[26:51] couple emails. The second one was probably the one to look at.

[26:55] Mostly want to propose consolidating and revising as we look at the internal

[27:01] emergency plans this year. Um, and the reason for that is like it says

[27:07] in there's create a more organized and usable finance system. Instead of having

[27:12] four kind of standalone separate plans that may may don't really

[27:18] coordinate with each other a lot, put them all under the umbrella of one plan

[27:23] and then that's a base plan and then annex each of them like the emergency

[27:28] action section, the courthouse security section, the continuity of operations

[27:33] and then our critical incident recovery would all be annexes and then Colin's

[27:38] cyber security incident response plan would also be mentioned in there. Um,

[27:43] and that could be an annex to it also. Um, he would still, you know, it would

[27:48] still own that plan and how that's played out and stuff would totally be up

[27:51] to him. I did talk with him a little bit last week on that. Um, and he's going to

[27:56] we'll work with him on that and how if it [clears throat] remains just like it

[28:00] is or if he wants to make any changes to that, he'll look at that and get back to

[28:04] that. But that can just be placed marked in there as is or with any revisions he

[28:09] wants. But um the things looked at with this is you

[28:16] tell in there about reason why and some of the things we I found out going

[28:21] through the plans is you know one of the things we had is the um like the in the

[28:27] continuity of operations plan it talks about

[28:31] in the progression of if the supervisors aren't

[28:36] here then it goes to the next person in order would be the sheriff and stuff.

[28:39] Well, that that doesn't jive with Iowa code. Iowa code really spells out how

[28:44] succession in departments go. like each department has a

[28:51] elected official and then they have deputies and so each department still

[28:55] stands on their own and then they're like if

[29:00] there is an absence in a department Iowa code also spells out but like the

[29:04] records from that department will be maintained by another elected official

[29:08] such as like the treasur and the auditor kind of back and forth and cover and

[29:13] stuff like that. So, our plans need to really specify that stuff rather than

[29:18] kind of going off on their own and making up their own laws which are in

[29:22] violation of Iowa code and stuff. And so, as part of this revision, there's

[29:28] getting the county attorney involved in basically two phases of it. And that's

[29:33] in the initial revising of it. you know, as we're looking at rewriting these

[29:39] plans and and stuff, getting the county attorney involved in saying, "Okay, look

[29:44] at this as before we get too much involved in here." Is the way we're

[29:49] revising that is that now more compliant with Iowa code and is it are we on the

[29:54] right path? And then the second part would be as it's all formally done and

[30:00] revised, then taking a look at everything and now does this still pass

[30:04] the mustard for Iowa code. So he would look at it initially or he or she would

[30:08] look at it first of all and then they would look at it second of all. And the

[30:11] other reason I want to do this right now too is and it said in there too we're

[30:15] looking at um a lot of changes coming down in in our county as far as

[30:22] leadership and stuff like that. We've got a couple supervisors that have been

[30:25] here for many years um that are going to be leaving. So, we want to capture their

[30:30] knowledge and we got a a elected official that's going to be leaving

[30:34] that's got a lot of a lot of years of service and knowledge and so we want to

[30:39] capture some of that and before she leaves and and then get that ready. But

[30:44] then we want to give the new incoming people a chance to look at that too and

[30:48] learn what their responsibilities and roles will be as they look at going

[30:54] forward and approving these too. So, and the time frame I kind of laid it out. I

[31:00] think that was one of the things too of how we we do this revision. you know,

[31:06] starting after if you authorize this process today, you know, we'd uh

[31:13] starting in September, like September 21st, we'd have a a stakeholder meeting

[31:17] and then in the rest of September and October, I'd work on getting that draft

[31:22] version um you know, coming from that stakeholder meeting, any revisions done

[31:27] to there and bring that back to your October 5th board meeting. And then in

[31:33] the middle of October, we'd do a second validation cycle if we need to. And then

[31:38] October 12th, we'd have another stakeholding meeting. In mid to late

[31:42] October, we'd near the final draft, have a near final draft. Late October, early

[31:48] November, give the final counting attorney review. and then in November

[31:53] and after we'd have a transition and final review and then final board

[31:59] adoption. All those would be to be determined dates. [snorts]

[32:03] So, and by that time we would know, you know, who the new uh county supervisors

[32:09] will be. We'll know who the county attorneys will be, even though they may

[32:12] not have taken office yet because they won't happen till after the first year.

