cultural art of finance the course item
[13:35]
is the
[13:36]
2021 bulletproof
[13:38]
vest partnership grant
[13:42]
um this is a yearly grant for you to
[13:43]
apply for through uh new york state and
[13:46]
where the formula we use is um the
[13:48]
number of officers that need replacement
[13:50]
best every year by their uh expiration
[13:52]
date
[13:53]
and anticipated new hire stop
[13:56]
that's the funding that they give us the
[13:57]
50 match is already
[14:00]
within our budget on budget every year
[14:02]
during the budget cycle so there's no uh
[14:04]
additional funds other than it's already
[14:05]
budgeted so
[14:06]
any questions i'll answer
[14:08]
any questions
[14:10]
okay sorry all in favor
[14:13]
aye thank you
[14:16]
the next item will be adoption of the
[14:18]
2022 2023 action plan and location
[14:27]
good evening everyone
[14:29]
so this is related to our community
[14:31]
development block grant emergency
[14:33]
solutions grant and home investment
[14:35]
partnerships funding that was receiving
[14:37]
annually as you know we just closed the
[14:39]
comment period we had the public hearing
[14:41]
and we are now
[14:43]
proposing for the adoption of the
[14:45]
proposed annual action plan
[14:47]
um
[14:48]
one of the
[14:49]
things that we're waiting for is our
[14:51]
final allocation from hud
[14:53]
so we have not got the formal
[14:55]
word on that but we're moving to adopt
[14:58]
it and moving forward so that we can
[15:00]
you know and then once we receive the
[15:02]
final we'll probably come back to just
[15:04]
show you what that or at least submit
[15:06]
the revised budget based on our final
[15:08]
allocation um at that point but for now
[15:10]
we are looking to adopt the proposed
[15:12]
angle action plan for 2020.
[15:16]
any questions come in
[15:19]
just i remember last time i told them so
[15:22]
you don't have the final allocation but
[15:23]
you hear kind of reasonable assumption
[15:26]
where they might fall right there's
[15:28]
something that it's not going to change
[15:29]
like drastically
[15:32]
yep
[15:34]
go ahead and also you indicate that any
[15:36]
changes with
[15:38]
the outline
[15:51]
second
[16:06]
all in favor all right hi thank you
[16:09]
the next item is a home home arp needs
[16:12]
assessment with cares on the yard
[16:16]
so this is also funding that's coming
[16:19]
through the american rescue plan act
[16:21]
it's being administered by hud
[16:23]
and it is it is
[16:25]
to basically um come through the home
[16:28]
investment partnership we have a
[16:30]
consortium with troy and colony where we
[16:32]
manage our phone funds this particular
[16:34]
funding is for copic response and it's
[16:36]
also to address homelessness um
[16:39]
and provide the housing needs within the
[16:41]
housing consortium
[16:43]
we are looking to work with cares in new
[16:45]
york they manage a lot of data in the
[16:47]
region and they work with schenectady
[16:49]
troy colony
[16:50]
in the management of that so we are
[16:52]
proposing that because we need to do a
[16:54]
needs assessment
[16:55]
to provide the analysis of homelessness
[16:58]
the risks of homelessness
[16:59]
and vulnerable populations in all three
[17:02]
areas
[17:03]
we'd like to enter
[17:04]
we'd like authorization for the mayor to
[17:06]
enter a contract with cares to conduct
[17:09]
that needs assessment and come up with
[17:10]
an allocation plan
[17:12]
for this this funding so this is
[17:14]
separate from the other arc of funding
[17:27]
but albany is contracting with cares as
[17:29]
well
[17:30]
yes so troy is part will be part of this
[17:32]
actually so is it additional are they
[17:35]
kicking in 45 000 as well or i guess
[17:38]
that's not we have an overall allocation
[17:40]
that gets split between us troy and
[17:43]
colony that's the reason why we get the
[17:44]
funding because our city is not of the
[17:47]
size to get it on our own
[17:49]
um so yes it's going to come out of
[17:52]
the pot that goes to all of us for this
[17:55]
service
[17:56]
okay
[18:01]
only forty five thousand dollars as a
[18:03]
consortium yes okay yes
[18:07]
thanks that should work
[18:09]
sorry about that any other comments
[18:12]
may
[18:17]
the next item is environmental
[18:20]
facilities cooperation engineering
[18:22]
planning
[18:31]
is the acceptance of a
[18:33]
50 000 engineering planning grant in efc
[18:37]
this grant will be utilized to evaluate
[18:39]
flow along the walk river especially in
[18:41]
areas of washington avenue
[18:43]
riverside park
[18:45]
areas of
[18:46]
sccc and also down by the wastewater
[18:49]
treatment plant to see the impacts as
[18:51]
the river comes up and the abandoned
[18:53]
sewer lines that are impacting our
[18:55]
collection system which causes you know
[18:57]
ini issues with regards to the sewer
[18:59]
collection system
[19:01]
it's a 20 match on the grant
[19:05]
it's going to be
[19:07]
50
[19:08]
money fifty thousand dollars and the
[19:11]
total of the um
[19:13]
the contract with paul harbor was ninety
[19:15]
eight thousand dollars
[19:16]
and some change
[19:24]
so the contract is 98 750 the grant is
[19:28]
50 000.
