[0:00] first one would be who gets
[0:02] go is it
[0:11] just I'm just giving it a couple minutes
[0:13] for deani and dorian's making some more
[0:25] copies I'm just giving a couple minutes
[0:27] for danani and
[0:49] did I take the wrong folder
[1:13] [Music]
[1:29] great
[1:32] oh
[1:41] [Music]
[1:43] sorry I
[1:47] do have to
[1:49] get okay we'll start then we'll
[1:53] start um and I'm sorry about the the
[1:56] noise so I'll try to I'll try to talk
[1:58] loud I can turn that off
[2:01] it's just so hot i' have it on actually
[2:04] last week I thought I was going to die
[2:06] in here or whenever that was two weeks
[2:07] ago um so it was great that the Pool
[2:12] opened when it opened it was in the
[2:14] middle of like a heatwave
[2:17] sorry oh I'd like to I'd like to call
[2:20] Health and Recreation committee to order
[2:22] thank you very much for being here um
[2:24] Josh are you taking minutes excellent so
[2:27] Doren is dorine and I are on the
[2:29] committee and and John is a um
[2:31] additional city council member and we
[2:34] have three staff people so thank you
[2:36] very much I'm glad you're taking minutes
[2:39] um so the Pool opened um at the end of
[2:42] June and it was in the middle of a heat
[2:44] wve and thank goodness that it opened
[2:46] when it opened that was a very good
[2:48] decision and I appreciate that I was
[2:49] away on vacation sitting by the PO sh at
[2:53] that time um there are I what I've done
[2:57] however I had been looking at a bunch of
[3:00] rules prior to the pool open we have
[3:02] some rules posted at the pool and and
[3:05] Paul can talk to us a little bit about
[3:07] that we ke and I both have photos of
[3:09] that if um if you haven't been up there
[3:12] um
[3:15] but there's only there's only a few um
[3:17] rules that are listed on that sign at
[3:19] the new pool right now it's something
[3:21] like no firearms or knives no alcohol um
[3:25] no coolers no
[3:27] coolers um so so I think there's some
[3:30] other things that we might want to
[3:32] consider um as you look through these um
[3:35] then the other piece are fees um and
[3:39] you'll again you'll see as you look
[3:40] through these that that varies as well
[3:43] um I'm kind of you know obviously um my
[3:47] opinion is that I think that the pool
[3:49] should be free to um residents um I'm not so sure that the pool should be
[3:54] free to
[3:55] nonresidents um and there's even the
[3:58] possibility that we can talk about about
[4:00] whether
[4:01] non-residents um can use the pool I mean
[4:03] we've had very long lines for the most
[4:06] part so you'll see that some of the some
[4:08] of the pools as you look through this
[4:10] don't allow non-residents um I'm not
[4:13] sure if we want to do that I'm sorry
[4:15] about the the Troy one is very minor um
[4:18] South the pools in Troy right now are
[4:20] not even open um is my understanding
[4:23] from looking at their website because of
[4:26] Co um yeah because of the rise in Co
[4:30] they've actually shut down some of their
[4:32] at least that's what it says on their
[4:33] website I didn't call anyone at any of
[4:35] these places so what you have is Albany
[4:38] Troy
[4:40] um Mohawk River parking pool I can't
[4:43] remember if that's or glenvill
[4:48] Muna
[4:50] colony
[4:52] gildin and that's
[4:56] it that's as far as I went um in looking
[5:00] at these I didn't think we needed more
[5:01] than this I mean I have concern around
[5:06] um I mean I'm definitely concerned about
[5:08] um FAL matter in the pool so that has to
[5:11] do with you know the kinds of diapers
[5:14] that kids go on there's an overarching
[5:17] thing which is again we have young
[5:19] people that are our lifeguards um so in
[5:22] terms of enforcing it might be difficult
[5:24] for them to enforce some of this stuff
[5:27] so um so we really have to think this
[5:29] through but Paul did you want to share
[5:32] some of the things that you've been
[5:33] observing and
[5:35] hearing life c a great J boys ands does
[5:39] do a very good job um when it comes
[5:43] to trying to OB the goals when I went
[5:46] there this afternoon was one
[5:49] alteration sometimes kids just don't
[5:51] like to obey Authority and it's tough
[5:54] because life cards are just life cards
[5:56] they're in their V Su they don't really
[5:57] feel they have authority they try
[6:00] one police officer that's there come in
[6:03] and talk to him and then there a little
[6:05] bit of shouting out kid got of course
[6:08] the mother came over and got very mouthy
[6:10] to the police officer and then it come
[6:12] out you know but um you they were trying
[6:15] to do something at the deep
[6:18] end youth kep jumping in out the pool I
[6:22] think
[6:23] it's you know you're going to have the
[6:26] same things at all the there's going to
[6:28] be some
[6:30] that just want to plck the RO a little
[6:32] bit uh Ro balls are doing good one thing
[6:36] that I hear a lot is on a real hot days
[6:38] when there was a lne people couldn't get
[6:42] they and that's unfortunate but we do
[6:44] have a um you know a low limit in the
[6:46] pool is y people
[6:50] so sometimes there is a little bit of a
[6:52] wait to get into the pool um and uh the
[6:56] people who were outside for residents
[6:59] because they feel they had to wait they
[7:02] don't know who's in there for
[7:03] nonresidents they're waiting so those
[7:07] are decision Council have to decide on
[7:10] whether or not like you said you
[7:13] restrict it to just you know City
[7:15] residents in charge of fee
[7:19] um you know about what the time is I
[7:22] mean I've seen clients out there
[7:24] multiple days I'm
[7:26] thinking today was no wai the mother's
[7:29] cooling off now you know it's not like
[7:32] it was two weeks ago when we 90 M was
[7:35] everybody want to get in the pool and it
[7:37] was the new fact that's right everybody
[7:39] want to and everything we hear about the
[7:41] pool everybody loves the yes it's
[7:44] gorgeous it's just you
[7:48] know number of people can allow wom a
[7:51] railro day that's
[7:54] the so I was wondering about that in
[7:57] terms of um the 400 person limit and
[8:01] somebody so is it the two people that
[8:03] are at the front desk there that if
[8:05] somebody leaves how do they how they
[8:07] have a counter and they actually have to
[8:09] give an ID and sign in so we know who's
[8:11] in the yes sign that you know if one or
[8:15] two come out and they leaving then two
[8:17] in the
[8:19] line what if someone's not swimming it's
[8:21] all capacity 400 they the that it's hard
[8:25] because there are some people for in
[8:26] there that you know they're not so
[8:28] they're there with your children and
[8:29] they're
[8:30] you know they're there because you have
[8:32] to have an ad adult on the deck and
[8:33] there's some you know dads and moms that
[8:36] are just standing there watching the
[8:38] kids SM we know they're not they're not
[8:42] in but they still PR I'd have to check
[8:45] on how and and it's more understand it's
[8:48] the number of
[8:51] lifeguards based on the number of people
[8:53] inside the fence so if you're you know
[8:55] you're standing there sup tie you could
[8:58] jump in the pool
[9:01] not likely to
[9:04] happen Mo I thought
[9:07] about we can do it that's what but that is a good point because I've
[9:11] thought about just going over with a
[9:12] chair and a book you know but um you
[9:14] have to sit out true it's true it's true
[9:18] um and this in the 400 is for safety
[9:20] because that is different with the walls
[9:23] so left cards have to be all on the PO
[9:24] so they can see you know if somebody is
[9:27] against the wall in circle where the old
[9:29] pool is the visibility was a lot
[9:32] different because there's no wall right
[9:34] you can see so the 400 is limit for so
[9:38] let me ask something on with the old
[9:40] pool were there rules like this at all
[9:42] and also at qu and Bush at Front Street
[9:45] do they have this I mean obviously
[9:47] they're not probably not getting 400
[9:48] people but I mean basically the rules
[9:51] would be the same whole department rules
[9:53] are the same about replicating and
[9:55] urinating and having a you know
[9:59] swimming diaper um but you can't watch
[10:02] everybody when they're on dressing with
[10:04] their children and when you see it you
[10:06] go over and say something we only have
[10:08] to sh the PO down a couple times just an
[10:10] that um the new yeah um but it it's
[10:14] shortterm it's hour um you get it super
[10:18] fated um little cool you know it's even
[10:20] quicker because there's water there it
[10:24] can be cleaned and so when you have had
[10:27] to shut down the pool um I'm sorry sorry
[10:29] I'm just learning you know today too but
[10:32] um they have to leave the area vacate
[10:36] the
[10:38] area and that's where it gets a little
[10:41] bit
[10:42] um know little more difficult with now
[10:44] you got to get everybody out of the
[10:46] pool and you know they have to they have
[10:48] to go outside and wait till the pool
[10:50] gets up they got to wait that hour till
[10:56] the so meanwhile let everybody just hang
[10:58] and real
[10:59] parents drop their kids off they don't
[11:02] kids cellone call but it still creates a
[11:04] mob scene you know certain age they have
[11:07] to have the parent with them on
[11:09] the no I I just want to pull up my photo
[11:13] but um because I think there's only like
[11:15] three or four rules posted right there's
[11:18] two signs that are on one on the front
[11:19] and back that are the blue
[11:22] and white signs says warning tells you
[11:26] two or more adults 18 years or older and you know no diving of this um and
[11:32] then one on the back is the pool rules
[11:34] what you're inside and it's full hours
[11:38] the adult laps from hours capacity 400
[11:41] people subject to change with the
[11:42] Aquatic director's discretion waiting
[11:45] times um a 30 minute wait after the last
[11:48] slight sound of a storm and then there's
