[12:41] licensing zoning procurement policy uh
[12:45] ceremony resolution for zion lutheran

[12:48] and a discussion around personnel um so
[12:54] first around kind of candidates licensed
[12:56] zoning i wanted to bring this back up to
[12:58] the council we
[13:00] spoke a little bit about this um
[13:02] and there was some conversation around
[13:04] this before i uh i actually joined the
[13:06] council but um as we're moving um in
[13:10] this direction i want to kind of
[13:12] open up the conversation to make sure
[13:14] that we are
[13:16] keeping in mind that we are trying to do
[13:18] this and within the spirit of the law
[13:21] that seems to uh
[13:23] clearly point out trying to you know
[13:25] write some wrongs and some historical
[13:28] lines around prohibition in
[13:30] marginalized communities and how they
[13:31] were disproportionately impacted
[13:33] by these laws and i wanted to just kind
[13:35] of have that conversation with the
[13:37] council and make sure i was uh getting
[13:39] your thoughts on on how we can do so
[13:48] and i would also if you don't mind i'd
[13:49] like mr um colin uh to speak to his
[13:52] drawing part of it yeah

[14:01] regulations to come out from new york
[14:03] state related to
[14:04] um
[14:05] you know the parameters that the state's
[14:07] going to set up

[14:13] when i think you know
[14:15] but we haven't seen even proposed
[14:17] regulations let alone finalized
[14:19] regulations
[14:21] um
[14:23] with zoning obviously you know
[14:26] there have been discussions that i've
[14:27] had with people in the development
[14:29] office
[14:31] generally i think
[14:32] we're of the mind that it's good to have
[14:34] the conversation but until
[14:36] the regulations come out so that we know
[14:38] what the state is going to require and
[14:40] whether or not
[14:43] you know we can go beyond what the state
[14:45] um may require
[14:47] um
[14:48] that's up in the air we don't know
[14:51] for example you know
[14:53] you know this i'm i'm speaking because i
[14:55] have really have no idea yeah it could
[14:57] be something related to like you know
[14:58] liquor stores where you have to have you
[15:00] know you have to be 500 feet apart for
[15:02] you know there are distance um
[15:04] requirements with liquor stores
[15:06] there's a chance that the state will do
[15:08] something very similar along those lines
[15:11] and the state may say and a city may be
[15:14] able to go beyond those restrictions we
[15:16] just don't know
[15:18] um
[15:19] you know i think obviously it's good to
[15:20] have the conversation to know to kind of
[15:23] keep it fresh but until really i think
[15:25] the state comes out with
[15:28] some type of
[15:29] you know
[15:30] regulations for us to review
[15:33] um
[15:34] it's very difficult to say what we can
[15:36] do and what we can't do
[15:40] there's not much more that i can really
[15:41] say on that i know you know as i said
[15:43] i've talked to the zoning officer about
[15:45] it we've
[15:46] you know um reviewed um you know things
[15:49] that may come up but we just as i said
[15:52] we don't know until we know
[15:56] i guess you know as we're out because
[15:58] we're gonna
[15:59] end up operating within certain
[16:01] parameters right so i just wanted to
[16:03] make sure you know i guess for the
[16:04] council outside of that piece was just
[16:06] like you know what you know as we start
[16:08] to think ahead of like you know what are
[16:10] you know some of the things that we can
[16:12] be uh you know
[16:15] making sure that we are in line with the
[16:17] spirit of this law because
[16:19] i i want to make sure that that's
[16:20] something that we're doing here that
[16:21] we're really honored you know um
[16:24] correcting you know some of the
[16:25] historical inequities that uh
[16:26] prohibition has
[16:28] uh impacted certain communities mr mayor
[16:32] can i correct i thought the
[16:35] state was going to put out first draft
[16:39] regulations so there would be a comment
[16:42] period so we would be able to
[16:44] get a general
[16:46] feel for
[16:47] the criteria that they were going to put
[16:49] into effect
[16:51] and
[16:53] kind of react
[16:55] from that you know should we endorse it
[16:57] 100 should we
[16:59] say no
[17:00] we don't want some of this and
[17:03] zoning is still largely
[17:06] the program of the local legislative
[17:08] body that you're going to have
[17:10] uh
[17:11] the final decision on that
[17:14] with the exception you know the state
[17:16] has taken some things
[17:18] such as group homes
[17:20] and
[17:21] gave them the designation as a
[17:24] thing this is a single family
[17:26] are one so that you can't
[17:29] and it's appropriate where you can't
[17:30] discriminate against them
[17:32] but
[17:33] at the same time where you have some of
[17:35] those
[17:36] homes that come in
[17:38] they create issues that
[17:40] are ancillary to their activity they're
[17:43] parking
[17:44] their traffic the things that uh
[17:47] people understand the goal of the
[17:49] organization as a whole but there's
[17:51] sometimes there are impacts that the
[17:53] state
[17:54] legislature or illinois may not have
[17:57] considered
[17:58] how do we look at these and be able to
[18:00] articulate a position that's going to be
[18:02] appropriate for schenectady and probably
[18:04] other communities across the state

