[0:28] o
[0:58] for
[1:28] having
[1:59] B
[2:25] just a clarification of this sheet
[2:27] here let me discuss 551 instead of
[2:32] 541 547 521 we putting back 5,000 in you
[2:37] put 5,000 in drug testing I had taken
[2:41] out 10,000 5,000 I was told it should
[2:44] have
[2:58] been
[3:07] I'm open for discussion with regards to
[3:11] I didn't grab anything from my Note
[3:13] there wasn't anything
[3:17] okay I just wanted to update it because
[3:20] like yesterday we did it late at night
[3:21] and there was a couple differences
[3:25] you Mr
[3:28] chair Marino had some conversation with
[3:31] members of the council he unfortunately
[3:34] is at a working fire now on S
[3:37] Street being told it's under control and
[3:39] he'll be here as soon as he can but had
[3:43] a conversation with Mr Williams where
[3:45] you might be willing to
[3:47] reconsider the allocation of reduction
[3:50] in overtime within the fire department
[3:54] is that something you're looking at no
[3:56] I'm not aware of
[3:58] that
[4:00] wait till the chief gets here and
[4:02] reiterate his conversation Mr Williams
[4:05] you want to our thoughts on that
[4:08] or I would say not at this moment
[4:18] okay so the question uh on on the reason
[4:22] why we have this here is that members
[4:24] want to look at the vacant position over
[4:26] the period of 2021
[4:28] 2022 and
[4:30] 2023 and for ask a question as to why
[4:32] these position have been rolling over
[4:34] from 2021 to 2022 2023 and that being
[4:39] full and if there what is the reason
[4:42] that we should carry it into
[4:45] 2024 and the question was
[4:48] asked since we are facing a deficit of 7
[4:52] potential deficit of 7.4
[4:54] million why are we adding several new
[4:57] position into the 2024
[5:00] budg so those are the questions I was
[5:02] asked and we receive the the documents
[5:04] here so I will open for discussion
[5:07] regarding but again Mr
[5:10] chairman the budget I presented to you
[5:13] does not project any deficit for next
[5:16] year you're extrapolating things into
[5:19] I'm using your War you saying that we
[5:20] are facing in 2025 a 7.4 million
[5:26] shortfall there's a gap in the revenue
[5:28] but I've also outline scenarios for if
[5:31] you'd like to look to adapt two budgets
[5:33] tonight with both the 24 and the
[5:37] 25 but don't we look ahead when we're
[5:39] doing budget we do yes so that's that's
[5:42] why we're here to look at these here and
[5:44] to see how we these are positions that
[5:46] I've
[5:48] recommended to be within the budget and
[5:50] again we've gone through a period I've
[5:52] been subject some criticism for not
[5:55] filling
[5:57] positions we went through a period with
[5:59] Co where the Civil Service Commission in
[6:02] fact shut down didn't offer a
[6:04] test uh there of recruitment issues not
[6:08] only for City's conect but businesses in
[6:11] its entirety we're rebounding back from
[6:13] that and again look to be able to staff
[6:17] those departments in an adequate and
[6:19] fair manner to be able to deliver
[6:21] Services people want and
[6:27] need goe please if I can add uh as I was
[6:31] looking over the current vacancies that
[6:33] we were received uh definitely thank you
[6:35] to the um Department of Finance for
[6:37] providing this information to us um what
[6:39] I took into consideration when I was
[6:41] evaluating what positions to consider to
[6:44] not fund I was uh referencing in
[6:48] referencing individual positions that
[6:49] were vacant for an extended number of
[6:51] years and I think as we look forward to
[6:53] how do we sta City Hall correctly uh or
[6:56] effectively it's also understanding do
[6:58] we have the right amount of jobs but do
[7:00] we have the right jobs and I think
[7:02] previously as we were discussing with
[7:03] the law Department uh as um Mr Cen so
[7:08] passionately tries to find uh attorneys
[7:11] uh if you cannot find that position or
[7:12] that role how can you replace it or what
[7:15] alternative means do you have available
[7:16] to you hence us reviewing the uh
[7:20] incorporation of a pargal uh so as I
[7:23] went through this uh spreadsheet I
[7:25] identified some U lines that were vacant
[7:29] for for two to three years and of those
[7:31] was the code enforcement officer uh the
[7:34] assistant to the city engineer the
[7:36] junior civil engineer the payroll audit
[7:38] clerk which the mayor um highlighted as
[7:41] he would be not in in favor of not
[7:43] funding the assistant Corporation
[7:45] Council uh I highlighted one Meo for
[7:48] streets uh two from the water
[7:51] maintenance workers and one from the
[7:54] water treatment plant instrumentation
[7:57] Specialists and again that's taken to
[7:59] consideration just extended vacancy
[8:02] positions for uh the majority of those
[8:04] have been vac for 3
[8:07] years just I just want to ask on the
[8:10] payroll AO cler that was always filled
[8:12] and the person had just had left this
[8:14] time this year we're just waiting for
[8:16] the test results to fill it okay well we
[8:19] definitely need that position well
[8:21] correction that was on the mayor's
[8:23] spreadsheet that we had in front of
[8:28] us
[8:30] that
[8:36] I correction it's
[8:39] not Mr go ahead please well I just want
[8:42] to point out that um a couple of the
[8:45] years that we had bacing positions those
[8:48] were uh coid years and um I think it
[8:51] probably was difficult to find staffing
[8:54] uh during coid um but I do think that if
[8:57] the staff and the mayor if the
[8:59] department heads and the mayor have
[9:01] requested these positions um again I
[9:04] think there's probably a need for the
[9:05] positions um and I think that we should
[9:07] continue trying to recruit for them
[9:09] especially in light of you know there
[9:12] has been uh conversation around the fact
[9:14] that perhaps we were under staffed um
[9:17] within City Hall so but I mean I think
[9:19] it was probably difficult for many
[9:20] people to recruit um adequate Staffing
[9:24] during Co which is the previous two
[9:26] years that you're looking at on the spr
[9:31] Mr Willam can you please go through back
[9:33] those those that you highlighted so you
[9:35] can have a record of it you are
[9:38] highlighting that was one code
[9:40] enforcement officer hold on hold
[9:43] on
[9:45] okay the assistant to the city
[9:49] engineer the junior civil
[9:53] engineer the assistant Corporation
[9:56] councel one hold on yes Corporation
[9:59] Council mhm
[10:01] yes one m e o m for
[10:06] streets two for the water maintenance
[10:10] worker and one Water Treatment Plant
[10:14] instrumentation specialist you're saying
[10:17] water maintenance worker
[10:19] one uh5 corre no no under the water can you repeat that is water
[10:29] maintenance worker there for uh two
[10:31] Water Maintenance
[10:35] workers and the water treatment plan
[10:37] instrumentation
[10:39] specialist can can I just mention
[10:41] something about that uh that is new part
[10:43] of the or new water system and our
[10:46] source system uh it's actually a brand
[10:49] new uh system uh controlled by computers
[10:52] rather Valves and stuff we I think Paul
[10:55] I don't think he's not here tonight is
[10:56] he he is here Paul about instrumen
[10:59] special have we started even
[11:00] interviewing people for did and we
[11:03] actually offered the offered that
[11:06] position to somebody and the next day
[11:09] she declined after she gave her notice
[11:11] to her company because they gave her
[11:13] better
[11:14] offer but that's a necessary position
[11:17] right especially for the future okay
[11:20] it's one person two jobs it's a highly
[11:23] Technical and specialized position it's
[11:25] to skate a system to manage that systems
[11:29] we upgrade the uh automation of it and
[11:32] maintain the high quality of water that
[11:34] we provide for the city
[11:36] yes if I if I can ask one person two
[11:39] jobs want to make sure right so I guess
[11:41] my next question would be who is
[11:43] performing that role of those duties
[11:45] right now we contracted up and there's a
[11:49] ticket if they can get there they get
[11:51] there they can't when they show up they
[11:53] show up and it is vital because it is
[11:55] our water system and it is the skate
[11:57] assistance to the seage treatment so it
[11:59] is V so we are at their Mercy when they
[12:02] want to show up to do the
[12:04] job so right now we have four vacancies
[12:07] there where according to the sheet it's
[12:09] four vacancies for the water maintenance
[12:12] worker any water maintenance worker
[12:16] yes yes so there four vacancies I think
[12:19] one was filled recently maybe last week
[12:22] so we interview constantly because there
[12:24] a requirement to have a CDL CDLs are
[12:27] very hard to
[12:29] so if you you know we've been always
[12:32] actively looking for meos in the street
[12:35] department or water store maintenance
[12:37] workers because they are required to
[12:38] have a cdlp license Drive our
[12:41] equipment thank
[12:45] you and did you had any um comments on
[12:49] so the so
[12:52] fund uh none for sewer but um adding the
[12:56] cumulative uh cost savings for those
[12:58] positions in total would equate to half
[13:00] million
[13:13] doll go ahead please this one did not
[13:16] make the list but I really you know
[13:17] discussed a lot so I just would like to
[13:19] revisit it um the mechanic
[13:22] one uh which is a new position um I re I
[13:25] reviewed what we've been spending and so
[13:27] on the outside that are not we've spent
[13:31] $612,000 so um this again was a position
[13:35] that this person we had loan so I really
[13:36] recommend we remove that and figure out
[13:38] how to if we're Contracting how get
[13:41] people to do that work within the hours
[13:43] where the vehicles are not being used um
[13:46] I have a lot of concerns about this
[13:47] individual working on their own um and
[13:49] you know with the emergency lift and all
[13:51] of that and with all of the other
[13:52] garages that we're using I would
[13:54] recommend that we look at one of the
[13:56] garages to be able to do the work
[13:57] outside of working hour that our people
[14:00] um our staff needs a
[14:03] car just speaking on this sheet here yes
[14:06] but I add it's not on the sheet but it's
[14:08] making that
[14:10] recommendation it was uh something that
[14:12] we we discussed last buet meeting go
[14:16] ahead please yes and I I thought we were
[14:18] kind of all in agreeance of of keeping
[14:20] that gentleman and and coming up with
[14:22] some type of protocol or safety issues
[14:24] uh for for whomever is going to take
[14:25] that position and I'd like to keep
[14:27] employing uh residents of the city so I
[14:30] I'd like to at least keep that in there
[14:32] as as well as I revie the the amount of
[14:37] money that we're been spending I changed
[14:39] my position and we don't know that the
[14:40] person's going to be resident of the
[14:42] city we hope so well we would hope so
[14:47] yes go ahead please U may I ask Mr
[14:50] leonda questions um I thought that we
[14:52] actually had a person in
[14:54] that that position is new um and that is
[14:57] so there we can do the work at the off
[15:00] hours when Vehicles aren being used to
[15:03] utilize a garage I don't know most
[15:06] garages that are open till 10:00 shut
[15:09] down so our cars would be tied up for
[15:11] the next day and would be no vehicle for
[15:13] somebody to use
[15:16] um and this is this encompasses all of
[15:19] our vehicles right so it might it might
[15:21] include a police vehicle the the
[15:23] maintenance account encompasses
[15:25] everything whether it's fire vehicles
[15:26] whether it's police vehicles whether
[15:28] it's s it's every vehicle within the
[15:30] city is connected so
[15:35] um I don't you know we may find it a
[15:38] little difficult finding a garage that
[15:39] will perform the basic maintenance for
[15:41] us after work hours they may I don't
[15:44] think it'll be at the the rate that they
[15:46] normally
[15:50] charge so it's one person so they
[15:52] they're not even though it's overnight I
[15:55] know how many vehicles they could do and
[15:57] what I thought you explain to us was
[15:58] that it's basically basic maintenance
[16:00] like oil changes and those kind of
[16:02] things so uh if we close it for you know
[16:05] not to have to get to the weeds here but
[16:08] if we close a for there are garages that
[16:10] close later and if that's not the case
[16:12] it certainly um contract with them you
[16:15] know work through that because we are
[16:17] spending a lot of money right now on
[16:19] garages we have a lot of vehicles lot
[16:23] money and if we want to move those
[16:25] Vehicles when our shift ends at three
[16:27] we'll have to
[16:29] physically move those cars to the
[16:30] dealerships and they get a ride back
[16:32] home too so the work day won't be an 8
[16:35] hour day we have to move those vehicles
[16:37] that are going to be being performed
[16:38] maintenance on sometime during the day
[16:40] and have somebody follow them out and
[16:42] bring them back so and left there and go
[16:46] get that vehicle again the next day or
[16:49] before the workers return in the
[16:52] morning how many vehicles do you
[16:54] anticipate one person would be able to
[16:55] do overnight
[16:57] alone there for 8 hours they can do oil
[17:00] changes and they can do the the um the
[17:04] liquid check the liquid levels and do
[17:06] tire changes and they can do you know
[17:09] normal oil change you know you probably
[17:11] do sever at night right there for eight
[17:13] hours the hours would be
[17:14] three 10 two two to 10 sorry our
[17:20] over I still would like to see if you
[17:23] could figure out a way for us to do that
[17:24] with with in house we were spending a
[17:26] lot of money on garages already and you
[17:28] add position which um again for me it's
[17:31] kind of a kind of touchy to have that
[17:34] one person doing all that so that's
[17:39] right um go ahead but with respect
[17:43] wouldn't we be spending more money in
[17:44] the garages than what we're currently
[17:46] spending if we had to not have that
[17:48] position in this person inhouse doing
[17:50] work as opposed to sending more cars out
[17:54] to garages I'm not really understanding
[17:57] um I well first my M my first of all my
[18:00] major concern is that we have an
[18:01] individual overnight working with
[18:02] equipment flammable things Etc on their
[18:04] own working with a lift we and so I'm
[18:07] saying that if we if we want to do it
[18:09] then we should have a rotating shift of
[18:11] someone else coming in if that's a
[18:12] possibility or we have another garage
[18:15] and not have this in the budget but I am
[18:18] adamant about having that individual
[18:20] working alone um in a condition I think
[18:22] is pretty dangerous um
[18:27] overnight
[18:29] and depending on seasonal nature we do
[18:32] staff that facility sometimes 24 hours
[18:36] sometimes in the evening so that this
[18:39] particular one is talking about being
[18:43] assigned uh latitude but there would be
[18:46] other people within the
[18:49] facility so the other people in the
[18:51] facility couldn't do any of this
[18:53] work it's a union it's it's specific to
[18:58] the Operating
[18:59] Engineers to the what operating
[19:05] engineers so the other people in there
[19:07] would not be in the same categories that
[19:08] you
[19:09] saying the heavy equipment governs heavy
[19:12] equipment operators local 158
[19:16] mechanics
[19:19] 1037 so we have um two three other
[19:23] people in that c four actually in that
[19:25] category and you're saying and one of
[19:27] them is the new one so you're saying
[19:28] that the other three people could not do
[19:30] any of that work the other three that
[19:32] are at the bureau service do do that
[19:34] work they also do more mechanical work
[19:36] they do BR they do Airlines hydraulic
[19:38] lines this position is a different title
[19:41] would be more of the basic oil changes
[19:44] on a lot of the police cars the uh
[19:47] medium duty trucks and the heavy duty
[19:50] trucks um heavy duty trucks can not take
[19:53] it into a jippy Lube or a valine they
[19:55] have to go to International or
[19:59] car
[20:00] dealership um we start bringing all our
[20:02] vehicles to JY
[20:04] Bo I'm not asking you that but I am
[20:06] asking you if if the other people that
[20:08] are here could do some of the work and I
[20:09] think your answer was yes yes they do
[20:11] some of the work but they're also doing
[20:12] the more mechanical
[20:14] work keep the this is more of the basic
[20:17] maintenance that you do on oil changes
[20:19] wiper blades tail lights directionals
[20:23] not any more heavier mechanical work
[20:26] that's why it's a different rate any
[20:28] other mechanics thank
[20:32] [Applause]
[20:33] you Mr F recently we um we res sended
[20:38] the $2.5 million to the Aquatic Center
[20:40] funding correct I would like to throw
[20:42] that out to the table here that this is
[20:44] the right time for us to to consider
[20:47] using that that $2.5 million that is not
[20:49] considered in this budget and I would
[20:51] like to open it for discussion in terms
[20:54] of how we can able to bring that in here
[20:56] and to help us offset some of
[21:00] these pleas push around
[21:08] here open for discussion with my my
[21:10] members it was up to me I take more
[21:12] money have art use it for the fundings
[21:16] you for uh all the all the you know
[21:19] water wells and stuff that are about to
[21:21] be working on can we use it for this
[21:23] budget stuff um I think I think we have
[21:27] budgeted if you look at the budget 68
[21:30] million 6.6 6.6 6.6 our M already in the
