I'm the president of the Electric City
[4:38]
Food Co-op uh we're doing business as uh
[4:42]
the Electric City Community grocery uh
[4:45]
we were awarded a grant from arpa for a
[4:50]
million dollar in in support of our
[4:52]
Cooperative grocery startup in downtown
[4:54]
is
[4:55]
connected first I just want to say uh
[4:58]
how much gratitude our group group
[5:00]
brings to this uh governing body and how
[5:03]
thankful we are for your support it's
[5:06]
meant a lot to have your support and
[5:08]
it's really lifted our
[5:10]
sales uh I'd also just like to say that
[5:13]
we've made uh a great deal of progress
[5:16]
since being awarded this
[5:19]
proposal um and would just like to uh
[5:24]
you know just begin with the Positive
[5:27]
gratitude that we have for this group
[5:30]
and uh we'll get right into it I do also
[5:32]
just want to say I recently had eye
[5:33]
surgery so I was sort of counting on
[5:35]
this presentation to be um online but
[5:38]
I'll um work through this um and
[5:44]
uh so um what what we've done is we've
[5:49]
sent a letter requesting an extension
[5:52]
for our arpa um Award with the city our
[5:56]
award expired on March uh 12th this year
[6:00]
and what we're requesting is a r uh
[6:04]
extension for six months to that time uh
[6:07]
so that we can work with our partners to
[6:09]
secure our
[6:10]
location and uh deliver a downtown uh
[6:14]
grocery to the city of SKC uh our
[6:17]
mission from the very beginning has been
[6:19]
to deliver a grocery store to downtown
[6:21]
SKC uh that is our Focus um so that so
[6:25]
when it comes to um you know
[6:28]
conversations about other places our
[6:30]
primary focus is delivering that grocery
[6:32]
to downtown skty um and then once we're
[6:35]
through with that we can obviously look
[6:37]
at other
[6:39]
opportunities uh I just want to draw
[6:41]
your attention to the third slide it's
[6:43]
got uh these logos right here so what we
[6:48]
have um in this third slide is a
[6:51]
three um three Federal a federal state
[6:55]
and a
[6:56]
local uh solution or plans that were
[7:00]
developed uh on the left you have the
[7:03]
arpa
[7:04]
um the arpa um federal law which was
[7:09]
passed right and pumped a ton of money
[7:11]
into the economy during co uh we've got
[7:15]
the downtown re re development re uh
[7:19]
initiative or drri which identified uh a
[7:22]
need for a grosser in downtown skincity
[7:26]
to complement the current blend of
[7:28]
economic
[7:30]
um economic um balance and then the city
[7:34]
uh of Sky 2020 plan that was approved in
[7:38]
2008 which set a planning initiative to
[7:41]
do a perform analysis for a grocery
[7:45]
store and to move that
[7:53]
forward uh the next slide covers um that
[7:57]
we just are identified as a as a food
[7:59]
desert in skty uh food desert is an
[8:03]
interesting term defined by the federal
[8:05]
government but in fact it's a really uh
[8:09]
what I Define as food apartheid because
[8:11]
it is a um structural implemented way in
[8:16]
which there is a scarcity of
[8:18]
availability of healthy foods for
[8:20]
certain zip codes based on decisions of
[8:23]
planners of the
[8:25]
past and uh you know the way that we can
[8:28]
solve that is through food sovereignty
[8:30]
so the electric city food cop is not
[8:33]
going to solve the problem uh the
[8:35]
electric city food Pro um alone the
[8:38]
Electric City Food Co-op is part of the
[8:40]
mix on the right side of this slide
[8:43]
which is slide
[8:44]
four uh is uh it represents the Sky City
[8:49]
Food Council which includes sium the
[8:52]
Green Market SK School District farm farm School Tech Valley shuttles
[8:58]
the City Mission
[9:00]
uh the Cornell extension us and a total
[9:03]
of 30 plus organizations that are
[9:05]
working together with the concy
[9:07]
foundation to further food policy and
[9:10]
the challenges within the food
[9:14]
space okay great great I'll put this
[9:19]
down um if you can go to the next slide
[9:22]
please so um it's quite easy to think
[9:26]
like our organization's been around for
[9:28]
10 years now we incorporated in
[9:31]
2013 and it would be easy to conclude
[9:33]
that we're not making progress I want to
[9:35]
just point out this graph uh you see
[9:38]
that we made steady progress up until
[9:40]
the pandemic and then we Flatline the
[9:42]
pandemic is represented on the red
[9:46]
rectangle and you'll see as we the
[9:49]
official end of the pandemic by that
[9:51]
time obviously people were moving around
[9:54]
but we were having explosive growth uh
[9:57]
at that point we went from 4 65 members
[10:01]
through 1,000 at the end of this year
[10:02]
we're up to 1,035 right now and part of
[10:07]
the way that we were able to invigorate
[10:09]
the community was through the Public
[10:12]
Funding that we had we were able to re
[10:15]
uh price our membership from $200 to $25
[10:19]
what this did was it made it more
[10:21]
accessible to our community we had a
[10:23]
more diverse population that was able to
[10:26]
join in fact uh we we were able to
[10:30]
gather and raise funds to provide
[10:32]
solidary memberships for those that are
[10:35]
unable to provide the $25 we were able
[10:37]
to supplement their
[10:40]
membership um so we continue to grow a
[10:42]
lot of enthusiasm within the community
[10:44]
and we're at the point now if you notice
[10:47]
the diagram on your right hand side uh
[10:50]
we've gone we have paid for uh Market
[10:53]
studies we've done uh our proforma our
[10:56]
business plan uh We've exceeded our me
[11:00]
our membership goals to where we can
[11:02]
kind of move out of our planning stage
[11:04]
and we've been engaged with Metroplex
[11:07]
and we have um are getting ready to sign
[11:09]
a site uh contract with NCG who is our
[11:14]
uh our implementation partner which I'll
[11:16]
go to in in a few more
[11:18]
slides so if we can go to the next slide
[11:21]
please I just want to just reflect on
[11:23]
some of our board members
[11:26]
um pretty great group of people
[11:30]
we meet every week uh to further it we
[11:33]
have four active subcommittees within
[11:36]
this board the people that are circled
[11:39]
with a light green color are all new
[11:42]
within the last year and I just want to
[11:44]
highlight that within this group of
[11:46]
board members we have people that have
[11:50]
deep experience within the grocery
[11:52]
business both Price Chopper and
[11:55]
Cooperative groceries uh people who have
[11:58]
experience on board Boards of directors
[11:59]
of co-ops we've got Finance people we've
[12:03]
got accountants we've got food
[12:05]
manufacturers uh we've got Bakers and
[12:08]
just general downtown boosters so these
[12:10]
are the people from your community our
[12:12]
community that are invigorated and
[12:15]
involved and are looking to get this
[12:17]
project
[12:19]
done uh building back to better together
[12:22]
and so the on the next slide just want
[12:24]
to cover uh National Cooperative Grocers
[12:28]
so you can kind of think of this as like
[12:30]
a um it's a chain for independent
[12:34]
groceries they have a Professional
[12:36]
Services line that is in the business of
[12:39]
starting up GR uh Cooperative grocery
[12:42]
stores around the country in fact
[12:43]
they're starting up six in the first
[12:45]
half of this year so they're on on Pace
[12:48]
of doing about one per month just right
[12:50]
now they've got 230 stores in 39 states
[12:55]
and their total spend is $2.5 billion
[12:58]
annually so we get a lot of buying uh
[13:01]
advantages by working with the national
[13:03]
Cooperative Grocers they've got a
[13:05]
product line which is uh an affordable
[13:09]
product line uh there's often um an
[13:12]
association with cooperatives that
[13:15]
cooperatives are expensive I'm never
[13:17]
going to be able to afford it oh thank
[13:19]
you so much um and cooperatives can be
[13:22]
expensive but it's our goal to provide
[13:25]
Staples that are affordable to our
[13:27]
community uh that's imper for our
[13:29]
business model and also provide options
[13:32]
for you know with local farmers which
[13:34]
might be at a higher price
[13:36]
point so um you know we've got lots of
[13:40]
examples and and like I said the um 1.3
[13:44]
million customer owners uh are reflected
[13:47]
there they've got contracts with semi
[13:50]
trucks to move move food in so we be
[13:52]
using them for food supply they'll help
[13:54]
us with the Final store design um HR
[13:59]
payroll Finance point of sale uh through
[14:02]
store opening through um
[14:06]
stabilization uh so the dream te team
[14:10]
can't be beat so it's kind of a funny
[14:12]
play there but we've got uh the Electric
[14:15]
City Food Co-op the national uh Co-op
[14:18]
Grocers and uh obviously you all who
[14:22]
were so thankful for and SK County and
[14:25]
of course Metroplex and uh Dave or Scott
[14:30]
I don't know if there's anything that
[14:31]
you wanted to add or wait for
[14:37]

uh you know Eric and his team have been
[14:50]
really working extremely hard and trying
[14:52]
to make this a reality I can remember
[14:55]
back to the late 90s you know not having
[14:58]
anything supp to have a grer downtown
[15:01]
you know outside of Eastern Avan Price
[15:03]
Chopper and so this has been a long time
[15:06]
coming there's a lot of momentum being
[15:08]
had right now we're at almost at the
[15:10]
finish line there's a couple locations
[15:12]
and a couple developers they're working
[15:14]
with I can't disclose either location
[15:16]
and or developers because we signed n
[15:19]
NDA non disclosure agreements um but I
[15:22]
will say that with a little more time I
[15:25]
think we can uh pull this off um you
[15:27]
know with the bank Environ right now
[15:29]
Insurance a little bit higher we all
[15:31]
thought the rates start coming down a
[15:32]
little bit I think that they will as we
[15:34]
get toward summertime that's kind of
[15:36]
affecting some of the pricing strategies
[15:38]
but I do think that given a little bit
[15:40]
more time here I think they they can uh
[15:42]
execute this plan U they're doing all
[15:44]
the right things and U anything that you
[15:46]
can do to extend this little bit we be
[15:48]
much appreciate it um and uh we do
[15:51]

from our new website which was just
[16:05]
released over the weekend which we're
[16:07]
excited about but that's not the main
[16:10]
points the main point is what's in it
[16:12]
for the community as you I'm sorry it's
[16:16]
the slide with the yeah that one right
[16:18]
there
[16:18]
so yeah so what what what are we
[16:21]
bringing to the community um you see
[16:24]
expanded uh access to Local Foods uh and
[16:28]
local you know supporting local grossers
[16:31]
producers and artisians keep your
[16:33]
dollars local uh create local jobs uh
[16:37]
our estimate is um
[16:41]
$154,000 monthly
[16:43]
payroll um cultivate thriving
[16:46]
communities rooted root systems uh give
[16:50]
classes you culinary classes how to
[16:53]
sharpen knives how to do the things that
[16:55]
some of our Traditions have forgotten as
[16:58]
far as cooking together and eating
[17:00]
together uh participate in the
[17:02]
governance of a Cooperative organization
[17:05]
and connect with communities so it's
[17:06]
just important to uh think that this is
[17:09]
a really great way for us to develop our
[17:11]
community and expand the Civic
[17:14]
engagement here in SK
[17:17]
activity um like Scott said and thanks
[17:20]
for that Scott uh we're working with
[17:22]
Metro Metroflex to sign an agreement to
[17:25]
occupy a space and a lease agreement uh
[17:28]
as you said we can't um disclose the
[17:31]
location or the developer and as of you
[17:35]
know Tuesday last week when our deadline
[17:38]
came through we did not have that deal
[17:40]
done and that as we all know
[17:42]
negotiations sometimes take a little bit
[17:44]
of time right they're not always easy
[17:48]
and so this negotiation is taking a
[17:50]
little bit of
[17:52]
time uh just as to close if you know a
[17:57]
vote a vote of no an extension for us
[18:00]
makes gives you plenty of time to
[18:03]
reallocate the funds for other
[18:05]
priorities that you
[18:07]
have um the risk is as our team sees it
[18:11]
is that you're missing a really a once
[18:13]
in a-lifetime opportunity to bring a
[18:15]
grocery store to downtown the private
[18:17]
sector alone isn't going to do this it
[18:20]
doesn't work work for them and so if if we miss this opportunity we're going
[18:26]
to be waiting a long time time to get a
[18:29]
Downtown
[18:31]
Grocery and um you know we've got a good
[18:35]
leadership team we've got robust
[18:38]
participation uh people are lit up about
[18:41]
participating in this and just excited
[18:44]
to support one another and that's
[18:45]
something that we all like to see in our
[18:48]
community so I think from that
[18:50]
perspective it would be um a challenge
[18:54]
for us to not see this
[18:57]
extension voting yes on a six-month
[19:00]
extension uh would align with arpa dri
[19:05]
and vision
[19:06]
2020 it would improve food access and uh
[19:09]
Equity it would catalyze local and
[19:11]
Regional food opportunities and
[19:14]
encourage citizens to participate in the
[19:16]
Democratic process within the food
[19:19]
system itself the downside or risk you
[19:22]
might say is that 6 month extension
[19:25]
would allow you only 14 weeks to
[19:27]
reallocate those funds funds by the time
[19:30]
that you must have those committed which
[19:32]
I believe is December 31st of this year
[19:37]
and the other downside is other grantees
[19:39]
would have to essentially wait in the
[19:41]
winds while they're um while while we're
[19:46]
fing out on things it's not our
[19:48]
intention to use the full six months uh
[19:51]
these negotiations do take time uh and
[19:55]
unfortunately Eric and the co-op team
[19:58]
don't always get a seat right at the
[20:00]
front of the table because a lot of
[20:02]
these negotiations are between
[20:04]
Metroplex the the county and the
[20:07]
developers so we've been I think Scott
[20:10]
and know's very encouraging of this
[20:12]
project moving process moving along
[20:14]
faster but these negotiations do just
[20:16]
take some
[20:19]
time um just a few supplemental slides
[20:23]
so from the drri uh I just want to note
[20:27]
that the dri report of 2020 noted that
[20:31]
there was a lack or void of neighborhood
[20:33]
goods and services in the downtown area
[20:36]
so that is um one of the three important
[20:40]
ingredients to a healthy economy and
[20:42]
without um a healthy uh Tri Brit of
[20:47]
those three areas you won't have people
[20:50]
coming down and staying downtown to
[20:51]
spend their dollars and that's been
[20:53]
identified and
[20:54]
reinforced as a problem a systematic
[20:57]
problem with downtown sign Cony and it's
[21:00]
why we have a hard time keeping and
[21:02]
attracting Shoppers in the downtown area
[21:06]
um and I think this next slide shows
[21:09]
that if we're able to SOL at least
[21:11]
partially solve that problem by bringing
[21:13]
goods and services downtown neighborhood
[21:15]
goods and services then we get just more
[21:18]
walkability more people spending more
[21:20]
money downtown um more action downtown
[21:25]
the the restaurants will benefit uh
[21:27]
other stores will benefit so um I think
[21:30]
that that's just an important thing and
[21:32]
then lastly I just want to say that um
[21:36]
I'm not sure that co-ops are familiar to
[21:38]
everybody
[21:40]
but we're a Cooperative uh other one of
[21:44]
the other organizations here is is a
[21:45]
Cooperative
[21:46]
organization and what we know about
[21:49]
cooperatives is that it's a way to lift
[21:51]
one another up in Economic Development
[21:55]
by supporting one another and teaming
[21:57]
together to make uh Solutions where
[21:59]
otherwise Solutions won't be available
[22:02]
so that's really all I have to present
[22:04]
to the council I'm the mayor and I'd
[22:06]
like to thank you if there's any
[22:08]
questions be more than happy to answer
[22:10]
those right so I'm going to start but so
[22:12]
the site control the only thing that
[22:13]
you're really waiting for in terms of
[22:15]
being able to move forward with this
[22:17]
project site control is where what is
[22:20]
the one leling factor yes all right and
[22:23]
um you said you wanted 6 months yes so
[22:27]
um but you pointed out yourself then we
[22:29]
only have 14 weeks to reallocate funds
[22:31]
although I think we I think the city
[22:32]
could figure that out Anthony
[22:34]
right um so let's say we just can't get
[22:37]
to 6 months what could what could we
[22:40]
reasonably sure um great question so a
[22:45]
reasonable uh compromise would be
[22:47]
splitting the difference but 3 months
[22:50]
really won't get us what we need uh so
[22:54]
you know you say like Eric's asking for
[22:56]
6 months let's get him 3 months the
[22:58]
clock already ticking we're one week
[22:59]
into it um and so from my perspective 3
[23:04]
months is a very risky proposition to to
[23:09]
me and I thought a lot about this 5
[23:11]
months is about where we could land and
[23:13]
still either know this deal is going to
[23:16]
happen and we're going to get it done or
[23:17]
no this isn't and we've given it a vant
[23:19]
effort and you know we'll either
[23:23]
continue without the funds or we'll go on our Mar
[23:27]
lights
[23:29]
right so I do you know just I I think I
[23:31]
already said this to you but if we
[23:33]
whatever time limit we give and you know
[23:35]
we're not going to be unreasonable um
[23:37]
once we get there and if you're not able
[23:39]
to do that then we would have no choice
[23:41]
but to to resend the funds because we
[23:44]
are facing that deadline it's not
[23:46]
because we want to but we are facing a
[23:48]
deadline with the federal government and
[23:49]
we have to meet that deadline or we
[23:50]
could then ConEd to lose funds and we
[23:52]
certainly don't want to do that so um
[23:55]
like I started off we're very grateful
[23:57]
and full of gratitud ude for this Grant
[24:00]
and totally understand where you are so
[24:04]
yeah we're meeting where where you are
[24:07]
other questions for Council Members Mr
[24:09]
Williams just as a point of clarity and
[24:11]
thank you for this presentation I think
[24:13]
it was very apparent that you built it
[24:14]
with an understanding of working
[24:16]
collaboratively and together and I think
[24:17]
that was one of the common themes that
[24:19]
just very much stood out to me um just
[24:22]
wanting to get a clarification from um
[24:24]
Council porterfield's Point uh it's
[24:27]
apparent that the biggest obstacle is
[24:29]
the getting sight control however you
[24:31]
alluded that there were other elements
[24:32]
also that 5 months does that fully
[24:35]
address the site control issue or is
[24:37]
that to fully address all outstanding
[24:39]
issues so yeah so where we're at right
[24:42]
now is we've submitted our affid
[24:44]
affidavits our policies our uh orc
[24:48]
structure like we've submitted
[24:49]
everything to you guys all uh we have
[24:53]
one Gap with insurance which is you
[24:55]
can't have insurance without a site and
[24:57]
we just have a box right now so we
[25:00]
talked with Miss Carver about that uh
[25:02]
there is a question of a $5.7 million
[25:05]
match and we do not currently have that
[25:07]
so we've got a commitment from the
[25:08]
county for 3 million the situation is a
[25:11]
little bit different right now because
[25:14]
uh previously when we applied for the uh
[25:17]
Grant the idea was to buy a building so
[25:20]
that with with some of these projects
[25:22]
they're much bigger projects and so we
[25:25]
will be a tenant with that and paying
[25:27]
for a portion of to build out through
[25:30]
our grant funds so to specifically
[25:33]
answer your question I think we look for
[25:34]
some accommodations with the matching of
[25:40]
5.7 anybody else thank you Mr yes follow
[25:44]
up on that you're matching a 5.7 is that
[25:46]
secure or in the process of being secure
[25:50]
so it's not secured it's our our request
[25:52]
was to have contributions from our
[25:54]
developer right so that would be for a
[25:57]
few million uh we got the county for 3
[25:59]
million and I think actually what we'd
[26:02]
like to request is a reduction in that
[26:04]
5.7 for to something lower than that the
[26:08]
matching amount from the county and the
[26:10]
city uh I think we could do a little bit
[26:12]
more than that but that would be ideal
[26:14]
44 million yeah so $3 million matching
[26:17]
to the 1
[26:18]
million so overall what is an estimated
[26:21]
cost of this
[26:22]
project so again that depends on the
[26:26]
particulars of the development
[26:28]
um but right now we're looking
[26:31]
at I mean one developer
[26:34]
is is it possible that I could just give
[26:37]
you some numbers afterwards I mean I or
[26:40]
I mean I can give you estimates yeah I'm just looking for
[26:43]
estimates so so right now it's um like
[26:48]

