[25:38] committee meeting for Monday August 15
[25:40] 2022 the first committee is Public
[25:44] Safety Mr Williams so I'd like to call
[25:46] the order of the Public Safety Committee
[25:48] we have four items on the agenda tonight
[25:50] first of which is portable radios by
[25:52] Chief Marina
[25:54] and I assume he's in a while he was
[25:58] going to be here
[26:00] so everyone's in agreement moving to
[26:02] this can attend item it's going to be
[26:05] the axon officer Safety Management
[26:07] contract approval by ACC
[26:12] ENT okay
[26:21] good afternoon everybody it's not
[26:23] evening yet right good afternoon
[26:25] so
[26:27] I'm here today to ask that the council
[26:30] approved or entering into an agreement
[26:33] with axon for three separate
[26:38] contracts one ordering in-car videos one
[26:42] covering interview rooms and the other
[26:44] one being officer safety plan
[26:48] which has as the main component body one
[26:52] cameras and tasers and before I before I
[26:55] start this presentation I just wanted to
[26:57] note that
[26:59] I recognize that that this is a large
[27:03] purchase on behalf of the city we have
[27:06] not taken entered into this uh course of
[27:09] action lightly
[27:11] to it we've done a lot of research and
[27:14] we've had many discussions and we've
[27:16] communicated with many individuals
[27:17] regarding this
[27:19] also spoken to many agencies regarding
[27:22] the purchase of this product whether
[27:24] they like it or not some some positives
[27:26] and negatives
[27:27] those local agencies are Albany Troy the
[27:29] rotterham city of Saratoga the county of
[27:31] Saratoga we're also spoken with other
[27:33] large agencies across the country
[27:35] Michigan State Police Tempe Police
[27:37] Department and Tampa Police Department
[27:40] so the reason why we're here asking for
[27:43] this is that we're facing uh an urgent
[27:46] and immediate
[27:48] urgency and a moderate need at the
[27:49] police department the urgent need is
[27:51] that the pandemic and the lack of
[27:55] resources
[27:56] backed us up on our cars that we
[27:58] purchased two years ago they have
[28:01] finally ends we finally have that
[28:03] upfitted to the point where they need
[28:04] ink cart videos we did not want to put
[28:07] the ones in there that we had stepped
[28:09] out because we had started these
[28:12] considerations about changing vendors so
[28:14] we had cars that are coming out to the
[28:16] fleet right now that don't have any car
[28:18] videos but we do have body warm cameras
[28:20] and we're hoping that we can make a
[28:22] decisions in car videos soon
[28:26] um typically it costs about ten thousand
[28:28] dollars per car
[28:30] to put this camera in the car and then
[28:32] it lasts throughout the life of the car
[28:35] we do about eight to ten cars per year
[28:37] so we're spending roughly through
[28:39] Capital spending around 80 to 100 000
[28:41] per year on cars just for any car videos
[28:45] axon's platform uh service bases where
[28:49] you just pay per month
[28:51] essentially is budget Mutual in this
[28:53] space where they put the cameras in the
[28:55] cars they install them you pay a per
[28:57] month basis or are you on a yearly basis
[29:00] we essentially figured out that it's
[29:02] budget neutral based on the life of our
[29:04] cars
[29:05] and in addition something that our
[29:08] current cars cameras don't have these
[29:10] come with lprs on every car license
[29:12] plate meters so every car will be a
[29:15] license plate reader and we foresee
[29:18] increased revenues we hate being able to
[29:20] identify Scott laws and collect
[29:23] passenger Mouse over like that
[29:27] the next need that is immediate but not
[29:30] urgent is binding on cameras our prior
[29:33] vendor
[29:34] the life of those cameras are is slowly
[29:37] coming up they are currently out of
[29:38] warranty
[29:40] they expect to last between three and
[29:41] four years and they're about three and a
[29:43] half years old now we will need to
[29:45] replace them
[29:48] it's time we purchase cameras
[29:50] it's 144 000 for as many as we need
[29:55] by entering into the exxon's agreement
[29:57] those cameras are given to us free of
[30:00] charge as long as we're paying as a part
[30:02] of the officer safety plan so we can
[30:05] replace those cameras now once we enter
[30:08] into this that every two and a half
[30:10] years they will place them automatically
[30:12] we'll be upgraded technology
[30:14] so that over the course of a 10-year
[30:17] agreement that's poor Replacements total
[30:23] the most the minority that we have which
[30:26] means we do not have to replace it right
[30:28] away but we're going to need to is for
[30:30] our interview rooms
[30:33] currently it's dated it's been replaced
[30:36] already once in my time that I've been
[30:38] to the tech division at Chief and we're
[30:40] getting to the point where we're going
[30:42] to have to replace it again
[30:44] we have a grant that was given to us by
[30:46] the District Attorney's office which
[30:48] will fully fund this
[30:50] so between last year and this year we
[30:52] expect that we will have full funding
[30:54] for the cost of the interview rooms
[30:57] being upgraded to the axon platform
[31:00] which will have more cameras and the
[31:03] evidence that's collected in those
[31:04] interviews will go directly to
[31:06] address.com making it easy to shareable
[31:09] with Mr attorney's office and defense
[31:13] so the officer safety plan is the big
[31:16] one I just want to go through again just
[31:18] as somewhere of what it includes it
[31:21] includes body mount cameras it includes
[31:24] taser 7 which is the most up-to-date
[31:26] taser that includes signal Activation so
[31:30] when it's deployed the Bodywork camera
[31:32] automatically comes on
[31:33] and includes the virtual reality
[31:36] training with monthly updates expert
[31:38] content which is both for basic
[31:41] intermediate and advanced experiences
[31:44] it includes bias prevention features
[31:48] but focuses on common accounters like
[31:50] domestic violence Mental Health crisis
[31:51] de-escalations scenarios
[31:55] it also includes evidence.com digital
[31:57] evidence storage which is cloud-based
[31:59] storage unlimited cloud-based storage
[32:02] Sigma sidearms which is a sick which is
[32:05] a sidearm signal that when they're
[32:08] control pistols is deployed the body One
[32:11] camera comes on
[32:12] it was Auto tagging or
[32:16] when the camera comes on and then it's
[32:19] turned off that information on it is
[32:21] tagged to the incident number that
[32:23] they're they're on
[32:25] right now currently off well currently
[32:27] we have that right now but
[32:29] officers used to have to go on there and
[32:31] tag it themselves it just includes that
[32:35] respond and live stream and GPS so for
[32:39] also safety we'll know where they are
[32:40] based on a GPS this camera
[32:43] and we are able also to welcome Command
[32:47] Staff view officers and live stream
[32:49] sugar be an incent that we want to view
[32:52] from the police station
[32:54] axon capture which is a mobile app that
[32:57] allows officers to capture digital
[32:58] evidence in your field
[33:00] axon view which makes you makes videos
[33:03] available or viewable without the need
[33:05] to download digital player software this
[33:09] is this is important because when we go
[33:12] out and get videos sometimes we have to
[33:14] download the players for those which
[33:15] makes the city's I.T system are
[33:18] susceptible to malware
[33:20] our city it does a great job but every
[33:22] time you download one of those softwares
[33:24] it holds your breath of hope that
[33:26] nothing happens
[33:27] redaction assistant which helps us
[33:30] redact videos the redacted video saves
[33:34] us time and effort which means we save
[33:36] money by having less people working to
[33:38] project videos that we share with the
[33:40] bubble
[33:41] axon performance which measures the
[33:45] metrics of office your productivity so
[33:47] this is this we're better able for us to
[33:49] manage officers and their use of this
[33:51] equipment
[33:53] acts on citizen which where citizens can
[33:57] be invited to submit photos videos of an
[33:59] incident directly to the agency through
[34:01] evidence.com it's a one-to-one
[34:04] submission
[34:05] and a community-wide pool with the help
[34:07] get to get to the truth quickly so
[34:09] one-to-one is where we will go out and
[34:12] we'll we'll ask an individual to present to us in their video that we
[34:16] know they have but then there's a
[34:17] community-wide portal where we can put
[34:19] it out to the public on this incident if
[34:21] you have video just submitting it here
[34:23] so we could do it without without the
[34:25] name being forwarded
[34:27] excellent Channel Services which would
[34:29] allow us to store evidence on other
[34:32] things
[34:33] came from other locations such as our
[34:37] county-wide or Citywide camera system
[34:40] Auto transcribe which helps us
[34:42] transcribe uh finding on camera footage
[34:45] right now we've sent that out and it
[34:47] costs money every time we do it and that
[34:49] acts on records which is something
[34:51] that's still in the works but we see
[34:54] that as being a records management
[34:56] system of the future based on everything
[34:58] that they're doing already
[35:00] this comes with an auto refresh every
[35:03] two and a half years so we immediately
[35:06] get the equipment in year one year five
[35:08] you're seven point five and you're 10.
[35:12] so the the
[35:15] big question here that I want to make
[35:16] sure that I stress is
[35:19] how does this improve Public Safety the
[35:22] first thing to tell you is that axon's
[35:23] mission
[35:24] to grab my attention right away is to
[35:26] protect life that's the mission of the
[35:28] company to capture the truth
[35:30] accelerate Justice and really what they
[35:33] want to do is make the bullet obsolete
[35:35] that's their mission
[35:36] but protecting life is the most
[35:38] important thing and it's important to me
[35:39] because officer the office lives of
[35:42] officers out there protecting the
[35:43] communities my most important mission
[35:46] right now it's also important that we
[35:48] protect the lives of the public that are
[35:51] out there being placed
[35:53] I'm capturing the truth is going to help
[35:54] do that it's going to help do it through
[35:56] accountability
[35:57] more encounters captured on Bodywork
[35:59] cameras between the safe sidearm signal
[36:02] the auto activations and also something
[36:05] I didn't mention but
[36:08] the the uh the auto activation happens
[36:11] when if an officer is reporting and
[36:13] another officer comes on the scene it'll
[36:15] automatic turns the other officer's body
[36:17] won't handle on also as long as one's
[36:19] activated
[36:21] it helps us with transparency to the
[36:24] public which I know is very important to
[36:25] the public
[36:27] we do that through Auto reaction Auto
[36:29] transcription make it easier for the
[36:31] police Personnel to share information
[36:33] easier to share evidence with District
[36:35] Attorneys defense councils ports Etc
[36:39] helps us with Community engagement using
[36:42] this technology provides a bridge to the
[36:44] Community Helping to keep their
[36:45] communities safe citizens can share
[36:48] videos of incidents with the police in a
[36:50] timely and less intrusive manner
[36:52] you also can use the virtual reality
[36:54] platform to share with the public the
[36:56] complexities of policing to being a
[36:58] better understanding of what police have
[37:01] to deal with and share with the public
[37:03] why sometimes things don't look as good
[37:05] as as they really as they are and and
[37:08] have a better understanding that
[37:11] sometimes situations don't always have
[37:13] perfect outcomes there's not always an
[37:16] easy Pathway to a solution
[37:20] um improves Public Safety by providing
[37:23] long-term cost savings by locking in
[37:25] 2022 pricing you have until the year
[37:28] 2020 2032 before the price of this
[37:31] technology will go up
[37:33] and we're getting state-of-the-art
[37:34] equipment over the next 10 years
[37:37] um you know and how does that help
[37:39] Public Safety we can redirect resources
[37:41] we otherwise would put close that
[37:42] technology in other places
[37:46] and I also mentioned I mentioned this
[37:47] already but I'll say it again because it
[37:49] helps with Public Safety is the virtual
[37:51] reality training is really
[37:52] state-of-the-art it's realistic it helps
[37:56] with de-escalation it helps with
[37:57] response to Mental Health crisis
[37:59] domestic violence response to active
[38:02] Shooters shoot don't shoot scenarios but
[38:05] the decision whether to use a Taser or
[38:07] your sidearm Community engagement
[38:10] response to harm reduction scenarios
[38:13] like what to do with somebody who might
[38:15] be you know living in poverty possibly
[38:18] homeless and how to help them
[38:21] and then the last thing for Public
[38:23] Safety again is Exxon performance
[38:25] provides police supervisors and
[38:27] commanders a platform to measure officer
[38:29] performance all the way from from
[38:31] accountability to productivity
[38:36] so I'm open to questions if anybody has
[38:39] any but my request is that the uh that
[38:42] we move forward and allows to enter to
[38:45] read separate agreements
[38:47] thank you any questions or comments or
[38:49] fellow counselors
[38:54] how much of this gonna cost us initially
[38:58] the uh the first
[39:00] initially I guess it's fair to say that
[39:03] we we have the funding set aside already
[39:06] through grants and through capital
[39:09] budget for all of these equipments for
[39:12] pre-initial funding but for the officer
[39:14] safety plan is 278 000 per year
[39:18] and then for the in-car video it's eighty nine
[39:25] thousand dollars
[39:26] and then for the interview room it's
[39:30] twenty thousand seven hundred
[39:37] DA's office should pay for well they
[39:40] will pay for the interview room as well
[39:43] so what do we need to fund now 300 plus 89 000. right now there's there's
[39:49] no funding requests because we already
[39:51] have the money earmarked through Grant
[39:54] sources and through Capital uh
[39:58] already approved Capital funding we
[40:00] won't be needing to have funding
[40:03] requests implemented for you until year
[40:06] three which we which our plan would be
[40:08] to have it built into our operational
[40:10] budget
[40:12] thank you
[40:13] any other questions or comments
[40:18] so thank you Mr Williams
[40:21] um just listening to what type um just
[40:24] all the time that it's going to save
[40:26] officers and lyrical work and things can
[40:29] you actually see a savings in this
[40:33] I do I do I say I see I see Savings in
[40:37] many different places from our civilian
[40:39] staff meeting West civilian staff to do
[40:42] some of the work that this will do
[40:43] automatically and then saving on our
[40:46] training in where we could do more
[40:47] on-shift training using the virtual
[40:49] reality platform we will very soon have
[40:52] our range Deployable in that area we
[40:54] could use for the virtual reality
[40:56] training and then from not having to do
[40:59] the tagging
[41:01] there's a Time Savings where we can get
[41:03] officers back on the street much faster
[41:09] I just wanted to um say so this also
[41:13] comes with that discount if we if we
[41:15] sign the contract if we move forward
[41:17] with this contract they were seemed like
[41:21] like us because we were going for a
[41:23] multi-year
[41:24] contract and I like if you want to just
[41:27] reiterate that that's that's true excuse
[41:30] me um
[41:31] it comes with this pretty substantial
[41:33] discount
[41:34] the um
[41:36] for the officer safety plan there's a
[41:38] built-in 141
[41:43] there's a built-in 1.4 million dollar
[41:46] total savings which is 141 000 per year
[41:50] and that's the savings from bumbling it
[41:52] together and having entering into a
[41:55] 10-year agreement which
[41:58] um is actually a five-year agreement
[42:01] with a five-year Auto renewal right the
[42:04] city would have the opportunity to act
[42:05] out after five years the City also has
[42:08] the opportunity
[42:10] to opt out if the council does not fund
[42:12] it each year
[42:16] for the for the uh in car videos it's a
[42:19] total of 300 000 savings by entering
[42:22] into this agreement all at once and then
[42:24] for the interview it's a fifty two
[42:25] thousand dollar savings
[42:28] full for 10 years
[42:31] that's perfect
[42:33] um Jake you mentioned something about
[42:34] bias prevention features could you just
[42:36] examine that a little bit
[42:38] that's part of their virtual reality
[42:40] which is they're going to create
[42:41] platforms
[42:43] um to work in that space to help train
[42:46] officers to avoid implicit bias
[42:53] falling so Chief first of all thank you
[42:56] and I guess my question is around it
[43:00] seems like we'll be able to really
[43:02] capture a lot more data this way and a
[43:05] lot more efficiently which I think we'll
[43:06] have some here I'll call savings there
[43:08] um to further that we would set that in
[43:13] the more of having that cloud which I
[43:15] was really I think is a really powerful
[43:17] thing as they're going to be any policy
[43:21] changes like around a group so when we
[43:23] increase the the
[43:25] capacity to capture data to your point
[43:28] kind of like transparency is there
[43:29] anything you need you foresee any
[43:30] positive changes around us who can see
[43:32] videos like like uh like is it video
[43:36] analy that we can capture this much
[43:38] video now is it something that like the
[43:40] police
[43:41] for Community review board would have
[43:43] access to them and things like that I
[43:45] can see that in the future once we get
[43:46] it up and running I can see us being
[43:49] able to share videos a lot easier right
[43:51] now our our our biggest reason for not
[43:54] sharing videos is resource dependent on
[43:56] the ability to Auto redact and even Auto
[43:59] transcribe is going to make it a lot
[44:01] easier for us to attach those videos and
[44:04] uh and that's the biggest reason we
[44:05] don't share them is that it takes almost
[44:07] eight hours to their document right now
[44:09] right so the answer is yes as we evolve
[44:12] we will change our policies to reflect
[44:14] our capabilities
[44:18] any other questions or comments
[44:21] I know for myself I had the opportunity
[44:23] to meet with Chief Clifford and just
[44:25] have more of a deep dive into the
[44:27] student benefits this program having a
[44:29] background of the civilian police review
[44:30] board I've seen some of the issues that
[44:33] kind of inherently the police department
[44:35] deals with where audible cameras aren't
[44:38] activated due to situational issues and
[44:41] a lot of these Technologies are going to
[44:42] help deal with that so I appreciate you
[44:44] going into detail about how this
[44:45] benefits the public and I
[44:49] excited to see how this should we
[44:51] approve it benefits our city at large so
[44:54] if there are any further comments if I
[44:56] can have emotions so second all is your
[44:58] favorite five
[44:59] thank you thank you thanks Steve and
[45:02] then we're going to move to the next
[45:03] agenda item which is fiscal year 2022
[45:07] State Homeland Security grant program
[45:09] and that'll be PC membership I couldn't
[45:13] pass this one move along so I tried
[45:15] um
[45:17] restaurant College is kind of a joint
[45:19] Endeavor that we've been doing for years
[45:21] this year we rewarded the 23 000 670 in
[45:26] the legislation request you'll see the
[45:27] breakdown and we kind of have some
[45:30] Envision but if we would towards the
[45:32] accident program and we wanted to
[45:35] allocate this money towards 198 670
[45:38] 000 towards the Exxon program
[45:40] um there is a five thousand dollar
[45:42] support of C Central Station program
[45:44] which is a state initiative that
[45:46] we weren't necessarily mandated to
[45:48] participate in those strongly suggested
[45:50] and maybe we'll be preparing some some
[45:52] opportunity as well this is tied in with
[45:56] the health care system or any car video
[45:58] system where we as Chief has stated just
[46:02] to dive into the budget you know we
[46:04] constantly look for Grants and to answer
[46:05] your question about funding for this we
[46:07] have two years worth of funding
[46:09] available right now for the secure next
[46:10] year's experience like you said have
[46:12] been historically keep on coming that we
[46:14] feel we can continue to tap into to
[46:17] serve the purpose of the Soul Exxon plan
[46:19] we know it's very expensive but it's
[46:20] very important to the department and
[46:23] we'll continue to research for some
[46:25] funds and this is just one example of
[46:27] how we're doing that as well
[46:30] questions
[46:36] um
[46:40] thank you thank you you're gonna skip
[46:42] back to the top uh it's going to be
[46:44] portable radios by Chief corner
[46:56] so I come to talk to you about a gram of
[46:58] the receipt so if I first granted a year
[47:01] ago it's a FEMA gram that's called
[47:04] assistance required levels
[47:07] our main focus when we wrote this grant
[47:10] was the accountability and safety of our
[47:13] Personnel not only our fire scenes but
[47:15] also in a large scale
[47:20] and what was available as far as
[47:22] accountability
[47:24] programs really didn't do what we were
[47:26] looking for
[47:28] the technology just wasn't there
[47:30] so we looked in into a little bit deeper
[47:33] and
[47:35] the portable radios that we currently
[47:37] have
[47:39] um let me just back up
[47:41] recently the county just went to a whole
[47:44] new radio system they found another
[47:46] Advanced radio system
[47:48] so it has a lot of benefit to one of the
[47:50] benefits is GPS
[47:54] we have the ability now to locate
[47:57] Whoever has that radio and where they
[47:59] are
[48:00] so that
[48:01] is a major reason why we went for
[48:04] additional renewals we broke this grant
[48:06] to purchase
[48:09] another 57 radios to supplement what we
[48:13] already have on the job now and what
[48:15] we'll be able to do is to issue a radio
[48:18] to every member on the department so
[48:20] when that member has that radio and it's
[48:22] turned on it will be able to look and
[48:25] that is a huge accountability
[48:27] factor for this
[48:30] so we wrote the Grant and it's a 458 000
[48:33] plus dollar Grant
[48:36] um
[48:37] there is a city's component to it this
[48:42] City would have to
[48:44] um supplement 41 000 plus and we already
[48:48] have the funding in our budget floor so
[48:51] we moved that we I asked that you
[48:55] approved us that we've accepted Grant
[48:59] thank you
[49:00] any questions or comments
[49:02] I'll second it all in favor all right
[49:05] thank you and then lastly we were
[49:09] questioning the New York State's
[49:10] Department transportation cleanup by Mr
[49:12] twice thank you
[49:15] um so I'd like to request the resolution
[49:18] that um
[49:20] I'd like to request set a resolution be
[49:22] sent to New York State Department of
[49:24] Transportation to take action to clean
[49:26] up our
[49:33] of um in Route 7 coming into Schenectady
[49:37] and surrounding Schenectady
[49:40] I've recently seen that mowing has
[49:43] started but
[49:46] to
[49:48] immediately to the New York State
[49:50] Department of Transportation asking that
[49:52] it's a regular scheduled Mowing and
[49:55] cleanup
[50:00] any questions or comments yeah so was it
[50:04] should we be doing the resolution we
[50:06] should we ask for a lot of requested
[50:08] that they do that
[50:10] again a big resolution I was told to
[50:14] request oh
[50:16] that we should do resolution form as a
[50:19] phone as opposed to live
[50:21] request yeah
[50:28] certainly the city council can pass the
[50:30] resolution you know directing anything
[50:32] you know requesting that the state take
[50:34] action but you know obviously we did
[50:37] that last at the last council meeting
[50:39] you know with a resolution to the state
[50:41] to take action related to speed cameras
[50:43] so it's something that would defend the
[50:45] city council for passing resolution
[50:46] asking that the Department of
[50:48] Transportation take care of Route 7 and
[50:52] Interstate e-90 quarters
[50:56] you have a question Mr mcgrant um yeah
[50:59] um did we come to this in the past
[51:02] if we had
[51:04] been
[51:05] very levels of effort put by the state
[51:09] and some of their right-of-ways from
[51:11] staffing issues so it becomes
[51:15] you get a wetter season of course
[51:16] there's more growth and then of course
[51:18] it's what people do in terms of General
[51:22] litter other things which detract phones
[51:25] of people behave themselves of course it
[51:27] looks better if they don't there's a
[51:29] more negative impact otherwise just stop
[51:32] which thumbs to our deal team the
[51:33] regards to this I have not reached out
[51:36] to dot units
[51:38] thing that you want to do more
[51:40] administrative because
[51:42] you have the capacity
[51:44] more than happy to call the regional
[51:46] director
[51:47] picking up through specific areas too
[51:49] when concentrated on
[51:52] this
[51:53] the whole quarter and the whole economy
[51:56] exit five coming down into the city
[51:59] um seven foot
[52:01] growth okay I'm trash you know people
[52:04] pull up at the light throw something out
[52:06] and move on but again with the litter
[52:09] policy that we have going on in the city
[52:11] um
[52:13] supposed to touch that trash so again
[52:16] coming down any exit into the city it's
[52:18] just
[52:20] overgrown hello Miss Patrick I mean I
[52:23] can say that in my specific
[52:28] hair cleanups at
[52:30] of the
[52:31] things that is near Broadway you know on
[52:33] Broadway and we actually had stopped
[52:36] doing so well I'm just saying that
[52:38] volunteers can't really do it easily
[52:40] over the dot had changed their
[52:42] guidelines so we do
[52:44] Park cleanup instead but I would support
[52:47] this resolution because I think that um
[52:50] having like I hope that the miracle call
[52:52] also but I
[52:53] [Music]
[52:55] did as we have done now a couple of
[52:57] times over the last several weeks
[52:59] might add to emergency and I think
[53:03] anything we can be doing to try to
[53:05] purify especially the entrances to our
[53:07] city it's really good so
[53:11] any other questions so um can we like
[53:15] add a request for signage as well
[53:16] because I know there used to be a time
[53:17] when there was a sign that were
[53:18] assignment on there that said this is
[53:20] much of a fine for living so it might be
[53:23] worthwhile to if requested those if we
[53:26] could get signage again as well
[53:29] any other questions or comments yeah
[53:31] just so Mr okay so I but I hear you
[53:35] saying is that so so we don't have to
[53:39] kind of pick we do both right the mayor
[53:41] could you know make that call if you
[53:43] decide to do so and then a resolution
[53:46] um with all of our signatures on it you
[53:48] know for lack of a better term might you
[53:50] know demonstrate a little more
[53:52] significant we draw a little more
[53:53] attention to this right here yeah
[53:56] absolutely I mean I know I campaign that
[53:59] and I'm sure everyone campaigns on it
[54:00] you know it's quality of life issues
[54:02] here in the city I don't want to see it
[54:08] your comments
[54:10] if there are none if we have a motion to
[54:14] prove the resolution and in addition to
[54:17] requesting signage if I heard that
[54:18] correctly
[54:19] that's part of the message
[54:22] so second all's in favor hi
[54:26] if there are no other items to before
[54:28] safety contact promotion to turn second
[54:32] favorite
[54:38] I'd like to call to order health and
[54:40] Recreation we have one item on the
[54:43] agenda and that is to um authorize the
[54:46] mayor to enter into an agreement with
[54:48] wmb golf carts for the lease of 62
[54:52] Libyan power
[54:53] golf carts and GPS systems at
[54:56] Schenectady uni and um
[54:58] it asked Mr Dan
[55:05] good evening everybody
[55:09] just described we're asking the city to
[55:13] authorize an agreement into a five-year
[55:15] at least
[55:17] wmb golf carts they are
[55:21] proprietor of Yamaha
[55:23] golf carts and that is currently the
[55:26] vendor that we're using right now
[55:28] we have gas powered carts right now it's
[55:30] kind of a hybrid version where they
[55:32] sustain better gasoline mileage
[55:35] you feel that it's better to move into a
[55:37] Lithium powered battery operated golf
[55:40] cart just get out of the old gas and a
[55:43] view of things
[55:45] particular batteries
[55:48] apparently hold a longer charge
[55:50] throughout the course of the day so for
[55:53] instance if one of you wanted to play
[55:55] you go out for 18 holes you can go out
[55:57] and play another two rounds of 18 holes
[55:59] on one charge
[56:01] there's a lot of golf would be a little
[56:02] tired
[56:03] all the way through it
[56:06] um
[56:07] and the maintenance is just it's
[56:10] ridiculously small as compared to what
[56:13] you have to do with a battery or a gas
[56:14] powered car now the engine making sure
[56:16] that's running up you know tips out and
[56:19] then when you had lead battery uh
[56:22] carts I don't know if you've ever seen
[56:23] But when you lift the seat up you can
[56:25] see all the batteries in there and you
[56:26] actually have to fill each battery with
[56:29] water with lithium you don't have to do
[56:31] anything it's just charge it you're not
[56:35] um so we came to the decision to go with
[56:37] wmb again based on the numbers they just
[56:40] provided a much more uh competitive
[56:43] number than the other two did
[56:47] especially with their GPS
[56:50] units that they're going to install the
[56:52] carts for us the GPS is a nice feature
[56:55] for golfers they can see how far they
[56:56] are to the hole on of course we can put
[56:59] advertising on there create some more
[57:01] additional revenue for the course and a
[57:04] benefit for the staff and myself is we
[57:06] can see where every single golf cart is