[21:35] budget I and then we we're using 7 792
[21:40] as a as a right that was balance of yeah
[21:43] that we had left over so we we have that
[21:45] $2.5 million do we have any more that is
[21:48] unallocated uh I I know that the only
[21:51] other amount was unallocated was 750,000
[21:54] but I know that that's M wants to Beed
[21:58] thing is
[21:59] Right St we
[22:01] already we already allocated that so
[22:04] that's the only one that I know
[22:06] of go ahead please I think I'd like to
[22:08] wait until we see what happens with um
[22:11] there's projects that have contingencies
[22:13] on them so we might be getting funds
[22:14] back from ARA as it is if those
[22:17] organizations can't um meet the
[22:20] contingencies so I think I'd rather keep
[22:23] um you know see what happens when we
[22:26] look at the arer overall
[22:28] yeah I think we're going to get back
[22:30] some funding because some of these
[22:31] agencies is not going to meet their
[22:33] requirement extend them to give them a
[22:36] the last yeah and it's pretty much going
[22:39] to come back in to help us so then we
[22:41] can look sort of big picture at so I
[22:43] think this 2.5 million right for us to
[22:46] tap into and help us with the
[22:50] budget I'd rather wait but so so were
[22:52] you saying you don't want to use it we
[22:53] already took the two point we had to
[22:54] resend the 2 million because that
[22:57] project move forward yeah I mean we
[22:58] don't know if there's going to be other
[22:59] needs going forward so I'd rather look
[23:01] at the whole picture but I don't know
[23:03] look to see what other people
[23:05] think I know that um we've gotten
[23:07] another application uh we to look at for
[23:10] um Holy Cross Holy Name of Jesus for
[23:13] their basketball court so there are
[23:15] people uh because of the exceptions
[23:17] we're making on these arpa applications
[23:19] extending things there are people who
[23:20] put an initial uh AR applications that
[23:23] are looking to get refunded
[23:25] again um I'm open to you the 2.5 it was
[23:29] we had already allocated to a project
[23:30] and so I'm opening if if it can help
[23:33] this budget to to move that money into
[23:37] this go ahead please yet I would have to
[23:41] Echo that sentiment I think we've all
[23:43] heard on this table and also throughout
[23:44] the community uh the frustration with
[23:47] the concept of considering projects that
[23:48] were submitted after the fact I know
[23:50] that there have been talks of a
[23:52] potential a new facility being developed
[23:54] but I think since that hasn't been a
[23:56] point of conversation here at the table
[23:58] I think before us U Mr unar highlighted
[24:01] that there was an additional $2.5
[24:02] million I think as we evaluate what best
[24:05] to do to position the city uh I think
[24:08] that I would be very very much
[24:09] considerate of applying that to this
[24:10] year's
[24:13] budget go ahead please um Mr Williams so
[24:16] you were probably the the biggest
[24:18] proponent of um a second issue um right
[24:22] along so are you no longer in favor of
[24:24] that or um for people to reapply again
[24:28] for other the funding I would say thank
[24:30] you for bringing that up I think part of
[24:31] being a council member is understanding
[24:33] that at this table conversations change
[24:35] and your positions evolve I think
[24:38] recognizing that we all have a very uh our very strong positions and I think
[24:44] if I'm trying to sit here to work
[24:46] collaboratively that is something that
[24:48] I'm willing to push forward as an option
[24:49] to put forth a budget that I could
[24:51] support the
[24:55] city yeah I'm in favor fav of using this
[24:58] $2.5 million to help us because he's the
[25:03] burden on us in terms of looking where
[25:06] we can find additional funding and this
[25:08] money is available for us to use so
[25:10] let's use it I think it's the reason why
[25:13] it's
[25:14] there and we should be fortunate that we
[25:17] were able to resend it and have it ready
[25:20] for us to use at the right
[25:25] time unless Mr Ferrari has any
[25:28] AR
[25:33] funding only thing I know we have to
[25:35] wait down of the year to see if there's
[25:37] any left that we have budgeted for this
[25:39] year um and it's really up to you guys
[25:42] about we sending the pl going forward
[25:44] for going forward uh and that 2.5
[25:48] million it's you know I just want to say
[25:51] uh if you looked at our water and sore
[25:52] our our sore fund is 2.5 million off I
[25:55] have no problem using AR money for water
[25:58] and sore infrastructure which which is
[26:01] exactly what intended to be used for and
[26:04] that's exactly why I pull that because
[26:06] looking at the report that you provided
[26:08] you and D provided right away at that
[26:10] funding $2.5 million fitting right there
[26:13] and then had a conversation with you
[26:15] today I was fortunate to have that in
[26:17] terms of where is this $2.5 million and
[26:20] can be
[26:24] used where is it no no that's why I
[26:27] asked
[26:29] sorry no I was just making a statement
[26:32] sorry no we know where it is
[26:44] yeah so can I have a consensus on the
[26:47] finance committee so let moving
[26:51] forward no no okay I'm in favor of
[26:55] utilizing the $2.5 million to help us
[26:57] push
[26:58] this will we use that strictly for what
[27:03] well well we have we have three I think
[27:06] the water fund the general
[27:09] fund go ahead I I think that you're
[27:11] trying to circumvent the discussion
[27:13] about whether we're going to have the
[27:14] fee increases that are part of the
[27:16] budget I don't know I'm just saying I
[27:17] mean should we have that discussion
[27:18] before you make any decision about us I
[27:22] think we left the meeting I think we
[27:24] left the meeting last meeting with um
[27:27] not in favor of winning
[27:29] please well the finance committee yes um
[27:32] I think that you yeah no I don't think
[27:35] you had a chance to voice any opinion on
[27:37] that the other night but this is just
[27:40] pushing it down the road it's not doing
[27:42] anything it's the same nonsense that was
[27:45] last year with the arpa money we saw the deficit last year nothing was
[27:52] done all these positions were we have to
[27:55] have them we have to have them we have
[27:57] to have them them now all of a sudden we
[28:00] don't need
[28:01] them so this does nothing except extend
[28:05] the problem down the road and makes it
[28:08] even
[28:12] bigger M far to answer to your question
[28:14] with regards where do we use it I mean
[28:15] that is up to you where you drop into
[28:17] and use it because we're looking at a
[28:19] 2.5 8883 well let's chairman with all
[28:23] due respect I submitted a
[28:26] budget developed by the department heads
[28:29] put in position it's now city council if
[28:33] you're
[28:34] again used a convoluted process of the
[28:37] allocation of the arpa money to begin
[28:39] with you didn't rely on professional
[28:42] staff for input and Analysis it's why we
[28:45] have projects out there that are
[28:47] underfunded and are going to be in
[28:48] ability to complete on time or within
[28:52] budget and this just becomes a charade
[28:54] that's really an embarrassment in the
[28:56] overall fiscal position in the
[29:04] city go ahead please well I'd say to Mr
[29:07] Pal's comments I would have appreciated
[29:09] hearing those the day that we had the
[29:11] discussion but I did not forever reason
[29:13] you were not present uh I would say to
[29:15] the mayor's Point uh collaborative
[29:18] government is what I learned in school
[29:20] and what I was looking forward to being
[29:21] a part of uh it seems as if this year it
[29:25] has been very one-sided so say based on
[29:28] the motion that I put forward someone
[29:30] has to respond correct Mr M yes so
[29:35] response hey I made a motion and I
[29:39] didn't know if anyone responded
[29:41] to yes I
[29:48] second do you want to go back through
[29:51] question do you want to go back to
[29:56] the
[29:59] well everybody can read so I think we're
[30:01] pretty well set as to what's on the
[30:04] chart I said everybody can read the
[30:07] vacancy we don't need a report as to no no no no no I asked I asked Mr
[30:11] William he made
[30:13] some he made some suggestion here we
[30:16] don't have so I ask him to go through
[30:19] that he already did yes so we can
[30:22] highlight it and see where we stands of
[30:25] do we keep this position and do we uh
[30:30] that is my
[30:32] question so basically what you're asking
[30:34] is whether we want to eliminate um a
[30:36] code enforcement officer an assistant to
[30:39] the city engineer a junior civil
[30:41] engineer assistant Corporation
[30:44] Council some meos which we yeah okay one
[30:48] Meo which we really know we need um two
[30:52] Water Maintenance workers um and the
[30:54] water treatment plant instrumentation
[30:56] specialist those
[30:57] that's what you're trying to eliminate
[30:59] right now I would
[31:01] say please I would say based on the
[31:03] information that we received I went
[31:05] through this spreadsheet and identified
[31:07] positions that I thought would be open
[31:09] for consideration up to this point we
[31:11] have only heard from a portion of our
[31:13] council members since I've have
[31:14] specified individual positions we have
[31:16] heard from a number of our department uh
[31:19] staff which I appreciate your feedback
[31:20] to make sure that our actions are well
[31:22] reflecting of the needs of your
[31:24] departments um however we can at the
[31:27] direction of Mr mavian we can go through
[31:30] line by line and see if individuals feel
[31:32] comfortable moving forward with that uh
[31:34] but I presented
[31:41] options I me I already said what I
[31:43] thought I did
[31:45] I I think you did too
[31:48] yeah okay so Mr you want to
[31:53] each I just goad
[31:55] please so the code enforcement officer
[31:58] I'm not in favor of that I have to say
[32:00] and based on
[32:04] um the description by Mr
[32:09] um Mr lefon I would be in favor of one
[32:13] of those
[32:14] positions um and I just want to be clear
[32:16] M these are we received positions that
[32:19] you had originally taken out of the
[32:20] budget as
[32:22] well in the final budget they were not
[32:25] included I didn't personally take some
[32:27] of those out department heads reviewing
[32:30] their actual staffing needs and again
[32:32] coming up with a number that uh help the
[32:36] tax levy at as lowest
[32:42] possible go ahead please well we have
[32:45] several engineering positions that
[32:47] aren't filled for many years I would be
[32:50] okay with cutting those and putting that
[32:53] money back into both the uh fire and
[32:56] police overtime but in some of those
[32:59] positions we have used that money to
[33:02] hire outside firms to do the work that
[33:05] would have been done by engineering
[33:07] staff then we keep that amount then cut
[33:11] the rest and put it towards the overtime
[33:20] budgets uh our chief engineer he already
[33:23] removed a couple of um positions from
[33:26] his budget when it was submitted so what
[33:28] we're seeing here is what was pass his
[33:31] submission so there are already I
[33:33] believe one and a half positions that
[33:34] were
[33:40] move
[33:42] will yes just looking for a point of
[33:44] clarity um Mr Mayor to your point uh
[33:47] positions that are unfilled those
[33:48] departments are able to utilize those
[33:50] vacant funds for the best needs of that
[33:52] department is that
[33:54] correct yes thank you
[34:06] the F saying to REM all the funds fromer
[34:10] just oh whatever it is that they
[34:12] Outsource to get the job done keep that
[34:15] allocation and then move the rest of the
[34:18] positions away and be in mind also they
[34:22] have a line for fees of service that
[34:23] they also tap into well if he hasn't
[34:25] filled them in three years and it's not
[34:26] that
[34:27] difficult you just go to RPI you can
[34:29] contact Clarks and you want to fill the
[34:31] positions you probably
[34:33] could again he he removed one and a half
[34:35] out of his budget for this year was from
[34:37] 4.5 to three so part of that has already
[34:40] been done and if we're going to be
[34:42] consistent with that then we have to be
[34:43] consistent as we look at all the line
[34:45] items to say they also haven't been
[34:48] filled in three years that's going to be
[34:50] the Matrix is we're going to use pleas
[34:53] again that speaks to my point of this is
[34:57] what the department heads what we have
[34:58] in this document is what the department
[35:00] heads have suggested for their Staffing
[35:03] so that's right what Miss Porterfield is
[35:04] saying is we do have already the
[35:07] knowledge of what the head engineer has
[35:11] suggested so why fool around anymore
[35:13] with any of the other Staffing and that
[35:15] would be consistent across the budget
[35:17] that this is what the department heads
[35:19] have said um and again to your point I'm
[35:23] waiting for that conversation about the
[35:25] overtime but I don't want to cut
[35:26] anything from you know I hear what
[35:28] you're saying you're trying to
[35:31] hopefully go ahead of that discussion
[35:33] but I mean hopefully when we get to that
[35:35] discussion we can resolve that issue as
[35:38] well yeah but to add to Mr P any point
[35:40] this this has been over for several
[35:42] years vacant and as long as we've been
[35:45] in the council here we have seen that
[35:46] this trend moving from year to year
[35:48] being vacant yes we utilize all the
[35:50] money to offet consultant and others but
[35:53] are we utilizing all this money and
[35:56] we're using it then parli recommend see
[35:59] what we need move it into the P service
[36:01] line and
[36:03] then you know add address some of the uh
[36:06] the
[36:08] funding I think I think that's what the
[36:10] discussion is about on this sheet here
[36:12] is about the funding position is vacant
[36:15] over this last couple
[36:17] years why
[36:19] continue if we have to move them in the
[36:21] Fe of service line let's move some there
[36:23] and
[36:24] then zero all the rest into the
[36:28] general and then if I may these are
[36:30] difficult conversations to have but
[36:32] truly this is what our entire country is
[36:34] dealing with there's no industry that is
[36:36] exempt from making these same type of
[36:38] decisions and this is our responsibility
[36:41] to evaluate this based on the input
[36:43] we're receiving to make sure we're
[36:46] adjusting and making sure we're the best
[36:47] position as a
[36:50] city your position is not to consider
[36:53] any then I respect that um but I'm just
[36:57] trying to look at the trends and see if
[37:00] there are any cost
[37:09] savings you want to keep going on on the
[37:11] audience want to
[37:25] suggest
[37:30] did you have
[37:31] something so we going one by one yeah
[37:34] that's why keep going to the one that
[37:36] you suggested and let's um move on that
[37:39] see yep the assistant the city engineer
[37:42] the junior civil
[37:44] engineer uh the assistant Corporation
[37:46] councel one Meo for
[37:49] streets uh the two Water Maintenance
[37:54] workers and I think if hearing the com
[37:56] from Mr Le i' to removing the L
[37:59] treatment plan instrumentation
[38:01] specialist pardon me removing it from
[38:04] your list remove from your
[38:09] list how would be opposed to the uh
[38:13] sewer maintenance workers and the
[38:15] Wastewater uh worker their short staff
[38:18] down there could create a dangerous
[38:20] situation and uh you want to talk about
[38:24] having individuals work by themselves
[38:26] that I would be opposed to
[38:29] that appreciate your comment I
[38:32] appreciate your comment me I think
[38:34] looking there are currently four
[38:35] vacancies so the two would still leave
[38:37] two open positions my thought process
[38:39] was fill those two and if uh the need
[38:43] presents
[38:45] itself coming back before the
[38:53] council any other discussion on any
[38:55] other position
[38:57] and this is dealing with the 2021 22 and
[39:02] 23
[39:09] yes I just want to clarify and perhaps
[39:12] Mr Mar can can help but it looks like in
[39:14] the Law Department
[39:18] budget in terms of the assistant
[39:20] Corporation
[39:21] Council one of those was your previous I
[39:26] think was your previous role perhaps um
[39:28] it may have been yes y um I believe we
[39:31] still have uh two other full-time
[39:35] assistant Corporation Council positions
[39:37] open uh my understanding is Mr C had
[39:39] indicated that to the extent that that's
[39:41] cut if we didn't find another attorney
[39:43] we would probably be returning to
[39:45] council um recruitment for attorneys is
[39:47] very difficult um we do try the best we
[39:50] can we' actively try and local law
[39:53] schools to more people from other
[39:56] positions and other WS but it is
[39:58] competitive it is competitive
[40:04] Yeah so basically if we removed those
[40:08] two
[40:10] positions you might come back and we
[40:12] might come back and have to add an
[40:14] amendment to trying
[40:16] to it yeah it would be very likely as it
[40:19] is we have Andrew and I are the only
[40:20] full-time attorneys for the city right
[40:23] um we have two part-time assistant
[40:25] Corporation Council
[40:33] so say Mr Marne highlighted is the
[40:35] difficulties with hiring just a single
[40:38] highly specialized position is that
[40:40] correct I'm sorry could you repeat the
[40:42] question it's difficult to hire even one
[40:45] extremely specialized physan it is very
[40:47] difficult so I would say if we focused
