I'd like to call the ordinance to make
[0:13]
the city council committee meeting for
[0:15]
Wednesday October 18th 2023 and I'll
[0:19]
turn up to Mr M Baron thank you I would
[0:22]
like to reconvene finance
[0:25]
committee and there is one item that we
[0:28]
need to address follow from last
[0:30]
and it has to do with the human resource
[0:33]
department I was to have some questions
[0:37]
for Mr
[0:46]
[Applause]
[0:58]
rard
[1:08]
on page
[1:13]
eight
[1:21]
okay
[1:25]
question
[1:28]
sorry
[1:32]
P you have some questions regarding you
[1:34]
want to go ahead certainly um so I
[1:37]
noticed in the budget when uh Miss Ali
[1:39]
was here that there's two office excuse
[1:41]
me two positions that were removed from
[1:43]
the budget um the positions W removed I
[1:46]
should say that they weren't funded and
[1:48]
they were
[1:49]
the assistant yeah I'm just W about his
[1:53]
office Oh you mean the assist yeah he
[1:55]
having any control over
[1:57]
that so about the fir action um offic so
[2:01]
the uh affirmative action office
[2:03]
clerical Aid and program coordinator
[2:07]
neither of those were funded this year
[2:09]
so um just really want to know from you
[2:11]
that was that was the decision that you
[2:13]
wanted to make or no I I would like that
[2:16]
you reconsider that we've been working
[2:18]
to try to get you know these positions
[2:20]
funded they're very very desperately
[2:21]
needed to assist the work that we're
[2:23]
trying to do in this off of affirmative
[2:25]
action uh we just now completed the U
[2:28]
ining process so we sent one selection
[2:32]
up to the to the mayor's office today
[2:34]
for consideration so you know so that's
[2:36]
up there and also uh it's it's been a a
[2:41]
challenging Jal situation in terms of
[2:43]
affirmative action office and the
[2:45]
Empowerment Center the it were both
[2:47]
connected to what we're trying to do
[2:49]
with the 18 office stre and funded and
[2:51]
all that but since we've had such a
[2:55]
um cost overrun in terms of being able
[2:58]
to get the building done and get
[3:00]
everything on track to make it move
[3:02]
forward it's it's been almost impossible
[3:04]
to say how can we you know get you know
[3:07]
position in that to run the program if we're not sure what we're going to
[3:10]
run the programs out of so that was the
[3:12]
one issue that was you know in in
[3:15]
contention for but we did you know work
[3:18]
through that and I want to come back to
[3:20]
you um to discuss at at another time the
[3:23]
reappropriation you know of the of the
[3:26]
office fund to go more toward the
[3:28]
programming side
[3:30]
and so therefore we're able to serve the
[3:32]
community and do the things we want to
[3:33]
do as opposed to being locked down to
[3:35]
the to the capital infrastructure of the building I want to come back with
[3:41]
that but in terms of the two positions
[3:44]
the critical in the sense that you know
[3:47]
we definitely need help in terms of the
[3:49]
day-to-day operations of what we're
[3:51]
doing down here what tring to do the
[3:52]
service C and you know get the word out
[3:55]
and service and and hold true to the
[3:57]
mission so um has been a process to to
[4:01]
do that together with a lot of people
[4:04]
and you know it's just been hard so we
[4:06]
got we got the first part of it done
[4:10]
ose be ready with the 17 you know move
[4:13]
back forward consideration but in terms
[4:15]
of program we've been doing you know a
[4:17]
lot of things that U require the help
[4:21]
you know you talk about creating U
[4:23]
access to Opportunities um you know word
[4:27]
available in terms of you know what we
[4:28]
have to offer trying to do specifically
[4:31]
toward Workforce Development and
[4:32]
training working with our partners and
[4:35]
you know just trying to develop the
[4:36]
whole program in a quality fashion so
[4:38]
that it's sustainable and deliver the
[4:41]
results that we're trying to do so I
[4:43]
think we'll be able to move forward with
[4:44]
the quality sustainable program and a
[4:47]
product that's going to make the city
[4:49]
proud and we'll be able to deliver what
[4:51]
the uh what the community is asking for
[4:54]
so follow question you said that you
[4:56]
submitted something to the um mayor's
[4:58]
office which one of these positions was
[5:00]
it for for clerical a clerical a um and
[5:03]
it's my understanding that someone was
[5:04]
hired at one point but it didn't work
[5:08]
could you speak to that a little bit
[5:09]
Yeah didn't work state
[5:13]
so out right so it wasn't for lack of
[5:16]
trying you did have someone employed but
[5:18]
they decided didn't have a start they
[5:20]
didn't start they just accepted the job
[5:21]
it didn't start right right
[5:24]
okay all right so but you you have
[5:26]
reached out because I just you know
[5:27]
wanted to ask those questions um because
[5:29]
I just want to be frank that um we were
[5:32]
told that that there had been you had
[5:34]
been submitted several applications but
[5:36]
not had not considered any of the people
[5:38]
well we we've considered a lot I mean
[5:39]
we've been you know it's a process you
[5:42]
know um you get you know 10 20 app kid
[5:45]
you call them all you know you know the
[5:47]
bo don't answer don't show up or
[5:49]
whatever you know so that process and
[5:50]
some don't work out but you know we've
[5:52]
been going through that process and um
[5:55]
you know I'm very comfortable with what
[5:57]
you know we've come out with to you know
[5:59]
to get this
[6:00]
started um so my last question if if
[6:04]
between these two positions has neither
[6:06]
one of them have been funded this point
[6:07]
and if you said if we said like we can
[6:09]
only fund one or the other um from your
[6:12]
perspective as the person who runs the
[6:13]
office which would you have chosen well I I have to go with the data uh you
[6:20]
know the data entry person because
[6:21]
that's you know what we're getting B
[6:23]
down the most you know so much is coming
[6:26]
in just keeping up with things so that's
[6:28]
you know that's one thing
[6:30]
the other position is important too
[6:32]
because um there's a lot of support that
[6:35]
we get from within the current
[6:37]
administration of the city that ABS a
[6:40]
lot of those things that typically would
[6:42]
not be done you know specifically Sil
[6:45]
Heth minist in terms of grant writing
[6:47]
and identifying Grant
[6:49]
opportuni um connections and
[6:51]
relationships with the partment that
[6:53]
we're trying to work with on Country the
[6:54]
college uh the school district U you
[6:57]
know all these things uh it takes time
[7:00]
you know a year ago we started working
[7:02]
on M with the school district to talk
[7:05]
about a Workforce initiative so that's
[7:07]
been last September here we are this
[7:10]
year we just not getting to the point
[7:12]
where they're coming back with their
[7:13]
draft or what they want to move forward
[7:15]
so everything just takes a very long
[7:18]
time and the uh and we need to be in a
[7:21]
position to go after the fun we need to
[7:23]
go out to the gr so we can sustain the
[7:25]
programs once we you know get them done
[7:27]
so we do talk with funders you poti fund
[7:31]
that's working with talking with you
[7:35]
know the district you know what
[7:36]
resources can they bring there um know
[7:39]
we talking Community College you know
[7:40]
they work with us
[7:43]
Workforce program what can they they do
[7:46]
so you know many things that they can do
[7:48]
uh you know retrospect is you know maybe
[7:51]
like noncash you know transactions but
[7:54]
if they consist with staff for example
[7:56]
in the col they do like all the
[7:57]
screening and taking the applicants and
[8:00]
all that but it's tax in on them to keep
[8:03]
up a keep up people so you know we do
[8:08]
what we can to you know make it happen
[8:10]
and you know keep doing and then we
[8:12]
still you know go to outside resources
[8:15]
looking for funding so um we were talk
[8:18]
for a whole year with a group that want
[8:20]
to support the you know the Empowerment
[8:22]
Center you
[8:23]
know and they will you know they would
[8:25]
come you know with some you know
[8:26]
significant funding but they didn't want
[8:28]
to get involv with the capital P you
[8:30]
know nothing to do the building with
[8:31]
programing you
[8:34]
know you know something that we you know
[8:38]
what happen What going on but you know
[8:40]
it's conversation like that is why this coordinating piece becomes critical
[8:45]
somebody strong enough to have those
[8:48]
conversations and you know and sometime
[8:51]
you know we're not as as St to the
[8:53]
traditional routes you know we don't
[8:55]
have those relationship we have to build
[8:57]
these relationships and just simply
[8:59]
takes time so we need the help of these
[9:02]
people to make it happen thank you go
[9:06]
ahead please so would you say that the
[9:08]
program coordinator is more focused
[9:11]
towards the Empowerment Center and the
[9:12]
work that will be done um once that
[9:14]
Center opens well no no well you know
[9:17]
just service doing the program so I
[9:19]
think we can do the programs without
[9:20]
having a building so we'll just make the
[9:22]
program work so for example we have the
[9:24]
skills training program the next core
[9:27]
starts next week 23rd
[9:29]
and then after that we have the business
[9:32]
uh Workshop we're doing like a business
[9:34]
Workshop series and um you know things
[9:38]
you know like for the years we trying to
[9:39]
do something like each month to you know
[9:41]
keep the activity going and make it
[9:43]
happen and the two ironically go hand in other words we train people so
[9:49]
let's say that we run 150 people through
[9:52]
the skills training program and at the
[9:55]
end of the day we you know having
[9:57]
trouble getting in place you know we we
[9:59]
priorities to get them plac within the
[10:00]
city but you know we're not getting them
[10:02]
here so it's just hard so we need to
[10:04]
build the capacity of small businesses
[10:07]
that have the opportunities to take them
[10:09]
on so we have to you know do them both
[10:12]
at the same time so we're working to
[10:13]
build a capacity small business and you
[10:15]
know being part of the mission and
[10:18]
enthusiasm that's going on within the
[10:19]
city and uh and ultimately create the uh
[10:23]
you know create the jobs and and we do
[10:25]
have a disconnect you know um you he Day
[10:28]
about
[10:30]
people looking for for employees they
[10:32]
said we can't find where are they you
[10:34]
know and you know we have it here and
[10:36]
but yes when you go two blocks up you
[10:39]
talk to I can't get an interview or why
[10:41]
can't I get this or you know and these
[10:44]
are the realities that we we deal with
[10:47]
and we talk about things in a a true
[10:51]
public private kind of relationship you
[10:53]
know you know we have to do them both at
[10:55]
the same
[10:58]
time
[11:01]
Mr cardal So currently the work are
[11:03]
being done by
[11:04]
you Miss K
[11:07]
right so do you have any backl in terms
[11:10]
of reviewing the of the compliance
[11:14]
report I mean it all become Challen you
[11:16]
know it all become tax you know because
[11:20]
chase down what um you know it's happen
[11:23]
with the projects and you know get
[11:25]
reports in you know you get it done you
[11:27]
know so we get it done
[11:29]
but we would like to be on the proactive
[11:32]
side to um you know de able to be why
[11:36]
you if you have chance get in there
[11:42]
and how many grants did you submit this
[11:45]
year and what are what's the status of
[11:46]
those grants well in the past 12 months
[11:49]
I said you submitted like three GRS one
[11:52]
to the state to the federal um we didn't
[11:57]
get got close we did the year before the
[12:01]
year before you know we submitted about
[12:03]
the same and you know we didn't get any
[12:06]
you know we didn't get anywhere with it
[12:08]
this we we got a lot closer you know a
[12:10]
lot of feedback in ter of you know what
[12:13]
consider part somebody you know those
[12:15]
type of things so
[12:16]
we we did get small from National
[12:21]
GD we did apply through the state
[12:24]
through the you know Workforce
[12:26]
initiative you know and some of those
[12:28]
things are still
[12:29]
pending but um you know we working we're
[12:32]
working out with the um you know
[12:34]
Workforce Development Institute and
[12:36]
requirment of Labor so they have um
[12:40]
that's s task what we're doing with our
[12:42]
Workforce program
[12:44]
where the negotiation is once they
[12:47]
complete out five six program that they
[12:50]
will go into the next level which would
[12:52]
be like a Preen program so trying to you
[12:55]
know bridge that Gap so um how many how
[12:58]
many programs did you run this year and
[13:00]
how many students went through it this
[13:03]
is weally run like about TOS for year so
[13:08]
this is going to be the third cohort
[13:11]
this
[13:12]
year next and how many students 15
[13:17]
typically we start 15 e we got probably
[13:20]
12
[13:24]
11 goad please so are you are you able
[13:28]
to utilize is the um grant writer for
[13:30]
the city to write your grants or who
[13:32]
writes your grants for you been write
[13:35]
most of and we do you know we have work
[13:37]
with Su you know through the
[13:39]
city been writing the ones that we've
[13:45]
been but she's not really she's not part
[13:47]
of your department she works in a
[13:49]
different department but she's assisting
[13:50]
yours thank you she's part of she works
[13:53]
mostly with development mostly with
[13:55]
development yeah okay but you know
[13:56]
actually she does gr for the city done
[13:59]
police she's done Finance she's done
[14:01]
other did she do want help you with
[14:05]
ch oh noard no I was asking about oh
[14:09]
yeah no I'm just saying also s lomard
[14:12]
help okay and we have talk you know Su
[14:16]
you know like you know what to go after
[14:20]
that you know so we have VI
[14:23]
but you know just one identify
[14:31]
put
[14:35]
resources thank
[14:38]
you any other question for Mr
[14:42]
Gard thank you
[14:45]
sirate thank you have a
[14:57]
good
[15:09]
thank
[15:13]
[Applause]
[15:27]
you
[15:35]
[Applause]
[15:37]
so before you it's a it's a combine of
[15:39]
all the proposed changes
[15:42]
so give you a couple minutes to go
[15:44]
through them and then we'll go through
[15:45]
them
[15:46]
individually discuss it and move
[15:57]
forward
[16:04]
you
[16:08]
Happ I'm just hiding it want me to read
[16:11]
on your paper
[16:16]
sure doesn't really explain
[16:27]
it
[17:27]
for
[17:48]
[Applause]
[17:54]
this is the most Curr
[17:57]
year
[18:22]
[Applause]
[18:27]
okay
[19:27]
sh
[19:33]
[Music]
[19:46]
where
[19:46]
your I'm not
[19:57]
inside
[20:24]
3
[20:25]
days oh my God sorry
[20:41]
you can just have to say
[20:46]
[Music]
[20:57]
be
[21:00]
okay so we'll just go through um each
[21:02]
item and first section is revenue the
[21:07]
question Mr ferari is to explain the
[21:09]
real property tax collection here to
[21:11]
date on the first princi you have given
[21:14]
to us and the one today the number
[21:16]
remain the same despite the fact that
[21:18]
collection was ongoing say again please
[21:21]
real property tax collection you know
[21:23]
the monthly stus I give you every every
[21:25]
month if you read the bottom you know
[21:27]
the way our books the way the computer
[21:29]
works is that we figure we achieve 100%
[21:32]
but in actuality we were receiving about
[21:35]
93% it's increasing every year so you
[21:38]
receive about 93% collection on that
[21:40]
line
[21:43]
yes the next one can you explain to us
[21:46]
um the sales tax and growth for 2024
[21:49]
yeah so we increased the sales tax by
[21:52]
million dollar over the high share uh as
[21:54]
we see even
[21:56]
though you know uh you know hear about
[21:59]
the economy going up for the cost
[22:00]
everything is up especially gasoline
[22:03]
we're getting all those sales tax
[22:04]
increases so we're looking forward on
[22:07]
that so you think million a million
[22:09]
increase from 2023
[22:13]
is is that conservative two yes yes I
[22:18]
think it is should it go up a little bit
[22:20]
more I I I would not put it up
[22:24]
anymore excuse me John can you tell us
[22:26]
the line number sorry sorry revenue is
[22:29]
on Revenue page
[22:32]
one uh a11
[22:35]
a one0 got it
[22:39]
yeah
[22:41]
sorry put
[22:44]
together so it's conservative but
[22:47]
recommend stay the million yeah million
[22:49]
pleas and the next one can we walk us
[22:51]
through the last Revenue you had given
[22:54]
us a statement here what
[22:56]
kind that's for the benefit
[23:00]
of
[23:05]
sure the
[23:07]
next the we talking about the
[23:10]
6.6 million 6.6 million yes yeah that is
[23:15]
just to basically balance the books and
[23:18]
uh that's what we have left over uh for
[23:20]
our l l Revenue that was a calculation
[23:24]
of um
[23:26]
5.2% uh what we received uh from the
[23:30]
aror monies um so we do that calculation
[23:33]
and I believe I sent everyone that sheet
[23:37]
uh that shows uh the amount uh uh we
[23:40]
actually received um but 6.6 million is
[23:44]
what is left over and U that's just
[23:46]
going to be filling the gap between our
[23:47]
revenues and our
[23:52]
expenditures any question on this so 6.6
[23:55]
is what we have left in arpa and that's
[23:58]
what that figure represent l so you're
[24:01]
using that yes to cover our loss of
[24:03]
Revenue
[24:04]
correct and it could be we're not going
[24:06]
to use it all like even like what we
[24:08]
used last year we may not use it all
[24:10]
this
[24:19]
year are you good with that you go okay
[24:25]
so we'll uh move to the next item the
[24:27]
next one is a
[24:29]
101-100 city council there's a proposal
[24:32]
for a 16% increase of city council
[24:36]
member open for
[24:41]
discussion sorry I brought this forward
[24:43]
and so as you can see um I researched so
[24:47]
the council hasn't received a increase
[24:50]
siphon since 2002 and um we it's
[24:53]
increased our duties have increased
[24:55]
overall uh including doing the budget
[24:57]
which is has increased over the years so
[24:59]
uh at this point in time I was just
[25:00]
putting forth that um to increase the
[25:02]
stien for the city council members while
[25:05]
at the same time um considering the uh
[25:08]
outside Council which we had put in and
[25:10]
reducing that since we had not used it
[25:12]
but leaving um some of it in place
[25:14]
15,000 in order to just in case we
[25:17]
needed but not
[25:19]
um but not take but but taking some of
[25:22]
it away um from the 25,000 that we had
[25:24]
originally
[25:26]
budgeted
[25:30]
open
[25:31]
question go ahead please so I would not
[25:34]
support as I as I've mentioned the
[25:36]
increase for city council um I don't
[25:38]
think that that's really why we're here
[25:41]
um doing the job but I also recommended
[25:44]
that I think we should take out the
[25:45]
entire 25,000 for the outside Council as
[25:48]
we discussed last year I mean I think
[25:50]
that um most of us um use our
[25:54]
Corporation councel for any questions
[25:56]
that we have and folks in the
[25:58]
Corporation Council Office uh for
[26:00]
questions that we have um when they come
[26:02]
up so I just as we discussed last year I
[26:06]
again do not think that we need that um
[26:08]
in the budget at
[26:11]
[Music]
[26:17]
all any other discussion on this item no
[26:21]
I mean I understand your position so I
[26:22]
mean so if it fall goes through and you
[26:25]
know you could stand on principle and
[26:26]
then if you you know feel like it's not
[26:28]
something that you would want to take I
[26:29]
understand
[26:36]
that you got a question on this I we'll
[26:39]
move to the next one 8
[26:42]
10144 I'm that's kind of like linked to
[26:44]
the one before M propos increasing
[26:47]
outside legal service by
[26:54]
$10,000 H yeah it's it's currently 25
[26:57]
5,000 so this has been asked to reduce
[26:59]
it to to
[27:07]
15,000 any discussion on
[27:11]
this again I just don't think that we
[27:13]
need it even the 15,000 but I would
[27:16]
reduce it to
[27:20]
zero any other comments on
[27:25]
this sorry go ahead please
[27:28]
I would just say based on a preparedness
[27:31]
standpoint I definitely understand that
[27:32]
our Corporation Council is willing and
[27:34]
able to do this types of work but I
[27:36]
think just because there's not an
[27:37]
immediate use does not deter you from
[27:40]
having these types of budget items as a
[27:42]
just in case resource I think having it
[27:44]
for another year to see if we are going
[27:46]
to potentially utilizing it then I think
[27:47]
I'd be more in favor of assessing uh
[27:50]
it's uh long-term uh implications as a line
[27:56]
number any other
[28:00]
discussion seeing none we'll move to the
[28:02]
next item is a 12
[28:06]
10-100 and that's adjusting the
[28:10]
admin
[28:12]
assistant so the current 2023 salary of
[28:23]
57392 open for
[28:26]
discussion
[28:29]
well you're not very
[28:32]
consistent you give the
[28:36]
uh Parks director
[28:39]
4% and you don't give anything
[28:55]
here go ahead please
