[0:01]
personal benefit Clark as um Anthony
[0:04]
that went down from 56,000 to 55,000 is
[0:07]
that the person who had the job last
[0:10]
year was at a higher level okay and then
[0:12]
the person came in the middle of the
[0:14]
year and so she's just going up one step
[0:17]
there where she was but uh the person
[0:19]
that had the job before was making more
[0:21]
so yeah it's a C position so we started
[0:24]
at the great U step one whatever so this
[0:27]
is moving up to step two or three car
[0:30]
head thank you why any questions
[0:33]
[Music]
[0:35]
for Could you um I'm sorry you said
[0:37]
there was a person that did more gave
[0:39]
them a little more which which position
[0:41]
was that the
[0:44]
salary the bottom
[0:48]
of more more hours look
[1:00]
saying none thank you so much welcome
[1:02]
aboard I wish you all the best know
[1:04]
thank you very that was
[1:08]
e one more
[1:10]
question just when you
[1:13]
thought so the the Personnel benefits
[1:16]
Clos is that cdaa yes yes and so it's
[1:20]
gone up by
[1:21]
18800 to this but I thought that that we
[1:25]
were step that's a step so we're still
[1:27]
waiting for the contract correct yeah
[1:32]
really thank you thank you nice to meet
[1:35]
you all take
[1:49]
care all right we'll move to page one
[1:54]
May's mayor's office um sorry
[2:07]
manag page one may
[2:14]
off brief old the mayor's office 8 1210
[2:18]
total mayor's office increased by 2.2%
[2:21]
from 368,000 approximate
[2:24]
376,000
[2:26]
position in the mayor's office
[2:34]
anything so the 3% raises I put in for
[2:38]
management employees and the other items
[2:42]
are basically just carrying
[2:46]
existing have any questions no rise for
[2:52]
you would you make a try or
[2:56]
something well at some point we're going
[2:58]
to discuss that statute says one thing
[3:01]
the council does something else that's
[3:04]
my so we should we should discuss that
[3:06]
at some point in time next week what's
[3:08]
that in terms of
[3:11]
raises for the council and the May next
[3:15]
week I just brought it up as a topic
[3:18]
that we should consider next
[3:20]
week we'll we'll have more discussion on
[3:22]
that in terms of
[3:24]
May any question for the
[3:27]
mayor sting down thank you
[3:30]
yeah we'll move
[3:32]
into
[3:34]
Department say you still want to
[3:38]
wa um that's all right you given up
[3:43]
your that will
[3:49]
be
[3:51]
one page central Communication and then
[3:54]
we
[3:56]
have something to discuss under page 39
[4:00]
lightning that administrative expense I
[4:03]
have a please page 39 John is that what
[4:06]
you said page
[4:09]
16 16 at the bottom we have Central
[4:13]
Communications AG
[4:15]
1650 uh B also talking about Central
[4:18]
data processing um
[4:21]
a680 uh Central Communications increased
[4:23]
by 30% from 60,000 to 78,000 Central
[4:27]
Communications increased by 9 3 8% 6 763
[4:33]
835,000 and then will be talking about
[4:37]
his portion the street lighting for
[4:39]
smart
[4:41]
cityas yeah you want to highlight us on
[4:43]
anything on the um parment central
[4:47]
Communication Y and your Staffing
[4:53]
yeah yeah so this year we have no uh
[4:57]
still we have no fing attack when sec
[5:00]
ATT that is very good thing so we have
[5:02]
to be proud about that we're educating
[5:05]
the employees you know twice a year try
[5:08]
to do it by by early you know so we do
[5:11]
spring one in fall and by doing that we
[5:15]
had doing for like 2 years now we can
[5:17]
see some you know uh change in there we
[5:21]
can be good so security awareness
[5:23]
proficiency assessment if you see this
[5:25]
score compared to the industry Benchmark
[5:28]
they are at 6 4% here at 67% so at least
[5:32]
that's better and uh before I was
[5:35]
checking those fishing thing and the our
[5:38]
score account average f porn was like 4%
[5:42]
around now it is 2.7% so that
[5:46]
is we want to be zero but at least you
[5:49]
know this big change I see in there and
[5:53]
uh I really want to thank you guys for
[5:56]
providing me the capital funding last
[5:58]
year for the sery on this stories we
[6:00]
were able to complete that um by may I
[6:03]
guess yes so that we did on time so
[6:07]
because our server were going end up
[6:09]
life cies were get going end up life so
[6:12]
that that we
[6:13]
accomplished uh employee wise I have one
[6:16]
new employee we hired couple months back
[6:20]
and I'm trying to fill one more position
[6:23]
so like we have a lot in our plate to do
[6:27]
things around and uh from the Smart City side we have
[6:32]
360 access points around the city and uh
[6:36]
many cameras and in expansion John is
[6:40]
playing still playing very good role in
[6:42]
there so he's helping us even become
[6:46]
after through it but that's a big
[6:56]
help I'm going to try to be proactive so
[6:59]
you have to like always be you know
[7:03]
alert on what is going on
[7:08]
network in terms of software and
[7:11]
Hardware how are you with that
[7:13]
especially Hardware replacing all the
[7:15]
old equipments yeah so uh this Windows
[7:19]
uh U Windows 11 what happens is that
[7:22]
have the GPM is called in the bias and
[7:25]
old machine does not accept Windows 11
[7:28]
because of that so there is you know I
[7:31]
found some work around you can still do
[7:34]
that but if Microsoft you know knows one
[7:37]
day and then send up dates then then we
[7:39]
all G so we don't know in that situation
[7:43]
so uh I give list to D back how many
[7:47]
machines we have so we have still until
[7:50]
October 2025 to upgrade those machines
[7:52]
to 2011 so we're going phase wise I
[7:56]
think right byy couple this year if you
[7:58]
have Bud then in
[8:00]
2025 but even if you let's say if you
[8:03]
are not
[8:04]
100% then in 2026 early 2026 we can do
[8:09]
pretty much all so all machine will be
[8:11]
up
[8:13]
toate and Hardware are pretty pretty
[8:16]
good we're keeping like not the Legacy
[8:18]
software there's not much you know maybe
[8:21]
one or two in clerk Department which is
[8:23]
still um you know
[8:26]
not and flex you s I'm not sure who
[8:31]
support that like that we that's all the
[8:36]
old you have a cost did you do a cost
[8:39]
analysis on all the equipment to replace
[8:42]
uh yes I think I get the
[8:54]
numbers yeah the numbers I think it was
[8:57]
like 60 computers we had to replace
[8:59]
desktops and the cost is like pretty
[9:02]
much like 7800
[9:05]
each
[9:06]
but yeah but depending on you know like
[9:09]
you don't have to do all at a time you
[9:11]
know like the machine is still good you
[9:13]
can next year you can f out those
[9:16]
machines but for security reason would
[9:18]
you recommend us doing it yeah SEC we do
[9:21]
it until 2025 October so we have here
[9:27]
it's $60,000
[9:30]
to put us out of
[9:34]
