[0:58]
Wednesday October
[1:00]
we have one
[1:02]
committee Finance thank you madam
[1:04]
president I would like to reconvene the
[1:06]
finance committee and we will continue
[1:09]
um our discussion regarding the 2025 um
[1:14]
proposed um
[1:16]
budget just to summarize we um concluded
[1:19]
our um hearing with the various
[1:21]
department heads and um tonight what I'm
[1:25]
going to ask there's a lot of reports
[1:26]
that are submit to us um that we
[1:29]
requested some of us what I'll do I'll
[1:32]
just go through the reports one by one
[1:34]
and ask any questions after we finish
[1:37]
that then we'll we'll start an open
[1:39]
discussion of where we um what
[1:42]
suggestion we have
[1:43]
or and we an open dialogue as we move
[1:47]
forward U into any recommendation that
[1:49]
we may
[1:50]
have so this evening um we have this one
[1:53]
here on Top This is the um report from
[1:56]
um B regards to the bre D or $710,000
[2:01]
and that has to do with the street
[2:03]
lighting administrative expense
[2:09]
[Music]
[2:17]
CLI on time if you have any
[2:20]
questions can help here
[2:28]
questions one of the the discuss
[2:32]
recommendation was to um
[2:34]
create another line instead of moving
[2:37]
some of these from administrative
[2:38]
expense that doesn't belong to
[2:39]
administrative expense to separate 402a
[2:42]
or one we were going to call it software
[2:44]
and equipment that okay with
[2:46]
you that's fin me I mean what the other
[2:50]
member think about it so that
[2:53]
WEP separate what is what is equipment
[2:56]
and what is actually administrative
[2:58]
exence
[3:00]
this is all software stuff here so so do
[3:03]
we name the entire line no we'll have to
[3:06]
add another line 402 what is it
[3:11]
A2 believe B actually going to be
[3:15]
427 a518
[3:18]
4277
[3:21]
yeah it's to be called software okay
[3:24]
yeah
[3:30]
what are you going to name it software yeah it's all software or
[3:34]
Hardware to this is software and
[3:35]
Hardware this is mostly all
[3:41]
software server upgrades maintenance
[3:45]
lies
[3:47]
renewals software
[3:54]
renewals we have a we have a a count
[3:57]
master in the count 27 is sof so oh okay that's want to know where we coming
[4:04]
to the 427 okay got
[4:10]
you all we go to this one here any
[4:14]
um question on the
[4:21]
breakdown the next one I'm going to go
[4:24]
the is the
[4:25]
arpa it's a break that we have we
[4:28]
received from Anthony regards to the
[4:31]
arpa spending and this
[4:34]
CH the arpa
[4:52]
[Music]
[4:54]
funding okay sorry I I have them in my
[4:57]
order you may not have them in your
[4:59]
order
[5:02]
that's
[5:07]
it this copy here want no no we have we
[5:11]
should have copies everyone if you need
[5:14]
copies by any chance let us know or we
[5:17]
can share
[5:21]
[Music]
[5:31]
is the office open
[5:33]
S is the office open
[5:37]
[Music]
[5:46]
yes two copies of
[5:51]
[Music]
[5:53]
this I
[6:01]
[Music]
[6:05]
we can make copies
[6:07]
[Music]
[6:36]
a little
[6:43]
festivity everyone should have a copy of
[6:46]
this report here from um from fam with
[6:48]
regards to the
[6:49]
compensation for the reg
[6:54]
that
[6:56]
yes please um P this if you have
[7:00]
questions we can uh we the stand and we
[7:03]
can go with
[7:04]
this but this is just telling us exactly
[7:07]
what
[7:21]
uh anybody need a copy of
[7:27]
this okay so have a copy so we can go
[7:30]
over um this if we have any questions
[7:34]
please um
[7:36]
[Music]
[7:54]
ask I he the questions go ahead please
[7:56]
call me so um a441
[7:59]
assistant and city engineer moved to
[8:01]
police you explain that pleas yeah as
[8:05]
you Rec call remember the first day here
[8:06]
that was the long line we eliminated
[8:09]
that so what happened went to police
[8:13]
over time so the money that was there
[8:15]
yeah yeah because it was not an Aral
[8:17]
line because the uh the Aral line for
[8:20]
assistant police chief the assistant uh
[8:22]
engineer we eliminated that
[8:25]
position and how much was that I believe
[8:28]
it was 90,000
[8:30]
0
[8:33]
$19 probably in the first budget right
[8:35]
go ahead please I just wanted uh to
[8:38]
recall too uh uh we reduced uh peace
[8:43]
overtime and fire overtime by
[8:46]
30,000 because we want to supplement the
[8:49]
senior center program with arpa so we
[8:53]
took the arle money from police of fire
[8:55]
I spoke about this and we took it and we
[8:59]
moved it to Senior Center ARA yeah um
[9:04]
the question the question on that can we take that $6,000 from somewhere
[9:09]
else take a
[9:12]
look I I I would suggest that we take a
[9:15]
look and see if we can take that
[9:16]
somewhere from somewhere else
[9:19]
good um if you don't mind please make a
[9:22]
note of that so it's 30,000 plus 30 on
[9:26]
the Fire
[9:31]
it it doesn't show is something yeah you
[9:35]
did talk about it and then I think there
[9:36]
was some question around it Patrick has
[9:38]
some question about that too so why why
[9:41]
take it from the police Empire yeah so
[9:44]
recommendation is that if we can find
[9:47]
somewhere else take
[9:49]
it was it for for me it was like the
[9:52]
spur a moment thing that was the easiest
[9:54]
thing to pick
[9:56]
up well we don't want to be the
[9:57]
newspaper tomorrow that we're taking
[10:00]
the
[10:08]
police
[10:09]
so my big question is $3 million of arpa
[10:14]
funding for these um these position or
[10:18]
you know or or supplies or
[10:22]
equipments if we were to carry this into
[10:24]
next year and we don't have offer we
[10:26]
have to find $3
[10:28]
million to to sustain
[10:42]
this how how do we I'm trying to you
[10:45]
know be careful what I say how how are
[10:48]
we in appro genic here in terms of
[10:54]
this I have always looked at our our
[10:57]
biggest liabilities it's also one of our
[11:00]
biggest assets it's distressed
[11:02]
property so we doing the foreclosures
[11:06]
how do we bring it in and be able to
[11:10]
Market it
[11:12]
uh we keep chipping away at it as you
[11:15]
drive through neighborhoods you see the
[11:17]
improvements people are fixing up their
[11:20]
houses uh some of the sales of course
[11:22]
are not perfect but most of them done
[11:26]
are good stories people gone in bought
[11:29]
the houses fixed them up are living
[11:32]
there even ones that have been flipped
[11:35]
which you know it's not necessarily the
[11:37]
primary goal of the uh my Administration
[11:41]
for the council but we end up being
[11:43]
owner occupied houses and so that is
[11:47]
still an area
[11:50]
where
[11:51]
there's call it roughly $4
[11:54]
million in potential revenue and the
[11:58]
other side of it is the reduction
[12:02]
in general operating expenses so we
[12:05]
don't have to send code enforcement out
[12:07]
we don't have to send the police inqu
[12:09]
there we're not babysitting it uh and it
[12:13]
also encourages the adjacent Property
[12:16]
Owners feel more comfortable in fixing
[12:18]
their property
[12:20]
up and this lead me to ask a question in
[12:22]
terms of the um Law Department hiring um
[12:27]
assistant operation Council
[12:30]
um there be any consideration to
[12:33]
hire one or few or three to with real
[12:38]
estate experience to help you push the sales is that something that can be
[12:45]
considered so can I strengthen the
[12:47]
office with more of legal yes it could be considered yes it is
[12:52]
considered and some of that is also uh
[12:56]
some of a dynamic process so that if in
[12:59]
fact we can get all the properties lined
[13:02]
up do the foreclosures be able to Market
[13:05]
them we can look to
[13:08]
either uh bring people on to be on staff
[13:13]
or reach out to existing law firms who
[13:17]
uh as we do for labor attorneys we have
[13:20]
firms on retainer that we pay more on an
[13:23]
as needed basis than as opposed to a
[13:27]
regular salary so that that builds some
[13:29]
flexibility into it where if we can use
[13:33]
the existing staff we'll do that if the
[13:36]
workload shifts or the opportunity is
[13:39]
there to move uh bigger projects or
[13:42]
bigger numbers that we have the ability
[13:44]
to go up and bring in outside
[13:47]
Council yeah that that kind of lead me
[13:49]
back to you mentioned just about we're
[13:51]
seeing the impact in our neigh that
[13:53]
people are investing people are you know
[13:55]
buying these houses they're spending a
[13:57]
lot of money but um My Little concern is
[14:01]
that
[14:02]
we i' say we going to put all of us in
[14:05]
that that we kind of lack code
[14:07]
enforcement what you mentioned I'm going
[14:08]
to use your word the common sense
[14:09]
approach to what's happening there and
[14:12]
I'm glad that you doing something here
[14:13]
to address those things and kind of
[14:15]
address it nip it in the but can move on
[14:18]
apply Common Sense where we cannot we
[14:21]
need to bring people in right to provide
[14:24]
the service and if we are driving in
[14:26]
away we're losing revenue and what's
[14:29]
happening in some areas right now
[14:32]
because I don't feel people are talking
[14:34]
to me that why do I want to come in here
[14:36]
to do service when I have to wait you
[14:37]
know six weeks four weeks so that and I
[14:40]
know that you approach that very your
[14:42]
message loud and
[14:44]
clear deal that no I'm just talking
[14:47]
about it but you did you did approach it
[14:48]
and you put things in place and put some
[14:50]
changes so I just want to commend you on
[14:51]
that because those things if we didn't
[14:53]
address it it would have created a m
[14:56]
impact with C enforcement providing
[14:58]
service
[14:59]
to our home and some people do use an
[15:03]
example your family had a extremely
[15:07]
severe fire on 8th
[15:13]
Avenue
[15:14]
uh Fire Chiefs here they did a good job
[15:18]
came in uh you
[15:20]
know that house has basically been fully
[15:23]
restored yes there's one two blocks down
[15:27]
that is still sitting there there I was
[15:30]
there uh two days ago looking at it
[15:33]
again it's one where we've got a follow
[15:35]
up on uh you know again it was a tragic
[15:38]
event I believe that building had
[15:41]
insurance but you know people are just
[15:43]
making poor choices where you get a a
[15:46]
house that sits there
[15:48]
uh burned out vacant and uh you know
[15:52]
it's really a negative influence where
[15:54]
you come the example where you turned it
[15:56]
around and your family fixed up and yeah
[16:00]
he did a good job and thanks to the Fire
[16:02]
Department chief was there through the
[16:03]
day with his with his firefighters did a
[16:06]
good job death fire out himself yeah no
[16:09]
he didn't I would say that um he was he
[16:12]
was there with know Serv and they restor
[16:15]
that building way before they got the
[16:16]
insurance money so they were aggressive
[16:17]
they know what they have to do and
[16:20]
that's a that's a good example of people
[16:21]
taking responsibility and now leaving it
[16:26]
behind so mayor are you you said that we
[16:29]
have like $4 million in properties
[16:31]
distress properties currently that we
[16:34]
well approximately that if we sell them
[16:36]
that's what I'm proposing in the 25
[16:41]
budget
[16:45]
and you your questions on the 25 Budget
[16:48]
on the 26 budget of course the 26 budget
[16:51]
is harder to project but if we continue
[16:55]
to chip away on it there's real
[17:00]
value so not not in the 25 that you're
[17:04]
projecting it for the 20 that we sell
[17:07]
that because it's not in terms of U
[17:10]
Revenue it's not showing there so yeah I think that was a question is that
[17:14]
this is this in this budget when we come
[17:16]
next year for the 2026 budget we're
[17:18]
going to have we're going to have to
[17:19]
locate $3 million that's what the M
[17:22]
seeing towards where we are stearing on
[17:25]
$4 million in home sales right that can
[17:28]
help to offset this so that will show up
[17:30]
in revenue for the 2026 budget
[17:35]
corre ahead I'm sorry I'm just a little
[17:37]
confused about that so we do have it in
[17:39]
the 25 budget that we're projecting to
[17:41]
bring in um 4.5 million in home sales um
[17:47]
and so but we also
[17:53]
have the co assistance of this 3 million
[17:57]
in the revenue of the budget
[18:00]
so um so we still would have to make up
[18:03]
like a million something is that what
[18:06]
we're thinking question is if we were to
[18:07]
keep if we were to say okay we're going
[18:09]
to take the 2025 budget as is into
[18:13]
2026 how do we fund this AR allocation
[18:17]
where do we account for this $3 million
[18:20]
understand I understand but so would we
[18:23]
have to sell even more property I guess
[18:25]
is what I'm trying to say back down the
[18:27]
taxx roles so
[18:29]
tax revenue goes up gotcha is it's a
[18:33]
it's not it's an overly simplistic
[18:36]
analysis to say everything shows up in
[18:37]
one line so there's actually when people
[18:41]
fix their property up there's sales tax
[18:43]
revenue that goes out uh on our closings
[18:47]
now we we charge the $500 in advance for
[18:53]
putting the permit system in place uh so
[18:57]
again there's additional Revenue there
[18:59]
in reduction in expenses there's a
[19:01]
combination add that is a tax base
[19:03]
increase the sale of the property
[19:04]
mortgage tax and the the fees permit
[19:07]
fees I understand that thank you
[19:10]
combination of
[19:11]
everything 2026 no I just want to bring
[19:14]
that to the table so I don't want to
[19:16]
feel that well we're we're scaring on
[19:18]
anything there there opportunity out
[19:20]
there to address
[19:22]
this and also this doesn't include the
[19:24]
um the pending sales that we talked
[19:26]
about couple days ago right when does or
[19:30]
maybe I should say does that figure
[19:31]
include those sales those 29 I think
[19:34]
prob some of it is going to happen in 24
[19:39]
okay some of it the nature of the
[19:41]
closings May drag
[19:43]
into
[19:45]
25 and we sometimes play around with it
[19:49]
a little bit in December you credit it
[19:54]
in 24 or you credit it in 25 finance
[19:57]
department looks at it where was the
[19:59]
good
[20:00]
faith uh date that we thought it was
[20:03]
going to happen
[20:07]
so thank
[20:12]
you any other question on this
[20:16]
um see then move forward the next one
[20:21]
um we should all have this um from Sam
[20:24]
and just explain the register
[20:26]
on the money that was to that line is
[20:29]
not really as
[20:31]
tight so we just want to make sure that
[20:34]
we address
[20:35]
[Music]
[20:47]
that the next report is um what I would
[20:51]
say smart city so yeah Smart City
[20:55]
allocation we should all have this
[20:56]
report here
[21:00]
this is a breakdown from 20 2018 192
[21:26]
21 that
[21:29]
it was
[21:33]
$100 I remember
[21:35]
being yeah but I print print
[21:41]
on I'm sure I have it I just have to
[21:44]
find it
[21:55]
[Music]
[22:00]
