[0:00]
Aon and and all the other um
[0:03]
technological advances one of the things
[0:05]
that was said time and time again was
[0:06]
that this would give officers more time
[0:08]
on the street and reduce Aon and and all
[0:11]
the other um doing come back into the
[0:14]
station do a lot of things so therefore
[0:16]
not kicking into overtime I remember
[0:18]
that being part of the discussion those
[0:24]
discussions go ahead um so uh just to
[0:28]
say that yes they're having more
[0:30]
officers and may also explain that from
[0:32]
the time some you know uh recruits start
[0:35]
their program it's about a year so I
[0:37]
don't know how many recruits he'll have
[0:39]
starting in May and he did mention that
[0:40]
they lose a lot of folks as soon as they
[0:42]
go through training so we we can't
[0:44]
automatically assume that there's
[0:45]
there'll be enough officers coming on in
[0:47]
May or a year from the next recruitment
[0:50]
class so um I definitely would not want
[0:53]
to put myself in the entire city at Bay
[0:55]
by not allowing you additional overtime
[0:58]
uh
[1:00]
I agree go ahead please right I think
[1:03]
it's important to make like two
[1:04]
distinctions uh one proposing a budget
[1:07]
and all shapes and facets doesn't mean
[1:10]
that it's a guaranteed ask I think we
[1:12]
had the same conversation last year
[1:14]
we're looking at this recommended uh
[1:16]
amount is a significant increase to the
[1:19]
2023 adopted budget uh I think Chief
[1:22]
Cliff has been apparent as saying that
[1:24]
the community is not at Jeopardy and I
[1:26]
think it is also important to note that
[1:28]
the Investments that were making
[1:30]
and uh some of the antiviolence programs
[1:33]
I think at some point those are going to
[1:35]
need to either assist but curving and
[1:38]
addressing some of the um preventative uh mechanisms that are
[1:43]
providing individuals helpess to use
[1:46]
violence um but also I do agree with
[1:48]
Miss pter that investments in technology
[1:51]
uh to cheap CLP this point has yielded
[1:53]
improvements um so I think increasing it
[1:56]
beyond the adopted to 2023 budget is a
[2:00]
consideration I'm willing to make and
[2:02]
then uh confidently uh seeking out that
[2:05]
these eight individuals that are going
[2:06]
to graduate from the academy in May 2024
[2:09]
and the continued efforts of not only
[2:10]
the police department but also our uh
[2:13]
Community programs to invest in
[2:15]
community policing that supports the
[2:17]
entire community of be uh taking up this uh not fight um but this stance of
[2:25]
how do we address and make sure that our
[2:27]
public is safe I think that is a
[2:28]
comfortable number
[2:32]
I do want to point out that we spent
[2:35]
almost 25 uh 2.5 million in um 2022 so
[2:41]
already the 2023 budget was like a
[2:44]
million dollars less and um I I'm sorry
[2:48]
I didn't bring my what what have we
[2:49]
spent so far our year to date is 1.8
[2:52]
million 1.8 million at 18 1.84 Z 577 so
[2:58]
we have about I don't know
[3:00]
like
[3:01]
150,000 um to remain for the rest of
[3:05]
2023 because right now they were 25
[3:08]
people short on the street so I don't
[3:11]
know I mean I think that was the
[3:13]
justification and I hear you know the
[3:16]
technology piece I think will help
[3:19]
moving forward but I still think that
[3:20]
that's still pretty new as well in terms
[3:22]
of being um
[3:26]
operational so I think it's going to
[3:29]
take some time to see the you know
[3:31]
hopeful hopeful um outcome that we are
[3:35]
anticipating with that as
[3:37]
well so where need to get our 25 from
[3:41]
where did I get the
[3:43]
22481 349 is what we spent in 201 no no you're saying that were 13 24 people
[3:51]
vaces 12 in training and 25 people short
[3:54]
on the street is what they said the
[3:56]
other evening when they came and
[3:57]
presented it is from n in May yep
[4:05]
unless I wrote it down wrong but that's
[4:07]
what I 13 VY 12 in training eight is
[4:10]
going on in me that's
[4:13]
what yeah maybe I wrote it down anybody
[4:18]
else
[4:20]
okay I had a question on
[4:23]
this then we'll move
[4:26]
into we'll move into a31
[4:31]
232 and there is a proposal here to
[4:35]
increase on the 2023 of time line by
[4:40]
105,000 to bring that line to the 2024
[4:44]
line to 880,000
[4:52]
currently the line the
[4:54]
propos
[4:58]
990,000
[5:01]
[Music]
[5:03]
again I mean look at what we spent in
[5:05]
2022 1259 893 so
[5:10]
um you know not in 2023 2022 2022 I'm
[5:16]
just looking and I'm I'm looking at our
[5:18]
year to date right now it's
[5:21]
86399 so it's it I guess I'm guessing
[5:25]
with the crime going down and all the
[5:27]
technology that's added you can see that
[5:29]
we're not not we're not quite even at
[5:31]
what we're out we're considering
[5:33]
allocating for
[5:36]
2024 the year dat please me so
[5:39]
technology is really not going to help
[5:41]
too much in the investigation piece
[5:43]
because you get a murder or something
[5:45]
you have just look at the public murders
[5:48]
that we had that's where all the extra
[5:51]
costs are uh it's just Manpower and just
[5:54]
trudging through it that's where the
[5:56]
expenses
[5:58]
are
[6:00]
go ahead please I would just disree only
[6:02]
for an instance that everything
[6:03]
generates paperwork and my time um I
[6:06]
need to go more recently I think saving
[6:08]
that time is also cost saving as
[6:15]
well just a process question so when we
[6:17]
get through all of these things we're
[6:19]
going to go back and make final
[6:21]
decisions right we're not these are not
[6:22]
our fin yeah I'm running this through
[6:26]
discussion okay then we'll go back and
[6:29]
um just move quickly through them if we
[6:32]
are for or against it yeah any other
[6:36]
question on
[6:40]
this see now we move to a342
[6:47]
d112 and this is the Five Fighter it ask
[6:50]
is increase over the 2023 over timeline
[6:53]
by
[6:54]
209,000 and to bring the 2024 proposed
[6:58]
line so a mill
[7:02]
70,000 so cutting 500,000 from the
[7:05]
request right it was
[7:15]
[Music]
[7:23]
1.57 open for
[7:27]
questions um is I'll offer the year I'm
[7:30]
sorry I'll offer the year to date which
[7:32]
is
[7:35]
75458 754 I'm sorry
[7:39]
586 93 cents I think that went
[7:42]
up we were 740 when we talked about it
[7:46]
last time yeah so that's how much it
[7:48]
went up just since
[7:50]
74
[7:54]
14,000 that print out was come October
[7:57]
4th y
[8:02]
question go ahead please if I'm not
[8:04]
looking at you please call