risk yeah that's why I'm trying to get
[9:37]
you don't want to put yourself out at
[9:39]
risk because something coming out there
[9:42]
and one or two equipment they can buy
[9:45]
pass it into into your ccle yeah yeah
[9:48]
definitely thank you so that's something
[9:50]
we might want to consider when we start
[9:54]
our you John you're were saying that the
[9:56]
difference is somewhere around $60,000
[9:58]
and you're saying that this yeah High
[10:00]
number there about 6,000 can be less
[10:02]
you're saying this is like this a
[10:04]
priority yeah you should consider that
[10:07]
we restarting the process the process is
[10:09]
already in the works
[10:10]
right but we should fund whatever
[10:13]
remaining and just complet it and that
[10:15]
wasn't part of last
[10:17]
year's no I don't think so some some of yes some well I'm saying we've
[10:23]
been kind of chipping away at it and uh
[10:27]
and and also too you got to remember the
[10:28]
capacity these guys have to so even you
[10:31]
buy all tomorrow we can't put in the
[10:35]
next
[10:36]
day it will take a couple months to get
[10:39]
you know get out L more running so
[10:41]
that's something we should have the come
[10:42]
to I mean I wonder though are some of
[10:44]
the computers out of the um 60 um are
[10:49]
some of the computers that not needing
[10:51]
to be replaced I mean so this 60
[10:54]
computer needs to be reped oh okay 60 is
[10:57]
the number okay okay thank you they're
[10:59]
not
[11:02]
compatible
[11:05]
software the most advanced level of the
[11:08]
software and for the cyber security you
[11:11]
know Hardware is part of it but it's
[11:14]
continual
[11:16]
education of employees just to be cent
[11:20]
of the
[11:22]
emails yeah phone calls text messages
[11:26]
other things that com in you're
[11:28]
designing to compromise Z Anthony can
[11:30]
you share the cost to us please excuse
[11:34]
me the cost for the for the
[11:37]
60
[11:39]
60700 weig 800 I think was
[11:43]
like some cabling another things go with
[11:46]
it yeah you're going to have we figured
[11:48]
50,000 right or
[11:52]
60,000 fig th000 a piece I was trying to
[11:56]
get away with it at 800 but he
[12:02]
the you just
[12:07]
table I'm really thankful for you guys
[12:09]
for the great leadership you know mayor
[12:11]
and Council for supporting all these
[12:13]
Technologies you know you know because
[12:16]
uh you know this is the ransom where I
[12:19]
have just this from sofos if you read it
[12:22]
you know like the The Ransom price
[12:24]
increased 500 times yeah so so in 2023
[12:28]
it was like 1 million they will ask you
[12:31]
now they're asking 5
[12:33]
million and average cost of if you get
[12:36]
rans somewhere to get all these lawyers
[12:38]
different things to fix everything you
[12:40]
know like public uh reputation things
[12:43]
like that is 2.7 million AR spending who
[12:47]
got it so we have to keep that in mind
[12:50]
all the
[12:52]
time if the council has any other
[12:54]
detailed questions on
[12:56]
that won't have that addressed in public
[13:00]
session so that just some of the
[13:02]
protocols we use and some of the things
[13:03]
that are in place have to be done in
[13:06]
executive
[13:09]
session so that's something we should
[13:11]
consider because we need to protect
[13:13]
ourselves cyber security is not e thing
[13:17]
I know Mia and you have been working
[13:19]
really hard on protecting the
[13:22]
city so we want we at a council want to
[13:24]
provide Power of support yeah sure
[13:27]
appreciate that you should be waiting
[13:29]
any other question go
[13:32]
ahead which one I'll just say on a
[13:35]
personal note I find the trainings very valuable so um and I have learned a
[13:40]
lot and it definitely has helped me um
[13:43]
be more aware of um cyber security at
[13:47]
home and and with the work that I do so
[13:49]
I appreciate that yeah most of the time
[13:52]
70% of time it is a human error in this
[13:55]
all these cases so we have to the one
[13:59]
who is you know all these things we have
[14:03]
to
[14:05]
educate I have a question regarding a
[14:08]
16548 the phone expense um it's it's
[14:12]
increased so what happens is uh we pay
[14:15]
like uh u 2 years at a time okay because
[14:19]
uh to get some discount bigger discount
[14:22]
we pay annually like left so you could
[14:25]
see uh 2023 that was 2024
[14:30]
2025 okay thank
[14:33]
you any other question for this section
[14:36]
well this is it's about the smart city
[14:38]
but I guess it's really a funding uh
[14:40]
because so how much is left in in where
[14:43]
we have with the smart
[14:44]
cities which one smart C smart C I'm
[14:47]
going I'm going to turn I just want to
[14:49]
complete this and I will turn to this U
[14:51]
page page 39 okay he said was on page 39 yes any other question on this
[14:56]
section well my my question was about
[14:58]
the um fees for services line but it it
[15:01]
was answered here by um either ban or or
[15:06]
Derek and Anthony but um I was wondering
[15:08]
about the um what was included in that
[15:11]
line it's
[15:12]
16844 but I see it was the fees for
[15:16]
various um software packages so I just
[15:18]
wanted to let everybody know that other
[15:21]
than software packaging there anything
[15:23]
else service line so F service line um
[15:28]
yeah I think I want to add I think a GIS
[15:33]
software what we're doing is different
[15:36]
department with chicking and they'll do
[15:39]
uh you know give us like the cost is
[15:41]
like 23 grand every year almost so
[15:44]
engineering Police Department
[15:46]
development they will ship in some money
[15:48]
and do it this year also police
[15:50]
department they have give us big chunk
[15:52]
on their ground and development like big
[15:55]
CH so that's true we we're true but I
[15:57]
think next year I ask the chief did you
[15:59]
put any money and I was confused like
[16:01]
who is putting money on that right in
[16:03]
budget and uh seems like Police
[16:06]
Department put it like 8 Grand something
[16:10]
rest 16 Grand I I think I want include
[16:13]
somewhere some if other
[16:16]
department 16k we should check and make
[16:19]
sure it's in the police department is
[16:20]
what you're saying the police department
[16:22]
8 Grand oh put 8 Grand yeah but if
[16:26]
nobody put in the rest of it then I want
[16:27]
to put in my
[16:31]
somewhere okay any other question seeing
[16:34]
on we'll move to page 39 and that's
[16:37]
under Street lighting and a 5182 402
[16:42]
administrative expense there was a
[16:44]
question there and we need a a breakdown
[16:47]
on the
[16:52]
71 so I'll go from
[17:00]
so uh this 20 57 Grand uh which you see
[17:04]
in there that is for the smart uh smart
[17:07]
net
[17:08]
renewal this we didn't pay until last