just down we can make
[22:03]
copies yeah that's fine we make copies
[22:05]
we have to go through
[22:10]
sorry
[22:12]
Char what's the name of it smart city oh
[22:16]
it was a newer one one new
[22:20]
on oh I have it right here on top yeah
[22:23]
for everyone
[22:24]
yes every report i reive y
[22:30]
oh okay
[22:43]
[Music]
[23:01]
in the meantime you can you can pull
[23:02]
these two report these were questions
[23:04]
from um um
[23:08]
[Music]
[23:30]
and the reason why I'm doing is you want
[23:31]
to make sure that we address all the
[23:33]
reports that was asked and provide to us
[23:35]
I I don't want to leave any behind and
[23:37]
leave anything that is not um you know
[23:40]
discussed and if there's any outstanding
[23:42]
questions you are welcome to us
[24:00]
Anthony anything that we need to brief
[24:01]
on here or this straight forward I think
[24:04]
it's pretty straight forward if you look
[24:05]
at the bottom part tells you what the
[24:07]
approved budget was tells you you know
[24:09]
any adjustments we made uh then it has
[24:12]
the approved budget amounts and then
[24:15]
expenditures through uh uh
[24:18]
2024 uh and then the over or the
[24:21]
balances are on the bottom line just
[24:23]
wanted to make sure to to let you know
[24:25]
the CV CV connection ig9
[24:29]
that is the cdbg grant through the state
[24:31]
that we received those funds um which
[24:34]
initially were just about to be receive
[24:36]
those funds we are finishing up we have
[24:39]
balance of 50,000 left and U as the
[24:42]
matter right they're still they're still
[24:44]
putting fiber in the ground right
[24:46]
correct it's
[24:48]
200,000 still out there
[24:53]
b for everything
[24:56]
off can get next the real value of that
[24:59]
project we some of who going to do an
[25:03]
executive set give a briefing on the
[25:06]
fire today but some of the things that
[25:10]
were uh deployed or used every day but
[25:14]
the fiber is going to be there for 50 or
[25:19]
100 years it's like water and sewer
[25:23]
telephone uh so more
[25:26]
things develop and can utilize that's
[25:29]
going to be the full value of that
[25:33]
project any question on this smart City
[25:40]
allocation see now we move to um the
[25:44]
questions Miss Patrick I think some of
[25:46]
these were they were they were
[25:51]
[Music]
[25:54]
answer oh yeah I think we went we went
[25:56]
over them in detail at each of them
[25:58]
meeting so I'm comfortable but I I don't
[26:00]
know if anybody else anybody has any
[26:02]
followup to these
[26:06]
questions see none we'll move to the
[26:09]
um we should all have go ahead sorry
[26:12]
please yeah um this question was asked
[26:14]
on the 9th of um of October and there is
[26:18]
the reduction in the public safety
[26:21]
foundation and so we yes I I have that a
[26:25]
note to talk about um the $5,000 yes
[26:29]
yeah well we can you can go ahead talk
[26:30]
about it so um that that was my question
[26:33]
I know that they said they were asked to
[26:35]
reduce their budget and it was 25,000
[26:37]
and that's like what they do with
[26:39]
Community engagement being out there and
[26:41]
all that and so that budget was reduced
[26:43]
to
[26:44]
$5,000
[26:45]
so the the fire department remain the
[26:48]
same 25,000 but 20,000 is taken out of
[26:51]
here and so if we're really talking
[26:53]
about Community engagement all that in
[26:54]
terms of police with the community I
[26:57]
think we should we consider trying to
[26:59]
put that back on that budget line and
[27:03]
the other Dynamic with that is Public
[27:06]
Safety Foundation some of it uh real
[27:10]
goal is to have both departments work
[27:14]
with individuals within the community
[27:16]
and do some independent fundraises the
[27:19]
old D program used to do a haunted house
[27:23]
for Halloween and so some of it is that
[27:28]
just use general tax dollars for it but
[27:32]
to encourage people to support the
[27:36]
public safety foundation and hopefully
[27:38]
through that manner build a broader
[27:41]
network uh where people are working
[27:44]
together and supporting again those
[27:46]
efforts in the public safety field I
[27:50]
understand that but that's not in play
[27:52]
shap so this is really kind basically
[27:55]
decimated that line without that in
[27:58]
place the foundation is there so some of
[28:01]
the challenges people go out and raise
[28:03]
money but yes so understand what you're
[28:06]
coming from the
[28:07]
council yeah that was one of my um
[28:10]
suggestion when we discussed the budget
[28:12]
um line by line was um to continue to
[28:16]
fund that but at the same time you know
[28:19]
we have 25,000 under the fire and 5,000
[28:23]
here and the approach is to encourage uh
[28:28]
um membership to go to seek um funding
[28:32]
from other
[28:35]
sources how much did they spend on that
[28:37]
line this year to dat yeah well not year
[28:40]
to dat but previous year they are they
[28:42]
using that money
[28:44]
sorry
[28:47]
[Music]
[28:49]
use the both department will share the
[28:52]
expense in terms of the outre they do
[28:54]
within the
[28:56]
community G the number are you
[28:59]
requesting that I try to find no I'm
[29:01]
kind of I don't know if this feasible
[29:03]
since we are you could give them 15,000
[29:07]
fire department 15,000 of the police
[29:08]
department that's what I was thinking
[29:09]
it's feasible to kind of like a good 253
[29:13]
splited 155 each and can I encourage um
[29:16]
to go to seek um funding from other
[29:19]
sources to help
[29:20]
them I here to see this line I do not
[29:23]
want to see this line go away ID
[29:26]
Department to fund them
[29:28]
what's the L number please it's um a
[29:32]
2120 402b go ahead please a312 page
[29:38]
20 so it's a3120 402a 402b I Know Chief
[29:44]
um Marino stepped out one of the things
[29:46]
I appreciate that the fire department
[29:48]
does is they intentionally invest in
[29:50]
like different organizations throughout
[29:51]
the years so even if they're not in
[29:53]
place I think their impact or their
[29:56]
support of certain organizations is felt
[29:57]
and and I imagine that in Chief Marino's
[30:00]
capacity they have programs or
[30:02]
organizations they annually fund with
[30:04]
this ex with their full um allotment for
[30:09]
this line in place so I don't know if uh
[30:13]
splitting that between this and fire may
[30:14]
put some of those programs um at at a
[30:18]
negative expense um I will say publicly
[30:22]
I I think it looked poorly optically for
[30:25]
that to be one of the lines that were
[30:27]
adjust Ed for the police department um
[30:30]
definitely with conversations
[30:32]
surrounding community and police
[30:34]
interactions I am proud to say I'm I'm
[30:37]
confident in the work that's been done
[30:38]
and is being done especially within our
[30:40]
school district as we've had recent
[30:42]
events it's important to have a fully
[30:45]
sta police force in place um but
[30:47]
continually investing in the community
[30:49]
is something that needs to be ongoing at
[30:51]
the full capacity so from my
[30:54]
understanding this is my third budget
[30:56]
cycle definitely have having um a lot of
[31:00]
conversations in one go is is pretty
[31:02]
tasking so from my perspective I was
[31:05]
looking at identifying just where
[31:07]
people's um stances were with some lines
[31:11]
and then allowing uh the finance
[31:13]
department to either adjust or we can
[31:16]
have follow on discussions throughout
[31:17]
the remainder of the week of how do we
[31:18]
identify Monies to support any of our
[31:20]
positions but I think having that
[31:23]
complicated conversation Al together it
[31:25]
just it makes for a tasking evening
[31:29]
I shared the same concern from the
[31:30]
beginning I identifi this reduction and
[31:34]
you it what is the actual to
[31:37]
date you able
[31:47]
to
[31:49]
yeah you're absolutely
[31:52]
correct we've seen the the creation into
[31:54]
the neighborhood and the support toal
[31:57]
organization
[31:58]
to kind of bring awareness to what's
[32:00]
happening police departments on the fire
[32:03]
and you know it's something that we
[32:04]
should support I mean if it's 15,000
[32:08]
20,000 it will help
[32:11]
a31
[32:16]
2042 through end of September
[32:20]
[Music]
[32:22]
$3,646
[32:24]
25 2
[32:29]
corre yeah I meant 25,000 oh 25,000 25
[32:33]
so do we know if there's anything out
[32:35]
there that like right now they're coming
[32:37]
up they're doing what do they call that
[32:38]
thing is coming up this week scity or
[32:41]
whatever scity will come up and they buy
[32:46]
candy so dides that come out of this
[32:48]
budget line usually yes what what is the
[32:52]
actual for the police department that is
[32:54]
3ry 410
[32:58]
28 fire department sorry 3410 4028
[33:04]
[Music]
[33:06]
4028 it's on page 28 I believe that's
[33:10]
correct
[33:11]
28 I find it on
[33:18]
this2 316 is
[33:24]
$2,556 oh
[33:30]
they are doing
[33:31]
op so we and we we still have to see
[33:34]
what the cost is
[33:36]
for but as Mr William said apparently
[33:39]
they're also helping organizations when
[33:42]
they put things on and that's how
[33:43]
they're spending their money as
[33:45]
well and in addition the police
[33:48]
department I think they get things
[33:50]
donated to them that's not costing them
[33:52]
anything because they give away some
[33:54]
serious
[33:55]
stuff and I believe uh I was told I'm
[33:58]
not I was told that some of the stuff
[34:00]
that they get was
[34:01]
donated that may be how they keep that
[34:04]
line down pleas also have
[34:07]
83142 a Outreach and that year get
[34:15]
530
[34:16]
two yeah they've been drawing on the
[34:19]
line just above
[34:24]
that is
[34:27]
2 a
[34:29]
Outreach the other one you said they
[34:31]
another line 402 402b and then
[34:35]
[Music]
[34:42]
402 20123 their actual expenses
[34:46]
were U uh out of this budget of 6,000
[34:51]
they spent 1,000 and not 25,000 SP 6,000
[34:55]
in 2023
[35:06]
that's probably where they that's why
[35:07]
they probably felt comfortable
[35:09]
cutting well these are both um these are
[35:13]
both from arund so no matter how we cut
[35:15]
the must they won't be there next year
[35:17]
to spend so um one year they did spend
[35:21]
more than the 5,000 so I I definitely
[35:24]
think we should increase it beyond the
[35:25]
5,000
[35:28]
15,000 was mentioned and again we have
[35:30]
the um expense that we don't know what's
[35:32]
going to happen for this October thing
[35:34]
and I don't know if they do anything in
[35:36]
um for
[35:40]
Christmas it's conceivable that there's
[35:42]
going to be more money spend in what
[35:43]
we're seeing right now we did have one
[35:46]
donor this year $110,000 or
[35:51]
$5,000 for what that for Public Safety
[35:55]
Foundation Public Safety Foundation
[35:58]
H I know there was something with the
[36:00]
school
[36:01]
district the foundation I believe with
[36:04]
the haircut this
[36:06]
was this was just an individual who made
[36:09]
a donation to the city for that specific
[36:12]
use so is that money coming in help in
[36:16]
that yeah that's so that's that could
[36:19]
be
[36:23]
10,000 can we increase that the F to that
[36:31]
whatever that amount is for
[36:35]
now okay my question would so it's it's
[36:39]
a donor then the money is there it's not
[36:40]
even our it's an outside donor who
[36:43]
specifically wanted to donate to that so
[36:46]
it's not even our bit other
[36:48]
money and where would that show up in
[36:50]
revenue or do you show that probably
[36:52]
under
[36:53]
miscellaneous Like Only You
[36:59]
I think one of the challenges um just in
[37:01]
conversations I've had are that again I
[37:05]
mean running events for them to be
[37:07]
running events and using that that
[37:08]
funding is can be challenging also
[37:11]
because you know they're doing police
[37:13]
work so I mean part of you know it might
[37:16]
be interesting to think about whether we
[37:18]
need somebody that we use some of the
[37:20]
money to pay someone um that would
[37:23]
actually be working with either with
[37:25]
both either or both of the Departments
[37:26]
to actually put on some of these things
[37:30]
um just as just as a suggestion so I
[37:32]
think that's what they pay they pay a
[37:34]
vendor to for supplies and things like
[37:36]
that so they manage program or they just
[37:38]
pay for the supplies and and items or
[37:41]
you know Supply food water whatever to
[37:44]
carry out that event I just mean
[37:46]
coordinating the events you know you
[37:48]
know what I mean as opposed to the
[37:51]
supplies for generally they attend
[37:54]
events that other people have already
[37:55]
coordinated like the 518 like the
[37:57]
basketball thing that they were doing so
[37:59]
it's someone other group that
[38:01]
coordinates and then they invite them to
[38:02]
come and bring all the goodies so I
[38:04]
don't know that we necessarily need a
[38:06]
separate coordinator because the events
[38:07]
happen and then the police show up um to
[38:10]
support it and bring all the giveaways
[38:14]
like like part well National 9 was part
[38:16]
of 518 so you so I I don't I don't know
[38:19]
that we could afford the expense of
[38:22]
someone because it's not like even a
[38:23]
full-time job no no it's not a full-time
[38:26]
job
[38:27]
just a suggestion and then also I think
[38:30]
an important component is with these
[38:31]
community outreach lines in my
[38:33]
perspective it's how do we prevent fires
[38:36]
how do we prevent crimes and I think by
[38:39]
embracing and engaging the community
[38:41]
proactively where we address or provide
[38:43]
some context to what they do or what
[38:46]
policing involves or entails in in the
[38:48]
city of concy I think it reassures
[38:51]
people that the Poli are present and it
[38:52]
also provides a friendly face to if you
[38:55]
have any questions or if there are any
[38:57]
Miss interpretations but I think for the
[39:00]
benefit of this line it it helps to
[39:04]
present and address issues before they
[39:06]
happen into Chief Marino's comment he
[39:08]
made earlier we can't quantify fires
[39:11]
that didn't happen we can't quantify
[39:12]
crimes that didn't happen but for this
[39:15]
budget I think it truly it pays for
[39:18]
itself and that's why I think having
[39:20]
this being ongoing permanent line in the
[39:22]
budget uh just ensures that generation
[39:25]
after generation they understand the
[39:26]
importance of the police their community
[39:28]
and also it presents how the police
[39:30]
should interact with their
[39:32]
Community I think it's just really first
[39:35]
time you engage a police officer you
[39:37]
don't want it to be in the midst of a
[39:38]
crisis right and I think that's kind of
[39:40]
the same thing for our fire department
[39:42]
so that's pretty clear um value there
[39:45]
and I do think that them leveraging some of the uh Community uh things that
