uh adopted budget lines so

it's been a pretty exciting year

we expect that Trend to continue next

year I mean obviously it's all weather

kind of dependent I mean I can't imagine

that we're going to get another summer

but the one we had this year where it

was just 80 degrees and no rain in sight

every single day

it was pretty amazing so we do expect to

that change for sure so

we did raise our green speed totals this

in terms of um we raise the fees in both

are exploring a new carp Fleet as you

know we presented that to you when we
[23:36]
ordered the bit to the Yamaha

or wmb Golf Cars so we're moving forth

with doing a lithium

electric car Fleet and to offset those
[23:49]
expenses because they are going to go up
[23:50]
we're going to most likely to raise the
[23:52]
car key totals at and of course when
[23:54]
that time comes we'll bring that
[23:55]
proposal to you as well so we do expect
[23:57]
the cart revenues to to jump a little
[23:59]

and they uh and they it was it's been

great so that is the increase for the

revenues for the course over since 2009

this is a document we've been putting
[27:14]
together a couple of things I just

wanted to point out is I did add on here
[27:19]
I don't mean it to be boastful for me
[27:20]
and Matt but I added our timeline when
[27:23]
we all started here myself and Matt and
[27:25]
one of the things too I wanted to point
[27:27]
out was Anthony can attest to this there
[27:29]
is a reason 2009 10 11 12 you'll notice
[27:32]
a lot of dashes is that one of my goals
[27:36]
after taking over as a course manager
[27:39]
was to increase the transparency in our
[27:42]
numbers so what ended up happening is
[27:45]
you'll see like Golf Course fees there
[27:47]
was a lot of everything just piled into
[27:48]
golf courses community so it was very
[27:51]
hard to tell how the course was doing
[27:52]
what was happening so working with
[27:55]
Finance we started breaking out and this
[27:58]
was when Anthony was actually the deputy
[27:59]
Finance commissioner him and I started
[28:01]
working on this so that's why you'll
[28:03]
kind of see the numbers are smaller and
[28:06]
then also there's more numbers is
[28:08]
because we started breaking things out
[28:09]
for clarity and that's the revenue so
[28:11]
you see that like Matt was talking about
[28:14]
whether it's a huge factor for us but
[28:16]
you'll see that we've shown steady
[28:18]
progress all the way up to now and then
[28:20]
on the bottom according to our financial
[28:22]
data we're at one three seven four
[28:24]
million dollars which would be a new
[28:26]
record and we're still have well
[28:29]
everything five weeks yeah maybe four to
[28:31]
five weeks okay so really every day that
[28:35]
we take Revenue it is a new record right
[28:38]
now that's great they're not going to
[28:39]

and uh the other document so this is the revenues the other document I just

wanted to share is I find this very
[28:48]

Mike cesny our golf tour superintendent

who was phenomenal and it is part of the
[28:56]
reason that we're just so revered right
[28:58]
now
[28:59]
um he passed on to me some golf course
[29:01]
superintendent magazines and years ago
[29:03]
one of the things that was depicted in
[29:06]
that magazine is
[29:08]
what is the cost to maintain your course
[29:11]
all right it's a superintendent magazine
[29:14]
so it was how do you stack up the
[29:16]
problem is if you were to look at this
[29:19]
you have no idea I'm I kind of do you
[29:24]
would have no idea what it costs to
[29:25]
maintain the course so what I did is I
[29:28]
put this breakout together years ago and
[29:30]
I do it every year so if you're on the
[29:31]
council next year you're going to
[29:32]
interview say the same thing what this
[29:34]
is is this is a color-coded breakdown of
[29:37]
the courses expenses so revenues or
[29:40]
revenues they're pretty straightforward
[29:42]
and those colors correspond to our
[29:45]
revenues here
[29:46]
on the second page but where the value
[29:49]
really is is when you get into the next
[29:51]
pages with these Blues Reds and uh
[29:54]
you'll be able to tell that
[29:56]
the breakdown of the course is
[29:58]
approximately 46 or 650 000 goes towards
[30:04]
that's end of the course operations
[30:07]
um the carp Fleet Management and power
[30:10]
things like that so that's you know what
[30:12]
almost you would consider overhead but
[30:14]
it's much more than overhead and the
[30:16]
superintendent in his cost to actually
[30:18]
maintain the course of keep it as
[30:19]
beautiful it is that's 525 000 or 37 of
[30:23]
reflection and then 16 go to you know
[30:27]
what we put into our own coffers or
[30:29]
Capital fund or you know important but
[30:31]
we put back in the general fund every
[30:33]
year this year you know we're looking at
[30:34]
164 000 back in the general fund
[30:38]
um so this really I feel helps people
[30:41]
understand how the golf course is
[30:43]
actually managed where the money's going
[30:45]
so that if someone were to ask you know
[30:47]
what how much does it cost to keep the
[30:49]
course
[30:50]
looking like it does it's 525
[30:54]
000 37 of all of our revenues
[30:56]
um it's just a good number to have and
[30:58]
they said that in that magazine that
[30:59]
every Court should know what it costs to
[31:02]
maintain that that's great so that's
[31:04]
what these are uh coated up against each
[31:06]
other now the red one is what I wanted
[31:08]
to talk with you about
[31:09]
um you know I put this budget together
[31:11]
with Matt in June in mainly June
[31:15]
um I would like to request to increase
[31:17]
fuel oil and grease uh we we decreased
[31:21]
it a little bit
[31:22]
um from 20 to 10. I'd like to
[31:24]
reestablish it at 20 because we are
[31:27]
seeing just our our bills are going up
[31:30]
and not down and so I'd like to maintain
[31:32]
that at 20 and not reduce it to 10. and
[31:35]
that is one
[31:38]