[17:11]
year what happened was when we bought a
[17:13]
product the industrial product it comes
[17:15]
with 5 year of warranty and 5 year of
[17:18]
licenses in there so we are good until
[17:21]
last year this year we had to renew and
[17:24]
this year we found money uh from some
[17:28]
other uh accounts and for this year we
[17:30]
are good but uh I think we have to get
[17:34]
uh if this in next year we have to uh
[17:37]
get this money how much is that 57 Grand
[17:40]
oh 57 yeah so that is part of the
[17:43]
710 uh
[17:46]
51824 yes yeah that's part of that so
[17:49]
I'm just going line by line here so to
[17:52]
clarify these things and uh uh the smart
[17:57]
uh the other one is 35 Grand that is
[18:00]
also the license fee so other one of the
[18:02]
smart net was like if something breaks
[18:04]
they can fix it and replacement warranty
[18:07]
kind of thing but 35 Grand is a license
[18:10]
cost and U so I did like a lot of
[18:15]
negotiation with the companies and uh we
[18:18]
actually switch our licensing from alart
[18:21]
licensing to the Enterprise agreement
[18:24]
and they gave us quite a lot of discount
[18:25]
from that so um it was like 2 three
[18:29]
months of process for me to negotiate
[18:31]
with the vendors to give us good
[18:36]
pricing and other one is also 5600 is
[18:40]
also licensing 5600
[18:44]
yes uh yeah it's
[18:48]
here uh so I'm I'm just uh recking it
[18:52]
part so go ahead please okay and uh this
[18:56]
120 we had last year which is still 120
[18:59]
for the genetic U 120
[19:04]
12000 new number which you see here is
[19:08]
uh 460,000 this is uh this you didn't
[19:12]
have to
[19:13]
do uh before this is the first year
[19:15]
coming up because we have this with last
[19:19]
we have this R demo project going on
[19:22]
which is expired now so we have to
[19:25]
maintain all this did for the Smart City
[19:29]
that's why this uh cost is 460 in
[19:34]
here so it's a
[19:37]
main their licensing and data and all
[19:41]
those fees over Korea did you say that
[19:44]
was a nice I think is that what you
[19:46]
said oh National Grid okay
[19:55]
sorry okay and uh two more things here
[19:59]
uh so um one is that our video server is
[20:02]
going to end up live next year around
[20:05]
February so I want to get the replace
[20:08]
that server with the new hardware and
[20:10]
new uh storage in there so that is
[20:13]
costing us with the license is like 32
[20:17]
uh
[20:21]
45 I think adding those Mak it same time
[20:29]
[Music]
[20:35]
yeah you missing you know what we should
[20:37]
do we should uh copy that list yeah I
[20:41]
was ask you that share that section
[20:44]
alone yeah so that we
[20:48]
have go ahead please so um this is all
[20:51]
shown up it's administrative expense
[20:52]
when it sounds really like a lot of its
[20:54]
equipment and contracts is there a
[20:56]
reason that it's shown like that as
[20:58]
opposed to because administrative people
[21:01]
think that you immediately go to
[21:03]
somebody's getting paid individual is
[21:05]
getting paid as opposed to a company or buying supplies so I was just
[21:09]
wondering if there's a reason that's
[21:10]
shown like that as opposed to showing it
[21:16]
as just the way it I think we just kep
[21:20]
the
[21:21]
same just the problems this year
[21:25]
grown cion
[21:28]
yeah would it be wise to move that under
[21:30]
it department since it's it related
[21:33]
stuff just it Department yeah but it's it's under street stre it's out in
[21:39]
the field so it's should be in there
[21:43]
most of stuff happens how feel
[21:47]
right unless you you want to do a 4 402a
[21:51]
say equipment or license
[21:53]
software
[21:55]
equipment and administr so you can
[21:58]
description change so he doesn't you
[22:01]
look at it administrative expense it's
[22:03]
not really administrative
[22:05]
expense yeah it would be helpful if you
[22:08]
can do that
[22:10]
easy
[22:13]
yeah any question for go ahead please so
[22:17]
it's about the smart so is this coming
[22:18]
out of smart City no this
[22:21]
is all right so do
[22:25]
we what is our balance there and I guess
[22:27]
I I guess trying to figure out how what
[22:30]
part of lighting you were getting out of
[22:31]
smart cities thought that was part of
[22:35]
it actually paying for the things smart
[22:37]
city is actually still paying for
[22:40]
instulation of fiber and other stuff
[22:43]
that was finishing throughout the city
[22:45]
that's what the Smart City when C
[22:48]
balance that's what we're doing with
[22:49]
that this is actually like the light
[22:53]
power and gas with the lights that's
[22:54]
actually the uh Power
[23:02]
whatever the question was what is the
[23:04]
balance
[23:07]
SM oh he's he does have he just put it
[23:09]
down to answer the question
[23:12]
okay yeah pleas this this is separate
[23:15]
this is yeah
[23:17]
so it would it would be helpful let's
[23:19]
add a line and put that away from
[23:21]
administrative anything in
[23:22]
administrative line leave it in there
[23:24]
and just move it out okay change the
[23:26]
title all right yeah thank any other
[23:29]
question for
[23:31]
about anything else you're missing you
[23:34]
want to highlight to us that is
[23:36]
not that's confidential
[23:41]
yeah don't get ENT that we're not
[23:43]
supposed to
[23:44]
be yeah so I was going to if you have
[23:47]
question or anything I I was going to
[23:49]
break down on what services and things
[23:50]
like that but you know I
[23:53]
think you don't want to tell the public
[23:55]
what you're doing you know getting go
[23:58]
right
[24:06]
yeah any other questions all right thank
[24:08]
you so much appreciate all you're doing
[24:10]
keep up good work thank you very much
[24:13]
you want to go now or you want to
[24:17]
pass take here with us and we'll go and
[24:20]
complete our hearing
[24:24]
sure all right so let's see l
[24:30]
all Department P
[24:33]
seven
[24:36]
sorry
[24:40]
Start has one one word at the bottom of
[24:43]
page
[24:45]
seven I was lost trying toig something I
[24:48]
found it on the
[24:50]
bottom top of
[24:53]
page depart
[24:56]
842 the total law office inre by 1.9%
[25:00]
from 98,000 to 970,000
[25:06]
approximately so ask
[25:09]
just give us a summary briefing what's
[25:12]
happening in Department you know sure
[25:16]
so this year um we so we are a revenue
[25:21]
generating Department we've closed this
[25:23]
year on 61 properties for a total of
[25:27]
1,334
[25:29]
$581 we filed the LZ appendant for the
[25:32]
next foreclosure with 430 properties on
[25:35]
it 45 have redeemed so far we're
[25:39]
planning to file the Foreclosure
[25:40]
petition in the next two weeks in
[25:43]
conjunction with the police department
[25:44]
we've set up the school bus ticket
[25:46]
program it has issued
[25:49]