[39:51]
are already existing to kind of
[39:53]
contribute to it that again that just
[39:55]
reinforces you know partnership and in a
[39:57]
really meaningful way so it doesn't look
[39:59]
like um you know as you know a
[40:03]
performative thing just showing up it's
[40:05]
like showing up and contributing you
[40:07]
know uh to the cause is I think
[40:11]
important for that so I think we're on
[40:12]
the same
[40:13]
pact I I do want to clarify that I don't
[40:16]
want to take money away from them um and
[40:19]
I absolutely value the them being
[40:22]
involved in all these
[40:23]
events I se a conversation here and I
[40:27]
think for many of us and I can speak for
[40:29]
myself is that we're looking to going
[40:33]
forward into next year to meet this line
[40:36]
permanent I don't think there's
[40:37]
absolutely no push back on that is to
[40:39]
make this line permanent so yes it's in
[40:41]
low this year but these lines will
[40:44]
eventually the next budget be permanent
[40:47]
in our budget and funded from General
[40:50]
Reserve I mean look at it it's to bring
[40:53]
it up to 25,000 is 20,000
[40:56]
M um
[41:00]
if we have I don't know what the amount
[41:02]
is is 10,000 or $5,000 was donated can
[41:05]
we can we kind of subsidize that
[41:07]
whatever that amount is and put the the
[41:09]
balance and bring it back some of that
[41:12]
in fact they may you s that money for
[41:14]
like buying some of the candy
[41:18]
for scare
[41:20]
activity cheack that information down
[41:23]
tomorrow yeah whatever the difference is
[41:25]
I don't have an objection I from the
[41:28]
beginning I said we need to bring this
[41:29]
line back to 25 to match the the fire
[41:32]
department and to keep it at $50,000 so
[41:35]
they have that money available to them
[41:37]
continue the Outreach continue the good
[41:38]
work they're doing uh in our
[41:40]
neighborhood to can of
[41:42]
subsidize these uh events from the local
[41:46]
organization and both department has
[41:48]
been doing a fantastic job sing
[41:54]
that so we wait we can put that as as an
[41:59]
item to revisit and we're just steering
[42:02]
down $20,000 which is not for 20,000
[42:05]
more right yes I look for it
[42:12]
tomorrow you got 6 got 60 already for
[42:17]
yeah I like that all right 20
[42:20]
tomorrow that's no I think all of us are very supportive of that yeah the
[42:26]
next one we'll talk about
[42:27]
the arle we should have this report here
[42:30]
let's go through this m I think there
[42:33]
are some some questions on
[42:36]
[Music]
[42:54]
this all right we need to make copies
[42:56]
anybody
[42:57]
anybody's missing you get copy yes sir
[43:01]
all right
[43:04]
[Music]
[43:11]
[Applause]
[43:12]
[Music]
[43:27]
all right this was a thank you all
[43:35]
right really fast before we move into
[43:38]
this discussion I just so um the
[43:41]
anti-racism training that's funded from
[43:42]
a different line for the police or that
[43:45]
call can you call the page oh oh sorry
[43:48]
page um 20 Page 20 up so uh
[43:53]
402c 8120 402 the question was asked
[43:56]
when I fin were like um what was that
[43:59]
question they um they last year or this
[44:02]
year I should say they had the anti-
[44:05]
racism training that was done by the
[44:06]
Underground Railroad and they don't it's
[44:08]
not something that they do every year so
[44:10]
there that's that's not seeing any
[44:12]
funding so I'm not sure how it was paid
[44:14]
for this year but I know that it was
[44:15]
done this year through the Underground
[44:17]
Railroad I'm not sure going forward if
[44:20]
there's if they just donated their time
[44:22]
and effort I'm not sure how they came
[44:23]
about that so I did raise that question
[44:25]
as well as as you can see as f for quite
[44:28]
some time right I saw and I I I was
[44:31]
looking I remember they're saying I
[44:33]
wasn't I was looking for some clarity on
[44:34]
I wasn't sure where that where it stand
[44:37]
because right now I think well that's that's a question that we could
[44:39]
kind of get from the chief like what the
[44:41]
plans are for that CU I think that's
[44:43]
really they had it done this year
[44:45]
absolutely did but um it doesn't show
[44:48]
anywhere in the budget so I know that
[44:51]
they paid for it
[44:53]
underr it looks like it's 100% it
[44:58]
I thought that was taken out of a
[44:59]
training line yeah it's not here that's
[45:01]
what I
[45:02]
thought if you don't mind we can ask the
[45:05]
chief have
[45:11]
something would you like yes
[45:15]
please the
[45:17]
chief ask the chief for a clarification
[45:19]
as to why the this line Z
[45:25]
out I know they the train
[45:27]
yes yes and where where the money uh
[45:30]
came from the pay for the
[45:33]
training and when is it when is it next
[45:38]
training I know those are one of those
[45:39]
trainings that you like to see down
[45:41]
annually as but I'm sure that they're
[45:43]
good at finding like other resources and
[45:45]
if they're finding other sustainable
[45:46]
resources God bless them you know but if
[45:48]
not something we should and that's why
[45:50]
ask ask when the next TR the next is
[45:52]
next here then we need to know where we
[45:55]
can get to that
[46:02]
training all right let's go through
[46:08]
thiso any question you have please
[46:17]
[Music]
[46:53]
go ahead Mr Mr you gave report from the
[46:57]
beginning there was a couple of um ones
[47:00]
that you said we were recouping and
[47:01]
bringing back to the general
[47:05]
fund oh for 2025 yes yes we got that
[47:10]
list right
[47:15]
[Music]
[47:21]
there okay we're looking to take uh
[47:25]
1 1,2 50,000 from the Carver Community
[47:30]
rehab um
[47:33]
94,6 to from the sidewalk
[47:37]
program
[47:39]
65486 from the empart center repad and
[47:44]
237,000 from Riverside Park
[47:46]
[Music]
[47:50]
for so they had 250 so they spent little
[47:54]
bit what's left correct
[47:58]
[Music]
[48:00]
I believe that was
[48:05]
Riverside I believe it was for the
[48:07]
stting board I don't know I don't know
[48:09]
what are they I I I think they hadn't
[48:10]
made a decision I think they've gone
[48:12]
back and forth um about basketball
[48:15]
versus other things so and I and I'm
[48:18]
speaking to the engineer that says
[48:20]
there's no time he has no time available
[48:22]
to do that he's the one who suggested
[48:25]
that we take that
[48:28]
Mr chairman go ahead please just s a
[48:31]
message to Chief Whipple for the
[48:33]
anti-racism
[48:35]
training that was paid for out of the 23
[48:38]
budget the number was in the amount was
[48:41]
in in December of 23 but the training
[48:45]
wasn't actually done until
[48:49]
24 so again it's been done this year and
[48:52]
I think again they're looking to do it
[48:54]
like every other year okay as part of
[48:56]
the World
[48:59]
TR that's what he said the other night
[49:02]
that's what I think he said when we when
[49:03]
we asked them the other
[49:08]
night so gu if I can speak to them the
[49:11]
last thing we highlighted was the
[49:13]
Riverside Park courts I would hope that
[49:15]
it was in response to that considered
[49:18]
skateboard effort um I know even
[49:20]
mentioned that out loud definitely
[49:22]
there's a lot of red flags with
[49:23]
liability uh I would say I don't believe
[49:26]
in coincidence but I happen to run into
[49:27]
an individual that's a really prominent
[49:29]
figure in that area and he's like his
[49:32]
comment um paraphrasing was we're not
[49:35]
even asking for funding we just want to
[49:37]
it to be approved um I know the research
[49:40]
that I've done and I defin from the to
[49:42]
Corporation Council and it's the mayor's
[49:44]
prerogative it kind of spoke along the
[49:46]
lines of as long as there's sound
[49:48]
infrastructure those uh understandings
[49:52]
kind of prevent us from any liability
[49:54]
and I don't know where the rest of the
[49:55]
council stands but I think if we going
[49:56]
to be removing quarter of million
[49:59]
dollars from that fund that could
[50:01]
potentially revamp that area for this
[50:05]
recreational activity I think in Li of
[50:08]
that there should be a considered effort
[50:10]
to identify how the city can make this a
[50:14]
legal activity within the community um
[50:17]
or we need to start enforcing the policy
[50:20]
that's currently in
[50:22]
place I just want to mention once again
[50:25]
speak nor engineer who said
[50:27]
with all the projects He has in place we
[50:30]
not be able to get for that
[50:35]
2026 that's why and that's not what I'm
[50:38]
advocating for so I apologize if that
[50:40]
was misconstrued I'm saying if we're
[50:42]
taking the money back I understand that
[50:43]
we are in a financial position in the
[50:45]
city where we have to identify potential
[50:47]
fee increases and fine increases and
[50:50]
what not applying this that that means
[50:53]
to our tax tax base so I get that I'm
[50:55]
saying if we're going proceed with not
[50:57]
pointing this line we should look at how
[51:00]
do we identify a pathway for the city to
[51:02]
embrace this recreational activity as
[51:05]
opposed to turning a blind eye and not
[51:09]
supporting
[51:10]
it Mr L so we have had meetings with the
[51:14]
group um about the skateboard park and I
[51:17]
think that we had alternative you know
[51:18]
we had some suggestions um so we can you
[51:21]
know bring that back to the table and talk to them again um but and the
[51:26]
residents of The Stockade are also
[51:29]
there's there's some of those residents
[51:31]
that would be okay with a skateboard
[51:34]
park and there's other residents that
[51:35]
say well maybe it should be a basketball
[51:38]
court um and still others that have even
[51:40]
tossed around you know tennis or or pick
[51:42]
a ball so I think it's a good a good
[51:45]
idea to bring it back and it's something
[51:46]
that the health and Recreation committee
[51:48]
can put back onto an agenda as well but
[51:51]
there I mean I don't know if you've had
[51:53]
additional meetings um since the last
[51:55]
one I attended but there definitely were
[51:57]
you know some issues around liability
[51:59]
and that kind of thing with the
[52:00]
skateboard but um it's clearly a
[52:03]
recreational activity so we should be
[52:05]
thinking about
[52:07]
it so but if there's no money then we
[52:09]
can't we can't do basket we can't make a
[52:11]
basketball in 2025 yeah or a pick aable
[52:13]
court or anything there's no funding to
[52:15]
support
[52:22]
it I mean it's it's a city park so we
[52:25]
can fund it at any given time true
[52:28]
Capital it doesn't have to come from
[52:30]
oura you can come from any Capital
[52:32]
project or special allocation into the
[52:34]
budget it's City facility so regardless
[52:37]
of our or general fund if we decide to
[52:41]
move forward and we may and the
[52:42]
administration decide to move forward it
[52:44]
can be funded either
[52:46]
way but then we have to look at the same
[52:49]
mean the morning topic
[52:51]
liability so can not have people just go
[52:54]
into a public park and start to do
[52:58]
construction
[53:00]
without getting a building permit any
[53:02]
design
[53:05]
standards there's just no good scenario
[53:08]
yeah that's what I saying the warning
[53:10]
point is liability of these things I'm
[53:12]
in there and and what the design layout
[53:14]
and all to make sure it's a safe
[53:16]
environment for everyone to to
[53:19]
use me again I think also it has to fit
[53:22]
into the I mean the city engineer does
[53:25]
have a lot of parks projects on his
[53:27]
plate um as you can see from the from
[53:29]
the grid and then you know he's working
[53:31]
away on those things so you know sounds
[53:34]
like it's not going to happen in
[53:36]
2025 right Mr Ferrari that's what he was
[53:39]
that's what he told
[53:41]
us I'm was saying I we have this Parts
[53:46]
director position that is now occupied
[53:49]
correct I think this would be a
[53:52]
impactful uh topic for him start
[53:55]
reviewing um I can hear all sides but in
[54:00]
that there's no pathway of action so
[54:04]
there is the
[54:05]
potential uh amount of money that would
[54:07]
have impacted any one of those issues
[54:10]
that is now being removed and in replace
[54:13]
of that we are putting W so I think
[54:17]
there's already um items and Equipment
[54:21]
there I understand
[54:23]
1,00% that the city cannot allow a group
[54:27]
of individuals to just make a makeshift
[54:30]
skate park I get that however we need to
[54:33]
totly address that that is there and
[54:35]
they are using that so unless we're
[54:37]
going to really work collaboratively to
[54:41]
right side that issue we have to tear it
[54:43]
down and put up fences because I think
[54:45]
it sends a Mis message to say you can't
[54:48]
use this park but we're going to nor
[54:50]
only allow people to use the par
[54:57]
and miss miss um could you stop I mean I
[54:59]
didn't know about that there were
[55:00]
meetings that were taking place so
[55:02]
you've been meeting with the a long time
[55:04]
ago the skateboard won it wasn't even
[55:06]
this year oh okay yeah all right I
[55:08]
thought that was the last time that they
[55:10]
oh it's been a while yeah oh okay thank
[55:12]
you go ahead please I I do know that we
[55:15]
did suggest under the ramp down by
[55:18]
predel that was a good suggestion to the
[55:21]
uh State boarders um and they they at
[55:25]
that point w in agree to get money part
[55:27]
of it for us to move them down there so
[55:30]
again talks were were being held and
[55:33]
taking place so and as Miss Patrick just
[55:35]
said bring it back to the table at some
[55:37]
point
[55:42]
so well and as Mr William said they're
[55:45]
still skating down there that's not even
[55:48]
you know I've not been there in a while
[55:51]
but the last time I was there during the
[55:53]
summer they still were and actually
[55:56]
there was an an email where they thought
[55:58]
the council had just flashed their um
[56:01]
idea and it didn't so let's say the
[56:03]
record that that did not
[56:05]
happen or have that discussion I Reed
[56:08]
email that they
[56:10]
[Music]
[56:13]
believe just for clarity the
[56:18]
question so yes so so just for clarity
[56:21]
we're talking about a couple different
[56:22]
things so the issue as it as we know as
[56:26]
stands right now is liability clearly um
[56:30]
but there's a way if this was to turn
[56:34]
into a manifest into uh a skate park
[56:37]
whether it's there or under uh the
[56:39]
bridge I know uh I remember the man
[56:41]
suggesting uh last year that the
[56:43]
liability issue
[56:46]
um will be mitigated if it is a skate
[56:51]
park and it you know it's not obviously
[56:53]
a makeshift thing right so so we're
[56:55]
saying that're so that's my for clarity
[56:57]
we're not saying that we can't do a
[57:01]
skate park at some point due to liary