to I'd say 5.8 would be the total
[26:54]
project alling cost
[26:57]

that's that's right so we'll need to
[27:24]
make that up through commitments from
[27:27]
the developer
[27:28]
that's one and then
[27:31]
loans it's yeah uh the loans will be a
[27:34]
combination of member loans like
[27:37]
Community loans and then uh development
[27:40]
like uh there's Cooperative uh
[27:44]
startup Capital funds that give out
[27:47]
loans and it is also hard to get a loan
[27:50]
and you don't have a lot any collateral
[27:54]
right you you mentioned um in your
[27:57]
presentation that your point where to
[27:59]
secure this lease agreement so you think
[28:01]
that at that point where you're right
[28:03]
now to secure the lease agreement is
[28:05]
going to take you 5 mons to get that
[28:08]
done I hope so I mean if we don't have
[28:11]
that I maybe I'd ask Scott to ask answer
[28:24]
that um typically you know when you get
[28:26]
to this part of the game game you
[28:28]
typically will sign up what they call an
[28:29]
Loi which is Le than 10 that just basic
[28:33]
business tenants you know rate term some
[28:37]
other major things then into the lease a
[28:40]
document itself from timing perspective
[28:43]
again this is if we agree today we have
[28:45]
a deal you're probably looking at you
[28:47]
know anywhere from 30 to 60 days just to
[28:49]
complete that task if we had the site
[28:52]
already identified work the math out
[28:55]
since we kind of two sites that were
[28:57]
working true we don't have the final
[28:59]
numbers yet so it's probably going to be
[29:01]
more three 3 to four months and you know
[29:05]
once you kind of get to that point so
[29:07]
asking for five is you know is great um
[29:09]
but I do think we're very somewhat close
[29:11]
to pulling this together and we do need
[29:13]
some time so it's not like you just
[29:15]
we're going to do this you legal
[29:17]
documents you have to you know uh
[29:19]
finalize and make sure that everyone's
[29:21]
comfortable with the terms of conditions
[29:22]
of the lease and that does take a little
[29:24]
bit of time back and forth so hopefully
[29:26]
that answers the question so
[29:31]
Mr Bry has a question so well more of a
[29:33]
statement too so number one I want to
[29:35]
kind of just highlight some of the
[29:36]
things that you talked about as far as
[29:38]
growing
[29:39]
membership um you know so this is
[29:42]
clearly a project that's really about
[29:44]
it's not lost on us that it's about
[29:46]
accessibility and once you were able to

secure funds where you didn't have to

charge people such a high amount more
[29:53]
people had uh that created an open up
[29:56]
access for people to join and I think
[29:58]
that that is really what we're talking
[30:00]
about this project you know overall is
[30:03]
that with access to um quality food
[30:07]
people care about what they eat but but
[30:10]
right now The Limited options that are
[30:13]
presented kind of don't um you decrease
[30:16]
the likelihood of them having a healthy
[30:17]
food option so I I think that it's
[30:19]
really um important that we we just kind
[30:23]
of recognize the fact that as soon as we
[30:25]
increase access to people to be a part
[30:27]
of this they were a part of this and I
[30:29]
would just um safely assume that that
[30:31]
would be the response from the larger
[30:33]
community that if we presented for
[30:35]
people that they were supported I also
[30:37]
like the fact that you have some um
[30:39]
board members with some pretty extensive
[30:41]
uh experience um with grocery stores and
[30:44]
could you talk a little bit about that
[30:46]
and what their are sure yeah uh and I
[30:48]
would say just to respond to your first
[30:50]
point we fully expect our membership to
[30:53]
really Skyrocket once we uh continue to
[30:55]
Skyrocket once we announce and I just
[30:58]
want to say that there's no requirement
[31:00]
to be a member to shop at this fishy
[31:02]
store so I just want to be very clear
[31:03]
there so Rick mosart who's right over
[31:06]
there this uh handsome looking gentleman
[31:08]
he he has 30 years experience uh fitting
[31:11]
up Price Choppers for go go up
[31:14]
Corporation so he's the guy that would
[31:16]
go in and optimize Price Choppers uh set
[31:19]
them up make sure that the insides the
[31:22]
guts the operations were just as they
[31:24]
should be so he was uh one of Mr gb's
[31:27]
Right and
[31:29]
lieutenants uh and then after that he
[31:31]
broke away and worked for hestu f food
[31:35]
cop which is a food cop UH 60 plus years
[31:38]
old in Albany was General Manager for 5
[31:41]
years and then we've got a geman named
[31:44]
Alex Mika who is uh worked at aneste as
[31:47]
well and he's since taken a job with
[31:50]
national Cooperative grocers in their
[31:53]
Consulting team he won't be on our
[31:55]
project because it would be sort of a
[31:56]
conflict of interest
[31:58]
but he's out helping uh co-ops all
[32:01]
around the country those 230 Co-op
[32:03]
grocery stores that I talked about in
[32:05]
order for them to make the most of their
[32:08]
Co-op right cuz this this organization
[32:10]
gives marketing help HR help legal help
[32:13]
uh operations help point of sale help it
[32:16]
help and all that so those are the two
[32:19]
guys and then I have been involved with
[32:21]
food coops I lived in Denver before here
[32:23]
I was involved in one food co-op that
[32:26]
got turned upside down because the real estate got um too valuable so we
[32:31]
didn't get a chance to open the store so
[32:33]
the the dirt got to be too valuable we
[32:36]
weren't able to open I was on a board of
[32:38]
another Co-op that had a mix of a
[32:41]
nonprofit and a for-profit model so we
[32:43]
were able to do a lot of more Community
[32:46]
oriented activities so I've been around
[32:49]
cutting my teeth with the co-op space
[32:50]
for a while as well okay one more so
[32:53]
also obviously this project is about
[32:55]
accessibility and equity and I just
[32:57]
could you talk a little bit about um
[33:00]
maybe what the value system around
[33:03]
hiring people from the neighborhood as
[33:05]
you know section section three workers
[33:07]
as they usually described and people um
[33:10]
uh minority and women um like you talk a
[33:13]
little bit about what the ideology is of
[33:15]
the group in Project yeah so we've uh so
[33:20]
we're going to have about uh 38 to 45
[33:24]
full-time employees on opening um and we
[33:27]
haven't set any specific policies about
[33:29]
that but we want the makeup of our our
[33:33]
store to be the makeup of our community
[33:37]
so without getting into too many details
[33:38]
we want it to reflect our community
[33:41]

Association which is made up of some

community service providers that are
[34:46]
vested in keeping the Maran crate
[34:48]
project in the hands of the community
[34:50]
and they are presenting today asking us
[34:52]
to reimagine what that Family Center
[34:54]
will be so today we have brother Johan
[34:56]
Matthews who will be presenting

