I'd like to call the conect city council
[2:28]
committee meeting for thday October
[2:32]
17th 17th more than half the month is on
[2:36]
we have one committee tonight turn toiss
[2:38]
for finance thank you madam president I
[2:40]
would like to call the finance committee
[2:42]
to ARA and we have a couple items held
[2:46]
over from today we have some new
[2:50]
um questions and
[2:52]
answers from
[2:55]
today and the first item we going into
[2:58]
is the ARA discussion question follow up
[3:01]
from um
[3:03]
yesterday they were some questions from
[3:07]
yesterday and we ask Miss Cara to be
[3:11]
here to help us navigate those uh those
[3:15]
questions
[3:16]
[Music]
[3:23]
[Applause]
[3:30]
so if we can first go to our um our ARA
[3:34]
allocation um
[3:40]
[Music]
[3:56]
sheets course sorry to put you on the sh
[3:58]
notice um you were hoping to get you
[4:02]
next Monday or CLE but you're going be
[4:04]
off so we have to
[4:06]
utilize the small amount of information
[4:09]
you may have for for us okay I'm ready
[4:11]
for you I'm ready there's no pressure
[4:13]
there no pressure If you don't have the
[4:14]
information you can always email it to
[4:16]
us
[4:18]
okay um the take away from yesterday is
[4:21]
that
[4:22]
um I know you and your your department
[4:25]
is aggressively going um
[4:27]
on so Poli these contract out to the
[4:30]
relevant agencies who was awarded on the
[4:33]
alpha funding there are some agency that
[4:35]
is still U you're working with them they
[4:38]
are still they're still trying to get
[4:41]
the documents in place and also try to
[4:44]
leverage the other funding from the
[4:46]
other agencies so there are a couple
[4:50]
agencies here that um we would like you
[4:54]
to kind of tell us if you have the
[4:56]
information as to where they are in
[4:58]
terms of the
[5:01]
their portion of the work and okay
[5:07]
and that would be the first one um
[5:10]
Habitat for Humanity Habitat for
[5:14]
Humanity 500,000 is allocated to the
[5:16]
ranking house um their project is due to
[5:20]
start March of 2025 for that house so
[5:22]
they have all of the other funding but
[5:25]
it's not going to be done be ready to
[5:27]
take so March here they have all the
[5:30]
fundings yes and you have all the
[5:33]
documentation regards to that yes so in
[5:37]
terms of signing a contract with them
[5:38]
they're already in contract we only have
[5:40]
one organization that is not in
[5:43]
contract which has been reported um to
[5:46]
the city council so we just have one
[5:47]
which is
[5:49]
Dory in Dory Foundation is the only subp
[5:54]
that is not a
[5:56]
contract what about BC and handon
[6:02]
like the $500,000 for bcn they are on
[6:05]
contract there was some issues with the
[6:08]
title on a city owned property not clean
[6:10]
title um but that do have a question
[6:12]
mark if they are going to be they had
[6:15]
some hiccups with some of their leverage
[6:17]
funding that they were going to use for
[6:19]
that entire
[6:21]
project these hicups will affect the
[6:23]
funding from our end
[6:30]
if you don't have the answer yeah I
[6:32]
don't have the answer on that I will say
[6:34]
that we asked for a spending plan from
[6:37]
bcni um I should have that by the 23rd
[6:40]
deadline is next week so I should have
[6:41]
that from dcni on their plans on how
[6:44]
they're going to spend this money down
[6:45]
by the
[6:46]
deadline I'm talking about bcni what
[6:49]
about the the $1 million the $1 million
[6:52]
myself as a department of development I
[6:54]
do have concerns with being able to
[6:56]
spend that down um in the time manner
[6:59]
because they do have other funding for
[7:01]
owner occupy reand from our
[7:03]
cdbg so that is$ million right now
[7:07]
they've only spent
[7:11]
down
[7:13]
$3,000 yes would be able to share those
[7:15]
from email to us
[7:20]
sure and the next one I think is the
[7:22]
Hamilton hill art
[7:25]
centor again we have requested the
[7:27]
spending plan for the Hamil Center they
[7:30]
don't have site yet so that is a concern
[7:32]
for the Department of development they
[7:34]
have not secured a site for this
[7:38]
project so all in all there bcni $1
[7:41]
million and the Hamilton Art Center 1 $2
[7:47]
million yes is of concerns yes and we
[7:51]
you have contracts for have that
[7:52]
$500,000 bcni
[7:55]
500,000 and $1
[7:57]
million yes they are
[8:01]
contract am I missing any other um
[8:04]
agencies please
[8:07]
[Music]
[8:22]
help where's
[8:24]
second the YW so
[8:27]
the Y
[8:29]
in Washington so they've spent 106
[8:32]
already of the 364 so what are their
[8:34]
plans we ask for a spending plan for
[8:37]
them to their project they are still for
[8:39]
their Harbor House project they did come
[8:41]
to city council and ask for some of
[8:43]
those for the capital project to be
[8:44]
moved to the Harper house which was
[8:47]
approved by resolution but there are
[8:49]
funding um issues they're still lining
[8:51]
up all their funding to move forward
[8:53]
with the har
[9:00]
what's the latest with the Electric City
[9:02]
Food Coop they went into contract just
[9:05]
two and a half weeks ago so they we
[9:08]
received only pre-contractual documents
[9:10]
and they are in contract and prepared to
[9:12]
start spending down as soon as possible
[9:13]
as well
[9:29]
[Music]
[9:30]
did you already talk about Carver before
[9:32]
I came into the room the Carver no no no
[9:35]
anything on offer
[9:38]
please so Carver is not in contract
[9:52]
okay into the budget was came out of us
[9:55]
we resend it essentially their funds
[9:57]
were put back into the budget so
[10:00]
[Music]
[10:07]
go Ahad so am I correcting U these
[10:10]
monies just have to be allocated by
[10:12]
December 31st but spent by December 31st
[10:15]
of
[10:20]
20252 a construction project they needed
[10:23]
to have sight they needed to have sight
[10:27]
by the end of this year
[10:30]
construction we cannot make
[10:33]
changes
[10:35]
in5 that is not clear Trey guidelines
[10:39]
are I believe the city the municipality
[10:42]
has some
[10:45]
flexibility it's not just allocated the
[10:48]
council can allocate something we have
[10:50]
to be under
[10:52]
contract with it by the December 31st is
[10:55]
that
[10:56]
correct that's
[11:00]
but also is that like she said if you're
[11:03]
construction you got to have S command
[11:06]
you got to have like that um we we can't
[11:11]
go under contract if so he doesn't
[11:13]
have correct as part of the
[11:15]
pre-contractual documents that are
[11:21]
required so who the that effect on this
[11:24]
list she just BC right
[11:29]
everybody they're all in contract just D
[11:31]
is not in contract and they're not
[11:33]
construction so they're working on
[11:34]
getting they have about 85% of the pre
[11:37]
contractual documents we're just waiting
[11:39]
on a few items there what the lower
[11:41]
policy you know minor
[11:46]
things did you say b a million dollars
[11:49]
was a concern just if they're going to
[11:51]
be able to spend a million in the time
[11:54]
frame that is allowed for ARA is a
[11:57]
concern because they also have other
[12:00]
we've allocated other funding to them
[12:02]
and they're slow with spending it down
[12:03]
which is why we act for spending
[12:09]
plan and so far Hilton Art Center is the
[12:12]
one that does not
[12:15]
[Music]
[12:17]
have is that the infill development
[12:20]
project or the 1 million to bcni oh
[12:24]
that's that was I was going to ask what what was the second bcni project
[12:28]
okay gotcha it's
[12:33]
[Music]
[12:36]
right have that
[12:38]
sheet oh sorry I missed the sheet
[12:45]
sorry focused on the other
[12:47]
[Music]
[12:50]
sheets go ahead please Carver is there a
[12:53]
deadline for when you requested to have
[12:56]
those spin back just we can still action
[12:58]
oober
[13:00]
I'm sorry October October
[13:02]
23rd to have all the documents in to
[13:06]
have a spending plan so that I'll be
[13:08]
able to present that to Finance on where
[13:11]
they are when spending down the money
[13:12]
not to have all documents Mr
[13:15]
[Music]
[13:16]
M we we have all of the documents if
[13:19]
they're in contract we've collected
[13:21]
everything that they needed according to
[13:23]
what we set forth for the
[13:24]
pre-contractual requirements so we have
[13:26]
those documents on F
[13:30]
go ahead please um gr Park we only spend
[13:35]
18,000
[13:38]
[Music]
[13:40]
correct that is correct and the park
[13:43]
allocation on councilwoman is more
[13:45]
engineering has
[13:47]
been
[13:49]
for City
[13:52]
[Music]
[14:00]
and we do have a couple of organizations
[14:02]
that are slow spending but they are
[14:04]
aware that they are slow and the team is
[14:06]
constantly reminding of the deadline and
[14:09]
they need to spend it down for the most
[14:15]
part our our our deadline to possibly
[14:20]
Rec coup those funds is sooner than AR
[14:24]
deadline right we're communica to them
[14:26]
that if by this date you don't have that
[14:28]
or maybe not by a spefic specific dat
[14:29]
but if things AR moving in in
[14:32]
a at a good Pace then there you know we
[14:35]
might have to recuit those funds I I've
[14:38]
sent down notification saying that you
[14:40]
know for example to be cni that the
[14:42]
funds are at risk
[14:45]
captured so would it will not be a
[14:47]
surprise but I use that as leverage to
[14:49]
get the spending plan sure from the
[14:55]
organizations go ahead please and I I
[14:57]
the this came up the other night at our
[14:59]
meeting um you actually asked for
[15:01]
reports on a regular basis from the
[15:03]
folks right yes that's what I thought
[15:05]
yes we're the team is working what I
[15:08]
sent an email out to say that we just
[15:10]
Clos out the fiscal year so reports were
[15:12]
due to the Department of development on
[15:14]
the 15th so we have a couple of
[15:16]
stragglers so versus sending numerous
[15:18]
emails with the report we're just kind
[15:20]
of waiting for the stragglers to submit
[15:22]
so I can send you that final report for
[15:24]
the fiscal year versus every single
[15:26]
quarter for every single sub because the
[15:29]
report is cumulative so when you look at
[15:31]
the last report for the year you're
[15:33]
going to be able to see everything that
[15:34]
they spent their accomplishments the
[15:36]
demographics that they Ser with the
[15:38]
funding and they list out the challenges
[15:40]
that they may have experienced spending
[15:42]
down the
[15:55]
funding are there any other question
[16:05]
please I guess just because I've never
[16:07]
been a part of this scenario but should
[16:10]
we recoup funds after we theoretically
[16:13]
already passed the budget how does that
[16:14]
process proceed
[16:18]
wel can I ask a question what time frame
[16:21]
if the spending plan date that I've
[16:23]
given of October 23rd does that work to
[16:26]
give the information so that then you
[16:28]
can make a decision based on a plan that
[16:30]
the sub
[16:35]
provide at this
[16:37]
point it's what we
[16:39]
have that's a good question well I think
[16:43]
that you were mentioning that you were
[16:44]
hoping that we were actually going to
[16:46]
finish our work this week yeah and so we
[16:48]
kind of
[16:49]
need cross well no I mean I think that
[16:52]
um that was what I Mr mudar has said
[16:54]
that a few times but um I'm certainly
[16:57]
hoping that we're going to finish our
[16:58]
work by November 1st this year but um it
[17:02]
seems to have been going smoothly enough
[17:04]
that I was kind of hoping that we might
[17:05]
be able I was on the same page as Mr bu
[17:08]
and hoping that we could try to do it
[17:09]
this week but I
[17:11]
was
[17:13]
what these are these a good a good
[17:15]
question that you ask but I my
[17:19]
understanding was that the the AR
[17:20]
wouldn't necessarily be for this budget
[17:22]
if anything brought back would just be
[17:23]
used in house because now it exists here
[17:26]
and I think we probably have enough
[17:27]
projects to be able to spend it on so my
[17:30]
understanding was not we were trying to
[17:31]
get it to do anything with this budget
[17:33]
but that we would be able to have it in
[17:35]
our you know because if the city has in
[17:38]
you know in our fund then we still have
[17:40]
two years spending on projects that was
[17:42]
my understanding that we this wasn't
[17:43]
necessarily to balance this budget
[17:46]
because this well this budget's already
[17:48]
[Music]