[8:06]
me my head in here trying to make notes
[8:09]
also I would say I absolutely hear the
[8:11]
statements from my colleagues uh but I
[8:13]
would say if your stance is that over
[8:15]
time is needed then I think my response
[8:17]
would be then what are the benefits of
[8:19]
having us continually fund Public Safety
[8:21]
Foundation
[8:22]
efforts well I have to say that the
[8:25]
public safety Foundation efforts are
[8:27]
compl it's like comparing apples and or
[8:30]
the reason that we have the public
[8:31]
safety foundations is so that the
[8:33]
officers can be out there at community
[8:35]
events like common Unity
[8:37]
or I'd have to go back and look at other
[8:40]
events but I think those are it's it's
[8:42]
like having
[8:46]
um this this is Public Safety I mean in
[8:49]
terms of fire and police to have the
[8:51]
overtime because we need it right now
[8:53]
we're you obviously using it in terms of
[8:55]
getting folks out there on the street
[8:58]
whether they're fighting fires or
[9:00]
fighting crime versus um I think it's 25
[9:04]
for each right $50,000 total for the
[9:07]
police and the
[9:08]
fire it's getting like they're going to
[9:12]
family fund day at Stein Park and giving
[9:14]
out stuff or or Scare activity this
[9:17]
weekend um you know what I mean it's
[9:20]
like a it's like having opportunities
[9:22]
for our firefighters and our police to
[9:26]
be interacting in an informal way pay
[9:29]
with the community versus for
[9:32]
$50,000
[9:33]
versus them doing the work of Public
[9:38]
Safety um so that's the difference I see
[9:42]
go ahead please I would say the times
[9:44]
that I've seen the fir fires out in the
[9:46]
public they're handing out pamphlets and
[9:47]
brochures that are promoting best safe
[9:50]
practices to decrease of fires in homes
[9:52]
uh so I think these types of efforts are
[9:54]
very important and I think uh very vital
[9:57]
to not only addressing households in
[9:59]
general um but also uh to making sure
[10:02]
that we're addressing these concerns
[10:03]
with people at their infantile stages so
[10:06]
that kids grow up with this
[10:07]
understanding and naturally incorporate
[10:08]
it into their lives but I I imagine that
[10:10]
they're having these types of
[10:11]
conversations I don't think that they're
[10:13]
just talking about how cooler uniforms
[10:15]
look you no but are you suggesting that
[10:17]
we cut the 55 the 25 and the 25 I'm
[10:20]
saying that these I'm saying these types
[10:22]
of efforts have an impact on our
[10:24]
community totally great oh no totally
[10:26]
but I'm saying specifically with respect
[10:28]
to improving Public Safety so I'm saying
[10:32]
these types of Investments that we're
[10:33]
making should have cost savings overall
[10:36]
in
[10:37]
overtime not on their own but
[10:39]
cumulatively and I'm wrapping in the
[10:41]
technological technological Investments
[10:42]
we're making also and the fact that we
[10:44]
are bring in more officer or not in
[10:47]
respect to the Fire Department chief uh
[10:49]
Chief Marino is reevaluating how to make
[10:51]
sure that he is increasing his Staffing
[10:53]
level by thinking of a revolutionary
[10:55]
concept of now hiring EMTs and training
[10:57]
them I think these typ Investments are
[10:59]
going to allow us to find cost savings I totally agree with what you just said
[11:04]
but I think it it's going to take some
[11:06]
time for those things to happen and so I
[11:08]
think we're in agreement that the 25 and
[11:10]
the 25 obviously are adding to
[11:14]
the safety issues I don't disagree with
[11:18]
you there but I still think that boots
[11:19]
on the ground um fighting fires and
[11:22]
fighting crime um has to happen and I
[11:26]
also agree with you that I thought you
[11:27]
know they're both trying to have as many
[11:30]
creative ways to increase recruitment I
[11:33]
mean clearly unfortunately um some of
[11:37]
the negative things that have happened
[11:38]
over the last few years have have um
[11:42]
placed a stigma on people not applying
[11:44]
to be police officers for example um I
[11:47]
think it's different with the
[11:48]
firefighters but I guess you know from
[11:50]
talking with Chief Marino there's been a
[11:53]
reduction in the number of people that
[11:54]
want to go into firefighting as well um
[11:57]
so I just think I hear what you're
[12:00]
saying but I think going into a
[12:02]
classroom of third graders and teaching
[12:04]
them about fire safety is really
[12:06]
important and is something that probably
[12:08]
has been happening even all our lives
[12:09]
right um but I think having still the
[12:13]
amount of funding that they need and
[12:15]
that they're requesting to go out and do
[12:17]
their jobs I think in the immediate as
[12:20]
opposed to when that third grader you
[12:23]
know hopefully is owning a house and
[12:26]
trying their best to prevent fires
[12:29]
um you know no I I I can speak on this
[12:33]
one because it was a recommendation for
[12:35]
me and we were putting $50,000 towards
[12:38]
Public Safety Foundation under the
[12:39]
police and was May as a um contribution
[12:42]
to say let split it between the two
[12:44]
Department 25 years to get them involved
[12:47]
in the community so that they can bridge
[12:49]
that Gap you know that stigma that is
[12:51]
happening interact with the community to
[12:52]
get them more involved let's hear what's
[12:54]
happening over there and I think they're
[12:55]
doing a good job prr we just need to
[12:58]
expand a little bit more provide more
[13:00]
support to them maybe consider next year
[13:02]
to increase it so you know saw a good
[13:05]
thing happening there the interaction is
[13:07]
very important to building bridges in
[13:09]
our community I
[13:12]
agree go ahead please again I'm just
[13:14]
always going to bring forward that you
[13:16]
know I'm keeping track of what we're
[13:17]
spending year to date and based on that
[13:19]
I I you know I think that I'm
[13:21]
comfortable with with this uh it looks
[13:23]
like they're having the ability to cut
[13:26]
down on their overtime um from years
[13:29]
past versus this year so I think that's
[13:33]
how that's how one of the reasons we
[13:35]
have to look at this as we improve the
[13:37]
technology as we have more firefighters
[13:39]
as as they get grants from other places
[13:41]
and specifically when I say that I want
[13:43]
to talk about I mean the police
[13:44]
department because they're applying and
[13:46]