so we changed that from 10 to 20. so you

well certainly gonna the water is going

to be certainly allocated much more
[33:09]
evenly

and
[33:11]
it's going to be less labor intensive

how that's going to break out in terms
[33:15]
of Mike's costs I'm not quite sure yet
[33:18]
um
[33:19]
he's going to be able to do things on
[33:20]
the golf course they normally can't get
[33:22]
to because he's
[33:23]
so dedicated to doing the irrigation
[33:25]
system the way it is now so just to give
[33:27]
you an example the current system is a
[33:29]
single row manual system
[33:31]
so in the height of summer when it's 90
[33:34]
degrees and he's out there watering he's
[33:36]
not just watering to get water into the
[33:38]
ground he's trying to keep his place
[33:39]
alive right so they literally have to go
[33:42]
out and take a head and I think
[33:45]
some of you were here when he did that
[33:47]
demonstration but he literally takes the
[33:49]
head and puts it into a coupler and puts
[33:50]
it in and they go so he can irrigate a
[33:53]
hole and a half whereas if the other
[33:55]
Golf Course can do their entire facility
[33:57]
at once so you can see how time time
[34:00]
consuming that can be
[34:02]
if the regular system is going he's
[34:04]
doing it at night so when he comes in
[34:06]
it's already irrigated he doesn't have
[34:07]
to do it so now that he can attend to
[34:09]
the finer details
[34:12]
paying attention to the more of the
[34:13]
Landscaping beds making the course a
[34:15]
little more pristine in that area so I'm
[34:18]
not really sure yet just how the cost
[34:19]
breakdown is going to be for water I
[34:21]
don't know how much we're going to say
[34:22]
the water maybe to marry you might the
[34:24]
other tractor that is we're not going to
[34:27]
see the full savings until 24 you know
[34:32]
we're mapping out a
[34:33]
fairly aggressive timeline
[34:36]
to put it in 23
[34:39]
I'm still skeptical in some of these
[34:41]
contracts with supply issues and
[34:44]
actually being able to implement it so
[34:47]
that we're going to get it in is Matt's
[34:51]
outlined who's going to be a shift in
[34:54]
resources is there a point where we go
[34:57]
back and actually reduce the expenses of
[34:59]
the maintenance or do we reallocate some
[35:02]
of the manpower to do uh
[35:05]
some of the finer work that isn't
[35:07]
getting done now
[35:08]
and it's just
[35:10]
approaching some of the fluid situation
[35:13]
where sitting here tonight you can't
[35:15]
make uh
[35:16]
firm recommendations or decisions
[35:20]
the the other thing to point out is
[35:23]
you know Matt and I had a conversation
[35:25]
just before this meeting about it one of
[35:27]
the things that I would say is one of
[35:29]
our biggest concerns is actually Mike
[35:32]
and the day he decides to retire
[35:34]
Mike has been with the forest for I
[35:36]
believe almost 20 years yeah well over
[35:39]
and he knows the course he knows the
[35:41]
manual system and he's prepared to work
[35:44]
on it he has a lot of you know intrinsic
[35:46]
knowledge because of that
[35:48]
um we are trying to find error parents
[35:50]
who are trying to find people that you
[35:51]
know be able to do something but the
[35:54]
system is extremely difficult to work on
[35:56]
when we did put out an RFP two years ago
[35:59]
as per our purchasing code as we did get
[36:01]
replies one of the biggest uh complaints
[36:04]
was about the system and about how
[36:06]
cumbersome it would be for someone to
[36:08]
learn it this new system is being
[36:10]
totally automated GPS into a computer
[36:13]
program and available on a mobile app it
[36:16]
will be available to more people to be
[36:20]
able to understand it than the original
[36:22]
system so if it does set us up for even
[36:24]
more savings and efficiencies in the
[36:28]
future because right now if we were to
[36:30]
have someone not like come onto our
[36:32]
course the learning curve would be
[36:34]
very Steep and they they may have they
[36:37]
may struggle with it the amount of money
[36:38]
time that they put into turning on the
[36:40]
battles in the summertime is is a lot so
[36:44]
you know I don't know how long it's
[36:45]
going to be there but this is hopefully
[36:47]
helping us in the future when he is not
[36:49]
there with the mapping system because
[36:51]
the new system when we have a ribbon
[36:53]
cutting here it's going to be impressive
[36:54]
it's going to be a really great system
[36:56]
the technology nowadays is incredible
[36:58]
like you can literally see on your phone
[37:00]
and it'll give you every single
[37:02]
sprinkler head on your phone so if one's
[37:05]
not operation it'll tell you that this
[37:07]
isn't performing up to standards and you
[37:10]
can you can say I want to put one
[37:12]
sprinkler head on the 15th grain and run
[37:14]
just slowly that head
[37:16]
and you can do it right from your phone
[37:17]
it's it's pretty impressive so but we'll be able to water every square inch
[37:21]
of that Golf Course evenly
[37:23]
and use less water which is the best
[37:25]

we get our order in but we currently

have the fleet existing in our cart Barn
[38:02]
that if they don't they're if they're
[38:04]
not into the supplies on that timeline
[38:06]
we will still be able to use the ones
[38:08]
that we have so it's not like we're
[38:09]
going to be left with nothing
[38:12]
um but uh he's pretty confident that
[38:14]
we'll get the fleet that we want and if
[38:16]
we don't it might be pushed back a month
[38:18]
or two
[38:19]
absolutely but at least we have that
[38:22]
fall back
[38:25]
so I think it's worth mentioning that
[38:27]
this might be a really great opportunity
[38:30]
um for you know the youth employment uh
[38:34]
program that the mayor performance was
[38:35]
talking about this gentleman who's been
[38:37]
dedicated basically it's entire life to
[38:39]
uh to the golf course if we want to look
[38:41]
at something that's sustainable I think
[38:43]
that this would be a really good
[38:45]
opportunity and it's just something we
[38:46]
should think about I'm actually
[38:48]
um guardian of Forlani who sits at our
[38:51]
Golf Community as a president
[38:53]
golf committee he spoke with Jennifer
[38:55]
Lawrence from the seed Center yeah we're
[38:58]
going to be meeting with her next month
[38:59]
to kind of discuss what your describing
[39:03]
right now and how we can move forward
[39:05]
but we actually do uh the mayor brought
[39:08]
this to my attention a couple years ago
[39:09]
we actually do a pretty good employment
[39:12]
boost through Schenectady High School
[39:13]
and I've sent out flyers and
[39:16]
applications through the guidance
[39:18]
counselors over there and we've actually
[39:20]
got some great kids over the years
[39:21]
through Schenectady High and so it's
[39:24]
been a nice little channel for those
[39:26]
that have been interested
[39:27]
uh mentioned the scholarship that the
[39:31]
one young man yes yeah one of the
[39:34]
council meetings coming up pretty soon
[39:35]
we were going to present through the PJ
[39:37]
of America we're doing a scholarship
[39:39]
through uh uh when Ricardo gretley whose
[39:42]
father is a teacher at the high school
[39:44]
as well
[39:45]
um you know he assisted Us in trying to
[39:48]
do a life-saving uh individual that had
[39:50]
passed away he was one of our tournament
[39:53]
executive directors and he had a heart
[39:55]
attack on the golf course and
[39:57]
unfortunately we didn't get there in
[39:58]
time but it was pretty traumatic and for
[40:01]
a kid of his age to have to go through
[40:03]
that
[40:04]
you know I was you know it was tough and
[40:06]
you could tell that he was pretty shaken
[40:07]
about but the what he did that day went
[40:10]
above and beyond and pga's definitely
[40:13]
going to recognize him on that so they
[40:14]
are offering him a 2500 scholarship
[40:17]
uh I think he's going to Suny Albany
[40:20]
yeah