[28:58]
I would just say there's blatant
[28:59]
differences between a director and an
[29:01]
administrative assistant no slate to
[29:03]
either position because they're both
[29:05]
vital to the seols long-term
[29:07]
plans you can't use reasoning for one
[29:10]
and not for the
[29:13]
other go ahead um as I believe there was
[29:16]
a there was a 4% increase in this line
[29:18]
item from last year's budget to the
[29:21]
20123 and then it was vacant for a while
[29:24]
and um this person came in very very
[29:27]
recently so um I I I mean generally a 4%
[29:32]
increas is is um like over something
[29:37]
that's that hasn't been has been a long
[29:39]
time and let me just also say I looked
[29:41]
back and there was in 2020 between 2020
[29:43]
and 2021 there was like no increase in
[29:45]
this line whatsoever so This Is Not
[29:48]
Unusual it's not like it's never
[29:49]
happened before because when we P when
[29:51]
the 2020 and 2021 budget was passed
[29:54]
there was also not an increase in that line
[30:00]
any other
[30:05]
discussion I'm
[30:07]
sorry just not
[30:09]
really some people go upstairs well I do
[30:12]
want to say I think the parks director
[30:14]
was hired um in February perhaps I mean
[30:18]
um so I think that that person has been
[30:20]
in their position for almost a year or
[30:22]
you know certainly by the time the um
[30:25]
but the I don't know when the ad
[30:27]
assistant was uh hired
[30:30]
so it probably was very recently but I
[30:34]
think maybe July maybe August and but
[30:36]
very recently
[30:40]
yes any other
[30:43]
questions we'll move to the next one uh
[30:45]
a13 plan
[30:48]
100 uh question on the proposal is to
[30:50]
increase a deputy Finance commission
[30:53]
position to
[30:56]
$80,000 currently it's 78 so they
[31:09]
bumping I know
[31:17]
him there there's a currently 78 bu for
[31:22]
proposed budget has about
[31:24]
78,000 we asked him to bring that 80,000
[31:28]
and there's a little bit of reason for
[31:29]
that there at the
[31:32]
bottom I don't want I don't not SE fin
[31:36]
retirement that's it
[31:40]
but make
[31:41]
it I didn't want to say it but you know
[31:44]
how F to be doren's customer
[31:56]
there
[32:11]
ohes want to make sure we have
[32:13]
succession plan in this department to
[32:16]
our city
[32:19]
and years so we want to make sure the
[32:21]
transition happen and the deputy is
[32:24]
equipped to carry on and we need to um
[32:28]
you know put that in place as you see D
[32:31]
does a great
[32:32]
job he listens he change well and
[32:35]
hopefully it's going to continue to even
[32:37]
grow even
[32:39]
more any question on
[32:43]
this okay the next one
[32:46]
here the assess um this
[32:50]
a355
[32:52]
100 assessment
[32:55]
office the s was um in front of us a
[32:58]
couple of days mentioned to us that
[33:02]
um he took um this you know Eng assessor
[33:06]
exam pass the first Tri and you know she
[33:10]
has a top certification and this was a
[33:12]
two part question because there's one
[33:14]
here and then there's another one in the
[33:15]
back it's going to combine all two
[33:17]
together and we had the opportunity to
[33:21]
from her and I think that um we should
[33:24]
um you know put some consideration in
[33:26]
place
[33:27]
to compensate her for certification and
[33:31]
the qualification that she has she did
[33:34]
mention that she has the only one in the
[33:36]
New York State have qualification I'm
[33:38]
not
[33:40]
mistaken something close to that
[33:43]
yes go ahead pleas I was going to say
[33:46]
professional development is something
[33:48]
that is uh needed in every organization
[33:50]
and I think it's our responsibility to
[33:52]
make sure that we properly incentivize
[33:54]
that that a no way shape or form means
[33:56]
giv people um 100% raise increases but I
[34:00]
think that as they start to add more
[34:02]
knowledge skills and abilities to their
[34:04]
skill set uh City Hall is able to be
[34:06]
more um effective in its businesses
[34:08]
within that individuals
[34:12]
scope we did ask for documentation I
[34:16]
think attach to the
[34:20]
today her is 93 she requested
[34:25]
933 you have this
[34:30]
k64 more
[34:35]
than
[34:38]
bu64 oh 1,64 got
[34:55]
it
[35:17]
So currently the proposal is um 91
[35:22]
936 and she requested 93,000
[35:44]
can I would support
[35:51]
that there not much of a difference from
[35:53]
the proposed budget and what is being
[35:55]
asked from the Department next item is a420 D100
[36:08]
law proposal is high power legal and
[36:12]
then there's an N that's why the
[36:14]
suggestion is being brought
[36:25]
forward
[36:27]
go ahead please I would like to ask if
[36:29]
Mr Mr colon could weigh in on
[36:32]
this um thank
[36:35]
you um we do anticipate that one of the
[36:37]
parktime attorneys um who's been working
[36:39]
for us for quite a while now um will be
[36:42]
leaving um at the end of the year full
[36:45]
retirement um he's already retired from
[36:49]
the DA's office and um he's been doing
[36:51]
phenomenal work for us in fact we
[36:54]
actually had a judgment today in court
[36:56]
from a trial over
[36:58]
$100,000 F in sus um this a case that he
[37:02]
handled um as it's noted here we do have
[37:06]
unfilled assistant Corporation Council
[37:07]
positions obviously we're trying to fill
[37:10]
those positions um you I don't know what
[37:14]
will happen in 2024 as a plus to the
[37:17]
other administrative staff um know we
[37:21]
get a lot of oil requests obviously as
[37:23]
you all know and technology has changed
[37:25]
um where we now cam so there's more
[37:27]
redactions to do and more video to
[37:29]
review and all of that and that consumes
[37:31]
a great deal of time uh there'll never
[37:33]
be a shortage of notice of claims that
[37:35]
are filed against the city um and Code
[37:38]
Enforcement cases that come up um from
[37:40]
the building department for us to
[37:41]
prosecute and um having obviously you
[37:45]
know if we can't fill the assistant
[37:47]
Corporation Council positions um there's
[37:49]
always going to be a need for additional
[37:51]
support staff um we have two paralal
[37:54]
currently in the office who don't don't
[37:56]
have the title paralal um they have code
[37:59]
enforcement specialist and record access
[38:03]
officer um having a paralal could
[38:05]
provide additional assistance um to
[38:08]
handle closings drop documents um things
[38:11]
along those lines um so that the
[38:14]
attorneys that we do have can you know
[38:17]
um essentially do the the things that
[38:19]
attorney only attorneys can do go to
[38:21]
court um and so
[38:25]
forth what would be an average salary I
[38:29]
there's no there's no salary attached to
[38:31]
that recommendation so yeah it's Guided
[38:33]
by I believe it may fall under um that's
[38:36]
a this open question I don't I don't
[38:38]
know if it falls under
[38:39]
CCA I believe it does so there would be
[38:43]
a grade associated with that in steps
[38:45]
and so
[38:51]
forth and one more question there
[38:54]
because you did mention when we met um
[38:56]
that that the other two positions were
[38:58]
doing paralal work um
[39:02]
so basically there they would be moved
[39:06]
from doing paralal work or they still
[39:08]
would do paralal work it's just Within
[39:10]
These one with
[39:11]
codes
[39:13]
they um they do the work that they're
[39:17]
required to do for the job description
[39:20]
um they used to be par illegals they
[39:23]
have those other job titles now so
[39:25]
they're doing things specific to those
[39:27]
job titles a paralal would have to
[39:30]
follow the description that would be
[39:32]
provided to the Civil Service since it's
[39:34]
a civil service position uh that said
[39:37]
the two people that are currently um in
[39:40]
those positions don't do real property
[39:42]
work they don't do closings they don't
[39:43]
have that experience um and it doesn't
[39:46]
now fall within their job descriptions
[39:49]
um par legal would be able to do that
[39:52]
work the closings
[39:54]
right and then you know ideally we would
[39:57]
look to somebody specific to handle that
[39:59]
type of work you know to fill the voids
[40:02]
that we currently
[40:04]
have do you think it would be easier to
[40:07]
fill the power legal position the
[40:10]
attorney
[40:11]
position I don't know if I can answer
[40:13]
that since we haven't you know um
[40:16]
created that position to you know know
[40:18]
who's test you know who's been testing
[40:20]
for it um you know an attorney position
[40:23]
is you know a little different because
[40:25]
it's you know management
[40:27]
um doesn't have civil service
[40:32]
requirements go ahead please and I'm
[40:35]
going to say I appreciate your candidate
[40:36]
absolutely having more attorneys is more
[40:38]
appropriate you can use them uh more
[40:40]
seamlessly but definitely I think my
[40:43]
position would be how do we get you the
[40:45]
proper support and it seems that you're
[40:47]
more or less open to that so I I think U
[40:51]
understanding how can we get you the
[40:52]
bodies that you can best use to support
[40:54]
this uh legal burden more than
[40:56]
appropriate and then definitely making
[40:58]
sure we don't permanently close those
[41:04]
lines any other question on
[41:08]
this all right now we move
[41:14]
on you resource I think this is
[41:17]
answer by Mr
[41:19]
Gardner well I'm not go ahead please I'm
[41:23]
not sure if he answered the question why
[41:25]
it wasn't funded think he was more
[41:27]
answering did he need it or not that's
[41:30]
what that's what I heard from him um but
[41:33]
so and I'm not really sure if we
[41:37]
ever I'm not sure if Miss Ali really
[41:39]
said why it wasn't
[41:40]
funded I'm not because we gave him all
[41:44]
we gave over 20 applications they never
[41:47]
filled the
[41:48]
position yeah we did have discussion
[41:50]
around that where there's other unfilled
[41:53]
positions um so he did state today that
[41:55]
he needed so I I I guess the discussion
[41:57]
becomes you know do we fail one or both
[41:59]
of those positions and there was someone
[42:01]
who was off of the position but then got
[42:03]
a better position so they never actually
[42:05]
took it so it's not like there was
[42:07]
nothing done so I guess it's start yeah
[42:11]
well I I think that happens a lot
[42:12]
depending on if you got a better salary
[42:13]
then you just you know you take the
[42:15]
better salary the effect pattern
[42:17]
deviates from what was articulated here
[42:19]
would be a Personnel issue Council have
[42:22]
to move into executive session be
[42:24]
briefed on that okay thank you so so
[42:27]
let's put
[42:28]
this executive session y
[42:38]
absolutely
[42:42]
okay let's move on to the next one
[42:44]
that's
[42:47]
a623
[42:49]
and4 utility admin explain the signal
[42:53]
superintendent payou that's actually for
[42:55]
two two people that's
[42:58]
for that's where the mixup is kind of
[43:00]
like yeah for the signal superintendent
[43:02]
and the principal so you have like a
[43:05]
break down light so kind of
[43:08]
like so it's kind of
[43:11]
like it doesn't look like there is one
[43:13]
individual that is stand for two
[43:17]
yeah Mr mad but I don't think there's
[43:19]
any um I personally don't think there's
[43:22]
any discussion there I mean you can
[43:23]
correct me if I'm wrong but if you have
[43:25]
to pay it out you have pay it out right
[43:26]
isn't that a contractual correct noding
[43:30]
yeah I think the question is
[43:33]
understanding as to the accumulation of
[43:36]
the unus si le and vacation time well as
[43:39]
you can see as you see the people that
[43:41]
are involved have been here like myself
[43:44]
back in the 80s when that was the
[43:46]
contractural thing as you see as as the
[43:49]
years went along uh the contract has
[43:52]
changed excuse me the contracts have
[43:55]
changed so so that now
[43:58]
uh want to correct you there's no
[44:01]
contract invol it's the terms and
[44:04]
conditions that are adopted by the city
[44:06]
council Council had those in place that
[44:09]
made those
[44:12]
correct go ahead please um so I remember
[44:16]
something similar to this I was not on
[44:17]
the council at the time um Chief far
[44:20]
that that was back so was back in 2011
[44:22]
where um there was something about him
[44:25]
his payout for him leaving and as I
[44:28]
remember there was some conversation
[44:30]
about as M fact mayor you were the
[44:31]
council president then um about that
[44:34]
changing so that something like that
[44:36]
didn't happen again I distinctly
[44:38]
remember that um so I was just wondering
[44:41]
so that's actually a different thing
[44:44]
that's Public Service benefits well they
[44:46]
were
[44:48]
allowing to collect overtime to
[44:52]
compensate for what he felt
[44:54]
was
[44:56]
something that he a benefit he didn't
[44:59]
get because he had taken a job of Scotia
[45:01]
and came back here and that's when we
[45:04]
put it on the
[45:05]
ballot so there was a Amendment to the
[45:09]
Charter that the voters voted in
[45:13]
where and that was the department head
[45:16]
of the finance director was working that
[45:17]
out prior
[45:20]
Administration uh there was some
[45:22]
question whether not they could do it or
[45:25]
not do it and we took it to the voters
[45:27]
so that the sole discretion for those
[45:29]
things is the city
[45:31]
council which was approved
[45:34]
in November
[45:36]
2011 and just want to mention too the
[45:39]
public service managers have a different
[45:41]
uh benefit benefit package then other
[45:45]
managers I just want to make sure that
[45:47]
this plan is I mean that he falls that
[45:49]
there was no Amendment no that I think
[45:52]
uh we sent you the copy of the good
[45:56]
everybody has a copy of that yes
[46:02]
okay so thisp a separate
[46:11]
docum again it's for two
[46:14]
people I didn't think I got
[46:18]
that no
[46:24]
not
[46:28]
any other question on
[46:31]
this the next item is a 1989 495
[46:38]
a-2 a miscellaneous andri expense the
[46:42]
request is
[46:44]
to remove the mayor's recruitment
[46:49]
fund and the other one is a contingency
[46:52]
is to explain the 6,000 movements
[46:56]
and the actual if you look at the actual
[46:59]
there the 60,000
[47:24]
movement
[47:41]
exp I think on the last time you gave us
[47:43]
so here
[47:46]
on you gave it to us the last time I
[47:54]
think
[48:13]
do should be in
[48:18]
expenses well give the year to dat right
[48:24]
yes
[48:29]
so be just for the revenues John
[48:32]
requested this was the one that you gave
[48:34]
out last week and I thought I saw it
[48:39]
here I'm not
[48:54]
it
[48:56]
transfer adjustments I I have to check
[48:58]
that out I
[49:00]
exactly
[49:04]
yeah I sent um a corrected Year date to
[49:08]
the council
[49:15]
email
[49:18]
18 I'm sorry that was what it was that
[49:22]
was the year the adopted budget right
[49:26]
in to dat gotcha gotcha I know I saw it
[49:30]
was it was there an explanation I I
[49:33]
didn't I didn't hear either he said he's
[49:35]
not sure have to look I yeah he has it
[49:38]
but he's not sure okay I see it I have
[49:40]
to look you want I guess I'm not really
[49:43]
understanding the question can you just
[49:44]
tell me what you mean by the question an
[49:46]
error it's an error this could be an
[49:49]
error yes yeah yeah that's where the
[49:51]
question was asked why was it $60,000
[49:53]
removed from the contingency by
[49:56]
a reduction we don't see where it
[49:59]
doesn't I can find it
[50:01]
okay oh you're looking at something that
[50:04]
I don't have I
[50:05]
see we adopted 360 is that what you're
[50:09]
saying yes we did yes 300 I think the
[50:12]
300,000 it says 300 yes but it was
[50:15]
reduced by 60,000 in the actual okay
[50:18]
gotcha so
[50:22]
want I'm guessing that's a
[50:26]
hope it's an so he just have well
[50:28]
contingency what was it used to pay for
[50:30]
could have been taken out we use it for
[50:32]
you know lot of demolitions any fires uh
[50:36]
any you know uh uh IRS fees or any uh
[50:40]
Government taxes and stuff like that you
[50:42]
know so you want to look it up now or
[50:48]
you see where
[50:51]
transfer I don't think this is the
[50:54]
material change anything this is just a
[50:57]
qu no no I
[50:59]
think yeah we'll send it here
[51:04]
yeah it was just an observation to make
[51:06]
sure I an error to correct it back and
[51:09]
put it back in
[51:13]
place any other
[51:16]
questions okay we'll move to um actually
[51:19]
backing up a little bit so
[51:23]
I I think we were told the mayor recruitment funds
[51:28]
wasn't necessarily just mayor
[51:30]
recruitment funds um so one of the
[51:32]
things I was suggesting was just
[51:33]
changing the name of it but I don't know
[51:34]
about removing the money because the
[51:37]
money actually was used by other
[51:38]
departments I believe right right we we
[51:41]
moved it into contingency because uh
[51:44]
when it was in the mayor's budget we
[51:45]
were told that the only could be used
[51:47]
for the mayor's budget so that's why we
[51:49]
moved into into miscellaneous you moved
[51:51]
it into miscellaneous miscellaneous yeah and that was this that was what it
[51:56]
was called so we kept it that name you
[51:58]
know so again how much I just don't know
[52:02]
that we should remove the 15,000 is all
[52:05]
I'm saying but we could change the name
[52:07]
just a recruitment fund was something
[52:08]
that we talked about the other
[52:10]
night yeah I had that on my
[52:13]
questions what was it what was it before
[52:17]
I I think this when this was put in
[52:21]
place
[52:24]
May
[52:25]
15000 when went to use it so we couldn't
[52:28]
use it for
[52:31]
anybody just it ca confusion the other
[52:34]
evening because it was called mayor
[52:35]
recruitment funds all I'm suggesting is
[52:37]
that we change the name to recruitment
[52:39]
funds and leave it where it is at 15,000
[52:41]
in that miscellaneous line because I
[52:44]
think it was explained to us the other
[52:45]
evening that it is
[52:47]
used um for other areas not the mayor's
[52:50]
office correct
[52:54]
okay go ahead please so um look as I see
[52:58]
it wasn't none of it was used last year
[53:00]
according to this and um and what they
[53:04]
said was they moved it there because
[53:05]
this we're talking about next year's
[53:07]
budget so it's not that it's already
[53:08]
being used it has the opportunity to be
[53:10]
used correct but last year there was
[53:11]
none used I mean I won't call it last
[53:14]
year I'll call it this year one of the
[53:15]
reasons was that because it was under
[53:16]
the mayor's budget there we were told it
[53:19]
can only increase it for the mayor's
[53:22]
budget people and we're like no we
[53:24]
wanted to use it for
[53:25]
other people you anybody that we H it
[53:28]
was clear the legislative intent was to
[53:30]
allow sen to hire people Citywide not
[53:34]
just in the mayor's
[53:37]
office there were no cases where we used
[53:40]
it because we
[53:42]
had uh periods of time where line items
[53:46]
were vacant so anytime where the salary
[53:49]
was increased there was money within
[53:51]
that line so we stayed within the
[53:54]
approved budg budget
[53:57]
and you know going forward you want to
[54:01]
take that out take it out you know
[54:03]
situation comes up where I need more
[54:04]
money I'll come back to end something
[54:06]
but at this point you know we've worked
[54:08]
within the adopted budget to can make
[54:13]
things work and overall hiring has just
[54:15]
been difficult to find
[54:17]
people across the board it's not we
[54:21]
don't have enough money we don't have
[54:24]
enough
[54:26]
candidates
[54:27]
okay any other a question on
[54:34]
that see now we move to
[54:36]
[Music]
[54:38]
a989
[54:39]
499 and that has to do with a senior
[54:44]
center there's a recommendation here to
[54:47]
fund all the Senor Center under this
[54:51]
line including the the one that is
[54:55]
currently funded on on this line and
[54:58]
add AOH under this line
[55:03]
also at
[55:05]
808 anent order of
[55:10]
H
[55:12]
so goe so what you're suggesting with
[55:15]
this is that rather than the Hibernians
[55:18]
having to apply for cdpg funds that
[55:20]
would be out of the operating budget
[55:22]
that's
[55:23]
correct so all all the senior cies on
[55:26]
those one
[55:30]
L so would you want to make the total
[55:32]
budget be it will be whatever was um
[55:37]
think it's 45 you'd have to add $49,000
[55:40]
I think to that you had you had a
[55:42]
revision yes well the Catholic Charity's
[55:45]
budget is 60,000 for the year
[55:47]
2024 and then I think oh I think that
[55:52]
the senior centers from the Hibernian
[55:54]
gets on I think I think 20,000 from cdbg
[55:57]
and they were going to be short 14 so
[56:00]
yeah that was we have reserve on the
[56:03]
cdbg to cover the isn't that yes I think
[56:08]
D sent that to you
[56:09]
today you
[56:12]
those yeah um there's two line items
[56:16]
through CBG currently um one was
[56:19]
budgeted for 18,000 AG 46 we have about
[56:23]
5.6 pay left the other one was uh 3,000
[56:27]
we still have that 3,000 change
[56:31]
available so 8,000 Al together
[56:35]
9,000 8,000 or
[56:37]
9,000
[56:40]