[19:29]
we're seeing a matching of 20 10 percent
[19:31]
you have to imagine minimum oh minimum of that correct but because of
[19:35]
the expense of this along the hawk river
[19:39]
from washington avenue i said including
[19:41]
part of the sccc the plane that goes in
[19:43]
that area around the washington avenue
[19:45]
palm station the old palm station
[19:48]
and all the way down to the wastewater
[19:50]
treatment plant because of the influx
[19:51]
that we have in our collection system
[19:53]
and we get a lot of
[19:55]
influence from the river we believe when
[19:57]
the river comes up to a certain
[19:58]
elevation and it floods our system which
[20:00]
creates a lot of problems in those areas
[20:03]
what's the cold enough soil here is that
[20:05]
you have any comments no i drafted this
[20:08]
uh
[20:09]
since he was out last week
[20:12]
um
[20:13]
yeah so it's you know it's okay business
[20:15]
robot says twenty percent match the
[20:16]
project itself because the data is more
[20:18]
expensive so even though we're going to
[20:20]
get 50 000 and we have to contribute 20
[20:24]
um the cost of the project is why it's
[20:26]
98 750 we have to pay that
[20:31]
we're also getting you know essentially
[20:42]
correct
[20:43]
um so under the recommendation it says
[20:45]
that the mayor wouldn't execute all the
[20:46]
agreements but our what we should not go
[20:49]
beyond the 48
[20:51]
okay
[20:52]
thank you
[20:54]
any other comments
[20:56]
i have a motion
[20:58]
all in favor all right thank you thank
[21:02]
you
[21:02]
the next item is filling the vacant
[21:04]
position with arco
[21:07]
allocated fund i think
[21:09]
thank you um so um
[21:13]
as we know the main city department
[21:15]
learning staff and i was also inviting
[21:17]
the um archive to fill those vacancies
[21:20]
so
[21:21]
um i did speak to the mayor of the
[21:22]
government and so
[21:24]
what i wanted to bring forth is like how
[21:26]
we talk about how that happens
[21:28]
and i did ask mr ferrari to give me uh
[21:31]
give us a list of the vacancy
[21:34]
and so you should have it before you as
[21:35]
well um
[21:37]
it doesn't not a horse does not include
[21:39]
police and fire
[21:41]
or shortly absorbed
[21:54]
for various positions but i just really
[21:56]
want to bring this forward so we can
[21:57]
start talking about um how we
[22:01]
um get our staff back up so that the the
[22:03]
folks that are here aren't as overworked it's because i'm here in
[22:08]
love so um i know that mary and them i
[22:10]
don't know there may be no mr ferrari
[22:12]
indicated but um
[22:14]
and miss
[22:15]
ali was not able to provide the
[22:17]
extensive list she's out this week
[22:21]
so i want to just bring this forward so
[22:22]
we can you know
[22:24]
have a conversation about
[22:26]
how we can help and facilitate um one
[22:29]
place
[22:31]
so i don't enough with any comments
[22:35]
so i mean um
[22:50]
we have not looked at that we're doing
[22:53]
recruitment through
[22:54]
[Music]
[22:56]
a number of
[22:58]
sites and
[23:00]
some of the areas are
[23:02]
specific technical backgrounds that are
[23:04]
required for them and
[23:06]
it's just the difficulty in the market
[23:08]
right now for
[23:09]
hiring people in general yeah
[23:14]
bye-bye guys everybody send me more work
[23:18]
go ahead please so that was my question
[23:20]
what is the council can we do to support
[23:22]
that
[23:23]
individually collectively
[23:25]
just get the word out from
[23:28]
some where there are
[23:29]
higher level technical requirements you
[23:31]
know it's just knowing somebody
[23:33]
with
[23:34]
that particular level of skill or
[23:37]
expertise
[23:41]
are these uh posting um are these
[23:43]
posting
[23:45]
are you ready
[24:03]
can help and there's some of the it's
[24:04]
the technical posting that we do some of
[24:06]
the contracts which are as simple as
[24:09]
putting in the bulletin board here
[24:10]
notifying the unions the other one's
[24:12]
reaching out to linkedin
[24:16]
i think the other
[24:31]
funds has done an ongoing recruitment
[24:33]
for
[24:34]
some of those entry level positions the
[24:36]
bureau of service which you've uh
[24:38]
had difficulty
[24:40]
getting people and
[24:42]
in one of the areas
[24:44]
of
[24:55]
people down oh yeah
[25:12]
updated on the website i wasn't sure if
[25:15]
it was
[25:16]
it it just wasn't we had all the jobs
[25:18]
posted but just recently
[25:21]
ran out and then when mary comes back
[25:23]
she's going to reinforce
[25:26]
them that's how i would pull it but it's
[25:29]
not updated at this point in time and
[25:30]
that's why i asked the question
[25:32]
so i don't know like what our
[25:34]
competitive
[25:36]
capacity is coming from the city too
[25:38]
like you know organize that you know
[25:40]
something for jobs
[25:55]
those two things you have to run use
[25:57]
people in your network
[25:59]
something that's really specific to
[26:01]
including people but i don't know what
[26:02]
the capacity is
[26:20]
so we do have a second seven days we do
[26:24]
have a
[26:25]
table at the green market so would you
[26:27]
be open to having applications and all
[26:29]
the information there sure yeah
[26:32]
so we could do that on the second sunday
[26:37]
i don't know if kids aren't exist is a
[26:39]
good place because that's coming up too
[26:42]
do they have you gonna have kids
[26:45]
and juneteenth will be
[26:47]
yep yep
[26:56]
so it's more or less a comment i think
[26:57]
it's really important to take
[26:59]
alternative approaches to feelings from
[27:01]
these vacancies
[27:03]
specifically from my position and my
[27:05]
civilian capacity
[27:06]
um
[27:07]
this definitely attributes to employee
[27:09]
satisfaction
[27:10]
everyone is seeing good employees who
[27:13]
are being asked to do more
[27:14]
um being separated by trying to make up
[27:17]
for some of these vacancies which i
[27:19]
would imagine have been open for a
[27:21]
significant period of time but
[27:23]
definitely
[27:24]
willing to do my part in participation
[27:27]
with the other council members that
[27:28]
assist
[27:29]
foreign
[27:46]
thank you
[27:50]
and you gotta do some for finance
[27:53]
all in favor
[27:56]
[Music]
[28:07]
yeah thank you uh this is an icon here
[28:09]
that we have been doing over the last
[28:11]
several years
[28:13]
and that's bringing this to the council
[28:15]
for us to do it again one more time not
[28:17]
sorry not one more time but for this
[28:19]
year
[28:20]
uh asking for your you know your
[28:22]
approval to
[28:24]
get this win as a
[28:26]