[57:03]
right we're not saying
[57:08]
that correct okay something designed to
[57:12]
acceptable standards criteria for skate
[57:16]
parks
[57:18]
sure I think to bring them back to the
[57:20]
table let's have a continued discussion
[57:24]
and to come up with a a design that
[57:26]
that's you know that is acceptable to
[57:30]
city and then you know potential of
[57:32]
moving
[57:34]
forward can't be
[57:36]
high what do we do with that old pool
[57:39]
has ni the right curve that's I actually
[57:42]
did suggest that I actually thought that
[57:44]
would be a great
[57:46]
idea Green Space or that's a possibility
[57:50]
even though to say that that is
[57:53]
M they do like a conr surface which is
[57:57]
harder and
[57:58]
[Music]
[58:03]
smoother go ahead please um follow if we
[58:07]
could just go back for a second I missed
[58:09]
um in term when Mr Ferrari was talking
[58:11]
about the projects that we were
[58:14]
considering eliminating the funding for
[58:16]
I got Carver Riverside sidewalk but I
[58:19]
think there were some others the
[58:20]
Empowerment Center oh that's right we
[58:22]
had those was it's on this page we
[58:24]
should have a report I guess
[58:27]
oh
[58:30]
I the summary should be the summary
[58:34]
here thank
[58:38]
you so right in the middle of it Capt
[58:42]
the the breakdown gotcha of the um four
[58:47]
um Pockets or the money is coming from
[58:51]
[Applause]
[59:08]
let's continue I mean we can just go
[59:10]
side by side because this one capture
[59:11]
something let's continue with this um
[59:13]
ARA report and then we'll move on to
[59:17]
anyone else in terms of any question
[59:19]
that you may have
[59:27]
so just just so we're just comfortable
[59:29]
that I know that some people have well
[59:31]
at least one or two but I can see
[59:33]
already spent down and the rest we're
[59:35]
just comfortable every all the projects
[59:36]
will be done by
[59:39]
2026 because once we once we' allocated
[59:42]
money by the end of this year we don't
[59:45]
end there's no opportunity to recoup
[59:48]
from if they don't spend it it's just
[59:52]
have to send it back to the give it back
[59:54]
we don't want that
[59:56]
is that is that is that a true statement
[59:58]
if they were to I mean I just want to
[1:00:00]
put that out is that a true statement
[1:00:02]
I'm continue um if we were to allocate x
[1:00:06]
amount of money and they are not coming
[1:00:08]
up to par in trying to complete progr
[1:00:10]
can we resend that excuse me can we
[1:00:14]
resend the contract yes and recruit the
[1:00:17]
money back and bring it back in house
[1:00:19]
before 2025 yes it would have to happen
[1:00:24]
before 204 December 31st 2024 so that is
[1:00:27]
something that we have to look at I will
[1:00:30]
encourage them to you know all of us may
[1:00:33]
administration department of development
[1:00:35]
it's so kind we have to be on top of
[1:00:37]
this project to see how they are faing
[1:00:40]
out there and if they can come up to far
[1:00:44]
we're going to have to we're going to
[1:00:46]
have to amend um the resolution and to
[1:00:49]
take this money back
[1:00:51]
unfortunately that is my personal
[1:00:54]
opinion right now this point time
[1:00:56]
because it will hurt us more to see that
[1:00:58]
we try to work with them all the way to
[1:01:00]
the 21st of December and they can carry
[1:01:03]
their weight they can add bring in
[1:01:04]
additional funding from other source and
[1:01:07]
lose millions of dollars so I think this
[1:01:10]
Council has an obligation to to look at
[1:01:13]
this with the mayor and the department
[1:01:14]
of development and we work side by side
[1:01:18]
to make sure that we bring back these
[1:01:20]
funds in
[1:01:22]
house well um go ahead please think that
[1:01:26]
we some of these funds some of these
[1:01:28]
projects did not need matching funds so
[1:01:30]
we should like look at what didn't need
[1:01:32]
matching funds I mean this there's one
[1:01:34]
for $50,000 and then so in the next
[1:01:37]
couple years will they be able to spend
[1:01:39]
40,000 on food or and I don't even know
[1:01:42]
the date of thisy there's no date on it
[1:01:45]
one was as I believe 924 924 so um I'm
[1:01:51]
guessing that there's still more money
[1:01:53]
that they spent or will have spent by
[1:01:54]
the end of December
[1:01:56]
so I if if we're even considering that I
[1:01:59]
think we should
[1:02:01]
um that was the food deliver that was
[1:02:03]
just one I chose but even if we
[1:02:07]
like look at some of the others that are
[1:02:10]
under contract and part of it is
[1:02:13]
because they have to get their
[1:02:15]
contractors going I'm not sure so I
[1:02:18]
think before we decide that we have to
[1:02:19]
see where they are with the
[1:02:21]
projects can you ask U this car
[1:02:25]
[Music]
[1:02:28]
you ask that was asked that and she said
[1:02:30]
that she would do that like like for
[1:02:32]
instance right the Harbor House right
[1:02:34]
now still has
[1:02:36]
$750,000 in there that still there's
[1:02:40]
still a balance but do we really want to
[1:02:41]
say we want to take that
[1:02:45]
back um go ahead please yeah I mean
[1:02:48]
again I think in that I mean I'm just
[1:02:51]
responding to that particular project
[1:02:52]
but um we had um a comprehensive
[1:02:55]
presentation by them and they outlined
[1:02:58]
how they were spending the money and
[1:02:59]
what the timeline was that wasn't I
[1:03:01]
wasn't asking I'll be taking their money
[1:03:02]
back I'm I'm to Mr mood Mar's point we
[1:03:05]
have to we should do this line by line
[1:03:06]
and see where everyone is as opposed to
[1:03:08]
just saying well they haven't spent it
[1:03:10]
it's almost the end of the year let's
[1:03:11]
take it back I'm not I'm not choosing
[1:03:13]
them to take them back that's not what
[1:03:14]
I'm saying okay it's a general statement
[1:03:17]
making to safeguard us and to bring back
[1:03:20]
some money rather than we lose it we
[1:03:22]
bring it back and keep it in the house
[1:03:23]
so we can use it next year
[1:03:27]
go ahead please to direct
[1:03:30]
Anthony in these
[1:03:33]
contracts project moves ah had I used
[1:03:36]
Harbor House as an example it's on
[1:03:39]
Washington Avenue good project we all
[1:03:41]
support it if they didn't use all that
[1:03:45]
money to get to the end and there's some
[1:03:48]
residual that is out there can't
[1:03:51]
complete it could we word the contract
[1:03:54]
more generically
[1:03:56]
says that we'll use it
[1:03:58]
for Harbor House
[1:04:01]
or adjacent Street and sidew work so
[1:04:05]
that we would put it back into the
[1:04:08]
street
[1:04:10]
uh somewhere on Union Street Washington
[1:04:14]
avenet and that way at the end of these
[1:04:17]
you know these big
[1:04:19]
projects the likelihood of everything
[1:04:22]
balancing out to zero is uh
[1:04:28]
a little bit of a challenge but if we
[1:04:30]
put some contingency there where there's
[1:04:33]
always Paving to be done there's always
[1:04:36]
uh something that uh you know there a
[1:04:41]
lot of these it's not going to be huge
[1:04:42]
amounts of money it might be a little
[1:04:44]
bit the other hand maybe something does
[1:04:46]
shift and you end up with $100,000 you
[1:04:49]
don't want to lose that but so I don't
[1:04:53]
know if
[1:04:54]
that if we could do generic wording like
[1:04:57]
that so
[1:04:59]
it's yeah it's not I don't believe
[1:05:01]
that's a problem at all with any of
[1:05:02]
these we can do that I think what we
[1:05:04]
have to look at what is the plan have
[1:05:07]
they U have they got a contractor going
[1:05:11]
forward are they looking to start the
[1:05:13]
project that when are they looking to
[1:05:15]
start the project and again if they have
[1:05:17]
enough money because usually with the
[1:05:18]
cases with any of these uh fundings in
[1:05:21]
my experience is we they always use the
[1:05:23]
grant money first so before the end of
[1:05:26]
the project you know that they they'll
[1:05:27]
use it for the excavation for the
[1:05:29]
foundation and you know it's always done
[1:05:32]
before they even start you know really
[1:05:34]
believe it or not 750,000 or even
[1:05:36]
500,000 doesn't go as far as they used
[1:05:38]
to you
[1:05:41]
know and that's what I'm trying we need
[1:05:43]
to know where they are and that's what
[1:05:45]
I'm trying to like direct you know to be
[1:05:48]
um more direct in terms of where we yes
[1:05:51]
go to everyone and ask them where are
[1:05:53]
you in in your project do you have
[1:05:56]
matching funds where are you in terms of
[1:05:58]
matching funds and if you're not there
[1:06:01]
time is
[1:06:02]
not in front of us we are we have to get
[1:06:05]
this done in about I would say push it
[1:06:08]
in two cycles we have to be aggressive
[1:06:11]
because we need to bring it back in
[1:06:12]
house make amendments and then
[1:06:14]
reallocate it to City projects that will
[1:06:17]
take a month at least so we have to make
[1:06:20]
sure that we don't wait until the end of
[1:06:22]
December to come back start so I think
[1:06:25]
this this work all of us need to get on
[1:06:27]
board to help make this happen it's
[1:06:30]
unfortunate that we have to do this but
[1:06:33]
we allocated you are unable to come up
[1:06:36]
with your um expectation and we're not
[1:06:39]
going to lose the
[1:06:41]
money I I think that Miss Carver has
[1:06:45]
that kind of information because she has
[1:06:47]
come and made those she I think she
[1:06:49]
probably knows exactly where each of
[1:06:52]
these projects so I don't I I think
[1:06:54]
maybe we could ask her to come
[1:06:57]
on the
[1:06:58]
agenda next committee meeting kind of
[1:07:01]
give us update where we are and identify
[1:07:03]
anyone
[1:07:05]
that we need to
[1:07:08]
Reco yeah definitely I mean there's a
[1:07:11]
number of them that have if you look
[1:07:13]
down here on the balance side there's a
[1:07:14]
number of them have high balances as of
[1:07:16]
September 24th that they're unextended
[1:07:18]
there's a number I can I only see a
[1:07:21]
couple like I can count I can count the
[1:07:23]
zeros that have no balance let me say
[1:07:25]
that
[1:07:26]
so most of them have
[1:07:29]
bance yes I have read the ones that have
[1:07:32]
high dollar value we have to go after we
[1:07:35]
have to address those course and then
[1:07:37]
look at the the
[1:07:40]
smaller
[1:07:45]
tomorrow already well you can always
[1:07:49]
ask yeah we can we don't need to wait
[1:07:52]
until that's right we can ask it because
[1:07:54]
it's a budget it's a budget item yeah I
[1:07:56]
mean she's updated at us our council at
[1:07:58]
our Council meetings our Council be
[1:08:00]
prepared to talk in detail about the
[1:08:03]
actual status would be something
[1:08:04]
different yeah I don't know if she can
[1:08:07]
get I think that might be too premature
[1:08:10]
in terms of like asking or she might
[1:08:12]
that able to I think we need to wait
[1:08:15]
let's wait uh
[1:08:17]
Monday next Monday to get that
[1:08:20]
update because this doesn't affect the
[1:08:26]
trying to bring back
[1:08:28]
in City projects
[1:08:34]
yeah the other thing I mean um I want to
[1:08:37]
talk about in terms of the the C outome
[1:08:40]
program we are dropping off 940,000
[1:08:45]
it's something that is dear to all of us
[1:08:48]
I program we have received our fair
[1:08:51]
share of complaint from the mayor to
[1:08:53]
every one of us none of us uh are are
[1:08:56]
spared of that so when we are doing this
[1:08:59]
reallocation back I would like to
[1:09:01]
recommend that we consider reallocate
[1:09:04]
some money to the sidewalk program
[1:09:06]
because currently the Central Parkway
[1:09:09]
sidewalk program slated for next year
[1:09:11]
April 4S we also have melen Street EMT
[1:09:16]
Street and Raymond Street
[1:09:19]
petition that we need to consider and
[1:09:21]
I'm going to actually add it on the
[1:09:23]
agenda for Monday that we discuss um mum
[1:09:29]
event and uh Raven Street the petition
[1:09:32]
and how do we move forward in addressing
[1:09:34]
those petition and have them line up for
[1:09:35]
the next phase of sidewalk program in
[1:09:39]
2025 yes of
[1:09:41]
course and and Rond
[1:09:45]
yes and I would like to see that we
[1:09:47]
reconsider someone to our program so we
[1:09:51]
going to leave it as is but try to
[1:09:53]
figure out where find yes yeah I am okay
[1:09:56]
with yes with the reallocation at this
[1:09:57]
point in time to help us with u the
[1:09:59]
budget deficit but um that's a
[1:10:02]
consideration I am putting on to the
[1:10:04]
table as we make final adjustments
[1:10:06]
towards the end of the
[1:10:08]
year
[1:10:21]
ex okay so go ahead sorry no I just want to point out that I don't have any
[1:10:27]
friends on here just just last night
[1:10:30]
just going to be clear so people can
[1:10:31]
have it and for those who agre
[1:10:33]
[Music]
[1:10:37]
the be a lot more popular w't
[1:10:40]
you I would have said yeah all of these
[1:10:42]
people are my friends
[1:10:45]
oh I just take some
[1:10:48]
more yeah any other question on this I
[1:10:52]
think this is straight forward we'll ask
[1:10:54]
um Miss car
[1:10:55]
sorry please I would say sincerely if
[1:10:58]
we're doing our last three attacks I
[1:11:00]
definitely it was not missed how
[1:11:02]
passionate I was to see the pro
[1:11:04]
Community project continue um I
[1:11:07]
appreciate the work that was done to get
[1:11:09]
to this point I know the transition and
[1:11:11]
Leadership was agrup to say the least um
[1:11:14]
but I thought it was a concern enough
[1:11:17]
effort
[1:11:19]
um in my perspective my wife's a social
[1:11:22]
worker so she's really big on using eye
[1:11:24]
statements
[1:11:25]
I thought the stance from the city was
[1:11:30]
disingenuous I thought the manner in
[1:11:31]
which the project was presented and the
[1:11:34]
comments that were had around the table
[1:11:36]
gave the impression that we were working
[1:11:40]
with them and with the lack of followup
[1:11:42]
and communication when the project was
[1:11:44]
pulled I can yield to the fact that
[1:11:46]
there are better lines or better suited
[1:11:49]
um project managers I.E well I won't
[1:11:51]
even speak because we haven't had
[1:11:52]
anything formally reled to us I
[1:11:54]
appreciate the comments that were given
[1:11:56]
last night in response to the
[1:11:57]
individuals that came to speak um but
[1:12:00]
that is why I'm so passionately
[1:12:02]
responding to making sure our community
[1:12:05]
outreach lines are funded that we are
[1:12:08]
funding other recreational activities
[1:12:09]
throughout the city because in absence
[1:12:12]
of providing this resource to youth in
[1:12:15]
the community we need to make sure we're
[1:12:17]
actually putting some actionable items
[1:12:19]
uh in front of them because I there's a
[1:12:23]
lot of idle time and we hear of these