approximately I agree with what you're
[56:42]
trying to do
[56:44]
there with the exception I would
[56:48]
recommend that we use already approved
[56:51]
cdbg
[56:52]
money uh which won't quite conform to
[56:56]
the calendar year so some of this would
[56:58]
go into next year and then really in the
[57:01]
25 budget we would then say put it all
[57:06]
out of General funds but we use
[57:08]
whatever's already been approved through
[57:10]
the cdbg process to fund the hians or
[57:16]
the other meil sites and then make up
[57:20]
the difference with the general fund
[57:23]
appropriation that make sense to me
[57:26]
which would mean that we would still
[57:27]
need to add a little bit money to this
[57:29]
budget line if the big question is the
[57:34]
documentation and getting all the
[57:37]
support and volunteers to continue the
[57:40]
program it's very difficult for them um
[57:44]
so they they're
[57:46]
struggling but I think they've got
[57:48]
everything in order
[57:49]
for this year and
[57:53]
if we need something we're going to make
[57:56]
up the
[57:59]
difference I don't think but I want to
[58:01]
use the money ins out of
[58:03]
[Music]
[58:04]
CVG
[58:09]
first okay how is the other Senior
[58:12]
Center doing I mean they told
[58:15]
that posi things right I did write to
[58:18]
them um and she was supposed to get me
[58:19]
something today but she did not um I
[58:21]
asked her for a written report I
[58:23]
indicated the questions that you all had
[58:26]
um and she did she was going to get it
[58:29]
today but I didn't get it today so
[58:31]
before today I asked her for it Jen we
[58:34]
the AOH site might be in a deficit we
[58:38]
haven't expended on these other sites so
[58:41]
there's enough
[58:42]
money on the table that I believe I have
[58:46]
the authority to match up to pay those
[58:49]
bills and then just going forward is
[58:51]
what we have in place for next year
[58:55]
I I think that's exactly you're trying
[58:58]
to get yes go ahead so I mean yeah I did
[59:01]
and Mr pal many also uh wrote it back
[59:03]
because I had the wrong date of our next
[59:06]
meeting but um you know I did suggest to
[59:08]
her that they come and make a
[59:09]
presentation at our next committee
[59:11]
meeting as well um which obviously is
[59:13]
not in time for this but
[59:16]
um she would be I think she was I can't
[59:20]
remember if she wrote us back for that
[59:21]
one now yeah we had asked for her to to
[59:23]
email the documation to support right
[59:26]
and I did not get it yet so maybe I'll
[59:28]
have it by Friday but I did not get it
[59:30]
by today we don't know 45 or 60 the
[59:33]
budget that they've given us for 2024 is
[59:35]
60 but yes it's that's a a budget that
[59:39]
would Encompass three running senior
[59:41]
centers and as we mentioned the other
[59:43]
night we don't currently have three
[59:44]
running senior centers but we're hoping
[59:47]
to have that in place because currently
[59:49]
we budget 45,000 for line and we only
[59:52]
spent about $10,000 actually right yeah
[59:55]
on the tree size because it's
[59:59]
not so there's money there to make up
[1:00:01]
whatever the may need but to still use
[1:00:07]
what the cdbg balance is 9,000
[1:00:15]
1765 people and then they have their
[1:00:23]
allocation yeah yeah but when did they
[1:00:26]
get it the I'm not sure when the year is
[1:00:29]
but he definitely indicated that he had
[1:00:31]
a $20,000
[1:00:34]
CD for for for 2023 not
[1:00:40]
2024 okay I think everybody everybody go
[1:00:44]
ahead please oh so we would spend that
[1:00:47]
that's yeah that's exactly what I agree
[1:00:49]
with me in terms because the volunteers
[1:00:52]
they're not getting a m of volunteers
[1:00:54]
the documentation and things like that
[1:00:56]
so tapping into this line and utilize
[1:00:58]
some of the balance against the 45 will
[1:00:59]
help them along the because people are
[1:01:01]
falling apart they're moving away
[1:01:03]
because no he definitely
[1:01:05]
need
[1:01:07]
exactly so I'm good with that I'm good
[1:01:10]
with that
[1:01:11]
explanation and I will get you the other
[1:01:22]
documentation so in that because then
[1:01:25]
there's another question it's like at
[1:01:27]
the back where we're so are we going to
[1:01:29]
talk about increasing this line to the
[1:01:33]
60,000 or not because that's separate I
[1:01:36]
mean it's I mean it's not separate it's
[1:01:37]
the same discuss no it is yeah I hear
[1:01:39]
what you're saying so I guess that's up
[1:01:40]
to the council but um the Catholic
[1:01:43]
Charity's budget that they gave us was
[1:01:44]
for
[1:01:46]
$60,000 um there's 45 here I mean
[1:01:50]
that's it's it's definitely going to be
[1:01:52]
dependent on when they get everything
[1:01:53]
else up been running but I would well
[1:01:56]
that should be relatively I think so too
[1:01:58]
food costs have gone up that's why the
[1:02:00]
increase in the expenses the bellw site
[1:02:03]
is very successful the new St John site
[1:02:06]
is pretty successful it's I'm honor of
[1:02:09]
getting the third site up and running
[1:02:11]
and going into the new year the Hamilton
[1:02:14]
Hill site unfortunately was just a
[1:02:17]
disaster as was the uh
[1:02:21]
Goose yeah we talked about it the other
[1:02:23]
night
[1:02:25]
so may I suggest just keep the keep it
[1:02:27]
at the 45 and then when we have the
[1:02:30]
report presentation we can always do an
[1:02:32]
amendment next year to increase it and
[1:02:34]
to add these four
[1:02:37]
centers fund these four centers
[1:02:39]
adequately
[1:02:43]
funding I don't think that should be any
[1:02:45]
none of us no I don't we want to so I'm
[1:02:49]
okay with keeping the 45 may explain
[1:02:51]
there the $9,000 remaining CBG so
[1:02:55]
I born in 45 and pay the bills get a
[1:02:58]
bill paid we can RIT after the
[1:03:02]
presentation and see if we need to
[1:03:04]
increase it to the
[1:03:09]
60 CU Ians needed another 14 on addition
[1:03:14]
unless others have suggestion do you
[1:03:16]
want to move it to 60,000 right now and
[1:03:17]
not avoid an amendment so that will
[1:03:19]
cover for all four centers yeah I think
[1:03:24]
it will
[1:03:26]
at disapp pointed we've only used Mr Fry
[1:03:28]
we've only used $10,000 of the
[1:03:31]
45 I believe so yeah that's
[1:03:35]
correct and and
[1:03:37]
um I can't think of his name he already
[1:03:41]
secured $20,000 for cdbg y Dave so but
[1:03:46]
they just need uh 14 more yes and we
[1:03:51]
need 60 yes and we should have 35
[1:03:54]
left doesn't roll they don't roll they
[1:03:58]
don't roll over but I think there's a
[1:04:00]
little bit of wiggle room yeah with the
[1:04:03]
c with this I would suggest we put the
[1:04:06]
60 in there now that's what I think too
[1:04:09]
instead of revisiting if that's what
[1:04:10]
cathol charity say they
[1:04:13]
need so the suggestion is on the table
[1:04:15]
to increase this line by 15,000 to make
[1:04:18]
it
[1:04:20]
60,000 and this will help to cover the
[1:04:23]
four
[1:04:24]
plus the city whatever that go ahead
[1:04:28]
please no I would support that and I
[1:04:30]
just want to as um as was stated that
[1:04:32]
there were two sites that didn't weren't
[1:04:35]
successful we'll say but I want to make
[1:04:37]
sure that when we whatever the fourth
[1:04:39]
site is or the when we get the to I call
[1:04:42]
the fourth because I'm concluding the
[1:04:43]
Hibernian that we make sure that they're
[1:04:46]
um they're spread out within within the
[1:04:48]
city and it's not concentrated all in
[1:04:50]
one part of the city and I did I think
[1:04:51]
that's important um into the email that
[1:04:54]
sent um to them the other
[1:04:56]
day Okay so yeah it's um I think we're
[1:05:01]
going to use it you also have to
[1:05:03]
remember having the SS here hits the key
[1:05:06]
neighborhoods that are trying to be hit
[1:05:08]
the north side Hamilton Hill Mount
[1:05:13]
Pleasant those are all relatively close
[1:05:15]
as is the stock Cas so those would be
[1:05:19]
here wood lawn's covered B views covered
[1:05:22]
how's Hamilton Hill in Pleasant
[1:05:25]
covered I having the site relatively
[1:05:28]
over here it's literally just a few
[1:05:30]
blocks you mean St John's
[1:05:34]
yes I wouldn't call it a few blocks but
[1:05:38]
okay if you have to trudge in the snow I
[1:05:41]
can call three Block it's some distance
[1:05:46]
yeah any other question on this so we're
[1:05:49]
um I make notes here so we can make
[1:05:51]
notes on that that would be increased to
[1:05:54]
was
[1:05:56]
60,000 any other question on this okay
[1:05:59]
we're moving to a 3122
[1:06:05]
d112 The Proposal here is to increase
[1:06:08]
the 2023 over time line by
[1:06:12]
44,1 161 to bring that line to $2
[1:06:21]
million here's a Nar l that's the
[1:06:25]
why yeah that's not an
[1:06:31]
increase the narrative talks about
[1:06:34]
decreases line it increase it so what
[1:06:37]
are you
[1:06:38]
doing I was confused right that
[1:06:41]
too they're
[1:06:43]
cutting decreasing by
[1:06:46]
500,000 right an
[1:06:50]
increase it's an increase on top of 2023
[1:06:53]
like
[1:06:57]
456 but it's a decrease adjustment of
[1:07:01]
yes it's not what's totally asked
[1:07:04]
for no right that's what it is
[1:07:12]
500,000 yeah I wouldn't support
[1:07:15]
decreasing that budget I think that
[1:07:17]
especially now while we're still having
[1:07:19]
issues in terms of recruiting additional
[1:07:21]
officers and and such I mean I think
[1:07:24]
clear case was made for overtime um by
[1:07:27]
the chief and the assistant chief when
[1:07:29]
they were here the other day so I would
[1:07:31]
like to keep that at the uh suggested
[1:07:34]
the suggested expense in the
[1:07:40]
budget go ahead please so um as I recall
[1:07:43]
the conversation as well that the chief
[1:07:45]
said they were going to be putting new
[1:07:46]
officers on and
[1:07:49]
um in May so that you know that should I
[1:07:53]
would expect more more officers less
[1:07:54]
overtime for those currently and as I
[1:07:58]
recall you know when they came to us
[1:07:59]
regarding axon and and all the other um
[1:08:03]
technological advances one of the things
[1:08:05]
that was said time and time again was
[1:08:07]
that this would give officers more time
[1:08:09]
on the street and reduce them having to
[1:08:11]
be um doing come back into the station
[1:08:15]
do a lot of things so therefore not
[1:08:16]
kicking into overtime I remember that
[1:08:18]
being part of the discussion those
[1:08:22]
discussions
[1:08:25]
go ahead pleas um so uh just to say that
[1:08:29]
yes they're having more officers and may
[1:08:31]
also explain that from the time some you
[1:08:33]
know uh recruits start their program
[1:08:36]
it's about a year so I don't know how
[1:08:38]
many recruits he'll have starting in May
[1:08:40]
and he did mention that they lose a lot
[1:08:41]
of folks as soon as they go through
[1:08:43]
training so we we can't automatically
[1:08:45]
assume that there's there'll be enough
[1:08:47]
officers coming on in May or a year from
[1:08:49]
the next recruitment class so um I
[1:08:52]
definitely would not want to put myself
[1:08:54]
in the entire city at Bay by not
[1:08:56]
allowing the additional overtime U I
[1:09:01]
agree go ahead please right I think it's
[1:09:03]
important to make like two distinctions
[1:09:06]
uh one proposing a budget in all shapes
[1:09:09]
and FES doesn't mean that it's a
[1:09:11]
guaranteed ask I think we had the same
[1:09:13]
conversation last year we're looking at
[1:09:15]
this recommended uh amount is a
[1:09:18]
significant increase to the 2023 adopted
[1:09:21]
budget uh I think Chief Cliff has been a
[1:09:23]
parent as saying that the community is
[1:09:25]
not at Jeopardy and I think it is also
[1:09:28]
important to note that the Investments
[1:09:29]
that we're making in uh some of the
[1:09:32]
anti-violence programs I think at some
[1:09:34]
point those are going to need to either
[1:09:37]
assist with curving and addressing some
[1:09:39]
of the um prevent preventative U
[1:09:43]
mechanisms that are providing
[1:09:44]
individuals help lless to use violence
[1:09:47]
um but also I do agree with Miss
[1:09:48]
Porterfield that investments in
[1:09:50]
technology uh to equp this point has
[1:09:53]
yielded improvements um so I think uh
[1:09:56]
increasing it beyond the adopted to 2023
[1:09:59]
budget is a consideration I'm willing to
[1:10:01]
make and then uh confidently uh seeking
[1:10:05]
out that these eight individuals that
[1:10:06]
are going to graduate from the academy
[1:10:07]
in May 2024 and the continued efforts of
[1:10:10]
not only police department but also our
[1:10:13]
uh Community programs to invest in
[1:10:15]
community policing that supports the
[1:10:17]
entire community of sity uh taking up
[1:10:20]
this this uh not fight um for this
[1:10:24]
stance of how do we address and make
[1:10:26]
sure that our public is safe I think
[1:10:28]
that is a comfortable
[1:10:32]
number I do want to point out that we
[1:10:35]
spent almost 2500 uh 2.5 million in um
[1:10:39]
20122 so already the 2023 budget was
[1:10:44]
like a million dollars less and um I I'm
[1:10:48]
sorry I didn't bring my what what have
[1:10:50]
we spent so far our year to date is 1.8
[1:10:52]
million 1. 8 million 18 1.84 Z 577 so we
[1:10:58]
have about I don't know like 150,000 um
[1:11:03]
to remain for the rest of
[1:11:06]
2023 because right now they we're 25
[1:11:09]
people short on the street so I don't
[1:11:12]
know I mean I think that was the
[1:11:13]
justification and I hear you know the
[1:11:16]
technology piece I think will help
[1:11:19]
moving forward but I still think that
[1:11:21]
that's still pretty new as well in terms
[1:11:23]
of
[1:11:24]
being um
[1:11:27]
operational so I think it's going to
[1:11:29]
take some time to see the you know
[1:11:31]
hopeful hopeful um outcome that we are
[1:11:36]
anticipating with that as
[1:11:38]
well so where did you get our 25 from
[1:11:41]
where did I get the
[1:11:44]
22481 349 is what we spent in 20 no no you're saying that were 13 24 people
[1:11:51]
13 vacancies 12 in training and 25
[1:11:54]
people short on the street is what they
[1:11:56]
said the other evening when they came
[1:11:57]
and presented is coming on in May
[1:12:05]
yep unless I wrote it down wrong but
[1:12:07]
that's what
[1:12:09]
iy 12 training is going on in me that's
[1:12:14]
what yeah maybe I wrote it down anybody
[1:12:18]
else
[1:12:20]
okay I had a question on this
[1:12:24]
then we'll move
[1:12:27]
into we'll move into a 3123
[1:12:31]
d112 and there is a proposal here to
[1:12:35]
increase on the 2023 of timeline by
[1:12:40]
105,000 to bring that line to 2024 line
[1:12:45]
to 880,000
[1:12:52]
currently leader line the
[1:12:55]
propos
[1:13:03]
990,000 again I mean look at what we
[1:13:05]
spent in 2022 1259 893 so
[1:13:10]
um you know not in 2023 2022 2022 I'm
[1:13:16]
just looking and I'm I'm looking at our
[1:13:18]
year to date right now it's
[1:13:22]
86399 so
[1:13:23]
it's it it I guess I'm guessing with the
[1:13:26]
crime going down and all the technology
[1:13:28]
that's added you can see that we're not quite it even that what we're
[1:13:32]
out we're considering allocating for
[1:13:36]
2024 the year to date please so
[1:13:40]
technology is really not going to help
[1:13:41]
too much in the investigation piece
[1:13:43]
because you get a murder or something
[1:13:45]
you have just look at the the murders
[1:13:49]
that we had that's where all the extra
[1:13:51]
costs are uh it's just Manpower and just
[1:13:54]
trudging through it that's where the
[1:13:56]
expenses
[1:13:59]
are go ahead please I would just
[1:14:01]
disagree only for an instance that
[1:14:03]
everything generates paperwork and my
[1:14:05]
time um I need to go more recently I
[1:14:08]
think saving that time is also c as
[1:14:15]
well just a process question so when we
[1:14:18]
get through all of these things we're
[1:14:19]
going to go back and make final
[1:14:21]
decisions right we're not these are not
[1:14:22]
our
[1:14:24]
yeah I'm running this through every
[1:14:26]
discussion okay then we'll go back and U
[1:14:30]
just move quickly through them if we are
[1:14:33]
for or against
[1:14:35]
it any other question on
[1:14:41]
this seeing none we'll move to a 3412
[1:14:47]
d112 and this is the fire fighter ask is
[1:14:50]
increase over 2023 over time line by
[1:14:55]
209,000 and to bring the 2024 proposed
[1:14:58]
line to a mil
[1:15:02]
70,000 so cutting 500,000 from the
[1:15:06]
request right it was
[1:15:22]
1.57
[1:15:25]
open
[1:15:27]
professionals um as I was offer the I'm
[1:15:31]
sorry I'll offer the year to date which
[1:15:32]
is
[1:15:36]
75458 754 I'm sorry
[1:15:40]
586 93 cents I think that went up 10 we
[1:15:44]
were 740 when we talked about it last
[1:15:47]
time yeah so that's how much it went up
[1:15:49]
just since
[1:15:50]
74 14,000
[1:15:55]
that print out was come October
[1:16:01]
4th question ahead please if I'm not
[1:16:04]
looking at you please call
[1:16:06]
me I'm buring my head in here trying to
[1:16:08]
make no I would say I absolutely hear
[1:16:11]
the statements from my colleagues uh but
[1:16:13]
I would say if your stance is that
[1:16:16]
overtime is needed then I think my
[1:16:17]
response would be then what are the
[1:16:19]
benefits of having us continually fund
[1:16:21]
Public Safety Foundation efforts
[1:16:24]
well I have to say that the public
[1:16:26]
safety Foundation efforts are complet
[1:16:28]
it's like comparing apples and oranges
[1:16:30]
the reason that we have the public
[1:16:31]
safety foundations is so that the
[1:16:33]
officers can be out there at community
[1:16:35]
events like common Unity
[1:16:37]
or I'd have to go back and look at other
[1:16:41]
events but I think those are it's it's
[1:16:43]
like having
[1:16:46]
um this this is Public Safety I mean in
[1:16:49]
terms of fire and police to have the
[1:16:51]
overtime because we need it right now
[1:16:53]
we're you obviously using it in terms of
[1:16:55]
getting folks out there on the street
[1:16:59]
whether they're fighting fires or
[1:17:00]
fighting crime versus um I think it's 25
[1:17:04]
for each right $50,000 total for the
[1:17:07]
police and the
[1:17:09]
fire it's getting like they going to
[1:17:12]
family fund day at steth Park giving out
[1:17:15]
stuff or or SC AC this weekend um you
[1:17:19]
know what I mean it's like a it's like
[1:17:21]
having opportunity for our firefighters
[1:17:24]
and our police to
[1:17:26]
be interacting in an informal way with
[1:17:30]
the community versus for
[1:17:32]
$50,000
[1:17:34]
versus them doing the work of Public
[1:17:38]
Safety um so that's the difference I see
[1:17:43]
go ahead please I would say the times
[1:17:45]
that I've seen the firefighters out in
[1:17:46]
the public they're handing out pamphlets
[1:17:47]
and brochures that are promoting best
[1:17:50]
safe practices to decrease of fires and
[1:17:52]
homes
[1:17:53]
so I think these types of efforts are
[1:17:55]
very important and I think very vital to
[1:17:58]
not only addressing households in
[1:18:00]
general but also uh to making sure that
[1:18:02]
we're addressing these concerns with
[1:18:04]
people at their infantile stages so that
[1:18:06]
kids grow up with this understanding and
[1:18:08]
naturally incorporate into their lives
[1:18:10]
but I I imagine that they're having
[1:18:11]
these types of conversations I don't
[1:18:13]
think that they're just talking about
[1:18:15]
how cool their uniforms look even no but
[1:18:17]
are you suggesting that we cut the 50
[1:18:19]
the 25 and the 25 I'm saying that these
[1:18:22]
I'm saying these typ of efforts have an
[1:18:23]
impact on our community totally great oh
[1:18:26]
no totally but I'm saying specifically
[1:18:28]
with respect to improving Public Safety
[1:18:31]
so I'm saying these types of Investments
[1:18:33]
that we're making should have cost
[1:18:35]
savings overall in
[1:18:37]
overtime not on the own but cumulatively
[1:18:40]
and I'm wrapping in the technological Investments we're making
[1:18:43]
also and the fact that we are bringing
[1:18:45]
in our officer or not in respect to the
[1:18:48]
Fire Department chief uh Chief Marino is
[1:18:50]
reevaluating how to make sure that he is
[1:18:52]
increasing a staffing level by thinking
[1:18:54]
of a revolutionary concept of now hiring
[1:18:57]
EMTs and training them I think these
[1:18:59]
types of Investments are going to allow
[1:19:00]
us to mind cost savings I I totally
[1:19:04]
agree with what you just said but I
[1:19:05]
think it it's going to take some time
[1:19:06]
for those things to happen and so I
[1:19:09]
think we're in agreement that the 25 and
[1:19:11]
the 25 obviously are adding to
[1:19:15]
the safety issues I don't disagree with
[1:19:18]
you there but I still think that boots
[1:19:20]
on the ground um fighting fires and F in
[1:19:23]
crime um has to happen and I also agree
[1:19:26]
with you that I thought you know they're
[1:19:28]
both trying to have as many creative
[1:19:31]
ways to increase recruitment I mean
[1:19:33]
clearly unfortunately um some of the
[1:19:37]
negative things that have happened over
[1:19:39]
the last few years have have um placed a
[1:19:43]
stigma on people not applying to be
[1:19:45]