[18:11] so we've opted in for the retail
[18:13] dispensary and the on-flight consumption
[18:16] right
[18:16] and then
[18:18] um
[18:19] then we have the other information here
[18:21] where it says that
[18:23] the governor has said that certain
[18:26] communities people certain people who
[18:27] are impacted negatively are going to be
[18:29] the first ones to get
[18:31] um
[18:32] um
[18:35] so
[18:36] i mean is that something that i mean how
[18:38] do we
[18:39] i know we can't make this decision today
[18:41] but i think we need to start having a
[18:42] conversation of how we even identify
[18:44] because people have already come forward
[18:45] who
[18:46] that doesn't that they're not in that
[18:47] category but there are people
[18:50] so people who are in that category how
[18:51] do we begin to identify or you know how
[18:54] do we do that um i know that people
[18:56] aren't going to get licenses until 2023
[18:59] but um
[19:00] it's gonna probably take a while to get
[19:01] through all of this so
[19:03] um i think that's one of the reasons why
[19:05] we're talking about it today just to
[19:07] begin to kind of put in place
[19:09] so that we're not there in 2023 trying
[19:11] to figure that out yes yeah and if it's
[19:14] i mean yeah please uh
[19:17] mr coleman pointed out
[19:20] the application process somewhat mirrors
[19:23] are similar to a liquor license
[19:25] you know we don't become aware of it
[19:28] until the process is well underway
[19:34] and i believe i read that the governor
[19:36] said there'd be the first 100 to 200 is
[19:38] that all new york state yes yes so
[19:40] that's what it is
[19:42] so i mean i guess we would just wait for
[19:44] people to fill out a license and if
[19:46] they're in our area that's how we would
[19:48] determine who was going to be able to i
[19:50] don't know and i don't think they've
[19:52] said how many
[19:54] licenses they're looking to give
[19:57] statewide
[19:59] is that 200
[20:02] most of them is it half of them is it
[20:07] still a lot of unknowns in the
[20:08] discussion
[20:11] i think they're
[20:12] unknown but
[20:13] um i thought that it was a first round
[20:15] of 100 licenses across the state and
[20:18] then the second round of 100 licenses
[20:20] across the state i thought
[20:21] but i think they're in a public comment
[20:23] period
[20:24] right now actually um
[20:27] in terms of those first hundred but
[20:29] i'm asking this question however
[20:32] even with those first and it is 100
[20:34] across the state so obviously i would
[20:36] think that they're going to be
[20:38] as the state awards the licenses they'll
[20:40] be looking at
[20:43] you know probably be skewed to different
[20:44] areas of the state as well so but we
[20:47] don't have the licenses right i mean
[20:48] it'll be a state estate thing so that's
[20:52] it's not it's not even in our control
[20:54] at that point who gets the licenses i
[20:57] think
[20:58] that's my assumption at this point
[21:00] yeah
[21:03] you know that doesn't mean that you know
[21:05] just because there are no there are
[21:07] unknowns we shouldn't think about you
[21:09] know this obviously you know the idea
[21:11] here is you know um any type of you know
[21:14] permitting process we do internally for
[21:16] the city whether that's a special use
[21:18] permit that the city council wanted to
[21:19] require for any dispensary or lounge or
[21:23] um anything related to
[21:25] you know the areas around the city in
[21:27] which
[21:28] the council may look to you know only
[21:31] allow
[21:32] dispensaries or
[21:35] lounges you know that's within your
[21:36] purview um it just can't be anything
[21:39] that's really unreasonable in terms of
[21:42] preventing somebody from actually or a
[21:44] company from actually operating within
[21:45] the city
[21:47] um but you know there may come a point
[21:49] in time where the council says you know
[21:50] we don't want to have
[21:52] you know i'm not speaking for you
[21:53] obviously this is hypothetical where you
[21:55] may say we don't want to have
[21:56] dispensaries or lounges in our one
[21:58] residential district
[22:00] obviously that's important to know um so
[22:03] we can take a look at the zoning code
[22:04] and
[22:05] um you know maybe better identify you
[22:08] know that's a gun up to you and as i
[22:10] said i've talked to the development
[22:11] staff about it you know
[22:14] again without the regulations it's
[22:16] really hard to say you know what can be
[22:17] done and what can't be done um but it's
[22:20] important i think to be mindful of
[22:22] when the regulations do come out you
[22:24] know where the council
[22:26] thinks that it would be best for lounges
[22:28] and dispensaries to be and then what we
[22:31] do internally with you know whether it's
[22:33] a special use permit or obviously you
[22:35] know somebody would probably still have
[22:37] to get site plan approval um but um
[22:40] there are things to think about um
[22:43] but with so many unknowns it's really
[22:44] hard to say how does the council move
[22:47] forward
[22:48] right yeah
[22:49] yeah just for clarity you know the
[22:51] conversation today isn't necessarily um
[22:53] you know how we you know how we move
[22:56] forward it you know for me what i really
[22:57] want to do is make sure that we are as
[23:00] because we do need to start thinking
[23:01] about it right right because we know
[23:03] that it's coming down the line so if
[23:04] we're doing that that we're doing that
[23:06] um you know in in alignment with you
[23:09] know uh
[23:11] the spirit of the law that that
[23:13] you know as it's been done so i just
[23:15] want to make sure that it's the lens
[23:16] we're looking through as we're
[23:18] um
[23:19] as we do as we're starting to think
[23:20] about it