[17:51]
balanced correct that would be my
[17:53]
position
[17:55]
also in some of those
[18:00]
you know their organizations have good
[18:02]
intent and it may be that uh I'll use
[18:06]
bcni or habitat hypothetically without
[18:10]
referencing them specifically they have
[18:13]
mapped
[18:14]
out broader
[18:16]
scenarios it might be that habitat can't
[18:20]
do all the houses or bcni so they might
[18:23]
be able to do one or two so it might be
[18:28]
submitted to councils not take all the
[18:30]
money back but take a portion back that
[18:32]
they're not going to be able to use and
[18:34]
then to look for some other criteria
[18:38]
ccil president's pointed out that would
[18:41]
uh be a project within the city that we
[18:44]
could do meeting the criteria
[18:46]
implemented within the
[18:51]
timeline be also sorry bear in mind also
[18:53]
we do fund these agency through cdbg so
[18:56]
it's not like a loss they always can
[18:58]
funding is all always there for them to
[19:00]
tap into regardless of ARA is going to
[19:03]
be available through
[19:06]
cdbg just because we use bcni as example
[19:09]
I wanted to chime it I think um I
[19:15]
said we we hold some of the
[19:17]
responsibilities or not we didn't go
[19:19]
forth with um closing of those
[19:21]
properties the titles weren't clear so
[19:24]
that's part of the hold up why they
[19:26]
couldn't move forward with the project
[19:28]
as well so I think that should be taken
[19:31]
into consideration we think if we're
[19:33]
going to recapture the part that we
[19:35]
played as a city too because those
[19:38]
projects were dedicated that money
[19:40]
funding in the resolution is dedicated
[19:43]
to be used for certain city owned
[19:46]
properties we laid that out in a
[19:51]
resolution I was I was just kind of to
[19:53]
your point around like agencies that
[19:55]
we've been um historically funded I also
[19:58]
what want those agencies to presume that
[20:01]
we would continue to um fund them
[20:04]
because of s we've done it through the
[20:05]
community block grant money I think just
[20:08]
one thing that I think is important is
[20:09]
that we look at you know a more continue
[20:13]
to work towards a more Equitable
[20:15]
resource allocation plan and I think so
[20:17]
sometimes some of those uh agencies that
[20:21]
we have funded for historically over a
[20:23]
period of time can grow almost dependent
[20:26]
on that and that's not really a
[20:27]
sustainable model it's just that they
[20:29]
should be made
[20:40]
aware so so really the only four that we
[20:44]
need to I mean the only four that are
[20:48]
part of this 2025 budget
[20:51]
then are well there were there were four
[20:55]
that the finance department recommended
[20:57]
that we take the money back and that is
[21:00]
the Carver the Riverside Park the
[21:02]
sidewalk program and the Empowerment
[21:04]
Center so really it's wonderful I would
[21:07]
you know we all wanted to see you here
[21:08]
tonight because we had questions but in
[21:10]
terms of our you know finishing our
[21:12]
budget negotiations um we can we have
[21:15]
time in other words to think about the
[21:17]
rest of these ARA projects besides those
[21:19]
four is what I'm hearing if we can't use
[21:22]
this money um except for those four
[21:24]
projects then we can kind of table this
[21:28]
correct cor I just wanted to make sure I
[21:30]
was understanding you guys saying that's
[21:32]
what a thinking thinking is about here
[21:34]
because um there's certain speculation
[21:36]
but like say for example if we have the
[21:40]
full funding from bcna and sorry to use
[21:42]
the name not nothing against you
[21:46]
BC would they qualify for CBG funding
[21:49]
for this specific project under this $1
[21:52]
million or
[21:54]
home funding okay which they get get
[21:57]
funding but they never they never the
[22:00]
amount that arpa gave is much larger
[22:03]
than you know annual allocation would
[22:06]
give them to the arpa funding allows
[22:08]
them more cap more funding to do more
[22:11]
bigger projects than what they would be
[22:13]
able to do with our annual allocation go
[22:16]
ahead please and and in addition to that
[22:18]
you said that we've played a role in it
[22:20]
them doing that and just we need to
[22:23]
think about what bcni does and how they
[22:25]
you know provide affordable housing and
[22:27]
all of that so if if if they they hold
[22:30]
up with us and they're still able to
[22:32]
complete their project within a couple
[22:33]
years um I don't know that to me taking
[22:37]
their money back does not would not
[22:40]
benefit them it would benefit residents
[22:42]
of the city hous that's a you know
[22:45]
housing crisis is one of the things that
[22:47]
we are facing for people in certain
[22:48]
income categories so well I I don't
[22:51]
think you want to take back but if
[22:53]
they're if they're not coming up or
[22:55]
stepping up to par to provide whatever
[22:57]
is needed then we don't want to lose
[22:59]
that funding I mean our well it's not
[23:03]
our fa but we we don't want to be in the
[23:05]
same Bo of losing it by trying to work
[23:07]
with them all the way to the end of 31st
[23:09]
of December and it dropped right there
[23:11]
and we lost it that's not what she said
[23:13]
that she I'm just making a statement I
[23:15]
know but I'm just making you know
[23:18]
speaking out loud and we don't want that
[23:20]
to to ever happen I think the infi
[23:23]
project will happen the one that I had
[23:25]
the concern was was the million dollars
[23:28]
on occupy rehab funding there was
[23:31]
changes in leadership one there there
[23:34]
was some capacity changes and they have
[23:37]
other funding that we've given them that
[23:39]
they haven't spent down yet so that's
[23:41]
why the million is a concern for me
[23:43]
because the other funding is still on
[23:45]
the table they're currently right now
[23:47]
requesting extensions on cdbg funding so
[23:51]
that's why the
[23:53]
million for the record that's why it's a
[23:55]
concern because we have other funding
[23:57]
that all to them that they have
[23:59]
struggled with spinning down yeah and
[24:02]
exactly that's the one I'm talking about
[24:03]
the other $500,000 is pretty much a done
[24:06]
They just got to process all milon it's
[24:09]
a million
[24:13]
dollar and go ahead I couldn't uh
[24:17]
remember when I know that um we've given
[24:20]
extensions to the Carver project but I
[24:23]
actually thought that the last extension
[24:26]
expired on September 30th but I haven't
[24:27]
been able to get answer about that I
[24:29]
don't think that we gave well the Carver
[24:31]
because the co-op came on we never
[24:33]
presented give give them a gave them a
[24:37]
time I thought that we had a contingency
[24:39]
on the funding that they had to raise
[24:42]
never we never reallocate the money we we made an amendment they they
[24:46]
brought back the property to us can we
[24:48]
send the property back to us call up and
[24:50]
quick for yes no car car Community
[24:56]
yes oh the
[25:01]
they never came back to us with their um
[25:03]
their plan and then we never moveed
[25:05]
forward to reallocate the money to them
[25:07]
so that money was there in back into
[25:10]
our without being realita
[25:15]
to I don't understand what your point is
[25:18]
um I thought that we had a contingency
[25:20]
on that money and I thought that thaty a
[25:23]
long time that was that was with
[25:25]
car previous organization but not with
[25:29]
the court the previous organizations
[25:31]
didn't meet the criteria so the money
[25:32]
came back into the City and the new uh form organization we we never
[25:38]
reallocated that money to them okay so
[25:41]
worry about that so that was sitting
[25:43]
there and the gotcha I am I I understand
[25:46]
now I don't know why I thought we
[25:48]
still we had them here and we had
[25:50]
conversations with them and we implied
[25:53]
that that money was available to that
[25:54]
particular group but as they were
[25:57]
supposed to they were supposed to come
[25:59]
back to us they supposed to come back
[26:00]
and provide a list of things that I
[26:04]
don't know how much was ever since but
[26:06]
that never just came didn't come back to
[26:08]
the council gotcha and it's very
[26:09]
unfortunate because project that you
[26:12]
know would have been very beneficial but
[26:15]
we now we're at this point
[26:28]
I look at the face no I just I think
[26:32]
it's more question and answer yeah yeah
[26:34]
this is developing into more questions
[26:37]
and answer yeah all right any other
[26:39]
question from
[26:40]
[Music]
[26:42]
Miss see none thank you so much time
[26:46]
app you going to email that
[26:49]
um talk to us yes remind
[26:54]
me I'm just
[26:56]
Jing I'm just joking
[27:01]
[Music]
[27:15]
I so we have we have some work to do on
[27:18]
[Music]
[27:19]
the serious
[27:21]
[Music]
[27:23]
work um we had some items from last
[27:28]
evening that we asked for you to BR okay
[27:32]
do you want to go through that and then
[27:34]
I will
[27:41]
talk can can you go to your list from
[27:44]
yesterday
[27:46]
please what can you go through your list
[27:49]
from yesterday what do you mean
[27:52]
my okay uh yes you ask me to bring
[27:56]
back uh that $10,000 donation was yes
[28:00]
sir I got that pass
[28:06]
[Music]
[28:09]
out and what happened was that the
[28:13]
10,000 did come in and it went right
[28:15]
into the code a31
[28:19]
2402b
[28:21]
so so what they did is you can see I try
[28:25]
to dark line it where the where the
[28:26]
credit came in they credited the the
[28:31]
expenditure side of it so uh they really
[28:34]
spent
[28:36]
$133,000 because that what they did is
[28:39]
that by putting the credit into that
[28:41]
expenditure account it raised the
[28:44]
balance by $10 more and the reason why
[28:47]
that the chief wanted to do that is
[28:48]
because he wanted to use that money
[28:51]
directly he didn't want us to put a
[28:52]
revenue and like not increase the budget
[28:54]
you know what I mean so it was for him
[28:56]
his way to like make sure that he got it
[28:58]
into that
[29:04]
budget you guys see that yes uh another
[29:08]
thing you asked for was the copy of so
[29:11]
far what we have for
[29:13]
changes is you guys requested
[29:17]
yes so I have changes on the general
[29:21]
fund revenues and expenses the second
[29:23]
page is uh capital projects changes and
[29:27]
the third is water fund with
[29:29]
the revenue that
[29:50]
[Music]
[30:02]
so you want to talk about those first
[30:04]
the
[30:05]
changes yes go ahead okay so the first
[30:08]
very first one is uh what we did the
[30:10]
very first day was to move $5,000 from
[30:14]
the depy registar into the uh City Court
[30:18]
salary so what we what we're doing we
[30:21]
subtracted the 5,000 from um the deputy
[30:25]
registar salary brought up to 47 ,000
[30:28]
added it to the city clerk salary and
[30:31]
she went from 83 to
[30:32]
88 then the S we took that out because
[30:36]
uh that's where we had the stien for
[30:40]
5,000 plus 3,000 so we took the 5,000
[30:43]
out of there we reduced the appropriate
[30:45]
fund balance by that 5,000 and so
[30:47]
there's 3,000 left for the city clerk
[30:50]
right the second one is the city City
[30:54]
Senior Center Program uh you ask not to
[30:57]
use the police overtime so what we did
[30:59]
is we increased the senior program by
[31:02]
60,000 and we're reducing the
[31:04]
contingency by the
[31:06]
60,000 so there's no change in the
[31:08]
budget at all uh we had a MOA for
[31:12]
autograde for uh uh one of the record
[31:17]
access courts in in law depart for csca
[31:21]
uh that the sea demanded that we put in
[31:25]
the budget and so until until there's
[31:28]
actual actual U negotiations complete
[31:32]
we'll be doing it we'll put it out of
[31:34]
grade until uh until the contract is
[31:37]
complete and again we're using uh taking
[31:39]
that out of judgment and claims uh
[31:42]
because as reference with the uh water
[31:45]
department uh the last one was the
[31:48]
20,000 for Public Safety Foundation you
[31:50]
wanted to put the 20,000 back in so we
[31:53]
went from 5 to 25,000 and again we're
[31:55]
taking another 20 out of uh so there is
[31:58]
no uh budget changes the proposed
[32:01]
changes is equal 5,000 in the revenue
[32:05]
side and 5,000 on the uh expense side so
[32:09]
it's
[32:10]
equal uh the second phas is capital
[32:13]
