[2:34] high school is how receptive the town of Youngsville is with people

[2:39] parks that the police department their stuff and it really means a lot to our

[2:44] kids and the partnership really means a lot to us. So, thank you very much.

[2:53] so proclamation, uh, the town of Youngsville board of commissioners

[2:56] proclaiming May 2nd, 2026 as Tony Collins Day. Uh, whereas the town of

[3:02] Youngsville recognizes and honors individuals whose achievements,

[3:06] leadership, and service have made a significant and lasting impact on

[3:10] communities both locally and across the nation. And whereas Tony Collins

[3:16] distinguished himself as a four-year letterman at East Carolina University,

[3:20] ECU, serving as the Pirates all-purpose yards leader for three consecutive

[3:25] seasons [cough] and establishing himself as one of the

[3:29] premier athletes in ECU football history. And whereas in 1979 during his

[3:36] junior season, Tony Collins led the team in rushing with 1,130 yards and earned

[3:42] first team all South Independent honors while helping the Pirates set program

[3:47] records in rushing rushing yards per game, total offense, total offense per

[3:52] game, and points per game. And whereas Tony Collins 100yard kickoff return

[3:58] against Florida State University in 1980 remains the longest kickoff return in

[4:04] ECU school history and stands as a testament to his extraordinary athletic

[4:09] ability. And whereas Tony Collins was inducted into the ECU athletics hall of

[4:14] fame in 2011 for his exceptional contributions and excellence on the

[4:19] field. And whereas following an outstanding collegiate career, Tony

[4:24] Collins was selected by the New England Patriots in the second round of the 1981

[4:30] NFL draft, earning a Pro Boss Pro Bowl selection in 1983, helping lead the

[4:37] Patriots to their first ever Super Bowl appearance in 1986 and later being named

[4:42] to the New England Patriots all 1980s team while becoming the third leading

[4:46] rusher in franchise history. And whereas after retiring from professional

[4:51] football, Tony Collins committed his life to serving and uplifting youth as a

[4:57] motivational speaker, mentor, and community leader, inspiring thousands

[5:01] through his message of responsibility, perseverance, and making the right

[5:07] choice. And whereas through the Tony Collins Foundation,

[5:12] his right choice programs, youth football camps, and numerous charitable

[5:16] initiatives, Tony has worked tirelessly to support students, promote academic

[5:22] success, encourage positive life decisions, and strengthen families

[5:26] across Penn Yan, the Fingerlakes region, North Carolina, New England, and beyond.

[5:32] And whereas Tony Collins is also an accomplished author who shares his life

[5:37] experiences to inspire others, making a profound and lasting impact on young

[5:42] people, athletes, and families nationwide. And whereas the town of

[5:47] Youngsville recognizes the individual influence Tony Collins continues to have

[5:52] on youth in our region, including his work with schools such as Franklin High

[5:57] School and the broader Franklin County community.

[6:06] represents the highest standards of civic contribution, making him a role

[6:19] Youngsville Board of Commissioners proudly proclaims May 2nd, 2026 as Tony

[8:54] celebrate the volunteerism, energy, and leadership of our young people,

[8:58] recognizing their service as a vital force in building a more compassionate,

[11:10] we've got a couple of public hearings uh that we need to uh go through. Um,

[11:16] item A under the public hearings is a zoning text amendment ZTA260227-01

[11:24] to the YDO, article 8 districts, and article 9, building and lot type

[11:31] standards. Um, I'm going to go ahead and open the hearing to the public as of

[11:35] 7:12 and then uh turn things over to staff to give us a quick update and

[11:40] report. >> Thank you, Mr. Mayor. Okay, so for this

[11:44] zoning text amendment, this was brought to us by Brock Fister, who's here in the

[11:49] audience, if you have any questions. Um these changes to the dimensional

[11:56] standards um are part of our um review process for any new residential

[12:02] development. Um we look at the dimensions of the lot um how big the

[12:07] home is on the lot and each zoning district of which we have them um has

[12:12] slightly different standards. So the applicant here proposed um a change to

[12:19] the minimum frontage. So, the width of the front of the lot from 40 feet to 30

[12:24] feet. A minimum uh lot size change from 6,000 square feet to 3,600 square ft.