free waiver for all exterior work for up
[28:29]
to
[28:30]
four units on residential properties
[28:33]
we have done it over the last several
[28:35]
years it's been a success and i think we
[28:37]
just need to continue to do it and to
[28:39]
benefit
[28:40]
the homeowners in our neighborhood as we
[28:43]
try to give back to the community this
[28:45]
is one
[28:47]
of the many uh way that we can give back
[28:49]
to the community by doing this
[28:52]
during the period of i'm asking that we
[28:54]
do it june july
[28:56]
and august about this year
[28:58]
and it's going to run for three months
[29:01]
one other question i was looking over
[29:02]
lane loads um
[29:03]
what's it called you had to mention that
[29:05]
in an audience is
[29:07]
one year
[29:08]
department is valid for one year instead
[29:10]
of six months sorry i didn't get a
[29:12]
chance to call you and i was looking at
[29:14]
yeah last last year
[29:16]
those permits are valid for one year
[29:20]
so we can
[29:22]
put this for six months we have to go
[29:31]
[Music]
[29:32]
so when we
[29:34]
for example even when we sell properties
[29:35]
right to an investor and six months to
[29:37]
rehab it they pulled their permits at
[29:39]
perfectly for a year
[29:42]
agreement
[29:43]
too
[29:46]
so that's the only thing i have to say
[30:11]
yeah usually we get a report of
[30:14]
last year or a year before you know a
[30:16]
couple years before today
[30:18]
and then see that i do
[30:20]
i didn't get a chance to share it but i
[30:22]
will share it
[30:24]
i can
[30:25]
it wasn't much last year it was uh
[30:27]
four thousand one hundred for a roofing
[30:30]
about two thousand dollars
[30:49]
we've got the is
[30:50]
we put it on our social media we reach
[30:52]
out to our organization and let them
[30:53]
know that this program is in place
[30:56]
please um take advantage of that that's
[30:58]
what we've been doing over the years
[31:01]
and we should probably
[31:15]
comments
[31:26]
[Applause]
[31:28]
uh
[31:43]
um there was a particular board that was
[31:46]
unable to convene because they just
[31:48]
could not get a forum
[31:50]
so
[31:51]
it's really uh felt like it's really
[31:52]
time that we need to take a look at the
[31:53]
board see what the vacancies are and
[31:55]
then
[31:56]
move forward with um
[31:58]
recommending people um in your packet
[32:00]
you will see what is the mayor's
[32:02]
appointment what is the council's
[32:03]
appointment and then what's the mayor's
[32:05]
appointment with the council of pool
[32:07]
so
[32:08]
you know by that we would either
[32:10]
do that ourselves if it's just a
[32:13]
council approval like the board of
[32:14]
assessment review but the ones that are
[32:16]
merit appointments obviously that's up
[32:17]
from there and the ones where the mayor
[32:20]
the council of approval you take a look
[32:22]
at and then you can follow the names and
[32:24]
then um you know the mayor will take a
[32:26]
look at those and then bring it back to
[32:27]
us
[32:31]
if you had an opportunity today there
[32:33]
was an article in the time changing
[32:35]
about the civilian police review board
[32:37]
and one of the comments made by the
[32:38]
chair was that they were
[32:51]
and if you may remember at the rail
[32:53]
there was a person that came forward and
[32:54]
specifically spoke about the affirmative
[32:56]
action committee that hasn't met in
[32:58]
several years it's not on here
[33:01]
but that's another one and then we
[33:02]
definitely need to be able to take a
[33:04]
look at that and then and all the other
[33:06]
bills this is the entire list of them
[33:11]
i will ask mr sullivan in that question
[33:14]
there are a lot of boards and
[33:15]
commissions that have been created over
[33:16]
the years that are not on that list
[33:18]
okay
[33:20]
so we'll get the entire list to the
[33:21]
council
[33:26]
decades ago though that wouldn't
[33:28]
necessarily be relevant okay well the
[33:30]
ones that are relevant
[33:31]
then you got it
[33:33]
thank you
[33:35]
i was wondering when i was in campus
[33:36]
today um
[33:39]
the ethics the board of ethics is that
[33:41]
any rule or a council or both
[33:44]
so as i said it doesn't say
[33:47]
that
[33:48]
that's both
[33:49]
ca
[33:53]
[Music]
[34:05]
okay and i'll make sure that we get the
[34:07]
updated list
[34:08]
who does what
[34:10]
i'm sorry oh thank you
[34:12]
um i do notice that
[34:14]
probably may not be um
[34:16]
up to date like it says like under
[34:18]
submitting cprv i know that naacp we
[34:21]
didn't recently vote on bringing someone
[34:23]
on board there
[34:26]
foreign i don't believe there's agencies
[34:28]
there people are saying there are
[34:33]
filed a vacancies
[34:34]
so as far as the members still
[34:38]
are serving
[34:40]
well there's one hold over that because
[34:42]
i asked you know
[34:43]
the woman who's chairman she said
[34:45]
there's somebody who they didn't make
[34:46]
them to us apparently but she's held
[34:48]
over she's finished her two terms that
[34:50]
she could but she they held her over
[34:52]
because they didn't have anybody else
[34:53]
um
[34:56]
referring to my appointment yes
[34:59]
she wanted to continue to serve the
[35:01]
council wants to raise infection and
[35:03]
she's highly qualified
[35:06]
and the rules on the public officer's
[35:08]
law are somebody continues to serve
[35:11]
until their successor is supposed to
[35:13]
qualify
[35:15]
she hasn't told me she doesn't want to
[35:16]
serve
[35:18]
i am happy with her performance
[35:21]
but are we going to read everybody
[35:22]
legislation
[35:25]
the council asked me to drove over i
[35:27]
will consider
[35:31]
and then i also was going to comment in
[35:32]
the same way because it does seem as
[35:34]
though they only have the one vacancy so
[35:36]
if they're not having a forum that must
[35:38]
just be the folks
[35:41]
which is
[35:54]
well from my
[35:55]
brief conversations with the chair it's
[35:57]
difficult for them to address those
[36:00]
attendance issues if they can't perform
[36:02]
so yeah if they can't have a point right
[36:06]
so the lack of corn makes it difficult
[36:08]
to address some issues that are existing
[36:10]
on the board
[36:25]
getting a total of participation in a
[36:27]
lot of workforce so i think it's
[36:28]
important to remind the city that we
[36:31]
need a
[36:32]
continual influx of just new bodies and
[36:34]
new ideas and concepts
[36:37]
just because there's been a lot of
[36:38]
members who have just been in tact
[36:40]
saturated because it's a lot so
[36:42]