funding um we're moving uh Utilities in
[32:16]
it we taking to 200,000 uh and uh we're
[32:22]
as we're taking 140,000 out of 200an say
[32:26]
the servers are okay as you remember you
[32:28]
said and the 60,000 is to upgrade all
[32:31]
the computers as Mr van asked thank you
[32:34]
for it's a reduction of 140,000 under
[32:38]
golf that's a reduction of 140,000
[32:42]
yes
[32:44]
uh so we're going from 200,000 to 60,000
[32:48]
for utilities yes because the the theet
[32:52]
said that the servers were good and then
[32:55]
Mr you actually purchased them this year
[32:58]
oh got yeah and Mr wanted him to update
[33:03]
all the computers instead of waiting so he requested originally and the
[33:07]
budget was 200,000 again but he said
[33:09]
we're go with that and so he he only
[33:12]
needed the 60,000 for the
[33:14]
upgrades okay okay so that just reduced
[33:17]
Capital yeah got it go
[33:20]
ahead wrong the mayor or um B said that
[33:25]
if they purchased the computers they
[33:26]
wouldn't potentially be able to get to
[33:27]
all next
[33:28]
year not in a couple months but they will they will work on them in into
[33:33]
until next year make sure that they get
[33:35]
it done for the 12 month duration but
[33:38]
not like two or three months to get all
[33:40]
done it will take
[33:42]
time thank you okay uh we're going to
[33:44]
the golf course this is all other
[33:46]
Capital reserves sweeper originally uh
[33:50]
Mr W was yeah 15,000 but it was actually
[33:54]
45,000 so we had to increase that by
[33:57]
30,000
[33:58]
but again the grass mow which he had
[34:00]
budgeted for 150,000 is actually only
[34:03]
50,000 so we're subtracting the 100,000
[34:05]
out of that and the utility C which he
[34:08]
had is 18,000 it's actually
[34:10]
23,000 so we're adding 5,000 on that uh
[34:15]
and then uh uh the Water Department as
[34:18]
we mentioned we're adding water
[34:20]
infrastructure for the CR Main Street
[34:23]
for a million dollar and we're
[34:24]
decreasing a million dollar for the bar
[34:26]
streen design the swore by million
[34:28]
dollar so total capital u total Capital
[34:32]
funds are going down by
[34:36]
[Music]
[34:38]
$25,000 next one is uh third third one
[34:42]
stage is water fund U the water rental
[34:45]
we're making a change from
[34:47]
5,000 revenues they decreasing that by
[34:50]
5,000 so new budget will be zero and so
[34:53]
we're taking that 5,000 out of light p
[34:55]
and gas from from 9 9
[34:58]
5,500 to
[35:00]
98,500 that way we don't have to deal
[35:03]
with appropriate fun balance or anything
[35:05]
so makes it makes it a c
[35:09]
sweet so those are those are the changes
[35:11]
so far I mean nothing is uh
[35:14]
[Music]
[35:17]
guarante thank thank you for for pushing
[35:20]
these ches for
[35:22]
[Music]
[35:26]
providing what our contingency
[35:29]
today B chance you have
[35:34]
[Music]
[35:41]
your it yes you have you have
[35:45]
your here I'll let
[35:49]
you we are currently
[35:52]
199y um this is uh for period of end of
[35:57]
September 24$
[36:00]
33156 I'm sorry could you say that more
[36:02]
slowly please
[36:04]
3316 thank
[36:07]
you that's what we
[36:09]
SP and we're bringing this down to
[36:12]
[Music]
[36:14]
220,000 no
[36:17]
fires Marina was going to teach people
[36:20]
not have
[36:25]
fires have a fire just having ins
[36:30]
right like said if you got to cut
[36:32]
something we got to take away in one we
[36:34]
got to take away
[36:36]
something if you want something you got
[36:37]
to take away from some else to me that
[36:40]
seems one what I heard any other
[36:42]
departments any question on on these um
[36:45]
changes as of
[36:54]
now any other there were
[36:59]
more from last
[37:04]
evening the salary list did you want to
[37:07]
do the salary
[37:10]
list I have I thought see I didn't make
[37:13]
a lot of notes last night those I was
[37:15]
looking at I saw you notes I think that
[37:18]
was all the gas that was
[37:24]
all what was the Sal list we're talking
[37:26]
about
[37:29]
gave that last night yeah you did that
[37:30]
last
[37:37]
night anyone has question on the salary
[37:43]
list I think yeah I was going to touch
[37:46]
in your um your questions now if nobody
[37:49]
else has anything we'll just go straight
[37:51]
into
[37:53]
your in your documents today there is a
[38:00]
[Music]
[38:02]
page set a document reive today we have
[38:04]
a page here a list of
[38:08]
um
[38:16]
questions that you're talking about yes
[38:18]
we that yesterday unless there was
[38:20]
anything we can address we'll address
[38:22]
them okay and then the papers that we
[38:25]
got today they were some questions and
[38:28]
it I did print the question and attach
[38:29]
it to the back
[38:34]
[Music]
[38:38]
up so should we take a minute to read
[38:40]
through the paperwork yes go ahead we
[38:42]
just started go ahead then we'll go
[38:44]
through each of the U the
[38:47]
questions we didn't get chance to answer
[38:49]
all of them we get
[38:52]
[Music]
[39:03]
can you make a copy for
[39:05]
the
[39:07]
[Music]
[39:20]
please this is just a question there's
[39:23]
no answer right yeah no I think if you
[39:25]
look at some of the backups here there
[39:26]
were like to U Got answer the rest we'll
[39:31]
just go through them
[39:34]
maybe can address them or we'll
[39:38]
just if not we'll just have to wait so
[39:42]
we'll just go through them all right
[39:43]
yeah we'll go through them whatever can
[39:44]
answer today we'll answer if not we'll
[39:46]
have to RIS it tomorrow
[39:54]
[Music]
[40:15]
Wonder
[40:34]
[Music]
[40:36]
if you turn to the same package that we
[40:38]
received today there's a question
[40:53]
[Music]
[41:05]
so under revenue and it's I think it's a
[41:08]
2130
[41:10]
F excessive
[41:13]
um W collection fee so we we have a
[41:17]
revenue in it against that but
[41:22]
um
[41:24]
21 2130 21
[41:31]
130 so you will see that there's a
[41:33]
$500,000
[41:35]
there so aside for that Revenue
[41:39]
L what page was that in R page
[41:43]
Revenue
[41:45]
page two almost to the bottom a 213 have
[41:51]
oh I got
[41:54]
it so committee people set up and um and
[41:59]
review this over time um we need to act
[42:02]
on it to move forward with to because
[42:05]
it's there in budget so next Monday you
[42:08]
will see an agenda item for us to
[42:11]
discuss and move forward with um with
[42:14]
this um program in terms of the Fe
[42:16]
structure for um for this um
[42:23]
line just a 213f the rest of we
[42:27]
[Music]
[42:34]
are we getting a policy or any documents
[42:36]
or presentation yes there will be
[42:39]
documents will be in the package for
[42:41]
tomorrow and presentation may just want
[42:47]
to any discussions with that
[42:50]
[Music]
[42:54]
apprciate I know your part you want to
[42:56]
stand about
[42:59]
it some of
[43:02]
[Music]
[43:04]
us was going to ask and we've decided or
[43:08]
yes I I think the the the team decided
[43:11]
to move forward with it on this point
[43:13]
time and they can do a presentation on
[43:15]
Monday and so call for a public hearing
[43:17]
on the proposed
[43:20]
uh I've kind of heard what you've heard
[43:23]
which um I don't think we as far as I
[43:26]
was in about there was nothing
[43:28]
definitely put forward um I've heard
[43:30]
what Mr lefant had to say at the meeting
[43:33]
here I haven't been to one of the
[43:35]
neighborhood meetings where he's for
[43:36]
present um looking forward to the
[43:39]
presentation um there were multiple
[43:41]
things that we discussed a lot of
[43:45]
different no I just want I just want to
[43:47]
brief you on that because more more will
[43:49]
be discussed Monday at the uh committee
[43:51]
meeting but I just want to that' because
[43:54]
um we have it in Revenue but we need to
[43:56]
activate to to review it to make amend
[44:00]
as possible how much we can and to um
[44:02]
call for the public hearing and move
[44:03]
forward so that we can adopt this until
[44:05]
next year because it's in the
[44:07]
budget so does that hold up the approval
[44:10]
of the budget until we have the public
[44:12]
hearing
[44:14]
no but we just you know putting
[44:16]
everything in line to make it happen
[44:20]
it's the C it's on a council allow to
[44:21]
act on it do we move forward what is
[44:24]
recommended do we make changes it's up
[44:26]
to us and us as a council we've really
[44:28]
done
[44:29]
nothing well I would't say that so
[44:34]
low I say that so L because the
[44:36]
committee was fored there was no
[44:38]
recommendation from the committee to us
[44:40]
until we um Anthony I been discussing it
[44:43]
in terms of Revenue in terms of all
[44:46]
these things we need to put them in
[44:47]
place it's not in place what do we need
[44:49]
to do we need to act and that's how this
[44:52]
is coming forward so I think um it's not
[44:55]
a blame game it's about some everybody
[44:57]
has thing to do and um the committee
[44:59]
worked really hard we have to give them
[45:01]
credit we did and we now have to do our work so like we clean it
[45:08]
up and move forward with
[45:11]
in so Mr if it's already in the budget
[45:14]
and this is not going to impact this
[45:16]
budget so where is the 500 is that
[45:18]
coming out of the fund balance right now
[45:20]
what's how it's reflect in the budget I
[45:22]
propose these changes would go forward
[45:24]
to create a revenue stream that would
[45:26]
equal
[45:28]
$500,000 so right now but you just said
[45:31]
that it wasn't in the budget so right
[45:33]
now it's in the budget the budget is
[45:34]
balanced so where is it where you
[45:36]
presented it coming from at this moment
[45:38]
it's balanced with an anticipation the
[45:40]
way it comes antip yes we going to adopt
[45:43]
this change and move forward so the
[45:46]
finance because we are in a finance
[45:48]
committee meeting we can't um because we
[45:51]
have to have a public hearing about
[45:53]
these changes we can't just okay so
[45:56]
that's a timing that's a timing so we
[45:58]
need to get this done before for of
[46:01]
January I don't see how can we vote on
[46:03]
the budget I guess I'm not really
[46:05]
understanding how we can vote on this
[46:07]
budget these figures we talked about it
[46:09]
as it moveed forward we now looking to
[46:11]
move it
[46:12]
forward proposal that making changes in
[46:15]
the code would generate
[46:17]
$500,000 in revenues to go after those
[46:20]
individuals that drive up the cost and
[46:25]
increase our expenses
[46:28]
if the council chose not to move forward
[46:31]
in that I am very confident that I can
[46:33]
generate $500,000 in Revenue with the
[46:36]
current code it'll it'll require okay
[46:39]
some reallocation of police uh use the
[46:43]
snap Cruise other ones but nobody's
[46:46]
garbage is in compliance so we'll do is
[46:48]
we would site every house for
[46:50]
$50 because the code is just out of date
[46:54]
and it has not been changed and
[46:57]
very easy to generate half million doll
[47:00]
this would affect the budget because
[47:01]
look at the police fees look at code Enforcement we budgeted for
[47:06]
anticipated fee increase and revenue
[47:09]
from various Department that will get
[47:12]
implemented next year so we are just
[47:14]
projecting ahead that this is going to
[47:16]
happen next year so this is one of them
[47:19]
okay unfortunately it's it's a little
[47:21]
late but it's not too late for us to
[47:23]
review and make our recommendation and
[47:26]
follow because we need to adopt
[47:29]
it and and not you know I know we're in
[47:32]
finance but I think it's very important
[47:34]
and imperative that we do this again as
[47:37]
the mayor States our code is so outdated
[47:40]
um it's in our code that that no bu
[47:41]
guids are in there we all know we throw
[47:43]
bulk items out so
[47:46]
to to generate the $500,000 I think is
[47:50]
feasible for this year's coming budget
[47:57]
I'm just saying from my perspective it's
[47:59]
presumptuous to assume that it's going
[48:02]
to continue through with no additional
[48:04]
hitches as we've already received an
[48:07]
email from an individual speaking to how
[48:09]
it's going to be implemented so I can
[48:12]
understand the uh practicality and I
[48:14]
appreciate the additional reassurances
[48:17]
that regardless of how this proceeds the
[48:20]
May was confident that he'll be able to
[48:22]
recoup those funds which I think is a
[48:23]
reassurance at least for me but duting
[48:25]
with the STS to work that the committee