[57:07] in the golf course
[57:08] and now they've even gotten so updated
[57:10] that we can see for instance if your car
[57:13] was out on the 15th hole it's near a
[57:16] very low charge we could run out and
[57:18] replace it for you so it doesn't happen
[57:20] another benefit is if a player is
[57:23] driving into an area they're not
[57:25] supposed to be like an entirely
[57:26] sensitive area the car will shut off and
[57:29] then they would have to literally back
[57:31] up out of that area
[57:33] so we may be shutting those off about
[57:35] 100 times a day
[57:38] but we will be able to do that so
[57:41] they'll be much quieter
[57:43] like I said much less maintenance I
[57:45] think it's
[57:48] I think if you have any questions that
[57:50] we have to answer those questions
[57:54] okay if there's no questions or comments
[57:57] I'd like to ask for a motion absolutely
[58:00] the second second all in favor
[58:03] aye okay thanks
[58:09] oh I'm sorry I'd like to call for a
[58:12] motion to adjourn uh health and
[58:14] Recreation in a second and all in favor
[58:17] thank you that's called government
[58:19] operations order we have one
[58:22] item on the agenda and that is a
[58:25] reminder amending amending of the city
[58:27] ordinance regard to residency
[58:28] requirement and this
[58:30] Mr President Porterfield thank you so um
[58:33] you know we've been discussing this and
[58:34] we did have a public hearing regarding
[58:36] amending the state ordinance 876 debt
[58:39] one we've already residency we had five
[58:42] people come to speak of public hearing
[58:44] and um on the 8th so next step is
[58:47] actually ringing before the council for
[58:49] those things on that so if anyone has
[58:51] any questions or concerns about the
[58:54] discussion that that happened at the
[58:56] city council engagement
[59:00] just a moment
[59:02] I still think there needs to be some
[59:04] sort of differential between City
[59:07] employees staying in the city and versus
[59:10] not safe
[59:11] I have no problem with it expanding the
[59:14] residency requirements obviously it's
[59:17] needed but
[59:18] you know City staff who live in the city
[59:22] should have some sort of differential
[59:25] advantage to being here because we've
[59:29] seen it with the school district where
[59:31] we have superintendent living in Clifton
[59:33] Park a vice superintendent living in
[59:36] this unit engaged with that Community
[59:38] they're not engaged with our community
[59:40] and you want our employees to be in the
[59:44] city if they can because it'll be more
[59:46] engaged and
[59:48] you know we should have some sort of
[59:50] difference for them
[59:52] you know if you're not living in the
[59:54] city you shouldn't make the same mess if
[59:56] you live in the city
[1:00:04] and everything
[1:00:05] um but the financial implications of us
[1:00:07] trying to do that are going to be huge
[1:00:09] we have a lot to look at and um we do
[1:00:12] have a board current well there's a
[1:00:14] residency board available for us to
[1:00:16] waiver for people who when they have a
[1:00:19] specialty that we it's difficult for us
[1:00:21] to fill we can do that and additionally
[1:00:23] we already are in the situation where we
[1:00:26] have employees who live outside the city
[1:00:28] who live in the county and that clearly
[1:00:31] demonstrate that we need to be able to
[1:00:33] hire and expand our pool of people that
[1:00:36] we can hired from and it's not a problem
[1:00:40] that's only to Schenectady it's all over
[1:00:43] people are struggling to build
[1:00:45] um positions we are as I've heard it
[1:00:48] described operating on a skeleton crew
[1:00:51] of people so I I you know we really need
[1:00:54] to um do something so that we're
[1:00:56] supporting our employees so that we're
[1:00:57] getting the work done so that um people
[1:01:00] aren't stretched very very thin and
[1:01:02] um and I know the mayor always says you
[1:01:04] know if we're if we're suffering
[1:01:06] anyplace but sometimes things happen
[1:01:07] that we aren't getting done that we
[1:01:08] don't always necessarily see initially
[1:01:11] so I'm you know I really think that we
[1:01:13] should move this forward the county has
[1:01:15] already done this they've done this I
[1:01:16] didn't think they did this five years
[1:01:17] ago or more and
[1:01:20] I think it's just time we do that in
[1:01:22] order to fill some of the numerous
[1:01:23] openings that we have in the city
[1:01:27] yeah so I so this is a issue that kind
[1:01:30] of my thinking past a long time you know
[1:01:34] um because originally I was completely
[1:01:36] against this
[1:01:38] um and I was against it because I want
[1:01:40] to make sure that we are prioritizing
[1:01:42] people to live that live in the city I
[1:01:44] want to make sure that the money that
[1:01:46] we're paying out in the city is
[1:01:47] supporting our current tax paying our
[1:01:50] current tax base as long what what Mr
[1:01:52] Pauline is talking about that level of
[1:01:54] Engagement investing in the community I
[1:01:56] think that those are all good reasons
[1:01:59] um to uh you know have some concerns
[1:02:02] about this however ultimately
[1:02:05] don't have the people
[1:02:07] to do the job
[1:02:10] right now and considering the current
[1:02:12] labor market we have to be responsive
[1:02:14] and adapt so I think that you know I
[1:02:16] think it really has evolved in that and
[1:02:18] I I am in support of this
[1:02:22] I also would think that we need to be
[1:02:24] really thinking about being creative how
[1:02:26] we incentivize people living in the city
[1:02:28] because that is a I think it's a really
[1:02:30] reasonable concern so I think that we
[1:02:32] should um when I think
[1:02:35] or that might be something that they
[1:02:40] appropriate task for them I know to be
[1:02:42] able to
[1:02:42] better answer that so I mean I think
[1:02:45] that all things considered any it's a
[1:02:47] reality that we have a responsibility to
[1:02:49] address but I also think that we should
[1:02:52] kind of think about ways that we can
[1:02:53] incentivize people to actually literally
[1:02:56] see
[1:02:57] I actually would say the same thing my
[1:03:00] eye was originally
[1:03:03] against this proposal primarily because
[1:03:06] I really feel very strongly that when
[1:03:09] you have folks living here they're going
[1:03:12] to be invested here they're going to
[1:03:13] have pride here and they'll get involved
[1:03:15] and they will do everything that they
[1:03:17] to make sure that the city remains a
[1:03:21] wonderful place to live it gets even
[1:03:22] better as a place to live I think that
[1:03:25] we've seen on throughout time especially
[1:03:28] through this last
[1:03:30] revitalization Decades of Schenectady
[1:03:33] that it's been groups of people one
[1:03:35] right after the other that have done
[1:03:36] things that have helped this city to
[1:03:39] continue to flourish and grow so I think
[1:03:42] having our employees living here is
[1:03:45] really important
[1:03:47] feel very strongly about that however
[1:03:50] the idea that Mr Paul Manning brought up
[1:03:53] at the last committee meeting of having
[1:03:55] the differential in some way an
[1:03:58] incentive for the employees given the
[1:04:02] employment crisis that we are facing
[1:04:05] um and the reason why this brought this
[1:04:08] forward to try to increase that
[1:04:09] catchment area I think those two things
[1:04:12] work very well together I think that we
[1:04:15] should be definitely considering the
[1:04:16] differential so I don't know if we move
[1:04:18] it forward today out of committee
[1:04:21] can we still add on the differential or
[1:04:24] should we be
[1:04:25] adding that in here today
[1:04:28] before we move it out of committee I'm
[1:04:30] asking the question I wasn't
[1:04:33] but I I really want to see that
[1:04:35] differential
[1:04:37] um added in
[1:04:39] so those are Financial things that would
[1:04:41] really have to talk to our finance
[1:04:43] department about that's not something we
[1:04:45] can do
[1:04:46] today and say that I will say though
[1:04:49] that it uh for to me for me we would
[1:04:51] definitely include the fact that if we
[1:04:52] had two employee two candidates who were
[1:04:55] people and one lives in the city and one
[1:04:58] lives in the county then the person in
[1:04:59] the city is the person that we would
[1:05:00] choose to definitely have that part of
[1:05:02] the legislation but it would really
[1:05:05] increase our bottom line if we were to
[1:05:07] try to and would push this out even
[1:05:09] further if we would really try to make
[1:05:11] sure we get those financial things in
[1:05:13] place I know we're going into budget
[1:05:14] season and that's certainly something we
[1:05:15] can consider at that time
[1:05:19] so I know for me I think if we're
[1:05:20] discussing differentials they would have
[1:05:22] to incorporate staff Who currently live
[1:05:24] within the city for it to be implemented
[1:05:26] equitably in my opinion but I think if
[1:05:29] there was an opportunity to raise wages
[1:05:31] even in deferential I would be more in
[1:05:34] line with rewarding the staff that
[1:05:36] remained on despite our staffing
[1:05:38] limitations and we're still invested in
[1:05:41] the city despite having limited
[1:05:43] Staffing I think if we're going to
[1:05:49] Courtney wage differences I again the
[1:05:51] work that our city employees are doing
[1:05:53] in their current situations is
[1:05:55] applaudible and I appreciate everyone
[1:05:57] who continues to be a part of all the
[1:05:59] work that is happening here in this
[1:06:00] building and
[1:06:02] increase the level of applicants and
[1:06:05] prioritize living in the city again my
[1:06:08] position would be how do we appreciate
[1:06:10] the people that are here while also
[1:06:11] still working forward to increasing our
[1:06:14] application
[1:06:18] so a couple things first of all
[1:06:21] in regards to an employee applicant for
[1:06:25] either the city or elsewhere
[1:06:30] sure if they're equal we want to hire
[1:06:32] the city best but we can't just say
[1:06:35] we're going to hire the city president
[1:06:36] regardless if someone is more
[1:06:40] qualified then you hire that person
[1:06:42] that's the point of this legislation so
[1:06:45] to say that is just would be wrong and
[1:06:49] then secondly
[1:06:51] doing this regardless isn't going to
[1:06:54] solve the problem overnight quite
[1:06:57] frankly it probably won't solve a
[1:06:58] problem
[1:07:00] um and I would recommend that if we're
[1:07:03] going to do this it's not only just the
[1:07:04] county but we open it up if you're truly
[1:07:07] going to open up the applications and
[1:07:10] you open them up you don't just open it
[1:07:12] up for the account
[1:07:13] and this way we can get application
[1:07:16] pools up and quite frankly like I said
[1:07:20] still not going to solve this problem
[1:07:21] get more applicants and maybe we'll take
[1:07:24] a dent in the summer but this uh
[1:07:27] honestly we really should do something
[1:07:31] make a difference for those that are
[1:07:34] living in the city who are engaged who
[1:07:37] are putting their skin in the game and
[1:07:41] their money in the game and
[1:07:44] I really truly
[1:07:47] that's where I'm at so so it seems like
[1:07:52] there's really there is a there's seem
[1:07:55] like there's an alignment of ideology
[1:07:57] here that we think that clearly you know
[1:07:59] I think we do this in other spaces right
[1:08:01] we prioritize you know the people are
[1:08:04] trying to purchase even you know safety
[1:08:05] properties we want to prioritize people
[1:08:07] who are going to live in the city
[1:08:09] because we know there's just inherent
[1:08:10] value that the you know uh you know
[1:08:13] different levels of just long-term
[1:08:15] investment and also neighborhood
[1:08:16] stabilization as well so I think that
[1:08:18] you know we would approach to approach
[1:08:20] this with that same lens we do well
[1:08:24] but I think to
[1:08:27] there are other voices that you know
[1:08:29] will need to be at the table as far as
[1:08:32] we talk about um
[1:08:34] you know uh the differential
[1:08:36] um of which you know I would say I
[1:08:38] consider more like as an incentive to be
[1:08:40] here and I think that that might even
[1:08:42] include like Barbie demons at some point
[1:08:44] I'm not really sure you know how that
[1:08:45] works so I think that
[1:08:47] right now we could kind of be meeting
[1:08:49] the moment of responding to we got to
[1:08:52] grow the African poor
[1:08:54] um but
[1:08:56] strongly suggest we keep our eye on the
[1:08:58] ball and how are we going to
[1:09:00] give you kind of differential indoor
[1:09:03] incentive for people
[1:09:06] I suppose but I would say to your point
[1:09:08] of expanding beyond the county limits I
[1:09:10] think if we change
[1:09:11] or incorporate too too high of a change
[1:09:15] in policies or anything it's not as
[1:09:17] measurable so although I agree that the
[1:09:20] change isn't bound to happen overnight I
[1:09:22] think we're all realistic with that
[1:09:23] understanding I think if we're not
[1:09:25] measurable then we won't understand how
[1:09:28] we adjust and move forward in the future
[1:09:32] course it's measurable we know where our
[1:09:34] employees live we'll know who's taking
[1:09:36] jobs who's not we know who's at applying
[1:09:39] who's not applying we'll be able to
[1:09:41] track that that can easily put it be put
[1:09:44] into a GIS system or a database to to
[1:09:47] address that and to your point you're
[1:09:49] absolutely right with the bargaining
[1:09:53] units but if we don't put that into this
[1:09:56] legislation that it's going to be
[1:09:59] addressed then it typically won't be
[1:10:02] addressed and that's why I'm saying it
[1:10:04] should be in part of this I'm not saying
[1:10:06] it's initial okay we're putting out the
[1:10:10] job announcement you live let's get
[1:10:13] there and you apply you get the job of
[1:10:16] course right now we don't have that
[1:10:18] ability to to renegotiate the contract
[1:10:21] but at some point it needs to be so we
[1:10:24] move forward with with the higher but I
[1:10:27] would like to see it included in this
[1:10:30] because otherwise it won't be
[1:10:36] adults comics
[1:10:39] of course oh I'm sorry I'm sorry thank
[1:10:43] you
[1:10:44] so of course I am in favor of the
[1:10:47] presidency
[1:10:48] well that's in effect
[1:10:50] um I think I I asked before if um you
[1:10:52] know we could just do an overall raise
[1:10:54] and I think that was done a couple of
[1:10:55] years ago it's not in the budget to a
[1:10:58] given overall raise but again I think I
[1:11:01] think because of what people put into a
[1:11:03] community and how they want to live here
[1:11:05] and I don't want to see people already
[1:11:08] employed here in the city looking to
[1:11:11] engage themselves out elsewhere and live
[1:11:14] and put into that community and
[1:11:17] City that they before so again
[1:11:20] I I would be in favor of a differential
[1:11:24] if we could determine what we want but I
[1:11:27] really am in favor of a residency for
[1:11:31] we've been in effect since 1988 but I I
[1:11:33] think it's been good for our city
[1:11:40] all right is the council looking to do
[1:11:43] this progressively or is a blanket to
[1:11:48] take employees who say are in
[1:11:50] non-compliance today in
[1:11:53] waive their violation of any residency
[1:11:56] requirement
[1:11:58] the goal that I have is that we expand
[1:12:01] it to the county and and we can then
[1:12:04] take a look and see how I have to agree
[1:12:06] with Mr Williams at how that's working
[1:12:08] out and this is not something because I
[1:12:10] you know I'm not here on every day but I
[1:12:13] do listen to and talk to the employees
[1:12:15] who are here every day and they are
[1:12:17] saying that we are clearly understaffed
[1:12:19] so although we're the decision makers
[1:12:21] we're deciding with the staff and not
[1:12:22] necessarily just for them so I think he
[1:12:24] really has to listen to that voice and
[1:12:26] we have we can see that you know that
[1:12:28] there's these three additional stuff and
[1:12:30] so my my answer to your question is that
[1:12:33] we expand to the county at this point in
[1:12:35] time going progressively so people I
[1:12:38] hired tomorrow
[1:12:40] awesome
[1:12:43] yes and are you are you asking me the
[1:12:46] people who currently worked in the city
[1:12:48] and and live outside the city or they
[1:12:51] included in this
[1:12:52] when I say are they grandfather then is
[1:12:55] that your question that's my question I
[1:12:56] would say yes
[1:13:00] I don't see how we I personally don't
[1:13:01] see how we exclude them when they've
[1:13:03] been here doing the job
[1:13:06] and you know where you currently live
[1:13:08] outside the city I I don't see them by
[1:13:12] inference I have direct knowledge and
[1:13:14] take affirmative action
[1:13:18] some people file
[1:13:21] what appears to be residency within the
[1:13:23] city
[1:13:26] creates really an awkward two-tiered
[1:13:28] system
[1:13:30] I will tell you I've been around a
[1:13:32] number of years I joke but I've been in
[1:13:36] my office I have never had anybody sit
[1:13:38] and chairs in my office say they're
[1:13:40] overpaid or a department is overstaffed
[1:13:46] the nature of what
[1:13:49] we do
[1:13:50] people are under pressure to perform
[1:13:53] covid is strained
[1:13:55] delivery of services
[1:13:57] hiring not only within the city has been
[1:14:02] difficult for
[1:14:04] I'll say the last six months maybe a
[1:14:08] little bit longer or clearly seem to
[1:14:10] shift it
[1:14:11] in terms of the available candidates and
[1:14:14] candidates interviews some today
[1:14:17] city is not a question but be here
[1:14:20] understand what the law is today and
[1:14:23] would be more than willing to comply
[1:14:25] with
[1:14:27] you yeah just a couple of questions with
[1:14:30] regards to when we when we call into the
[1:14:32] residency and the public hearing we
[1:14:34] asked for it to be extended from the
[1:14:36] county yes if we were to go beyond that
[1:14:39] what we would we need another public
[1:14:41] hearing
[1:14:43] I would
[1:14:44] yes
[1:14:48] uh I would say that it would
[1:14:50] substantially change the language that
[1:14:51] was reviewed and it should be
[1:14:54] entertained in another public hearing
[1:14:56] and also a follow-up question in terms
[1:14:59] of incentive I don't think we mentioned
[1:15:00] incentive in the public hearing do we
[1:15:03] need to add a it would be everywhere
[1:15:05] till that it would be a new move forward
[1:15:07] if you're proposing language to include
[1:15:10] in the code then I would suggest that
[1:15:14] you have another public hearing to
[1:15:16] include that because it is a substantial
[1:15:18] change
[1:15:21] so I think
[1:15:23] what we're saying well first I have a
[1:15:25] question Lisa maybe you're saying like
[1:15:27] what we suggested that people would be
[1:15:29] exact like I don't understand personally
[1:15:32] what they would be acceptable from
[1:15:34] because like they're hearing what I
[1:15:36] don't understand what we're saying like
[1:15:38] my question currently they create the
[1:15:40] impression of the residence of the city
[1:15:42] and
[1:15:43] they love the ultimate
[1:15:46] okay
[1:15:50] I would I put you know I put this
[1:15:53] forward we've been discussing for a
[1:15:54] while I'd like to see us move forward as
[1:15:56] is and if we need to discuss it further
[1:15:58] and changing starving the public hearing
[1:16:00] otherwise we're kicking this hand down
[1:16:01] the road
[1:16:02] and I think most of us agree anyway that
[1:16:06] we need to increase our staff and we
[1:16:08] have to figure out ways to do it and so
[1:16:10] we could you know discuss discuss this
[1:16:12] like for a month on end and not take any
[1:16:14] action but we need to take action
[1:16:17] and again I can come up with this just
[1:16:18] because I thought of it but but because
[1:16:20] staff is saying it and in addition to
[1:16:24] that there are people
[1:16:26] um that have applied but cannot work
[1:16:28] here be just because they live outside
[1:16:30] the city
[1:16:37] that's okay
[1:16:39] um I I would like to
[1:16:41] um I think that I unless we do a strong
[1:16:44] a straw kind of thing but I think
[1:16:48] we need to have another public hearing
[1:16:50] to talk about the differential and the
[1:16:52] community
[1:16:53] um that was the other piece
[1:16:56] it's finally Beyond account expanding
[1:16:57] behind beyond the county I think we
[1:16:59] should have that public hearing facility
[1:17:00] we said that tonight we would be able to
[1:17:03] have that public Hearing in two weeks
[1:17:05] scratch yeah
[1:17:11] it would be well the collected
[1:17:13] bargaining is a whole separate issue and
[1:17:14] that can't even I mean no I mean we
[1:17:17] can't I mean that would have to be
[1:17:19] something that's outside of what we're
[1:17:20] talking about here this evening
[1:17:23] anyways however it's going to be part of
[1:17:26] increasing and incentivizing that's not
[1:17:28] something we can decide that has to be
[1:17:29] part of the collective part of the need
[1:17:31] so that's that's going to take them to
[1:17:33] be an even longer process
[1:17:36] because they agree with yourself they
[1:17:37] said that's why the mayor sits with with
[1:17:40] the different humans and they come up
[1:17:41] with that so does the residence you
[1:17:43] require an already part of those
[1:17:44] negotiations
[1:17:45] and I don't have any contracts that are
[1:17:49] open
[1:17:50] right now the police are coming up
[1:17:54] in management employees
[1:17:57] compensation package solely with
[1:17:59] discretion of the accounts so you could
[1:18:01] incentivize your deed incentivize that
[1:18:03] the collective bargaining process gives
[1:18:06] broad discretion to the mayor's position
[1:18:08] in terms of
[1:18:10] course
[1:18:13] conditions that we're looking for in the
[1:18:15] contract we've always done that
[1:18:17] consultation with the council but the
[1:18:20] PBA will be the next
[1:18:22] unit
[1:18:23] what's up and their contract
[1:18:27] pretty much already deals with residency
[1:18:32] to you know see that
[1:18:35] it's not going to be a lot of
[1:18:36] maneuvering in there nor would I
[1:18:38] recommend spending a lot of time or
[1:18:40] effort and trying to make major changes
[1:18:42] out of it as we can put it forth
[1:18:45] discussion either get some incremental
[1:18:48] movement
[1:18:49] a lot
[1:18:50] bigger issues than the public safety
[1:18:53] than the residency
[1:18:57] and as you said the police in the fire
[1:18:59] this does not apply them anyway they are
[1:19:01] required by state right so that doesn't
[1:19:04] apply so it's just other employees so
[1:19:06] again I'd like to see us move this along
[1:19:09] and not continue to bring it back
[1:19:11] because the discussions that we had in
[1:19:13] tonight or discussions
[1:19:15] that could have been brought up as we
[1:19:16] were going through this but here we are
[1:19:18] now we're gonna um
[1:19:25] can you give us a brief update on how
[1:19:27] many new applicants you have received in
[1:19:30] your office or requirements on how many
[1:19:32] new hires do they have to
[1:19:36] check with HR tomorrow morning
[1:19:39] I don't see the
[1:19:42] uh issued unavailable
[1:19:47] individuals continue we're starting to
[1:19:50] see people who are interested in coming
[1:19:52] back to work
[1:19:55] applying and so we're going to look back
[1:19:57] at this as a period of time when the
[1:19:59] city had difficulty in hiring people and
[1:20:02] so did other levels of government in
[1:20:05] businesses as well yeah and that was the
[1:20:07] reason why I asked the question when
[1:20:08] getting started to pick up now and see
[1:20:10] how I think
[1:20:13] like to see how many vacant positions we
[1:20:15] have
[1:20:17] because I know there's a number of them
[1:20:19] so first of all this was brought up when
[1:20:22] this initial conversation started
[1:20:24] secondly it was brought up for the last
[1:20:27] two budget cycles and then have support
[1:20:30] theory in those times and then with
[1:20:32] regards the contracts know what won't
[1:20:34] impact the police are fired but it can
[1:20:38] impact the management and it can be part
[1:20:40] of discussions with the other
[1:20:42] requirement units if we pass saying that
[1:20:46] we will have some sort of differential
[1:20:48] or incentive for employees to live in
[1:20:51] the city of course they'll bring that
[1:20:53] part into the contract negotiations so
[1:20:56] we can put that in now and when the
[1:20:59] units come for uh
[1:21:02] negotiation of course that'll be harder
[1:21:05] we do that with vacations and other
[1:21:07] things that we want so that would be an
[1:21:10] obvious uh extension
[1:21:15] and to add another
[1:21:17] wrinkle here that
[1:21:20] in terms of
[1:21:22] if we wanted to if we're trying to solve
[1:21:24] what might be we will have numbers when
[1:21:26] we see the new update updated chart
[1:21:28] figures
[1:21:30] we also could add in that this is a
[1:21:33] temporary solution to the hiring as well
[1:21:37] that we put a time period on whether we
[1:21:42] has the waiver of a residency
[1:21:44] requirement for a certain amount of time
[1:21:47] to solve some of the hiring issues that
[1:21:49] we're currently facing which we know for
[1:21:52] sure if we're facing once we see the
[1:21:54] figures
[1:21:56] and then go back and have the residency
[1:21:58] requirement again so that would be in
[1:22:01] other words that speaks a little bit to
[1:22:02] the measuring issue as well because
[1:22:07] I mean obviously we're going to know if
[1:22:09] we if we expand it and we start to see a
[1:22:12] flood of applications and that's your
[1:22:13] measurement right
[1:22:15] but at the same time there is that
[1:22:17] little wrinkle as well if you wanted to
[1:22:19] talk about that but we could make this a
[1:22:22] temporary
[1:22:22] Arrangement
[1:22:24] so I I agree as far as like because I
[1:22:29] don't think anyone and I could be wrong
[1:22:31] probably anyone is like wants this is
[1:22:33] something that you know we want to do
[1:22:35] you know just to do it this is
[1:22:37] definitely us responding to uh the labor
[1:22:41] market and things that all
[1:22:43] municipalities are facing right but most
[1:22:45] of them are so it's like
[1:22:46] I agree with it being temporary
[1:22:51] um but I would say just temporary based
[1:22:54] on us fulfilling the need and then us we
[1:22:58] are saying okay now that need is met now
[1:23:00] we can be responsive and
[1:23:02] I just think that the time limit for
[1:23:05] that that will kind of like you see what
[1:23:07] I mean like that might be a vehicle for
[1:23:09] me to be safe okay we're going to do
[1:23:10] this for six months but at six months we
[1:23:13] don't need that meet tomorrow so it's
[1:23:15] like we do this
[1:23:17] um and I think we do this progressively
[1:23:18] I think we you know uh to your point
[1:23:21] kind of like meet the moment of of the
[1:23:24] need of the city right now and then we
[1:23:29] incorporate some measurements and then
[1:23:30] we just recommend and be responsive and
[1:23:32] say hey maybe we can right now we're
[1:23:33] fully staffed and we could uh
[1:23:37] reiterate The Residency requirement
[1:23:42] I'd like to see a public hearing for
[1:23:46] moving The Residency requirement at all
[1:23:49] not just the county and then with the
[1:23:51] independent program is a student program
[1:23:54] is referring to
[1:24:04] questions and comments but we're not
[1:24:05] putting this on take the reminder so we
[1:24:08] get to vote on Monday
[1:24:14] are we moving this icon
[1:24:16] this evening as for
[1:24:19] public hearing
[1:24:21] whoa
[1:24:22] this is just a reminder right so we're
[1:24:24] working this is a reminder yeah so we
[1:24:26] have the public hearings
[1:24:33] so so then so we'll so we'll be moving
[1:24:36] it as um so then we need to be something
[1:24:38] as as is as this answer now and then
[1:24:41] what do you think okay
[1:24:44] or you could do the other public hearing
[1:24:48] if this doesn't pass out a committee
[1:24:51] so you have options yeah yeah so right
[1:24:54] so what it sort of seems like to me is
[1:24:56] what we're saying that we're going to
[1:24:57] what I think we do is we move it out
[1:25:01] with the understanding that we need to
[1:25:03] be uh looking to find ways that we that are actually
[1:25:08] doable to incentivize people that work
[1:25:11] in living in the city so with that said
[1:25:13] I'll entertain emotion for this
[1:25:19] please
[1:25:21] so before before you do that with with
[1:25:24] another public hearing I mean Mr
[1:25:26] Williams yourself Miss Patrick this
[1:25:28] morning
[1:25:28] have all spoke that they would like
[1:25:31] another well to the fact of different
[1:25:33] things need to be put into that so we
[1:25:37] need to entertain that with
[1:25:40] um incentive and opening it up to
[1:25:43] though though I agree 100 I also know
[1:25:46] that when we're talking about we're
[1:25:49] talking about an incentive there are
[1:25:52] there variables that are going to go
[1:25:53] into that that I don't I feel
[1:25:55] comfortable saying like oh this is what
[1:25:57] we can do right now so what I'm so what
[1:25:59] I'm suggesting is we move to meet the
[1:26:01] moment open up the uh the pool so we
[1:26:04] cast a wider neck to get more qualified
[1:26:06] employees with the understanding that
[1:26:08] we're going to um look for ways to
[1:26:10] incentivize people that live in the city
[1:26:12] because again that's something I agree
[1:26:15] when you're just talking a matter of
[1:26:17] weeks to have another Target here I mean
[1:26:20] it's not like it's going to change
[1:26:21] anything like that
[1:26:23] um I still think you know let's have the
[1:26:26] public hearing with opening it up and
[1:26:28] being sent
[1:26:30] and granted you're correct with regards
[1:26:33] to the incentive but that could be
[1:26:35] written in such a way that it would
[1:26:37] address it so we could hire like I said
[1:26:39] if you're from scare you take the job we
[1:26:42] could hire you there wouldn't be a
[1:26:44] differential at this point but we could