um great kid and he's been with us for
[40:23]
about five years
[40:25]
um and so we're gonna do you know a
[40:28]
formal presentation you know pretty soon
[40:30]
and I'll obviously get that in the
[40:32]
agenda Samantha I'll probably be

reaching out to you when we can get that
[40:36]
on the schedule

is the uh the new irrigation system

going to have some sort of connection

for uh portions of the golf course and
[41:59]
that's why our debt service is
[42:01]
increasing as you see we have no no
[42:04]
bands or no bands for 2022 or 23 and we
[42:08]
have that at zero as you can see our
[42:10]
golf cart the new lease with that
[42:12]
company is going to be a little bit
[42:14]
higher that's what potentially happening
[42:16]
but again that's the reason why we were
[42:19]
thinking about increasing the owners
[42:21]
uh rates from the golf carts not the
[42:24]
golf course
[42:27]
again I'm just down here with the
[42:28]
transfers you can see uh we're going to
[42:30]
go from 151 to 164. transferring money

and our Capital Adventures is what you

compare our fees to other golf courses

that's one of them in my opinion that's

I think

a strong value is because what we offer
[44:53]
is such a great golf course but we're
[44:55]
still you know either at or below all
[44:57]
the other competitors so and I think a
[44:59]
lot of the players appreciate that and
[45:01]
when you actually show that you're doing
[45:03]
things to improve your course and then
[45:05]
you raise your fees I think players are
[45:07]
more apt to say okay I'll still play
[45:09]
that but if you just raise your fees
[45:11]
just because you say inflation and you
[45:13]
don't do anything right
[45:15]
so and that's one of the things we've
[45:18]
done over the last eight years is
[45:19]
something to be proud of we've done a
[45:21]
lot of work up there wouldn't you say
[45:22]

the other thing is that if we take

messages saying okay all the fees very

seriously and we actually strategize

between myself and Matt and the mayor

decided you know was the conversation of
[45:41]
you know this is a good time to do it

we're trying to raise money for

irrigation we're trying to do these

things we haven't done it so we did a

significant one and we did get pushback

from season pass holders and people
[45:51]
about didn't need to but I'll tell you

man Matt can attest to the season pass

holders did come back because the value

is still there yeah I mean they were

upset about it but they did not

department and I'm not saying that

do something on a show we're going to

bring a new Fleet and it's going to be a

companies are coming in they're allowing

if it's 14.81 cents

you know the 81 cents if that's the fee

that's occurred to put that back on the
[47:34]
customer

yeah instead of the credit card fee

going into the business

a couple companies uh about credit card

fees and I were looking at into exactly

that to try to lower the fees yeah and

to be fair to people we are working with

our concessionaire uh June news girl on

having her provide the clubhouse with an

ATM there is no current ATM it's a big

complaint that Matt gets we are working

with June and next season she will have

I think we prefer less cash because it's

a little bit more honest to add the

to where Route 7 is it's about 230 yards

so we

've restricted to what uh equipment

players can use so to speak because

they'll be banging the golf balls out

into route seven and that could be a
[50:05]
potential problem but to the right

specifically there's a thick
[50:11]
Patrick Woods and a lot of the golf
[50:14]
balls are hidden there so um
[50:17]

just trying to retrieve those becomes
[50:20]
very very labor intensive there's going
[50:22]
to be thousands upon thousands of golf
[50:24]
balls in there but if we put a net up it
[50:26]
would at least block that from happening
[50:29]
um and probably save us in the expense

of having to get rainfalls every single
[50:33]
year and replace that
[50:36]
um but yeah I mean the next time you go
[50:38]
up there if you actually take a look and

see what I mean it's not a very big area

it is what it is we're kind of

landlocked in that regard in terms of

size but

um it is a nice range and people like to

use it to come in practice for a month

before it around but it would definitely

help in that regard and it's not really

a super high expense what we're looking

for right well no I put a round number

be good which is complex but to match

the point when we had a golf course

architect doing uh our investigation for

the of the Master's plan we asked him to

look at the ring and in

2015 yeah 15 or 16. to be able to hit a
[51:18]
driver required netting in excess of
[51:20]
five hundred thousand dollars we're
[51:21]
talking 130 foot poles because even
[51:25]
though even myself or Matt even the
[51:28]
mayor can't hit over those Nets you have
[51:30]
to be able to prepare it for
[51:32]
300 and
[51:34]
a 350 yard hitter and so they can't
[51:37]
design something without someone who
[51:38]
could hit over it and the cost was
[51:40]
excessive so just to put it in Matt has
[51:42]
been telling me about this
[51:46]
so what we're looking at is 40-foot
[51:49]
utility holes yeah um you know not not
[51:52]
big metal poles like you see a stadium
[51:53]
or Eagle Crest but you know utility
[51:56]
poles driven into the ground for The
[51:58]
netting system on them so that we're
[52:00]
catching 80 of the Wayward balls into
[52:03]
the woods and then we'll be able to
[52:05]
arrange pick them a lot easier because

when you go up there and look those

woods are like

and and they serve you know someone may

say what about taking them they serve as

came and then there was a uh a big drop

off when we were getting anybody to

apply

um and it seems now we are getting some

applications in now and uh everybody's

local so let's say it could have been

playing we we also have a new uh

electrical inspector for the city
[56:32]
um uh Bobby Curtis a great employee
[56:37]
and uh our former employee has resigned
[56:42]
so we were able to fill that position

quite quickly

um code enforcement is going in a good
[56:49]
direction uh we're currently working
[56:51]
with uh municity to update our Software
[56:56]
System and our inspection system

and really had very detailed and uh

inspections uh above what other code

enforcement departments are doing out
[57:08]
there currently our inspections be far
[57:11]
superior to
[57:13]
most southern departments if not all
[57:25]

off of our rental inspections that

we we have brought that up uh you know

one what I got here is you know a

million thousands and uh you know to

for people to come in on the change of
[57:51]
occupancy which was which was a hard
[57:54]
turn to to get these people to come in