Community Cooperative so we're distinct
[35:50]
from ml we saw their efforts we're
[35:54]
inspired we were hoping to get involved
[35:56]
once it was completed but but that leg
[35:58]
of the journey has been completed and so
[36:00]
we're here now looking what's going to
[36:02]
happen moving forward now that this
[36:04]
building's been returned and we know the
[36:06]
community still needs this service so
[36:08]
before we go into who we are as a
[36:11]
Hamilton Hill Community Cooperative uh
[36:14]
and this project idea reimagining that
[36:17]
space in order to provide services as
[36:20]
the Carver family community center I'd
[36:23]
like to introduce you to
[36:25]
Janet so this is Janet she's a ham Hill
[36:28]
resident been there her whole life and
[36:31]
she is well loved by the community great
[36:34]
energy better smile people love her and
[36:38]
uh she works parttime at Marshalls you
[36:40]
know she doesn't have fulltime hours
[36:41]
she's been wanting it for a while and
[36:43]
she's going to school in the evening to
[36:46]
be a nurse all right but lately she's
[36:48]
been anxious in fact she's
[36:51]
expecting and she's expecting and
[36:53]
anxious because this is not her first
[36:56]
child right me Lamar this is her first
[36:59]
son this individual is energetic like
[37:02]
his mother loves to draw just an awesome
[37:05]
little kid but he spends most of his
[37:07]
evenings uh at home playing video games
[37:10]
while his mother has to run to the the
[37:13]
school run to her job he's doing his
[37:16]
thing at home exploring the world the
[37:18]
video games at home right and she's also
[37:21]
nervous about that but she's more
[37:23]
nervous because his dad is not in the
[37:25]
picture right nice young guy L but he's
[37:28]
not there right they were young when
[37:31]
they had him that passionate romance
[37:33]
allowed U that passion relationship
[37:36]
allowed romance but it also allowed a
[37:37]
lot of arguments so Lamar spends his
[37:40]
time at home with Grandma Joanne right
[37:42]
here moved to to Hill in the '90s from
[37:44]
the city for her family so that they can
[37:47]
have a second chance right she's watched
[37:50]
the community transformed over the last
[37:52]
20 years 30 years and she's watched her
[37:54]
family grow up watching little Lamar
[37:57]
from a baby until now now meet little
[38:00]
Joelle right that's who Grandma spends
[38:02]
her days watching they're waiting on a
[38:05]
preschool or daycare waiting list to
[38:07]
open up so she get get can get in there
[38:10]
but right now Grandma's watching her all
[38:12]
right and that's Stacy above Grandma
[38:15]
she's the heart of the family she works
[38:17]
as a medical billing specialist she
[38:20]
dreams of having a Cookie Company you
[38:22]
know so instead of dealing with cavities
[38:24]
she'll cause them and but she doesn't
[38:26]
know how she doesn't know how start a
[38:28]
business you know how to deal with money
[38:30]
that's Unk that's grandma Joann's um
[38:33]
only son he just came home a few years
[38:36]
ago and he is known as the wizard cuz
[38:40]
he's a a local chess Grandmaster right
[38:43]
so he loves to spend his days in Barber
[38:44]
Shop playing chess dropping pearls
[38:46]
studying philosophy but he can't get a
[38:49]
job right everyone sees his character
[38:51]
today he's on his best behavior but
[38:53]
employers won't let him live down his
[38:55]
Worst Behavior so look at this family
[38:58]
this is a typical family H to hill now
[39:00]
I'd like to introduce their Lifeline
[39:04]
this is you're kind of Highly efficient
[39:07]
nonprofit service provider providing
[39:11]
very efficiently um needed services like
[39:13]
food right local community members
[39:15]
donate it they catch a cab have a ride
[39:19]
come they go out to their Community they
[39:21]
live in Hamilton Hill but they leave and
[39:23]
go get this food from this Pantry they
[39:26]
need this food these services and when
[39:29]
they go there they feel as though
[39:30]
they're getting some of what they need
[39:32]
but they have to give so much they have
[39:34]
to wait in line wait behind the glass
[39:36]
tell their life story victimize
[39:37]
themselves it's kind of a poor
[39:39]
experience though they need they need
[39:41]
help they don't feel needy right now I'd
[39:44]
like to introduce the Carver Family
[39:46]
Resource Center right so this is the
[39:48]
vision that we're here to share this is
[39:51]
a multi-stakeholder membership
[39:53]
organization we've got a th Community
[39:55]
member owners who walk in this building
[39:58]
like they own it because literally they
[39:59]
do and that's how they treat it whether
[40:02]
they they for services around food or
[40:05]
housing or dayare they are treated like
[40:08]
they belong we also have investor
[40:10]
members these are institutional
[40:12]
investors like this connect Foundation
[40:14]
or possibly the city who serve as a
[40:17]
foundation for this initiative they've
[40:19]
designed and seeded a trust that
[40:22]
provides um income for the operations of
[40:26]
this Center in perpetuity so they've
[40:29]
seated a fund and that fund is in the
[40:31]
trust and every year it gives out
[40:34]
dividends to support this activity
[40:36]
overall covering the cost within the
[40:39]
first 5 to 7 years we've also got the
[40:42]
service provider members many of which
[40:44]
are assembled in this room but there in
[40:46]
this case 10 members and they all have
[40:49]
the resources they need to serve the ham
[40:52]
Hill families so this is an ecosystem of
[40:56]
family centered services
[40:57]
right in the heart of ham Hill right in
[41:00]
the heart of the craigman connection so
[41:02]
when we look at this picture we see
[41:04]
Janet who now has maternal care like
[41:07]
adulla to help her ease those anxieties
[41:10]
she feel about being a mother again
[41:13]
right we've also got community father
[41:15]
who can provide support groups and
[41:17]
domestic violence training and anger
[41:19]
management training to help LEL get back
[41:21]
into the picture we've got after school
[41:24]
program for little Lamar who can come
[41:27]
and leverage his love for drawing maybe
[41:29]
become the next Marshall Jones of SK all
[41:32]
right provided by the art center we've
[41:34]
got little Joel who is not going to be
[41:37]
on the waiting list for preschool
[41:38]
anymore she's going to be in um Sprouts
[41:41]
daycare we're going to have a daycare on
[41:43]
site and for Aunt Stacy she's going to
[41:46]
learn how to start a business and manage
[41:47]
her finances from uink to the economic
[41:50]
artment Center we're going to have those
[41:52]
resources to teach you about financial
[41:54]
literacy as well as how to start a
[41:56]
business and for an not only could he
[41:59]
serve as a a coach and Mentor for many
[42:02]
of the youth programs we'll have ring of
[42:03]
ho boxing or uh electric swarm he can
[42:08]
also get Workforce Development support
[42:10]
when to start a business learn to build
[42:13]
his trades and for Grandma instead of
[42:15]
spending all her time taking care of
[42:17]
others we have a food prep service
[42:20]
providing healthy fresh meals for her
[42:23]
okay so she can get off medication so we
[42:26]
literally have have an ecosystem of
[42:28]
services for the mothers who are
[42:31]
expecting babies to the grandma Whois
[42:33]
them that's what we're looking at so
[42:36]
where are we now well as I mentioned
[42:38]
we've established 10 service providers
[42:41]
these are homegrown institutions that
[42:42]
came out of the soil of skincity and
[42:44]
they're here to support the people who
[42:47]
already already support them already get
[42:49]
support from them right so that's
[42:52]
Community fathers the hamon Hill Arts
[42:54]
Center you corporate um um we've got
[42:58]
interest from the economic empowerment
[43:00]
Center we've got this connect to the um
[43:02]
City Ministry and the city Ministries
[43:05]
and a few others right so we have 10 cor
[43:08]
members who are nonprofit service
[43:09]
providers who are going to be members of
[43:11]
this Community Cooperative using the
[43:15]
space to provide services in the heart
[43:17]
of the community all right we're hoping
[43:20]
to continue the campaign in the
[43:22]
community to get up to a th000 community
[43:25]
members we know over 500 people of sign
[43:27]
petitions we have multiple pages of
[43:29]
folks signing petitions we're going to
[43:31]
ask 1,000 community members there's over
[43:33]
7,000 people in Hamilton Hill in Vil
[43:36]
area to provide $100 to help Capital
[43:38]
capitalize us right so ,000 of $100 next
[43:42]
we're going to invite investor members
[43:45]
between March and may we think and we've
[43:48]
already had support from the skan
[43:50]
foundation many of you guys might see
[43:52]
the letter of support from them to join
[43:54]
us as investor members he investor
[43:57]
members or institutions who can provide
[43:59]
ink kind support as well as financial
[44:01]
support we're going to be asking for up
[44:03]
to 150,000 from 10 of these guys and so
[44:06]
maybe the average will be 100,000 so
[44:09]
that's how we're looking to continue
[44:10]
this journey we have the service
[44:12]
provider members we know the community
[44:14]
is is there to support this and next
[44:16]
we're hoping to tap into the
[44:17]
institutional community of which we have
[44:19]
a lot of support from the scy
[44:21]
foundation next step of course after
[44:24]
this communication today we're hoping to
[44:27]
fire Carver and work together with the
[44:29]
city values align developers to make
[44:32]
this happen not with Jo matchs but for
[44:35]
the ham Hill families right they need it
[44:38]
so if we can work together I'm sure we
[44:40]
can figure it out uh between March this
[44:43]
year and June
[44:45]
2025 that's almost a year a little over
[44:48]
here sorry we can make this happen
[44:50]
according to the quotes from the
[44:51]
contractors it's about 6 months for the
[44:54]
construction to be completed once they
[44:56]
get started
[44:57]
this is just based in correspondence
[44:58]
I've seen so that building could be
[45:01]
stabilized by December if we wanted to
[45:04]
however obviously nothing works so
[45:06]
perfectly and they're saying if it's not
[45:08]
fixed by some parts of it not
[45:11]
stabilized uh some parts won't make it
[45:13]
through the winter so I know there's a
[45:15]
sense of urgency there and the bill is
[45:17]
on the historic register so the final
[45:20]
step of course looking to end of next
[45:22]
year we to formalize our offerings as
[45:26]
this communities cooperative and open
[45:30]
the doors as the Hamilton Hill Community
[45:33]
Co-op and and offer the services we
[45:35]
mentioned for the Parson's family so
[45:37]
that's the next step so what's this cost
[45:41]
start up on you guys all have do
[45:43]
proposal you know that the lowest bids
[45:46]
for the project came in at around 2.9
[45:48]
Million for construction so that
[45:51]
includes everything but maybe by um some
[45:53]
smaller details uh commercial kitchen
[45:55]
and things like that so we have a little
[45:57]
bit of a build out there for that
[45:59]
commercial kitchens can run anywhere 40
[46:02]
to 200 for you know very extravagant so
[46:05]
we just put that in there cushion maybe
[46:07]
a security system like a fob system
[46:10]
every member gets a little fob in and
[46:12]
out we know who's in and 10% for working
[46:14]
capital to support the operations over
[46:17]
that first three or four years so that
[46:20]
total is about
[46:21]
$3.5 million to start up sources we know
[46:26]
the city of SK has previously allocated
[46:28]
$1.2 million to this project we're going
[46:31]
to ask that you continue that allocation
[46:33]
right we know the community needs it we
[46:35]
know we need to spend the money I think
[46:37]
it's a match next the hamton hill
[46:40]
Community co-ops members as I mentioned
[46:42]
we have three classes of members we have
[46:44]
the residential members people who live
[46:46]
in Hamilton hill we have the service
[46:49]
provider members these homegrown
[46:51]
institutions providing these needed
[46:52]
services and as well as our investor uh
[46:56]
institutional investors members who can
[46:57]
help us design and see the trust so that
[47:00]
we can perpetually benefit from that
[47:02]
trust and have a self-sustaining program
[47:05]
in addition to the the grants and so on
[47:08]
that these 10 organizations are used to
[47:10]
attracting these are you know relatively
[47:13]
well-known organizations despite being
[47:15]
underresourced we also are looking at an
[47:18]
office of Child and Family Services
[47:20]
grant for child care when the child care
[47:23]
is needed in the community they're
[47:25]
homebased providers but this can be a
[47:27]
way to support that so we partner with
[47:29]
the art center submit a $1.5 million
[47:32]
application we looking for about
[47:34]
$750,000 finally CF The Cooperative fund
[47:38]
of the Northeast I'm affiliated with
[47:40]
this fund and I help form and financed
[47:43]
cooperatives across the country they can
[47:45]
provide up to $2 million per deal we
[47:48]
probably looking for a $500,000 line of
[47:50]
credit and if we can get less um we
[47:54]
probably go less because you know we
[47:55]
don't want to start with de debt
[47:58]
probably around 5% 5 and 12% so that's
[48:01]
what we're dealing with there this is
[48:04]
some of the monthly expenses right now
[48:06]
this is what folks can expect to pay for
[48:08]
their current programming so you know
[48:11]
that's about $7,000 a month as far as
[48:13]
what folks are used to paying for their
[48:14]
real estate we want to save folks money
[48:17]
right they're sharing this space making
[48:19]
ownership more accessible because
[48:20]
they're sharing it additionally we'd
[48:23]
want to provide other services like
[48:25]
shared bookkeeping shared accounting
[48:27]
shared marketing the more money we save
[48:29]
these groups the more money they have to
[48:32]
support this initiative and provide
[48:33]
services to the community on the expense
[48:37]
side we know we're going to see staff
[48:39]
we're hoping to initially start with a
[48:40]
community manager someone who could deal
[48:42]
with the internal Community make sure
[48:44]
everyone has what they need the
[48:45]
temperature is right if Halls are swept
[48:48]
we'll have an office manager you know
[48:50]
collecting rent keeping the books in
[48:52]
order both part-time initially
[48:54]
increasing over time you take ities and
[48:58]
internet we use some commercial real
[49:00]
estate averages 2.1 $210 per square foot
[49:05]
multiply that by the 20,000 s ft and we
[49:09]
get these numbers as well as property
[49:11]
main maintenance we use other industry
[49:13]
averages 2.3 times the 20,000 ft to get
[49:17]
that number for insurance fill out an
[49:20]
application online using one of those
[49:21]
services to spit out a quote around 800
[49:24]
a month we can probably do around up to
[49:27]
a th000 some
[49:29]
comparable uh organizations that I've
[49:31]
called and got cours for give me their
[49:33]
number problem maxent out about,
[49:36]
month so sustainability plan as I
[49:40]
mentioned we're hoping to get working
[49:43]
capital or Operational Support 100,000
[49:47]
split over the next 3 4 years that we
[49:49]
also get usage fees we can probably
[49:53]
expect at Max Capacity to get $84,000 as
[49:56]
a say 70,000 a month for the you know
[49:59]
couple of organizations in there but we
[50:01]
assume a 50% usage rate so we say
[50:04]
42,000 if we see a fund for
[50:08]
$150,000 right one of our investors or
[50:10]
multiple can do so help us design and
[50:12]
see the fund at 7% average return that's
[50:16]
$10,000 a year one so we can get that to
[50:19]
get the ball rolling next up space
[50:21]
rental this is just community members
[50:23]
who want to access the space Maybe host
[50:25]
a tournament whatever the case is we get
[50:27]
three or four of those 250 or so you
[50:31]
know we put it in
[50:32]
there and um all the expenses are
[50:36]
basically self-explanatory for marketing
[50:39]
we're looking to maybe do a documentary
[50:41]
year one to show the community this
[50:43]
model of cooperation to show this story
[50:46]
we think it could be a powerful story
[50:48]
and then regular Market materials
[50:50]
supplies is miscellaneous toilet paper
[50:52]
ink so on Professional Services for Year
[50:55]
One this will be a lawyer to help us
[50:58]
design the Trust In collaboration with
[51:00]
our Institutional Investor members we
[51:02]
already have a lawyer we're working with
[51:04]
but you know a trust simple trust could
[51:07]
range from
[51:08]
$6,000 all the way up to 10,000 for a
[51:11]
very complicated one we're just trying
[51:13]
to do something that would make sense
[51:15]
and then finally interest only payments
[51:17]
under lineing
[51:20]
credit so year two these cost just
[51:23]
continue to increase if we get two more
[51:25]
investors in that F and that fund that
[51:28]
we want to do that uh undividable
[51:30]
reserves we can get you know 500,000 7%
[51:33]
of that 35,000 that's helping us to get
[51:36]
to Brick
[51:37]
even by year three we've broken even
[51:41]
we've earned
[51:43]
234,000 expenses
[51:45]
215,000 obviously this is best case
[51:48]
scenario and the numbers are very
[51:49]
conservative we'll be looking to reduce
[51:52]
costs using um ecoe efficiency measures
[51:56]
such as LED bulbs um we want to do um
[52:00]
solar panels we want to do automatic
[52:02]
shut offs things like that all these
[52:05]
basic things and my company is involved
[52:08]
with a few of these types of um
[52:10]
proposals through nerto and so on so we
[52:13]
think we could take advantage of that
[52:14]
and try to figure that piece out uh
[52:16]
potential Partners all of these guys
[52:19]
have demonstrated some support in the
[52:21]
past to this or something like this the
[52:24]
CDs connected 1.2 Metroplex
[52:27]
150,000 seeing you know what folks
[52:30]
desire to continue to support this
[52:32]
second leg of the journey would be and
[52:35]
see what's going on as we said the
[52:37]
building is in the heart of the craigman
[52:38]
connection we've seen a lot of support
[52:41]
from tono and Santa Barbara at the
[52:42]
political level and recently we even saw
[52:44]
Santa Barbara supporting myai who was at
[52:47]
risk of leaving because you know they
[52:49]
had a building that was uh facing some
[52:52]
disrepair so we think there's a lot of
[52:54]
precedent for support around Community
[52:57]
Center especially a homegrown one like
[52:59]
Harver that has such significance
[53:02]
historically connect to the county we
[53:04]
have friends over there who we think
[53:06]
will be supportive of this and we'll
[53:07]
rely on you guys to help us to connect
[53:09]
to that the conected foundation I
[53:11]
mention we already have a letter of
[53:13]
support from them and a desire to
[53:15]
connect us to the philanthropic
[53:17]
community in the capital region
[53:19]
literally around table going into the
[53:21]
room pitching this many funders at once
[53:24]
to see who would be interested in
[53:25]
joining into the
[53:27]
so that's the right Community Foundation
[53:29]
Capal region many others we think
[53:31]
there's interest or could be interest
[53:33]
from the steart foundation business for
[53:35]
good already had to line out for this so
[53:38]
we're queued up for a conversation from
[53:39]
them the T Foundation has supported the
[53:42]
um restorative justice housing fund
[53:44]
providing millions of dollars to Black
[53:46]
and low-income homeowners in the capital
[53:48]
region so we think they'd be queued up
[53:50]
for this friends with that program and
[53:54]
uh and a few others that I've mentioned
[53:56]
as as well as a few community
[53:58]
development financial institutions
[54:00]
Community Loan Fund C region I used to
[54:02]
be a technical assistance provider there
[54:04]
they're less activist connect but
[54:06]
they're part of the original deal I'm
[54:07]
sure we can have a conversation and the
[54:09]
Cooperative front which I'm currently
[54:11]
affiliated with providing Finance or
[54:14]
access to finance to emerging
[54:15]
communities across the
[54:17]
country so right now with the 1.2 that
[54:20]
the city already had allocated for this
[54:23]
project all of what's on the screen is
[54:26]
possible
[54:27]
all abatement of hazardous materials all
[54:31]
demolition of unneeded materials and
[54:34]
systems finished installation of new
[54:36]