[23:26] important to actively remind the
[23:28] community that as these conversations
[23:30] continue to evolve as a council we're
[23:32] remaining in tune with the information
[23:34] that's coming out and then definitely um
[23:38] emphasizing what mr farley mentioned
[23:40] just understanding what the governor's
[23:42] intent is so absent or personal uh
[23:44] interpretations or opinions about the
[23:47] seating opportunity initiative it's just
[23:48] understanding that whatever is decided
[23:50] there's a little comment period as the
[23:52] mayor alluded to or that's what the
[23:54] expectation is
[23:56] but understanding that regardless of
[23:57] what comes out as a counselor and sure
[24:00] that we're promoting it to the
[24:02] betterment of the entire community so i
[24:04] think it's just
[24:05] we're aware of updates there have been
[24:07] no formalized legislation coming forward
[24:10] everyone just be patient
[24:13] that's it
[24:16] as i was looking up some things at the
[24:18] office of canada's mismanagement after
[24:20] this was on the agenda i noticed that
[24:22] there was something that they did called
[24:24] community conversations
[24:26] where they went around and talked to
[24:27] people i wasn't aware of that so um you
[24:30] can go back and it's on the website you
[24:32] can go back and hit the link and
[24:33] actually um go look at it i haven't had
[24:35] a chance to do that yet but so i it'll
[24:37] be interesting for us i think to maybe
[24:39] take a look and see
[24:40] what these community conversations were
[24:41] about

[25:19] porterfield had wanted us to
[25:22] recommend that we insert the mwb
[25:25] language into the policy rather than

[25:28] so
[25:29] we did that
[25:30] and this was a version that
[25:32] is with us here for us to review
[25:35] and come up with any additional
[25:37] recommendation that we may have