$4,850 tickets at
[25:51]
$250 so far this year potential
[25:55]
estimated revenue on such would be about
[25:57]
400
[25:59]
,000 we have um we have a first court
[26:02]
date for that scheduled on Friday for
[26:04]
people who are contesting their
[26:06]
tiets uh We've set up a process to
[26:08]
enforce the public nuisance Ordinance
[26:11]
one has successfully been prosecuted
[26:13]
three more are in the works we've done
[26:15]
all of this while still Prosecuting code
[26:18]
violations drafting legislation
[26:20]
defending the city in litigation and
[26:22]
providing legal advice with the council
[26:24]
the mayor and the partner
[26:26]
heads so in terms of our budget um we
[26:31]
have switched it up a little bit in
[26:33]
terms of attorney Staffing for next year
[26:36]
so there is a line for myself for the
[26:39]
Corporation Council there is a line for
[26:42]
a full-time assistant Corporation
[26:46]
Council then we have replaced the
[26:51]
deputy with and the full-time assistant
[26:55]
with four part-time assistant
[26:58]
corporation councils which are listed
[27:01]
under the
[27:02]
perum object
[27:06]
121 we have we also have budgeted 55,000
[27:10]
for uh law clerks and other
[27:14]
assistants also cover if any of the
[27:16]
assistant assistant Corporation councils
[27:19]
go above the number of hours that we
[27:21]
originally expected and then going back
[27:24]
up um our records access officer
[27:28]
um code enforcement specialist
[27:30]
confidential secretary ips3 uh those
[27:33]
positions are been standing in the
[27:36]
department um there has been I believe a
[27:39]
3% raise applied to my salary and to
[27:43]
confidential secretary for both
[27:46]
management employees the others are um
[27:50]
our Union and we'll find out what
[27:51]
they're paid exactly once their contract
[27:54]
is finalized
[27:58]
um in terms of other
[28:01]
expenses um we budgeted 25,000 for
[28:04]
postage 2200 for administrative
[28:07]
expenses 15,000 for advertising 15,000
[28:11]
for fees for services uh travel and
[28:14]
conferences that's uh that's
[28:18]
for label proba to be switched up a
[28:20]
little bit um that is for professional
[28:24]
development conferences as well as um
[28:27]
the bar registrations of myself and
[28:30]
other full-time assistant preparation
[28:34]
Council
[28:37]
um um outside legal services so we hire
[28:41]
outside Council
[28:43]
85,000 uh litigation support
[28:47]
35,000 supplies 4500 maintenance
[28:50]
agreements
[28:51]
5,000 title searches 70,000 we do that
[28:54]
as part of the foreclosure process the
[28:56]
title searches
[29:01]
so any questions yeah
[29:03]
so why are you opting for part time
[29:06]
rather than
[29:07]
fulltime um system we have found that
[29:10]
hiring um part-time we're able to get
[29:13]
much more experienced people so we're
[29:14]
getting better bang for our
[29:18]
bu thank you go ahead please so so I see
[29:24]
that
[29:26]
like there's like 88 they're getting
[29:28]
like 65,000 for the part for the
[29:31]
part-time um corporate all well two of
[29:35]
them are getting 65 one's getting 48 so
[29:38]
this is like increasing the cost overall
[29:39]
because the deputy Corporation
[29:43]
Council if you even take if you divide
[29:45]
the salary in half you're still pay more
[29:47]
by two
[29:48]
assistance the salary that you're taking
[29:50]
out in addition to the other
[29:55]
two um I'm sorry so you're saying you my
[29:59]
understanding is you said that you took
[30:00]
out the deputy right at
[30:03]
106 yeah and then uh added four parttime
[30:06]
four part time to cover that plus
[30:09]
another assistant plus a full-time
[30:11]
assistant fulltime assistant 82 and
[30:15]
106
[30:18]
28 180 188 we decrease the per DM so if
[30:24]
you look at 2024 there was 95,000
[30:28]
this year
[30:29]
budgeted or yeah so it's kind
[30:33]
of you've taken that out we've taken
[30:35]
that down to
[30:37]
55,000 so assistant so part-time people
[30:40]
are always perum is my understanding so
[30:44]
that's why they're listed um below perum
[30:47]
salary but if you look at last year they
[30:50]
had 95,000 in perum we in in general
[30:54]
prium so we have 55,000 basically start
[30:58]
some other and these other
[31:00]
numbers would have normally been up
[31:04]
here but it does
[31:06]
it it winds up being relatively neutral
[31:10]
okay I mean if we look at the bottom
[31:12]
line um actually your overall total for
[31:16]
your department is down um like like
[31:21]
close to
[31:23]
20 I was asked to make Cuts so why made
[31:27]
them
[31:28]
I want to say too even though they're
[31:31]
saying they don't get a salary of 65,000
[31:33]
part time to get paid by whatever they
[31:36]
work that's the max they can so that's
[31:38]
up to
[31:39]
65,000 cut
[31:42]
M can you cut them
[31:44]
off sometimes some guys 12 hours 15s
[31:47]
sometimes 20 you know so
[31:51]
um yeah I mean
[31:53]
we they're going on average now because
[31:56]
they are getting the ones that work by
[31:58]
the
[31:59]
hour uh they're getting paid less when
[32:02]
they work less than the number of hours
[32:04]
and more they so I'm going have to keep
[32:06]
an eye on the Total Lines
[32:10]
yeah have go ahead I think it's I mean
[32:13]
it seems like an interesting strategy
[32:15]
because you probably can bring in
[32:17]
different levels of expertise I mean
[32:19]
different um what am I trying to say
[32:21]
like different categories of expertise I
[32:24]
don't know the legal uh term but you
[32:26]
know so you might have
[32:28]
real estate you might have you know I I
[32:30]
don't know your work specifically but um
[32:33]
I looked at that and thought well that's
[32:35]
kind of cool that you can kind of um
[32:38]
handpick like different areas of
[32:40]
expertise um plus of course no benefits
[32:44]
so uh they don't get any benefits right
[32:46]
three of them do not get benefits one of
[32:48]
them does oh out of the part times yeah
[32:50]
but uh they don't the only benefits he
[32:54]
gets
[32:55]
is retirement
[32:58]
one of the part time does get benefits
[33:01]
but three
[33:04]
don't don't call don't they don't get
[33:07]
like medical stuff like that think he's
[33:09]
just in the retirement system that's all
[33:12]
which is required Social Security also
[33:16]
yeah any other
[33:18]
question go ahead please so just in
[33:21]
terms of hierarchy so the Corporation
[33:23]
Council is first with the next not be
[33:26]
Deputy or is it associate Corporation
[33:29]
Council um so the Corporation Council
[33:32]
will be at the top of the hierarchy and
[33:34]
then there are five assistant
[33:37]
Corporation councils if there was a
[33:40]
deputy would be the deputy fall next or
[33:43]
the depy would fall next yeah than
[33:49]
you any other
[33:52]