already possible if we come together

even more is possible so that's the

point of this entire uh

effort I welcome your

like to appreciate the way you frame
[55:37]
that sometimes we get caught up in our
[55:39]
thinking around the project and we
[55:41]
forget that the project was really about
[55:43]
people um so I I I I can appreciate that
[55:46]
I wanted to um ask a question as you're
[55:48]
looking at taking on Partners um I know
[55:51]
that there's talks of uh other Community
[55:54]
Partners just in the swirling of
[55:56]
interested um and you're uh it seems
[55:59]
like this group is actually looking to
[56:01]
collaborate with other uh stakeholders
[56:03]
in order to sustain um in order for
[56:06]
sustainability that's that's correct
[56:08]
right yeah we're happy to collaborate
[56:10]
with any values aligned in investor
[56:13]
service provider and developer and when
[56:16]
we say values Line Community centered
[56:19]
creating a sense of ownership for the
[56:21]
community providing a new model so we
[56:23]
think anyone who's open to that
[56:25]
certainly someone you're willing to work
[56:27]
with thank
[56:30]
you so this will not be a 501c3 that it
[56:34]
will be a
[56:35]
Cooperative so there's two ways to think
[56:38]
of this one is the character of the
[56:40]
business you can be cooperative in
[56:43]
nature because we're all engaged in this
[56:46]
decision- making process in a one Member
[56:48]
One vote right you can do so as a
[56:51]
nonprofit as a for-profit and then you
[56:53]
can think about the actual entity form
[56:56]
right right whether it's a nonprofit
[56:57]
for-profit or cooperative Corporation
[57:00]
you can create the entity to suit the
[57:04]
financial environment if the people with
[57:06]
the problem can pay for it that's a
[57:09]
business if the people with a problem
[57:11]
can't pay for it that's a nonprofit
[57:13]
right with the co-op we're going to pay
[57:16]
to solve this problem together right
[57:18]
like the food co-op they have their
[57:21]
customers built-in that's their members
[57:23]
with a residential Co-op they have their
[57:26]
um customers built in that's their
[57:27]
renters or their residential owners with
[57:29]
a worker cop they have the labor built
[57:32]
in and so on so forth so we can choose
[57:34]
an entity form that's conducive to
[57:36]
whatever the environment is and we're
[57:38]
working on that right now with a lawyer
[57:40]

you Mr Williams uh first I just wanted
[57:45]
to to point out I very much appreciate
[57:47]
the way in which you started your
[57:48]
presentation uh I think uh hearing it U
[57:51]
framed in that way accurately put the appropriate level of importance on
[57:56]
ensuring that this project sees sees a
[57:58]
fair opportunity uh one of the points I
[58:01]
wanted to to ask at to uh and I thought
[58:03]
it was a a very good point that you made
[58:06]
you identified that the starting of
[58:09]
construction uh conservative or not
[58:11]
conservative but uh if we started now it
[58:13]
would uh consist of March 2024 to June
[58:17]
of 2025 is that correct be less than
[58:20]
that 6 months is what you know the bid
[58:23]
says so but you know perfect conditions
[58:26]
obviously is what they're thinking um
[58:28]
but the point I wanted to highlight is
[58:30]
uh you identifi just the continuation of
[58:32]
no renovations being conducted this
[58:34]
building going through another winter
[58:36]
exactly from your conversations would
[58:38]
you mind expanding on that so all I have
[58:41]
are corresponding snapshots delivered uh
[58:45]
from the architect and the construction
[58:47]
documents pertaining to that to the city
[58:50]
and to you know the previous holders of
[58:53]
the Baton so you know the correspondence
[58:56]
is all with the city and I can kind of
[58:58]
reference that but that's all I know
[59:00]
that there's a suspect there's an
[59:02]
opinion that the building certain
[59:04]
aspects of it will not last probably
[59:06]
roof and these types of things so the
[59:09]
construction details are all with the
[59:10]
city at this point but I think it's safe
[59:13]
to surise that just that the Coster is
[59:15]
going to continue to Skyrock longer that
[59:17]
this building exists in its current
[59:19]
condition um the cost of doing nothing
[59:21]
now is definitely more substantial than
[59:24]
the opportunity to do something buy
[59:27]
absolutely um I did want to focus on the
[59:30]
sources for the projected startup cost
[59:33]
uh you identified in the Hamilton Hill
[59:36]
of community collaborative that the
[59:38]
members would uh consist of1 million
[59:43]
$110,000 do you have a timeline for how
[59:45]
you start yeah so we already have this
[59:49]
10 service providers that we think are
[59:50]
core each of them could do a buying of
[59:52]
$1,000
[59:54]
$10,000 then we believe a ,000 community
[59:56]
members over 600 or so have already
[59:59]
demonstrated support of this we go to
[1:00:01]
that list and we try to get the next 400
[1:00:04]
each of them given $100 they can pay it
[1:00:07]
over the course of several months if
[1:00:08]
they needed to but that's what it would
[1:00:10]
take they've already signed a petition
[1:00:12]
so ,000 then we go to up to 10
[1:00:15]
Institutional Investor members within
[1:00:18]
the cical region Community to provide up
[1:00:21]
to
[1:00:22]
$150,000 assuming the average will be
[1:00:25]
100,000 some be less whatever that's 10
[1:00:27]
at 100,000 that's a million that's 1,000
[1:00:30]
people at $100 that's $100,000 and
[1:00:33]
that's 10 service providers at 1,000
[1:00:36]
that's
[1:00:37]
$1,110,000
[1:00:39]
and if you had to assign a a date to
[1:00:42]
that or a time line gotta yeah I would
[1:00:44]
say over the next 3 months we're going
[1:00:46]
to get cooking on that and obviously
[1:00:48]
we'll continue to campaing throughout
[1:00:50]
the year you think the sense of urgency
[1:00:52]
is going to drive people to action and
[1:00:55]
see if it's possible

mentioned about having 10 core members

that a you mentioned petition or is

there a commitment letter from from

these individuals or agencies we are all
[1:01:19]
committed um we're creating the
[1:01:21]
coroporation right now we don't you know
[1:01:23]
have a memorandum of understanding
[1:01:25]
between ourselves but we're showing up
[1:01:26]
every week meeting and you know a lot of
[1:01:28]
them are in the room right now they can
[1:01:30]
speak for themselves happy to
[1:01:32]
demonstrate that commitment yeah so you
[1:01:35]
mentioned about creating this entity now
[1:01:37]
you're in the process of doing that so
[1:01:38]
it's not finalized it yet and you are
[1:01:42]
not sure if it's going to be a non
[1:01:44]
for-profit or a for-profit entity at
[1:01:46]
this point in time we have two options
[1:01:48]
on the table obviously it could be uh
[1:01:52]
for-profit Cooperative Corporation sub
[1:01:54]
CH te or or it could be a 501 C12 kind
[1:01:58]
of a variation on the C3 model the
[1:02:00]
charitable nonprofit and this would
[1:02:02]
again just be based on making sure we
[1:02:04]
can do everything we want to do uh
[1:02:06]
within the context and within the
[1:02:08]
financial environment so those are the
[1:02:11]
two options we have we just have to kind
[1:02:12]
of vot to move forward we do have the
[1:02:14]
lawyer we do believe we can get the EXP
[1:02:16]
that in so I was going ask that it's
[1:02:19]
something that you should exp if you
[1:02:22]
power yeah and the you know 10
[1:02:24]
organizations are establish nonprofits
[1:02:27]
and for-profit business if we needed a
[1:02:29]
fiscal sponsor we have that you know
[1:02:31]
that's pretty typical but yes you're
[1:02:33]
right we have to choose one and we're in
[1:02:35]
the process of doing so yeah you also
[1:02:37]
mentioned about the Grant from ocfs are
[1:02:40]
they paperwork in or are you just
[1:02:42]
exploring that so we included the
[1:02:46]
deadline for the application and you
[1:02:48]
know Rachel could speak a little bit to
[1:02:50]
submit sorry planning to submit plan to
[1:02:53]
submit and the next one the letter of
[1:02:55]
credit are you doing the same in terms
[1:02:57]
of getting the paperwork in yeah yeah
[1:02:59]
I've already spoken to the loan officer
[1:03:01]
and we're kind of exploring that piece
[1:03:05]
already and the reason why I mentioned
[1:03:07]
it because we're looking at you
[1:03:09]
mentioned the lowest bet at
[1:03:11]
2.9 and you're estimating a total
[1:03:13]
completion of 3.56 million yeah so the
[1:03:16]
shortfall is about you know significant
[1:03:19]
amount so that is where my question is
[1:03:21]
coming in in terms of the hhcc members
[1:03:24]
getting a commitment from them
[1:03:27]
and not only a beer petition or a letter
[1:03:30]
or an email or a text that they going to
[1:03:32]
do that it's more someone need to make a
[1:03:35]
formal commitment in terms of these
[1:03:37]
funding because these are critical
[1:03:38]
funding to complete this project MH yeah
[1:03:42]
and of course you know I agree with that
[1:03:45]
um I would say the 50 years the art
[1:03:48]
Center's been here is a commitment 20
[1:03:50]
years from Community fathers is a
[1:03:52]
commitment we're very much committed to
[1:03:54]
this many of these groups well
[1:03:56]
respective organizations are working
[1:03:58]
with the executives you know making less
[1:04:00]
than what we believe is the moderate
[1:04:02]
income you know what I mean so the
[1:04:04]
commitment is there but we will get it
[1:04:05]
in writing you're absolutely right now
[1:04:07]
you didn't mention sorry you didn't
[1:04:09]
mention a list of U foundations are you
[1:04:12]
reaching out to them or are you sending
[1:04:13]
formal letters to bring them on board as
[1:04:16]
being um FAL Partners yes and we've
[1:04:19]
already gotten a letter of support from
[1:04:22]
the skan foundation in writing and that
[1:04:25]
will be kind of a catalyst as we know
[1:04:28]
the foundation is a catalyst and Bob has
[1:04:31]
already volunteered to start to connect
[1:04:33]
us to that founding round table that I
[1:04:35]
mentioned before they meet a few times a
[1:04:37]
year so we're going to be queued up for
[1:04:39]
that however that plays out as well as
[1:04:41]
oneon-one conversations with each of
[1:04:44]
funders that we have listed so I've
[1:04:46]
already reached out to many of them some
[1:04:47]
of them you know obviously we need to
[1:04:50]
have some measure of assurance from the
[1:04:52]
city we're not looking to be across the
[1:04:54]
table from you guys we going be looking
[1:04:56]
at this problem together moving forward
[1:04:58]
together so as long as that's you know
[1:05:01]
the path to beginning that conversation
[1:05:03]
is clear I think we're going to be full
[1:05:05]
seee just just a follow I'm going to go
[1:05:08]
back to the registration if you were to
[1:05:10]
put a timeline on that can you put a
[1:05:14]
timeline on that because I know it's
[1:05:15]
very important that you register this
[1:05:16]
entity oh for the registration a
[1:05:19]
timeline on that seeing how important it
[1:05:22]
is yeah um I would say right now we're
[1:05:25]
mid March the goal is to have that
[1:05:27]
buttoned up by May so that'll be the
[1:05:30]
timeline next 3 months but certainly
[1:05:32]
before that we'll be completed if we
[1:05:34]
decided to do an LLC which is very
[1:05:37]
possible um and still having the
[1:05:39]
nonprofit members just have an ownership
[1:05:41]
in that that's done next week right so
[1:05:44]
there's there's certain things we can do
[1:05:46]
quickly and certain things that will
[1:05:47]
take time we have a very experienced
[1:05:49]
Cooperative lawyer as well as you know
[1:05:51]
I'm very familiar with with this process
[1:05:54]
so can you can you speak to I know that
[1:05:56]
there was another group that was taking
[1:05:58]
this and then um you were trying to
[1:06:00]
partner didn't exactly work out so can
[1:06:01]
you kind of speak to the time when you
[1:06:04]
picked up to where you are now because
[1:06:05]
it seems pretty you've done a
[1:06:07]
significant amount of work in that time
[1:06:09]
frame so can you speak to since we
[1:06:10]
started organizing this again in
[1:06:13]
anticipation of supporting the fruits of
[1:06:16]
their labor we were already tuned in now
[1:06:19]
we just realized we had to come together
[1:06:21]
given the unfortunate nature of the
[1:06:23]
relinquished property um so over the
[1:06:26]
last month or two is when we've been
[1:06:28]
formally organizing pulling these quotes
[1:06:31]
letting people know about this so that's where we've been we're also
[1:06:34]
trying to learn from them you know we
[1:06:36]
want to be as open as possible we want
[1:06:38]
everyone to know they have a seat if
[1:06:40]
their values aligned obviously and
[1:06:42]
committed to the community at this table
[1:06:44]
and that we can do this together so we
[1:06:46]
trying to learn from them we respect
[1:06:48]
what they've done we think it's been a
[1:06:50]
admirable effort it's brought attention
[1:06:52]
to this it's brought a sense of
[1:06:54]
possibility and um yeah that's that's
[1:06:57]
how we connect to it new new do you have
[1:06:59]
something to follow no I think you
[1:07:01]
better
[1:07:02]
much any other questions or um so I just
[1:07:06]
want to be clear your your ask is you
[1:07:09]
can articulate your ask so the ask would
[1:07:12]
be a pathway to ownership for the
[1:07:14]
building right again we see this as a
[1:07:16]
city problem shared problem this
[1:07:18]
neighborhood's going to feel the burnt
[1:07:19]
of that impact and first Ral refusal
[1:07:23]
right if we want to do something else
[1:07:24]
cuz again these these are all extent
[1:07:26]
nonprofit service providers I would say
[1:07:28]
homegrown institutions places where
[1:07:31]
people feel at home receiving the
[1:07:32]
services they need and we also are
[1:07:35]
asking for continued allocation of the
[1:07:39]
$1.2 million previously allocated and to
[1:07:43]
do so on a basis of non-reimbursement so
[1:07:47]
whether it's a progress invoicing or
[1:07:50]
upfront we aren't capitalized well
[1:07:52]
enough to spend money to be reimbursed
[1:07:54]
so we don't want it under basis as well
[1:07:56]
as matching we're not going to be able
[1:07:58]
to raise money to get the money that we
[1:08:01]
already raised you know so we're asking
[1:08:03]
for it to be allocated without those two
[1:08:06]
constraints because they're unsuitable
[1:08:08]
for us as a group trying to engage this
[1:08:10]
project and finally we're asking for you
[1:08:13]
guys to partner with us to make this
[1:08:18]
happen so you the way you explained it
[1:08:21]
the
[1:08:22]
1.250 um would be used just for the next
[1:08:26]
6 months to get the building online is
[1:08:28]
that do I understand that properly yes
[1:08:30]
to make sure this building doesn't
[1:08:32]
become more expensive to fix and that's
[1:08:34]
how you would looking to spend that
[1:08:37]
allocation
[1:08:38]
okay other questions yes Mr Williams I