definitely i think actively looking at
[36:44]
some of these vacancies and making
[36:46]
valiant attempts to fill them and then
[36:48]
both systems that are currently serving
[36:50]
to ensure that they are meeting on a
[36:52]
consistent basis to do a business that
[36:54]
they're intended to be conducting
[37:02]
on
[37:04]
these vacancies
[37:19]
has impacted people's lives creating a
[37:20]
lot of different ways
[37:22]
you know get some grace and flexibility
[37:24]
as well
[37:26]
okay any more questions
[37:28]
i just wanted to bring up the cprv we
[37:30]
did also decide that people had
[37:32]
alternates because we need alternatives
[37:34]
as well so
[37:36]
i'm not sure i know one of these
[37:38]
organizations that has an alternative so
[37:40]
you know we would want to make sure that
[37:41]
we also say to them that please give us
[37:43]
a name for
[37:45]
the
[37:46]
main person and then an alternate
[37:48]
needle
[37:56]
okay
[38:13]
all right
[38:36]
just the
[38:37]
rosters that you had submitted to the
[38:39]
materials that was from january so there
[38:42]
have been changes since then
[38:44]
so i can circulate a new updated summary
[38:47]
that would be great
[38:50]
that's it
[38:51]
that was going to be i was going to have
[38:52]
people get a new updated list so
[38:54]
answer that question and then
[38:56]
we can move forward
[38:58]
you know suggest names to the mayor um
[39:00]
or if it's ours to uh to put on these
[39:02]
sports or committees so thank you for
[39:04]
your consideration in korean press
[39:11]
operations
[39:19]
i'd like to call to order city
[39:20]
development and planning we have six
[39:22]
items on the agenda the first item on
[39:24]
the agenda award-winning contract four
[39:26]
machines
[39:28]
[Music]
[39:37]
this legislative request is to
[39:40]
purchase fire hydrants for the city's
[39:42]
water department um our current
[39:44]
inventory is getting well we have less
[39:45]
than 10 hydrants in stock so this is
[39:48]
replenish we do every year we replenish
[39:50]
some of our brass goods in this case
[39:52]
it's fire hydrants
[39:54]
there is a lot of delivery you will
[39:56]
probably be hard pressed to even see
[39:58]
them hopefully this year
[39:59]
um so
[40:00]
hopefully we can get the order in
[40:02]
and
[40:04]
there was one bidder
[40:05]
ferguson waterworks in the amount of
[40:09]
two 167
[40:09]
twelve dollars and it would come out of
[40:11]
the operating budget code fx8322 to
[40:14]
eleven
[40:18]
questions
[40:34]
connecting police department firing
[40:35]
range
[40:39]
thank you um several weeks ago i was
[40:42]
here in front of you awarding three
[40:44]
contracts regarding the firing range one
[40:46]
was for hvac one was for plumbing and
[40:48]
one was for electric this is the fourth
[40:50]
contract which was not awarded because
[40:52]
we did not receive any bids
[40:54]
the issue with the original bid was that
[40:56]
it was called
[40:57]
sbd firing range ventilation and
[40:59]
reconstruction we think the ventilation
[41:01]
kind of threw people off so we
[41:03]
repackaged the bid we put it out just
[41:05]
calling it spb reconstruction we
[41:08]
received two bids for the general uh the
[41:11]
general contract portion of the work uh
[41:13]
one from r b one gallow the low bid was
[41:16]
gallow 232 000
[41:18]
we did call on them and we had some
[41:20]
references checked by our architect
[41:23]
they are a reputable firm in the area
[41:25]
and we're comfortable we'll be forward
[41:27]
as they are the last contractor we need
[41:29]
to actually move forward with the
[41:30]
project as a
[41:33]
are there any whole
[41:34]
um
[42:05]
[Music]
[42:11]
because you know summers of the summer's
[42:13]
approaching right so um you know in the
[42:16]
meantime you know what i'm doing is uh
[42:18]
you know trying to reach out to some
[42:20]
community partners to help
[42:22]
build capacity for this so as we do it
[42:25]
we can do it and still maintain that
[42:27]
larger community impact um and not try
[42:30]
to over stress you know the safety
[42:31]
capacity and our school district
[42:33]
capacity so what i want to do
[42:36]
if it's okay is i want to kind of bring
[42:37]
this back um
[42:38]
for our next cycle
[42:40]
and provide more background information
[42:42]
and do a proper support at that point
[42:44]
because i know the mayor has been really
[42:46]
um advocating for this to happen as well
[42:48]
as i have been and i appreciate that
[42:50]
because this is really important
[42:55]
um
[42:59]
[Music]
[43:08]
applications and it's just so important
[43:11]
because it will pay
[43:14]
kids that you know need the resources
[43:16]
and it also gives them job skills
[43:19]
and workplace skills so i'm completely
[43:23]
in favor of this and
[43:52]
[Music]
[43:53]
having meetings talking to community
[43:55]
partners i talk to everyone you know um
[43:58]
and they don't have to talk to someone
[43:59]
you really need strong support so
[44:01]
but
[44:02]
when i bring it here i want to make sure
[44:04]
that we have our teeth across my eyes
[44:06]
that i think that that's important as
[44:08]
well so again there's something that we
[44:10]
want to make sure that we are able to
[44:12]
list some of our partners accomplish
[44:13]
some role clarification and things like
[44:15]
that i think it's important before we
[44:17]
pass it out
[44:21]
my understanding we had a proposal for
[44:23]
this so
[44:25]
isn't all that stuff
[44:26]
kind of
[44:27]
in line or
[44:29]
am i thinking of something different
[44:32]
concept is being more engaged with the
[44:34]
educational process earlier in the year
[44:37]
helping
[44:39]
teachers
[44:40]
students
[44:43]
what my original concept was and
[44:45]
discussion with superintendent
[44:48]
i would be hard-pressed to fully
[44:49]
implement
[44:52]
at this point only because the time
[44:54]
we've
[44:54]
used
[44:55]
but as mr farley pointed out there's a
[44:57]
broad-based interest in this and how do
[45:00]
we bring community partners in again
[45:06]
young adults to
[45:08]
give the opportunity during the summer
[45:10]
to
[45:12]
make some of this money and
[45:14]
there's still people that are
[45:16]
adversely impacted by code ultimately
[45:19]
target some of that so that it puts
[45:21]
money in these households and the
[45:22]
families
[45:24]
that otherwise
[45:26]
don't have it and
[45:27]
leverages
[45:29]
educational opportunities within the
[45:31]
school district and
[45:33]
creates
[45:34]
a
[45:35]
complementary
[45:40]
engagement with what ron gardner is
[45:41]
doing
[45:42]