but for now we're really turn the corner

and have a great success

online and eventually be able to pay for

it without coming into City Hall so

that's that's the hope there we are

looking into

working on remote inspections and this

is something that uh

is you know since 2020 the state has

looked at you know how remote
[59:03]
inspections can be done like code
[59:05]
enforcement and so this is some things
[59:07]
that we're looking for in the future of

you know what that inspection may look
[59:11]
like and it's uh that's really at the
[59:14]
beginning stages we haven't entertained
[59:18]
any inspections at all about that at
[59:20]
this point but uh going forward it's
[59:23]
going to be

vacancies in code enforcement officers

you know that's really you know and he
[1:03:26]
just really didn't end up being a good
[1:03:27]
fit for maybe a trainer here in
[1:03:31]
you know in this program that I have
[1:03:33]
going on but uh that's the talent that
[1:03:35]
I'd really like to bring in somebody
[1:03:36]
that has uh you know 20 years of
[1:03:39]
experience uh maybe you haven't retired
[1:03:41]
from the state and you know really has a
[1:03:44]
passion for code enforcement
[1:03:47]
my my next question is um beats for
[1:03:50]
service you're dropping it to 25 000.
[1:03:52]
yeah so um uh I I it was set at 65 000
[1:03:58]
last year or this current budget um I've
[1:04:01]
never spent that money I'm always
[1:04:03]
fiscally responsible I'd say the money
[1:04:06]
I've never gone higher than 25
[1:04:10]
000 in one year since I've been here
[1:04:13]
primarily I use that funds for
[1:04:16]
emergencies that happen around the city
[1:04:19]
to get
[1:04:20]
engineering firms and services on board
[1:04:23]
to to be advised and so
[1:04:29]
um usually Chase it which is turned over
[1:04:32]
to LaBella this year if they've done a
[1:04:35]
complete change and I've had great
[1:04:37]
success with them and
[1:04:39]
um
[1:04:40]
kind of run the contract around
[1:04:45]
go ahead so I'm looking down here it has

in-service training and could you tell
[1:04:51]
me how that's different from the
[1:04:53]
training that you were just talking
[1:04:54]

to keep that

budget line open in order to uh train

the guys that you have now yep so any

service training we're reducing that um

have five new staff with that training

that we're going to have is a state mandated training that costs no money for the municipality the first

they will need a 24-hour in-service
[1:05:35]
training which
[1:05:37]
we have historically always paid for the
[1:05:40]
offices so this first year we're going
[1:05:42]
to see a benefit that we're not going to

have to spend that as much money as as
[1:05:47]
we get projected before
[1:05:49]
based on the Staffing levels
[1:05:54]
foreign
[1:05:57]
actually this this coming Monday
[1:06:01]
I'm bringing him on because the state
[1:06:03]
training starts actually on Monday so I
[1:06:07]
didn't want him to fall six months
[1:06:09]
behind my other four officers that I did
[1:06:11]
hire and keep them right on the on Pace
[1:06:14]
with everyone else
[1:06:17]
the the training for code enforcement in
[1:06:20]
the learning curve is loyal there's a
[1:06:22]
lot to know
[1:06:24]
and it's it you know we have 12 volumes
[1:06:29]
of Code Enforcement uh the books that
[1:06:32]
are you know thousands of pages thick
[1:06:35]
and it's it's these guys job to
[1:06:39]
find the right code cite the right code
[1:06:42]
we've seen this but we have the states
[1:06:44]
at that uh the the wedge weight building
[1:06:46]
right that my officers took the uh the
[1:06:51]
property site of the wrong code wasted a
[1:06:54]
lot of people's time you know really and
[1:06:56]
uh you know it's really the training to
[1:06:59]
get them the knowledge of really knowing
[1:07:01]
the proper violations to right and and
[1:07:05]
uh and and right in the right Manner and so that totally really worked on
[1:07:11]
we've just had a great success with that
[1:07:15]
building and now that's going to be
[1:07:17]
uh redeveloped and in a nice project
[1:07:20]
here in the city so
[1:07:24]
go ahead another question it's not
[1:07:27]
really about training but however maybe
[1:07:28]
causes
[1:07:30]
um the rules and guidelines are
[1:07:33]
so um in terms of Code Enforcement
[1:07:35]
Officers let's say let's say
[1:07:37]
specifically that there's a stock work
[1:07:40]
order or they go out and they see
[1:07:42]
somebody working who doesn't have um
[1:07:44]
to commit
[1:07:46]
so is there a discretion as to what they
[1:07:50]
could do with it or their hard and fast
[1:07:51]
rules and how that works so
[1:07:54]
um
[1:07:56]
there's absolute discretion in the
[1:07:58]
department and the way that we'd like to
[1:08:01]
handle it is we'd like to get the person
[1:08:03]
back in the office the same day but a
[1:08:07]
lot of times uh people may this may be
[1:08:10]
their first time ever interacting with
[1:08:13]
code enforcement they they really don't
[1:08:15]
know the process
[1:08:17]
and how to how to get a permit or obtain
[1:08:20]
a permit or or they even know they
[1:08:22]
needed a permit so uh I would like to
[1:08:25]
and always have discretion to work with
[1:08:28]
these people to really get them to get
[1:08:30]
the permit that's compliance is our main
[1:08:34]
goal and so um
[1:08:36]
a lot of fees a lot of times we'll put a
[1:08:40]
stop work order on and then we will
[1:08:41]
leave the fees just to get the project
[1:08:43]
once they uh
[1:08:45]
you know obtain the permissions
[1:08:48]
so kind of more to that point I think I appreciate you know that being willing
[1:08:54]
to work with people that's what we want to get people in new clients I
[1:08:57]
guess I would just think about and this
[1:08:58]
again is more about process is that if it's
[1:09:02]
too much discretion then you know there
[1:09:06]
can be a lot of different variables as
[1:09:07]
to how decision is made so I would just
[1:09:09]
you know be mindful around like that
[1:09:12]
because I think that's something you
[1:09:13]
know if I'm you know told hey
[1:09:16]
you can't do that work until you get
[1:09:18]
this permit
[1:09:19]
um I need you to come in tomorrow you
[1:09:21]
know take it by tomorrow morning to get
[1:09:22]
that done and then but my neighbor tells
[1:09:24]
me oh the guy came tell me I'd be there
[1:09:27]
today you know so just you know those
[1:09:29]
kind of discrepancies you know and I'm
[1:09:31]
sure there's a lot of like I said
[1:09:32]
there's a lot of different variables
[1:09:33]
depending on what the job is or what it
[1:09:35]
is but I want to just make sure that you
[1:09:37]
know because I think that that's on what
[1:09:39]
council the president was talking about
[1:09:41]
like I know that we've been giving some
[1:09:43]
feedback around kind of different
[1:09:45]
messages to different residents
[1:09:49]
you're absolutely right now I don't
[1:09:51]
think that we want out there that
[1:09:53]
there's discrimination in the way that
[1:09:55]
we handle as a work order for sure
[1:09:59]
um if and if it takes a written policy
[1:10:03]
of how how we handle a stock worker I
[1:10:07]
can clearly write a policy Planet paid
[1:10:10]
Trader and uh you know people across the board to
[1:10:15]
every case that we come across
[1:10:18]
but I also want to leave some autonomy
[1:10:20]
enhance the professionals to make to
[1:10:23]
make certain judgments so it's kind of
[1:10:24]
just about achieving that necessary