[11:50] a 60 minute wait time to allow for
[11:52] biological like I said for an hour it's
[11:54] find the pool just biological issue um
[11:58] no alcohol no no coolers no knives no
[12:02] firearms um is that sign inside the pool
[12:05] area yeah because I don't think I've
[12:07] seen that sign so this one is in the
[12:09] inside okay so there's actually a little
[12:11] bit more on that than than on the one
[12:14] outside then there's a life saving one
[12:16] that has to be posted for the
[12:18] 911 um and then they have a lot of um
[12:22] like paper rules like when the um visit
[12:26] visitors come in when they come in they
[12:28] sort of check in you have to sign you
[12:30] have to show the ID right there's a lot
[12:32] of papules I didn't grab pictures of
[12:33] that because there was kids all the
[12:36] RO but I do know that um I did talk to
[12:39] Julie what we'll do in the next couple
[12:41] days is get something to go on is
[12:43] realize that we don't have our rules on
[12:45] our website so um we should at least get
[12:49] what's
[12:50] posted on our website
[12:53] M I actually and I I I'm sorry about
[12:56] this I haven't seen that sign inside the
[12:58] pool so so there actually were probably
[13:00] more rules than I actually saw on that
[13:03] sign that was outside the pool area
[13:05] which is as far as I you know I've been
[13:07] there and I've been in to talk to the
[13:09] people at the front desk but I haven't
[13:11] actually well walked in obviously and
[13:13] they have some like I said there's some
[13:15] paper you know notices or signs you when
[13:18] they come in
[13:20] so okay um just a little bit of a
[13:23] learning curve from we had you know from
[13:26] the big Central par pool right
[13:29] so at the other pools are these are
[13:32] there rules posted as well there should
[13:34] be there used to be now kids have a
[13:36] tendency ripping them down or ripping
[13:39] the fence open as they did in um FR
[13:42] Street pool they had the fence open a
[13:44] couple times and got in and
[13:47] um did a little swimming and actually
[13:50] one day um we had to uh PD was there
[13:54] fire department was there so the
[13:56] ambulance and had to take a two
[13:58] individual
[13:59] by ambulance to the hospital too much po
[14:02] orange shoes too much heat and you
[14:05] really should swim one year like
[14:08] that transport to the hospital and they
[14:11] had stuck in and they weren't kids they
[14:12] weren't they were
[14:14] adults and obviously there's no fees at
[14:17] those at those pools at any of our other
[14:19] pools so that's also the other piece of
[14:21] this is you know whether the when we
[14:25] have rules would they hold true for all
[14:28] the R um I would think that that would
[14:31] be a I would say yes got to be around
[14:35] the board I think yeah I think it has to
[14:37] be the same at all at all the pools the
[14:39] hours are they consistent at all the
[14:41] pools no uh the other only pool weend
[14:45] Cal okay but that's the only the only
[14:49] difference among the pools right now no
[14:51] they have a because of the lap and
[14:54] resistance the hours are a little bit
[14:56] different and they also give the
[14:57] swimming lessons at Central Park because
[14:58] they always did that yeah so yeah so
[15:01] those hours are a little different at
[15:02] second part for assuming lessons and the
[15:05] um used to think of adults going for the
[15:07] lap pole but there's a lot of younger
[15:08] people that go in early in the morning
[15:10] and they're they're using the lap pole
[15:12] for exercise and the resistance walk so those hours are different because of
[15:20] them I mean I'm okay with those I mean
[15:22] obviously the hours being different
[15:24] because it is that is a different as a
[15:26] different facility right
[15:32] so is it noon to 6 General yeah
[15:45] ear do we track the visitors in who are
[15:49] using the PO on the daily basis where
[15:51] they're coming from um yeah I would
[15:54] imagine because they have to show their
[15:55] ID and they keep it I don't know if they
[15:58] record everything
[15:59] boys and girls I can check tomorrow
[16:01] morning and see if they actually keep
[16:02] the sheets usually it's a daily thing
[16:04] you show an ID just in case somebody was
[16:08] to get hurt at least they have a photo
[16:10] of them and they go is it something that
[16:12] you can present to the council like
[16:15] report to say one week how
[16:19] many they collecting zip
[16:22] codes where the people are from so it's
[16:24] not an
[16:25] exact
[16:27] address I can see what they have yeah
[16:31] the reason why I asked you want to see
[16:32] because we're talking about um fee for
[16:35] non-resident not maybe resident a fee or
[16:38] no fee for Resident so you want to see
[16:40] how many usage from out of
[16:43] town yeah I I I think that's a key
[16:45] question something just for us to kind
[16:47] of like looke and say yeah we have you
[16:49] know a few hundred people per week from
[16:52] all is using
[16:57] asol I guess um how do people feel about
[17:01] I think it's is let me just take a quick
[17:03] look here
[17:04] [Music]
[17:07] again I'm pretty sure that Miss
[17:14] youa does not
[17:17] allow your resident only your resident
[17:21] only um so that's also I mean I think we
[17:24] have to make a decision about that we
[17:26] don't have to make a decision about any
[17:28] of this but I just that's something that
[17:30] it seems to me um I I completely agree
[17:33] with Paul um that the
[17:36] newness is you know has lent itself to
[17:39] some of the length of the lines but at
[17:43] the same time it's a beautiful it's a
[17:44] beautiful new pool and it it's only
[17:47] going to get I I not that I'm a
[17:49] scientist but it seems to me that our
[17:51] summers are going to be hotter and
[17:53] hotter um moving forward can we give
[17:56] preference to our residents because they
[17:58] to complain that people joining the lane
[18:00] they can't get in they have to um
[18:02] resident or getting in I we don't even
[18:04] know if that's true though yeah but
[18:06] that's just yeah we can look at the
[18:08] report and see how many but that's think
[18:10] we should consider is the preference to
[18:14] resident to use
[18:15] it and non-resident should be well
[18:19] non-residents without a resident with
[18:21] them as far as you know just say me and
[18:24] I bring my granddaughter who's a
[18:26] resident here but I'm not a resident
[18:27] here so I I think once we get some zip
[18:30] codes and find out exactly who's going
[18:32] there right I mean you want to bring
[18:33] your grandkids and that's a good point
[18:36] the grandkids could be out of town or or vice versa well yeah probably it's
[18:41] the adult that's the resident but the
[18:42] grandkids could be visiting or you could
[18:45] have any relative coming to town to
[18:46] visit you and how do you get them into
[18:48] the pool so that's another
[18:51] consideration um not and then the other
[18:54] piece is even the ID I mean I think Gary
[18:56] did you mentioned at our last meeting
[18:58] that um in the past um School IDs have
[19:02] been used correct what I'm being told
[19:04] though is School District collected the
[19:07] IDS year reissues in September so I
[19:11] don't know to what
[19:12] degree that is
[19:18] functional component
[19:21] of I've been over there many times and
[19:24] just a joy of seeing these 12 13 15 16
[19:27] kids with towels and being with students
[19:29] and walking home and walking over to the
[19:31] park and coming and going so that's why
[19:34] like to know who's you know what's the the ZIP code is is pretty
[19:38] important I I think most of them are are
[19:41] residents but the ZIP code though even
[19:43] like when I think about our ZIP code um
[19:45] it's the same zip code for n i mean so
[19:48] the ZIP code isn't necessarily going to
[19:51] um tell us the full story but it is a
[19:53] starting point at
[19:56] least do we have any
[20:01] um do we have any we looking for
[20:05] reciprocal agreements with any of the
[20:07] other with
[20:09] or and N is all you have to drive there
[20:12] I mean I can't imagine anybody living up
[20:14] there a couple of
[20:15] homes um you know so they might have a
[20:18] little bit more of control over we
[20:21] definitely have kids as you said walking
[20:23] I see them all the time walking to our
[20:25] pool which is great it's it's really
[20:27] exciting and certainly the other like if
[20:29] you go up to um right Front Street yeah
[20:34] I mean definitely I think our our bols
[20:36] are are often walking to the pools
[20:40] um one I mean you can see in terms of
[20:42] the fees that um most of them have a
[20:45] different structure for um it would be
[20:47] SE like kids under a certain age get INF
[20:50] free
[20:52] um seniors might have a different or
[20:56] actually like for example I'm looking at
[20:57] Nuno right now they're their seniors are
[21:00] free
[21:01] um I I like all residents free yeah I do
[21:05] too um so I guess it would just come
[21:08] down to non-residence at this
[21:11] point
[21:14] I so I I don't know I don't think you
[21:19] know they were never charged for years
[21:21] over at um Front Street or um Hill Hurst
[21:25] or anywhere
[21:26] right uh to you you know the cost to
[21:31] operate the pools maintain the pools um
[21:35] they don't go down if keep going the
[21:37] repairs I mean have Front Street and
[21:39] black I need more repairs
[21:43] um you so you know if you're looking to
[21:48] try and offset some cost and you have to
[21:49] look at a way of doing it for revenue
[21:51] and the elated revenue is Fe if you
[21:54] don't Fe we
[21:55] have they're going to incur these costs
[21:57] going forward um chemicals going go up
[22:01] um y every year um just the cost of
[22:05] maintaining at that pool is very large
[22:06] it's got to be vacuumed
[22:08] um there's staff there on a regular
