[3:59] [Music]
[4:12] it keeps getting bigger day by day I
[4:15] know what is that
[4:22] yeah we were just saying we wish we had
[4:24] either got gotten a binder or you know
[4:27] like
[4:28] to get all of this into one binder that
[4:31] gets given to us
[4:33] yeah we got yeah I just put dates on
[4:35] them to know which day I got what
[4:37] smart I tried stapling some stuff
[4:40] together but I lost track after the
[4:41] first night no it's just been a growing
[4:44] aisle
[4:54] [Music]
[5:01] okay
[5:05] [Music]
[5:10] well let's start a couple of minutes
[5:15] oh
[5:35] okay
[5:37] oh yeah okay
[5:45] let's try though
[5:47] foreign
[6:06] [Laughter]
[6:18] foreign
[6:48] of the women answer and then we asked
[6:51] for it please pass
[6:53] [Applause]
[6:57] questions I asked of what it would cost
[6:59] us a four percent increase for
[7:02] management so these are Communications
[7:19] sleep
[7:20] [Music]
[7:22] one more
[7:29] I think it went that way as well Maria
[7:33] yeah which one which is this last one
[7:35] you printed out okay let's go here was a
[7:37] question I asked us a four percent
[7:40] increase okay okay
[7:52] foreign
[8:17] [Music]
[8:29] thank you
[9:11] service Navigator
[9:29] okay

[11:38] coming
[11:39] say something
[11:41] hello hello
[11:43] it didn't work so much for that scene
[11:47] what are we we don't think anybody can
[11:50] hear us no
[11:53] we're looking at the tracking on the
[11:54] camera
[11:56] oh
[11:58] I see what you're saying I I can't see
[12:00] behind me I wish I could oh there you go
[12:06] it was your paper yeah
[12:08] maybe it's motion not noise
[12:20] come on anymore you see him coming
[12:23] at least
[12:24] it's right here oh you saw him on the
[12:27] thing oh no I just heard some noise when
[12:29] I turned around
[12:30] my screen
[12:47] foreign
[13:41] thank you
[14:02] are you ready to start yeah
[14:07] I would like to call the finance
[14:09] committee to order and this evening we
[14:13] will discuss
[14:14] um
[14:15] recommendation from Council Members
[14:18] because of the mayor's proposed budget
[14:21] and the changes
[14:23] I just want to Echo that we had a fourth
[14:28] four evening of hearing from the budget
[14:31] I want to thank Anthony for the
[14:33] department head and everybody who was so
[14:35] diligent in providing the answers to the
[14:39] many of questions from the members of
[14:41] the council
[14:42] and I appreciate that the answers are we
[14:45] all were able to get answers and follow
[14:48] up with questions to answer and that was
[14:51] great I'll be able to do that and
[15:00] recommendation or any changes from the
[15:03] council
[15:04] what we have in front of us here is the
[15:06] documents that I
[15:08] put together with all the proposed
[15:11] changes from council members
[15:15] and this evening I would like to suggest
[15:18] that we go through these
[15:21] and give the mayor the finance
[15:25] department an opportunity to go over
[15:27] this and come back to us
[15:29] with the right side left side number of
[15:32] how we balance this if we were to
[15:34] proceed with all of this here so that we
[15:36] can actually look at numbers and to see
[15:39] are we good in this to proceed with all
[15:41] the recommended change or should we just
[15:44] change our mind and decide to you know
[15:47] make amends on certain things so one of
[15:50] the things before we go into this is
[15:51] that I would like the council to
[15:53] consider that we meet next week and the
[15:56] reason why we wanted to meet next week
[15:57] is to give the mayor and the financing
[15:59] the opportunity to look at his document
[16:02] look at the numbers that come back to us
[16:03] and then we can able to make a good
[16:06] judgment on how do we proceed so I
[16:09] recommend that we do not to
[16:12] pass anything tonight I'll just discuss
[16:14] this and allow them the opportunity to
[16:16] come back to us
[16:18] in the next couple days or so with
[16:19] numbers and then so before we go into
[16:22] discussion I would like everyone to kind
[16:24] of like how is your schedule next week
[16:26] that week me and we have to do a couple
[16:29] days out
[16:30] and then we'll go into a discussion here
[16:35] I know everyone was busy when we started
[16:38] this
[16:39] Tuesday
[16:41] [Music]
[16:54] um
[16:55] I could meet uh like after 5 30.
[17:00] Wednesday I could meet probably after
[17:03] six o'clock
[17:05] well yeah during the day I'm I'm
[17:07] available
[17:08] those cannot be Thursday
[17:10] cannot be Friday
[17:14] yes I have late afternoon meetings but
[17:17] how was your next week I'm
[17:20] um I'm in the afternoon yeah Wednesday
[17:23] would be
[17:25] Wednesday Thursday
[17:27] be with us Wednesday or Thursday and it
[17:30] would have to be after you know after
[17:32] six both days
[17:38] okay
[17:40] Mr Williams I can read Tuesday Wednesday
[17:42] Thursday at work
[17:48] Wednesday
[17:50] Thursday
[18:02] Wednesday yes Tuesday Wednesday
[18:06] um
[18:13] Wednesday or Thursday Wednesday
[18:16] so it looked like Wednesday I'm going to
[18:19] make myself
[18:21] [Music]
[18:26] you have something every night
[18:29] I mean if you do you do I know
[18:34] if Jose is that um
[18:40] so Tuesday is not available
[18:46] [Music]
[19:13] I I have a 4 30 meeting on Wednesday but
[19:15] I would be here
[19:17] um you know by quarter of six
[19:20] can we do it for six to accommodate um
[19:24] 10 minutes after six
[19:28] Wednesday six pm
[19:31] yeah
[19:33] no but if that's out I can rearrange oh
[19:38] Wednesday
[19:40] 26th
[19:44] that's good question would you be able
[19:48] to I don't know during the pandemic and
[19:51] universities
[20:09] that um
[20:11] don't make contact with them to have
[20:13] that
[20:14] yes
[20:15] uh this big thing we'll have to call the
[20:17] committee meeting and then we'll have to
[20:18] call it a special city council meeting
[20:20] on their very same thing
[20:23] you could recess the money Monday
[20:26] meeting and reconvene it
[20:28] um
[20:30] yes
[20:32] you're passing it on Wednesday then are
[20:35] you passing on Wednesday are you having
[20:37] a committee meeting
[20:38] it sounds like you want to check it out
[20:40] so yeah I look forward to the boat and
[20:42] get it out because it's you the next
[20:45] foreign
[21:19] fall back to a lot of the finance coming
[21:21] to anything and do both of his family
[21:23] and get it out for them
[21:28] because
[21:29] we don't want to meet another day
[21:32] we'd have to meet if we did we'd have to
[21:34] meet um like on a Sunday or no Monday
[21:37] the 31st so oh that's true actually but
[21:40] yeah
[21:43] I'm out of town
[21:48] right exactly
[21:56] and we will have two meetings committee
[22:00] meeting and the city council meeting
[22:05] all right
[22:07] everyone has a document here so we can
[22:10] show you how those candidates to read
[22:13] um
[22:15] open for discussion as we you know air
[22:20] um I just want to put one item out and
[22:22] support from music Haven concert series
[22:25] I know we all receive an email from uh
[22:30] asking for funding to help us
[22:34] and I'll put some of the comment here I
[22:37] get out of my indicators to speak about
[22:39] today and we'll talk about the expense
[22:41] that
[22:43] is being incurred to carry this event
[22:46] and we know
[22:47] all of us don't want to be impact of
[22:49] that concert series so let's connect to
[22:51] the tourism you know priorities coming
[22:54] in people Hotel restaurants and
[22:56] everything like that and she is
[22:58] requesting uh twenty thousand dollars in
[23:00] that email
[23:03] um I'm gonna make a push here I think
[23:04] you should remember that because of the
[23:07] impact and thousands of people that is
[23:09] coming every weekend
[23:12] so to witness what's going on in the
[23:15] city here on music Haven so I'm leaving
[23:17] that out there and I would like us to
[23:20] talk about it and see where we can land
[23:24] a reasonable figure to help yes I know
[23:26] Miss Patrick is very involved in this so
[23:29] I will go to you first I am so I I um I
[23:32] am a volunteer with music Haven I want
[23:35] to say that
[23:36] um so I probably have to recuse myself I
[23:39] guess but yes I would support the twenty
[23:41] thousand dollars but
[23:43] um basically we do get thousands of
[23:46] people and they come from all over the
[23:47] city and it's an incredibly diverse
[23:49] audience of people
[23:51] um the the scheduling of the concerts
[23:54] hits a lot of different ethnicities in
[23:56] terms of the types of music
[23:59] that are brought so that it's very
[24:02] diverse in terms of the types of music
[24:03] it's very diverse in terms of the
[24:05] offerings and then the Crowds Are
[24:08] wonderfully diverse I mean it's really
[24:10] incredible to be there and be a part of
[24:13] this I think also another point to point
[24:15] out is that it does go beyond the music
[24:18] Haven concert series to the support that
[24:22] Mona provides to Juneteenth the
[24:25] Caribbean fest or any of the other
[24:28] activities that have been
[24:31] um usually there's somebody that might
[24:33] be backstage that would also being paid
[24:36] through Mona's budget and so she raises
[24:40] when it says 150 I mean she raises over
[24:42] 150 000
[24:45] um higher than that and brings in
[24:47] world-class entertainment from all
[24:50] around the world thankfully now that
[24:51] Kobe's over
[24:53] um so I would definitely so I just think
[24:56] it's you know it's something that unites
[24:59] all of us
[25:00] um in the city so it does I
[25:07] on the high end and they have been
[25:10] reaching out to our organization to seek
[25:14] donation so outside these expense so why
[25:17] not us that is something that is secure
[25:19] and dear to us
[25:23] yeah and I I agree with all of what you
[25:26] said so and and especially based on what
[25:28] you said I think this is like an ideal
[25:30] place to spend our for money because it
[25:32] covers you know it checks all the bosses
[25:34] and so she asked for 20 but so
[25:37] if that's all she's asking for but uh do
[25:40] we do we really want to I mean is she
[25:45] asking for 20 only because that's all
[25:47] she really needs I mean I'm not
[25:50] oh I think
[25:52] um
[25:55] I would like to see this be part of the
[25:57] operating budget
[25:58] um because our was going to go away
[26:01] I mean music I think this was the 37th
[26:04] year
[26:05] 37 that this has been happening that's a lot of years yeah so we're in response to that where would
[26:13] what line I don't know I mean
[26:15] [Music]
[26:17] without not getting into them I think um
[26:25] yes that's absolutely right yeah okay
[26:28] you're not a member of the music here
[26:38] thank you
[26:40] yeah
[26:44] I work
[26:47] anymore
[26:49] so I so um I agreed everything else said
[26:52] I you know we we've been going out there
[26:55] about how important you know that event
[26:57] series is and all the wonderful things
[26:58] that it does for the city
[27:00] um so I would be in support of that
[27:02] um I would
[27:04] maybe have a conversation with Mother
[27:06] before you know you talk about uh
[27:08] increasing the money I think if she's
[27:10] asking for twenty thousand then we need
[27:12] to meet twenty thousand minimum I
[27:14] wouldn't be opposed to increasing money
[27:16] at all you know because I think it's an
[27:17] important thing but you know
[27:20] if that's what she's asking for I think
[27:21] that at least we could do it because we
[27:23] compare
[27:26] myself I did had a conversation with
[27:28] Hershey I think if I can recall it was a
[27:31] she asked me kind of tells him because
[27:32] she was thinking that she don't want to
[27:34] ask for too much
[27:35] so I've been where are we going to get
[27:38] the additional funding right we'll see
[27:41] additional funding outside of the city
[27:44] within the city limit and just as a
[27:46] point of clarity so what I think when
[27:48] you started what you're saying is that
[27:49] so we're going to go through these and
[27:51] then we're going to say hey this is what
[27:54] we might be interested in and then
[27:56] what's going to come back to us
[27:59] but I mean yeah but we're going to do it
[28:03] um we'll discuss it and then we'll hand
[28:05] it over to the mayor and Anthony to come
[28:07] back with the numbers whether it works
[28:09] and then we can recruit Wednesday to see
[28:12] is this workable it's not workable we
[28:15] should drop it we should right okay we
[28:17] should go forward that's right thank you
[28:18] yeah so we're more more of you flushing
[28:20] it out with discussing it
[28:22] um
[28:24] as well I'm in total agreement with the
[28:26] 20 000 in my working projects
[28:31] the other thing for the council to
[28:35] consider the music Haven is we do the
[28:37] swimming pool
[28:39] the lighting the daytime and parking lot
[28:43] improvements to walk away
[28:45] the other Investments we've made in
[28:48] music Haven it really is a great
[28:50] facility and so other people want to use
[28:53] it want to come in and our fee structure
[28:56] for actually renting it I think is
[28:58] probably on the low side and so the
[29:00] council should look at
[29:02] good we want people to use if we want to
[29:05] be there but at the same time there's
[29:08] some expenses in terms of Staffing
[29:11] maintenance items and to
[29:14] look to
[29:16] just review that fee structure to bring
[29:19] in a little bit of money to offset some
[29:22] of those costs and enable us to ensure
[29:24] that the improvements that we make are
[29:27] maintaining we staff them and uh
[29:30] it's just an attractive and a good asset
[29:33] for the community as a whole
[29:38] uh
[29:41] I'm confident that Mr golubs work within
[29:44] the community as well noted and
[29:46] appreciated her generosity is clearly
[29:48] identified in everything that she she
[29:50] touches and is not just Financial
[29:51] contribution it's just her investing her
[29:53] energy time and efforts so definitely
[29:56] I'd be on board with supporting the
[29:58] twenty thousand dollars
[30:00] um
[30:01] an agreement I think if
[30:03] we are able to make an additional
[30:06] um a gesture of Goodwill I support the
[30:10] uh the mayor's comments of making sure
[30:12] that we're
[30:14] properly identifying all the ancillary
[30:16] costs that come with having this
[30:18] preoccupied more but definitely
[30:22] putting an investment from the city
[30:23] standpoint and to just an event that
[30:26] continues to uplift and showcase our
[30:28] many talents I think is something that
[30:30] we can all get behind
[30:34] hmm
[30:39] I mean
[30:41] I can't remember this one is until the
[30:45] numbers come back from finance
[30:47] department from the main and being able
[30:49] to
[30:50] arrive at it
[30:53] so let's move through and if there is
[30:55] any question that we need to answer I
[30:56] will try to answer it on our part so
[30:59] council member for help
[31:23] foreign
[31:39] [Music]
[31:47] it's trying to ask questions
[31:51] on page two yeah 10 10 100 research
[31:55] Council
[31:56] is that something new
[31:59] yes okay all right
[32:02] so you're increasing that by 83 000.