questions anything else you want I do
[33:55]
kind have a question this this just made
[33:57]
it C
[33:58]
so um so you're the fulltime offic
[34:00]
Corporation Council then we have the
[34:01]
assistant Corporation councel absent a
[34:03]
deputy Corporation councel and let's say
[34:06]
you're on vacation or your what at long
[34:09]
term so then who becomes that person
[34:14]
that is like kind of the law department
[34:16]
overall the skill set
[34:19]
for Gus Divine
[34:26]
Mission it could be part
[34:29]
time we work as a team part time here
[34:31]
and then Part Time Corporation
[34:34]
Council we work as a team so it could be
[34:38]
it depends on what the question is the
[34:41]
question is is who is like overall what
[34:44]
the question is coming up where you have
[34:45]
to answer it so whose expertise would
[34:48]
you call it oh okay so you're not what
[34:51]
is my question question
[34:54]
okay thank you ma'am
[34:58]
are we missing anything no I mean you're
[35:01]
more than welcome to add if you
[35:04]
like
[35:07]
yourself thank you so much thank you and
[35:09]
your team for all you doing for the city
[35:11]
thank you all right so you can have to
[35:14]
see there like um we'll go back to page
[35:19]
three no page two
[35:22]
sorry right yeah page
[35:24]
two Finance Administration
[35:30]
and we'll work our way down and close
[35:33]
Finance
[35:36]
Administration um the finance
[35:39]
Administration increased by
[35:41]
3.44% from 397,000 to
[35:45]
58,000 as you can see the increase is
[35:47]
due to the finance salary
[35:50]
increasing uh toct industry average
[35:54]
local p district uh the next um increase
[35:59]
is due to a retirement that will come in
[36:02]
2025
[36:06]
noing that up well since you since you
[36:09]
mentioned that um I noticed people asked
[36:13]
the councel for you know pay rais I
[36:15]
would consider not
[36:17]
reing 15% that's that's a serious
[36:22]
consideration Mak of
[36:24]
that okay and think about that sorry I'm just want to talk about the
[36:31]
reasons why the increase for both uh if uh if I if I were to leave and and we
[36:38]
need the opportunity to fill the
[36:40]
position deputy and and the
[36:44]
uh commissioner uh you we qualified
[36:47]
people and and the way to do it is is is
[36:50]
by salary to get qualified people if you
[36:53]
seen you read it in the paper like the
[36:55]
to of this commun uh there control which is a town of to 15,000 people
[37:01]
their controllers 142,000 a year uh the
[37:06]
town of uh the town of reram is 150,000
[37:09]
for their controller and uh city of Troy
[37:12]
which is also small house is 150,000 so
[37:15]
what I'm saying is these numbers we
[37:17]
trying to reflect is is toh to get the
[37:20]
uh you can need proper and educated and
[37:23]
experienced people uh in this position
[37:26]
uh and it's
[37:28]
and that that is why we requested these
[37:31]
raises and
[37:34]
salaries
[37:42]
um Finance Administration that be
[37:49]
complete oh go ahead please on finance
[37:52]
ad so it's kind of a two-part question
[37:54]
it's in this and the next but there was
[37:57]
a reduction in the traveling conferences
[38:00]
in this section in the problem section
[38:01]
so I don't know if that's
[38:04]
or we decided usually set two for each
[38:09]
department this year we set one for
[38:12]
each cut
[38:15]
cutu we're looking to cut the budget
[38:18]
where we
[38:21]
can thank
[38:24]
you if those travel confer training is
[38:28]
necessary why cut it we S one set two
[38:32]
comes back what we usually do we have
[38:34]
two people going come back have them
[38:37]
speak to our departments this time we're
[38:39]
just going to have one you know yeah but
[38:41]
you don't have a budget for
[38:44]
the oh yeah oh for on 1310 the reason is
[38:48]
because uh two free LIC two
[38:53]
Li one for
[38:58]
great any other
[39:01]
question see none we'll move into
[39:03]
accounts and disbursement page
[39:07]
three dispersements
[39:11]
a1315 um the total dispersements
[39:13]
increased by
[39:15]
4.10% 30,000
[39:19]
5,914 um the increase see is uh willing
[39:22]
to promote our Junior accountant to
[39:24]
accountant he's working really hard um
[39:26]
he's definitely a great to the team so
[39:28]
we uh it's another you know we want
[39:30]
retain good employees within the city um
[39:35]
other than that majority of this um
[39:38]
department has St to
[39:42]
in
[39:47]
questions see none we'll move to
[39:51]
page
[39:55]
177 on alloc
[39:58]
insurance right at the bottom of P
[40:00]
[Music]
[40:03]
17
[40:05]
overon oh sorry sorry I miss that
[40:11]
yeah yeah where are you what page right
[40:14]
on top of page um bottom of page 16 oh
[40:17]
yeah yeah yeah I had a hard time find
[40:19]
that one nothing
[40:20]
Chang yeah
[40:22]
[Music]
[40:29]
now
[40:32]
insance
[40:35]
yes page 17 thank you section is all
[40:41]
insurances FL Insurance general
[40:43]
liability insurance cber insurance Dr
[40:46]
insurance insurance that's
[40:48]
our come from
[40:51]
118% increase uh just due to the cost um
[40:57]
Mark
[40:59]
changes you know for general liability
[41:02]
stuff it's all part of insurance buiness
[41:04]
cost of things to repair and has
[41:07]
increased and you know we get got to pay
[41:10]
for
[41:12]
it any questions no seeing none we'll
[41:16]
move to page 18 judgments and claims and
[41:19]
undistributed expense a 1989 we did uh
[41:23]
have a mishap um we missed the senior
[41:26]
center 19 I believe coun Patrick noted
[41:31]
that so we are going adjust there and
[41:34]
we're going to be taking um 30,000 from
[41:37]
police and fire and our side of that and
[41:42]
mov into the senior for toal
[41:46]
6,000 time um so there's two portions
[41:51]
fire and police they have aror section
[41:53]
for OT uh we're going to be reducing
[41:56]
those by 000 respectively U and moving
[41:59]
that AR funding into senior center for a
[42:02]
toal
[42:03]
60,000 we we going through it today to
[42:05]
prepare for tonight we noticed it and I
[42:08]
think we sent the email to to you guys
[42:12]
to I I I did see that can may I just ask
[42:15]
a question so I did see that email but I
[42:17]
don't want to necessarily hurt the
[42:19]
police in fire overtime because I think
[42:21]
that we normally use all of that don't
[42:23]
we in a year
[42:27]
or increase
[42:29]
taxes no no we can take it
[42:34]
$60,000 it's not a big deal yeah exactly
[42:37]
it's not a big deal somewhere it's going
[42:39]
to come up from it's not to make a
[42:41]
difference all right rest of this uh
[42:45]
1989 contingency funds uh those are
[42:47]
mostly used for emergency demolitions um
[42:50]
or other
[42:52]
emergencies um you see the credit card
[42:55]
fees that's uh just Bas of the cost
[42:57]
Business Services uh CL he has parking