[48:27]
has been doing there's an important
[48:29]
segment that still needs to be done
[48:30]
which is hearing from the community and
[48:32]
also we haven't talked about again the
[48:34]
email we received and how this is going
[48:36]
to impact those individuals on the
[48:38]
ground so the what would come forward
[48:40]
Monday is a series of proposals still
[48:43]
the discretion of the city council to
[48:46]
modify those in a number of ways and
[48:51]
again the goal is to some efficiency
[48:54]
into the system and cover our current
[48:58]
operating
[49:05]
cost the O commissioner um will be will
[49:09]
be at Monday's meeting to present this
[49:12]
and you know we are sure to ask
[49:16]
questions and so make
[49:18]
changes yeah would we just be able to
[49:22]
add that to projected revenue for this
[49:24]
budget though it's already it's in there that's why it's like all the other agency like us police
[49:34]
increase the code enforcement fee
[49:36]
increase is already in there we just
[49:38]
going through the process of calling the
[49:39]
public hearing getting it done and
[49:41]
adopting that resolution or ordinance
[49:44]
and just okay do the pr portion of it
[49:47]
and let people know that these things
[49:49]
are out there and U defective things
[49:52]
right what we're saying is that whether
[49:54]
this moves forward or not out of that
[49:55]
same department will be able to recoup
[49:57]
the money based on the way things are
[49:59]
existing right now if there were no
[50:01]
changes
[50:02]
that's yes it will be as Z impa
[50:05]
regardless yeah but if if we implemented
[50:07]
this and it's
[50:09]
sucessful puts a lot of pressure on the
[50:11]
city council to make quick
[50:15]
changes literally every house is going
[50:18]
to get sighted so yes everybody is not
[50:22]
in compliance with regards to city code
[50:24]
in terms of do we want to do that no so
[50:26]
let's ask and you know bring bring some
[50:28]
things into in line yeah I'm totally
[50:30]
fine with this the pr segment is going
[50:33]
to be out there to kind of notify people
[50:35]
of these um
[50:36]
[Music]
[50:38]
changes so we'll have more I just want
[50:40]
to bring that up to the council because
[50:41]
it's part of the budget and as to you
[50:44]
know not mention it because as I
[50:47]
promised um last year budget is to look
[50:49]
at all the fees and that's what I'm
[50:51]
doing working with department head
[50:53]
working with Finance working with the
[50:55]
man to make sure that we bring all these
[50:57]
Fe in line with today's um service the
[51:01]
cost of
[51:03]
service and know those are all the
[51:05]
components unfortunately I wasn't on
[51:07]
that committee but um you know as the
[51:09]
finance chair I have to drive it to make
[51:11]
sure that we we do not have hold in the
[51:17]
budget and I'm sure that we're not going
[51:19]
to uh Le use this as a process to
[51:22]
leverage action from the city council
[51:24]
I'm sure that the mayor is not saying
[51:26]
that
[51:28]
okay
[51:31]
ni so
[51:34]
no that's nice all right well we'll have
[51:39]
more detail on that next Monday let's go
[51:41]
through um the question you should have
[51:43]
a shate Mr Williams um questions so
[51:47]
we'll um we'll just go through each one
[51:50]
and um if Mr Ferrari can answer if not
[51:53]
far and come back tomorrow and and get
[51:57]
the answer um for Mr Williams
[52:03]
tomorrow um the first one is um a
[52:07]
8686 director of
[52:11]
development 10% increase 24
[52:17]
Sal um 10% increase with increase your
[52:21]
salary from the May's proposed budget of
[52:24]
88,000 to 93,000
[52:27]
991
[52:31]
93,9
[52:35]
991 and just a reminder let let's um
[52:38]
avoid any name attached to this let's
[52:40]
deal with the um the
[52:52]
position the next one is um a 8686
[52:56]
zoning officer zoning officer at the
[52:59]
mayor's proposed 2025 budget is uh at
[53:03]
proposed salary at
[53:05]
66,800
[53:07]
U and with the
[53:09]
657 it would go to
[53:14]
67,500 oh that's already written here
[53:18]
y the next is a 8687 homes coordinator under the mayor's
[53:24]
proposed budget his salary would be $
[53:27]
69,8
[53:29]
21 with the proposed for Mr Williams
[53:32]
$179 to
[53:37]
7,000 that's even
[53:40]
yeah again I think on this sheet that
[53:42]
you
[53:45]
just and then the next one is a410 City
[53:49]
Park C cler under the mayor's proposed
[53:52]
budget is
[53:54]
$83,200 with 10 % increase it would go
[53:58]
to
[54:00]
88,89 plus the
[54:03]
$5,000 register would come to
[54:08]
93,94
[54:10]
938
[54:12]
93892 thank
[54:19]
you and then the next question is the
[54:22]
commissioner Finance recommend um may
[54:24]
your discretionary fund to address
[54:25]
future qualify applicant Deputy
[54:28]
Commissioner Finance additional
[54:31]
15% I thought that that was just the way
[54:34]
in which it was presented if we're
[54:35]
trying to just have an adjustable means
[54:37]
to respond to candidates the way it's
[54:40]
been presented previously was that would
[54:41]
be an appropriate
[54:45]
use I didn't think I put
[54:50]
anything what's this yeah I had a
[54:53]
question on that and
[54:59]
[Music]
[55:02]
15,000,000
[55:05]
that's that's not for a salary that's
[55:07]
for discretion for his travel the keys
[55:11]
to the city all the other stuff so
[55:15]
commissioner isn't that what we had to
[55:17]
call it for for
[55:19]
discretionary AR we had the AR we took
[55:22]
it out put it out last year for for
[55:24]
salaries so when I looked at it 10,000 I
[55:26]
thought that was
[55:27]
it yes so there's
[55:33]
no
[55:36]
[Music]
[55:49]
15,000,000
[55:52]
take it
[55:54]
out 95
[55:56]
958 49 4958 page of 18 in the
[56:02]
book as you recall what happened tried
[56:05]
to use it uh The Corporation Council T
[56:09]
he can only use for his
[56:12]
own St own Bureau and not for others so
[56:15]
that's why we moved it into
[56:17]
undistributed so we can move it for
[56:19]
other people and then they we just took
[56:21]
it away we just Tak zero yeah it's why
[56:23]
some people AR employed by the city
[56:28]
but if I can recall our conversations
[56:30]
last year funds no everybody works for
[56:35]
this let's let's not do that yeah sorry
[56:37]
I thought let's let's um let's stay Focus go ahead please um
[56:43]
Mr if I can recall from last year I I
[56:46]
can remember that conversation but I
[56:48]
thought we switched our Focus to saying
[56:50]
that the mayor could use that
[56:52]
discretionary fund line to achieve those
[56:54]
same needs yes that's why it was move to
[56:56]
this I remember I
[56:58]
was
[57:00]
away oh it's still
[57:03]
funed no the discretionary fund is so
[57:06]
that discre is not for there's
[57:09]
[Music]
[57:12]
no $1,000 in this year's budget but
[57:15]
mostly mostly that
[57:17]
10,000 pla things for the city the
[57:20]
proclamations all stuff that's
[57:23]
what and there was 13,000
[57:27]
in expense in 2023 yeah it was it was
[57:33]
yeah was never able to I mean
[57:36]
discretion well I will say reimbursed on
[57:39]
something there
[57:42]
so had to try to use that it didn't work
[57:45]
out individual
[57:51]
I yeah what is your take CS would like to
[57:57]
see what
[57:58]
15% or
[58:00]
something are some funding there yeah I
[58:04]
totally got of that because I I looked
[58:06]
at the the M discretionary M
[58:10]
discretionary and that's
[58:12]
$10,000 there still for that great and I
[58:15]
say of the uses that are primarily used
[58:18]
from Mr Ferrari that
[58:20]
sign be 8 121 450 so I think with it
[58:26]
being entitled discretionary I don't
[58:27]
think we need to ask for an assessment
[58:29]
of what's using those funds but again
[58:30]
from last year I thought an appropriate
[58:33]
use was in these instances similar to
[58:36]
one that we're discussing right now with
[58:38]
adjusting line so that's why I
[58:40]
recommended it so so can I just ask
[58:43]
question so are you saying that in your
[58:47]
email today are you recommending that
[58:50]
the mayor's discretionary fund is used
[58:54]
to increase the of the commissioner
[58:57]
Finance because that's the way I'm
[58:58]
reading this in your email we're having
[59:00]
this discussion because there is a
[59:03]
potential that it is not going to be
[59:05]
inappropriate uh the salary will not be
[59:08]
enough to entice people to apply to that
[59:10]
line I get we're not even in that
[59:12]
situation yet so my response is if we
[59:14]
are then in that position using an
[59:17]
already allocated fund the discretionary
[59:20]
fund to fill that
[59:22]
cap so we would take we would take 314
[59:27]
from the 10,000 and leave the rest of it
[59:30]
for the mayor's discretionary fund is
[59:31]
what you're recommending I'm just trying
[59:33]
to clarify yeah no which would be less
[59:35]
than what's currently allocated to that
[59:37]
line so
[59:38]
yes if we needed it except that what
[59:40]
would we do to make up the rest of the
[59:42]
expense like I'm saying last year
[59:44]
$113,000 was spent on that line in as
[59:47]
the mayor's discretionary fund so we
[59:50]
would we would just have to figure out
[59:51]
where would the rest of discretionary
[59:53]
funds come if we were to use
[59:55]
discretionary funding to increase the
[59:57]
salary of the commissioner Finance I
[59:59]
just want to clarify just but again we
[1:00:00]
don't know if we'll need it so again
[1:00:02]
we're talking about a
[1:00:03]
hypothetical and then also the mayor's
[1:00:05]
discretionary fund is year year to
[1:00:10]
year are you could no I'm not confused
[1:00:13]
at all I just want to ask the question
[1:00:14]
what's it been used on has it did you
[1:00:16]
use some of this was some of the
[1:00:18]
discretionary For Hire or was it all for
[1:00:21]
number um I want to know how so is it
[1:00:25]
all for um
[1:00:26]
giving out keys to the city and those
[1:00:28]
kind of things cor none of it was used
[1:00:30]
for salaries none of it was used to
[1:00:32]
entice someone else
[1:00:34]
to and most times if that situation
[1:00:39]
occurs a position is vacant for a period
[1:00:42]
of time so the council I use $10,000 as
[1:00:47]
an
[1:00:47]
example if well use 12,000 it's easier
[1:00:51]
for the
[1:00:52]
math if
[1:00:57]
uh the position is
[1:01:00]
open council's authorized
[1:01:03]
$112,000 I haven't been able to hire
[1:01:05]
somebody for two months I can actually
[1:01:09]
pay them on an annual rate of
[1:01:12]
$4,000 for the remainder of the year and
[1:01:16]
then where that has occurred then I
[1:01:17]
would come back to the council in the
[1:01:19]
next budget and say we've hired so and
[1:01:21]
so we had to pay a little bit more for
[1:01:24]
it and make make the budget in the next
[1:01:27]
year reflect what the actual salary
[1:01:30]
is what's going I'm
[1:01:35]
sorry that's the uh take back
[1:01:40]
the that's right okay they didn't get a
[1:01:43]
noise perm
[1:01:47]
though come
[1:01:50]
on
[1:01:52]
so what what was it take away at this
[1:01:55]
I'm just trying to get a number towards
[1:01:57]
this line so we're looking like to 50 oh
[1:02:01]
there is no discretionary line at this
[1:02:03]
point in
[1:02:04]
time sounds like it sounds like the
[1:02:07]
council already has the prerogative and
[1:02:08]
the mayor already has the ability to
[1:02:11]
authorize that additional and it's a new
[1:02:14]
Point there's all there most of the time
[1:02:17]
there funding available in is L that now
[1:02:20]
said they shift like or I come back to
[1:02:23]
the city council and say I've got to
[1:02:26]
hire somebody and I
[1:02:31]
need 10,000
[1:02:34]
bucks
[1:02:35]
mhm we have done that in the past many
[1:02:38]
times budget re
[1:02:41]
appropriation and the line was not
[1:02:43]
technically overspent last year that
[1:02:46]
was
[1:02:48]
uh Jamaican power system asked me to go
[1:02:52]
to Jamaica as part of the Smart City
[1:02:54]
conference
[1:02:56]
[Music]
[1:02:57]
and I paid for it from the city and then
[1:03:00]
they reimbursed the city for that
[1:03:04]
expense so it looks like we overspent
[1:03:07]
the line but in fact there's more
[1:03:09]
Revenue coming in to offset those
[1:03:11]
expenses that happed in past years where
[1:03:15]
myself and John kucho N National
[1:03:18]
Institute is technology was a routine
[1:03:21]
speaker at some of their
[1:03:23]
events they would pay my expens to
[1:03:27]
go despite all of that I mean what is
[1:03:31]
the do we want to put back down I'll put
[1:03:34]
