[1:02:57] we assure that there's not other funds
[1:03:00] that could be earmarked for some of the
[1:03:02] projects um and then you know some of
[1:03:04] these articles can be kind of
[1:03:07] returned to the popular some of this you

[1:03:12] grassroots initiatives
[1:03:15] well so you know christie can talk to
[1:03:17] this a little bit more but i'm not going
[1:03:18] to impact
[1:03:19] you know so right now when we do parts
[1:03:21] projects the main funding source for
[1:03:22] parts project is our cdbg money we
[1:03:25] either do cpg money or grants those are
[1:03:28] the two ones that we use so when things
[1:03:29] go over we kind of rely on cdbg money to
[1:03:33] help now to your point though we can use
[1:03:35] cv's money for other things just like we
[1:03:36] can use for other things
[1:03:38] i think the last thing we want to do if
[1:03:40] you ask amp is borrow money you know
[1:03:42] that's the last thing because borrow
[1:03:44] money is just like taking a mortgage out
[1:03:46] you don't want to borrow if you don't
[1:03:47] have to but at the same point i think
[1:03:49] that we should all be realistic to say
[1:03:52] if the city has needs and desires the
[1:03:54] council can borrow money to do that um

[1:03:59] in my on my opinion if i was ranking
[1:04:01] they have so many old products a diamond
[1:04:03] lighting might say eight years very
[1:04:05] barrel apart three years

[1:04:25] central park would love for those courts

[1:06:04] allocated 500 thousand only spent 400

[1:06:09] um can the contract be written in such a
[1:06:11] way that we could just reallocate the
[1:06:13] money to something else the contract
[1:06:15] would have to come back to the council
[1:06:17] to begin with so there had to be a
[1:06:19] reappropriation of the funds that would
[1:06:20] certainly happen at the same time
[1:06:22] councils
[1:06:23] taking on uh authorizing the contract
[1:06:26] there would be questions on whether or
[1:06:28] not certain funds obviously qualify for
[1:06:30] use of the arpa funding
[1:06:33] i believe
[1:06:34] i'm sorry i just i'm specifically
[1:06:36] speaking about parks projects which
[1:06:38] right but
[1:06:39] mr wallin said maybe we can use it for
[1:06:41] other things related to it depending on
[1:06:43] what those other things are be a

[1:06:48] sometimes whether they would qualify

[1:07:08] bid the problem with that obviously is
[1:07:11] something you know mr well put something
[1:07:12] out to bid it comes back and then
[1:07:15] you know the console has to be on with
[1:07:17] one appropriating the funds for it uh
[1:07:19] because it hasn't already been
[1:07:20] appropriated and obviously going with a
[1:07:22] particular bid so that's why we would
[1:07:24] appropriate it now
[1:07:26] it can always be reappropriated later on
[1:07:28] if not all of it gets used or let's say
[1:07:31] you know the council appropriates 500
[1:07:32] 000
[1:07:33] it comes in over budget at 600 000
[1:07:36] dollars but it's still the best deal we
[1:07:38] can find and we really want to move out
[1:07:39] of the project the council then can
[1:07:41] re-appropriate you know other funds
[1:07:42] we're going to take it from this project
[1:07:44] where maybe we haven't you know
[1:07:45] appropriated all the funds and we're
[1:07:47] going to appropriate an additional 100
[1:07:49] 000
[1:07:50] council can certainly do that
[1:07:52] that's exactly what i
[1:07:55] love the wanted
[1:07:56] so we have a little bit of flexibility
[1:07:57] so that as we come to get the projects
[1:07:59] we actually can get them done complete
[1:08:01] the projects and i'm sure if we really
[1:08:02] drive dan in the development part we'd
[1:08:04] always have a little bit of cbg cushion
[1:08:06] or you know i have some funds but the
[1:08:08] problem is is that you know it's your
[1:08:10] point you know a lot of needs out there
[1:08:12] so you can you can cover 50 000 maybe
[1:08:15] but to cover half a million that's a you
[1:08:17] know that that hurts the project message

[1:08:21] thing obviously is you know when you're
[1:08:23] getting close to the end of
[1:08:25] appropriating funds

[1:08:27] debate it comes in higher than we

[1:08:32] project but we only have 500 000 left

[1:10:47] lighting at this point yes oh no that's
[1:10:50] what i was going to get at is that i
[1:10:51] can't stress enough the importance of
[1:10:53] really getting that parts committee back
[1:10:55] and having some of these decisions
[1:10:57] discussions openly because here's my
[1:10:59] issue
[1:11:01] i have to put these recommendations out
[1:11:02] there and try not to act like i'm hiding
[1:11:05] things right we had a meeting with the
[1:11:07] parks people lighting came up we were
[1:11:09] talking about parks projects there was a
[1:11:11] lot of support for tennis in general i
[1:11:13] put it on the list that number is a dart