[40:49] on a singular vacancy and then if that
[40:52] individual presents itself in addition
[40:54] to uh incorporating a legal evaluating
[40:58] the need which I imagine is to have more
[41:00] um of those individuals in your office
[41:02] but if they don't present themselves I
[41:04] think it
[41:06] is besides the point out two
[41:10] [Music]
[41:13] vacancies that being said I will also
[41:16] add that the um uh the fewer attorneys
[41:19] we have in the Law Department the higher
[41:21] our outside Council costs are um and you
[41:24] know outside counsil rates vary any from
[41:26] 300 to $600 an
[41:34] hour as far as I'm concerned it's the
[41:37] engineering
[41:38] positions the
[41:42] uh do we have any specific one that we
[41:45] can just highlight so that well there's
[41:47] four four four four
[41:49] Bacons one two three four five again the
[41:52] water and sewage those are things that
[41:54] we really need don't want to screw
[41:57] around with that in my opinion abely I
[42:00] agree and the MEO falls under the
[42:03] specialization with the
[42:06] CDL and other than that the carpenter I
[42:11] guess I'm fine
[42:14] with but otherwise I think you feel
[42:20] them we have five an engine you
[42:24] mention one you
[42:27] well one says it's
[42:28] filled oh then it's been vacant again
[42:32] I'm assuming if yeah I'm assuming they
[42:35] filled it once they can fill it
[42:41] again and I would want to that is the
[42:48] IPS go ahead Mr I was going to say I
[42:50] wouldn't completely strip that
[42:52] department
[42:55] either
[42:56] I'd have to Echo that especially since
[42:58] Mr Wallen has made it a point of already
[43:01] looking at his budget and seeing
[43:02] positions that weren't filled and
[43:03] therefore not put bringing them forward
[43:05] to this year's budget so I believe he
[43:07] took into consideration that these
[43:09] budgets these um positions have not been
[43:11] filled in past years he's been able to
[43:14] run his apartment and has taken them out
[43:15] so I don't want that we should continue
[43:17] to go even further into that so um Mr
[43:21] Williams has suggested too
[43:25] and Mr pal is suggesting any more and I
[43:28] don't think we should go more than two
[43:30] um and I really I think that Mr wall has
[43:33] already considered what he needs in his
[43:35] Department in terms of downsizing re
[43:38] realizing what our our fisal situation
[43:49] is Mr William you mentioned for all the engineering department do you have
[43:54] the two in in mind
[43:58] yes he did he
[43:59] did can you identify please assistant
[44:04] City enger and Junior civil
[44:22] engineer so so Mr Wallen elimin the
[44:26] junior cver engineer already from the
[44:28] budget that's already out of the
[44:31] budget right am I I'm looking on page
[44:34] yes of 10 and there's zero on that line
[44:37] he already eliminated that particular it
[44:40] shouldn't be on the other sheet he left
[44:42] in uh two assistant to the engineer and
[44:46] one civil engineer so the there's an
[44:50] error then right because the assistant
[44:53] well yeah okay so the assistant to the
[44:54] civil engineer he did leave so you want
[44:57] to get rid of one of those it's he
[45:00] didn't have in the budget he did have
[45:02] the he had he had two assistants to the
[45:05] civil engineer in his budget but now
[45:08] we're taking out one of
[45:11] them the other one is called assistant
[45:13] civil engineer that's not on he that's
[45:16] what he eliminated and that is not on
[45:18] the green on this sheet at
[45:21] all
[45:23] um and then the IPS
[45:26] he wants an IPS so that wasn't in his
[45:29] budget um but that is what he asked for
[45:34] when he met with us I guess because it's
[45:37] not in his budget yeah it's not it
[45:39] wouldn't be under administrative
[45:41] salaries oh okay let me see maybe me go
[45:44] down
[45:45] furthers yep thank you oh
[45:50] there what page is that John that is
[45:52] Page n page
[46:03] that's
[46:04] right I don't see it oh there we go yes
[46:14] right so we did put that
[46:18] in and that when you want to leave in
[46:20] right the
[46:24] ips3
[46:27] yeah
[46:41] take and the ips4 that's in that
[46:43] department is currently
[46:47] unfilled the
[46:54] IPS
[46:57] I see so the civil engineer on page
[47:01] 10 yeah so he took out Chris already
[47:04] took out the civil engineer that's on
[47:07] this scen
[47:11] sheet he removed the assistant civil
[47:14] engineer and the civil and the J oh yeah
[47:19] you're right y
[47:22] okay so those are the
[47:30] and the assistant civil engineer is only
[47:32] half time um
[47:36] previous can we just have a new list of
[47:39] what is being proposed yeah that's TR oh
[47:43] okay because I think we added something
[47:45] back in the uh
[47:48] that's so we can
[47:50] highlight
[47:54] there
[47:56] we will need to I mean it doesn't matter
[47:58] because we can't vote but
[48:02] right because if there's one in here
[48:04] that that's supposed to be in
[48:06] here if it was already
[48:24] removed
[48:29] this want you finish with with
[48:33] your
[48:43] yes let's move on to the 2024 new
[48:46] position been proposed
[48:54] just
[49:03] ferari the one highlighted and other one
[49:06] have removed there can you walk us
[49:09] through that those yes so the yellow
[49:13] highlighted
[49:14] positions uh that was originally put in
[49:17] by Department request uh they were
[49:20] removed by us um the one item for flea
[49:24] manager by the city
[49:26] council um if you look at the Highlight
[49:29] item in pink there street department
[49:32] manager uh that's just a title change
[49:35] and the rest are positions that were
[49:37] added to the
[49:39] budget the only only other thing at the
[49:42] bottom you get the lead inspector
[49:43] coordinator and the lead inspector risk
[49:46] coordinator accessor uh we're switching
[49:49] that from a management position to a CCA
[49:52] it used to be a CCA to begin with uh the
[49:55] department had at the time requested um
[49:58] insisted rather that they would uh go
[50:01] into that position and train um and do
[50:04] enforcement department but um I think
[50:07] that is not the case anymore so both of
[50:09] those would be csca
[50:12] no one budget at 5,000 and the other be
[50:16] CAU 65,000
[50:19] mat okay so that should be in yellow in
[50:22] other words right okay gotcha
[50:43] miss bfield you talk about the um the
[50:46] Moto equipment operator
[50:49] mechanic yes I we discussed that um
[50:53] Mr has given us his impression of that
[50:56] um and I would really like to see how we
[50:59] could figure out how to do that work um
[51:02] without having someone on the own over
[51:04] at night I know what you said about
[51:06] other people there and so again I
[51:08] wondering how we is it that we can have
[51:10] other people there that are already
[51:13] there do some of this work if if it
[51:14] extends past the normal business hours
[51:17] you said that we have sometimes people
[51:18] go 24 hours shs there winter time
[51:21] mechanics are obviously during
[51:24] snowstorms sometimes only one mechanic
[51:26] there during the snowstorm over time
[51:27] it's
[51:28] voluntary to come in so there are times
[51:31] when there's one person there in the sow
[51:34] only one mechanic in the
[51:39] workan in light of what was spending
[51:41] other garages I still think we should
[51:43] consider removing that
[51:48] position if you're trying to save
[51:54] money
[52:01] Mr can we ask Mr leant to just refresh
[52:04] our memory about the fleet manager
[52:06] position would you like to speak to
[52:08] about the need for the fleet manager as
[52:10] opposed to you were talking about the
[52:12] mechanic
[52:15] yeah originally it was a man position on
[52:18] the now went out the assistant we manage
[52:22] um we do work on a lot of vehicles
[52:25] there's a lot of paperwork we'd like to
[52:28] be able to monitor to through a
[52:30] computerized meance management system
[52:32] the work and how it's being performed
[52:34] but without the staff and management to
[52:38] do this work it's very difficult right
[52:40] now we have an assistant fleet manager
[52:42] who is working as fleet manager but also
[52:45] Turing wrenches also getting Arts comes
[52:48] down to we have a lot of work we don't
[52:50] have a lot of
[52:54] staff
[52:55] okay we have a number of vehicles a lot
[52:58] of vehicles go out for repairs a house
[53:01] some go to the county um we do what we
[53:04] can inh housee um you if we were able to
[53:09] do more try to reduce our outside
[53:11] expenses I need the staff that can do
[53:13] that um it's not always the most cost
[53:16] effective way contract work
[53:24] out and Mr thean we need to be um
[53:27] concerned with safety of these vehicles
[53:30] going out continuously on the road so
[53:32] they need all of our mechanics are
[53:33] certified to do both um mediumsized
[53:36] vehicles and heavy equipment for um
[53:38] inspections so every mechanic we have
[53:41] those inspections on all our vehicles
[53:44] thank
[53:54] you
[53:56] pleas
[53:57] soe comments been made were looking to
[54:00] save money which I don't have any issue
[54:02] with what are we going to do with the
[54:03] saved money we can't roll it over to the
[54:08] deficit in
[54:09] 2025 so what's the end goal with what's
[54:13] being done end see what we can say and
[54:17] then
[54:18] we you had you said you had a
[54:20] conversation with um the chief Marino
[54:24] the mayor was highlighting something
[54:25] like that just know that is here and
[54:28] that more than likely will give the
[54:30] lights
[54:31] to go into back back that whatever
[54:35] that so it's now
[54:37] pushing using it to reduce some of the
[54:40] cuts we last week sorry last two um
[54:48] session they want to eliminate the
[54:50] overtime from the police and the fire so
[54:52] that's the cut that they're talking
[54:53] about I think you had to unfortunately
[54:56] leave a little bit so yeah I have work
[54:58] so yeah he will be us
[55:02] some potential savings that we're trying
[55:04] to CL back here just want to clarify not
[55:07] eliminate there was a reduction but not
[55:10] eliminate well cut cut from what the
[55:14] police chief and fire chief have asked
[55:16] us for but not eliminating
[55:20] sorry but I I want to complete this one
[55:24] task first before getting ahead okay not
[55:26] getting ahead we need to know what the
[55:28] end result what the end outcome that's
[55:31] looking to be achieved that's what the
[55:33] end result is whatever savings and to
[55:35] look at what the major C that happened
[55:37] in the last couple of session to clap
[55:40] back on there if we can
[55:46] yes and there one of the reason why I
[55:48] brought the $2.5 billion of the AR money
[55:52] that we recently to help us with that
[55:56] but with the cuts you still didn't have
[55:58] a balanced that's that's why we are
[56:01] looking at the position here and see
[56:03] where we are then we can make a decision
[56:06] go ahead yeah there still work progress
[56:11] here so go ahead
[56:16] Miss with regards to
[56:20] 2024 yeah we started
[56:23] that I didn't I didn't have any comments
[56:25] towards towards
[56:30] these my my my comments on the U 2024
[56:34] position is to look at the
[56:36] ips3 and the IT specialist keep the um
[56:41] the G antiviolence
[56:42] coordinator and to look at the
[56:46] me and the um CD
[56:50] assistant please John just want to speak
[56:53] about uh the IP S3 for utilities and the
[56:56] ips3 for it I just want to bring up the
[56:59] fact and plus the Web Master bring up
[57:01] the fact that that whole department
[57:04] there's going to be two major
[57:05] retirements this was the plan to uh uh
[57:09] help uh keep that department together uh
[57:13] you know using three three to take the
[57:16] place of the two that are
[57:18] there Mr are we going to have some
[57:20] funding on those on retirement plan when
[57:22] the person
[57:23] retired
[57:25] yes it's going to be increased no not
[57:29] going to be no savings when they retire the month that's left
[57:33] behind excuse me the lines that we
[57:35] funding for that position they will be
[57:37] funding remain on that line when the
[57:39] person retire yeah but they're retiring
[57:42] in 2024 they're not retiring now do I'm
[57:45] saying this is 2024 yeah so so these
[57:48] positions what they're trying to do is
[57:50] hire than so before they retire they
[57:53] have some training uh so when the people
[57:56] retire the uh these positions will be up
[57:58] and running without we're trying to do
[58:00] it in a way so that the par has
[58:07] any I also want to say I think I mean
[58:10] that give antiviolence coordinator
[58:13] there's no question oh okay because I
[58:15] mean that's Grand funded it has nothing
[58:17] okay
[58:18] I I said keep that oh well I know what
[58:21] I'm just saying we don't need to even
[58:23] question we don't even need to disc keep
[58:25] it or not keeping
[58:31] it we discussed the Moto equipment
[58:34] operator mechanic the
[58:36] mum there are two position being
[58:40] proposed
[58:53] here
[59:09] always any question
[59:14] this um are the's um CA
[59:18] position 1037 10:37 I'm sorry 10 they
[59:23] are 1037
[59:25] in the street are
[59:27] 1037 water meance workers are
[59:31] also are 1037 okay thank
[59:39] you
[59:46] eliminating we have a certain number in
[59:53] contract
[59:58] so Mr Ferrari so you think that we
[1:00:00] really need the ips3 for it and the IT
[1:00:02] specialist and the Web Master the Web
[1:00:05] Master yeah just so you can have a
[1:00:06] seamless seamless array when these guys
[1:00:09] leave if if you look at if you look into
[1:00:12] the budget we did um we did put one one
[1:00:15] or two of the positions
[1:00:17] at 4
[1:00:20] 25% you know because we know we should
[1:00:22] not be full year
[1:00:25] so we just that one but for the other
[1:00:27] position that bigger position we you
[1:00:29] need that money because that person's
[1:00:31] got to be replaced and then for the it
[1:00:34] now you're going to need new it guide
[1:00:35] because now we're actually instead of
[1:00:38] just having two we're going to have two
[1:00:39] different departments now have good
[1:00:41] utilities you have traffic and then
[1:00:42] you're going have
[1:00:52] it so the yellow highlight was removed
[1:00:55] was asked by the department head but but
[1:00:57] not put in the budget by finance that
[1:00:59] was not recommendation that was
[1:01:06] that except for the fleet
[1:01:10] manager yeah
[1:01:11] that's REM so why are we considering positions
[1:01:19] that weren't in the
[1:01:22] budget I this is a report I asked
[1:01:28] think I'm not sure why
[1:01:30] here are not highlighted are in the
[1:01:33] budget still when we were doing the
[1:01:35] budget we listed all the new jobs so we
[1:01:38] had to we had this ready to go so then
[1:01:41] when he asked for when he asked for we
[1:01:43] went reviewed it he said okay we know
[1:01:45] this is out this is out this is
[1:01:47] out we want to also show that you know
[1:01:50] we've we're also working to keep things
[1:01:52] down at the same time
[1:02:01] I mean the first I'm okay to keep the um
[1:02:04] the ips3 for utility admin and I'm okay
[1:02:07] with keeping the IT specialist Web
[1:02:09] Master and we can reconsider the ips3
[1:02:13] for
[1:02:16] it pleas I'm sorry but again I mean I
[1:02:19] think that when we heard from it but
[1:02:21] also I think some of these positions
[1:02:25] those those positions I think also in
[1:02:26] terms of the increase in the Cyber the
[1:02:29] risk of cyber attacks I think that was a
[1:02:31] reason that um we were thinking about
[1:02:34] making sure that we had appropriate
[1:02:35] Staffing levels um in it everybody else
[1:02:39] jump in from when we had aan speaking to
[1:02:43] us but
[1:02:46] um or actually it was Mr Kio that
[1:02:48] presented for that so I could look back
[1:02:50] to my notes but um I think we have to
[1:02:53] really be with the increase in cyber
[1:02:55] attacks across our nation or
[1:02:58] across the internationally I mean I
[1:03:01] think we have to really be careful about
[1:03:03] what we're doing and making sure that
[1:03:05] we're not putting any of our data um at
[1:03:08] risk so I would still support those it
[1:03:13] positions no it was one of the IDE
[1:03:15] that's why we may have suggest us to
[1:03:16] make a budget
[1:03:18] appropriation
[1:03:20] so the
[1:03:22] I can't exact title so mention the name
[1:03:28] Mr sorry and then we I The Specialist
[1:03:32] Web Master I think they explain that to
[1:03:35] us so help that
[1:03:37] also find my page
[1:03:44] here yeah please and I think I would
[1:03:47] support that if we already had
[1:03:48] candidates aligned but I think the
[1:03:50] question that we're presented with right
[1:03:51] now is whether we're comfortable with
[1:03:53] having pools of money sitting in those
[1:03:54] lines and then the cost analysis is what
[1:03:57] is the likelihood of those being
[1:04:00] filled I mean I don't know I would guess
[1:04:03] that it positions would' be able to fill
[1:04:05] but do you have trouble filling it
[1:04:12] positions we are actively recruiting our
[1:04:16] anticipate being able to fully staff
[1:04:23] those
[1:04:31] we need an index in this next
[1:04:44] year Still Still for
[1:04:52] it no where that leaves us right now oh
[1:04:56] we just making not any any question on
[1:04:59] the go ahead please so with the IT
[1:05:01] specialist is this because we're
[1:05:03] anticipating um the retirement of the uh
[1:05:06] IT specialist is is
[1:05:09] uh is we're actually need more people to
[1:05:13] come in especially for our website we
[1:05:16] want a better Web Master for our