as you know they come before us multiple
[13:49]
times um with grants that they get and
[13:52]
those grants also supplement existing
[13:54]
staff it's just not for bullets and
[13:57]
holsters and things like that some of
[13:59]
the grants like if they need Personnel
[14:01]
to do specific things they're paid for
[14:03]
out of the grant as
[14:08]
well any other
[14:11]
questions okay so you now move on to um
[14:13]
A36
[14:15]
14-404 police review board and the
[14:19]
recommendation
[14:21]
here recommendation here is to increase
[14:23]
the fees for service line by
[14:27]
10,000 and and to reduce the outside
[14:31]
legal council by
[14:34]
10,000 that is just a movement
[14:38]
there goad please again I think the
[14:40]
5,000 covers what they need in terms of
[14:42]
their professional development and their
[14:44]
membership fee in um n nle and the
[14:48]
conference I guess the conference is
[14:51]
like 3,000 or something and the
[14:53]
membership but I would do away again
[14:56]
with the 25,000 um in outside um I don't think they need the
[15:02]
outside
[15:03]
councel go ahead please um so I I I have
[15:07]
to say that I think that the training
[15:08]
right now if a training cost $3,000 with
[15:10]
$5,000 they couldn't even send two
[15:12]
people and I don't really think it's as
[15:14]
beneficial for just one person to go and
[15:16]
to bring back the information that more
[15:18]
than one person should have the
[15:20]
opportunity to attend the training if
[15:22]
for some reason that person leaves the
[15:23]
board or whatever the case may be so I
[15:26]
think beneficially uh for for this
[15:29]
particular review board if we're
[15:30]
especially if we're going to kind of
[15:32]
keep up with what's going on in terms of
[15:34]
um review boards and having them
[15:37]
exchange information with people who do
[15:39]
similar things around the country I
[15:40]
think it's important that we send more
[15:41]
than one person to a training if
[15:43]
possible so um I would support having
[15:46]
enough money for at least uh two people
[15:48]
go I know at one point they had and then
[15:50]
we have to pay to be Parton they call
[15:52]
and at one point they decided they
[15:54]
didn't want to be but AR are yeah they
[15:56]
are um our ordinance clearly says that
[15:59]
you have to be yeah so there's that
[16:01]
payment and then you know people go in
[16:03]
the training and like this time maybe
[16:05]
it's 3,000 one only one person could go
[16:07]
so I I would suggest that we keep we put
[16:10]
enough money in to allow people to go
[16:11]
training if we really want the best
[16:13]
training for our board members some
[16:16]
boards pay people to be on them and this
[16:18]
one doesn't so they're volunteers this
[16:20]
is an opportunity for them to increase
[16:22]
their skill set in terms of serving as
[16:24]
volunteers so we could reduce the coun
[16:27]
outside Council I do have a question and
[16:29]
I think does someone from your office
[16:31]
now go to those um we go as needed um
[16:35]
I've been in communication with the
[16:37]
police department staff who have those
[16:40]
meetings um and if they feel or the
[16:44]
chairperson from cprb fields that is
[16:47]
needed for somebody from my office to
[16:48]
attend that will attend it hasn't come
[16:52]
up um there were the only questions that
[16:54]
have ever come up um had to do with
[16:57]
somebody's ability on the board um for
[17:00]
questions about that that was early on I
[17:02]
think maybe in maybe the end of last
[17:06]
year uh beginning of this year but
[17:09]
nothing has aisen
[17:15]
since go ahead please I could just talk
[17:17]
on the outside Council again there's
[17:20]
money in the law department for outside
[17:25]
Council we bring in attorneys as needed
[17:28]
so if a scenario came up where there's a
[17:31]
conflicted position where city council
[17:35]
needed separate representation or
[17:37]
somebody on one of the boards or
[17:39]
commission needed outside
[17:42]
representation there's money for that
[17:44]
and we try and again leverage stuff with
[17:48]
uh membership with New York Conference
[17:50]
of Mayors provides uh guidance and
[17:57]
uh
[17:59]
case law different things the AG's
[18:02]
office sometimes will assist local
[18:04]
government and things so that that money
[18:07]
that's in the Council budget now I
[18:11]
didn't use it this year I don't see
[18:14]
scenario we're going to use it in the
[18:16]
future that we haven't used it in the
[18:18]
last 10 and some years but if you needed
[18:22]
something there is money in the budget
[18:25]
that's proposed and so if you want to
[18:28]
that or look at
[18:30]
that that would be the appropriate way
[18:32]
to deal
[18:34]
with please so I thought the reason why
[18:37]
we created a separate line is because
[18:39]
it' be easier for accounting purposes if
[18:41]
that's not right I'd be open to
[18:45]
May that was part of
[18:47]
it I can comment on
[18:49]
that e the mayor had to say I know this
[18:53]
I'm G to Echo what the mayor had to say
[18:54]
on this um I know this came up last year
[18:57]
um
[18:58]
as you know as you all know um the city
[19:02]
council hasn't used outside Council this
[19:04]
past year U cprb hasn't there's a budget
[19:07]
line obviously for um the law department
[19:11]
for outside Council and we use that
[19:14]
outside Council whether it is it's
[19:17]
usually it's a no not usually it's a
[19:19]
determination made by the law department
[19:21]
on whether or not we have the capacity
[19:23]
or to to handle a particular legal
[19:25]
situation or uh whether there's some
[19:28]
type of conflict uh in which um it would
[19:32]
be better best for it to be handled by
[19:34]
outside
[19:35]
Council that you know seldom happens uh
[19:40]
in terms of a conflict um but that's not
[19:42]
to say that it couldn't happen um and we
[19:45]
would obviously have to make the
[19:46]
professional
[19:47]
determination um to to say that we do
[19:51]
have a conflict and refer to outside
[19:53]
Council but we provide um outside
[19:56]
Council for you know situations
[19:59]
involving other departments in the city
[20:01]
um where you know whether even if it's
[20:05]
not our insurance company but something
[20:06]
arises let's say hypothetically it's an
[20:09]
article 78 because of some
[20:10]
administrative decision made by the
[20:13]
Planning Commission made by uh you know
[20:17]
the chief building inspector made by you
[20:20]
know some somebody else who has the
[20:22]
