[0:13]
prob with little two little kids they
[0:16]
got everything and
[0:19]
[Laughter]
[0:39]
like to call to Connected city council
[0:41]
committee meeting for special committee
[0:43]
meeting for Friday December 27 2024 we
[0:46]
have one committee that we um for order
[0:50]
I'll turn over to Mr
[0:51]
M thank you madam president I'd like to
[0:54]
call the finance committee to order on
[0:56]
the four item is discussing amending
[0:59]
resolution
[1:00]
number 2022 d224 to modify the amount of
[1:05]
funds for Coco
[1:09]
house well um M she originally sent
[1:15]
consent attached to it so I know Mr want
[1:18]
to bring it back to committee let you
[1:19]
move forward yeah the reason why we want
[1:21]
to bring back to committee so that we
[1:24]
get an update from Miss far so where we
[1:27]
are and in terms of
[1:30]
um the modification how much we can take
[1:34]
back from Coco house and why are we
[1:36]
taking it
[1:38]
back well I think that's a good evening
[1:41]
city council hey why we can take it
[1:44]
back I was hoping that you had a little
[1:47]
bit more direct questions for me but
[1:50]
what I will say is that the department
[1:52]
of development um our community
[1:54]
development supervisor make you could
[1:56]
come up and join me is here with me um I
[1:59]
was able to look at the last council
[2:01]
meeting and I want um city council to
[2:04]
know that anytime the department of
[2:06]
development planning comes with the
[2:08]
recommendation and my team um has done
[2:10]
our new diligence and we based our
[2:13]
recommendation how we got our
[2:15]
recommendation is very simple one
[2:17]
performance two reporting and three
[2:21]
spending and when asked the question are
[2:24]
there any sub recipients that we have
[2:26]
concerns about spending the funding C
[2:30]
house is a concern year to dat they went
[2:33]
into contract in March of
[2:36]
2024 and they spent roughly
[2:41]
$3,742 of2 200,000 that was allocated
[2:45]
for their first year
[2:48]
salaries my staff my team has spent
[2:51]
significant
[2:53]
time with Coco house leadership walking
[2:56]
them through the terms of their contract
[3:00]
on several occasions the arer contract
[3:03]
says that we would do some things as a
[3:05]
city and we've done that we've done
[3:08]
program project monitoring we've done a
[3:10]
desk review we've done an
[3:13]
onsite review and then each one of those
[3:16]
we have stressed the concern of spending
[3:18]
down your allocated funds for
[3:23]
salar um MCH has some information that
[3:25]
he can share you have I think direct
[3:27]
questions is more what do you want to
[3:30]
know um is the easier way and then we
[3:32]
can give you the facts this isn't based
[3:35]
off of what C house does in the
[3:38]
community me my department agrees with
[3:41]
the admission statement but it is my job
[3:44]
as a director of development to make
[3:45]
sure that we are being fiscally
[3:47]
responsible when we make a
[3:48]
recommendation in regards to how this
[3:51]
money is going to be spent in a timely
[3:53]
manner to keep us in
[3:57]
compartment so um I I know meeting on
[4:00]
Monday but um had to watch it so I think
[4:04]
some of the concerns proba around not
[4:07]
moving forward on Monday was the fact
[4:09]
that uh the executive director did come
[4:12]
and seem to express some level of
[4:15]
confusion about what was going
[4:22]
on
[4:25]
yeah why do have to because it's not an
[4:28]
ex it's a public meeting
[4:30]
but it's not closed it's it's for the
[4:33]
sound people want to walk in they can
[4:35]
walk
[4:40]
in I think
[4:44]
so anyway as I was saying the executive
[4:47]
director did come and speak to the C and
[4:49]
express some concern felt like um they
[4:52]
didn't receive all the information that
[4:53]
they needed um and so therefore that was
[4:57]
they felt also that they du they got it
[5:01]
at a very late date and so therefore
[5:04]
that was why they hadn't spended the
[5:06]
money as as agreed to in their cont but
[5:09]
we want to ride
[5:11]
that so I started working with mras in
[5:15]
mayor June of this year after I started
[5:19]
April
[5:20]
15 here from the nonprofit side and you
[5:25]
know originally our interaction started
[5:27]
with closing out cdb to Grand
[5:29]
construction work the CFO was located in
[5:33]
California you know the board member who
[5:35]
was acting as the CFO and he was you
[5:37]
know once they reached out to to him Mr
[5:40]
re hooked us up with Mr lmer I believe
[5:43]
his name is and you know he was very
[5:45]
efficient you know think to know what's
[5:49]
going on with Coco house and was able to
[5:51]
close out that gr within 30 days of me
[5:54]
reaching out to him in June we were able
[5:56]
to clo up at cdbg Grant at the same time
[5:59]
I became aware of the
[6:02]
arrants and I saw that Koka House's
[6:06]
arrant started in March and we had no
[6:08]
reporting as of as of yet at the time
[6:11]
which was May you know June July of 24
[6:15]
which
[6:15]
is um and so at that time I reached out
[6:20]
to
[6:21]
mras be in touch with uh once again with
[6:25]
uh Mr wymer out in California to do the
[6:29]
report
[6:30]
and
[6:32]
uh he was not aware of the reporting but
[6:35]
he was able to get me you know the data