[22:12] basis every morning even though the
[22:14] vacuums are um robotic ones um we can't
[22:19] do them INE
[22:22] because unfortunate some will take them
[22:25] they cost a little over $3,000
[22:30] 3,000 um per per unit and we were trying
[22:34] to track the one down because we ordered
[22:36] two but only one came so purchasing is
[22:38] trying to track down what happened we
[22:40] didn't pay for the second one but you
[22:43] know where it went or it just got missed
[22:45] or it's just you know back ordered but
[22:49] um so we have sa that goes up there
[22:50] early in morning they have to check the
[22:53] water make sure it's meets requirements
[22:55] the health department before it can even
[22:56] open
[22:58] so um that's being done about pools so
[23:01] those costs go up every year because
[23:03] salaries and benefits go up every year
[23:05] chemicals go up every year electricity
[23:07] goes up every year um you know water we
[23:11] put in the F goes up every year um our
[23:13] budgets we see that so um it's just
[23:16] something whether or not we for the
[23:19] residents and we just incur the cost and
[23:22] that's
[23:24] it well me again I do feel
[23:28] it's middle of July right I mean right
[23:31] or end of July now I guess it's the end
[23:34] of July next week is August 1st um I
[23:37] mean I think anything that we're talking
[23:39] about probably wouldn't go into effect
[23:41] until next year the summer of 2025 I
[23:44] just wanted to get the ball rolling here
[23:46] um but we would have to know kind of
[23:49] what we want to do in terms of budget
[23:51] getting ready for Budget um because as
[23:54] you said I mean I know you'll be
[23:56] presenting um a budget that has the
[23:58] these increased costs um you know when
[24:01] you talk about the um staff that is
[24:03] going in early and you know doing the
[24:06] back that's that's not that's not not
[24:09] young people no those are you know our
[24:11] staff from the
[24:13] because they're certified to do the you
[24:15] have be certified to do
[24:17] the and because they're already
[24:19] operators whether the waterers waste
[24:21] water they're certified to do certain
[24:23] tests so they they can Comm in or we
[24:25] have to train the parks and waste water
[24:28] we do have people
[24:30] around at night and morning early rather
[24:34] than having somebody start at 4:30 in
[24:37] the
[24:39] morning you know and we have to look at
[24:42] I think this was a learning curve for
[24:44] boys and girls club too so whether or
[24:46] not you know based on their experience
[24:48] after the first season with the new pool
[24:52] what will they require next year and
[24:54] will
[24:55] their go all the fees for services there
[24:58] mhm so we can get that I mean again as
[25:02] we're this is just a preliminary
[25:04] discussion to try to start the ball
[25:05] rolling but um obviously that'll be
[25:07] something that'll play into you'll you
[25:09] know I'm sure you'll get that from while
[25:11] you're doing well so I know what I know
[25:14] what the fee is for this year they're
[25:16] charging okay it's in the budget um it's
[25:18] just you know after they get to
[25:21] um you after the season's over the end
[25:24] of
[25:25] August I can reach out to Shane and say
[25:28] you based on the first year you know
[25:30] what do we you know what are we thinking
[25:31] should we going to be somewhere you know
[25:34] maybe a 5% increase or we have so much
[25:37] problems there it's you know also what
[25:40] are we going to ask them to do that
[25:41] might be new if you want them to start
[25:42] taking in
[25:44] money they you they may need an extra
[25:49] person or two there because somebody's
[25:51] going to have to now take money make
[25:53] change give change so I you know I guess
[25:56] some is what we're going to want to do
[26:00] and
[26:01] then how are they going to
[26:03] charge
[26:05] um they're going to be doing
[26:11] that so I was um had a conversation
[26:14] about Shane um and it seems like there
[26:18] were like some issues there and I know
[26:19] that he's been working um with the
[26:21] police department to have a presence
[26:23] there from the the times that um I've
[26:26] been kind of more uh
[26:29] more kind of hot over there like more
[26:30] unintended like so there's been so he's
[26:32] having some police presence there to
[26:34] support that um and I just so I'm
[26:36] understanding what you're saying is that
[26:37] we probably would wait to see what
[26:39] utilization looks like and like what
[26:41] where we can identify whatever the
[26:42] trends would be to say okay so we want
[26:44] to plan for this trend that we saw last
[26:48] year that every when 3:30 to 6:30 was
[26:51] the time where they had like more issues
[26:53] with people so they're going to have to
[26:55] staff it more there so therefore their
[26:57] cost could reflect okay I mean we you
[26:59] know we we have a very good trend of
[27:01] what the other pools were FR
[27:04] Street Hill was open in the old Central
[27:06] Park we knew our EIC cost we knew
[27:08] everything and this is new for us now
[27:10] this is new pool so we have to see what
[27:13] our true costs were and you know I
[27:16] know you know we do have a police
[27:18] presence there now you know most of the
[27:20] day you know is that going to be
[27:22] something that's going to be carried on
[27:24] next year because that's a cost you're
[27:25] taking an officer off the street would
[27:28] be or is it an offic that's on
[27:31] overtime so for those roughly 9
[27:34] weeks may say this pool went so good
[27:37] maybe it's opened earlier maybe it's 10
[27:39] weeks now we opened a little early this
[27:41] year because it was
[27:43] new open because it was hot it was wied
[27:45] hot you know if we have a year like this
[27:47] next year you know are we going to plan
[27:50] to open a week early because that week
[27:52] is everybody's pay the salaries and the
[27:54] chemical for an extra week so um
[27:58] so there's a cost that we don't know the
[28:00] true cost yet as soon as the full closes
[28:02] yes we can figure it out um best we
[28:05] then chemicals be easy I know I know
[28:08] we're going to purchase um but it's it's
[28:13] the
[28:14] sappy so I know there's also some
[28:16] preliminary conversation with the school
[28:18] district I don't know if this was just
[28:19] kind of like a stop that measure right
[28:21] now to see like you know what the
[28:24] conversations have been how to like um
[28:26] some of the district support staff have a presence there because they know
[28:29] students and they know some of the
[28:30] community members and can help kind of
[28:32] like allate some of that concern I don't
[28:34] know if that's something that they're
[28:35] looking to do maintain and move forward
[28:37] is that just like hey right now it's a
[28:39] good response kind of all hands on that
[28:41] see if we can support people and I also
[28:44] are we in those coners are we in those
[28:45] conversations so no so so these
[28:48] conversations are between boys and girls
[28:50] club in the school district um and I
[28:52] haven't necessarily been part of those
[28:54] conversations either I just um uh was
[28:56] made aware of them so I'm thinking that I don't know if that's like
[29:00] something that they're looking for
[29:01] longevity or is that something that
[29:02] they're doing now we
[29:06] have call a PO monor somebody
[29:11] that you know that the people using po
[29:13] can respect a little bit
[29:15] more you realize you know the lifeguards
[29:18] are are young themselves high school
[29:21] students and they're there for a very
[29:22] important job they can't have their
[29:24] attention different places you turn your
[29:26] back and these arguments you when
[29:28] something happens yeah that's that
[29:30] wouldn't be cool at all whether or not
[29:33] that's why I'm hoping at the end of this
[29:35] season you know we talk to boys and
[29:37] girls about chain say you know hey life
[29:40] C things are fine as long as we can
[29:42] concentrate on
[29:44] life make sure nobody you know has an
[29:47] accent in the pool but maybe there has
[29:49] to be a couple other people that walk
[29:51] around more of the pool monitor to try
[29:54] and like the police officers right now
[29:57] he's really
[29:59] full monitor trying to you know which is
[30:02] I mean to have a police officer that's
[30:04] then we're taking somebody off the
[30:06] street which is so you know so needed on
[30:08] the street um I actually didn't know
[30:11] that there was a police officer so the
[30:13] police officer is there um all the time
[30:16] is it just at Central Park just Central
[30:18] Park he's there more afternoon is where
[30:20] the problems are um but they you know I
[30:23] see them go through I I hope there quite
[30:25] a bit you know and they're they're going
[30:27] through just
[30:28] patrols okay so they're not
[30:31] station one is station they
[30:34] were on call basis there some kids who
[30:37] were acting less than optimal so we've U
[30:42] the Staffing the presence there still
[30:45] somewhat on call they're
[30:48] not not publicizing whether they're
[30:51] going to be there or not because then
[30:53] kids who in a bad manner would adjust
[30:56] their schedule
[31:00] [Music]
[31:01] so I guess one more Point yeah I want to
[31:05] go back to the no yeah please continue
[31:07] on your um no go ahead with the point
[31:09] that so I also was thinking like about
[31:13] we're looking at utilization I know that
[31:15] right now we're not capturing data where
[31:17] people live and I and and I would I was
[31:20] saying I know we're not capturing data
[31:21] but people are in the city or out of the
[31:23] city right now
[31:26] [Music]
[31:29] first few days first week so it's not
[31:33] exact but
[31:35] criminal could
[31:37] sit 309 be City could be
[31:41] n 03 and 06 are
[31:47] also so I guess my point there was that