[1:12:29]
um I want to be careful on how we
[1:12:31]
capture recent events but it is
[1:12:33]
unfortunate that our youth have been
[1:12:36]
plagued with incident after incident and I think it is
[1:12:41]
important to make sure we put actual
[1:12:44]
funding behind um the comments I hear on
[1:12:48]
the table and it is not easy um being a
[1:12:52]
member of the city council there is wish
[1:12:55]
thinking and then there's how do we make
[1:12:57]
it end up and how do we balance the
[1:12:58]
budget at the end of the year um but I
[1:13:01]
would have been remissed if I didn't say
[1:13:03]
anything regarding this I hope to see
[1:13:05]
the the project to fruition and whoever
[1:13:08]
this ultimately lands um but definitely
[1:13:11]
this will be a loss for that community
[1:13:14]
and we need to make sure we're
[1:13:15]
intentional and other measures
[1:13:17]
of of the city so that this isn't again
[1:13:21]
this isn't lost
[1:13:25]
just so just to kind add to that
[1:13:28]
um my
[1:13:30]
information I have this project cost
[1:13:34]
about $3.7 million as of last year
[1:13:37]
that's a number I'm sure that is way
[1:13:39]
above that I would say closer to $4
[1:13:43]
million we our allocation is $1.2
[1:13:46]
million at this point in time so they
[1:13:48]
are way behind at this point in time in
[1:13:50]
terms of um the adequate funding for
[1:13:53]
this project is yes fortunate to see it
[1:13:56]
though but our $1.2 million is nothing
[1:13:59]
towards this project it's a fraction and
[1:14:03]
you know the other source of income
[1:14:06]
funding um I don't know if was I for me
[1:14:10]
it wasn't brought to this table and I
[1:14:12]
don't know where it is at this point in
[1:14:14]
time I asked that question many times as
[1:14:15]
to where where the other source of fund
[1:14:17]
coming we heard about the names without
[1:14:19]
not getting any concrete you know
[1:14:22]
something of confirmation ideas I'm
[1:14:25]
going to fund xyc but then on the other
[1:14:27]
hand I'm hearing that the school is
[1:14:29]
going to be funding this entire project
[1:14:31]
so I don't think any we're not losing in
[1:14:34]
the sense of school is going to be
[1:14:35]
funding this entire project and work
[1:14:38]
with this group this 10 group so yes we
[1:14:43]
we're taking back this funding of 1.2
[1:14:45]
million but at the same time information
[1:14:48]
I am receiving the school is stepping in
[1:14:51]
so they are going to be place that they
[1:14:53]
are going to be used and the facilities
[1:14:55]
going be there and the school is partner
[1:14:57]
with these agency to provide the service
[1:15:00]
needed there I don't know if I'm getting
[1:15:02]
that Rong I correct me please I don't
[1:15:05]
know you get ask more about that um
[1:15:08]
you're saying that the school is going
[1:15:09]
to fund the project is the school going
[1:15:11]
to fund the project as it was presented
[1:15:13]
to us or the school going to do because
[1:15:15]
generally the school like for instance
[1:15:17]
they took over the building down here
[1:15:19]
and then became administrative offices
[1:15:20]
down there so is it still going to be um
[1:15:24]
a commun some part of it anyway I don't
[1:15:26]
expect the school to uh fund an entire
[1:15:29]
Community Center and the school not have
[1:15:31]
any role in the building so is a school
[1:15:34]
going to what is the project and that's a question we we might want to
[1:15:38]
ask ask the the lead person as a school
[1:15:42]
as to what exactly that's information I
[1:15:44]
don't have much I'm sharing what I again
[1:15:46]
it's still somewhat fluid where the
[1:15:49]
school district has a very serious
[1:15:52]
interest in that building in that site
[1:15:55]
and they're
[1:15:57]
doing an evaluation in terms of will it
[1:16:01]
fit their needs and I'm optimistic that
[1:16:03]
that's going to move
[1:16:05]
forward
[1:16:07]
and it's a dynamic process but we we
[1:16:12]
don't have a plan B if it doesn't no
[1:16:15]
okay well you know again it's um we
[1:16:19]
don't have a plan B the city does it
[1:16:21]
because we don't have the money for m
[1:16:27]
so you know again I'll just bring up the
[1:16:29]
point point that I know there was there
[1:16:30]
was some um conversation like well you
[1:16:33]
know um that that neighborhood had
[1:16:36]
doesn't I don't know it kind of implied
[1:16:38]
that it doesn't leave and that's what I
[1:16:39]
took from last night's conversation um
[1:16:42]
however um the boys and girls club was
[1:16:44]
there is now in Mount Pleasant and this
[1:16:46]
just another Boys and Girls Club so
[1:16:47]
maybe other communities don't have a
[1:16:49]
community center necessarily but they do
[1:16:51]
have facilities for children the Boys
[1:16:53]
and Girls Club there's two of them in M
[1:16:54]
Pleasant there's one in reram and then
[1:16:56]
other parts of the city have have
[1:16:58]
projects have places so um I just want
[1:17:01]
to make sure that as we do the Craig M
[1:17:04]
project that we don't have this
[1:17:06]
dinosaur of a building that's just
[1:17:08]
sitting there and nothing is in it and
[1:17:11]
that somehow we make sure that we're not
[1:17:13]
only it's something in it it's something
[1:17:15]
that it's just not only for the school
[1:17:17]
district but people children in the
[1:17:19]
community can
[1:17:22]
um can be a part of it and I think Mr Mr
[1:17:26]
uh Williams was saying is that not that
[1:17:28]
he's necessarily he understands why the
[1:17:30]
money was taken back but just in the
[1:17:31]
method in which it was done that people
[1:17:33]
were not informed and the way they found
[1:17:36]
out it was just uh then we started
[1:17:40]
getting phone
[1:17:43]
calls well number one I
[1:17:47]
mean correct me if I'm wrong the money
[1:17:49]
hasn't been officially taken back yet
[1:17:51]
right we still have decisions to make in
[1:17:53]
order for that to happen correct what
[1:17:55]
was that number one I would say that and
[1:17:57]
I think that the program I mean I think
[1:18:00]
the school district you know I can't
[1:18:03]
speak to what you know again whatever
[1:18:06]
you know assessments they have to make
[1:18:07]
sure that the building is feasible meets
[1:18:09]
their needs U to the mayor's point I
[1:18:12]
think that no matter who um is uh enters
[1:18:16]
into that space um you know we want to
[1:18:19]
encourage them to work closely with the
[1:18:22]
community so the community
[1:18:25]
um it still has some autonomy during the
[1:18:28]
process and a lot of times when larger
[1:18:31]
entities um get involved in the process
[1:18:33]
they don't leave that space I think that
[1:18:35]
the current leadership within the school
[1:18:37]
district I think um we have a greater
[1:18:40]
chance of of that being a reality that
[1:18:42]
there is some autonomy there and there
[1:18:43]
is some a genuine Community Partnership
[1:18:46]
um I just again I would just caution us
[1:18:48]
because I don't know that
[1:18:50]
we to the mayor's point it's still
[1:18:52]
pretty fluid you know and it is a
[1:18:53]
dynamic process so I you know I
[1:18:57]
don't want to make any decisions based
[1:18:59]
on something that we don't really know
[1:19:01]
is um going to materialize as
[1:19:08]
yeah I do have one other I'm sorry we
[1:19:11]
are we finish with that particular
[1:19:12]
discussion I I want to no I just want to
[1:19:14]
ask any other question on this um these
[1:19:16]
article yes go ahead questione because
[1:19:20]
again I received an email regarding um
[1:19:22]
doors and they
[1:19:25]
had there was something that they
[1:19:27]
already done the work but then they came
[1:19:29]
back you remember this came back so you
[1:19:33]
see also asked that during this budget
[1:19:35]
season are we going to reconsider the
[1:19:37]
70,000 for their project once to make
[1:19:40]
sure every brought that question to the
[1:19:45]
table so we we did initially uh allocate
[1:19:49]
this money and then we uh amend the
[1:19:51]
resolution to take that money back
[1:19:53]
$76,000
[1:19:54]
right and now you you receive an email
[1:19:57]
asking for this money back well we what
[1:20:00]
we took back was money that they had
[1:20:03]
already spent and done before before the
[1:20:06]
project before they received that and
[1:20:07]
that was not allowed they couldn't we
[1:20:09]
couldn't pay for them for work that was
[1:20:10]
already done but uh then they submitted
[1:20:13]
something that said that we had had work
[1:20:15]
other work that would
[1:20:17]
qualify and I don't think we ever got to
[1:20:20]
the point where we discussed
[1:20:22]
that did you have something Miss Patrick
[1:20:25]
I think brought that up and discussed it
[1:20:27]
I I think that we did discuss it in a
[1:20:30]
committee meeting I don't know that we
[1:20:31]
came to a decision but we did discuss
[1:20:34]
what you're what you're talking about
[1:20:35]
right and I'm bringing it back because
[1:20:37]
we did make a decision and because I got
[1:20:38]
an email to ask is there a possibility
[1:20:41]
from Proctors yes from Proctors I should
[1:20:43]
be clear from Proctors yeah I am trying
[1:20:46]
to recall when we discussed it our our
[1:20:48]
balance at that point in time was almost
[1:20:50]
zero yes yeah I think when you brought
[1:20:53]
us the allocation and B say that it was
[1:20:55]
thata point where we we can't even
[1:20:58]
reconsider it because we did not have
[1:20:59]
the funding correct
[1:21:01]
yeah yes so yeah I can
[1:21:05]
yeah it's more than likely they already
[1:21:07]
paid for that yes they new stuff
[1:21:09]
again would be eligible
[1:21:12]
again well the first one was because
[1:21:14]
they did it even before their Grant was
[1:21:16]
submitted correct before we got the
[1:21:18]
money yes so definitely not
[1:21:24]
question so if looking at the
[1:21:27]
outstanding balances in the OPA
[1:21:30]
funding and say say there's just a use
[1:21:34]
of five half a million right and we
[1:21:38]
talking the possibility of it going into
[1:21:40]
sidewalk budget if we created a line for
[1:21:43]
Youth Services on the park and wck maybe
[1:21:46]
address some of the concerns that you
[1:21:48]
would we have to prescribe how it would
[1:21:49]
be spent or if we just create a line use
[1:21:52]
services and and say maybe that 500
[1:21:55]
that's put 250 for you services and kind
[1:21:59]
of look at the needs in the city and
[1:22:01]
then some of the areas of concern and
[1:22:04]
Target
[1:22:05]
activities um in those communities would
[1:22:08]
that be an option for us we we do have a
[1:22:10]
lineing the budget here for $150,000 and
[1:22:13]
I think one of the question that was
[1:22:14]
asked where are we in terms of spending
[1:22:16]
that is it adequate do we need to fund
[1:22:19]
it more into
[1:22:21]
2025 the employment mean the employ you
[1:22:24]
employment we do
[1:22:26]
programming oh you're talking about this
[1:22:28]
generally here or yeah just just like
[1:22:30]
come up with some creative ideas like we
[1:22:32]
create a budget line so here are some
[1:22:34]
areas that you know at at nighttime
[1:22:36]
right there's a lot of free time in this
[1:22:38]
community we got some concerns us create
[1:22:40]
a night time program maybe an existing
[1:22:42]
school that will fall into this the
[1:22:45]
youth allocation here that we have the
[1:22:49]
program my understanding from the mayor
[1:22:51]
is that the youth program is they hired
[1:22:54]
young people to work right in City Hall
[1:22:57]
so it was also used in the parks
[1:22:58]
department too but but what I should say
[1:23:01]
for City staff not necessarily into Hall
[1:23:04]
but all City staff not not outside of
[1:23:08]
well it was used this year for the year
[1:23:10]
prior to that we use it in the school we
[1:23:12]
use the funding for the school district
[1:23:14]
partner with them yes yes so I think
[1:23:16]
it's not specifically for it was more of
[1:23:19]
helping out this year in the
[1:23:21]
city but I think that can spread out for
[1:23:24]
all theity without
[1:23:27]
agency this year was all the city that was the answer to the question so I
[1:23:31]
don't know going forward if that's the
[1:23:33]
plan or if there's also an opportunity
[1:23:35]
to use it beyond
[1:23:38]
that or how that works well what council
[1:23:42]
and is saying correct
[1:23:45]
is we could do programs it could be city
[1:23:48]
employees but it might be in a school
[1:23:53]
building Poss yeah Co well I was wondering just
[1:24:00]
um I mean again if the school district
[1:24:03]
and I know where you know if the school
[1:24:05]
district was to take over the um
[1:24:07]
Community Center then there'd be youth
[1:24:10]
programming you know going on in that in
[1:24:13]
that facility Well I that's I was
[1:24:15]
thinking um you know after school
[1:24:17]
programming and that kind of that was
[1:24:19]
qualify for cdbg
[1:24:21]
funding so that is there so we would
[1:24:23]
encourage to make an application at that
[1:24:25]
point in time and we will encourage um that application to be have a
[1:24:31]
favorable
[1:24:32]
consideration and
[1:24:34]
funding can be um can be available to
[1:24:38]
help with the administrative CA to help
[1:24:40]
run that U those programs there I
[1:24:45]
wonder so uh thank you excuse me Joe you
[1:24:49]
want to just take I I think there's a
[1:24:51]
pretty stringent um restriction on our
[1:24:55]
punds so how we can I understand take
[1:24:59]
that money put a separate line save for
[1:25:01]
ourselves to help the youth um I don't I
[1:25:04]
don't know we could reach out to miss
[1:25:07]
carer because that's exactly what you
[1:25:09]
want to do but I don't think we can sa
[1:25:11]
it but that's why we're trying to to
[1:25:13]
spend you know find out what's happening
[1:25:15]
now so we can allocate that money but it
[1:25:17]
a great
[1:25:19]
idea I was just going to say I think
[1:25:21]
part of the um benefits of partner with
[1:25:24]
the school districts that they bring
[1:25:26]
resources and so I would think that the
[1:25:28]
school district is going to bring put
[1:25:31]
the resources then maybe we should be
[1:25:33]
looking
[1:25:34]
um uh to put you know maybe these uh
[1:25:40]
leftover for black or better turn
[1:25:42]
resources in in in in a different
[1:25:44]
direction I would just think that you
[1:25:47]
know one of question I asked the May to
[1:25:50]
look at we have um expanded this um this
[1:25:53]
year from L and to see do we need more
[1:25:56]
or is 150 adequate to take us into 2025
[1:26:00]
because we need to expand yes we're
[1:26:02]
doing a good job in employing people
[1:26:04]
here and to kind of you know introduce
[1:26:06]
them to the workforce which is a good
[1:26:08]
thing MH and it's a wonderful program
[1:26:11]
but at the same time we can expand it
[1:26:12]
out to continue to help and work with
[1:26:15]
the school
[1:26:18]
district I think also that um part of