think final question and I very much
[1:08:42]
appreciate your optimism and definitely
[1:08:44]
it identifies uh a clear need and I
[1:08:47]
don't think that is something that is
[1:08:48]
debatable uh that's was highlighted
[1:08:50]
through the your your narrative at the
[1:08:51]
beginning um would you mind just
[1:08:53]
identifying what you think your biggest
[1:08:55]
obst or hurdle will
[1:08:56]
be yeah I think a lot of us don't know
[1:09:00]
what we don't know right you start
[1:09:02]
digging up that building all of a sudden
[1:09:04]
you know you you uncover some ancestral
[1:09:06]
barrier grage something right it's
[1:09:08]
haunted who knows so I think just
[1:09:10]
there's a lot of things we don't know
[1:09:12]
individually right we have a lot of
[1:09:14]
Gusto a lot of capacity but we're
[1:09:17]
underresourced so if we can partner with
[1:09:20]
other folks like the city who's also you
[1:09:22]
know facing certain Shaw Falls or
[1:09:24]
whatever the cas is but has a lot of
[1:09:25]
capacity in other places we can fill in
[1:09:28]
the puzzle so I think just not having it
[1:09:30]
all by ourselves is the obstacle and the
[1:09:33]
cooperation is a solution thank
[1:09:37]

more I think we mentioned a lot of uh
[1:09:41]
foundation and and entities I didn't see
[1:09:44]
you mention anything about going to the
[1:09:45]
county or have a county here as a
[1:09:47]
partner have you approached a county to
[1:09:51]
this project yes so uh Omar mcel
[1:09:54]
supportive of the project and we know
[1:09:57]
that there was an effort previously to
[1:09:59]
align County um interest in this and so
[1:10:02]
we'd want to continue to shake those
[1:10:03]
trees again I'm sure a lot of you guys
[1:10:05]
are familiar with pokes over there and
[1:10:07]
how things work so maybe you can help us
[1:10:09]
out as
[1:10:13]

the fact that we're moving towards

nonprofits had the kind of money that we
[1:11:01]
could just go and buy a building and
[1:11:03]
make it happen but we we don't have it
[1:11:06]
like that and the fact is that we're
[1:11:08]
dealing with a principle I I heard you
[1:11:10]
ask to ask people about certain things
[1:11:12]
about a value system and a value system
[1:11:15]
that we're putting into this is
[1:11:17]
cooperative economics and Collective
[1:11:19]
work and
[1:11:20]
responsibility these are two of the
[1:11:23]
seven principles that we deal with when
[1:11:25]
we deal with the whole thing of Quant
[1:11:28]
and the principles that we try to bring
[1:11:30]
to improve our community Through um
[1:11:33]
creativity to leave it better than it
[1:11:35]
was and also to it's about our city
[1:11:39]
showing the type of efforts it makes to
[1:11:43]
make sure that the community is involved
[1:11:46]
we are very uh Innovative place here in
[1:11:49]
skty when I go places and I speak and I
[1:11:52]
speak on SKC people have never heard a
[1:11:56]
city that does some of the things that
[1:11:58]
is being done here in terms of its
[1:12:01]
Outreach and the way it brings in a
[1:12:03]
collectiveness of bringing people
[1:12:05]
together and I think this is also
[1:12:08]
something that will show that and show
[1:12:11]
our community because the community
[1:12:13]
wants to see something that it help
[1:12:16]
create and I think this is as a resource
[1:12:19]
Cent this is really just uh going to
[1:12:22]
take it to the next level of the 21st
[1:12:24]
Century
[1:12:25]

what the community was explicit about

know that's really important to

highlight and as well as you being
[1:13:04]
willing to be responsible to the needs
[1:13:06]
of community but also being um willing
[1:13:08]
to um welcome other partners on to help
[1:13:11]
out with um some of this you know the issues around sustainability and and
[1:13:16]
as a council I just welcome us to kind
[1:13:18]
of consider the fact I think to Madame
[1:13:20]
president's Point earlier really to her
[1:13:21]
question um is that this is um not
[1:13:25]
necessarily Community problem but a
[1:13:27]
community opportunity that's been
[1:13:29]
presented in a really really tight
[1:13:31]
timeline based on the circumstances that
[1:13:34]
uh uh the last group um found themselves
[1:13:36]
in so to pick this up you know you're
[1:13:38]
really not starting from zero here
[1:13:40]
you're building on what's already there
[1:13:41]
and it's still responsible to need to
[1:13:43]
the community so just kind of want to
[1:13:44]
highlight that absolutely we're a
[1:13:47]
distinct group from that group but we
[1:13:49]
are continuing a legacy a legacy that
[1:13:51]
has inspired the community so thank you

council members mayor SC gas um that was a powerful uh presentation I
[1:14:55]
want to set that right the gate and we
[1:14:58]
talking about the economic empowerment
[1:15:00]
Center and and I'll just say coming
[1:15:02]
right out that's exactly the same
[1:15:04]
mission and vision that we've had for
[1:15:06]
the past four years in terms of working
[1:15:08]
on ctive effort creating uh ecosystem if
[1:15:12]
you will so I'm totally 100% in support
[1:15:15]
of what they're proposing here and
[1:15:17]
working with them to uh to make this
[1:15:20]
happen and what I had specifically asked
[1:15:22]
for was we were allocated uh some funds
[1:15:25]
to
[1:15:26]
uh redevelop 818 Aly Street and I was a
[1:15:30]
with the cause of construction and
[1:15:32]
getting that whole ecosystem up up the
[1:15:34]
line you know that's not uh going to
[1:15:36]
happen that's that's not working but but
[1:15:39]
I had you know proposal here in terms of
[1:15:42]
what we want to do with all our Pro
[1:15:44]
program and to that you know creating
[1:15:47]
job opportunities uh creating business
[1:15:50]
capacity and growing the capacity and
[1:15:52]
also developing a pipeline of a work for
[1:15:55]
to come to us within the City by way of
[1:15:57]
the public safety you know police fire
[1:16:00]
and all of the other departments that we
[1:16:01]
have within uh our ecosystem within this
[1:16:04]
building so so with that
[1:16:07]
said uh I I would love to work with this
[1:16:10]
group because uh I think this is so
[1:16:12]
critically important to uh to really
[1:16:15]
make this happen and if we're going to
[1:16:17]
be serious and really make a difference
[1:16:20]
in the lives of our community I think
[1:16:22]
it's laid out and we see these uh
[1:16:24]
examples every day when we go out there
[1:16:26]
on the streets and we talk to people and
[1:16:28]
I tell folks all the time everybody come
[1:16:31]
a lot of people come out every day and
[1:16:33]
they're so happy to be in this city but
[1:16:35]
they're really in in a desperate State
[1:16:38]
and we need to figure out how do we make
[1:16:40]
a difference how can we utilize the
[1:16:42]
resources in this once in a-lifetime

create uh the capacity how do we create

job opportunities and how do we create
[1:17:05]
more home buyers and Home Ownership with
[1:17:07]
our community and that's really what you
[1:17:10]
know what it's all about and that's
[1:17:12]
where my heart has been and I'm sure
[1:17:14]
that's where I know Dr Walters I I know
[1:17:17]
him so but anyway that's that's that's
[1:17:20]
where I'm at so
[1:17:21]
um I I'll leave at that that's just get
[1:17:25]

really weren't explicit on what you
[1:17:29]
would like us from the council though
[1:17:32]
well specifically what I want to do is
[1:17:34]
reallocate the funds that I had that
[1:17:37]
were going toward the construction of
[1:17:39]
818 and I want to mooved that into
[1:17:41]
programming and when I talked about
[1:17:43]
programming I had it broke out into the
[1:17:45]
categories of small business support um
[1:17:49]
Workforce Development and also
[1:17:51]
developing a pipeline of a Workforce to
[1:17:55]
uh come into the the city for by way the
[1:17:57]
fire department police department and
[1:17:59]
other agencies within the city so those
[1:18:01]
be you know basic categories that I have
[1:18:04]
U outlined
[1:18:08]
there um
[1:18:10]
so do you have a a written plan for us
[1:18:12]
that we could you know we be able to
[1:18:15]
take a look at that yeah yeah yes I I I have a plan I thought that uh it was
[1:18:20]
submitted but anyway I'll I'll give that
[1:18:21]
to you and and again I would like to you
[1:18:25]
know take time to modify it to reflect
[1:18:28]
um you know what we you know you know
[1:18:30]
what we learning here and how we can uh
[1:18:33]
you know you know make a difference and

have a plan unless you're ref to the

plan that should presented early on to

um there there will be a a plan and

you're saying that based on some of the

information that you heard today you'd

revamp some of that to see what it

naturally aligns with some of the other
[1:19:08]

don't have any other money so

um again there's there's nothing but

what was submitted the last time you
[1:20:48]
came and spoke on programming in the
[1:20:51]
Empowerment Center the city council
[1:20:53]
which was last month sometime right so so I want to revise that okay
[1:20:58]
to to work more collaborative you know
[1:21:01]
with this group so we have a more
[1:21:02]
cohesive comprehensive plan to that I
[1:21:05]
think these resources will help them get
[1:21:07]
a little bit closer to the hump and and
[1:21:10]
as far as the Empowerment Center and
[1:21:12]
what I'm trying to do that's that's not an issue I've always wanted
[1:21:17]
to work Cooperative because it's not in
[1:21:18]
the building and it doesn't matter if
[1:21:20]
it's here there or whatever it's all
[1:21:22]
about how do we serve people and what
[1:21:23]
I'm putting forward is simply a people's
[1:21:26]
budget if you will to provide those
[1:21:28]
services so they've outlined some of
[1:21:30]
them already we can certainly enhance on
[1:21:32]
that and grow on it and build on
[1:21:37]
it any other questions yes to there I

mentioned a part of your Workforce to
[1:21:43]
include the police and fire can you
[1:21:46]
elaborate on that and what is there

what I likey to do is work within our
[1:21:53]
community and develop a pipeline if you
[1:21:55]
will to get our
[1:21:58]
young get our young men and young women
[1:22:01]
from here in in our city area to
[1:22:04]
consider Public Safety and Public Safety
[1:22:07]
don't necessarily mean just the police
[1:22:09]
and fire but you know we got ogs we got
[1:22:11]
L you know everything so so we talk
[1:22:14]
about Public Safety we want to try to
[1:22:15]
encourage and create that ecosystem
[1:22:18]
within our community within our
[1:22:19]
neighborhoods and we're working to
[1:22:21]
develop that partnership starting you know going into the school district
[1:22:25]
and getting them young and coming
[1:22:27]
forward and and exploring and and
[1:22:29]
sharing ideas and and exposing them to
[1:22:31]
the opportunities so again specifically
[1:22:34]
about Public Safety police and fire we
[1:22:37]
we're trying to identify and enhance the
[1:22:40]
efforts and why you want to consider
[1:22:41]
that support and help them prepare you
[1:22:44]
know for these exams and applying for
[1:22:45]
these opportunities and also explor
[1:22:48]
Expos them to Opportunities by having
[1:22:50]
them meet and talk to people in the
[1:22:52]
field in other words talk to the fire
[1:22:54]
talk to the police officer see what it's
[1:22:56]
like where did they come from how did it
[1:22:58]
how do it relate why would this be an
[1:22:59]
interesting you know an opportunity for
[1:23:01]
us and and and I and I think uh we can
[1:23:04]
really develop a pipeline and giving
[1:23:06]
them support and the resources necessary
[1:23:08]
to make a difference because the school
[1:23:10]
district obiously want to work with
[1:23:12]
us we as a city want to do this so I
[1:23:15]
think it will help us if becomes a
[1:23:17]
winwin scenario to what we're trying to
[1:23:19]
do so it's simply trying to build a
[1:23:21]
pipeline if you will to to have the
[1:23:23]
bodies to to bring It Forward is this
[1:23:26]
something new that you're going to be
[1:23:27]
creating or is this something you
[1:23:29]
already have we've been talking about it
[1:23:31]
for years but uh getting it done you
[1:23:34]
know it's it's talking to one thing and
[1:23:36]
you know dealing with the resources and
[1:23:37]
the barri to make it happen but each and
[1:23:39]
every day more and more pieces of the
[1:23:41]
puzzle come together you know so um it
[1:23:44]
took me two years to get a conversation
[1:23:46]
with the school district with the change
[1:23:47]
the administration and change of this
[1:23:49]
and how do we make it work so now we
[1:23:51]
have that piece of the puzzle down we
[1:23:53]
have a desire desire from within the
[1:23:55]
administration here to bring in people
[1:23:57]
look at from our local ranks how do we
[1:24:00]
grow and develop that so every day more
[1:24:03]
and more of those pieces of the puzzle
[1:24:04]
comes together so we work with you know
[1:24:07]
other organizations like for example the
[1:24:09]
one black men for example they have a
[1:24:11]
tremendous amount of resources in there
[1:24:12]
in terms of police and fire and other
[1:24:15]
Public Safety uh Avenues so we can
[1:24:17]
utilize that resource I work with the
[1:24:19]
community colleges we work with them on
[1:24:22]
a regular basis to again help us develop
[1:24:25]
this pipeline to uh to make it Power how do we how do we navigate
[1:24:30]
this Mr FY yeah I I I CU hearing all of
[1:24:35]
these things and there seems to be a lot
[1:24:36]
of alignment a lot of information a lot
[1:24:39]
of good information even as we're trying
[1:24:41]
to navigate this these are all kind of
[1:24:42]
good problems to have if you will great
[1:24:44]
opportunities I would just um I would
[1:24:47]
suggest that um maybe based on some of
[1:24:49]
the information that you heard here
[1:24:51]
today um go ahead and revising um what
[1:24:55]
the initial proposal was um and
[1:24:58]
therefore I think that we can um make a
[1:25:00]
more informed decision based on
[1:25:02]
that and does this include the
[1:25:05]
programming that you're currently doing
[1:25:06]
on the um in the building on Broadway
[1:25:09]
yeah yeah we would include all that
[1:25:11]
that's ongoing you know so these are
[1:25:13]
things that will obviously migrate over
[1:25:15]
expand on whatever the case may be but
[1:25:17]
yeah absolutely because again we're not
[1:25:18]
starting from Ground Zero we got program
[1:25:21]
that we've been doing and we continue to
[1:25:23]
do on a Basin so those things will
[1:25:26]
continue and as these other
[1:25:28]
opportunities come online or these other
[1:25:30]
physical plant that will come online you
[1:25:33]
know that's an easy uh you know
[1:25:35]
migration
[1:25:37]
thing those program that currently uh
[1:25:41]
executing are those um funded under cdbg
[1:25:45]
yes yes yes any other questions