[31:51] if we're getting that information and
[31:52] not it might be to the mayor's point I
[31:55] mean might not be really really concise
[31:57] that but at least we can look at like
[32:00] that D should drive like our decision
[32:02] around like charging people right so
[32:05] like because if we have a lot of people
[32:06] that are coming from other communities
[32:08] that we know that you know we can charge
[32:11] them then it's a question sustainability
[32:13] so
[32:14] just yeah we did we did ask Paul for
[32:16] that so he's going to
[32:19] go bring that report to us and being
[32:24] that we having this conversation now
[32:25] would it be more would it be a better
[32:28] data point to find out if they live in
[32:30] the city not just their area code we can
[32:32] kind of get more concise like I would
[32:33] suggest that we just do that can can
[32:36] start doing
[32:38] that I mean again I I I actually was
[32:42] going to say the same thing but again
[32:44] know that for example I have friends
[32:46] that live in Nuna but their their snail
[32:50] mail
[32:51] address connect um so even that like
[32:55] somebody could write down connect but
[32:57] not necessarily be a SKC a city of SK
[33:00] well city of SKC resident people every
[33:04] day go to the golf course and want to
[33:06] say the city is connected the
[33:11] president so at the golf course well of
[33:14] course it's adult so they probably have
[33:15] do they show driver's licenses or
[33:17] something they do a secondary level of
[33:19] validation where they
[33:21] live years ago I had to bring a Nyo bill
[33:24] yeah that's over over there to the Alamo
[33:27] to get my
[33:28] years ago people who were generally du
[33:30] to be more than fluent were
[33:35] tring
[33:38] off and everybody wants to be from
[33:40] connected anyway
[33:42] let's
[33:44] um the because even I mean if there was
[33:48] a special IDE I mean we talked about the
[33:50] student the student IDs from the school
[33:52] district deani before you got here but
[33:55] um uh Gary pointed out that I guess
[33:59] those get collected at the end of the
[34:00] year and then reissued in September so
[34:03] that would be something that we have to
[34:05] um if we wanted to use the school IDs
[34:08] we' have we'd have to be talking with
[34:10] the school district about some of this
[34:11] stuff
[34:13] um that was the case John why don't we
[34:17] consider issuing an ID to use the pool
[34:21] and we charge them an administrative fee
[34:22] every year it's already on the books
[34:25] that there's a
[34:29] Recreation so that was one time used for
[34:32] golf course for tennis for
[34:38] other Recreation facilities we talk
[34:42] about
[34:43] the the recreation fund generally first
[34:47] the only thing to really take money in
[34:49] is the golf course right right it's
[34:51] intent was more broad based set up I
[34:55] think I think by doing that to with an
[34:57] idea kind of REM control you have
[34:58] control over it because if you don't
[35:00] have an ID you can use the pool a city
[35:03] isue ID you pay your administrative fee
[35:06] and you show and use it with your
[35:09] picture ID and your address I think
[35:11] that's a great idea something that you
[35:13] should consider it will help um staff it
[35:17] definitely will everybody be it help we
[35:19] could set it up so that um you know
[35:22] there was a certain time period that
[35:24] kids could first of all we could go to
[35:25] the
[35:26] schools if we needed to we could do it
[35:28] out school but I mean we could do it
[35:30] right at the pool um where we take the
[35:32] picture and and generate the the ID yeah
[35:37] you can you can done right there as they
[35:38] showed up the ID and you charge them the
[35:41] administrative
[35:44] Fe could be like the week before the
[35:48] pool have to go into a budget um I mean
[35:52] that's why I think that we really can't
[35:54] you know it's going to be a
[35:56] 2025 is there days that we're you know
[35:58] if you keep track even though the
[36:00] turnover the pool there you know it's
[36:02] 400 but you get there's been a thousand
[36:04] people in the pool through the day
[36:05] that's a th000 IDs you do that you know
[36:08] seven days that was like that 7,000 IDs
[36:11] you be making um I mean it just well
[36:15] some of those duplicate
[36:19] yeah
[36:22] come but you'd have to add in you know I
[36:24] mean if we're doing this I mean I would
[36:27] going to also do it for the other pools
[36:29] you see what I'm saying like it's not
[36:31] just um I mean they if they get a
[36:32] recreational ID they're getting that
[36:34] recreational ID for all you know what I
[36:36] mean it's like one I one card but I mean
[36:39] you know it would be are they because
[36:43] right now I don't think they show
[36:44] anything right at idea at quack
[36:48] bu yeah because it's the same thing the
[36:51] life guards need to know who's in the
[36:52] pool okay so they are like they're
[36:55] signing I you know I never all the time
[36:57] going up there we can never saw that we
[36:59] can have the IDE General to use um city
[37:02] pools it'd be kind of I bet kind cool
[37:05] thing I mean like res res chargement fee
[37:08] for that ID but if it's on the computer
[37:10] they get your doctor's office you give
[37:11] your name all of a sudden it pops up my
[37:13] picture and they don't have to carry
[37:15] anything they know they're going to lose
[37:17] it a thousand times because I was
[37:19] thinking that if we it likely will be a
[37:23] couple different acceptable forms of ID
[37:26] because what we want to do is is we
[37:27] don't want to we want to be really
[37:29] intentional about increasing access to
[37:31] the fail we want the kids to be able to
[37:32] do it so when we talk about any cost
[37:34] that people have to ur we have to take
[37:36] into consideration of you know some of
[37:38] our residents who might um who might not
[37:41] have uh you know their cousin or someone
[37:44] with a pool or something like that and
[37:46] they might not have that money to access
[37:48] the pool we want to make sure that they
[37:49] could do it we also would have to
[37:51] consider the fact that there's a lot of
[37:52] students that are that live in SKC but
[37:56] go to Charter School schs or you know or
[37:59] private schools or even home tutoring to
[38:01] where a a student ID if we're using the
[38:04] state school district wouldn't be
[38:05] applicable for right um so but I think
[38:08] that if like no different than the DMV
[38:10] like you know you have like a list of
[38:12] acceptable things like maybe like a a
[38:14] school report card or something that that we can say okay this proves
[38:19] that you live um in the city as connect
[38:23] and then we can generate whatever that uh idea that's going to look then
[38:27] you know I would just say let's just be
[38:28] mindful about like not everyone has you
[38:31] know it's going to have a student ID and
[38:34] obviously my main thing is not
[38:36] everyone's going to have money to to
[38:38] again I think we were talking about
[38:39] residents basically being frck right right right I brought it up a general ID so
[38:47] you don't have to walk with your utility
[38:49] bill you don't have one you don't access
[38:52] you have a general ID and you have
[38:54] access so we centralize everything
[38:56] across all the tools
[38:58] how charge for that I mean like you know
[39:02] Char non residents or
[39:04] residents get the ID to get the ID is
[39:06] going to cost us so we have to pass that
[39:08] cost back to so to
[39:12] everybody and they would have to renew
[39:14] it every year I mean we might be able to
[39:17] again we're again I feel like a little
[39:19] bit like we're getting ahead of ahead of
[39:21] ourselves but I mean in that particular
[39:23] case we also can I mean the idea of
[39:27] talking with the school district is
[39:29] maybe the school district helps to put a
[39:31] bill for X number of IDs for their
[39:35] students I don't know that they're
[39:37] already putting the idea how do you get
[39:39] away from duplicates so if you had kids
[39:42] that have a city school district ID we
[39:46] accept that and as Farley's point out
[39:50] there some kids may not have that so how
[39:52] do you fill the Gap with that so you
[39:55] know you still may make it access so you
[39:58] have to pay $2 to get it and
[40:02] it's valid for so many years I think the
[40:07] two bucks would probably cover our
[40:09] processing
[40:11] costs I think the county did something
[40:13] like with the library cards
[40:16] like I'm sorry no I'm saying like I know
[40:19] the county did something like to where
[40:20] the library cards the cost of a library
[40:22] card um um was greatly reduced and then at one point you can go get
[40:27] library card at no cost we we don't
[40:29] charge money for our library cards um I
[40:31] can't remember if there's a replacement
[40:33] cost if I lose my no actually there is
[40:35] not a cost because I actually did have
[40:37] to go in and get a new card recently and
[40:39] I wasn't charged for that but we what we
[40:42] did was get rid of the FES um as well we
[40:44] have no fines for overdue books right so
[40:47] that that was that was us eliminating a
[40:49] barrier uh to to access because we
[40:52] wanted to make sure the kids were and
[40:54] adults uh were were doing that there is
[40:57] still a replacement cost if you have a
[40:59] book that gets lost sure um there is a
[41:02] replacement cost for that but I like the
[41:05] school ID I hear what you're saying but
[41:07] I guess and again it would me need a
[41:09] little bit more research but when I
[41:10] think about like Destin prep um they
[41:13] probably have school
[41:15] IDs they probably have some sort of ID
[41:18] for their own students at or a Catholic
[41:20] School like have they don't have ID but
[41:24] the right so so we're saying the same
[41:26] thing I'm not saying either or I'm