[1:26:46] figure that piece out as we go along
[1:26:50] um I'd like to again keep this with the
[1:26:52] county and not move it beyond that and
[1:26:54] if we want to include language to say we
[1:26:56] will incentivize when those contracts
[1:26:57] come out I'm certainly open to that but
[1:26:59] I don't I think that we should be going
[1:27:00] Beyond accounting point at this point
[1:27:02] thinking we should you know stay there
[1:27:04] and you know I'm open to like I said
[1:27:06] including incentivizing them when you
[1:27:08] get to that point we have to take a look
[1:27:10] at that and just to clarify what I said
[1:27:12] was if it's two applicants who are
[1:27:14] equally qualified then really chose the
[1:27:17] city at camp so I again would like to
[1:27:20] move it out of committee with the um and
[1:27:23] I will influence the language that said
[1:27:25] we look incentivize when you know who
[1:27:26] we've had that is something we could do
[1:27:28] when you came to
[1:27:30] looking at the bargaining units again
[1:27:32] but to move it out and stay within the
[1:27:34] county so we're saying so I agree so
[1:27:36] we're saying to move it out but we're
[1:27:37] including the language that
[1:27:39] um we'll be looking to uh incentivize
[1:27:42] people that live in the city I thought
[1:27:44] that two
[1:27:45] well I'm sorry cam direct legislation
[1:27:48] what you're going to do is gonna I'm not
[1:27:51] happy with it you're going to get it
[1:27:53] back in two weeks
[1:27:55] start again
[1:27:56] if I'm not happy with it you're gonna
[1:27:58] get it back in two weeks
[1:27:59] so the draft legislation is what came
[1:28:02] out to the public hearing and what needs
[1:28:03] to be added is what Mr power means about
[1:28:06] father so we could see that before
[1:28:07] Monday
[1:28:11] I think that what I've heard Mr Colton
[1:28:13] say was that we have to have a public
[1:28:15] hearing if we are going to
[1:28:17] change what was the public hearing that
[1:28:20] we had a couple of weeks of
[1:28:23] last week that we would have to have
[1:28:25] another public Hearing in order to put
[1:28:28] the language in above
[1:28:30] any kind of um incentive slash
[1:28:33] differential whatever
[1:28:35] would it be
[1:28:37] so I think that's what the holdup is is
[1:28:41] it's all completion yeah that's correct
[1:28:44] um if we're changing the language to
[1:28:47] substantially which is I would say you
[1:28:51] know extending you know beyond
[1:28:53] Schenectady County and even putting
[1:28:56] language in related to
[1:28:57] incentivizing you know uh residency in
[1:29:00] the city of Schenectady that would be
[1:29:01] you know even separately let alone
[1:29:04] together oh that's a significant change
[1:29:07] that would require a public hearing
[1:29:08] because
[1:29:09] essentially people have not had an
[1:29:12] opportunity to speak on this that
[1:29:13] proposed change
[1:29:15] in that case I would I would like to
[1:29:17] continue motions movie as it came on the
[1:29:20] public hearing
[1:29:26] the way to do this progressively too
[1:29:29] right like we can do this as we go right
[1:29:32] like that's that's what I'm here yeah so
[1:29:35] then we don't lose anything by moving it
[1:29:39] out as it is now and then
[1:29:43] adjusting the changes which I
[1:29:46] um support
[1:29:48] as far as incentives right so we can
[1:29:51] still do that so we're not going to
[1:29:52] necessarily
[1:29:54] the only issue with that and you're
[1:29:57] correct you can absolutely do that
[1:30:00] here now let's say passing something it
[1:30:04] goes through HR employees are applying
[1:30:07] on it this way let's assumed for sake of
[1:30:09] argument the other stuff passes two
[1:30:12] three four weeks later it all changes
[1:30:14] again it kind of doesn't make sense to
[1:30:16] do that to HR to applicants and so forth
[1:30:19] why not just wait for two weeks whatever
[1:30:22] it is get the public hearing done can be
[1:30:25] done with it once and for all so that
[1:30:27] applicants aren't confused HR isn't
[1:30:29] confused everybody's not confused or I
[1:30:33] would say answer that one because we've
[1:30:35] already done a public hearing on this as
[1:30:37] it is right so correct so being that
[1:30:39] we've already done that we're at the
[1:30:41] point now again where this isn't taking
[1:30:43] away from
[1:30:44] um further changes um
[1:30:46] what we're saying is that we're right
[1:30:48] now we've done that process so we can at
[1:30:50] least get this part out the way and
[1:30:52] bring people in um and Cast Away
[1:30:55] so when when you're having applications
[1:30:57] though
[1:30:58] you're saying you first you put out the
[1:31:01] job announcement you got to live in the
[1:31:03] city now we're changing you got to live
[1:31:05] in the county and then if we decide to
[1:31:07] change it you can live wherever and I
[1:31:10] mean within a small period of time
[1:31:11] you're changing all the rules right
[1:31:14] that's all I'm saying look you're making
[1:31:16] it very complex by doing that you know I I can appreciate that but I
[1:31:20] think that what I'm hearing is that as
[1:31:22] we if we if we're doing this and
[1:31:24] progressively we're not saying in a
[1:31:26] couple of weeks we're going to say let's
[1:31:28] open it all the way up we're saying like
[1:31:30] let's open it up to the county cast a
[1:31:32] wider net then have some time to see if
[1:31:34] that meant the need and then if it
[1:31:36] hasn't been to need them and consider
[1:31:38] her now we have to open it up you know a
[1:31:41] lot
[1:31:42] I'm sorry Mr Williams and the medicine
[1:31:45] is going to say is just playing
[1:31:46] sometimes that's why you read the whole
[1:31:48] job application so I mean it'd be
[1:31:50] different if we were hiring a bunch of
[1:31:52] kindergarteners if I could just put it
[1:31:54] lightly but I think everyone that
[1:31:56] applies for these jobs are competent
[1:31:58] enough if they have any questions they
[1:31:59] can always contact the HR office that's
[1:32:01] submitted on the bottom of every job
[1:32:03] application I'm not saying that it is
[1:32:06] not going to cause some potential
[1:32:07] discomfort but I think with the
[1:32:10] narrative consistently being that our
[1:32:12] council is slow to act I think we have
[1:32:13] made substantial steps as Mr Coleman has
[1:32:16] highlighted to put any more changes
[1:32:18] prolong this topic Mr Farley is plainly
[1:32:22] outlined that we can accomplish both as
[1:32:24] so magically captures every council
[1:32:27] meeting because all things can be
[1:32:28] correct tell me more
[1:32:30] so I think we push forth what we've
[1:32:33] already had and heard from from the
[1:32:35] community and this conversation is a continued to get all the
[1:32:39] information I appreciate Vanessa Patrick
[1:32:42] highlighting that and Mr Farley that
[1:32:44] they were not on board at first and I
[1:32:46] I'm open to hearing more details about
[1:32:49] adding in differentials but at this
[1:32:52] point the city has made it abundantly
[1:32:54] clear that they need help let's give
[1:32:56] them the help and let's continue this
[1:32:57] conversation
[1:33:01] um so again with
[1:33:03] um the differential incentive
[1:33:05] so there may be employees even in this
[1:33:08] room going something like
[1:33:10] since I live here I'm going to get more
[1:33:11] money right right
[1:33:15] um so like just let me saying
[1:33:18] just like you say by how confusing it
[1:33:21] may be to
[1:33:24] employees listening right now who live
[1:33:26] in the city and all of a sudden we pass
[1:33:28] this
[1:33:30] there may be an incentive down the road
[1:33:33] is there going to be an incentive down
[1:33:34] the road what's my incentive going to be
[1:33:38] um so by are these new hires going to
[1:33:41] get an incentive and we're not going to
[1:33:42] should I say that we have
[1:33:46] not take this process that's myself I I
[1:33:49] to actually to your point I think that
[1:33:52] you are kind of aligning with uh what Mr
[1:33:57] Williams is just saying because it's
[1:33:58] like because that came there can be some
[1:34:00] confusion there so so we uh so we do
[1:34:04] this um progressively and say this right
[1:34:06] here is the the wrong way to taxes but
[1:34:10] we're dealing with right now and then
[1:34:12] that part as far as incentives where I
[1:34:14] think we all I think most people seem to
[1:34:16] agree is necessary then we cross that
[1:34:18] bridge when we get to it that's what I
[1:34:19] mean
[1:34:20] so with that said I'm going to entertain
[1:34:22] emotions
[1:34:25] I mean if you if we pass this as this
[1:34:29] right an employee moves out of the state
[1:34:31] Who currently lives in the city
[1:34:33] that's well within their prerogative now
[1:34:36] and then if we decide to have some sort
[1:34:40] of progressive path
[1:34:42] process like you're talking about well
[1:34:44] if you live in the city you're going to
[1:34:46] get
[1:34:47] kind of like a yo-yo type thing and I
[1:34:50] believe we want this to move and speak
[1:34:53] for itself it seems there's support for
[1:34:56] public a new public hearing
[1:34:59] so if there's a support for a new public
[1:35:01] hearing why were we just waiting two
[1:35:03] weeks and do the new public hearing I
[1:35:06] I'm not I'm all for a new public hearing
[1:35:10] I personally think that we need to have
[1:35:12] a new public hearing on on the issue
[1:35:15] that we're talking about as far as the
[1:35:17] incentive incentivizing things because
[1:35:19] we didn't bring that to the public we
[1:35:20] didn't get the feedback but at this bus
[1:35:23] before we're at now we did do the public
[1:35:25] hearing we did lose some feedback and we
[1:35:27] all well most of us seem to be in
[1:35:28] agreements of of expanding casting a
[1:35:32] wider net to attract some more Talent so
[1:35:35] let's not let the group be the enemy of
[1:35:37] the great let's move on what we can move
[1:35:39] and and and
[1:35:42] a hundred percent agree let's open up
[1:35:44] public hearing Mr Moon yeah I was just
[1:35:46] asking a question because I I know the
[1:35:48] fact that if you were to add any items
[1:35:52] like this was a significant changes
[1:35:55] cosmetic only mentioned we will need
[1:35:57] another public I was just asking the
[1:35:59] question yeah in terms of that trolling
[1:36:01] out there that this is needed
[1:36:05] support
[1:36:09] so I didn't want to just follow up on
[1:36:10] that Mr Miller Baron so would you be
[1:36:12] supportive of the incentives and on
[1:36:15] expanding the reach beyond the county I
[1:36:17] support incense and what I think we call
[1:36:19] for public hearing and we set out the
[1:36:21] draft agenda
[1:36:23] we could have discussed this a little
[1:36:25] bit more to add those things at that
[1:36:27] point in time but we didn't as a council
[1:36:29] I'm not letting anybody we all should
[1:36:31] have done that and to put that in there
[1:36:33] so we're kind of like okay this is what
[1:36:35] we did the draft let's revise it unless
[1:36:39] but now we're asking that question
[1:36:44] think we should move forward as far he
[1:36:46] says and you know look at the incentive
[1:36:50] but then it comes to the incentives Maya
[1:36:52] does that as we part of the marketing
[1:36:53] unit that you have to personally uh
[1:36:55] think machine with contracts
[1:36:58] my assumption
[1:37:01] is a reflective artery you have to be
[1:37:04] done through a contract could the
[1:37:07] council enact the local law or an
[1:37:09] incentive structure that did not affect
[1:37:12] any employee now but took effect at some
[1:37:16] point in the future
[1:37:18] that might be the council's product
[1:37:22] again we have to do some research on
[1:37:25] that to
[1:37:27] I'm not something we can look at in
[1:37:29] terms of I think there is a product
[1:37:30] consensus here in terms of insensitive
[1:37:32] and I don't think any one of us are
[1:37:33] against that so I think we should look
[1:37:35] at that and work at um you know McCarthy
[1:37:37] in terms of where do we arrive or that
[1:37:39] we just moved out as a resolution of
[1:37:41] public hearing that allowed Amir to
[1:37:44] negotiate with contracts to add that in
[1:37:47] or we just do a standalone resolution
[1:37:50] applied inside of across the world
[1:37:53] so I'm looking to move what we have
[1:37:55] right now
[1:37:56] and then continue to look at these
[1:37:58] things and it's very important for us
[1:38:01] a few seconds
[1:38:05] so I will
[1:38:08] entertain motion to move as is
[1:38:14] you jump in the front stealing my
[1:38:16] thunder here okay
[1:38:18] all included in the packet today
[1:38:23] it's provided it was a provided and at
[1:38:27] the um for the public area
[1:38:29] yes yes right so we're moving I was
[1:38:33] presented in public here right yes
[1:38:38] I'm in all the papers all right
[1:38:42] this time I'd like to call to about an
[1:38:45] emergency John second all the favor all
[1:38:48] right
[1:38:50] I would like to call to order Finance on
[1:38:51] the first items the bond audience for
[1:38:53] construction of water wells based to
[1:38:56] Mississippi
[1:38:58] yes
[1:39:03] [Music]
[1:39:08] what we're requesting here is phase two
[1:39:11] of the water wells construction of the
[1:39:13] water wells uh back in
[1:39:15] 2021 in November we passed a an original
[1:39:21] combine for 7.7 million and that was
[1:39:24] actually for the construction of the
[1:39:26] wells themselves the construction of the
[1:39:28] casings where we're asking for uh here
[1:39:31] is now the phase two of the project
[1:39:33] which includes uh uh the housing
[1:39:37] existing pipes uh chlorine systems and
[1:39:40] uh skating units one of the reasons why
[1:39:43] we did this in two phases is by doing
[1:39:46] the two phases we're eligible for two
[1:39:48] blocks of Grants uh three million three
[1:39:51] million so it will help us
[1:39:53] what our total project costs around 12
[1:39:55] to 13 million we're hoping to get 6
[1:39:57] million in Grants so that's why we did a
[1:39:59] phase one and phase two
[1:40:01] phase one portion
[1:40:03] um I think we've just received notice I
[1:40:06] think we got the three million we're
[1:40:08] just waiting for the paperwork uh this
[1:40:10] will as as we uh if you pass this uh
[1:40:13] ordinance this is gives us the ordinance
[1:40:16] to uh fulfill the requirement to apply
[1:40:19] for the US second grant for three
[1:40:22] million also
[1:40:25] questions
[1:40:28] injury
[1:40:30] if I can just add a little bit to what
[1:40:32] Anthony said
[1:40:34] previously the city council also
[1:40:36] declared a self-leading agency in the
[1:40:38] secret process there was a neck deck
[1:40:40] that was issued accordingly we don't
[1:40:43] have to go through the secret process
[1:40:44] again because when the council did it at
[1:40:48] that point in time it covered the entire
[1:40:49] project so we don't have to do it again
[1:40:52] there's no expansion of the project
[1:40:54] that's still working within the bounds
[1:40:55] of the last secret process
[1:40:59] so you suggest phase one and this is
[1:41:01] phase two
[1:41:03] go ahead please yeah
[1:41:05] um apparently looking to leverage this
[1:41:08] with the grants and using whatever's
[1:41:11] left over out of the Arca funds that way
[1:41:14] we don't have to fund it yes we did not
[1:41:17] buy that any money as of yet and what
[1:41:19] we're doing all this is to apply and get
[1:41:21] as much a grant and infrastructure and
[1:41:23] grants that we can but this is one of
[1:41:25] the rules uh that the uh the government
[1:41:28] and these agencies want is to be able to
[1:41:30] have a police if you didn't get any
[1:41:33] grant money right
[1:41:35] you have to have the ability to pay the
[1:41:37] contractors to do less work so we're
[1:41:39] lining up the lending for this work at
[1:41:41] the same time
[1:41:43] applying for Grants or other incentives
[1:41:45] to offset the cost so as Mr Ferrari has
[1:41:48] pointed out we thought we were going to
[1:41:50] have bigger expense up front so far
[1:41:51] we've had none but we have to say that
[1:41:54] the city is willing if 20 doesn't come
[1:41:57] forward to be able to pay for again
[1:42:01] these new wells
[1:42:04] the ones that are just at the end of
[1:42:07] their life expectancy I understand that
[1:42:10] but in the next I guess that deals with
[1:42:12] the next discussion but there was
[1:42:14] nothing put in for water wells and the
[1:42:17] article funding so that's
[1:42:23] I am just looking at other funding that
[1:42:28] is available or becoming available for
[1:42:31] water and wastewater that this project
[1:42:33] may qualify for
[1:42:36] opposed to you
[1:42:38] th cargo plumbing and cargo funds
[1:42:40] already
[1:42:43] taking a shot it's looking especially in
[1:42:46] terms of the infrastructure money that
[1:42:47] I've had I obviously has we uh do we
[1:42:50] have any idea what we're going to
[1:42:52] receive at this point in time
[1:42:55] I don't have any
[1:42:58] specific in whether a lot of that is
[1:43:01] competitive so you have to do an
[1:43:03] application for it as opposed to like
[1:43:06] the article one whose formula
[1:43:08] how much we were going to get
[1:43:14] any other questions
[1:43:15] well I'll move this second
[1:43:21] sorry a motion to promote
[1:43:24] thank you very much
[1:43:27] that was nice yeah
[1:43:31] [Music]
[1:43:33] Authority
[1:43:37] I can appreciate the discussion we
[1:43:39] started two weeks ago
[1:43:42] to put forward the series of
[1:43:46] recommendations for
[1:43:48] getting Garfield the city has received
[1:43:53] into consideration we look forward to
[1:43:55] the discussion
[1:43:58] thank you Mia I appreciate
[1:44:00] um we are outline that you provided for
[1:44:02] us over the weekend and then I'm not
[1:44:05] sure if everyone had an opportunity to
[1:44:06] read and there were several of needs to
[1:44:08] the in terms of the description being
[1:44:10] added to the projects besides the cause
[1:44:16] I will open up for discussion about my
[1:44:19] colleagues
[1:44:25] yes thank you so based on our last
[1:44:27] conversation a couple weeks ago what was
[1:44:29] the mayor brought forward
[1:44:31] um I think there was consensus at the
[1:44:33] table there were a couple of projects
[1:44:34] that were a part of it and I believe
[1:44:36] there was enough consensus at the table
[1:44:38] to be able to move those projects out so
[1:44:40] I'm sure there's going to be a lot of
[1:44:42] discussion but I think that's a good
[1:44:43] starting place and one of those projects
[1:44:46] was the Central Park Pool which we know
[1:44:49] we already paid for the design is
[1:44:52] already worth doing being done there
[1:44:54] and the other room was the irrigation
[1:44:58] for the golf course so
[1:45:00] um I think that if we could start those
[1:45:03] discussions there and just make sure
[1:45:04] that you know everybody is in agreement
[1:45:08] it's still two weeks later and then I
[1:45:13] mean I personally have some other
[1:45:14] smaller projects that I um
[1:45:17] city-based projects that I would like to see funded we asked a advisory
[1:45:23] committee to come and give their time
[1:45:24] and effort into looking at those and so
[1:45:27] I have some of those like to move
[1:45:29] forward but I thought that might be a
[1:45:30] good place to start
[1:45:32] um you can see how where people were
[1:45:34] with those two particular projects
[1:45:38] it's the Center Park and the dogs
[1:45:44] but in person again we've always talked
[1:45:47] about the one block of money being the
[1:45:49] pool Cropper
[1:45:52] another
[1:45:55] set of money for the ancillary
[1:45:57] development of lighting walkways parking
[1:46:00] to connect a diamond
[1:46:03] music Haven swimming pool chair Avenue
[1:46:06] parking lot and going over to
[1:46:09] Thomas's Pavilion so that that I've been
[1:46:13] carrying a two million dollars in the
[1:46:16] document that's provided to you
[1:46:18] that we have not done the design work
[1:46:22] done and so that number is a good faith
[1:46:26] estimate
[1:46:27] I hope it'll be less I also know just
[1:46:30] today's market and some of these things
[1:46:32] will come in at a higher
[1:46:34] price point
[1:46:36] so I just I just want to clarify so I
[1:46:38] was suggesting that we move forward on
[1:46:40] what was presented which was 4.5 last
[1:46:42] time I see the additional things here
[1:46:44] but like you say that wasn't part of
[1:46:45] design so my recommendation was on the
[1:46:47] 4.5 that came to me before us and then
[1:46:50] of course we look at those other things
[1:46:51] that need to happen once we you know get
[1:46:54] the real numbers
[1:46:55] um and then the golf course came in it
[1:46:57] was a different amount before but right
[1:46:58] now it's uh 3.5 yeah save outline for
[1:47:01] the whole
[1:47:03] carpet allocation in the golf course
[1:47:06] before was divided into two
[1:47:09] comments yeah so the last time I gave
[1:47:12] you a number of one and a half million
[1:47:14] this one is three and a half million
[1:47:16] which covers the
[1:47:18] estimated cost for the entire project
[1:47:20] I'm supporting the three and a half
[1:47:23] go ahead please I want to speak to um
[1:47:26] I'll speak to both projects I want to
[1:47:27] start by speaking to the golf course
[1:47:29] project obviously I know that this
[1:47:31] predates me on household but at least
[1:47:33] for the two and a half
[1:47:37] the Canadian fourth Golf Course project
[1:47:41] natural period of time the costs for
[1:47:43] that project already have increased so
[1:47:48] the golf course is
[1:47:50] a jewel in our city it is a revenue
[1:47:52] driver in our city it's part of a health
[1:47:55] and wellness of residence I think that
[1:47:58] the folks at the golf course do a
[1:48:00] wonderful job as well with youth in our
[1:48:02] city and the
[1:48:05] new to our youth so I absolutely am in
[1:48:09] favor of the 3.5 for the golf course and
[1:48:12] I appreciate bringing those forward this
[1:48:15] evening Madam president and then in
[1:48:17] terms of the project for the senator
[1:48:20] Park Pool again I think that project
[1:48:23] just
[1:48:25] very um
[1:48:27] a project that goes beyond just the pool
[1:48:29] but also has other types of improvements
[1:48:32] in it I don't
[1:48:33] um I know there's other things broken up
[1:48:35] here in your
[1:48:39] recommendations but I absolutely think
[1:48:42] we need that tool I know on at least two
[1:48:45] days during the last Heat Wave that we
[1:48:48] had we had to shut down
[1:48:53] which
[1:48:56] practically right in terms of out of
[1:48:58] this
[1:49:01] beautiful and creative
[1:49:04] problems of course the
[1:49:08] clean it
[1:49:09] refill it we were able to open it a week
[1:49:13] ago today but it was close Saturday and
[1:49:15] Sunday and it's just two hot days you
[1:49:18] know
[1:49:21] exclusive
[1:49:24] so I was completely support both of
[1:49:26] these projects and would like to see it
[1:49:28] that we moved out tonight because you
[1:49:31] did
[1:49:33] just follow me
[1:49:35] oh sorry
[1:49:37] so um I I am in complete supportive of
[1:49:40] projects as well for all the reasons
[1:49:42] that were mentioned especially you know
[1:49:44] these are one Century Park is due to our
[1:49:47] community and Golf Course um
[1:49:51] is a does create Revenue not only create
[1:49:54] Revenue but it brings Revenue into the
[1:49:56] City and after looking around and
[1:49:59] calling calling around
[1:50:01] research you know I started to recognize
[1:50:04] that our Golf Course is really one of
[1:50:06] the best municipal golf courses around
[1:50:08] you know by far is what I hear so
[1:50:11] um yeah I was pleased with that so with
[1:50:14] that being said I support both projects
[1:50:15] as well I'd like to see anything tonight
[1:50:19] seems like they're going around so I
[1:50:21] will ask sorry that it was hard but I
[1:50:24] will do that for two projects so that we
[1:50:27] can get a consensus and move forward
[1:50:30] so I'd say uh Central Park and without
[1:50:32] to blame her the
[1:50:35] date that's definitely the pillar of our
[1:50:37] community and I think the redesign
[1:50:39] efforts are going to further staple that
[1:50:41] fact again as Miss Porterfield mentioned
[1:50:46] I'm in agreement with supporting what
[1:50:48] was brought forth making sure we still
[1:50:50] leave those considerations for the other
[1:50:51] projects so I'm in agreement with the
[1:50:53] 4.5 in addition to the golf course I
[1:50:56] have the opportunity to spend some time
[1:50:57] with Mr Bailey a few days ago a few a
[1:51:00] while ago I won't fit up here and
[1:51:04] definitely as Mr Farley stated it's
[1:51:06] definitely an amazing resource I still
[1:51:09] need to take my buyers offer to take me
[1:51:11] around the greens but I definitely
[1:51:13] recognize its value and I think it's
[1:51:15] worth mentioning that uh definitely
[1:51:17] making sure that our entire Community is
[1:51:19] on board with understanding that hey
[1:51:21] we're making this investment and we want
[1:51:23] it to be utilized so continuing
[1:51:27] school district and also
[1:51:30] making sure it is used by fire residents
[1:51:33] is absolutely one of my priorities
[1:51:38] I'll move the allocation of 4.5 million
[1:51:41] for the Central Park Pool and 3.5
[1:51:44] million for the golf course
[1:51:47] [Music]
[1:51:50] I think these are two significant
[1:51:52] projects for our city and I think
[1:51:56] we are all supportive of this project so
[1:51:58] I am too I am very supportive of the 4.5
[1:52:01] million dollar plus the 450 000 we
[1:52:03] already allocated for the Central Park
[1:52:06] pool construction
[1:52:08] and also the 3.5 million dollars for the
[1:52:10] golf course
[1:52:15] we're all equipping the first item first
[1:52:18] allocation second allocation
[1:52:20] we want to move down to the next
[1:52:22] Quarterfield you have taken a lead on
[1:52:24] this to your activity do you want us to
[1:52:27] walk us through
[1:52:29] what else I think I made a motion so you
[1:52:33] may ask for a second are we doing them
[1:52:36] individually or are we I thought how I
[1:52:39] understood it was we were doing those
[1:52:41] two individually
[1:52:43] no no I don't think so
[1:52:46] but I like what I said was that I
[1:52:50] thought we should start there because
[1:52:51] those were two that'd come before us
[1:52:53] before and what I also said was there
[1:52:55] were other items that I had looked at
[1:52:56] that I wanted us to do but I wanted to
[1:52:58] make sure that we discussed those
[1:52:59] because there were two things that we
[1:53:00] were brought before us before that's how
[1:53:02] I started this session now that we're
[1:53:03] just moving on those two
[1:53:07] yeah so let's move as much as we can to
[1:53:09] see
[1:53:10] the season starts you know thought is
[1:53:12] because I mean it doesn't make any sense
[1:53:21] foreign
[1:53:23] [Music]
[1:53:24] so the Empowerment Center
[1:53:28] it's actually also on the marriage Hood
[1:53:30] but and it's something that that I
[1:53:33] definitely support and so
[1:53:35] um to the Empowerment Center is the
[1:53:37] building that we did currently at 818
[1:53:39] Albany Street and
[1:53:41] um something that Mr Gardner are from
[1:53:44] the vaccine manager has been working on
[1:53:45] for this project for a while and he put
[1:53:48] a full description in the um application
[1:53:51] that he that um that was submitted and
[1:53:54] how it would help mwbes as well as
[1:53:57] section three people and just give have
[1:54:00] actually a space to do that training so
[1:54:02] that amount was 875 500 and so I
[1:54:06] definitely um support that one
[1:54:09] hospitals I'm sorry I have to remove
[1:54:11] what what uh item are you looking at
[1:54:12] this
[1:54:17] it's under you
[1:54:20] okay yeah sorry
[1:54:25] what was that amount
[1:54:27] 875 500. 875 500 dollars
[1:54:36] to ask a question about that one so they
[1:54:40] asked for 610
[1:54:42] 000 uh
[1:54:45] I read unless I'm reading it incorrectly
[1:54:48] from the materials that we were sent
[1:54:55] according to what the department of
[1:54:57] developed said they've asked for 875.50
[1:54:59] and then that was the document that was
[1:55:02] sent to us back in April is what the
[1:55:05] requests were in that documentary but
[1:55:07] it's on the spreadsheet um in the
[1:55:09] spreadsheet that is netlife who sent us
[1:55:11] followed previously it was about 8
[1:55:16] 750
[1:55:18] 880 750 000 was the total project cost
[1:55:23] with
[1:55:24] um the requested amount being six
[1:55:26] hundred and ten thousand dollars for
[1:55:28] 75.43 of the project costs would be
[1:55:32] coming from harp of funding
[1:55:35] um so those were the previous
[1:55:36] spreadsheets that I had well with the
[1:55:38] theaters here bill um so what is the the number in this
[1:55:44] proposal the million 75 500 yeah it's
[1:55:49] based on a combination with the dirty
[1:55:51] Foundation which
[1:55:53] uh dog training and small business
[1:55:55] assistance so they have submitted an
[1:55:58] application as well that support really
[1:56:00] high right
[1:56:01] um and so that that number basically and
[1:56:04] we met with both Ron and that member of
[1:56:08] us see with the combined um initiative
[1:56:10] which is complementary
[1:56:12] I see so I misunderstood that that the
[1:56:16] empowerment centerpiece is actually our
[1:56:18] own office of affirmative action like
[1:56:21] I'm sorry I missed the combination
[1:56:24] that's why I was wondering why we were
[1:56:25] giving them more money than they were
[1:56:26] asking for it but now I get it
[1:56:28] anticipates a negotiation between what
[1:56:31] Ron's trying to do during
[1:56:34] in maximize the
[1:56:37] impact of it and
[1:56:41] again the rehab of that building
[1:56:44] I think we have reasonable numbers for
[1:56:47] it but I'm
[1:56:49] amazed construction projects and uh
[1:56:53] 100 sure
[1:57:11] so that was that was um to me with 8755
[1:57:15] and um the other one that I have is it's
[1:57:18] just a small amount
[1:57:20] um the oh I'm sorry
[1:57:22] was 50 000 for the uh doing Market
[1:57:26] do we so before you proceed to that
[1:57:28] because we have a great Foundation what
[1:57:30] is the number is the difference between
[1:57:31] the Thousand the four almost
[1:57:35] do they have a number
[1:57:37] uh I'm sorry
[1:57:40] Foundation is actually asking for 610.