opportunities and employment

opportunities within the uh Within the
[1:26:24]
city and I and I do I am aware of
[1:26:27]
contractors feeling that they have not
[1:26:29]
gotten opportunities and and I would
[1:26:31]
just say that I agree with them 200%
[1:26:34]
they've not gotten opportunities that
[1:26:36]
they need and uh we work to deal with
[1:26:39]
that on the daily basis but I will say
[1:26:42]
to you know to those contractors me
[1:26:45]
personally I don't write contracts I
[1:26:47]
don't sign checks you know I can't hire
[1:26:49]
anybody so I work with you in an effort
[1:26:53]
to bring for the opportunity so that you
[1:26:55]
can build the relationships and and make
[1:26:57]
those type of things happen now
[1:26:59]
frustration is out there yes you see a
[1:27:02]
lot of things going on yes but uh I
[1:27:05]
think one thing that we can certainly
[1:27:07]
do is look at okay if we really want to
[1:27:10]
seriously take a step and stop that we
[1:27:12]
can stop all the contractor don't make
[1:27:15]
the uh don't meet the objectives we can
[1:27:16]
say okay we're not going to do it put
[1:27:18]
them back out the bit or whatever but
[1:27:20]
I'm but I'm just as frustrated as
[1:27:23]
everybody else here you know to see you
[1:27:25]
know the numbers it breaks my heart
[1:27:27]
because I see the young man young lady
[1:27:28]
out down the street trying to get a job
[1:27:30]
I see them putting in the application
[1:27:32]
and I see they're not getting high so
[1:27:33]
what can we do and this is what we're
[1:27:35]
trying to do to create these programming
[1:27:37]
opportunity to at least we can move one
[1:27:39]
of those little barriers out the way as
[1:27:41]
we continue to build and put these
[1:27:44]
pieces together so that's
[1:27:47]
what okay Mr far yeah so being that uh
[1:27:51]
that kind of talk Talking that topic
[1:27:54]
um I know before you were here you
[1:27:56]
talked about the possible uh possibility
[1:27:58]
of I think de bundling um some of the
[1:28:01]
larger contracts to give uh more uh mwbe
[1:28:05]
contractors the opportunity um I would
[1:28:08]
you know again have to put more work on
[1:28:10]
you and I know working with the mayor's
[1:28:11]
office I know something that he's been
[1:28:12]
paying close attention to trying to
[1:28:15]
figure out like what can we do um as a
[1:28:19]
council because the frustration is one
[1:28:21]
thing but what are the action steps that
[1:28:23]
we can do um and then hopefully that
[1:28:26]
you'll be able to present sort of a
[1:28:28]
range of those action steps um because
[1:28:30]
obviously our produ your responsibility
[1:28:32]
to the city we also want to um make sure
[1:28:35]
that anyone who's getting contracts from
[1:28:36]
the city recog recognizes that there's a
[1:28:39]
value that we place um um on uh hiring
[1:28:44]
um mwbe and section 3 workers so maybe I think it would be helpful for um maybe
[1:28:52]
producing a a range of actions that you
[1:28:56]
know that are within our purview that
[1:28:58]
can encourage the contractors um and
[1:29:00]
anyone that we're doing build business
[1:29:02]
with to help us meet those goals cuz I I
[1:29:04]
it to me feels like there's some
[1:29:06]
daylight between um the current
[1:29:09]
situation some frustration here but then
[1:29:12]
really like what are the ABS what can we
[1:29:14]
do and if we're committed to that then
[1:29:16]
you know I I cautiously optimistically
[1:29:19]
speak on behalf of my colleagues that
[1:29:21]
were willing to um take some actions
[1:29:24]
obviously with the guidance of of the
[1:29:25]
mayor's office and part yeah yeah to
[1:29:28]
that to that point we do have a good
[1:29:31]
plan in terms of participation and and
[1:29:34]
goals and objectives and and it's very
[1:29:35]
realistically and very well thought out
[1:29:38]
I think one thing that will certainly
[1:29:41]
help us with these hurdles if you will
[1:29:43]
because we're dealing with a a broad
[1:29:45]
range of issues but you know but but
[1:29:48]
keeping it simple let's say that the bid
[1:29:50]
comes in and we sit down at the table we
[1:29:52]
open up the bid and there goal their
[1:29:55]
objective don't meet you know what it's
[1:29:56]
supposed to be we should be able to just
[1:29:59]
at that point just stop it right there
[1:30:00]
and then put it to the side they they
[1:30:02]
didn't me the objective I mean we can
[1:30:03]
get you know that you know black and
[1:30:05]
white about it you know and obviously we
[1:30:07]
have to manage that against the need
[1:30:10]
that do we want to get the business want
[1:30:11]
see project done and all that now
[1:30:14]
there's a lot of the education component
[1:30:15]
that sort of goes on with that too you
[1:30:17]
know we also have to think about when we take this route do we have the
[1:30:21]
capacity to fill all the things out
[1:30:24]
there you know capacity is a big issue
[1:30:25]
so let's say that the you know XYZ
[1:30:28]
company says okay I'm going to give this
[1:30:30]
to this contractor because we know that
[1:30:33]
we got to meet this goal and the
[1:30:35]
contract don't have a goal what are we
[1:30:36]
going to do how are we going to support
[1:30:37]
this contractor we've been trying to
[1:30:38]
keep real with these contracts and say I
[1:30:41]
know you're in business I know you want
[1:30:42]
to do this but sometime you may not be
[1:30:44]
ready for this do you understand the
[1:30:46]
insurance requirements do you understand
[1:30:48]
the finance commitment do you understand
[1:30:50]
that when you go ahead and start this
[1:30:52]
job the city is Con not to cut you a
[1:30:54]
check up front so you can buy material
[1:30:56]
do you understand you got to meet your
[1:30:57]
payroll every week you have those
[1:30:59]
resources and those are the realistic
[1:31:01]
things that we have to do so we can do
[1:31:04]
it and and I'm I'm I'm right here ready
[1:31:07]
we had we had a plan we had a mechanism
[1:31:09]
in place to you know make that happen
[1:31:11]
but I think we can also think about in
[1:31:13]
terms of how do we break these things
[1:31:15]
down into small pieces where we can
[1:31:18]
create opportuni for the Tyrone of the
[1:31:20]
world for example Tyrone may not be able
[1:31:22]
to pave all the streets out but he can
[1:31:24]
certainly install window painting or do
[1:31:27]
something else you know how can we build
[1:31:29]
the capacity of that guy so that he can
[1:31:32]
at some point be at a level where he'll
[1:31:34]
have the capacity to do you know other
[1:31:37]
type thing and hire and and and the
[1:31:39]
truth be told is these small firms are
[1:31:42]
the ones that's hiring our local
[1:31:43]
Workforce it's not the big contractors
[1:31:46]
out there that's got the big contract $0
[1:31:48]
million when you look at the certified
[1:31:50]
payroll those people that own that
[1:31:52]
payroll is not in this 3051 12307
[1:31:55]
they're not
[1:31:57]
here okay so um you know we we've been
[1:32:01]
trying to work up to that capacity but
[1:32:03]
that's the conv we have to have we can
[1:32:04]
certainly start at this T we open up the
[1:32:06]
bid if the bid meet the objectives
[1:32:08]
coming in you yes know we move to the
[1:32:11]
side and keep it moving so that's that's
[1:32:12]
one thing we can do and we can start
[1:32:14]
also having conversation with the bids
[1:32:17]
and you know Contracting engineer and
[1:32:18]
everybody else but that's where that's
[1:32:21]
where it started it starts here you know
[1:32:23]
with us as family um you know no one
[1:32:26]
Department can can do it no one person
[1:32:29]
can do it but the we we can certain
[1:32:34]
this Mr Williams just as a point at
[1:32:37]
Clarity based on the U comments you just
[1:32:39]
made I want to be careful and ensuring
[1:32:41]
that we don't conflate the two
[1:32:42]
conversations that we're that we're
[1:32:45]
having at the moment I think if we're
[1:32:46]
identifying if your efforts as the
[1:32:49]
affirmative action officer uh how are
[1:32:51]
they yielding to some of the the end
[1:32:54]
users who kind of benefit from your
[1:32:56]
actions I think from a council and I can
[1:32:58]
only speak for myself tell us what more
[1:33:00]
we have to do or what more we can do to
[1:33:02]
ensure that these individuals uh
[1:33:04]
continue to to to receive these
[1:33:06]
resources these opportunities moving
[1:33:08]
forward however if we are then looking
[1:33:10]
at the separate conversation of uh
[1:33:13]
funding your empowerment proposal for me
[1:33:16]
myself personally you identifi a number
[1:33:18]
of roles and responsibilities that I
[1:33:20]
imagine you currently uh uh manage
[1:33:22]
solely it is wanting to understand what
[1:33:25]
team or additional resources you need
[1:33:27]
because you Mr gner cannot be in
[1:33:29]
multiple places at once no you know
[1:33:31]
that's the point we do need you know
[1:33:33]
more resources so if that's not going to
[1:33:35]
be the case that Al has to be paired
[1:33:36]
down and as I mentioned to several
[1:33:39]
before you know I got put you know laser
[1:33:41]
focus on what the task is in front of me
[1:33:43]
know so we can't do everything to
[1:33:45]
everybody and be effective but I do
[1:33:48]
believe that in this Arena of creating
[1:33:51]
an ecosystem or economic OPP OPP unities
[1:33:54]
for everyone it's one thing to say okay
[1:33:56]
we have opportunities for you we have a
[1:33:58]
house for you or we have this for you
[1:34:00]
but if you don't have the the resources
[1:34:02]
or the expertise or whatever to pull all
[1:34:04]
that together then we we're doing your
[1:34:08]
disservice so we need to have that real
[1:34:10]
conversation and say you do have to be
[1:34:12]
prepared and those are some of the
[1:34:14]
things that we do we have you know
[1:34:16]
Workshop uh that we plan on on an
[1:34:18]
ongoing basis where we have
[1:34:19]
professionals come in the SBA the bank
[1:34:22]
and tell you this is what you got to
[1:34:24]
have to you know get the resources how
[1:34:26]
do we make you bankable if you will and
[1:34:28]
it's not just a matter going saying I
[1:34:30]
got a contract or whatever you know to
[1:34:31]
do it because ultimately it comes back
[1:34:33]
to the same thing do you have the
[1:34:35]
resources which mean do you have the
[1:34:36]
money to get into this game and and and
[1:34:40]
as a responsibility with a municipality
[1:34:42]
you have a full plate on your hands in
[1:34:44]
terms of dealing with you know power of
[1:34:47]
it to make it happen so you know how do
[1:34:50]
we how do we do it
[1:34:52]
okay Mr F so just for clarity it's um it's looking
[1:34:58]
like what how I'm understanding this is
[1:35:01]
the council it would
[1:35:03]
be beneficial and we can expect you to
[1:35:06]
put together kind of a more revised um
[1:35:09]
allocation of resources based on some of
[1:35:11]
the things that you heard um tonight and
[1:35:13]
maybe some more information that might
[1:35:15]
come between you to in between time and
[1:35:17]
also um maybe uh because in the second
[1:35:20]
issue there's a lot of difference that
[1:35:21]
has to be given to you because you are
[1:35:23]
the expert in in this area and what we
[1:35:26]
would really need is almost a a list of
[1:35:29]
graduated interventions if you will um
[1:35:32]
that we can look at and say okay this is
[1:35:34]
something that we do have the capacity
[1:35:36]
to do that um will uh get us closer to
[1:35:39]
those goals and support our local
[1:35:40]
economy and we can kind of scale up as
[1:35:42]
we go maybe all scaffold it a little bit
[1:35:44]
so those two different documents um
[1:35:48]
would be really uh vital for us moving
[1:35:49]
forward yeah there there's a lot in that
[1:35:51]
alphabet suit and it's true true that it
[1:35:54]
you know there's a lot on both sides of
[1:35:56]
the C but but it's it's a huge massive
[1:35:59]
issue you know it's a big problem and um
[1:36:02]
and and I think the the key here is your
[1:36:05]
role here as a counsel with the mayor
[1:36:07]
sitting right there you know
[1:36:08]
understanding this and helping us guide
[1:36:10]
the process that's really the key
[1:36:12]
because from over here where I sit it's
[1:36:13]
just a matter of you know you're very
[1:36:16]
limited I'm limited in terms of what I
[1:36:17]
can do you know by state and federal law
[1:36:19]
Limited in terms of what I can do within
[1:36:21]
the comprise what I have to deal with
[1:36:22]
here but this this is it you guys tell
[1:36:24]
me you know what you want to do and we
[1:36:27]
can um we can make it happen well you
[1:36:29]
have to tell us what some of the possib
[1:36:30]

finance thank you I would like to call
[1:36:56]
the finance committee to order and the
[1:36:58]
first item is to create a special
[1:37:00]
assessment District on a portion of
[1:37:02]
narch College Street we had a public
[1:37:04]
hearing on 11th of March and I would ask
[1:37:08]
Mr W to just give us a brief update on
[1:37:11]
the project on on this project before we
[1:37:15]
move forward in creating this um special
[1:37:18]
assessment
[1:37:19]
District so uh this project was created
[1:37:22]
at the end of last year we are on to uh
[1:37:26]
essentially 100% complete we're on the
[1:37:27]
punch list just to make sure the Grass
[1:37:29]
Grows and that the trees bloom in the
[1:37:31]
spring um after we completed the project
[1:37:33]
engineering put together as built
[1:37:35]
drawings of all the properties
[1:37:36]
calculated all of the additional costs
[1:37:39]
associated with these projects this
[1:37:41]
project was unique in that it was not
[1:37:43]
only a $55 per lar foot but there was
[1:37:45]
also some brick work and some other um
[1:37:48]
lead walk items that were also added so
[1:37:51]
we had to document and um classify all
[1:37:54]
those once those were done and together
[1:37:56]
it was sent to Lindsay uh in our
[1:37:58]
receipts office so that we could get the
[1:38:00]
numbers together for the assessment
[1:38:02]
rules and then we called for public
[1:38:04]
hearing so we had the public hearing uh
[1:38:06]
the period is over and this is on the
[1:38:08]
next step after this approval we will be
[1:38:11]
sending out the assessments I think
[1:38:13]
there are municipal vouchers to all the
[1:38:14]
residents on the street for the the

billing of the
[1:38:18]