in the city which are handed on default

he handles his water into a building's
[1:17:50]
under those codes unless some need to
[1:17:52]

um under that as a supervisor of

buildings that's Joe Payne Jones he's
[1:17:58]
been in that role for several years

invaluable to the city and his role of

um so Joe is there we have his longevity

which is typical it's handed to me shift
[1:18:15]
differential for our cleaning staff as
[1:18:17]
we know we run two different shifts of
[1:18:19]
cleaning staff so we have a shift
[1:18:20]
differential we have our cleaners who
[1:18:22]
are both stacked here and at the police
[1:18:25]
department we have a 4-2 split but you
[1:18:28]
know they do work hand in hand so we do
[1:18:30]
rotate them if need be they all have
[1:18:34]
overtime allowance usually it's for
[1:18:36]
weekend things it just has spectacular
[1:18:38]
we have the Children's Art Festival
[1:18:40]
sometimes there's a need to have them so
[1:18:42]
we keep that there there is a stipend
[1:18:45]
that is uh for Joe as he is on call 2027
[1:18:48]
if we have issues that is his on-call
[1:18:51]
stipend uniform tool allowance that is
[1:18:54]
the Bluetooth stipend each of them gets
[1:18:57]
an annual stipends for boots

uh and then we get into the the meat of

it which is the expenses

page of that handout is what I call a

facility budget overview for repairs and
[1:19:12]
fees if you're looking at the total
[1:19:14]
you're going to see that there are two
[1:19:15]
lines that are significantly higher than
[1:19:17]
the others and that is fees for service
[1:19:19]
and repairs
[1:19:21]
um so the fees for service and repairs
[1:19:23]
those are the most critical that you
[1:19:25]
manage the other lines that you see
[1:19:27]
phone expense that's for a cell phone
[1:19:29]
laundry Windows fumigation I mean that's
[1:19:32]
General business four thousand dollars
[1:19:33]
supplies
[1:19:35]
paint hardware supplies things that we
[1:19:38]
need
[1:19:39]
cleaning supplies that's when you go
[1:19:41]
into the bathroom that's our Pacific
[1:19:42]
Blue we have hand towels toilet paper

soap you know so those are our general
[1:19:47]
things but I wanted to break out and

show you the fees and the repairs
[1:19:53]
um so when I got assigned to facilities
[1:19:58]
I was handed a box with a bunch of keys
[1:20:01]
in it and a list of phone numbers to
[1:20:02]
call in case of emergency
[1:20:04]
um it's just not how you run a
[1:20:06]
facilities the idea was when it breaks
[1:20:08]
you fix it
[1:20:09]
and if it's not broken it's fine
[1:20:13]
um so you know we started transitioning
[1:20:15]
I worked a lot with Anthony on this
[1:20:17]
um at the time our facility person was
[1:20:19]
Peter cadutson who's over at the county
[1:20:21]
now you know Peter did a great job but
[1:20:23]
when Peter left we knew Joe
[1:20:26]
um and what I wanted to show in this
[1:20:27]
illustration was the goal has always
[1:20:29]
been to reduce the repair costs and
[1:20:33]
increase the fee costs and that second
[1:20:36]
page that I provided you with is the
[1:20:39]
list of fees that make up our fees for
[1:20:42]
service
[1:20:44]
um this didn't exist it took years and
[1:20:45]
it's still an evolving list so it we add
[1:20:48]
to it every year for his instance at the
[1:20:50]
bottom window washing we've met with
[1:20:53]
window washing company so we made a
[1:20:55]
significant investment of a million
[1:20:56]
dollars into the windows of this
[1:20:58]
building uh next year after pollen
[1:21:01]
season we will be hiring a company to
[1:21:02]
come and watch the windows and we're
[1:21:04]
looking to put that as a three-year
[1:21:06]
rotation of washing windows we have a
[1:21:09]
very small outfit that is terrific I
[1:21:12]
mean charges us pennies and he goes down
[1:21:15]
and he cleans the police department and
[1:21:17]
the Bureau of service all your guys were
[1:21:20]
ecstatic you know what was the last time
[1:21:22]
you hadn't cleaning windows but we found
[1:21:23]
someone that does it you know under a
[1:21:25]
3500 parts of procurement
[1:21:28]
um these windows because of how
[1:21:29]
elaborate they are are not under 3500
[1:21:31]
these are uh you know expensive Windows
[1:21:34]
between but that's just the new thing
[1:21:35]
that we have on there
[1:21:37]
um to do so what I just wanted to show
[1:21:40]
was
[1:21:40]
um we are we are successfully doing that
[1:21:42]
our repair lines are going down our fees
[1:21:45]
are going up the overall budget you'll
[1:21:48]
notice it's pretty stagnant for you know
[1:21:50]
one percent four percent zero percent
[1:21:52]
two percent you know we're we're
[1:21:54]
hovering there but we don't have as many
[1:21:56]
repairs and the reason is we're doing
[1:21:58]
more maintenance we're staying on top of
[1:22:00]
things and also
[1:22:02]
um we have Capital codes now dedicated
[1:22:04]
to facilities so that we do have a major
[1:22:08]
issue we're using Capital money and
[1:22:10]
operating money and that's keeping
[1:22:11]
things right
[1:22:13]
the accounting is more accurate so I
[1:22:16]
wanted to just show you uh those two
[1:22:18]
things you know you could look at this
[1:22:20]
list you know this is our main list as
[1:22:22]
we go down but you know the monitoring
[1:22:24]
cooling tower inspections or electric
[1:22:27]
vehicles elevator means for every
[1:22:29]
building making sure our exhaust systems
[1:22:31]
our turf management our fire
[1:22:33]
extinguishers we have Gates generators
[1:22:35]
we just had a generator issue today