[1:11:18] the reason for that is that it's based
[1:11:20] off of what i've learned from the a
[1:11:21] diamond lighting and talking with their
[1:11:23] sports division these lights are going
[1:11:24] to be shorter they're not going to be
[1:11:26] baseball style lights however you know i
[1:11:29] did not have detailed conversations
[1:11:31] about how many ports really do we need
[1:11:33] to light the most effective seem to be
[1:11:35] the most smallest compact 810 cords
[1:11:38] there however
[1:11:40] what if they said you know what we just
[1:11:41] want to do four cores the tennis
[1:11:43] community only needs
[1:11:45] five we could you can shrink it up more
[1:11:47] or we can move so
[1:11:49] that's my issue as an engineer standing
[1:11:51] up here is that it is a it's a nice idea
[1:11:55] it will really benefit some because some
[1:11:57] people can only play at night we're
[1:11:58] getting into darker hours the weather's
[1:12:01] still nice but the sunlight is not there
[1:12:03] but it would be nice to have

[1:12:09] some city staff trying to you know just
[1:12:11] assume what do you think the best would

[1:12:31] conversation came from
[1:12:33] but it wasn't from a necessarily it was more of the fact is that we run
[1:12:38] so many instructional events there in
[1:12:41] tournaments that it was really the
[1:12:43] thought was okay well what if you were a
[1:12:45] resident you just wanted to play and you
[1:12:47] feel like you can't get onto the courts
[1:12:49] well you know what
[1:12:50] now you can we're giving you the ability
[1:12:52] to go out there and play
[1:12:55] but
[1:12:57] and
[1:12:58] as well as some schools practicing their
[1:13:01] um you know their availability the youth
[1:13:03] to get on the courts i live around uh
[1:13:06] community college and i mean those
[1:13:09] courts are night you know day and night
[1:13:11] being used by
[1:13:12] right on union avenue by the college and
[1:13:15] i'm sure there's
[1:13:16] you know so again uh at at this point
[1:13:20] you know
[1:13:21] i'd say
[1:13:22] we're working on the parts
[1:13:24] i would say i would go
[1:13:36] um b diamond needs irrigation there's
[1:13:39] youth
[1:13:40] uh leads that need new fences around
[1:13:43] them
[1:13:44] that hundred thousand dollars would go
[1:13:47] very far
[1:13:48] to make sure all that happens

[1:14:58] have you know college level teams
[1:15:00] playing on a diamond to bring that there
[1:15:02] so we don't want to keep local colleges
[1:15:04] from being able to play at night so that
[1:15:06] is their estimate to do that would you
[1:15:08] mind getting an estimate for us in
[1:15:10] regards to the central part of tennis
[1:15:12] uh very bad class because
[1:15:14] we can hold this for a couple of weeks
[1:15:16] the next rounds and we can continue to
[1:15:18] discuss this

[1:17:12] a city staff member did do that in
[1:17:14] development i don't know if it was
[1:17:15] matter or not years ago we went and
[1:17:17] assessed kind of what was there working
[1:17:20] with some of the parts that but
[1:17:22] the recreation advisory
[1:17:24] they actually did the assessment
[1:17:25] themselves
[1:17:43] you know the staff has been doing it
[1:17:45] we don't have a great
[1:17:47] summary we do know the needs uh i think

[1:17:53] you may say south
[1:17:55] park is forgotten but
[1:17:58] is probably 25 times the size
[1:18:00] and it is in probably worse

[1:18:14] remains

[1:18:18] it is kind of been let go and
[1:18:21] it's just stacking levels and things it
[1:18:23] says and the other part of it is it's
[1:18:24] much like this to be long-winded with
[1:18:26] all this it's much like the casino
[1:18:28] building in central park
[1:18:30] if you don't have a use and you don't
[1:18:33] have a purpose

[1:18:36] it's it's hard to keep making the
[1:18:38] investment i know that some uh cricket
[1:18:41] has been played there but i also know
[1:18:43] it's a little small sometimes right

[1:23:32] run satellite rounds at michigan avenue
[1:23:36] while using the central park courts

[1:23:46] both
[1:23:46] and just get the tournament courts up
[1:23:50] and i think that is something like
[1:23:51] mentally when we get together we talk

[1:23:55] a new parks director in the parks

[1:23:59] designation in our heads that central
[1:24:02] park and michigan are the city's turning
[1:24:04] reporters and then we have another level
[1:24:06] that is refrigeration for us just to
[1:24:08] make that difference
[1:24:11] because i didn't realize that michigan
[1:24:13] was used at that capacity but for them
[1:24:15] to bring in that statewide tournament
[1:24:17] seven times a year i guess they need
[1:24:19] both so that was um but they can't use
[1:24:21] it right now because it's a very long
[1:24:23] large crack but it's it's
[1:24:27] an asphalt usually when you have a crack
[1:24:29] it goes everywhere this crack is about
[1:24:32] as straight as an arrow so i think