Central Park sideway Improvement project
[1:38:48]
we had a public hearing on February 26th
[1:38:52]
we held this for a couple weeks because
[1:38:53]
there were some concern that was um sent
[1:38:56]
to us and the engineering department Mr
[1:38:59]
Walling addressed those and I think
[1:39:02]
every ready to move forward based on the
[1:39:04]
feedback you received from the
[1:39:06]
residents and I ask Mr Walling to just
[1:39:10]
us so we had
[1:39:16]
a we had a public meeting uh out outside
[1:39:20]
of council independent public meeting in
[1:39:22]
City Hall um where the residents that
[1:39:25]
did show uh unanimously agreed to keep
[1:39:28]
the Street's character as is um so that
[1:39:30]
would mean that allowing no parking on
[1:39:32]
the street to keep the character of the
[1:39:34]
road I.E the Landscaping um
[1:39:37]
intact the public hearing was called
[1:39:40]
that was actually in council chambers
[1:39:41]
just like we were doing now at the
[1:39:43]
public hearing um it was discussed that
[1:39:46]
some wanted on street parking and were
[1:39:48]
against the idea of no on street parking
[1:39:51]
some even switched their vote voted for
[1:39:54]
it to not um so to try in a way to come
[1:39:58]
up with a hybrid solution that was not
[1:40:00]
presented at either meeting uh we sat
[1:40:03]
down and we looked at an option which
[1:40:04]
you have in front of you which is to
[1:40:06]
create a hybrid where I select on street
[1:40:10]
parking is constructed that does not
[1:40:13]
interfere with
[1:40:15]
trees um so if you look on it wouldn't
[1:40:18]
be on the cover page it would be on the
[1:40:19]
second and third Pages you'll see bump
[1:40:22]
out areas
[1:40:24]
in between the alleys um these areas
[1:40:26]
would affect um some some lawn but they
[1:40:30]
would not affect any mature trees they
[1:40:32]
are purposely constructed to not affect
[1:40:35]
mature trees it also leaves the island
[1:40:38]
as is and narrows the roadway so these
[1:40:41]
areas are all within the right of way
[1:40:44]
and would be created um I do not know
[1:40:47]
what residents in front of these
[1:40:48]
particular areas opinion would be but
[1:40:51]
this was the Compromise that the engine
[1:40:53]
and myself thought would be the least
[1:40:55]
intrusive and get the best results would
[1:40:58]
be to have these I believe the amount of
[1:41:00]
parking spaces is nominal somewhere
[1:41:02]
between 15 and 20 depending on the size
[1:41:04]
of the vehicles but it does allow for
[1:41:07]
parking in the areas where um you would
[1:41:09]
have to go to the alley and the alley
[1:41:10]
really isn't the most appropriate spot
[1:41:12]
for a visitor or a delivery to come for
[1:41:15]
parking so all of the bump house would
[1:41:17]
be on the Alley side on yes they would
[1:41:19]
only be on the Alley side because that's
[1:41:21]
where we have flat space
[1:41:23]
and we would be able to uh if we went
[1:41:25]
with a bump out on the other side we
[1:41:27]
start getting in the hills and it would
[1:41:29]
be uh much more
[1:41:30]
invasive so this is not a full product
[1:41:33]
this is just an idea to allow to have
[1:41:35]
some on street parking uh specifically I
[1:41:38]
think a couple people who ask for on
[1:41:39]
street parking are right in this area so
[1:41:42]
they would be able to have on street
[1:41:43]
parking Mr M yeah I think most of most
[1:41:46]
of the the people who are asking parking
[1:41:48]
was on the side where the alley is
[1:41:50]
because if you were to put it on the
[1:41:51]
other side people have driveways um
[1:41:53]
that's how side here and you'll see that
[1:41:54]
it's only between the alleys we do not
[1:41:57]
continue it because once you get past
[1:41:58]
the alley towards the Rose Garden that
[1:42:01]
side then does pick up and have their
[1:42:02]
own driveways oh okay so we're we're
[1:42:05]
talking about
[1:42:06]
19 give or take give or take we don't we
[1:42:09]
don't mark them so if you have a lot of
[1:42:11]
small cars get more than 19 but that's
[1:42:13]
one of the reasons that you you don't
[1:42:14]
anymore Mark what they call them T's and
[1:42:16]
L's we got rid of that because uh
[1:42:18]
vehicles are all different sizes um so
[1:42:21]
you want to make sure that you can fit
[1:42:22]
as many vehicles in
[1:42:24]
all right open up for questions on

[1:42:29]
comment I think this definitely is uh
[1:42:31]
reflect over the work of your office so
[1:42:33]
definitely I I I appreciate it as a
[1:42:35]
member of the council you take the
[1:42:36]
additional time to evaluate other
[1:42:38]
options and also kind of re-evaluate how
[1:42:40]
to meet some of the concerns of
[1:42:42]
individuals that may or may not have
[1:42:45]
brought their attentions to the meeting
[1:42:47]
but also kind of changed based on other
[1:42:48]
conversations that they have uh but
[1:42:50]
definitely excited um to to see this
[1:42:52]
performance so thank
[1:42:56]
you go ahead please just quickly so
[1:42:59]
definitely again kudos for being
[1:43:01]
responsive to uh the needs of the
[1:43:03]
citizens of the city I just a question
[1:43:06]
um is it like kind of a ballpark on how
[1:43:09]
this cost look different than the
[1:43:12]
original scope that we talked about no I
[1:43:14]
mean the Scopes that we talked about
[1:43:16]
there were so inclusive me we had one
[1:43:17]
that was around 900,000 all the way up
[1:43:19]
to 1.3 I know there was a conversation
[1:43:21]
about really is it only 300,000 I don't
[1:43:23]
think this will have a a really drastic
[1:43:25]
effect on on anything we're going to be
[1:43:27]
narrowing a little bit the roadway this
[1:43:29]
still has the roadway going from 15 to
[1:43:31]
13 we really feel that we'd like to
[1:43:33]
leave it at 13 a typical Lane is 11 so
[1:43:36]
you're still 2 ft larger than the
[1:43:38]
typical 15 it's a big Lane and the thing
[1:43:41]
that we're going to focus on now if we
[1:43:43]
go we really want to focus on the
[1:43:44]
turnaround areas make sure they're
[1:43:46]
adequately size for the turnaround
[1:43:49]
so also we talked about um I know there
[1:43:52]
was some discussion around like maybe
[1:43:54]
like some striping and things I know
[1:43:56]
narrowing it down obviously for to deter
[1:43:58]
you know people from speeding as as do
[1:44:01]
the striping would that still even be
[1:44:03]
possible even NE what we would do is we
[1:44:05]
would just strike one white line uh to
[1:44:07]
delineate where the where the parking
[1:44:09]
areas are and when you hit that it would
[1:44:11]
make it feel more narrow we are still
[1:44:13]
also looking at replacing the lighting
[1:44:15]
on the corridor with new LED lighting
[1:44:17]
but the lighting would be essentially in
[1:44:18]
the same location thank
[1:44:22]
you thank you Chris I I like that whole
[1:44:24]
idea right trying to help make everyone
[1:44:27]
happy um what kind of footage would it
[1:44:31]
take from the residents on that alley
[1:44:33]
side would it take some of their Green
[1:44:36]
Space away in between their those bump
[1:44:39]
outs with the bump outs if we do that no
[1:44:43]
I I don't you talking about would it
[1:44:44]
take the Island area away not the island
[1:44:47]
lawn their lawn that's in yes yeah I
[1:44:50]
think you can see there will be a little
[1:44:52]
impact to some of the lawn yeah and you
[1:44:53]
can see you can see on the second page
[1:44:56]
on the top of it know there's a couple
[1:44:57]
of bushes that we would like to relocate
[1:44:59]
we're really going to try to see if we
[1:45:00]
can actually replant them back so there
[1:45:02]
is not I mean you're probably going if
[1:45:05]
I'm looking at that sidewalks 5 ft so
[1:45:06]
you're 5 ft back from the back of the
[1:45:09]
sidewalk 5 ft to get in so there is an
[1:45:11]
impact so that's where you know not
[1:45:13]
everyone is going to be you know pleased
[1:45:15]
but we are just trying to keep some of
[1:45:17]
the the better treat if somebody wanted
[1:45:18]
to say that there was a dead tree and
[1:45:19]
they wanted to move it and wanted
[1:45:20]
parking we could always extend it but
[1:45:23]
you know after our first meeting the
[1:45:25]
number one takeaway was preserve the
[1:45:27]
character and integrity of the street VI
[1:45:30]
the landscaping and it's the whole
[1:45:32]
street is in tree line with very mature
[1:45:34]
trees so we couldn't fit in these
[1:45:37]

[1:45:40]
question I guess my next question is so
[1:45:42]
what happens now does it go back to
[1:45:46]
that's an excellent
[1:45:47]
question I if if I'm directed to go
[1:45:49]
forward with option D then I'm going to
[1:45:51]
go forward with option D and that's what
[1:45:54]
uh so once we have I have a go from the
[1:45:55]
council we'll start putting this into in
[1:45:57]
action but I don't know about the next
[1:46:00]
public
[1:46:01]
step um um Madam president Mr chairman I
[1:46:05]
mean it's really up to the council what
[1:46:07]
you want to do at this point based on
[1:46:09]
that the revisions that have been
[1:46:11]
prevent presented to you if you feel
[1:46:13]
that they sufficiently address the
[1:46:15]
concerns that were made as a public
[1:46:16]
hearing um you can AFF because the the document has addressed those
[1:46:22]
concerns if you feel that you feel that
[1:46:25]
this is a little bit more different or a
[1:46:29]
little bit different from the original
[1:46:31]
plan then you can call for an additional
[1:46:34]
public hearing on the the revised plan
[1:46:37]
and that would just put off the the uh
[1:46:39]
the ordinance but it would also put off
[1:46:40]
the project for you know
[1:46:43]
for probably four four weeks I'm
[1:46:46]
thinking because of the U cycle if you
[1:46:49]
had a public
[1:46:50]
heing you could uh put it off for a
[1:46:53]
couple of weeks and maybe at that next
[1:46:56]
council meeting at the public hearing
[1:46:58]
after you hear it all at that point you
[1:47:00]
may decide to uh do final adoption at
[1:47:04]
that point so you could put it off for
[1:47:06]
two weeks if you wish and just have the
[1:47:09]
hearing and that the same evening you feel that sufficient everything is
[1:47:14]
sufficiently addressed then you can
[1:47:16]
adopt the ordinance at that evening and
[1:47:19]
then it moves forward things forward the
[1:47:22]
a bit more but it's it's really up to
[1:47:25]
you if you feel that this is a uh within
[1:47:27]
the general scope where you want to give
[1:47:29]
more public uh input that's that's all
[1:47:32]
up to you but you could do it like I
[1:47:35]
said you if you want to have a public
[1:47:36]
hearing two weeks and then that evening
[1:47:39]
you could decide to move it if you feel
[1:47:42]
that everything's addressed yeah to to
[1:47:45]
address that I mean we had the public
[1:47:46]
hearing and many concern that was raised
[1:47:48]
and the letter the emails that was
[1:47:50]
submitted um one of the most important
[1:47:52]
part of will be addressing the parking
[1:47:54]
which was loud and clear so I think
[1:47:56]
that's the only change here and I think
[1:47:58]
uh majority is in in agreement in terms
[1:48:01]
of providing parking wheel on that very
[1:48:04]
same side so I I don't think it's a
[1:48:06]
major change to that it's change based
[1:48:08]
and what was recommended to the
[1:48:11]
engineering department to us for this
[1:48:13]
project to move
[1:48:15]
forward go ahead please yeah um I agree
[1:48:18]
with you that because I actually
[1:48:20]
attended a meeting where they said this
[1:48:21]
is part of it um
[1:48:23]
so we've made the changes however I
[1:48:25]
think it's also important that we inform
[1:48:26]
people that this is a change as opposed
[1:48:28]
to just moving ahead with it so to do
[1:48:30]
what has been um suggested by Mr O'Brien
[1:48:33]
the two weeks as opposed to this
[1:48:35]
extended public heing process to do the
[1:48:37]
two weeks um put the information out
[1:48:39]
there that this is what the change is
[1:48:41]
going to be and again I think it's going
[1:48:42]
to make some people happy but I'm always
[1:48:44]
a proponent of informing people and
[1:48:46]
making people know and being inclusive
[1:48:49]
rather than when the bulldozers show up
[1:48:51]
so I I'm I'm in favor of waiting the two
[1:48:53]
weeks and approving it that night and
[1:48:55]
then moving forward this information is
[1:48:57]
actually
[1:48:58]
out sharing between the res the home
[1:49:01]
owners there you've already started put
[1:49:03]
yes I I shared it up I did not yes all
[1:49:06]
right so I think we so they have access
[1:49:08]
to this right so I think we still go
[1:49:10]
with that the the the hearing the public
[1:49:12]
hearing two weeks and then move forward
[1:49:14]
as opposed to not you me that we did
[1:49:17]
make some changes so just want to um on
[1:49:20]
the end up on the right side of this two
[1:49:23]
more weeks is it going to be we can
[1:49:25]
start you know getting some of the other
[1:49:27]
things together come up really need that
[1:49:31]
it's up up to you it's up to the council
[1:49:33]
it's what you feel I mean I it's up to
[1:49:36]
the members go ahead I would have to to
[1:49:39]
agree with um Miss Porterfield I think
[1:49:42]
it was highlighted that not everyone is
[1:49:44]
going to agree um but very much these
[1:49:47]
are uh changes that these individuals
[1:49:50]
Within These households where some Point
[1:49:53]
uh they're going to have that bump in
[1:49:56]
that is going to be a change they're
[1:49:57]
going to have to live with for as long
[1:49:58]
as their residents in that that that location uh so although uh I'm
[1:50:02]
confident that these take into
[1:50:03]
consideration a lot of the concerns that
[1:50:05]
were uh uh given to the council I I
[1:50:08]
again think it is important for us to be
[1:50:10]
transparent and um and making sure we
[1:50:13]
have the opportunity for people to to
[1:50:16]
voice their opinion should they have
[1:50:17]
them um but again if there's not going
[1:50:19]
to be a significant disruption in the
[1:50:21]
project which you're saying we won't
[1:50:23]
I think it it is something that we
[1:50:25]
should take advantage
[1:50:28]
of and I think that's what Mr Walling
[1:50:31]
address there is not a significant
[1:50:32]
impact on this project by putting this
[1:50:34]
parking there on that side and majority
[1:50:37]
of the resident wanted that parking on
[1:50:39]
that side based on the competition we'll
[1:50:41]
be having back and
[1:50:45]
forth any goad please but I would say
[1:50:48]
what is your confidence in the
[1:50:49]
distribution means for getting people
[1:50:51]
that information cuz I would let's say
[1:50:52]
it is even lacking one I would tell you
[1:50:55]
if I didn't hear that and there was an
[1:50:56]
individual who came before the council
[1:50:58]
and said I wasn't aware of the
[1:51:00]
information I think definitely making
[1:51:01]
sure there's opportunities for everyone
[1:51:03]
to ensure the information is is received
[1:51:06]
in a timely manner and then again I just
[1:51:07]
want to point out the two weeks is not
[1:51:09]
at a cost to the
[1:51:12]
project any other discussion go ahead

what we did before is to actually unless

have it in front of

it just as a peace meal um fencing contractor roof roofing

contractor lighting electrician uh I
[1:57:48]
think it'll just be too difficult to do
[1:57:51]
one giant bid with all these things in
[1:57:53]
it because the costs are too small um so
[1:57:56]
it'll be very similar to what was done
[1:57:57]
on Michigan Avenue which was a wall we
[1:58:00]
went with someone who built walls so
[1:58:02]
we're going to get uh the fencing will
[1:58:04]
be a little complicated just because it
[1:58:05]
require a bid uh over
[1:58:08]
$35,000 so we are going to put together
[1:58:10]
some um drawings and put out a fencing
[1:58:13]
bid for that uh and then the other three
[1:58:15]
will be able to get pricing for because
[1:58:17]
they're all under $35,000 so then we'll
[1:58:20]
start getting close from that that from
[1:58:22]
some of our local vendors that we use I
[1:58:25]
can work with Ron Gardner on that to see
[1:58:27]
uh what contractors he would recommend
[1:58:29]
so that we could try to get it so the
[1:58:31]
but the list was pretty detailed which
[1:58:33]
is what we needed and it all had cost
[1:58:35]
estimates and it was signed by the board
[1:58:37]
so that is pretty much exactly what we
[1:58:39]
needed to go forward so how much money
[1:58:42]
are we working with well right now we're
[1:58:44]
working with
[1:58:45]
$175,000 uh which is enough to complete
[1:58:48]
what they have the only project that
[1:58:51]
could be ass slope is they want to
[1:58:53]
reinstate the Back Field which is a
[1:58:56]
lower field that was abandoned several
[1:58:58]
years ago reinstating that um it could
[1:59:01]
just be as simple as brush hogging
[1:59:03]
mowing getting it down cleaning it out
[1:59:05]
but it also could be more involved
[1:59:06]
depending on how we get it so we're
[1:59:08]
going to focus on the existing fields
[1:59:10]
and getting them up uh the scoreboard
[1:59:12]
the roofs and uh and then and go from
[1:59:15]
there so we'll do what we can do for the
[1:59:17]
175 and then look at weting the back
[1:59:20]
field and what the cost would be and
[1:59:22]
Paul had been talking with them to see
[1:59:23]
what our inhouse abilities were with
[1:59:25]
that but that's I'm going to try to do
[1:59:27]
the other ones that are just to get
[1:59:29]
something going cuz I know that they
[1:59:30]
feel like they've been slided so we want
[1:59:32]
to get that moving some time for uh for
[1:59:35]
the season that's the other complicated
[1:59:37]
is where we have a hole in the season
[1:59:38]
because baseball season is starting um
[1:59:41]
it might be uh you know we might not be
[1:59:43]
able to tackle it in the spring but