all of these fees that we go Overhead
[1:22:40]
Doors locksmiths telephones water
[1:22:42]
treatment systems this building now has
[1:22:44]
you know just a water softener but we
[1:22:46]
also have an injection system for the
[1:22:47]
boiler because you know we have hard
[1:22:49]
water so as much as we can to keep that
[1:22:51]
water PH neutral it helps the longevity
[1:22:54]
of our pipes here and you know this gets
[1:22:57]
updated whenever we have a new agreement
[1:22:59]
whenever we have anything we update to
[1:23:01]
sheet because then it gives me that
[1:23:03]
total on the bottom that total gets kind
[1:23:05]
of plugged in and we work from that so I

it for three days that third day we were
[1:28:15]
hitting a break you know trash
[1:28:17]
overflowing bathrooms needed to be
[1:28:19]
cleaned so we started Staffing for every time that we would have you
[1:28:24]
there's no longer three days off so even
[1:28:27]
if it is a holiday we stacked two people
[1:28:29]
there for instance uh Columbus day that
[1:28:31]
we just had we will have two people
[1:28:33]
there just for four hours but the four
[1:28:36]
hours on a holiday is double time but
[1:28:38]
it's a critical thing because we were
[1:28:40]
getting a lot of complaints when we were
[1:28:41]
going three days with 24-hour shifts
[1:28:43]

what the general facility improvements

is

um so General facility Improvement is
[1:29:14]
the top half here of your facility
[1:29:16]
improvements so the projects that we're
[1:29:19]
looking to complete next year are the
[1:29:22]
sanding and painting of The Clock Tower
[1:29:24]
the lights right now are being
[1:29:26]
refurbished we have the linears back the
[1:29:28]
spotlights are pending they'll be coming
[1:29:31]
back from Vegas hopefully soon and we'll
[1:29:33]
get the lights back to illuminate the
[1:29:36]
clock tower uh station one HVAC system
[1:29:39]
is original in the building so 1981 and
[1:29:42]
we're having a lot of issues with it
[1:29:43]
with regards to just a lot of leagues
[1:29:45]
and inefficiencies the police department
[1:29:48]
has what is called a Shore it needs to
[1:29:51]
be replaced it is a very expensive
[1:29:52]
elaborate piece of equipment
[1:29:55]
um so we're looking to replace that SPD
[1:29:57]
Locker Room Shower facilities this is
[1:30:00]
something focused really on the female
[1:30:03]
shower and Locker facilities they are
[1:30:07]
inadequate and we would like to upgrade
[1:30:09]
them so that they are at least adequate
[1:30:11]
and if not maybe Beyond adequate
[1:30:14]
um then we have some fencing insecurity
[1:30:16]
at the fire department at station one
[1:30:18]
they're looking they have a lot of
[1:30:20]
cross-through traffic because it's an
[1:30:22]
open area something that we've been
[1:30:24]
talking with them about we've actually
[1:30:25]
had a conversation with the county about
[1:30:27]
maybe combining some locks there and the the mayor's been helping with that
[1:30:33]
as long as those achieved and then uh
[1:30:36]
SPD generator we just had a major
[1:30:39]
coolant leaked at the generator today
[1:30:42]
um it's a diesel generator it's interior
[1:30:45]
it's been there
[1:30:47]
um I don't think it has sufficient
[1:30:48]
capacity to actually power things like
[1:30:49]
the elevator and some of the more
[1:30:51]
critical systems that we'd like to have
[1:30:53]
so we're opening that uh
[1:30:55]
study we can replace it with an exterior
[1:30:56]
generator or replacing it with an
[1:30:58]
interior generator that's a little bit
[1:31:00]
larger and capable of powering more
[1:31:02]
things at the PD because we have more
[1:31:04]
power requirements now
[1:31:07]
um and then below that is the arpa
[1:31:09]
funded City Hall of ventilation
[1:31:12]
um Anthony I would in the final budget
[1:31:14]
if possible maybe take out the words
[1:31:16]
HVAC and just call it City Hall
[1:31:19]
ventilation because it's a ventilation
[1:31:22]
system it's meant to just sponge air out
[1:31:26]
of the building and that's why you
[1:31:28]
usually just see it in bathrooms and
[1:31:31]
large public areas such as upstairs
[1:31:33]
so those are the facilities capital
[1:31:39]
projects

and one a and I think that that really

is something that we need to do
[1:32:23]
um and after that you get into kind of a
[1:32:26]
splitting hairs a little bit I would say
[1:32:28]
it's short because I think the chiller
[1:32:30]
is an easier project to complete it's an
[1:32:32]
equipment completion
[1:32:34]
um we'll be able to fit that fairly
[1:32:35]
easily I mean I I could call train and
[1:32:38]
they could do it on their own problem is that procurement you can't just
[1:32:42]
patreon right right 400 some thousand
[1:32:44]
dollars even though really it's all in
[1:32:46]
the labor is a fraction of what the
[1:32:49]
equipment calls much like our Paving
[1:32:51]
contracts you know where it's all in the
[1:32:52]
asphalt you know that's the chiller so
[1:32:54]
I'd really like to get that done
[1:32:56]
um then the clock tower uh that is
[1:32:59]
probably going to be important just
[1:33:01]
because it's Critical with weather you
[1:33:02]
don't want it too hot you don't want it
[1:33:03]
too humid

um and I mean last would be a fencing

definitely you know fencing is the
[1:33:09]
lowest priority and then somewhere the

generator we have a generator the

we're already working on the building

ventilation because that was approved so

on and that's you know and uh this is there but we also right now

that's the capital project we have going

um under the current marketing agreement

in the waste department you can put in

as a seasonal no experience if you're a

be um there's an increase in pay for

that and then you have nine months to

show good faith effort and then she'll

two Sunday we will work with them they

have to get a permit we can't help them

get the permit once they get their CDL

permit we put them in driver's seat of

one of our waste trucks for Packers give

them the experience they need

um when they feel they're ready they'll
[1:57:30]
schedule their road test and we will
[1:57:31]
give them the vehicle to take the road
[1:57:34]
test on if they pass that if there's a
[1:57:37]
permanent position within the budget you
[1:57:40]
can put them in and make a
[1:57:41]
recommendation to put them in we have
[1:57:42]
had a couple of people a few people go
[1:57:44]
in
[1:57:46]
get that CEO and they were made perfect
[1:57:49]
so we do have the program but it starts
[1:57:52]
in the least there is no
[1:57:54]
that's not in the you know Street
[1:57:57]
division or the water the sewer division
[1:57:59]
is you need that CEO right then because