[1:25:49] gardner to make sure that the people in
[1:25:52] the program that he works with are
[1:25:54] people who and that they end up working
[1:25:56] on as part of doing part of that project
[1:25:59] so we come up with a community benefits
[1:26:01] agreement to make sure that they're
[1:26:03] included
[1:26:04] as part of that
[1:26:06] since there's been a lot of discussion
[1:26:07] regarding making sure that people who
[1:26:10] live within the city get to work within
[1:26:12] the city um i think that we should that therefore that helps a project that
[1:26:17] the city is already doing in terms of um
[1:26:19] ron gardner's what ron garner is doing
[1:26:21] and also it lets us get um some owner
[1:26:24] occupied um rehab
[1:26:27] done
[1:26:30] so i was i would like to recommend one
[1:26:31] of my new towards that
[1:26:33] so it's total 1.7 million for the bcni
[1:26:36] they did have four projects but the last

[1:49:03] personally i walk in the road a lot of
[1:49:05] times um just not to trip on sidewalks
[1:49:07] so i'd like to see how much we could
[1:49:09] allocate for the infrastructure for them

[1:51:42] slash pavement is a long term plan and i
[1:51:46] do not want to call

[1:51:54] how we implement chip within the city um
[1:51:56] because i think that is where we need to
[1:51:58] discuss i know i haven't had a chance to

[1:52:03] of the mayor's intent but if it's truly
[1:52:06] to disperse all of those funds for our
[1:52:09] street payment i think we are at time to
[1:52:11] have that conversation of should we
[1:52:14] distribute those funds exclusively for
[1:52:15] sidewalks or do we need to look at more
[1:52:18] of a different
[1:52:21] distribution of proportions uh because i
[1:52:24] know for me living in this city
[1:52:26] if we're dedicating all those funds or a
[1:52:28] large majority of those funds to the
[1:52:29] streets
[1:52:30] schenectady is prone to have crappy

[1:57:44] for money from that round so
[1:57:46] um although we never took a vote and but
[1:57:48] there was certainly uh could seem to be
[1:57:50] a consensus that we would be doing that
[1:57:52] now mister to mr um william's point he
[1:57:54] mentioned that maybe uh we should not
[1:57:56] have necessarily the same kind of
[1:57:58] application process but have some
[1:58:00] process for people who did not get an
[1:58:02] opportunity the first time since we
[1:58:05] made a commitment of sorts
[1:58:07] um have an opportunity to put forth for
[1:58:10] instance we um we talked all the parts
[1:58:12] were listed except simon spark was
[1:58:14] listed on the mayor so that would be a
[1:58:16] group that would have to you know we'd

[1:58:22] it doesn't necessarily have to be um the
[1:58:24] same process and um just for clarity's

[2:02:16] the path around the pond
[2:02:18] that was the focus for that and with
[2:02:21] that funding we were
[2:02:23] going to just use it as we could and
[2:02:26] also if we needed more since part of it
[2:02:27] was a path i was going to supplement it
[2:02:29] with paving money which usually we have
[2:02:32] enough of on an annual basis however if
[2:02:35] there are other things you know in that
[2:02:38] report that you mentioned it is 10 years
[2:02:40] old there are dog parks there is a
[2:02:42] basketball court that's defunct back
[2:02:44] there in a tennis court but these things
[2:02:46] once again
[2:02:48] have
[2:02:49] no champion i guess that is the best
[2:02:50] term to do it right now you know the
[2:02:52] people who are talking about it is the
[2:02:54] wall it is the path
[2:02:56] and since there hasn't been anyone right
[2:02:59] now talking about the other amenities of
[2:03:02] that they don't have a place on that
[2:03:04] list
[2:03:05] the other facilities have all had people
[2:03:08] ask us for those facilities we've had
[2:03:10] meetings about those facilities and
[2:03:12] because we do not have an organized
[2:03:14] group to discuss parks
[2:03:16] you know it is the loudest voice
[2:03:19] is the one that we hear if there is no
[2:03:21] voice
[2:03:22] there's no advocate for the park right
[2:03:24] now unless there's some need for a

[2:06:42] it and it's a large of the city so um

[2:10:22] year from today we're bidding it it's a
[2:10:24] success that's how long it takes so with
[2:10:27] brown park if you guys i don't know what
[2:10:29] crowd park is i don't know what simon's
[2:10:30] park is i don't know what the scopes are
[2:10:32] for some of these projects if we want to
[2:10:33] set aside design money with the
[2:10:35] understanding that
[2:10:37] we may have to use capital money in the
[2:10:39] future
[2:10:40] then that's not a and then you pick what
[2:10:42] you want maybe the project of grout is
[2:10:44] smaller or larger than what you think
[2:10:47] but that gets something going so that we
[2:10:49] can actually have an actual estimate

[2:10:54] problem with how we did things we didn't
[2:10:56] consider the large picture in a large
[2:10:58] time frame we aren't leveraging our

[2:11:12] um granted we don't know what the scope
[2:11:14] is but we don't need to know the scope
[2:11:16] right now we don't need to spend every
[2:11:18] single penny right now we have time
[2:11:21] so get the things in grout park as well
[2:11:25] get them designed figure out the cost
[2:11:28] and said we don't need to spend all the
[2:11:30] money right now that's the silliest