[43:03]
um and that's
[43:06]
it parking uh for merchant services
[43:09]
credit card um terminal so those are the
[43:13]
that come from
[43:17]
that department
[43:21]
do so I was what I ask so the fees
[43:24]
coming from parking and other service
[43:26]
not really related to paying taxes
[43:28]
correct
[43:30]
yeah fees are coming out of there Reven
[43:33]
going the revenue yeah any other
[43:37]
question on these two
[43:40]
sections seeing none will move to
[43:49]
page I don't think you touch the police
[43:52]
with board there is a there is a $15,000
[43:56]
there for for service we missed
[43:59]
it what page you page U
[44:11]
35
[44:14]
pleas
[44:21]
yes nothing's changed in this last year
[44:25]
um we're just looking at using
[44:34]
do you have the current actual PL
[44:38]
is, or
[44:42]
that's that's fine if you don't have it
[44:44]
that's fine
[44:45]
I I can find
[44:48]
it 3614 yeah
[44:52]
four uh the year to date is five
[45:04]
yeah go ahead please so of the 15,000 um
[45:07]
that's part of that for their training
[45:09]
to go to yes their conference well there
[45:13]
I know there's currently a conference
[45:14]
going on within the next month or
[45:16]
something so we wouldn't have gotten
[45:17]
those receipts yet because people are
[45:19]
paying out of their pocket and then
[45:21]
asking for re so we're going to see an
[45:23]
increase on that line
[45:27]
but not 15 but not over 15 I don't know
[45:29]
what it cost to the conference I have
[45:31]
like zero idea it
[45:35]
cost can we uh can we look into that
[45:37]
please there's any
[45:41]
outstanding is that like a annual type
[45:44]
of conference thing or yeah okay yes as
[45:48]
you can see in 2023 when they went spent
[45:51]
3400 like say all depends on how many go
[45:58]
any other question on that if we'll move
[46:00]
to page
[46:03]
um page
[46:07]
43 we
[46:10]
have service
[46:13]
40 a 651 we that same
[46:18]
as
[46:20]
expenses um we didn't change any of the
[46:25]
um fors
[46:27]
um
[46:28]
so the veterans and youth programs and
[46:30]
celebrations there's no
[46:35]
change any updates on the you
[46:37]
[Music]
[46:39]
program partnership that we have with
[46:41]
the school and other agency utilizing
[46:44]
this
[46:47]
allocation I don't have any updates but
[46:52]
put something together part next week be
[46:55]
a call yeah you don't mind the reason
[46:57]
why I want to make sure that we we are
[46:59]
funding this adequate to support our
[47:01]
school and any other agency that is
[47:03]
dealing with uh with this the type of
[47:05]
service
[47:06]
that may last year increased with
[47:10]
interns throughout all
[47:11]
City one question want to make sure yeah
[47:14]
I want to make sure it's very successful
[47:16]
we want to make sure we fund it
[47:18]
adequately go ahead please so out of the
[47:21]
150 were um there were you said there
[47:24]
were interns in City Hall and and were
[47:27]
there also does this include uh young
[47:30]
people who working other things outside
[47:31]
of City Hall I think we had some C yes
[47:34]
there were some parks I think Sam you
[47:37]
had one Finance it was uh
[47:45]
Finance
[47:51]
yes so yeah but from
[47:57]
school
[47:59]
she ex said the P was I'm sorry the pay
[48:03]
was not
[48:05]
no the P from the city
[48:08]
yeah they were
[48:10]
[Music]
[48:13]
1550 so when I said um outside of the
[48:16]
city I didn't mean just City Hall what I
[48:17]
meant is were there other opportunities
[48:19]
for employment through this youth
[48:21]
program where they were in businesses
[48:23]
other than the city no this money was
[48:25]
all spent supporting City operations
[48:28]
give disposure to City operations thank
[48:32]
you any other question
[48:37]
on if now will move to page
[48:41]
52 employee
[48:52]
benefits you want to discuss 875 today
[48:56]
[Music]
[48:59]
all right we got to go Friday
[49:01]
after
[49:06]
WR is is there not going to be a budget
[49:10]
22 or 21 where does it come out we
[49:14]
funded
[49:16]
it no there's been no expenses I
[49:20]
guess he's a volunteer Chris is a
[49:22]
volunteer yes okay I thought he was a
[49:25]
parttime employee was also a volunteer
[49:27]
yeah oh I didn't know that yeah we have
[49:30]
not funded way back in on this page here
[49:33]
2022 there were only $1,500 yeah since
[49:40]
2021
[49:44]
Bud
[49:46]
okay let's move to page
[49:50]
52 Anthony this all
[49:55]
yours toal employ benefits increased 8%
[49:59]
from 36.5 36.6 million to 39.6 million
[50:04]
most of that could be attributed to uh
[50:09]
U employee benefits for retirement um uh
[50:13]
as you can see our police uh and Fire
[50:16]
Work time benefits from 9.7 to 12
[50:19]
million this is Def again as I spoke to
[50:22]
you the other first day this directly
[50:23]
came from a state controller's office
[50:26]
and this is about funding the police and
[50:29]
fire and the new 384e for Poli
[50:34]
Department um the other big U increase
[50:38]
was uh from
[50:42]
uh Hospital medical insurance
[50:46]
um the biggest biggest increase went
[50:49]
from medical from 144 to
[50:52]
151 and the the Medicare reimbursement
[50:55]
from a million to a million to 200,000
[50:57]
increase uh this is just the cost of uh
[51:00]
you know what's happening in in the
[51:02]
medical business and Medicare we were
[51:05]
very conservative on this we actually
[51:08]
you
[51:10]
have person who specializes and it's to
[51:13]
look at it for us uh and we're we're
[51:17]
very like on the slim side of the margin
[51:19]
you know so if everything works out
[51:22]
we're not going to have a problem you
[51:23]
know if it doesn't you know we don't we
[51:25]
don't know all depends you know because
[51:27]
we're a self insurance so it really all
[51:28]
depends on one person because you know
[51:31]
we're really a small outfit if one
[51:32]
person gets very very sick uh you know
[51:35]
it can cost us you know a million dollars or so one of the biggest
[51:39]
things that we're working out with our
[51:41]
proac drug company is about specialized
[51:44]
U special specialized specialty drugs
[51:48]
which which has really in this last year
[51:52]
increased over
[51:54]
$700,000 cost you know
[51:57]
that's you know
[51:59]
hee TV what go the stuff fores believe
[52:05]
it or not is like you $30,000 a shot you
[52:08]
know
[52:09]
so that so that's that's the big thing
[52:12]
that we're watching we're working with
[52:14]
the not only with our COA company
[52:17]
they're working with the drug companies
[52:19]
for uh certificates
[52:22]
at yeah for rebates so that you know
[52:25]
that's where we're open uh
[52:27]
keep in this line at a tri Library we
[52:30]
were very lucky with our Medicare
[52:32]
Advantage plan last year we uh we got
[52:35]
into the plan with MP what we made to