[1:26:21]
the cdbg and correct me if I'm wrong but
[1:26:23]
I believe that there's Coalition still
[1:26:25]
of um nonprofits that are youth serving
[1:26:29]
nonprofits that are um they get cdbg
[1:26:33]
funding as a
[1:26:34]
coalition um and work together with our
[1:26:37]
director development to um provide youth
[1:26:40]
programming too I'm all for more youth
[1:26:43]
programming but I just wanted to bring
[1:26:45]
that up as well that we do have that I
[1:26:47]
think that's still in place um I think
[1:26:49]
it was like six or seven different
[1:26:51]
organizations that were under one
[1:26:53]
umbrella um
[1:26:54]
but when we have this car when we have
[1:26:57]
this Carver come in we'll be able to ask
[1:26:59]
for that too yeah so we can follow up
[1:27:01]
with that in terms of the the actuals
[1:27:05]
and expended to dat on that line and see
[1:27:08]
where we are if it's adequate yes if if
[1:27:11]
it's not adequate we can make a
[1:27:13]
recommendation to see if where if we can
[1:27:16]
find some funding and then use your
[1:27:20]
words money Tri yes the program that we
[1:27:23]
need to continue to to fund every year
[1:27:26]
mhm so I was just thinking um and this
[1:27:30]
again this might be more a better
[1:27:31]
question for Miss carer but I think
[1:27:34]
within the parameters of what's
[1:27:36]
acceptable uses or funds for arpa youth
[1:27:38]
programming um definitely fits well
[1:27:42]
within that so I don't think that we
[1:27:43]
probably to your point I want to make
[1:27:45]
sure we're using the money but I think
[1:27:47]
that that's that would be an allowable
[1:27:48]
use though I do think
[1:27:50]
so that's how we have some of these the you program right current it's
[1:27:54]
funded um from but I think we can expand
[1:27:58]
it yeah yeah I was speaking to to Miss
[1:27:59]
D's point and making sure that we're
[1:28:02]
operating within the parameters of the
[1:28:04]
AR are yeah I was thinking I was just
[1:28:06]
saying I think that that would meet the
[1:28:09]
criteria a prime example is the C house
[1:28:13]
theying that to to advantage of the use
[1:28:16]
abely there's several yeah page 43
[1:28:27]
so that's on we can see the actual in
[1:28:30]
2022
[1:28:33]
2023 it was almost close to us we had
[1:28:41]
[Music]
[1:28:46]
watch spent on
[1:28:49]
[Music]
[1:28:54]
so I'm just going to circle back to the
[1:28:56]
prop question so is that something we're
[1:28:58]
going to be considering or it just um
[1:29:02]
not going to consider anything else in
[1:29:03]
terms of the other
[1:29:07]
[Music]
[1:29:09]
funds at this point in time we don't
[1:29:12]
have funding
[1:29:15]
$843 46 $846 sorry thank you for
[1:29:19]
correcting me so I think we yes we can
[1:29:21]
consider it when we make these
[1:29:23]
reallocation back and make amendments
[1:29:25]
when the next two cycles hopefully well
[1:29:29]
not hopefully we should the next two
[1:29:31]
cycle make this amendment yeah that can
[1:29:33]
be brought back to the table for
[1:29:34]
discussion and see where members are in
[1:29:38]
terms of that I just for clear I'm not
[1:29:41]
in favor of it I think there are bigger
[1:29:43]
needs in the off in the city uh I think
[1:29:46]
the concessions that are being asked of
[1:29:48]
our residents I know we're having these
[1:29:51]
discussions right now it is an
[1:29:52]
unfortunate circumstance but
[1:29:56]
I we're not proposing small
[1:30:00]
increases and for very important reasons
[1:30:03]
and then in forecasting what 2026 looks
[1:30:06]
like I think if there are any benefits
[1:30:09]
out there to be provided to the tax base
[1:30:12]
and you have to do that
[1:30:15]
now because it is only going to get in
[1:30:19]
and I want to be careful so I don't want
[1:30:20]
to scare anyone but I think I'm trying
[1:30:22]
to be transparent we have had a very discussion from a very good
[1:30:26]
presentation from our Police Department
[1:30:27]
our fire department their needs are
[1:30:29]
their needs and as we have ongoing Union
[1:30:33]
nego or contract
[1:30:35]
negotiations the number is going to get
[1:30:37]
bigger so I think it is unfortunate I
[1:30:40]
appreciate Proctors and what they do for
[1:30:41]
our community but I think there should
[1:30:43]
be a clear message and just speaking for
[1:30:45]
myself I I don't think we can do it now
[1:30:49]
there are two other members in the
[1:30:49]
committee but I just want to be clear no
[1:30:51]
you're Absolut you're absolutely correct
[1:30:53]
and that's the reason I I am pushing I
[1:30:56]
am pushing for us to revisit these um
[1:30:59]
allocation and if ageny are not of the
[1:31:02]
power bring it back in we make our
[1:31:04]
Amendment make our adjustment reallocate
[1:31:06]
to the city and let's keep it in house
[1:31:08]
and that will help us in the 20126 by
[1:31:11]
doing that partly rather than
[1:31:14]
later the one question we were
[1:31:18]
neighborhood neighborhood they talk
[1:31:20]
about reallocating some money we made
[1:31:23]
one allocation $500,000 assignments part
[1:31:26]
and there were some email I'm not sure
[1:31:27]
if everybody was copy on it if not we
[1:31:30]
can share it yes everyone got the email
[1:31:32]
they were asking for some reallocation
[1:31:34]
to ker Street Park and we direct them to
[1:31:38]
your office and the department of
[1:31:39]
development to kind of like work with
[1:31:42]
you and the department of development
[1:31:43]
see what the the needs are there at car
[1:31:46]
street and we we can make amendment to
[1:31:50]
some
[1:31:52]
recommendation this point not prepared
[1:31:54]
to make a recommendation out there's
[1:31:56]
still work to be done in Stein's
[1:31:59]
part
[1:32:01]
and i' like to make sure that gets
[1:32:05]
done so that we're not kind of doing
[1:32:09]
half F projects in two parts and then to
[1:32:13]
focus on Harry Street we've worked with
[1:32:17]
uh car street where we've done some tree
[1:32:19]
planting and some other modifications
[1:32:21]
there and so you know it's moving
[1:32:24]
ahead uh there's some
[1:32:28]
internal uh discussions within that
[1:32:30]
group you know it
[1:32:33]
wasn't best I can tell a formal meeting
[1:32:36]
the goose Hill Neighborhood to make that
[1:32:40]
recommendation to pull money out is a
[1:32:43]
smaller group that part of the
[1:32:44]
leadership I'm not saying anybody is
[1:32:47]
wrong but there's uh discussions I think
[1:32:50]
still have to happen before make any
[1:32:53]
final decision ision and the first being
[1:32:55]
what are the actual costs we need in
[1:32:57]
Stein Park to get that done and before
[1:33:00]
we look at K
[1:33:02]
Street and they did bring it up at the
[1:33:04]
meeting the most they brought that up
[1:33:07]
and then I think after that there was an
[1:33:09]
email that went to um that that came to
[1:33:12]
me and asked I think it came to all the
[1:33:14]
council and then I my resp my response
[1:33:16]
was that they should go to the
[1:33:18]
Department of development it's not up to
[1:33:19]
us to take that information that send it
[1:33:22]
to the Department of development inur
[1:33:24]
would then you know consider bring back
[1:33:26]
whatever they had and bring it to the
[1:33:27]
council although the other night I think
[1:33:29]
that there was a misunderstanding that
[1:33:32]
they could again come back to the
[1:33:33]
council and um and ask that
[1:33:37]
question no that's why I I didn't make
[1:33:40]
that comment to a member that they need
[1:33:44]
to speak to the mayor Department of
[1:33:45]
development and the engineer and to kind
[1:33:48]
of lay out what uh is needed ass
[1:33:51]
signment and the f
[1:33:54]
to complete that project and any left
[1:33:56]
over then it can be reallocated to that
[1:33:58]
project but it will have to be um driven
[1:34:00]
by um Fair estimate from the
[1:34:10]
engineering any question on this
[1:34:31]
so just to address the
[1:34:35]
um the hill
[1:34:38]
hearts and the money that is available
[1:34:40]
Hill schol allocated
[1:34:44]
$250,000
[1:34:46]
and it looked like they a balance of
[1:34:50]
$230,000 and the compensation that was
[1:34:52]
center around this last time and the
[1:34:55]
misinformation that was F that nobody
[1:34:58]
wanted to move any money out from B is
[1:35:01]
more about how do we spend this money in
[1:35:03]
B within the park there and repair the
[1:35:08]
pool is I enough money to fix the pool
[1:35:10]
or do we do a splash p and I think that
[1:35:14]
M Patrick and Miss P was trying to to
[1:35:16]
get in terms of um how do we spend the
[1:35:20]
remaining money there internally
[1:35:27]
there are some spending there against
[1:35:29]
that L the hell horse
[1:35:31]
pool the big question is is that
[1:35:33]
adequate
[1:35:35]
$250,000 to complete the re there's
[1:35:41]
uh some negotiations that are going on
[1:35:44]
that
[1:35:45]
uh
[1:35:47]
say Council to Executive session if you
[1:35:50]
want be briefed on
[1:35:52]
that other
[1:35:56]
yes I I was going to actually discuss a
[1:35:58]
couple things more go in executive
[1:35:59]
session we want to talk about some
[1:36:00]
pending expens into next year that we
[1:36:02]
are not accounting for the
[1:36:04]
budget that
[1:36:07]
be and yes we can do that and then talk
[1:36:10]
about the fire yeah put
[1:36:17]
couple so just no I just want to clear
[1:36:20]
the ear on this um Hill hor allocation
[1:36:22]
the allocation the one for the Fair View
[1:36:25]
part and the pool no money is being
[1:36:28]
removed from the the B allocation we
[1:36:31]
might we might to repair the pool and
[1:36:33]
stuff that is no that is not happening
[1:36:36]
that's no go that's just no the money is
[1:36:38]
not adequate it's
[1:36:40]
not and actually um you know you all got
[1:36:43]
the email you saw the responses and so
[1:36:47]
somehow the information was that at this
[1:36:49]
table that Miss Patrick and I were
[1:36:51]
trying to figure out ways to remove the
[1:36:53]
money that conversation didn't happen
[1:36:55]
the conversation was around the money
[1:36:57]
that is currently here what can we do
[1:36:59]
with it and the suggestion that I made
[1:37:02]
was that could we do a slash pad and
[1:37:04]
that was a conversation somehow that got
[1:37:05]
misconstrued to you're taking the money
[1:37:07]
back an email came to us and an email
[1:37:10]
went out to the community or at least
[1:37:11]
the Bel group just just so you know
[1:37:14]
saying that this is what they're doing
[1:37:15]
and then an email said oh stand down
[1:37:17]
that's not what they doing after they
[1:37:18]
got the email saying otherwise so just
[1:37:20]
want to make it clear at this table that conversation didn't take place then
[1:37:24]
it's not taking place now um no one's
[1:37:27]
asking to remove money from helpers but
[1:37:30]
rather to figure out within the park how
[1:37:32]
we use the money to the best um of our
[1:37:36]
ability based on the amount of money
[1:37:37]
that there
[1:37:39]
is so may would it be can we can you get
[1:37:43]
an update to
[1:37:45]
theate for this
[1:37:47]
pool just for the sake of discussion to
[1:37:50]
see where where it lands in terms of how
[1:37:53]
make adjustments in the next couple of
[1:37:57]
weeks I'm probably not going to be able
[1:37:59]
to get a number that would
[1:38:03]
be accurate No No something something
[1:38:05]
that we can you
[1:38:08]
know well we did
[1:38:15]
AOL we one in the
[1:38:19]
city yeah because if it's we allocated
[1:38:22]
250,000 if it's like 100,000 more then
[1:38:25]
consideration can be given to say okay
[1:38:27]
if it's that amount I'm just thr numbers
[1:38:28]
out that number is too low and the
[1:38:33]
engineering issue with that pool is it
[1:38:35]
was losing huge amount of water every
[1:38:39]
day um they could not identify where the
[1:38:44]
water was going they can't find an
[1:38:47]
obvious Leep and what they're worried
[1:38:50]
about is the potential to create a cab
[1:38:54]
either underneath the pool or adjacent
[1:38:56]
to the pool so that you
[1:38:58]
would have people in swimming you would
[1:39:01]
have a catastrophic collapse of the pool
[1:39:04]
is why I closed it number of years ago
[1:39:08]
and you the repairs would
[1:39:12]
be just
[1:39:17]
yes the millions so then the
[1:39:19]
consideration is a PL spash pad is the
[1:39:23]
ideal thing to to kind of replace
[1:39:26]
that consideration can be given to that
[1:39:29]
they need
[1:39:31]
discussion all
[1:39:36]
right I don't have anything else on
[1:39:39]
this anybody else
[1:39:48]
this the the connect Foundation the food
[1:39:51]
program The Healthy Choice program it's
[1:39:54]
still 540,000
[1:39:57]
there
[1:39:58]
any you raise your
[1:40:03]
hand Anthony or Derek they've been
[1:40:06]
drawing some money down yeah we have
[1:40:08]
like about
[1:40:10]
[Music]
[1:40:11]
240 should be
[1:40:14]
the yeah yes that's correct yeah 21 2135
[1:40:19]
is
[1:40:25]
bance of
[1:40:27]
542 well I just want to say I think that
[1:40:29]
the initial um allocation of 600,000 to
[1:40:32]
this connecting Foundation was for a
[1:40:34]
three-year project so um I don't know
[1:40:39]
because it is a lower figure that they
[1:40:41]
have spended so far to date but I think
[1:40:43]
that that was the that was the overall
[1:40:45]
plan I think when we first uh gave them
[1:40:48]
the the
[1:40:49]
600,000 and they but we I think it would
[1:40:53]
be to get some more detail on that um in
[1:40:56]
terms of
[1:40:58]
um they they established a food Council
[1:41:00]
that's connected County food council
[1:41:02]
with that with that funding um but I
[1:41:05]
can't I I'm not sure funding that there
[1:41:08]
that's going out into the community from
[1:41:11]
is from that money I don't think it is
[1:41:13]
but I think we need to we probably would
[1:41:15]
need to get some clarification from them
[1:41:17]
but it was a
[1:41:19]
three-year
[1:41:21]
you yeah provide that update for
[1:41:25]

[1:42:31]
it
[1:42:32]
V oh everybody has the
[1:42:36]
vacancies VES make I had an extra copy
[1:42:39]

[1:42:42]

[1:42:46]
[Music]
[1:42:49]
copies unless it's unless it's updated
[1:42:52]
[Music]
[1:43:12]
yeah I took the one
[1:43:15]
back it's a little different
[1:43:31]
8464 does she carry the B it's
[1:43:34]
$846 yeah no I saw that yeah that's left
[1:43:41]
yes
[1:43:42]
[Music]
[1:43:48]
that yo stretch yeah
[1:44:04]
that's a
[1:44:08]

[1:44:12]

[1:44:13]

[1:44:20]
[Music]
[1:44:28]
sometimes I wake
[1:44:32]
[Music]
[1:44:49]
up just stret it stretch it out
[1:44:54]
right up
[1:44:56]
[Music]
[1:45:49]
we were looking to do
[1:46:00]
[Music]
[1:46:01]
cut
[1:46:21]
the have one of m
[1:46:26]
[Music]
[1:47:14]
put
[1:47:23]
the
[1:47:24]
fun I'm just
[1:47:26]
asking not quite yet not quite
[1:47:31]
[Music]
[1:47:51]
yet that
[1:47:55]
no I will let you know just couple
[1:47:57]
things we need to discuss and then we'll
[1:47:58]
go in ex session and W up for
[1:48:01]