[41:28] saying yes and like like let's if the
[41:30] school district can be a resource that
[41:32] where kids are getting this anyway then
[41:34] it's like because if you have connected
[41:35] the city school district you City
[41:38] connect I mean that that would be right so that might cover I don't know
[41:42] 90% of our students then we're only
[41:44] working with maybe that 10% of the
[41:46] school population that live in that are
[41:48] come visiting the pool and maybe only 5%
[41:50] of them go to different schools so it's
[41:53] like we're just building some things so
[41:55] you know we can accept different forms
[41:57] based on what people's situation is but
[41:59] I'm really my my largest concern would
[42:02] be that that charging people even
[42:04] residents kids to get in the how do we
[42:07] moove that if we can obviously this one
[42:09] I mean I think Doren pointed something
[42:11] out at the beginning of the meeting also
[42:13] which is that for example if I had
[42:15] somebody visiting from out of town um a
[42:18] niece or you know brings their two
[42:20] children um I'd want to get those kids
[42:22] in too so in that sense um it's me
[42:25] showing me my ID as a resent
[42:28] um and then paying perhaps for
[42:30] non-residents that I'm bringing with me
[42:33] uh to to enter into the pool in that
[42:35] case it's not a school ID but that's
[42:37] easy right I mean I've got my driver's
[42:39] license or you know something else some
[42:41] of the other pools do have um for
[42:44] example like a fob kind of thing but
[42:47] that would be expensive um I think to
[42:51] have to create something like that and
[42:53] give out a fob to kids I don't really I
[42:56] don't know what do you think
[43:01] probably uh again like our city
[43:05] IDs are ability to be encrypted so that
[43:09] they can be used for
[43:11] Access so those I don't know what the
[43:15] cost for a blank
[43:18] is it's minimal
[43:27] well Cony
[43:28] allows three nonresident guests per
[43:31] resident yes that's right there's I mean
[43:34] some of these have I mean I guess what
[43:35] I'm going to need you all to do is take
[43:37] a look at these um we'll have to have
[43:39] another
[43:42] meeting because this is too much this is
[43:44] really too much to absorb all at once
[43:47] but you can see the differences I was
[43:49] going to try to figure out how to um
[43:52] what's the word take this information
[43:55] and kind of make a chart for you not
[43:57] exactly but I I think we're all in agre
[44:00] the vill shouldn't be a resident charge
[44:01] but I do like a a recreational fee for
[44:06] the ID with um uh certain circumstances
[44:10] of not being you know you got 10 kids uh
[44:13] you know $10 is a lot of money and could
[44:16] be looked at on a family basis but for a
[44:18] couple bucks just to cover the cost of
[44:20] something that and the books is a fee to
[44:24] play at the tennis
[44:25] courts right we don't charge that
[44:28] because it was costing us more to
[44:30] collect the money than what the people
[44:32] were paying now do you go back and do an
[44:36] annual charge of 10 bucks or something
[44:39] for
[44:40] people I make you say are encrypted
[44:43] thing I mean they have to have that to
[44:45] even open the gates to the to the tennis
[44:47] courts I'm just saying right that's
[44:49] possible but you one person that has the
[44:53] let everybody
[44:55] in Colony has the for their 18 over you
[45:00] get get a problem but no
[45:05] chargeall that one's in here I have in
[45:09] here and not get off cool you know have
[45:12] meeting with regards to pickle ball
[45:14] today and the same thing they we took
[45:16] some Brian can and I and
[45:20] um Richard under and
[45:23] um about signs the rules and regulations
[45:27] for pickle
[45:27] ball um and whether or
[45:31] not the council end up setting fees for
[45:35] pickle ball or is that just going to
[45:37] be the questions came up I don't know
[45:39] you know I mean that's you know we have
[45:41] fees like the mayor said
[45:43] for we had trouble to sta somebody there
[45:46] to try and collect the fees um we get
[45:50] all the fees um the Seas it sits there
[45:54] and some residents are very ad that um
[45:58] they're not paying a feed they said they
[46:00] came out to me and told me I'm a I'm a
[46:02] taxpayer I'm not paying a
[46:04] feed for the cours no the tennis courts
[46:08] for the tennis we you know we in
[46:10] 2022 Council approved a resolution and
[46:13] set fees for Resident non-resident
[46:15] nonprofit and a commercial entity but
[46:19] you know but there's not really anybody
[46:22] there collecting those fees no you know
[46:23] and how do you tell somebody your hours
[46:25] up we need another $15
[46:28] um it's just and pickle ball because I
[46:31] played the winter down at the Li and
[46:33] that's where the M pickle ball Club
[46:35] plays and then they moved their outdoor
[46:37] session to that's rich younger right Rich younger and I'm like they're
[46:43] like but if if I showed up and I'm not a
[46:45] member of the the Le um I could put my
[46:49] you put your P there you so they rotate
[46:52] you in but still I'm a resident I show
[46:54] up with John and Josh and I'm on to play
[46:56] but we can't play together because you
[46:58] have to be rotated in we charge that
[47:01] Mohawk do we charge them to use this no
[47:04] you we discussed it today IM but it's
[47:07] public park or somebody want to play you
[47:09] know there there is the you know good
[47:11] Sportsman where if you're on there I
[47:13] knowall you know it lasts anywhere from
[47:16] 15 minutes you know up to 11 once you're
[47:19] playing me it's 3
[47:22] minutes you know and then would you get
[47:24] off the court to let somebody else play
[47:26] and there's and you know I said I can't
[47:29] have anybody
[47:30] dominated you know I I I again this is
[47:33] just hearsay but I definitely have heard
[47:36] that perhaps there is that particular
[47:38] leag is kind of dominating those courts
[47:42] and they own those
[47:45] Sports so and Valley to you know I said
[47:50] some basic signs and we'll do some
[47:52] things but people from everybody else is
[47:56] from
[47:57] oh yeah no I over 200 members even when
[48:00] we were starting to talk about those
[48:03] ports I we got a hard time from from him in particular because we were
[48:07] putting him up there and not down in The
[48:09] Stockade and it was like you know I said
[48:12] Rich we're talking like a a f minute
[48:14] drive or something I mean it's not
[48:17] like we can't do everything the should
[48:20] go forwards we got this great swimming
[48:23] facility you got the great a DI
[48:28] great pickle B pickle ball is there
[48:30] music C is there we have to have some
[48:33] money coming in for routine maintenance
[48:36] and some of the staffing issues it's not
[48:38] like we're going to make huge amounts of
[48:41] money on it but to maintain the level of
[48:43] quality so that people can enjoy it uh
[48:48] it's got to be a lower
[48:50] eff he said that it's the way the courts
[48:53] were designed there you don't walk
[48:55] behind other players all never Leed to
[48:57] court and everybody loves how Hill horse
[49:00] was designed and oh yeah they love it up there they love it sort
[49:05] of like you know the a DI it's like our
[49:07] golf course now everybody comes to play
[49:08] golf
[49:09] here that's right the good the good
[49:12] problems they have
[49:13] right we have you know we have like just
[49:16] high class facilities in all these
[49:18] situations but tennis has book
[49:20] constantly on my phone between USDA and
[49:23] love they're just there constantly and you know most cours need some work
[49:28] they want to stay there they bring
[49:30] people in from all over at least USA now
[49:33] they've given us they gave us a break on
[49:35] the um on something Chris Chris W
[49:39] presented to us what were
[49:41] they well they're giving us money or
[49:44] they're
[49:45] contributing this point a half million
[49:47] dollars toward the upgrade to the
[49:49] facility yeah so but you have to
[49:52] remember it sounds
[49:55] impressive they have a revenue stream to
[49:57] support that so they kind a big
[50:00] following people want to come here
[50:02] people want to
[50:04] uh take advantage of that facility so
[50:07] you know again we want to work with them
[50:09] we want to make it happen
[50:11] and don't want to discourage you right
[50:16] so where do we go from here guys in
[50:18] terms of I mean I I feel like I need you
[50:21] guys to take a look at this stuff and sort of come up with the with the
[50:25] best of of what is we've got time
[50:28] because like we said well what we don't
[50:30] have time for is we need to make sure
[50:32] that the budget for 2025 is going to
[50:34] include you know whatever we need but um
[50:39] in terms of like I mean at this
[50:42] point I don't I want to hear how you
[50:44] guys feel but I don't think we can
[50:45] necessarily like change rules right now
[50:49] when there's probably like you know a
[50:50] month and a half left I
[50:53] agree we we can't add anything now I
[50:56] don't
[50:57] no we'll have to modify our signs
[51:01] maybe
[51:02] signs yeah I mean there's no smoking in
[51:05] the park there's no smoking in the pool
[51:08] area people are not necessarily
[51:11] compliant I
[51:13] know and that's where I think the kids
[51:16] are probably having a hard time
[51:17] enforcing stuff like that I'm sorry me
[51:20] that no parking on the lawn signs um the
[51:24] guys up there and tell me they're
[51:25] constantly asking people to park on the
[51:28] lawn and being threatened and who's
[51:30] going to because anyway they're looking
[51:33] for no parking on the lawn
[51:36] signs and smoking or vaping that face
[51:41] well that is that yeah cuz that's not on
[51:43] the sun says no alcohol no glass no
[51:45] coolers no knives no firearms and but
[51:48] there's nothing about smoking I mean