[12:32] These are all again just for single family homes. Um and then an edit to the

[12:38] build two line, which is just for fun hard to understand. Uh it's basically

[12:44] the opposite of a setback. So, as you all know, setbacks are the distance that

[12:49] you have to have a home from the street, from the edge of the ride ofway. A build

[12:53] two line is the distance that you have to be close to the street. So, in the MU

[12:58] district, um, we made it 16 feet back in 2020 because it's urban design. Uh, it's

[13:07] it's accepted in the urban design community that when you build closer to

[13:12] the street, it feels more like community. Cars are slowing down. So the

[13:16] request was for to change that 16 feet to 25 ft. Um and then the last bit this

[13:24] is the part in article 9 um changing a maximum lot coverage so the amount that

[13:30] the house can cover the lot from 30% to 40% which allows slightly bigger houses

[13:36] um on the lot. Um, so for staff comments and for the

[13:42] planning board motion, um, staff supports these amendments because

[13:46] they're consistent with two of our healthy community goals from the

[13:50] comprehensive plan. Um, one of them speaks about updates to the YDO to

[13:56] increase protections for open space and existing tree canopy. Um, and one of

[14:01] them is a recommendation to update the YDO to eliminate barriers to the

[14:05] construction of different housing types. Um and it goes into a couple of other

[14:10] things. The MU districts uh provide an alternative to our single family or the

[14:15] yellow uh sorry one two and three. Um they provide for commercial potential

[14:21] and varied residential uses. Um and this amendment as staff saw it would expand

[14:28] housing choice allow more compact development of homes while still

[14:32] maintaining open space requirements and residential density standards. This is

[14:37] not saying more density. The density is going to continue to be seven units per

[14:42] acre as it was. Um, and then another quick note, the amendment isn't going to

[14:47] create any type of nonconformity. Um, and we have to just say this because

[14:52] it's consistent with a new law uh from the general statutes called 160D 601D.

[14:59] And I'll give you that to add to the minutes because we need it in there. Um,

[15:02] the planning board discussed this at length. When you make a change to the MU

[15:07] districts, you can see where they are around town. Um, a lot of that is

[15:12] undeveloped land. Um, some of it is land that has plans that are already

[15:17] approved, so we can't do anything about that. Um, but they wanted to let y'all

[15:23] know that their approval was because they are in support of that wider range

[15:27] of housing types. you know, putting a requiring a 6,000 square foot lot

[15:34] doesn't allow you to plat 5,000 square foot lots, which just opens up a

[15:39] different part of the market. I know that this is very, very technical and

[15:44] jargony. Um, but this is what I've been doing here for my time in Youngsville.

[15:50] Um, kind of looking at these standards, what they mean for the town. Um, and we

[15:57] worked a lot with the applicant to kind of narrow down the scope of their text

[16:01] amendment to impact the least amount of the town. So, it's only going to impact

[16:06] these MU2 districts. Um, and one of which there are some. Um, but yes, the

[16:12] planning board voted to accept the staff report and recommend that you all

[16:17] approve. um noting specifically that that decision was in support of giving

[16:23] more home choices to um residents and future residents.

[16:29] So understand if you have questions, happy to take those. The applicant is

[18:08] state law changed and said that we can't we can't deny applications that are

[18:12] resubmitted. Um, or excuse me, we can't have a a waiting period. Um so that

[18:20] being said, we support the proposed amendment as it's consistent with uh

[18:25] 160D-601 um recently amended through INC session

[18:29] law 2025 um to include uh the subsection which I just described. Um and the

[18:35] change was recommended by our wonderful town attorney um to bring our uh guiding

[18:40] document into compliance with state law. >> All right, sounds good. Thank you for

[23:29] » Yeah, absolutely. >> Um, good evening all. Um, I would like

[23:34] to provide some context for this important decision that's facing us. Uh,

[23:39] preparing for this vote gave me a chance to study article 8 and look into the YDO

[23:44] and I spent hours at that map. It's fascinating. But together, they're

[23:49] telling me a story. uh and it's one of a corridor town, a community where most

[23:54] growth, commerce, and activity are organized along major transportation

[23:58] routes rather than around a central walkable floor. Further, it seems clear

[24:02] to me that without deliberate change, we'll keep moving in that direction.

[24:08] Uh and this is not the vision, as you well know, set forth in the

[24:11] comprehensive land use and transportation plan through public

[24:14] spaces, connected places, and healthy community. The comprehensive plan paints

[24:20] a picture of a place-based town, a community where activity, identity are

[24:24] organized around centers and there's walkable coherent sense of community.

