[20:59] Specialists um who helps prepare cases

[21:03] for prosecution in City Court um she's

[21:08] also uh taking claims when they come in

[21:12] um and interacting with our insurance

[21:15] company um and outside Council once

[21:18] those claims are assigned to turn into

[21:21] litigation um we have an

[21:23] ips3 who um you know answers the phone

[21:27] does filing

[21:29] more of the you know probably customary

[21:32] um administrative work that you find in

[21:34] an office we have the confidential

[21:37] secretary to The Corporation Council um

[21:40] she generally hand handles um real

[23:03] were prevented from doing that um

[23:07] the because of co uh we have obviously

[23:11] now done a foreclosure we've taken 105

[23:13] properties our initial list was roughly

[23:17] 750 um so it's great that people paid

[23:20] their taxes and were able to redeem but

[23:22] we did take a a good number of

[23:24] properties only in May um and as the

[23:27] council aware they've been um

[23:29] authorizing sales lately of some higher

[23:31] pric properties um I think the last

[23:35] eight non lot properties um that the

[23:38] council's authorized sales for totals

[23:41] 484000 um so you know we're hoping

[23:44] obviously to move more properties

[23:46] through the city council um to to get

[23:48] them you know sold

[23:51] um one of the things that Mr Ferrari

[23:54] touched on was uh judgments U for

[23:57] particular um case um total judgments on

[24:01] that right now because they haven't been

[24:02] paid with interest exceed

[24:06] $700,000 um we do anticipate we will be

[24:09] um able to take you know get all of that

[24:12] uh we are working there's a receiver

[24:14] who's been appointed um we're dealing

[24:17] with some legal um circumstances related

[24:19] to it back Mr Mar was working on it

[24:22] today um so I you know hopeful that you

[24:26] know early in 2020 for um well the

[24:29] receiver will be able to liquidate the

[24:31] properties that he's overseeing and will

[24:33] be able to you know make the city whole

[24:35] in terms of that fine money happy to

[24:38] answer questions that the council may

[24:40] have as it relates to budget or anything

[24:42] else that um in terms of the

[24:48] revenue I don't want choose oh okay I'm

[24:51] just going to ask um so we're going from

[24:54] nine positions to eight positions though

[24:57] and um was that ninth position ever

[25:01] filled no so in terms of what you're

[25:04] looking at right here um there are three

[25:07] assistant Corporation Council full times

[25:09] right uh it's important to note that um

[25:13] during 20123 Mr Marney was at the

[25:15] beginning of the year an assistant

[25:16] corporation councel uh he was promoted

[25:19] to Deputy Corporation councel during the

[25:21] year um so that is the movement of one

[25:24] assistant to the deputy which was

[25:25] unfilled previously okay um since James

[25:28] Commodore

[25:30] was in in the office um that also

[25:34] explains why the jump in salary for the

[25:36] deputy Deputy Corporation Council um is

[25:40] relatively high fure it was 9 it was

[25:43] $95,000 for the 2023 adopted budget um

[25:47] and it's U being moved to

[25:51] $16,800 uh when Mr Mar obviously one of

[25:54] the considerations um for you know

[25:57] having an attorney in the office

[25:58] especially when were short staff is

[26:01] being able to compensate the attorney

[26:03] for for being there um because that

[26:05] attorney is shouldering more work when

[26:07] we're not filling positions um so the Mr

[26:12] Marty's current salary as Deputy Corp

[26:14] council is

[26:16] 102 um which is when you add 4% to that

[26:19] that's where you get the

[26:21] 10680 um because it happened partway

[26:24] through the year where he was uh

[26:27] essentially Advanced of the Deputy

[26:29] position um there was money within the

[26:31] budget of that 95,000 to pay for the

[26:34] remainder of the year as Deputy Court

[26:41] obviously positions that we've been

[26:42] looking to fill um we've interviewed

[26:45] some folks it's you know obviously been

[26:48] a difficult process finding somebody who

[26:51] um has the experience to obviously do

[26:55] the work that we do since it is

[26:56] multifaceted know we handle quite a bit

[26:58] of different types of legal work um you

[27:03] know the the goal even losing that one

[27:06] assistant Corporation Council that one

[27:08] of that part of that was um you know we

[27:11] brought on a part-time uh assistant

[27:14] Corporation Council during the year and

[27:17] that essentially is now being reflected

[27:19] in the bottom for the prum salary since