you're you're in a you're in a dump

is the same but the CDL is required

where we have the majority of vacant

your vehicle if you're heavy equipment

like that like we typically ask for four

Packers a year and lately we haven't

been able to give four even when you to

the constraints on vehicles the example

we couldn't order any pickup trucks this

year but Ford who has the contract told

us we won't even take you to PL until

when you have the opportunity to get the

software all this data will be in phase

alarms do these alarms go not only to

the board but they go to the wastewater

treatment plant and the water level from
[2:39:21]
the reservoir from the pump stations and

that person's pictures taken before they

go through the gate they can't get in

they have to call me I could open paid

a little unclear on it like I said it

was some time ago I had this
[3:18:52]
conversation but it seemed like if I
[3:18:54]
remember correctly that was like
[3:18:56]
a point where of increase could possibly
[3:18:59]
increase revenue for the city do you
[3:19:00]
remember yeah when I first came on as
[3:19:03]
director of water and sewer
[3:19:05]
um
[3:19:07]
right now residents own their laterals
[3:19:09]
and their services
[3:19:11]
we only own the mean in the road
[3:19:13]
um so when there's a service break we
[3:19:15]
notified the homeowner and they're
[3:19:17]
responsible for the repair if it's not
[3:19:19]
made
[3:19:20]
unfortunately we have to do a
[3:19:22]
termination on the water and then codes
[3:19:24]
gets involved because there has to be a
[3:19:26]
order debate people there's no there's
[3:19:28]
no water so there's no sword to the
[3:19:30]
house
[3:19:31]
um
[3:19:32]
in the small back 10 years now I did do
[3:19:36]
a plan a proposal to um
[3:19:38]
have City forces and staff take over
[3:19:41]
that program lateral at least halfway at
[3:19:44]
least maybe to the curb box
[3:19:47]
or to the house and there would be a fee
[3:19:50]
and you there are companies out there
[3:19:52]
that sell this service too as an
[3:19:54]
insurance and I looked into that and you
[3:19:57]
know if the city had the capabilities
[3:19:59]
but going back down they had even more
[3:20:01]
staff than we do now and it does come
[3:20:03]
down to a staffing machine
[3:20:05]
um you know to absorb that but you know
[3:20:09]
the revenues you draw in I think it was
[3:20:11]
I want to say it was around 60 some
[3:20:13]
dollars a year for
[3:20:15]
water and maybe 70 some dollars for you
[3:20:18]
know sewer I don't know but
[3:20:21]
I saw it on my computer back but
[3:20:23]
um and I looked at how many
[3:20:26]
um permits we were issuing for water
[3:20:28]
sewer brakes and tried to judge you know
[3:20:30]
based on that and yes if you had a
[3:20:33]
normal year of about 100 breaks 150
[3:20:35]
breaks there would probably be a surplus
[3:20:40]
but again you run the surface because
[3:20:42]
the nature maybe you got 250 rings so
[3:20:45]
um we did look at it it was not
[3:20:48]
something that the council wanted to
[3:20:51]
entertain at the time and
[3:20:54]
yeah
[3:20:56]
that was it
[3:20:57]
you know actually get into the Panic
[3:21:00]
about how we had issues majority about
[3:21:02]
that history but it really bothering you
[3:21:03]
was not mentioned as a result
[3:21:05]
it paid me six dollars seventy five
[3:21:08]
dollars
[3:21:09]
for that specific year but the fund
[3:21:11]
would not roll over
[3:21:13]
balance of the funnel of that roll over
[3:21:15]
so whatever if you were to collect five
[3:21:17]
hundred thousand dollars a year 2002
[3:21:19]
spend 200 000.
[3:21:22]
it stays with us so that was not
[3:21:24]
discussed no no okay yeah
[3:21:31]

[3:21:38]
under that scenario we could still if
[3:21:41]
our crews couldn't handle it we would
[3:21:43]
hire a private contract right so like
[3:21:46]
again in that option that we did that we
[3:21:48]
didn't have the vampire to do it correct
[3:21:50]
then you know or I should say the
[3:21:52]
workforce to do it right the week then
[3:21:53]
we could look at other options and um I
[3:21:56]
think that was the only anal obstacle to
[3:21:58]
move forward about it because it's a
[3:22:00]
revolving fund or we just have to
[3:22:02]
continue to pay into the attend we might
[3:22:04]
not get a homeowner might not get a
[3:22:06]
break but we always have fun just keep
[3:22:07]
disappearing and one of the questions
[3:22:08]
came up is you know okay I just had my
[3:22:10]
service done
[3:22:21]
I just did one why am I going to pay
[3:22:24]
this and you know so how do you get some
[3:22:26]
people involved some people not
[3:22:28]
so it was a little complicated but you
[3:22:30]
know it was a you know
[3:22:32]
a source to build some some revenue and
[3:22:35]
to have a fund so if you had a year
[3:22:36]
where you had more grades you had some money to repair those but I went to
[3:22:42]
use them to be worth revisiting just to
[3:22:45]
see if the numbers
[3:22:46]
since you're mentioning we're evolving
[3:22:48]
fun now that was a sticking point when
[3:22:50]
we discussed it many many years ago