[6:37]
that we needed to get started on that
[6:39]
and I then started working with then the
[6:42]
gentleman in California had some issues
[6:44]
and he no longer
[6:46]
participate uh in coko house on their
[6:49]
board and I was working directly with Mr
[6:51]
Ras and we had a bunch of conversations
[6:54]
which culminated in in arranging a
[6:56]
meeting at CoCo house on August 20
[7:00]
7th my myself and you know Denise
[7:05]
Brooker who been assisting in the uh
[7:08]
Department of development went out there
[7:10]
we met we T his new building you know
[7:13]
heard the whole you know heard the back
[7:15]
story I was pretty familiar with it from
[7:17]
working in the neighborhood uh for many years but we got we got the story
[7:22]
and then I was able to we were able to
[7:24]
sit down with him and go through the
[7:25]
reporting
[7:27]
requirements and the invoicing
[7:28]
requirements for ARA line by line by
[7:32]
line in great detail I got all the
[7:34]
information that he needed and he
[7:36]
educated him probably for 2 and a half
[7:38]
hours on what was required part of that
[7:41]
discussion was specifically the fact
[7:44]
that you know I asked him about his work
[7:47]
there and he was working part-time he
[7:49]
still have a full-time job at the time
[7:52]
and I explained that you know one of the
[7:54]
requirements in the grant is that he was
[7:57]
going to be one of the St was going to
[7:59]
be his as the executive director to work
[8:01]
full-time I said you might want to
[8:03]
consider doing that I said because
[8:06]
hiring people full time without
[8:09]
full-time uh oversight could be you know
[8:12]
could be problematic and also you need
[8:14]
to use that money up and I specifically
[8:16]
told them according to the grant that
[8:18]
the city council may choose to recoup
[8:20]
some of that money if a year goes by and
[8:22]
they have to spent to
[8:24]
$200,000 and he brought up the fact that
[8:27]
you know he was having some difficulty
[8:29]
with getting you know 20 or $30,000 to
[8:33]
SL off until the city's funds can come
[8:36]
around and we had we had a nice
[8:38]
discussion you know having work in the
[8:40]
nonprofit world I explained to him one
[8:42]
of the things we we often do is we take
[8:44]
the half a million doll contract that
[8:46]
you have with the city and we go to one
[8:48]
of the local banks and we say look we
[8:50]
need you know you have a half million
[8:52]
contract in the city it's Federal money
[8:55]
guaranteed to come to you you spend it I
[8:57]
said and they should be able to to give
[9:00]
you some kind of bline credit if you
[9:02]
only need
[9:04]
$25,000 or $35,000 whatever you might
[9:06]
need that's a guarantee against that
[9:09]
loan and you should be able to get it
[9:12]
it's been done before you can go to CPC
[9:14]
there a you know that deals with
[9:16]
nonprofits I say ways to do that as well
[9:18]
as reaching out to their funding sources
[9:20]
that have that assisted you in building
[9:22]
doing the construction work and some and
[9:25]
rning your programs is not a big ass and
[9:28]
also at some point whether or not I I
[9:30]
didn't know having just been there just
[9:32]
a few months whether or not the city
[9:34]
would Advance money to them uh but
[9:37]
that's that'll be my next the next
[9:39]
meeting we have so I gave him all these
[9:41]
ideas and I offered you know I explained
[9:43]
to him that I've been doing this for a
[9:45]
long time in his
[9:47]
position and that I could be a
[9:50]
resource so we work with him for the
[9:53]
next couple of weeks he got the
[9:55]
reporting up to dat uh through you know
[9:59]
J June 30th the next quarter so you got
[10:01]
all the Au reporting up the date
[10:03]
everything was good I looked at his
[10:05]
paperwork you know and I was happy with
[10:09]
the way where he was at the moment he
[10:11]
once again was you know at that time he
[10:16]
had told me that he was going to be
[10:17]
hiring two
[10:19]
employees uh I don't know if he ever did
[10:22]
or not this was 820 the end of August
[10:25]
but we did arrange to have another
[10:26]
meeting this time in the office with
[10:29]
including Alex to have some of his
[10:31]
concern addressed once again so on
[10:34]
September 26 I believe he came into the
[10:37]
office I met with him along with with
[10:40]
Denise from our office and Alex and Alex
[10:44]
went through the budget one of the
[10:46]
concerns specifically was the city
[10:49]
council and uh their requirements for
[10:53]
determining whether or not funds were
[10:55]
going to be taken back it was I was very
[10:57]
explicit with them that that if he
[10:59]
doesn't spend this money you can be in
[11:01]
danger of of having the city council be
[11:05]
and let's work together to get it done
[11:08]
having worked for nonprofit I understood
[11:10]
you don't want to be getting the money
[11:11]
back to the city uh but now that they
[11:13]
work for the city you don't want to give
[11:15]
back to the
[11:16]
federal so at this meeting now we go
[11:19]
line by line again on that contract we
[11:22]
speak about spending the money down this
[11:24]
is the second time right so my team did
[11:27]
it on site I did in an office he left
[11:31]
that meeting I said do you understand at