[32:06] and and what would that be I'm just sure
[32:17] yeah
[32:18] [Music]
[32:21] city council okay and it will be a
[32:25] council that would work
[32:30] the city council or guidance and all
[32:34] social help with the police review for
[32:38] am I miss anything there
[32:43] where do you work with our attorneys or
[32:45] is it a separate or
[32:48] is he uh like uh
[32:51] Consulting
[32:52] excuse me just I just I just popped up I
[32:57] didn't see that before
[32:58] so if he's gonna he or she is going to
[33:01] work with a
[33:02] they're going to work with the police
[33:04] Community new board but in that defects
[33:06] but then they would be like a consultant
[33:08] right
[33:09] beef service that then
[33:11] so please review more
[33:16] and the council and right
[33:20] and so
[33:23] just to be clear so we're putting this
[33:25] in his face for service
[33:43] [Applause]
[33:45] thank you
[33:48] so go ahead please I'm not really sure
[33:51] why we would need that position
[33:53] it seems like a lot of money for
[33:55] something that I don't know why the city
[33:56] council would need this particular
[34:01] person
[34:04] because I mean when we do do stuff we
[34:07] have a legal team
[34:09] to be able to assist us I mean I often
[34:12] call into
[34:14] support
[34:16] and it's pretty readily available to
[34:21] answer questions
[34:24] so I'm just asking oh well so I mean
[34:26] this was I don't know it sounds like
[34:29] so I I would say I didn't know that
[34:31] Andrew
[34:32] um
[34:33] hey
[34:35] wasn't part of the available like that
[34:36] you know if
[34:39] he's got like
[34:41] if you have some time to support
[34:43] um but I but I think when we were
[34:45] talking about police Community blue
[34:46] board
[34:47] um that that was my um idea but I think
[34:51] that having an attorney
[34:54] um
[34:57] I think that having
[35:01] that extremely the same as you bring in
[35:03] you know we bring it out by Council for
[35:05] other things even though Andrew's here
[35:07] you know what I mean I think that that
[35:09] just the uh proximity to the city I
[35:12] think that that'll be a good
[35:15] that would be a good kind of a check and
[35:17] balance of of the duties of that person
[35:20] so after we're talking about
[35:23] the police or View Board supporting them
[35:26] I think that it would be
[35:28] better
[35:29] to kind of have that person operate on
[35:32] in that very specific capacity I think
[35:35] as plus as a very important position and
[35:39] I think that I'd like to see someone in
[35:41] that position of council would really
[35:44] matter two not with too many other
[35:46] things on their plate that they can
[35:48] really focus on that because that seems
[35:49] to do that something in that case when
[35:51] I'm being supported to me I don't know
[35:52] if anybody else is doing this is an area
[35:54] that can use a lot of help
[35:57] I have heard from some police review
[36:00] board members that because I was
[36:02] interested that no positions were
[36:05] requested for the police review board
[36:07] and I heard from
[36:09] um
[36:10] at least one person that they weren't
[36:13] asking for any staff from the police
[36:15] review board
[36:16] um
[36:17] so
[36:19] I don't know I mean I think I I think if
[36:22] there was a need for the police review
[36:23] board to consult with an attorney
[36:27] they probably would do that on a
[36:29] Consulting basis you know if they needed
[36:32] somebody that they could turn to rather
[36:34] than hiring an 82 000 Plus benefits
[36:38] person that maybe there's somebody of
[36:39] council right that they could you know
[36:42] on an hourly
[36:44] way if they have need for
[36:47] that and it's very great I mean I I
[36:50] agree with that but I don't know that
[36:52] you know you need to know somebody on it
[36:54] full time I think Plus benefits I think
[36:56] that that I don't know
[36:58] the appropriate
[37:00] with the structure that right
[37:02] but I agree you're surprised initially
[37:04] that they didn't ask for anything you
[37:06] know I think that they've definitely
[37:07] since the topics important
[37:09] so I would say that I attended one of
[37:12] their last meetings
[37:14] and um actually there was a proposal
[37:16] that was put forward and no maybe in the
[37:18] meeting for less but anyway there was a
[37:19] proposal and actually there was a
[37:22] request in there for staff I don't know
[37:24] if when and if that's going to get to
[37:25] the council it was they were having a
[37:27] discussion I was just listening so there
[37:29] was a proposal that was brought to them
[37:31] and then they discussed it and it did
[37:33] include um step so so I was at that
[37:38] meeting so I say I know you heard from
[37:39] one person but there was a you know kind
[37:41] of a conversation around that proposal I
[37:43] don't know where it is at this stage or
[37:45] when it will come to the council but I
[37:47] know that there was discussion part of
[37:48] it was um Staffing was going to be part of that
[37:52] proposal uh when you were let me think
[37:54] were there any attorney from the city no
[37:57] there was no cities there that's one of
[37:58] the one other thing I got I got um what
[38:01] was happening for seven months now or
[38:03] over a year or two years at that time we
[38:04] used to get city attorneys and uh
[38:08] well on the other side of the Stop and
[38:11] there's no attorney as president
[38:14] so that we already have to request it so
[38:16] we can pass out
[38:18] yeah so yes so we'll have to pass it on
[38:22] for them because that's one of the
[38:23] questions feel to me so my attorney yet
[38:25] or not attending this video anymore
[38:28] thank you I think technical
[38:32] hiring a detergents both in the charter
[38:35] and state law or did I appoint
[38:37] Corporation Council or the Corporation
[38:39] Council hires the assistant corporation
[38:42] councils which is entitled to be so I
[38:46] don't know if you can have one that
[38:48] in the clerk's office or someplace else
[38:50] it's got to be for it to be an attorney
[38:53] to the city
[38:56] even the pain in the outside
[39:00] firms when there's area specialization
[39:03] as you can uh the corporations
[39:09] I mean I don't know how other people
[39:11] feel but I just don't understand
[39:14] you know
[39:16] it is when you do have a need to I've
[39:19] called you many times I think probably
[39:20] we all have in terms of
[39:22] you know
[39:24] looking for that legal counsel around
[39:26] things for that we might be talking
[39:28] about at city council excuse me
[39:31] um
[39:32] he's been in when I first got on Council
[39:37] in that in that sense as well so I don't
[39:40] know if other how other people feel that
[39:42] I just don't see the need for something
[39:44] to the council for City Council
[39:47] the part that part of it but I don't
[39:49] know how other people feel
[39:51] I can see the importance of the actually
[39:56] and needing legal counseling
[40:00] right then and there before they can
[40:02] move forward with whatever they're
[40:04] discussing so again I would say that I
[40:07] would leave it up to you know the board
[40:09] reaching out to Andrew letting you know
[40:11] where the meetings are having Council
[40:13] present
[40:14] um and then we'll reach out again so
[40:17] Corporation Council so it would be for
[40:19] anything that we have that's my feeling
[40:23] I think historically when we discuss in
[40:27] terms of seeking and this is I'm
[40:30] speaking historically in terms of the
[40:32] law departments and Advising us as a
[40:34] consulate
[40:35] mention that a lot of the proportion
[40:38] comes from
[40:40] uh you know works for the man
[40:43] so I just wanted to cut out okay
[40:49] so when we when we get close words when
[40:52] we came and the population comes with
[40:55] words in a council at the same time in
[40:59] the
[41:00] fair in the Judgment or the opinion
[41:03] about for both sides
[41:05] well do you have an example where you
[41:08] feel that the Corporation Council is not
[41:10] adequately given advice or
[41:12] representative the council or the city
[41:14] well
[41:15] I don't want to get into that but um
[41:18] two years
[41:22] in England I I just want to put that to
[41:24] the table where it was mentioned so a
[41:26] few times at five minutes so then
[41:29] trying to hear what's being said right
[41:31] now and so Corporation Council Vegas
[41:33] publishing accounts will fit in the
[41:35] organization
[41:36] so they so appropriate Council
[41:41] works for
[41:55] [Music]
[42:12] so that it does it's directly
[42:15] um from there along with the director of
[42:17] operations and the city council staff is
[42:19] the City Club
[42:33] that
[42:38] the charge being revised to cooperation
[42:41] Council
[42:43] represent the mayor's
[42:45] and the state Council
[42:47] for the one hour of continuing directly
[42:49] into
[42:51] me as a box
[42:55] hmm
[42:57] super and I think for
[43:01] the uh
[43:02] Community Police review board I think
[43:05] that
[43:06] the type of things that they are
[43:10] dealing with I think that there is some
[43:12] you know
[43:13] that requires you know maybe some
[43:16] specialized things so I agree that we
[43:19] shouldn't necessarily bring somebody on
[43:21] um to
[43:23] um working full-time but I think that to
[43:25] make sure that they have the budget so
[43:28] that if they needed to seek that
[43:29] consultation they could they could use
[43:32] it
[43:33] that's what be my position
[43:36] how does the I guess I would have
[43:38] thought that the commissioner
[43:40] is sort of in that role so that if the
[43:43] police review board had some sort of
[43:46] question
[43:48] I don't know but
[43:50] because
[43:53] I can commissioner form of discipline
[43:56] into City in London establishment of it
[43:59] who's a much more effective way
[44:02] of
[44:05] creating uh
[44:07] property functioning department when
[44:10] things go along imposing discipline
[44:13] it's you know it's wise department now
[44:16] is one of the higher performing
[44:18] departments
[44:22] opposed to its history in the past
[44:27] and I think the board has had any
[44:31] complaints
[44:33] in terms of uh
[44:37] referrals that have gone to the board
[44:39] that haven't been followed up in a
[44:41] manner that people feel adequate
[44:46] in terms of the time and attention
[44:48] that's given to it might not always be a
[44:51] hundred percent an agreement with what
[44:53] the final decision is but the process
[44:56] validates whatever action is taken
[45:00] go ahead please so it says the Public
[45:02] Safety Committee chair and also having
[45:04] sat on the police civilian police review
[45:06] board I've definitely referring back to
[45:09] the bylaws the city code it does clearly
[45:11] designate that there needs to be
[45:14] um
[45:15] powers or funding to support having a
[45:19] separate agency to ravine
[45:21] um whether that's used or not to the
[45:23] marriage Point as I think
[45:25] unfortunately if it's in the bylaws then
[45:28] we need to need to support that
[45:30] statement or remove it
[45:32] but if we're then entertaining
[45:34] Sentiments of
[45:35] having a Corporation Council that for
[45:38] lack of better words may have a dual
[45:42] relationships that they're attending to
[45:44] I think there could be some credibility
[45:46] with having a separate agency I think if
[45:49] the discussion then is how much time do
[45:52] we need that individual I think that's
[45:54] where we kind of look at this 82 000 or
[45:56] is it too high or too low but I would
[45:58] definitely be in favor of supporting
[46:00] having this position here and that it
[46:01] would be Dual Purpose then supporting
[46:03] the council and then also supporting the
[46:05] civilian police review board
[46:10] go ahead please please so
[46:13] I won't say Andrew the corporations
[46:18] if he's there or not uh when we go to
[46:22] him
[46:24] or her
[46:26] it is under confidence it's basically
[46:29] client confidentiality
[46:33] um so that person is supposed to be
[46:36] representing us
[46:38] that way
[46:39] if that person isn't then
[46:43] that's when we need to make a change
[46:46] do the best of my knowledge the current
[46:49] Corporation Council hasn't done that
[46:52] um as far as the civilian police review
[46:54] board goes there is money available
[46:57] within the fees for services within the
[46:59] Corporation Council should the cprb need
[47:04] representation that's separate from the
[47:08] Corporation Council to hire so I think
[47:13] there's money already there within fees
[47:15] for services so all they need to do is
[47:17] request it so yeah just something just
[47:21] left across me last night he was from
[47:23] the engineering department
[47:24] they are engaging alongside attorney to
[47:28] help with contracts and documentation
[47:30] and things like that and not utilizing
[47:33] our attorneys
[47:36] they're yeah that was mentioned a
[47:39] engineering firm where the employee
[47:42] happens to be an attorney
[47:44] [Music]
[47:46] um
[47:49] because I asked a question about AIA
[47:51] documentation yeah and that is coming
[47:53] from the attorney reviewing outside
[47:55] attorney reviewing that
[47:57] but it's Tom Wilson's for
[48:00] who does work for the city does work for
[48:03] Metroplex his wife happens to be an
[48:05] attorney no that does Flash across me
[48:07] because if he was mentioning that he's
[48:09] using an attorney or what is the
[48:10] difference between
[48:20] and that was the differentiation because
[48:23] they were stamping the papers and we
[48:26] don't got at least English we don't have
[48:28] one of those
[48:30] [Music]
[48:32] uh
[48:36] but I'm not particularly throughout
[48:38] engineering's got it separate
[48:48] he did in his presentation
[48:51] say he had his own attorney
[48:58] he has a auditory because it asks who is
[49:00] reviewing his documentation who is given
[49:02] the go ahead on a legal
[49:04] friend you know setting and over here I
[49:07] actually looked on the chart that he
[49:08] gave us though and there was no attorney
[49:10] listed yeah he got a list of the um the
[49:13] outside Consultants that he uses and he
[49:16] did not list an attorney I was I was
[49:18] kind of flipping into that when he said
[49:19] it
[49:29] the good thing is if there is money
[49:32] that's already available
[49:34] for them if they need to seek outside
[49:36] counsel then
[49:38] I would be anything uh in favor of
[49:42] making sure that you know
[49:44] why not
[49:46] from
[49:47] [Music]
[49:56] whatever line that the money is there
[49:58] now that we can make sure that they have
[50:02] uh they're online
[50:04] [Music]
[50:06] more money because we'd be budgeting for
[50:09] them to do that and you know from what
[50:12] you know I've heard and other test
[50:13] members are first like there might be an
[50:15] Indian so
[50:16] experience the the law department has uh
[50:20] a hundred thousand dollars for outside
[50:22] Legal Services
[50:30] okay
[50:32] I'll say it comes up for uh when we add
[50:35] negotiations
[50:38] we've met a few of them when it comes to
[50:40] like legal yeah
[50:42] right when it comes to those Court those
[50:46] get paid by our insurance companies
[50:48] but we also have stuff to do like
[50:50] negotiable please uh our investigations
[50:57] at cases where police officers are
[51:01] involved in an incident and
[51:03] officers are
[51:05] end up in a conflicted position
[51:08] bring in a council representative
[51:12] one of the parties so their independent
[51:15] Council
[51:16] could you have a conflict where the
[51:19] mayor of the council don't agree that'd
[51:22] be very difficult but it didn't come out
[51:24] of life
[51:26] again
[51:28] would bring in outside counsel to give
[51:31] advice or you know really where it
[51:34] becomes more probably is in a if you're
[51:37] in a formal
[51:39] litigation where you're actually in
[51:41] court and somebody is uh
[51:44] proceeding at a formal action
[51:48] so we're saying to just go ahead and use
[51:50] it out of the feature Services that's
[51:52] currently existing in the Law Department
[51:55] definitely like quickly or if you think
[51:58] that's under funded solidify that
[52:00] modified in a manner to
[52:05] yeah I would think I would think that we
[52:07] would um
[52:08] couldn't do welcome to
[52:12] make it clear
[52:15] um for the people who are serving on the
[52:18] board that that is an option that's
[52:19] available to them and I think that you
[52:22] know they wouldn't I don't think we do
[52:24] anything by designating on a certain
[52:26] amount of money
[52:28] um to budget for them in order to do
[52:30] that I think that
[52:31] saying that you know it's there is one
[52:34] thing
[52:35] um but um designating a certain amount
[52:38] of money into them for that purpose if
[52:41] they choose to use it they do it if they
[52:43] don't you know even better I guess
[52:46] um but I think that there is something
[52:48] to be said about designating that money
[52:51] to them
[52:54] so we started to see me you could
[52:56] increase
[52:58] um
[52:59] it's the space of line
[53:01] um but still it needs to be a
[53:03] designation I would say specificity
[53:07] is
[53:15] using that person
[53:18] questions
[53:27] I saw some notes here I'm gonna find so
[53:31] any other ideas to address
[53:36] I'm going to be clear on are we talking
[53:39] about increasing this on our wine
[53:42] you want to separate lines for outside counseling
[53:46] under law that's specific to cprb
[53:50] well we can do an A so foreign
[54:16] so
[54:24] foreign
[54:34] [Music]
[54:54] but Andrew's going to be the one
[54:58] unless I misunderstood the man hiring
[55:01] the outside Council
[55:03] so it should just stay within the fees
[55:06] for service for
[55:08] legal department
[55:11] I think I understand what you're saying
[55:14] um I just think that there's something
[55:16] there
[55:16] um
[55:18] this board in the spirit of Bush's board
[55:22] was created in
[55:24] something very serious there was a
[55:27] commitments that were made to the public
[55:31] and I think that we ought to demonstrate
[55:33] our commitment by significantly uh we do
[55:37] that in making it significant and saying
[55:39] that there's a designated budget I mean
[55:41] what was their current uh budget right
[55:44] now five thousand five thousand dollars
[55:46] you know what I mean and that could
[55:48] that's for reasons traveling training
[55:50] and
[55:52] I think that we need to really
[55:55] demonstrate our commitment to what this
[55:57] world was what was put together to
[55:59] represent by making sure that they have
[56:01] all the resources that they need to do
[56:03] their job because if not then what we're
[56:05] doing and I'm not suggesting that
[56:06] everyone's saying that so let's be clear
[56:07] right I'm not suggesting that all right
[56:09] be clear about that what I'm saying is
[56:12] that if we're not and all we're doing
[56:13] this kind of thing we're checking that
[56:15] box but not really following through
[56:16] with our commitment in my opinion to the
[56:19] public to make it um a substantial thing
[56:21] to do a very important job that was put
[56:23] together to do it
[56:24] so I hear what you're saying I do want
[56:26] to say I do want to uh okay
[56:30] um we talked about this extensively and
[56:32] I think Mr Williams would remember in
[56:34] Miss Porterfield
[56:36] um and well also
[56:37] both of our
[56:39] Mr John's there
[56:41] um
[56:48] police reform and reinvention task force
[56:52] um we had extensive conversation about
[56:54] the civilian police review board
[56:58] um and its role and its needs
[57:00] and
[57:02] you know basically at that group had
[57:04] really made some decisions correct me if
[57:06] I'm wrong
[57:08] um
[57:09] uh in terms of in terms of what was
[57:12] needed or or
[57:14] et cetera and at the time Mr Williams
[57:17] was I think co-chairing with Mr shave
[57:20] um
[57:22] and so I I mean we definitely talked
[57:24] about it quite a bit
[57:25] um researched it Etc
[57:28] um so I don't know I mean I feel
[57:32] I guess that you know
[57:34] I don't know
[57:35] but like everything yeah I think because
[57:38] to your point I mean we talked about you
[57:41] know or it was discussed quite a bit you
[57:43] know what I mean and I think that it's
[57:45] one thing to talk about it
[57:46] is another thing to do to support it and
[57:49] I think that this is what you know from
[57:52] what I'm hearing from people who are um
[57:55] a part of that board you know
[57:58] they need resources and
[58:01] I just I think that you know that we
[58:04] want them to do the job and do it in a
[58:06] way then uh you know an efficient way
[58:09] that we just need to have an efficient
[58:11] resource I mean I don't think we're
[58:12] saying to too many different things
[58:17] Patrick was right definitely when I was
[58:20] co-chairing with dick shave we did
[58:23] submit a series of recommendations all
[58:26] of which were not fully considered from
[58:28] being honest
[58:29] um or were just
[58:31] I was kind of even at that but I would
[58:33] say with the revolving door of new board
[58:38] members coming in and it was like myself
[58:40] kind of taking a more back approach and
[58:44] observing more there's been a lot of
[58:46] transition so as these newer individuals
[58:49] are understanding these very influential
[58:52] roles as Mr Farley highlighted I think
[58:54] it is important for us to fully Empower
[58:56] them and as he mentioned we can do it in
[59:00] our words but then also we need to make
[59:01] sure we're doing interactions so I don't
[59:04] know what that looks like from a
[59:05] monetary standpoint but I definitely it
[59:08] would would be willing to support having
[59:10] a separate designation so that it shows
[59:13] the community our sincerity with wanting
[59:16] to make sure that this
[59:18] board has all of its resources to do the
[59:21] work that it's empowered to do by the
[59:24] code
[59:28] so the 82 000 isn't just for Council it
[59:33] would be for
[59:34] other
[59:37] what would it be for I think it started
[59:40] out as 82 000 for a research Council for