authority to make an administrative
[20:24]
decision um and at that point in time
[20:27]
the Law Department feels that it does
[20:28]
not have the capacity to handle that
[20:30]
particular matter we would refer to
[20:32]
outside Council it would be covered by
[20:34]
our insurance um and in that situation
[20:37]
it comes out of the law Department's
[20:39]
budget is outside Council so for
[20:41]
accounting purposes it's not
[20:42]
distinguishable between the Departments
[20:45]
it just comes out of the Law Department
[20:49]
budget go ahead please and act me no no sorry don't um yeah because there's
[20:57]
100,000 Dollar in the
[21:00]
2024 um proposed budget for outside
[21:02]
legal services in the legal department
[21:04]
and you know it looks like that would
[21:07]
cover
[21:09]
um what we might
[21:12]
need in terms of what we had spent year
[21:15]
to date and that kind of thing so so I
[21:17]
have the year to date of course I do um
[21:20]
but there's like multiple lines here so
[21:22]
is it just the fees for services is your
[21:24]
is it your labor lawyer is it your
[21:26]
litigation support is it all those
[21:28]
things added up oh I was just looking at
[21:31]
outside Legal Services no I'm talking
[21:34]
about the year to date spread out she's
[21:36]
looking at more detailed breakdown on
[21:38]
the budget so Anthony can ah we need an
[21:42]
actual yeah everybody has this we use
[21:44]
outside Council for certain certain
[21:47]
things that we do right um you know we
[21:51]
use a bankruptcy attorney um outside
[21:55]
Council um Brian from specifically to
[21:59]
handle matters where um you know usually
[22:04]
it happens with tax issues right
[22:06]
somebody files for
[22:08]
bankruptcy our outside Council Brian ker
[22:10]
interacts with my office and also the
[22:13]
receiver of taxes to make sure that
[22:14]
whomever is in bankruptcy is following
[22:17]
their bankruptcy plan and is um which is
[22:20]
payments you know on a Bas on a typical
[22:23]
basis and he will then act um if
[22:25]
somebody doesn't follow their plan to
[22:27]
have a stay witht or have a bankruptcy
[22:29]
dismiss um we try to use them
[22:31]
strategically obviously when we're about
[22:33]
to do a foreclosure um but he's still
[22:36]
doing work throughout the year um we use
[22:39]
outside Council dealing with certain
[22:41]
labor issues um you know could
[22:45]
be it could be a grievance it could be
[22:48]
just um you know an issue with you know
[22:51]
police officer firefighter whomever it
[22:53]
may be we have to make a determination
[22:55]
to use outside Council we're not using
[22:57]
outside Council obviously willy-nilly um
[23:00]
you know there are certain lines um for
[23:02]
the labor attorney that we may use for
[23:05]
that but um you know determination made
[23:08]
and I I consult my office consults with
[23:10]
Finance to determine um the best way to
[23:13]
pay a particular attorney based on what
[23:15]
they're doing for the city um you know I
[23:20]
don't know exactly every single line
[23:22]
that it gets paid out of um you know it
[23:25]
I would say it varies based on the
[23:26]
attorney and what the doing what
[23:28]
services are provided um as you know you
[23:31]
know we do our foreclosures in house but
[23:35]
um unlike a lot of other municipalities
[23:37]
but we still may use outside Council as
[23:39]
I mentioned when it comes to
[23:40]
foreclosures Brian ker because he's
[23:42]
working on the payy
[23:44]
part
[23:47]
okay any other question on
[23:51]
this see then we move
[23:54]
[Applause]
[23:55]
to A3
[24:01]
64-44 street department
[24:04]
manager ask to just increase this so no
[24:09]
I don't think the the thing is Right a
[24:13]
oh sorry that's what you have on here 36 sorry yeah that's
[24:20]
sorry a
[24:22]
510100 street department manager they
[24:25]
ask us to bring this up to four% over
[24:28]
the 2023 salary there's a narrative
[24:31]
there and all of us had an opportunity
[24:33]
to listen to Mr laan explaining all the
[24:37]
work is being done
[24:41]
currently the street department manager and this
[24:48]
Salway supervisor is it the so removing
[24:52]
the ideas to remove the director of
[24:54]
Public Works key dist street department
[24:56]
manager position right and move that to
[25:00]
uh I think 104,000 so 52k in the street
[25:04]
Administration I think and then 52 in
[25:06]
the waste Administration right yeah but but when you first when it was first
[25:12]
not you first but let me just have a
[25:15]
note when I it was first brought
[25:18]
forward it
[25:22]
was it was changing a title
[25:25]
right that's correct yes first they make
[25:29]
it the same title for both and
[25:32]
increasing it from 45 to 52 for both
[25:35]
because the guy is going to be saving us
[25:36]
about 80
[25:40]
grand the same guy being both JG is that
[25:43]
correct that's
[25:45]
[Music]
[25:47]
going so 52 from one line and 52 from
[25:50]
the other yes that's correct but when
[25:54]
the when we first were um given the
[25:56]
budget it was this title it was you they
[25:59]
changed the title to director of public
[26:00]
works right and the proposed salary at
[26:04]
half of the proposed salary was
[26:07]
4,968 not 52 well that's Paul came back
[26:11]
to increase it if you here that day
[26:12]
right
[26:14]
52 okay and and because there's be a
[26:17]
savings of 88,000 it's going to be one
[26:19]
guy do both the jobs the director of
[26:22]
Public Works and he wants to change that
[26:24]
to Street manager also so we wouldn't
[26:27]
have that
[26:28]
884 see that 88 339 we didn't it's not
[26:32]
being uh not being uh brought over a
[26:37]
budgeted
[26:38]
2024 the 88400 8 but that was the
[26:42]
adopted um bud in 2023 correct but then
[26:47]
by creating the director of Public Works
[26:49]
it was split
[26:52]
45968 each with yeah which was a 4%
[26:56]
moving the individual back so street
[26:58]
department manager but you're pumping it
[27:00]
by seven almost
[27:02]
7,000 under each department follow the
[27:04]
fund
[27:07]
request so where is what is the
[27:10]
additional P duties oh I'm sorry page 33
[27:15]
additional is going to take over race
[27:21]
Administration is this civil service or
[27:23]
is this going to be management Street street department
[27:28]
manager a management
[27:29]
position here it
[27:35]
is so what's the increase like
[27:38]
14%
[27:40]
okay say
[27:49]
88,000 any other question on
[27:55]
this find the other one no did not but I
[27:58]
found waste but I just didn't find that