[52:38]
guarantee us uh a certain rate for the
[52:41]
second year which which which they did
[52:44]
and as you can see it's costum sust it
[52:47]
did in
[52:48]
2023 when we had a different group um
[52:51]
but we only had a 6% increase but I
[52:54]
heard other agencies even close by had
[52:56]
close to 50% increase on
[52:59]
their on the reimbursement plan so we
[53:01]
were very lucky that we know already
[53:03]
that next year we're going have to start
[53:06]
looking for another plan and see we can
[53:08]
get another R again you know jez is
[53:10]
there one reason why we moved from y to
[53:13]
us care us is
[53:16]
MVP we're at yeah was pulling out of the
[53:20]
market
[53:27]
we went to MVP's us T so our our
[53:31]
retirees who live throughout the country
[53:33]
are covered okay got you and that's off
[53:37]
to uh me see what else have there next
[53:40]
page oh I'm sorry there any question on
[53:45]
this so let me just pull my questions
[53:48]
think I question I think I think M are
[53:50]
answer yeah you can ask
[53:56]
yeah I all right let's move to
[54:00]
page well I just want to I do want to
[54:02]
say that I think those discount programs
[54:05]
that might be an interesting like either
[54:07]
e newsletter or training um not training
[54:10]
but um something to get out to the
[54:12]
employees because I think there's so
[54:14]
many of them that's that's done behind
[54:15]
the scenes our we work with our drug
[54:17]
company that actually does that oh they
[54:19]
do do that they do that for us
[54:21]
okay more and more that's that's what's
[54:24]
keep helping us keep keep that line
[54:26]
going
[54:27]
but even with that the the cost doesn't
[54:29]
reflect the real true cost of the actual
[54:31]
medicine it's absolutely ridiculous oh
[54:33]
yeah it's
[54:34]
crazy country the world it's absolutely
[54:37]
disgusting we we actually in in our part
[54:40]
of our plan we have what's called canx
[54:42]
yeah which we get drugs that
[54:44]
unbelievably you know almost uh 30%
[54:47]
cheaper than the American said but
[54:49]
there's only they can only do a certain
[54:52]
um what's the word you call a certain
[54:55]
amount of drugs it can't be uh generic
[54:58]
so it's a very very small list very
[55:01]
small list and it saves US money but you
[55:05]
know uh it's just too small that it's
[55:07]
not to do drugs a lot of our employees
[55:09]
use you know we do we do have some Habit
[55:11]
to do two we save money on
[55:15]
it um I think the next big uh our next
[55:18]
big
[55:20]
U next
[55:21]
big is debt Debt Service page 54
[55:28]
that would be the end our Deb service
[55:30]
you know went from 7.6 million to 93
[55:34]
million U that was because of you know
[55:37]
uh
[55:38]
we banded more money last year now we
[55:41]
have two years Advance our if you see
[55:44]
our debt service for bonds and uh uh
[55:47]
other stuff that really actually gone
[55:50]
down for our serial bonds a big increase
[55:52]
was because we banded another year so
[55:55]
the cost of you know paying the interest
[55:57]
of those BS and principal you know is
[56:00]
went up
[56:01]
900,000 and also if you see the
[56:06]
installment purchases we purchased the
[56:07]
new fire truck so right now we have two
[56:10]
that we're paying off and so that's mil4
[56:15]
is that's is the increase
[56:21]
of and talking about Debt Service you
[56:23]
know our debt what we try to do is uh is
[56:27]
we're waiting to uh to see what the
[56:29]
interest rates go down we know it went
[56:32]
by went down half% what we do we work
[56:34]
with our fiscal advisers and we see what
[56:37]
the other municipalities are getting the
[56:39]
rates are that's when we decide uh if
[56:41]
we're going to B the bond we try
[56:43]
internally our our plan internally is
[56:46]
keep everything below
[56:47]
4% so really you know as you remember
[56:50]
the past few years we refinance all our
[56:52]
old Lins you know to below 4% so that
[56:56]
that's actually helping us in the long
[56:58]
run U right now our bands are right at
[57:01]
that limit they're like at 4
[57:03]
3.96 so that's why we're continue to
[57:05]
band if we see that the uh the interest
[57:08]
rates are go down then we we will bind
[57:10]
those bands you
[57:12]
know yeah it's always so you you got to
[57:16]
play the game to you know try to save
[57:18]
money absolutely yeah wait until the
[57:21]
interest rate um it's going to drop at
[57:24]
some point in time we we think it's
[57:26]
going to happen after the
[57:29]
election's going to be there I think
[57:31]
makes makes a
[57:42]
difference just wants to hear from I'm
[57:44]
not
[57:48]
pass talking about lead lead pipes in
[57:52]
the city thing I just read an article uh
[57:55]
I think it was last about uh President
[57:57]
Biden is actually putting out a plan yes
[58:00]
to to to you know fun that stuff so so
[58:04]
that's good news for us we're we're
[58:06]
about to do a survey we're going to have
[58:08]
funding to do the survey is coming up
[58:11]
Monday Tuesday when do the election so
[58:13]
we're hoping that if we can do that be
[58:16]
great for all of us it's a great help
[58:17]
and that was that's a question
[58:18]
everybody's asking who's going to pay
[58:20]
for this and that's why we need the
[58:22]
message all to the the community to let
[58:24]
them know that there is federal fund
[58:30]
available it's not available yet but
[58:32]
it's available but we just
[58:36]
have now you said it is available no
[58:38]
it's not it's going to be
[58:42]
available is pushing it we're looking at
[58:44]
Grand people to say yes they got to vot
[58:47]
it
[58:47]
[Music]
[58:49]
through any other question on this
[58:52]
section all right are we missing
[58:54]
anything there
[58:56]
think uh
[58:58]
commission we
[59:01]
everything yeah we did did Jud
[59:04]
that's so the major thing in this whole
[59:07]
budget as I mentioned the first day was
[59:09]
you know benefits uh
[59:14]
debt salaries
[59:16]
and and
[59:19]
retirement big
[59:23]
factors that's that's that's you got to
[59:26]
pay your employees you got to you know
[59:28]
you got to pay the benefits and that's
[59:30]
what the costs are and you know like if
[59:34]
you're a business you know you raise
[59:35]
your prices and government we try to
[59:38]
find the other revenues which which
[59:40]
we're doing with uh sales taxs with the
[59:44]
um cannabis with the bus stop with the
[59:48]
sell houses with you know do all this
[59:51]
but our other course you know you have
[59:53]
to raise fees and taxes and I'm sorry to
[59:55]
say that I don't want to do because I I
[59:57]
got to pay too you know but but that's just the thing of business you
[1:00:02]
know I mean you so living for your in
[1:00:05]
your house and you have to you have to
[1:00:07]