[51:56] people are smoking all over the park
[51:59] believe me it's just not I was in such a
[52:02] bad mood at the music when I was in the
[52:04] concession stand two weeks ago that I
[52:06] literally like went up to be I was like
[52:09] heading towards people to like grab
[52:11] their cigarettes somebody else no I know
[52:13] but somebody else somebody else cut me a
[52:16] different volunteer like got there first
[52:19] and and said sorry you Cann not be
[52:20] smoking here um so I said yes I turned
[52:23] around and right back into the
[52:24] concession stand but um I know
[52:26] individuals too have problems with those
[52:28] Cabanas people are putting up Cabanas
[52:31] those
[52:32] tents should can't be inside inside so
[52:36] people are claiming like their little
[52:37] 4x4 with
[52:39] the tents yeah and and for the infant
[52:43] one um I know in
[52:47] beachs you can't have any only have the
[52:50] unell that but there's a rule that you
[52:53] can have the um there's an infant t no these
[52:57] are like t t they should not be and also
[53:01] umbrellas because on a windy day they
[53:04] don't secure them here comes the
[53:05] umbrella about the down I've seen lots
[53:07] of people with umbrellas I I I agree I
[53:09] the sh there's no place to secure unless
[53:11] you put it through our asro tur be
[53:13] problem well that's right I've seen
[53:15] umbrellas there you have to hold
[53:18] it so
[53:21] agree nexton comes a lot of different
[53:24] rules you know some of the sign we're
[53:26] going to have to modify take a sign down
[53:28] and we do it in house modify the sign so
[53:32] that um you
[53:34] know the basic rules there could be a
[53:36] list of maybe 16 or 20 rules that are
[53:39] there to be followed um you know we we
[53:43] work on that off season and have already
[53:47] just
[53:48] whatever is decided upon what put rules
[53:53] and regulations in terms of timing I
[53:56] mean in terms of like actually coming up
[53:58] with pool rules which would again I just
[54:00] want to reiterate that would be across
[54:02] the pools of SKC not just the Central
[54:05] Park although the hours going be
[54:07] different because of the laps and you
[54:09] know that kind of thing um we have time
[54:12] right I mean we we probably wouldn't
[54:14] need to like sort of finalize something
[54:16] like that no I mean the
[54:19] science well no you can move at your own
[54:23] pace you have to have some level control
[54:26] will be able to manage the facil so that
[54:29] my to do some things and
[54:33] most things looking do is what I call
[54:36] common sense it's not right like you
[54:39] need an act to Congress to get people
[54:43] to but you will get people who challenge
[54:45] it and say where's the sign says I can't
[54:49] smoke it's over on right Avenue when you
[54:51] come in it's in the city
[54:54] cover well I that's up to I mean what do
[54:57] folks feel I mean we can either you know
[54:59] take a look at this and try to come up
[55:01] with a broader list um and try to get
[55:04] signs up if it sounds like that's what
[55:07] you would actually want to have
[55:09] happen well yeah the other thing I want
[55:14] something
[55:15] that's more standardized so there might
[55:19] be some modifications for quack at a
[55:21] bush or Front Street but it's got to
[55:24] kind of make sense on a wide basis so
[55:27] that we don't get people shifting from
[55:29] one place to the other
[55:31] [Music]
[55:33] to find a loophole and create a problem
[55:36] no I I completely agree with that and
[55:39] whatever rules you put up you will still
[55:40] get people who will try and work an
[55:44] angle something it's golf course we post
[55:48] you can't bring
[55:50] alcohol the golf course you can buy it
[55:54] people oh yeah sneak Con in their golf
[55:59] bag whatever and you know
[56:02] it's one isolated thing isn't
[56:06] necessarily an issue you get more more
[56:08] people doing it and you get people who
[56:12] tend to make poor choices where you get
[56:14] glitter you get them doing other things
[56:16] that
[56:19] are just
[56:21] inappropriate I'd like to see no smoking
[56:23] and vaping signs at all of our Parks
[56:25] because I stopped bringing Ella to South
[56:28] Park because I was getting in so many
[56:29] arguments over there um and I didn't
[56:31] want to get into a
[56:34] altercation I don't know where it is the
[56:39] FDA said that they would provide us sign
[56:43] for the entire park system Michelle was
[56:46] following up on that so they would be
[56:50] things that are kind of standardized
[56:52] National level I think they have some of
[56:54] the educational components in it to you
[56:59] know tell people the reason
[57:01] why be smoking should be vaping
[57:05] should that probably the woman that
[57:07] comes
[57:10] um yeah the to she probably has has
[57:13] stuff like that also they do have sign
[57:15] in the past they had a partner with us
[57:17] provide they didn't provide this was
[57:20] federal government I was trying to scr
[57:22] money over who we can we successful
[57:25] sometimes uh we should reach to them and
[57:27] try to get some signs from them I would
[57:29] like to see maybe that education
[57:31] component because that's kind of like
[57:32] what they're charged with and if we can
[57:34] engage some of our younger people in the
[57:37] community to participate in that maybe
[57:39] even in that signage piece like they're
[57:42] therefore you know we can kind of be um
[57:43] leveraging their mission and there's
[57:46] some education and then you get some
[57:48] buying from the community too if people
[57:51] are part of the process so I maybe we
[57:53] just talk to them about like maybe of
[57:55] community project that we want to work
[57:57] with them on around sign Elementary
[57:59] School poster contest yeah something
[58:01] like that that can that can engage
[58:03] students
[58:06] iation uh um restroom
[58:11] monitors anything I I know there's been
[58:13] a lot of
[58:14] flushing I mean we we increased the um I
[58:18] think one of the problems was the
[58:20] fixtures that were there were low flow
[58:23] to sa water okay
[58:26] to a a higher rate to to take some of
[58:32] the St because I know I heard about the
[58:35] one there was one issue that I heard
[58:36] about with somebody sticking something
[58:38] down there was a piece of rebar there
[58:41] which could have came dur construction
[58:43] it just fell in there just didn't get
[58:45] noticed and was removin products so we
[58:49] did put more of the high rate fixtures
[58:54] in have we been having any problems with
[58:56] diapers or anything like that in the
[58:58] restrooms no um people still put wipes
[59:02] in and you know we're checking when I
[59:05] was up there this afternoon one of the
[59:08] guys water plant was checking me the new
[59:10] St pumps that they have up there so it's
[59:13] just more animal quaintance thing and um
[59:16] you there are just certain items that
[59:18] shouldn't
[59:19] go I know are there signs like there are
[59:21] in any public restroom on haven't in the
[59:24] lady room okay
[59:27] I can't remember now more of the
[59:28] problems are in the women's bathrooms
[59:31] yeah yeah so
[59:33] um I'll check that out also
[59:38] um CU those signs I mean those are just
[59:42] dur in terms of going to a restaurant
[59:44] and make sure there's recepticles there
[59:46] that have a choice to put them in if
[59:48] they're not what happens is some you
[59:49] know they bring a you know young baby in
[59:52] and they're changing the paper and
[59:54] they're just throwing something in in
[59:55] the toilet
[59:57] and if it doesn't get flush the next
[59:58] person in they're throwing more stuff
[1:00:01] and then there's a point where it it
[1:00:04] can't take all that you know it's um you
[1:00:06] know if you're going to use it it's got
[1:00:07] to be flush but you can't just put a lot
[1:00:10] of material in there um you know wipes
[1:00:13] use on the end you know babies and stuff
[1:00:15] to clean them off in in a diaper they
[1:00:17] got to go a
[1:00:19] can
[1:00:21] not so do we so I mean I think the other
[1:00:25] thing is the well you know a child of a
[1:00:28] certain age has to be accompanied by an
[1:00:29] adult me we don't have but we don't have
[1:00:32] that posted right yeah but we do
[1:00:34] have okay what is the age that we have I
[1:00:37] can look it
[1:00:41] myself it is sign so under 13 two more
[1:00:45] adults 18 years older must be president
[1:00:47] pool and use with at least one adult on
[1:00:49] the pool deck children less than 16
[1:00:51] years old must at all times be
[1:00:52] accompanied by a parent or guardian or
[1:00:55] similar responsible for their safety and
[1:00:58] behavior while at Bing facility all
[1:01:01] Waters yeah and there's going to be some
[1:01:03] things have be modifi because you know
[1:01:05] when we first started we you know we
[1:01:07] thought you know what is it way me a lot
[1:01:11] of 13y olds don't want to be with their
[1:01:13] mother at the pool you know it's just
[1:01:16] you know so somebody's going to have to
[1:01:19] decide what is the appropriate age level
[1:01:22] for a youth to be at the
[1:01:24] pool you know I mean you read the swim
[1:01:27] test in there lot of even Lake mour a
[1:01:29] lot of people have to pass that's where
[1:01:33] can if I was 1 my mother was standing
[1:01:37] there watching me
[1:01:38] just
[1:01:40] yeah that would probably would have gone
[1:01:42] to the pool back yeah this one Albany
[1:01:45] definitely has children under the age of
[1:01:47] 13 um and if they they have to leave the
[1:01:50] water and sit on the pool deck until
[1:01:51] their parents have returned um but again
[1:01:55] I mean I come back to
[1:01:58] it's we have to talk to Shane as well
[1:02:02] into these discussions because I mean
[1:02:04] you know we got to make sure that the
[1:02:05] kids are comfortable enforcing these
[1:02:08] rules you know and that's the we things