[28:02]
81600 it was the director of Public
[28:05]
Works they change it to Street manager
[28:07]
and they gone from 45 yeah they're not
[28:10]
doing 68 to 52,000 they're not filling
[28:12]
director of solid waste and now they're
[28:14]
not doing director Solway taking out the
[28:17]
88,000 yep I got it I see
[28:22]
it so so actually his Department went
[28:24]
down overall gu over
[28:29]
total budget was down I believe
[28:33]
1.69% but that's what I wrot down so I
[28:38]
mean I don't have the job descriptions
[28:39]
in front of me
[28:40]
but I guess I'm questioning how one
[28:43]
person can do two full-time
[28:52]
jobs manage it well manage it it's going
[28:56]
to take ogs and waste
[28:59]
[Music]
[29:01]
in scheduling following
[29:04]
up Paul believes that it can be
[29:08]
done if you let him in here get them in
[29:12]
to give you more detailed explanation in
[29:15]
the
[29:18]
work because I I mean I imagine once you
[29:20]
get to this level it is a lot of work so
[29:22]
I just like really wondering how that
[29:24]
could happen it's a lot
[29:28]
[Music]
[29:30]
ogn waste water and water you know say
[29:36]
City I don't know hundreds of thousands
[29:38]
of dollars a year he did
[29:41]
job he's got confidence in this
[29:49]
yeah
[29:52]
okay we can maybe we can just send the
[29:55]
email so I mean we're I don't know we're
[29:58]
at I guess we're at the point we're like
[30:00]
making decisions tonight but that's my
[30:02]
that would be my
[30:04]
question all right any other question on
[30:07]
this Mr far you going to make the the
[30:09]
adjustment zero out um the director of
[30:11]
Public Works and move that into street department yeah once we decide
[30:17]
whatever we decide to move forward
[30:20]
either
[30:21]
way okay any other question on this the
[30:24]
next item is um A51
[30:28]
2100 remove fleet
[30:31]
manager and the Not There is assistant
[30:33]
is doing a all the work doing budget
[30:35]
hearing allward will be
[30:38]
completed by the
[30:43]
assistant open for
[30:51]
question my note said that they're short
[30:54]
staff
[30:56]
but
[30:58]
or
[30:59]
just you want to get rid of the fleet
[31:05]
manager it's not full it's not currently oh it's not there's
[31:09]
no one in that
[31:12]
position
[31:17]
okay so was Mr lefon recommending
[31:20]
getting rid of the fleet finish yes
[31:23]
okay no he didn't recommend get written
[31:26]
you recommended to add the position back
[31:29]
this year we didn't have it last year
[31:31]
yeah that's what I was gonna say we had
[31:32]
it at one time um then we didn't have it
[31:37]
and did you remember circumstances that
[31:40]
this this the night guy I just realiz
[31:42]
that's a different oh okay I just
[31:43]
remember that when he was he said that
[31:46]
this other person could do the job but
[31:47]
if you want
[31:50]
to pass the test so he went back there
[31:53]
being assistant manag so he's been doing
[31:56]
the assistant management job job and now
[31:59]
Paul says he wants to bring somebody
[32:00]
back in to help now and he just saved
[32:04]
this 0,000 but we in our discussions I
[32:07]
mean we can go back and look he did say
[32:08]
that the other person was was handling
[32:10]
all the job so he does it's a great Cas
[32:14]
hard working okay all
[32:17]
right yeah he did mention that he's
[32:20]
asking to fill this position into 2024
[32:23]
but at the same time he said the
[32:25]
assistant he the assistant is doing all
[32:28]
the work that is
[32:32]
needed I'm
[32:37]
sorry
[32:39]
one thank
[32:43]
you any other question on
[32:45]
this if now we'll move to a 5132
[32:51]
d121 discuss the motor equipment
[32:54]
operator mechanic one
[32:57]
and there are some notes there with some
[32:59]
concern in terms of liability and having
[33:01]
this person work is solo Shi by
[33:08]
him so as you know I brought that
[33:11]
because I I'm still concerned that a
[33:13]
person would be in a garage by
[33:15]
themselves all night and you know in the
[33:17]
event that something happened so um I
[33:20]
looked into it and there's no ocean
[33:21]
requirement that that we cannot do that
[33:24]
but again I have concerns for the safety
[33:26]
of the indiv idual and for um the any
[33:29]
liability on the part of the city should
[33:30]
something happen so if if we're going to
[33:33]
do it then I I really would think that
[33:36]
we would want to um establish a work
[33:38]
alone policy for when people are in the
[33:41]
situation so there's some protocols put
[33:43]
in place for somebody who works alone
[33:45]
and should something happen there's ways
[33:46]
to trigger things for someone to know
[33:48]
that something's happened so um and if
[33:52]
this is the same position also that
[33:54]
they're they're getting this lift for
[33:56]
this portable lift
[33:57]
that even makes me more concerned but um
[34:00]
because you know things happen in
[34:01]
garages so um I understand our need for
[34:04]
it however I just want to make sure that
[34:07]
we have systems in place of these
[34:09]
person's individually in a garage at
[34:11]
Night by themselves um that we have
[34:14]
something that's in place and I mean
[34:17]
it's not up to me to decide um Staffing
[34:20]
but even having somebody else rotate in
[34:22]
would make me more comfortable but
[34:23]
that's that's not my call but I just
[34:25]
wanted to express my concern around
[34:30]
that any other
[34:36]
question see now we'll move on to
[34:38]
[Music]
[34:39]
a71
[34:43]
10-100 director of pars the ask is to
[34:46]
increase that to 4% over the 2023 salary
[34:54]
L Mr Mr Lo
[34:58]
the director of pars right now makes
[35:00]
80,000 this is
[35:03]
4% let me see
[35:07]
87 was for 728 but he under the book for
[35:14]
8 so the 832 is the 4% 4%
[35:20]
correct 80,000 even yes that's the
[35:25]
salary
[35:29]
well it's
[35:31]
okay so it just didn't show when you
[35:33]
hired him you brought him up to 80,000
[35:35]
well again
[35:37]
because the position was vacant rather
[35:40]
than use the recruitment line we used
[35:43]
money that was within the original
[35:46]
appropriation but that was the salary
[35:48]
that he wanted to be hired so I could
[35:51]
have taken it out of the recruitment
[35:53]
line and it just it makes the accounting
[35:56]
work complicated it was just taking out
[35:58]
of that L pay a little bit more that's
[36:00]
what the budget reflects I submitted to
[36:03]
you oh yeah well there's no way to know
[36:05]
it because it looks like he was making
[36:06]