raise the fees and
[1:00:10]
taxes go ahead please just on a side
[1:00:14]
note I wasn't the one meeting with the
[1:00:16]
clerk's office and the dog licensing
[1:00:20]
fees that I think is fairly
[1:00:22]
straightforward to but I don't know see
[1:00:23]
if you covered it the
[1:00:27]
platform it's evolving would allow for
[1:00:31]
the registration of cats other
[1:00:34]
animals uh we're not looking to
[1:00:37]
licensing because that'll fill City Hall
[1:00:39]
people but people could put it into the
[1:00:42]
system put a picture there so that if
[1:00:45]
the fire department was going to the
[1:00:47]
house they'd know there's a cat there
[1:00:49]
that's great if the animal got lost or
[1:00:52]
something or other pets or other pets
[1:00:54]
too uh
[1:00:57]
but would look so it's not for free
[1:01:00]
there is a cost you type and maintain it
[1:01:03]
a little bit so it's you know 10 bucks
[1:01:05]
20 bucks and I don't know if that's been
[1:01:09]
included that's I want to say we need
[1:01:10]
something of the S to added in does that
[1:01:13]
need to be by resolution or does it need
[1:01:16]
to be an ordinance I don't I think it's
[1:01:19]
an ordinance well I don't know on that
[1:01:21]
fee structure was that change so that
[1:01:24]
the the dog licenses could be done by
[1:01:27]
resolution it wasn't changed to that we
[1:01:30]
were changing we're going to be having a
[1:01:31]
public hearing Tuesday to change the
[1:01:33]
ordinance for the dog licenses but that
[1:01:35]
doesn't include the other pets and it
[1:01:37]
doesn't include changing by
[1:01:40]
resolution but the other thing with cats
[1:01:43]
and other pets we have nothing in the
[1:01:46]
ordinance or CH regarding that I don't
[1:01:49]
know if that needs to be added in or can
[1:01:51]
put in my
[1:01:53]
resolution can we uh
[1:01:57]
maybe submit something in favor of that
[1:02:00]
so it's part of the record and the
[1:02:02]
council
[1:02:04]
to do it by resolution going forward and
[1:02:08]
adding the other pets in it you know
[1:02:11]
again say it's $20 registration it's one
[1:02:14]
time
[1:02:15]
fee
[1:02:17]
uh you want it a one time fee because
[1:02:20]
what if a person moves or they have you
[1:02:24]
know we want to have it maintained
[1:02:27]
yearly so that we know that the animal
[1:02:29]
is still there at the house like the dog
[1:02:31]
lies
[1:02:33]
yeah we put more burden on you doing the
[1:02:36]
upkeep yes that would be the
[1:02:39]
ideal component I mean because
[1:02:41]
eventually what we're hoping is that our
[1:02:43]
police would know that there's a pet
[1:02:45]
there to be rescued or you know taken
[1:02:48]
care of whatever the case
[1:02:50]
is is it registered how is it
[1:02:53]
registered we'll have a well we don't we
[1:02:56]
don't do a registry now but we're
[1:02:58]
looking to implement it put it
[1:03:02]
incription
[1:03:13]
work legal to see what is needed and if
[1:03:16]
we need an ordinance or a resolution or
[1:03:19]
we need to amend anything and move
[1:03:20]
forward to next week to add this as part
[1:03:23]
of our Fe structure those Fe they're not
[1:03:26]
in the is that Revenue oh oh yeah okay
[1:03:30]
yeah yeah the revenue yeah the PD add
[1:03:32]
all
[1:03:33]
those and also
[1:03:36]
afor so we'll follow up on that um in
[1:03:40]
the next couple
[1:03:44]
days so so would that up our Revenue
[1:03:47]
well actually we have okay S I see that
[1:03:51]
that's not going to be change the bottom
[1:03:53]
line offset a little bit of the expenses
[1:03:56]
and I hope to next year maybe add uh two
[1:04:00]
home rules to change the cost of birth
[1:04:02]
and death we haven't increased it in
[1:04:04]
maybe two or more decades Albany has
[1:04:08]
increased theirs but the only way we can
[1:04:10]
change it is through home roll
[1:04:14]
okay mean you mean to come and get a
[1:04:17]
death certificate yeah the cost to get a
[1:04:19]
copy of it we can't do anything with
[1:04:21]
marriages but birth and death
[1:04:24]
yes St raise their fees but don't allow
[1:04:27]
the locali to raise theirs I
[1:04:32]
see do you have to wait till next year
[1:04:34]
to start the home why don't we start as
[1:04:38]
hardly as we can and get those into the
[1:04:42]
assembly start in
[1:04:45]
January saying we can start put them
[1:04:48]
together and get them we it out yeah so
[1:04:51]
I think we should work on that in the
[1:04:52]
next couple Cycles
[1:04:56]
any other
[1:04:57]
questions go ahead the overall amount on
[1:04:59]
in this budget for ARA is one is 3.1
[1:05:02]
million yeah
[1:05:10]
Milli there was a spread sheet CL is
[1:05:19]
38278 all right um well the other
[1:05:22]
question that came up the other day um
[1:05:23]
Mr rush but you were sitting on
[1:05:26]
but um about the 88 properties which is
[1:05:31]
a little bit over 2 million that of U
[1:05:34]
pending for no
[1:05:39]
sales um so we have 86 properties
[1:05:42]
according to our
[1:05:43]
records
[1:05:45]
um cancel so be
[1:05:48]
83 um have 29 active
[1:05:53]
closings we have 12 that are waiting for
[1:05:55]
re
[1:05:56]
forclosure we have 15 that are
[1:05:59]
contracted to bcni as an
[1:06:01]
option um and two properties are
[1:06:04]
licensed and the others um are in
[1:06:07]
different phases some of these are from
[1:06:10]
old resolutions so we have to locate the
[1:06:13]
contracts my understanding is my
[1:06:15]
predecessor used to do some sales based
[1:06:18]
just on resolution so we're collecting
[1:06:21]
some data on some of the ones that we
[1:06:23]
need to locate the contracts on
[1:06:26]
so you said there was 29 that active
[1:06:28]
closings right now yeah so what I mean
[1:06:31]
by that is U we either got clear a close
[1:06:34]
or we've ordered title we're somewhere
[1:06:36]
in the middle of closing sometimes they
[1:06:39]
the buyer has to wait for the bank to
[1:06:40]
get back to them so um I mean there
[1:06:44]
that's what I counted from my my records
[1:06:47]
so there's no um like estimate of how
[1:06:50]
much money we would taken from those who
[1:06:52]
are at least in that process those 20 I
[1:06:56]
mean I can put that together for you for
[1:06:58]
Monday if you like Tuesday or Tuesday
[1:07:01]
for the next committee
[1:07:03]
meeting but yeah I can put that together
[1:07:06]
the amount from the active V Active
[1:07:09]
closings sure right thank you if you can
[1:07:11]
do that next week for Tuesday Yeah
[1:07:14]
Tuesday or Wednesday one of
[1:07:16]
those any other
[1:07:20]
this so we'll um we'll recess but before
[1:07:24]
we recess there is some over water so
[1:07:26]
and waste collection want to just have a
[1:07:29]
brief with Mr because he had to leave so
[1:07:32]
Tuesday we'll breing that and then we'll
[1:07:35]
go into Council discussion I encourage
[1:07:37]