[59:42] the city council and the um
[59:50] for something other than the council
[59:53] well that's only have a budget right now
[59:55] about the budget that they have is five
[59:56] thousand dollars with training and
[59:59] travel right which isn't isn't a great
[1:00:00] deal of money for anyone so the city
[1:00:02] 2000 would be would be for uh for a
[1:00:07] keyboard counselor
[1:00:09] so I I think I I would just like to
[1:00:12] recommend that
[1:00:14] um under the the law Department's budget
[1:00:16] we throw in maybe another thirty
[1:00:19] thousand dollars not a separate line
[1:00:20] item
[1:00:22] um or something like that so there's
[1:00:23] always enough money for them to for the
[1:00:25] council to for the Corporation Council
[1:00:27] to go to this these services and there
[1:00:30] it is for them uh
[1:00:59] [Music]
[1:01:03] so we can track the cars the usage and
[1:01:07] see that are we really hiring anybody
[1:01:10] because I don't like it so so we roll up
[1:01:13] to all the expensive service 404
[1:01:15] together because we have it we have the
[1:01:18] issue that the uh when I asked you but
[1:01:20] we have a back and forth with the public
[1:01:22] safety Foundation where everything was
[1:01:24] rolled out into the fees for surface
[1:01:26] line and how we'll be able to track what
[1:01:29] actually was used Mr Ferrari was able to give us a
[1:01:34] summary of this we don't need that we
[1:01:36] should avoid that if we're funding a
[1:01:38] line we should try to separate it
[1:01:40] especially when it's benefiting our
[1:01:42] community directly
[1:01:46] so if I'm if I'm understanding correctly
[1:01:49] I think this is kind of
[1:01:52] we're in a place right now where it
[1:01:55] seems like what I'm gathering from the
[1:01:57] council just from Gathering is that
[1:01:59] everyone is kind of
[1:02:02] recognizing the importance of such a
[1:02:06] position I think about what we're kind
[1:02:08] of uh going back and forth about is like
[1:02:10] where does the line items sit I think
[1:02:12] that's pretty much it which I'm relieved
[1:02:15] to say that I think that that's you know
[1:02:16] that that's a good place to be to begin
[1:02:18] with
[1:02:19] I would just um
[1:02:22] strongly suggested to my colleagues that
[1:02:25] having a line item designated to
[1:02:30] um something
[1:02:31] um in a specific manner I think that does uh that goes a long way with
[1:02:37] um demonstrating our commitment to the
[1:02:39] important work they do and that would
[1:02:41] you know
[1:02:43] I would be okay with adding some money
[1:02:45] to that line as as Mr George said as
[1:02:48] well it's fun
[1:02:51] I'd want to see
[1:02:54] I really would want to see like what
[1:02:57] would it be used for um because I think
[1:02:59] you know for Council or for legal legal
[1:03:03] counsel right I mean that would be on a
[1:03:05] um as needed basis so in other words are
[1:03:08] they going to break it down into
[1:03:11] because it obviously and he's for
[1:03:13] service but I don't even know there's
[1:03:14] probably a way that the accounting
[1:03:21] outside outside
[1:03:23] so maybe if you're looking to separate
[1:03:25] it you do please for a few more and do
[1:03:27] an outside legal content online so
[1:03:29] you're going to have a future Services
[1:03:30] where people start to say if you really
[1:03:32] want to designate it and separated
[1:03:42] would set the criteria though for how
[1:03:45] that would be in other words you'd have
[1:03:47] to have some criteria but when you would
[1:03:49] contact that outside counselors they
[1:03:51] can't just
[1:03:52] none of us would be that would be like
[1:03:55] me thinking of the phone and saying you
[1:03:57] know
[1:03:58] very bad for the Law Department I mean
[1:04:02] I'm not going to call and you know you
[1:04:03] know what I'm saying
[1:04:05] but it's the first time I'm hearing an
[1:04:07] attorney hasn't been going to review
[1:04:10] board meetings in the past it
[1:04:14] was done as a beginner request places
[1:04:16] sometimes you don't need it sometimes
[1:04:18] you don't need it because we're here
[1:04:20] tonight so we're going to do fine okay
[1:04:23] all right in
[1:04:26] the outside Council line
[1:04:28] is used more for
[1:04:31] areas of either an outright conflict or
[1:04:35] looking for some higher level of
[1:04:37] specialization
[1:04:39] where we can't handle it in hell so even
[1:04:41] if this line was there
[1:04:44] there's probably going to be most of the
[1:04:46] stuff that the Corporation Council could
[1:04:48] answer
[1:04:49] provide advice to the board
[1:04:52] within the existing budget is there a
[1:04:55] conflicted position or something else
[1:04:57] you know where we've had
[1:04:58] [Music]
[1:05:01] our closest friend and General Electric
[1:05:04] because we haven't been a while but if
[1:05:07] you challenge their assessment that's
[1:05:09] not something that we do in-house we
[1:05:11] learn to bring outside Council some of
[1:05:14] the labor negotiations when we go to uh
[1:05:17] binding arbitration of which we haven't
[1:05:21] recently again we have a relationship
[1:05:24] with the county we provide staff or
[1:05:26] in-house staff to it but the arbitration
[1:05:31] sexual laws highly specialized in we
[1:05:34] bring in firms that are
[1:05:37] trained they do that all the time and
[1:05:40] give us the best advice of it
[1:05:43] again it wouldn't
[1:05:44] it might let them be somewhat driven on
[1:05:47] what the issue is that's coming before
[1:05:49] the board and who that Council might be
[1:05:55] let's say generally we can we can
[1:05:56] probably handle some
[1:05:58] in-house and do it with a high level of
[1:06:01] confidence of the board is happy with
[1:06:03] the representation information they're
[1:06:05] getting
[1:06:08] [Music]
[1:06:10] I don't think that thank God we're
[1:06:12] talking about it either or I was I would
[1:06:14] just say that it would be uh yes and so
[1:06:16] and I'm like yes a week obviously even
[1:06:19] if like to the point that line items
[1:06:21] available
[1:06:23] um if it's something that we can handle
[1:06:24] without having to use those funds then
[1:06:27] let's do that right that's just the
[1:06:29] responsible to do that
[1:06:30] but then I also think that then there's
[1:06:32] that value of having that
[1:06:35] um that when I'm there
[1:06:37] if in case that it is needed it's there
[1:06:41] and the people who serve on that board
[1:06:43] who know that it's there they understand
[1:06:45] that's that's there for them as
[1:06:47] designated man again I think that goes a
[1:06:49] long way
[1:06:51] um but just type in the language that
[1:06:52] we've been um you know the way we've
[1:06:55] been speaking
[1:06:57] and and kind of the real commitment that
[1:07:00] we need to the community around us
[1:07:02] um I don't
[1:07:03] think that we need to kind of think back
[1:07:05] to why we're in the position to have
[1:07:08] such a board
[1:07:10] um and you know across our country and I don't want to just look like we're
[1:07:15] being
[1:07:16] just paying lip service to it which
[1:07:18] again again for a record I don't think
[1:07:21] anyone's saying that
[1:07:24] can I just ask a question because it
[1:07:25] sounds
[1:07:28] in the mirror there was an attorney that
[1:07:31] used to in other words somebody from our
[1:07:32] Corporation Council yeah one of us used
[1:07:35] to go regularly when she was on the
[1:07:36] board like many years ago yes we used to
[1:07:39] have an attorney every everything from
[1:07:41] the corporation from the corporation
[1:07:43] a few years ago I should ask the
[1:07:46] question
[1:07:47] yeah I think we should then I asked a
[1:07:50] question
[1:07:50] um no attorney here and they were like
[1:07:52] no but I didn't dive into it and then I
[1:07:54] was like no attorney anymore
[1:08:04] [Music]
[1:08:11] which is
[1:08:13] just a matter of course that that would
[1:08:14] happen it's probably no yeah but again I
[1:08:18] don't think it's either I think that we
[1:08:20] have the capacity to support them
[1:08:22] um at their regular meetings
[1:08:24] um through Corporation Council let's do
[1:08:26] that cost us
[1:08:29] nothing not just there right so let's do
[1:08:31] that that's something we should do and
[1:08:33] let's make sure that they're
[1:08:35] um uh have the resources that they need
[1:08:38] um in in the case that they do need a an
[1:08:42] outside Council let's do both because
[1:08:45] they won't spend it if they don't need
[1:08:46] it it's there and therefore we can kind
[1:08:48] of Remedy what's happening right now
[1:08:49] in-house and I think that that checks
[1:08:51] all about people talking about yeah
[1:08:53] I think it's just as simple as Talent
[1:08:56] whoever Charities like
[1:08:58] the City attorney will be there if you
[1:09:02] need something further just request it I
[1:09:06] mean no one's
[1:09:07] I don't think any of us are going to say
[1:09:09] you know when are they yeah yeah but I
[1:09:12] was uncomfortable almost every case that
[1:09:13] we reviewed we will refer to the
[1:09:16] attorney for some admission guidance
[1:09:21] here sometimes clarification can we do
[1:09:24] this can we now do this things like that
[1:09:25] no you can't you can't get this you
[1:09:27] can't get that so they're right there
[1:09:29] and they're getting their answers we
[1:09:31] were getting our answers to too many
[1:09:33] questions and you thought that was
[1:09:34] happening also yeah
[1:09:36] what's up
[1:09:38] I'm not sure if there's a step that in
[1:09:42] every meeting basis but it has need
[1:09:45] basis
[1:09:47] again sometimes the board handles what
[1:09:50] I'll call a routine and things and
[1:09:52] problems are better than other times
[1:09:53] they're more complex issues that come
[1:09:56] before it and they're
[1:09:59] more complicated and required more
[1:10:00] in-depth analysis of The View
[1:10:05] I mean we're looking at industrial
[1:10:07] reference for looking at 2000 here
[1:10:10] originally was recently Albany Police
[1:10:13] recovery is asking for Two Plus million
[1:10:15] dollars so I'm just thrown at two
[1:10:19] thousand versus 2.22 million yeah so
[1:10:23] we're very difficult for our questions
[1:10:28] we can actually uh why not we hire them
[1:10:31] on beta return eighty two thousand
[1:10:33] dollars
[1:10:35] well approving 82 000 and give it to
[1:10:38] them so be a contract
[1:10:44] there are
[1:10:46] yes we need it
[1:10:48] for how much money
[1:10:51] yeah so that's where it's right now yeah
[1:10:54] I think I'm really important we have we
[1:10:56] have the police review board has a line
[1:10:58] the law department has a line for feed
[1:11:00] where do we put
[1:11:02] um if you wouldn't mind just explain me
[1:11:04] that one more time because the way
[1:11:08] to review more questions so I don't see
[1:11:12] why not I mean if
[1:11:15] outside legal services are under that
[1:11:18] especially if you want a chess game
[1:11:19] separated it's not for that purpose um
[1:11:22] if not I mean it's under the lawn
[1:11:24] department that makes sense that way too
[1:11:26] it really it's really up to the council
[1:11:28] you guys want to do it but either way I
[1:11:30] think it would work
[1:11:31] yeah I think I think the best idea
[1:11:33] because we already have a police review
[1:11:35] board line
[1:11:37] I my recommendations disappointed there
[1:11:39] as a four four
[1:11:41] with 440 yeah 44 Israel and have that
[1:11:46] separated so we can track the Cars track
[1:11:48] the usage but you know so yeah because
[1:11:51] if we're going to put money there we
[1:11:53] then there needs to be some news station
[1:11:55] if it's not usually we need to subtract
[1:11:57] it so next year we know that
[1:11:59] we're gonna use them from this Navigator
[1:12:01] 2000 then we don't need to fund it in
[1:12:03] 2000.
[1:12:06] set up something though and I mean dates
[1:12:10] have to have input in our Corporation
[1:12:11] Council I'm not saying us set it up but
[1:12:14] I mean you know somebody from the police
[1:12:16] review board and the Corporation Council
[1:12:18] if you need and say and maybe the
[1:12:21] commissioner but to say here's what this
[1:12:24] would be used for versus here's what you
[1:12:26] would do with the attorney that we don't
[1:12:30] have to pay any money for from our own
[1:12:32] um office you know what I mean like just
[1:12:34] so that there's some sort of I guess
[1:12:36] that unless it's already in the Bible of
[1:12:38] the civilian police Review Board in
[1:12:40] terms of what when they would go to an
[1:12:42] outside Council
[1:12:44] Etc I don't know
[1:12:48] I'm talking about um our in our city
[1:12:51] code it's not spelled out like that uh
[1:12:54] it just says that they have the
[1:12:55] opportunity to do that so and I to me to
[1:12:59] me would be a case-by-case basis it's
[1:13:01] you know you don't know until you get to
[1:13:03] the case whether you there's a thought
[1:13:06] that there's an hour
[1:13:08] um there's a thought that there may be a
[1:13:10] conflicts is that so I believe it took a
[1:13:13] case-by-case basis so if the Corp if
[1:13:16] somebody from our own office was there
[1:13:19] and then they would have they would
[1:13:21] probably say
[1:13:23] okay this is something that we need
[1:13:25] outside console do you see what I'm
[1:13:27] saying I do understand what you're
[1:13:28] saying yeah I mean I wouldn't have the
[1:13:30] legal expertise if I was a volunteer I'm
[1:13:32] a civilian police review board
[1:13:35] I don't I wouldn't have the legal
[1:13:38] expertise to be able to know whether I
[1:13:40] needed outside counsel or whether I
[1:13:42] needed you know
[1:13:44] I'm just trying to save a little money
[1:13:47] I hear the concept of why it's needed I
[1:13:50] get that
[1:13:51] um I just I don't wanna I I wouldn't
[1:13:54] want so
[1:13:55] I wouldn't want to get into a place
[1:13:57] where we're kind of like
[1:14:00] you know micromanaging
[1:14:04] the task of that board right
[1:14:08] so so I just I so I I would be really in
[1:14:13] favor of putting you know less barriers
[1:14:17] um in front of them to access the
[1:14:19] resources that they need to do that very
[1:14:21] important job I I but that's the
[1:14:24] probably the only you know what I mean
[1:14:26] that's what I'm saying like since we all
[1:14:27] agree that it's there's money there should be money there if we're
[1:14:31] just talking about where we're going to
[1:14:32] place it I think we really need to
[1:14:35] places where it needs to go to say hey
[1:14:37] this is for you to do to use it as you
[1:14:40] need it now I mean if you think that
[1:14:42] people on the board are going to be like
[1:14:44] you know maybe using their
[1:14:47] Council budget for like you know
[1:14:49] closing on their house or something
[1:14:52] [Music]
[1:14:55] but you know if we have we trust them to
[1:14:58] serve in that capacity
[1:15:00] I don't want the board members have any conversations
[1:15:12] with commissioner Devine
[1:15:14] yo I heard him because of his broad
[1:15:19] background and experience those public
[1:15:21] defender
[1:15:23] nominee was a private attorney Supreme
[1:15:26] Court Judge at pellet division
[1:15:29] uh were
[1:15:31] really lucky to have that skill set and
[1:15:35] available to us and you know if there's
[1:15:37] issues or things that come up
[1:15:42] people should reach out to them and
[1:15:44] it you know judge your items before him
[1:15:47] it also sets the tone within the
[1:15:50] department where we don't tolerate
[1:15:53] people making poor choices and things
[1:15:55] that are incorrect for Improv
[1:15:58] and I and I think I'll definitely
[1:16:00] because when the people I spoke to I
[1:16:03] didn't meet that recommendation and that
[1:16:05] means I definitely do that moving
[1:16:07] forward I think that that's something to
[1:16:09] do as well
[1:16:11] so listening to everyone's feet there's
[1:16:13] a number of different options that we
[1:16:15] are presenting to this review board that
[1:16:18] would significantly benefit their
[1:16:20] long-term success so as the Public
[1:16:23] Safety Committee chair and take
[1:16:25] responsibility for making sure that the
[1:16:27] civilian police review board chair is
[1:16:29] aware and then I can kind of coordinate
[1:16:31] and facilitate so that our Corporation
[1:16:33] Council has that close conversation with
[1:16:36] them because this very much is going to
[1:16:38] be like training wheels like learning
[1:16:39] how to acclimate all of these resources
[1:16:42] for the benefit of their tasks and
[1:16:44] duties so definitely I I'm in support of
[1:16:48] the game Mr Farley beats it to a nauseum
[1:16:51] and and all right is that what he's
[1:16:52] saying to work yes but
[1:16:56] um it's how do we incorporate this into
[1:16:58] our daily like work practices because if
[1:17:01] you don't use it you essentially like
[1:17:02] lose it in a sense so if for me per se
[1:17:06] if it's truly
[1:17:08] how do we support you and what is
[1:17:10] designated in the code
[1:17:12] that is this
[1:17:19] service I think it's appropriate that we
[1:17:21] can
[1:17:23] add a line under the Earth
[1:17:25] to place that Media or whatever we
[1:17:28] decide on so I think we should move
[1:17:31] forward we have an understanding and yes
[1:17:33] it's needed how much is needed I will
[1:17:36] leave that for next Wednesday when we
[1:17:37] come back to the last minute yeah
[1:17:40] [Music]
[1:17:41] unless we want to give a number right
[1:17:44] down and pass it out I think that this
[1:17:46] seems to be a Hot Topic a big budget
[1:17:47] yeah
[1:17:48] someplace else
[1:17:50] we need to have a number that
[1:17:54] um both Anthony and the mayor would be
[1:17:57] coming back to us with you know
[1:18:00] I mean we have seen over the years that
[1:18:02] he had
[1:18:03] came to us requesting funds they accept
[1:18:06] the documents first they asked us all
[1:18:09] the time you know budget and things that
[1:18:11] and wanted a more additional support
[1:18:13] staff
[1:18:14] he's eighteen thousand dollars enough
[1:18:16] for them to carry out the function that
[1:18:19] they need to
[1:18:20] I don't think so
[1:18:22] we gotta started so we have to start
[1:18:25] somewhere to give them some funding to
[1:18:27] help them with our we can give them I
[1:18:30] just want to be clear the 82 000 is only
[1:18:32] for outside Council period nothing else
[1:18:34] right
[1:18:36] okay okay because the reason I'm saying
[1:18:40] that is that we've um we put 100 000 to
[1:18:43] our legal department which uses outside
[1:18:46] Council a little bit more because
[1:18:47] initially it was put in here as
[1:18:50] also worked with the city council but
[1:18:52] clearly that's off the table I mean I
[1:18:54] don't I'm just right
[1:18:56] it wasn't said it but
[1:18:59] so I'm asking are you saying that that's
[1:19:01] not something that means
[1:19:03] I understand your question so initially
[1:19:06] it was putting here to
[1:19:09] um research Council and said for the
[1:19:11] city council and the cprb and now we're
[1:19:13] taking the city council out of that
[1:19:20] [Music]
[1:19:25] because we can't put city council into
[1:19:27] cprb right but what I was saying is that
[1:19:29] so if it's the same way like we have you
[1:19:32] know split
[1:19:34] uh lines and so this person
[1:19:38] um uh
[1:19:40] 0.5 is on a border of course if I were
[1:19:43] in the sewer right we see that happen
[1:19:44] multiple times on the budget right so
[1:19:46] then that would make some schools just
[1:19:47] like that I'm just saying that that
[1:19:51] a portion of that budget line needs to
[1:19:54] be designated to that police community
[1:19:55] board it needs to sit there I think that is
[1:19:58] the commitment okay I was having a
[1:20:01] different understanding I thought that
[1:20:02] we had taken city council off the table
[1:20:04] that was whatever I was the only person
[1:20:05] that you said that
[1:20:07] I think Carly has given an opinion okay
[1:20:09] we haven't heard from everybody else
[1:20:10] around whether they think the city
[1:20:13] councils are okay is needed I personally
[1:20:15] think we have the Corporation Council
[1:20:18] and for the times that I've needed
[1:20:21] a legal question answered or you know
[1:20:23] I've gone to him I'm trying to think of
[1:20:25] a specific example to say to say oh you
[1:20:28] know is this something we can do in um
[1:20:31] in the meeting or do we need to go into
[1:20:33] executive session or something like that
[1:20:34] I've been making that up I'm just saying
[1:20:37] those kinds of things are the only times
[1:20:40] that I
[1:20:41] you know I think I sat with him early on
[1:20:43] to hear a little bit more about sure oh
[1:20:45] during the police review
[1:20:47] police transformation process
[1:20:50] um I asked some questions about
[1:20:51] redaction I want to talk about about
[1:20:54] that during that time like I asked you
[1:20:57] know when everyone said
[1:20:58] understood their process I mean we
[1:21:01] talked to the staff about that but it's
[1:21:04] been very rare for me
[1:21:06] um in these three years to have to
[1:21:08] Andrew's been able to
[1:21:10] help me in whatever way I need to help
[1:21:13] but that's just me I mean I don't know
[1:21:15] what the rest of you feel
[1:21:18] I mean I don't have an issue on having a
[1:21:21] research Council
[1:21:24] assist the city council whatever the
[1:21:26] need is and also assess the police
[1:21:29] review board
[1:21:31] I always feel either too
[1:21:36] we just figuring out where the money
[1:21:37] goes but
[1:21:39] I don't know
[1:21:45] [Music]
[1:21:47] partial uh split there I want to have
[1:21:49] technical it'll have to be two lines one
[1:21:51] on the police review board and one of
[1:21:53] the city council
[1:21:55] uh divided go ahead please I don't think
[1:21:58] we need one uh as a council if we do we
[1:22:01] request the fees for services if it's
[1:22:04] denied
[1:22:06] we do the budget we have maybe we we
[1:22:10] changed it and we hire our own you know
[1:22:12] as a as a consultant as as we need so
[1:22:15] you know so we have a hundred thousand
[1:22:18] dollars and there he only uses 60 or 80.