[1:57:43] what we've got from the mayor's office
[1:57:45] is a combination of the affirmative
[1:57:48] action
[1:57:49] West which
[1:57:51] were 870
[1:57:54] plus the six uh is how we get this
[1:57:59] number of one million
[1:58:03] 75.
[1:58:12] since we on this idea we'll look at the
[1:58:14] discussion
[1:58:23] so we're discussing uh
[1:58:25] support for the empowerment sensor 875.5
[1:58:27] and the three Foundation 610
[1:58:33] Mr Williams I'm in support
[1:58:37] please yeah I'm in support of both as
[1:58:41] well and I think that HP noted that you
[1:58:43] know having the collab you know and time
[1:58:47] we have collaboration between two
[1:58:49] different entities we get to Leverage
[1:58:51] The expertise your expertise and
[1:58:52] capacity to go so I appreciate the
[1:58:54] problem I guess you make that that's
[1:58:56] important so I support both
[1:58:58] I just you know just a clarifying
[1:59:01] question for um supporting both at the
[1:59:03] level of the mayor you're not at the
[1:59:04] full of long competing of both of them
[1:59:06] at this amount right here
[1:59:08] okay so it was my it was my
[1:59:10] understanding that adding both of their
[1:59:11] mouths together is
[1:59:14] so no we're not giving them everything
[1:59:16] they're asking
[1:59:22] so let me go back up with our Euro
[1:59:26] in support of 875 500 and 610. or are
[1:59:30] you in support of the mayor's proposal
[1:59:33] so I'm going to correct me if I'm wrong
[1:59:35] your intent was trying to leverage both
[1:59:37] the networking collaboratively I would
[1:59:39] need clarification that they would be
[1:59:40] able to meet their expenses with that
[1:59:44] please many of the projects that are
[1:59:47] we're going to be discussing were not
[1:59:49] giving them the amount of money that
[1:59:51] they asked for I'm okay with that if
[1:59:53] that recommendation came from the staff
[1:59:54] and the mayor I'm assuming that she
[1:59:57] needs to produce that word but I'm
[1:59:58] thinking that they probably determined
[2:00:01] that the projects could be completed
[2:00:04] with the amount of money that they're
[2:00:05] recommending so I'm is called
[2:00:11] the sport but again
[2:00:13] proposal for a little over a million
[2:00:16] dollars also looking at the housing
[2:00:19] component of rehabbing housing so
[2:00:22] for doing some of the training that
[2:00:24] we're creating job opportunities
[2:00:26] baritos the uh
[2:00:29] two the memory shares
[2:00:36] two million uh 250
[2:00:39] 000 one with the million 250
[2:00:43] 000 from the land bank so again it's the
[2:00:45] try and bring all the groups together
[2:00:48] and still have an end product that gives
[2:00:52] us the most impact
[2:00:55] that those two numbers for City housing
[2:00:58] the land bank and
[2:01:02] needs foreclosure to starting
[2:01:07] first part of September be able to rehab
[2:01:10] those get them back in the tax rolls and
[2:01:13] also generate some Revenue through those
[2:01:15] sales to be able to offset some of the
[2:01:19] expenses that we're going to have just
[2:01:20] going forward with prior commitments for
[2:01:23] contractual obligations talks about
[2:01:25] bargains
[2:01:27] McCarthy would you mind give me a
[2:01:29] breakdown on your proposal in terms of
[2:01:31] the involvement Center
[2:01:40] [Music]
[2:01:42] so which one are you looking for a
[2:01:45] breakdown for the following Center and
[2:01:47] also the you know you don't have a
[2:01:49] breakdown Christian we divided up we
[2:01:52] haven't had discussions with
[2:01:55] yes we propose I think what we would the
[2:02:00] full amount of the Empowerment Center to
[2:02:02] make sure that it can be constructed and
[2:02:04] then the remaining I think it's around
[2:02:05] 300 000 for some of the programming that
[2:02:08] the dirty foundation will provide hey
[2:02:11] it's 7500 foreign
[2:02:16] correct okay thank you yeah
[2:02:23] if the projects they weren't able to
[2:02:31] meet the project which I think the city
[2:02:33] staff has on kind of done some
[2:02:35] investigation make sure that's still
[2:02:36] viable option that you know do you
[2:02:38] saying that they would like to revisit
[2:02:40] that
[2:02:44] yeah please go ahead please I'm trying
[2:02:47] to write that kind of a Christian kind
[2:02:48] of just uh see I already outlined on it
[2:02:51] so it seems like they've already done
[2:02:52] this potential amount of work I didn't
[2:02:54] mean any offense
[2:02:56] Patrick with that understanding that
[2:03:03] question
[2:03:06] so are we in support of moving this
[2:03:08] Tower 875 500
[2:03:12] and let me see what the real number is
[2:03:14] here 75
[2:03:24] it's it's one it's 1 million 75
[2:03:28] 000. he wants the difference he sprayed
[2:03:30] him down between the two hundred thousand
[2:03:37] sorry
[2:03:45] so do we have support for the million 75
[2:03:48] 500 working out in 875 500 for the
[2:03:51] Empowerment Center and 200 000 for the
[2:03:56] jury Foundation
[2:03:59] go ahead please I will support it if we
[2:04:01] are continuing to support the golf
[2:04:03] course and the Central Park Pool so I
[2:04:05] think it's going to be kind of difficult
[2:04:06] being if we're really going to do them
[2:04:09] one at a time or you know what I'm
[2:04:10] saying
[2:04:11] so I either want to
[2:04:14] do what Miss Porterfield was I thought
[2:04:17] suggesting at the beginning which is
[2:04:19] let's pull money into the college
[2:04:22] um and then we're going to do that yeah
[2:04:26] I just want to make sure when we get to
[2:04:28] the end of this page that I still have
[2:04:30] the money from the golf course
[2:04:38] [Music]
[2:04:47] I don't think we can achieve 100 here
[2:04:50] tonight for business but we'll try as
[2:04:52] much as we can follow him
[2:04:55] for taking them out of order yeah see
[2:04:58] what I'm saying like we probably won't
[2:05:00] get them all done tonight maybe we won't
[2:05:02] maybe we will talk to the golf course
[2:05:06] I think we say that now until we get to
[2:05:09] another no we're not gonna perform you
[2:05:10] said that period we already agree
[2:05:14] understood
[2:05:18] and this is why I put more money and
[2:05:19] then we could revisit it
[2:05:21] go ahead please
[2:05:23] um so so are we fine with the
[2:05:25] Empowerment Center and during that that
[2:05:26] particular one
[2:05:28] is there any objection to this funding
[2:05:30] is as the mayor's proposal the numbers
[2:05:38] it's like oh so this item takes two
[2:05:40] items will be funded
[2:05:43] um can I just had one more smile on the
[2:05:45] Green Market for fifty thousand
[2:05:47] um I know I know that they changed um
[2:05:49] because it was a long period of time
[2:05:52] between when they submit their
[2:05:53] application and when we are making these
[2:05:55] decisions I can say that they scored
[2:05:58] well on by the community and I can also
[2:06:00] say they're doing a great job in the
[2:06:02] community and I we all got the email
[2:06:04] that said they wanted to change it to
[2:06:05] their food box program which I
[2:06:07] understand is going extremely well and
[2:06:10] they're taking they're actually
[2:06:11] delivering food it wasn't originally the
[2:06:13] trolley where they were asking people to
[2:06:15] come down and that wasn't working out as
[2:06:17] well as they had talked and so now they
[2:06:19] change it with their
[2:06:20] sorry they're delivering food yeah
[2:06:24] well that that rating sheet was about
[2:06:27] the trolley and now we're talking about
[2:06:29] food boxes so you can't look at the
[2:06:31] rating sheet okay but but just one
[2:06:34] clarify okay so um I'm still support you
[2:06:37] know I actually did reach out because
[2:06:39] when I saw the change and um they said
[2:06:41] they still needed the same amount and I
[2:06:43] guess yeah I can speak to this as well
[2:06:45] but again me and Mark is doing a great
[2:06:46] job we just talked a couple weeks ago
[2:06:48] how we're expanding something in
[2:06:49] downtown because of how well attended
[2:06:52] Etc it is so
[2:06:53] um something that not only supports
[2:06:57] individuals in the city it also brings
[2:06:59] people here so the Green Market is doing
[2:07:01] a great job and I I would certainly
[2:07:04] support the 50 000 towards that
[2:07:08] oh please go ahead um so again in
[2:07:11] the case the Green Market is not broken
[2:07:13] up in the mayor's proposal it is part of
[2:07:16] a larger ask
[2:07:17] um for food security and obviously I
[2:07:19] think if we were to look at major issues
[2:07:22] in the city
[2:07:24] I think housing and food security are
[2:07:26] two that are you know right up there in
[2:07:28] terms of some of the issues facing Us in
[2:07:30] terms of the poverty in the city
[2:07:32] um so I'm not sure if 50 000 is what
[2:07:36] um the
[2:07:38] for the Green Market is what is being
[2:07:40] posed in this figure by the mayor so
[2:07:46] it's what I'm proposing I'm that's what
[2:07:49] I'm saying that's what I'm I'm
[2:07:51] fully that's what I'm saying okay I
[2:07:53] would like to see then how that breaks
[2:07:55] into breaks down into this um sccc
[2:07:59] sikkum Schenectady Foundation mask
[2:08:04] uh Mr Parliament again yeah so we're
[2:08:08] either going to consider the
[2:08:09] applications or not and if we're not I'm
[2:08:12] fine with that that opens it up for
[2:08:15] everyone and otherwise the application
[2:08:19] is what the application is and I think
[2:08:22] if we're going to go that route and say
[2:08:25] well we have all these reviews then
[2:08:28] basically the reviews are meaningless
[2:08:32] the applications are meetings because
[2:08:34] we've now changed the entire process
[2:08:38] that being said also I do know the
[2:08:41] county is addressing trying to address
[2:08:45] a food insecurity issues I think it
[2:08:47] would be
[2:08:48] inherent upon us to see what they're
[2:08:50] going to do with money for food and
[2:08:53] security
[2:08:54] and look at that
[2:08:57] so I would be opposed to this fifty
[2:08:59] thousand dollars for the green money
[2:09:20] um so the new space that's being created
[2:09:22] to Green Space downtown isn't
[2:09:24] specifically for the Green Market
[2:09:26] um so again it's going to be the part
[2:09:28] but you said they're expanding because
[2:09:30] the Green Space
[2:09:32] and again the application was for the trolley
[2:09:38] um not for the program delivering food
[2:09:42] boxes which again is absolutely
[2:09:45] essential there's a lot of programs in
[2:09:47] the city that are currently doing that
[2:09:49] and it's something that we definitely
[2:09:51] need to bring the food out to the
[2:09:54] residents that can't get out but because
[2:09:56] of the applications for the trolley then
[2:09:58] I'm not in favor of that specifically I
[2:10:00] wasn't asked patient participant the
[2:10:03] space the council has acted on across
[2:10:07] from City Hall is really to utilize the
[2:10:09] grant the SIC gap for AARP of which the
[2:10:14] Green Market would be one beneficiary of
[2:10:17] that space that would not be exclusive
[2:10:21] foreign
[2:10:55] to consider for each application let's
[2:10:57] say I think it's up to the council
[2:11:00] just to clarify I think that the
[2:11:02] original application was about the CDTA
[2:11:05] trawling program yes so what that did
[2:11:07] was bring people from neighborhoods to
[2:11:10] the Green Market it wasn't successful
[2:11:13] and so they didn't continue with the
[2:11:16] project they just didn't get the
[2:11:18] ridership that they
[2:11:20] hoped for
[2:11:21] it's a great idea I thought but it
[2:11:23] didn't it wasn't utilized so
[2:11:26] emails from Ms Macaro I think last week
[2:11:31] asking whether we could change their
[2:11:34] proposal from that program
[2:11:39] instead they would like to use the money
[2:11:40] for the food box program the food box
[2:11:42] program doesn't bring people to the
[2:11:45] Green Market it brings the food to the
[2:11:47] people and so it doesn't it doesn't
[2:11:50] impact the space the new space
[2:11:52] that the Green Market will be able to
[2:11:54] use it's it's all about delivery of
[2:11:57] foods in much the same way that you know
[2:12:00] we have other the sick of mobile van
[2:12:02] which is another part of the larger
[2:12:05] mayor's proposal brings food to to
[2:12:09] people I think what it's allowing is for
[2:12:11] people to be able to use their SNAP
[2:12:13] benefits
[2:12:15] right and the EBT cards
[2:12:19] I I think that's what it is but we don't
[2:12:21] have a full proposal for it because we
[2:12:22] didn't get an application for just the
[2:12:25] email right
[2:12:27] yeah I I think what they're trying to do
[2:12:29] here is because the Box the food box
[2:12:30] program is working um
[2:12:32] you know a great success to free market
[2:12:34] and I'm trying to meet meet the needs of
[2:12:37] the people who are pretty much unable to
[2:12:39] come to the market to access these stuff
[2:12:42] here I think it was serving 20 people
[2:12:44] that's part of you
[2:12:46] I think I read in the inbox no no I'm
[2:12:50] sorry I saw in something that we got it
[2:12:53] said 20 people thank you
[2:12:55] and him so far
[2:12:56] well I think I'm sorry
[2:12:59] Mrs Carl to expand on that and um we
[2:13:03] always talk about food and security and
[2:13:04] this is one of those yeah
[2:13:06] is one of those things that's serving
[2:13:07] that and we're not talking about a
[2:13:10] million dollars
[2:13:11] and we're talking about a program that
[2:13:12] does a lot of good work so I'm still so
[2:13:15] if even I understand
[2:13:17] um and let's just keep in mind that
[2:13:18] things have changed in the eight months
[2:13:20] that it's taken us to look at these
[2:13:22] applications so
[2:13:23] um I still think that we should consider
[2:13:26] um the changes and be able to support
[2:13:28] people still getting food even if it was
[2:13:31] not in the way that we that it was
[2:13:32] originally intended that they thought
[2:13:34] would make it sense to get food because
[2:13:35] that just wasn't working for people to
[2:13:37] come down to the gray market so
[2:13:40] um I understand the changes but that
[2:13:42] still you know my position in terms of
[2:13:45] um addressing food insecurity to a
[2:13:49] demographic that you know just doesn't
[2:13:51] make it to the Green Market for any
[2:13:53] number of reasons
[2:13:54] so far yeah I just want to say I'm you
[2:13:56] know so for supporting anything that's
[2:13:58] going to increase access I think it's an equitable program which I think
[2:14:03] that we kind of pay lip service to ads
[2:14:06] um you know often but I think that this
[2:14:08] is the demonstration of that like when
[2:14:10] people can't get there you know what I
[2:14:12] mean you're bringing food to them so I
[2:14:13] think that's a great thing that's all
[2:14:21] of course
[2:14:25] it's 20 deliveries each Sunday yeah it
[2:14:29] is obviously going it might be in the
[2:14:30] same 20 people
[2:14:32] but it is 20 deliveries each Sunday that
[2:14:34] they use that money for but it is only
[2:14:37] 20 to listen and people have to eat each
[2:14:38] a week though
[2:14:43] oh please and again the county is going
[2:14:46] to be looking at this so it it might be
[2:14:49] smart for us to hold off on this until
[2:14:51] we figure out what they're going to be
[2:14:53] spending their money so we're not
[2:14:54] duplicating Services because we have an
[2:14:57] awful lot of duplicate services in the
[2:14:59] city and while it's great that there's
[2:15:02] plenty of help it's money probably not
[2:15:05] being most efficiently spent and if we
[2:15:09] really wanted to help the most amount of
[2:15:11] people we should be efficient without
[2:15:13] with our resources and I think it would
[2:15:16] be wise for us to look at what the
[2:15:19] problem is
[2:15:28] [Music]
[2:15:34] does it come out of the mayor's
[2:15:36] allocation 1 million yeah somebody taken
[2:15:39] out against that okay yes so these
[2:15:41] programs would be short fifty thousand
[2:15:43] dollars for
[2:15:45] you know Sikkim for the lunch programs
[2:15:47] and different things
[2:15:51] right put these collectively sure uh you
[2:15:56] can get the opportunity to meet the new
[2:15:58] president at the Clarkson
[2:16:01] a couple weeks ago
[2:16:04] some discussions that haven't come
[2:16:06] together anticipated coming together in
[2:16:08] the next couple weeks but doing a
[2:16:10] Capstone project in terms of data
[2:16:13] collection
[2:16:14] on the issue of food insecurity the
[2:16:18] availability of food within the
[2:16:19] community so that you're looking to take
[2:16:21] some of their grad students put them
[2:16:24] there so we can go out into
[2:16:28] the community as a whole look at some of
[2:16:30] these neighborhood stores look at the
[2:16:34] ability of vendors of the Green Market
[2:16:36] you know there's still
[2:16:38] scenarios you can put in the market in
[2:16:41] downtown how do we
[2:16:44] leverage the money that we're going to
[2:16:46] spend and at the same time address
[2:16:50] the most number of people to provide
[2:16:54] food that people need in again this
[2:16:57] period of
[2:16:59] stress that's happening in post covet
[2:17:02] and some of the inflationary Impressions
[2:17:05] that are on households in terms of just
[2:17:07] getting their basic needs
[2:17:10] allocation
[2:17:14] it's
[2:17:15] I thought I don't know if we
[2:17:17] started if we've worked the deal with
[2:17:19] the three scenarios but to try and get
[2:17:21] them to work together and also do it in
[2:17:24] a complimentary fashion with uh
[2:17:26] the department of social services and
[2:17:28] some of the individuals that they're
[2:17:30] working with
[2:17:32] um you know to the most recent
[2:17:36] discussions but
[2:17:38] we're asking for a
[2:17:41] breakdown of the million dollars
[2:17:43] allocated to the food security
[2:17:46] foreign
[2:17:55] because we have a lot of duplicative
[2:17:56] services in the city where a lot of
[2:17:58] people do the same things and I don't
[2:17:59] really share services and the idea let's
[2:18:01] get them to come out together connecting
[2:18:03] foundations investing a lot of money in
[2:18:04] this anyway and they're trying to pull a
[2:18:06] collaborative effort to kind of address
[2:18:08] boosts its security and promote a more
[2:18:10] strategic approach so argument was all
[2:18:13] these groups are already working
[2:18:14] together to get the money get the group
[2:18:16] and then tell the group come up with
[2:18:17] strategic plan to address them along
[2:18:20] do things better
[2:18:22] go ahead so basically
[2:18:24] um second is because the Schenectady
[2:18:27] Foundation has for six hundred thousand
[2:18:28] dollars
[2:18:29] um because they're kind of formed on the
[2:18:31] council
[2:18:33] yes
[2:18:35] um so I guess
[2:18:38] I just need to clarifying because I took
[2:18:41] it literally that I I did where I think
[2:18:45] for those four
[2:18:46] applications and looked at what they
[2:18:49] each were asking for and you know now it
[2:18:53] sounds like what you're saying is
[2:18:54] instead would basically give a million
[2:18:57] dollars to I don't know the Schenectady
[2:18:59] Foundation to say hey here's a million
[2:19:03] dollars to continue convening this
[2:19:05] Council
[2:19:06] um that is going to try to look at how
[2:19:09] they can bring the various nonprofits in
[2:19:11] town
[2:19:12] Beyond sccc and sikkum and the
[2:19:15] Schenectady Foundation remarket
[2:19:19] there's so many others that are
[2:19:20] providing food
[2:19:21] so is that what you're saying that it
[2:19:24] was more I kind of when I was like when
[2:19:26] I got the when I got this memo over the
[2:19:28] weekend I was kind of thinking oh it's
[2:19:30] like a fund to address food security
[2:19:33] issues in general
[2:19:35] um Beyond these four applications to go
[2:19:37] back to the applications you know
[2:19:40] because collaboratively what does that
[2:19:41] look like so by those times people about
[2:19:43] contract we that would have to obviously
[2:19:46] be decided would it be just these four
[2:19:49] applicants the Schenectady Foundation is
[2:19:52] unless the city market is another
[2:19:54] concern for home group
[2:19:56] or that part of the boarding
[2:19:59] is that an agency yeah it wasn't part of
[2:20:01] this million dollars oh
[2:20:04] and I asked the council before we move
[2:20:07] some money around for fee to Albany just
[2:20:09] to provide some internal assistance for
[2:20:13] right and people who are identified as
[2:20:17] marginal in terms of their access to
[2:20:19] food
[2:20:20] in the police department's working on a
[2:20:23] community volunteers yes CCC I think
[2:20:27] it's been up in that too and I can add
[2:20:29] too that the County's working on that
[2:20:31] too so before the city does something we
[2:20:33] should probably see what the County's
[2:20:34] putting out there as well not
[2:20:51] we're way over the million already yep
[2:20:54] um and I heard the mayor say that you
[2:20:56] know people are going to examine the
[2:20:58] issue and there's going to be a Capstone
[2:20:59] project and a study and I am inclined to
[2:21:02] give money so people can eat today
[2:21:05] so I think in in terms of the county and
[2:21:08] if we're concerned that the county we
[2:21:09] don't want to duplicate we simply say to
[2:21:11] the county that we gave 50 000 to the
[2:21:13] Green Market
[2:21:15] so I again will support this so they're
[2:21:18] already doing the work they have a
[2:21:20] program that's running
[2:21:22] um that's proven to be successful and so
[2:21:24] again it's fifty thousand dollars and
[2:21:26] maybe it's not a huge sum of money to us
[2:21:28] but clearly to an organization that is
[2:21:31] trying to make sure that people get fed
[2:21:32] and they can do their programming it is
[2:21:34] so I um I come back to the fact that um
[2:21:37] that's why I didn't pull out those
[2:21:38] larger ones because I knew I mean we
[2:21:40] just didn't have enough money for that
[2:21:41] right now and I'm not sure it's a
[2:21:43] further discussion but they're asking
[2:21:46] for 600 670 000 they're asking for fifty
[2:21:49] thousand so again I support the fifty
[2:21:52] thousand
[2:21:54] Mr can you just explain again you had
[2:21:56] mentioned earlier about the application
[2:21:58] not being what it was and would open up
[2:22:00] for other folks that might have sent in
[2:22:02] an application requesting something but
[2:22:04] didn't get a favor
[2:22:06] what did you say earlier I'm saying can
[2:22:08] you repeat that
[2:22:11] um I think Mr moonbaron was just asking
[2:22:13] how we address changes in applications
[2:22:16] so all I was saying is that you know my
[2:22:19] review like if you're things are going
[2:22:22] to change it's been a long time you know
[2:22:23] these applications were submitted in
[2:22:25] December
[2:22:26] um but we would you know if other people
[2:22:28] come forward and request the same thing
[2:22:30] I would just think we would need to
[2:22:31] equally evaluate those decisions I'm up
[2:22:34] for that so that's all I was saying
[2:22:37] right we may be up for it but where's
[2:22:38] the funding coming from no right we're
[2:22:41] not talking about different money we're
[2:22:42] talking about different youths
[2:22:44] right
[2:22:50] so go ahead again if you want to stay
[2:22:53] yeah I just think that the magnitude of
[2:22:56] what Signum does for example 200 people
[2:23:00] I think she's gonna probably there's
[2:23:02] other things that are probably going to
[2:23:03] be but I think the magnitude of what
[2:23:06] happens
[2:23:07] at a sitcom
[2:23:09] which is asking for 600 and yeah
[2:23:12] uh sorry 670 344 which is only 34 by the
[2:23:19] way
[2:23:20] the of the project that they are trying
[2:23:22] to fund that amount of money was only 34
[2:23:25] of the total project cost so they're
[2:23:28] providing the rest of the 60s six
[2:23:30] percent of it themselves from other
[2:23:32] funding sources I mean when you think
[2:23:34] about the number of people that they're