would move ahead with that but um it we

didn't bring it into committee to to Dev

vote it through so that's what we're

doing at this point to bring it back to
[2:01:11]
the committee so that we can vote it
[2:01:12]
through to lessen their leverage
[2:01:15]
amount any

keeping with the city's purchasing

out the bid for HVAC companies to uh

provide uh maintenance uh all the city

uh buildings all the police stations the
[2:01:55]
fire stations uh Bureau service City
[2:01:58]
Hall and all service stations this is
[2:02:00]
kind of like getting a a retainer for uh
[2:02:02]
so that we're on top of the list so we
[2:02:04]
have a call that come in U uh come in uh
[2:02:08]
and uh fix whatever problem we have um
[2:02:11]
there was uh I believe five different
[2:02:13]
bids and uh this was all put up when I
[2:02:16]
by our purchasing agent and uh you can
[2:02:18]
see our uh uh lowest bid was uh eords
[2:02:22]
uh with the the the different uh hourly
[2:02:25]
rates uh for you know daily 8 to four
[2:02:28]
nights and the weekends uh looks like
[2:02:30]
we're going to be a pretty bunch of good
[2:02:32]
savings it's an option it's a one-year
[2:02:34]
contract with a option for two years if
[2:02:37]
they do well um e the company had they'
[2:02:39]
done other jobs for the city especially
[2:02:42]
some of the big jobs like the wastewater
[2:02:43]
treatment plant uh uh North First Street
[2:02:47]
Pump Station and other things so we know
[2:02:48]
that they're a repal company uh so uh
[2:02:51]
this is a a money saving project and
[2:02:53]
we're hoping uh you guys pass this for
[2:02:56]

putting the name both names were up so

um we know that we're going

the U review of the property of

Assessments and so it's important that

we have uh someone in that seat so I'm

recommending Renee Bradley to uh be

at this point in time like to um have

forward with the asks from those

expense of their efforts because they're

not able to proceed forward without a

them one at a time so let's start with
[2:10:33]
the Electric City Food Co-op so you're saying that you're not you don't
[2:10:37]
feel like you have enough information to
[2:10:38]
ask for to I have a lot of information

that they provided this evening but um

there's you know I just listen to what
[2:10:47]
the other council members have to say
[2:10:48]
this evening regarding so there asking
[2:10:51]
for a six-month extension and you're not comfortable um at giving well
[2:10:56]
they're also asking to um their their um
[2:11:00]
lower their match lower their match um
[2:11:04]
uh they were asking for 6 months he was
[2:11:07]
willing to go to 5 months um you were
[2:11:09]
thinking more 3 months I think so again
[2:11:12]
there's just a lot that I'm not ready
[2:11:16]
to to discuss at to discuss at this
[2:11:19]
point any other C is your is your hand
[2:11:22]
up is your pen moving around so I I'll
[2:11:25]
take the opportunity to say well I as
[2:11:27]
far as Electric City Co-Op I def I can
[2:11:30]
understand some of the concerns that
[2:11:31]
Council m detor is bringing forth I

think that based on you know um I I

think what they're asking for is pretty
[2:11:38]
much just an extension um and that
[2:11:41]
extension still would provide us um time
[2:11:44]
if we had the real funds as well as the
[2:11:46]
fact that um in in lowering their match
[2:11:49]
which I I think um you know know we just
[2:11:52]
did with the with the why um because we
[2:11:55]
understand that that was just was was a
[2:11:57]
bit drastic so I think that would just I
[2:11:59]
would personally I'm I'm prepared to
[2:12:01]
support um them and and both their ask
[2:12:04]
tonight personally but I understand if
[2:12:06]
any council members have any other
[2:12:12]
reservations sorry I'm
[2:12:14]
sorry Coop I mean we had the opportunity
[2:12:17]
to listen from their membership we also
[2:12:20]
had the opportunity to listen from from
[2:12:21]
Metro flights and they kind of like the
[2:12:23]
timeline in terms of how much more time
[2:12:26]
they
[2:12:27]
needed um to move this forward to get
[2:12:30]
the lease agreement in place I think
[2:12:33]
they at that
[2:12:34]
point where they need some more time
[2:12:36]
just to get that people working and
[2:12:40]
executed I mean I have listen to both
[2:12:43]
sides and I am willing to support a 4mth
[2:12:48]
extension okay based on information I
[2:12:50]
received some Metroplex um commitment
[2:12:54]
that this is going to happen within you
[2:12:56]
know 3 to 4 months
[2:12:59]
or so I'm willing to support that an
[2:13:02]
extension of four months four months
[2:13:05]
okay um I I I would support that as well
[2:13:09]
it's it's not the six months they asked
[2:13:10]
for but as you heard me say to them that
[2:13:12]
we don't have a lot of time and if this
[2:13:14]
can't happen then we would just have to
[2:13:16]
we' have to bring that money back and
[2:13:17]
there's Mr Ferrari looking like waiting
[2:13:20]
um for any money that's coming back
[2:13:23]
water so uh I I also am willing to um to
[2:13:28]
give them the the 4month
[2:13:30]
extension and um the other part of it is
[2:13:34]
uh lowering the match but we' have to
[2:13:37]
make sure that we're comfortable with
[2:13:38]
that as

well Mr Williams I would say my only
[2:13:42]
response to that is that they were very
[2:13:44]
clear in that that they would were
[2:13:46]
asking for the five months and then
[2:13:48]
worrying whether that was um enough time
[2:13:51]
to proceed with the uh site plans or
[2:13:54]
site discussions I I would like to say
[2:13:57]
like I I don't take lightly having
[2:13:58]
represented from Metroplex here and
[2:14:01]
seemed like they're very confident in
[2:14:02]
where the project was and then also
[2:14:04]
understanding of the timelines that
[2:14:05]
we're against so I very much appreciated
[2:14:07]
the the risk and and benefit timet taes
[2:14:10]
that were both there but I was not in
[2:14:12]
favor of the 6 months I think and and
[2:14:15]
what seems to be the common theme but to
[2:14:17]
me it definitely seemed apparent that 5
[2:14:19]
months was was the the minimum
[2:14:22]
time just to be clear U Mr CC did say
[2:14:26]
four did he yes he
[2:14:30]
did is there something you want to add

this just don't

that right and part being that there's

no opportunity for them to do that I

would say that it would kind of compel

us a little more to go to 5 months

the committee it's in has said four

months is is as close as he can get to

1.25 um million in funding and
[2:18:17]
partnership from the
[2:18:18]
city and I open that up for
[2:18:24]
discussion Mr M yeah um suggesting that
[2:18:30]
we hold off on making any allocation at
[2:18:33]
this point in time because first of all
[2:18:35]
they're not a register entity at this
[2:18:37]
point in time so I don't know how we can
[2:18:38]
do business with them okay and we have
[2:18:41]
to transfer the property back and I'm
[2:18:43]
not sure where we are in terms of the
[2:18:46]
original reort CLA back to from the mar
[2:18:49]
Craig to the city
[2:18:51]
and then we have to transfer that
[2:18:52]
building back to this legal entity which
[2:18:54]
is not created so I think we just need
[2:18:56]
to give them time to make that happen in
[2:18:58]
the next couple of weeks they promise
[2:19:00]
and then we can rase that at a point in
[2:19:02]
time okay CU I don't think we should
[2:19:05]
move forward legally at this point in
[2:19:07]
time because there is no legal entity
[2:19:09]
that makes sense Mr barash could you just tell who we are in terms
[2:19:13]
of the building um it's been deposited
[2:19:15]
for recording um I can take a look into
[2:19:18]
tomorrow if we've received
[2:19:21]

in worth the million two from the city's
[2:20:25]
perspective the numbers are really a
[2:20:28]
little over 3

million

and I'm skeptical of what their Alli we
[2:20:37]
take the million to and go in and just
[2:20:38]
do kind
[2:20:40]
of half the project you want to have all
[2:20:42]
the money lined up so in fact we're
[2:20:45]
going to get a building and a program
[2:20:48]
delivery of service that's really going
[2:20:49]
to
[2:20:51]
actually exist and be able to go forward
[2:20:54]
and not have a building that's just
[2:20:56]
halfway through a rehab
[2:21:00]
project so we're going to ask them I'll
[2:21:02]
come back and one thing that you did
[2:21:04]
mention I don't know how we can help and
[2:21:06]
hope that we can help that the Craig
[2:21:07]
main connection is going to be right
[2:21:09]
there this building is right on Craig
[2:21:10]
Street and so how do we leverage any
[2:21:13]
type of funding to assist with that
[2:21:16]
building since it's right on there and
[2:21:17]
part of the Craig main project if that's
[2:21:21]
a possibility and I'm not saying that's
[2:21:24]
a question that needs to be answered
[2:21:25]
right here right now but I think it's a
[2:21:27]
it's something that we should really
[2:21:28]
consider in terms of um it looks like
[2:21:31]
we're in the proc we're in the place
[2:21:32]
where we are assisting organizations to
[2:21:34]
make sure that they can do what they
[2:21:35]
need to do and so if there's an
[2:21:37]
opportunity with the Craig M project
[2:21:39]
being right there that we could somehow
[2:21:41]
assist to make this project move forward
[2:21:43]
as was mentioned it's on the historic
[2:21:45]
register now so it's not like we just
[2:21:47]
can run in there and tear it down um so
[2:21:50]
you know those those concerns we should
[2:21:52]
we have to keep in mind as well so yes I
[2:21:56]
think some of the concerns with the the
[2:21:57]
previous um project managers was just
[2:22:00]
wanting to have more structure and I
[2:22:02]
think that was very well presented today
[2:22:05]
uh I think in the the one month that
[2:22:07]
they've been able to prepare uh I was
[2:22:10]
truly I valued what work they were able
[2:22:12]
to do and then also the understanding of
[2:22:15]
they weren't starting from zero they
[2:22:16]
were continuing on the work that was
[2:22:17]
already established and so part of my
[2:22:19]
hope is that taking this new uh uh
[2:22:22]
repackaged energy and then presenting
[2:22:25]
that to some local Partners I think that

would hate for us to have fund a project

Development agency they have a uh

proposal for the site and this would

give an easement across the site uh

delineating the uh drainage pipe that

the mayor was saying well the Ida's own

I've been here over 10 plus years uh the
[2:24:31]
city uh when they reconfigured the the
[2:24:34]
roadway and the pond they didn't uh
[2:24:37]
provide the city an easement for the
[2:24:38]
infrastructure so we've owned it with
[2:24:40]
your infrastructure going through it uh
[2:24:42]
we have uh a company that's looking to a
[2:24:44]
storage facility there it's a proposal
[2:24:47]
that fits well with movable storage
[2:24:49]
units on the uh area of the easement uh
[2:24:52]
they're interested in um in developing
[2:24:55]
the site get it back from the tax RS for
[2:24:56]
the first time we want to make sure
[2:24:57]
we're preserving the city's
[2:24:59]
infrastructure uh so that you have your
[2:25:01]
rights to enter it um maintain it uh
[2:25:04]
make improvements um it's pretty it's
[2:25:06]
something that we had the Ida attorneys
[2:25:08]
uh work on uh to be favorable towards
[2:25:10]
the city so that you preserve all your
[2:25:12]
rights that you need to access the
[2:25:15]
infrastructur all the documents are
[2:25:17]
there before you are there any questions
[2:25:20]
comments

submitted by the city council we
[2:25:48]
discussed it a couple years ago
[2:25:51]
a couple of weeks ago it feels like
[2:25:53]
years a couple of weeks ago and um in
[2:25:56]
speaking with the mayor um he says that
[2:25:58]
what we would have to do in order to we
[2:26:00]
at the last meeting uh the mayor said
[2:26:02]
he's open to having these additional
[2:26:04]
discussions with um West yard properties
[2:26:07]
and other parties involved and so um in
[2:26:10]
speaking with him today he said that in
[2:26:12]
order to even to get to the point where
[2:26:14]
have a discussion but what the city
[2:26:16]
council would need to do is actually
[2:26:18]
move forward um a resolution that we
[2:26:20]
wanted to make these U amendments to the
[2:26:23]
um Community benefits agreement that
[2:26:25]
would be um that that was was entered
[2:26:28]
into this doesn't mean that exactly what
[2:26:31]
is here is what would happen but these
[2:26:33]
are the items that would be brought
[2:26:35]
forth for
[2:26:39]
discussion any questions about
[2:26:43]
that so what I'd be looking for this
[2:26:45]
evening is a resolution to actually um
[2:26:48]
to say these are the things that we
[2:26:49]
would want to discuss in terms of um
[2:26:53]
amending the community benefits
[2:26:56]
agreement so we're saying that we need
[2:26:58]
to have a resolution in place before the
[2:27:01]
conversation takes place this this
[2:27:03]
becomes the formal position of the
[2:27:08]
council so right I guess what I'm acting
[2:27:12]
I'm asking around the order of
[2:27:13]
operations in other words there can
[2:27:15]
still be a conversation yes okay but

this becomes what

we've had uh different people say

different things so it's at this point

question and am I stating it prop the

way in which you're saying so that

before we do that we have to actually
[2:28:15]
say these are the things that we would
[2:28:16]
like you to consider in the form of
[2:28:18]
resolution is what the mayor is saying
[2:28:21]
not the conversation and then not that
[2:28:23]
way what the the resolution has to say
[2:28:25]
these are the amendments that we'd like
[2:28:26]
to see added to the community benefits
[2:28:31]
agreement yes Mr Williams and I I
[2:28:34]
understand or I'm hearing U from Mr Mr
[2:28:37]
Farley's point I think based on how uh
[2:28:39]
our actions are being being dictated
[2:28:41]
that we have to continue in I think
[2:28:43]
passing the resolution in that manner
[2:28:44]
kind of protects us to ensure that hey
[2:28:47]
we're putting forth these ideas or these
[2:28:49]
re commendations but this in no way uh I think minimizes the importance of
[2:28:54]
having that
[2:28:56]
conversation yes Mr uh Madam president

perhaps a a joint letter you know
[2:29:01]
something less than a formal resolution
[2:29:05]
but something that the a letter a letter
[2:29:09]
circulate among the members was ever in

council members sign that and then

submit that to the mayor is that