[1:22:22] he can handle 92 probably 98 or more of
[1:22:28] the cprv stuff
[1:22:31] why won't you put like 10 or 15
[1:22:33] 000 to start
[1:22:35] under cprb for lawyer fees see how it is
[1:22:39] if they need more they ask for it will
[1:22:41] approve it
[1:22:45] two things I would say for that one well
[1:22:48] I have a question to use in like if we
[1:22:50] requested something that was denied
[1:22:53] yes so
[1:22:55] if we go to Andrew we're not satisfied
[1:22:58] and we say we need outside counsel and
[1:23:02] somehow Andrew doesn't do it or whatever
[1:23:06] which I'm not sure
[1:23:09] that was the point I was trying to
[1:23:11] figure out I'm just saying worst case
[1:23:14] scenario okay okay
[1:23:16] Council and say we need 25 000 I'm
[1:23:20] making up a little yeah sure 25 000 to
[1:23:22] hire a council to handle X thing for us
[1:23:26] and we approve
[1:23:28] and I would take the money out of the
[1:23:31] fees for services if we're going to put
[1:23:33] I think 10 or 15 take it off Easter
[1:23:37] services for a legal department and put
[1:23:39] it under that makes sense and a man has
[1:23:42] to prove that that contract
[1:23:44] that consultant agreement yesterday
[1:24:10] here
[1:24:18] so we're leaving it
[1:24:21] are we just leaving
[1:24:23] my suggestion
[1:24:26] that please
[1:24:29] split
[1:24:31] the 0.5 for the civilian or police
[1:24:36] fire for a city council that was my
[1:24:39] suggestion have to say so essentially it
[1:24:42] really boils down to that we take 82
[1:24:44] divided by 2 and put half the cprb in
[1:24:47] half from the city council is that what
[1:24:49] you're yes I mean uh the for the whole
[1:24:53] city they're using 100 000 if you're
[1:24:54] doing specifically for two things maybe
[1:24:56] you want to do 50 and 25 and 25.
[1:25:04] before we could think of it like this
[1:25:07] because I think that it might even be a
[1:25:09] little more fiscally as possible to do
[1:25:10] it this way if the whole budget is 100
[1:25:12] Grand but we're only using 60 of it
[1:25:15] in-house then we can take that remaining
[1:25:17] 40 of it and then put 20 of it into for
[1:25:20] city council and 20 over 40 Police
[1:25:23] Department
[1:25:24] until not add another 82. is that what
[1:25:26] you're saying yeah if we're only using
[1:25:29] sixty thousand dollars out of a hundred
[1:25:31] right right
[1:25:33] so so therefore user will not take more
[1:25:36] money
[1:25:36] some years it will shift as a
[1:25:39] negotiations
[1:25:41] [Music]
[1:25:45] but I think so but
[1:25:48] yeah
[1:25:51] so I
[1:25:55] we just add a little bit more to it um I
[1:25:58] don't I agree that maybe if we took away
[1:26:00] from 100 000 then they may go over
[1:26:04] um so but we definitely need to land on
[1:26:07] the space Okay so
[1:26:10] uh Mr Ferrari had a good idea and split
[1:26:13] it in two lanes
[1:26:16] as a counselor one under police review
[1:26:20] and
[1:26:22] enjoy that looked at historically I
[1:26:24] won't agree to cut our Originals or to
[1:26:26] add-ons for the Law Department if you
[1:26:30] look historically the line go up or down
[1:26:31] and they were to keep outside console
[1:26:34] and do not have enough money so we need
[1:26:37] to add
[1:26:39] more service at the same time that's my
[1:26:44] recommendation yeah
[1:26:55] split it there we go let's get over this
[1:26:58] yes
[1:27:00] [Music]
[1:27:02] under 440 outside legal outside legal
[1:27:06] services
[1:27:07] or next year when you come back to do
[1:27:10] the budget you'll have an idea of what's
[1:27:12] but it doesn't doesn't mean reason why I
[1:27:14] want it to be to have it separated and
[1:27:18] this while we found the cprb I think
[1:27:19] that they also it actually was requested
[1:27:21] that our corporate Council and perhaps
[1:27:24] our Public Safety chair kind of come and
[1:27:26] go over what the code actually said that you do they
[1:27:30] was actually a discussion where they
[1:27:31] wanted to not be a part of May poll when
[1:27:35] clearly our um
[1:27:36] our legislation said they should be so
[1:27:38] that's going to be requests don't send
[1:27:40] you email specifically about them and
[1:27:41] can I add those in terms of thank you
[1:27:43] for saying you want to take the lead on
[1:27:45] this but I would recommend you know
[1:27:47] maybe including the commissioner as well
[1:27:49] as the mayor suggested when you talk
[1:27:51] with them
[1:27:53] cprb internet Council absolutely so I
[1:27:56] mean that sounds very good I guess I
[1:27:58] think that's a big part of his role
[1:28:02] you know
[1:28:06] all right so I think we're finally
[1:28:09] moving on let's move on to any other
[1:28:12] item that we need to discuss it's a
[1:28:15] Friday evening
[1:28:18] [Music]
[1:28:20] the water sewer and trash eliminating
[1:28:23] the increase in the fees
[1:28:26] I mean I just wanted to hear I don't you
[1:28:30] know
[1:28:31] I mean it seemed like we needed to
[1:28:33] increase those fees so I I don't know I
[1:28:35] just wanted to hear what that was about
[1:28:40] I mean what would be the total revenue
[1:28:43] that we would lose well just out of fees
[1:28:45] 1.1 million general fund yeah I believe
[1:28:49] it's uh
[1:28:51] can you repeat that 1.1 we are 1.1
[1:28:55] million
[1:28:57] for the garbage yeah uh the water is
[1:29:01] soaring not the numbers
[1:29:08] right here it is so it's uh we reduce
[1:29:13] water by 426 000 but sooner by 773
[1:29:17] thousand seven hundred and seventy three
[1:29:20] thousand thirty two dollars
[1:29:25] basically another 1.1 and uh and also you're looking to reduce uh
[1:29:32] property tax by one percent another 300
[1:29:45] that's 310 629 right that's 1.4 million
[1:29:52] this morning next and then you know I
[1:29:54] was just uh going just quickly through
[1:29:55] the top of my head just looking at some
[1:29:57] instructions in our book that's another
[1:29:59] three million 143 000. so I'm detained
[1:30:03] that
[1:30:04] and the 1.4 million
[1:30:07] is that 1.4 is 4.6 million that will have to take right
[1:30:12] out of our fund balance
[1:30:15] so but if you mentioned us not only when
[1:30:18] we talk about some
[1:30:20] big big numbers like a 2.4 million
[1:30:24] dollars and then look at um the question
[1:30:26] that um the answer to the best of our
[1:30:29] many questions
[1:30:30] on the 67
[1:30:32] 63 openings
[1:30:35] that's a 5.3 million dollars here that
[1:30:38] we budgeted last year and the positions
[1:30:43] and then we're adding but we are we are
[1:30:46] doing that money is not available
[1:30:51] to hire people yeah and then we're
[1:30:54] adding 15 more positions on 220.
[1:30:58] so we got 5.3 million that we didn't
[1:31:02] fill this this year and we're still
[1:31:04] looking at the two million dollar loss
[1:31:08] projection yes so and then plus all
[1:31:13] these
[1:31:14] 1.426 773 and so where's
[1:31:18] so if we're running a two million dollar
[1:31:21] loss by not filling 5.3 million dollars
[1:31:24] in positions
[1:31:27] where would we be if we had those
[1:31:29] positions too
[1:31:31] and some of them the big question is
[1:31:33] then why are we adding more position
[1:31:34] than I'm not a 50 position if we're at
[1:31:36] last
[1:31:47] a lot of these jobs were coming through
[1:31:50] arpa that was three 3.1 million dollars
[1:31:53] and you're cutting that out too
[1:31:55] what why are we cutting out our bro
[1:31:58] wait we have positions that were funded
[1:32:01] by our brothers which is a question that
[1:32:03] was asked by several council members
[1:32:04] like what are we going to do
[1:32:07] in in terms of that if you add that up
[1:32:10] in non-filled positions it's 9.1 million
[1:32:13] plus a 2 million dollar loss that's 11.1
[1:32:16] million and then if we do these other
[1:32:18] things then you're starting to get into
[1:32:20] 12.
[1:32:22] 13 14. million yes and we only have 16
[1:32:27] million in fund balance which can go
[1:32:32] very quickly you don't want to get
[1:32:33] million dollars
[1:32:37] check to see the plan was is for
[1:32:39] stabilization when we're thinking this
[1:32:41] is still a coverage you know we figure
[1:32:43] 2023 is probably the last of it and this
[1:32:45] during the 2023 like we mentioned in the
[1:32:48] talk our our Revenue should start
[1:32:50] stabilizing and start increasing again
[1:32:53] but you're talking about overcoming 5
[1:32:56] million plus in Revenue well that's what
[1:32:58] I'm saying that's not going to happen
[1:32:59] that's where you have to raise fees I
[1:33:01] mean you know uh you know I mean our
[1:33:04] expenses are going up you can't
[1:33:05] just can't put your your money come down
[1:33:08] you know
[1:33:09] I mean the broad question is a raising
[1:33:12] fees
[1:33:13] to continue to provide a service
[1:33:17] we have to look back and say okay yes
[1:33:21] providing the service provided me to
[1:33:23] serve it but then maybe we just tax them
[1:33:25] I need a tax tax payers I mean this is
[1:33:27] like raising water still in garbage is
[1:33:30] fees but it's taxes
[1:33:32] what I'm suggesting is if you don't
[1:33:34] raise garbage don't take away the arpa
[1:33:37] too I I you know keep keep the tax
[1:33:40] collect I mean I mean just find ways
[1:33:43] that help you know
[1:33:45] let's get through this year and the next
[1:33:46] year you'll see things will be better
[1:33:48] you know hopefully hopefully unless we
[1:33:50] have a third world war
[1:33:52] I'm not saying
[1:33:55] not to do the get rid of the fee
[1:33:57] increase I'm just saying all this other
[1:33:59] stuff plus what we're not having now
[1:34:02] you're talking 12 13 million easy
[1:34:06] yeah
[1:34:06] so in terms of the fees my thought on
[1:34:10] that was that because I've heard from
[1:34:11] people is that well first of all it's
[1:34:12] really just another way for us to
[1:34:14] collect some taxes frankly is what's
[1:34:15] being said and the other part is
[1:34:17] something we've been discussing a lot at
[1:34:19] the council and that is renters so if
[1:34:22] homeowners get this fee they're passing
[1:34:24] it on
[1:34:25] so yes
[1:34:27] they're not going to say um
[1:34:33] they're not going to absorb it
[1:34:36] um you know that and so we're already
[1:34:38] talking about people feeling like they
[1:34:40] can't afford to pay the rent that are
[1:34:41] currently so they're clearly not going
[1:34:43] to be able to afford rent that's
[1:34:44] increased and that the increase is is um
[1:34:48] happens because we have increased the
[1:34:50] garbage tree which we did two years ago
[1:34:52] by the way
[1:34:53] so I too have been hearing from people
[1:34:56] that they absolutely don't want those
[1:34:57] fees increased my question is just in
[1:35:00] terms of being you know fiscally
[1:35:02] responsible I get what you're saying
[1:35:03] that those good points I wasn't thinking
[1:35:05] about
[1:35:06] but
[1:35:07] where are we going to get the 2 million
[1:35:09] two hundred and ninety nine thousand
[1:35:11] dollars that that represents like where else would we what what are we
[1:35:16] going to cut out of the budget in order
[1:35:19] um save that
[1:35:30] what's our what the funbots the water garbage does not have foam
[1:35:36] diamonds what is a water sword
[1:35:39] I sent it to the other day if you
[1:35:41] haven't you had that paper
[1:35:44] so sorry you don't need to get up now
[1:35:57] thank you
[1:36:00] it was the financial I sent you the
[1:36:03] actual Financial audited report yes I
[1:36:05] have all of those
[1:36:07] we have to figure out which one is which
[1:36:09] but this is
[1:36:14] here's the water pump
[1:36:17] here's the sewer bun okay
[1:36:30] the front balance of the sore front is
[1:36:33] 12 million
[1:36:36] 725 000 I-43 they had a 167 thousand
[1:36:41] dollar deficit
[1:36:42] in 2020 they had a deficit of uh 744
[1:36:48] 000 oh wait in 2020 they had a deficit
[1:36:52] of 167 661 in 2021 last year there was a
[1:36:57] deficit of 744
[1:36:59] 787. the fund balance is 11 million 981
[1:37:03] went from 1272 to 11 981
[1:37:06] in the Waterfront 2020
[1:37:11] the fund balance was 9.6 million
[1:37:15] and in 2021
[1:37:19] the fund balance that there was a
[1:37:21] deficit of fifty seven thousand sixty
[1:37:23] dollars in the front balance and uh in
[1:37:25] 2021 or right now is 9 million six
[1:37:27] hundred and four thousand
[1:37:30] so just as a point of codification when
[1:37:32] we have a deficit in those we don't take
[1:37:34] the money out of the reserve or the
[1:37:36] reward it goes down so we started you
[1:37:38] know it goes down we do take it okay
[1:37:49] the starter payments and
[1:37:53] the upgrades that we've made yeah for
[1:37:56] the water yeah especially we're talking
[1:37:57] just so for the sword that's about 57
[1:38:00] million dollars 28 22.50 million dollars
[1:38:03] that's about a million dollars a year
[1:38:06] just in uh
[1:38:07] principal uh confusion
[1:38:13] and like I said if you want to not waste
[1:38:15] water don't put water that looks okay
[1:38:17] for now you're building those Wells
[1:38:19] but you got at the sword again you need
[1:38:21] that just for to uh to paint it that
[1:38:25] uh garbage
[1:38:27] I don't you know what the problem with
[1:38:28] garbage we have to figure that out is
[1:38:30] what I'm saying if you don't want to
[1:38:31] increase garbage you can't take away the
[1:38:33] three point million dollars of our
[1:38:35] performing that you're having here
[1:38:40] why are we thinking about taking away
[1:38:42] the arbor funding I mean except for the
[1:38:44] longer term question of how do we make
[1:38:45] it up next year or afternoon
[1:38:48] is that is that what people are when we
[1:38:51] met a couple weeks ago that we were
[1:38:53] trying to address the last set of
[1:38:55] funding for our
[1:38:56] kid mentioned to us that he recommended
[1:38:59] to us that we should hold off on making
[1:39:02] any more allocation until he comes back
[1:39:04] to us with his detail of the project who
[1:39:07] you are and if it's from Iran are going
[1:39:09] to retain the deadline to see if he has
[1:39:11] enough money that we awarded to this
[1:39:14] project and then we can able to continue
[1:39:17] toward any additional fund that's why I
[1:39:20] made a military on the second page with
[1:39:22] regards so they are performing for the
[1:39:25] parks I think we are pretty much all of
[1:39:28] us in agreement to fund the parts that
[1:39:30] but how much money and are we gonna okay
[1:39:33] to these parts and we'll need to wait on
[1:39:35] me and McCarthy to come back to us with
[1:39:37] those details as to what additional fund
[1:39:40] is needed
[1:39:42] for those Awards immediate and then
[1:39:44] we'll move forward okay so my my
[1:39:47] takeaway from that meeting where we put
[1:39:48] things on pause
[1:39:50] um was because I figured now when I got
[1:39:54] this budget from the mayor that that was
[1:39:56] the mayor's recommendations on how to
[1:39:58] use the the Opera funds that this was us
[1:40:00] moving forward from that pause
[1:40:03] um to to use the Opera funds
[1:40:07] um to to do this now I still have that
[1:40:09] other I was one of the people that
[1:40:11] raised the question of are we going to
[1:40:13] replace that 5.8 million dollars
[1:40:16] um but I
[1:40:18] you know after yeah that's not the case
[1:40:20] because um
[1:40:23] is still working on getting those
[1:40:25] details to us
[1:40:27] what can we ask questions
[1:40:30] [Music]
[1:40:39] is to create
[1:40:41] stability within municipalities then
[1:40:45] they granted other money to do
[1:40:47] incentives within their communities uh
[1:40:50] respective communities and put a lot of
[1:40:51] flexibility
[1:40:52] I've put forth a budget to use money
[1:40:56] last year and I'm looking to have the
[1:41:00] council support
[1:41:01] again going into 2023 and would still
[1:41:05] want to use some of our money in 2024
[1:41:09] so that we have a stable fiscal position
[1:41:14] within this area
[1:41:17] and
[1:41:20] okay we still have to generate the
[1:41:23] revenue to cover our expenses we've
[1:41:25] granted contractual raises across the
[1:41:28] board the police department was filled
[1:41:30] up will be up this year
[1:41:32] in the document I've given you the
[1:41:35] budget I've given you I believe is
[1:41:37] fiscally prudent for the long term
[1:41:41] stability of the city to continue
[1:41:44] the Renaissance that we have and I
[1:41:48] welcome the discussion and debate but
[1:41:50] some of these scenarios that you're
[1:41:52] putting report are going to get our
[1:41:54] ability when we go to the bond market
[1:41:56] and just I believe the long-term fiscal
[1:41:59] stability of the city
[1:42:01] again bankrupt for two years
[1:42:12] [Music]
[1:42:14] that's amazing
[1:42:19] foreign
[1:42:22] [Music]
[1:42:30] position
[1:42:35] [Music]
[1:42:51] understand
[1:43:08] instead of
[1:43:10] region located originally from the
[1:43:12] building inspector it's uh
[1:43:15] and so I've seen him more after midnight
[1:43:17] right the water department
[1:43:21] yourself
[1:43:26] I I'm in agreeance with this with
[1:43:29] removing the stipends
[1:43:33] you know when you sign up for the
[1:43:35] position you're on Saturday
[1:43:38] um work for the New York state division
[1:43:39] of the budget that you're paying you
[1:43:41] don't get any stipend even though you
[1:43:43] work for 102 hours a week before so
[1:43:47] um I am not a favor to find this
[1:43:51] well
[1:43:53] which ones good
[1:43:57] there was some additions here but I'm
[1:43:59] also saying taking around budget right
[1:44:03] and what do you know what that was
[1:44:05] representing it's not that there's not
[1:44:07] that much money it's probably 30 years
[1:44:13] Mr Ferrari you did mention we asked the
[1:44:16] question was asking the floor why do we
[1:44:18] need to stay together
[1:44:27] you know he gets three thousand dollars
[1:44:29] a year
[1:44:30] but he's there
[1:44:32] 24 7 like at midnight season more after
[1:44:35] midnight than whatever
[1:44:37] we have a statement for uh
[1:44:41] the engineer because he works and
[1:44:43] manages as the
[1:44:46] governors you know oh you have a segment
[1:44:48] for myself in uh there uh because you
[1:44:52] know we go to all the meetings you know
[1:44:54] after hours uh most cases typing we have
[1:44:59] the Bureau of service because he's on 24 call manager is this type of and uh
[1:45:05] our uh one other guy would be uh
[1:45:09] Joe can't Joan because he's out 24 17.