72 and then went up to like like
[36:09]
$110,000 that's what it appears yeah
[36:12]
that makes sense but it's but it's 4%
[36:14]
cuz he's currently making 82 currently
[36:16]
making 80 currently making 80
[36:20]
okay any other discussion on
[36:23]
this the next um is a81 161
[36:29]
D100 why the 8 plus% increase for the
[36:33]
assistance
[36:35]
solid um any csca supervising uh
[36:39]
supervising 1037 employees has to make
[36:43]
$150 a week more so uh uh because of the
[36:48]
big raises that 1037 got uh received
[36:51]
they got to make $150 a week more than
[36:53]
that so that $18 $150 a week
[36:57]
7,821 by itself so that's why youve got
[37:01]
the big increase
[37:03]
okay question
[37:10]
this now we know contractual contractual
[37:17]
correct all right moving on the next one
[37:19]
is a
[37:21]
9089
[37:23]
d840 employee Dr ask prod by 10,000 V is
[37:31]
3,900 the actual for
[37:35]
2967 for 2021 and
[37:38]
4,45 for
[37:42]
2022 open for
[37:46]
discussion go ahead please so I I don't
[37:48]
know if the numbers necessarily I'm just
[37:51]
wondering are we not testing
[37:55]
people because because I mean why why we
[37:58]
we're not seeing this line
[38:02]
spent uh some of was not testing some
[38:06]
was co uh we're still deing with some of
[38:09]
the issues with the changes in the
[38:12]
marijuana
[38:15]
regulations there is not I shouldn't
[38:23]
say testing technology shifting where
[38:27]
today some of the tests you can't
[38:30]
tell uh how recent the use of marijuana
[38:35]
is De can show for 30 days but really
[38:39]
then individual wouldn't be repaired
[38:42]
there are some tests that are supposedly
[38:44]
coming on the market that would show
[38:49]
the uh length of time from using it to
[38:54]
the test for the level impaired so on
[38:58]
that uh tell me if it was about
[39:02]
$5,000 we could live within that but I
[39:05]
would still want some
[39:07]
money uh going forward for the next year
[39:10]
to be able to uh just deal with the
[39:14]
realities of the workforce and where we
[39:16]
have to test whether it's new hiring or
[39:18]
on the job
[39:21]
incidents so you want to keep it at what
[39:24]
10 if we take if you want to take 5,000
[39:28]
out of it like what was the original
[39:30]
appropriation 15,000 15 so yeah if it
[39:33]
stays at 10 and then revisit it again in
[39:37]
a year to see where we are so reduce it
[39:39]
to 10 not by 10 um and just who who does
[39:44]
this apply to like who gets drug tested
[39:48]
random there's random testing and then
[39:51]
there's new hires who test different
[39:55]
levels right because I also saw drug
[39:57]
testing in the sewer department so those
[40:00]
employees
[40:01]
get there's a separate part of money for
[40:03]
their drug
[40:04]
testing for
[40:06]
CD CD for the water and sewer funds are
[40:11]
different funds yes so this is employees
[40:14]
other than that I correct in this one be
[40:18]
all a general fund
[40:25]
okay
[40:27]
so are we okay to keep that
[40:31]
10,000
[40:34]
okay next item is um G
[40:37]
81201 121 CCTV operator I think this was
[40:43]
Tyle I think you receive oh
[40:45]
yeah did receive a a copy with an
[40:51]
adjusted
[40:53]
um
[40:55]
amount
[40:58]
[Music]
[41:00]
yeah he went from 5846 2023 and 65,000
[41:05]
968 2024 that is due uh uh to the $3 an
[41:10]
hour ra so $3 an hour time 40 hours is
[41:13]
$120 a week time 5214 it's $
[41:18]
6,256 80 so 58 and uh 58 and 62 gives
[41:23]
you 64,000 672 280 and then in 2024 you
[41:28]
get and I have to add 2% to that
[41:31]
contraction com 65 968 okay okay okay
[41:36]
ready with if you look at the diagram
[41:38]
thank you you will see it but I gu I
[41:41]
know he gave us a print out too thank
[41:44]
you cuz we need more
[41:47]
people we'll skip this other two item
[41:49]
and go over to the next page and then
[41:51]
come
[41:52]
back I think we did address this one
[41:55]
here 8
[41:56]
55
[41:58]
100 that was for the real window I don't
[42:01]
you did no this is a yes we did no
[42:05]
that's for the City Assessor next one
[42:06]
it's the next one 1356 404 Miss
[42:10]
mroy um
[42:12]
recommended right so we did a change in
[42:14]
an increase let me go back to that page
[42:17]
if you I think it was because the person
[42:19]
is supervising somebody that's making
[42:21]
more money or something yes but they
[42:23]
gave us something that they increased it
[42:25]
that was already done right
[42:26]
well they increas it to 60,000 that's
[42:29]
not increased
[42:30]
in
[42:36]
1356 the 13551 100 we did Miss maoy She
[42:41]
also asked the B for
[42:47]
[Music]
[42:52]
right oh
[42:55]
it's I couldn't remember if it was the
[42:57]
appraiser or the analyst I didn't write
[42:59]
that down uh
[43:02]
54,000 is that what oh yeah because you
[43:05]
can see right no so she asked an
[43:08]
increase for uh the uh real property
[43:11]
analyst from
[43:13]
53756 to
[43:15]
54,000 oh so it's like a couple hundred
[43:17]
bucks yeah 200 and uh what was what was
[43:21]
he ask what was he ask from the
[43:23]
department head 54 54 as opposed to
[43:27]
53756 is it even is it even 54 yes cor
[43:32]
yeah that's all she
[43:33]
asked 200 more
[43:37]
[Music]
[43:38]
244 I guess I must be wrong that that
[43:41]
was she was more than person was
[43:44]
supervising somebody but no she we
[43:46]
didn't know what the figure was we had
[43:49]
no I I'm writing it down but that's only
[43:51]
a couple hundred
[43:53]
bucks can anybody else remember I I
[43:56]
thought I don't know for some reason if
[43:59]
it's if if if it's only a couple hundred
[44:01]
bucks then it's not going to bring them
[44:03]
above because my understanding if I
[44:05]
remember correctly is that she was um
[44:07]
supervising the real property appraiser
[44:09]
I believe it's the clerk ohing clerk makes way less than that yeah she
[44:15]
just
[44:16]
started so that doesn't work out then
[44:19]
well anyway so Molly's s uh the assessor
[44:23]
is suggesting 54 and
[44:28]
original reest was 54 everyone every
[44:31]
everyone should have that um yes
[44:34]
original
[44:35]
request oh sorry it's yeah we have it
[44:39]
but there's just a lot
[44:43]
of ah later that's what I'm looking
[44:47]
for okay yep and then when you gave it
[44:50]
today was the
[44:52]
54 actually the next one that I had
[44:58]
14
[45:00]
um let's go let's
[45:05]
go 1356 404 the assessment Board
[45:09]
review oh that I think we had a
[45:13]
discussion with um the assessor in
[45:16]
regards to this um board
[45:19]
attendance and M is not attending all