[1:02:11] out of the you know what you've provided
[1:02:13] to the even they're allowing things um
[1:02:16] again I think what we want is just
[1:02:18] people dropping you know kids off and leaving them I mean when I was young
[1:02:24] I Dro hard pool
[1:02:27] I don't think they really careed who was
[1:02:29] there with you I mean there was young
[1:02:31] kids there I mean um you know we just
[1:02:35] walk from diam homes and took your
[1:02:37] little brother with you and you kind of
[1:02:40] watched them at K why you were the
[1:02:42] bigger pool but I mean you know it are
[1:02:45] different now yes
[1:02:48] you it's you what do we feel
[1:02:52] is is a safe age to have somebody there
[1:02:55] where
[1:02:56] you know and how many you know during
[1:02:59] the week how many parents they're
[1:03:00] working right can really you
[1:03:04] know 16's I think 16's kind of
[1:03:09] old not my decision something we don't
[1:03:12] have to be comfortable with that we feel
[1:03:14] safe um
[1:03:17] and help
[1:03:19] too I and I I I apologize I should have
[1:03:22] thought of that I should have probably
[1:03:24] um thought about
[1:03:26] having boys and girls club we
[1:03:29] knew so oh no I know I just wanted to
[1:03:31] get the balls I just wanted to get the
[1:03:33] balls when I spoke to Shane he really
[1:03:36] didn't know too much because he hasn't
[1:03:37] been there right so Julie is right oh
[1:03:40] yeah Julie is there is she a director of
[1:03:42] Education I think yeah and she's she's
[1:03:44] at the pool quite a bit she go she was
[1:03:46] there this afternoon was there um and
[1:03:49] you know she to give us some you know
[1:03:51] some guidance and you know after being
[1:03:53] there at 16 right age of 14 and 13 I
[1:03:57] mean you know I we'll
[1:04:01] have be a little lot better place make
[1:04:04] sure
[1:04:05] when so should we I guess my question is
[1:04:09] when do you want to get together again
[1:04:10] to um to think about this and we
[1:04:13] obviously I
[1:04:15] think I mean do you need do we need to
[1:04:18] do something that's going to go for the
[1:04:21] rest of the summer I'm feeling no I I I
[1:04:25] just want on that the real point of
[1:04:28] contention is going to be a fee
[1:04:29] structure so what are you going to
[1:04:33] charge basically
[1:04:35] nonresidents having said that are there
[1:04:37] scenarios where you charge some
[1:04:38] residents
[1:04:40] for referred swim times or other things
[1:04:44] for the people that are going in there
[1:04:46] may be some of those scenarios you want
[1:04:48] to look at the core of having
[1:04:53] kids from the city out using these
[1:04:56] facilities should be done at
[1:04:59] the most minimal cost so that they're
[1:05:03] basically going in for
[1:05:06] free
[1:05:08] that's yeah I mean this you know it's
[1:05:12] kind of high I think I mean how much do
[1:05:14] they charge they're charging 10 bucks
[1:05:16] for well an adult 13 years in is that
[1:05:20] season
[1:05:24] um no that's a daily rate they have SE
[1:05:28] at Nuna they have Season Pass rates and
[1:05:31] they have daily rates and so yes I mean
[1:05:33] um 314 for a year for a family that's in
[1:05:37] the same household it doesn't say that
[1:05:39] there's a size to the to that not at all
[1:05:41] um if you wanted to go in as and do lap
[1:05:44] swim it's $15 for the whole season um
[1:05:48] but then they have daily
[1:05:49] rates um and I just I mean the children
[1:05:53] under under two years are free two years
[1:05:56] to 12 years it's $6 and so that would be
[1:05:59] like literally every time somebody went
[1:06:00] to the pool a kid they'd be paying six
[1:06:03] bucks per
[1:06:04] kid um so I mean I probably are hoping
[1:06:08] that they're going to come get the
[1:06:09] season pass could yeah no I'm sure
[1:06:12] that's what they're trying to do they're
[1:06:13] trying to sell season pass they want you
[1:06:15] to buy the season pass because they know
[1:06:16] you're not going to cut every day they
[1:06:17] also I mean I felt that this was a
[1:06:19] little complicated they have three
[1:06:20] different seasons even they have early
[1:06:22] season regular season and late season
[1:06:24] and they charge different um they have
[1:06:28] different hours depending on the season
[1:06:31] and they even have a late season if you
[1:06:34] only are going August 5th through Labor
[1:06:36] Day you only have to pay half price for
[1:06:38] those seon obviously you're not there
[1:06:40] for the whole season but I mean I think
[1:06:43] that's kind of
[1:06:44] complicated most of the pools in there
[1:06:47] school ends and you know Labor Day the
[1:06:51] end of August because most of your staff
[1:06:54] are high school students or college
[1:06:56] students you're going back to school
[1:06:58] have the
[1:06:59] staff you have to close it y I mean the
[1:07:02] colony town pool they do do the fobs um
[1:07:05] and you have to have a resident key fob
[1:07:07] and you apply for it at no charge from a
[1:07:10] recreation office um and you have to
[1:07:13] show the key fog in order to use the
[1:07:15] town the town
[1:07:16] pool
[1:07:18] um you so that's I guess I need you guys
[1:07:21] to kind of absorb this stuff and and
[1:07:24] pick out you know
[1:07:26] stuff that you think so I guess moving
[1:07:28] forward next year most importantly too
[1:07:29] is what what we might need to put into
[1:07:32] the budget for next year well right
[1:07:33] that's raising cost of
[1:07:36] chemicals uh extra staff uh from the Boys and Girls
[1:07:42] Club depending on what we want so are we
[1:07:45] thinking that we'll sub submit kind of
[1:07:47] like once we look through this then
[1:07:49] individually we'll submit like what we
[1:07:51] think our ideal thing will be or should
[1:07:53] it be like a shared Google doc like
[1:07:55] we're working document with everyone I
[1:07:57] mean just you could do that I I would
[1:07:59] have to figure out how to do that but I
[1:08:01] think better would be to to do exactly
[1:08:04] how you started out I would ask that
[1:08:06] folks take a look at this and maybe
[1:08:08] submit um you can either I guess submit
[1:08:10] them to me and um what what are some of
[1:08:15] the key key rules that you Paul could
[1:08:19] you send me that photo that you took
[1:08:20] today because I don't have that I only
[1:08:22] have the outside the outside one I went
[1:08:24] up and took um does that sound good are
[1:08:28] you talking with Fe structure or are you
[1:08:30] talking about rules I would say both I gave you as much information as I
[1:08:36] could find for all these different pools
[1:08:39] so you have quite a bit of
[1:08:40] [Music]
[1:08:42] data what and if we want non-residents
[1:08:46] in if we do what Their fee structure
[1:08:48] is interesting to see who's coming so so
[1:08:52] that would be good too if we could get
[1:08:53] some of that data but again we won't
[1:08:55] have the the whole season until the end
[1:08:57] of August
[1:08:59] right um I mean I I think we should wait
[1:09:02] until we have the full data I mean we
[1:09:05] we're doing review of our budgets and
[1:09:07] you know we in the Parks we we can
[1:09:10] estimate some things and finalize it
[1:09:12] prior to when the budget's being
[1:09:13] finalized but yeah I mean for sure on
[1:09:16] this pool the more data we have talking
[1:09:19] the Boys and Girls Club the
[1:09:21] better because we'll have more of an
[1:09:24] accurate
[1:09:27] I think the fee structure is kind M
[1:09:28] thing and obiously the cost of you know
[1:09:31] you you have a pretty good handle on
[1:09:32] that that's but I would think that like
[1:09:34] for the rules we want to kind of go into
[1:09:37] this knowing that this is going to be
[1:09:39] kind of a living thing that we're going
[1:09:41] to have to we should just give ourselves
[1:09:43] the ability to have some autonomy to say
[1:09:45] you know what we thought this was a
[1:09:46] really good idea but it turns out it's
[1:09:48] not and and and this is the reason now
[1:09:50] for those things that we not might not
[1:09:51] be able to fory as far as rules go um so
[1:09:54] I just don't you know you should know
[1:09:55] that this isn't going to be written in
[1:09:56] stone because we want to be able to be
[1:09:58] responsive to the you know the needs of
[1:10:00] the community so I I agree with you to
[1:10:05] Mo to a certain extent but I mean we do
[1:10:07] have to have some things that I mean if
[1:10:09] we're going to print signs if we're
[1:10:11] going to if if somebody's going to come
[1:10:12] to us to get an ID we want to be able to
[1:10:15] hand them you know I I'm pretty sure
[1:10:17] that we do that with dog when I get my
[1:10:18] dog license oh new stuff going on there
[1:10:21] what new structure new structure dog
[1:10:24] licensing
[1:10:26] to same I still can't get them to drive
[1:10:28] it's really unbelievable to me every
[1:10:29] time I get the renewal and the dog
[1:10:31] license they still don't know how to
[1:10:33] drive but um but I'm just saying I mean
[1:10:37] obviously when we when we give somebody
[1:10:39] an ID or whatever it is that we're going
[1:10:41] to use as our form I love I really like
[1:10:45] the idea of a recreational
[1:10:47] idea I I don't right I don't think that
[1:10:50] we're going to be like you know what
[1:10:51] bab's okay we're not going to like
[1:10:52] change like certain things there are
[1:10:53] some core things that we know that like
[1:10:55] are likely not to change I'm just
[1:10:57] thinking like around like maybe we get
[1:10:58] the school district to put on their ID
[1:11:01] that is a City Recreation
[1:11:04] ID then maybe it's just a cost of a
[1:11:06] sticker or something and people who
[1:11:08] don't have that might you know adults or
[1:11:10] other people who want it we charge them
[1:11:14] what the processing fee is together
[1:11:16] it part since you a fuse for tennis what
[1:11:19] if he did a a teer recreational fee I