[1:45:12] he gets a second
[1:45:13] if he can stipend and stand by day he
[1:45:16] does not just know he's management
[1:45:31] so I was calling on a regular basis
[1:45:33] after hours for the incidents or events
[1:45:36] where I want him out of bed he had a
[1:45:38] scene no questions asked
[1:45:41] stand by yeah
[1:45:46] 100 bucks a call uh
[1:45:51] expanded since that and some people are
[1:45:55] it's not a sense of urgency schedules
[1:45:59] but again that's the discretion of the
[1:46:01] council that I can understand
[1:46:05] um just doing your job and going to
[1:46:07] meetings and
[1:46:09] putting in extra hours is just part of
[1:46:11] your
[1:46:12] salary
[1:46:15] so as I kind of process through that I think like so you know my original
[1:46:21] thought was well you know
[1:46:24] hearing you know from the staff
[1:46:26] um and I think we all have
[1:46:29] uh you know said you know Express the
[1:46:31] younger the major the major leadership
[1:46:33] they've been doing a really good job and
[1:46:35] even kind of rising you know
[1:46:38] above you know
[1:46:41] expectations and I just think that like
[1:46:43] so if I'm a staff member and my original
[1:46:45] thought was do they have autonomy of
[1:46:47] their schedule so could they kind of
[1:46:48] like shift their hours and you know you
[1:46:52] know so if you're going to be in a
[1:46:53] meeting that maybe you're not here at
[1:46:54] nine o'clock in the morning maybe that
[1:46:56] day you can come in at 11 o'clock but
[1:46:58] the reality of that is yeah those two
[1:47:00] hours we need you here yeah we're gonna
[1:47:02] say so so when it's like that so that's
[1:47:03] why you know I I would you know I and
[1:47:06] because you know I think it makes up
[1:47:08] such a small number you know every
[1:47:11] dollar counselor I think that those are
[1:47:12] dollars Wise Wise
[1:47:15] expected too it's a lot of times I come
[1:47:18] in the middle of the night too whether
[1:47:19] it's insurance emergency
[1:47:21] because I'm the guy that does the
[1:47:24] insurance stuff
[1:47:27] the city usually
[1:47:30] comes time to manage our employees the
[1:47:32] council is subsequently
[1:47:34] changed that where there is no account
[1:47:37] time or overtime that is allocated for
[1:47:41] management employees again so it is
[1:47:44] somewhat of a conflicted
[1:47:55] way before so we should we should look
[1:47:57] it up well except that I mean again I
[1:47:59] don't know how it is in a public
[1:48:00] municipality but in a in in other
[1:48:03] workplaces the state sets laws on what's
[1:48:06] an exempt versus a non-exempt employee
[1:48:08] an exempt employee I think I always mix
[1:48:11] it up but one of those cannot get over
[1:48:13] time like when when I was working I
[1:48:16] could not get overtime I just worked
[1:48:18] until I finished my work
[1:48:21] um whether it was you know eight in the
[1:48:24] morning or eight o'clock at night you
[1:48:26] know
[1:48:27] um but that was Private obviously not a
[1:48:29] public so I just wanted because I I what
[1:48:33] council did that before when was that I
[1:48:37] think yeah well what I'm saying is I
[1:48:39] don't think that we can't I think we'd
[1:48:41] have to
[1:48:47] I mean if it's the same for a
[1:48:50] municipality as it is in Private
[1:48:51] Industry uh whether we can give them
[1:48:54] stipends
[1:48:55] well I don't I I personally no offense
[1:48:59] because I think you all work hard and I
[1:49:00] agree Mr Farley that everybody's you
[1:49:02] know going above and beyond but
[1:49:05] you know I mean if part of your job is
[1:49:07] attending a meeting after hours it's
[1:49:10] part of your job but
[1:49:12] um again I appreciate the work that
[1:49:14] you're doing but I'm just saying I again
[1:49:17] I've always worked in not in a public
[1:49:19] setting though so it might be different
[1:49:21] so I think I think we're discussing the legality of
[1:49:30] a stipend that is very different for
[1:49:32] what I cannot support is hearing every
[1:49:35] single person that sat in that seat
[1:49:37] telling them we appreciate your service
[1:49:39] this city
[1:49:41] you are going to get less money
[1:49:43] that is a version of a pay cut and I
[1:49:46] cannot look them in the eye and tell
[1:49:48] them we're going to need you to not only
[1:49:51] repeat that
[1:49:53] but go beyond the following year
[1:49:56] because we don't know the expectations
[1:49:58] of covet
[1:49:59] how
[1:50:01] as we've heard multiple times we're
[1:50:03] competing with industries that are far
[1:50:06] exceeding our salary limits
[1:50:09] so the fact that we have individuals
[1:50:10] still here that are still striving to
[1:50:12] improve our city is a benefit but a
[1:50:16] luxury that we should not take for
[1:50:17] granted so that is why I can't support
[1:50:19] limiting stipends
[1:50:31] [Music]
[1:50:38] yeah so that's something maybe we want
[1:50:40] to look at as a counselor if it was
[1:50:42] there why it was removed and maybe we
[1:50:44] looked up I'm gonna put some I put a
[1:50:46] note to go well so I wouldn't really
[1:50:49] have any issue with the increase you
[1:50:51] don't want to get rid of the stipends
[1:50:53] behind but I don't think we should
[1:50:55] increase something I don't think we
[1:50:56] should give extra I mean quite frankly
[1:50:59] your management that's the job if you
[1:51:03] didn't like that then you shouldn't have
[1:51:04] taken the job in the first place
[1:51:14] foreign
[1:51:26] [Music]
[1:51:48] [Music]
[1:51:53] would you understood yes and and you
[1:51:56] know
[1:51:57] again appreciate all the work that's
[1:51:59] done on every level by all of us
[1:52:06] so Mr Williams you're in favor of the
[1:52:09] ten thousand dollars stipend for Mr
[1:52:10] Ferrari so we wouldn't uh absolutely
[1:52:21] yeah okay okay
[1:52:29] so I a lot a lot of people see me wear
[1:52:32] my Ortho New York gear and it's not
[1:52:34] because I I just have a deep infatuation
[1:52:37] for wearing this I'm coming right from
[1:52:39] work more times than not as a salary
[1:52:41] employee I'm a manager you're doing the
[1:52:43] extra hours I I yield to that I get that
[1:52:46] what I think we're missing is when you
[1:52:49] enter a contract that says the
[1:52:52] presidents so the president has been
[1:52:54] that they've given statements so I think
[1:52:57] to alter that agreement after they
[1:52:59] continue to to do the work
[1:53:01] that's a separate conversation different
[1:53:03] from what we know within our personal
[1:53:05] Employments and they've conceded not to
[1:53:08] take away the cycles
[1:53:10] [Music]
[1:53:13] management employees there's no contract
[1:53:17] from that it is determined by the annual
[1:53:19] budget when it's adopted by the city
[1:53:21] council
[1:53:32] I don't have an issue given a a stipend
[1:53:36] or two until you know any employee who
[1:53:38] deserve it because I'm coming from the
[1:53:40] private sector we are silent where we
[1:53:43] get bonuses
[1:53:46] which is kind of like stipend it's nice
[1:53:49] you know it's nice we will work on
[1:53:51] Sunday at two o'clock in the morning and
[1:53:53] we don't get all the time but we're
[1:53:55] knowing that the fact that's on the road
[1:53:56] we're getting a bonus as we're as the
[1:53:58] individual working here doing their
[1:54:01] salary in overtime but
[1:54:04] small stipend to offset the time that
[1:54:08] they are here not every day of the week
[1:54:10] not every video of the year but
[1:54:11] recognize the work that they're doing we
[1:54:14] need to we need to do that we started
[1:54:16] this last year when we did the budget to
[1:54:18] with the management of employees then we
[1:54:20] give them so they already asked for most
[1:54:23] of them already asked for and now we'll
[1:54:25] follow up with me is asking for four
[1:54:27] percent there's a recommendation here to
[1:54:29] go across the board for three percent
[1:54:30] you know we all move the folks for our
[1:54:33] management employees and a small little
[1:54:35] token
[1:54:36] doesn't work they help us as a city I
[1:54:39] think we're ready to move on yes yes
[1:54:43] so you get a bonus because your ear is
[1:54:46] highly profitable
[1:54:48] we are
[1:54:50] and so there's a difference there you
[1:54:53] know if we were making a huge Surplus
[1:54:56] every year okay let's let's go at it
[1:54:59] let's look for the mail saying there's a
[1:55:00] surplus right we may have three million
[1:55:02] dollars
[1:55:04] there was a great million dollars I
[1:55:07] proposed a couple years ago if you saved
[1:55:09] the city millions of dollars no we can't
[1:55:12] do it I guess because of state law it's
[1:55:13] not to get the money because he's the
[1:55:16] guy that but if you're an employee you
[1:55:17] save millions of dollars you know there
[1:55:19] should be some sort of reward you touch
[1:55:22] them a point that we were working on it
[1:55:24] or review but we can't do it because
[1:55:27] public money yeah let's look at this time I don't
[1:55:33] have a problem yet
[1:55:35] it's 100 more maybe expensive question
[1:55:50] foreign
[1:56:04] [Music]
[1:56:17] if we take away the water sewer and um
[1:56:20] trash did we we did go to the restroom
[1:56:23] in there for a few minutes
[1:56:24] but I'm saying you can't take an ad out
[1:56:27] plus take out the Arca money too because
[1:56:28] then then you're looking at what I said
[1:56:30] 7.9 million dollars attitude of three
[1:56:33] million we already planned to do so
[1:56:35] we're looking at what do we say almost
[1:56:36] 12 million dollars right so say if you
[1:56:38] don't if you don't
[1:56:40] you can't take away the arpa of monies
[1:56:42] if you don't want to erase those fees
[1:56:45] you can't well I think that is a lot I
[1:56:47] call earlier that um we need to look at
[1:56:50] the numbers the left side right side
[1:56:51] well right that's right that's why I'm
[1:56:54] answering before we go into this because
[1:56:56] I was not able to put numbers again I
[1:56:59] was able to pull numbers from the book
[1:57:00] as much as like sure okay but then again
[1:57:02] that's why I said this earlier before is
[1:57:05] that give a it's a Ferrari time to put
[1:57:08] the numbers together I guess we have 426
[1:57:10] 77.
