Chief Ellis Department is requesting $87 million next year in the fiscal budget, 47.8% of the city's entire general fund, the City Council is proposing to spend $181.9 million against only $170.5 million in actual revenue, that's an $11.4 million structural deficit covered by the draining city reserves from $58.1 million down to $46.7 million.