[2:11:34] down the road even with sidewalks in

[2:13:28] no there's for nine thousand dollars
[2:13:30] plus a little more
[2:13:31] million plus a little more there can't
[2:13:34] be a second round of applications
[2:13:36] um with another again
[2:13:38] how do we how do we we can't take care

[2:14:22] taking our best swinging

[2:14:28] all of the money
[2:14:29] right now but what we do need to do
[2:14:32] is to give the people who didn't scream
[2:14:34] for silence or scream for grant park an
[2:14:36] opportunity to scream now and then we
[2:14:38] can say oh and screen i mean by via
[2:14:41] application and we can look at it and
[2:14:42] say oh this is you know
[2:14:45] what the scope of work is this is what
[2:14:47] the cost is and this is how it ranks up
[2:14:48] against all the other applications that
[2:14:50] we consider and that's why i strongly
[2:14:53] suggest that um
[2:14:57] uh correct me if i'm wrong but i believe
[2:14:59] that
[2:15:00] the applications that we made by my
[2:15:02] department for the city we're not
[2:15:03] focused on parks that actually not we did not have
[2:15:06] any formal applications for parks the
[2:15:09] applications at the time was at the
[2:15:11] interpretation
[2:15:14] right was the interpretation at the time
[2:15:15] when we first got the money and i was
[2:15:17] working with anthony was that we wanted
[2:15:19] the money to be focused on very specific
[2:15:21] code related things so city applications
[2:15:25] were centered around ventilation hvac
[2:15:28] improving some of our facilities so that
[2:15:30] they were
[2:15:31] better handling of
[2:15:33] air my air filtration and climate and then as
[2:15:37] we started advancing through this and we
[2:15:38] learned about the you know the
[2:15:40] restrictions or
[2:15:41] less restrictiveness of it it started to
[2:15:44] focus on well you know what we have a
[2:15:46] lot of needs with parks
[2:15:48] but the parks did not get applied it was
[2:15:50] more of a list and the list was more of
[2:15:53] where are our needs right now and how
[2:15:55] can we you know um satisfy the needs so
[2:15:58] we had things so that's what i'm going
[2:16:00] to get is it's just from our knowledge
[2:16:02] of what the needs of the parks were
[2:16:05] there were no people that really came
[2:16:06] out the reason that the tennis was we
[2:16:08] had a meeting with the tennis people but
[2:16:10] it was kind of unrelated to arc but it
[2:16:12] was hey if we're going to once again why
[2:16:14] would i ask you in a month for a capital
[2:16:17] money for a tennis facility if we can
[2:16:20] use parker money for the tennis facility
[2:16:23] so that's i just want to make sure that
[2:16:25] we're clear on that is that and once
[2:16:28] again
[2:16:30] if we pass on certain things right for
[2:16:32] instance we are looking like and
[2:16:34] sounding like that we're going to take a
[2:16:36] pass at something like improving uh
[2:16:39] ventilation at fire station one
[2:16:41] do not be surprised
[2:16:43] that in a couple of weeks when we have
[2:16:45] our budget meeting you will see
[2:16:47] improvement of ventilation for fire
[2:16:49] station one because that is a baseline
[2:16:52] need of the city the system is
[2:16:55] antiquated it's original to the building
[2:16:57] it needs to be upgraded
[2:16:58] so that's why i just want to make sure
[2:17:00] we're clear um you know that's why i'm
[2:17:02] really trying to stress to everybody at
[2:17:03] the table the whole capital
[2:17:05] non-capital thing is because just
[2:17:07] because it doesn't get approved doesn't
[2:17:09] mean you're not going to see it later
[2:17:11] and you're going to be paying for it out
[2:17:14] of it you know it's going to be a whole
[2:17:15] thing you're going to be paying for that
[2:17:19] right
[2:17:20] my point and i agree my point is that if
[2:17:23] i'm understanding this correctly is that
[2:17:25] capital funds
[2:17:26] can be used to
[2:17:30] for to to improve a park
[2:17:32] right right
[2:17:34] capital funds cannot be used to
[2:17:37] allocate to a community agency that's
[2:17:39] doing work in the community correct so
[2:17:42] okay so with the limited
[2:17:44] ability for uh
[2:17:47] capital funds
[2:17:49] i think that we would definitely want to
[2:17:52] make sure
[2:17:53] that if there's funds that we can use to
[2:17:59] redo our parks and do um some of the
[2:18:03] projects that fall within the parameters
[2:18:05] background funds
[2:18:06] then we i think it'd be wise for us to keep that in mind as we're looking at
[2:18:11] this uh remainder amount of opera funds
[2:18:14] which can be used to do other things and
[2:18:17] can be used to fund some of the uh
[2:18:19] community and local nonprofits that are
[2:18:21] doing the important work that was
[2:18:23] directly related to the pandemic so
[2:18:26] it seems like one pot is uh
[2:18:29] a little more flexible flexible than
[2:18:31] other and i think that we need to keep
[2:18:32] that in mind as we talk about
[2:18:35] and which i think is reason why it's
[2:18:37] important that we do a second
[2:18:39] applications
[2:18:43] good
[2:18:44] so my final topic he said you're all of
[2:18:48] our opinions i think the biggest
[2:18:49] difference between a good idea and a
[2:18:51] good proposal is the additional work
[2:18:53] that's done and that i think needs to be
[2:18:56] addressed no one is saying that there
[2:18:58] aren't other facets of the community
[2:19:00] that consider access to this money i
[2:19:02] think the biggest issue and for me as a
[2:19:05] red flag is that our playing and
[2:19:06] development engineering office doesn't
[2:19:08] understand the full scope of the needs i
[2:19:10] think although we are pausing and
[2:19:14] putting in place a hold on certain
[2:19:16] aspects of the park's money
[2:19:18] unless we have a a a
[2:19:21] somewhat grasp
[2:19:23] we can't hold the money forever which
[2:19:24] has been the narrative that
[2:19:26] many of the council members have made
[2:19:29] so i think
[2:19:30] as the the tone of having a second round
[2:19:34] it's learning from the process initially
[2:19:36] learning and adapting
[2:19:38] i myself was a huge proponent of having
[2:19:40] a second round and by definition
[2:19:42] any application or any future
[2:19:44] considerations for the harp of money
[2:19:46] outside of the deadline that we
[2:19:48] established
[2:19:49] is a variant of a second round whether
[2:19:51] we want to call it that or not it is an
[2:19:53] additional consideration naturally that
[2:19:56] is a point because we have a start date
[2:19:58] and an ending for the deadline so
[2:19:59] anything after is different
[2:20:04] we knew from the beginning that we
[2:20:06] received far too many applications
[2:20:09] that was not an active thought and it was letting
[2:20:12] the community know that
[2:20:14] everything would not be considered i
[2:20:16] think it'd be different if we told
[2:20:17] everyone it is not if you're going to
[2:20:19] receive funding it's wind then we are
[2:20:21] facing a different situation but that's
[2:20:23] not the narrative that was ever
[2:20:26] presented to the community it was
[2:20:28] present your ideas we will have an
[2:20:30] advisory committee to support
[2:20:32] our use for the money
[2:20:35] it was always an advisory would assist
[2:20:37] us but the full
[2:20:39] reasoning or the full allocation of
[2:20:40] funds would rest with our council
[2:20:43] so i think there is no issue with
[2:20:44] although the pot of money is
[2:20:46] substantially lesser than we anticipated
[2:20:50] nine million is still nine million
[2:20:51] dollars
[2:20:52] and that is a large amount of money and
[2:20:54] i think regardless of whether someone
[2:20:56] submits a project for 9.1 million
[2:20:58] dollars i think allowing the community
[2:21:00] to continue to interject on this process
[2:21:03] is a form of transparency that i will
[2:21:05] always
[2:21:06] bolster
[2:21:08] i know every city project
[2:21:10] just listening to these conversations
[2:21:12] didn't submit a formal application i
[2:21:14] think it is a poor narrative to send to
[2:21:16] the community there are two standards
[2:21:20] that we are going to employ
[2:21:21] see is not to abide by this but trust
[2:21:23] that we're doing the good work and the
[2:21:25] community need to do this think that
[2:21:27] that's not the right move
[2:21:30] go ahead please yeah the application
[2:21:32] doesn't mean transparency