[1:11:22] some people like to swim some people
[1:11:23] like to play tennis and pick a wall
[1:11:25] you're going to use all the city's
[1:11:27] facilities there there's a price for
[1:11:29] this if you're just a kid that wants to
[1:11:31] go swimming you know maybe it's at
[1:11:33] certain age you yearly pric is $10 for
[1:11:38] the whole year um you know
[1:11:41] but you know we have people playing
[1:11:43] pickle ball we play
[1:11:45] tennis maybe it's it's tiered setup
[1:11:48] where you know you're this is a you this
[1:11:50] is a full recreational pass it allows
[1:11:52] you to pickle it and everything I agree
[1:11:56] yeah something different for just
[1:11:59] swimmers for because that's a that's a
[1:12:02] short season pickle ball they're out
[1:12:04] there if it's nice in April they're out
[1:12:05] there if it's nice in November they're
[1:12:07] there the same tenants they're they're
[1:12:08] out there till we take the Nets down
[1:12:10] yeah the swimming too is a staffing
[1:12:14] issue we don't hire kids we remember
[1:12:18] kids when they come in they want to work
[1:12:21] for the city for the rest of their lives
[1:12:23] this is in May oh they want this job
[1:12:28] well August 1st well you know I got to
[1:12:32] take time off you got to leave early to
[1:12:37] back and so we have trouble you know
[1:12:40] after that first week in August starts
[1:12:43] to be a staffing issue where it's been
[1:12:45] hot whatever we just have to have the
[1:12:47] minimum and Central partment is the last
[1:12:50] pool we close so Front Street will get
[1:12:53] closed shutting down quck and Bush
[1:12:55] moving people to Central Park but
[1:12:58] there'll be times when we're probably
[1:12:59] going to have to
[1:13:00] limit attendance is the pool because we
[1:13:04] won't have the lifeguards
[1:13:06] right one question before um so I was
[1:13:09] thinking with the school district what
[1:13:11] about the sheriff's department you know
[1:13:12] how they do the fingerprinting they work
[1:13:15] it into fingerprinting City ID kind of
[1:13:18] thing you know they always out I'm just
[1:13:19] I just put that out there because of
[1:13:21] school and this and that so that's a
[1:13:23] good suggestion from Paul the general
[1:13:24] IDE you know just sing Single it out for
[1:13:27] 10 pick them
[1:13:30] off
[1:13:32] everything that way you kind of like
[1:13:34] control more control because we don't
[1:13:36] have that IDE you can't show up at
[1:13:37] either one of those facilities well no
[1:13:39] one's enforcing pick we going to have to
[1:13:42] we're going to have to start put some
[1:13:43] resource there because the tennis thing
[1:13:46] drives me crazy in terms of not getting
[1:13:48] the money those are the facility we need to protect them but even if it
[1:13:53] was this you know an idea that had a
[1:13:54] stick or something I mean it could be
[1:13:56] like a tennis racket a pool you know
[1:13:58] what I mean like in the fee structure
[1:14:00] when you go I guess to City FLIR you
[1:14:05] know I don't know wherever you'd be
[1:14:08] getting the the ID um you'd have that
[1:14:12] this is going to let you use the pickle
[1:14:14] ball courts this is going to let you use
[1:14:16] the tennis
[1:14:17] courts I don't know so we still have to
[1:14:20] do more is it something where um you
[1:14:24] guys want to make recommendations to us
[1:14:26] or how do you what should be our next
[1:14:28] step should we obviously I think we need
[1:14:30] to all look through this stuff come up
[1:14:33] with just the pool yeah I want to focus
[1:14:35] on the pool right now um but that
[1:14:38] recreational IDE I think is a good one a
[1:14:40] good suggestion for so it's already in
[1:14:43] the
[1:14:45] book
[1:14:47] just the PO I mean because we've got
[1:14:53] five weeks left yeah and you know even
[1:14:56] if we started doing some signs we're not
[1:14:58] going to be sure what we truly want so
[1:15:00] the signs that are there we're I agree
[1:15:03] and you know the mayor said the
[1:15:07] biggest say little but biggest is is
[1:15:10] what you decide to set for fees or
[1:15:12] resident versus non-resident and I don't
[1:15:15] have any recommendations so I guess I
[1:15:18] would ask you guys to um I mean again
[1:15:20] dor deani John will take your input
[1:15:23] because you're sitting here but if you
[1:15:25] would send me your thoughts maybe um
[1:15:28] maybe in a couple of weeks by a couple
[1:15:30] of weeks to send me your thoughts on the
[1:15:32] fees on any of these rules that the city
[1:15:34] because we have to obviously have a
[1:15:36] larger report back to city council as
[1:15:39] well um and you have to tell me because
[1:15:43] this is the first time that I'm holding
[1:15:45] a committee meeting but I know I have to
[1:15:46] give I have to get um we to have a
[1:15:51] written report to present a report we a
[1:15:53] written report that these guys at least
[1:15:55] two of the three of us have to sign off
[1:15:57] on or something is that is that the case
[1:16:00] for
[1:16:01] comme no no we can just do a
[1:16:05] report we used to the clerk's office
[1:16:07] prepares the minutes and members
[1:16:10] sign okay great told
[1:16:14] [Music]
[1:16:18] me if you were to do a committee report
[1:16:21] at our Council meting
[1:16:25] the most recent thing I've heard she
[1:16:28] told me I can no longer give chair Once
[1:16:31] Upon a Time the chair was required to
[1:16:33] give a report
[1:16:35] yeah
[1:16:37] that's so Josh will give us
[1:16:40] minutes and we don't have to I mean we
[1:16:43] can just report on it at next you can
[1:16:46] walk out of this meeting walk to the
[1:16:48] meeting upstairs and recap what you've
[1:16:51] done at this meeting interesting okay
[1:16:54] anybody Telling You Different
[1:16:56] yeah I know that we we talking about our
[1:16:59] new structure and I know the department
[1:17:02] had they're providing their new proposal
[1:17:05] to us why don't you help us in that way
[1:17:07] kind of like um okay let's look at the
[1:17:09] what is what is it passing us right now
[1:17:11] drop this pool maybe a month out or or
[1:17:15] thing and then we can factor that over
[1:17:17] you know things so that would help with
[1:17:20] kind of like how you know the fee as to
[1:17:22] like okay costing us x amount
[1:17:29] proposal give us some data to we're
[1:17:32] going to need it anyway when we do the
[1:17:33] budget I when we they'll give us a
[1:17:36] budget when he does it but I I think
[1:17:38] residents probably couldn't afford
[1:17:41] what the we're meeting with the
[1:17:43] Department a new shift so we're pumping
[1:17:48] more water at the
[1:17:51] pool that doesn't necessarily mean our
[1:17:53] overall costs of G
[1:17:55] we used to have to pump more water for
[1:17:57] the Central Park Pool the well heads and
[1:18:03] so the electric costs are going to show
[1:18:05] up like we're spending more at
[1:18:09] the pool but will our overall electric
[1:18:12] cost go up they're probably going to go
[1:18:15] up to some because it's a hot summer and
[1:18:18] people use more water so it's not
[1:18:21] necessarily going to be solely the
[1:18:23] swimming pool but we may not have the
[1:18:26] ability to break that down some of the
[1:18:28] chemical costs are up more Paul's
[1:18:31] looking at ways how do you manage that
[1:18:33] how do you
[1:18:34] mitigate uh things and some of the
[1:18:36] recommendations that were
[1:18:38] made may not be the most cost
[1:18:44] effective I I think we should have a
[1:18:46] recommendation from the Poli
[1:18:49] staff give you much information whatever
[1:18:52] we have so you know
[1:18:55] what the trend is where it is and the
[1:18:58] first year is always a little more by
[1:19:00] trial error we after good start so you
[1:19:04] know if I could ask Maybe by um August
[1:19:07] 7th if you guys would just get me after
[1:19:10] you absorb this stuff and just send me
[1:19:12] some thoughts um based on what our
[1:19:14] conversation was today because Paul's
[1:19:17] work is going to come to us um as we
[1:19:20] start the budget season we'll hear about
[1:19:22] the costs and the expenses for
[1:19:25] um all of the recreation not I me you
[1:19:29] know we knew our costs you know previous
[1:19:31] shares with the three pools even the
[1:19:33] four pools when um was open so they were
[1:19:36] pretty pretty steady the only thing that
[1:19:38] was fluctuate is we don't control the
[1:19:41] Corine or the
[1:19:42] sodium um so this pool doesn't use
[1:19:46] sodium Hy it uses what's called pack TS
[1:19:50] so you know that's that's for us um
[1:19:53] there just
[1:19:57] a theater like you have people have
[1:19:58] their own home
[1:20:00] pool
[1:20:01] so all right it looks like we're um I
[1:20:04] appreciate everybody being here um and
[1:20:07] looks like we're we need to head
[1:20:08] upstairs um relatively soon it's like
[1:20:11] 6:48 I think do you need to adjourn
[1:20:13] anything 6:49 oh yes um so can I have a
[1:20:16] motion to adjourn okay second okay all
[1:20:20] in favor thank you and Josh you'll get
[1:20:26] did you get that AUD for them to give me
[1:20:29] input you can pull the transer from
[1:20:34] [Music]
[1:20:35] the
[1:20:37] e thank
[1:20:39] you I appreciate
[1:20:47] so I could just
[1:20:50] um got when she calls for committee
[1:20:52] reports tonight should I say the health
[1:20:54] you getting met and yeah you can just
[1:20:57] say you met earlier today and you know
[1:20:59] just summarize sumarized and then um you
[1:21:03] can if you com appoint you just take the take the transcript from Josh and
[1:21:08] just submit it this week these are just
[1:21:11] not yeah yeah that's fine and I'm I'm
[1:21:15] out of um I'm I'm on vacation as of
[1:21:17] tomorrow should do just because um with
[1:21:21] Community the the minutes for the
[1:21:23] community is not the same as me yeah
[1:21:29] it's happened was here okay that's fine
[1:21:33] what you should do just give um MMA