to map out some of these career paths so
[45:45]
that when kids
[45:47]
either are in high school or graduate or
[45:53]
20 years old or so can
[45:55]
find a pathway to
[45:57]
become successful contributing to
[45:59]
members of society
[46:02]
so um as i understand it so you're
[46:04]
saying that there's already work being
[46:06]
done and then it's not like we're
[46:08]
waiting
[46:27]
in january
[46:28]
oh okay
[46:29]
uh so
[46:31]
to have those conversations and make
[46:32]
sure that we have everything
[46:34]
together at the time including the mayor
[46:36]
being involved in that oh yeah
[46:37]
absolutely so yeah you know my intention
[46:41]
is to make sure that
[46:44]
we're not the right partners in order to
[46:45]
make sure that we can have that larger
[46:48]
impact that we want to have because time
[46:50]
is taken
[46:52]
about
[46:52]
making sure that we have the capacity to
[46:55]
impact as many uh people as we can so
[46:57]
that that's really um
[46:59]
what's happening now that makes sense
[47:01]
yes mr phil
[47:03]
um who are the like the community
[47:05]
partners that you're reaching out to so
[47:07]
right now um uh uh sjta and i spoke
[47:11]
about that
[47:12]
some time ago and many of you actually i
[47:15]
youtube i mean
[47:17]
about because they have kind of the
[47:18]
infrastructure to um they do this right
[47:21]
so it makes
[47:23]
really good sense to tap them to say
[47:25]
being that we are having a short
[47:28]
window of time here
[47:30]
you already have infrastructure if you
[47:31]
already have the belief and you can't
[47:33]
really do this you know
[47:34]
having that's a part at the table makes
[47:36]
a lot of sense and we'll ensure that we
[47:38]
can you know have that larger path are
[47:40]
they ready to move yet so yeah
[47:43]
they they enjoy strong support from the
[47:46]
private knowledge
[47:47]
partner project but what i wanted to do
[47:49]
is bring um together with the mayor and
[47:51]
the superintendent um to kind of go over
[47:53]
some of the um fire points and make sure
[47:56]
that
[47:57]
because two weeks
[47:59]
from now it's
[48:00]
memorial day so you're like we'll be on
[48:02]
the other side
[48:06]
[Music]
[48:19]
interest of the fundamentals of time
[48:20]
about this right
[48:22]
so let me just also add that um the
[48:24]
application process that they always
[48:25]
already do will they'll continue to do
[48:27]
so it's i've not seen a year where they
[48:30]
lack the kids i've seen a lot of years
[48:32]
right i've seen a year where they left
[48:34]
for um
[48:36]
positions
[48:37]
so mister
[48:39]
okay
[48:40]
doesn't matter go ahead
[48:41]
um so i'm a little confused because i
[48:44]
thought this was going to be separate
[48:46]
from the county program yeah
[48:49]
directly through the city right so then
[48:52]
any forms that then sent out really
[48:55]
have nothing to do with this program or
[48:59]
no no no they absolutely do um so
[49:01]
partnering partnering with accounting on
[49:03]
this um so the county does a summary of
[49:06]
a program that every single thing they
[49:08]
do this is what they do
[49:10]
so what
[49:12]
we're trying to do what i'm trying to do
[49:14]
is leverage um some of their expertise
[49:17]
and their uh
[49:18]
you know they have the foundation to do
[49:20]
these things right they do this so what
[49:22]
i'm saying is celebrating everything in
[49:24]
this apartment to where it makes sense
[49:27]
you can reach a larger group of kids and
[49:30]
a short period of time that we have it
[49:31]
just makes sense
[49:32]
not for them to um you know
[49:35]
completely take this over or
[49:38]
just that's what they do
[49:42]
yes i just would have some concerns
[49:44]
there just based on some previous
[49:46]
experience yeah i hear what you're
[49:47]
saying but i think we have the capacity
[49:50]
as well through our hr office
[49:52]
to be hiring and running this program
[49:55]
ourselves
[49:56]
um
[49:58]
i'm just saying that's almost like
[49:59]
getting 300 000 to the county way too
[50:05]
okay no no in fact i think that kind of
[50:08]
up to our point earlier
[50:10]
our previous discussion about
[50:12]
the uh um
[50:15]
volunteer agencies that we have in the
[50:16]
city right now are struggling to get
[50:18]
people into worlds and jobs right now i
[50:21]
think that
[50:22]
now it's it's it's extremely important
[50:24]
that we look to partner um with the
[50:27]
county and the school district so we can
[50:30]
leverage um those partnerships to make
[50:32]
it more of a meaningful experience for
[50:34]
the youth that are involved
[50:36]
so i understand that if you guys hear it
[50:38]
would have been the school district on
[50:39]
this
[50:40]
what money would have gone through the
[50:42]
school district on this
[50:43]
no this will go through the city
[50:47]
yeah i was going to ask that question
[50:48]
because
[50:49]
sometimes the school district gets
[50:51]
intelligent uh
[51:03]
[Music]
[51:05]
the whole concept was to start the
[51:08]
beginning of the year
[51:10]
and work with teachers to
[51:13]
work with students to have them come up
[51:16]
with like a business plan to
[51:18]
have them pick a problem or a project
[51:21]
within the community
[51:22]
that they would map out a scenario
[51:26]
not on these individuals but
[51:27]
collectively
[51:28]
to work on and solve
[51:31]
during the summer
[51:33]
we would then
[51:34]
hire them to
[51:36]
implement that project
[51:39]
and they would have to do a business
[51:40]
plan have to do a budget working with
[51:42]
the teachers
[51:44]
learning process
[51:47]
maybe some review on it
[51:49]
i am at the decided disadvantage at this
[51:52]
point
[51:53]
in here to be able to
[51:56]
implement that it's not going to have
[51:57]
the full impact of what i originally
[51:59]
intended
[52:02]
i mean i'm putting this on the hr
[52:04]
already uh you know
[52:06]
have so much work and so many vacancies
[52:08]
to fill
[52:09]
that in your 75 position on each other
[52:12]
isn't that uh
[52:13]
hopefully
[52:14]
you can hire teachers during the summer
[52:17]
it there is a
[52:19]
narrow window it is a targeted group
[52:22]
and
[52:22]
when we have those vacancies the other
[52:24]
thing i would ask you
[52:26]
is
[52:29]
an item that we're not
[52:30]
doing garbage just picked up
[52:33]
potholes a little bit behind them and
[52:36]
hired
[52:37]
an outside contractor to supplement that
[52:41]
we're still getting the work done we're
[52:43]
proud of the effort the city staff is
[52:46]
doing
[52:48]
our police response
[52:50]
is
[52:51]