7:30 we we just go for the vacy list
[1:48:04]
there were some questions to that and
[1:48:06]
this report for us we just want to go
[1:48:08]
through it to make sure that we address
[1:48:10]
all the
[1:48:11]
concerns and if there have questions we
[1:48:14]
can ask
[1:48:21]
[Music]
[1:48:24]
and I think this is an early list it's
[1:48:27]
like the code enforcement is actually
[1:48:29]
the results came back on the test so P
[1:48:33]
some of those the Law Department doesn't
[1:48:36]
reflect these positions there we those
[1:48:43]
to I sent follow email
[1:48:48]
[Music]
[1:48:55]
um go ahead please I just want to in the
[1:49:01]
engineering is it the IPS 3 that's
[1:49:03]
vacant or is it the IPS 4 on page 10 I
[1:49:06]
don't know why I thought I have a note
[1:49:08]
to myself but I don't know why I guess
[1:49:10]
three is the B it is
[1:49:18]
okay thank you
[1:49:24]
any question on
[1:49:26]
this go ahead please um it is in regards
[1:49:31]
to the deputy Corporation Council I have
[1:49:34]
concerns with eliminating that
[1:49:37]
um secondary role within that department
[1:49:42]
um I can understand the reasoning behind
[1:49:45]
trying to replace that with a certain
[1:49:48]
number of part-time uh assistant
[1:49:51]
Corporation Council
[1:49:53]
positions um but to me definitely having
[1:49:56]
either a redundancy within the
[1:49:58]
department even if more having a um like
[1:50:03]
progression to support but also future
[1:50:07]
because uh our current Corporation C is
[1:50:09]
not going to be there forever so I think
[1:50:10]
having the proper um training and
[1:50:13]
development is important um it is in
[1:50:16]
place in every other department so I
[1:50:18]
think to have this not reflect that
[1:50:20]
current standard um I think
[1:50:23]
is could potentially be an issue not
[1:50:25]
saying that it will be saying it could
[1:50:34]
be I stay ask for help I if you guys
[1:50:40]
want things to move quickly and
[1:50:42]
efficiently more help would not be uh I
[1:50:46]
mean more help would be very appreciated
[1:50:55]
so this followup question would be in
[1:50:58]
response to the number of positions that
[1:50:59]
you requesting assistant Corporation
[1:51:01]
councils obviously if the council was to
[1:51:04]
elect to still fund the deputy it
[1:51:06]
wouldn't be the full ask are you
[1:51:08]
confident you would be able to fill all
[1:51:11]
the requested positions that you did ask
[1:51:12]
for in regards to the assistant
[1:51:14]
Corporation counsel if that makes sense
[1:51:15]
so I don't know if iard question you're requesting four positions I don't
[1:51:19]
have that
[1:51:21]
line so if we were to proceed with that
[1:51:24]
are you confident you would fill those F
[1:51:26]
throughout the year those are filled
[1:51:28]
yeah those are filled yeah the parttime
[1:51:31]
assistants are
[1:51:32]
[Music]
[1:51:34]
F so go ahead please so we'd be adding
[1:51:38]
if Mr Williams So you you're are you
[1:51:41]
thinking that we add the deputy cor
[1:51:43]
Council back in at
[1:51:45]
106,000 I
[1:51:47]
think did you is it that
[1:51:50]
the Well it's thing I think we're trying
[1:51:53]
to do like the assistant Corporation
[1:51:55]
cons on the PDM and then um kind of take
[1:51:58]
some funding from that line upwards it's
[1:52:01]
a movement within zero impact it's not
[1:52:04]
going to be zero impact have to add some
[1:52:06]
money if there's a consideration so
[1:52:08]
defitely F the deputy Corporation
[1:52:11]
Council
[1:52:13]
line well I mean we still need
[1:52:19]
um me
[1:52:22]
my suggestion to you if you're concerned
[1:52:25]
about
[1:52:28]
uh is perhaps add a uh you don't
[1:52:33]
necessarily need a deputy if you're
[1:52:36]
concerned about fulltime people you can
[1:52:39]
consider adding um another full-time
[1:52:41]
assistant Which is less expensive than a
[1:52:43]
deputy that person would still be being
[1:52:46]
trained over time just like uh we have
[1:52:50]
someone who's
[1:52:53]
going to be filling the full-time
[1:52:56]
assistant so I mean that person's being
[1:52:58]
trained over time if that's your
[1:53:03]
concerned so go ahead pleas would it be
[1:53:06]
so if we're not going to do if you're
[1:53:08]
saying that the deputy this isn't
[1:53:10]
necessary but would it and if going to
[1:53:12]
hire an assistant Corporation counsel
[1:53:14]
would it be better to hire someone that
[1:53:15]
already had the skill set as opposed to
[1:53:18]
someone who we you know have to bring in
[1:53:20]
and train even though could we get
[1:53:22]
someone at a I don't know what the cost
[1:53:24]
would be me I can certainly look that up
[1:53:27]
so we could have someone who had already
[1:53:28]
had the skill set as an assistant as as
[1:53:31]
opposed to someone you have to bring in
[1:53:32]
a train well certainly the more you pay
[1:53:35]
you're going to get someone with more
[1:53:37]
experience um I was just making the
[1:53:40]
suggestion because it's less expensive
[1:53:42]
to hire an assistant as compared to a
[1:53:45]
more experienced
[1:53:48]
deputy just want to remind everybody too
[1:53:51]
uh during the years Andrew col was here
[1:53:53]
was he four or five years he was here
[1:53:55]
yeah I was going to ask he only hired
[1:53:57]
one guy five years he didn't he at least
[1:54:00]
we have staff of people that you know
[1:54:02]
now whereas previously last five years
[1:54:05]
we only had one other
[1:54:08]
guy he was only there for the last
[1:54:10]
couple years too and if I'm not mistaken
[1:54:12]
um any can help me with this for for
[1:54:15]
many years we didn't have a deputy yeah
[1:54:18]
you didn't have anybody yeah for many
[1:54:19]
years I know I'm trying to recall this
[1:54:22]
only happed like recently where this
[1:54:23]
position was um funded over a couple
[1:54:26]
years if you're con I mean if you're
[1:54:28]
concerned about us being able to manage
[1:54:31]
all the workload like the mayor had said
[1:54:34]
earlier about use perum and sometimes
[1:54:37]
outside Council you can consider just
[1:54:39]
adding more to the perum line um because
[1:54:43]
that's the line that like if we need
[1:54:46]
another assistant another part-time
[1:54:49]
assistant it's going to come out of that
[1:54:50]
perum line um and a part-time assistant
[1:54:54]
at 10 hours is
[1:54:56]
$32,500 and the perum is only
[1:55:00]
$55,000 so if you want to do a cost
[1:55:03]
effective add to our department you can
[1:55:06]
consider uh adding to that perum which
[1:55:09]
will give us the ability to hire more
[1:55:11]
part-time people which like we had
[1:55:13]
talked about earlier you get more bang
[1:55:14]
for your buck because you're getting
[1:55:16]
people usually who have either retired
[1:55:18]
or have their own practice that are
[1:55:21]
experienced and they help they have a
[1:55:23]
lot of experience in a particular area
[1:55:26]
and so you get a lot of bang for your
[1:55:27]
buck when you I have found um and other
[1:55:31]
there are other
[1:55:33]
um uh law Departments of municipalities
[1:55:37]
that are also switching to this
[1:55:40]
part-time uh model because it's easier
[1:55:43]
to
[1:55:44]
attract uh talent that way um and so my
[1:55:48]
suggestion if this is your concern is
[1:55:51]
perhaps to add some Mone into the per DM
[1:55:54]
and we that will give us the ability to
[1:55:56]
hire more part-time people who are uh
[1:56:01]
experience and we do have a full-time
[1:56:03]
assistant well he's not licensed yet but
[1:56:05]
he licensed in uh January Assuming he's
[1:56:10]
passed the bar exam which we are
[1:56:12]
optimistic on so there is another
[1:56:14]
full-time
[1:56:15]
person um that will be trained and that
[1:56:18]
will learn over time um from both my and
[1:56:23]
all of our part-time people who are so
[1:56:25]
skilled and experienced and um helpful
[1:56:29]
with us where is that in the budget
[1:56:31]
they're already there um that money is
[1:56:34]
coming out of the assistant Corporation
[1:56:36]
Council
[1:56:38]
line
[1:56:39]
he's CU he's going to
[1:56:42]
well
[1:56:44]
the HR adult with this the money is
[1:56:47]
coming out of that line but that's not
[1:56:48]
his
[1:56:49]
title because he's not a lawyer yet yet
[1:56:53]
but yeah so there is another full-time
[1:56:55]
person that or another person that will
[1:56:57]
be a lawyer full-time and will learn
[1:56:59]
from all of
[1:57:01]
us so just want to make sure I
[1:57:04]
understand this so there's a person
[1:57:05]
that's working
[1:57:06]
full-time um they're not they haven't
[1:57:08]
passed a Baro and then their their money
[1:57:12]
is coming out of one of the assistant
[1:57:14]
Corporation Council part
[1:57:16]
timelines uh no money there's a
[1:57:18]
full-time there's two full-time
[1:57:20]
assistant lines I think
[1:57:22]
so the money is coming out of one of
[1:57:24]
those lines but that's not his title
[1:57:27]
under civil service because he not
[1:57:28]
licensed yet but yeah so he's going to
[1:57:32]
have that line that you have in the Arca
[1:57:34]
there's a blue line fulltime person so
[1:57:39]
um we do have a full another person that
[1:57:41]
will be full-time uh well him he's not
[1:57:45]
licensed but uh if you're concerned
[1:57:48]
adding to the prium would be very
[1:57:49]
helpful
[1:57:54]
thank
[1:57:57]
you I was concerned that there you were
[1:58:00]
the only full-time person there so this
[1:58:03]
kind of um clarifies that thank
[1:58:15]
you any other question on this on the
[1:58:18]
vacancies on the vacancies
[1:58:23]
[Music]
[1:58:25]
the other one we can touch on is the is
[1:58:28]
a letter from
[1:58:29]
[Music]
[1:58:31]
the with regards to the information I
[1:58:35]
was
[1:58:42]
asked he's very specific
[1:58:45]
um with this
[1:58:48]
um with his information here
[1:58:59]
[Music]
[1:59:04]
yeah so I did and they take away from
[1:59:07]
this is that they looking to use this
[1:59:09]
money to um to purchase
[1:59:13]
equipment at some point in
[1:59:19]
time go ahead please so um I did ask
[1:59:21]
that question question regarding the
[1:59:23]
asset for furance so they have like over
[1:59:26]
about
[1:59:27]
$228,000 in there and they also they
[1:59:30]
list a number of things that they say
[1:59:32]
they can use it for and one of those
[1:59:33]
things is overtime satday so if they're
[1:59:36]
concerned about the overtime we
[1:59:38]
definitely don't want to reduce it but
[1:59:40]
there is funding that is here that I um
[1:59:43]
feel like we could if
[1:59:45]
we're if we need to be able to um put
[1:59:48]
some money towards that line there's
[1:59:49]
just these assets that are there and I'm
[1:59:52]
not sure according the time over which
[1:59:53]
theyve collected them but according to
[1:59:56]
this email that we got on February
[1:59:58]
excuse me October 11th they do have
[2:00:03]
$228,000 we we also have to be this I
[2:00:08]
think the numers they had about
[2:00:09]
$69,000 in the account for a long time
[2:00:13]
and then in the last 6 months or
[2:00:16]
so this balance of money has come in and
[2:00:19]
there from 2014
[2:00:22]
13
[2:00:24]
133
[2:00:25]
cases yes so the logic by which some of
[2:00:29]
this money is disseminated from the
[2:00:31]
federal government escapes
[2:00:33]
me
[2:00:35]
uh this the lower number they've gotten
[2:00:39]
some bigger checks in from older
[2:00:42]
cases I I understand all that it's just
[2:00:45]
that right now we're looking money
[2:00:47]
wherever we can get it and so if there's
[2:00:49]
money that can be allocated to overtime
[2:00:51]
to late some of the the amount of money
[2:00:54]
on that line and not saying take all of
[2:00:56]
it but I think they'll certainly I'm
[2:01:00]
being told for overtime is without
[2:01:03]
referencing specific numbers if we
[2:01:06]
budget a million dollar a year for
[2:01:09]
overtime give would take a little bit
[2:01:12]
you can't then all of a sudden say
[2:01:14]
you're only going to budget
[2:01:16]
$750,000 for overtime and then use a
[2:01:18]
quar million of this money you you could
[2:01:22]
take where average has been a million
[2:01:24]
dollar and then move it up to 1.2
[2:01:28]
million but you can't create a scenario
[2:01:31]
where you're supplanting and replacing
[2:01:34]
existing budgeted money it's supposed to
[2:01:37]
be done for enhancement or
[2:01:40]
additional public safety features with
[2:01:43]
policing so then let me ask this if in
[2:01:46]
fact they um they go over on their
[2:01:48]
overtime is there an opportunity to use
[2:01:50]
this as opposed to use it from City
[2:01:52]
budget or they this cannot be touched in
[2:01:54]
any way regarding that if it if you
[2:01:57]
budgeted a million dollars
[2:02:00]
and we go
[2:02:02]
over then there would be scenarios where
[2:02:05]
it possibly could be
[2:02:07]
used it's uh the
[2:02:11]
uh two fires we
[2:02:14]
had uh on the same day happened like the
[2:02:18]
worst possible Day from a budget
[2:02:20]
perspective
[2:02:22]
that was the actual Columbus Day for the
[2:02:24]
fire department so everything was double
[2:02:27]
time and a
[2:02:29]
half
[2:02:31]
again that was not everybody was called
[2:02:34]
in everybody did a great job doing it
[2:02:36]
but from budgeting perspective I would
[2:02:40]
have prefer it be a day before a day
[2:02:48]
after cuz we generally go over on over
[2:02:52]
on the over time
[2:03:00]
budget there should be less pressure on
[2:03:03]
it going into 25 because our staffing
[2:03:06]
has come up where
[2:03:09]
before some of it was
[2:03:11]
to CU the numbers were
[2:03:15]
down we were back filling Frontline
[2:03:18]
positions at time and a half where now
[2:03:21]
we'll be able to fill those front line
[2:03:22]
positions with regular staff and there
[2:03:25]
still will be 247
[2:03:29]
operation need for overtime but I'm
[2:03:33]
hopeful that there'll
[2:03:34]
be uh less pressure on that going in 25
[2:03:38]
so is the overtime budget larger this
[2:03:40]
year than last year depends on which
[2:03:42]
Ling at it's because there's P time
[2:03:45]
there's investigative time there's
[2:03:48]
Patrol I I think have and I'm glad you
[2:03:51]
brought that up different um different
[2:03:53]
lines because I noticed in the
[2:03:54]
administrative line they've only used
[2:03:57]
50% um of the overtime is there like
[2:04:01]
let's say they don't need all their they
[2:04:03]
only get to 65% for the end of the year
[2:04:06]
do is there can we move money out of the
[2:04:09]
admin overtime line to other over time
[2:04:11]
lines uh I believe Finance does that
[2:04:14]
balance it out we do have end of the
[2:04:16]
year try to make it
[2:04:18]
so all
[2:04:20]
the all the lines are zero you know be
[2:04:23]
zero uh the AL the budget will be uh not
[2:04:28]
at negative
[2:04:30]
numbers number
[2:04:32]
zero so the short answer is you would
[2:04:34]
move from in investigation or whatre we
[2:04:37]
need it for y all right y right thank
[2:04:40]
you
[2:04:53]