police officers for example um I think
[1:19:48]
it's different with the firefighters but
[1:19:50]
I guess you know from talking with Chief
[1:19:51]
Marino there's been a reduction in the
[1:19:54]
number of people that want to go into
[1:19:55]
firefighting as well um so I just think
[1:19:59]
I hear what you're saying but I think
[1:20:02]
going into a classroom of third graders
[1:20:04]
and teaching them about fire safety is
[1:20:06]
really important and is something that
[1:20:08]
probably has been happening even all our
[1:20:09]
lives right um but I think having still
[1:20:13]
the amount of funding that they need and
[1:20:15]
that they're requesting to go out and do
[1:20:17]
their jobs I think in the immediate as
[1:20:20]
opposed to when that third grader
[1:20:23]
you know hopefully is owning a house and
[1:20:27]
trying their best to prevent fires um
[1:20:31]
you know no I I I can speak on this one
[1:20:34]
because it was a recommendation from me
[1:20:35]
and you were putting $50,000 towards
[1:20:38]
Public Safety Foundation under the
[1:20:39]
police and was me as a um contribution
[1:20:42]
to say let's split it between the two
[1:20:44]
Department 25 years to get them involved
[1:20:47]
in the community so that they can bridge
[1:20:49]
that Gap you know that stigma that is
[1:20:51]
happening interact with Community to get
[1:20:53]
them more involved let's hear what's
[1:20:54]
happening out there and I think they're
[1:20:56]
doing a good
[1:20:57]
jobr we just need to expand it a little
[1:20:59]
bit more provide more support to them
[1:21:02]
maybe consider next year to increase it
[1:21:04]
so you know it's all a good thing
[1:21:06]
happening there the interaction is very
[1:21:08]
important for building bridges in our
[1:21:10]
compan
[1:21:12]
IE go ahead please again I'm just always
[1:21:15]
going to bring forward that you know I'm
[1:21:16]
keeping track of what we're spending
[1:21:17]
year to date and based on that I I you
[1:21:20]
know I think I'm comfortable with with
[1:21:23]
this uh it looks like they're having the
[1:21:25]
ability to cut down on their overtime um
[1:21:28]
from years past versus this year so I
[1:21:33]
think that's how that's how one of the
[1:21:35]
reasons we have to look at this as we
[1:21:37]
improve the technology as we have more
[1:21:39]
firefighters as as they get grants from
[1:21:41]
other places and specifically when I say
[1:21:43]
that I want to talk about I mean the
[1:21:44]
police department because they're
[1:21:46]
applying and as you know they come
[1:21:48]
before us multiple times um with grants
[1:21:51]
that they get and those grants also
[1:21:53]
supplement existing staff it's just not
[1:21:56]
for bullets and holsters and things like
[1:21:59]
that some of the grants like if if they
[1:22:01]
need Personnel to do specific things
[1:22:03]
they're paid for out of the grant as
[1:22:08]
well any other
[1:22:11]
questions okay so now move on to um a361
[1:22:16]
14-404 police review board and the
[1:22:19]
recommendation
[1:22:21]
here recommendation here is to increase
[1:22:24]
the fees for service line by
[1:22:28]
10,000 and to reduce the outside legal
[1:22:32]
councel by
[1:22:35]
10,000 that is just a movement
[1:22:38]
there please again I think the 5,000
[1:22:41]
covers what they need in terms of their
[1:22:43]
professional development and their
[1:22:44]
membership fee in um nle nle and the
[1:22:49]
conference I guess the conference is
[1:22:52]
like three ,000 or something and the
[1:22:53]
membership but I would do away again
[1:22:56]
with the 25,000 um in outside um I don't think they need the
[1:23:02]
outside
[1:23:03]
Council go ahead please um so I I I have
[1:23:07]
to say that I think that the training
[1:23:09]
right now if a training cost $3,000 with
[1:23:11]
$5,000 they couldn't even send two
[1:23:13]
people and I don't really think it's as
[1:23:15]
beneficial for just one person to go and
[1:23:17]
to bring back the information that more
[1:23:19]
than one person should have the
[1:23:20]
opportunity to attend the training if
[1:23:23]
for some reason that person leaves the
[1:23:24]
board or whatever the case may be so I
[1:23:26]
think beneficially uh for for this
[1:23:29]
particular review board if we're
[1:23:31]
especially if we're going to kind of
[1:23:32]
keep up with what's going on in terms of
[1:23:34]
um review boards and having them
[1:23:37]
exchange information with people who do
[1:23:39]
similar things around the country I
[1:23:40]
think it's important that we send more
[1:23:42]
than one person to a training if
[1:23:43]
possible so um I would support having
[1:23:46]
enough money for at least uh two people
[1:23:49]
go I know at one point they had and then
[1:23:50]
we have to pay to be Parton they call
[1:23:53]
and at one point they decided they
[1:23:54]
didn't want to be but our our yeah they
[1:23:57]
our um our ordinance clearly says that
[1:23:59]
you have to be yeah so there's that
[1:24:02]
payment and then you know people go on
[1:24:03]
the training and like this time maybe
[1:24:05]
it's 3,000 one only one person could go
[1:24:08]
so I I would suggest that we keep we put
[1:24:10]
enough money in to allow people to go
[1:24:12]
training if we really want the best
[1:24:14]
training for our board members some
[1:24:16]
boards pay people to be on them and this
[1:24:18]
one doesn't so they're volunteers this
[1:24:20]
is an opportunity for them to increase
[1:24:22]
their skill set in terms of serving as
[1:24:24]
volunteers so we could reduce the coun
[1:24:27]
outside Council I do have a question I
[1:24:30]
think does someone from your office now
[1:24:32]
go to those um we go as needed um I've
[1:24:35]
been in communication with the police
[1:24:38]
department staff who have those meetings
[1:24:42]
um and if they feel or the chairperson
[1:24:45]
from the cprb feels that it's needed for
[1:24:48]
somebody from my office to ATT
[1:24:50]
will it hasn't come up um there were the
[1:24:54]
only questions that have ever come up um
[1:24:56]
had to do with somebody's ability to sit
[1:24:59]
on the
[1:24:59]
board um or questions about that that
[1:25:02]
was early on I think maybe in maybe the
[1:25:05]
end of last year U beginning of this
[1:25:08]
year but nothing has arisen
[1:25:15]
since go ahead please I could just talk
[1:25:18]
on the outside Council again there's
[1:25:21]
money in the law department for outside
[1:25:25]
Council we bring in attorneys as needed
[1:25:28]
so if a scenario came up where there's a
[1:25:32]
conflicted position where city council
[1:25:35]
needed separate representation or
[1:25:38]
somebody on one of the boards or
[1:25:40]
commission needed outside
[1:25:42]
representation there's money for that
[1:25:45]
and we try and get leverage stuff with
[1:25:48]
the membership with New York Conference
[1:25:51]
of Mayors provide
[1:25:54]
gu
[1:25:58]
and casw different things the AG's
[1:26:02]
office sometimes will assist local
[1:26:05]
government and things so that that money
[1:26:07]
that's in the Council budget now I
[1:26:11]
didn't use it this year I don't see
[1:26:14]
scenario we're going to use it in the
[1:26:16]
future like we haven't used it in the
[1:26:18]
last hund and something years but if you
[1:26:21]
needed
[1:26:22]
something there is money in the budget
[1:26:26]
that's proposed and so if you want to
[1:26:28]
modify that or look at
[1:26:30]
that that would be the appropriate way
[1:26:32]
to deal
[1:26:34]
with please so I thought the reason why
[1:26:37]
we create separate line because it' be
[1:26:39]
easier for accounting purposes if that's
[1:26:42]
not right I'd be open
[1:26:45]
to that was part of
[1:26:47]
it I can comment on that um Echo the
[1:26:51]
mayor had to say I know this came I'm
[1:26:53]
going to Echo what the mayor had to say
[1:26:55]
on this um I know this came up last year
[1:26:58]
um it as you know as you all know um the
[1:27:02]
city council hasn't used outside Council
[1:27:04]
this past year um cprb hasn't there's a
[1:27:07]
budget line obviously for um the law
[1:27:10]
department for outside Council and we
[1:27:13]
use that outside Council whether it is
[1:27:17]
it's usually it's a no not usually it's
[1:27:19]
a determination made by the law
[1:27:21]
department on what whether or not we
[1:27:22]
have the capacity or to to handle a
[1:27:25]
particular legal situation or uh whether
[1:27:28]
there's some type of conflict uh in
[1:27:31]
which um it would be better best for to
[1:27:34]
be handled by outside
[1:27:36]
Council that you know seldom happens uh
[1:27:40]
in terms of the conflict um but that's
[1:27:42]
not to say that it couldn't happen um
[1:27:45]
and we would obviously have to make the
[1:27:47]
professional
[1:27:48]
determination um to to say that we do
[1:27:51]
have a conflict and refer to outside
[1:27:53]
Council but we provide um outside
[1:27:56]
Council for you know situations
[1:27:59]
involving other departments in the city
[1:28:02]
um where you know whether even if it's
[1:28:05]
not our insurance company but something
[1:28:07]
arises let's say hypothetically it's an
[1:28:09]
article 78 because of some
[1:28:10]
administrative decision made by the
[1:28:13]
Planning Commission made by um you know
[1:28:17]
the chief building inspector made by you
[1:28:20]
know some somebody else who has the
[1:28:22]
authority to make an administrative
[1:28:24]
decision um and at that point in time
[1:28:27]
the Law Department feels that it does
[1:28:29]
not have the capacity to handle that
[1:28:31]
particular matter we would refer to
[1:28:32]
outside Council it wouldn't be covered
[1:28:34]
by our insurance um and in that
[1:28:37]
situation it comes out of the law
[1:28:39]
Department's budget is outside Council
[1:28:41]
so for accounting purposes it's not
[1:28:42]
distinguishable between the Departments
[1:28:45]
it just comes out of the Law Department
[1:28:49]
M go ahead please and actually me or no no sorry you don't um yeah because
[1:28:57]
there's
[1:28:58]
$100,000 in the
[1:29:00]
20124 um proposed budget for outside
[1:29:02]
legal services in the legal department
[1:29:05]
and you know it looks like that would
[1:29:08]
cover
[1:29:10]
um what we might
[1:29:13]
need in terms of what we had spent here
[1:29:15]
to date and that kind of thing so so I
[1:29:18]
have the Year date of course I do um but
[1:29:21]
there's like m multiple lines here so is
[1:29:23]
it just the fees for services is your is
[1:29:25]
it your labor lawyer is it your
[1:29:26]
litigation support is it all those
[1:29:28]
things added up oh I was just looking at
[1:29:31]
outside Legal Services no I'm talking
[1:29:34]
about the year to date spread out she's
[1:29:36]
looking more detailed breakdown the
[1:29:38]
budget soy
[1:29:41]
can that act everybody has this we use
[1:29:45]
outside Council for certain certain
[1:29:48]
things that we do right um you know we
[1:29:52]
use a bankruptcy attorney um outside
[1:29:55]
Council um Brian crer specifically to
[1:30:00]
handle matters where um you know usually
[1:30:04]
it happens with tax issues right
[1:30:06]
somebody files for
[1:30:08]
bankruptcy our outside Council Brian ker
[1:30:10]
interacts with my office and also the
[1:30:13]
receiver of taxes to make sure that
[1:30:15]
whomever is uh in bankruptcy is
[1:30:17]
following the bankruptcy plan and is um
[1:30:20]
which is payments you know on a Bas on a
[1:30:22]
typical basis and he will then act um if
[1:30:25]
somebody doesn't follow their plan to
[1:30:27]
have a stay lifted or have a bank SE dis
[1:30:30]
um we try to use him strategically
[1:30:32]
obviously when we're about to do a
[1:30:35]
foreclosure um but he's still doing work
[1:30:37]
throughout the year um we use outside
[1:30:40]
Council dealing with certain labor
[1:30:42]
issues um you know could
[1:30:45]
be could be a grievance it could be just
[1:30:49]
um you know an issue with you know
[1:30:51]
police officer firefighter whomever it
[1:30:53]
may be we have to make a determination
[1:30:55]
to use outside Council we're not using
[1:30:57]
outside Council obviously willy-nilly um
[1:31:00]
you know there are certain lines um for
[1:31:03]
the labor attorney that we may use for
[1:31:05]
that but um you know determinations made
[1:31:08]
and I I consult my office consults with
[1:31:11]
Finance to determine um the best way to
[1:31:14]
pay a particular attorney based on what
[1:31:16]
they're doing for the city um you know I
[1:31:20]
don't know exactly every single line
[1:31:22]
that it gets paid out of um you know it
[1:31:25]
I would say it varies based on the
[1:31:27]
attorney and what they're actually doing
[1:31:28]
what service they're providing um as you
[1:31:31]
know you know we do our foreclosures in
[1:31:33]
house but um unlike a lot of other
[1:31:37]
municipalities but we still may use
[1:31:38]
outside Council as I mentioned when it
[1:31:40]
comes to foreclosures Brian ker because
[1:31:42]
he's working on the payc
[1:31:45]
part
[1:31:47]
okay any other question on
[1:31:50]
this okay see then we move
[1:31:54]
[Applause]
[1:31:56]
to a
[1:31:58]
3614
[1:32:01]
44 street department
[1:32:05]
manager ask just increase this no I
[1:32:10]
don't think the the thing is Right A50
[1:32:13]
oh sorry that's what you have on here 36 sorry yeah that's
[1:32:20]
sorry a
[1:32:23]
510100 street department manager we ask
[1:32:26]
us to bring this up to 4% over the 2023
[1:32:30]
salary there's a narrative there and all
[1:32:32]
of us had an opportunity to listen to Mr
[1:32:35]
laan explaining how the work is being
[1:32:38]
done
[1:32:42]
cly the street department manager from
[1:32:46]
street department manager and this
[1:32:48]
Salway supervisor is it the so removing
[1:32:52]
the ideas to remove the director of
[1:32:55]
Public Works key dist street department
[1:32:56]
manager position right and move that to
[1:33:00]
uh I think 104,000 so 52k in the street
[1:33:04]
Administration I think and then 52 in
[1:33:06]
the waist Administration right yeah but but when you first when it was first
[1:33:13]
not you first but let me just have a
[1:33:15]
note when that it was first brought
[1:33:19]
forward it was changing a title
[1:33:26]
right that's correct yes first they make
[1:33:29]
the same title for both and increasing
[1:33:33]
it from 45 to 52 for both because the
[1:33:36]
guy is going to be saving us about 80
[1:33:39]
grand wait wait the same guy being both
[1:33:42]
JG is that correct
[1:33:45]
[Music]
[1:33:47]
that's so 52 from one line and 52 from
[1:33:51]
the other yes that's correct but when
[1:33:54]
the when we first were um given the
[1:33:56]
budget it was this title it was you they
[1:33:59]
changed the title to director of public
[1:34:01]
works right and the proposed salary at
[1:34:04]
half of the proposed salary was
[1:34:07]
4,968 not 52 well that's Paul came back
[1:34:11]
to increase it if you hear that thing
[1:34:13]
right
[1:34:14]
52 okay and and because there'll be a
[1:34:17]
savings of 88,000 it's going to be one
[1:34:20]
guy both the jobs
[1:34:22]
the director of Public Works and he
[1:34:23]
wants to change that to Street manager
[1:34:25]
also so we wouldn't have that
[1:34:28]
884 see that 88 339 we didn't it's not
[1:34:33]
being uh not being uh brought over a
[1:34:37]
budget in
[1:34:38]
2024 the
[1:34:41]
88400 but that was the adopted um budget
[1:34:44]
in 2023 correct but then by creating the
[1:34:48]
director of Public Works it was split
[1:34:52]
45968 each with yeah which was a 4
[1:34:56]
moving the individual back to street
[1:34:58]
department manager but you're pumping it
[1:35:00]
by S almost
[1:35:02]
7,000 under each department follow fund
[1:35:05]
request
[1:35:07]
yeah so what is the
[1:35:10]
additional duties oh I'm sorry page
[1:35:14]
33 addition take over
[1:35:20]
restriction
[1:35:22]
is this civil service or is this going
[1:35:24]
to be
[1:35:26]
manag street street department manager a
[1:35:29]
manag position here it
[1:35:35]
is so what's the increase like
[1:35:38]
14%
[1:35:41]
okay
[1:35:49]
88,000 any other question question on
[1:35:56]
this find the other one no did not but I
[1:35:59]
found waste but I just didn't find that
[1:36:01]
first 8160 100 it was the director of
[1:36:04]
Public
[1:36:05]
Works they Chang it to Street manager
[1:36:08]
and they gone from 45 yeah they're not
[1:36:10]
doing 68 to 52,000 they're not filling
[1:36:12]
director solid waste and now they're not
[1:36:15]
doing director of Sol taking out the
[1:36:17]
88,000 yep I got it I see it
[1:36:23]
so so actually his Department went down
[1:36:26]
overall the overall
[1:36:29]
total budget was down I believe
[1:36:34]
1.69% but that's what I wrot down but so
[1:36:38]
I mean I don't have the job descriptions
[1:36:39]
in front of me
[1:36:41]
but I guess I'm questioning how one
[1:36:43]
person can do two full-time
[1:36:50]
jobs
[1:36:53]
manage it well manage it it's going to
[1:36:57]
take ogs and waste
[1:37:00]
[Music]
[1:37:02]
in scheduling following
[1:37:05]
up Paul beles that it can be
[1:37:08]
done if you want him in here get them in
[1:37:12]
to give you a more detailed explanation
[1:37:15]
the
[1:37:18]
work because I I mean I imagine once you
[1:37:20]
get to this level it is a lot of work so
[1:37:22]
I just like really wondering how that
[1:37:24]
could happen it's a
[1:37:30]
lotn waste water and water you know City
[1:37:36]
I don't know hard hundreds of thousands
[1:37:38]
of dollars a year he
[1:37:41]
did he's got confidence in this guy
[1:37:45]
yeah
[1:37:49]
M okay my
[1:37:52]
question we canbe we can just send the
[1:37:55]
email so I mean we I don't know we're at
[1:37:59]
I guess we're at the point where're like
[1:38:00]
making decisions tonight but that's my
[1:38:02]
that would be my
[1:38:04]
question all right any other question on
[1:38:07]
this Mr far you going to make the the
[1:38:09]
adjustment zero out the director of
[1:38:12]
Public Works and move that into street department yeah once we decide
[1:38:17]
whatever we decide to move forward
[1:38:20]
either way
[1:38:23]
okay any other question on this the next
[1:38:25]
item is um a 5132
[1:38:29]
100 remove fleet
[1:38:31]
manager and the note there is a system
[1:38:34]
is doing a lot of work doing budget
[1:38:36]
hearing all work will be
[1:38:38]
completed by the
[1:38:43]
assistant open for question on
[1:38:50]
this
[1:38:51]
I my note said that they're short staff
[1:39:00]
but you want to get rid of the fleet
[1:39:05]
manager it's not full it's not currently oh it's not there's
[1:39:10]
no one in that
[1:39:12]
position
[1:39:17]
okay so was Mr lefon recommending
[1:39:20]
getting rid of the finish yes yes
[1:39:23]
okay no he didn't recommend get rid of
[1:39:26]
position he recommended to add the
[1:39:28]
position back this year we didn't have
[1:39:30]
it last year yeah that's I was going to
[1:39:32]
say we had it at one time um then we
[1:39:36]
didn't have it and did you remember
[1:39:39]
circumstances was this the night guy I
[1:39:42]
just no that's a different oh okay I
[1:39:44]
just remember that when he was he said
[1:39:46]
that this other person could do the job
[1:39:47]
but if you want to Happ person to pass
[1:39:51]
the test MH so he went back to be
[1:39:54]
assistant manager so he's been doing the
[1:39:56]
assistant management job now Paul says
[1:39:59]
he wants to bring somebody back in to
[1:40:02]
help now and you just sa ,000 but we in
[1:40:05]
our discussions I mean we can go back
[1:40:08]
and look he did say that the other
[1:40:09]
person was was handling all the job so
[1:40:11]
you got a great
[1:40:14]
kid working okay all
[1:40:17]
right yeah he did mention that he asking
[1:40:21]
to fill this position into 2024 but at
[1:40:24]
the same time he said the
[1:40:26]
assistant the assistant is doing all the
[1:40:28]
work
[1:40:32]
needed I'm
[1:40:37]
sorry that's the
[1:40:39]
one thank
[1:40:43]
you any other question of
[1:40:45]
this if not we'll move to a 5132 d 12
[1:40:51]
121 discuss the motor equipment operator
[1:40:55]
mechanic one and there are some notes
[1:40:59]
there with some concern in terms of
[1:41:01]
liability and having this person work is
[1:41:03]
solo Shi
[1:41:09]
by so as you know I brought that because
[1:41:11]
I I'm still concerned that a person
[1:41:13]
would be in a garage by themselves all
[1:41:16]
night in you know in the event that
[1:41:18]
something happened so um I looked into
[1:41:21]
and there's no ocean requirement that we cannot do that but again I have
[1:41:26]
concerns for the safety of the
[1:41:27]
individual and for um the any liability
[1:41:29]
on the part of the city should something
[1:41:31]
happen so if if we're going to do it
[1:41:34]
then I I really would think that we
[1:41:36]
would want to um establish a work alone
[1:41:39]
policy for when people are in the
[1:41:41]
situation so there's some protocols put
[1:41:43]
in place for somebody who works alone
[1:41:45]
and should something happen there's ways
[1:41:47]
to trigger things for someone to know
[1:41:49]
that something's happened so um and if
[1:41:52]
this is the same position also that
[1:41:54]
they're they're getting this lift for
[1:41:56]
this portable lift that even makes me
[1:41:58]
more concerned but um because you know
[1:42:01]
things happen in garages so um I
[1:42:04]
understand our need for it however I
[1:42:06]