[27:32] piece gives us a

[27:55] ceiling went from 250 000 to 300 000 for
[27:58] the apprenticeship

[28:04] comment on that yeah and and again that
[28:06] was the um suggestion you know was to
[28:09] come back and discuss it was talk about
[28:11] you know bringing it you know and
[28:13] phasing that in and that's all that was
[28:15] what's basically probably 250 up to 300
[28:18] 000 again
[28:20] the mindset is to create opportunities
[28:22] for
[28:23] you know the smaller firms that not
[28:25] necessarily have
[28:26] you know access to these friendships
[28:42] more local small business owners
[28:44] one of the questions i think that was
[28:45] raised at the last time that we talked
[28:47] about this a few weeks ago was to what
[28:50] extent we've had success
[28:53] um with local
[28:56] contractors being able to to do this
[28:58] based on these changes that we had made
[29:00] last time okay so so it's a long term
[29:03] process you know it's a commitment and
[29:06] um you know we've had success uh we're
[29:08] getting you know more and more firms uh
[29:11] know
[29:12] coming in line consistency in terms of
[29:14] what the state requirements are
[29:16] and so we're working that and it's a
[29:18] much more strenuous process
[29:21] in other words
[29:22] you know to get certified and all that
[29:24] there's
[29:29] and
[29:30] you know we've gotten more companies
[29:32] certified
[29:33] you know as a result of this and then
[29:35] you know more opportunities
[29:37] you know coming forward and ultimately
[29:39] you know i won't be able to say in you
[29:41] know two years from now or five years
[29:43] from the conception
[29:44] that we create more prime contractors
[29:46] that's you know in this thing that
[29:49] people you know compete and have
[29:51] capacity to perform and execute on these
[29:53] jobs
[29:54] which also means that we would have more
[29:56] opportunity for
[29:58] the workforce and our constituents so
[30:00] again we have to do two things one you
[30:02] got to bring the capacity of other
[30:04] companies to compete
[30:05] and you know being the thing which is
[30:07] all about good business but also we have
[30:09] to train and develop the workforce to
[30:11] support
[30:12] you know these companies so that's why
[30:14] you can't do one without another you
[30:16] know so you can't necessarily have a
[30:18] training program
[30:20] and you don't have companies capable of
[30:22] taking longer to do that so you have to
[30:24] bring up the workforce to support you
[30:26] know these companies that
[30:28] you know that comes along and
[30:30] there's a lot more to it than just
[30:32] the labor on the work you know and
[30:34] having the children person you know
[30:35] these companies they need
[30:36] back office support for them and they
[30:39] have trouble
[30:40] getting the paperwork in and processing
[30:42] really which is why they know their pay
[30:44] which is
[30:45] adds to the cash flow issue so so it's
[30:48] evolving process
[30:50] that they have to
[30:52] you know do and
[30:54] you know we are making that way and
[30:56] you know a lot of success and we have to
[30:59] continue but it's not easy by no means
[31:01] you know it's
[31:05] well i appreciate the work that you do
[31:08] to help folks get
[31:09] certified and
[31:11] recruit a larger workforce so thank you

[34:39] some of the deficits that
[34:41] are
[34:42] funding
[34:44] necessities that are
[34:46] coming so from media
[34:49] and what i was looking for from that
[34:51] memo is to have the council consider
[34:54] passing the resolution
[34:56] saying that we
[34:57] appreciate the work that went into
[35:00] getting money for local governments
[35:03] we're going through the process now to
[35:06] spend it we've identified some projects
[35:08] in
[35:09] holland central park going through the
[35:10] review with community now and
[35:13] again looking forward to
[35:16] other things as we deal with it next
[35:18] year
[35:19] and
[35:20] i always appreciate the good work of
[35:24] people in congress sometimes it happens
[35:27] where i don't quite understand the logic
[35:29] and uh would uh ask for the council's
[35:32] consideration to go on record saying
[35:34] that
[35:35] we can thank them for the money that
[35:38] we've got and
[35:39] we need that money and
[35:42] don't want them to undertake something
[35:44] that would claw it back or modify
[35:47] what we have

[37:22] awareness to go out and borrow the money

[37:26] prices came over 12 million dollars but
[37:29] we we're looking to just borrow uh
[37:32] 6.9 million uh the other difference is
[37:34] the cost of issuance costs of 93 000 uh
[37:38] we're going to be banning this ban as a
[37:41] bonding station though uh usually for
[37:44] one year and we'll probably bond it next
[37:46] year as as long as the interest rates
[37:48] are favorable which they are right now
[37:52] um have any questions yeah

[38:44] why they're getting that the police are
[38:46] getting a total of 16 of 12 uh mark cars
[38:50] for unmarked
[38:51] uh you got to remember uh
[38:53] they just received the new cards for
[38:55] 2021
[38:56] but we never got the cars in 2020 so
[38:59] they're replacing cars with huge amount
[39:02] of mileages so so we're actually we're
[39:04] looking for this actually probably won't
[39:06] get it for another nine months to a year
[39:08] so

[46:02] and maintenance is not eligible for
[46:04] expenses under this money so that is

[56:53] firing range ventilation upgrade we got
[56:56] three we did not get a gc bit
[56:59] we think that was due to the fact that

[57:03] ventilation because the majority of the
[57:05] work is in here's ventilation but the gc
[57:07] component we did not get any prices so
[57:09] we met with aaron and we discussed it
[57:12] and we said we were comfortable with
[57:13] these bids they were
[57:15] actually i think a little less than our
[57:16] estimate they're contractors that we've
[57:18] worked with so what we're doing is we're
[57:20] putting out the gc pro on wednesday with
[57:22] a new title called
[57:24] firing range reconstruction because we
[57:26] want to hit the ticklers on the web to
[57:29] make sure that gc see it
[57:31] so this is three of the four they are
[57:33] independent
[57:35] and then once we have the gc back and
[57:37] awarded we can begin the project