[11:34]
that meeting he came he said he didn't
[11:35]
have a copy of his contract that his CFO
[11:38]
hadn't made him aware of what the terms
[11:41]
were on that contract and then we've
[11:43]
already gone above and beyond it's not
[11:45]
the Department of development's Job to
[11:47]
ensure that's not part of technical
[11:49]
assistance that they have right there to
[11:51]
assigned executed copy completely but it
[11:54]
is our job to make sure that they
[11:56]
understand and we did that we walked
[11:58]
through do you have any question are we
[12:00]
on the same page is kind of what I said
[12:03]
are we on the same page he agreed and
[12:05]
walked away with the
[12:07]
plan again the plan is now the same song
[12:11]
and dance I'm going to hire some people
[12:14]
we're we're about to be hiring okay I
[12:16]
got Clarity he left motivated saying
[12:18]
yeah Clarity fast forward to the next
[12:21]
meeting so I I work with uh Mr Reas once
[12:26]
again over the next few weeks and I kept
[12:28]
sing him that the the September 30th
[12:30]
report is due on October
[12:33]
15th and I and I said I said look the
[12:37]
city council is going to be wanting this
[12:40]
report and sure enough I don't remember
[12:42]
when exactly you know Alex requested
[12:44]
that you folks wanted the most recent
[12:46]
cly reports but I said you know you need
[12:50]
to get the report so I had to come in on
[12:52]
10:26 again into the office and I walk
[12:55]
through him what we would need on that
[12:58]
report
[12:59]
okay to number one meet off the
[13:02]
regulations and number two show the city
[13:06]
council that he's he's doing something
[13:09]
and he did get the report to me which
[13:12]
was included in in a list of reports
[13:14]
that I sent out to uh Alex which was fed
[13:17]
to you folks a month or two ago uh but
[13:21]
once again I went through the know the
[13:22]
same exact about hiring people you know
[13:26]
as part as I knew he still he still
[13:28]
wasn't working for whole time which was
[13:30]
part of his in his contract that as you
[13:32]
know the first line with him as
[13:34]
executive
[13:35]
director and I explained that it's
[13:38]
difficult to run your agency if you're
[13:40]
only there part
[13:42]
ter and in the meantime that's that's
[13:45]
where we are okay so then on the first
[13:49]
week of December Finance Department of
[13:53]
Finance requested that we're having a
[13:55]
regular AR meeting because now the 31st
[13:58]
is coming and they want to be sure that
[14:00]
we have a plan together right so I
[14:03]
attended my first meeting with the
[14:05]
Department of Finance on December 3rd in
[14:07]
which they questioned Coco house only
[14:10]
spending
[14:12]
$30,000 I said okay I'll go back to the
[14:14]
Coco house and see if I can get some
[14:16]
movement a clear understanding on where
[14:18]
they are again reaching out to will viz
[14:22]
I spoke to him on 129 he said I knew
[14:26]
that was why you call Mrs verba we board
[14:29]
just hired somebody last night
[14:32]
again this is the third time that you
[14:35]
have told the department that you hired
[14:37]
somebody we understand that there have
[14:40]
been some hiccups some transitions for
[14:42]
the organization but our recommendation
[14:44]
isn't based on that our recommendation
[14:46]
is based on the ability to spend this
[14:49]
money and not losing the
[14:52]
funds so we have engaged Mr viz prior to
[14:58]
Mitch Tak this on I had worked closely
[15:00]
with Bob weer anytime a question was
[15:04]
asked to Mr viz he's always reverted
[15:08]
back to the CFO Bob Wier so he kind of
[15:10]
was disconnected um from the project but
[15:13]
we did engage him and this is no
[15:16]
surprise that there was a possibility
[15:18]
that funds could be
[15:20]
recaptured when I spoke to him last week
[15:24]
he agreed to funds being recaptured and
[15:26]
said he's not coming to city council so
[15:29]
between the time that I spoke to him on
[15:31]
that morning and the night of the city
[15:33]
council um his thought process or what
[15:36]
he agreed on verbally on the phone with
[15:38]
his board new board president had
[15:41]
changed and I just kind of recap some of
[15:44]
those things at one of the meetings the
[15:46]
meeting that happened on September 26 I
[15:49]
did address to him meeting the advaned
[15:51]
funding and I said if you send a formal
[15:54]
request give me something in writing and
[15:57]
then we can see what we can do we never
[15:59]
received a request so what I'm what I'm
[16:01]
saying city council is that the
[16:03]
department of development really went
[16:05]
above and beyond what technical
[16:07]
assistance is from the government when
[16:10]
HUD is is on us about spending our money
[16:13]
they're not holding our hand they're
[16:14]
saying exactly what it is
[16:17]
so my appeal is I I stand 100% behind
[16:21]
the recommendation um that I made and to
[16:24]
be honest with you I think my Rec our
[16:26]
recommendation from the Department was
[16:27]
generous cu considering the
[16:35]
facts how many children is he actually
[16:39]
serving Bas in this period of time based
[16:42]
on the last quarterly report the new one
[16:44]
is in due Mr Mayor until January 15th it