[2:22:59] if anyone is if this shouldn't be lost

[2:23:20] every point what i'm saying is that if

[2:23:25] that some of the projects that we're
[2:23:27] bringing forth can be paid for by that
[2:23:29] capital money then we need to consider
[2:23:30] that when we talk about um
[2:23:33] what this opera money is for so

[2:23:40] than there is resources

[2:24:00] these decisions with them
[2:24:02] so and we give people another
[2:24:05] opportunity
[2:24:06] to advocate for projects and things that
[2:24:09] they think are important in the
[2:24:10] community i think that we are always
[2:24:12] going to be a better more participatory
[2:24:14] government by doing so why would
[2:24:16] knowledge
[2:24:20] i don't know why is because we could
[2:24:21] have leveraged the money and we could
[2:24:23] have leveraged it with the bond money
[2:24:25] and grant money and think about this
[2:24:27] thing we could have gotten a lot more
[2:24:29] projects done than we actually did
[2:24:31] that's why

[2:27:02] was that we learned more about the money

[2:27:07] not make applications that's why i just

[2:27:12] reason that we're struggling with the
[2:27:14] whole you know what is it what are we
[2:27:16] doing we know we have needs we're trying
[2:27:18] to fill those needs but we didn't get on
[2:27:20] every one of these a detailed uh scope
[2:27:23] or application it's just where we know
[2:27:25] that we have a need and i'm thinking
[2:27:27] maybe there's a reason why
[2:27:29] infrastructure was not
[2:27:30] placed on the main proposal
[2:27:33] later on for consideration when we
[2:27:35] received the construction