[2:23:36] serving on a day by day basis I'm just
[2:23:39] saying I'm weighing that against I'm not
[2:23:41] saying this is a bad program at all
[2:23:45] um saying you weighing now the magnitude
[2:23:47] of that you're weighing the food pantry
[2:23:49] at sccc
[2:23:51] which is serving you know all those
[2:23:53] folks every day
[2:23:56] um you know
[2:23:57] I just think we have to look big picture
[2:23:59] on this and it seems like that's what
[2:24:02] the development staff and the other
[2:24:04] staff that were involved in the
[2:24:06] conversations around these proposals
[2:24:09] um sounds to me like that's what you're
[2:24:11] suggesting is to look a big picture I
[2:24:15] mean I think we just there was a lot of
[2:24:17] you know food related applications and
[2:24:19] we wanted things especially with the
[2:24:20] mayor and other staff a way to bring
[2:24:22] them together so that you know things
[2:24:24] weren't you know operating independently
[2:24:27] but that conversation was much better so
[2:24:29] that was the the idea behind it yes
[2:24:34] go ahead please so I think this is one
[2:24:37] of those instances where the smaller
[2:24:38] people don't get get as much
[2:24:39] consideration just because they don't
[2:24:40] have the capacity so as you said at
[2:24:43] second hand this is only 34 that means
[2:24:45] they have a larger thing and it's all
[2:24:47] that funding in place I'm not really
[2:24:48] sure questions to be asked
[2:24:51] um so and I think as I understood it
[2:24:53] those are questions that are going to be
[2:24:54] asked so um
[2:24:57] again I don't I you know it's I
[2:24:59] understand but I think we're just like
[2:25:00] shoving them in with that and again the
[2:25:02] program that's already running Sikkim is
[2:25:04] a very large program SCC is asking for a
[2:25:08] skin Foundation that is asking for a lot
[2:25:10] and they're like doing a whole
[2:25:12] coordination process and how long is
[2:25:13] that going to take so again I'm I'm in
[2:25:16] favor of funding a program that's
[2:25:17] actually feeding people
[2:25:19] this Sunday
[2:25:21] and the thought Sunday after that and
[2:25:23] last Sunday
[2:25:25] oh no I was just not anything and bring
[2:25:28] it around and using again that that lens
[2:25:32] of Equitable outpatient
[2:25:35] location smaller
[2:25:37] followers issues
[2:25:42] yeah this isn't about scale at all it's
[2:25:44] about duplication resources for me and
[2:25:48] you know if we're not looking at this
[2:25:51] big picture then we're not really
[2:25:52] addressing or trying to solve a problem
[2:25:54] in the appropriate way we're just
[2:25:56] showing some money here and there and
[2:25:58] return our investment and the
[2:26:01] impact on people's lives will be
[2:26:04] blunted rather than to the full extent
[2:26:07] of what it can be and I think that's why
[2:26:10] it's important that we look at this not
[2:26:12] just oh we're going to feed somebody
[2:26:13] this Sunday it's the case anyway and so you know we
[2:26:19] need to look at this much bigger picture
[2:26:21] than what we're currently doing
[2:26:33] so are we looking to to allocate fifty
[2:26:36] thousand dollars from the million
[2:26:38] dollars to the Green Market and then
[2:26:41] the balance we are located to the other
[2:26:44] agencies
[2:26:48] may you have them listed here as well
[2:26:49] I'd still like to have a conversation
[2:26:52] with
[2:26:54] the Green Market
[2:26:55] with
[2:26:57] secular the
[2:27:00] package with Clarkson the Capstone
[2:27:03] project would take probably 90 days
[2:27:08] that they've done before
[2:27:12] again it's the coordinated effort
[2:27:16] these applications have sat here for a
[2:27:19] little while
[2:27:23] sorry to you know it's
[2:27:27] gonna let the council it's going to have
[2:27:31] the final decision on this but it's how
[2:27:33] do we get the most bang for the buck and
[2:27:35] some of this is not a simple
[2:27:38] straightforward manner Castaic have
[2:27:40] ongoing conversations
[2:27:44] point out there's a number of groups
[2:27:45] that provide these services
[2:27:48] some people are more aware of this
[2:27:51] availability than others so I think some
[2:27:55] people that are
[2:27:57] doing well in terms of engaging with the
[2:28:00] groups other people are not and how do
[2:28:02] we do an education effort
[2:28:06] getting leverage the money that's going
[2:28:08] out into the community
[2:28:11] provide the biggest impact that the
[2:28:14] people who need it the most
[2:28:18] so let me just get back up to this
[2:28:21] Quarterfield so miss Quarterfield are
[2:28:23] you looking so
[2:28:25] allocate fifty thousand dollars from
[2:28:27] this million dollars and then the
[2:28:31] balance
[2:28:31] both towards the other agencies yes I am
[2:28:35] you know you were leading towards I am
[2:28:37] and and see Mr colonies point then we
[2:28:40] can just also talk to the county about
[2:28:43] um about what they're doing and how that
[2:28:45] we can work together on that and you
[2:28:48] know um in the Merit so that you know
[2:28:50] it's going to be like another 90 days
[2:28:51] night again that it's been in this one
[2:28:54] um I don't I just think that we could
[2:28:55] like against a smaller agency and we're
[2:28:58] talking about equity and trying to
[2:29:01] um get them to be able to do what they
[2:29:03] do while these other conversations are
[2:29:05] taking place when maybe they can still
[2:29:07] include them in that as well because
[2:29:09] they're asking for a much lesser amount
[2:29:11] than these larger agencies I don't think
[2:29:13] that giving the meat market fifty
[2:29:15] thousand dollars excludes in some of
[2:29:17] those conversations but I do believe it
[2:29:19] allows them to continue to do the work
[2:29:20] that they're doing
[2:29:21] currently and making sure that um people
[2:29:23] are getting amazing they should have
[2:29:26] asked for a lot more money but uh but
[2:29:28] they didn't so I don't think it excludes
[2:29:30] them from those conversations however I
[2:29:31] think it gives them the ability to um to
[2:29:34] continue to do the work that they're
[2:29:35] doing which I think is pretty important
[2:29:37] work in terms of feeding people making
[2:29:39] sure they um you know we
[2:29:41] um I'm down there every second Sunday so
[2:29:43] I do see the the
[2:29:46] we actually program
[2:29:48] as it as it um as it's done where
[2:29:50] they're packing the boxes and delivering
[2:29:51] so it's not something to me that
[2:29:53] somebody just told me was like I've seen
[2:29:55] it happen
[2:29:57] so again I do yes so that's a long
[2:30:00] answer to your question yes I do say
[2:30:02] that we allocate the 50 000 at this time
[2:30:04] and the balance will go towards agencies
[2:30:09] yeah so logically it just doesn't make
[2:30:11] any sense you're asking us as a city
[2:30:13] council to make sure that we're not
[2:30:16] duplicating Resources with the county
[2:30:18] yet we want to do the same with the
[2:30:20] organizations we're looking at
[2:30:23] again we learn about the most people
[2:30:27] highest level we possibly can
[2:30:30] and if we're duplicating resources we're
[2:30:33] not doing this
[2:30:34] and to take a little bit of time to
[2:30:36] figure this out and get it right will
[2:30:39] impact the most people in the most
[2:30:40] people's lives to the greatest extent
[2:30:46] oh I will go to uh
[2:30:52] families that are being sent meals each
[2:30:56] Sunday 20 and up that would only be for
[2:30:58] a year under this 50 000 and are there
[2:31:01] any administrative costs to that are
[2:31:03] people putting money in for gas for
[2:31:05] delivering this is that a volunteer
[2:31:07] basis
[2:31:08] um is and again is it something that can
[2:31:11] be worked through sitcom or or even the
[2:31:13] City Mission or something that that
[2:31:15] these individuals are getting their meals each Sunday well it's not
[2:31:19] meals it's fresh toast so it's different
[2:31:21] than having meal delivery it could be
[2:31:24] for beef there or you know whatever they
[2:31:27] could spend their money on I mean
[2:31:28] there's fresh beef or frozen beef or
[2:31:30] things like that so it could be the real
[2:31:33] and are there it's not already made meal
[2:31:35] that they're having delivered though
[2:31:36] well there aren't many ready-made meals
[2:31:38] available there through uh Taj Mahal and
[2:31:41] other places you know that that's not
[2:31:43] part of the food last program so it's
[2:31:45] just fresh produce only it's fast food
[2:31:50] foreign
[2:31:54] so again are there any
[2:31:56] that's just to deliver
[2:32:01] you know help me understand a little bit
[2:32:02] better about how those spend this fifty
[2:32:05] thousand dollars
[2:32:07] well I don't have that breakdown for you
[2:32:09] I'm certainly connected
[2:32:11] yeah I mean certainly before we go to
[2:32:14] contract we would have to understand the
[2:32:16] scope of services and the amounts that
[2:32:18] are really bad for sure
[2:32:24] are you in support of
[2:32:27] the 50 000 remarket on the balance go
[2:32:30] towards the other Organization no no
[2:32:36] okay Miss tutorial are you in support of
[2:32:38] what is on the table no beside them
[2:32:46] I just think that again I have to
[2:32:50] expect
[2:32:52] the staff's vision for how they picked
[2:32:55] these four applications out of the
[2:32:58] number of applications that we got
[2:33:01] food related kinds of things
[2:33:04] so I think I need a little more
[2:33:07] information on this particular one I
[2:33:10] don't think that we want to be getting
[2:33:11] another application
[2:33:13] um so I know that that was part of the
[2:33:16] email that we received last week was
[2:33:18] should they be you know submitting a new
[2:33:20] application I I guess I would say no
[2:33:22] because we certainly have enough uh you
[2:33:25] know in the how many million was it that
[2:33:28] we got requested something like 70
[2:33:30] million or 80 million dollars that we
[2:33:33] were asked for and we don't have that
[2:33:34] money so we want to reopen applications
[2:33:38] but I just it sounds like the staff is
[2:33:43] proposing a million dollars on all of
[2:33:46] this to look at Food security
[2:33:49] and it may be that the Green Market gets
[2:33:52] a piece of that and it may not be I
[2:33:54] think right now the Green Market is a
[2:33:55] piece of that I don't know if it's for
[2:33:57] 50 or not again I think even to your
[2:34:01] logic sccc is only asking for a hundred
[2:34:04] and something thousand dollars a hundred
[2:34:06] thousand
[2:34:08] it's like 105 000 which is also not a
[2:34:11] lot of money and I know that they're
[2:34:13] directly serving you know a number of us
[2:34:15] that that was a
[2:34:18] King forth from the faculty it's
[2:34:19] volunteers with faculty and students
[2:34:22] student
[2:34:23] um they you know it's it's a big
[2:34:25] operation now because those students
[2:34:27] need food
[2:34:29] um and I can vouch for that based on my
[2:34:31] experience working there
[2:34:33] um so I think I'd rather either say
[2:34:36] dollars
[2:34:38] issue
[2:34:40] okay bring people together to try to
[2:34:43] work together and collaborate around
[2:34:44] this issue
[2:34:48] the party are you in support of the 50
[2:34:51] 000 degree market and the balance
[2:34:53] towards the other agencies
[2:34:55] yes I am and I think we just have to
[2:34:57] like we're talking about feeding people
[2:34:59] and we're talking about you know on one
[2:35:01] hand we're saying that food insecurity
[2:35:03] we understand that it is an issue in the
[2:35:05] community
[2:35:07] um and we know that
[2:35:10] in the grand scheme of things
[2:35:13] it's a win-win right because fifty
[2:35:15] thousand dollars isn't you know a large
[2:35:18] percentage of the money required
[2:35:21] somebody having some food is a really
[2:35:24] large percentage of their livelihood so
[2:35:26] let's not
[2:35:28] get so over analytical that we're not
[2:35:31] taking a a quick one where we can get
[2:35:33] one and I don't think that this
[2:35:36] moving this fifty thousand dollars right
[2:35:38] now in anyone she performed you know uh
[2:35:42] prevents us from doing
[2:35:45] um you know the other work talked about
[2:35:47] as far as uh collaborating and I think
[2:35:50] that that's a great thing but I guess
[2:35:51] and absolutely 110 percent in favor of
[2:35:55] if it's 50 000 degree Market
[2:35:59] Mr Williams I have no issue where
[2:36:02] they're potentially taking out fifty
[2:36:03] thousand dollars and getting into the
[2:36:04] room
[2:36:05] at the balance wheel towards the other
[2:36:07] agency which is
[2:36:10] uh just in terms of the council's
[2:36:14] overall game plan here even if you agree
[2:36:16] on all these things tonight
[2:36:18] it's not going to happen tomorrow
[2:36:21] formally act on it
[2:36:24] put a contract in place with these can
[2:36:27] take several weeks
[2:36:29] and so we made this recommendation for a
[2:36:32] million dollars there I don't see where
[2:36:34] I understand your strong feelings to
[2:36:37] support the Green Market I like the
[2:36:39] Green Market
[2:36:40] it's a good deal I don't know if they
[2:36:43] should get 48
[2:36:45] 000 or 15
[2:36:47] 000 uh but
[2:36:50] what I've submitted is the timing the
[2:36:53] reality is before we can do anything
[2:36:55] let's have some discussions with the
[2:36:58] other partners to see what we can
[2:37:01] Implement with again everybody
[2:37:04] participating the Green Market May today
[2:37:06] say they don't need fifty thousand maybe
[2:37:10] they need more maybe they need less but
[2:37:13] so that it complements some of the other
[2:37:16] activities that are out there
[2:37:20] can come to an agreement that we can all
[2:37:22] support
[2:37:28] it's like
[2:37:31] six weeks eight weeks by the time the
[2:37:33] council approves it to get a contract in
[2:37:35] place and sign on the other side get it
[2:37:37] back from my signature
[2:37:39] [Music]
[2:37:42] so I'm just seeing clarification and
[2:37:44] just I I apologize if it's redundant you
[2:37:47] are all asking us to wait so you can
[2:37:49] gather more information
[2:37:53] your
[2:37:54] consensus here seems to be we're in
[2:37:57] agreement of the million dollar level
[2:38:01] what I'm saying is let's have some
[2:38:03] discussion on the green markets
[2:38:05] component out of that whether it's 50
[2:38:09] 000 whether it's more or less but it
[2:38:12] actually
[2:38:13] is that we're trying to achieve
[2:38:18] so if I had I mean a degree Market as
[2:38:20] being a good partnering the city is
[2:38:22] Schenectady so I don't have an objection
[2:38:24] allocating fifty thousand dollars to the
[2:38:26] free market and then 950 000 so the
[2:38:30] additional agency and
[2:38:32] foreign
[2:38:34] discussion with these agencies you know
[2:38:36] we can partner together
[2:38:38] to bring this service so that will keep
[2:38:40] those connected
[2:38:42] so I think we have a majority on this entire
[2:38:46] One Million Dollar application
[2:38:51] for priority you break we're going to
[2:38:54] break out the Green Market and then and
[2:38:55] patent the rest as well
[2:38:59] is that what you're suggestions just
[2:39:02] when you say break it out so they
[2:39:04] wouldn't even be considered with anyone
[2:39:07] else to share in the 900
[2:39:20] that's what they asked for So my answer
[2:39:23] to that question is given them with the
[2:39:24] rest for
[2:39:25] so we want them to collaborate with
[2:39:28] everyone else because there might be
[2:39:29] more for them or maybe they ask for 50
[2:39:31] because that was the original Grant
[2:39:33] maybe it's only Thursday but if I leave
[2:39:35] thousand but by leaving them in with
[2:39:37] that million they can work together with
[2:39:39] the other agencies to maybe provide them
[2:39:41] longer
[2:39:42] I don't know
[2:39:43] yes Patrick well just and Mr Williams
[2:39:48] sort of
[2:39:50] for example concern for the hungry which
[2:39:52] is also not part of this million dollars
[2:39:55] also I believe does a similar service
[2:39:59] and they've been well established in
[2:40:01] this community for many years but I
[2:40:03] think that's pretty I'm pretty sure that
[2:40:05] they deliver food to the people who need
[2:40:08] the food
[2:40:10] right so again now we're I know concern
[2:40:14] for the hungry is not one of these
[2:40:17] part of this million dollars but they're
[2:40:19] doing the same service
[2:40:22] I think again we don't have all the
[2:40:24] information about the green markets
[2:40:26] program
[2:40:29] I have to go back and look location
[2:40:31] again
[2:40:36] hungry
[2:40:37] but I think they've been in this
[2:40:38] community for
[2:40:41] decades
[2:40:42] uh doing the search for the hungry is
[2:40:44] asking for money for transportation oh
[2:40:46] that's right to bring the people to the
[2:40:48] food campus yes that's right
[2:40:51] they're not delivering the food to the
[2:40:53] people that bring the people to the food
[2:40:54] panels correct
[2:40:59] just saying it's like apples are more
[2:41:03] environment
[2:41:05] still where I began okay
[2:41:08] so I think we have a majority in terms
[2:41:10] of allocating fifty thousand dollars to
[2:41:11] degree markets and 950 000 so the other
[2:41:14] agencies
[2:41:18] that may have mention that until people
[2:41:20] engaged to stop and engage is able to
[2:41:22] see you to work together about how they
[2:41:24] could provide and service is that kind
[2:41:26] of a full setup
[2:41:29] I was looking to do it collectively
[2:41:30] under the million dollars now again
[2:41:34] I assume the council is going to pass a
[2:41:37] resolution for fifty thousand dollars
[2:41:38] for the Green Market
[2:41:40] and nine hundred and fifty thousand
[2:41:42] dollars for the other organizations
[2:41:46] yes
[2:41:49] that's what I think is leading so
[2:41:52] well okay I I mean I think we should be
[2:41:56] examining what the other food
[2:41:57] organizations are maybe again because
[2:42:00] sitcom is so large and does work
[2:42:03] collaboratively with so many other
[2:42:05] partners in the city that they probably
[2:42:07] have in the past
[2:42:11] six hundred thousand dollars to the
[2:42:13] Schenectady Foundation to bring people
[2:42:14] to a table is a lot of money again they
[2:42:18] do great work and I know this is one of
[2:42:20] their major thrusts in their funding
[2:42:22] this year but
[2:42:25] okay I'm I'm in favor of 950 000
[2:42:29] generally to the support of insecurity
[2:42:33] go ahead thank you for the purpose of
[2:42:35] clarity
[2:42:36] obviously there are a host of projects
[2:42:39] that the city council is considering and
[2:42:40] then within each project there may be
[2:42:42] different players
[2:42:45] in drafting legislation at a future
[2:42:47] point in time there's I see really two
[2:42:49] pieces to this there's the allocation of
[2:42:51] funds for a particular project and then
[2:42:53] within that project
[2:42:55] authorizing a contract with particular
[2:42:57] entities which is obviously easy with
[2:43:00] Green Market right fifty thousand
[2:43:02] dollars presumably with the 950 000 for
[2:43:06] the remainder of that project it'd be
[2:43:07] more difficult obviously to determine
[2:43:09] who gets what and I understand obviously
[2:43:11] the mayor said part of this is obviously
[2:43:13] speaking to the different entities to
[2:43:16] figure out who's going to do what and
[2:43:18] you know better determine how the
[2:43:20] funding should be broken out
[2:43:22] but to be mindful of allocating funds
[2:43:25] and then also authorizing a contract
[2:43:27] with a particular entity
[2:43:29] I think that's the intent this will make
[2:43:31] them
[2:43:32] authorizing the fund and authorizing the allocation for a
[2:43:37] particular project and then secondary
[2:43:39] authorizing the contract with a
[2:43:41] particular entity in the same resolution
[2:43:43] yes right yes thank you go ahead just as
[2:43:46] a point of clarification because the
[2:43:47] contract will have to come back to us
[2:43:49] anyway for the fifty thousand dollars
[2:43:50] for the fifty thousand no not
[2:43:52] necessarily if you're saying if you're
[2:43:54] already saying
[2:43:55] yeah we're going to give fifty thousand
[2:43:58] dollars to the Green Market then you
[2:44:00] would authorize you allocate fifty
[2:44:02] thousand dollars in armpit funds to the
[2:44:03] Green Market and authorize the mayor for
[2:44:05] his designee to enter into an agreement
[2:44:08] with the Green Market
[2:44:11] for let's say 950 000 and part of that
[2:44:15] is you know
[2:44:17] figuring out how that's going to be
[2:44:18] broken out right
[2:44:22] because we're good about assets
[2:44:26] sorry not as Is Us
[2:44:29] a great majority of the council
[2:44:32] support field
[2:44:35] I'll just go I've taken up a lot of time
[2:44:37] you have
[2:44:40] oh something like committee
[2:44:42] foreign
[2:45:14] that's a very important project but
[2:45:17] that was in within the mayor's
[2:45:19] recommendations as well
[2:45:21] and I think that it's really important
[2:45:24] that we are being Equitable in our
[2:45:27] application funds
[2:45:30] project that definitely checks all of
[2:45:33] those boxes and is extremely important
[2:45:34] and I like to see them funded and be fun
[2:45:38] to have their full requests for
[2:45:41] application
[2:45:44] open up a question on this item
[2:45:46] go ahead please let's just contingent me
[2:45:49] after that
[2:45:51] pay my car too
[2:45:55] their application has a number of
[2:45:58] funding sources coming together so we're
[2:46:00] looking to make sure everything is in
[2:46:02] place so that the fact it can move ahead
[2:46:04] the most recently under the council
[2:46:06] approved pins to update those actual
[2:46:10] project costs
[2:46:15] yes as part of what the council recently
[2:46:17] approved for the CBG funding they had a
[2:46:19] tap coming in to do the feasibility work
[2:46:22] and Architectural drugs to get
[2:46:24] um just more updated cost estimates for
[2:46:27] the work so it's really just contingent
[2:46:29] on them getting that work done and then
[2:46:32] also just seeing what other funding will
[2:46:34] be leveraged for the project so we
[2:46:36] wouldn't start spending this money on
[2:46:37] the project until we knew we had enough
[2:46:39] to complete it
[2:46:41] so that's that's what the community is
[2:46:44] so if I understand correctly that's
[2:46:47] pretty much a contingency that we would
[2:46:49] put with anyone right because yeah we
[2:46:51] would want to make sure we complete a
[2:46:52] project it's not just there's no special
[2:46:55] language going into uh
[2:47:06] the miracle and Craig there's other
[2:47:09] potential sources that they
[2:47:11] supposedly lined up for their convention
[2:47:13] on each other we don't want to give a
[2:47:16] million dollars for
[2:47:18] a five million dollar project where it's
[2:47:22] four million dollars short the building
[2:47:23] still can't be used so that it's making
[2:47:25] sure partners or table and all the money
[2:47:29] is there based on what the council just
[2:47:32] approved on these updated costs and
[2:47:35] scope of work that is being prepared now
[2:47:40] so so just so clarity
[2:47:44] to your point there so like for example
[2:47:46] we're talking earlier about
[2:47:49] um I think it was second and they had
[2:47:51] some other funding they were applying
[2:47:53] for 600 000 or something and he was
[2:47:55] saying that they had some other funding
[2:47:57] that was lined up
[2:47:59] to support their project as well so
[2:48:02] right so this contingency would be the
[2:48:04] same as that right that's what we're
[2:48:05] saying
[2:48:08] trying to serve a thousand families and
[2:48:10] they say they've already got money to do
[2:48:12] 600 at least we're going to do the Gap
[2:48:15] financing for
[2:48:18] foreign
[2:48:26] it's a little bit different for
[2:48:29] services so if again we're trying to
[2:48:33] serve a thousand families we only have
[2:48:37] money for 950.