[16:47]
closes out on the end of this month so
[16:50]
based on September 30th in total for
[16:53]
this grant period they have served 21
[16:55]
young people
[16:59]
quarter quarter one they served 14 and
[17:02]
Quarter Two they added an
[17:04]
additional which made it
[17:06]
21 do you have accountan the Staffing
[17:10]
currently we have requested that that is
[17:13]
in their contract as well that they are
[17:14]
to supply resumees and Staffing and we
[17:17]
had not when in the reporting he said
[17:19]
that he had
[17:22]
hired I have the last report
[17:26]
sorry he said that he had hired some
[17:29]
people and then we
[17:31]
readed and asked about it that there was
[17:34]
some hiccups and the persons um couldn't
[17:37]
start um so they were back to uh square
[17:42]
one with the Highland and then the most
[17:45]
recent person that he said hired I asked
[17:48]
him um how much was it I never got a
[17:51]
name since $18 an hour for community
[17:54]
outreach and they were going to use the
[17:57]
other money for direct support staff I
[17:59]
asked him based on his contract what
[18:01]
positions are you considering direct
[18:04]
support I did not get an
[18:06]
answer I've also requested an updated
[18:08]
spending plan I have not received that
[18:11]
today today I also asked the new board
[18:13]
president if he can provide an updated
[18:18]
spending so M car you said you were
[18:21]
generous and your mod um suggested a
[18:26]
modification if you were to give us the
[18:28]
real number what would I be I
[18:30]
realistically I probably would have
[18:32]
split it down the middle there's 21
[18:34]
months left based on our subian
[18:37]
contracts they have to June of 2026 to
[18:40]
spend this money so based on the current
[18:42]
recommendation that Lees them
[18:44]
$336,000 to spend in 21 months if I have
[18:48]
to B base this
[18:50]
on what I had before me as far as
[18:54]
reporting and what they have spent down
[18:56]
it is unrealistic
[18:59]
coming from me and I don't even know
[19:01]
it's leaving 250,000 on the table right
[19:03]
now what I
[19:05]
have is
[19:08]
realistic I just want to ask if we going
[19:10]
to talk specifically about contracts do
[19:12]
we need to do that
[19:14]
executive might have to all right what
[19:18]
the okay just want to make sure we uh
[19:21]
don't have too much contact discussion
[19:23]
if
[19:24]
you're Corporation Council if you're
[19:28]
talking about just what's in a contract
[19:30]
that's not executive session if you're
[19:32]
looking to
[19:34]
negotiate or modify a contract something
[19:37]
that would be subject
[19:40]
to you know what direction the council
[19:42]
goes what position I'm taking something
[19:45]
then be appropriate go into executive
[19:48]
session and council members I can't
[19:50]
stress enough that we love the work
[19:52]
that's being done in the community and
[19:54]
this is not about that this is about the
[19:56]
department making the best
[19:58]
recommendation to make sure that we
[20:00]
remain fiscally responsible with our off
[20:02]
the
[20:03]
funding go ahead so this money that was
[20:07]
um was actually reallocated from a
[20:09]
building and I understand all that
[20:10]
process and we did it um towards
[20:13]
Staffing um so I have in front of me you
[20:16]
know a copy of the contract and I see
[20:18]
that there would have been five well
[20:21]
five and then also the executive
[20:23]
director any position F there is
[20:28]
one part-time position and that is what
[20:32]
we receive the
[20:34]
$30,000
[20:38]
invoice go ahead please are we conf yes
[20:43]
that is a are we confident that that
[20:46]
person is still employed we have no
[20:48]
documentation to support that because
[20:50]
you you requested you requested the
[20:53]
resumés you requested different kinds of
[20:56]
reports and those were not received is
[20:58]
what I read we have our updated reports
[21:00]
that say that we hire people but with
[21:02]
the invoice it doesn't doesn't match so
[21:05]
we don't know what's what so you in the
[21:07]
reporting he said he had Trent Griffin
[21:10]
coming to do work but then over the
[21:12]
phone he said that didn't go through
[21:14]
there was some hiccups with it it's just
[21:17]
kind of been there's been no Clarity
[21:20]
provided to us and my team we're already
[21:23]
short staff upstairs we we we've done more than what we techically
[21:29]
would do with the
[21:33]
subi I'm not sure if my questions for um
[21:37]
should be in executive session so you
[21:39]
can ask them and then okay I get an
[21:41]
answer
[21:42]
um I'm wondering if you know anything
[21:45]
about I mean I think Mr weiner has been
[21:47]
the person that sort of has been um
[21:50]
overseeing anything that would be he
[21:53]
took ill okay you have taken ill it's
[21:56]
not coming back okay and then there was
[21:58]
a whole shift with the entire board
[22:01]
there's a whole new board from when we
[22:03]
started this process and we didn't know
[22:05]
that there was a new board Denise when
[22:08]
we weren't getting the reports had to
[22:10]
reach out and get this get the updated
[22:13]
information okay my other question is
[22:16]
just I just want to clarify because I
[22:18]
think I heard you saying this but just