not at the level
[52:53]
i would like
[52:56]
called backing up that they are priority
[52:58]
three calls so it's getting a report
[53:00]
it's more of the
[53:01]
[Music]
[53:04]
support function that the department
[53:05]
does
[53:07]
that we're not responding to as fast as
[53:09]
i would like
[53:10]
but
[53:13]
priority one priority two calls the
[53:15]
closure rate on major cases is still
[53:18]
very impressive
[53:20]
but this weekend
[53:23]
could have made half we're not 100 sure
[53:26]
because of the timing
[53:28]
and when you pass it you still have to
[53:30]
set up a
[53:32]
contractual way to get the money
[53:34]
and uh it's
[53:35]
similar with the other things that the
[53:37]
council has entertained to be able to
[53:39]
actually implement them and move them
[53:41]
forward
[53:45]
mr williams
[53:46]
so i know as a council although i
[53:49]
imagine people are directing it as
[53:50]
specific council members but we've been
[53:52]
highlighted as being slow to action i
[53:55]
think it's important to highlight that
[53:57]
if we
[53:58]
continue forward with discussions about
[54:00]
spending market money as we have an
[54:02]
advisory committee that a majority of us
[54:04]
elected to
[54:05]
support i think it sends a very
[54:09]
mixed message about continuing to spend
[54:11]
money perhaps their opinions
[54:13]
um i would like to highlight and say
[54:15]
thank you to councilmember farley for
[54:18]
wanting to keep this on the agenda do we
[54:19]
need more information because i think if
[54:21]
we're going to send a message having all
[54:24]
the facts are important
[54:26]
and i know that we want to make sure
[54:27]
that we're doing the best to support our
[54:29]
youth in the city but i also want to
[54:31]
make sure we're not doing it at the
[54:32]
expense of people that have been taking
[54:34]
the time to go through these
[54:36]
submit applications to make sure that as
[54:39]
a city the community has
[54:41]
not only invested interest but has a
[54:43]
value voice in us so
[54:46]
but to the mayor's point about
[54:48]
um something that we have worked on i
[54:50]
hope that's not the message that our
[54:52]
council is giving the people that are
[54:53]
listening absolutely
[54:55]
i see
[54:56]
all of the
[54:58]
completed projects that are going on
[55:00]
absent these vacancies i think it's just
[55:02]
making sure we're taking account of how
[55:05]
much burnout that is being
[55:08]
born by the members of the city and
[55:10]
whether that's
[55:13]
us continuing to function with these
[55:14]
vacancies has an implication in our
[55:16]
long-term ability to function as a city
[55:19]
so i think it's just making sure that
[55:20]
we're intentional with
[55:22]
filling these vacancies and we're
[55:25]
doing it in a manner that continues to
[55:26]
add resources to the city stuff and not
[55:29]
replacing
[55:33]
it's fun so yeah so at night so
[55:36]
as i'm kind of taking them on
[55:38]
uh people's perspective here it's like i think it's important that two things
[55:42]
can be true here and i don't think that
[55:44]
we're
[55:44]
you know
[55:45]
too far apart on what everyone's
[55:49]
intention is here is to um you know
[55:52]
really impact the lives of people who
[55:55]
have been most disproportionately
[55:56]
connected and pastored by a clover to
[55:59]
your point mayor and i appreciate that
[56:00]
so i think that we do that by
[56:04]
you know making sure that we um
[56:07]
have the capacity to do it the right way
[56:09]
um
[56:10]
do it very intentionally
[56:12]
um and i think that we're still in a
[56:14]
position to get it done
[56:20]
i don't think that these are too
[56:21]
conflicting um
[56:24]
what i'm hearing is just you know
[56:26]
the urgency and the necessary urgency
[56:34]
to make sure that we
[56:36]
need these resources to build available
[56:38]
to the community and so i just think
[56:40]
that's a good distinction
[56:44]
so there's
[56:45]
two separate things first of all the
[56:47]
vacancies are completely separate from
[56:49]
us
[56:50]
and
[56:52]
honestly is a totally different
[56:54]
discussion
[56:55]
with regards to the kids
[56:57]
i mean historically we've had
[57:00]
tremendous amount of students that want
[57:03]
to work
[57:04]
it's a lot different than
[57:06]
the vacancies
[57:08]
so
[57:09]
assuming that holds and there's no
[57:12]
reason to think it wouldn't
[57:14]
there's no reason
[57:16]
the city can't facilitate this and get
[57:19]
kids hired and out there and working
[57:23]
it's again two very separate discussions
[57:26]
i mean the kids want to work they want
[57:27]
to get experience they want to get out
[57:29]
there doing stuff and quite frankly it's
[57:31]
to our benefit because we can get them
[57:33]
job skills that maybe they can have a
[57:36]
great career in the city and and to me
[57:38]
that's
[57:47]
[Music]
[57:51]
and i would have to say that being
[57:53]
understaffed would definitely impact
[57:56]
this because you're asking the staff to
[57:58]
not want only what they do but also to
[58:00]
supervise whatever you are in their
[58:02]
program so that is additional i can
[58:04]
speak to personal experience i actually
[58:05]
run summer programs for seven years so
[58:08]
it is and the people who were had to do
[58:11]
their job and in addition to supervise
[58:13]
young people
[58:15]
it was it didn't do this more so there
[58:17]
is an additional ask of staff
[58:19]
when you add staff to them especially
[58:22]
young people who are maybe just learning
[58:24]
job skills
[58:26]
yes which is i think um i mean again i
[58:29]
have a lot of respect for the program at
[58:30]
the connie crumps and i've worked with
[58:32]
them for years
[58:33]
but i do know that one of the issues i
[58:36]
think that they have in trying to fill
[58:40]
in trying to get the kids higher is what
[58:43]
ms porterfield is saying which is you
[58:45]
are sort of going to non-profits for
[58:48]
example and saying you know would you
[58:49]
hire a kid and most of those people are
[58:52]
saying no we're too stressed we can't
[58:55]
take on another kid and have your
[58:56]
supervisor get on top of that what i saw
[59:00]
what i thought was going to happen
[59:02]
with us having our own program and this
[59:04]
is different than what the mayor had
[59:06]
initially proposed
[59:08]
i would see for example so you get 30
[59:10]
kids that hire for the summer and
[59:12]
they're out collecting litter every day
[59:14]
in our parks
[59:16]
or you've got kids that are running
[59:18]
programs in our in our parks for other
[59:20]