[1:05:23] website may happen next year we're
[1:05:25] trying to set up a a jva you know trying
[1:05:28] to open up jobs for them these actually
[1:05:31] the IPS three two people place one
[1:05:36] personing and Web Master
[1:05:39] and we're leaving the other person's
[1:05:42] position open to get a new person to
[1:05:45] take
[1:05:52] have what are we
[1:05:54] actively looking right
[1:05:59] [Music]
[1:06:08] Chief okay and any question on the
[1:06:14] me there two position be proposed into
[1:06:16] the
[1:06:18] 2024 no those those were removed by the
[1:06:22] mayor highlighted the
[1:06:24] right above that that one two okay
[1:06:29] for I I had thought that Mr D came in
[1:06:33] explain the situation with the parks y y
[1:06:53] yep
[1:07:03] any question on the CDs
[1:07:22] system6
[1:07:25] if you could just give me a little
[1:07:26] background again on what this person's
[1:07:27] position is it's actually a new position
[1:07:30] U before
[1:07:34] uh can't her name that's okay she just
[1:07:37] left Kristen yes uh before the uh
[1:07:41] Department development person left she
[1:07:43] want his position because we there was
[1:07:45] such a a loss of Staff in that uh
[1:07:49] Community Development uh Community
[1:07:51] Development Department that uh wanted to
[1:07:54] bring in a new Community Development um
[1:07:57] supervisor and also assistant uh to help
[1:08:01] the supervisor so they both can learn
[1:08:03] together so that you know try to get the
[1:08:05] in the future the department in a
[1:08:07] stronger
[1:08:12] position just just just to remind you
[1:08:15] that CD assistant is 100% funded
[1:08:29] but we we also have a CD supervisor and
[1:08:31] a CD program monitor
[1:08:36] correct and this new position is just a
[1:08:38] CD assistant right like explain because
[1:08:41] right now the supervisor we don't have a
[1:08:43] supervisor right now and uh we need this
[1:08:49] what she
[1:08:52] Department we don't have a c Community
[1:08:55] Development supervisor but that's a
[1:08:56] vacant position where she's actually
[1:08:58] she's looking for recruits right now I
[1:09:01] think she said she have 13 uh 13
[1:09:05] candidates and what we're looking to do
[1:09:07] like you said because we bringing in a
[1:09:08] new one they wanted to bring an
[1:09:10] assistant to help help this person and
[1:09:13] then together they would learn to make the staff stronger in the future I
[1:09:17] mean it's not going to happen
[1:09:22] overnight
[1:09:31] and the the monitor is already is is
[1:09:33] currently filled that's
[1:09:38] oh yes yes
[1:09:43] it but again that's a position that we
[1:09:46] were told they going to reti re also so
[1:09:49] I think that's the whole idea with the
[1:09:51] assistant they trying to get everybody
[1:09:53] rolling to uh take know each other's
[1:09:56] position so when there is a a loss like
[1:09:58] that uh they can take over until the
[1:10:00] next person
[1:10:07] deci I was wondering I mean actually it
[1:10:09] says it was filled in 2021 and 2022 but
[1:10:12] that Community Development supervisor I
[1:10:14] feel like it was a new position before
[1:10:16] that it was something that was that a
[1:10:19] new position and it was no I think they
[1:10:21] moved the person that was there that
[1:10:23] left the city yeah I believe they mo
[1:10:25] came into that position
[1:10:27] okay there was some position that
[1:10:29] because of the impending the pen the
[1:10:32] fact that we were getting the arpa
[1:10:33] funding before we got the arpa
[1:10:36] funding they created a new position
[1:10:39] because they thought they would need the
[1:10:40] extra set of hands to deal with all the
[1:10:42] arpa
[1:10:43] process I just don't know which one of
[1:10:45] that is that was a supervisor I think at
[1:10:49] the time that's what I thought too
[1:10:52] but
[1:10:55] any other discussion on
[1:10:57] this so do we need the supervisor I so
[1:11:02] okay so we have a CD supervisor CD
[1:11:05] program Monitor and CD
[1:11:10] assistant 100% uh
[1:11:22] funded
[1:11:34] and just as a recap the the street
[1:11:36] department manager highlighted
[1:11:41] in um was the
[1:11:46] reason that is the one gentleman uh who
[1:11:55] yeah okay so you know what do we figure
[1:11:58] out a savings of like 60 or
[1:12:00] $70,000 he does both
[1:12:03] positions otherwise he can just go back
[1:12:05] to his old position makeing 98 and then
[1:12:08] he would have to hire another person at
[1:12:10] 90 you
[1:12:14] know then you got to pay uh benefits for
[1:12:17] your other person
[1:12:22] also what you have question on this um
[1:12:25] position I'm not putting in the spot but
[1:12:28] well well a discussion that we had
[1:12:30] before was that this position it's one
[1:12:33] person supposed to be do two jobs and um
[1:12:36] initially when we had when it was put in
[1:12:39] the budget it was a 4% increase when
[1:12:42] they changed the street um the
[1:12:45] title and then when they brought it back
[1:12:47] to the original title the increase then
[1:12:50] became
[1:12:51] 14% even though initially our
[1:12:54] understanding was that they that was the
[1:12:56] person still was going to be doing two
[1:12:58] jobs because they were split between two
[1:12:59] departments but the first time we saw it
[1:13:02] was 4% and then when when when it came
[1:13:04] back with the new name became 14 excuse
[1:13:07] me when it came back to the old name
[1:13:09] became
[1:13:10] 14%
[1:13:12] so um that's my was my question around
[1:13:15] that and just the level of that
[1:13:18] particular
[1:13:20] increase is is that the where we're
[1:13:22] doing 2 and 52 and so we were
[1:13:25] eliminating two positions that were 80
[1:13:27] something and 80
[1:13:29] something what is it we're eliminating
[1:13:32] the 88 400 if you need more information find
[1:13:38] probably help you
[1:13:39] out well initially when when Mr Leon
[1:13:43] came to us he explained it but um when
[1:13:45] we saw it we didn't see the 14% increase
[1:13:48] but when it came back again then we saw
[1:13:50] the 14% increase but we haven't seen you
[1:13:52] since then
[1:13:55] yeah sure sure there was a title the
[1:13:58] were looking position position State and
[1:14:02] then we do have a gentleman who is Will
[1:14:04] to take on more work and would not fill
[1:14:07] the other position so ultimately we're I
[1:14:11] do two jobs I'm the director of Water
[1:14:13] waste water and I'm they been doing it
[1:14:15] for seven years we have an employee who
[1:14:17] is willing to take a little more
[1:14:18] responsibility a little more
[1:14:20] compensation and in return what we're
[1:14:22] saving is a position $8,000 plus the
[1:14:25] benefit package which is ultimately what
[1:14:28] we try to do is to try and be efficient
[1:14:31] but also other saving this is an
[1:14:33] opportunity to do
[1:14:35] that so um it is 14% when the score so
[1:14:39] is there is another amount is there a
[1:14:41] lesser amount that you think would be
[1:14:43] still reasonable since this person
[1:14:44] taking a little bit more work hope
[1:14:47] doesn't take the work put the position
[1:14:51] back in for
[1:14:52] ,000
[1:14:53] I mean you're willing to take if you're
[1:14:56] asking to go negotiate with him you know
[1:14:59] this is what we offer he's will to do
[1:15:02] the work at
[1:15:04] this we're interested we do it if not
[1:15:08] he'll do his exist existing job and I
[1:15:11] would ask you to look at the budget and
[1:15:13] put the other position in for 88,000 so
[1:15:16] somebody can do that
[1:15:17] job the difference is only what $6,000
[1:15:21] because the person was making 98 6,000
[1:15:24] yeah 98
[1:15:26] so4 would 91 from 88 so that would that
[1:15:30] would have been the
[1:15:36] bum 98 45 Something
[1:15:42] each management position it's not over
[1:15:45] time comes in for
[1:15:47] alls sens is there
[1:15:50] sens it was removed Tak the other if the
[1:15:53] salary increases there there's no s so
[1:15:56] you take the stien out yes I
[1:16:02] did they were the two positions at
[1:16:05] 45968 each we raised them to 52,000 each
[1:16:10] for total of 104 for the one position
[1:16:14] which would eliminate 52 each department
[1:16:17] which would eliminate the
[1:16:19] $88,000 right was the overall Savings of
[1:16:22] right not that's not the total
[1:16:24] statements it was one person and it's
[1:16:26] not two positions so just to be clear
[1:16:27] about that it's one individual that
[1:16:29] we're talking about in terms of the
[1:16:32] right for
[1:16:33] 104 but it's split into two
[1:16:44] right any other discussion on
[1:16:48] this so would it be the director of
[1:16:50] solid waste Mr lefant is it the director
[1:16:53] of director of solid waste you took out
[1:16:56] of the budget correct and that's that
[1:16:58] would be the position that the manager
[1:17:02] will assume some of the RO
[1:17:05] there okay and then the other one but
[1:17:09] okay doesn't exist the director of yeah
[1:17:12] that's f it doesn't exist okay so his
[1:17:15] was he the he is the street department
[1:17:17] man
[1:17:18] Curr
[1:17:20] [Music]
[1:17:22] gotcha
[1:17:34] got because his budget was overall
[1:17:48] down he's going to get some chairs for
[1:17:51] these
[1:17:52] guys
[1:17:54] any other discussion here so based on
[1:17:56] the the discussion we have
[1:17:58] here and the notes that I have my say
[1:18:03] I'm okay keeping the ips3 for utilities
[1:18:06] ad me I'm okay keeping the IT specialist
[1:18:09] Web
[1:18:10] Master keeping the GIF anti-un violent
[1:18:14] antiv violent
[1:18:16] coordinator and keep the m e o
[1:18:20] m and keep the lead Vector coordinator
[1:18:24] that's a movement from swich from CSC
[1:18:27] manag I won't give that it's actually L
[1:18:30] Spector risk assess yeah I'm okay with
[1:18:33] the
[1:18:35] m so you said I just want to you said
[1:18:38] keep the utilities admin ips3 yes but
[1:18:42] not the ips3 for
[1:18:44] it yeah I would be against that and then
[1:18:47] you want to keep the MEO both of them no
[1:18:50] the IP specialist master keep that yeah
[1:18:55] okay great I skipped over that one okay
[1:18:57] GI anti violent coordinator again no
[1:19:03] discussion I'm skipping the U the street
[1:19:07] department manager andle manager we took
[1:19:10] that out previous
[1:19:17] discussion Miss bfield um talk about the
[1:19:20] auto vehicle operator mechanic
[1:19:24] I am okay with keeping the M there's two
[1:19:27] of them yes I'm two and I'm okay keeping
[1:19:31] the lead inspector risk
[1:19:35] assessment and so
[1:19:37] you
[1:19:39] right you get rid of the CD assistant
[1:19:42] yes that was
[1:19:45] CDG so you didn't want that oh so that
[1:19:48] one's Grant funded also CD
[1:19:51] assistant
[1:20:00] that that is
[1:20:11] my no I'm
[1:20:14] good again I would just like to state
[1:20:17] that I would recommend not taking away
[1:20:19] the it
[1:20:21] position
[1:20:23] INF Tech specialist ips3 for
[1:20:33] it I mean it's not like this is a new
[1:20:35] position on top of they already have
[1:20:38] staff in but I think the need has
[1:20:40] increased in terms of the complexity of
[1:20:44] our it for the city and the risk
[1:20:48] of cyber problems
[1:21:02] for discussion on these
[1:21:06] items so but we remove the management
[1:21:09] position there already so you okay with
[1:21:11] leaving that out the infotech specialist
[1:21:13] that was asked for by the department
[1:21:18] but right
[1:21:20] here no I'm okay okay with the I'm okay
[1:21:24] with the positions that Finance has
[1:21:25] removed from the budget yes the ones in
[1:21:29] yellow unfortunately on the report but
[1:21:31] those were not funded in the24 budget
[1:21:35] okay go ahead please can just one more
[1:21:37] time what do you recommending we remove
[1:21:40] no I'm
[1:21:42] suggesting we keep the IPS free
[1:21:46] utilities admin keep the IT specialist
[1:21:50] Web Master right
[1:21:53] keep the GI anti coordinator great
[1:21:56] the um we already removed the I'm going
[1:21:59] skip the street manager we already
[1:22:01] removed the fleet
[1:22:03] manager hearing
[1:22:08] mhm I'm going to skip the Moto
[1:22:12] equipment I'm okay with keeping the two of
[1:22:20] them the one the CD assistant I
[1:22:26] was and the L inspector
[1:22:32] resor so the only thing you're not
[1:22:35] suggesting at this time is the IQ
[1:22:37] specialist Web
[1:22:40] Master no the IPS
[1:22:43] for oh the second
[1:22:46] one and then um other know Miss P field
[1:22:50] position on the um street department
[1:22:52] manager and
[1:22:55] the and equipment operator
[1:22:59] mechanic you had RAC concern that so
[1:23:03] that department manag that change that
[1:23:07] change my concern that I explain the one
[1:23:10] where they are now salary by 14% but
[1:23:15] Mr Mr says because of his additional
[1:23:18] duties he would have then split it back
[1:23:20] into two so those are my concerns a 14%
[1:23:23] increase after we saw it the second time
[1:23:25] not when we saw the first
[1:23:31] time we also said there's not going to
[1:23:33] be a Sten in that
[1:23:38] position what is your
[1:23:41] recommendation well I I would say that
[1:23:43] we could could lower that to 10% I more
[1:23:50] comfortable lower which one I'm sorry
[1:24:00] dep yeah please I think if you lower I
[1:24:03] don't know if that the person would take
[1:24:05] that position and then you would then we
[1:24:07] would
[1:24:08] have then we would have a problem
[1:24:10] because then we won't have a direct
[1:24:12] solid way if they want to lower that
[1:24:14] street department manager's position you
[1:24:16] won't take the position why would you
[1:24:18] lower he's already in that position why
[1:24:21] would you lower it he's already in the
[1:24:23] position I mean you should get a raise
[1:24:25] right a 14% raise is
[1:24:27] what no you're saying get rid of the
[1:24:29] splitting it into two right aren't you
[1:24:32] saying no I'm saying if even if it is
[1:24:34] two I'm saying the increase 10% is what
[1:24:37] I'm saying the two but we can't I mean
[1:24:41] that would have to be negotiated with
[1:24:42] the
[1:24:43] gentleman
[1:24:44] um outside of this
[1:24:47] meeting I'm I'm pretty sure that he
[1:24:50] would not accept the
[1:24:53] which would mean we have to go back to I
[1:24:54] believe it's called street department
[1:24:56] manager and that's the job that he's
[1:24:57] currently in so that job is the 88,000
[1:25:01] whatever plus we'd have to put in for a
[1:25:04] raise because that's not in this budget
[1:25:07] um because he should get a raise right
[1:25:11] get get a 4%
[1:25:18] ra yeah they
[1:25:21] have
[1:25:31] so it's just a savings of you know the
[1:25:33] 20 something well it won't even be 20
[1:25:35] something because what did you say the
[1:25:36] race would be be his salary would be
[1:25:39] about
[1:25:39] 92,000 so be saving like $112,000 or
[1:25:50] something that's my
[1:25:52] that's pardon me I said that was my
[1:25:55] recommendation initially like I said
[1:25:57] when it came to us they had a title it
[1:25:58] was given us 4% came back with another
[1:26:00] title um same
[1:26:02] situation but now I came back with it
[1:26:06] back to its original title but the
[1:26:07] amount that of the increase is not no
[1:26:09] longer four it was
[1:26:15] so so let me Rec this so you were just
[1:26:18] recommending a 10% increase not the 14%
[1:26:23] but more than likely the person might
[1:26:25] not be taking that position based on the reduction you
[1:26:31] think I can't speak for I'm just putting
[1:26:34] in my
[1:26:37] mind back to the the position of
[1:26:41] 88400 and with
[1:26:44] the the regular increase is that what
[1:26:47] you're suggesting as Port I'm just
[1:26:48] trying to recap this so we move forward
[1:26:50] no if if this gentleman wants to take
[1:26:53] this person wants to take both jobs I'm
[1:26:54] just saying I think the 14% increas is
[1:26:57] significant it's not what we were
[1:26:58] initially presented with so um it was
[1:27:01] initially presented even though there
[1:27:02] was a title change as 4% increase so now
[1:27:07] we're seeing additional 10 when it came
[1:27:08] back and it changed back to its original
[1:27:10] title I'm simply suggesting that we
[1:27:13] leave it as is but have a 10% increase
[1:27:15] versus a
[1:27:18] 14 well what I would suggest is you can
[1:27:20] leave his position there the 4% raise
[1:27:23] then give me the position back that we
[1:27:25] had deleted for what was 880,000
[1:27:31] 88,000 so you'd have two 88,000 position
[1:27:35] correct yeah that's
[1:27:38] what so that's a cost
[1:27:41] savings no
[1:27:44] sarcastic okay thanks I was thank you
[1:27:47] for what you said Miss pter field I was
[1:27:49] just under the impression last night
[1:27:51] that that yourself and Mr Williams on
[1:27:53] the finance committee were okay with
[1:27:54] this last evening voted up
[1:27:58] right I think we've kind of work through
[1:28:01] that
[1:28:03] agreement on last
[1:28:13] night item of the first
[1:28:16] page yep there it is to that's okay
[1:28:20] thank you
[1:28:23] we're in the theater of
[1:28:31] the we should sell tickets we can help
[1:28:33] with the
[1:28:35] deficit you know what we're here to
[1:28:37] discuss this and I I think the sarcasm
[1:28:39] is not necessary
[1:28:42] well as far as the IPS position goes I
[1:28:45] would object to that because we're
[1:28:47] getting meams more data all the time we
[1:28:51] have have trying to put that out on the
[1:28:54] website we've created that thing with
[1:28:57] the police department to put the data
[1:28:58] out there we're essentially probably
[1:29:02] going to put even more data out there
[1:29:05] removing that position I think would
[1:29:10] beish yeah but the department is already