[22:20]
want to hear it um
[22:22]
so in terms of the development
[22:25]
team's confidence in whether
[22:29]
25 uh 2025 and 2026 whether this work
[22:33]
could be
[22:35]
completed I just wanted to get a sense
[22:37]
of your confidence level based on what
[22:39]
we have M you want to chime in on this I
[22:43]
don't want to be the bad kind um but
[22:45]
based on information that we have I'm
[22:49]
not 100% confident that they'll be able
[22:52]
to spend all of that funding now I would
[22:56]
like to also put on
[22:59]
that we made suggestions to them to
[23:01]
partner with the school district to do
[23:04]
the Visa program with Union College
[23:06]
we've had those conversations with will
[23:08]
too and made some suggestions on how
[23:11]
they can spend the funding so it is my
[23:13]
hope that a new updated spending plan
[23:16]
would
[23:17]
support um
[23:20]
spending thank you the remainder
[23:23]
funds so so my question is so I guess my
[23:27]
position is first that I'm always trying
[23:29]
to remind the council that when we're
[23:30]
working with kind know of the smaller
[23:33]
nonprofits that we are being Equitable
[23:36]
in our approach and not
[23:38]
um having the similar same expectations
[23:41]
of a nonprofit that has a whole
[23:43]
development reporting department and you
[23:45]
know what I seems like that isn't the
[23:48]
case here which I know I'm you know glad
[23:51]
to hear that you have been you know
[23:54]
extremely supportive to the Coco house
[23:57]
my question is
[23:59]
the
[23:59]
money
[24:01]
that with the copal house as it stands
[24:04]
right now has to spend that money on the
[24:07]
workforce correct based on the contract
[24:10]
salaries based on what they came the
[24:12]
city council and asked to do with that
[24:15]
funding okay okay good my thinking is
[24:17]
that spending the money would probably
[24:19]
not be an issue with the community such
[24:22]
a great need but if
[24:24]
it but to spend it the the the tension
[24:28]
there is that it has to be spent
[24:31]
in what
[24:32]
they okay yeah the modification was
[24:35]
asked to from the original build to kind
[24:38]
of like staing and then we were back and
[24:40]
forward and we had to change it to kind
[24:42]
of like accommodate and then a budget
[24:44]
was presented to us to kind of outline
[24:47]
the Staffing and the salary
[24:51]
level no I was just going to just
[24:55]
explain so I was going to say I
[24:56]
appreciate the level detail you provided
[24:59]
way you got anticipate that coming back
[25:02]
with respect to this but I also
[25:04]
appreciate your differentiating between
[25:07]
the work of the organization and just
[25:09]
the communication we received with
[25:10]
regards to this budget line and thank
[25:13]
you for stressing that in hearing the
[25:15]
two numbers that we've been hearing the
[25:18]
140,000 and you saying half of the
[25:20]
remaining balance truly this is the last
[25:23]
opportunity we'll have to REM These
[25:24]
funds back so wanting your true figure
[25:28]
and and I know it's Miss Patrick's Point
[25:30]
with as it was presented the
[25:33]
140,000 whatever that new figure is what
[25:35]
is then your confence that that would be
[25:38]
approprate for to spend out
[25:42]
mrams that is up to city council is that where we're starting to
[25:47]
move that be executive session we're
[25:50]
getting into the into the contract NE so
[25:53]
we can we can discuss and then move into
[25:55]
an executive session and address that I
[25:58]
guess
[25:59]
I would want to just highlight the fact
[26:01]
that coko house obviously isn't the only
[26:04]
institution that's struggling to find
[26:06]
qualified candidates in the current
[26:08]
labor market so there is a you know
[26:10]
there's an expectation of there to be a
[26:13]
me that that that's going to be a
[26:15]
struggle because some of the uh larger
[26:18]
institutions that do have resources um
[26:20]
are still struggling um to to to find um
[26:24]
qualified candidates so I I I think
[26:26]
that's something that we want to keep in mind but also
[26:30]
um Miss car I know that in the past you
[26:33]
have uh requested like maybe a couple
[26:37]
weeks ago maybe last month it was when
[26:39]
you came you were requesting spending
[26:41]
plans from um from some cities did the
[26:46]
COC ever provide you with the spending
[26:48]
when I requested that on the phone to
[26:51]
them
[26:52]
129 and then I would questioned it again
[26:55]
for an updated plan with the new board
[26:57]
president
[26:59]
again the board president new board
[27:01]
president is the one that shout to me
[27:03]
today not Mr VI so this further just
[27:06]
kind of support the the disconnect um
[27:09]
out of all of our 47 subrecipients
[27:13]
I hav't had to work for board
[27:16]
president um It's usually the executive
[27:19]
director the CEO who's doing the dayto
[27:21]
day so that we're
[27:23]
clear what the expectations are um so
[27:28]
I was referred back to the new board
[27:31]
president and I just asked if he can
[27:33]
simply you know submit an
[27:41]
update go ahead no I was before I
[27:45]
mean in the contract that we approved on
[27:48]
the document that we approved it was the
[27:50]