back for you want to put $15,000 to the
[1:03:37]
plan $20,000 to the plan and half day
[1:03:39]
available to the man you mean the
[1:03:41]
recruitment line not the discretionary
[1:03:47]
yeah and that would be yes the May
[1:03:50]
recruitment f
[1:03:55]
table because the question asked I'm
[1:03:57]
okay not adding that back in again I
[1:03:59]
don't think we need to do anything
[1:04:04]
okay so you suggesting leing the salary
[1:04:07]
with just a 3% and then when somebody
[1:04:09]
else is higher than a comes back to
[1:04:12]
it yes it's going to be
[1:04:14]
clear so that's the
[1:04:22]
commiss the next one is um a 2120
[1:04:26]
-200 and
[1:04:31]
203 one more time
[1:04:34]
8312 oh that's for
[1:04:37]
uh uh Alliance the
[1:04:41]
police
[1:04:42]
831 uh that's for receiving the grants
[1:04:45]
yeah yes so you should have you should
[1:04:47]
have a document a answer to that
[1:04:51]
question back up Mr skipped over the
[1:04:54]
deputy position
[1:04:56]
at the bottom did I
[1:04:59]
yes sorry let's go back up sorry okay
[1:05:04]
Deputy Commissioner
[1:05:06]
Finance additional
[1:05:11]
15% okay the mayor's uh proposed budget
[1:05:15]
was
[1:05:17]
120,000 and at 15% of the 24 salary come
[1:05:21]
to
[1:05:22]
92,000 Ethan
[1:05:29]
correct um so so then I know you've
[1:05:33]
talked about a lot someone just going to
[1:05:34]
say that loud so when then when you
[1:05:37]
retire the assumption would be that the
[1:05:40]
current Deputy would move up and would
[1:05:43]
they come in at that
[1:05:47]
salary since I know that when we hire
[1:05:50]
people that are you know aren't
[1:05:52]
employees that they may come in a lower
[1:05:54]
salary but if it's an existing employee
[1:05:56]
would you bring them in the same salary
[1:05:58]
as the employee that's leaving and
[1:06:01]
haven't been in that
[1:06:03]
department don't have a position on that
[1:06:05]
it's when the situation actually
[1:06:07]
occurs evaluate it take it
[1:06:16]
appropriate should you're not going be
[1:06:18]
able to get anybody at a
[1:06:21]
133,000 the truth
[1:06:26]
you're
[1:06:28]
not well again but for the Deputy
[1:06:30]
Commissioner I mean I guess I would say
[1:06:32]
that we're not going to get anybody for
[1:06:34]
824 or 92 I don't know but I'm just
[1:06:36]
saying um is that what you're saying yes
[1:06:39]
that's that's why we propose that
[1:06:44]
have because you know you know being the
[1:06:48]
commissioner Director of Finance is not
[1:06:50]
it's a very difficult job you know and
[1:06:53]
uh I you trade together for a while but
[1:06:56]
he does need a backup it's somebody
[1:06:58]
who's who's capable capable of helping
[1:07:02]
him and call forward
[1:07:05]
too so Mr Williams's um suggestion is
[1:07:09]
sort of in the
[1:07:10]
middle of those two
[1:07:17]
figures I would say the minimum for
[1:07:19]
Deputy Commissioner has to be at least
[1:07:21]
100,000
[1:07:28]
sorry sorry who Mar oh
[1:07:33]
Mar 120,000 is what we've thought 100 I
[1:07:36]
think the minimum you could go for
[1:07:39]
100,000 I'm just going to get something
[1:07:42]
experience is D in this room
[1:07:47]
yes we got send
[1:07:52]
D all right I would say hearing that we
[1:07:55]
were able to readjust the money that was
[1:07:58]
originally appropriated to the Deputy
[1:08:00]
Commissioner Finance I I would be an
[1:08:03]
agreement with that say that say that
[1:08:06]
again $100,000 so if the original ask
[1:08:08]
was for an additional 32,000 37,000 if
[1:08:11]
we can take into consideration all of
[1:08:13]
the management raises these risk
[1:08:14]
recommendations if it was still able to
[1:08:16]
be captured without any additional
[1:08:19]
movement within the budget I would be
[1:08:22]
responsive to the $100,000 that the
[1:08:24]
commissioner just
[1:08:31]
is somebody making notes on on that side
[1:08:35]
there so so we're looking at in the dep
[1:08:39]
commiss of Finance going from0 to
[1:08:41]
100 that is what suggested right on the
[1:08:44]
[Music]
[1:08:46]
table
[1:08:49]
discussed we now have 824 92 or 100 yeah
[1:08:57]
all right the next one is a
[1:09:00]
a320-200 and
[1:09:03]
203 and that's the
[1:09:06]
P there is an email
[1:09:10]
[Music]
[1:09:24]
from keep track of
[1:09:29]
this so this is the answer
[1:09:34]
to a
[1:09:35]
[Music]
[1:09:42]
31223 it's
[1:09:46]
[Music]
[1:10:04]
response or you need anything additional
[1:10:08]
to
[1:10:20]
[Music]
[1:10:22]
this okay the next one is A3
[1:10:26]
31-100 is it 100 um correct no that's
[1:10:30]
not correct should be 200 200 I saw the
[1:10:32]
emails
[1:10:34]
back yes yes so you should have you
[1:10:37]
should have an email from also all that
[1:10:40]
just for
[1:10:44]
that is that a Brian
[1:10:48]
[Music]
[1:10:54]
Canon find his response to that ion this
[1:10:58]
is um a
[1:11:01]
5132 go ahead please so I was going to
[1:11:04]
say it wasn't a mistake during the
[1:11:06]
conversation discussion about the future
[1:11:10]
so our upcoming budget year and how one
[1:11:13]
of the positions was designated this
[1:11:15]
year as ARA funding and the conversation
[1:11:18]
was how do you propose funding this line
[1:11:21]
in the future to which the respon is
[1:11:23]
potential EV funding streams so my
[1:11:25]
question simply was is there any ability
[1:11:28]
for us to try and capture that funding
[1:11:30]
for this year's budget to offset that
[1:11:32]
line the answer was no but it was not a
[1:11:34]
mistake on my oh sorry yeah yeah I
[1:11:35]
remember you asked that question and yes
[1:11:37]
that question was asked yes sorry
[1:11:44]
yeah so may going forward in terms of
[1:11:47]
funding revenue from the target station
[1:11:51]
is that something in the future
[1:11:57]
oh the some of the charging stations we
[1:12:00]
have to provide free
[1:12:03]
electricity other ones we're charging
[1:12:05]
for but really it's at the level to
[1:12:07]
cover our expenses for so it's not going
[1:12:10]
to be this point a big Revenue
[1:12:18]
Source yeah and I remember Brian did say
[1:12:21]
that now the the DC charges station
[1:12:25]
that's looking to put in
[1:12:31]
on
[1:12:33]
yri those had the potential generating
[1:12:37]
positive
[1:12:40]
Revenue the reality is the lead time for
[1:12:44]
that
[1:12:45]
is like 9 months so you're not going to
[1:12:49]
see that installs those are half no
[1:12:52]
installations
[1:12:55]
34 of the way through next
[1:13:00]
year
[1:13:03]
that's budget money based that that is a note for
[1:13:20]
budet
[1:13:23]
okay that
[1:13:26]
yes the next one is a
[1:13:29]
5132
[1:13:33]
d460 you know prob did not give answer
[1:13:36]
back but he did call me and he asked me
[1:13:39]
just you know what they mean by that
[1:13:41]
exactly what it says he says that you
[1:13:44]
know as of right now because our cars
[1:13:46]
are so new you know they're warranted
[1:13:49]
Tak to the a warranty the dealership for
[1:13:53]
a warranty but he say you know they're
[1:13:55]
very considerate doing this because as
[1:13:57]
we are gaining more cars as we want to
[1:14:01]
give staff to uh train we can't train
[1:14:03]
them he says CU nobody in our staff
[1:14:05]
knows about it send them you know one at
[1:14:09]
a time to training you look at it's
[1:14:12]
going probably be within the future he
[1:14:14]
not that for
[1:14:17]
2025 it was a very good
[1:14:20]
question just do you know where that
[1:14:23]
train where locally do that training I I
[1:14:26]
think I think uh just like how the uh
[1:14:32]
the dealerships their guys get trained I
[1:14:34]
think there's places where we would hon
[1:14:37]
Valley has some training in that area
[1:14:41]
it's an emerging market so I don't know
[1:14:44]
to what
[1:14:46]
degree Poli exp
[1:14:49]
for that's sending people there we have
[1:14:53]
Professor something come here
[1:15:07]
[Music]
[1:15:18]
okay
[1:15:19]
7310 you have a question
[1:15:22]
no yeah a 73 10-
[1:15:28]
41A requesting local
[1:15:31]
business allowed to apply with the with
[1:15:34]
the youth employment
[1:15:36]
opportunity that's a youth program
[1:15:40]
allocation I think it's a good idea
[1:15:43]
forar will be first in line I think it's
[1:15:46]
a good idea too we
[1:15:49]
can the question I think is broadly
[1:15:52]
discusses not only City Hall to work
[1:15:55]
help dependent work BR to help with work
[1:15:58]
put placement into other business it's a
[1:16:01]
good
[1:16:02]
idea I I like I agree with that idea um
[1:16:06]
I'd also like to see us um you know
[1:16:10]
increase that that line in order to ACC
[1:16:13]
accompany that right um I did ask for
[1:16:15]
ash we to dat but 50,000 56,000 56,000
[1:16:20]
out of 150,000 so we're about 0 we don't
[1:16:24]
have any outstanding um any outstanding
[1:16:26]
invoices from the school
[1:16:29]
district the city so that's all we spent
[1:16:31]
was 50,000 56,000 out of the 150 from
[1:16:36]
last
[1:16:37]
year so there was there would have been
[1:16:39]
an opportunity than to have young people
[1:16:42]
in other places outside of City Hall um
[1:16:45]
long time ago to do the program through
[1:16:48]
um wellts they put young all over
[1:16:53]
including like MP alties and all that
[1:16:56]
but also in um private businesses and
[1:16:58]
things like that so um I agree I think
[1:17:01]
that's something that we could explore
[1:17:04]
again go ahead please I think it's a
[1:17:06]
good idea actually also um certainly I
[1:17:08]
know from my pre-retirement um I would
[1:17:12]
have loved to have had the opportunity
[1:17:13]
to hire somebody and have somebody else
[1:17:15]
pay for it no seriously no I'm just
[1:17:18]
saying I mean I think it's a really good
[1:17:19]
idea and then plus there's kids that
[1:17:21]
there's youth that have different career
[1:17:23]
interests so it really is a nice
[1:17:26]
partnership with whether it's businesses
[1:17:28]
whether it's nonprofits it would be a
[1:17:30]
good idea in terms of what uh president
[1:17:33]
Porterfield just said didn't we last
[1:17:36]
year give some money to sjta to thought
[1:17:41]
we did years last two
[1:17:44]
years but we're not considering that
[1:17:46]
this year I guess I don't 2025 I think
[1:17:49]
that's what they asked to the table is
[1:17:51]
toes have it plug no
[1:17:57]
ask Anthony where money that went
[1:18:00]
usjt we put money into the county
[1:18:03]
program I don't know this year they
[1:18:06]
didn't give us anything they didn't give
[1:18:09]
us any
[1:18:10]
bills but that's the line that that
[1:18:12]
would is that the line that that would
[1:18:14]
have come out of yes okay I just wanted
[1:18:17]
to make sure that we're still doing
[1:18:18]
that yeah the question is do we have do
[1:18:22]
we have enough money and I think I asked
[1:18:26]
it's back here look at the today is
[1:18:29]
$56,000 and if all that was spent to
[1:18:31]
kind of the youth employment in City
[1:18:34]
Hall so we're talking about
[1:18:37]
94,000 Sor so we're looking about
[1:18:40]
$94,000 of if we were to imply them back
[1:18:44]
at City Hall and the parks another 50
[1:18:47]
$60,000 so we're looking at um you know
[1:18:50]
$90,000 there available to help out out
[1:18:55]
of
[1:18:55]
business I don't think that's
[1:18:58]
enough I I was just wondering why we
[1:19:01]
didn't spend the whole amount of money
[1:19:02]
in other words what you're saying is the
[1:19:04]
county didn't didn't I know again I want
[1:19:07]
to say in the city some in the summer
[1:19:11]
programs did
[1:19:12]
not take off the way I thought they were
[1:19:15]
going to and could
[1:19:19]
construction uh there may have been some
[1:19:22]
things that Chris L hired that have been
[1:19:25]
charged out of other accounts so that
[1:19:29]
number might
[1:19:31]
be
[1:19:33]
uh a little high in terms of what is
[1:19:36]
actually there it's not significant
[1:19:39]
might be 5,000 bucks
[1:19:41]
but go ahead um can Mr Farley bring me
[1:19:45]
back to I think your first year of
[1:19:47]
council that was there were a whole
[1:19:50]
bunch of students that you hired or not
[1:19:53]
you person on the city 2022 we did a was
[1:19:56]
a partnership with the city and the
[1:19:59]
school district right so was the county
[1:20:01]
yes okay was this this line or no
[1:20:04]
yes what did we do you recall what we
[1:20:07]
spent that
[1:20:09]
year
[1:20:14]
[Music]
[1:20:17]
it
[1:20:19]
14,2 they they really utilize that money
[1:20:23]
that2
[1:20:25]
yeah right and I think so initially um
[1:20:29]
during cuz now you're kind of triggering