just want to make sure that we have
[1:42:08]
systems in place of these person's
[1:42:09]
individually in the garage at Night by
[1:42:12]
themselves um that we have something
[1:42:15]
that in place and I mean it's not up to
[1:42:18]
me to decide um Staffing but even having
[1:42:21]
somebody else rotate in would make me
[1:42:23]
more comfortable but that's that's not
[1:42:24]
my call but I just wanted to express my
[1:42:27]
concern around
[1:42:31]
that any other
[1:42:36]
question see now we'll move on to
[1:42:40]
a71
[1:42:43]
10-100 direct of Parts the ask is to
[1:42:46]
increase that to 4% over the 2023 salary
[1:42:55]
Mr the director of parks right now makes
[1:43:00]
80,000 this is
[1:43:02]
4% 83 let me see
[1:43:07]
87 was for 728 but on the for
[1:43:14]
8 so the 832 is the 4% 4%
[1:43:19]
correct
[1:43:22]
80,000 even yes that's the
[1:43:28]
salary well it's
[1:43:31]
okay so it just didn't show when you
[1:43:33]
hired him you brought him up to 80,000
[1:43:35]
well again
[1:43:37]
because the position was vacant rather
[1:43:40]
than use the recruitment line we used
[1:43:44]
money that was within the original
[1:43:46]
appropriation but that was the salary
[1:43:49]
that he wanted to be hired
[1:43:51]
so I could have taken it out of the
[1:43:53]
recruitment line and it just it makes
[1:43:56]
the accounting more complicated was just
[1:43:58]
take it out of that line pay a little
[1:44:00]
bit more that's what the budget reflects
[1:44:03]
I've submitted to you oh yeah well
[1:44:04]
there's no way to know it because it
[1:44:06]
looks like he was making 72 and then
[1:44:08]
went up to like like $10,000 that's what
[1:44:10]
it appears yeah that makesense but it's 4% CU he's currently making 82
[1:44:16]
currently making 80 currently making 80
[1:44:19]
okay
[1:44:21]
any other discussion on
[1:44:24]
this the next is a 8161
[1:44:30]
D100 why the 8 plus% increase for the
[1:44:33]
assistant
[1:44:35]
solid uh any CSA
[1:44:39]
supervising supervising 1037 employees
[1:44:43]
has to make $150 a week more so uh uh
[1:44:48]
because of the big raises that 1037 got
[1:44:50]
uh receed they got to make $150 a week
[1:44:53]
more than that so that $8 $150 a week is
[1:44:58]
7,821 by itself so that's why we've got
[1:45:01]
the big increase
[1:45:04]
okay question on
[1:45:11]
this now we know contractual contractual
[1:45:17]
cor all right moving on the next one is
[1:45:21]
9089
[1:45:23]
d840 employee drug test ask to ruce by
[1:45:27]
10,000 the date is
[1:45:32]
3,900 the actual for
[1:45:35]
2967 for 2021 and
[1:45:38]
4,45 for
[1:45:43]
2022 open for
[1:45:46]
discussion go ahead please so I don't I
[1:45:49]
don't know if the numbers necessarily
[1:45:50]
I'm just
[1:45:52]
wondering are we not testing
[1:45:55]
people because I mean why why we we're
[1:45:59]
not seeing this line
[1:46:02]
spent uh someone was not testing some
[1:46:06]
was co uh we're still dealing with some
[1:46:09]
of the issues with the changes in the
[1:46:13]
marijuana
[1:46:15]
regulations and there is not I shouldn't
[1:46:19]
say
[1:46:24]
testing technology is Shifting where
[1:46:28]
today some of the tests you can't
[1:46:31]
tell uh how recent the use of marijuana
[1:46:35]
has been can show for 30 days but really
[1:46:40]
then individual wouldn't be repaired
[1:46:42]
there are some tests that are supposedly
[1:46:45]
coming on the market that would show
[1:46:49]
the uh uh length of time from using it
[1:46:53]
to the test for the level open par so on
[1:47:00]
that tell me if it was C
[1:47:03]
$5,000 we could live within that but I
[1:47:05]
would still want some
[1:47:07]
money uh going forward for the next year
[1:47:11]
to be able to uh just deal with the
[1:47:14]
realities of the workforce and where we
[1:47:16]
have to test whether it's new hiring or
[1:47:19]
on the job incidents
[1:47:22]
so you want to keep it at what 10 if we
[1:47:26]
take if you want to take 5,000 out of it
[1:47:29]
like what was the original appropriation
[1:47:31]
15,000 15 15 so yeah if it stays at
[1:47:34]
10 then revisit it again in a year to
[1:47:38]
see where we are so reduce it to 10 not
[1:47:40]
by 10 um and just who who does this
[1:47:45]
apply to like who gets drug tested Rand
[1:47:49]
there's Rand engine testing and then
[1:47:52]
there's new hires who test different
[1:47:55]
levels cuz I also saw drug testing in
[1:47:59]
the sewer department so those employees
[1:48:02]
get there's a separate part of money for
[1:48:04]
their drug
[1:48:05]
testing
[1:48:07]
CD CD for the water sewer funds are
[1:48:11]
different funds yes so this is in voice
[1:48:14]
other than that correct in this SL be
[1:48:18]
all general f
[1:48:27]
okay so are we okay to keep that
[1:48:31]
10,000
[1:48:34]
okay next item is um G 8120
[1:48:39]
d121 CCTV operator I think this was typo
[1:48:44]
I think we receive oh
[1:48:46]
yeah did receive a a copy
[1:48:52]
[Music]
[1:48:56]
adjusted
[1:49:00]
sorry he went from 5846 2023 and 659 68
[1:49:07]
2024 that is due uh uh to the $3 an hour
[1:49:11]
range so $3 an hour time 40 hours is
[1:49:14]
$120 a week time 52.4 it's
[1:49:19]
$625 cense so 58 and uh 58 and 62 gives
[1:49:24]
you 64,0
[1:49:26]
67280 and then a 224 you get and I have
[1:49:29]
to add 2% to that contract to 65 968
[1:49:35]
okay okay okay ready if you look at the
[1:49:38]
diagram thank you you will see it but I
[1:49:41]
just he gave us a print out too thank
[1:49:44]
you cuz we need more
[1:49:47]
people let skip this out go over to the
[1:49:50]
next page and then come
[1:49:53]
back I think we did address this one
[1:49:55]
here 8 13
[1:49:58]
55 that was for the
[1:50:02]
realer no this is a yes we did no that's
[1:50:05]
for the City Assessor next one it's the
[1:50:07]
next one 1356 404 Miss
[1:50:10]
mroy um
[1:50:12]
recommended right so we did change in an
[1:50:15]
increase let me go back to that page if
[1:50:17]
you I think it was because the person is
[1:50:20]
supervising somebody that's making more
[1:50:21]
money or something yes but they gave us
[1:50:23]
something that they increased it that
[1:50:25]
was already done right well they
[1:50:27]
increased it to 60,000 that's not
[1:50:29]
increased
[1:50:31]
in
[1:50:35]
1356 okay the 13551 100 we did Missy She
[1:50:41]
also asked about the real property
[1:50:43]
analyst
[1:50:45]
[Applause]
[1:50:49]
right
[1:50:51]
56
[1:50:53]
I'm oh it's page
[1:50:55]
five I couldn't remember if it was the
[1:50:58]
appraiser or the analyst I didn't write
[1:51:00]
that down uh 54,000
[1:51:03]
analy is that oh yeah because you can
[1:51:06]
see right no so she asked an increase
[1:51:09]
for uh uh real property analyst from 537
[1:51:14]
56 to
[1:51:15]
54,000 oh so it's like a couple hundred
[1:51:18]
bucks yeah 200
[1:51:21]
what was what was he ask from what was
[1:51:23]
he ask from the department head 54 54 as
[1:51:26]
opposed to
[1:51:27]
53756 is it even is it even
[1:51:31]
54
[1:51:33]
yeah was like
[1:51:38]
20044 more I guess I must be wrong that was she I thought it was more the
[1:51:44]
person was supervising somebody but no
[1:51:46]
she we didn't know what the figure was
[1:51:48]
we had that know I I'm writing it down
[1:51:51]
but that's only a couple hundred
[1:51:53]
bucks can anybody else remember I I
[1:51:56]
thought I don't know for some reason if
[1:51:59]
it's if if if it's only a couple hundred
[1:52:02]
bucks then it's not going to bring them
[1:52:03]
above because my understanding if I
[1:52:05]
remember correctly is that she was um
[1:52:08]
supervising the real property appraiser
[1:52:10]
I believe it's the clerk oh supervising
[1:52:12]
the clerk clerk makes way less than that
[1:52:15]
yeah she just started year so that
[1:52:18]
doesn't work out then well anyway so
[1:52:21]
Molly's s uh the assessor is suggesting
[1:52:25]
54 Anthony
[1:52:27]
or original request was 54 everyone
[1:52:31]
every everyone should have that um yes
[1:52:34]
original
[1:52:35]
request oh sorry it's yeah we have it
[1:52:39]
but there a lot
[1:52:44]
of later well
[1:52:47]
before okay yep and then when you gave
[1:52:50]
it today was the 54
[1:52:52]
corre actually the next one that I had
[1:52:57]
1430 14
[1:53:01]
um let's let's
[1:53:05]
go 1356 404 the assessment Board
[1:53:09]
review oh that I think we had discussion
[1:53:14]
with um the assessor in regards to this
[1:53:18]
board attendance
[1:53:20]
and M is not attending all the meetings
[1:53:22]
and
[1:53:24]
it's yes that was the one yeah yeah yeah
[1:53:27]
bottleneck on the um the rest of the
[1:53:29]
members it was 16 so she was going to
[1:53:30]
come back to us with a recommendation
[1:53:32]
how we Chang the ordinance or
[1:53:35]
legislation to address these concerns
[1:53:37]
and I all us with that to kind of work
[1:53:40]
with her to address those concerns
[1:53:41]
because this is not the first time uh
[1:53:44]
the board is finding some difficulties
[1:53:47]
in your
[1:53:48]
function Mr mudar go ahead
[1:53:51]
please um so a couple things I thought
[1:53:53]
that Mr Cen said that that was something
[1:53:55]
that we' have to look at the the c c
[1:53:58]
about in terms of
[1:54:01]
changing yes um this it would be outside
[1:54:05]
of the budget process the budget is
[1:54:07]
setting the numbers um you'd have to go
[1:54:10]
and look at the I don't actually I don't
[1:54:13]
believe that it's set in the um code I
[1:54:16]
believe it was approved by resolution
[1:54:18]
okay um so the council could obviously
[1:54:21]
Set uh the fees that are paid to um the
[1:54:24]
people on the important assessment
[1:54:26]
review by resolution so
[1:54:30]
maybe we leave it the way it is here and
[1:54:33]
then moving forward into the
[1:54:36]
year you know get that
[1:54:38]
analysis and think about it or
[1:54:42]
what yes I think that was discussed we
[1:54:45]
have the call public
[1:54:47]
here I I can talk in this mroy about it
[1:54:50]
she and I discussed it quite some time
[1:54:52]
ago um and I don't know how many hours
[1:54:55]
obviously that they put in um I imagine
[1:54:58]
that you know she would have a better
[1:55:01]
sense and the council would have a
[1:55:02]
better sense May would have a better
[1:55:03]
sense of whether or not if you went to
[1:55:05]
you know some other type of payment
[1:55:07]
arrangement let's say hourly um if the
[1:55:10]
$16,000 would um cover the hours that
[1:55:14]
they put in because I don't know those
[1:55:16]
hours I I'm the the the concern I think
[1:55:20]
that she had was that there was actually
[1:55:23]
a particular person who actually didn't
[1:55:25]
show up for anything and was still
[1:55:27]
getting the same no they showed up for
[1:55:30]
if you don't mind they showed up for one
[1:55:32]
day they didn't show up for the day that
[1:55:34]
they were reviewing and then they showed
[1:55:35]
up for deliberation but still got the
[1:55:37]
full salary of everyone who had been
[1:55:39]
there the entire time not salary but
[1:55:41]
stien that's what she yeah that would be
[1:55:44]
outside same that would be outside of
[1:55:46]
the budget process that's something else
[1:55:48]
that the council
[1:55:50]
address I'm happy to just move on yeah we did ask we did ask for
[1:55:54]
recommendation to come back to us email
[1:55:56]
us get us involved let's see what the
[1:55:57]
narrative is to to move it forward and
[1:56:00]
to make necessary changes so that we can
[1:56:02]
better sort the the assessment office
[1:56:06]
but I do have one thing because the
[1:56:08]
document that was given to us today
[1:56:10]
there's zero on this for the
[1:56:14]
bar the bar is 16,000 no on this
[1:56:17]
document we got today there's no nothing
[1:56:19]
in there
[1:56:21]
with the changes that we
[1:56:27]
request it's right at the bottom for
[1:56:29]
service what of assessment revie talking
[1:56:32]
about right
[1:56:33]
now her she
[1:56:37]
probably
[1:56:39]
Sheed
[1:56:40]
okay that was from her oh okay so m i mean the uh the Assessor's
[1:56:48]
Office yes okay thank
[1:56:51]
you all right so we'll follow that make
[1:56:55]
sure we address
[1:56:58]
that I got it but we're leaving it as it
[1:57:01]
is currently in terms of in the budget
[1:57:02]
this the amount okay thank you and then
[1:57:06]
the next one is a430 D100 payroll
[1:57:10]
manager raise salary to 60,000 from
[1:57:13]
56,000 to 61 so slightly higher than the
[1:57:17]
personal benefit clar that was that the
[1:57:19]
position
[1:57:23]
supervised that was something that um M
[1:57:25]
Ali was recommending I
[1:57:29]
believe open for question oh that was U
[1:57:32]
Miss Miss uh yeah yeah
[1:57:36]
okay oh okay because this is the one
[1:57:38]
where the person is supervising somebody
[1:57:40]
who makes more slightly more money
[1:57:44]
than I would have support
[1:57:47]
that what's that I would support
[1:57:50]
okay is this person CA she's manager the
[1:57:54]
other
[1:57:58]
man management
[1:58:00]
so make so instead of 56 265 it would be
[1:58:07]
37 35 60 the
[1:58:11]
additional the additional
[1:58:13]
yeah it's the payroll manager
[1:58:17]
y all right
[1:58:22]
are we good with that okay the next one
[1:58:24]
is a441
[1:58:27]
D100 how much to add an ipf 3 for part
[1:58:31]
time that's
[1:58:33]
40,3 step
[1:58:35]
one 40,000 let me just see what my note
[1:58:39]
was and why I st said that oh
[1:58:43]
so Mr Wen must have suggested
[1:58:48]
that he had a somebody I wrote need ips3
[1:58:52]
he had up to better position in the
[1:58:57]
city oh she went to utilities that way
[1:59:00]
they no no she went to C oh oh that's
[1:59:04]
right so in that particular instance how
[1:59:07]
is that kind of so there's no
[1:59:11]
administrative support in that office
[1:59:14]
yeah they have IPS for uh what's her
[1:59:17]
name the person
[1:59:20]
work and uh you see they also have an
[1:59:22]
IPS uh IPS specials three in there
[1:59:31]
1440 yeah it's the same
[1:59:33]
thing okay then I'll take away my I'll
[1:59:36]
take away my
[1:59:39]
suggestion so they're both
[1:59:42]
okay so you taking it off I can I'm okay
[1:59:46]
taking it off yeah there are two
[1:59:47]
position there one is three and one is a
[1:59:49]
for no
[1:59:52]
ask and then the other one we already
[1:59:54]
discussed but that was the the confusion
[1:59:56]
that we had if you don't mind if I keep
[1:59:58]
going yeah yeah yeah so the other one
[2:00:01]
was changing it from mayor recruitment
[2:00:03]
funds just to recruitment funds because
[2:00:05]
that question came up the other day just
[2:00:07]
it's just a change on the
[2:00:10]
wording have we copied and
[2:00:14]
paste so I don't I mean it's no money
[2:00:17]
difference it's just that um people were
[2:00:19]
confused because about that but it's not
[2:00:22]
just to recruit for the mayor's office
[2:00:24]
it's to recruit in
[2:00:27]
general yeah I I don't think we ever use
[2:00:30]
this but we never use it one attempt to
[2:00:32]
use it and the just walk away if you can
[2:00:35]
recall yeah it was it was put in there
[2:00:38]
just for a question to the May during
[2:00:39]
the co that people weren't seeking job
[2:00:42]
and incentive there I think that is
[2:00:44]
going to be know people are applying
[2:00:46]
they're coming forward applying for jobs
[2:00:49]
take away money I was just saying just
[2:00:51]
change the
[2:00:56]
line it was more of a need at that time
[2:00:59]
rather than now it's not much much of a
[2:01:01]
need now to for this
[2:01:05]
line um we already did senior
[2:01:08]
centers and then I already mentioned
[2:01:10]
what I felt about the outside Council
[2:01:12]
for civilian police review
[2:01:15]
board and oh yeah this is the one where
[2:01:19]
6 I think we addressed that
[2:01:22]
8121 121
[2:01:38]
yeah
[2:01:40]
[Music]
[2:01:43]
121 oh we're going back let us went up
[2:01:45]
to 6
[2:01:46]
to5 this I think didn't we say say let's
[2:01:49]
check that because it went from 58 416
[2:01:51]
to
[2:01:53]
79 the
[2:01:55]
cor I explain how sorry I didn't see the
[2:01:59]
corre sorry C CV operator oh that's on
[2:02:03]
the other sheet okay umed 8120 d121 659
[2:02:09]
so it was um in 2023 it was9
[2:02:12]
416 and then it was brought to us with
[2:02:14]
70,000 but then it went down okay I got
[2:02:17]
it so 659 68 okay thank you I think that
[2:02:21]
is do official ask by morning one okay
[2:02:27]
thank
[2:02:33]
you
[2:02:36]
good all right I don't over Health
[2:02:41]
members
[2:02:44]
yeah
[2:02:46]
um I think were asking can just go back
[2:02:49]
to the benefit the Healthcare
[2:02:53]
numbers and also add to that the last
[2:02:56]
year we did receive a rebate of
[2:02:59]
500,000 last year so where is that in
[2:03:02]
this proposed budget in the proposed
[2:03:04]
budget yes the
[2:03:06]
$500,000 reate are we not receiving any
[2:03:09]
reate this uh we hope we rece reate uh
[2:03:12]
what we do is US put that the rebate we
[2:03:14]
usually get is from uh from Pharmacy yes
[2:03:17]
we us we will do from the pharmacy is to
[2:03:22]
uh I believe we just last year we did
[2:03:26]
receive receive a budget of
[2:03:31]
500,000 I mean this year excuse me this
[2:03:35]
year what was your budgeted amount for
[2:03:37]
2023 for what
[2:03:39]
rebate hold on from the
[2:03:47]
pharmacy
[2:03:49]
no that will be all the way
[2:03:52]
[Applause]
[2:03:56]
to yeah was in near the back
[2:03:58]
right employ page page
[2:04:25]
is it the Medicare reimbursement right
[2:04:27]
here no no
[2:04:30]
that that's something
[2:04:34]
else I think this is the pharmacy proact
[2:04:37]
reate right yeah I don't see
[2:04:40]
here we do with that though too we
[2:04:43]
usually try to lower what our payouts
[2:04:46]
going to be when we get that yeah but in
[2:04:48]
our it's not recorded in I have to find
[2:04:51]
out can you write that down yeah take a
[2:04:53]
yeah yeah that's so was the in other words are you
[2:05:00]
saying that that was in 2023 or that yes so what we do is I had to I hired a
[2:05:07]
group to audit our our things and one of
[2:05:11]
the things that we getting is to make
[2:05:13]
sure that they give us the full benefits
[2:05:16]
that we pay for and that's how we rebate
[2:05:19]
it's it's a
[2:05:21]
reat that it will receive and it's
[2:05:24]
attached to the the proact if I'm yeah
[2:05:28]
proa far um Pharmacy so my question is
[2:05:31]
though is that a guaranteed rebate in
[2:05:33]
2024 I mean in other words lur yeah so
[2:05:38]
that's why it's not in the budget yeah
[2:05:39]
that's why well see I mean we had it in
[2:05:41]
the budget for 2023 it's not really I
[2:05:43]
don't see I don't see here is
[2:05:46]
maybe is it on the revenue still want to
[2:05:49]
count on something
[2:05:54]
$500,000 I think it would be in
[2:06:07]
Revenue 82680 you're talking
[2:06:11]
about is it I'm sorry j so Revenue
[2:06:14]
you're talking about
[2:06:16]
8 is that the is that a
[2:06:20]
proa I think it's proa and our what's
[2:06:23]
the other one can huh Canon no stop it's
[2:06:28]
um
[2:06:30]
82680 D
[2:06:38]
266
[2:06:41]
Jesus
[2:06:43]
recoveries oh Insurance recoveries yeah
[2:06:47]
good gotcha ah so 268d I see it yeah
[2:06:52]
line a Reb line that's that's a rebate
[2:06:54]
line yes and
[2:06:56]
uh we don't use it as a in the as a
[2:07:00]
revenue we don't put in as an
[2:07:02]
expense you know we put it as a revenue
[2:07:05]
but what if you don't get
[2:07:11]
it in
[2:07:13]
my life I wouldn't let anybody put let
[2:07:15]
me put grants in yeah what happen if
[2:07:17]
people don't pay ta you well that's
[2:07:23]
true so that's just something that they
[2:07:25]
do every year
[2:07:29]
possibly we have a couple things we have
[2:07:32]
the the stock loss rebate and that's
[2:07:37]
good we pay a lot of
[2:07:41]
money a lot of money on the on the
[2:07:43]
healthcare part I mean I have not say
[2:07:45]
that you're saying is going up by 14%
[2:07:47]
higher but across the standard um across
[2:07:51]
the board is going up like 6 to 8% what
[2:07:53]
is the difference with your 40% going up
[2:07:55]
your hes the
[2:07:57]
68% I I I felt that 14% the way we've
[2:08:02]
been really working the last few years
[2:08:05]
we we're probably between uh 6% and I
[2:08:08]
felt I didn't want to raise the budget
[2:08:10]
to 14% where I felt we can get away with
[2:08:13]
ses that's what our our cumulative Bas
[2:08:16]
is you know what I mean last year I
[2:08:19]
think you were at six around that per
[2:08:22]
last year you were at 6% so 14% higher
[2:08:26]
this
[2:08:28]
year on some of the trends were during
[2:08:31]
Co were self-insured pay what the actual
[2:08:36]
uh usage
[2:08:38]
is people weren't going to the doctor as
[2:08:41]
much people deferred procedures and
[2:08:43]
other things so the costs went down now
[2:08:46]
all those things that were deferred
[2:08:49]
are starting to catch up with people so
[2:08:52]
you're
[2:08:53]
seeing just a higher utilization is that
[2:08:56]
TR yep plus uh you got to remember too
[2:08:59]
we're also hiring more people too more
[2:09:01]
families and uh you know there one one
[2:09:04]
thing too you're hiring police and fire
[2:09:06]
and they're retiring at a young age so
[2:09:09]
what happens so for every every uh you
[2:09:12]
know a person who retires of a family
[2:09:14]
you got four guys on it you're not
[2:09:16]
getting rid of four people cuz they're on 65 you're still paying for
[2:09:19]