executive director should be on
[27:52]
full-time so how many months have passed
[27:55]
and the executive L is still not
[27:57]
full-time it's probably
[27:58]
M and um I'm glad that both you and
[28:02]
Michelle is goinging through in detail
[28:03]
because I spoke with u Mr Reas last week
[28:06]
and that was one of the reason why I had
[28:07]
many concern
[28:09]
because what he told me is not what I'm
[28:11]
hearing here and I trust what I'm
[28:14]
hearing here and that was the reason I
[28:16]
asked M president if we can hold this to
[28:18]
discuss this you know a a level to
[28:21]
understand what is happening here and he
[28:23]
never mentioned to me that he was not
[28:25]
full time he says he's taking a k cut
[28:28]
so I asked you why are you taking a pay
[28:30]
cut you should you know it was approved
[28:33]
for you to take a full salary and
[28:35]
there's no reason why you should take it
[28:37]
is it one of the reason why it's 30,000
[28:39]
and not higher than that that we
[28:41]
expended today so I'm glad that this
[28:43]
information is coming out here for us to
[28:45]
discuss so that we understand where we
[28:48]
are at this point in time and
[28:51]
um I am worried that um they might not
[28:55]
able to spend all this money over the
[28:57]
next couple years and we might be able
[28:59]
to lose
[29:01]
again if there is a plan our our team is
[29:05]
ready to kind of help them flush through
[29:06]
it we've been constantly saying that we
[29:09]
are a resource
[29:13]
um but it look like you are going Beyond
[29:17]
you and your team going Way Beyond mean
[29:19]
we are going above and beyond and not
[29:22]
just with that I'm I'm a trusted
[29:24]
department and if I make a
[29:25]
recommendation to you please believe
[29:28]
that my team has done their part and
[29:30]
we've assessed what we've needed to
[29:32]
assess to make a solid recommendation to
[29:36]
the mayor Department of Finance and city
[29:39]
council please so we're recommending
[29:43]
that we almost take
[29:44]
$320,000 back for the 140 plus halfs
[29:47]
left that will be an executive session
[29:50]
Contra so we'll keep
[29:53]
that and you just mentioned that uh he
[29:55]
took a pay cut do we do we know who the
[29:57]
EMP is that's getting the $30,000 or
[30:00]
that no no no he's he's he's not
[30:02]
full-time so he's more like okay he
[30:04]
didn't mention to me that he was not
[30:06]
full-time you mentioned that he's not
[30:08]
drawing down his full salary that was
[30:10]
allocated in this ARA doc I wonder if he
[30:13]
was pulling in that I mean that's what
[30:18]
he I mean will reiterated that I believe
[30:21]
the other evening at city council as
[30:23]
well that um he hadn't taken the salary
[30:25]
that was included in this um
[30:29]
I think that's what he kind of meant he
[30:30]
did he exactly said that yes he did say
[30:33]
that to us too he said he thought he was
[30:35]
doing the right thing and wanted to hire
[30:38]
um other staff before he paid himself he
[30:41]
did he did say
[30:44]
that I will say that in his invoices he
[30:47]
he's paying for the amount of hours that
[30:49]
he puts in okay so he's he he said to me
[30:53]
he only works parttime there so he's
[30:55]
putting he's he's billing us an
[30:56]
appropriate salary
[30:58]
you know for the hours that he's
[31:02]
working Mr um so actually it's kind of
[31:06]
like really to Mr F's point I just um
[31:09]
just want to be clear it's not that
[31:10]
we're not we want the C to be successful
[31:13]
we you put the money and so it's not
[31:15]
about not want them to be successful but
[31:18]
it's more about can they spend the money
[31:20]
because if the money is not spent then
[31:22]
the money goes back and back to federal
[31:25]
government and we don't want to be put
[31:27]
in that position we want what's being my
[31:30]
understanding and recommendation from
[31:31]
Department development is uh just leave
[31:34]
enough of the funding so they can still
[31:36]
spend it within that the of time frame
[31:39]
without putting other funding in
[31:41]
Jeopardy so I know it's difficult for
[31:43]
everybody to hire that's a
[31:46]
fact
[31:51]
you
[31:54]
everybody go
[31:56]
ahead no you can go ahead and no I just
[31:59]
want to clarify again did I hear um and
[32:01]
I don't have the contract with me I did
[32:04]
look it um the contract says that he
[32:08]
would be full-time is that what I heard
[32:10]
earlier yes and also it's been since
[32:13]
March that you guys have been meeting
[32:15]
with
[32:15]
him I started meeting with him oh June
[32:19]
May June and then in person you know
[32:21]
August September October and prior to
[32:24]
that it has been with he directed us to
[32:28]
contract
[32:30]
Mr so I would imagine that just for
[32:33]
clarity that the contract say that not necessar that he would be fulltime
[32:37]
but someone would be full-time right
[32:40]
okay I just want to make
[32:42]
that but in there in his
[32:47]
proposal he states that he okay will be
[32:51]
full time here's a copy and I don't know
[32:53]
that you have it but that is how they
[32:55]
proposed to city council with the ch and
[32:58]
it it says in there that he will be the
[33:01]
full-time executive director and that
[33:04]