[27:22] we went from 1 half to you know one

[31:55] going to have to be for that that

[31:57] question there is a judgment call based

[31:59] on our staffing at the time what we have

[32:01] going on some you know some days are

[32:04] obviously better than others in terms of

[32:06] what we have on our plates but as you

[32:08] know you know things can like legal

[32:10] conundrums can arise very quickly um we

[32:13] do maintain some outside Council that we

[32:16] use um you know it could be something

[32:21] along the lines of looking at um we

[32:24] we've modified the city code at times uh

[32:26] we did it not you know I think a couple

[32:28] years ago I recall with related to

[32:30] vacant buildings the city council took

[32:33] action but part of that was working with

[32:35] outside Council who you know have worked

[32:37] in other municipalities to craft

[32:39] something that works that makes sense so

[32:42] we wanted to really I think lean on

[32:44] their expertise so we use outside

[32:46] counsil

[32:50] essentially once positions are filled

[32:53] then we can expect to see a decrease in

[35:28] particular um Federal program that we

[35:32] monitor but right now um the priority of

[35:35] the department as I am assessing and

[35:38] trying to uh identify the gaps within

[35:41] the department is building our capacity

[35:43] and making sure that we have full staff

[35:45] so that we can um execute

[35:55] efficiently and that will cover that

[35:58] cover both development Administration

[36:00] and also Community Development yes okay

[37:19] supervisor and the Community Development

[37:22] assistant is okay

[1:21:40] big server in the other room people

[1:21:41] didn't have desktops in their their

[1:21:44] offices we didn't have uh uh email for

[1:21:48] everyone I think we had five email

[1:21:49] addresses when I started you know in the

[1:21:51] city if that many so lot

[1:22:12] now putting a lot of this into the IT

[1:22:26] Web Master are proposed in this budget

[1:22:29] to help take some of that um workload

[1:22:32] and split it up where it

[1:22:34] belongs um other major things uh in

[1:22:39] service training is shifted from the

[1:22:41] administration cost um and an increase

[1:22:44] uh in our fees for service budget of

[1:22:47] about the

[1:22:49] um

[1:22:51] $225,000 that that fees for services uh

[1:22:54] is for our financial software our code

[1:22:57] enforcement software Microsoft

[1:23:00] 365 uh our security uh software for our

[1:23:04] internet um as well as maintenance of

[1:23:07] our um um um critical Network

[1:23:11] infrastructure so that continues to rise

[1:23:15] but it's such an important

[1:23:17] um cost that have covered in different

[1:23:21] areas

[1:23:25] you said something about the inservice

[1:23:27] training yes uh I said some of it

[1:23:30] shifted from the um 1620 administration

[1:23:34] because it's not needed there as much as

[1:23:36] it would be needed in the it um to

[1:23:39] continue to have these people trained in

[1:30:19] uh another question you had so in 23

[1:30:22] this year the equipment code of $60,000

[1:30:27] that request was used to purchase um a

[1:30:30] large number of traffic controllers so

[1:30:33] that um back to our fiber deployment

[1:30:37] right so we put so much fiber out um

[1:30:40] we're replacing the old traffic signal

[1:30:43] controllers on State Street um primarily

[1:30:46] with new ones that have ethernet based

[1:30:49] control so that we can communicate with

[1:30:51] with them as the old system that we had

[1:30:54] uh no longer works so that gave us um an

[1:30:59] sufficient number of traffic signal

[1:31:01] controllers actually haven't even

[1:31:04] received them yet we're waiting for them

[1:31:06] um to be able to um go all the way up to

[1:31:08] the City Line put coordination back in

[1:31:11] there um lets us know if a lights on

[1:31:14] flash if there's a problem with one

[1:31:16] sends us messages really good to have so

[1:31:24] what 20,000 so I'm looking for a few

[1:36:31] National Grid during the beginning of

[1:36:32] the Rev demonstration project but that's

[1:36:35] um that's uh uh being phased out so uh

[1:36:39] we would be taking that uh payment over

[1:36:43] um just so you know since the Inception

[1:36:45] uh of that uh project we've uh uh

[1:36:48] downloaded over 4,000 videos that were

[1:36:51] used in police and fire investigations

[1:36:53] and um most recently started using the

[1:36:56] analytic uh uh um components of them to

[1:37:00] provide the US with the traffic volumes

[1:37:02] and speeds on um uh King's Road so um my

[1:37:07] feeling is that there's Great Value to

[1:37:09] that and um it's an important feature