them so you're adding another one so as people retire it's not the number
[2:09:25]
never goes down it goes up because plus
[2:09:27]
especially for Public
[2:09:29]
Service Plus these these the health
[2:09:32]
insurance benefits I mean don't you get
[2:09:33]
that from our
[2:09:35]
analyst you have you have an analyst
[2:09:38]
makes these
[2:09:39]
recomendations stuff right yeah yeah you
[2:09:42]
got the thing all analysis yeah
[2:09:52]
any other question on this
[2:09:54]
part okay let's move
[2:10:02]
[Applause]
[2:10:03]
back sorry I didn't have
[2:10:07]
to second to
[2:10:11]
last it has to do
[2:10:14]
with keep going to the next
[2:10:17]
page yeah right there the next one is um
[2:10:21]
no fee increase for water St and
[2:10:25]
[Music]
[2:10:33]
garbage can
[2:10:35]
you he's just talking about
[2:10:41]
this here made a recommendation to you
[2:10:44]
that water and sewer you know what's our
[2:10:47]
numbers we spent 54 million 50 58
[2:10:53]
million 58 million in upgrades the
[2:10:56]
facilities we've gotten approximately
[2:10:58]
$21 million in
[2:11:02]
Grants and now we have that difference
[2:11:05]
of 30 some million dollar that is
[2:11:10]
largely at 0% interest so the overall
[2:11:13]
financing package is pretty good but now
[2:11:16]
we have to pay
[2:11:19]
that money back so this is being
[2:11:22]
financed I think over 30 years is what
[2:11:24]
we're looking to go to market on so that
[2:11:28]
adds over a million dollars a year in
[2:11:32]
expenses to finance the uh the
[2:11:37]
operations Anthony do you have an
[2:11:39]
overall um number regards to the water
[2:11:42]
one garbage overall the overall number
[2:11:44]
what does that mean the increase it's
[2:11:46]
like $174 no in terms of all the units
[2:11:50]
yeah I I I think for the you have the
[2:11:54]
units for garbage we have the rates in
[2:11:56]
the
[2:11:57]
budget we have the uh for the waist
[2:12:00]
there's a sheet that was handed out to
[2:12:03]
all the council
[2:12:08]
members do we have a number of units for
[2:12:10]
the
[2:12:12]
um you know PA I thought he gave you
[2:12:15]
these numbers PA for water and store he
[2:12:19]
gave us waste collection
[2:12:25]
Revenue yeah that's all I
[2:12:31]
got this is the one for waste
[2:12:35]
collection right right
[2:12:41]
and I
[2:12:43]
think I think uh whatam call it excuse
[2:12:46]
me D Derek add an analysis of the
[2:12:49]
proposed budget and that even with the
[2:12:52]
increase our uh garbage fees that we're
[2:12:55]
receiving even from uh you know not only
[2:12:58]
being charged but outside or collection
[2:13:00]
outside the city and the commercial was
[2:13:02]
we
[2:13:03]
still uh we're still losing
[2:13:08]
$86,000 and if you cut that off we're
[2:13:11]
going to lose if you look at 2023 you're
[2:13:13]
going to lose a million 82 plus that
[2:13:15]
89,000 looking at you know 1
[2:13:18]
.16 so million what what's the number
[2:13:22]
overall would be 1.16 it's right here on
[2:13:25]
this got this one yeah you got
[2:13:28]
it give it out today again too
[2:13:32]
yeahor got it okay see the 2020 prop
[2:13:35]
proposed budget has the increase in it
[2:13:38]
and even with the
[2:13:39]
increase the total of cost of wage
[2:13:42]
Administration is losing
[2:13:44]
$889,000 but if you don't increase it
[2:13:47]
you're going to have have it the 22
[2:13:49]
adopted budget it's going to be the 100
[2:13:52]
a million million 8 plus the 89 is going
[2:13:54]
to be a
[2:13:56]
million
[2:14:03]
million6 so there's no there's currently
[2:14:05]
no Surplus um in that line no has there
[2:14:09]
hasn't been a surplus last couple years
[2:14:11]
that's why every year we've been trying
[2:14:12]
to ask for more and more
[2:14:14]
money because the costs have gone up and uh you know the cost of everything
[2:14:19]
is going up right especially
[2:14:21]
fuel salaries I to tell you you know
[2:14:24]
fuel salar you know
[2:14:26]
just
[2:14:28]
benefits equipment
[2:14:33]
gasoline I thing is about staying the
[2:14:35]
same as believe it or not as the general
[2:14:37]
liability ins general liability
[2:14:39]
insurance L thing they went up only went
[2:14:41]
up
[2:14:45]
6% excuse me and I think last year we
[2:14:48]
did not raise the fees to the level that
[2:14:52]
they had
[2:14:53]
recommended no we get not to the level
[2:14:56]
there but we did um I don't remember
[2:14:58]
exactly but I think we get half or
[2:15:00]
something but not so the feel like it
[2:15:03]
was not the amount asked
[2:15:08]
for so we'd have to figure out how to
[2:15:10]
make up sure if we didn't raise the fees
[2:15:13]
we'd have to figure out how increase
[2:15:16]
Revenue yeah increase Revenue so and in
[2:15:20]
thinking about that so I was as I was
[2:15:22]
going through revenue and probably mayor
[2:15:23]
this is probably a question for you um
[2:15:26]
like the payment in LW of taxes is there
[2:15:28]
ever an opportunity for us to
[2:15:29]
renegotiate those or uh do not for
[2:15:32]
profits pay those I mean how is
[2:15:35]
that um figured
[2:15:42]
out well suppose any of them could be
[2:15:46]
renegotiated subject that those are uh
[2:15:50]
they standard packages that are put in
[2:15:54]
place either through the Ida or there's
[2:15:56]
more flexibility through
[2:15:58]
Metroflex those tend to
[2:16:01]
increment uh 5% a year
[2:16:05]
over 15
[2:16:08]
years so you discounting the initial
[2:16:11]
years which creates incentives for the
[2:16:13]
investment and then it ramps up to what
[2:16:16]
hopefully is full
[2:16:20]
participation uh at the whatever the
[2:16:22]
current tax rate is at the time of the
[2:16:24]
Indy
[2:16:29]
agreement so we are seeing increased
[2:16:32]
revenue from
[2:16:34]
those uh but again you're also seeing
[2:16:37]
the economic development that's
[2:16:39]
happening and where the robust numbers
[2:16:43]
in sales tax uh are somewhat
[2:16:46]
attributable to the levels of
[2:16:49]
uh economic development that were
[2:16:51]
facilitated through those payments of
[2:16:53]
lower
[2:16:56]
taxes well because at in 21 we were at
[2:16:59]
2.5 and then in 22 went for the actuals
[2:17:02]
we went down to
[2:17:03]
2.4 so that that's why I was Raising
[2:17:06]
that question according to the
[2:17:08]
information we have from Mr
[2:17:10]
um and Mr Ferrari and some of that would
[2:17:13]
be is it opposed to showing up in that
[2:17:16]
line it would show up in tax
[2:17:25]
revenue okay
[2:17:33]
thanks I mean this is on for discussion
[2:17:35]
because there is a a major concern out
[2:17:38]
there in terms of us raising it to
[2:17:41]
that
[2:17:43]
level okay but we have to pay the
[2:17:46]
employees and those are the
[2:17:51]
cost I was at the public hearing I hear
[2:17:54]
one person complain about the budget at
[2:17:57]
all we'll direct all call your off you
[2:18:00]
know when people are not happy they come
[2:18:02]
in and I didn't see one person came that
[2:18:05]
come in who said anything
[2:18:07]
negative increases people will tell us
[2:18:11]
we will get call over and over that they
[2:18:12]
will will show up at a public hearing
[2:18:14]
and we won't do anything regardless of
[2:18:16]
what they said one person we will make
[2:18:17]
recommendation here and we don't even
[2:18:19]
come back to the table here and discuss
[2:18:21]
it the public
[2:18:26]
hearings I can say that I know that no
[2:18:28]
one showed up even though people told me
[2:18:30]
I'm going to come and talk about ABC and
[2:18:32]
talk about it um and uh but I I've heard
[2:18:36]
from people as well in terms of that
[2:18:39]
this particular um item I think that's
[2:18:41]
always a concern for
[2:18:46]
people
[2:18:50]
that's a major concern with regards to
[2:18:52]
the
[2:18:54]
water we would have to figure out we'd
[2:18:56]
have to figure out how to make that up I
[2:18:58]
mean this budget also doesn't have a tax
[2:19:01]
increase so I mean what would be the
[2:19:04]
balance in terms of if we don't do the
[2:19:06]
water sewer and
[2:19:07]
waste
[2:19:10]
um where would we get that Revenue you see these times of inflation cost increases everything
[2:19:18]
you I don't expect us to keep everything
[2:19:20]
the same the upgrades to the facilties
[2:19:22]
upgrades I'm saying how do you keep
[2:19:23]
everything the same everything is going
[2:19:24]
up where that's how you get that big
[2:19:28]
77.2 million G you know that you're
[2:19:31]
talking about that's that's how what
[2:19:32]
you're creating by not raising the fees
[2:19:35]
right now you know it's not a dramatic
[2:19:38]
increase what it150 a week for garbage
[2:19:43]
uh water I forgot what of
[2:19:45]
those the
[2:19:48]
year 1626 that is per unit isn't it
[2:19:56]
16265 cents a
[2:19:58]
day for water or water 0.045 cents a
[2:20:03]
day and then the um the sewer is 20
[2:20:08]
cents a day or
[2:20:09]
$742 for the
[2:20:11]
year right yeah and then the the other
[2:20:14]
one though I don't
[2:20:16]
have
[2:20:18]
the other one you'd have to tell me that
[2:20:20]
was Water and Sewer
[2:20:22]
but water sewer for yeah I don't have
[2:20:25]
that one broken out yeah the
[2:20:29]
waste the garbage broken out oh I
[2:20:33]
see got you got you thank
[2:20:36]
you that's the next page oh yep I
[2:20:40]
see so what are you are you proposing
[2:20:43]
anything or no no just discuss it it's a
[2:20:47]
concern right so understood
[2:20:52]
yeah we have I'm a taxpayer in the city
[2:20:55]
too I don't want taxes anything go up
[2:20:57]
either but I know I've been in business
[2:20:59]
50 years I know you got to you got to
[2:21:01]
raise things please you got
[2:21:09]
to do you know what we raised it last
[2:21:12]
year for we yeah did we raise it was
[2:21:17]
can't remember the
[2:21:19]
exact was request how
[2:21:24]
much 50 or 51 I think it was 50 actually
[2:21:28]
no 249 is
[2:21:30]
this it was other
[2:21:34]
words I was asking what
[2:21:39]
we
[2:21:46]
se7
[2:21:49]
78 thank you this is for the new rate
[2:21:52]
that they want to do for um 20 next year
[2:21:59]
2024 yeah 16846 a year I thought it was
[2:22:02]
174 the total cost of those three
[2:22:05]
increases per
[2:22:08]
household one
[2:22:11]
unit one household unit
[2:22:14]
household so you have if you have a two
[2:22:17]
that will multiply
[2:22:21]
by
[2:22:28]
but all right I
[2:22:34]
guess I like the idea of keeping taxes
[2:22:37]
uh not increasing the
[2:22:39]
taxes um and $168 46 a year to these
[2:22:44]
three fees per unit as Mr M say for
[2:22:54]
unit okay let let's let's move over to
[2:22:56]
the next item we'll come back to this
[2:22:58]
one discussion on current overall
[2:23:00]
vacancies and the propos um new high for
[2:23:05]
2024 this is the question for
[2:23:08]
me we we had over the last two years I
[2:23:11]
several vacancy that is not being killed
[2:23:14]
and we keep you know last year this year
[2:23:17]
and then we're adding another set of new
[2:23:21]
hire4 can we cut back a little on
[2:23:25]
this are all these needed well that's
[2:23:29]
what I recommended to you you know it's
[2:23:32]
going to be your
[2:23:33]
final
[2:23:35]
decision uh again we've had difficulty
[2:23:38]
in terms of
[2:23:39]
recruiting for seeing that shift so that
[2:23:44]
I'm more optimistic going into 2023
[2:23:47]
we'll be able to bring staff enough
[2:23:50]
to again what is the budget as
[2:23:55]
level no Echo your word I mean with cost
[2:23:58]
savings where do we where do we take
[2:24:01]
asting Mr problem anymore where do we
[2:24:03]
tyen our belt from we need to start
[2:24:05]
tighten our Bel because we're facing
[2:24:07]
$7.4 million next year so we need to
[2:24:10]
start this year in terms of start cling
[2:24:13]
back on expense and you know bring back
[2:24:17]
some savings into the
[2:24:19]
budget that can help to reduce the
[2:24:24]
cost because I'm not sure I I doubt with
[2:24:27]
all these
[2:24:28]
position except for police and fire the
[2:24:31]
other position then will
[2:24:33]
get this year and next
[2:24:36]
year but we still have the work done
[2:24:39]
currently in
[2:24:40]
house I know it's a little bit more that
[2:24:43]
the staff has to do but eventually we
[2:24:45]
can hire a few more to compliment what
[2:24:47]
we have but I'm making a suggestion
[2:24:52]
that not all this is
[2:24:57]
needed right we' still delivered the
[2:25:00]
work you know I've been subject to
[2:25:01]
criticism for not hiring positions and
[2:25:05]
staff does feel some of that and again
[2:25:09]
I've submitted a budget to you that I
[2:25:10]
feel is adequate and it's uh now in the
[2:25:15]
uh
[2:25:17]
council's decision you know if you want
[2:25:19]
to go through specific
[2:25:21]
positions bring department heads back in
[2:25:24]
to look at what their goals and
[2:25:27]
objectives are with each individual
[2:25:34]
position any suggestion on this may she
[2:25:38]
I didn't bring that back with me
[2:25:42]
today and again I think some of these
[2:25:44]
will remain open just in terms of what
[2:25:46]
the
[2:25:48]
you know the recruitment issues that we'
[2:25:56]
had I have all this much so we'll be
[2:26:00]
talking about it I know on Friday
[2:26:05]
but no I'm just bringing that forward
[2:26:08]
because we got to take more some we
[2:26:10]
can't wait for next year to typ then
[2:26:12]
we're going to be more and the number is
[2:26:15]
going to go up higher
[2:26:17]
where do we start we have to start
[2:26:24]
now want no I have yes I would like to
[2:26:27]
see
[2:26:32]
that thank
[2:26:39]
you
[2:26:41]
yes oh
[2:26:44]
sorry I just seem to recall
[2:26:50]
how employees were so upset because the offices weren't being staffed and
[2:26:55]
the extra workloads on them and now we
[2:26:58]
don't want to
[2:27:01]
staff well yes we want to work done we
[2:27:05]
want to staff them but we we need the
[2:27:07]
money to staff them understood and if
[2:27:09]
you don't have the money then how are we
[2:27:11]
going to staff them are we going to
[2:27:13]
staff them and then we're going to end
[2:27:14]
up instead of 7.5 we're going to end up
[2:27:16]
9. five next year million
[2:27:22]
dollar so those are my my concern with
[2:27:25]
these two items
[2:27:27]
here in terms of the fee
[2:27:30]
increase and the discussion with regards
[2:27:33]
to the vacancy and then if we go back to
[2:27:35]
the pages we discussed earlier with some
[2:27:37]
of the suggestion that was submitted
[2:27:39]
there are some savings here potentially
[2:27:42]
some savings here that might help to
[2:27:44]
cushion the
[2:27:47]
M the water garbage Fe so overall we
[2:27:50]
have to look at all the Departments so
[2:27:53]
for savings not one department but every
[2:27:56]
department for savings and I think
[2:27:58]
that's what we here
[2:28:01]
for so my question would be though and I
[2:28:03]
don't know if uh the mayor or Mr Ferrari
[2:28:08]
can but I mean
[2:28:10]
historically when we look at that chart
[2:28:12]
of how many openings there are um many
[2:28:15]
of those positions have probably been in
[2:28:17]
you know they've been in the budget I I
[2:28:18]
think engineering jumps out at me yeah
[2:28:21]
that they have not filled those
[2:28:22]
positions so I guess what I'm saying is
[2:28:25]
sort of from a risk standpoint what are
[2:28:29]
the chances that the leaving the
[2:28:32]
positions into the budget what are the
[2:28:34]
chances that they perhaps again would
[2:28:36]
not get filled and so we would have the
[2:28:38]
savings do you see what I'm saying right
[2:28:40]
I don't know if I'm being articulate on
[2:28:42]
that if you if you mention the engineer
[2:28:45]
parand he's being several years of
[2:28:47]
not being filled because we if you can
[2:28:49]
recall my years year after year we be
[2:28:53]
hearing that we're trying to Recine here
[2:28:55]
we're trying to rec here but nobody is
[2:29:00]
coming so if you were highlighting like
[2:29:03]
categorizing like extended open
[2:29:05]
vacancies and thenly uh open ones I
[2:29:08]
think is that what you I guess I would
[2:29:12]
like to see that I think that would be
[2:29:13]
important to see what has historically
[2:29:15]
remained open
[2:29:18]
yeah I was just I guess I was that is
[2:29:20]
sort of what I was saying if these guys
[2:29:21]
had sort of just a bird's eyee view of
[2:29:23]
that um in terms of taking the risk in
[2:29:27]
other words of having the positions
[2:29:29]
still here because I think it's clear
[2:29:32]
again I'll use engineering as an example
[2:29:34]
that I mean there's a lot of work to be
[2:29:38]
done on that plate without the Staffing
[2:29:41]
so I'd rather see that the Staffing
[2:29:43]
remain in the budget thinking that
[2:29:46]
perhaps we might get a chance to hire
[2:29:47]
the
[2:29:48]
people um do you know what I'm saying oh
[2:29:51]
then that's where we deviate I guess I
[2:29:53]
was looking at from a standpoint
[2:29:54]
something been vac for an extended
[2:29:55]
period of time I get rid of
[2:30:02]
it and then if something has been newly
[2:30:04]
requested evaluating that so yeah I was
[2:30:07]
going to add to that we just need to
[2:30:08]
look at the the 2024 ads on top of the
[2:30:11]
2023 vacancies do we really need those
[2:30:15]
additional ads into 2024 on top of the
[2:30:18]
already vacancy that we have that paper
[2:30:22]
so it looks like that's something we're
[2:30:23]
going to have to think about each of us
[2:30:25]
when we go home before Friday so you
[2:30:27]
have that paper you have that paper um
[2:30:29]
as your back up if you're not if you
[2:30:32]
don't have it here we can make copies
[2:30:33]
for you if not it's more likely be home
[2:30:36]
I know we we can get copy
[2:30:39]
yeah look yes I would like to hire all
[2:30:42]
the staff every Department 100% but
[2:30:44]
where where are we going to get the fund
[2:30:45]
from where is the funding going to come
[2:30:47]
from and if we're looking at the numbers
[2:30:50]
of the May has mentioned $7.4 million we need to be very very conservative
[2:30:55]
very alert and to focus in on that
[2:30:58]
number $7.4 billion it's a lot of
[2:31:02]
money that we're going to dig in our
[2:31:04]
heels next year to where are we going to
[2:31:06]
find
[2:31:07]
savings we can't wait until next
[2:31:12]
year is better to start
[2:31:15]
now
[2:31:19]
so since we're talking about engineering
[2:31:20]
I just want to point out the fact that
[2:31:22]
the engineering department sorry did
[2:31:25]
already take um reduce their Staffing in
[2:31:29]
the budget so just so we're clear oh I'm
[2:31:31]
not saying I'm not no I was just using
[2:31:35]
it as an example I'll beend on that yeah
[2:31:38]
no okay but it's already been done my
[2:31:41]
point it's already been done by by um
[2:31:43]
this the chief
[2:31:45]
engineer
[2:31:47]
in terms of his budget request
[2:31:51]
so so here we are I mean I don't have
[2:31:54]
anything else
[2:31:56]
on Anthony if I may suggest based on the
[2:31:59]
changes here that we was presented
[2:32:01]
tonight is it possible to do a draft
[2:32:05]
let's have a visual look at it okay is
[2:32:08]
that possible I did that last make sure
[2:32:11]
our numbers are correct there yes why we
[2:32:14]
go through it then that be niest go
[2:32:16]
through yeah let's go
[2:32:19]
through cuz we weren't necessarily
[2:32:21]
making decisions about these changes we
[2:32:22]
were just discussing unless um Friday
[2:32:25]
we're going to make the decisions right
[2:32:26]
unless um Mr Williams has any suggestion
[2:32:29]
to move ahead with these changes or to
[2:32:33]
just submit these changes let's look at
[2:32:36]
the
[2:32:40]
draft I'm not the only one here so we're a Comm committee together so
[2:32:46]
whatever you recommend um so I'd
[2:32:48]
recommend proceeding with the changes as
[2:32:50]
we identified in this 2024 proposed
[2:32:53]
budget and everyone shell and then come
[2:32:56]
back on
[2:32:58]
Friday can we just go through the yes please all right
[2:33:11]
so well can I ask procedurally what are
[2:33:13]
you looking to
[2:33:15]
do I thought you going make the
[2:33:17]
decisions tonight we could have
[2:33:18]
legislation prepared for Friday say
[2:33:21]
you're going to come
[2:33:24]
in
[2:33:26]
make conversation review discussions
[2:33:30]
that we're going to have to break and
[2:33:31]
actually draft the
[2:33:33]
legislation it out and your Friday
[2:33:37]
schedule your Friday schedule does not
[2:33:40]
build much morale from
[2:33:44]
departments so so we'll have to go
[2:33:46]
through these we have to make decisions
[2:33:49]
and then if we we probably will need to
[2:33:51]
look at that other sheet if that's one
[2:33:53]
of your
[2:33:56]
recommendations what other sheet the
[2:33:58]
Staffing one that I didn't Staffing one
[2:34:00]
with me
[2:34:02]
but go ahead please based on whatever
[2:34:05]
you're going to be proposing change wise
[2:34:07]
there's going to have to be a
[2:34:08]
determination on whether that increases
[2:34:10]
the budget decreases the budget so that
[2:34:13]
new change
[2:34:15]
accordingly
[2:34:19]
so you guys would probably have to rerun
[2:34:22]
a budget
[2:34:27]
tonight well I was not going to ask him
[2:34:29]
to do it
[2:34:31]
tonight numbers that they can do
[2:34:35]
it and then we just have to ourselves
[2:34:37]
before back I thought you would have
[2:34:40]
consensus tonight we would formalize it
[2:34:42]