[1:57:13] you know we have done that in the past
[1:57:15] year he says okay here is going to cost
[1:57:17] us payers amount of money that we have
[1:57:19] here where do we where do we move later
[1:57:21] on from I know it's you know yeah
[1:57:31] here's a simple question yeah so replace
[1:57:34] mental health specialist title with
[1:57:37] service Navigator so I Googled a service
[1:57:39] notificator so what is the difference or
[1:57:42] what
[1:57:43] yes so I I that I I put that sure
[1:57:46] doesn't work so that was just based on
[1:57:49] um uh what we were hearing um
[1:57:52] that that
[1:57:55] the original title of mental health
[1:57:58] um specialist and I asked for chief I
[1:58:00] said you know it seems like this person
[1:58:04] in this role is acting more as a
[1:58:07] resource Navigator
[1:58:09] um not on providing services to
[1:58:11] individuals that he said yeah so and so
[1:58:14] I I thought that that was again an
[1:58:15] important thing because I
[1:58:18] foreign
[1:58:23] people have come to the world and talked
[1:58:26] about it and I think that
[1:58:29] I just
[1:58:30] want to be clear as to the function of
[1:58:33] that position and I don't think that the
[1:58:36] title of mental health specialness
[1:58:40] um really captures uh the breadth of
[1:58:42] that work based on what the teachers
[1:59:10] but I did have some prior knowledge of
[1:59:13] uh service navigating and resource
[1:59:15] navigating being civil service position
[1:59:16] titles so that's why I suggested because
[1:59:19] I was thinking that if it works fine
[1:59:21] yeah definitely yeah I just think it
[1:59:23] just you know represents more of what
[1:59:25] that what the function of that job would
[1:59:29] because it is
[1:59:31] correct me if I'm wrong but I think the
[1:59:33] mental health specialist
[1:59:37] for internal mental health that's not
[1:59:40] the person that goes out is it on calls
[1:59:43] because we have the contract with
[1:59:45] Northern Rivers
[1:59:48] um right to go out on calls um so maybe
[1:59:51] this person was doing some of that
[1:59:53] um but I thought also it was like an
[1:59:55] internal Wellness for the that's not
[1:59:57] what I understand no no no no so there's
[1:59:59] so okay a couple different things and
[2:00:02] um hiring statement to be is that the
[2:00:04] police the officers have someone that um
[2:00:06] internally that serves as a you know
[2:00:10] mental health for for them right
[2:00:13] um this uh mental health specialist
[2:00:16] title
[2:00:18] um I believe this was you know part of
[2:00:20] the police reform
[2:00:22] um conversations and I think um you know
[2:00:26] as they should you know the police
[2:00:29] department you know and listen to the
[2:00:32] community and said you know we want to
[2:00:33] get a mental health specialist well the
[2:00:35] chief was saying he's saying that you
[2:00:36] know really this person wouldn't be
[2:00:39] aiding in this de-escalation this person
[2:00:41] would be aiding in more of a follow-up
[2:00:43] so if you're dealing with somebody they
[2:00:45] can go back and coordinate with service
[2:00:46] and agencies you're right right so I was
[2:00:49] just but I think the community might be
[2:00:51] under the impression that this is the
[2:00:53] person that's providing Mental Health
[2:00:54] Services right two people out in the
[2:00:57] community have that are having police
[2:00:59] contact and that's really not a accurate
[2:01:02] I think the example is what happened in
[2:01:04] Phil Park
[2:01:05] I think the example is when the the
[2:01:09] police department worked with Bethesda
[2:01:11] House Gap Etc and did a coordinated
[2:01:15] effort in uh working with the people who
[2:01:19] were without housing uh that were coming
[2:01:22] down out of Vale Park
[2:01:25] um and um
[2:01:26] and placing them and and supporting them
[2:01:30] and giving them the services they needed
[2:01:32] that that's what this role of this
[2:01:34] person
[2:01:36] right I guess is what I'm saying yes yes
[2:01:39] it seems like yourself
[2:01:43] service Navigator helping service yes
[2:01:46] not only just connecting them with
[2:01:47] service providers but then follow them
[2:01:49] up and yeah
[2:01:53] oh yeah
[2:01:57] exactly yes
[2:02:03] [Music]
[2:02:07] this is our chance to discuss
[2:02:16] [Music]
[2:02:25] foreign
[2:02:48] [Music]
[2:02:57] to talk about so his items
[2:03:03] [Music]
[2:03:19] [Music]
[2:03:22] let's talk about child support uh
[2:03:24] affirmative action office
[2:03:27] I think we are coming on Mr Garden
[2:03:29] yesterday and the reason why he wanted a
[2:03:32] sports staff to help them out and
[2:03:36] the needs
[2:03:41] for that often sorry
[2:03:51] any question on this there it will
[2:03:57] yeah so to me
[2:04:01] I don't he needs support
[2:04:05] but it seems to me we're hiring an IPS
[2:04:07] person in human resources that could do
[2:04:11] a good portion of some of that data
[2:04:15] analysis type thing he's looking for at
[2:04:17] least tracking people if I remember
[2:04:20] about us one of the big things he's
[2:04:22] struggling with
[2:04:24] and then so that to me is a human
[2:04:27] resources job and could be filled by
[2:04:33] that person in the human resource
[2:04:35] department
[2:04:36] and then I think the other stuff could
[2:04:41] be handled by some of the people in the
[2:04:43] development office
[2:04:45] with because they kind of work hand in
[2:04:47] hand don't they so like you're you're
[2:04:49] doing these things
[2:04:52] seems to me we need a culminated after
[2:04:54] which he's already doing
[2:04:57] and so to get the support of your needs
[2:05:01] I think we have some of it in place
[2:05:03] already
[2:05:04] it's just a matter of making sure those
[2:05:06] people
[2:05:07] do what they need to do for Iran and
[2:05:10] making sure he's getting the data and
[2:05:13] support he needs
[2:05:16] well I mean if HR assistant ips3 and
[2:05:21] that's a new hire I'm sure
[2:05:24] foreign
[2:05:28] [Music]
[2:05:36] office or related to the work
[2:05:43] and
[2:05:49] so I think part of what we heard
[2:05:51] yesterday from Mr coluccio is that when
[2:05:54] you don't dedicate singular positions
[2:05:56] for singular roles you then create these
[2:06:01] uh individuals who have their hands in
[2:06:04] multiple hats and if we're not able to
[2:06:06] find the placements those roles
[2:06:09] keep increasing so by the time you get
[2:06:11] to 20 years in the city not only are you your title but you're
[2:06:17] also an umbrella of everything that just
[2:06:19] kept on your plate because you had no
[2:06:21] one else to give it to so I think if
[2:06:23] we're intentionally supporting this
[2:06:24] department we need to give it the
[2:06:26] positions that he requested and fold
[2:06:29] yeah and I was going to talk about
[2:06:31] Department of development I mean that
[2:06:34] adding more work for them we have been
[2:06:35] moving and we work from Department of
[2:06:37] development and I could just call the
[2:06:39] program out you know we recently last
[2:06:42] year the year before transform our whole
[2:06:44] program as well to pcni so it's just
[2:06:47] because they have enough that they're
[2:06:49] doing down there
[2:06:51] and adding more attack of them it will
[2:06:53] not be fear
[2:06:55] in addition we kind of are adding more
[2:06:58] because um they have to do a lot with
[2:06:59] the Arbor project so we that's going to
[2:07:02] be something that's going to be but we
[2:07:04] added that remember you and I last year
[2:07:07] um kind of questioned the additional
[2:07:08] position that we put into development
[2:07:10] last year which was the rationale for
[2:07:12] that was to to be working on the arpa
[2:07:15] who's that I think it now when when it
[2:07:19] was added to us last year was called
[2:07:20] assistant director but if I asked
[2:07:22] Kristen about it the other um when she
[2:07:24] spoke with us and it has a different
[2:07:27] title now
[2:07:30] [Music]
[2:07:32] Community Development
[2:07:35] um to
[2:07:38] um help because we thought that
[2:07:39] Christians were Globe would be affected
[2:07:42] by the arpa
[2:07:44] um so we have we added that other
[2:07:46] position so I was actually
[2:07:48] um the two other but
[2:07:50] I mean again those positions are filled
[2:07:53] she explained to us already but there
[2:07:56] are two additional new positions in her
[2:07:58] office
[2:08:00] um that I was wondering about whether
[2:08:03] those recipes needed but they are filled
[2:08:06] now already before we even came to
[2:08:08] talking about
[2:08:10] budget so you know
[2:08:12] so there really shouldn't have been on
[2:08:13] the list of new jobs new jobs because
[2:08:15] they were already filled
[2:08:20] and when the other part and we didn't
[2:08:22] know when we felt that position went up
[2:08:24] it was what was looked like we didn't
[2:08:25] know that we were going to fund like
[2:08:28] multiple projects that people really
[2:08:30] have to monitor and take a look at we
[2:08:32] didn't know any of that right so now
[2:08:35] that we have a better grasp of that I
[2:08:37] think it's going to make a difference
[2:08:44] so we're really talking about
[2:08:46] affirmative action and do we ask him for
[2:08:50] these wants and which would be another
[2:08:53] 106 240 200 106 249.
[2:08:58] um because we subtract out what's
[2:08:59] already been allocated to him in the
[2:09:01] budget so that would be the additional
[2:09:03] money right 106. yeah in other words we
[2:09:07] don't have to look at the sheet that Mr
[2:09:09] Gardner gave us
[2:09:11] he included his own salary which is
[2:09:14] already in right the existing operating
[2:09:17] budget so right you should take the
[2:09:18] total of 180 what what Ms Porterfield I
[2:09:21] think is saying is if you take a total
[2:09:22] of 182
[2:09:24] uh 684 and subtract Out Mr Gardner's um
[2:09:28] 2023
[2:09:31] um it comes down to whatever you just
[2:09:32] said
[2:09:33] did I not make that clear I'm not sure
[2:09:35] does that include no so no oh yeah and
[2:09:38] then plus the benefits yeah the benefits
[2:09:41] are different places yeah it's also an
[2:09:44] added so we get the right numbers right
[2:09:46] yeah we don't we don't put it in this
[2:09:48] budget we put it at the other end plus I
[2:09:51] know but it's still money we have to
[2:09:53] come up with because it also is computer
[2:09:55] years and office furniture for those two
[2:09:57] additional positions I'm just trying to
[2:10:00] get a number of what we're spending yeah
[2:10:05] it doesn't matter
[2:10:07] so it's what 106 plus times seven
[2:10:12] thousand percent so 176 thousand yeah
[2:10:28] I mean it's going to be the same for
[2:10:29] every single position so
[2:10:37] where are we
[2:10:39] up down sideways on this
[2:10:44] okay so we'll need roughly about 176.
[2:10:50] I think we do it
[2:10:52] you know we put it we put the 176 and
[2:10:55] then we see what happens on Wednesday
[2:10:56] when Mr Ferrari yes
[2:11:00] exactly exactly so so now it's codes we
[2:11:05] go to codes
[2:11:07] I gave you the wrong number yesterday it
[2:11:09] uh info specialist four is going to be
[2:11:12] 54 000 205.98 last 10 years numbers
[2:11:24] [Music]
[2:11:29] increase of 17 112 dollars
[2:11:37] was that um clerical position a new
[2:11:40] position
[2:11:41] codes I think it was going to be yeah
[2:11:43] that's
[2:11:46] fine I don't see it on the new positions
[2:11:53] and collapse of the position correct yes
[2:11:55] but
[2:12:01] foreign
[2:12:12] thank you
[2:12:20] so there's one vacancy I see okay yes
[2:12:26] that's what you're taking out right yes
[2:12:28] yeah
[2:12:35] I see yeah he only has one right now
[2:12:41] okay
[2:12:44] so total expenses basically 29 000.
[2:12:50] thank you
[2:12:55] so the expense will be 29 yes because
[2:12:58] we're taking away from this 17
[2:13:00] 000 times 2.7 got it so because we're
[2:13:04] collapsing that position and he's
[2:13:06] so you're saving on the salary
[2:13:09] difference right so whatever that salary
[2:13:13] okay so the next one is police department meeting
[2:13:19] in these
[2:13:21] positions where they look for upgrades
[2:13:24] uh the news information that clerk's
[2:13:27] office somebody waiting for a civil
[2:13:29] service test
[2:13:32] the rules used to be that David's role
[2:13:35] could
[2:13:36] fail a civil service that's two or three
[2:13:39] times or create a point I'm not good
[2:13:42] civil service now changed the rules
[2:13:44] where
[2:13:45] had a failure of the test have to
[2:13:50] basically fire
[2:13:53] ball
[2:13:56] yeah
[2:13:59] get the notice notify the employee and
[2:14:03] what item listed these better scenarios
[2:14:06] is if we're going to promote these
[2:14:09] people
[2:14:11] do the
[2:14:12] analysis of job duties
[2:14:16] if there's going to be a test or
[2:14:18] certification get it from Civil Service
[2:14:20] first so that we can then move them into
[2:14:24] the position
[2:14:24] permanently and don't have to Jack you
[2:14:27] around
[2:14:30] the likelihood and it definitely puts
[2:14:34] more pressure on them to studying past
[2:14:36] the tests but we don't have to do the
[2:14:39] maneuvering if they come up short into
[2:14:43] weigh them off
[2:14:44] recreate another position or
[2:14:50] Maneuvers who are complicated system
[2:14:56] so you do the budget amendment
[2:15:02] and these are relatively small amounts
[2:15:06] of money that we're looking at you know
[2:15:08] will make it work
[2:15:10] one way or the other during the year
[2:15:14] if you have to either that or going to
[2:15:17] make the cost of that too especially if
[2:15:18] you have to lease someone off and then
[2:15:20] right right
[2:15:22] okay
[2:15:24] so in code is that what we're talking in
[2:15:27] code right now
[2:15:30] oh yeah we were online
[2:15:50] so now we're on the do not field Police
[2:15:53] Department info no yeah infotech
[2:15:56] specialist did we just finish that or no
[2:15:57] we haven't
[2:15:58] clothing that consensus was it's a
[2:16:02] position
[2:16:03] to be left blank in case somebody didn't
[2:16:06] pass the exam is that what I'm doing or
[2:16:10] well
[2:16:12] that um
[2:16:15] tools for Budget you can't carry it with
[2:16:17] zero salary well I know that so I think
[2:16:19] okay
[2:16:23] it's never going to be filled but we
[2:16:26] have to I can't even find it in the
[2:16:27] budget yeah
[2:16:29] and then we can do a budget amendment
[2:16:32] during the year
[2:16:36] but we'll take the existing position
[2:16:39] change into no Jeff
[2:16:42] the differential
[2:16:44] to it going forward yeah okay what does
[2:16:49] the next one mean no increase to
[2:16:51] part-time employees Public Safety
[2:16:53] Committee Commission
[2:16:55] oh Public Safety commission it was not
[2:16:59] in the budget and then the
[2:17:01] conversational center around the mayor
[2:17:04] has
[2:17:06] yeah
[2:17:07] they missed it
[2:17:09] oh my question was the question was
[2:17:11] submitted to the no increase to
[2:17:13] part-time employees
[2:17:15] reference to Public Safety commissioner
[2:17:18] who's part-time and anybody else's
[2:17:20] Department
[2:17:21] I thought that this I thought that that
[2:17:23] his job was split into two lines
[2:17:27] once in police and one's in fire
[2:17:33] do you know what the salary is that it
[2:17:34] wouldn't be a full-time salary for him I
[2:17:37] thought that one line was 40 something
[2:17:39] and one line 14 22.
[2:17:42] okay 22-5 I think it is
[2:17:46] [Music]
[2:17:48] right
[2:17:50] so what does this mean though no
[2:17:51] increased part-time employees exactly
[2:17:54] what you say should actually get an
[2:17:56] increase of five safety oh no raise 45
[2:17:59] okay I got it now I'm sorry 1800 900 for
[2:18:03] each
[2:18:04] 1500 total
[2:18:07] okay now reduce Police Department
[2:18:10] overtime budget
[2:18:12] by 425 000.
[2:18:16] I think that's a whole Saturday
[2:18:18] discussion
[2:18:28] I told you we should have brought
[2:18:29] pastries
[2:18:30] [Music]
[2:18:34] where is that
[2:18:41] 31 uh
[2:18:42] 21 30 30 31 22 112.
[2:18:50] oh no I get it it's 3 34.
[2:18:57] so I guess would
[2:19:00] how many interviews you're looking at
[2:19:02] two or three hires but that actually
[2:19:03] offset
[2:19:05] 400 000 worth of work
[2:19:10] 31 12 31 22 112.
[2:19:15] it's a million eight
[2:19:17] we could actually you know pick somebody
[2:19:19] here take some of our different
[2:19:20] departments to equal 425 too you know
[2:19:23] I'm just saying if I don't not arguing
[2:19:27] it I'm just asking the question is
[2:19:30] we're going to get basically three hires
[2:19:32] for that
[2:19:34] are we going to get 400
[2:19:36] 000 25 425 000 worth of overtime right
[2:19:40] with those three people so those numbers
[2:19:42] correlate hmm
[2:19:44] [Music]
[2:19:50] I think this so that's what this says
[2:19:52] right take away the overtime but add
[2:19:54] three officers
[2:19:55] the amount of officers
[2:20:00] from last year on the chief was before
[2:20:03] us uh hire more officer before you came
[2:20:07] to the Continental hire more officers
[2:20:08] while um we're Jews over time this year
[2:20:12] again was the same um discussion
[2:20:16] um by hiring more officer there's a new
[2:20:19] technology to reduce overtime cars so
[2:20:23] the question economic interpreter rights
[2:20:26] and I can get help from this
[2:20:28] reduce the overtime because that will
[2:20:31] stay to you and continue to hire more
[2:20:34] officer
[2:20:35] so when I hit the managing officers were
[2:20:37] just
[2:20:39] eliminating the hit the time cause
[2:20:42] putting down money for as uh officers
[2:20:44] hiring officers yes but Mr palamines the
[2:20:47] question is if we're cutting that over
[2:20:50] time and hiring and the the new hires
[2:20:55] are those
[2:20:56] funded they're fun they're funding
[2:20:59] that's the question
[2:21:01] no I understand that I'm talking about
[2:21:03] in terms of work
[2:21:05] so yeah the hours so if we hire it's
[2:21:10] going to be basically three officers
[2:21:12] maybe four
[2:21:14] with that money are we going to get the
[2:21:17] same amount of work in terms of hours
[2:21:20] out of those new hires as we would with
[2:21:24] 425 000 overtime
[2:21:29] I understand and I'm not saying not to
[2:21:32] do I'm just asking the question yeah
[2:21:34] well one of the other things that a
[2:21:36] chief said was by US enter into this
[2:21:38] axon
[2:21:41] contract that that was going to reduce
[2:21:43] some police hours that now they spent
[2:21:46] doing paperwork or whatever they were
[2:21:48] doing or pulling down data for their
[2:21:50] cameras and all that that was figured in
[2:21:52] and that we should see some reductions
[2:21:54] there as well
[2:21:56] so let's hope that when we do some of
[2:21:58] that over time but I think and please
[2:22:00] help me out with this that it's going to
[2:22:01] be a Mr Williams that there's a ramp up
[2:22:05] to the axon and we don't even have that
[2:22:07] stuff on hand yet right I mean all that
[2:22:10] equipment maybe they're putting the
[2:22:12] orders in
[2:22:13] but um and then they have to yeah we
[2:22:17] have to get it oh online it has to come
[2:22:21] online in terms of getting it used so
[2:22:23] let's say it gets on online by June it's
[2:22:27] still going to take it's not going to
[2:22:29] reduce the police I should say increase
[2:22:32] the police efficiency because I think
[2:22:34] the way that it was it was wood
[2:22:37] [Music]
[2:22:38] it's going to take some time for them to
[2:22:40] be using the new equipment
[2:22:43] um in order for us to see an outcome
[2:22:46] um that would make a difference I guess
[2:22:47] is what I'm thinking I didn't think
[2:22:49] there was that much lead time first of
[2:22:50] all I don't know why understanding is um
[2:22:52] there was no this already exists it's
[2:22:55] not something that we have to buy you
[2:22:57] know the technology and a lot of it is
[2:22:58] technology already exists
[2:23:01] program already
[2:23:04] using it oh no I know I went to the
[2:23:06] screen I went to the yeah so seminar but
[2:23:09] I mean I think that you know they'll
[2:23:11] have to put the stuff into cars and I
[2:23:13] mean I don't know I'm just saying it's
[2:23:15] not going to happen overnight that we're
[2:23:17] going to see
[2:23:19] um but hopefully we will see long term
[2:23:20] the next year's budget yeah I'm okay with the offset I was just
[2:23:27] asking the question but I think that's
[2:23:29] an important question to ask and I think
[2:23:31] with that so I'm not we need to so you
[2:23:32] know is it if it offsets and you
[2:23:37] know then
[2:23:38] you know if I think that that's maybe we
[2:23:41] should pose up to the Chiefs I think so
[2:23:44] too
[2:23:45] some of those savings assumptions were
[2:23:48] put in the budget that I presented to
[2:23:51] you and that you know we're still seeing
[2:23:54] an uptick in crime we're in many
[2:23:56] respects doing better than some of our
[2:23:59] sister cities in the area but
[2:24:04] it's unfortunate it's putting more
[2:24:06] demands of the Holy Spirit
[2:24:10] yeah I think so too
[2:24:13] so that's religion right for me
[2:24:21] skeptical watch so you are for the color
[2:24:23] of that magnitude and the police all the
[2:24:25] time I just don't believe you can live
[2:24:27] up to that number
[2:24:30] I mean I think we're going to be putting
[2:24:31] some more strain on them too if we need
[2:24:33] to go with some of the traffic things
[2:24:34] that we're hoping that they'll enforce I
[2:24:36] mean they are worthy by Major Crimes you
[2:24:40] know so sometimes the traffic stuff
[2:24:43] doesn't get the same level of attention
[2:24:45] but now we're going to be asking them to
[2:24:47] try to step up some of that enforcement
[2:24:50] new technology the technology that also
[2:24:54] I mean like speed limit I mean I don't
[2:24:57] know I'm just saying I mean
[2:25:01] all right next
[2:25:03] [Music]
[2:25:09] so next the safety Foundation I got a
[2:25:14] problem
[2:25:16] everything was rolling together up to
[2:25:19] the 402 line yeah is that right okay
[2:25:22] because yeah but you know we do have it
[2:25:24] separated you know we asked for the
[2:25:26] detail it comes out but you know when
[2:25:28] you're looking for a total number can I
[2:25:30] show you the total 404 you know so the
[2:25:33] reason we want we want to see how much
[2:25:34] money is being spent against each the
[2:25:36] foundation line and the Outreach right
[2:25:40] and to make sure this body is used
[2:25:42] towards what we approve for
[2:25:45] and if they need more money well you
[2:25:47] know why there's always room to ask
[2:25:49] although just a side note I do think we
[2:25:52] should re-examine I remember
[2:25:54] so it's not just limited to athletic
[2:25:57] events yes I have two habits on a minute
[2:26:01] let's go okay
[2:26:04] so special police officer removed from
[2:26:07] Arbor and assigned to General funds so
[2:26:08] that is that's one of the things I like
[2:26:11] saying if you're gonna cut 124 425 but
[2:26:15] yeah wait till 2024.