[1:29:13] they have some staffing the amount of
[1:29:16] data that's coming in it's not like
[1:29:17] something new or they don't have
[1:29:20] Staffing that we're trying to but we're
[1:29:22] getting more and more data you need
[1:29:24] somebody to analyze the data otherwise
[1:29:26] the data is meaningless and protect the
[1:29:29] data is also the other
[1:29:35] concern go ahead please so the positions
[1:29:38] you highlighted and also I would
[1:29:39] entertain uh Council Mo quarter Field's
[1:29:42] uh reduction for that street department
[1:29:44] manager
[1:29:50] 10% what is the position on the the
[1:29:52] motor equipment operator mechanic
[1:29:57] one you had made some comments on that
[1:30:01] yes and um it's again that position that
[1:30:03] is there alone um using an automatic
[1:30:07] lift around a car cars multiple and I
[1:30:10] was I was asking Mr Fon if there's a way
[1:30:12] for us to be able to do that work
[1:30:14] considering the fact that we're we've
[1:30:16] expended $612,000 in garages anyway to
[1:30:19] somehow be able to either cut that back
[1:30:22] or to be able to not have this position
[1:30:24] um again because I considered a safety
[1:30:26] risk and I'll say that again and again
[1:30:28] so that was my concern around
[1:30:35] that go ahead please I I appreciate that
[1:30:38] you're concerned about the safety but I
[1:30:41] do think again it's 2:00 p.m. to 10:
[1:30:43] p.m. so let's say like from 2: p.m. to 7
[1:30:46] p.m. you know it's probably not unsafe
[1:30:50] but I mean I'm just saying I mean it's
[1:30:52] not night time um and then so it is 3
[1:30:57] hours it's 2: to 10 it's 2: p.m. to 10m
[1:31:01] that's the 8 hour shift so um I just
[1:31:04] feel like maybe there's other options
[1:31:07] that the department head could figure
[1:31:09] out because I think you expressed
[1:31:10] concern as well about the safety but
[1:31:13] there you know let's give them a chance
[1:31:14] to figure out um how to keep it safe I
[1:31:19] mean any employee that we have
[1:31:22] we worry about their safety I mean
[1:31:24] whether it's I mean these are concerns
[1:31:27] that I think that facility expected to
[1:31:29] operate a fully OA compliant environment
[1:31:32] to maintain the highest standards there
[1:31:43] so let's just see where it goes you and
[1:31:47] Williams we still discussing still
[1:31:50] discussing you want it I said what I
[1:31:54] give to
[1:32:04] express I guess we'd have to see what
[1:32:06] the savings are going to be too right I
[1:32:08] mean before we move on with our
[1:32:09] discussion would we have to rerun these
[1:32:11] lists for example that is correct yes so just the
[1:32:17] two and I was going to say here um
[1:32:19] outside of uh safety concerns um is
[1:32:22] there a opportunity for some cost
[1:32:24] savings if we're using um the our
[1:32:27] existing Partners to do some of this
[1:32:30] work ask that question
[1:32:33] already but there there's no cost
[1:32:35] savings there that kind of more
[1:32:38] expensive to go to contractors okay more
[1:32:40] expensive I think that's if we had to
[1:32:43] use all the different
[1:32:44] garages the whole reason for putting
[1:32:47] this forward is to generate cost savings
[1:32:50] and improve theer operational efficiency
[1:32:52] of the ability to turn Vehicles over and
[1:32:56] keep them op so the city Workforce can
[1:32:59] do the jobs they're supposed
[1:33:02] to so how but how can we see the savings
[1:33:05] that the outside garage is then if we're
[1:33:08] funding this position how how are we
[1:33:10] managing that that number in theory will
[1:33:19] drop so is there a plan to um then bring
[1:33:22] some of the work in that's currently
[1:33:24] being out yes
[1:33:26] um because that wasn't part of the
[1:33:29] discussion when it
[1:33:32] was I'm just stating if you want
[1:33:36] to our mechanical budget is based on a
[1:33:39] number of we have smaller Vehicles we
[1:33:41] have very large Vehicles we have
[1:33:42] frontend loaders there are certain tasks
[1:33:45] that our employees are capable of doing
[1:33:47] in house there are tasks that we are not
[1:33:49] capable of doing in house those repairs
[1:33:52] go up to heavy equipment places I can't
[1:33:55] tell you Year from year what piece of
[1:33:58] equipment will fail that we can fix or
[1:34:00] cannot fix what I can tell you is that
[1:34:03] the other night when we sat in the
[1:34:04] meeting I heard how we don't have a lot
[1:34:06] of cars because they get tied up during
[1:34:08] the day during the normal work day so
[1:34:11] the codes Department short Vehicles the
[1:34:13] way to rectify that is for me to do some
[1:34:15] of the basic maintenance on the off ship
[1:34:17] so those vehicles are ready in the
[1:34:19] morning for people to get in and utilize
[1:34:21] them and not be stuck looking for a
[1:34:22] vehicle that's not available so that I
[1:34:26] cannot tell you that every we do is
[1:34:29] going to save someone it will save
[1:34:31] somebody but it will make it efficient
[1:34:32] that the vehicles are ready available
[1:34:34] for other staff members to get in in the
[1:34:36] morning okay not sitting in the office
[1:34:39] because that vehicle is in there having
[1:34:41] ties changed being inspected or having
[1:34:44] oil
[1:34:45] changes we work the same hours of mural
[1:34:48] service that City Hall does pretty much
[1:34:51] so unless I want to change the shifts at
[1:34:53] Bureau service everybody worked the 3 to
[1:34:56] 11 shift and cars will be available but
[1:34:58] it's not going to happen so we do our
[1:35:01] best to save the money but there are
[1:35:03] tasks that we cannot do in house it's
[1:35:05] beyond the means of our
[1:35:07] mechanics we always try to save but that
[1:35:10] 600,000 you referred to is every vehicle
[1:35:13] in the city fleet that's fire trucks
[1:35:17] that's police cars That's Heavy
[1:35:20] Equipment not just the vehicles we want
[1:35:23] to change oil it's our boom trucks it's
[1:35:26] everything it's our garbage trucks with
[1:35:28] the hydraulic LS and the pneumatic Rams
[1:35:31] so all that money is in one
[1:35:35] pool But it includes the vehicles that
[1:35:37] now be doing the work on right it
[1:35:39] includes the vehicles that we would do
[1:35:40] what we would call more minor
[1:35:42] maintenance on oil changes Tire changes
[1:35:44] you know light bulbs directionals things
[1:35:47] like that yes but the efficiency is that
[1:35:50] the vehicle is done in the evening when
[1:35:53] nobody's utilizing it or needs it and
[1:35:55] it's readily available for SNAP for
[1:35:57] codes everybody else to go out and do in
[1:36:00] the morning when they
[1:36:01] arrive and if
[1:36:13] that's I could have used that a few
[1:36:15] minutes
[1:36:17] ago our staff moving at all times having
[1:36:20] the
[1:36:26] Avil how do we Mo forward from
[1:36:29] this I still have concerns about the
[1:36:31] position but you know it's up to the
[1:36:33] finance committee that they want to do
[1:36:43] but finance committee leave the position
[1:36:47] ultimately we'll save money and become
[1:36:48] more
[1:36:50] efficient
[1:36:59] I'm comfortable trying it comfortable
[1:37:02] what I'm sorry trying it trying it keep
[1:37:04] it trying keeping it
[1:37:36] any other discussion on
[1:37:37] this m you making notes or we have to go
[1:37:41] back you guys got totally confused go
[1:37:43] back and forth up and down in
[1:37:48] and just let me know
[1:37:53] you guys got to hurry up too my meds are
[1:37:55] starting to wear
[1:37:57] off how much longer I can sit here Mr
[1:38:00] Williams you have any more discussion on
[1:38:01] this with regard to I I did outline what
[1:38:04] I am suggesting that we keep and then
[1:38:07] you added this one here Moto equipment
[1:38:09] operator mechanic to keep that we did
[1:38:12] remove the um fleet manager prior
[1:38:16] discussion and M pfield you are
[1:38:19] suggesting that we adjust the street
[1:38:22] department manager to 10%
[1:38:26] yes but that
[1:38:29] 10% just fast calculation would be
[1:38:36] 10,351 so it saves under
[1:38:38] $4,000 excuse me it save under 4,000
[1:38:43] 3,664
[1:38:45] 3,649 but we have to keep the other
[1:38:47] position in because probably the guy's
[1:38:49] going to say the guy's going to say no
[1:38:52] probably I know we can't speak for
[1:38:54] them so so you got to put the other 88
[1:38:56] back in plus the benefits for the 88
[1:38:59] plus the
[1:39:00] race so I'd put both in the hund and
[1:39:04] whatever Plus the 88 so there's no
[1:39:07] savings it's extra
[1:39:10] money because you'd have to put both in
[1:39:12] then you'd be able to take it out
[1:39:13] afterwards when he if he says
[1:39:16] no Mr yeah please so if we're going to
[1:39:20] continue to keep calculating and I'll
[1:39:22] continue to keep saying that concessions
[1:39:24] need to be made in negotiation is the
[1:39:26] exchange of ideas and compromises after
[1:39:28] hearing all the information from Mr Lon
[1:39:31] understanding uh that there is a
[1:39:33] potential need potential cost savings
[1:39:35] based on the work after hearing Miss
[1:39:36] Porterfield identify her safety concerns
[1:39:39] I elected to make a concession yet again
[1:39:42] uh after hearing that this individual
[1:39:44] although there will be significant cost
[1:39:45] savings a raise is a raise so I think if
[1:39:49] this individual would like to make more
[1:39:50] money
[1:39:52] I think this is still important for him
[1:39:53] to reflect on the facts and yes he can
[1:39:55] still hear this conversation right now
[1:39:58] tonight and'll let to not proceed with
[1:40:00] this position U but that is a a risk
[1:40:03] analysis that we all have to make right
[1:40:05] now and I myself in the position I would
[1:40:07] take more
[1:40:11] money understand I don't
[1:40:14] get
[1:40:19] support
[1:40:23] he's supporting 100 he's supporting 1003
[1:40:26] or whatever you
[1:40:31] said you heard
[1:40:33] it so I'm just going to recap
[1:40:37] and make sure my my suggestion was some
[1:40:40] of the
[1:40:43] items ipst utilities admin we keep that
[1:40:48] IT specialist keep that the give antiv
[1:40:52] violent coordinator keep that free
[1:40:54] department manager we suggested to
[1:40:59] 10% the Sleep manager will already
[1:41:01] removed prior meeting we're keeping the
[1:41:05] Moto equipment operator
[1:41:07] mechanic and we're keeping the me all to
[1:41:12] position and the other two position are
[1:41:15] Grand
[1:41:16] funded Mr ferrrari
[1:41:19] so we're keeping
[1:41:24] for thir time is it Grand
[1:41:28] funding just like give anti so out of
[1:41:32] that page the only thing you're taking
[1:41:33] out is IPS
[1:41:40] foring Street depart
[1:41:44] manager the street manager you're just
[1:41:47] changing Street manager to, 351
[1:41:51] yes
[1:41:53] okay what happens if uh he does not
[1:41:56] accept that position that's why I'm
[1:41:58] saying that I think that you better put
[1:41:59] the other position back into the budget
[1:42:02] or I mean we're just going to have to
[1:42:03] make an amendment or something that's
[1:42:05] one I just want to be clear that we can
[1:42:08] always make anend you guys are
[1:42:09] suggesting this um and that yeah I mean
[1:42:13] it doesn't really make person refuse the
[1:42:15] position we can make budget
[1:42:19] appropriation
[1:42:23] we have done that in the
[1:42:25] past any other discussion on
[1:42:33] these hold on just for clearity on that
[1:42:35] though the the daylight between the kind
[1:42:37] of the two uh thoughts is really is is the difference between the 14% rise
[1:42:42] and the 10% race
[1:42:45] correct yes right okay cuz they I don't
[1:42:48] know it just started kind of sound
[1:42:49] framing it as if
[1:42:51] there was going to be we would have to
[1:42:54] add back in other position and then
[1:42:55] commit to fully funding that position so
[1:42:57] really the negotiation point right now
[1:43:00] is is 10 is 10% versus
[1:43:02] 14% corre yeah the proposal is to move
[1:43:05] forward funding this position of
[1:43:07] $3,051 and if the person refus the
[1:43:09] position then we'll do a budget
[1:43:11] amendment and to bring back the
[1:43:14] position F old position but it's not
[1:43:16] unlike other races that have been
[1:43:18] brought before us and we haven't given
[1:43:19] the f
[1:43:22] so again though it is I'm sorry no no no
[1:43:25] that's what I just want to say again
[1:43:26] we're not listening to the dep
[1:43:28] department head who is trying to do
[1:43:31] something that's going to make us more
[1:43:32] efficient so that's my last comment we
[1:43:34] don't really have I mean you
[1:43:36] know we're listening to that we're just
[1:43:38] saying that the amount that that's
[1:43:39] budgeted which is what we're doing
[1:43:40] budgeting is not the amount that you
[1:43:42] know just not that it's a budgeted that
[1:43:44] amount not saying that you shouldn't do
[1:43:46] that saying that that's not the amount
[1:43:47] of of raise that we want to get towards
[1:43:50] that
[1:43:51] well again let me reiterate my position
[1:43:53] because I'm the one that runs the
[1:43:55] day-to-day operations move the position
[1:43:57] back down to the four% raise and
[1:43:59] reinstate the other
[1:44:19] position
[1:44:22] was the position
[1:44:25] vacant that now he's taking that's
[1:44:27] already been a vacant
[1:44:29] position
[1:44:30] Mr it doesn't it was V okay so that so
[1:44:37] okay I just wanted to make sure it was a
[1:44:39] vacant position um so it's not like it's
[1:44:43] so it it could conceivably be on a list
[1:44:45] of vac position that we could remove
[1:44:49] conceivably
[1:44:58] I think can Mr leine clarify for us
[1:45:01] please oh yes the street manager
[1:45:03] position has always been in the budget
[1:45:04] for years that position would stay there
[1:45:08] yes and then the other budget has been
[1:45:10] it was only vated this year the solid
[1:45:13] waste director
[1:45:15] that keep that in the budget at
[1:45:18] 88,000 and then hold these manager jop
[1:45:21] the 4% and I'll try and fill a new Sol
[1:45:26] waste director adse and we're just
[1:45:29] assuming that the person would not
[1:45:30] accept the 4% as opposed to the 14 10% as opposed to the 14 because
[1:45:36] originally the way it was presented was
[1:45:38] only 4% it was a regards to finance way
[1:45:42] it was work oh but I can't speak for
[1:45:49] okay
[1:45:52] now next step you're going to clarify
[1:45:54] what on this yeah we'll go back and
[1:46:05] discuss are we okay to add that position
[1:46:11] back let for questions to
[1:46:16] everyone or we just go with the street
[1:46:18] department manager under
[1:46:21] 000 yes and if there's any adjustment we
[1:46:24] can always do a budget re appropriation
[1:46:28] yes and both of those positions have
[1:46:30] been filled one individual resigned when
[1:46:33] he had an unfortunate engagement with
[1:46:35] the local on enforcement and if you
[1:46:38] don't want to move the one up I'd ask
[1:46:40] that two positions be
[1:46:43] reestablished one's there and
[1:46:45] reestablish the other
[1:46:49] one
[1:46:53] do we have that on this list here that
[1:46:54] the May is talking about is that on this
[1:46:56] list excuse me is that on this list two
[1:47:01] position May saying add add the
[1:47:07] two Sol is on the list yes yes we do
[1:47:10] have those two
[1:47:18] positions stre dep
[1:47:29] Mr M yeah please mayor's requesting
[1:47:32] correct yes got
[1:47:34] [Music]
[1:47:49] you
[1:47:53] I'm okay to Mo
[1:47:55] hard discuss here on here unless there's
[1:47:59] no any other
[1:48:01] changes it's fine did you oh you have
[1:48:04] the vote so I'm
[1:48:13] against AG green on this sheet to move
[1:48:17] forward did you mean any of this
[1:48:21] I make enough notes but I don't know
[1:48:23] what what the results are I'm going to
[1:48:25] go back again just tell me to the ones
[1:48:27] that you're not what are you not uh
[1:48:30] funding the IPS it position okay that's
[1:48:35] the only
[1:48:36] one um the next one that we had already
[1:48:40] the fleet
[1:48:42] manager that's it is that correct um not
[1:48:48] everyone yes all our expert
[1:48:58] let's go back to the power and let's
[1:49:01] entertain Mr Williams and M
[1:49:06] changes regards to
[1:49:08] these so M Williams can you please go
[1:49:11] through your changes so that mrar can
[1:49:14] make note of it and then I would ask to
[1:49:17] go through the suggested changes and the
[1:49:20] same thing that
[1:49:22] Mr so for the first page it was the code
[1:49:26] enforcement officer the assistant to the
[1:49:29] city
[1:49:30] engineer are you we two code enforcement
[1:49:34] position are you saying just one one
[1:49:36] just
[1:49:37] one okay keep going down uh one
[1:49:40] assistant to the city engineer one
[1:49:42] Junior civil
[1:49:43] engineer one assistant Corporation
[1:49:47] counsel one Meo streets
[1:49:51] you got you got to uh keep up the Mr
[1:49:53] Ferrari's not telling me to stop please
[1:49:57] because we don't want to go back this
[1:49:58] again got you please and two Water
[1:50:06] Maintenance you want to take those
[1:50:09] out that's what he's listing
[1:50:12] wow what about water treatment what
[1:50:14] about the water treatment that was in
[1:50:16] your original one quot force
[1:50:18] moner uh one uh assistant to the city
[1:50:25] engineer right right
[1:50:29] uh one assistant corporate councel
[1:50:32] correct and one jior
[1:50:34] engineer
[1:50:38] okay how about the
[1:50:43] street and then I got two Water
[1:50:45] Maintenance workers
[1:50:49] correct
[1:50:52] treat
[1:50:55] instrumentation he
[1:50:57] said
[1:51:06] water it's actually
[1:51:11] half follow me that
[1:51:15] Eng well the uh junior civil engineer is
[1:51:18] already out already out
