[3:11] a proposed lease amendment with doctor James McGrath.

[3:15] In 2015, the county agreed to lease office

[3:19] space to Doctor James McGrath at the hospital.

[3:23] It was approximately 2,830 square feet. He has

[3:27] been utilizing that for his practice for over

[3:30] the past eleven years. We did three year

[3:33] agreements for 2015, 2018, 2021, and then in

[3:38] 2024, the board decided to do a one

[3:41] year lease renewal and increase the rate by

[3:44] 5% making the monthly payment $2,031 The lease

[3:51] is set to expire on 09/30/2025 and what

[3:56] feedback from the board in terms of how

[3:59] the lease amendment should be constructed if the

[4:02] board wants to pursue the lease amendment. Underneath

[4:05] the proposed draft that is currently before you,

[4:08] we would have one year lease renewal and

[4:10] keep the rate the same at $2,031 per

[4:13] month since there was a 5% increase last

[4:16] year. But, of course, that is a board

[4:19] decision on how they'd like to structure the

[4:21] lease amendment. It's a discussion. I don't know

[4:29] anyone have. On a twenty eight thirty, 2,830

[4:39] square feet of space. John and I have

[4:42] been through toward the hospital. What he, I

[4:47] know he only uses like one half of

[4:50] a side. Is that the 2,830, the half

[4:53] that he uses or is he actually at

[4:54] least the full? It is the half that

[4:57] he uses. He's got the lofty portion that

[6:41] we just want to make sure it gets

[6:45] first proposed change. The second fee schedule change

[6:49] is charging $15 for printings of 24 by

[6:53] 36 maps. Currently, for black and white maps

[6:56] that are printed, it's $5 and for the

[7:00] next largest map printing size, it's $10 So

[7:04] we just wanna have a fee in there

[7:06] for 25 for 24 by 36 map printings

[7:09] at $15 and those would be the proposed

[7:13] two fee schedule changes. Yeah. Is that black

[9:26] for ballistic vest was five years. The life

[9:29] expectancy is coming up from sheriff's office vests

[9:32] and they are requesting submit a grant application.

[9:36] This grant does not require any type of

[9:38] matching funds for the sheriff's office. Okay. And

[9:43] all that is being requested at this time

[9:44] for the sheriff's office to submit the application.

[10:39] detention center to house individuals that are charged

[10:43] for misdemeanor and are required to be sentenced

[10:45] to more than ninety days than detention center.

[10:48] The other option is for misdemeanor DWIs where

[10:52] individuals are serving an active sentence. They're requesting

[10:56] to have this. This will provide $45 a

[10:59] day. Does not address transportation and other resources

[11:02] that are utilized. But the this allows the

[11:06] sheriff's office to receive revenue from housing these

[11:10] individuals that are involved in misdemeanor offenses. Motion

[14:10] to local law enforcement agencies. It was a

[14:13] way to improve public safety and allowing law

[14:15] enforcement agencies to have access to high technology

[14:18] equipment through the electro optics loan program. The

[14:22] sheriff's office is seeking to obtain 10 night

[14:27] vision goggles for $300 a piece for $3,000

[14:32] This will be a one year loan and

[14:34] they're requesting approval of this loan for the

[14:37] night vision goggles. And I'm assuming this would

[14:40] be utilized to help the swap team and

[14:42] other instances. And work closely with rescue squad

[14:47] as well. Yes. Thank you. Yes. I was

[14:57] very good. I just was like, is that

[14:59] an annual fee every year of $300 per

[15:02] unit? Yes, 300 per unit per year. And

[15:07] it is a loan. It's not a Correct.

[16:44] emergency medical transportation item and then, they will

[16:48] submit a reimbursement to HSA and there's a

[16:51] three sixty five day window for this reimbursement

[16:55] to be processed and to go to Medicaid.

[16:58] We have one individual that did submit the

[17:02] reimbursement request to HSA on time for $8.32

[17:06] for their transportation. There was for whatever reason,

[17:11] it was not submitted on time. Well, for

[17:14] requesting is that that individual still be reimbursed

[17:17] even though Medicaid would not approve it since

[17:20] it was submitted to HSA on June 2024.

[17:24] The request would be to have the $8.32

[17:28] come from a general assistance line item in

[17:31] the HSA report of its expense since this

[17:34] person did submit it on time. Motion to

[18:15] for continuing to operate LCID site. As part

[18:19] of this process, we will need to have

[18:21] LCID site survey to assess how far it

[18:25] can be expanded. The hope is to reach

[18:28] three and a half acres, but we have

[18:30] to get that site assessment done. In addition,

[18:33] we will need to do an erosion sedimentation

[18:36] permitting process, and we will need to go

[18:39] through the stormwater permitting process along with working

[18:42] on DEQ throughout to make sure we meet

[18:45] all their standards, regulations. What is being requested

[18:49] before the board today is proving the contract

[18:53] municipal engineering for $51,300 This would come through

[18:58] nondepartmental professional services. And we have mister Zimmerman

[19:02] here today to talk and address any questions

[19:05] that you might have regarding any of the

[19:08] permits that will need to be attained along

[19:10] with the site design process. If we have

[20:25] is going to be a $4,500 contract. In

[20:29] addition, that this is an item that is

[20:32] brought to the public. This is why we're

[20:37] is specially noted in the audit which will

[20:43] and we just want to make sure we're

[20:46] covering on a basis and the the last

[20:48] item is that the individual is not involved

[25:36] other WIC employees of Davie County and assist

[25:40] clients. The return that Yadkin County would receive

[25:43] for providing these services with the 15,000 in

[25:57] isn't gonna put a strain on your staff.