kids um maybe through the boys and girls
[59:22]
club or something but that it's really
[59:24]
more um
[59:26]
it's not that we're saying okay one
[59:28]
kid's gonna go here and kid's gonna go
[59:29]
there but that grounder we're hiring
[59:32]
with a bunch of kids um and so therefore
[59:35]
it's not necessarily that you know the
[59:37]
kids are going to anthony's office or or
[59:40]
you know chris's office or something
[59:42]
like that where it does put more stress
[59:45]
on our staff
[59:46]
but more that they're maybe taking over
[59:48]
some projects that that we need to get
[59:52]
done in the city that
[59:54]
because you're you know i definitely
[59:56]
agree that it's too late to be able to
[59:57]
do the whole
[59:58]
business plan idea
[1:00:00]
um but that there are other alternatives
[1:00:02]
where it's a city run program in city
[1:00:05]
parks or whatever for bulk of kids
[1:00:08]
um
[1:00:09]
and you know yeah no i i
[1:00:12]
don't
[1:00:20]
you know what i'm trying to be clear on
[1:00:22]
is that
[1:00:23]
you know
[1:00:25]
leverage like you said like the boys and
[1:00:27]
girls stuff because i think you're the
[1:00:29]
student working there so you know
[1:00:31]
we're partly partnering with the boys
[1:00:32]
and girls club
[1:00:34]
because they have the uh capacity and
[1:00:37]
the skill set to
[1:00:39]
facilitate these type of things so it's
[1:00:41]
like of course
[1:00:43]
a partner with with fgta um
[1:00:47]
there's also a component of
[1:00:50]
staffing job coaches successfully
[1:00:53]
who really support our students so not
[1:00:55]
only our students you know getting the
[1:00:57]
job skills um
[1:00:59]
but they're also you know getting some
[1:01:01]
real-time coaching around like how to
[1:01:03]
navigate that which gives them a great
[1:01:05]
chance of
[1:01:09]
goal success finding gainful employment
[1:01:11]
later on that job success coach is a
[1:01:13]
really big part of that so so with those
[1:01:16]
who you know
[1:01:17]
keep those things in mind it's like okay
[1:01:20]
doing that
[1:01:22]
with that level of intentionality is
[1:01:24]
what's going to give the kids the
[1:01:25]
greatest chance of success instead of
[1:01:26]
you know not to take longer
[1:01:30]
it's a great thing but if they're in a
[1:01:32]
position
[1:01:33]
that is more meaningful to them
[1:01:36]
supported by a caring adult will have
[1:01:39]
some um
[1:01:41]
experience in this area
[1:01:43]
you know that's gonna give them a
[1:01:45]
greater chance of long-term success and
[1:01:47]
entering into that field to the mayor's
[1:01:49]
point so that's why so there's those key
[1:01:51]
things but i think that really needs to
[1:01:52]
be um kind of iron health and whatever
[1:01:54]
to be successful that's what i'm saying
[1:01:58]
so i mean there's obviously a lot of
[1:02:00]
people are seeing this from different
[1:02:01]
angles so i think that to take the time
[1:02:04]
to do that and bring it back and have
[1:02:05]
meetings with mayor and
[1:02:08]
wherever the other city partners are and
[1:02:10]
um i do want to to speak to the uh we
[1:02:13]
talk about we want children to have
[1:02:15]
opportunities need
[1:02:16]
those diseases but to hire a bunch of
[1:02:18]
kids to pick up litter is not what i
[1:02:20]
envisioned for this or it just it's not a it's not a fun thing i mean
[1:02:26]
we do it because we have different you
[1:02:28]
know
[1:02:32]
want to hire a group of organization
[1:02:34]
with the specific purpose of
[1:02:36]
your goal your job all
[1:02:38]
summer long used to go around and pick
[1:02:39]
up litter um you know i've had kids who
[1:02:41]
participated in our litter pickups and
[1:02:43]
some of them didn't want to be seen by
[1:02:45]
their friends picking up live so
[1:02:50]
wpa model of the past and our youth
[1:02:54]
where we did do those kinds of things
[1:02:56]
and it was more of a community you know
[1:02:58]
you're getting paid for something that
[1:02:59]
you might otherwise do this volunteer i
[1:03:02]
definitely i've brought the boys and
[1:03:03]
girls of people in
[1:03:06]
i would see that as a component of any
[1:03:07]
program that we had where they were
[1:03:09]
doing the job coaching and teaching
[1:03:11]
those workplace skills as well no matter
[1:03:13]
what the job was
[1:03:15]
um but i mean many cities
[1:03:17]
um
[1:03:18]
you know will have a youth corps
[1:03:20]
um that can go out and do the kinds of
[1:03:22]
projects that then are really helpful to
[1:03:24]
the city and the
[1:03:26]
beautification of the city and it's a
[1:03:28]
perfect summer kind of kind of
[1:03:31]
opportunity for them
[1:03:33]
um and it really is getting at that
[1:03:35]
skill so i mean that's how i was
[1:03:36]
envisioning this um
[1:03:39]
so obviously we have different opinions
[1:03:40]
on it but so it may be better to wait
[1:03:42]
till next summer and put the thing into
[1:03:45]
place yeah
[1:03:46]
the
[1:03:47]
tournament the landscaping or picking up
[1:03:50]
is one component of it but you have to
[1:03:53]
either plant
[1:03:54]
flowers grass or something so
[1:03:59]
people understand the
[1:04:01]
sequence of events that build
[1:04:03]
sustainability and uh right it's real
[1:04:06]
bad
[1:04:07]
mr garland i just think it's because
[1:04:09]
yeah
[1:04:10]
at no point in my conversations with the
[1:04:12]
mayor you know
[1:04:15]
picking up litter
[1:04:16]
you know the focus you know for young
[1:04:18]
people you know
[1:04:20]
really they're about
[1:04:27]
and that could include you know
[1:04:29]
some cleanup some planting um
[1:04:32]
you know a variety of different things
[1:04:34]
but you know the point here was to make
[1:04:36]
it something that you are able to buy
[1:04:38]
into that's going to give back to the
[1:04:40]
community and help them
[1:04:42]
find a
[1:04:44]
company fully employed hopefully in that area of interest and you do that
[1:04:48]
with partnerships and job coaches and
[1:04:51]
you know so that's a way longer process
[1:04:53]
than anything we're talking about my
[1:04:55]
guess is
[1:04:58]
no no we couldn't where we're at now we
[1:05:01]
couldn't but tapping these people in our
[1:05:04]
community who
[1:05:05]
have
[1:05:06]
some capacity partnering with the right
[1:05:08]
people we can do that
[1:05:10]
so i see this coming back on june
[1:05:13]
6th is it
[1:05:15]
so we'll have to
[1:05:16]
hope that anytime any meetings will take
[1:05:18]
place any
[1:05:20]
detail when we work out something that's
[1:05:21]
conceivable that can't happen this
[1:05:23]
summer
[1:05:31]
okay
[1:05:32]
thank you for the