[1:20:30]
my memory here that there was
[1:20:32]
conversation around whether uh the
[1:20:35]
county was the appropriate partner or
[1:20:37]
something that we wanted to bring more
[1:20:39]
inhouse so I don't know if that Dynamic
[1:20:42]
shifted and which is why we would see
[1:20:44]
you know go from spending uh 140,000
[1:20:49]
to to 50,000 so I don't know if that you
[1:20:52]
know that it was a promat programmatic
[1:20:55]
change that could have happened because
[1:20:56]
are we do this year are we still
[1:20:58]
partnering with the
[1:21:00]
county well then that that exp happened
[1:21:03]
to our person who was
[1:21:06]
running Park store yeah he had left will
[1:21:10]
left don't happen since then that's what
[1:21:15]
happened to go ahead please well no I
[1:21:17]
think I mean I think um whether we leave
[1:21:19]
it at 150 or if we add more money I
[1:21:22]
think it's really valuable I mean I
[1:21:24]
don't we never know whether actually
[1:21:26]
youth um you know just again based on my
[1:21:30]
when I was working but I mean sometimes
[1:21:31]
we had trouble recruiting youth even
[1:21:33]
through
[1:21:34]
sjta um they sometimes have trouble um I
[1:21:38]
think right not anymore maybe maybe I
[1:21:41]
mean this is I'm talking about when I
[1:21:42]
was working so so I mean but I mean I
[1:21:44]
think it's a really valuable program I I
[1:21:47]
really can't emphasize that enough so
[1:21:51]
whether we stay at 150 or whether we add
[1:21:53]
money but again if we add money we have
[1:21:54]
to take money away from someplace else
[1:21:56]
there is no doubt it's a very successful
[1:21:58]
program and to to kind of like getting
[1:22:00]
bu you out there into the into the
[1:22:03]
working environment because if we can
[1:22:04]
recall in 2022 when Dr zaka came here
[1:22:08]
and did a presentation after the the
[1:22:10]
work program and he was like telling us
[1:22:12]
that these business were asking these
[1:22:15]
you to come back and to do parttime
[1:22:17]
because of the work ethics they were
[1:22:19]
developing at a point in time those are things that you know hit you
[1:22:24]
to see that that we continue to fund
[1:22:25]
them and that's why I always ask and all
[1:22:27]
of us none of us are asking to to get
[1:22:29]
rid that we're asking to can help it but
[1:22:32]
at the same time we need to spread it
[1:22:34]
and utilize it so so I think there need
[1:22:38]
to be a more a more broader partnership
[1:22:40]
with the city the parks department City
[1:22:42]
Hall parks department and the part of
[1:22:45]
business in um in the city yeah I think
[1:22:47]
you definitely need to expand it beyond
[1:22:49]
that um working for the cities want to
[1:22:51]
focus on um working in the Parks depends
[1:22:55]
on what you like I think there's so many
[1:22:57]
other opportunities and so many other
[1:22:59]
industries that are emerging young
[1:23:01]
people can gain skills and like you said
[1:23:03]
if you had a business and you didn't
[1:23:04]
have to pay somebody but you could they
[1:23:06]
get training and then you get some extra
[1:23:08]
help and like I said there's emerging
[1:23:09]
things that young people are really
[1:23:10]
interested in that um we have those
[1:23:13]
companies yeah like I don't know does
[1:23:15]
anybody work in the it it Department
[1:23:17]
this year I think that would be a great
[1:23:20]
place to
[1:23:21]
work we did not have
[1:23:25]
people worked in the
[1:23:29]
it those are sensitive
[1:23:32]
Department we have to
[1:23:34]
have Cy security sensitive Department
[1:23:37]
you can't have parttime or or people who
[1:23:40]
are inter there they St I think this is calling for a more discussion
[1:23:47]
and to bring in um players into this uh
[1:23:51]
to kind
[1:23:52]
of you know profile a u a plan how do we
[1:23:56]
um involve everybody funding was there
[1:23:59]
funding is there next
[1:24:01]
year I don't I don't think the funding
[1:24:03]
is adequate that's what I'm saying as
[1:24:05]
you see we didn't spent 150 no no so for clear because the money wasn't spent
[1:24:12]
does not mean that the need is not there
[1:24:15]
I would I would there lot of need we
[1:24:17]
that I know absolutely so so the point
[1:24:19]
of this process is as to we assess the
[1:24:21]
need then we respond in kind and what
[1:24:23]
I'm suggesting and what I don't think we
[1:24:25]
need uh even though I like collaboration
[1:24:28]
and partnership I don't think we need
[1:24:29]
other people to come in here to tell us
[1:24:31]
that our youth need uh greater
[1:24:32]
investment in our youth um so I think
[1:24:35]
that that's a pretty that's a simple
[1:24:36]
position that I'm pretty confident in
[1:24:38]
taking and saying I think that we need
[1:24:39]
to respond and I think that we need to
[1:24:42]
uh boost that budget and and it seems
[1:24:44]
like the mechanism has changed from
[1:24:47]
having a partner with a broader reach
[1:24:49]
and then that partner is no longer a
[1:24:50]
part of it and I think that that would
[1:24:52]
be reflect more of why we're at
[1:24:54]
the number that we're at not the need of
[1:24:56]
the youth kids need employment this is
[1:24:59]
actually to um and I definitely credit a
[1:25:02]
city council and the mayor for this this
[1:25:03]
was the first time the city actually um
[1:25:06]
this is usually a county thing um so
[1:25:08]
this the first time we did this was you
[1:25:10]
know the city um taking some ownership
[1:25:13]
in that process and I think that it was
[1:25:15]
extremely successful and we could tell
[1:25:17]
about the climate of our community these
[1:25:18]
things are needed more and more so yeah
[1:25:20]
I think it is a serious consideration I
[1:25:22]
don't need I don't know that we need a
[1:25:23]
whole bunch of
[1:25:24]
uh further research to know that so I
[1:25:27]
think that that's something that I'm
[1:25:28]
willing to look at and I think I welcome
[1:25:30]
my colleagues to do so as
[1:25:32]
well and the evidence is there when we
[1:25:35]
had the larger partnership back in 22
[1:25:37]
that we spent almost all money so so and
[1:25:41]
I back to broader discussion with all of
[1:25:44]
us including the mayor to bring the
[1:25:46]
players to the table and say
[1:25:47]
okay we need to expand this we need to
[1:25:50]
utilize the funding whatever the number
[1:25:52]
is and let's maximize it to benefit
[1:25:55]
the use okay we we're going to be able
[1:25:56]
to do that before the budget no we don't
[1:25:59]
can we pass the budget and then we bring
[1:26:01]
those and and then we set the me and you
[1:26:03]
on the same page that's what I'm saying
[1:26:05]
let's allocate the funds and then
[1:26:06]
programmatic
[1:26:08]
decisioning start implenting how do we
[1:26:10]
move forward to spending yeah so how
[1:26:12]
much are we
[1:26:15]
allocating Council will we making those
[1:26:18]
decisions right now or are we still
[1:26:20]
going
[1:26:21]
through did like how Anthony came back
[1:26:24]
for the draft of whatever we had
[1:26:26]
suggested it's not something that we had
[1:26:28]
agreed on it suggested changes from the
[1:26:30]
yesterday so something this where just
[1:26:32]
you know kind of like brainstorming and
[1:26:35]
trying to put some numbers against these
[1:26:37]
lines to see where we are remember when
[1:26:40]
ask you have to take yes that's what
[1:26:42]
saying that's what you did here it's
[1:26:44]
more of a for us look that seems to be
[1:26:47]
the case in every budget line right
[1:26:49]
every l so this one's no different okay
[1:26:51]
whatever you're taking out whatever
[1:26:52]
you're adding you have to take on
[1:26:53]
something
[1:26:55]
y we should ask do I do I have a do I
[1:26:58]
have a suggested am like to see i' like
[1:27:01]
to see another $100,000 in that L what
[1:27:04]
are you I said I would like to see
[1:27:06]
another $100,000 in that L to make add
[1:27:08]
to 250
[1:27:11]
yep well at the same time you know we
[1:27:13]
put you on the spot we need to look at
[1:27:16]
um where is a
[1:27:19]
100,000 coming from but you know I'm
[1:27:22]
just that
[1:27:24]
you can go uh we have some work no no
[1:27:26]
I'm with you I mean I just think that we
[1:27:29]
every time we talk about adding that's
[1:27:30]
the same formula we have to use right
[1:27:33]
I'm fully aware has to be an in and out
[1:27:35]
fully aware you say that every time we
[1:27:38]
talk about soad please the lifeguards
[1:27:41]
are in a different place I just want to
[1:27:42]
point that out so we do also hire youth
[1:27:46]
um um boys and girls that's a contract
[1:27:50]
to the boys and
[1:27:51]
girls those are funding already going to
[1:27:58]
say there's one also hired at the golf
[1:28:01]
course summer but I think so too this
[1:28:06]
ER because Matt D was looking for sum
[1:28:09]
but again
[1:28:10]
that wasn't charged out of this money
[1:28:13]
but it was kind of conceptually
[1:28:15]
something that should have been there
[1:28:17]
you need to reappropriate those money
[1:28:20]
you need to put them in the rightful um
[1:28:22]
line
[1:28:30]
leave it in golf if it's in golf I agree
[1:28:33]
but I think we're all it sounds to me
[1:28:35]
like we're all in agreement that we want
[1:28:37]
to support youth employment yeah so I
[1:28:39]
just I think we can move on but so we're
[1:28:41]
all in agreement with my
[1:28:43]
$100,000 the whole thing first okay I'm
[1:28:46]
just
[1:28:47]
one go ahead please so question all
[1:28:51]
right all right we were talking about
[1:28:53]
potential and there's a probably good
[1:28:55]
chance right some of the Opera money
[1:28:56]
will be coming back yeah and and we're
[1:28:58]
looking at changing up this program a
[1:29:01]
bit right in the Partnerships so that
[1:29:04]
would be a source excellent source and
[1:29:07]
then see how we do for that year and
[1:29:09]
then fund it the following year if it
[1:29:11]
goes well at that same amount I I I
[1:29:15]
think that's an excellent suggestion
[1:29:17]
because if we take back money um from
[1:29:19]
arer I believe that this would be a
[1:29:21]
legitimate use of arur
[1:29:24]
because we have I think yeah but I think
[1:29:27]
that all these prog all these program
[1:29:30]
questions you
[1:29:31]
know we can address after we pass a
[1:29:35]
budget but um you know it's a it's a
[1:29:39]
good suggestion but I think what was
[1:29:40]
discussed um the last couple U meetings
[1:29:42]
is that we it's funded by arpa currently
[1:29:46]
so we're looking I made a suggestion to
[1:29:48]
fund it permanently in the budget next
[1:29:50]
year because our is going away so next
[1:29:52]
year we would not be with the blue line
[1:29:55]
it will be coming out directly from the
[1:29:58]
general fund for thisth employment BL
[1:30:01]
line so what
[1:30:03]
I we an agreement to what
[1:30:08]
250,000 it will have to be per meance in
[1:30:10]
the budget funding from general fund
[1:30:14]
again and I know you guys get sick of me
[1:30:15]
putting on my fundraising hat but nobody anybody in any case this is
[1:30:22]
something when we look at overall we
[1:30:24]
finished going through all these
[1:30:25]
questions but I mean again it would be a
[1:30:27]
staff not us but um you know I think
[1:30:30]
there's ways to raise money um to make
[1:30:34]
up some of that money as well for for
[1:30:35]
something like that I could see that we
[1:30:37]
might have businesses or whatever that
[1:30:40]
might make donations into a fund that
[1:30:42]
was funding empy that's a good because
[1:30:45]
if we're if we're if we're sending
[1:30:47]
employment parttime employment to them
[1:30:49]
at some point in time they can make a
[1:30:51]
donation toward a program or
[1:30:55]
y see coming in good keep that
[1:30:59]
hot half the salary another thing that
[1:31:02]
is that we have to look at is that how
[1:31:04]
does this impact you know and drive down
[1:31:07]
cost in other areas once you have youth
[1:31:09]
with less idle time um yes and that and
[1:31:12]
that's and the other point that we want
[1:31:13]
to consider is that that money that's um
[1:31:16]
going into youth is likely going to
[1:31:17]
recirculate within our local economy so
[1:31:19]
there's a couple variables that we have
[1:31:21]
to really consider when we're making
[1:31:22]
that decision good those new points I
[1:31:24]
think my $100,000 suggestion was a
[1:31:26]
little low so we'll revisit that we get
[1:31:30]
there a little little low on that
[1:31:32]
actually
[1:31:34]