[45:21]
the meetings and
[45:23]
it's yes that was the one yeah yeah on
[45:27]
the rest of the members it was so she
[45:30]
was going to come back to us with a
[45:31]
recommendation how we Chang the
[45:33]
ordinance or legislation to address
[45:36]
these concerns and I think all us with
[45:38]
that to kind of work with her to address
[45:40]
those concerns because this is not the
[45:42]
first time that the board is finding
[45:46]
some difficulties in their
[45:48]
function Mr M go ahead
[45:51]
please um so a couple things I thought
[45:53]
that Mr colon said that that was
[45:54]
something that we'd have to look at uh
[45:56]
that you called about in terms of
[46:00]
changing minute yes um this it would be
[46:04]
outside of the budget process the budget
[46:06]
is setting the numbers um you'd have to
[46:10]
go and look at the I don't actually I
[46:12]
don't believe that it's set in the um
[46:15]
code I believe it was approved by
[46:17]
resolution okay um so the council could
[46:20]
obviously Set uh the fees that are paid
[46:23]
to um the people on the important
[46:25]
assessment review
[46:26]
by resolution so maybe we leave it the
[46:31]
way it is here and then moving forward
[46:34]
into the
[46:35]
year you know get that
[46:38]
analysis and think about it for
[46:42]
what yes I think that was discuss we
[46:45]
have public
[46:47]
here I I can talk to Miss Maly about it
[46:50]
she I discussed it quite some time ago
[46:52]
um and I don't know how many hours
[46:55]
obviously the they put in um I imagine
[46:58]
that you know she would have a better
[47:00]
sense and the council would have a
[47:01]
better sense May would have a better
[47:02]
sense of whether or not if you went to
[47:05]
you know some other type of payment
[47:06]
arrangement let's say hourly um if
[47:10]
$116,000 would um cover the hours that
[47:14]
they put in I don't know those hours I
[47:17]
I'm the the the concern I think that she
[47:20]
had was that there was actually a
[47:23]
particular person who actually didn't
[47:25]
show up for anything and was still
[47:27]
getting the same no they showed up for
[47:30]
if you don't mind they showed up for one
[47:31]
day they didn't show up for the day that
[47:33]
they were reviewing and then they showed
[47:35]
up for deliberation but still got the
[47:37]
full salary of everyone who had been
[47:39]
there the entire time not salary but
[47:41]
stien that's what she that would be
[47:44]
outside that would be outside of the
[47:46]
budget process that's something else
[47:48]
that the council can
[47:50]
address I'm happy to just move on yeah we did ask we did ask for
[47:54]
recommendation to come back to us email
[47:55]
get us involved let's see what the
[47:57]
narrative is to to move it forward and
[47:59]
to make necessary changes so that he can
[48:02]
better us s of theem office but I do
[48:06]
have one thing because the document that
[48:08]
was given to us today there's zero on
[48:11]
this for the
[48:13]
bar the bar is 16,000 no on this
[48:17]
document we got today there's no nothing
[48:18]
in
[48:20]
there but the changes that we
[48:24]
request
[48:27]
it's right at the bottom is peace for
[48:29]
service assessment riew about
[48:32]
now from her she
[48:36]
probably because she wanted
[48:38]
to
[48:40]
okay that was from her oh okay so m i mean the uh the assessor's
[48:48]
office gave you this yes okay thank
[48:51]
you all right so we'll follow the that
[48:54]
make sure that we
[48:57]
that Mr I got it but we're leaving it as
[49:00]
it is currently in terms of in the
[49:02]
budget this the amount okay thank you
[49:05]
and then the next one is a1430 D100
[49:08]
payroll
[49:10]
manager raise salary to 60,000 from
[49:13]
56,000 261 so slightly higher than the
[49:16]
personal benefit clar that was that the
[49:19]
position
[49:22]
supervis that was something that um Miss
[49:25]
was recommending I
[49:29]
believe open for question oh that was U
[49:31]
Miss Miss uh yeah yeah
[49:35]
okay oh okay because this is the one
[49:38]
where the person is supervising somebody
[49:40]
to make slightly more money than
[49:43]
man I would have support
[49:46]
that what's that I would support that
[49:50]
okay is this person CA she's the manager
[49:54]
the other man okay the
[49:57]
management management
[50:00]
so make so in 56 265 it would
[50:06]
be 37 35 60 the
[50:11]
addition the
[50:13]
additional the payroll manager
[50:17]
y all
[50:20]
right are we good with that M okay the
[50:24]
next one is a144
[50:26]
1-100 how much to add an ipf 3 per part
[50:30]
time that's 40,3
[50:35]
hour 40,000 let me just see what my note
[50:38]
was and why I even said that oh
[50:42]
so Mr Wen must have suggested
[50:48]
that had somebody I wrote need
[50:52]
ips3 up to better position in
[50:57]
C oh she went to utilties that way they
[51:00]
no no she went to cies oh oh that's
[51:03]
right so in that particular instance how
[51:07]
is that kind of so there's no
[51:11]
administrative support in that office
[51:13]
yeah they have IPS for uh what's her
[51:16]
name the person not IP or and uh you see
[51:21]
they also have an IPS uh the IPS uh
[51:25]
three in there
[51:28]
1440
[51:30]
ex yeah that's the same thing public
[51:33]
okay State Department then I'll take
[51:35]
away my I'll take away my
[51:38]
suggestion so both they're both
[51:41]
okay so you taking that off I can I'm
[51:45]
okay taking it off yeah there are two
[51:46]
position there one is a three and one is
[51:48]
a four no
[51:51]
ask and then the other one we already
[51:53]
discussed but that was the the confusion
[51:56]
that we had if you don't mind if I keep
[51:58]
going yeah yeah so the other one was
[52:01]
changing it from mayor recruitment funds
[52:03]
just to recruitment funds because that
[52:04]
question came up the other day just it's
[52:06]
just a change on the
[52:10]
wording he copied and
[52:14]
paste so I don't I mean it's no money
[52:17]
difference it's just that um people
[52:18]
wereused because about that but it's not
[52:21]
just to recruit for the mayor's office
[52:23]
it's to recruit in
[52:26]
general yeah I I don't think we ever use
[52:29]
this but we never Ed it one attempt to
[52:31]
use it on the individual just walk away
[52:34]
if you can recall yeah it was it was put
[52:37]
in there just for a cushion to the May
[52:38]
during the co that people weren't
[52:40]
seeking job an incentive there I think
[52:43]
that is when we know people are applying
[52:45]
they're coming forward applying for
[52:48]