[2:26:20] because that's 125 000. that's 125 000.
[2:26:24] and I know we'll get that you're saying
[2:26:27] they do a great job down there
[2:26:29] present the numbers to us
[2:26:35] and then property evidence Specialists
[2:26:38] that's the same thing is that forty
[2:26:40] thousand five
[2:26:43] numbers right there do you
[2:26:52] all right
[2:26:54] it's 40 times at a time
[2:27:00] Anthony were these uh Physicians with
[2:27:03] the arpa was the benefits also part of
[2:27:06] the earth for the special police
[2:27:08] officers no benefits
[2:27:09] [Music]
[2:27:17] yeah I just want to make sure no health
[2:27:20] insurance accurate ideas of how much we
[2:27:23] need to come up with
[2:27:25] all right so we are we at the clerk's
[2:27:27] office now yes all right so
[2:27:30] that's back I think so this is similar
[2:27:33] to the
[2:27:36] infotech specialist right
[2:27:40] somebody needs to be moved okay
[2:27:44] what he said yes
[2:27:48] I'm fine with that then response unless
[2:27:51] we need to
[2:27:52] I mean we're at the stipend we discuss
[2:27:56] that sniper so we're going faster now
[2:28:00] here
[2:28:03] so no additional stipends or
[2:28:06] like
[2:28:11] you know
[2:28:12] in our department
[2:28:14] five piece we're going to reduce it back
[2:28:17] to three a piece
[2:28:20] and it's like
[2:28:26] so are we on the reduce the mayor's
[2:28:28] recruitment budget
[2:28:31] it's from 25 to 10.
[2:28:46] resumes are coming in yeah yeah
[2:28:51] only because it gives him if we're not
[2:28:53] using it then why 25 why not go back so
[2:28:56] he has the original as 50. I got done
[2:29:00] yeah he said he'd make it work okay
[2:29:05] now
[2:29:06] management three percent across the
[2:29:09] board
[2:29:10] rather than four percent
[2:29:17] we hear about how it is
[2:29:20] you're talking
[2:29:22] um I I think you guys have the numbers
[2:29:24] what's the difference yeah oh yeah
[2:29:28] [Music]
[2:29:35] yeah here it is
[2:29:38] [Music]
[2:29:46] you're talking about
[2:29:49] 63.64
[2:29:53] 000 so 6400.
[2:29:57] I think you would have a better response
[2:29:59] but imagine that given the four percent
[2:30:01] because really if not nobody really said
[2:30:03] anything they've receive it four percent
[2:30:05] uh even last night Kristen says you know
[2:30:08] everybody got across the board everybody
[2:30:09] was pretty much happy at four percent
[2:30:12] I I would vote for keeping at four
[2:30:15] percent
[2:30:16] I don't know who suggested that one but
[2:30:21] [Music]
[2:30:24] right here yeah
[2:30:30] we talked about City Finance I mean this
[2:30:33] is I mean four percent yes yes we talked
[2:30:36] about um forever
[2:30:42] salary
[2:30:44] are we in a position to give everybody a
[2:30:45] four percent raise we talked about how
[2:30:47] the City Finance is not
[2:30:49] really really good
[2:30:51] did you hear how much the difference the
[2:30:53] difference
[2:30:54] I know yeah but every dollars come
[2:30:56] towards
[2:30:58] but you if if you give three years
[2:31:04] yeah I think so
[2:31:18] [Music]
[2:31:22] make sure we'll make sure that we ask
[2:31:24] every one of them that comes before us
[2:31:26] I I think though that also um
[2:31:32] I mean going back to the morale issue I
[2:31:35] mean they already feel well I don't know
[2:31:37] yeah I think I would still support the
[2:31:39] four percent and then we will worry
[2:31:41] about next year I hear what you're
[2:31:42] saying instrument of Aaron but now
[2:31:44] what's the race next year but I would
[2:31:48] rather cross that bridge next year
[2:31:53] [Music]
[2:32:01] you know every department has for much
[2:32:04] bigger races and the four percent they
[2:32:06] all were happy about it and the Lego
[2:32:08] citizens
[2:32:11] okay
[2:32:16] we're gonna make the four yes
[2:32:19] uncomfortable yeah does everybody
[2:32:29] waiting on that
[2:32:32] or we just want to do comparison
[2:32:40] that's it I'm not sure what John's
[2:32:43] talking about at this point I'm a little
[2:32:44] confused
[2:32:48] you mean the comparison
[2:32:50] right four percent yeah
[2:32:52] well the comparison it's just one
[2:32:55] percent of 64 000 so that's 6400
[2:33:00] are you saying no I understand about the
[2:33:03] things that we can't just move forward
[2:33:05] two or three people saying that PS4 or
[2:33:07] three but uh let's just let it go we
[2:33:09] need to we need to get uncomfortable the
[2:33:12] total budget what we've been talking
[2:33:14] about all the way through the line is
[2:33:16] that next Wednesday we're going to see
[2:33:19] how all of this affects
[2:33:21] um but I think you could do kind of
[2:33:23] straw
[2:33:27] [Music]
[2:33:36] let's say I was fine with the four
[2:33:39] percent that's why I was arguing to
[2:33:41] eliminate the new stipends and the
[2:33:44] increases in seconds
[2:33:49] what you're saying so let's move on that
[2:33:51] you're saying yeah until we get the
[2:33:53] figures back yeah let's move on
[2:33:56] there's no argument yeah
[2:34:00] Deputy Finance commissioner
[2:34:03] it's a 2200 increase
[2:34:10] oh this kind of gets back to the last
[2:34:13] piece that we're giving everybody 23 or
[2:34:16] four percent
[2:34:17] and now you're starting to say that
[2:34:20] certain people are getting difference Mr
[2:34:22] Ferrari made a case for this position
[2:34:25] can you
[2:34:26] thank you
[2:34:27] well a couple of things just like any
[2:34:30] part that came in here and said
[2:34:32] something
[2:34:33] it does not reflect my position
[2:34:36] and I've got to manage the day-to-day
[2:34:38] operations I've submitted a budget to
[2:34:40] you these people worked for me most of
[2:34:43] them I hired
[2:34:45] [Music]
[2:34:47] you applicate and make it more difficult
[2:34:50] for me to do the day-to-day job when you
[2:34:53] get out in some of these paths
[2:34:57] okay
[2:35:00] foreign
[2:35:42] [Music]
[2:35:48] and just you know we've talked about
[2:35:50] bonuses in the world I think that you
[2:35:53] know at the position that he's in as
[2:35:55] Deputy Commissioner
[2:35:57] the other Deputy Commissioner of uh ogs is uh at 104 000 and we're not
[2:36:03] asking for
[2:36:05] that much you know they're only asking
[2:36:07] for twenty two hundred dollars for two
[2:36:09] thousand four hundred a month
[2:36:16] but I have a zero issue with exceptions
[2:36:19] and special considerations
[2:36:23] foreign
[2:36:47] [Music]
[2:36:53] what's that I think I feel um hearing
[2:36:56] from the mayor as well that it seems
[2:36:59] like the mayor and department heads
[2:37:02] should have those conversations outside
[2:37:04] of this meeting but
[2:37:07] because we're not really um
[2:37:20] yeah
[2:37:23] foreign
[2:37:56] [Music]
[2:38:31] next one
[2:38:32] to the engineers
[2:38:38] yesterday
[2:38:41] this increase should be given for this
[2:38:44] individual
[2:38:46] I think the recommendations made so 135
[2:38:49] lower than what was last for last
[2:38:52] evening
[2:38:55] a couple of questions
[2:38:59] [Music]
[2:39:07] 215. it was really 119
[2:39:11] 26 180 actually
[2:39:15] I think there's a number of uh a lot of
[2:39:18] those benefits already in here at a 150
[2:39:21] right but there's I'm just doing the
[2:39:24] amount so it's twenty six thousand one
[2:39:26] hundred eighty dollars
[2:39:37] foreign
[2:40:06] if he uh we are from the
[2:40:10] Departments of development and the
[2:40:13] director
[2:40:14] about asking for tremendous of 65 000.
[2:40:20] professionals to put this on as a
[2:40:22] recommendation
[2:40:24] open questions
[2:40:48] it's an additional 11
[2:40:50] 170 dollars
[2:41:05] just in support of this position and you
[2:41:08] know we the mayor said that we're going
[2:41:09] to get like so many houses in
[2:41:11] foreclosure that we have to sell and all
[2:41:12] that and so that's where um the majority
[2:41:15] of this work Falls
[2:41:17] so just to be clear about that and and
[2:41:20] Miss Diaz didn't say that was why but I
[2:41:23] think we all already knew that
[2:41:25] but but she did recommend um the
[2:41:28] additional
[2:41:29] um she did ask for that amount of money
[2:41:31] for this position
[2:41:39] I think Bernice has done a great job I
[2:41:42] just
[2:41:42] and it's not just his position It's all
[2:41:44] where is this money gonna come from so
[2:41:46] that's I think the overarching question
[2:41:49] yeah I think Maurice has been awesome
[2:41:54] from Maurice that he's a Community
[2:41:58] Development
[2:42:00] supplemented by the Grant from Community
[2:42:02] Development oh so some of this would
[2:42:04] come out of there yeah
[2:42:37] you know
[2:42:43] this report
[2:42:54] so the next one is a principal billing
[2:42:57] um audit and AP clerk we heard from um
[2:43:00] on this position
[2:43:04] I think his position was asking for like
[2:43:06] about 70. 11 something 17 yeah so yeah
[2:43:11] it's 17 increases
[2:43:21] something like that so the question was
[2:43:23] asked since this is a principal billing
[2:43:25] audit work we heard that this person's
[2:43:27] also do an I.T work related work
[2:43:30] uh the question has split it in half
[2:43:34] rather than the 17 to 5006 and I just
[2:43:39] made a notation with the number there
[2:43:41] but I will have to factor in benefits
[2:43:43] also
[2:43:45] 9591 dollars
[2:43:49] yep that's including benefit
[2:43:56] okay
[2:43:59] the next one is just a statement
[2:44:02] assigned to general fund
[2:44:05] Mr Ferrari will do the the matter and
[2:44:09] the president does
[2:44:10] he heat fuel increase
[2:44:14] for both lines one is Golf and one is
[2:44:20] um in uh it was some place or something
[2:44:23] no I don't think it was I think both of
[2:44:26] those four thousands
[2:44:29] one of them is golf but the other one is
[2:44:31] the building uh facilities facilities
[2:44:41] was under
[2:44:43] in other words these two numbers I put
[2:44:45] these in because they were mentioned to
[2:44:47] us in the department heads presentation
[2:44:50] um but
[2:44:52] clearly and honestly I I didn't have the
[2:44:55] time but there's these lines are in many
[2:44:59] other places and
[2:45:02] Mr Lafond actually said that he thought
[2:45:05] they were underestimated or something I
[2:45:06] can't remember the word that he used
[2:45:08] that was correct
[2:45:16] yeah
[2:45:20] we used to do it more Consolidated
[2:45:23] allocation this now it's broken down by
[2:45:26] the cartons to give better tracking
[2:45:30] uh Anthony should we look at this
[2:45:32] collectively because most of these
[2:45:34] numbers start to put together in May and
[2:45:37] June before some of the bigger increases
[2:45:40] happen and we've come up with some
[2:45:42] posted each line getting adjusted
[2:45:45] do a lump sum of we've we've done that
[2:45:50] for golf I've been excuse me for gas
[2:45:52] gasoline and stuff like that but then
[2:45:55] the console always asks for the details
[2:45:57] of it so so we can I have no problem
[2:46:00] doing that for us it's a lot easier well
[2:46:02] I actually because I was wondering that
[2:46:04] as we've been going through and again
[2:46:06] it's only my third budget
[2:46:08] time but it did seem to me that there
[2:46:12] were several places where I kind of
[2:46:14] thought why are we you know
[2:46:16] why are we not doing this as one sum
[2:46:19] because for efficiency's sake right it
[2:46:22] was that I mean I was thinking in terms
[2:46:24] of some of the arborist Kinds of Kinds
[2:46:26] of things that are in the budget as well
[2:46:28] yeah but they everybody that came for
[2:46:30] the harbors told us their particular
[2:46:31] reason why they needed an art person
[2:46:33] it's like you know over one I don't know
[2:46:36] but I'm just saying again I felt the
[2:46:38] same way
[2:46:40] you put in the bargain for the artist
[2:46:42] you might get the one our first
[2:46:48] let's go
[2:46:50] [Music]
[2:46:52] we buy the fuel involved one way and
[2:46:56] then it's not like somebody goes to the
[2:46:58] gas station
[2:47:00] so we could leave these lines in place
[2:47:04] but in the final budget the council
[2:47:07] adapt and
[2:47:09] X number of dollars that we would have
[2:47:11] been allocating back to these lines and
[2:47:14] if the lines are initially in the lower
[2:47:16] level it's both in the center for the
[2:47:18] Departments to try and stay within that
[2:47:20] I think that's a good solution yeah
[2:47:24] [Music]
[2:47:31] it was going to be realistic
[2:47:39] so we're moving on from the next one is
[2:47:42] just a statement I removed marpa
[2:47:44] assigned to general fund so all that's
[2:47:46] going to be the same discussion
[2:47:49] the next one we did this yep
[2:47:53] so National Grid National Grid hello
[2:47:58] remove the 1.3 million of marpa and
[2:48:00] assigned to general fund what can I
[2:48:02] interrupt us there because I do think
[2:48:04] we're kind of committed to that it's a contractual thing it just was
[2:48:09] three split into three years or
[2:48:11] something I can't remember how many
[2:48:12] years yep so we have it yeah it's not stuff
[2:48:21] yeah
[2:48:26] [Music]
[2:48:55] [Music]
[2:48:59] think so you're suggesting taking it out
[2:49:01] of the the question I was suggesting is
[2:49:03] that remove it not take it from our
[2:49:05] problem take it from General fun because
[2:49:07] we're looking at not utilizing our phone
[2:49:10] but it was a general fund
[2:49:13] because we need to address
[2:49:15] comes back with his um detailed report
[2:49:18] to us as to what is available what is
[2:49:20] needed okay
[2:49:28] foreign
[2:49:40] [Music]
[2:49:45] so giving the veterans 4 500
[2:49:51] so obviously go ahead please
[2:49:55] so whenever I see veterans organizations
[2:49:58] or attempts to kind of fund those
[2:50:00] agencies it definitely takes a certain
[2:50:03] appreciation for me looking at how it
[2:50:06] was funded over the past three years and
[2:50:08] trying to take into account inflation I
[2:50:10] think if we're truly trying to support
[2:50:12] these initiatives regardless of what
[2:50:13] they're coming forward or not I think
[2:50:15] it's evaluating whether those stagnant
[2:50:17] contributions still reflect the same
[2:50:19] value to those agencies so I think
[2:50:22] increasing it and then keeping this at
[2:50:24] the standard I think sends a direct
[2:50:26] message to them that we appreciate what
[2:50:28] you've done for our country and here is
[2:50:30] a small token to help you support your
[2:50:33] initiatives which we all know are
[2:50:35] suffering stagnancy with getting
[2:50:37] attendance so not saying that they
[2:50:40] aren't doing their parts but a lot of
[2:50:42] those veteran calls rely heavily on
[2:50:44] these types of contributions so I think
[2:50:46] this is a small effort to contain and
[2:50:48] support our service members and I think
[2:50:51] it's a stance that the city can take
[2:50:53] long term
[2:50:55] they just chip Wilson did Centennial no
[2:50:59] uh by one of the last things he did the
[2:51:02] University passed away in the last few
[2:51:05] days but he'd indicated that Thanking us
[2:51:08] for the money that it was adequate and
[2:51:10] he said that he would notify us if any
[2:51:13] of the
[2:51:16] groups shift that gives you some that
[2:51:19] have gone out of I think uh businesses
[2:51:24] pointed out that they had a hard time in
[2:51:27] terms of Recruitment and
[2:51:29] giving people the staff and
[2:51:34] so were we paying full rental for these
[2:51:37] yeah yeah this is a
[2:51:40] gift once again
[2:51:42] and they is part of that of when we
[2:51:47] need flag ceremonies and Council
[2:51:50] meetings or other things they will come
[2:51:52] out and so it offsets some of their
[2:51:56] cost associated with the community
[2:51:59] activities
[2:52:01] [Music]
[2:52:04] foreign
[2:52:08] [Music]
[2:52:32] recommendation is that we rename this
[2:52:36] line so you can find in city of
[2:52:38] Schenectady slash Schenectady school
[2:52:40] district 150 000 and remove the Euro I
[2:52:44] think we started something this year
[2:52:46] with the Schenectady school district and
[2:52:48] we heard a good story about it and I
[2:52:50] think um
[2:52:51] just so that we put you into the fund
[2:52:53] and provide service for these youths in
[2:52:57] our school district
[2:52:58] so so putting this into the operating
[2:53:01] budget but taking out the 43 yes correct
[2:53:03] so it's really only adding one 107 000.