so we're limited of how we use this
[2:04:56]
money I mean how we can ask them to use
[2:05:00]
f how we can use it how we can ask them
[2:05:02]
to use it very
[2:05:04]
limited but can but we can also they
[2:05:07]
could buy things could Can the police
[2:05:10]
department buy things from this money
[2:05:12]
and not charge it to a City
[2:05:15]
Line if it is above and beyond what
[2:05:18]
we've budgeted for okay has to be above
[2:05:21]
and
[2:05:24]
beyond okay thank
[2:05:29]
you go ahe so is it farfetch the thing
[2:05:32]
since they proposed a budget for the
[2:05:35]
community out reach of $5,000 that we
[2:05:38]
add $20,000 from this from the
[2:05:41]
perspective of other prevention and
[2:05:43]
awareness programs is there a component
[2:05:45]
that we could use to capture for
[2:05:47]
community
[2:05:48]
outreach uh that would be a creative use
[2:05:52]
that would probably be
[2:05:54]
applicable yeah it can be used for
[2:05:56]
caining an education it's hard because
[2:05:59]
we budgeted the larger number prior
[2:06:04]
years we dro
[2:06:07]
the it helped us damn it doesn't help
[2:06:12]
[Music]
[2:06:22]
the P they have mentioned um you know to
[2:06:25]
us that 're looking towards maybe
[2:06:27]
possible spend this money to equipment
[2:06:30]
to buy equipment clean house department
[2:06:33]
so that's a that's a uh for um use to
[2:06:40]
buy equipment that is not in the capital
[2:06:43]
that we already funded for but something
[2:06:44]
outside of that enhance the department
[2:06:48]
capability practical side of is they're
[2:06:50]
looking to buy it a c cap which is a
[2:06:53]
heavily armored vehicle
[2:06:55]
[Music]
[2:06:57]
to deal with OST situation we have to
[2:07:01]
breach uh security facility uh I have
[2:07:06]
not signed off on
[2:07:07]
that yeah that sounds
[2:07:11]
intense we do use it on a periodic basis
[2:07:16]
we have relationships with other
[2:07:18]
agencies that have it and so they bring
[2:07:21]
those units in here to work with the SC
[2:07:25]
Police
[2:07:27]
Department let's borrow there as long as
[2:07:32]
we all right any other question on this
[2:07:36]
yeah see done this
[2:07:40]
um well we did talk about the loss
[2:07:43]
Revenue everybody has a cop of this
[2:07:45]
think is straight
[2:07:47]
forward um this report that Anthony
[2:07:50]
provided to us with the detail
[2:07:52]
brief unless you have any question I
[2:07:55]
just this done but I think this straight
[2:07:58]
forward went details every
[2:08:01]
department and the
[2:08:05]
impact and then we did have the U also
[2:08:09]
the the
[2:08:11]
funds the outline of the the funds on
[2:08:14]
the draw down from each of the the funds
[2:08:16]
this report
[2:08:20]
here um
[2:08:29]
someone had asked for the
[2:08:32]
um
[2:08:34]
the races from the Department not races
[2:08:37]
but they ask from the Department the
[2:08:39]
management this was the report carries I provide you an updated one just now
[2:08:44]
yeah we just got that so this is a
[2:08:46]
report here someone that ask um it's off
[2:09:00]
oh
[2:09:01]
yeah yeah there were some that we I had
[2:09:05]
asked you know previous budget we avoid
[2:09:08]
mentioning names and not attaching this
[2:09:10]
deal with the title
[2:09:31]
any question on
[2:09:35]
[Music]
[2:09:47]
that so I do have a question go ahead
[2:09:50]
are we considering
[2:09:51]
there's uh
[2:09:53]
several requests for um
[2:09:57]
increases I only see that one was
[2:10:02]
actually
[2:10:03]
um considered and add to the budget so
[2:10:06]
we looking at any of the
[2:10:13]
others can you high with to the
[2:10:16]
bud I see everyone everyone of them has
[2:10:20]
Delta
[2:10:21]
yep the Deputy Commissioner
[2:10:30]
finance and there's others that add were
[2:10:33]
added and I didn't see know that
[2:10:55]
yeah what was the highest increase we
[2:10:56]
had this year
[2:10:58]
4.25 some some
[2:11:01]
level was it four or
[2:11:03]
[Music]
[2:11:06]
four last year yes when fact this year
[2:11:14]
forward and across the board there is a
[2:11:17]
3% P for management correct
[2:11:23]
any question on
[2:11:25]
this that's my question and the first
[2:11:28]
one the first um version of this that we
[2:11:31]
got um the request for that position was
[2:11:35]
110 the updated version that you gave us
[2:11:38]
was
[2:11:40]
120 was those are supplemental sheets
[2:11:44]
what's in the actual
[2:11:47]
budget so
[2:11:53]
[Music]
[2:11:56]
yeah I I brought it up to Anthony and it
[2:11:57]
was shouldn't it shouldn't be there and
[2:12:01]
that was a correction I made that's I
[2:12:04]
requested an updated copy and that's why
[2:12:06]
I brought this back to the
[2:12:09]
council that column should not have been
[2:12:11]
there that was a calculation they were
[2:12:13]
doing and some other stuff I'm sorry
[2:12:16]
I've lost you a little bit um on this
[2:12:18]
sheet here we replacing this sheet with
[2:12:20]
the previous she so I ask that you just
[2:12:22]
continue looking at that sheet there
[2:12:24]
were some columns and some cells that
[2:12:26]
should not have been there it was more
[2:12:28]
of a useful culation squ supposed to
[2:12:30]
take it out but but are these um these
[2:12:33]
salaries are not necessarily in this
[2:12:35]
budget yes they are yeah they are the 3%
[2:12:38]
yeah the 3% is
[2:12:40]
it what do you see on this she the 3%
[2:12:42]
cost what do you see on this she here
[2:12:44]
it's in the budget the previous sheet
[2:12:46]
was a working document that some column
[2:12:49]
was not um
[2:12:53]
problem should have been hidden or
[2:12:55]
adjustment taken out it was working um
[2:12:58]
it was working
[2:12:59]
document so the 3% additional is in the
[2:13:03]
budget y yeah except that middle col Yes
[2:13:06]
except for this deputy corre and that
[2:13:09]
one is the
[2:13:11]
request no the deput is in in the budget
[2:13:14]
that's the request yes not the
[2:13:17]
3% yes everybody else is the 3% corre so
[2:13:20]
what do you see that the number you
[2:13:21]
seeing here it's on the about M I say
[2:13:28]
yes any question on
[2:13:31]
this my question is why we're not
[2:13:33]
considering other um other departments
[2:13:37]
heads who would requested that and
[2:13:40]
what's the rationale for that um that we
[2:13:44]
considered one ask and not any of the
[2:13:49]
others we heard from you know we heard
[2:13:51]
from the um I don't think the building
[2:13:54]
officer mentioned excuse me I don't
[2:13:56]
think the um building inspector actually
[2:13:58]
mentioned anything to us about his ask
[2:14:00]
but we did hear from the director of
[2:14:03]
development about the ask for herself
[2:14:06]
and for a member of her
[2:14:09]
staff principal plan the principal plan
[2:14:12]
thank you
[2:14:22]
[Music]
[2:14:26]
oh commissioner is he in there already
[2:14:28]
though let see I'm at 133 well that's
[2:14:31]
okay 3% okay that's
[2:14:35]
Wonderful's got 3% too oh so what are
[2:14:39]
you saying you should get some do I mean
[2:14:41]
say if you're going raise theirs raise
[2:14:45]
my so that's you know we we you know we
[2:14:50]
had have uh the the deputy clerk we have a lot we have the city clerk so
[2:14:56]
we haven't considered any others in so
[2:14:59]
how do we do that think that everyone's
[2:15:02]
working hard
[2:15:21]
any question go ahead please I said how
[2:15:23]
do we consider increasing uh some some
[2:15:27]
of the increases that were asked and if
[2:15:29]
they're not then what is our reason why
[2:15:31]
not I know saying does lots of work is
[2:15:35]
probably not the best way to do it but
[2:15:38]
if we look at um what the reasonable
[2:15:40]
salaries are it say we did and did that
[2:15:42]
happen did we look at the other salaries
[2:15:45]
as you said that you did um with this
[2:15:48]
position to compete with right position
[2:15:51]
in New York
[2:16:04]
state these were to ask the question
[2:16:06]
that they gave us the mayor was said 3%
[2:16:10]
I explain to the mayor why we needed
[2:16:13]
hire money for that director uh and that
[2:16:17]
was the case was to get a qualified
[2:16:20]
person into the position like like you
[2:16:22]
talk about get a good lawyer full time
[2:16:25]
you're going need a good find person
[2:16:28]
full time and you seen and it's in the
[2:16:30]
paper actually was in the paper today
[2:16:32]
about what Tom roer and Tom miss the
[2:16:35]
city of TR going through trying to find
[2:16:38]
commissioner finances or or controllers
[2:16:40]
and or Finance people uh because uh you can't find it so that was the reason
[2:16:47]
U for that every else got 3%
[2:16:52]
I see that y including myself I see that
[2:16:57]
yourself
[2:17:08]
yes yeah so the qu so the question
[2:17:12]
was around so looking at did we do the
[2:17:16]
same due diligence for other department
[2:17:17]
heads and like and this is New York
[2:17:19]
state or the surround so
[2:17:25]
like oh yeah I thought it said I thought
[2:17:27]
it said New York state in there maybe I
[2:17:30]
thought what to
[2:17:37]
say question
[2:17:40]
becor direct development where she
[2:17:42]
brought that department from and all
[2:17:44]
those things so um and she she said to
[2:17:47]
us I'm going sure the meeting May that
[2:17:50]
um I don't believe you were that she
[2:17:51]
said that she had spoken with you and
[2:17:53]
that you told her that if any request
[2:17:55]
she should come to the council
[2:17:57]
with she's Mis phrased my word choice
[2:18:01]
and that my recommendation for salaries
[2:18:04]
is in the
[2:18:17]
budget any other question on this
[2:18:30]
all right we move
[2:18:34]
to there's one this report here a report
[2:18:37]
this copy of report may I thank you
[2:18:41]
report is very very helpful yes I would
[2:18:44]
I you please U send this to us and I
[2:18:48]
apologize it's been prepared
[2:18:51]
uh been done before it uh went staffing
[2:18:56]
issues putting together and it's been
[2:18:57]
compared for the last couple months and
[2:19:00]
had not been sent to the council so that
[2:19:02]
you'll get that now on a monthly basis
[2:19:05]
and probably would be a good idea to
[2:19:08]
have uh Mr Hamilton and Mr Douglas come
[2:19:11]
in and do a summary of what they're
[2:19:17]
doing in terms of data
[2:19:19]
collection and
[2:19:22]
I try and encourage them every month is
[2:19:23]
to expand that so if there's an area
[2:19:26]
that the council would like to see some
[2:19:30]
analysis done on uh don't hesitate to
[2:19:33]
reach out or uh raise your concern or
[2:19:37]
ideas
[2:19:39]
on yes this report you got a time please
[2:19:42]
go it you have not detail report for
[2:19:45]
every single department and it shows you
[2:19:47]
where they are in terms of the workload
[2:19:49]
and the service they proving to the
[2:19:51]
residents very
[2:19:57]
we another report I know we did talk
[2:20:00]
about it I asked for a copy of this it's
[2:20:03]
the um it has to do with the STA
[2:20:06]
department and the enforcement they're
[2:20:08]
doing um you know I personally would
[2:20:11]
have to commend them I know D and I talk
[2:20:13]
about this to the work that they're
[2:20:16]
doing in terms of
[2:20:18]
um bringing people into compliance STS
[2:20:21]
of garbage impr improper storage of
[2:20:24]
garbage and to make sure that people not
[2:20:26]
stor in garbage and leaving it for days
[2:20:28]
out to pick up by our our Poli
[2:20:31]
department or also put their garbage can
[2:20:33]
in the front of the building and they're
[2:20:34]
taking over littering the entire Street
[2:20:37]
since this enforcement has been put out
[2:20:40]
here for the last couple months I
[2:20:42]
personally have seen a change in the
[2:20:44]
pattern of
[2:20:46]
peopleo also saw that so it's a good
[2:20:49]
thing people said well it's about it's
[2:20:52]
not a ref driven thing it's about how we
[2:20:54]
address Nuance how we address quality of
[2:20:57]
life I think this is one of the report
[2:20:59]
of you should have a report to see that
[2:21:02]
what these guys are
[2:21:03]
doing U from the N Department it's so
[2:21:07]
you know I have to come in and for
[2:21:11]
that I don't I think I know everybody
[2:21:14]
has a copy I did make a copy of it um if
[2:21:18]
anybody else need a copy I can share it
[2:21:19]
but that's
[2:21:21]
I just want to address
[2:21:25]
that I don't think I'm missing any other
[2:21:27]
report um we had to some stuff from um
[2:21:31]
unless when I stepped out but the um
[2:21:33]
building permit Fe structure just that's
[2:21:36]
that part
[2:21:38]
[Music]
[2:21:40]
um I I TR recomend that we we have to do
[2:21:44]
the public hearing is on and then we
[2:21:45]
have to come back in for discussion so
[2:21:48]
that will address at that point in time
[2:21:49]
when we the public hearing is the next
[2:21:52]
cycle
[2:21:53]
26 25th 28 28th yes and then we'll
[2:21:57]
address it after
[2:22:00]
that yeah other than that I don't have
[2:22:03]
any other report unless you have
[2:22:05]
anything else I'm missing any report we
[2:22:09]
have the the actuals which is
[2:22:10]
straightforward go through that
[2:22:12]
every and the answer
[2:22:16]
questions I don't have anything else
[2:22:24]
wage fees was the only amendment yeah
[2:22:26]
those were those going to address so
[2:22:28]
that's notd for but I just shared our
[2:22:30]
copy because it was during that time oh
[2:22:33]
we had the um aging of accounts
[2:22:35]
receivable as
[2:22:38]
well this one did I print it
[2:22:41]
out I think Tony gave it to
[2:22:45]
us aging aging of accounts receivable
[2:22:48]
and then I wrote police oh yeah because
[2:22:50]
it's um the value of penalties the total
[2:23:00]
paid we talked about it we talked about
[2:23:03]
it because when when AC Whipple was here
[2:23:09]
ENT um
[2:23:12]
violation yeah we did talk about this so
[2:23:14]
they kind of give us this report to show
[2:23:16]
us U where to break down yes so we did great if we could collect all
[2:23:20]
that money is basically that would be
[2:23:22]
like fantastic I mean it is something
[2:23:25]
that we we can ask them for an update in
[2:23:27]
the next three months to see how we
[2:23:28]
doing with the agency and collect the
[2:23:33]
outstanding those
[2:23:35]
outstanding it will be very helpful INE
[2:23:40]
our I don't have any other reports
[2:23:43]
anything else that you have in your
[2:23:44]
folder that we didn't address can
[2:23:46]
address it and then we um have anything
[2:23:50]
El we need to
[2:23:51]
address and then we'll we'll call for an
[2:23:54]
executive session so for some
[2:23:58]
points any other
[2:24:02]
business we need call on motion to go
[2:24:04]
into executive session so move all in
[2:24:09]
favor take a break take off the and
[2:24:22]
[Music]
[2:24:34]
just
[2:25:19]
for for
[2:27:49]
for for
[2:31:48]
for e
[2:36:18]
for
[2:43:48]
for for
[2:43:58]
[Music]
[2:44:48]
is
[2:45:17]
e e
[2:46:47]
for
[2:48:17]
e e
[3:30:44]
for
[3:31:44]

[3:35:14]
for
[3:42:14]

for
[4:15:11]
e e