this funding will support him being time
[33:07]
so that he F that will help support the
[33:11]
sustainability
[33:12]
plan as I would imagine that Mr Reas is
[33:17]
probably used to
[33:18]
working um in a way that you know um he
[33:23]
trying to be really mindful about how we
[33:25]
spending that money so I would say him
[33:27]
now
[33:28]
taking a full-time position and trying
[33:30]
to open up opportunity for somebody else
[33:31]
to step in and you know I I I could see
[33:34]
why that might be a his thought process
[33:36]
I don't think that it it lends itself to
[33:39]
how this is structured but I just
[33:40]
thought that was important to bring up
[33:43]
as well and and for the Department you
[33:46]
know our book is very challenging and we
[33:48]
want to make sure that we're crossing
[33:50]
our tees and D in our eyes you know when
[33:53]
it comes from the city's perspective my
[33:58]
perspective as the Director of
[33:59]
development we have to do our due
[34:01]
diligence to ensure that we're in
[34:03]
compliance again I can't stress enough
[34:05]
how we do believe and the work is doing
[34:09]
in the community and ser offering and
[34:12]
our recommendation is not
[34:19]
very go ahead please the next action
[34:22]
since the other two items are related is
[34:24]
going to Executive
[34:26]
session sign missing any other comments
[34:30]
well we'll have this question on them
[34:31]
and then we'll move into executive
[34:34]
session do we have any other questions
[34:37]
on this item so I just want to um point
[34:41]
out what currently is in there in terms
[34:42]
of as because we're going to go into the
[34:44]
funding
[34:45]
um and what was also to in the um
[34:48]
contract is that uh any funds for
[34:51]
OnStaff positions would be de obligated
[34:58]
that is in the contract to the Coco
[35:06]
house any other question on this
[35:10]
it I actually uh I just want to say that
[35:13]
I support what Mr Williams is saying
[35:15]
that I think we should go into executive
[35:16]
session I don't know how we can discuss
[35:18]
the other two items right um about
[35:21]
making decisions about well discussing
[35:23]
the other item may not be
[35:25]
fully TR may not be fully executive
[35:28]
session
[35:29]
okay when we go executive session
[35:31]
discuss the money thing come out back
[35:33]
and then come back
[35:36]
up we wouldn't have to go in second
[35:39]
session and talk about the contract and
[35:41]
then we can come out the second session
[35:43]
and talk about
[35:44]
items
[35:46]
okay so so motion to go into executive
[35:50]
session second second all in favor I we
[35:54]
are in the executive section

for
[1:37:22]
e e
[1:40:01]
couldn't we just be amending the Arc of
[1:40:04]
money that we already gave to the city
[1:40:06]
for that we already in other words we
[1:40:08]
already amended we already gave money
[1:40:10]
for summer youth employment if we were
[1:40:13]
going to be giving more money for Su
[1:40:14]
that was in the budget yes that's an
[1:40:17]
orance so you have to do
[1:40:20]
notice you're not going to do it by
[1:40:22]
Tuesday
[1:40:26]
oh question Mr oh go ahead so um are we
[1:40:30]
previously had an agreement
[1:40:33]
with yeah we can't no we did not we
[1:40:36]
never
[1:40:39]
did well who did we have an agreement
[1:40:41]
with through the summer
[1:40:43]
program we we work with the
[1:40:47]
county conects but we don't it
[1:40:51]
was no official was a school district I
[1:40:54]
believe in this school district was in
[1:40:56]
22 yes that was the last agreement we
[1:40:59]
had
[1:41:01]
second I was trying to see if we could
[1:41:03]
just amend something we already had in
[1:41:04]
place by getting more money like we just
[1:41:07]
took money from can you amend the budget
[1:41:10]
but the budget is an ordinance this is
[1:41:14]
now okay thank
[1:41:20]
you by Tuesday
[1:41:27]
understand what you
[1:41:29]
say what are you saying for the
[1:41:32]
allocation to the truck or that the
[1:41:34]
truck I can get a contract by Tuesday
[1:41:37]
get a purchase order in place it's the
[1:41:40]
remaining money student censuses to put
[1:41:43]
it in a summer
[1:41:45]
youth
[1:41:48]
program I'm not clear how I get that
[1:41:54]
so has anybody talk to the
[1:41:57]
county
[1:42:00]
about
[1:42:01]
no no but I mean I know for example that
[1:42:05]
it would would to be I know I believe
[1:42:07]
that um the parks director has indicated
[1:42:11]
that they could use more bus that that
[1:42:13]
would just be within the
[1:42:16]
city yes yes how does that move that
[1:42:19]
Mone I guess we can't because it's
[1:42:22]
resolution
[1:42:24]
so let's to
[1:42:27]
C enter into an
[1:42:30]
agreement agency agreement you have to
[1:42:33]
have one or signed by or otherwise
[1:42:36]
evidence to send parties so if we could
[1:42:39]
get
[1:42:42]
Anil
[1:42:44]
agreement doesn't necessar have to be
[1:42:50]
S then
[1:42:56]
these are all going to be looked at and
[1:42:58]
it's how just make it happen it's not an
[1:43:03]
agreement and I have a point that go
[1:43:06]
ahead please with
[1:43:11]
Mr so what I what I was saying is
[1:43:14]
that we partnered with the school
[1:43:16]
district PR I'm sure
[1:43:19]
that being that there's already an
[1:43:21]