[1:05:33]
input
[1:05:42]
so
[1:05:42]
the next one on the agenda is the
[1:05:44]
cannabis presentation by the new york
[1:05:46]
state office of politics management all
[1:05:48]
of you should have received an email
[1:05:50]
from the same holiday
[1:05:54]
from the young lady um
[1:05:56]
neville nevilee white
[1:05:58]
and so they've reached out to the city
[1:06:00]
and asked that there be they
[1:06:03]
we helped put on a public presentation
[1:06:05]
they would do the presentation that we
[1:06:07]
helped by marketing and getting the word
[1:06:08]
out there um this is something i when
[1:06:11]
you talked about this back in this
[1:06:14]
february i've mentioned that they're
[1:06:16]
getting community conversations those
[1:06:18]
community conversations took place
[1:06:20]
virtually and now they're doing them in
[1:06:22]
person so they've already done one
[1:06:24]
albany and are trying to get to
[1:06:26]
connectivity and troy and to do that as
[1:06:28]
well so they again send to all of us
[1:06:31]
there's some of the information in here
[1:06:32]
if you um
[1:06:34]
if you're looking for defining an email
[1:06:36]
and then just like to come to
[1:06:37]
connectivity and um do a presentation
[1:06:40]
somewhere at a public venue so that the
[1:06:42]
community can come out and understand
[1:06:44]
all of um
[1:06:46]
the opportunities what the mission is
[1:06:48]
and what this really means
[1:06:49]
and quite frankly this is really
[1:06:52]
specifically targeting people who
[1:06:55]
were negatively impacted
[1:06:57]
by um
[1:06:58]
by sailing marijuana and
[1:07:01]
gold had gone to jail or family members
[1:07:03]
have been impacted that is the
[1:07:04]
particular
[1:07:06]
focus of this
[1:07:08]
so um i was bringing to the council if
[1:07:11]
you want to participate collectively and
[1:07:13]
helping to um support this they will put
[1:07:17]
uh they will find the venue and do all
[1:07:18]
the work obviously bring their staff to
[1:07:20]
everything and the only ask of
[1:07:23]
us would be to help market it and make
[1:07:25]
sure that the public
[1:07:26]
knows
[1:07:35]
uh the decision to
[1:07:37]
not opt out definitely
[1:07:39]
predated
[1:07:40]
my joining the council
[1:07:43]
being a member of this council currently
[1:07:45]
i think it's important for us to send a
[1:07:47]
unified message to the city
[1:07:49]
that choosing to remain in
[1:07:52]
we are willing to become
[1:07:55]
or remain invested partners in this i
[1:07:57]
think that only occurs if we
[1:07:59]
are informed and collaboratively working
[1:08:02]
with the office of cannabis management
[1:08:04]
to make sure that whatever programs are
[1:08:06]
rolled out to our city actually reflect
[1:08:09]
the intent of the program designers
[1:08:12]
so i very much appreciate this
[1:08:14]
individual reaching out
[1:08:15]
i think without having the ability to
[1:08:19]
view
[1:08:19]
how this message is properly conveyed to
[1:08:22]
the community i think it's starting off
[1:08:24]
on the right foot and i would happily
[1:08:28]
wait to support any fashion
[1:08:30]
as a council member and also just a
[1:08:32]
resident of the city to make sure that
[1:08:34]
when these licensures are
[1:08:37]
awarded
[1:08:38]
that whatever members recipient of this
[1:08:41]
it reflects again
[1:08:46]
anyone else
[1:08:48]
it's too big
[1:08:49]
yeah
[1:08:50]
is it possible that we can invite them
[1:08:51]
to do a presentation so the consoles
[1:08:53]
will be able to get the message out
[1:08:55]
through our online
[1:08:57]
live feed at the same time we work to
[1:08:59]
help them to do a public
[1:09:01]
outreach
[1:09:03]
um
[1:09:04]
so not in scala
[1:09:18]
which ends on 31st
[1:09:21]
so um that's that's something that
[1:09:24]
we're open to we should get that
[1:09:26]
information out to our contacts
[1:09:28]
that maybe just email itself or
[1:09:29]
something part of the email um but so
[1:09:32]
the answer is yes i would speak to mr
[1:09:35]
slipping to miss white after i got the
[1:09:36]
email i just wanted to be clear on what
[1:09:38]
they wanted
[1:09:39]
which is what you see before you and i'm
[1:09:41]
speaking with her again after having
[1:09:43]
brought this before the council to say
[1:09:45]
um yes the council as
[1:09:59]
okay so okay so are you trying to say
[1:10:01]
before after the order doesn't matter to
[1:10:03]
you it does okay they'll be able to see
[1:10:06]
all right
[1:10:07]
i'll do it
[1:10:08]
okay
[1:10:09]
any other input
[1:10:11]
are you missed okay i guess what i'm
[1:10:13]
looking for is are people supported
[1:10:15]
as a council um supporting this to to
[1:10:17]
host it or
[1:10:18]
would you prefer not knocking under the
[1:10:20]
city council
[1:10:25]
i actually don't really think
[1:10:27]
you know i think it would be it's fine
[1:10:29]
to add a presentation
[1:10:31]
so in terms of the public forum yeah
[1:10:33]
i mean i don't mind having to come to
[1:10:35]
one of our meetings
[1:10:36]
as well
[1:10:37]
so you would support both yes okay
[1:10:40]
that's my question
[1:10:43]
so
[1:10:45]
as a council no matter what how we feel
[1:10:47]
about it i mean
[1:10:49]
is it
[1:10:50]
i'm thinking is it okay for us to
[1:10:53]
kind of promote this
[1:10:55]
well as a council we showed him to not
[1:10:58]
opt out so
[1:10:59]
right well no matter how you know so yes
[1:11:02]
um so i would say i don't know that i
[1:11:05]
would agree with them even to give us a
[1:11:07]
presentation i mean depending on how
[1:11:09]
long it is during a council meeting
[1:11:11]
maybe it's an hour too like
[1:11:13]
i don't know what what their
[1:11:15]
presentation would be and if there's an
[1:11:17]
open comment um
[1:11:19]
would it be
[1:11:21]
you know where people could actually
[1:11:22]
comment during our
[1:11:24]
meeting no
[1:11:30]
yeah it's just a presentation just a
[1:11:31]

[Music]
[1:11:53]
the link gives you a lot of information
[1:11:55]
a lot of background and a lot of it so a
[1:11:56]
lot of us there already
[1:11:58]
that may
[1:11:59]
give you an opportunity to formulate
[1:12:00]
questions prior to that but the

public meetings fine i don't really see
[1:12:10]
a need for a council meeting
[1:12:13]
it seems to me it would be redundant and

[1:12:55]
second
[1:12:56]
okay
[1:13:16]
claims and i would like to uh then say
[1:13:20]
that we need to
[1:13:21]
get that interesting motion to go into
[1:13:24]
executive session
[1:13:29]
oh i need a second
[1:13:35]
okay thank you and so now i would like
[1:13:37]
to also have a recess of claims
[1:13:45]
okay
[1:14:24]
you
