with Lupine and things like that and uh

you know the best views that you see in
[19:08]
the Albany uh Pineville area

um excuse me the one Albany what's the
[19:13]
word Lupine and fescues yeah the grass
[19:15]
they're not actually going to plant like
[19:17]
sod or progression it's more like if you
[19:19]
go to the golf course we have a

different Fescue mixes and movement and

then the the goal was to make habitat

working with the fine Bush hand in hand

for a couple of years on this we feel no
[20:01]
reason not to move forward with it and
[20:03]
it is within the budget of the project

head but we're going to be getting a new
[20:28]
Fleet of Yamaha lithium carts in April
[20:31]
um probably mid-april we've been working
[20:34]
with National Grid as we're going to
[20:36]
need a new poll and Transformer to serve
[20:39]
the building because it's going to be a
[20:41]
significantly larger service right now
[20:44]
we have a 100 amp service that's Powers
[20:46]
a power washer and some lights and a
[20:49]
speaker system but this is going to be a
[20:51]
400 amp service each cart needs its own
[20:54]
Outlet there are 70 carts so this will
[20:57]
be to upgrade the electrical system from
[21:00]
there we've talked to the contractor
[21:02]
he's ready to go the second he gets the
[21:04]
authorization from you it's probably
[21:06]
going to take about three weeks to
[21:07]
finish and National Grid already as the
[21:10]
working voice and check to do the work
[21:13]
and once the ground permits it we
[21:16]
believe they'll be on the site so we
[21:17]
think we're going to be able to make it
[21:18]
for that and you have to remember too we
[21:20]
don't know about Parts usually the first
[21:22]
two weeks the season opens anyways
[21:23]
because the course is usually wet and we
[21:26]
don't want to sacrifice the course
[21:27]
because wet and carts do a lot more
[21:30]
damage than growing the season so this
[21:33]
vendor we also work with and we have
[21:36]
confidence that they'll be able to
[21:37]
successfully complete the job

so that's where we're at

um so I did get a call from I had a

conversation with um
[22:36]
the head of the union
[22:38]
for that collects garbage and they said
[22:40]
that they had not they had no no
[22:43]
information about this and said they
[22:44]
wanted I guess they're having a meeting
[22:46]
um with the mayor this week and said
[22:48]
they wanted to be able to have a
[22:50]
discussion regarding how this impacts
[22:52]
whether it's through collection we
[22:55]
already uh for those of you don't know
[22:56]
there was um
[22:58]
someone in the city that was doing
[23:00]
something that was you
[23:01]
and actually filed a grievance and won
[23:03]
their grievance
[23:05]
so um not not related to this but
[23:07]
related to something separate and so
[23:10]
they brought that up and said if this is
[23:12]
going to be about collecting garbage Etc
[23:13]
they want to be able to have some um to
[23:16]
at least know what it's about and who's
[23:18]
going to do what before we move forward
[23:20]
with that as I said the first time that
[23:23]
we discussed this it's basically
[23:25]
replacing cans that they're already
[23:27]
removing garbage from so they want to be
[23:29]
any additional work for them it would be
[23:32]
basically a swap out
[23:35]
this is but this is 40 hands but in the
[23:38]
gentleman that was here said that the
[23:40]
cans that were decent this would be in
[23:42]
addition to is my understanding not
[23:44]
replacing cans that we paid lots of
[23:46]
money for
[23:47]
right and so there are a lot of cans
[23:51]
around the city so those would get
[23:52]
swapped out we met with the mayor and
[23:54]
met with commissioner Lafond and he was
[23:58]
pretty adamant that this could be done
[24:01]
with the city crew and it would
[24:04]
basically be a replacement
[24:06]

says because they're the ones that

reached out to me and
[24:14]
so mayor um I don't really want to put

you on the spot but I I understand

council is dealing directly with unions

ahead with this

um so let me just be clear there wasn't

that bypassing which is why I'm bringing
[24:47]
it here and not having you know

discussing with them what will the one

that happened they tell me they're going
[24:52]
to be speaking with you and I say that's

fine that's the way it should happen so
[24:55]
we have a problem with letter this gives
[24:57]
us an option I'll work it out with the

unions

in support of this moving forward and I

think one of the emails that we got from
[25:32]
a citizen I think that's where it was
[25:34]
outline some specific areas around the
[25:37]
city that were um in a dire need of
[25:40]
cleanup so I was thinking as I read that
[25:43]
email about this idea of what would be
[25:45]
the sites for some of the garbage cans
[25:47]
and I thought that kind of helped us lay
[25:50]
that out a little bit in his email
[25:52]
to us so anyway I just voice support for
[25:55]