[24:28] And I know that's what we would all like to see. So, as planners, we're at a

[24:33] crossroads. We're envisioning one future, but I believe the momentous

[24:37] momentum has us moving toward another. So, staying the course against these

[24:42] prevailing winds is no easy task, but I'm quite certain that it's accomplished

[24:45] one decision at a time. And this evening we're faced with one such decision. As

[24:50] we consider the text amendment covering MU1 and 2. Another look at the zoning

[24:54] map will show quite clearly it's the pink areas that uh mu these along with

[25:00] the AG districts are our greatest remaining resources. It's all really

[25:04] that's left. This is our strategic reserve as community planners. So we're

[25:09] only going to get one chance to use these reserves. Well, what we decide

[25:13] today really matters. I'm very happy to see that our planning commission p

[25:18] positioned these amendments in support of two of the goals from the

[25:21] comprehensive plan. Um, community uh goal three suggest quote updating the

[25:26] YDO protections for open spaces and tree canopy coverage. community goal suggests

[25:32] quote updating the YDO to eliminate barriers to the construction of housing

[25:38] types uh that and the barrier to the expression of housing types and sizes

[25:43] that are accessible to incomes and as um Miss Lucius said the planning board

[25:48] specifically notes is in support of the diversification of home choice. Thank

[25:54] you for that. Um the proposed amendment offers zoning

[25:58] changes that shift away from traditional suburban suburban spacing towards denser

[26:02] land use resulting in tighter, more clustered neighborhood. Home buyers will

[26:06] be offered greater flexibility of choice and better hopefully better

[26:11] affordability and this can all be good. I support these changes within the

[26:17] context they are presented. My concern tonight is not with the

[26:22] particular changes we're talking about tonight. My concerns relate to what I'm

[26:26] not seeing in existing article 8 ordinances. See, I fully expect that

[26:31] future developers will be more concerned with maximizing profit than with our

[26:35] visions and with our goals. And that's to be expected. That's fine. But our

[26:41] role as stewards is to ensure that the future usage of this land meets our

[26:44] visions and goals. And I'm almost done. Bear with me. Both healthy community

[26:49] goals I cited include the phrase update the YDO. Well, that's what we're

[26:55] considering tonight. So, please allow me to make take things one step further and

[27:00] ask, how can we use these ordinance to ensure that future development remains

[27:04] true to protecting open spaces and tree canopies? As per goal three, how can we

[27:10] use these ordinances to ensure flexible and affordable housing options will in

[27:14] fact be offered as opposed to housing that unduly enriches large corporations

[27:19] or institutional investor. How can we use these ordinance to ensure that we

[27:23] see a proper mix of residential and this is really important if we're talking

[27:27] about trans our vision of a of a place centered town. How do we use these

[27:33] ordinance to see that there's a proper mix of residential and commercial

[27:36] commercial usage in these MU districts? A mix that supports our vision. To this

[27:41] end, I suggest that we direct our town staff to take a close look at the

[27:44] article 8 ordinances that prescribe the usage of our strategic resources, namely

[27:49] MU1, MU2. Let's find a way to refine these ordinances or employ zoning

[27:56] overlays to ensure that development is in support of the future of Youngsville

[28:01] envisioned in our comprehensive land use and transportation plan.

[34:00] had a community member reach out. They want to provide some classes for

[34:04] hands-on training for uh the trades and they were interested in using the

[34:08] community house. And so this is similar to the concession stand agreement that

[34:12] we have. um with Yacht Club and Butt House and um they'll come in and operate

[34:18] a training session. Um similarly to the concession stand, if they make any

[34:23] upgrades, it'll become a property of the town and it'll uh be credited towards

[34:27] their rent. Um the community house generally sits vacant uh four or five

[34:33] days a week. Um so it's earning zero revenue. Um, this is a lower if they

[34:40] leased it for these four days, it would be a lot more revenue, but nobody's

[34:43] listening four days a week. So, this is a lower rate, but it insurers some

[34:46] regular revenue house provides a service to uh some training

[34:52] for for kids in the area. So, that's pretty cool. Um, we're pretty much

[34:56] wrapped up on the agreement. I think we've just got a couple um eyes to that

[35:00] and uh we'll be good to go. But, um I think Oh, correction. It's $1,000 a

[35:06] month. I think so. Um, they're also going to provide internet

[35:10] at the main house, which will also hopefully spread out downtown. So, there

[35:15] will be public Wi-Fi on Main Street. >> Okay.

[41:49] um the changes the text amendments we made changes with that's what's so great

[41:54] about that is we're not always going to get things right uh but it gives us an

[42:01] opportunity to go back and make the necess necessary changes when we see

[42:07] when something is not right the way we did it the first time. So, um, obviously

[42:14] driving through town, you can see, uh, on a daily basis what everybody goes

[42:19] through that lives in this community with all the traffic, all that stuff.

[42:22] And it's not going to get it's not going to get any softer. So, any changes that

[42:26] we can make to make uh, in a more viable um, reliable, close-knit type of

[42:34] community, that's why most people move to this area is just because of that.

[42:38] So, anything that we can do as a board, as a um a town to be able to to make

[42:46] those things happen, I think is a good thing. And, you know, two years from

[42:50] now, three years from now, 5 years from now, we may want to drop back in pun,

[42:55] but we have that opportunity. So, thank you for all your hard work. Um, and all

[43:44] inclusive park, meaning I would have said acceptable or accessible, but I

[43:50] guess the word is inclusive. Um, and they are just an amazing group

[43:55] of people. And so I went out and represented the town there and shared

[43:58] some goodwill and learned a lot from them.

