origal committee meeting in

[2:41:17] January yep we she starts reforming resetting up a meet uh another committee

[2:41:25] they'll want to stop back from maybe the beginning and that's not a good

[2:41:30] thing no I don't think anyone's advocating that

[2:41:35] Jerry R if there's room I I'd like to be added to that committee please I think

[2:41:40] there's room for everybody oh yes yep I think I think

[2:41:45] we'll invite all the members to a meeting and we'll see see what happens

[2:41:49] after that sometime in