[2:48:40] 50 May
[2:48:42] come up short
[2:48:44] doing a building project we want to have
[2:48:46] money to do the entire building we don't
[2:48:49] want to get it all there we don't have
[2:48:51] enough money for the roof so it all
[2:48:53] leaks in and
[2:48:56] not able to get a certificate of
[2:48:57] occupancy
[2:48:59] be able to open and provide the service
[2:49:02] so there's a little bit of difference
[2:49:04] where
[2:49:06] based on the nature of the project in
[2:49:09] the the product is what is the service
[2:49:11] and one's an actual building right it's
[2:49:13] like
[2:49:14] if you were buying a car here we're not
[2:49:17] going to buy a car where we get
[2:49:18] everything except for tires
[2:49:22] well again and so just so for for Mr
[2:49:25] Farley
[2:49:27] um they actually asked for 1.5 million
[2:49:31] um the total cost of their project is 1
[2:49:34] three so they're asking for 98.57 of
[2:49:38] their project
[2:49:39] as opposed to the sick and was asking
[2:49:42] for um
[2:49:45] so so
[2:49:46] it was a huge difference well in terms
[2:49:49] of in terms of what we're being asked to
[2:49:50] do my question is really though
[2:49:52] um based on what the mayor said so in
[2:49:54] other words
[2:49:56] it's a million I'm sorry we're we're
[2:49:58] thinking about giving to Miracle on
[2:50:01] Craig Street a million dollars I think
[2:50:03] it was
[2:50:04] a million
[2:50:06] um but it sounds like we know that the
[2:50:08] cost estimate is going to be updated
[2:50:09] okay I know what I'm saying is so our
[2:50:12] family Foundation Foundation Brown
[2:50:15] Etc are all also coming to the table
[2:50:17] with perhaps a million dollars well
[2:50:19] that's where some will bring that one
[2:50:21] thing please commit to a million dollars
[2:50:24] um what we're saying is we're using
[2:50:26] they're going to continue use that
[2:50:28] million dollars to be able to say to
[2:50:30] other funders such as even maybe
[2:50:32] Metroplex or a private Foundation we
[2:50:36] can dollars the project you know so will
[2:50:39] you help us now to help leverage to to
[2:50:41] get it fully funded okay have you had
[2:50:44] those conversations yeah that they they
[2:50:47] have already been working with the other
[2:50:49] foundations and the other foundations
[2:50:51] are also supportive which everyone
[2:50:53] really just wants to see the updated
[2:50:55] scope that cost estimate before they
[2:50:57] make a decision on the funding right
[2:51:00] but not us
[2:51:03] ually
[2:51:06] a million dollars towards the overall
[2:51:10] again I hear that but what I'm saying is
[2:51:13] it sounds like the other partners
[2:51:16] haven't come to the table yet because
[2:51:19] they're waiting for the scope of the
[2:51:20] project well we're not also spending
[2:51:23] we're also leading through the scene
[2:51:25] we're just putting in a bank account
[2:51:27] okay
[2:51:28] we're putting the million dollars aside
[2:51:30] yes yeah and we're not spending anything
[2:51:33] [Music]
[2:51:35] for many other millions they need so I
[2:51:38] so Mr clearly I'm not I'm not proposing
[2:51:41] that um we funded my million dollars I'm
[2:51:42] the person that we fund them
[2:51:47] yeah because and one way to make sure
[2:51:49] that um that they'd have the money to do
[2:51:51] the project is if we getting money so
[2:51:54] that's really moment to make sure that's
[2:51:55] what I'm supposed to be done okay
[2:51:58] absolutely
[2:52:04] any other question on this item in
[2:52:05] regards to the proposed 1.5 million
[2:52:08] dollars one day or are the mayor's
[2:52:10] proposed funding of a million dollars
[2:52:14] let us go back to you so if you're
[2:52:16] talking about I am sorry I support the
[2:52:19] 1.5 million dollars
[2:52:21] um I think that and I I think they've been working on this
[2:52:26] project for about seven years
[2:52:27] and I'd either like to wait and see what
[2:52:30] the cost is going to be I don't want to
[2:52:33] support them I mean I'm happy to do the
[2:52:35] million dollars but I think we have a
[2:52:37] lot more projects here that are also not
[2:52:39] being fully funded and this is a project
[2:52:42] that has not been able to make itself
[2:52:44] happen for seven years with a great deal
[2:52:48] of community support I might add
[2:52:50] volunteerism
[2:52:52] Etc so I
[2:52:56] or something
[2:52:59] go ahead please I have so we have to be
[2:53:02] again we're talking about being
[2:53:05] equitable
[2:53:07] Miracle on Craig street is a Grassroots
[2:53:11] organization with a very specific role
[2:53:15] in mind who have been
[2:53:18] selective because they also didn't just
[2:53:20] weigh getting money into the building
[2:53:23] they really for years were soliciting
[2:53:27] Community feedback and making sure that
[2:53:29] they operated with Integrity in the
[2:53:31] process so guitar so I agree what you're
[2:53:34] saying that it has been a lengthy amount
[2:53:37] of time my point would be it was an
[2:53:40] intentional and it's important that it's
[2:53:41] anything about time because nothing like
[2:53:43] that has happened so in Schenectady in
[2:53:45] the way that they're trying to do it so
[2:53:47] I don't think that we could really use
[2:53:48] the same Matrix that we might use for
[2:53:50] other places this is this is also
[2:53:52] um one of the um
[2:53:54] this would be the only
[2:53:58] Community Center
[2:54:00] in Hamilton Hill after the boys and
[2:54:03] girls club with within respect to the
[2:54:06] Arsenal which is another another Niche a
[2:54:09] center bomb but after the boys and girls
[2:54:12] club knew our community know the need
[2:54:16] for American Credit Suite just increased
[2:54:19] so that's why I'm saying that we need to
[2:54:22] be Equitable and not just pay lip
[2:54:25] service and Equity doesn't mean everyone
[2:54:27] getting equal things it means people
[2:54:29] getting what they need so careers
[2:54:32] demonstrating the state
[2:54:36] so it really is so in referencing what
[2:54:39] the department of development campus
[2:54:40] recommendation receiving a favorable
[2:54:42] score of looking at the recommendation
[2:54:44] that came into the advisory panel and
[2:54:46] ranked within the middle of those list
[2:54:48] of applications building on top of what
[2:54:50] Mr Farley already highlighted
[2:54:53] can pause the fact that I haven't had
[2:54:55] the same local experience as other
[2:54:56] council members with this project but
[2:54:58] for me personally I am I want to step
[2:55:01] with Mr Farley and I'm a funding them
[2:55:11] I must always do it again
[2:55:16] in terms of resources we are repeating
[2:55:19] resources there is the Hamilton Hill
[2:55:23] Arts Center and granted they have a
[2:55:25] special Niche there's the boys and girls
[2:55:27] club which is right across the bridge
[2:55:30] that's the I think the school is looking
[2:55:33] to put some stuff in there from
[2:55:34] Rumblings I'm here
[2:55:38] be a better use of resources in my
[2:55:40] opinion or some sort of shuttle service
[2:55:43] to make sure the kids get to where they
[2:55:46] need to to get what they need in a safe
[2:55:49] Manner and if we're going to talk about
[2:55:51] equity
[2:55:53] you want to talk about Equity all right
[2:55:54] we'll talk about the north side
[2:55:57] one of our most diverse neighborhoods in
[2:56:00] the community and there's not anything
[2:56:03] here for them
[2:56:07] I certainly
[2:56:10] think there's stuff that's needed but
[2:56:13] when we look at how our resources are
[2:56:16] used I think we have to be efficient and
[2:56:18] effective because again we want to reach
[2:56:22] many and impact as many people as we
[2:56:25] possibly can
[2:56:27] but you're voting no on the mayor's
[2:56:29] proposal yes or I I don't oh okay
[2:56:33] let's tutorial
[2:56:42] because we can't get to all so we'll get
[2:56:44] to as much as we can
[2:56:45] so obviously keeping with the
[2:56:49] mayor and the department of
[2:56:51] development's proposal and contingent on
[2:56:54] other funding
[2:56:57] I'm considering that prior to what I'm
[2:57:01] about to say as far as the program
[2:57:04] itself and when they were in a few
[2:57:07] months ago and putting
[2:57:12] your child through a lot for money for
[2:57:15] administrative costs
[2:57:17] and again seven years into the project
[2:57:20] and I admire what they're doing and then
[2:57:23] again we past Boys and Girls Club and
[2:57:26] we're talking about them making a safe
[2:57:29] environment for everyone and a shuttle
[2:57:32] service I think is a great idea I didn't
[2:57:34] think of it so you just said that making
[2:57:36] sure that all the programs that they're
[2:57:37] running over there
[2:57:39] and as far as the extra five hundred
[2:57:41] thousand dollars now we we've already
[2:57:43] said as Miss Patrick said I want to make
[2:57:46] sure that 500 that money is there for
[2:57:48] the two programs we already approved
[2:57:49] that we talked of earlier so where's
[2:57:51] this extra five hundred thousand dollars
[2:57:53] coming from so now all of a sudden we're
[2:57:55] bringing to the table some extra five
[2:57:57] hundred thousand dollars that may have
[2:57:58] to come out of the pool where's it
[2:58:03] all right so so I am I am
[2:58:07] um supporting the the mayor's Proposal
[2:58:09] with the contingencies there and again
[2:58:11] we have to get a contract and all
[2:58:13] different kinds of information and
[2:58:14] things and they may not be able to bring
[2:58:16] them the rest of the amount to the table
[2:58:19] um but I am not supporting 1.5 million
[2:58:21] so you are supporting them yeah
[2:58:31] it's like a contingency and have one one
[2:58:35] million 250 000.
[2:58:37] um because I know that they need a
[2:58:39] little extra money so
[2:58:40] um and I understand all the points that
[2:58:42] are being uh around the table so
[2:58:46] that would be my suggestion that I would
[2:58:48] put forward can you repeat that for me
[2:58:50] please but instead of 1.5 it's 1 million
[2:58:53] 250 000.
[2:58:56] there's a hand up over here
[2:58:59] so I think that we have to
[2:59:02] be really careful about and and think
[2:59:05] about why this money is entering our
[2:59:08] city
[2:59:09] um this is money that is tied to the
[2:59:12] uh uh pandemic which all for all
[2:59:16] accounts we know that certain
[2:59:18] communities marginalized communities
[2:59:21] such as the community that miracle and
[2:59:23] country is operating in but
[2:59:25] impacted far greater
[2:59:28] than other communities
[2:59:30] so I think that we are obligated to take
[2:59:33] into those considerations when we talk
[2:59:36] about where we need to allocate funding
[2:59:38] if we're trying to be Equitable then the
[2:59:40] work is already done for us and that's
[2:59:42] how we know who has been impacted
[2:59:44] negatively most and that project is in
[2:59:48] the center of that community and that is
[2:59:50] something I think that we all should be
[2:59:51] really careful about as we're making our
[2:59:54] decisions based around this
[2:59:57] Hill
[3:00:10] which are directly the communities
[3:00:14] you're seeking it is and and the amount
[3:00:17] of people in that neighborhood who fall
[3:00:21] into what you just described
[3:00:24] I would argue is larger than the
[3:00:27] community you're talking about so I have
[3:00:31] no problem reaching those people who are
[3:00:34] impacted but let's be clear
[3:00:37] that this neighborhood of the north side
[3:00:42] I mean
[3:00:43] they're directly the target from you're
[3:00:46] talking about so I just just want to
[3:00:48] push back slightly on that I get what
[3:00:51] you're saying and uh but you know we got
[3:00:54] to realize what we got the neighborhoods
[3:00:57] right Mr motivation I just wanted to
[3:00:59] share something please from a
[3:01:01] development perspective and thinking
[3:01:03] about the Frank Street Corridor and just
[3:01:04] the fact that this is a vacant huge
[3:01:07] parcel that is on that Corridor that now
[3:01:09] is on the historic register that
[3:01:11] ultimately we this city is going to be
[3:01:14] responsible for finding a productive use
[3:01:16] of this bill
[3:01:18] um so I just I'm putting that out there
[3:01:20] as you know it's not going to go away we
[3:01:22] need to figure out some sort of solution
[3:01:23] for this building that's a massive
[3:01:26] undertaking on a major Corridor that
[3:01:29] we're investing a lot of funding into
[3:01:30] streetscape improvements through the
[3:01:32] pregnant connection and all of those
[3:01:34] things
[3:01:35] um so just something else to keep in
[3:01:36] mind in terms of like how do we find a
[3:01:38] productive use for the site and then who
[3:01:40] ultimately is benefiting from that and
[3:01:43] you know engaged in that process
[3:01:47] go ahead please
[3:01:49] um so one thing I don't want us to do is
[3:01:51] start hitting one neighborhood against
[3:01:52] another you know it's one city we have
[3:01:55] people that live all over and we the
[3:01:57] collective we serve them all so I want
[3:01:59] us to start walking down that road
[3:02:01] um and this is a question for the
[3:02:03] Department of development or is there an
[3:02:05] application that we where we did not
[3:02:07] entertain from the north side in terms
[3:02:09] of what was similarly talking about here
[3:02:11] I do not stand okay with all a specific
[3:02:15] applications from the nurse said I think
[3:02:18] I know some of the distressed property
[3:02:20] stuff that we discussed would would
[3:02:22] benefit you know all areas of the city
[3:02:24] but I don't recall a specific
[3:02:26] application that we're not funding
[3:02:28] coming from the north side so because I
[3:02:30] just want to make sure that that you
[3:02:32] know it's clear because it could be
[3:02:33] misconstrued that we're talking about
[3:02:35] funding uh a center over here and not
[3:02:38] funding one away so I just want to make
[3:02:39] sure that we're clear that that's not
[3:02:41] what's what we're really talking about
[3:02:42] here and again I don't want us to um
[3:02:44] start pitting one neighborhood against
[3:02:46] the other saying there's more need here
[3:02:48] or more need there and we are talking
[3:02:50] about a specific project that there is
[3:02:53] not a similar project so
[3:02:55] just need to make sure that's very clear
[3:02:57] go ahead so I just want to actually
[3:03:00] agree with Mr Paul I mean um that there
[3:03:03] are
[3:03:04] marginalized people who were greatly
[3:03:07] impacted by uh covet in the north side
[3:03:10] so I want to say I want to agree with
[3:03:12] that and again I don't want
[3:03:15] to think about what you're saying is
[3:03:17] that we're not I'm not saying
[3:03:20] fund
[3:03:22] uh miracle and crack stream and not look
[3:03:26] at any applications and these that's the
[3:03:28] same consideration I will be making if
[3:03:30] there was a similar application for
[3:03:32] Community Center to the north side being
[3:03:34] that there isn't I think
[3:03:38] pretty easy for me to get to a place
[3:03:40] that says
[3:03:42] people greatestly emotionally impacted
[3:03:44] and a unique uh application in it where
[3:03:48] there's not we don't have to worry about
[3:03:49] that duplication of services because
[3:03:52] it's not talking about because this
[3:03:54] doesn't even approach that criteria
[3:03:56] that's where we're at and again talking
[3:03:58] about people are most impacted those are
[3:04:00] people who should get the most resources
[3:04:01] that's what Equity is called that's how
[3:04:03] you actually time
[3:04:09] and to all the points that were just
[3:04:11] made that's why and that was my only
[3:04:13] reservation with fully allocating all
[3:04:15] the money you want
[3:04:17] because it does not take into
[3:04:19] consideration the application that we
[3:04:21] have not received so to your point
[3:04:22] that's why I think it's important for us
[3:04:24] to I don't know if it's not moving on
[3:04:27] the clock
[3:04:29] and always have good work to do so I'm
[3:04:30] not trying to rush us along but did we
[3:04:33] hit every area of fast in the city of
[3:04:36] Schenectady with our first phase and if
[3:04:38] not we need to ask ourselves how
[3:04:40] comfortable are we fully assigning all
[3:04:42] this money here to the mayor's or to the
[3:04:45] cities projects and what is our
[3:04:47] expectation to make sure that other
[3:04:49] facets that weren't taken into
[3:04:51] consideration
[3:04:53] are
[3:04:59] so in terms of this sensor I do support
[3:05:03] having an American Factory until we have
[3:05:06] the center it's going to complement what
[3:05:08] is already around the super Boys and
[3:05:09] Girls Clubs and the school and things
[3:05:12] like that it is vital to us to lend
[3:05:15] support
[3:05:16] and to work with other agency as they
[3:05:18] really have to be building and the board
[3:05:20] and the membership of people in my
[3:05:22] community to service
[3:05:23] that neighborhood and beyond that so I
[3:05:26] think it's vital that we provide the
[3:05:28] funding necessary I know for a fact that
[3:05:31] they are working with other agencies I
[3:05:33] know for fact that they are discussion
[3:05:35] with the county to help with some
[3:05:37] fundings and I'm pretty sure that is
[3:05:40] going to be put into place funding will
[3:05:42] be available
[3:05:43] to make this happen for this project
[3:05:49] I am I am more leaning towards a sport
[3:05:52] of field 1.25 million
[3:05:55] so I'm not sure if
[3:05:58] the party and
[3:05:59] Mr William is
[3:06:02] go ahead I think um
[3:06:06] I begrudgingly
[3:06:08] okay uh
[3:06:11] agree to that
[3:06:13] um but it's under protest I did not
[3:06:16] remember
[3:06:30] thank you
[3:06:35] for one million
[3:06:39] but where does the extra 250 000 come
[3:06:42] from
[3:06:45] well that's also said at some point
[3:06:48] we'll we will have the things
[3:06:52] yes the finance department will have to
[3:06:54] come back to us
[3:06:56] meeting to kind of work out the numbers
[3:06:59] I think we have four
[3:07:02] members who are in favor of 1.250
[3:07:04] million dollars being allocated so the
[3:07:08] miracle of Craig three
[3:07:10] do I have that correct okay
[3:07:18] this item will move forward with an
[3:07:20] allocation of
[3:07:22] 1.250 million
[3:07:28] any other item that we need to discuss
[3:07:29] from members
[3:07:34] yes
[3:07:36] I would like to push forth the
[3:07:38] steakhouse for 172
[3:07:41] 000 73 dollars
[3:07:54] the original request was that amount 272
[3:07:58] 73 and Maya's proposal is the same for
[3:08:01] tomorrow
[3:08:02] profession on this line
[3:08:08] foreign
[3:08:19] okay with this item what's being funded
[3:08:23] here
[3:08:24] it's unspecific specified
[3:08:27] but it is an important organization but
[3:08:29] I know the organizations
[3:08:31] they did not have specifics yeah
[3:08:34] it would be able to elaborate on this or
[3:08:40] so you know I'm safe had a significant
[3:08:43] hit during full good
[3:08:45] and then serious significant Staffing
[3:08:47] shortages
[3:08:50] to meet the needs of the promises
[3:08:55] organizations have been shut down for a
[3:08:57] couple of times and hopeless if they get
[3:09:00] some additional funding they can
[3:09:02] increase the pay require the additional
[3:09:03] set that they need
[3:09:04] to ensure that they have
[3:09:07] safe place
[3:09:08] with sexually drives youth
[3:09:14] we consider it a critical need in the
[3:09:16] city that
[3:09:18] is importantly forward
[3:09:21] that's the Williams
[3:09:23] so in keeping in kind with the
[3:09:25] recommendation from the planning
[3:09:26] department they received a favorable
[3:09:28] score and then looking out and from its
[3:09:30] advisory committee it was ranked third
[3:09:32] out of week nine applications
[3:09:37] I think looking at is a mission
[3:09:39] statement it is
[3:09:40] exceptional mission that we need to
[3:09:42] continue back in ensure that there are
[3:09:43] adequate resources to provide
[3:09:46] to use our youth that are in very very
[3:09:50] dire needs
[3:09:52] thank you Mr Williams I absolutely agree
[3:09:55] with you on the importance of this it
[3:09:58] didn't receive over one group of
[3:10:01] reviewers didn't even score it and it
[3:10:05] scored like from
[3:10:06] with not like middle to low yeah right
[3:10:11] not at all
[3:10:13] um but I I do agree with the mayors
[3:10:17] Department of developments funding for
[3:10:20] this absolutely free
[3:10:25] any other question on this I think
[3:10:29] so I'm feeling that we have a unanimous
[3:10:31] agreement on the Titans powered with
[3:10:33] funding the same house
[3:10:36] 173
[3:10:39] zero seven and three dollars
[3:10:44] sorry one service okay
[3:10:47] because our 172073 thank you
[3:10:55] oh yeah so uh I also I'd also like to uh
[3:11:01] the seat Center Schenectady
[3:11:08] I think that um talk about all of the
[3:11:11] things pretty much of the seat Center I
[3:11:15] think something that the seat Center
[3:11:16] does a not so good job at is really uh
[3:11:20] letting people know about all the great
[3:11:22] work that they are doing because they're
[3:11:24] a completely holistic approach to uh you
[3:11:27] Services Nest everything from get checks
[3:11:32] the boxes around
[3:11:33] you know workplace Workforce Development
[3:11:36] food insecurities Chase work on a number
[3:11:41] of other things so hard in fact you know
[3:11:45] that the council is is really familiar
[3:11:48] with what the sea center does in the
[3:11:50] city has partner didn't see
[3:11:52] plenty times so I'd like to go forward
[3:11:55] to see time
[3:12:18] 84 cents
[3:12:21] okay
[3:12:28] that's
[3:12:29] um since this is not on the mayor's
[3:12:32] proposal this year you might just give
[3:12:34] us a different breathe
[3:12:36] summary
[3:12:37] place just for the sake of clarity on a
[3:12:41] safe uh
[3:12:48] I don't have the application
[3:12:51] you know as you know the the seat Center
[3:12:54] does a lot of social Enterprise training
[3:12:56] Workforce Development youth field
[3:12:59] program I think one of the things that
[3:13:01] we did discuss with the mayor was
[3:13:03] potentially engaging them in some of the
[3:13:05] distressed property rehabs through the
[3:13:06] workforce training component of that so
[3:13:09] I do believe that is the mayor's one of
[3:13:12] his you know goals as to is to integrate
[3:13:15] them into the distressed property rehabs
[3:13:19] go ahead please well let's see that that
[3:13:21] would be a logical fit for this for seat
[3:13:24] Center as well as
[3:13:26] you know I mean how does it figuring
[3:13:28] with the Durie foundation and the office
[3:13:32] of affirmative actions will of course
[3:13:34] development initiative because they work
[3:13:36] so closely with SEED Center
[3:13:38] of Mr Gardner's work yep um so I would
[3:13:43] have to say that hopefully it didn't
[3:13:46] come up at all maybe it would be part of
[3:13:48] one of those two things
[3:13:50] not just mentioned
[3:13:52] more what we already previously
[3:13:56] for reaction slash Victoria yeah
[3:14:00] I'm just trying to find a place where
[3:14:02] because it's not on our list so we have
[3:14:04] to take away money from something else
[3:14:08] it's not on the mayor's on this on this
[3:14:09] proposal that we're talking about
[3:14:11] tonight okay okay
[3:14:15] we were looking for a project so that's
[3:14:18] why I did that and I
[3:14:21] that's that's the thinking around that
[3:14:23] and I think that the seed Center has uh
[3:14:25] proven that one thing that they do
[3:14:27] really well is collaborate
[3:14:29] um and within the city and so that's
[3:14:32] what I'm learning that for okay
[3:14:37] any other discussion in terms of funding
[3:14:40] as requested
[3:14:42] so I realized that it's not on the um
[3:14:45] the mayor's list but
[3:14:48] um I do think I know I'm I think we all
[3:14:50] are very familiar with the program and
[3:14:51] I'm you know
[3:14:54] I would support some funding the program
[3:14:56] it's continually shown the good work
[3:14:59] that it does not only in the actual work
[3:15:01] that it does but the work it does in
[3:15:03] changing the lives of the young people
[3:15:05] that they work with I have witnessed it
[3:15:08] in terms of them coming to communities
[3:15:09] and rehabbing the house on Prospect yeah
[3:15:13] on Prospect Street so it's clear that
[3:15:15] the work that they're doing so um
[3:15:18] I understand you know but it's again we
[3:15:20] were talking about
[3:15:21] um about some of the smaller programs
[3:15:24] that didn't quite make the list and that
[3:15:27] is one of them so I I am um I'm
[3:15:30] supportive of this program so would
[3:15:32] there be discussion around how much we
[3:15:33] certainly can but I am definitely
[3:15:35] supportive of this uh of this particular
[3:15:37] program
[3:15:44] thank you
[3:15:47] ah sorry I gotta put you guys
[3:15:49] responsibility
[3:15:51] so I I I know they had a highly
[3:15:54] favorable
[3:15:55] ratings
[3:15:58] um even though they didn't make it onto
[3:15:59] the funding here and as Miss Patrick
[3:16:01] said perhaps um they thought it could
[3:16:04] work in with someone else's funding but
[3:16:07] getting that was another 300 and some
[3:16:09] odd thousand if that's what the amount
[3:16:11] comes to on top of that that's half of
[3:16:13] the 250 000 so now we're golfer's gonna
[3:16:17] be fine
[3:16:18] I'm worried about a lot of things you
[3:16:20] know again permanent fact that it
[3:16:23] impacted our entire city okay
[3:16:27] and those affected were were everyone
[3:16:32] and we
[3:16:33] and before everyone in this entire city
[3:16:36] so youth are very important to me
[3:16:38] absolutely so I'm in agreeance with what
[3:16:42] they do and
[3:16:45] I maybe propose depending on what they
[3:16:48] need what they requested the money for
[3:16:50] maybe a little lower allocation I I
[3:16:53] don't know because we don't really know
[3:16:54] what we have moving forward
[3:16:57] as far as finding so I would be in agreeance but it's not
[3:17:04] for the entire amount but can we talk
[3:17:06] about in the modeling may want to put
[3:17:10] yeah just to address that I know we are
[3:17:11] adding numbers here and that's what I
[3:17:13] mentioned earlier that we can get
[3:17:14] through all of this so we'll have to
[3:17:16] send back into the finance Community to
[3:17:20] come to all the one that we're improving
[3:17:21] and then possible comeback either the
[3:17:24] next two week or a special city council
[3:17:26] meeting a committee meeting and address
[3:17:28] it but that's going to address the the
[3:17:31] ads that we're doing here tonight
[3:17:35] because I obviously support SEED Center
[3:17:38] I think we all are in great seed centers
[3:17:40] and very very valuable resource in our
[3:17:43] town and
[3:17:45] however that being says You must have
[3:17:49] had some thinking around why you didn't
[3:17:51] want to fund the seat Center and you
[3:17:53] instead were funding Workforce
[3:17:55] Development in these two other air and
[3:17:57] in the rehab I'm sorry the housing rehab
[3:18:01] um and the affirmative action slash
[3:18:04] durrier and how that fits in with the
[3:18:08] seed Center which is a perfect fit for
[3:18:10] either of those two I think there is
[3:18:13] potential for that collaboration to
[3:18:14] happen and again I think that we did
[3:18:16] discuss it as part of the distressed
[3:18:17] property rehabs because we know they
[3:18:19] look for a site every year that they
[3:18:21] take their youth filled to their rehab
[3:18:23] and I thought somebody's gonna that was
[3:18:25] discussed that but
[3:18:30] not they do one ounce
[3:18:35] we're going to take the largest number
[3:18:38] of properties
[3:18:41] from foreclosures of what we're moving
[3:18:43] down the path
[3:18:45] I have to be able to have a game plan in
[3:18:48] place to maximize
[3:18:51] that property that we're going to take
[3:18:53] in fix it up create home ownership
[3:18:55] opportunities do things run gardeners
[3:18:59] spearheading working at the banking
[3:19:02] Community line up the numbers to make it
[3:19:03] work and so not looking to exclude the
[3:19:07] seat Center but one house