[2:28:33] so just to be clear um our first round
[2:28:36] of applications was not the entire 26
[2:28:38] million because there was already um
[2:28:40] allocations from from the city
[2:28:43] um there was already money that was um
[2:28:44] taken from the city in the amount of 16
[2:28:46] million so when the first round of
[2:28:49] applications went out it was closer to
[2:28:50] 11 million dollars
[2:28:52] okay so it wasn't
[2:28:54] 26. and so
[2:28:56] uh if you're asking which should we have
[2:28:58] waited for all the money um the
[2:28:59] application process was something that
[2:29:01] was part of the mayor's tour and
[2:29:03] application process and that was the
[2:29:04] decision that was made how that was not
[2:29:06] our decision to to make so should we
[2:29:08] await her to i like at this point i'm
[2:29:10] just wondering if the first round of
[2:29:12] funding was only 11 million
[2:29:14] we got a request for 76 million so if
[2:29:16] we're doing a second round of funding
[2:29:18] which i'm not in favor of have we
[2:29:20] already spent part of that funding
[2:29:22] yeah for the second year
[2:29:24] so you're saying yeah you're not in

[2:37:29] we you know we um recommended some good
[2:37:32] projects for funding uh
[2:37:35] almost everyone here i believe has input
[2:37:37] into that so i think that that part is
[2:37:39] good however i also think that we should
[2:37:42] extend a little further and do that
[2:37:43] second round which has been talked about
[2:37:46] in in various ways
[2:37:52] okay so i recommend that we have it back
[2:37:54] after the discussion next cycle if you
[2:37:56] don't please continue to have this on
[2:37:58] the agenda

[2:56:41] whatever it is their emails their

[2:56:45] so it's looking to have uniformity
[2:56:46] across the city um when it comes to you
[2:56:49] know electronic communications elect you
[2:56:51] know whether that's as i said emails it
[2:56:53] could just be inter interfacing on the
[2:56:56] internet right using web apps using
[2:56:58] whatever um so it's creating something
[2:57:00] that's standard and um this policy also
[2:57:03] takes into consideration the retention
[2:57:04] policy that the city council has
[2:57:06] previously approved because that's
[2:57:08] obviously very serious and something we
[2:57:10] take seriously in the law department
[2:57:11] obviously because of foil um and i know
[2:57:14] that that's incorporated in here about
[2:57:16] you know we talk about deleting emails
[2:57:18] and you know getting rid of
[2:57:20] correspondences so people don't do that

[2:59:41] you'd associate maybe like an in-person
[2:59:43] discussion or is the expectation
[2:59:46] and you're communicating
[2:59:49] yeah so i think after this is you know
[2:59:51] my plan is to send it to each employee
[2:59:54] like we do and we know that we should
[2:59:56] play there or not you can put something

[3:03:01] the foil system or other ways to get
[3:03:03] information and also
[3:03:05] you know i know the mayor has mentioned
[3:03:06] this many times before we have people
[3:03:08] who try to infiltrate the system and
[3:03:11] it's easier to infiltrate the system if
[3:03:13] people are um
[3:03:15] you know if we don't have a policy in
[3:03:16] place right where we can hold people
[3:03:17] accountable to follow a particular
[3:03:19] policy because then there's you know
[3:03:21] some i don't say subjectivity to it but
[3:03:23] there isn't a standard right by creating
[3:03:26] a standard which is this is what it's
[3:03:28] doing it's creating a baseline to
[3:03:29] protect the city from both people trying
[3:03:32] to get into the system and information
[3:03:33] that frankly should not get out of the
[3:03:35] system social security numbers
[3:03:38] personal addresses because sometimes we
[3:03:40] do email um pcs of personnel changes
[3:03:43] right and that would have
[3:03:45] that information in it we want to make
[3:03:47] sure that that somehow does not get out
[3:03:49] in public because i don't want my social
[3:03:51] security number out there right
[3:03:53] you know i don't want you know people
[3:03:55] can find out where i live probably by
[3:03:56] looking in you know the white pages if
[3:03:58] it exists anymore but it shouldn't be
[3:04:00] getting out through a personnel change
[3:04:03] so we're trying to you know i think give
[3:04:06] create a standard for everybody across
[3:04:07] the city in terms of dealing with this
[3:04:09] information
[3:04:11] and
[3:04:12] you know it may be that at some point in
[3:04:14] time this is going to have to be adapted
[3:04:15] as technology changes as our needs
[3:04:18] change as laws change
[3:04:20] but i think as it stands right now this
[3:04:22] is a
[3:04:23] baseline of what the city really needs
[3:04:25] in terms of
[3:04:27] um creating a level of protection for
[3:04:31] for the city and also for the employees
[3:04:42] you may have mentioned it here but i
[3:04:44] just i don't think we have a lot of
[3:04:45] mobile import employees but if we do
[3:04:48] have people who are traveling are they
[3:04:50] restricted and using public wi-fi
[3:04:53] accessing the city
[3:04:55] so if they're uh uh like when somebody's
[3:04:58] traveling outside they can use any
[3:05:00] public wi-fi that's gonna talk about yes
[3:05:02] yeah so they can use it but you know if
[3:05:03] they are using vpn
[3:05:05] they will be like protected from that
[3:05:07] one so whatever policy we have in the
[3:05:09] vpn our network
[3:05:11] that will apply to that person so