[25:59] Right. We had that conversation and I think

[26:01] that the amount of time that they'll be

[26:04] spending with Davie County in regards to Madison

[26:07] already doing this work for our staff, it

[26:10] should be a pretty light burden for us

[26:12] to carry during the short period. They also

[26:14] have a new nutritionist that's very early in

[26:17] their onboarding, and so we would be able

[26:19] to assist them with kind of keeping their

[26:21] numbers up as well. And and just given

[26:24] our staffing, think that this would be appropriate

[26:25] if we've met with our supervisor and made

[26:27] sure that the structure was okay. Where do

[26:30] I need their help sometimes, do That's very

[26:32] true. Yes. I think it is that we

[26:35] are entering the age of assisting one another

[26:37] in some of these programs given some of

[26:38] the funding structures that we're seeing change or

[26:50] lot of it is not going to be

[28:22] Carolina would have to come up with 280,000,000

[28:24] and that collectively, the counties would have to

[28:26] come up with $65,000,000 to cover the loss

[28:29] of revenue for the SNAP program. If North

[28:32] Carolina doesn't participate, obviously, we don't have the

[28:36] SNAP program. If we continue to have the

[28:39] SNAP program, we would have to figure out

[28:40] how to move forward in a 7525 breakdown

[28:44] versus a fifty fifty and remember that North

[28:47] Carolina participates. That's a federal entitlement program. If

[28:51] North Carolina does, we do. That's not something

[28:53] that we can opt out of and that

[28:55] the county would would have to come up

[28:57] with that other 25% to cover those programs.

[29:00] Yes, sir. It's very concerning and and seeing

[29:03] that those things going into effect the twenty

[29:07] twenty seven, twenty eight fiscal year, I believe

[29:09] but even some of the Medicaid changes that

[29:11] came from that federal legislation we could see

[29:13] as early as December 2026. Seems to be

[29:19] the trend just to push down to cover

[29:23] this cost a lot of programs. Yeah and

[29:25] having a conversation with other colleagues it's you

[29:28] know here comes the unfunded mandates yeah which

[29:32] will absolutely make for difficult decisions for local

[29:35] counties or if North Carolina decides to participate.

[29:39] I mean still difficult decisions but different types

[29:41] because right now we have five dedicated staff

[29:44] and supervisors who you all contribute county dollars

[29:47] to ensure that those programs are implemented adequately.

[29:51] Without those supervisors and those five staff, we

[29:53] would be concerned about timeliness. Timeliness turns in

[29:56] are we meeting our DSS MOU requirements, the

[30:00] threat of a cap, and so it just

[30:03] yeah, it it would become a lot of

[30:05] difficult decisions and oversight of those programs definitely

[30:09] so. You may not have that number on

[30:11] top of your head. That's okay. That's what

[30:12] I was gonna say. 50% now was. Oh,

[30:17] you all ask less questions. Yeah. Yeah. Yeah.

[30:22] I can go back and do the math

[30:23] on that, sir. I do not have that

[30:25] number off the top of your my head,

[30:26] but I'll say this too. The way that

[30:28] social services is reimbursed is very complicated. It's

[30:33] about the percentage of that staff time, amount

[30:39] of time that that person spends in the

[30:40] program, then remember that the supervisors are cost

[30:43] allocated. So we would have to sort of

[30:45] really drill down into just those FNS positions

[30:48] or just those Medicaid positions to get that

[30:50] total, but that's something that we could look

[30:52] at. But I just wanna see how scary

[30:54] that next 25% is gonna be. It would

[30:56] be scary. Yeah. It would be a very

[30:59] big number. I mean, you all just passed

[31:02] the budget, so you understand what it takes

[31:03] to fund the human services agency. We're gonna

[31:08] be able to live and move forward with

[31:56] five positions. Or or maybe, you know, other

[32:00] positions that the county has available, but we

[32:02] would look at those eligibility positions first so

[32:04] that they would stay within the same job

[32:07] title and job description. Right. That's a lot.

[32:11] But maybe it's Tuesday in FNS. I it's

[32:16] gonna be a very interesting couple of years.

[32:24] state might do? No. I've heard. They started

[32:28] making some of the changes necessary for Medicaid,

[32:30] but as far as, you know, sweeping decisions

[32:53] we move forward in those changes in next

[32:54] couple of years, if there's things that y'all

[32:56] like you know, you have report to the

[32:57] board section of the agenda. If there's things

[32:59] y'all would like for me to come and

[33:01] give you those updates and and keep you

[33:03] abreast of all those changes, we can start

[33:05] to do that as we get closer in