[32:15] And this don't have to necessarily be adopted after that point either. Those

[32:21] are all, you know, to determine. So, I guess before I ramble on anymore, do you

[32:25] guys have any more questions or have any questions about this process or

[32:30] thoughts, ideas on anything? Hope I give you enough time to look at it.

[32:34] » Yeah, it makes sense. I mean, >> it simplifies it. Yeah,

[32:38] » it does. And then when you go in there and you review it, you know, um you

[32:43] don't have multiple plans that maybe weren't reviewed or revised at different

[32:48] times and said which plan's applicable and stuff like that. And that's

[32:53] earlier in late July, I I started working on one of our new plans in the

[32:59] county comprehensive emergency management plan under the recovery. I

[33:05] started working on that and I stopped and I went back and and developed an

[33:10] actual planning standard for the development of all the plans

[33:15] whether they're in this this sector here or they're in that one and it come up

[33:20] with 10 basic questions or 10 standards that any planning that's developed or

[33:26] revised had to meet. And what the basis of it all was to write

[33:32] the plan not for the person that's writing the plan or somebody like an

[33:36] emergency manager cuz that's not the person that's going to be using it. It's

[33:39] the person like a supervisor um department head or somebody like

[33:45] that. That's who's going to be using it. So write it so that at 2:00 in the

[33:49] morning when the worst day ever has happened for their department, they can

[33:54] go that the it's one that all the plans are going to look the same. They're all

[33:58] going to flow the same. The information is going to be

[34:02] in a logical order. Not like one part's going to be here, another part's going

[34:05] to be here. And so you're because if it's if it's hard to find the

[34:09] information you're looking for, you only have about 15 seconds for that person to

[34:12] find that information before that plan gets tossed in the garbage or on the

[34:16] desk and it's never picked up again. And they're going to be like, we'll just

[34:19] figure it out. This is junk, you know. >> But if they can open it up and in this

[34:24] one, it goes chronological too kind of it touch, you know, if you look at it,

[34:27] it's like, you know, the emergency action. So something happens,

[34:32] you respond to it. Then the security and then you know what happens after that?

[34:38] Then you kind of knew your operations. Okay, something bad happened, you

[34:42] responded to it. You secured it. Now how do you keep business going on? And then

[34:46] how do you take care of your employees and and the people afterwards? And then

[34:51] you know so that it makes sense on how that's even laid out in that part. So

[34:59] » yeah, it looked fine to me. Yeah, I'd say keep moving forward. something

[35:02] that's always seemed to noticed some of that slipped through the

[35:07] cracks over the years and that has kind of happened when we have elected changes

[35:13] but uh you know it's a good idea to keep it get it into one universal package I

[35:18] guess that we can anyways where we can obviously cyber security is going to be

[35:23] a whole it can be mentioned but it's going to be a different ball game

[35:26] » and I think the big thing with that is to actually get it so that it

[35:31] we take care everything that's in that plan and keep it there because it's a

[35:35] good plan. But let add the parts where it needs to interact with the other like

[35:40] it needs to interact with our continuity of operations plans. You know, that's

[35:44] the big part is because those really need that's two gears that need to mesh

[35:50] » because, you know, 20 years ago, our IT infrastructure

[35:56] really wasn't too involved with continuity of operations, but now it's

[36:00] » it's the most critical part of our continuity of operations other than the

[36:04] people, >> right? I mean,