jobs money I was just saying let's just
[52:50]
change the line
[52:53]
future it was
[52:55]
that part it was more of a need at that
[52:58]
time rather than now it's not much much
[53:01]
of a need now to to for this
[53:04]
line um we already did senior
[53:07]
centers and then I already mentioned
[53:10]
what I felt about the outside Council
[53:12]
for civilian police review
[53:15]
board and oh yeah this is the one where
[53:19]
C I think we addressed that
[53:22]
81211 121 yeah yeah we
[53:30]
[Music]
[53:43]
121 oh we're going back that us went up
[53:45]
to 6
[53:46]
to5 this I think didn't we say let's
[53:49]
check that because it went from 58 416
[53:51]
to
[53:53]
79 we the corre
[53:56]
I just explain how sorry I didn't see
[53:59]
the corre sorry CTV operator oh that's
[54:02]
on the other sheet okay umed 8120 d121
[54:07]
65 so it was um in 2023 it was5 96
[54:12]
416 and then it was brought to us for
[54:14]
70,000 but then it went down okay I got
[54:17]
it to 65
[54:18]
968 okay thank you I think that is the
[54:22]
question ask by
[54:26]
okay thank
[54:32]
you we're
[54:36]
good all right I don't over Health
[54:41]
numbers yeah
[54:44]
um asking just go back show the benefit
[54:51]
the Healthcare
[54:52]
numbers and also add to that the last
[54:56]
year we did receive a reate of 500,000
[54:59]
excuse me last year so where is that in
[55:02]
this proposed budget in the proposed
[55:04]
budget yes the
[55:06]
$500,000 rebate are we not receiving any
[55:08]
rebate this uh we hope we receive rebate
[55:11]
uh what we do is usually put that the
[55:13]
rebate we usually get is from uh from
[55:16]
Pharmacy yes we us we what we usually do
[55:19]
from the pharmacy is the
[55:22]
uh I believe we just uh where is it last
[55:25]
year we did receive receive a budget of
[55:30]
500,000 or I mean this year excuse me
[55:34]
this year what was your budgeted amount
[55:36]
for 2023 for what
[55:39]
rebate hold on from the
[55:48]
pharmacy no that will be all the way
[55:54]
to
[55:56]
yeah was in near the back
[55:58]
right employ employes
[56:06]
Ben page page
[56:16]
[Music]
[56:23]
4 is it the Medicare reimbursement right
[56:27]
here no that's something
[56:33]
else I think this is the pharmacy proact
[56:37]
rebate right yeah I don't I don't see
[56:39]
here it should we usually do with that
[56:41]
though too we usually try to lower what
[56:44]
our payouts going to be when we get that
[56:46]
yeah but in our it's not
[56:49]
reced I have to find out can you WR that
[56:51]
down yeah I take a look yeah yeah but
[56:54]
that's that's uh Elizabeth takes care of
[56:57]
that so was the in other words are you
[57:00]
saying that that was in 2023 or that is
[57:03]
yes yes so what we do is I had to I
[57:06]
hired a group to audit our our things
[57:10]
and one of the things that we're getting
[57:12]
is to make sure that they give us the
[57:14]
full benefits that we paying for it and
[57:17]
that's how we got the rebate it's it's a
[57:21]
reat that it will receive and it's
[57:24]
attached the the proact if I'm proact um
[57:29]
the pharmacy so my question is though is
[57:31]
that a guaranteed rebate in 2024 I mean
[57:34]
in other words that's SEC yeah so that's
[57:37]
why it's not in the budget yeah that's
[57:39]
well see what I mean we had it on the
[57:40]
budget for 2023 it's not I don't see I
[57:43]
don't see here is
[57:46]
a is it on the revenue still want count
[57:48]
on something
[57:53]
$500,000
[57:55]
I think it would be in
[58:07]
Revenue 8268 you're talking about is
[58:11]
that rebates what is it I'm sorry so
[58:13]
Revenue you're talking about
[58:16]
8 is that the
[58:19]
proa I think it's proact and our what's
[58:23]
the other one huh Canon no stop L it's
[58:28]
um a
[58:30]
2680 B
[58:40]
26
[58:43]
recoveries oh Insurance recoveries yeah
[58:46]
good
[58:47]
gotcha ah so 268d I see it yeah line is
[58:52]
a rebate line that's a it's a rebate
[58:54]
line yes
[58:56]
and we don't use it as in the as a
[58:59]
revenue we don't put in as an
[59:02]
expense you know we put it as a but what
[59:05]
if you don't get
[59:07]
it we're sh for
[59:11]
no in
[59:13]
myal life I wouldn't let anybody put let
[59:15]
me put grants in yeah what happen if
[59:17]
people don't pay their taxes you know
[59:19]
well that's
[59:23]
true so that's just something that they
[59:25]
do every year possibly
[59:28]
was we have a couple of things we have
[59:32]
the the stop loss rebate and the that's
[59:37]
good we pay a lot of
[59:41]
M on the on the healthare part I mean I
[59:44]
have no say you're saying it's going up
[59:46]
by 14% higher but across of standard um
[59:50]
across the board is going up like 6 to
[59:52]
8% what is the difference with your 4 4%
[59:55]
going up horses the 68% across I I I
[59:59]
felt that 14% the way we've been really
[1:00:03]
working the last few years we we're
[1:00:05]
probably between 6% and I felt I didn't
[1:00:09]
want to raise the budget 14% where I
[1:00:11]
thought we can get away with ses that's
[1:00:14]
what our our cumulative basis you know
[1:00:16]
what I mean last year I think you were
[1:00:19]
at six around that per last year you
[1:00:22]
were 6% so 14% higher is
[1:00:28]
here some the trends where during Co is
[1:00:32]
we're self-insured paying what the
[1:00:34]
actual uh usage
[1:00:38]
is people weren't going to the doctor as
[1:00:40]
much people deferred procedures and
[1:00:42]
other things so the costs went down now
[1:00:46]
all those things that were
[1:00:48]
deferred are starting to catch up with
[1:00:50]
people so you're
[1:00:53]
seeing just a high utilization is that
[1:00:56]
true y plus you got to remember too
[1:00:59]
we're also hiring more people too more
[1:01:01]
families and uh you know there one one
[1:01:03]
thing too you're hiring police and fire
[1:01:06]
and they're retiring at a young age so
[1:01:08]
what happens so for every every uh you
[1:01:11]
know uh person who retires a family you
[1:01:14]
got four guys on it you're not getting
[1:01:16]
rid of four people because they're under they're under 65 you're
[1:01:18]
still paying for them so you're adding
[1:01:21]
another one so as as people retired it's
[1:01:24]
not the number goes down it goes up
[1:01:26]
because plus especially for Public
[1:01:29]
Service Plus these these the health
[1:01:31]
insurance benefits I mean don't you get
[1:01:33]
that from our
[1:01:35]
analyst you have you have an analyst
[1:01:38]
that makes these recommendations for
[1:01:40]
right yeah yeah you got the the thing I
[1:01:44]
it all