[3:19:11] in this package
[3:19:15] doesn't really reflect you know what
[3:19:18] their potential is and it's how do you
[3:19:19] get them
[3:19:20] involved in a bigger picture in a
[3:19:23] evolving role
[3:19:25] and
[3:19:28] they've done in the past looking to have
[3:19:30] people step up and got to challenge them
[3:19:33] and challenge other ones to come up
[3:19:34] again we're working the Building Trades
[3:19:37] Provide support for this and things that
[3:19:42] just we've never done before in other
[3:19:45] communities are not doing it
[3:19:47] that's Patrick I want to go back to you
[3:19:49] are you in support of the
[3:19:52] uh aggressive funding I can't make that
[3:19:55] decision right now about the scene
[3:19:56] Center I'd rather see them wrapped into
[3:19:58] the city of Schenectady bacon housing
[3:20:01] rehab program I'd be very supportive of
[3:20:03] that and or on them being a part of the
[3:20:07] affirmative action startier education
[3:20:09] project
[3:20:10] because I also want to point out that
[3:20:12] the other project that we're short
[3:20:14] changing here is the capital region land
[3:20:16] bank which I think we all would agree uh
[3:20:20] has been doing an amazing job in terms
[3:20:22] of taking distressed properties and
[3:20:26] because well and I believe that they
[3:20:28] also work with the seat Center sometimes
[3:20:30] please help you with that project so in
[3:20:32] fact I mean they asked for 1.5 million
[3:20:36] we have it down to 1.25
[3:20:39] um I mean again I mean that's we know
[3:20:41] their track record we know what they
[3:20:46] can't make an independent about the season
[3:20:53] want to be careful that again we're not
[3:20:57] hitting one project
[3:21:01] because the seat Center isn't uh
[3:21:05] is it it doesn't just build houses they
[3:21:08] build lives there so you can say it's a youth program first and so that is is the things that we're
[3:21:16] considering again and the population
[3:21:18] that they serve are section three
[3:21:20] workers people who are most uh mostly
[3:21:24] impacted by covet so again that's where
[3:21:27] I get to that place into the mayor's
[3:21:29] point I think that the mayor has put
[3:21:31] forth some real
[3:21:33] strong uh proposals for
[3:21:37] um how we can kind of Leverage the work
[3:21:40] that the seat Center is doing so again I
[3:21:43] reported one and not supporting another I'm just bringing forth the seat
[3:21:48] Center at this time and I'll stop there
[3:21:50] yes Mr Williams
[3:21:54] give to it to the same Accord I think
[3:21:56] and also speaking from having spent time
[3:21:59] at the site or at their building and
[3:22:02] then also joining
[3:22:05] few of their members going to one of the
[3:22:06] sun neighborhood beings is not
[3:22:08] necessarily focusing on the one
[3:22:09] household it is how many youth youthful
[3:22:12] hands touch each of those pillars each
[3:22:14] of those Hammers and nails and how
[3:22:17] influential and transformative this work
[3:22:20] is on their lives I've spoken with
[3:22:22] someone specifically and Her Name
[3:22:24] Escapes me but she quite plainly said
[3:22:27] her life was changing and she might have
[3:22:29] been someone that was previously written
[3:22:31] off that is now a another taxpayer who
[3:22:35] not only can take those crap skills and
[3:22:37] investors in another site but also might
[3:22:40] one day purchase on those properties so
[3:22:42] I think looking at the compounding
[3:22:43] effects of this this program is uh
[3:22:49] beyond the shadow of contention so yes
[3:22:51] I'm in favor
[3:22:55] you are in here yes that the original uh
[3:22:59] proposal submitted same thing for the
[3:23:02] Safari system follow me you are sure yes
[3:23:05] for the proposal
[3:23:07] you said yes but you said to a lower
[3:23:09] amounts
[3:23:21] but again
[3:23:23] wondering
[3:23:27] you know it's like going to the grocery
[3:23:28] store and adding it up at the end and
[3:23:30] not having the money to spend no I
[3:23:33] understand I respect that I fully
[3:23:35] support the seat Center they are doing a
[3:23:38] tremendous job to the youth the city of
[3:23:41] Schenectady and I think we must support
[3:23:43] them and use the world most we must
[3:23:45] support them because for what they're
[3:23:47] doing and the impact they are creating
[3:23:50] in the city so I have no choice but to
[3:23:53] support them for the full amount that
[3:23:54] was requested of 343 000 82.84
[3:24:12] please
[3:24:14] propose 7.1 million for the remainders
[3:24:19] of the parts project plus 500 000 first
[3:24:22] diamonds Park plus a million for youth
[3:24:26] programs in the city so there are five
[3:24:28] fields in the city one at Belleview
[3:24:31] Little League one at Schenectady the old
[3:24:34] Schenectady Little League which is
[3:24:35] Michigan Avenue one is JC Little League
[3:24:39] there's the Babe Ruth field and there's
[3:24:41] also the soccer field
[3:24:43] to give a million dollars to those
[3:24:45] organizations so that they can fix up
[3:24:48] their fields
[3:24:50] the organizations right now are thriving
[3:24:53] particularly the Little League baseball
[3:24:56] and the ideas for them to move towards
[3:25:00] allowing every single kid in this city
[3:25:02] to play for free
[3:25:04] and they're very close to that but
[3:25:07] there's a lot of Capital Improvements
[3:25:09] that need to be made and
[3:25:12] you know right now the Little League
[3:25:14] Baseball has grown from basically
[3:25:16] non-existent to 10 teams
[3:25:19] um the soccer fields we know is well
[3:25:23] utilized but we could create a complex
[3:25:26] for the Youth
[3:25:27] and allow them to play for free so 500
[3:25:32] 000 for steinman's park I think would be
[3:25:34] well utilized to do the Capital
[3:25:37] Improvements and that could be leveraged
[3:25:39] with a grant from
[3:25:40] Senator Steck I just I just assembly
[3:25:45] number seven I'm sure if you would like
[3:25:47] that and then it was 6.05 for the
[3:25:51] remainder of the proposed Parks projects
[3:25:55] from the 500 000 human generosity will
[3:25:59] help us to direct in terms of you talk
[3:26:01] about the baseball Little League now the
[3:26:04] 500 000 would be first diamonds are to
[3:26:07] make the necessary improvements that are
[3:26:09] needed so there's talk of trying to fix
[3:26:13] up that wall which is historic him
[3:26:16] putting the pathway around the lake kind
[3:26:18] of plus some other improvements that are
[3:26:20] needed a million dollars would go
[3:26:22] towards the five youth organizations
[3:26:26] um to be split according to their needs
[3:26:29] to ensure that our youth can play sports
[3:26:33] organized sports for free
[3:26:39] I think I'm missing it is that wonderful
[3:26:41] sir it's not animals
[3:26:43] we're considering okay okay it's an
[3:26:47] application one of the applications no
[3:26:49] but we considered other stuff with an
[3:26:52] application no we haven't no yeah
[3:26:56] they had an application we need to
[3:26:58] change their purpose so they did have an
[3:27:00] application okay well that opens the
[3:27:02] door
[3:27:04] and this is for you the place organized
[3:27:06] sports for free and really give them
[3:27:09] top-notch facilities with what we have I
[3:27:13] mean it would be great for our kids so
[3:27:16] you're asking for five hundred thousand
[3:27:17] dollars for an assignments form yes
[3:27:23] foreign
[3:27:24] plus the remainder of the parks projects
[3:27:27] beyond the pool and Golf Course
[3:27:31] there was not for these agencies the
[3:27:33] only difference is that um
[3:27:35] an application was adjusted for the
[3:27:38] Green Market because of the programs so
[3:27:40] this is an adjustment
[3:27:43] I'm sorry I was thinking about your
[3:27:45] class for 7.1 for carbs
[3:27:49] 6.05 to pay for the remainder of the
[3:27:52] parks projects a million for five of our
[3:27:56] new fact Fields throughout the city
[3:27:58] between 500 000 for caffeine agreements
[3:28:02] to stand
[3:28:07] go ahead in the civilians so
[3:28:09] considerable amount of projects that
[3:28:12] Mr palomini is recommending if not
[3:28:14] creating right now
[3:28:16] unfortunately have not submitted
[3:28:18] applications
[3:28:19] however it lead me to this I was going
[3:28:22] to recommend you Schenectady Little
[3:28:24] League the Santee Blue Jays did submit
[3:28:27] application for 350 000 dollars
[3:28:30] if I can school so that although the
[3:28:35] department of development gave it a big
[3:28:37] favorable sport for similar reasons to
[3:28:39] you highlighting the impactful Outreach
[3:28:43] of that organization I was going to
[3:28:45] recommend that that is something that we
[3:28:46] consider
[3:28:51] so perhaps what we could do is take that
[3:28:53] application
[3:28:54] has already been submitted and changed
[3:28:57] the chain that John is suggesting
[3:29:01] [Music]
[3:29:08] well is it the same is this the same
[3:29:10] agreement in terms of baseball I'm
[3:29:12] talking about in terms of what Carl's
[3:29:13] saying Mr Williams
[3:29:16] legislation
[3:29:17] Miss Porterfield I understood Mr Harmony
[3:29:20] correctly it would not just include
[3:29:22] Schenectady Little League it would
[3:29:24] include a number of other organizations
[3:29:27] both organizations are tied together
[3:29:31] um has
[3:29:32] there's the Babe Ruth field as well but
[3:29:35] there's also a soccer field and maybe
[3:29:38] basically just give them the opportunity
[3:29:40] to let kids play for free and I think
[3:29:44] that's a lot worth
[3:29:46] so what was submitted was on Schenectady
[3:29:48] New Little League slash Schenectady Blue
[3:29:50] Jays are those two organizations you're
[3:29:52] talking about two rows okay sir so two or seven two of seven I'm sorry oh
[3:29:58] several okay so
[3:30:00] um to your point I don't know that we
[3:30:02] can add other people to someone else's
[3:30:04] application
[3:30:08] because it was only those two others
[3:30:10] umbrella is there an umbrella
[3:30:11] organization but you know you want to do
[3:30:14] the 350
[3:30:16] 000 and uh the 6.05 for the remainder of
[3:30:21] the projects that are listed yeah I will
[3:30:24] compromise
[3:30:27] right
[3:30:38] protein food some tennis pool repairs
[3:30:50] well you know I was gonna go for all the
[3:30:53] Park prices
[3:30:55] how much on that so
[3:30:58] is true
[3:31:06] go ahead the skate park on the
[3:31:10] skateboard actually where would we
[3:31:11] consider that
[3:31:13] actually that's a good point uh
[3:31:17] the site is under negotiation
[3:31:24] Council has to go into executive session
[3:31:26] oh that's okay I just thought about who
[3:31:29] like let's fast forward
[3:31:31] sure if you have a spot for it we would
[3:31:33] actively consider it
[3:31:49] it's good it does doesn't it he's saying
[3:31:53] there's no application oh okay great
[3:31:57] sorry a lot of upgrades for Front Street
[3:32:07] well I was actually when I blanketly
[3:32:10] said I was coming to support all of our
[3:32:12] projects I did have some questions about
[3:32:13] the skatepark but we don't have an
[3:32:15] application and
[3:32:17] but it is something that obviously
[3:32:19] it caused concern and there's a lot of
[3:32:22] liability
[3:32:25] part that has been
[3:32:28] sort of which I said informally
[3:32:32] in place without any uh of us actually
[3:32:35] wanting that particular place to be in
[3:32:38] so you know but I wanted I didn't want
[3:32:42] to talk about the skin care
[3:32:45] I think um I want to uh I just want to
[3:32:49] lend support to Mr probably means about
[3:32:52] the applications for a little league I'm
[3:32:56] full support of that
[3:33:01] don't have any other things we're going
[3:33:03] to get to but um
[3:33:06] it seems as though we are going around
[3:33:09] the Halloween civilians in terms of this
[3:33:11] connected Italy
[3:33:14] a number of mentioned what was that
[3:33:16] number
[3:33:18] 350 350 000. let the kids play ball you
[3:33:21] know we can Congress okay
[3:33:34] anyway
[3:33:38] so but again playing into all the parks
[3:33:42] there and all the money
[3:33:50] oh it's true
[3:33:53] yes so anyway as far as um all the parts
[3:33:57] I again
[3:33:59] we've worked for the entire city the
[3:34:01] entire Community especially the youth
[3:34:03] again they're part of who's going to be
[3:34:05] here living in the cities promoting our
[3:34:07] city
[3:34:09] so I informed Mr palamani's plan
[3:34:15] of Oklahoma allocation with them
[3:34:18] Revolution
[3:34:21] it's connected literally
[3:34:24] full support of the tree on the
[3:34:26] development Lobby on occasion so that of
[3:34:28] course
[3:34:37] yes absolutely
[3:34:40] Mr Williams
[3:34:42] that's Quarterfield yes I am the support
[3:34:44] of that so we are funding 350 000 in
[3:34:47] Schenectady little league is there any
[3:34:49] other additional name to horses
[3:34:53] [Music]
[3:34:57] okay perfect thank you and I'd like us
[3:35:01] if there's I can understand that there's
[3:35:03] concern about the skate park so 5.05
[3:35:07] then for the remainder of the pool
[3:35:09] projects
[3:35:11] [Music]
[3:35:14] projects I initially said pool
[3:35:16] I was like we can't find that two times
[3:35:19] it's okay
[3:35:22] so it takes out the skate project for
[3:35:26] further discussion
[3:35:28] and it funds the rest of the parts
[3:35:30] projects which are so really needed but
[3:35:58] for
[3:36:02] the contestants on the funding the
[3:36:04] entire
[3:36:05] Parks projects excluding the Escape Park
[3:36:11] that's probably me
[3:36:13] yes I have to do it it's just China yeah
[3:36:18] this the total
[3:36:22] yes yes Safari
[3:36:30] now for the on for the amount that we're
[3:36:33] talking about I think that now I'm we're
[3:36:36] at a point where I want to fully fund
[3:36:37] the
[3:36:38] um little league and I think that you
[3:36:40] know at this point I think we need to
[3:36:42] recruit so at that point
[3:36:46] none of the other department project
[3:36:48] just
[3:36:51] for the connective literally yes and
[3:36:54] then I'm not saying that
[3:37:08] Mr Williams
[3:37:10] I said dudes and not having a formal
[3:37:13] application I think it is important for
[3:37:16] us to eventually discuss having a second
[3:37:18] phase of applications which I would then
[3:37:22] the size to the city or any other person
[3:37:24] listening to submit a formal application
[3:37:27] so that we would have something to
[3:37:28] actually vote on for that reason I am
[3:37:31] not in support of this analogy
[3:37:32] interrogation
[3:37:37] well in order to do the parks and
[3:37:39] anything else it's a good idea but I
[3:37:42] would like to see a plan and I haven't
[3:37:43] seen one so I think that it's vitally
[3:37:46] important that as we're considering it
[3:37:47] look at what the plan as there's a
[3:37:50] description here however I have not seen
[3:37:52] a plan about anything beyond well
[3:37:55] Jeremiah we did see a plan in the
[3:37:57] discussions around lighting but other
[3:37:58] than that we've not seen a plan around
[3:38:00] it so um as we did with the golf course
[3:38:02] as we did with Central Park we did see a
[3:38:04] plan and so I would like prefer to see
[3:38:06] that before before giving an affirmative
[3:38:10] yeah same here with me because I mean I
[3:38:14] appreciate me sending us this over the
[3:38:15] weekend on Saturday and then the
[3:38:17] description came into the this afternoon
[3:38:19] with two updates I think I mean it
[3:38:22] wouldn't hurt I mean I have nothing
[3:38:23] against supporting his pathways on the
[3:38:25] Harvest so um Safari clearly mentioned
[3:38:28] Let's uh recruit I can agree time and
[3:38:32] let's continue to discuss these and to
[3:38:34] move forward and Performing these
[3:38:47] some point in time to continue to
[3:38:49] discuss these foreign
[3:39:00] years
[3:39:11] [Music]
[3:39:16] again in that neighborhood I think that
[3:39:19] if we had the a diamond Lighting in
[3:39:21] Central Park would be able to expand
[3:39:23] what we do in terms of tournaments at
[3:39:26] night time to bring in Revenue to the
[3:39:27] city but
[3:39:28] talking about the Central Park tennis
[3:39:30] courts repairs I know for myself the
[3:39:34] Central Park General site improvements
[3:39:35] include things like lighting and music
[3:39:38] Haven I
[3:39:41] roadway work some of I think some of the
[3:39:43] parking I'm not sure about that
[3:39:46] um these are things that we have been
[3:39:47] talking about by the way
[3:39:50] I know that the county is going to be
[3:39:53] giving us money and the county is
[3:39:54] waiting for us the county is sitting on
[3:39:57] money but they want to hand to us I've
[3:40:00] had two different phone calls again due
[3:40:02] to my role
[3:40:04] charge of that committee from two
[3:40:07] different County Legends oh actually I
[3:40:08] talked to three County legislators this
[3:40:10] week we're all uh just waiting for us so
[3:40:13] that they can hand us quite a lot of
[3:40:15] money from their article funding funding
[3:40:17] for the spark repairs so I totally think
[3:40:20] that we should be moving forward with
[3:40:21] the park Affairs I also want to say that
[3:40:25] I don't know when we would meet again
[3:40:27] but I'm on vacation next week and I'm
[3:40:30] having surgery
[3:40:31] six so um
[3:40:36] stuff
[3:40:40] let's go ahead miss somebody else so
[3:40:43] I've seen just for single clarifying I
[3:40:45] think can considering honestly
[3:40:48] honest locations blatantly discredits
[3:40:50] applications that were submitted I'm not
[3:40:52] saying that I'm not in support of doing
[3:40:54] these these developments on the Central
[3:40:56] Park Pool I'm just saying there needs to
[3:40:59] the considerations for the products that
[3:41:01] were submitted if not for the very
[3:41:02] reason of why we selected the snipe lead
[3:41:05] Little League which was not on this list
[3:41:07] and why it's important for us to do the
[3:41:10] due diligence and look through each
[3:41:11] application so I
[3:41:14] forward having a second phase of
[3:41:17] applications reserving some money for
[3:41:19] that reason but also to make sure we
[3:41:22] capture objects potentially in the north
[3:41:24] side and challenging each of us to make
[3:41:26] sure we carry this measurement into the
[3:41:28] community submit an application
[3:41:31] and if you have any issues reach out to
[3:41:33] our planning and development office but
[3:41:35] get an application submitted and we'll
[3:41:38] review
[3:41:41] I'll just go back to Mr Paul when he was
[3:41:44] talking about the stimulus Park I mean
[3:41:46] this is a good opportunity civilians
[3:41:48] mentioning to encourage that agency out
[3:41:51] there to submit an application so that
[3:41:53] it can be put into consideration and
[3:41:55] discussion by this Council please sorry
[3:41:58] with all due respect to both of you now
[3:42:01] and I and to the mayor
[3:42:05] of the bear or another round of
[3:42:06] occasions I think that I have to say and
[3:42:09] I know that the mayor knows this I would
[3:42:11] not have done this to begin with I think
[3:42:13] that there are really priority projects
[3:42:15] in the city
[3:42:16] should have been funded through this
[3:42:17] ARCA funding with our Grant application
[3:42:21] for my absolutely absolutely would not
[3:42:25] want to put money aside again to go
[3:42:28] through this process we've delayed and delayed and part of the
[3:42:32] reason for the delay was yes that the
[3:42:34] committee met and we didn't see the
[3:42:35] information that came back from home
[3:42:37] committee so I want to publicly say that
[3:42:38] as well so therefore I absolutely would
[3:42:43] adamantly impose reopening the Grant
[3:42:46] application and with apologies for your
[3:42:50] new project as well and in respecting
[3:42:53] what you're saying but that's how I feel
[3:42:55] especially given my background in
[3:42:57] development we had this conversation
[3:42:58] actually months ago and I think several
[3:43:02] of us were good reasons that we weren't
[3:43:03] going to do around two of Grant
[3:43:05] applications
[3:43:09] so I totally am in agreement of no
[3:43:13] additional applications this is one of
[3:43:15] the most screwed up processes I've ever
[3:43:18] been part of I've told the Meredith I've
[3:43:22] made it public
[3:43:23] and maybe not quite as blunt as that but
[3:43:28] we have review applications where we ask
[3:43:31] people to put a lot of time and effort
[3:43:34] in and quite frankly the way the app the
[3:43:36] reviews were done they're mostly
[3:43:39] meaningless unfortunately and that's sad
[3:43:41] to say even we asked people to put a lot
[3:43:44] of hard time and effort
[3:43:45] you can shake your head now
[3:43:48] let me just explain please so we have
[3:43:52] different categories
[3:43:54] and some have been reviewed fully some
[3:43:56] pattern but there's no way to compare
[3:43:59] the cost categories either so because of
[3:44:03] that the review
[3:44:05] is not a complete review it's you're
[3:44:09] comparing apples with oranges you're not
[3:44:11] comparing apples or lettuce and that's
[3:44:13] why that process doesn't work and
[3:44:19] um you know we have an opportunity to
[3:44:21] fund our Parks put money towards the
[3:44:25] parks we hear that constantly from
[3:44:27] people
[3:44:29] um we have been inconsistent the only
[3:44:32] thing we've been consistent about
[3:44:33] tonight is being inconsistent about how
[3:44:36] we go about these reviews
[3:44:38] um we have one set for
[3:44:41] one situation and another situational
[3:44:43] it's something else
[3:44:45] and
[3:44:47] how is that a good process
[3:44:51] um we have an opportunity to fund our
[3:44:53] parks
[3:44:54] and the only application that
[3:44:57] I'm looking quickly that I see that
[3:45:01] then on here's the skate parks which I'm
[3:45:03] fine taking out
[3:45:05] of the considerations
[3:45:08] but these rest are pretty well described
[3:45:10] here so
[3:45:14] kind of where I'm at these you know
[3:45:16] having extra meetings I don't think
[3:45:18] solves anything
[3:45:28] I mean not everybody had an opportunity
[3:45:30] to dive into this and to kind of you
[3:45:32] know get to understand exactly what is
[3:45:34] happening into each of these
[3:45:36] projects so I think it's fair that we I
[3:45:39] understand I don't think anybody is
[3:45:40] doing that we're not funding for 1940s
[3:45:42] or they said give them an opportunity to
[3:45:45] come back and we recruit and come back
[3:45:47] as Mr Farley mentioned and look into
[3:45:49] these in
[3:45:51] everything is be consistent yes we've
[3:45:53] had other ones in a similar situation
[3:45:55] which we funded tonight and now we're
[3:45:58] not even with no description to allow
[3:46:13] unanimous consent possible because we
[3:46:16] know the impact of that program if there
[3:46:18] was an application yeah they have they
[3:46:22] had something that application well I
[3:46:24] mean again because again I also want to
[3:46:26] point out that
[3:46:27] we haven't talked about it but I think
[3:46:29] another important piece of this puzzle
[3:46:31] is streets and sidewalk information
[3:46:34] and again if we leave this on the table
[3:46:36] again
[3:46:37] um I I just feel like we should be
[3:46:39] spending money okay so I don't think I
[3:46:42] don't think we have the Missouri I think
[3:46:43] we have the majority that is saying that
[3:46:45] let's hold this or for the discussion
[3:46:47] on the parts improvements and we'll go
[3:46:49] to your
[3:46:51] place
[3:46:53] we were finishing our conversation and
[3:46:56] trying to hold the rest of it for
[3:46:57] another night
[3:47:06] and have one more item and then we'll
[3:47:09] try to see if we got a review well I
[3:47:11] also want to say the land bank I think
[3:47:13] is also really important but
[3:47:15] um but the streets and the other
[3:47:17] infrastructure projects that also need
[3:47:20] to be done by the city
[3:47:21] um I think that we hear constantly from
[3:47:24] our residents
[3:47:25] about problems with
[3:47:27] the Stellar infrastructure needs
[3:47:29] and that's important as well
[3:47:31] it certainly goes across the city
[3:47:36] McCarthy is doing a fantastic job this
[3:47:38] year in the paving streets across the
[3:47:40] city yeah so we have the car that went
[3:47:42] down there and there's a lot of things
[3:47:49] whatever we deciding here to compliment
[3:47:51] what he's doing but I'm more Paving
[3:47:54] towards streets inside the water so it's
[3:47:56] a discussion in terms of the sidewalk
[3:47:59] it's city streets inside the box it's
[3:48:02] gonna get that money put in where it
[3:48:05] could be streets but
[3:48:07] the council has moved and a couple of
[3:48:10] the sidewalk proposals We've Ended up
[3:48:13] subsidizing it in that model you know
[3:48:16] it's
[3:48:17] still somewhat fluid for getting numbers
[3:48:19] to work but we all know the need for
[3:48:22] sidewalk replacement here and how do we
[3:48:24] structure
[3:48:26] plans that those aren't the Historical
[3:48:29] Method by which those sidewalks are put
[3:48:31] in place but working with the property
[3:48:33] owners to provide some incentive to
[3:48:36] again upgrade their sidewalks and to do
[3:48:39] you know whole streets because we all
[3:48:42] know what a dramatic difference it makes
[3:48:45] when the street is done and upgraded I'm
[3:48:48] not just follow up I'm glad you
[3:48:49] mentioned that because I was going to
[3:48:50] ask the same question or do you have our
[3:48:52] project plan in place what it is I just
[3:48:55] wanted to stole it a lot of the consoles
[3:48:57] working with where you're subsidizing
[3:49:00] the sidewalk replacement where you know
[3:49:02] the homeowner is paying some of it and
[3:49:04] putting that money there so that we can
[3:49:07] continue to do that model going forward
[3:49:09] even though I'm not quite sure what the
[3:49:11] numbers would be I think uh talking a
[3:49:14] little subsidizing I think we um was it
[3:49:16] a Cottage Street there's a midday
[3:49:18] petition and I think we send them back
[3:49:20] to everyone so um
[3:49:23] we're getting the
[3:49:37] I think the end was to get the numbers
[3:49:40] first and then discuss whether we
[3:49:42] subsidized something as well because I
[3:49:44] think we discussed that with both the
[3:49:47] proposal also go harder than whatever we
[3:49:49] have and whatever the difference we
[3:49:51] subsidized
[3:49:53] to pass the full cost to the foreign
[3:50:01] still waiting for the numbers now yeah
[3:50:03] okay there's a couple other streets that
[3:50:05] are waiting for stuff too
[3:50:08] so in terms of uh in terms of the street
[3:50:12] Paving streets and the sidewalks I mean
[3:50:14] would it be
[3:50:16] if we ask for a brief description of
[3:50:18] what disclosure continues in terms of
[3:50:20] rather than saying it's marijuana we're
[3:50:21] doing because we're we're not doing a
[3:50:23] lot in terms of the sidewalk program not
[3:50:25] everybody signing competitions so I get
[3:50:27] the city engineer here at your next
[3:50:29] meeting and he'll give you the update on
[3:50:31] the 10
[3:50:31] so North College and what I'm going
[3:50:34] forward on regards on this 3.5 yes yes
[3:50:41] fun the weekend I just don't think it's
[3:50:44] enough money
[3:50:47] [Music]
[3:50:48] I guess three and a half million won't
[3:50:50] go very far and we've got a lot of
[3:50:53] problems with manifold covers that need
[3:50:56] to be built up yep I mean let's face it
[3:50:58] we drive down the road and get Whiplash
[3:51:01] you know there's other things that need
[3:51:03] to be fixed in terms of curbing but I
[3:51:06] really think we should look into
[3:51:07] alternative curving and cement and in
[3:51:10] certain areas but also the sidewalks are
[3:51:13] a major problem and three and a half
[3:51:16] million is a scratch okay all right
[3:51:22] proposal that I would like to bring to
[3:51:24] the table for discussion and
[3:51:26] the capital regional Aquatic Center
[3:51:30] this item is called favorable about the
[3:51:34] participant and I'm asking us to put it
[3:51:37] on the table for discussions of column
[3:51:39] of 2.5 million dollars
[3:51:41] with a contingency that they will seek