get in a hole and um you know inspect

the pipes when we get them open
[3:23:55]
road plates um
[3:23:58]
95 000 we use a number of Road plates
[3:24:01]
and we're out along the Steel Road
[3:24:03]
plates we can't always get to repair
[3:24:05]
holes in 10 tonight
[3:24:07]
um so we we played that so we come back
[3:24:09]
in the morning
[3:24:10]
a lot of contractors use them steel roll
[3:24:12]
plates so we like to get an inventory of
[3:24:14]
Steel World plates to protect our holes
[3:24:16]
they also use them for um holding the
[3:24:19]
sidewalls in if somebody's working in
[3:24:20]
the hole as a trenches
[3:24:23]
Craig Street sewer inspection lighting
[3:24:26]
and point repairs is a half a million
[3:24:28]
dollars that's in part of the Craig main
[3:24:30]
project we want to make sure that an
[3:24:34]
environment on some of the inspections
[3:24:35]
but those repairs need to be made before
[3:24:37]
that infrastructure on top of the road
[3:24:40]
is done because you don't mind failure
[3:24:42]
the infrastructure after you've done all
[3:24:44]
the careers right okay so
[3:24:47]
um there's um you know 500 000 in there
[3:24:50]
same equipment replacement is part of
[3:24:53]
the wastewater treatment plant it's
[3:24:55]
about 550 000 in assorted miscellaneous
[3:24:59]
gearboxes return homes waste forms these
[3:25:03]
are things that we all know they don't
[3:25:06]
turn off for running 24 hours a day
[3:25:07]
seven days a week not in the messed up
[3:25:09]
environments
[3:25:11]
um
[3:25:12]
Southbury Street Pump Station that whole
[3:25:15]
conversation needs to be upgraded it's
[3:25:17]
getting all the pumps now are
[3:25:20]
they're undersized
[3:25:22]
um you know we got more and more flow
[3:25:24]
coming from different areas of Broadway
[3:25:26]
so that compensation needs an upgrade it
[3:25:28]
needs new controls it needs new pumps
[3:25:30]
may even need more based on on flows
[3:25:35]
so we have a lot a lot more you know
[3:25:38]
commercial businesses downtown they come
[3:25:41]
down Ferry Street
[3:25:43]
um you know frog alley and different
[3:25:44]
things so the pump station is letting
[3:25:46]
you know it gets a lot of wear looks
[3:25:48]
like it needs to be upgraded
[3:25:50]
um
[3:25:51]
the sewage treatment plant River pumps
[3:25:54]
um and the controls with a backup
[3:25:56]
generator solution plant works on
[3:25:58]
gravity so everything that comes in that
[3:26:00]
plan Flows In by gravity and flows out
[3:26:02]
to the river
[3:26:04]
only if the river is flying at the smell
[3:26:06]
of elevation as the river comes up
[3:26:08]
we can't fall under natural conditions
[3:26:11]
so we have four 100 horsepower pumps
[3:26:14]
that were put in in 1972 or 73
[3:26:17]
that whenever there's a certain
[3:26:20]
elevation a gate closes automatically so
[3:26:22]
River can't come in and flush the plant
[3:26:24]
and then we force feed all the F1 to the
[3:26:28]
river and typically that happens during
[3:26:30]
storm events so we're typically pumping
[3:26:33]
a lot more flow than we would normally
[3:26:34]
pump those pumps are like I said they
[3:26:37]
would put in 72-73 during the Clean
[3:26:40]
Water money available back then and
[3:26:43]
there is no backup generator on those so
[3:26:45]
if you think about we have a backup
[3:26:47]
generator for a plant
[3:26:49]
and if that was to fail
[3:26:51]
we'd have some issues in the plant
[3:26:53]
but if we couldn't pump the water out of
[3:26:55]
the plant it might look like that whole
[3:26:57]
base in that whole area and she would
[3:26:59]
just float and the plant would go
[3:27:01]
underwater so making a recommendation
[3:27:04]
that um we upgrade those pumps and we
[3:27:07]
put in a backup generator that strictly
[3:27:10]
is designated to those points in an
[3:27:13]
emergency
[3:27:13]
um
[3:27:15]
and it wouldn't be something that we
[3:27:17]
would do we'd probably have to have a
[3:27:19]
little money to do a design from a
[3:27:21]
consultant too to look at it
[3:27:23]
so
[3:27:24]
that would be foreign
[3:27:30]

the student plan almost a million
[3:27:39]
dollars comes in almost every year

because we take in a lot of septage now

it's been very profitable to the city

digester I'd like to upgrade that
[3:27:52]
digester to be a real active digester
[3:27:54]
accident the holding tank right now and
[3:27:58]
um you know there's always room to
[3:27:59]
expand the brain more Revenue in the
[3:28:02]
boiler itself needs to be upgraded
[3:28:03]
because the boiler itself is just not
[3:28:05]
giving us the heat we need to keep the
[3:28:08]
digesters at the 95 degrees they have to
[3:28:10]
remain
[3:28:12]
to make methane gas so the boiler would
[3:28:16]
ride itself it would be dual fuel so if
[3:28:18]
you were down but the methane gas we
[3:28:20]
produce would run that boiler and heat
[3:28:22]
those digesters so okay so that's it for
[3:28:25]
everything
[3:28:27]
and went on conversation again that
[3:28:29]
conversation is you know the second
[3:28:31]
largest conversation we have other than
[3:28:33]
fair North 3rd Street and it was all
[3:28:36]
over Woodlawn Empire State Street area
[3:28:38]
um and Kings Road
[3:28:40]
um it's it's it's a OS upgrade I think
[3:28:43]
we're just in the 80s conversation was
[3:28:47]
fun so it's due for a complete overall
[3:28:50]
um you know pumps controls thanks

I mean these are things that are running
[3:28:56]
for us all the time
[3:29:00]
go ahead so it seemed so the digester
[3:29:04]
and the upgrades to the boilers would
[3:29:06]
eventually pay for themselves right yeah

the the the boiler would run on methane
[3:29:14]
gas
[3:29:15]
um and that methane gas has produced via
[3:29:18]
the digesters
[3:29:19]
digestion processes such as an anaerobic
[3:29:22]
digester um
[3:29:24]
no oxygen just makes it creates nothing
[3:29:26]
to ask methane gas is siphoned off the
[3:29:29]
top it goes up to what we have a bubble
[3:29:31]
right now that holds that and it would
[3:29:33]
run the boil nut and then that boiler
[3:29:35]
Heats itself now in the interim effect
[3:29:38]
was to go down
[3:29:40]
we still need people to digest redacted
[3:29:42]
because digestive attractive pH
[3:29:44]
alkalinity everything has to be right
[3:29:46]
generator yeah it's biological process
[3:29:49]
so the bugs in there have to stay alive
[3:29:52]
um
[3:29:53]
but we would have a backup you know for
[3:29:55]
natural gas so it wants to happen so we
[3:29:58]
would have a backup boiler for after
[3:29:59]
reacts just in case the oil was taken
[3:30:01]
out of service or something
[3:30:03]
that would give us longer detention time
[3:30:05]
in our current digestives which reduces
[3:30:07]
follicle which reduces mass and what
[3:30:10]
that does is a little difficult to
[3:30:12]
reduce our total slices
[3:30:15]
because you need more mass
[3:30:22]