[1:51:21] the I would cut the civil engineer
[1:51:24] position I would leave the code
[1:51:26] enforcement I would leave The
[1:51:28] Corporation Council and
[1:51:33] and the carpenter I would take out sewer
[1:51:36] and water at
[1:51:37] one one
[1:51:40] touch that's
[1:51:42] our what we need and uh quite frankly
[1:51:47] they're already under staffed
[1:51:51] so you saying remove the carpenter
[1:51:53] that's one
[1:51:55] yes my only Cuts would be the civil
[1:51:59] engineer and the uh
[1:52:07] Carpenter and the civil engineering
[1:52:10] should go into the fund for fee for
[1:52:13] services to hire so that they can do
[1:52:16] their
[1:52:18] work so you just sh Shifting the line
[1:52:33] correct that's okay property manager
[1:52:37] Carpenter so Mr P would you be in favor
[1:52:40] of removing the property management
[1:52:42] Carpenter and return one for the water
[1:52:45] maintenance
[1:52:46] workers I'm not cutting any of the water
[1:52:49] m maintenance workers I oppose that
[1:52:51] they're already under staff we need good
[1:52:53] water we need our sewage taken care of
[1:52:56] it's one of the most important functions
[1:52:58] in the
[1:53:04] city so I'd be in favor of the property
[1:53:08] management uh Carpenter being listed and
[1:53:10] returning the both Water Maintenance
[1:53:18] workers how any other
[1:53:26] discussion my position I'm going to
[1:53:28] agree with Mr Williams on the
[1:53:30] recommended change and some of the
[1:53:34] change on Mr parap the yours so I am
[1:53:37] okay with
[1:53:41] that any
[1:53:43] motion so you're okay with getting rid
[1:53:45] of code enforcement officer is what
[1:53:47] you're saying I just think it's
[1:53:49] interesting because I think our
[1:53:50] residents complain a lot I mean you know
[1:53:52] I think that those are the kinds of
[1:53:53] officers that we kind of need for some
[1:53:55] of the quality of life issues that we
[1:53:57] hear about all the time from
[1:53:59] residents okay a code enforcement
[1:54:02] officer I'm just saying you look over 20
[1:54:04] 21 22
[1:54:06] 23 the trend of the vacancies and that's
[1:54:09] try to address again I understand that
[1:54:12] it's been difficult to find staff but I
[1:54:14] do think that the department you know
[1:54:16] has needed the staff and again I go back
[1:54:18] to the fact that I think it was
[1:54:19] difficult during Co um for recruitment
[1:54:22] of different positions anticipating
[1:54:25] hiring one individual next week a couple
[1:54:29] other and on top of it it's also safety
[1:54:32] and revenue line absolutely but we have
[1:54:36] heard of applicants accepting and for
[1:54:39] other reasons resending so I would focus
[1:54:41] on the one fill
[1:54:47] first okay Mr far you have notes of
[1:54:51] those okay so we're looking at one uh
[1:54:54] code enforcement officer one assistant
[1:54:55] to the city
[1:54:57] engineer one assistant Corporation
[1:55:00] counsel and one Carpenter and we're
[1:55:02] going to keep the MEO streets that what
[1:55:07] said we're going to keep the two water
[1:55:09] mainten guys I said I think got four
[1:55:12] water mainten guys
[1:55:14] right
[1:55:16] in instead of taking to away so only on
[1:55:20] we're uh go over one more time we're
[1:55:22] looking at uh one Court enforcement
[1:55:25] officer one assistant to the engineer
[1:55:28] one assistant Corporation
[1:55:32] councel and one
[1:55:37] Carpenter am I
[1:55:40] correct and one of Theos one what oh you said one any okay
[1:55:47] and N Street
[1:55:51] and you're taking out the carpenter
[1:55:53] aren't you I thought you were also
[1:55:55] taking out the civil engineer
[1:55:59] but oh that one was already out
[1:56:02] gotcha no the one that was out was the
[1:56:04] junor junior civil engineer but you I
[1:56:07] think suggested taking out the yes right
[1:56:09] yes okay so they didn't say that which
[1:56:12] one Junior civil engineer no the civil
[1:56:14] engineer civil
[1:56:16] engineer I don't know if you're still
[1:56:18] with that but I thought I heard you say
[1:56:20] I did say that and I said keep the other
[1:56:23] positions because they are necessary and
[1:56:26] I also said put the civil engineering
[1:56:28] money into a fund to use for the work
[1:56:32] that needs to be done fee for services
[1:56:34] so okay I I I I can agree to that so
[1:56:38] move the civil engineer one what is it
[1:56:40] the
[1:56:40] [Music]
[1:56:42] 80 but we need to find out first what is
[1:56:45] the amount that's
[1:56:47] necessary 93 3 6 plus the benefits right
[1:56:52] 65520 would you put those in for the
[1:56:54] fees for service as well yes I can agree to
[1:56:59] that in 2024 it's budget for 100,000 so
[1:57:02] you want to do
[1:57:05] 2023 I was oh I was just looking at what
[1:57:08] it has on this grid I don't know who put
[1:57:10] this together budgeted for 100,000 this
[1:57:12] year for the
[1:57:14] increase so these figures aren't
[1:57:16] actually what's in the budget the
[1:57:18] figures that are on the that was given
[1:57:20] to us tonight are not 23
[1:57:24] numbers these are not the 2023 numbers
[1:57:26] is what I'm saying these are the 2023
[1:57:28] numbers up to 2023 they are the 23
[1:57:30] numbers not the 24 numbers 24 numbers so
[1:57:33] which would you like to suggest keeping
[1:57:36] it whatever that 24 number is correct
[1:57:38] whatever the 24 number for that um civil
[1:57:41] engineer move that into the fees for
[1:57:43] service Ling salary and benefit yes
[1:57:47] whatever
[1:57:48] that all right so I think we this one
[1:57:50] added so we're in agreement for that so
[1:57:52] Mr Ferrari please make
[1:57:55] notes and that's going to go to uh fees for service under the engineering
[1:58:01] uh fees fees for service for
[1:58:04] engineering yes somebody's got to do the
[1:58:06] work H somebody's got to do the work so
[1:58:09] he's going to have to hire
[1:58:11] outside yeah
[1:58:13] that's I got a question about that
[1:58:16] though if if we're if we're moving it
[1:58:17] into the fees for service line Ember
[1:58:19] including the salary and the full
[1:58:20] benefits um what would be the purpose of
[1:58:24] that cuz that to me that wouldn't really
[1:58:27] um and in any cost savings it would just
[1:58:30] be a different vehicle and if we're
[1:58:33] going to spend the same money then I
[1:58:34] think that we should defer to uh the
[1:58:37] department head and that and and and do
[1:58:39] what's already in that now so yeah if
[1:58:42] we're going to do go that way
[1:58:44] right sense makes sense that's my
[1:58:48] suggestion
[1:58:51] any other comments to
[1:58:53] this so we ready to move forward with
[1:58:57] this just verifi information that you
[1:59:00] have and whatever was suggested you have
[1:59:03] those pretty
[1:59:05] sure I'm try so I don't think those were
[1:59:08] the two discussion that we held over
[1:59:10] from the last meeting unless we have
[1:59:11] other
[1:59:12] discussion um may I request that you um
[1:59:16] input these changes and come back to us
[1:59:19] let's see where we are oh I guess
[1:59:22] not right now yes yeah so so you're not
[1:59:27] going back to any of the other
[1:59:28] discussions because the two of you made
[1:59:31] those decisions the other evening about
[1:59:32] the overtime for example we're not going
[1:59:34] to revisit the that discussion well when
[1:59:36] we get the now oh okay the mayad
[1:59:40] mentioned that discussion with Chief
[1:59:42] Marino you want to address that now
[1:59:44] before they go and make changes or yeah
[1:59:46] sure absolutely yeah yeah sorry sorry
[1:59:48] for thanks yeah oh I think it's
[1:59:51] important to recognize that as a newer
[1:59:53] council member it's important for me to
[1:59:54] reference the uh Chiefs and maintain I
[1:59:57] think uh very open and uh I think
[2:00:00] effective lines of communication as I'm
[2:00:02] going through my second budget process
[2:00:04] it's important for me to to recognize
[2:00:06] the severity of the decisions that we
[2:00:07] make but also making sure that I'm
[2:00:09] functioning in line with what I uh
[2:00:11] campaigned on uh which is making sure
[2:00:13] that we have a Equitable budget and
[2:00:16] financial process uh definitely my
[2:00:19] conversations with both Chiefs I said
[2:00:21] that I would be opening open revisiting
[2:00:23] these conversations um but never was
[2:00:26] there any promises uh I am only one vote
[2:00:29] U but definitely as has happened
[2:00:31] frequently on the council I can make a
[2:00:33] decision and switch my mind at any point
[2:00:36] in time uh so definitely uh using every
[2:00:38] minute up until this moment uh I would
[2:00:41] say as of right now I am still
[2:00:43] functioning in my same stance that I had
[2:00:45] the night
[2:00:46] before which is cutting the cutting the
[2:00:49] over time I'd rather not get into
[2:00:51] semantics
[2:00:53] but well except we have a lot of people
[2:00:55] here so I just you know great and I
[2:00:57] appreciate individuals being present in
[2:00:59] our uh uh our process I hope that we
[2:01:02] have the same viewers night in and night
[2:01:04] out um but definitely as I had my
[2:01:06] thoughtful uh discussions with both
[2:01:08] Chief Marino and chief Clifford uh which
[2:01:10] I definitely very much value uh I have
[2:01:13] to sleep at night and the determination
[2:01:15] that I made is remaining in line with
[2:01:17] what I said
[2:01:18] originally
[2:01:20] go ahe please so by making these Cuts
[2:01:22] we're inherently developing a a deficit
[2:01:25] in the next year's budget first of all
[2:01:28] we're right around 1.9 Plus in overtime
[2:01:31] for the police budget um we have two
[2:01:35] major events coming up with the
[2:01:38] Christmas parade and stock Adon as well
[2:01:42] as both the Fire and Police Department
[2:01:44] this is the time of year where most of
[2:01:46] the overtime budget is used because
[2:01:49] people want to take time off in the
[2:01:51] holidays uh we're just creating a
[2:01:54] structural deficit by cutting these um
[2:01:57] especially when we're looking at hitting
[2:01:59] these targets and going Beyond um we're
[2:02:03] likely to hit 2.3 to 2.5 in the police
[2:02:08] over time if you calculate those in and
[2:02:11] the fire over time we are likely to uh
[2:02:15] be very close to that Target as well so
[2:02:19] cutting those just creates a structural
[2:02:20] deficit that's just not
[2:02:24] wise go ahead please well I also think
[2:02:26] since do since Chief U Marino and chief
[2:02:29] Clifford are here I personally would
[2:02:30] like to hear their thoughts about the
[2:02:33] cuts to the overtime budget but I also
[2:02:34] want to point out that I think at least
[2:02:36] in the fire department budget in the
[2:02:39] contract um we can't really eliminate
[2:02:42] the overtime figure that's in the budget
[2:02:44] as presented by the chief and the mayor
[2:02:46] because if we do we still have to fill
[2:02:49] those hours which are mandated through
[2:02:51] their contract and so we would end up
[2:02:53] paying for them
[2:02:55] anyway great and I would very much like
[2:02:58] to add that before both individuals
[2:03:00] speak which I think they have the which
[2:03:02] I would support want to hear from them
[2:03:03] also they have vacant positions that are
[2:03:05] open right now the mayor and his comment
[2:03:08] also highlighted that any vacancies that
[2:03:09] are unfilled members of those
[2:03:11] departments are able to utilize those
[2:03:13] funds the best needs of their
[2:03:14] departments after hearing both
[2:03:16] conversations with uh both Chiefs um
[2:03:19] there are strategic opportunities
[2:03:21] throughout the year to bring on new
[2:03:22] candidates new firefighters new police
[2:03:25] officers the expectation is to hire as
[2:03:27] many as possible but those are going to
[2:03:30] exist later in the year my
[2:03:32] recommendation and my position is
[2:03:33] utilizing those gaps until they hire if
[2:03:36] they hire to subsidize what we have uh
[2:03:39] not supported and then again if there is
[2:03:43] a need for more there's always an
[2:03:44] opportunity to amend the budget is that
[2:03:46] correct Mr Mur that is correct yes we
[2:03:48] always is we do that bud fre
[2:03:51] appropriation any that's using the money
[2:03:54] that's in there
[2:03:57] yes depending on how you structure the
[2:03:59] budget whether the money would be there
[2:04:04] not so yes it's it's using money for
[2:04:07] positions that are not filled which is
[2:04:09] what as the mayor and also Mr Wallen
[2:04:11] told us that that's what they do within
[2:04:12] their Department if there's uh positions
[2:04:15] are not filled then and they need it
[2:04:17] they draw some those the money from
[2:04:19] there to fulfill for to pay for the
[2:04:22] positions are filled if if there's need
[2:04:24] for overtime uh in those lines so but
[2:04:27] you're just robbing Peter to pay Paul I
[2:04:30] mean and the reality is that I think all
[2:04:32] of us wish that we could hire to the
[2:04:35] empty positions right I mean we wish
[2:04:39] that but it's not happening and if it's
[2:04:41] Peter pay Paul is what's been being done
[2:04:45] it's not you know it's not something
[2:04:46] that we decided that you know to manag
[2:04:49] it that's how it's be
[2:04:52] managed so um
[2:04:55] Mr if you like to hear from Chief Marino
[2:04:59] and chief yes Chief Marino yes I just
[2:05:01] want to
[2:05:02] Echo I I'm sure you sent the email out
[2:05:05] to everyone that we sent to us and if
[2:05:07] you have read that email you will see
[2:05:08] that the bottom that the chief has made
[2:05:10] you know some pretty good remark in
[2:05:13] terms of the funding in his in his email
[2:05:16] go ahead
[2:05:17] please thank you for having me thank you
[2:05:21] to all the members that are here I
[2:05:23] apologize
[2:05:24] for that a fire at c stre um we didn't
[2:05:29] have a full compliment to go to to
[2:05:31] respond because there are other calls
[2:05:34] initially I notes on in front of me but
[2:05:36] initially there were three
[2:05:37] weeks let me tell if any of you were
[2:05:40] there you would have been extremely
[2:05:41] proud of every one of those people heavy
[2:05:44] fire in the Attic within minutes I
[2:05:47] thought we were going to lose two houses
[2:05:49] within minutes they were up in the attic
[2:05:51] and they extinguish that's great and
[2:05:54] they do that
[2:05:55] constantly also these gentlemen and
[2:05:58] ladies have been working for the last
[2:06:00] two years to
[2:06:01] fill the open spots you come to a time
[2:06:05] when they just can't do it anymore
[2:06:08] mentally physically we putting them at
[2:06:11] risk the overtime budget like I
[2:06:14] mentioned in the email it is what it is
[2:06:17] you could Finance it at million half or
[2:06:20] you can Finance it at
[2:06:22] 250,000 it's contractual we have to go
[2:06:25] up with 20 and I will not never with
[2:06:29] them at Jeopardy there are times I have
[2:06:32] to order back for fires there are times
[2:06:34] I have to order back for big events
[2:06:37] that's going to happen that's going to
[2:06:38] happen this long time to I'm not putting
[2:06:40] them in danger and
[2:06:43] when when that mind is a million and a
[2:06:46] half like I think it's going to be next
[2:06:47] year going knowing that it's just the
[2:06:50] way it
[2:06:51] is so to the point that we have some
[2:06:54] flop yeah okay there may be some fluff
[2:06:57] the Flop is not really fluff because
[2:07:00] what we're trying to do is take care of
[2:07:02] this problem that we have in hiring it's
[2:07:05] not that we haven't tried we've been
[2:07:06] trying uh you may have seen the
[2:07:08] Billboards that we've had you may have
[2:07:10] seen us all different kinds of EVS so we
[2:07:13] budgeted six knowing we'd have some
[2:07:17] money from people that retired not after
[2:07:20] a full year we have that and we're
[2:07:23] intend want to hire 14 if I have 14 good
[2:07:26] candidates that check all the boxes and
[2:07:29] they're capable people they going to
[2:07:30] make us all proud real
[2:07:32] hard but if you take that money to pay
[2:07:35] for the overtime that we're going to
[2:07:37] have I'm telling you we're going to have
[2:07:39] we're not going to correct this problem
[2:07:41] we have this problem's been coming for a
[2:07:43] long time we've tried to get in front of
[2:07:45] it doing the best we can things don't
[2:07:49] always happen the way we wanted to um
[2:07:52] I'll entertain any question you have but
[2:07:54] I got to say I've never been proud of
[2:07:56] the heart Department more than I am now
[2:07:59] all right
[2:08:00] [Applause]
[2:08:08] right thank you for the work yes any
[2:08:16] questions thank you Chief thank you
[2:08:19] Chief have question sorry so you said there's contractual
[2:08:27] that that amount over time has to be in
[2:08:28] there is that I'm sorry are you saying
[2:08:31] that there's a certain amount of time
[2:08:32] that must be in there we have a 20
[2:08:35] person minimum right every day we got to
[2:08:37] go off for with 20 I'm never walking
[2:08:40] into the mayor's office and saying mayor
[2:08:42] can't do it we have 18 because they're
[2:08:45] they just we haven't mandated anyone to
[2:08:48] they're credit there are other
[2:08:50] departments they're mandating like a
[2:08:51] wheel it's
[2:08:53] constant they've stepped up we have a
[2:08:56] mandate of one person ever especially in
[2:08:58] the last two last two years um so what
[2:09:02] I'm saying is with a 20 person and
[2:09:05] minimum
[2:09:07] staff and we have seven openings from
[2:09:12] reti one is I've said this one is um
[2:09:16] what's the ter very much and then I
[2:09:20] believe we
[2:09:21] have six or seven long time