[3:51:43] additional funding or
[3:51:46] close to fully funded by the end of this
[3:51:48] year
[3:51:49] so 2.5 million of us set aside to the
[3:51:51] Aquatic Center with a contingency that
[3:51:54] they work towards
[3:51:56] for additional funding
[3:51:58] by the end of this year something
[3:52:00] similar to what the country the company
[3:52:01] has is proposing five million dollars
[3:52:04] with a contingency of the end of
[3:52:07] December to come up with a plan of where
[3:52:11] they are in terms of seeking additional
[3:52:12] funding so I want to put this there is
[3:52:14] something that application is not an
[3:52:16] amazing also but where we are in terms
[3:52:18] of as a member of this Council Mr follow
[3:52:22] me thank you support this project
[3:52:25] however I think there's a big difference
[3:52:26] between us and the county first of all
[3:52:28] the county is June 5 million yes that's
[3:52:30] great but the county is also going to
[3:52:34] generate a lot of tax revenue for
[3:52:36] themselves we do get part of it it's a
[3:52:38] fraction of that if we were to do two
[3:52:42] and a half the amount of time for us to
[3:52:44] recoup our two and a half million
[3:52:46] dollars would be quite frankly so I
[3:52:50] either propose a million or if we do two
[3:52:52] and a half ask the county to
[3:52:56] re-evaluate the county tax agreement
[3:52:59] where we get a percentage of the FED tax
[3:53:02] which we currently get none of
[3:53:04] and some sort of percentage there so
[3:53:07] that our return on investment is much
[3:53:10] quicker I'm not opposed to two and a
[3:53:12] half but we do need to get some of the
[3:53:14] tax money and that would be
[3:53:18] also otherwise a million dollars
[3:53:24] definitely a proponent of the product
[3:53:27] Center for them to bring to the city
[3:53:29] again
[3:53:31] with revenue from bed packs and of
[3:53:34] course we would have restaurants and uh
[3:53:38] you know bring a lot of people and
[3:53:40] colleges I would hope for
[3:53:43] competitions and again we have a lot to
[3:53:46] offer
[3:53:48] to everyone who visits here
[3:53:53] in favor
[3:53:58] well
[3:54:03] I'm just I'm probably gonna pass right
[3:54:05] now because again 2.5
[3:54:11] I'll take it back
[3:54:13] we're getting down into
[3:54:16] funding again how does this
[3:54:21] uh so Mr Paolini says a million so
[3:54:25] I'll I'll go a million point five
[3:54:34] I'm definitely for yes yes
[3:54:44] I I absolutely
[3:54:46] Aquatic Center
[3:54:48] um I'd like to see us do the two and a
[3:54:50] half uh million I think that it
[3:54:54] the county is putting in on I think that
[3:54:57] it has
[3:54:58] I do think that this
[3:55:01] is I do also think that we should go
[3:55:03] back to the county and try to
[3:55:04] renegotiate the sales tax and tax
[3:55:08] in particular
[3:55:10] because I want to say I think this is
[3:55:13] what we've been building towards these
[3:55:15] kinds of large-scale projects we we have
[3:55:17] how many hotels that we've put up you
[3:55:20] know how many restaurants that have
[3:55:21] opened we have attractions like the van
[3:55:23] Gogh we have you know Proctors et cetera all of these things that I
[3:55:30] have to give a nod to Mr Gillen over
[3:55:32] here all the things that have been going
[3:55:34] on in our community
[3:55:37] bringing in the people that would come
[3:55:40] into our city for tournaments of August
[3:55:43] swim meets
[3:55:45] um I call them tournaments
[3:55:47] I actually don't really know how to swim
[3:55:50] appropriately but the right way but
[3:55:53] um I've watched as so many people leave
[3:55:56] to go to these kinds of swim meets with
[3:55:58] their children in all other places then
[3:56:02] they have to stay overnight in hotels
[3:56:03] and they have to eat out on
[3:56:07] Schenectady
[3:56:08] again put on the map as part of that
[3:56:10] process
[3:56:12] um have them come here we've got the
[3:56:14] capacity now
[3:56:15] what kind of things have you been trying
[3:56:18] increase tourism
[3:56:20] yes yes so I think it does have an
[3:56:23] economic development impact and I think
[3:56:25] it does also enhance tourism
[3:56:27] um in much the same way whether these
[3:56:29] other things are where are we going to
[3:56:31] get the money
[3:56:32] [Music]
[3:56:34] I'll have to ask that question so that's
[3:56:36] why we're going to have to go back to
[3:56:37] the drawing board and look at it but
[3:56:39] we're going to be on this safarily
[3:56:41] because so I would I would like to hear
[3:56:43] from our Planning Development Office
[3:56:45] along this one
[3:56:47] I'm sorry I don't even put you on the
[3:56:49] spot I'm running back and forth all day
[3:56:52] I'm just trying to just a brief
[3:56:54] description of this project yes and if
[3:56:56] you're not prepared to do that that
[3:56:57] that's another time that's we're
[3:56:59] literally I want to acknowledge that
[3:57:01] we've been putting around the spot on
[3:57:02] that you've been doing a wonderful job
[3:57:03] opening yourself through this so I just
[3:57:05] don't understand what you're saying
[3:57:19] from Tuesday to Sunday
[3:57:22] and I spent a lot of money and did not
[3:57:24] really enjoy my time there or not gonna
[3:57:25] lie I didn't go back and come back here
[3:57:29] in a heartbeat there were people there
[3:57:31] from Virginia Maryland New Jersey Long
[3:57:34] Island Allegheny Mountain Maine
[3:57:36] Massachusetts Connecticut all over the
[3:57:39] Eastern Zone probably 2 000 people
[3:57:42] Tuesday to Sunday and I'm Sarah Gregory
[3:57:46] I'm sorry for The Aquatic on the
[3:57:49] calibration Aquatic Center board so
[3:57:52] that's that's a very that's one of the
[3:57:54] low high level meats that I went to
[3:57:56] there were probably 2 000 people there
[3:57:58] as I said from Tuesday to Sunday in
[3:58:01] aquatic events you don't go home when
[3:58:03] you lose
[3:58:04] you have to swim bad or dive bed and
[3:58:06] continue on for the next day
[3:58:10] um but then so the economic impact is
[3:58:12] amazing the people it will bring in the bed taxes the food people have to
[3:58:17] eat three meals a day they're not doing
[3:58:19] it in the hotel room they're growing out
[3:58:21] the moms want to shop the girls want to
[3:58:24] go shopping they have downtown the boys
[3:58:26] want to go play laser tag or go to a
[3:58:29] movie so that economic impact is amazing
[3:58:32] but there's also the community aspect
[3:58:34] and I mean it was again I think there
[3:58:38] were two or three groundings in our area
[3:58:40] this weekend I I'm gonna cry thinking
[3:58:43] about it and the way it's designed is we
[3:58:46] have the the tools for the competition
[3:58:50] and the training for competition and we
[3:58:52] have a community pool and it's designed
[3:58:54] that way so that whenever there's a
[3:58:57] competition the community pool is still
[3:58:59] open and the learn to swim is still
[3:59:01] going on the adult Fitness the adult
[3:59:03] learn to swim part of our mission is to
[3:59:07] teach every first Schenectady City
[3:59:10] second grader to swim and then expand it
[3:59:12] out to Schenectady County and then there
[3:59:15] are programs in the country that we're
[3:59:17] modeling after that thing and then
[3:59:19] they've even expanded them further we
[3:59:21] can do the whole capital region where it
[3:59:23] came to because one month of formal
[3:59:25] school lessons decreases your chance to
[3:59:28] drown by 80 percent
[3:59:30] that's it's the community aspect the
[3:59:32] health and wellness that really
[3:59:35] gets gives to my heart about it the
[3:59:38] economic impact is just this wonderful
[3:59:40] benefit where the area just is amazing
[3:59:43] we're modeled after Greensboro Aquatic
[3:59:46] Center and since they opened 11 years
[3:59:48] ago five hotels have opened in that area
[3:59:52] and that's since the Aquatic Center not
[3:59:54] any other
[3:59:55] news every all the other athletic
[3:59:57] activities already existed their first
[4:00:00] year they brought 120 000 visitors to
[4:00:04] the area with 40 million dollars of new
[4:00:07] generated economic impact into I don't
[4:00:11] understand the tax thing so I can't
[4:00:12] speak to that but I do know that it will
[4:00:17] help almost every business in the area
[4:00:19] I've been driving down to Union College
[4:00:22] because from I would actually live in
[4:00:25] Saratoga but my son likes to come down
[4:00:26] here to practice swimming
[4:00:29] six days a week and I do my grocery
[4:00:31] shopping here I go to the Starbucks here
[4:00:34] I go you know I do my shopping here now
[4:00:37] versus up there so there's also that
[4:00:40] everyday practice thing where people are
[4:00:42] going to be in the area
[4:00:44] and they're gonna spend their money here
[4:00:46] versus at home because I've got two plus
[4:00:49] hours to sit in my car so instead it's
[4:00:52] in my car I go to the grocery store I go
[4:00:54] have dinner with someone so and then
[4:00:57] again the community health and wellness
[4:00:59] is it's an amazing thing that we can do
[4:01:02] to you you guys thank you that's the
[4:01:05] information part that's the car running
[4:01:07] back to okay so um I would say yes he
[4:01:12] has to support the requirement Center
[4:01:15] um and my expectation would be that
[4:01:17] there is a conversation around
[4:01:22] attacks from that the city will receive
[4:01:24] as well so yes well that's the one
[4:01:27] that's going to work for me
[4:01:30] Mr Williams I would agree as a
[4:01:33] played by the municipality
[4:01:35] oh with the conversational effects of
[4:01:37] the county yes what's your number uh 2.5 Miss Quarterfield I'm gonna agree
[4:01:44] with the 2.5 also with um what has been
[4:01:46] discussed so far in terms of increasing
[4:01:49] the city's Revenue yeah
[4:01:54] having this University will continue to
[4:01:57] add to our economic impact that we're
[4:01:59] seeing across the city and thanks to Mr
[4:02:01] Killa thanks thanks to am the
[4:02:04] administration to continue this was just
[4:02:06] compliment more than what we're doing in
[4:02:07] the city here so I have to support this
[4:02:10] 2.5 million dollars with a contingency
[4:02:12] that they come to us back with uh to
[4:02:16] show us where additional funding the
[4:02:18] source of funding the actual funding
[4:02:19] where it's coming from in terms of that
[4:02:21] and something we're gonna actually uh
[4:02:25] something at the ladder similar to what
[4:02:27] it comes to you guys sent to the Aquatic
[4:02:29] Center so we'll try to drive that and
[4:02:31] get it to Mr clothing
[4:02:33] and I'm in full support of 2.5 million
[4:02:36] dollars we want about the tax and also
[4:02:39] makes important things
[4:02:51] additional work to start that uh
[4:02:54] negotiation with us in economies so
[4:02:56] we'll start for that entertainment
[4:02:58] foreign
[4:03:09] agency to seek additional funding to
[4:03:12] come towards the contract value
[4:03:16] to propose a contract value to see where
[4:03:19] they are in terms of getting additional
[4:03:21] funding from the state other agencies
[4:03:23] and I think they're doing a good job in
[4:03:25] terms of getting funding they're it's
[4:03:27] not mistaken close to 11 or 12 million
[4:03:30] dollars already so that is that is a
[4:03:32] positive direction they are moving and
[4:03:35] without fear of
[4:03:37] 2.5 million dollar will just add to the
[4:03:40] success story it's Aquatic Center just
[4:03:42] want to make sure that it's clear on
[4:03:44] what that is thank you yes
[4:03:46] so we are in agreement to move to
[4:03:50] 2.5 million dollars majority on the
[4:03:53] council one two three four five of us
[4:03:55] 2.5 million dollars
[4:03:57] to be allocated to the Aquatic Center
[4:03:59] based on
[4:04:03] negotiation in terms of engaging the
[4:04:06] county in terms of sales tax
[4:04:08] bad times
[4:04:12] pardon me both actions
[4:04:18] of that so we have to get something back
[4:04:21] yes absolutely and when so do we want to
[4:04:24] put in the mountain there if they come
[4:04:25] back to us and say nothing is everyone
[4:04:29] still in for 2.5 if we're not going to
[4:04:31] get anything addition
[4:04:34] McCarthy that's something you will have
[4:04:37] to particularly learn in terms of
[4:04:39] English so
[4:04:41] you still like me
[4:04:52] now we can't ask you to take the lead on
[4:04:55] a little bit more I look forward to
[4:04:56] having the discussions with the county
[4:04:58] thank you would you like some assistance
[4:05:01] we're here to help
[4:05:03] all right I think we're playing
[4:05:10] successes
[4:05:12] no Mr Turtle 1.5 million
[4:05:15] um it's the parliament 1 million uh
[4:05:19] yeah
[4:05:24] if we don't then I'm opposed president
[4:05:27] so yeah but that's why I kind of put you
[4:05:29] down as a million 1.5 million so I think
[4:05:33] we lost 2.5 yes so majority is moving
[4:05:37] towards 2.5 million so we'll stick with
[4:05:40] a 2.5 millimeter of the Aquatic Center
[4:05:42] with the contingency on these things and
[4:05:45] that was discussed here at the table
[4:05:46] just like the contingency and see on the
[4:05:48] project yes
[4:05:49] I mean all right if it's a company
[4:05:52] contingency time I have to say we're
[4:05:54] hurting our negotiation status saying
[4:05:57] we're going to give two and a half
[4:05:58] million dollars
[4:06:00] we have to negotiate first then get then
[4:06:03] get into it
[4:06:05] is that if the negotiation started us
[4:06:09] can't get our way in terms of the
[4:06:11] company has given us
[4:06:13] additional money in terms of sales tax
[4:06:16] what are we going to do
[4:06:20] so I need an answer from this Council
[4:06:24] really stick regardless well what I
[4:06:27] would advise you to do is not negotiate
[4:06:29] in public
[4:06:35] I promise thank you
[4:06:38] um you can always obviously allocate 2.5
[4:06:41] million dollars to Capital Region
[4:06:43] Aquatic Center without authorizing the
[4:06:45] mayor to enter into a 2.5 million
[4:06:47] without authorizing the mayor tattoo
[4:06:49] into a contract right now with
[4:06:50] contingencies and you have the money
[4:06:52] tagged for the 2.5 but you don't have to
[4:06:55] enter into a contract until you know
[4:06:58] those other items
[4:07:00] uh are accomplished thank you thank you
[4:07:04] yes perfect
[4:07:06] all right I think we did I think we did
[4:07:11] a lot this evening uh you were respect
[4:07:13] it past that we you know regroup about
[4:07:16] winning so okay we need to so can we
[4:07:20] work around your schedule well no I want
[4:07:22] to yeah because to make sure that we're
[4:07:23] going to be able to do the Central Park
[4:07:25] yes yes absolutely so those are going to
[4:07:28] come to us on Monday nights
[4:07:30] [Music]
[4:07:34] okay
[4:07:35] has a summary of every item it will be
[4:07:38] one resolution with all the list of
[4:07:40] items that was passed on to by majority
[4:07:42] of us even if it totals 60 million
[4:07:44] instead
[4:07:48] so I'm a little bit
[4:07:50] so if I even asked Mr Collinger to
[4:07:53] summarize what is going to be on the
[4:07:54] resolution it's kind of forward next
[4:07:56] month
[4:07:58] in terms of allocations the total
[4:07:59] allocation is 14 691
[4:08:03] 455.84 cents broken down as follows and
[4:08:07] also please correct me if besides
[4:08:09] allocating you're also authorizing a
[4:08:11] contract then the mayor then enter into
[4:08:13] a contract for those funds for example
[4:08:16] the Green Market yes okay so just let me
[4:08:20] know where that is okay 4.5 million
[4:08:23] dollars for the pool construction
[4:08:24] project 3.5 million dollars for the golf
[4:08:27] course irrigation improvements
[4:08:30] 875 500
[4:08:32] uh to the city and two hundred thousand
[4:08:35] dollars to do a Community Foundation for
[4:08:38] the Empowerment Center and the
[4:08:40] foundation project
[4:08:42] fifty thousand dollars to the Green
[4:08:44] Market
[4:08:46] um nine hundred and fifty thousand
[4:08:48] dollars for the health and Equitable
[4:08:50] food project minus the funding to the
[4:08:52] Green Market
[4:08:54] 1.25 million dollars to Miracle on Craig
[4:08:57] Street for uh the project of the Carver
[4:09:00] Community Center Rehabilitation
[4:09:03] 172 073 to Safe House
[4:09:07] 343
[4:09:09] 882.84 cents to the seat Center
[4:09:12] three hundred and fifty thousand dollars
[4:09:13] to Schenectady little league and the
[4:09:15] Blue Jays
[4:09:16] and 2.5 million dollars to the capital
[4:09:19] region Aquatic Center as an allocation
[4:09:21] in terms of authorizing contracts I
[4:09:25] would be authorizing the mayor to enter
[4:09:27] or his designee into uh enter into a
[4:09:30] contract with Gary Community Foundation
[4:09:32] for two hundred thousand dollars
[4:09:34] authorizing the mayor country to into a
[4:09:36] contract with the Green Market
[4:09:38] authorizing the mayor to enter into an
[4:09:40] agreement with Safe House
[4:09:44] with the seat center with Schenectady
[4:09:46] little league and the Blue Jays my
[4:09:49] recommendation as it relates to Miracle
[4:09:50] on Craig Street and the capital region
[4:09:52] aquatic centers because there are
[4:09:55] contingencies involved in those just
[4:09:57] allocate the funds until the the
[4:10:01] contingencies are met then authorize the
[4:10:05] contracts at a later point in time once
[4:10:07] those contingencies have been met uh
[4:10:09] unless I'm missing something here and
[4:10:11] obviously that's up to the council
[4:10:22] next time
[4:10:23] next one yes so I will request that we
[4:10:27] have all that in one resolution am I
[4:10:30] missing in my mind
[4:10:31] the total I have is 14
[4:10:33] 691
[4:10:36] 455.84 cents
[4:10:39] for the the only question I have and
[4:10:42] again this is up to the council or the
[4:10:44] committee rather the Miracle on Craig
[4:10:46] Street
[4:10:47] um there were contingencies that were
[4:10:49] discussed about other funding sources
[4:10:51] coming through
[4:10:52] whether or not it's an allocation only
[4:10:54] the council is only going to allocate
[4:10:56] the funds or if they're going to also
[4:10:58] authorize the contract with the
[4:11:00] contingencies in there as I said my
[4:11:02] recommendation again that's just it's
[4:11:04] just my recommendation is that you just
[4:11:06] allocate the funds tag the funds right
[4:11:08] now until the contingencies are met and
[4:11:11] then
[4:11:12] we can come back it can be brought back
[4:11:15] and you know somebody can present from
[4:11:16] the development department the
[4:11:17] contingencies have been met and then
[4:11:20] authorize a contract
[4:11:22] same thing with the part of the center
[4:11:24] because there are contingencies
[4:11:26] any question that I have no issue with
[4:11:28] regards to those uh
[4:11:30] forbid on the same resolution so it
[4:11:34] would be I mean a separate resolve yes
[4:11:36] perfect
[4:11:38] any other question on that
[4:11:41] computer again
[4:11:42] 350 000 to Schenectady little league and
[4:11:45] the Blue Jays
[4:11:48] because I haven't seen the applicant I
[4:11:50] don't know if I've seen their
[4:11:50] application
[4:11:52] um whatever it is it's going to be the
[4:11:53] formal legal name obviously if we're
[4:11:55] going to authorize that contract okay
[4:11:57] same thing with everybody else they're so I'd have to go and take a
[4:12:01] look and I'll talk to the development
[4:12:03] department make sure we have their legal
[4:12:04] name
[4:12:13] you know Finance afterwards but 14
[4:12:16] million six hundred ninety one thousand
[4:12:19] four hundred fifty five dollars and 84
[4:12:21] cents
[4:12:31] what was discussed here
[4:12:35] right all in favor all right thank you
[4:12:38] very much
[4:12:39] uh that's before we close um we need to
[4:12:42] regroup and continue the discussion here
[4:12:44] I know Miss Patrick is out next week I'm
[4:12:48] here uh next week next week which is
[4:12:51] Council that's our council meeting
[4:12:54] of the next week is the next week the oh
[4:12:57] the next week is our fifth Monday
[4:12:59] so we don't have councils and so is
[4:13:02] September 6th and I'm not going to be
[4:13:04] here
[4:13:06] today
[4:13:07] our next community meeting is September
[4:13:09] 6th so you're not available next week of
[4:13:12] the 26th 22nd the entire week I'm
[4:13:16] York City
[4:13:17] and then
[4:13:19] [Music]
[4:13:21] and then you're out until the next
[4:13:22] committee meeting
[4:13:24] she's out at the next Community for the
[4:13:27] next committee meeting I'm
[4:13:29] that's you know I can let you guys know
[4:13:32] go ahead please
[4:13:34] um so I know I mean we have a lot of
[4:13:35] work to do so is anybody open until
[4:13:37] meeting in the week that we're normally
[4:13:38] off and just following a special meeting
[4:13:39] so we can handle this out
[4:13:42] you're gonna be out of town yeah
[4:13:46] so you know what then let's meet on the
[4:13:49] September
[4:13:52] our next coming to a new thing
[4:13:56] yeah go ahead please and can I suggest
[4:14:00] that that folks can like send to you or
[4:14:03] just be prepared at that meeting to what
[4:14:04] they would like to bring forward so you
[4:14:06] kind of know when we're dealing with him
[4:14:07] prior to that
[4:14:09] um can we know what how much money is
[4:14:10] left yes
[4:14:18] absolutely like in a Central Park and
[4:14:21] put in what a good faith estimates and
[4:14:25] we're still doing some of the final
[4:14:26] deciding or which could ship those
[4:14:28] numbers either up or down and those are
[4:14:32] yeah
[4:14:33] [Music]
[4:14:35] sometimes a staff and contractors don't
[4:14:38] agree with us
[4:14:41] you know we've all made the commitment
[4:14:42] for the pool using caveman a diner
[4:14:47] tennis courts things I wanted to come
[4:14:49] out so that it reflects well on
[4:14:52] everybody and it's going to position
[4:14:53] that part really for the next half
[4:14:55] century
[4:14:57] so and I want to come up where it's a
[4:15:00] little bit short
[4:15:02] a little bit to do the lighting the
[4:15:04] sidewalking or Paving so again that it's
[4:15:08] first class
[4:15:10] investment in
[4:15:13] all the facilities reflect that
[4:15:15] greatness we all want
[4:15:17] absolutely and just to that I agree with
[4:15:21] you I think that um we need these
[4:15:24] upgrades and I just love to see a plan
[4:15:25] because I can I don't play golf but I do
[4:15:28] play tennis so um I have a personal
[4:15:31] interest in making sure Mr daily with
[4:15:34] the council presidents numb to the golf
[4:15:36] course um
[4:15:39] that the courts are resurfaced and that
[4:15:42] we you know have someone in in the
[4:15:45] position to kind of oversee all that as
[4:15:46] well as and I know that's a separate
[4:15:48] thing and that's a Personnel issue but I
[4:15:50] think that's important as we look at the
[4:15:52] big picture of how we maintain this
[4:15:55] major investment that we're going to
[4:15:56] make so fully supportive of that we'd
[4:15:58] love to see a plan and what that looks
[4:16:00] like
[4:16:01] Arizona
[4:16:07] all right I'd like to call to order City
[4:16:10] development and planning
[4:16:11] I have the first on my agenda is to uh
[4:16:14] public hearings to support Metroplex
[4:16:16] application for ReStore New York grants
[4:16:18] and a Mr a very awesome president did
[4:16:21] such a good job writing the medals for
[4:16:22] me I've spent a lot of time there's 250
[4:16:26] million dollars in the state budget for
[4:16:27] restoring work it's going to be
[4:16:29] allocated in two groups of the first
[4:16:31] round of funding is 100 million second
[4:16:33] round's 150 million skanky can apply for
[4:16:37] up to three million dollars so we're
[4:16:39] asking for your support tonight to call
[4:16:41] for public hearing I'll be on your
[4:16:43] agenda next week public hearing will be
[4:16:45] hello
[4:16:46] there'll be a legal notice in The
[4:16:48] Gazette then we come back after the
[4:16:50] public hearing the next two cycles ask
[4:16:52] for a resolution in support of the
[4:16:54] application that has to be submitted in
[4:16:56] early October or do very closely with
[4:16:59] the city to get the application ready uh
[4:17:02] we've won numerous rounds of previously
[4:17:05] for ReStore New York it's a great
[4:17:07] program so we just asked for your score
[4:17:10] tonight to call for that public hearing
[4:17:14] any questions
[4:17:20] thank you very much Mr Jester thank you
[4:17:22] for being so patience
[4:17:24] yeah all right um the next item on the
[4:17:28] agenda is to authorized issuance of a
[4:17:31] revocable commit number 673 to John
[4:17:33] Riley for sign an awning that will
[4:17:35] overhang the stage right away
[4:17:39] 2235-237 Union Street and Mr Wrong I did
[4:17:43] not see him though I think
[4:17:45] the council's explanatory it's a kind of
[4:17:49] a normal process of what is the council
[4:17:51] is favorable consideration for that
[4:17:53] looks like a beautiful sign the
[4:17:55] information oh I'm sorry
[4:17:58] I was anticipating your next words okay
[4:18:02] the information is in the packet are
[4:18:05] there any questions okay
[4:18:12] um the third item on the agenda is
[4:18:13] discussion of Hilton town hall meeting
[4:18:15] September 2022 Mr Williams
[4:18:19] so quickly the days while I'm selecting
[4:18:21] the responses that I received
[4:18:25] from the 23rd so it's a Friday as soon
[4:18:28] as we can pass that I will work to
[4:18:31] schedule to have uh
[4:18:32] last name do a review and we'll be
[4:18:35] hosted at DC Boys and Girls Club our
[4:18:38] machine is very excited to have it this
[4:18:40] person there
[4:18:43] so I think having a safe visit by our
[4:18:47] Zeb just confirm that we are good to go
[4:18:49] uh we'll give any reinsurance I'll
[4:18:52] ensure that the equipment appropriate is
[4:18:54] there and
[4:18:56] then discussion uh Mr Pullman referenced
[4:19:00] that doing on formal press releases and
[4:19:02] uh necessary so as I get that verbiage
[4:19:06] written up out for council members and
[4:19:08] that would be some time to help Mr
[4:19:10] Golden one we don't have to do an
[4:19:12] announcement of a meeting like we would
[4:19:14] do for other things I mean we can still
[4:19:17] certainly put out a press release and
[4:19:19] put out an announcement but there's no
[4:19:21] legal requirement to do anything
[4:19:26] um and there was one final consideration
[4:19:28] on how many recommended keeping the
[4:19:30] meeting at 7 pm just to stay in kind
[4:19:33] with our Council meetings No 5 30.
[4:19:37] actually that's right
[4:19:39] and I misread that um
[4:19:49] I think
[4:19:54] I thought would be enough time and I
[4:19:57] think people would come right from work
[4:19:59] as opposed to you know going home you
[4:20:03] feet up I get it it's hard to come back
[4:20:07] up yes Mr Toro oh it was me Mr Williams
[4:20:11] who said we should probably keep him
[4:20:13] keep it in line seven o'clock meeting
[4:20:17] um since originally we wanted to change
[4:20:19] our meetings to a different time with
[4:20:22] seven o'clock seemed to fit better to
[4:20:24] most people's schedules so again that
[4:20:27] was me that that made that suggestion
[4:20:29] I'm open for the 5 30 to 7. it was fun
[4:20:33] Mr motivary yeah I'm good at 5 30. the
[4:20:37] September twins are selected
[4:20:40] time with that
[4:20:42] so we will hear from you
[4:20:46] so um
[4:20:51] just I'm all for that I think that's the
[4:20:54] suggestion I'm just thinking about if
[4:20:55] we're going to host it at the Boys and
[4:20:57] Girls Club 100 that time slot might
[4:20:59] impactor I believe in provide
[4:21:01] programming I don't know if that would
[4:21:02] be I'm sure in our customers
[4:21:09] so uh
[4:21:11] um I guess we have the interesting
[4:21:13] motion that we agree on meeting having a
[4:21:15] town hall meeting on Friday September
[4:21:17] 23rd at 5 30 to 7 pm
[4:21:22] it's okay all those in favor all right
[4:21:24] thank you okay the final items on the
[4:21:28] agenda are for property sales so for
[4:21:32] that reason we need to go to Tech
[4:21:34] session
[4:21:37] all those in favor
[4:21:39] um and the public has to leave
[4:21:45] [Music]