tomorrow and then be able to do it
[2:34:47]
Friday or you know the other
[2:34:51]
suggestion is you know to move it to
[2:34:53]
Monday night to the regular scheduled
[2:34:56]
dat and I don't know what the
[2:35:00]
arrangements are for C Farley's uh
[2:35:05]
father you that might be a factor you
[2:35:08]
know I asked today and I they haven't
[2:35:11]
made them
[2:35:15]
yet
[2:35:19]
so that's case let
[2:35:21]
um move forward with the discussion on
[2:35:25]
the changes and that was
[2:35:27]
discussed and then we can um provide
[2:35:30]
that number to Mr
[2:35:32]
Ferrari and then we can give him an
[2:35:35]
opportunity to work on the draft and
[2:35:37]
see how the the D is
[2:35:42]
looking did we need to go into executive
[2:35:47]
affirmative action yes we kind of
[2:35:50]
skipped over that a little bit those two
[2:35:52]
positions you mentioned it I didn't know
[2:35:55]
yeah so wouldn't that be the same would
[2:35:57]
that be then the same in terms of these
[2:35:59]
other positions that Mr mudar just
[2:36:00]
brought up no a a general discussion Rel Personnel
[2:36:07]
speci that would be
[2:36:08]
a conceivably a fairly long
[2:36:12]
discussion which one
[2:36:14]
would the the you have oh okay but you
[2:36:17]
the affirmative
[2:36:22]
action you need
[2:36:24]
them we need to go
[2:36:27]
so let's go take the session discuss
[2:36:29]
Thea action St and then come back out
[2:36:31]
and move forward with what was discussed
[2:36:34]
here in on the recommendation
[2:36:37]
for to move forward with a draft so we
[2:36:40]
can have something ready for
[2:36:42]
Friday um so we need a motion to go into
[2:36:46]
executive
[2:36:47]
session second well prer be done the
[2:36:50]
other way around all in
[2:36:52]
favor I'm sorry they were to if you were
[2:36:56]
to go through the numbers
[2:36:57]
first you can give it to Anthony and
[2:37:00]
Derek right and then they can start I
[2:37:02]
think crunching some things and then if
[2:37:05]
you want to go to session to discuss the
[2:37:07]
other piece which is not related yes
[2:37:10]
directly to the budget you can do the
[2:37:12]
discussion while they're trying to
[2:37:14]
update the figures that makes
[2:37:18]
sense either way it's
[2:37:22]
fine one you have to raise for
[2:37:26]
the uh staff for Council 16% so you're
[2:37:31]
making 14,100 I believe right yes and
[2:37:34]
you want to go to
[2:37:37]
16356 um I think the total amount the
[2:37:40]
increase at 16% it would go up to it's
[2:37:43]
budget at 987 right yeah
[2:37:46]
114 192 that's right that yeah well
[2:37:51]
that's also
[2:37:53]
incorrect only four members the city
[2:37:56]
council would be eligible for pay raise
[2:37:59]
now if you can't raise salary during the
[2:38:02]
term of office so three members would
[2:38:06]
then be eligible in two more
[2:38:09]
years so that number does not go up that
[2:38:12]
full amount Mr cling what's your opinion
[2:38:15]
legal opinion I actually I agree with
[2:38:17]
that I think there's um there's case Law
[2:38:20]
related to that I don't know if it's
[2:38:21]
directly in statute I think that's right
[2:38:24]
um I I think you the legislature has
[2:38:28]
addressed and Court have addressed this
[2:38:30]
it would be staggered based on what
[2:38:33]
we've done in the past when put spot
[2:38:36]
when we did an increase for you a couple
[2:38:38]
years ago you took it in the for year
[2:38:41]
time but it was passed at the end of my
[2:38:44]
term it was it
[2:38:52]
right again it's inconsistent with what
[2:38:55]
the statute says you know you're going
[2:38:57]
to do what you want it's not
[2:39:00]
necessarily what I would recommend to so
[2:39:04]
here forward forward to working with you
[2:39:09]
yeah
[2:39:11]
so so which one are we starting with we
[2:39:14]
starting with that
[2:39:18]
[Music]
[2:39:19]
there's Cas out there I can verify it um
[2:39:23]
I don't have it you know so can you do
[2:39:27]
that for us Friday we'll carry this
[2:39:29]
number 114 492 we
[2:39:32]
can I'm not in favor okay way and then obviously then case
[2:39:42]
law supports it that becomes a policy
[2:39:44]
question for the council yeah Mr Willi
[2:39:47]
are you okay to move
[2:39:50]
forward move each one individually I
[2:39:54]
think we're discussing them
[2:39:57]
individually so the answer
[2:39:59]
is I his question was are we going one
[2:40:02]
by one have to move them individually we
[2:40:05]
just have to
[2:40:06]
agree confirming them okay we're not
[2:40:09]
voting yes you it's going to be I would
[2:40:13]
do everything together as one package so
[2:40:15]
you're not individually voting on each
[2:40:17]
separate line
[2:40:19]
okay if that makes sense because there
[2:40:21]
going to be other adjustments that will
[2:40:23]
have to be made if things don't go
[2:40:28]
through so we need you do each
[2:40:31]
individual line right and some things go
[2:40:34]
through and some things don't go through
[2:40:36]
it's going to affect the other
[2:40:38]
adjustments you'll have to make or that
[2:40:40]
Mr Ferrari and G will have to make as it
[2:40:42]
applies to
[2:40:44]
revenue
[2:40:46]
next then you would have to vote on the
[2:40:48]
next the the revenue change on on the
[2:40:50]
back side of
[2:40:53]
it so so let's go through all the item
[2:40:56]
the committee is an agreement majority
[2:40:58]
in agreement we move the item we'll just
[2:41:00]
mark it up and move forward that item if
[2:41:02]
not we
[2:41:03]
just that the back corner so the next
[2:41:07]
item is a propos
[2:41:10]
um A110
[2:41:14]
d44
[2:41:16]
and propos to decrease the outside legal
[2:41:19]
service by$ 10,000 and bring that actual
[2:41:28]
$15,000 yes I'm I'm I am confused I'm sorry so
[2:41:33]
you two because you're the finance
[2:41:35]
committee are the only ones that can
[2:41:36]
give input into this right now no you
[2:41:38]
can give input but the voting to agre to
[2:41:40]
move it
[2:41:41]
power us isn't work
[2:41:46]
and then basically on Friday we would
[2:41:49]
just say no we don't accept those
[2:41:52]
changes it's like any other thing that
[2:41:54]
would come out of committee it's going
[2:41:56]
to be voted on by the committee and then
[2:41:59]
it's going to have to you know either be
[2:42:01]
voted up or voted down by the council at
[2:42:03]
full council meeting
[2:42:10]
gotcha you good with that yeah okay I'm
[2:42:13]
good with this 8 12 10
[2:42:15]
-00 yes I'm okay with that too $
[2:42:21]
6,610 say it again-
[2:42:26]
6,610 yeah it will be
[2:42:29]
5739 the next one uh is a31 D100 yes
[2:42:35]
plus 2,000 I'm okay with
[2:42:39]
that
[2:42:41]
8355 100 the
[2:42:44]
Assessor
[2:42:46]
93,000 plus
[2:42:51]
$1,064 A14
[2:42:55]
120-100 there were no notes on this this
[2:42:57]
was just a
[2:42:59]
discussion par
[2:43:06]
[Music]
[2:43:11]
legal I thought someone had a figure for
[2:43:14]
what it's
[2:43:18]
[Music]
[2:43:21]
yeahor there was a number that was given
[2:43:23]
was like
[2:43:25]
$4,030 that was for IPs was for IPs okay
[2:43:29]
so we don't have a number for thisp
[2:43:31]
Okay you
[2:43:33]
Okay the next s we talk about the
[2:43:36]
affirmative action and we go in
[2:43:37]
executive session that MH we the
[2:43:40]
discussion happened on the utilities mhm
[2:43:44]
the next one is a
[2:43:46]
1989 D4 95
[2:43:49]
a-2 out of
[2:43:52]
miscellaneous they asked us to remove
[2:43:54]
the recruitment fund
[2:43:57]
15,000 are you okay with that Mr
[2:44:02]
Williams nothing is going to happen
[2:44:04]
there was a question on the contingency
[2:44:06]
that's why that was under there there's
[2:44:07]
nothing moving from the contingency that
[2:44:10]
is
[2:44:11]
a Mr ferar going to look into that and
[2:44:13]
pass will make U
[2:44:16]
adjustment or correction
[2:44:19]
which I would say I'm open to transition
[2:44:21]
recruitment pardon me transitioning it
[2:44:24]
to
[2:44:27]
recruitment rame that okay instead of
[2:44:31]
taking the 15K out of the budget yes so
[2:44:34]
we'll just
[2:44:36]
um he wants to keep keep it 15 but let
[2:44:39]
it remain in the recruitment fund it's
[2:44:44]
Ren it okay
[2:44:47]
and the next one um
[2:44:50]
a1989
[2:44:52]
499 ARA the senior centor we are
[2:44:56]
bringing that to
[2:44:59]
$60,000 and Mr we're going to ask that
[2:45:02]
you adjust descriptional line so account
[2:45:05]
for all four Senor Center to include
[2:45:10]
connect Center
[2:45:14]
and
[2:45:16]
that's increase of
[2:45:18]
15 it's a senior cent of funding isn't
[2:45:21]
that was that was that's it it's called
[2:45:24]
Senior Center Program
[2:45:32]
yeah we're good with that y I'm good
[2:45:35]
with that the next one is
[2:45:38]

[2:45:41]
d112 we are asking to only Frey line to
[2:45:45]
by
[2:45:46]
45
[2:45:49]
6,161 based on the
[2:45:54]
2023 yes you have it that's a decrease
[2:45:56]
of 500,000 from the original from the
[2:45:59]
original request original
[2:46:01]
request yeah I I just want to for the
[2:46:04]
record say that I don't agree with
[2:46:07]
that Mr William you okay with
[2:46:10]
this the next one is 8 3123 1112
[2:46:16]
and they asking May to increase the 2023
[2:46:20]
time line by 105,000 to bring that to
[2:46:24]
the
[2:46:25]
2024 line of 880,000
[2:46:28]
that's
[2:46:31]
a, 110,000 Direction in public safety is
[2:46:34]
to cut over a,1
[2:46:38]
100,000 out of those things that's what
[2:46:40]
you're suggesting what I would ask you
[2:46:42]
to do also is because the p PBA contract
[2:46:45]
is up at the end of this year so tonight
[2:46:48]
when you go home send me the number that
[2:46:50]
I can negotiate with the
[2:46:57]
PBA again I think that this is kind of
[2:47:00]
misleading I just have to say because
[2:47:01]
you're saying is it's word choice you're
[2:47:03]
saying increase instead of decreasing
[2:47:05]
what you're really doing is decreasing
[2:47:07]
over I don't work with everybody you
[2:47:10]
know any of these decision should take
[2:47:12]
some CRI and for some people like it the
[2:47:15]
public discussion over Public Safety
[2:47:17]
last time so now you're calling it an
[2:47:20]
increase over last year but it's really
[2:47:21]
a decrease over what the expected
[2:47:23]
expenses are going to be for
[2:47:27]
2024
[2:47:29]
agreed and I think we should continue to
[2:47:31]
factor in what the spending has been to to date and so know looking at that
[2:47:36]
because when when I saw these
[2:47:37]
suggestions I definitely looked at that
[2:47:39]
it seems like we're going to be within
[2:47:41]
that so um you know it's not just for me
[2:47:44]
anyway I can speak speak for me it's not
[2:47:45]
just a random like um thought process
[2:47:48]
it's like let me see what we've done so
[2:47:49]
far where we are and does this look like
[2:47:52]
um are within the the amount that's
[2:47:55]
being suggested so that's how I look at
[2:48:00]
this OT for
[2:48:03]
me I was going to ask if any had a
[2:48:11]
discussion are you okay okay that's
[2:48:15]
$110,000
[2:48:17]
decrease less than what was asked less
[2:48:19]
than it was
[2:48:25]
asked the next item is
[2:48:28]
83412
[2:48:30]
d112 by
[2:48:33]
F and this one here is a
[2:48:36]
[Music]
[2:48:38]
$500,000 reduction against the proposed
[2:48:41]
budget bringing this line to a million 7
[2:48:46]
7,000 again I go on the record of
[2:48:49]
protesting that one as well I'd rather
[2:48:51]
keep it at what the mayor's projected
[2:48:53]
budget
[2:48:55]
is any other question on
[2:48:59]
this are you okay with this yes
[2:49:02]
good the police review board a 3614
[2:49:08]
d404 the ask is to increase the fees of
[2:49:11]
service by 10,000 and reduce the outside
[2:49:14]
legal council by
[2:49:20]
10,000 question on
[2:49:23]
this I mean I'll reiterate that I don't
[2:49:26]
think they need the outside legal
[2:49:27]
councel at all um but I do appreciate
[2:49:30]
the idea of having enough money in the
[2:49:32]
training line for two people to attend
[2:49:34]
the conference plus the fee for the
[2:49:40]
membership but again you guys are voting
[2:49:43]
but just wanted to be the record so
[2:49:45]
you're suggesting just to be clear that
[2:49:47]
we just get rid of the outside the
[2:49:49]
balance of the outside Council and just
[2:49:51]
I don't think you need $25,000 there for
[2:49:53]
legal counsel and so if the um the
[2:49:58]
$5,000 for the
[2:50:00]
uh uh what do you call it I think it's
[2:50:03]
training right on the on the budget so
[2:50:07]
adding 10 to it was maybe make that one
[2:50:10]
um 15 maybe make that eight instead of
[2:50:14]
five
[2:50:15]
the suggestion was to to increase it by
[2:50:18]
10 to make it
[2:50:20]
15 I don't think they need that
[2:50:23]
much well this year's training is like
[2:50:25]
3,000 maybe four you said three but I I
[2:50:28]
was told four and if two people
[2:50:31]
conceivably went plus the plus the fees
[2:50:35]
so yeah I can't remember how much the Fe
[2:50:37]
I'm sorry I can't remember how much the
[2:50:41]
membership go ahead please so I would
[2:50:43]
say increasing the the um fees for the
[2:50:45]
training 15 and based on the mayor and
[2:50:48]
Mr Colon's um input about the outside
[2:50:51]
Council out you moving that remaining
[2:50:54]
balance to
[2:50:57]
the law department or
[2:51:01]
just yeah I'm fine to increase the P of
[2:51:04]
service to 15,000 and remove the outside
[2:51:07]
counil and that will happen on the other one also that we have um
[2:51:13]
there's another one uh city
[2:51:16]
council that's that's a plus 10,000
[2:51:19]
minus
[2:51:22]
25,000 the other outside Council was for
[2:51:25]
city council that I also
[2:51:27]
thought I don't know where that is oh
[2:51:30]
it's not on your list it's on my
[2:51:33]
Z okay so on this
[2:51:36]
item 836
[2:51:40]
14-404 the only increase are is the Fe
[2:51:43]
of Serv is going up to ,000 and we
[2:51:45]
subtracting
[2:51:47]
25,000 cor
[2:51:51]
that's yes we removing the outside legal
[2:51:54]
council Zer
[2:52:00]
zero Mr Williams you good with that yes
[2:52:03]
okay I'm good with
[2:52:09]
that the next item here is
[2:52:12]
a5010 100
[2:52:15]
street department
[2:52:22]
manager that's the that's the guy with
[2:52:24]
the
[2:52:25]
waste 52 and 52 52
[2:52:28]
[Music]
[2:52:34]
52 no I mean I just you know question
[2:52:37]
again the 14% increase I understand what
[2:52:39]
you're saying um you
[2:52:43]
know
[2:52:47]
go ahead please yeah Mr Leon has the um
[2:52:50]
ability in this gentleman or whoever's
[2:52:52]
going to do the job uh comining 52 and
[2:52:55]
52,000 and then get rid of a position
[2:52:57]
for 80 some OD th000 I think it's a good
[2:53:01]
deal only if a person could manage it
[2:53:03]
also um and then we have as I understand
[2:53:07]
it because the mayor always says we do
[2:53:08]
more with less there are other people
[2:53:10]
who are doing multiple um things and and
[2:53:13]
it's I'm not saying there should be no
[2:53:14]
increase but I believe that 14% is a
[2:53:16]
significant
[2:53:20]
increase I don't get to vote either but
[2:53:22]
there's my
[2:53:25]
[Music]
[2:53:28]
opinion M suggestion or maybe there's a
[2:53:31]
compromise and move
[2:53:35]
forward I would say I'd be open to a
[2:53:37]
compromise because I understand both
[2:53:38]
sides I definitely feel the same way
[2:53:40]
with the 4% increase I being in line
[2:53:43]
with accepting those du as a manager
[2:53:45]
however I do understand what Miss uh dor
[2:53:48]
was also mentioning with that cost
[2:53:50]
savings don't entirely agree with it I
[2:53:52]
we're trying to make a
[2:53:55]
concession so you are in agreement to
[2:53:58]
this
[2:54:00]
4% what do that make it in other words
[2:54:03]
the person's going to be doing two
[2:54:05]
jobs
[2:54:07]
what okay four the 4% would be what
[2:54:12]
45968 we you talking about 40 4% on top
[2:54:15]
of
[2:54:15]
that I'm sorry maybe I'm
[2:54:18]
misunderstanding what you're saying is
[2:54:19]
it 4% on top of the
[2:54:21]
88400 no we took that one out that is
[2:54:24]
way back that's the one there it was
[2:54:27]
45,000 something and moving up to
[2:54:30]
52,000 so right but eliminating the 80
[2:54:33]
something th000
[2:54:35]
position but originally it was taking
[2:54:38]
the 88400 I think it was giving it a 4%
[2:54:41]
increase 88400 uh 91 936 right that's
[2:54:45]
what it originally was even though they
[2:54:47]
changed the name it's really the same
[2:54:48]
dollar amount with a 4% increase as what
[2:54:50]
it ended up being but now because they
[2:54:52]
just took it and divide half but now
[2:54:54]
they want to raise it to
[2:54:56]
52,000 right from
[2:54:59]
40 I crusted out but 45 96
[2:55:03]
yeah $ 6,3
[2:55:09]
$632 Plus
[2:55:13]
88400 plus what no the 88400 is going
[2:55:16]
away gone the 88400 is gone it's going
[2:55:23]
away the same waste and then the other
[2:55:26]
one's on um IET page I find it
[2:55:32]
again so what I'm saying here
[2:55:36]
3,536 difference what that between the
[2:55:39]
88400 and the is it
[2:55:43]
91
[2:55:53]
936 what's going on
[2:55:56]
here you have to open your phone yeah I
[2:55:58]
know I'm trying it won't open maybe
[2:56:01]
batteries other batteries oh
[2:56:04]
it's okay so it's on page 41 that he's
[2:56:08]
taking away the director of solid waste
[2:56:10]
at
[2:56:11]
88339 yeah so you got the 88 and making
[2:56:15]
the director I mean taking away the
[2:56:17]
title of director Public Works which was
[2:56:19]
at 45 something and that would also be
[2:56:25]
52 is my
[2:56:27]
understanding Sugg yeah over
[2:56:34]
104,000 we're taking out two
[2:56:38]
positions you're taking out
[2:56:40]
88339 and
[2:56:43]
88400
[2:56:53]
76,000 739 is is uh the amount that
[2:56:58]
we're taking out and we're paying
[2:57:01]
$4,000 so it's a $
[2:57:03]
72,73
[2:57:10]
savings so I'd recommend leaving at the
[2:57:13]
104,000
[2:57:15]
okay all right I'm good with that you
[2:57:17]
good with that yep move forward the next
[2:57:22]
one a 5132 100 remove fle
[2:57:28]
[Applause]
[2:57:29]
manager a a 5132 100 minus
[2:57:41]
84,000 I suggest that we make note
[2:57:43]
please
[2:57:46]
right up
[2:57:48]
sh any discussion on this will yes I'm
[2:57:53]
good this the next item is just a
[2:57:57]
discussion peld right I just wanted to
[2:58:00]
voice my concerns around that not saying
[2:58:02]
the position isn't needed but my
[2:58:04]
concerns for the safety of the
[2:58:07]
employee go and I would agree with Miss
[2:58:11]
Porterfield and I don't think you can
[2:58:13]
put cameras in there watch the gentleman
[2:58:14]
all night but if something's in place of
[2:58:16]
an emergency how we can call or maybe
[2:58:19]
check on every hour I don't know but
[2:58:21]
again it's a long night um I work a lot
[2:58:24]
of overnights at one point so but the
[2:58:27]
position I think that Paul raises here
[2:58:29]
is very
[2:58:32]
important and he indicated the person
[2:58:34]
has to work at night because otherwise
[2:58:36]
the vehicles are being used or something
[2:58:38]
during the
[2:58:41]
day move on the next one is Cas 711 100
[2:58:45]
direct of parks yeah supposed to just
[2:58:48]
increase that by 4% over 2022 salary but
[2:58:53]
then we were told that this individual
[2:58:54]
is already is already receiving
[2:58:57]
$80,000 and $80,000 plus the 4%
[2:59:04]
mhm any discussion so that it is
[2:59:07]
4%
[2:59:10]
yes I didn't hear you please so we don't
[2:59:12]
do anything okay so we're not do
[2:59:14]
anything for this
[2:59:19]
item the next one um was a question and
[2:59:23]
I think this answer is CSA and the $150
[2:59:27]
per week
[2:59:30]
cont move on to
[2:59:33]
a989 d840 employee drop
[2:59:38]
test and I think we discussed this to
[2:59:40]
reduce this to
[2:59:42]
10,000 mhm
[2:59:53]
the next item was G
[2:59:55]
81231 and we're good with the
[3:00:00]
um the adjusted rate of 65
[3:00:04]
968 M then it's Ferrari
[3:00:12]
submited over to
[3:00:15]
[Music]
[3:00:17]
830 5500 yes s
[3:00:21]
sir we are good to bump that up to
[3:00:26]
93,000 that's plus
[3:00:29]
1,64 okay and then we are okay to bomp
[3:00:33]
the real property analyst to 54,000
[3:00:37]
that's so plus
[3:00:39]
244 okay that's a
[3:00:42]
lot
[3:00:47]
the other item was just we will follow
[3:00:49]
that in terms of
[3:00:51]
legislation the next item is
[3:00:53]
a430 100 payroll man
[3:00:56]
iner that's a
[3:00:59]
3,735 so we okay to move that to
[3:01:03]
60,000
[3:01:05]
yes how much was that increase again
[3:01:12]
3,735
[3:01:15]
the next item a 14411 100 we took that
[3:01:18]
out because there
[3:01:20]
is there is Staffing and the other
[3:01:25]
um Finance like on the public um
[3:01:29]
position in a different place yeah which
[3:01:32]
one's that that a 1441 100 okay it what
[3:01:39]
are you doing like that
[3:01:41]
no just a question okay them renaming the um it's a
[3:01:53]
recruitment fund we got a cover just
[3:01:56]
changing the description the senior
[3:01:59]
center we all in agreement to bring that
[3:02:00]
up to 60,000 so we're adding $115,000 to
[3:02:04]
that line Y we already did
[3:02:11]
that already did the cprb too
[3:02:17]
so we did remove the police review board
[3:02:20]
outside cons
[3:02:22]
M are we going to address the city
[3:02:25]
council outside Council based on what '
[3:02:27]
heard from Mr
[3:02:29]
C didn't that down was since we removing
[3:02:34]
the police review
[3:02:37]
outside has the capacity