so I I've also uh in support of this it
[26:03]
sounds like a really good idea
[26:05]
um and it doesn't seem like it's going
[26:07]
to be to any cause of in fact the

um with you know the understanding and that it's not you know going to put
[26:17]
us in
[26:18]
a bad situation with the union and you
[26:21]
know that we are I appreciate the uh
[26:24]
Amendment if you will the proposed
[26:26]
amendment to the contractor where we can
[26:28]
um you know make that final decision to
[26:30]
make sure that it's in line with needs
[26:32]
in the city however so I'm I want to be
[26:35]
also join with you supporting this and
[26:39]
also I want to make sure that you know before we move forward with
[26:43]
this that is something that's going to
[26:44]
be in line with our our Union
[26:49]
I just want to say that I'm absolutely
[26:51]
in favor of it um Mr the piccolo is the
[26:54]
one that sends us uh information all the
[26:57]
time regarding
[26:58]
um you know trash littering the city
[27:00]
streets so

um and I know I think this is 40 cancers

um just on State Street alone I mean

Revenue into the city so and again I

defer the mayor for making negotiations

with our unions to work things out so

very supportive of the program but I

want to make sure that the union is hard
[28:00]
and the ingredients if they have any
[28:01]
it's hard to give them the opportunity
[28:04]
to address it and let's move all that I
[28:06]
find time rather I'll be moving now and

we are meeting with the mayor this week
[28:09]
or next week
[28:10]
I'm very supportive of this program
[28:12]
unless
[28:13]
that's my concern with leading Mr
[28:16]
clothing I had to ask you but I think
[28:18]
you've mentioned that in order to have
[28:19]
outdoor signage we don't need a special
[28:22]
zoning it's hard to change the city
[28:24]
correctly not to do anything in silica
[28:26]
to have all the door to have a company
[28:29]
putting all the door science City's
[28:31]
Contracting with the company helps us
[28:34]
not
[28:35]
um you know just a private party this is
[28:38]
a city Contracting tip so it complies
[28:41]
with the code so because the city is
[28:43]
Contracting for the private company
[28:45]
correct because because it's the city is acting as opposed to a
[28:50]
private party appropriately

don't want to go there and then realize

that private company is going to want to

do the same thing and we don't have to

forward I think my only concern was just

language that was brought forward was

high traffic areas so I know sometimes

litter might not be in high traffic
[29:28]
areas so I want to make sure and I
[29:30]
appreciate adding the language like Mr
[29:32]
Farley Highland where we're able to
[29:33]
designate prospective areas that this
[29:36]
has an increased impact on the city but
[29:38]
then also making sure because there was
[29:40]
an email that came out addressing
[29:41]
advertising and making sure again that
[29:44]
we have messaging that's appropriate for
[29:46]
all of our residents in the city but
[29:48]
absolutely I support any effort that is
[29:51]
targeting littering but also being
[29:54]
realistic where we still need people
[29:55]
actively putting things in garbage cans
[29:57]
so this unfortunately isn't the end-all
[29:59]
solution but absolutely is an
[30:01]
appropriate first step
[30:05]

um so and also this in terms of the
[30:10]
amount of funding I think was tens
[30:11]
fifteen thousand dollars but then we
[30:14]
still what about our tipping fee so we
[30:16]
still have to pay out money for our
[30:18]
tipping fees so it would not be that
[30:21]

so our tipping fees would come out of
[30:24]
whatever Revenue we we had for pain
[30:29]
we're paying for it one way or the other
[30:32]
except yes but but it sounds like it's
[30:35]
going to be a lot more cans a lot more
[30:37]
garbage so I just want to make sure that
[30:38]
we're taking that because there's the
[30:40]
entirely think there's going to be more
[30:41]
garbage garbage sometimes is not where

we want it but I don't anticipated the

amount of garbage increasing

pretty vocal about hey I think this is a good idea I think it could benefit the

city however we allow ourselves to make
[34:07]
an informed decision as a responsible
[34:09]
government body should and I think that
[34:10]
that's a good thing so we so it doesn't
[34:12]
seem like we're you know there's too
[34:13]
much daylight between how everyone is
[34:15]
feeling about this I think there's just
[34:16]
one missing piece um that is how the
[34:19]
union feels we get that confirmation
[34:21]
from them and then we move forward
[34:24]

um Mr Lafond who oversees the entire

you cleared it as well with the company

um impact the work of the folks

it won't make any difference I mean in

terms of their work so