[3:08:09] once again come up for a vote in order
[3:08:11] to override that veto
[3:08:13] so i bring it back here for discussion

[3:10:02] we have and some of them are one
[3:10:04] particular department more than others

[3:10:11] i'm going to ask you to reconsider
[3:10:13] because this is a
[3:10:15] where we're putting our staff in a
[3:10:17] position where they're
[3:10:18] we we heard it today but mr mr wallin

[3:10:22] there's so many projects that he has to
[3:10:24] oversee and then also our department of
[3:10:26] development where we're allocating this
[3:10:28] money so i think it's worthwhile that we do this and we currently um
[3:10:34] have people that live outside the city
[3:10:36] at this current time already so
[3:10:39] and outside the county for that matter
[3:10:41] so um it's already whether we whether we
[3:10:44] have it officially or not it's already
[3:10:46] happening
[3:10:47] so i really think it's it would it
[3:10:49] clearly it clearly demonstrates that we
[3:10:52] have a need to expand it and this
[3:10:54] doesn't just does not just apply to the
[3:10:57] city of schenectady
[3:10:58] there's an article in the paper
[3:10:59] yesterday about how some um
[3:11:02] employers are actually coming up with
[3:11:05] incentives to get people to work so
[3:11:07] staff shortage it's not just something
[3:11:09] that's happening to us it's happening
[3:11:10] all over and it's really something that
[3:11:12] we need to address if we intend to be
[3:11:14] effective and and make sure that our
[3:11:16] workforce has the support that it needs
[3:11:18] so um
[3:11:20] again we'll come back to the council for
[3:11:23] um to be reintroduced that's what has to
[3:11:25] happen after a veto
[3:11:26] and we'll come back on next week's
[3:11:28] agenda
[3:11:30] well so i would just say that you know
[3:11:32] initially i was i i was against this and
[3:11:35] i was concerned about making sure that
[3:11:37] we're um you know prioritizing the
[3:11:39] people that live in the city the people

[3:11:50] so when we put this forward it was my
[3:11:52] understanding that we did put it forward
[3:11:54] um with the consideration of um
[3:11:58] having uh
[3:12:01] incentivizing

[3:12:05] people who live in the city like right
[3:12:08] that's how the legislation did the
[3:12:09] discussion is that we would come back to
[3:12:11] that that part and yes because that
[3:12:13] might even include some bargaining units
[3:12:15] right things of that nature

[3:12:20] was against that but i think that in the
[3:12:21] spirit of what we're trying to do here
[3:12:24] um is in the fact that that um
[3:12:27] we are going to incentivize and
[3:12:29] prioritize

[3:14:52] uh two weeks ago this next phase was to
[3:14:55] do site
[3:14:56] grading and demolition which is uh we're
[3:14:59] going to be removing uh trees uh in a
[3:15:02] hill that it runs along
[3:15:05] the roadway adjacent to there
[3:15:07] we're going to do this now to make this
[3:15:10] site what's called pad ready for the
[3:15:11] next contractor
[3:15:14] it's just another step in trying to show
[3:15:16] progress and show the community that
[3:15:17] we're really moving forward with this
[3:15:20] next we're going to be going out in the
[3:15:21] near future with the bid of actually the
[3:15:24] pool house proper and everything else
[3:15:27] but we put this out
[3:15:29] our engineer's estimate was between two
[3:15:31] and three hundred thousand dollars
[3:15:33] and the pricing that we got was for the
[3:15:35] most part right in between there
[3:15:38] um kevlar and sons
[3:15:40] is a contractor that we have not worked
[3:15:42] with in recent times i have not really
[3:15:44] worked with that much however i do know
[3:15:47] that they are
[3:15:48] one of the
[3:15:52] go-to contractors for union college they
[3:15:54] do a lot of work with union college i
[3:15:56] have a lot of colleagues at union
[3:15:57] college and uh you know they actually
[3:16:00] they don't have to bid they're private
[3:16:02] they select who they believe does the
[3:16:03] best work and they continually work with
[3:16:06] keller so to me that speaks uh
[3:16:09] well for them and the quality of their
[3:16:11] work this project also is pretty simple
[3:16:14] in the fact that it is tree dirt removal
[3:16:17] we're going to bring some of the dirt
[3:16:18] down to foster avenue use it as a cap on
[3:16:20] some of that so i'll be able to relocate
[3:16:23] some of it so i have no reservations