[2:53:14] all right
[2:53:15] but um
[2:53:22] yes I still be our school district and
[2:53:25] Mr Farley has been working now
[2:53:29] just changing the name changing the
[2:53:31] description
[2:53:39] yeah so this one here is something that
[2:53:42] we all talked about over the years to
[2:53:44] finally provide money we don't have
[2:53:46] money and now we have money
[2:53:50] we're ready
[2:53:52] damn I wish everyone was easy like this
[2:53:56] the next one um remove
[2:53:59] um assigned to general fund police
[2:54:02] officer removed from Marco last night
[2:54:04] the general fund
[2:54:06] same thing with firefighters
[2:54:10] but we have the I mean again I'm gonna
[2:54:14] probably argue on this because I know
[2:54:15] we're going to wait till next week but
[2:54:17] we've got the arbor money I mean I I
[2:54:19] really feel like we need to be these are
[2:54:22] essential
[2:54:23] yeah things
[2:54:25] but I I will wait to argue with you next
[2:54:27] week yeah since that's all we're doing
[2:54:29] is because we were holding off we were
[2:54:31] holding off when we I mean spend and
[2:54:33] still waiting in the mirror or should we
[2:54:34] just pull out spend and then realize
[2:54:36] that Mia doesn't have any money left
[2:54:38] behind so
[2:54:40] well I think he's telling us that this
[2:54:42] is how he would like to use the arpa
[2:54:44] funds but
[2:54:46] not to put words anymore
[2:54:52] so you know again I mean we could have
[2:54:54] the argument next week whatever but the
[2:54:56] next one is uh the property tax
[2:55:04] property tax production it should be
[2:55:06] seen today
[2:55:08] um the number of the numbers should be
[2:55:09] 316 290.
[2:55:20] it was 316 000. even no I told you on a
[2:55:26] phone
[2:55:26] 316.6290 316 290 one percent yeah and
[2:55:30] this was driven latest I've gonna thank
[2:55:32] you for giving me the number because
[2:55:34] um we saw the companies coming out to
[2:55:37] their tax rebate of 250 for households
[2:55:41] that are yes star exemption I mean the ladies yes
[2:55:50] uses and restricted uses of Arco funds
[2:55:54] are you cannot reduce taxes right well I
[2:55:58] don't think you're using our performance
[2:56:00] original Stacks as we can use general
[2:56:01] fund if we decide to build his passwords
[2:56:06] we're arguing about this may have to
[2:56:08] explain yeah you're reducing the
[2:56:10] property taxes and we're using our foot
[2:56:12] funds excuse for the budget one way or
[2:56:15] the other so also I just want to say and
[2:56:19] I could be wrong but it seems to me that
[2:56:21] with the water sewer trash and this it
[2:56:25] actually I think is 2
[2:56:27] 609 629 but I would defer to our
[2:56:32] economists close enough but if you put
[2:56:35] this in if you put this in and we're
[2:56:37] right around two we're over 2.9 Million
[2:56:40] That's not including taking
[2:56:42] them yeah oh no I told a lot yeah so if
[2:56:47] we do this we have to come up with 2.9 1
[2:56:51] million plus 35 something million
[2:56:54] exactly
[2:56:56] Five Point
[2:56:58] and see
[2:57:00] excuse me 3.82 345 and then
[2:57:05] yeah so you're looking at
[2:57:08] almost seven million dollars
[2:57:15] what happened to that Surplus we were
[2:57:17] talking about that's where you're gonna
[2:57:19] have to you're gonna have to use it up
[2:57:20] but that's yeah
[2:57:27] I said that I said that number before
[2:57:30] earlier Anthony was so happy that we had
[2:57:32] 3.1 million 3.2 million dollars in
[2:57:34] Surplus where was that actually you need
[2:57:36] it here but it still would be there
[2:57:38] we're going to be used we're going to
[2:57:39] use it no matter what
[2:57:41] you're following you no okay okay
[2:57:48] you should hold on to the arpa funds for
[2:57:50] at least another year and get your
[2:57:53] revenues uh back up
[2:57:55] okay so this item here the skateboard
[2:57:59] and they were discussion uh in the
[2:58:01] mayor's office and some of the members
[2:58:02] in the council and 1.2 million dollar
[2:58:05] the Mayors originally asked for a
[2:58:07] million we were concerned about
[2:58:08] liability and now this
[2:58:10] let's come back to the table for
[2:58:12] discussion
[2:58:17] for 1.25 is because
[2:58:21] um Mr Warren did contact one company
[2:58:25] um about uh the possibility of doing
[2:58:28] this at under the 890 overpower
[2:58:31] [Music]
[2:58:35] and uh
[2:58:37] when Mr Wallen was explaining it he also
[2:58:40] added then 250 000 for lighting and um
[2:58:44] either streets or sidewalks I can't
[2:58:45] remember
[2:58:46] however there are other options as well
[2:58:49] so I just went with the larger figure
[2:58:52] there but
[2:58:54] um this is way early beginning stages of
[2:58:57] any kind of planning
[2:59:00] um there's other Alternatives uh and
[2:59:02] that question but I would like to see
[2:59:04] escape from the park I guess
[2:59:06] because we allocated to the money there
[2:59:09] towards the side we did originally to
[2:59:12] re-renovate
[2:59:14] the existing tennis courts back into
[2:59:16] tennis courts but there might be some
[2:59:17] play there and so it's sort of
[2:59:20] a discussion that still needs to a
[2:59:22] planning discussion that still needs to
[2:59:24] be finalized but it could be as easy as
[2:59:27] renovating the Riverside Park into the
[2:59:30] skateboard park which would be I believe
[2:59:33] a lot less expensive but it doesn't give
[2:59:36] them year-round access nor does it give
[2:59:39] the city sort of a kind of
[2:59:43] showcase skateboard park under 890. so
[2:59:46] anyway I just wanted to make sure that
[2:59:48] at least it was included with the parts
[2:59:50] of discussion because I wasn't here the
[2:59:52] night that you all talked about all the
[2:59:54] other parts because the night that I had
[2:59:56] my surgery but you also mentioned that
[2:59:58] there's opportunities for Grants because
[3:00:00] this is
[3:00:01] so in this full calls me enough well
[3:00:04] although it may even go higher may not
[3:00:06] be something that necessarily needs to
[3:00:08] come right right under the city budget
[3:00:11] and that's what I was talking about if
[3:00:13] you talk about um
[3:00:16] his money that can be used
[3:00:19] um for you know leading up and
[3:00:21] access and parking to the park right
[3:00:26] yep I mean this was first proposed in
[3:00:29] 2019 anyway so there's grants and stuff
[3:00:33] that are available and hopefully we get
[3:00:36] a good
[3:00:37] bro seriously I mean some of the other
[3:00:39] municipalities I think that that was
[3:00:42] part of our discussion that some of the
[3:00:43] other even local municipalities have
[3:00:45] kind of secured Grant funds from these
[3:00:47] foundations
[3:00:48] that support skateboard park so
[3:00:51] um anyway do you think do you think we
[3:00:53] could get some final numbers
[3:00:55] before we touch on the uh I don't final
[3:00:58] education
[3:01:00] how is your meeting going on
[3:01:02] I don't know you're not gonna hear them
[3:01:07] but before we we know that before we do
[3:01:11] for our final our location
[3:01:16] yes you have to make a decision whether
[3:01:20] look at the other site over at 890 or do
[3:01:25] modifications for some of the plans in
[3:01:27] Front Street Park
[3:01:28] yeah one reason why I put that I know
[3:01:31] what's on the right side here because we
[3:01:33] still have some money available on the
[3:01:35] offer that we can address these things
[3:01:37] because we are talking about Simon part
[3:01:39] about 500 000 we're talking we talked
[3:01:41] originally when you were off that day
[3:01:43] about Grove Park 500 000 so the question
[3:01:47] ever submitted 100 000 for steiniest
[3:01:49] Grove Park a hundred thousand I think
[3:01:51] these Parks need more money than that
[3:01:53] but you know we like 10 years old out to
[3:01:56] all of us are supportive of our parts
[3:02:02] right and just circle back to the
[3:02:04] skateboard um part because I did have a
[3:02:06] discussion with the young man that came
[3:02:08] to the park so you know we're talking
[3:02:10] about either or
[3:02:11] they're kind of talking about can we do
[3:02:14] both voice can we you know can we
[3:02:17] um so just for that just so you know
[3:02:19] that that's that kind of request and
[3:02:22] thought process is out there yep
[3:02:34] the Green Space
[3:02:43] the really good things that are
[3:02:45] happening in the city and how we want a
[3:02:47] skate park that is on part of that right
[3:02:50] we want to make sure that we have a a
[3:02:53] skate park that really represents you
[3:02:55] know where we are as a city and there's
[3:02:58] you know and then move in uh looking to
[3:03:01] this a little further but
[3:03:02] there's like other municipalities that
[3:03:05] have skate parts that are some primary
[3:03:07] uses the skate park through design right
[3:03:10] they they function as other things right
[3:03:13] to support community activities
[3:03:15] um so I think that we want to make sure
[3:03:16] that we're leveraging that and
[3:03:19] as well my concern is the current
[3:03:23] location is they
[3:03:26] people
[3:03:34] [Music]
[3:03:36] uh I love all the people in Stockade
[3:03:39] they're all good and just you know in
[3:03:41] their support of this I know when you
[3:03:43] create parking issues in The Stockade we
[3:03:46] really get complaints and so if we do an
[3:03:49] upgrade there where it's a nicer
[3:03:51] facility it's fancier
[3:03:54] it's not going to reduce the utilization
[3:03:56] more people are going to want to use it
[3:03:57] that's what
[3:03:59] um we want to spend the money and if
[3:04:02] we're going to have parking issues and
[3:04:04] other
[3:04:05] impacts you don't want to create the
[3:04:08] negative
[3:04:09] so the standard depends on 8th streets
[3:04:13] is I don't complaint with this problems
[3:04:15] I can't go down the street it's terrible
[3:04:18] biology England High Street hasn't been
[3:04:20] paid in the last hundred years
[3:04:23] we pay with
[3:04:25] and then immediately the calls are
[3:04:27] coming in you've got to do something
[3:04:28] about speeding these cars are going too
[3:04:30] fast
[3:04:34] I mean I think but I think and we kind
[3:04:37] of touched based on this and certainly
[3:04:39] we talked about it at the meeting with
[3:04:40] the skateboard people
[3:04:43] um an initial step is just like we did
[3:04:46] with the pool project at Central Park is
[3:04:49] that we could allocate some money for a
[3:04:52] design which would then put this onto
[3:04:55] the professionals to kind of come back
[3:04:58] to us and say Here's what they think he
[3:05:00] said because even though
[3:05:03] the design is probably going to be
[3:05:04] driven by the site right yeah
[3:05:10] 890 has
[3:05:14] computers
[3:05:22] [Music]
[3:05:25] and you know today you get out of the
[3:05:29] construction so you go to the Bridge
[3:05:31] Project
[3:05:34] it's underutilized space and so is we're
[3:05:36] expanding the downtown creating more
[3:05:38] Great Space improving the walkability
[3:05:40] likability of the community
[3:05:43] it's just another resource there that we
[3:05:46] could
[3:05:47] play on and create
[3:05:49] opportunities for me
[3:05:52] yeah and can you do it in a way where it
[3:05:54] is more of a regional draw than just
[3:05:57] a little closer right a little art or
[3:06:00] bad right and Troy is doing it under um
[3:06:04] you know if you like
[3:06:05] I say if I was going down 26th Street
[3:06:08] you know from like RPI let's say they're
[3:06:12] doing it like underneath that all really
[3:06:14] awfully messy area that is at the end of
[3:06:17] their levels you know I think that would
[3:06:20] be their second sweeper
[3:06:22] I'm not sure maybe they have one up I
[3:06:24] can't remember
[3:06:25] comparison for our skate parking sure
[3:06:27] exactly
[3:06:30] covered boats
[3:06:32] positions
[3:06:36] oh okay okay okay okay
[3:06:39] that's right before we see him right
[3:06:41] after that that's right and then you
[3:06:42] know our professional speakers such as
[3:06:44] myself
[3:07:06] hear about that one
[3:07:09] and groat is the cricket right
[3:07:14] yeah
[3:07:15] originally when I asked for this was
[3:07:17] 5000 so I'm not sure why the ask is a
[3:07:20] hundred thousand now it's Timeless Park
[3:07:22] the original Last was 500 000 also
[3:07:24] because we don't have that much
[3:07:27] that's why I I mentioned just though we
[3:07:30] should hold off and see uh final round
[3:07:33] number
[3:07:37] I'm okay I just would like to see if we
[3:07:40] can move forward to be deaf yeah that's
[3:07:42] why I would like to see more money
[3:07:43] towards five minutes growth part the
[3:07:46] Belgium they believe eighty thousand
[3:07:48] dollars
[3:07:51] I mean these are things will get my
[3:07:53] support but we need that's you know look
[3:07:54] at the panel from
[3:07:57] what is available after we get the
[3:08:00] report from new McCarty so because we'll
[3:08:03] have to fund all these parts so again no
[3:08:05] argument okay
[3:08:07] so my question is
[3:08:10] that's something we can do like this
[3:08:12] time of year I have no idea that's just
[3:08:14] my question I don't know
[3:08:21] [Music]
[3:08:35] thank you
[3:08:37] okay
[3:08:40] it's page 17 part-time clerk no that's
[3:08:44] oh I'm sorry oh sorry that was a
[3:08:46] question I actually have said to
[3:08:48] remember
[3:08:50] oh okay
[3:08:51] [Music]
[3:08:57] are we paying one person one hundred
[3:09:00] four thousand dollars
[3:09:02] yes yeah
[3:09:17] uh is that what we need assisted so if
[3:09:21] we said that to the other part-time
[3:09:22] position so we would need to it was just
[3:09:24] the commissioner right but they're also
[3:09:26] but the reason no I know I get that but
[3:09:28] I'm just saying we make a decision
[3:09:44] and are you all in yeah
[3:09:50] if that's what everybody yeah well
[3:09:52] because if we start doing that then what
[3:09:54] about the seasonals
[3:10:02] Generations
[3:10:12] all right so um Mr Ferrari you got your
[3:10:16] hands full yeah
[3:10:20] so I'm just gonna say so I'm going to
[3:10:22] probably do a couple budgets and we'll
[3:10:24] probably do one exactly which we said
[3:10:26] tonight I'm going to do one that what I
[3:10:29] think will help you
[3:10:30] and then we got the mayor's budget yes
[3:10:33] so uh if I'm not pushing it
[3:10:37] possible to get us out to us Monday
[3:10:39] evening Monday I plan to come in Sunday
[3:10:41] oh wow
[3:10:50] [Music]
[3:10:52] if there's any changes within that any
[3:10:56] questions please submit it so that we
[3:10:58] will become Wednesday to move forward
[3:11:00] some of your questions
[3:11:02] might be answered prior to you being
[3:11:05] here on Wednesday
[3:11:07] again question submit Anthony will get
[3:11:10] this answer to us and the numbers we
[3:11:13] have questions on the numbers submit
[3:11:14] questions
[3:11:21] [Music]
[3:12:04] thank you
[3:12:07] Friday they probably don't close their
[3:12:09] homes
[3:12:29] all right
[3:13:06] thank you
[3:14:45] foreign