[2:09:26] uh either injury or sicks so every day
[2:09:31] we're we're like 14 before we open the
[2:09:33] door 14 in the yep so that's why uh you
[2:09:38] know to 220 every day we're going to be
[2:09:41] at that number we spent ours making sure
[2:09:45] that our number was right we gave you a
[2:09:47] true and honest figure that that's where
[2:09:50] I think we're going to be and we talked
[2:09:52] about comp
[2:09:53] [Music]
[2:09:54] time contractually the members have the
[2:09:57] ability to have comp
[2:09:59] time if they all decided tomorrow hey
[2:10:02] you know what give me my comp time not a
[2:10:05] little bit all of it you know want to be
[2:10:08] and that's all
[2:10:09] contractual they haven't done it they're
[2:10:12] don't think they're going to it's not
[2:10:14] what they intend on but the number of
[2:10:16] million and a half could look like
[2:10:18] kids change if that was ever to
[2:10:21] happen
[2:10:31] [Music]
[2:10:33] than um so talking about the police
[2:10:35] overtime
[2:10:37] budget we have similar challenges at the
[2:10:39] fire department a little bit
[2:10:41] different we we don't have a minimum
[2:10:44] Staffing from the contractual end but we
[2:10:45] do have a minimum Staffing on a daily
[2:10:48] basis that we have to fill fortunately
[2:10:51] um we don't necessarily have to mandate
[2:10:54] as often as we have in the past but we
[2:10:57] still have the the possibility that we
[2:11:00] have to mandate
[2:11:02] officers um we do have a minimum
[2:11:04] Staffing level that we like to meet each
[2:11:06] night due to our staffing shortages
[2:11:09] we've been running short on that and yet
[2:11:11] we've still already reached 1.95 million
[2:11:14] in overtime if we had filled every
[2:11:17] position that we needed to fill we
[2:11:19] probably would be over 2 million at this
[2:11:21] point um closing in on a high 2 million
[2:11:24] range just on Staffing levels and this
[2:11:27] is before we even get to our proactive
[2:11:29] controls which we would like to
[2:11:31] do like speed enforcement quality of
[2:11:34] life issues possibly anti-me initiatives
[2:11:38] in Hotpot
[2:11:39] areas the way we've been able to keep
[2:11:42] our crime down um I you know compared to
[2:11:46] our neighboring cities is investing into
[2:11:49] our investigative unit we have uh 12
[2:11:52] officers 12 detectives on federal task
[2:11:55] forces doing an awesome job taking down
[2:11:57] the worst of the worst Defenders not
[2:11:59] only in the city but at the capital
[2:12:01] region level because you all know that
[2:12:03] they like to travel um you know but
[2:12:06] we've sacrificed having those extra
[2:12:07] positions in our Patrol level so we
[2:12:09] can't do what we would like to do and
[2:12:12] you know ultimately we're going to work
[2:12:13] within our budget um as I've explained
[2:12:16] to a couple council members we will stay
[2:12:19] our budget the best of our abilities it
[2:12:21] changes our strategy whether we are
[2:12:24] proactive on a daily basis or whether we
[2:12:27] are simply reactive to just Staffing the
[2:12:29] streets um and answer the calls for
[2:12:32] service on the investigation side um the
[2:12:37] there it's more like more like the fire
[2:12:39] department where it is what it is we
[2:12:41] have one case that I'm sure everybody in
[2:12:43] this room is aware of we've already
[2:12:45] spent $90,000 just this year on
[2:12:48] investigating that case and it's not
[2:12:49] even solved it so there are cases that
[2:12:52] sometimes just require the attention and
[2:12:54] we're never going to stop giving them
[2:12:56] the attention and then you just never
[2:12:58] know when the next big case is going to
[2:13:00] happen we've been fortunate if I knock
[2:13:02] on wood that our major cases have been
[2:13:05] down this year but you just never
[2:13:10] know
[2:13:12] questions go ahead please just follow to
[2:13:15] the chief's comments where the data out
[2:13:18] there we're seeing a drop in crime we're
[2:13:20] talking about the major crime part one
[2:13:22] crimes other the more serious element
[2:13:25] where we're being proactive and creating
[2:13:27] a high level of deterrence and actually
[2:13:29] have a fairly good closure
[2:13:31] rate on the other hand our calls
[2:13:34] for noise problems for speeding in other
[2:13:39] lower level events is actually going up
[2:13:43] and so to continue to have that good
[2:13:46] trend line so you're dealing with de
[2:13:48] with the most serious crimes but also
[2:13:50] deal with the community's needs and the
[2:13:52] evolving nature of uh what we're being
[2:13:54] requested to assist to you need the
[2:13:57] bodies and that cut you know that you
[2:14:00] have moved forward on you know it's
[2:14:02] about 18,000 man hours in the police and
[2:14:06] fire department and so you can't expect
[2:14:09] all those calls to be followed up on or
[2:14:11] dealt within a manner that makes us all
[2:14:13] look good when you've dropped $118,000
[2:14:16] up in in the budget that I've given you
[2:14:19] there are assumptions yes we're not
[2:14:20] going to fill all those positions but
[2:14:22] that money will be used to offset some
[2:14:25] of the overtime cost where these slots
[2:14:28] have to be backfilled with individuals
[2:14:31] in the police department we're having
[2:14:32] trouble getting people to come out
[2:14:34] sometimes for overtime I'd like to have
[2:14:36] some levels of Staffing at a higher
[2:14:38] level than we're going on in the street
[2:14:40] with on some nights and some
[2:14:43] ships go ahead please but I think so
[2:14:46] that the mayor's Point those two aspects
[2:14:48] of noise and speeding I think it's
[2:14:51] important to identify and i' would love
[2:14:52] to hear the perspectives of of any
[2:14:54] individual in this room uh throwing
[2:14:56] bodies at noise complaints has not
[2:15:00] solved any of those issues and
[2:15:01] complaints I think it's going to require
[2:15:03] a more strategic uh stance to address
[2:15:06] these issues that are frequently
[2:15:08] happening regarding regarding holiday
[2:15:10] seasons uh and to the the the issue of
[2:15:14] speeding we've thrown uh bodies at King
[2:15:18] road to be example and we are still
[2:15:20] hearing those individuals come to our
[2:15:21] Council meetings on a frequent basis uh
[2:15:24] unfortunately we have to make those
[2:15:26] difficult assessments of where else are
[2:15:27] we going to invest in besides overtime
[2:15:30] to address not only the immediacy of
[2:15:32] those issues but also the long-term
[2:15:34] effects because if we solve them today
[2:15:36] we frequently notice that they trans
[2:15:38] that they transition to other aspects of
[2:15:40] our community so my position here is
[2:15:43] challenging us to think outside of the
[2:15:44] box to bring into those circles uh more
[2:15:47] stakehold ERS to understand that
[2:15:49] expecting these departments to figure
[2:15:50] out these problems on their own is an
[2:15:52] old age philosophy we as a community
[2:15:55] need to work together to understand how
[2:15:57] do we incorporate our neighborhood
[2:15:58] associations how do we incorporate our
[2:16:00] schools who are also uh pushing for
[2:16:02] Community schooling narratives this has
[2:16:04] to be a joint effort and again I'm
[2:16:07] against throwing money at overtime to
[2:16:09] fix
[2:16:12] ite please I think
[2:16:14] that's I'm sorry but I do think that is just you this was a discussion
[2:16:20] the other evening too there's certainly
[2:16:22] long-term kinds of strategic planning
[2:16:26] that again I would say I would want our
[2:16:29] fire and our police to be looking at
[2:16:31] even more so than residents um because
[2:16:35] they have the expertise and the
[2:16:36] experience in helping to solve these
[2:16:38] things but we have immediate needs we
[2:16:41] have we have immediate needs whether
[2:16:44] it's fire or crime um or in the F in the
[2:16:47] case of fire the the emergency medical
[2:16:50] um calls that they go on so I'll throw
[2:16:52] that in along with the fire um you know
[2:16:56] I I understand that long term there's
[2:16:59] solutions that perhaps we can come up
[2:17:01] with but what do we do tomorrow and I
[2:17:04] just really maintain that I feel that
[2:17:08] this will increase crime and I think
[2:17:11] this is not the time to be trying to
[2:17:12] increase crime especially violent crime
[2:17:15] I think that the way that we've been
[2:17:16] successful on um over the last you know
[2:17:20] couple of years we need to respect that
[2:17:22] and and and and try to continue working
[2:17:26] day by day um and yes at the same time
[2:17:30] we have longer term strategies like you
[2:17:33] mentioned the other day you know sending
[2:17:35] folks into classrooms to talk to kids
[2:17:37] and building trust between Youth and and
[2:17:40] our officers those are great I mean I
[2:17:42] think all of us are really in favor of
[2:17:44] all those strategies that have been put
[2:17:45] into place especially around community
[2:17:47] releasing but it ain't going to solve
[2:17:50] crime
[2:17:54] tomorrow sorry please i' just like to
[2:17:58] congratulate um both Chiefs on the
[2:18:00] community engagement with all your
[2:18:02] officers um that are out there at
[2:18:04] neighborhood meetings at STS um in
[2:18:07] schools things like that and again I I
[2:18:09] will agree with Miss Patrick I mean
[2:18:10] there's just issues that need to be
[2:18:12] addressed on a daily basis here and I
[2:18:14] wouldn't want any of the residents of
[2:18:15] the city's connec to suffer
[2:18:18] um whether it's going to a fire or or
[2:18:20] having a police uh call responding to my
[2:18:24] residents uh if someone's trying to
[2:18:26] break the door in or things like that so
[2:18:29] I mean this is something that just needs
[2:18:30] to be addressed and it needs to be
[2:18:32] funded it doesn't need we don't need to
[2:18:34] cut the funding I
[2:18:36] agree Mr M oh please sorry so Chief
[2:18:39] could you please speak to um like the
[2:18:42] various you've come to us several times
[2:18:44] then with technology in in that
[2:18:48] conversation it's been like this is
[2:18:50] going to cut back um um police need to
[2:18:53] be in um off the street because they're
[2:18:57] doing what paperwork so and that there
[2:18:59] would be some cost savings that was the
[2:19:01] that was what we've been hearing so I
[2:19:03] would like you speak to that and also to
[2:19:05] the give Grant um the most recent that we saw the um the amount was like
[2:19:10] 418,000 but in the budget that the line
[2:19:13] we're seeing is a little bit lower than
[2:19:15] that so
[2:19:19] two where where where are you seeing
[2:19:21] less is it in the revenue side or I
[2:19:24] think that
[2:19:25] um that's that's probably more an
[2:19:27] accounting thing I would I'd have to ask
[2:19:30] the finance is that is it showing more
[2:19:33] because part of it is salaries and the
[2:19:35] other part is reimbursable overtime
[2:19:37] possibly I think I think it's because it
[2:19:39] runs in between years we looking for
[2:19:41] 2024 I think it goes into 2025 okay it
[2:19:44] does start in July so we're we're just
[2:19:48] looking at you know for the year we're
[2:19:50] not putting the whole amount in because
[2:19:52] the whole amount is not 202 so you got
[2:19:54] half of
[2:20:00] last and then then as far as as far as
[2:20:03] the technology um helping us to become
[2:20:05] more efficient yeah I stand by that and
[2:20:08] it's going to it's just that it's not
[2:20:10] something that's going to happen
[2:20:11] tomorrow these are these are these are
[2:20:13] investments me if you're taking in terms
[2:20:15] of building a house technology inv or
[2:20:17] the foundation that we're building upon
[2:20:19] you know at some point we have a real
[2:20:22] time operations center that we're
[2:20:23] building out that we hope that we could
[2:20:25] use one person sitting in this Operation
[2:20:29] Center to send the Drone out to turn
[2:20:31] down loud music so we don't have to send
[2:20:32] personnel there um we want to use the technology given the body more
[2:20:38] cameras so that we can have supervision
[2:20:40] over officers from the police station
[2:20:43] and the ability to do quality control
[2:20:45] better on them so we we have a more
[2:20:49] efficient and a um you know a more
[2:20:52] professional Police Department that's
[2:20:53] those are the invest Investments That
[2:20:55] remaining Patrol finder once we get that
[2:20:57] up and running it's going to help
[2:20:59] officers um while they're driving down
[2:21:01] the street know there's a call waiting
[2:21:03] so they don't have to take more time to
[2:21:05] drive across town to get to a call so
[2:21:09] but we we just our deployment these these take time to roll out um the
[2:21:16] Axon one year so far it's going good I
[2:21:19] can start seeing that next year we're
[2:21:21] going to start having you know more and
[2:21:23] more that becomes more efficient see
[2:21:26] it's fair to say that we're already
[2:21:27] seeing some savings by not having to
[2:21:29] bring officers in on overtime to train
[2:21:32] them we're training on Shi now so that's
[2:21:35] one savings but we're not there yet
[2:21:37] where we can completely eliminate uh a
[2:21:40] whole Training Day by using virtual
[2:21:42] reality but perhaps next year or the
[2:21:44] year after my training Sergeant will be
[2:21:46] like we can this day doing sh so that's
[2:21:50] where we're going
[2:21:51] with as you know and I know it's been
[2:21:54] this is like an ongo every year we we
[2:21:56] have similar discuss around over time
[2:21:58] yes
[2:22:00] so I was hoping like as we as the years
[2:22:03] progress we would be seeing those
[2:22:05] reductions in over time and we're not so
[2:22:07] you know that's all that we're doing to
[2:22:11] increase technology and increase
[2:22:13] efficiencies but you know every year for
[2:22:16] 10 years remember we've been having this
[2:22:18] discussion so I think on our end the
[2:22:20] biggest driver of overtime right now is the lack of Staffing lack of ability
[2:22:24] to put those loops on the ground today
[2:22:27] we had five officers come Staffing so
[2:22:30] that's a milestone for us now five
[2:22:33] bodies can count as Staffing so that we
[2:22:35] won't now have another eight bodies for
[2:22:37] Staffing until um I think that we're
[2:22:41] talking about May of next year so once
[2:22:43] we get to that comp full compliment of
[2:22:46] Staffing no give or take five bodies
[2:22:48] we've always been fluctuating all five
[2:22:51] that's where we'll start to see it
[2:22:53] stabilized but it's been four years
[2:22:55] since it's it's been in flux so we we
[2:22:58] were close um right before the pandemic
[2:23:02] but set us back not ler those n we to
[2:23:05] catch up okay the thought process I'm
[2:23:08] hearing from from my colleagues is that
[2:23:11] those positions that are not being
[2:23:12] filled is where you can then pull from
[2:23:14] that pay over time that's what I'm
[2:23:16] interested
[2:23:18] that well
[2:23:21] we I put the number of 15 now as a good
[2:23:23] number it's somewhere between 13 and 15
[2:23:26] based on two people retire next year
[2:23:28] let's go with 15 all those 15 I hope to
[2:23:31] five for January so so so that will only
[2:23:34] leave 10 positions and of those 10 we're
[2:23:37] hoping to hire them in July at the
[2:23:39] latest so that would be basically half
[2:23:42] of a year salary for those 10 and it's
[2:23:45] at the Academy rate so it's U step one
[2:23:48] so it's um it's it's a little bit of
[2:23:51] money it's not a lot and I
[2:24:03] thatat putting on a
[2:24:11] spot any other question for
[2:24:16] the
[2:24:17] no I was just G to say the
[2:24:22] same all right thank you Chief thank
[2:24:27] [Applause]
[2:24:41] you
[2:24:44] so can we have those change excuse me
[2:24:47] can we have you input those changes and
[2:24:49] bring back to us to see where we
[2:24:51] are you know you know this is mostly our
[2:24:54] general fund we haven't even started
[2:24:56] talking about the SE water fund I just
[2:24:58] want to remind you
[2:25:04] guys so we taking a little break
[2:25:15] yes
[2:25:30] [Music]
[3:56:37] John
[3:56:52] [Applause]
[3:57:07] sure
[3:57:13] I just want to add one thing uh it's
[3:57:16] talk to I to Mar Maran
[3:57:20] and John I'm that the carpenter that we
[3:57:24] arged all that time for we had already
[3:57:26] Tak it out of the
[3:57:31] budget we search to find that for we
[3:57:34] couldn't find them we realizing come out
[3:57:36] he was budgeted in 23
[3:58:02] not4 to sa some
[3:58:04] paper you
[3:58:07] gotop real from the other side need
[3:58:10] water no water
[3:58:16] and all right all right everybody has a
[3:58:18] copy everybody has pass review we can go
[3:58:21] with um general
[3:58:25] fund the difference is showing here is
[3:58:29] zero the changes that was proposed and
[3:58:32] the
[3:58:34] adjustment zero itself
[3:58:37] out
[3:58:40] for the the changes um regards to the AL
[3:58:45] funding Z wait wait I'm not
[3:58:47] understanding what you're
[3:58:49] saying excuse
[3:58:54] me7 oh no no no you have the wrong
[3:58:58] that's my my
[3:59:02] little this is what we just got
[3:59:05] handed he said that was a note in his
[3:59:07] head so you should have it out showing
[3:59:10] where the difference
[3:59:12] is so what we doing is uh the figures
[3:59:16] from both the the additions and
[3:59:20] subtractions come to 1.5 million and
[3:59:22] benefits add up to two
[3:59:25] 222,000 gives us the uh the reduction in
[3:59:28] general fund expenses of mil
[3:59:31] 73299 which is the same of the revenues
[3:59:34] for the refuse 1,
[3:59:37] 73299
[3:59:44] so I'm sorry but what you're saying is