so okay it is noted we have notes umy um
[1:31:40]
we're taking notes of these um suggested
[1:31:43]
numbers
[1:31:46]
sest we're not asking for change the
[1:31:48]
point time just to kind of like put that
[1:31:50]
on
[1:31:51]
paper now
[1:31:54]
the next one is um Revenue a213
[1:31:58]
D I spoke to Paul about these he says
[1:32:01]
the city we in negotiations with the
[1:32:03]
towns
[1:32:06]
of
[1:32:07]
[Music]
[1:32:09]
Miss scoa and
[1:32:12]
Scotia so not we are in negotiations
[1:32:16]
right now with those for water
[1:32:18]
and
[1:32:20]
okay and not sure we actually open negot
[1:32:24]
yeah I don't think we discuss this in um
[1:32:27]
session so if there's more if there's if
[1:32:30]
there if we need to elaborate on this I
[1:32:32]
think we need to at the
[1:32:35]
end yeah we need to go in executive
[1:32:37]
session and conclude
[1:32:40]
um Mr Willi would you like more
[1:32:42]
discussion on this as to where they
[1:32:44]
are we
[1:32:47]
canate okay so we'll we'll then do that
[1:32:50]
like we did last night and then go and
[1:32:53]
you will
[1:32:54]
we'll get some more information the next
[1:32:55]
one is um Gulf CR 2025 M right before I
[1:33:00]
came to the meeting Matt sent me a
[1:33:03]
message did i s was I can't remember no
[1:33:07]
but I you said the breakdown membership
[1:33:10]
is 50% of City residents and 50%
[1:33:14]
nonresidents on seasonal membership um
[1:33:18]
and he also says uh the
[1:33:21]
rounds 22,000 rounds for non
[1:33:24]
residents 6,000 rounds from
[1:33:29]
residents
[1:33:31]
that regular rounds whole starts for the
[1:33:34]
season 9 18 whole rounds over
[1:33:37]
overwhelming non-resident with
[1:33:38]
approximately 22,000 rounds coming from
[1:33:41]
non-residents Ando 6,000 coming from
[1:33:44]
residents
[1:33:54]
you says you have
[1:33:55]
that can you share that I will pass it
[1:33:58]
on to it was just when I was leaving to
[1:34:00]
members
[1:34:04]
[Music]
[1:34:05]
yeah don't that's I think that's all
[1:34:08]
your question
[1:34:10]
U we didn't miss
[1:34:13]
anything uh I know for this question
[1:34:16]
specifically those so deling a little
[1:34:17]
deeper I know I'm not necessarily a
[1:34:19]
golfer but trying to identify other
[1:34:21]
segments in the community to see if we
[1:34:23]
can boost membership uh or see if there
[1:34:26]
are other concerned efforts we can make
[1:34:28]
you can contribute a significant amount
[1:34:31]
of arpa dollars to
[1:34:32]
this one area of the city um and I think
[1:34:36]
trying to look or evaluate ways to
[1:34:38]
increase partnership from our local
[1:34:40]
residents is important but without that
[1:34:43]
uh truth data that Mr Farley always
[1:34:45]
highlights we might not be aware of any
[1:34:47]
additional efforts we need to make to
[1:34:49]
entice some of the
[1:34:51]
communities I will say kids on a on the
[1:34:55]
golf course uh with uh uh shout out to
[1:34:58]
Brian Le better he's had a group of
[1:35:00]
young men um who actually is a golf team
[1:35:03]
now um and it's it was really really
[1:35:06]
interesting and really great to see so
[1:35:09]
but yes we would like to I agree with
[1:35:10]
you Mr Williams that's something we want
[1:35:12]
to increase Mr yeah just that school
[1:35:16]
district did not have a golf team is now
[1:35:19]
reconstituted it uh and I tried to hire
[1:35:24]
one of the
[1:35:25]
kids now my m is coming back for the
[1:35:27]
golf course and he had
[1:35:30]
other uh opportunities so it's
[1:35:34]
nothing it's all good but just that is
[1:35:37]
how do you get people uh taking
[1:35:39]
advantage of you know whether it's the
[1:35:41]
golf course the swimming pool the a
[1:35:44]
diamond uh basketball courts the amities
[1:35:48]
that we have within the city so that uh
[1:35:51]
and they can uh hopefully turn it into
[1:35:54]
lifetime Pursuits
[1:35:57]
yeah I mean this is something that we
[1:35:59]
can have on M back at some point in time
[1:36:02]
a committee meeting to talk about that U
[1:36:05]
this good points that you're you're
[1:36:07]
bringing up there and I think they do
[1:36:09]
come for every year to kind of like look
[1:36:11]
at fees almost every year as as they
[1:36:13]
been here and they will come and they
[1:36:16]
will suggest that we increase the fee at
[1:36:17]
the same time tell us you know what's
[1:36:19]
happening over there and their your
[1:36:21]
competitors
[1:36:25]
we can
[1:36:27]
talk not talking about playing all I was
[1:36:30]
supposed to play today but never made it
[1:36:32]
but anyway um we had a pretty hefty uh P
[1:36:36]
increase uh for season passes I think
[1:36:39]
two years ago um which affected I think
[1:36:42]
a lot of our residents so um as far as
[1:36:44]
the fee pce but I'm just so proud of our
[1:36:47]
course and what we have to offer that
[1:36:49]
22,000 nonresidents are coming to play
[1:36:53]
um and
[1:36:55]
um as far as putting amount the amount
[1:36:58]
of resources we did into into this
[1:37:01]
course the the 3 million for irrigation
[1:37:03]
which will only I think improve
[1:37:05]
residents and non-residents and light
[1:37:07]
coming in but we've also spent a whole
[1:37:09]
lot of money in different parts of the
[1:37:10]
city um where you know there's not much
[1:37:13]
revenue that comes in from there so
[1:37:16]
again I think it was a huge asset of
[1:37:19]
what we put in there and I'm proud of
[1:37:21]
what the city's done what we've done and
[1:37:24]
it will continue I think to be a big
[1:37:26]
very large Revenue Source moving forward
[1:37:28]
so thank you I would throw out to the
[1:37:31]
council ceremonial role mayor is opening
[1:37:34]
the golf course I drive up the first and
[1:37:37]
have been challenged by of
[1:37:41]
Team generally the mayor doesn't do too
[1:37:45]
well and so I would open that up
[1:37:49]
to challenge the city council when we
[1:37:51]
open it up and we can all
[1:37:53]
[Music]
[1:37:55]
we all have our strengths that is not
[1:37:58]
one of mine that is not one of
[1:38:01]
mine we will we will take our our
[1:38:03]
training
[1:38:05]
lessons I will I will come and laugh at
[1:38:08]
you guys when the kids kick your butt
[1:38:09]
but I will not they do I will not
[1:38:12]
participate well I just want to say I
[1:38:14]
mean again I am not a golfer as Mr
[1:38:17]
William said but it's just you know I
[1:38:19]
spend a lot of time talking with Matt
[1:38:21]
and just because my health and
[1:38:22]
Recreation role here but um it's an
[1:38:25]
amazing course I have so many friends
[1:38:27]
that are golfers who just talk again I
[1:38:30]
can't speak for myself but you know that
[1:38:32]
it's such an excellent course that it
[1:38:34]
Rivals private private clubs so I just
[1:38:36]
think Matt does you know an amazing job
[1:38:38]
and I also want to say we have a really
[1:38:40]
active golf advisory committee as well
[1:38:43]
and they are very committed to the to to
[1:38:46]
the course and they you know they're
[1:38:48]
just a really active group of volunteers
[1:38:49]
as well no I just so add to that I the
[1:38:53]
golf we have invest a lot of money into
[1:38:54]
the parks and I mean yeah aggressive
[1:38:57]
approach from the mayor from us on you
[1:39:00]
know the department so all of part
[1:39:01]
seeing a lot of investment and they're
[1:39:04]
generating Revenue to because people are
[1:39:05]
paying fees uh you know for certain
[1:39:08]
things to to use the facility so all
[1:39:11]
these things are you know coming into
[1:39:13]
place and development are happening
[1:39:15]
across the city in terms of facility
[1:39:17]
that people can
[1:39:19]
use and um you know benefit from and at
[1:39:22]
the same time we Genera take some
[1:39:23]
Revenue to help offset cost I just want
[1:39:26]
to clarify so um are you saying that Mr
[1:39:28]
Charo that that the fee increase was
[1:39:32]
prohibited for some residents you felt
[1:39:34]
like we had a drop off there I I I
[1:39:36]
seriously do I do um I don't I think it
[1:39:39]
if it was huge not huge I'm sorry don't
[1:39:44]
say and I think
[1:39:47]
doubled well let's be clear it's not the
[1:39:51]
fee to play Just Around golf it is the
[1:39:55]
season pass and I will tell you that is one of the best
[1:40:00]
values in the capital region yeah that
[1:40:03]
was yeah so I was I was about to say
[1:40:06]
that because when Matt came to us he was
[1:40:07]
saying that our fee is regardless of him
[1:40:10]
raising it up it's still below our
[1:40:12]
competitors around the capital region
[1:40:14]
and we offer more the best
[1:40:18]
facility it it was a season pass and I I
[1:40:21]
do know quite a few people reached out
[1:40:23]
to me that they had to drop their season
[1:40:25]
pass membership they they could go out
[1:40:27]
and
[1:40:28]
play four times a day if they want it
[1:40:31]
365 days year of course was open but
[1:40:34]
some of them are there
[1:40:36]
36 they get their money's worth but it
[1:40:38]
was it was quite an investment too a
[1:40:43]
lot there's it's a good point and I
[1:40:46]
don't know the number what is it
[1:40:48]
$1,500 yeah yeah so pay $1,500 and then
[1:40:52]
you can basically play whenever you
[1:40:54]
want as opposed to going up and paying
[1:40:57]
for the the 18 holes I and I think it
[1:41:01]
was maybe 800
[1:41:03]
prior so it was but we approved it so
[1:41:07]
yeah so I think when mat is back I'm
[1:41:10]
sure he's going to be back here next
[1:41:12]
year before us we can we can raise these
[1:41:16]
um the conversation with him to talk
[1:41:19]
about um you
[1:41:21]
know the raises of would affect the
[1:41:24]
usage because I don't I don't have that
[1:41:26]
chart with me now but I mean even and
[1:41:29]
again my my golf knowledge is limited
[1:41:32]
but um I hear what M Doro is saying but
[1:41:35]
I know that the other fees go up very minimally um when when Matt comes
[1:41:40]
to US every year well and I think if I
[1:41:42]
can speak I mean for myself maybe I mean
[1:41:45]
we trust him with his AB we should and
[1:41:49]
he he's out there he's a pro so that's
[1:41:51]
what kind of like you know what he's
[1:41:52]
bringing this to us he asking this he's
[1:41:54]
giving us comparison at that point in
[1:41:56]
time to show that hey what's happening
[1:41:59]
out there in Colony and Leon here we and
[1:42:01]
we're still under and I I do think I'm
[1:42:04]
sorry but I just want to say I mean
[1:42:06]
again for the last few years I've been
[1:42:08]
talking with him about the whole getting
[1:42:09]
more youth out there so the idea that
[1:42:11]
the school has um reinstituted you're
[1:42:15]
saying a golf team is awesome I mean
[1:42:17]
that'll be really uh great
[1:42:20]
for for all of us I mean and I think as
[1:42:23]
mayor said it if they get into a
[1:42:25]
lifetime habit um it's a good thing the
[1:42:28]
mayor will get his um inter this year
[1:42:31]
next year an inter to do the first golf
[1:42:33]
shot for
[1:42:34]
him yeah but I I I guess I think what
[1:42:39]
that kind of hike in the feed was more
[1:42:42]
responsive to the fact that they hadn't
[1:42:45]
been raised consistently so I think at a consistent rate to be consistent
[1:42:51]
with the other municipalities to have
[1:42:53]
cuz when he came and presented he said
[1:42:55]
hey we're still way below so I think
[1:42:58]
what some of that what you might
[1:43:00]
experience is a little bit of ticket the
[1:43:02]
ticket shop right of wow and then maybe
[1:43:06]
after that because you know once you
[1:43:07]
once you're getting something at a
[1:43:08]
certain value even if if it doubles even
[1:43:11]
if you're still getting it as you know
[1:43:12]
even if it's still a far greater value
[1:43:14]
you could you can experience a little
[1:43:16]
bit of ticket shot but I think that
[1:43:18]
that's something that will you know kind
[1:43:20]
of self-correct people start to come
[1:43:22]
back
[1:43:23]
goe Mr chair and the problem that's Evol
[1:43:27]
the golf course is just what Mr Fry's
[1:43:31]
talking about is you cannot get a tea
[1:43:34]
timee the demand is there so that people
[1:43:37]
are lining up and so we raised the
[1:43:41]
prices on some of that to again level it
[1:43:44]
out so in fact people could play and
[1:43:46]
enjoy it having said that there's still
[1:43:50]
times on like Sunday afternoon and other
[1:43:52]
times when utilization is very low we've
[1:43:55]
talked about it before uh that's
[1:43:58]
specifically this Council but
[1:44:00]
historically is how do you get people to