[3:17:31] out of this area because it feels like
[3:17:33] it's going to be too many conflicts as
[3:17:34] we go forward

[3:18:09] expediting two weeks they went through
[3:18:11] all of our budget so to speak but we did
[3:18:14] not do a crack ceiling good year prior
[3:18:17] um just because of our workload and
[3:18:19] coven we didn't do one so we were behind
[3:18:22] we did a small change order to finish up
[3:18:24] some of the remaining street because it
[3:18:26] goes by a quantity basis
[3:18:28] but
[3:18:29] there's still a lot of need out there
[3:18:30] for the city so we kind of came up with
[3:18:33] you know we don't want to
[3:18:35] you know really uh
[3:18:37] take advantage of
[3:18:39] you know
[3:18:40] doubling the contract so to speak but we
[3:18:42] did thought it would be in the best
[3:18:43] interest of the city if we you know gave
[3:18:46] them a little bit more authorize a
[3:18:47] little bit more money to steal coat a
[3:18:49] little bit more streets prior to winter
[3:18:51] and then we'll put out a new contract
[3:18:53] next year um due to our purchasing
[3:18:54] regulations though anytime change order
[3:18:57] over 20
[3:18:58] is at the council's discretion
[3:19:01] i don't think it's a bad investment seal
[3:19:03] coating is always the number one
[3:19:04] preventative maintenance technique that
[3:19:06] you can do and we're really trying to
[3:19:08] make a case to do with more and more
[3:19:11] seal coating every year i think it
[3:19:13] actually has really helped some of our
[3:19:14] roadways here at boulevard and i'm going
[3:19:16] to see that the water is not getting
[3:19:18] into the pavement the pavement without
[3:19:20] the water isn't cracking apart um the
[3:19:23] big goal that we're trying to do is put
[3:19:24] together our program so that we're
[3:19:26] sealed coating roads
[3:19:27] in the three to four age bracket so we
[3:19:30] pave it and then three to four years we
[3:19:32] come back we evaluate that's usually
[3:19:34] when you get the most
[3:19:37] smallest most linear cracks propagating
[3:19:39] up so
[3:19:40] this right now is a little bit more of a
[3:19:42] scatter shot we're doing a lot of areas
[3:19:44] but still it's our second big contract
[3:19:48] this is going to be an annual thing that
[3:19:49] we do

[3:19:54] some time ago but the mayor was talking
[3:19:56] about the smart city initiative and how
[3:19:58] that
[3:19:59] you know a component of that would be
[3:20:01] for us to better uh kind of gain twin

[3:20:05] wear and tear and the roads that we're
[3:20:07] using that information that we're
[3:20:08] gathering not right now no that is so
[3:20:13] no right now what that is relying on is
[3:20:16] the mayor is installing optical sensors
[3:20:19] we call them cameras but
[3:20:21] the technical term is optical sensors
[3:20:23] and the optical sensors are going to
[3:20:25] monitor a litany of things once they're
[3:20:27] all in place and one of them he's hoping
[3:20:30] is that essentially they're going to
[3:20:31] take a picture of the roadway
[3:20:33] even if it's every week really matter
[3:20:35] cracks don't happen overnight doing
[3:20:36] watching grass grow but they could take
[3:20:38] the picture and then eventually you
[3:20:40] would notice the deterioration of the
[3:20:42] roadway
[3:20:43] i don't know i mean i don't even know if
[3:20:45] bowen would know if that technology is
[3:20:48] there quite yet
[3:20:49] but i do know that we're already using
[3:20:51] them for traffic
[3:20:53] and things like that so the technology
[3:20:56] is going to be there we just
[3:20:59] i don't think we have enough uh
[3:21:02] i i just don't think this area for that
[3:21:03] sensor to actually be able to pick up a
[3:21:05] crack in the roadway you know so right
[3:21:07] now we're doing the what we do right now
[3:21:11] when we pave a road for the season
[3:21:13] uh we put it in the gis as a layer we
[3:21:16] upload it into a public portal that's on
[3:21:19] the city engineering website and so then
[3:21:21] what we do is when going to come here so
[3:21:23] next year is 2023 and we're going to
[3:21:26] look and we're going to say okay what
[3:21:27] roles did we take in 2019 and 2018 and
[3:21:30] we're going to go drive those roads
[3:21:32] first as a manual component we're going
[3:21:33] to drive them we're going to say okay
[3:21:35] these roads are candidates the one thing
[3:21:37] you don't want is a road with too many
[3:21:39] cracks because you pay for this by the
[3:21:41] gallon
[3:21:42] so it's not costing private to go out
[3:21:45] there and just you know go nuts with it
[3:21:47] you really want to have center line
[3:21:49] seams some cracking if you get it's
[3:21:51] called alligator cracking or swallowing
[3:21:54] that's a whole other technique so we're
[3:21:56] trying to try to skip that but
[3:21:58] yeah hopefully in the future we can do

[3:22:02] things to vehicles you know so that the
[3:22:04] vehicles drive the road and they'll be