[3:59:47] if we bring in the fees as suggested in
[3:59:50] the mayor's
[3:59:51] budget no okay then please repeat what
[3:59:54] you're trying to say total revenues in
[3:59:57] the mayor's budget is 111 mil
[4:00:00] 86,4 120 city council they would not ra
[4:00:05] okay they changed the mayor's proposal
[4:00:08] um and they uh reduced the re revenues
[4:00:12] by 1,
[4:00:15] 73299 fuse Chang so that brought the
[4:00:19] budget to 109,000 109 milon
[4:00:23] 35343 and to make it up they have all
[4:00:25] these different changes we added some
[4:00:28] salaries subtracted salaries and
[4:00:30] different things and plus benefits uh to
[4:00:33] come up the amount uh equal to 1, 73299
[4:00:38] so revenues are reduced by 1.7 million
[4:00:41] and tempatures are also reduced by that
[4:00:45] amount that was from the last two
[4:00:48] nights Mr M yeah please so I think that
[4:00:53] uh just I'm looking at some of the
[4:00:56] differences that we're seeing here um
[4:00:59] and I'm going to be honest to say I
[4:01:00] don't know how much um of this is driven
[4:01:03] in in in policy or how much of this is
[4:01:07] some level which I feel is presentent of
[4:01:09] some political posture in here and I
[4:01:11] don't think that we're as far away as we
[4:01:15] might think that we are but I think that
[4:01:18] based on some information um that that we heard here tonight I would like
[4:01:24] to strongly suggest that we
[4:01:28] recess and um take some time to to uh
[4:01:31] reflect and digest on some of the
[4:01:33] information that we heard tonight and
[4:01:35] both from um uh department heads and um
[4:01:39] from our colleagues I think that that
[4:01:40] would be a good uh course of action I
[4:01:42] think that that will give us a little
[4:01:44] more um uh time to reflect and really
[4:01:48] digest what we heard tonight and I think
[4:01:49] that we can um get a little closer than
[4:01:53] what we are that was just that' be my
[4:01:56] strong
[4:01:58] suggestion came up with that
[4:02:07] two control when I get these brilliant
[4:02:09] ideas I just which is
[4:02:12] brilliant thank you so
[4:02:14] Mr you
[4:02:23] this that's my that's my strong
[4:02:25] suggestions that we have yeah understand
[4:02:30] can we just pull that out a little and
[4:02:32] that's Mr we just walk us through
[4:02:35] regards to this the water okay let's
[4:02:37] start with
[4:02:39] and then we'll come back to Mr okay
[4:02:42] sure
[4:02:44] discussion again the city council for
[4:02:47] some reason does not want to raise rates
[4:02:49] so we're cutting back uh the rates by
[4:02:51] you know uh
[4:02:55] 25239 773 so they don't raise rates um
[4:03:00] and to fund that the uh city council has
[4:03:06] wants us to use funds of 2.5 million and
[4:03:10] the appropriated fund balance of 23,000
[4:03:13] to uh offset that
[4:03:19] Gap I mean I think go ahead please I
[4:03:22] have to clarify I'm just going to
[4:03:24] continue repeating it that it's not the
[4:03:26] council that is necessarily suggesting
[4:03:29] it that the some members of the council
[4:03:31] so I just want to continue to be on the
[4:03:33] record for in that in that language
[4:03:36] majority Finance I totally get that I
[4:03:39] just don't want to be lumped in there so
[4:03:42] make it easy so go the next B um there
[4:03:46] was nothing done
[4:03:49] on water there was nothing done on the
[4:03:52] water side on the water side we have a
[4:03:55] short of
[4:03:56] 88347 and again I wish that uh everybody
[4:04:01] take a look at uh the amount of rate
[4:04:04] increase which I don't think is
[4:04:05] substantial uh 16 bucks
[4:04:08] year 1625 a
[4:04:12] year uh with with offset that
[4:04:15] cost so if we break that down what's
[4:04:19] that come to 16
[4:04:22] 1625 1626 a year for the water increase
[4:04:26] rate per day looking at
[4:04:30] 044 so 4.4 cents a day increase and
[4:04:34] what's it for a month uh for a month
[4:04:41] $16.26 divided by
[4:04:59] 35 at the increases waste water Sil $168
[4:05:05] 46 for the year that is
[4:05:08] 242 c a day how much a month uh $14 a
[4:05:13] month as for increasing
[4:05:16] all which probably could have went home
[4:05:31] Wednesday going back to okay so going
[4:05:34] back to Mr Farley's um suggestion
[4:05:39] what
[4:05:44] are I'd like to see this carry out
[4:05:47] tonight as far as the capital and the
[4:05:49] water store and
[4:05:57] absolutely
[4:05:58] there I think if you want participation
[4:06:02] and you want the public to know what's
[4:06:03] going on we reconvene
[4:06:06] Monday
[4:06:13] one other comment just on the general
[4:06:15] fund want to engage in public discussion
[4:06:21] I ask the council my budget is
[4:06:24] not include any specific money to settle
[4:06:28] the PBA
[4:06:30] contract we haven't entered into formal
[4:06:33] negotiations but again I asked the
[4:06:35] council members and nobody has responded
[4:06:38] you know what numbers you feel
[4:06:42] comfortable
[4:06:44] in giving me the authority to move
[4:06:47] forward with that their contract uh the
[4:06:51] local 28 of the fire department is
[4:06:53] included in the budget I submitted to
[4:06:55] you PBA contract expires December 31st
[4:06:59] of this year and
[4:07:01] we're uh setting up the first meetings
[4:07:05] now and that even at low
[4:07:09] percentages has significant
[4:07:21] impact I'm not looking for public
[4:07:23] comment
[4:07:27] on you got to tell me you want me to put
[4:07:30] a zero on the table
[4:07:36] put some number there that
[4:07:40] uh consistent with what we're doing
[4:07:43] across the board with the rest of the
[4:07:48] workforce M Williams I put finance
[4:07:52] committee regards to Mr Harley's
[4:07:55] suggestion what is your talk on
[4:07:59] that there's uh been a lot of discussion
[4:08:02] here tonight uh definitely I'm not the
[4:08:04] one to to make irrational decisions and
[4:08:06] I always appreciate having more to just
[4:08:08] gather my thoughts uh all the comments
[4:08:10] I've had with our departments and then
[4:08:12] reevaluating where we currently are I
[4:08:14] definitely feel like we're getting
[4:08:15] closer uh I would absolutely appreciate
[4:08:19] having a recess to Mr Pal's Point uh
[4:08:22] Monday is a council meeting and although
[4:08:25] I don't know the timeline for having our
[4:08:28] next meeting uh I definitely always
[4:08:30] welcome uh input from our community so I
[4:08:33] don't know when our next meeting we'll
[4:08:35] be able to reconvene but I would
[4:08:36] entertain and recess
[4:08:40] yeah I'm not I'm not available Monday
[4:08:41] until like after 6 or so
[4:08:44] 6:30 almost ready for 7 o' meeting
[4:08:47] Monday your suggestion is to vote on the
[4:08:52] budget on
[4:08:54] Monday reconvene the finance the finance
[4:08:57] Comm and ideally vote at the council
[4:09:01] meeting so you do that we have to budget
[4:09:04] a little bit of time because the staff's
[4:09:06] going to have
[4:09:08] repair the ordinance and related
[4:09:13] paperwork so I would then I would
[4:09:15] recommend that we just if we're going to
[4:09:17] do that then we do on Tuesday and then
[4:09:18] call another special counsil
[4:09:20] meeting because we're not going to have
[4:09:22] time it's like I um it doesn't youan
[4:09:24] know what my thoughts were but tonight I
[4:09:26] didn't really not expect to be here this
[4:09:28] long so I don't want to I didn't
[4:09:31] wow um so I I don't want us to like push
[4:09:35] forward um on that so um so that's where I need that and
[4:09:43] um Mr chairman again well it is the
[4:09:46] weekend if people have questions or
[4:09:48] ideas reach out to me
[4:09:52] or Derek or Anthony
[4:09:55] and try and accommodate you in the the
[4:09:58] best way uh in terms of uh getting
[4:10:01] information or scenarios that you'd like
[4:10:04] explored or uh analyzed no and I have to
[4:10:08] say I've been getting a good response
[4:10:10] from anony and in terms of answering
[4:10:12] questions to members I don't think any
[4:10:14] question has been out standing they get
[4:10:16] it they will ask and I you know re ask
[4:10:18] make sure I looked at the question and
[4:10:19] submit it and they have been very good
[4:10:22] in providing that to us so I than you
[4:10:25] doing that for us so I can't be here
[4:10:28] Tuesday night um but I do want to say
[4:10:31] that I would be um in a similar
[4:10:34] situation as Mr Toro and I'd rather just
[4:10:36] keep going going and I understand what
[4:10:38] you're saying but I do think
[4:10:41] that I think that I don't think we're
[4:10:44] going to change our
[4:10:46] mind I don't know I don't know I mean we can still talk it all out but
[4:10:51] um I I think that we could talk it out
[4:10:54] tonight and see how people
[4:10:57] feel but you're something other people
[4:10:59] won't change their
[4:11:00] mind well I I would love it if other
[4:11:03] people would change their minds you just
[4:11:04] made that assumption yeah yeah y but
[4:11:07] then one way or the other whether we
[4:11:08] talk about it on Monday at
[4:11:10] 6:30 before our 7:00 meeting or if we
[4:11:14] talk about it this evening I still I I
[4:11:17] guess what I'm saying is let's talk it
[4:11:18] out and see if we
[4:11:21] can what I heard Mr Mr say he want to
[4:11:25] digest information
[4:11:26] that's and I and I just I mean I I think
[4:11:30] we're in
[4:11:31] a I think we'll be in a much better um situ ation uh with the short ACC to
[4:11:41] do that's my that's
[4:11:45] my M I know we had some speaker here
[4:11:49] tonight is that
[4:11:50] what Recons the chief Z contribution
[4:11:54] tonight is that what I'm trying I'm not
[4:11:55] putting yeah no no absolutely yes I I I
[4:11:58] F I'd like to uh Factor what we and I
[4:12:00] think that we all are compell to factor
[4:12:02] in what we heard today from um our fire
[4:12:05] chief and our chief of police I think
[4:12:06] that that that definitely a major factor
[4:12:09] and what I'd like to uh kind of reflect
[4:12:11] upon and as well as um some of the
[4:12:13] insights that I've heard from my
[4:12:14] colleagues here and I think that um
[4:12:17] quite honestly we know we're being real
[4:12:19] we know that there is a level of um some
[4:12:22] POS some political posturing that's
[4:12:24] happening and I think that a a recess
[4:12:26] will allow us to kind of bring some of
[4:12:28] that down and then I think that
[4:12:30] collectively uh make a more uh informed
[4:12:34] decision so I feel strongly about that
[4:12:37] just based on um what my experience has
[4:12:40] been thus
[4:12:42] far um so on Monday what I mean what
[4:12:45] time would we conven Finance oh Tuesday
[4:12:49] said he can't oh okay no you said you
[4:12:52] can come
[4:12:53] Monday yes I can be after almost right
[4:12:56] till 7 o' meeting you're you're going to
[4:12:58] be I am going to be close to 7 o' oh
[4:13:01] right he's saying you can't convene a
[4:13:04] budget meeting ahead yeah well I mean
[4:13:07] all you need is finance
[4:13:10] committee because I I'm not going to be
[4:13:13] here Tuesday but um I mean if you wanted
[4:13:16] to do a different day or
[4:13:18] time I I would be able to be flexible
[4:13:20] about that but
[4:13:22] Tuesday I have a another
[4:13:26] meeting well you can't be flexible at
[4:13:28] all because I mean a lot of us have made
[4:13:30] accommodations for Friday
[4:13:33] meetings there's no way I have look I've
[4:13:37] been all the meetings here and put
[4:13:40] everything in I try to be here to make
[4:13:41] sure that I wasn't expected to go
[4:13:49] for
[4:13:56] be but again you don't need I me you
[4:13:58] don't need me at the table you all know
[4:14:01] how I feel I mean we've kind of talked
[4:14:03] this out for hours and hours and
[4:14:06] hours you taken off the table you might
[4:14:08] have an
[4:14:09] epiphany I I have digested the St and I
[4:14:14] talked to the Chiefs that I've you know
[4:14:15] read and I've spent hours going through
[4:14:19] this I mean over and over and over again
[4:14:21] um I know I can appreciate you being I'm pretty settled in your position and and if that's the case then right
[4:14:28] then then you would need to attend and I
[4:14:30] think that's okay I don't have a vote I
[4:14:31] mean well NE but however yeah I still I
[4:14:35] can appreciate your position man so are
[4:14:38] we going to um reconvene Tuesday
[4:14:42] that's I'm here for
[4:14:44] that how long do you anticipate the
[4:14:47] council meeting on Monday night it's
[4:14:49] fairly
[4:14:51] short maybe spend an hour after the
[4:14:54] council meeting and then have like a
[4:14:56] special meeting after that to
[4:15:01] vote you could recess that council
[4:15:04] meeting you wouldn't have to have a uh
[4:15:07] special
[4:15:10] meeting and oh the res say and then vote
[4:15:13] after that is that what you say or even
[4:15:15] if you called the meeting Tuesday or
[4:15:17] Wednesday whatever day all
[4:15:22] right he could do Tuesday he couldn't do
[4:15:24] Monday so
[4:15:27] um you can be at Monday's 7 o'
[4:15:33] meeting
[4:15:36] and stay up until 11 o'cl on
[4:15:40] Monday I was suggesting an hour the
[4:15:44] meeting have generally been going fairly
[4:15:49] quickly I don't think
[4:15:52] there's any item on the agenda that
[4:15:55] should evoke a lot of controversy or
[4:15:57] discussion so move that meeting forward
[4:16:00] and well we don't know that I know just
[4:16:04] it's my wishful thinking I mean Mr
[4:16:08] Farley's Epiphany will cross the
[4:16:11] community so we may have a lot of people
[4:16:14] that come and speak about the budget and
[4:16:15] that's going to take us over so even
[4:16:18] though no one came to the public hearing
[4:16:19] now they have a lot more information
[4:16:21] which is really a good thing so is
[4:16:24] anybody besides me and M Doro interested
[4:16:27] in trying to do this
[4:16:28] tonight and if not can we do it
[4:16:30] Wednesday so that Patrick and
[4:16:33] unforunately be my
[4:16:35] father
[4:16:38] Thursday's the yeah so we're back to
[4:16:47] Tuesday actually doesn't have to be
[4:16:49] adopted until the
[4:16:51] first reconvene on Halloween or actually
[4:16:55] on the
[4:17:01] 1 put you under some pressure
[4:17:05] has
[4:17:13] [Music]
[4:17:15] lot of but we've always done it well I
[4:17:19] say there were times when we got into
[4:17:20] fights and it went into
[4:17:22] December but it's always been done by
[4:17:26] the last day of October in recent time
[4:17:29] but the charter says by November 1st so
[4:17:31] I think if you adopt it on November 1st
[4:17:33] you're in
[4:17:35] compliance
[4:17:38] whether or not we want to
[4:17:45] wait yeah well my position is clear end
[4:17:49] up doing a
[4:17:51] dance how come good Tuesday okay I'm
[4:17:54] good
[4:17:55] Tuesday Tuesday Tuesday I I can make it
[4:18:00] Tuesday Tuesday is not great but so no
[4:18:03] one else to do it tonight no
[4:18:07] good I've made plenty of accommodations
[4:18:10] so far so it's disappointing can't
[4:18:13] be I have been here every single meeting
[4:18:16] any
[4:18:17] abent and I have been from starting to
[4:18:20] ending every meeting this be sacrifice
[4:18:24] people walk away from meeting people
[4:18:25] attend meeting I'm here all the meetings
[4:18:29] sacrifice so Tuesday it is then so
[4:18:34] okay we'll move to fin commot
[4:18:41] toess a motion to recess the finance
[4:18:43] committee to chose 5 p.m but I I still
[4:18:48] have to call the special city council me
[4:18:50] to words to say there is no budget and
[4:18:52] then so it becomes your prerogative you
[4:18:56] could recess this is ridiculous a city
[4:18:59] meeting on
[4:19:01] Monday I have Tuesday Wednesday whatever
[4:19:04] day okay then I'll do that
[4:19:12] you have a
[4:19:16] motioning
[4:19:19] second second I'm G to Second all in
[4:19:25] favor I I do want to I have to go on the
[4:19:28] record as saying I will be shocked if
[4:19:30] you all change your if anybody changes
[4:19:32] their their viewpoints I appreciate what
[4:19:34] you're trying to suggest but um I don't
[4:19:38] I know I wasn't politically postering I
[4:19:41] didn't say you were I know I know you know I don't Mi words either so we
[4:19:44] know
[4:20:04] that toj
[4:20:13] all right one second please Council MERS
[4:20:15] council
[4:20:16] members our Corporation Council says
[4:20:19] that I should call the council members
[4:20:21] our Corporation Council so need to call
[4:20:23] the special meeting to order and then
[4:20:25] say that we're going to have a special
[4:20:27] meeting have a speci meting Tuesday so
[4:20:29] I'd like to call to order of special
[4:20:31] council meeting for Friday October 20th
[4:20:34] 2023 roll call
[4:20:37] I want a roll call that you're here I
[4:20:39] want a roll call on that vote about
[4:20:41] there's no vote there's no vote to to to
[4:20:43] have a special meeting you don't have to
[4:20:45] vote any one member can call a special
[4:20:47] meeting no this is because we have
[4:20:50] called a special meeting for this
[4:20:51] afterno we can't just walk away from
[4:20:54] meeting so we just have to call it close
[4:20:55] it and then we going to recess Monday
[4:20:59] and then reconvene so we weren't able to
[4:21:01] pass the budget today so therefore we
[4:21:03] will not have a special meeting tonight
[4:21:05] so I motion to Adin special
[4:21:09] meeting all in
[4:21:11] favor thank
[4:21:14] you I thought you were calling for a
[4:21:16] special meeting on Tuesday I thought
[4:21:20] that's well did you just vote on
[4:21:28] that no I know but how do we how do we
[4:21:31] don't have to officially do anything
[4:21:32] about
[4:21:35] Tuesday
[4:21:39] so Monday
[4:21:43] [Music]
[4:21:49] 11 what is What is
[4:22:05] the
[4:22:32] we would recess have Finance
[4:22:35] meeting
[4:23:05] Rec