[1:44:03]
uh come in on the Sunday afternoon later
[1:44:06]
on some of the other afternoons where
[1:44:09]
it's
[1:44:10]
slow to take advantage of the investment
[1:44:13]
that we've made be able to have a good
[1:44:15]
time and uh maybe play golf when they
[1:44:18]
wouldn't otherwise play bring people
[1:44:21]
in uh for the experience where they
[1:44:23]
could uh learn Golf and take it up as a
[1:44:28]
continual activity going forward I
[1:44:32]
20% I'll just listen people advertise
[1:44:36]
free golf hot dogs
[1:44:40]
$39 I mean it gets you in
[1:44:43]
there anyway there's lots of different
[1:44:46]
there thank you
[1:44:50]
yeah well this is this was interesting
[1:44:53]
yeah so we we can we can address that
[1:44:56]
mat before here or if we need to bring
[1:44:59]
him in ear you know we can Parks sh Elon
[1:45:04]
W sh to bring m m you know
[1:45:07]
yeah if we need
[1:45:10]
to before he comes us suggested um
[1:45:15]
Revenue increase next year because he
[1:45:17]
does he does that all the
[1:45:19]
year any other question on this so
[1:45:22]
Anthony what I would ask take away from
[1:45:24]
this is that um we can't do an in and
[1:45:26]
out of this but if you can just create a seure to show what it was CA
[1:45:32]
associated with the
[1:45:34]
recommendation the associate cost but
[1:45:38]
not not in out just a cost
[1:45:48]
yes there is a backup in here is this um
[1:45:52]
Accord to Mr continency $20,000 20,000 so there's
[1:46:05]
no need to discuss that what is that
[1:46:07]
what is remember that was where they
[1:46:09]
were going to take the money
[1:46:11]
from from the the police money and but
[1:46:15]
now it's coming out the contingency the
[1:46:19]
planting there there is a suggestion on
[1:46:22]
the table to take out the
[1:46:23]
frency so that's and I'm I'm fine with
[1:46:27]
that okay so yes okay all
[1:46:37]
right are we missing any questions from
[1:46:40]
last night are we missing any stuff from
[1:46:42]
last I thought we had a couple we didn't
[1:46:43]
go over all these yet have we did we go
[1:46:46]
over these three pieces that we had in
[1:46:47]
our packet when we got
[1:46:50]
here yes
[1:46:54]
yeah this is the one I talk about the um
[1:46:57]
on the presentation but the
[1:47:04]
um this is the one with the um the fee
[1:47:06]
excessive W fee I asked if I wor
[1:47:09]
knowledge Ming forward to move that um
[1:47:12]
hopefully calling for public hearing if
[1:47:14]
council is an agreement we'll call for
[1:47:15]
the public hearing and move for this one
[1:47:18]
here is the um new program I asked for
[1:47:22]
year to the
[1:47:24]
okay
[1:47:25]
actual no I just wanted to make sure we
[1:47:27]
recover yes you
[1:47:32]
did there's no on sorry it's confusing
[1:47:36]
it printed on um both
[1:47:41]
sides we got the
[1:47:55]
and we did address the um the AR reports
[1:47:59]
but the outstanding um that we had from
[1:48:02]
last
[1:48:07]
evening all right
[1:48:10]
[Music]
[1:48:36]
are there any other questions uh need to
[1:48:38]
be submitted to to Anthony or any
[1:48:42]
department
[1:48:45]
head I like if we can wrap up all the um
[1:48:48]
no no hard feelings but I would like to
[1:48:50]
wrap up all the questions and if we have
[1:48:53]
any please submitted so we can get
[1:48:55]
answer because um at some point time we
[1:48:57]
going to have to
[1:48:59]
like cut out the questions and and start
[1:49:03]
move in the direction of uh
[1:49:05]
[Music]
[1:49:07]
conclusion so please if you have any
[1:49:09]
question please ask now or submit it um
[1:49:11]
this
[1:49:13]
evening um I would really appreciate
[1:49:15]
because um I would like us start move in
[1:49:19]
a to arrive at a conclusion
[1:49:26]
and again please reach out to the mayor
[1:49:28]
please reach out to Anthony if you have
[1:49:32]
any questions any concerns any
[1:49:34]
recommendation make sure you send oh
[1:49:38]
sorry
[1:49:39]
[Music]
[1:49:41]
I yeah please copy Derek also and
[1:49:44]
Anthony copy the mayor so you know I we want you to ask question we want you
[1:49:50]
to get answered and I
[1:49:54]
am I
[1:49:55]
am hoping that all the questions have
[1:49:59]
been answered and if there's anything
[1:50:01]
outstanding we can answer tomorrow and
[1:50:04]
I'm hoping that we can deliver it
[1:50:06]
tomorrow for a
[1:50:09]
conclusion I think we can do that we I
[1:50:13]
don't see a point at this time um any
[1:50:15]
question outstanding or any any hot
[1:50:17]
topic that is the
[1:50:20]
table that needs to be addressed if
[1:50:22]
there's anything that I'm missing please
[1:50:24]
let me
[1:50:25]
know go ahead I guess um just in terms
[1:50:28]
of prepping for tomorrow night if
[1:50:30]
there's anything that people feel like
[1:50:31]
they're going to raise that might be
[1:50:33]
items that we might need to debate it
[1:50:36]
would be good to have sort of heads up
[1:50:38]
on that so we can think about that so I
[1:50:40]
mean we we really haven't talked at all
[1:50:43]
about about that so I want use that
[1:50:46]
word well you know want to want yes
[1:50:50]
thank you we want to discuss it friendly
[1:50:52]
discussion not debate we we going to
[1:50:54]
change the way how we do things so we
[1:50:57]
have friendly discussion so yes and
[1:50:59]
thank you for that if you you know go
[1:51:01]
back after this tonight tomorrow morning
[1:51:03]
during the day please reach out with
[1:51:05]
your recommendation if you want to see
[1:51:08]
you know like just use um the money
[1:51:11]
$250,000 300,000 yeah
[1:51:14]
know you're not allow
[1:51:17]
I I'm just making a suggestion you're
[1:51:20]
making a suggestion of 250,000
[1:51:23]
guide help us to where do we take that
[1:51:25]
off from sure where do we do we increase
[1:51:27]
Revenue do we take it out the line make
[1:51:29]
a suggestion so that way helps anony it
[1:51:31]
help us to move and that's a
[1:51:33]
recommendation that would avoid a LLY
[1:51:35]
discussion as to back and forth sure
[1:51:37]
thing so come up with that everybody I'm
[1:51:40]
just using an example anybody else
[1:51:42]
myself to include it if I'm going to
[1:51:44]
make a recommendation to say that I
[1:51:46]
think that we should increase XYZ I need
[1:51:48]
to come up with a plan where do we take
[1:51:50]
it from we cannot uh suggestion on the
[1:51:53]
table with yesterday's uh
[1:51:55]
recommendation Anthony came came back
[1:51:57]
with a
[1:51:59]
suggestion
[1:52:01]
contingency now we have to be careful
[1:52:03]
our actual to date is
[1:52:07]
332,000 and if you're dropping up to 20
[1:52:10]
that's that's a little dangerous so we
[1:52:13]
need to we need to at a point you know
[1:52:16]
bring that to the table and say is that
[1:52:20]
realistic to me no no that's not
[1:52:23]
realistic because our contingency needs
[1:52:25]
to stay at that point in time for fire
[1:52:29]
it happen all the time we can avoid it
[1:52:31]
we have to do emergency demo they need
[1:52:33]
funding on that line to help with
[1:52:37]
that if you want to add something you
[1:52:39]
have to take that's
[1:52:44]
what today
[1:52:51]
take back
[1:52:53]
yeah not only not only take it out if we
[1:52:56]
suggesting to take it out of certain
[1:52:57]
lines we have to be you know we
[1:52:58]
realistic and at the same time we're
[1:53:00]
look at if you want to increase Revenue
[1:53:03]
you know those are suggestion that we
[1:53:04]
need to bring
[1:53:05]
tomorrow no question Anthony what do we
[1:53:07]
have to do if we add something you clear
[1:53:11]
that okay got it got
[1:53:13]
it we know that okay got me to follow an
[1:53:17]
email for you yeah please if you would
[1:53:19]
mind help me a little bit Y show me them
[1:53:24]
some so please all of us including
[1:53:26]
myself recommendation as to how we move
[1:53:29]
forward and conclude tomorrow so if you
[1:53:32]
can subit that ahead of time that will
[1:53:34]
be very very helpful so Anthony can um
[1:53:37]
bring um suggestion and the cost
[1:53:41]
associated with your suggestion so we
[1:53:43]
need so before tomorrow night's meeting
[1:53:46]
will we have an update on the changes
[1:53:48]
that have been at least sort of
[1:53:50]
suggested I know we got this right so
[1:53:53]
yes this is it just cost analysis on
[1:53:57]
this you're just looking for cost analis
[1:54:01]
oh no no no no no this is just yes but if we can get it ahead of time at
[1:54:06]
least we'd have time to think about it
[1:54:07]
before we come to the table just I guess
[1:54:09]
I'm just trying to avoid any shocking
[1:54:11]
kinds of things that when we come to the
[1:54:13]
table I'd rather have good point if we
[1:54:15]
can do this tomorrow morning you should
[1:54:17]
share with us morning so that to the
[1:54:20]
counil so we have this here at this as
[1:54:23]
another proposal the one that we
[1:54:25]
received today versus this one
[1:54:28]
tomorrow
[1:54:30]
yeah submit your proposal if you don't
[1:54:33]
want to submit it please call the mayor
[1:54:35]
call Anthony discuss have a you know
[1:54:38]
your free have open open phone
[1:54:41]
conversation with the mayor with Anthony
[1:54:44]
dere you may not want to P in an email
[1:54:47]
please make phone
[1:54:48]
calls I'll call you
[1:54:51]
here make phone calls and come to the
[1:54:53]
table with you know with um with an
[1:54:56]
understanding of how we uh move
[1:55:00]
forward if you want to talk about the
[1:55:02]
arpa and the reallocation that we didn't
[1:55:04]
touch on talk about it openly see where
[1:55:06]
we are we have we have you know some
[1:55:09]
agency that not not off the par what do
[1:55:12]
we do there you brought up a good point
[1:55:14]
earlier you know should we consider this
[1:55:16]
into this budget that's that's open
[1:55:19]
question but but it was my understanding
[1:55:21]
from when this Carver was here that we
[1:55:23]
can't consider it into the budget right
[1:55:26]
is that what I heard or that's we only
[1:55:28]
are looking at those four things no
[1:55:30]
that's already in the budget to bance a
[1:55:33]
budget we can an out that okay so we can
[1:55:37]
still funding from other pieces if we
[1:55:40]
were to make any adjustment on those
[1:55:42]
four recommendation on the Aral line we
[1:55:45]
would have to find other source of
[1:55:47]
income Revenue to offset that now we
[1:55:50]
were talking about earlier there that
[1:55:52]
we're talking about that we're steering
[1:55:55]
down and that's what you made some
[1:55:58]
reference towards it and that's what
[1:55:59]
kind of like brought it on
[1:56:01]
that but if we if we if we're talking
[1:56:03]
about that I think that we should aim
[1:56:06]
our the aimed at City things within the
[1:56:08]
city yes and and I don't mean salary so
[1:56:11]
I mean other projects like the parks
[1:56:14]
things in the Parks whatever else needs
[1:56:15]
to be done 100,000 what you're saying so
[1:56:18]
if we take other funds from other
[1:56:20]
agencies
[1:56:22]
it's not going to
[1:56:24]
ouren is going to be remain in house go
[1:56:27]
offet um some of the we just talked
[1:56:29]
about exactly
[1:56:32]
yes I think that's that's that's what I
[1:56:35]
was thinking when I was going over
[1:56:37]
everything today so
[1:56:41]
yeah so we have our homework tonight and
[1:56:45]
into tomorrow uh tomorrow evening and
[1:56:49]
Anthony will provide that um cause
[1:56:51]
breakdown for us
[1:56:53]
and do we have anything else
[1:56:58]
Joe no I think we have much so we'll
[1:57:02]
just we'll just um we'll just U go into
[1:57:05]
executive session we'll deal with u the
[1:57:07]
revenue um the three items and then
[1:57:11]
we'll break until tomorrow oh we're
[1:57:13]
going into s yeah so I just need a
[1:57:15]
motion to go into executive
[1:57:18]
session motion more
[1:57:20]
clear ex session
[1:57:22]
it's um there three items a 2130b FX
[1:57:28]
2140b and G
[1:57:31]
21 outside contract
[1:57:35]
negotiation
[1:57:36]
[Music]
[1:57:37]
MP okay that is pending
[1:57:43]
and
[1:57:45]
tomor I'll make a motion second all in
[1:57:48]
favor we're in executive session make a
[1:57:51]
motion
[1:57:52]
me too not
[1:57:54]
allow
[1:57:57]
[Music]
[1:58:02]
okay I
[1:58:03]
also I had Larry
[1:58:08]
speak in case anybody's interested I
[1:58:10]
only have four copies but part of the
[1:58:12]
budget oh no not for the budget I just
[1:58:15]
in case anybody
[1:58:21]
want
[1:58:51]
for
[1:59:51]
for
[2:03:50]
for
[2:09:20]
for
[2:11:20]
for
[2:18:19]
for
[2:19:49]
for
[2:30:48]
for
[2:31:18]
e for