[44:56] » Um I am finalizing the planning director search. I was trying to move at

[45:01] lightning speed uh for that and I think I got close to a little bit faster than

[45:05] government speed. Um the priorities for the new planning

[45:09] director and the priorities that um Lucy has had for quite some time um have been

[45:14] to align the YDO with the comprehensive plan as much as we can. We have a lot of

[45:20] guard rails and um changing rules from the legislature and so we really have to

[45:28] tread lightly. There's some things that are still up in the air. Um but you know

[45:33] I think uh the statements that you made uh can be boiled down to we want to make

[45:38] the yo consistent with the comp plan and the comp plan is the most recent

[45:42] document. Uh it shares the the best vision for the future and for sure as

[45:47] much as we can again within the bounds of the legislature um the priorities and

[45:50] next director will be to make the yo consistent more consistent with comp

[45:54] plan. So, that'll be coming and uh we'll do what we can as we can do it, keep you

[45:59] updated as far as more legislative um stuff. So, um [clears throat]

[46:07] on the Northern Roundabout, which will be constructed by um I guess, uh

[46:14] the town has a development agreement to pay about $1.4 million to cover the cost

[46:18] difference between a roundabout and a T intersection there. We have received 90%

[46:21] comments from NCO. So, the engineers are going to take those comments back uh

[46:25] make the necessary adjustments and hopefully we'll be getting approval for

[46:31] in the not too distant future. U they had a call today on what the comments

[46:36] were and I was not able to be on that call so I don't have a full idea of how

[46:41] much work they have ahead of them but um they're at 90% so I mean they can't be

[46:46] too far. Um, so look forward to getting those plans turned over to and

[46:50] then as they're able and as it fits into their development plans, we'll actually

[46:54] start constructing the roundabout. And I cannot wait. It's exciting.

[47:02] um finalizing the budget, getting quotes, and uh getting final numbers.

[47:08] Still missing a few numbers here and there, but I'm looking forward to giving

[47:10] a full presentation to the board at the May 14th meeting. Um, I do really want

[47:19] policy. One thing that Katie and I are working on, we'll continue to work on is

[47:22] a full update of the personnel policy. There's a lot of um it's quite a bit of

[47:35] look at in not too distant future. It's a big drop, so I'm not going to make any

[48:21] Keith family, we also um planted a tree. Um the her family also planted a tree as

[48:27] well, but our tree did get planted for Don and it is planted close to Asheville

[48:32] in a national park so that it will stay there. Um, just as

[48:39] everybody here's a tree hunger, I just want to let y'all know a tree is there

[48:42] and it's good to go. And based on this map, I think it's close to Chris's, so I

[48:50] » Um, family funday is May 16th. Um, starting at 2 o'clock in the

[48:57] afternoon. Um, the dump tank will be raising funds for Shop with a Cup. Um,

[49:10] my sister has put that in her calendar on her phone, so we're going to make a

[49:13] fortune off my family. But we do also have um

[49:27] um, two from the fire departments. Um, and for the fire department, the yacht

[49:34] club has um, however much money the fire department raises during their two 30

[49:39] minute time frames, the yacht club will match up to $1,000 to the fire

[49:44] department. Um, and the yach club, whoever ducks Curtis

[49:48] will get a free hot dog. [laughter] >> So,

[49:56] » Stephen with public works is also going to be in the duct tank as well. I

[49:59] believe he's the three o'clock time frame, but the um time frames I think I

[50:13] well. Um we have a live band as well as the DJ. The fireworks will start around

[52:04] you know, I think that you can see that in the way that I interacted with y'all.

[52:09] I was just every day was such a gift getting to shape this town and the trust

[52:15] that you put in me. I mean, BJ met four days into the job at the planning board

[52:20] and we got down to work right away. Um, I feel like this place has changed me

[52:28] forever and I'm going to cry if I speak anymore. So,

[52:34] thank you. Miss you already and come to karaoke on Tuesday night and sing a

[52:39] sentimental song to send me out. Well, we certainly uh have enjoyed every

[52:45] moment of working with you. Um, you don't get awards like what we have

[52:52] up here for being the best in the state and being the best in the nation without

[53:01] pointedly the expertise. So, uh, and you always brought a tremendous bubbly

[53:07] attitude along with it going along the longest running Christmas parade in the

[53:12] state of North Carolina and you filming and being on Facebook Live and things

[53:16] like that. Um, we're certainly going to miss you. There's a ton of confidence

[53:20] that we have in you. Whatever you do, you will be successful at and the door