[3:02:39]
to make that
[3:02:42]
high I'm just ping it on the table
[3:02:44]
please I would city council I would like
[3:02:47]
to for it to remain in the city council
[3:02:49]
for another
[3:02:51]
okay the 25,000 remain on that line okay
[3:02:55]
may I ask why I would say the reasoning
[3:02:56]
for the civilian for the civilian wow
[3:02:59]
for the civilian police review board as
[3:03:02]
they are looking to build up their
[3:03:03]
members and go to training uh I think it
[3:03:05]
is smarter for them to utilize that
[3:03:07]
resource if they should so they're still
[3:03:09]
in their infantile stages with trying to
[3:03:11]
meet qu I think within our city Council
[3:03:14]
we have our seven members we are more
[3:03:16]
established and I would like to truly
[3:03:18]
trial this for another year but if we
[3:03:20]
continue to not use it I'm open to
[3:03:22]
removing it in
[3:03:23]
2024 or in
[3:03:27]
2025 I just again just for the record I
[3:03:29]
know I don't have a vote but I think
[3:03:31]
that the idea that we have the external
[3:03:32]
legal council of if we need external
[3:03:35]
legal counsel that there's money in the
[3:03:38]
um Law Department line for external
[3:03:41]
legal services that would cover
[3:03:45]
that but I don't have a vote so I just
[3:03:47]
want to go on the record I say as
[3:03:50]
council members were making concessions
[3:03:51]
my concession was dis please read
[3:03:59]
for any other question on
[3:04:05]
this yeah we'll keep it and see I'm
[3:04:09]
going to
[3:04:10]
keep the next item was is um
[3:04:14]
G 81201 121 and that one is
[3:04:20]
good go
[3:04:21]
back I just want to add one a 8160 100
[3:04:26]
the other half of the street manager
[3:04:29]
uhhuh uh it's you know plus $632 to
[3:04:35]
52,000 that yeah yeah they you because
[3:04:38]
you passed it as as 104 in total as
[3:04:41]
opposed to splitting it out
[3:04:44]
yeah it split out it split out fine so
[3:04:48]
want to make sure you guys had that only
[3:04:50]
do to
[3:04:53]
numbers so we just need to address the
[3:04:56]
um the vacancies and water no Fe water garbage and then
[3:05:05]
the executive
[3:05:12]
session
[3:05:14]
in regards to the fee I mean we have
[3:05:16]
some numbers here some adjusted down
[3:05:19]
some reduction how much of that I mean I
[3:05:22]
didn't I should have walk in my
[3:05:25]
calculator that based on those reduction
[3:05:28]
we've been able to factor in how much of
[3:05:33]
a with regards to the
[3:05:35]
fees if we need to
[3:05:41]
increase but then we'll need overall
[3:05:46]
PA but the water SW on
[3:05:53]
garbage and we need to address the
[3:05:55]
vacancies and
[3:05:57]
the and the affirmative action what
[3:06:00]
movement are we going to take for
[3:06:09]
that oh yes s can you please uh what the
[3:06:12]
Staffing
[3:06:14]
oh you need a
[3:06:19]
can you can have a cop
[3:06:41]
so you doing some cul
[3:06:46]
yeah can take a break as we wait for
[3:06:48]
that if you
[3:06:50]
still beg your pardon we still have to
[3:06:53]
get those numbers
[3:06:59]
okay take a break please take a
[3:07:12]
break
[3:07:20]
[Music]
[3:07:42]
for
[3:07:59]
[Music]
[3:08:12]
still
[3:08:30]
depends on the numb are coming
[3:08:38]
in
[3:08:42]
how
[3:08:53]
hold after a quick
[3:08:55]
calculation come up with a a reduction
[3:08:58]
of
[3:09:00]
1,185
[3:09:03]
711 can you please repeat that 1
[3:09:07]
milon1
[3:09:10]
85711 now that's a quick calculation
[3:09:12]
over my phone
[3:09:13]
you know
[3:09:18]
mhm isn't a
[3:09:24]
million Tony you guys have a laptop of
[3:09:27]
remote
[3:09:32]
connection in
[3:09:37]
the should it be more than
[3:09:40]
that cuz we have two big I 500
[3:09:43]
yeah 110 yeah you need you need a lot so
[3:09:46]
you you increase the you increase the
[3:09:47]
budget by
[3:09:49]
5989 and you reduced it by
[3:09:52]
1,245 610 so plus and minuses come to
[3:09:57]
1185 711 like I said again it's uh off
[3:10:02]
my phone so it's off your phone yeah so
[3:10:06]
if I got a couple minutes you want to
[3:10:07]
run down the culations
[3:10:11]
huh run down right now
[3:10:13]
that number for
[3:10:14]
[Music]
[3:10:16]
you can you read this you have you have
[3:10:21]
it through
[3:10:27]
right I did not uh uh take out uh water
[3:10:32]
sore
[3:10:34]
or waste I mean that's just the what we
[3:10:37]
want to for so going to bring your live
[3:10:41]
um Excel she we're gonna come right back
[3:10:43]
to
[3:10:45]
next again without
[3:10:49]
the without water sore are you able to
[3:10:51]
take do one with it and one without
[3:10:54]
right yeah now what do you want us to do
[3:10:56]
with it you mean you want us to take out
[3:10:59]
the water sore and water sore and you
[3:11:03]
really do want to
[3:11:05]
take
[3:11:11]
okay
[3:11:14]
these on yeah I can mute it from there
[3:11:17]
if you want would you
[3:11:41]
yeah
[3:45:55]
okay we can still see ourselves yeah are
[3:45:58]
you going to call Executive session
[3:46:00]
first did we did no they want to do it
[3:46:02]
on camera the camera on oh it wasn't on
[3:46:07]
okay you have to do it again because it
[3:46:08]
wasn't captured on camera oh motion call
[3:46:11]
Executive session second all in
[3:46:14]
favor do we
[3:46:38]
need
[4:11:12]
you told me to take out the this one's
[4:11:15]
what's wrong
[4:11:18]
oh back
[4:11:28]
on you have copies of those
[4:11:34]
for extra do we not I could
[4:11:38]
yeah
[4:11:40]
off just got to check double check these
[4:11:42]
numbers you know like we're doing it on
[4:11:43]
the
[4:11:44]
flyer but uh the number added up like
[4:11:47]
what I said u 1 milon 185 711 that
[4:11:51]
changes now if we take out the a refuse
[4:11:54]
and put it back to where it was last
[4:11:56]
year that's a decrease of 1.7 million so
[4:11:59]
now we have to either increase revenues
[4:12:02]
by the difference of
[4:12:05]
$47,375 or cut expenses by
[4:12:09]
547 279 that's in the general
[4:12:14]
fund to do this but we missed one of the
[4:12:16]
stuff there the
[4:12:18]
healthare I wish you had a laptop you
[4:12:20]
got to walk back and forth
[4:12:23]
healthare we have this one of the the
[4:12:26]
points here in terms of the
[4:12:28]
14% overall increase forus a 6 to 8% uh
[4:12:33]
yeah Trend you saw you saw what says we
[4:12:37]
try to keep
[4:12:38]
it you know cuz we we're coming off the
[4:12:42]
co now this is when everybody's going to
[4:12:44]
start hitting the doctors going to
[4:12:47]
doctors and getting all the procedures
[4:12:50]
done you know that's that's one of the
[4:12:51]
main things too like I say it's all
[4:12:53]
about the
[4:12:55]
increasing uh P people that are working
[4:12:57]
for
[4:12:58]
us all that I think you make a big
[4:13:01]
mistake if
[4:13:02]
you would it be I mean safer to I mean I
[4:13:05]
say what com over to bring that
[4:13:08]
10% I mean 2% over overall going to end
[4:13:12]
up being3
[4:13:14]
million out of budget over over budget
[4:13:18]
that just in that one line you know for
[4:13:21]
no if you look at the TR
[4:13:23]
6 so just think 10
[4:13:26]
10% I'm saying we have a professional
[4:13:29]
analysis at
[4:13:31]
14% CH me walking no that's okay right
[4:13:35]
go ahead well I was going to say that I
[4:13:36]
mean we hire somebody to give us a
[4:13:38]
professional analysis of what we do
[4:13:40]
every year um I would prefer to trust
[4:13:43]
that person's work those she's
[4:13:45]
conservative too I
[4:13:48]
am I I mean I don't I don't think we
[4:13:50]
should be messing with healthare for
[4:13:55]
emplo I mean look
[4:13:57]
last everybody you're going to get some
[4:14:00]
savings from
[4:14:01]
this EXC the 2023 savs I think so
[4:14:07]
I think we're going to either be zero or
[4:14:10]
we're going to over budget maybe a small
[4:14:13]
amount I can send you our our analysis
[4:14:17]
that we did just recently for the rest
[4:14:20]
of the
[4:14:27]
year in in terms of the Staffing and we
[4:14:30]
can go back to the the ones that is it
[4:14:32]
any way that these can be separated so
[4:14:35]
to look at the one that is carried from 2022
[4:14:39]
2023 and then the ones that we proposed
[4:14:42]
to add only
[4:14:43]
2024 we have to see if our HR envirment
[4:14:46]
can separate yeah we'll take a look
[4:14:48]
we'll see what we can do yeah I can't do
[4:14:49]
it tonight no no no just separate them
[4:14:52]
so we looked at how the trend I mean
[4:14:54]
Department are not
[4:14:56]
actually you know make that effort to
[4:14:58]
hire why keep carrying it from year to
[4:15:01]
year because we know that there's a
[4:15:04]
department that you
[4:15:06]
know
[4:15:08]
Mr Mudan are you are you looking are you
[4:15:10]
expect trying to like take those out of
[4:15:13]
the budget tonight or well we we would
[4:15:16]
have to get a number we can't just pull
[4:15:18]
the the title out without not getting a
[4:15:21]
overall cost including the salary and fr
[4:15:25]
benefit and we need to separate it based
[4:15:27]
on the um the historic
[4:15:30]
call have we been carrying out from is
[4:15:32]
the r are you looking for how many
[4:15:35]
years well I mean
[4:15:41]
should go back
[4:15:43]
to 21 22
[4:15:46]
23 and see how how he's been trending
[4:15:49]
how's been rolling for the last two
[4:15:51]
years without being filled
[4:15:55]
and what is being added into the new
[4:15:57]
ones that being added into 2024 budget
[4:16:00]
new
[4:16:02]
positions position we will need overall
[4:16:05]
cost including salary plus
[4:16:12]
the and we're scooting fire
[4:16:15]
in
[4:16:17]
yes not yes excl police yes they as to
[4:16:23]
stay put on
[4:16:24]
that all other
[4:16:33]
departments and that's including our
[4:16:35]
prop position that is MHM
[4:16:39]
currently there going to go
[4:16:42]
water yeah sure um this is just a
[4:16:44]
snapshot of what would happen if we take
[4:16:48]
out the
[4:16:49]
increases um throughout water uh FX
[4:16:53]
you're looking at approximately 883
[4:16:56]
th000 uh deficit if you look at sewer uh
[4:17:01]
without those increases looking at a
[4:17:03]
point $2.5 million deficit
[4:17:09]
this is a small amount but I I do want
[4:17:11]
to ask what is this fx22 2410 rental of
[4:17:15]
real
[4:17:17]
property uh is that a
[4:17:20]
revenue is that a revenue line the
[4:17:23]
rental R
[4:17:27]
rer that's a yearly that's but you he
[4:17:30]
pays for a
[4:17:32]
year when's the last time we increased
[4:17:35]
that um when you moved
[4:17:38]
there it was 300 ra
[4:17:45]
500 that's
[4:17:47]
low especially based on Market rents
[4:17:50]
around
[4:17:52]
here it's very
[4:18:00]
low some of that you he mows the grass
[4:18:03]
does other things so these other kind of
[4:18:06]
factors in
[4:18:09]
the council if you want to look at that
[4:18:11]
more than open to
[4:18:14]
discussing well I just I don't know
[4:18:17]
anybody's rent that state 500 or or
[4:18:19]
whatever the rent is like for year to year and it's a low rent I've
[4:18:22]
never been there I don't know what it
[4:18:24]
looks like but it's still low
[4:18:28]
so the official residents of the council
[4:18:30]
pres h no it's in Nuna then You' get rid
[4:18:34]
of me oh come on the Sor
[4:18:42]
residence you can s you can live in and
[4:18:46]
serry so I just you know I mean I didn't
[4:18:49]
know what it was for but I see that it's
[4:18:51]
been basically consistent actually wait
[4:18:55]
when how come it was so low one
[4:18:57]
year why is it why was it so low in
[4:19:01]
22 what in 2022 why was it so
[4:19:05]
low
[4:19:07]
see it actual May so he wasn't living
[4:19:12]
there I don't know the answer that that
[4:19:15]
doesn't make
[4:19:16]
sense all right but anyway I know I
[4:19:19]
think it's worth considering increasing
[4:19:22]
it it's not like he doesn't get to raise
[4:19:25]
every
[4:19:27]
year increase it by $883,000
[4:19:31]
yes I think that works
[4:19:34]
perfectly just the benefit of a position
[4:19:38]
it it's a very good benefit and it's not
[4:19:40]
a benefit that we're raising and he gets
[4:19:42]
a salary every year and I guarantee you
[4:19:43]
there's other people would love to live
[4:19:44]
in there for $500 Igloo or not I I just
[4:19:50]
like will you offer free housing well we
[4:19:53]
should throw it out there for for every
[4:19:55]
employee and said would you like to live
[4:19:56]
here for for for 500 I guarantee we get
[4:19:58]
some takers and they cut the
[4:20:04]
grass so how are we seing here because
[4:20:08]
if they have to go through this entire
[4:20:10]
chart and figure out all oh my go
[4:20:12]
changes we're not going to be able to
[4:20:14]
vote on this on I don't even think
[4:20:15]
that's 500 Grand there you cut all these
[4:20:17]
jobs or something think that's
[4:20:19]
500,000 we're not going to cut all these
[4:20:22]
jobs
[4:20:26]
okay I was going to do the calculation
[4:20:28]
let me just ask you so the difference
[4:20:29]
here right now it's -4
[4:20:32]
547 yeah if you don't if you don't uh
[4:20:36]
you don't raise the waste you keep waste
[4:20:38]
the same which I think you're Mak a big
[4:20:41]
mistake so so if you keep the the water
[4:20:44]
and S the same oh water SW and garbage
[4:20:47]
the
[4:20:47]
same but if you look at water and
[4:20:52]
83,000 deficit 2.5
[4:20:57]
million spok to you about water garbage
[4:21:01]
we only have the
[4:21:02]
water you got waste too different she G
[4:21:06]
is on the general fund
[4:21:08]
here and plus us sear you general fund
[4:21:12]
shows you know we're going to lower the
[4:21:15]
budget by 1732
[4:21:32]
million so there a couple things that we
[4:21:34]
need to address this is avable night has
[4:21:37]
to do with the water SE and
[4:21:41]
garbage and then the stop the vacancies
[4:21:45]
so those are like four items that we
[4:21:46]
need to address
[4:21:50]
Friday we need s have you called for the
[4:21:54]
meeting yes sir so we have to have it
[4:22:03]
right wrong as far as
[4:22:07]
the
[4:22:07]
positions you have Mr colon here I mean
[4:22:11]
just looking at you I mean have have
[4:22:12]
these positions been open for quite a
[4:22:15]
while in your office do you need all
[4:22:17]
these positions I mean do we call the
[4:22:20]
department heads back in and ask them to
[4:22:22]
explain why these positions are
[4:22:24]
needed so there's
[4:22:29]
one the mayor's budgets uh gets
[4:22:33]
eliminates one current assistant
[4:22:35]
Corporation C
[4:22:37]
position that's not accounted for here
[4:22:39]
all right because it's there are three
[4:22:41]
open
[4:22:42]
positions in the 23 budget one position
[4:22:46]
is eliminated in The mer proposed budget
[4:22:48]
for 24 um we had a per DM attorney
[4:22:52]
position at. five filled for the 23
[4:22:56]
budget it's nowos budget one position we
[4:23:01]
have two full time two part time per DS
[4:23:05]
right um so he limited one assistant
[4:23:10]
Corporation Council now if you want my
[4:23:12]
two sents on it yeah I think the council
[4:23:14]
already knows that I've had a difficult
[4:23:16]
time trying to fill one assistant
[4:23:19]
Corporation Council position let alone
[4:23:20]
too right you
[4:23:22]
know you know if you if the council was
[4:23:25]
to propose eliminating another assistant
[4:23:29]
Corporation Council position and leaving
[4:23:30]
one in there you
[4:23:33]
know does it make it more difficult of
[4:23:35]
course but I'm having a tough time just
[4:23:38]
Shing one
[4:23:39]
position and you
[4:23:42]
know it's you know it it makes the work
[4:23:45]
more difficult we're still always trying
[4:23:47]
to hire you know we've had interviews
[4:23:50]
and and so forth and stress housing is
[4:23:53]
still our biggest
[4:23:55]
issue you we're beefing up code
[4:24:00]
enforcement we need more people in the
[4:24:02]
Law Department forward I thrown out the
[4:24:06]
roughly $7.5 million in AR money you
[4:24:09]
know big number deficit it's not that
[4:24:12]
insurmountable you know if you look at
[4:24:14]
our foreclosure process and stuff for uh
[4:24:18]
you know this time we took a little over
[4:24:20]
100 houses or properties in uh it's
[4:24:24]
probably going to be equal to that next
[4:24:27]
year you know in the sales price of
[4:24:30]
those is going up so if we have 100
[4:24:31]
houses if we can turn those over if the
[4:24:33]
market stays the same where you look
[4:24:36]
looking at let say $50,000 a house that
[4:24:40]
becomes a little over $5
[4:24:43]
million is a potential Revenue source
[4:24:48]
and those are the things that drop your
[4:24:50]
police costs that drop the other costs
[4:24:53]
that uh allow us to balance the budget
[4:24:57]
so
[4:25:00]
uh you know I don't want those positions
[4:25:04]
limited I want to given the opportunity
[4:25:05]
to fill them
[4:25:10]
[Applause]
[4:25:23]
okay I think we can uh we can conclud
[4:25:25]
this so we have we'll have to recess
[4:25:28]
reconvene on
[4:25:31]
Friday address this
[4:25:34]
um this few
[4:25:37]
items hopefully we can get something
[4:25:39]
tomorrow but then we'd have to not vote
[4:25:41]
on Friday right well we have to the
[4:25:43]
meeting well you can just move it to
[4:25:45]
Monday to Monday right we can back for
[4:25:48]
another discussion vac
[4:25:50]
vacancies hope so if you can just spread
[4:25:53]
it out and see how the trend is going
[4:25:54]
2021 2 3 and then all the new hires that
[4:25:58]
is proposed until next year but i' like
[4:26:01]
you also look at the the trend we showed
[4:26:03]
you for the cost of waste if you don't
[4:26:06]
raise it I want I want you to see what
[4:26:08]
that cost is like by doing what you're
[4:26:11]
doing the waste department itself is
[4:26:13]
going to be losing a million dollars and
[4:26:15]
I'm just saying you're I I know it's not
[4:26:19]
of business we're public servicer but
[4:26:21]
we're not doing anything for our our
[4:26:23]
public by uh losing million
[4:26:26]
dollars yeah I I definitely would keep
[4:26:29]
the water sewering uh waste fees as
[4:26:33]
suggested in this budget
[4:26:37]
because otherwise we have a huge
[4:26:40]
hold going
[4:26:42]
forward looking for the
[4:26:44]
future okay so we'll get those stuff
[4:26:51]
we we can
[4:26:56]
follow tomorrow we have everything
[4:27:00]
almost
[4:27:03]
everything all right and then and then
[4:27:06]
Friday we would just be having another
[4:27:08]
discussion with the idea that we'd vote
[4:27:09]
on Monday no you have to vote our
[4:27:11]
committee first well we'll see how it
[4:27:15]
goes so it was called for a council
[4:27:18]
meeting on Friday yeah yes not a
[4:27:24]
committee right we called a special
[4:27:26]
council meeting to vote out the budget
[4:27:28]
that's what was called out for
[4:27:34]
Friday
[4:27:39]
we want to can't can't complete this
[4:27:42]
tonight who you talking about who you
[4:27:45]
talking to Anthony well the reality is
[4:27:48]
we're going to spin in Wheels I'm going
[4:27:50]
to send them home put it together
[4:27:52]
tomorrow and have it to the council
[4:27:57]
so if we we give a thing with the jobs
[4:28:01]
that's not enough to do
[4:28:04]
anything money to P the
[4:28:09]
Ws If you eliminate the fees If you
[4:28:11]
eliminate the fees
[4:28:13]
yeah unless you want to raise
[4:28:18]
taxes what is our um General Reserve
[4:28:23]
25 15 don't you want to save that for
[4:28:30]
2025 going to
[4:28:31]
be2 million deficit well I'm just saying
[4:28:34]
I mean we're going to have to make up
[4:28:35]
the money that we're
[4:28:38]
using I don't think this is the year to
[4:28:41]
take reserves start increasing rates now
[4:28:45]
we have a home right now so we need to fill
[4:28:50]
the move move to our fill increase
[4:28:55]
R we're going to increase our Revenue
[4:28:57]
mayor said the budget the budget as
[4:28:59]
presented has no
[4:29:01]
hold 7.4 million into next year for next
[4:29:05]
year
[4:29:06]
now this budget does not have a whole if
[4:29:09]
we don't address it I'll start now what
[4:29:11]
I just outline over $5 million of that
[4:29:16]
theoretical Financial
[4:29:22]
number that say that again repeat
[4:29:25]
that I justy the scenario it generates
[4:29:28]
$5 million in Revenue have to do that
[4:29:32]
it's what we have been doing and it's
[4:29:34]
what we have to continue to do going
[4:29:38]
for
[4:29:45]
I terms of we didn't call for us me what
[4:29:50]
we we did we called for a council
[4:29:52]
meeting on Friday Friday yes so what
[4:29:54]
what's you can recess the committee
[4:29:57]
meeting Friday yes um the council
[4:30:00]
meeting up what time 5:00 5:00 I would
[4:30:04]
say reset
[4:30:06]
the committee meeting to before the
[4:30:08]
council meeting and just postpone the
[4:30:11]
beginning of the council meeting to
[4:30:13]
after the
[4:30:15]
committee
[4:30:17]
okay so we'll move to Res set the
[4:30:20]
finance committee for this Friday before
[4:30:24]
the special city council
[4:30:27]
meeting second all in
[4:30:30]
favor so
[4:30:34]
but
[4:30:46]
I'm hungry my Sal place is closed all
[4:30:51]
right am I right I think an hour too
[4:30:55]
long I think but I'll be all right
[4:30:59]
okay so Anthony Anthony can I just ask a
[4:31:02]
quick question or or D so what this
[4:31:05]
means is we make the changes that the
[4:31:07]
council wanted to make take out the fees
[4:31:09]
that would oh and take out the fees then
[4:31:12]
we're down
[4:31:14]
1.85 right no you
[4:31:21]
guys