infrastructure there to help with the
[1:43:23]
summer youth
[1:43:24]
program then I think that that would be
[1:43:27]
a pretty
[1:43:28]
easy contract to get sign relatively
[1:43:33]
quickly um if I understand what we're
[1:43:35]
saying is that any money that's
[1:43:37]
recruited we can't just move it to the
[1:43:39]
youth uh Services line without
[1:43:46]
an you authorize me to sign
[1:43:50]
it does the superintendent have to go
[1:43:53]
back to the board of education to get it
[1:43:55]
authorized for him to yes which is how
[1:43:57]
most of
[1:44:00]
those happen if you're
[1:44:03]
amending an existing agreement and I
[1:44:06]
don't remember the details of the prior
[1:44:08]
one when I
[1:44:10]
think it's probably limited and you're
[1:44:13]
not going to be able to amend that that
[1:44:15]
is sure we could model it after that
[1:44:19]
redo it right don't have the time
[1:44:26]
isn't it the same thing for the county
[1:44:27]
also they will have to have their vot on
[1:44:29]
Direct s money from us from the count
[1:44:32]
man will have to make a recommendation
[1:44:34]
for the full full body they may have I'm
[1:44:37]
not sure for some of those program it's
[1:44:41]
a lower
[1:44:42]
threshold there some things that falls I
[1:44:46]
can
[1:44:48]
sign without full Council authorization
[1:44:54]
what if it was a different project what
[1:44:56]
if it was using money for a truck and
[1:45:00]
then something else um something else
[1:45:03]
like can can we move this money into the city buet something else the
[1:45:10]
differences would that has to be done by
[1:45:13]
ordinance and would that create problem
[1:45:16]
it has to obligate the money so if it's
[1:45:18]
going internally in the city it's got to
[1:45:21]
be uh
[1:45:24]
an ordinance if you're authorizing
[1:45:26]
payment there's other things
[1:45:30]
for uh you we're doing work on the water
[1:45:35]
BS
[1:45:37]
uh we could find some Bill there for the
[1:45:42]
water WS that use AR that's what I'm
[1:45:44]
wondering
[1:45:49]
uh saying while was looking for ,000 for
[1:45:54]
a fountain for
[1:45:57]
the one pound
[1:46:06]
andry I mean just looking at past ARA
[1:46:10]
applications under Parks is um oh the
[1:46:13]
environmental Clearing House of SK you
[1:46:16]
know the new thing going on over there
[1:46:17]
can we hire somebody there for something
[1:46:20]
put some more money into there or that's
[1:46:21]
all pay for
[1:46:23]
but got to have a
[1:46:25]
contract contract the easiest way is dep
[1:46:29]
have the in the city in the city and
[1:46:31]
let's see how we can able to reallocate
[1:46:33]
that money within the city you what do
[1:46:35]
you need it for what do you need it for
[1:46:37]
like 9,000 10,000 what do we need we'll
[1:46:40]
give
[1:46:41]
it what number are we talking about 108
[1:46:45]
can can I um can I just get
[1:46:46]
clarification because initially when we
[1:46:48]
started into the conversation we said
[1:46:50]
like 140 was the number um and now that
[1:46:53]
numbers changed so are you are you
[1:46:56]
asking still just for the 140 for the
[1:46:58]
truck is that what you're asking now and
[1:46:59]
now the discussion is what Happ to the
[1:47:01]
left right just want to the truck is
[1:47:05]
actually
[1:47:07]
14158
[1:47:12]
okay well I got one quick question pleas
[1:47:16]
in the budget that we currently have and
[1:47:18]
this was supposed to have been a plow
[1:47:19]
truck plow trucks were a little bit
[1:47:21]
higher than that
[1:47:24]
this and I don't know if you were
[1:47:26]
hearing I said we lost another truck
[1:47:27]
Monday was in an auto accident Car buer
[1:47:31]
Pro the this is the cab and
[1:47:36]
Chassis for the truck and then we would
[1:47:39]
put on the back of it either the sander
[1:47:44]
or a box so they put uh you know Hall
[1:47:48]
dirt or other things and it's capable of
[1:47:51]
up to an 11 foot straight edge plow
[1:47:54]
blade so we already have plow
[1:47:57]
blades go on even though
[1:48:01]
it's it's the winter so everybody
[1:48:03]
worries about plow trucks
[1:48:06]
it's I'm just what I'm seeing here say
[1:48:08]
PL trucks and I looked in our budget the
[1:48:10]
P trucks were a little bit like they
[1:48:12]
like 300,000 or something so that's why
[1:48:14]
but that's you're buying the whole thing
[1:48:17]
this is want to give me more money we'll
[1:48:20]
buy but we can get by with the just
[1:48:24]
under
[1:48:26]
Z all right so what's our
[1:48:30]
next I'm
[1:48:38]
sorry
[1:48:40]
Comm if we were to do an Audi if we need
[1:48:43]
to do an
[1:48:44]
audience how do we proceed you don't
[1:48:47]
have enough time we don't
[1:48:50]
have no we can't
[1:48:54]
so again my thing would be any money
[1:48:57]
that we are recouping we want to
[1:48:59]
reinvest into the youth um as well and I
[1:49:03]
think that if we
[1:49:05]
could work with um the school district
[1:49:09]
to do the uh like the youth employment
[1:49:12]
piece then that's good use of funds and
[1:49:15]
I'm confident that they'd be able to and
[1:49:18]
I'm I'm confident that they that they'd
[1:49:20]
be able to do that to um execute a
[1:49:22]
contract contct on by Monday um so we
[1:49:26]
wouldn't have them so the the board
[1:49:28]
would able to meet an execute a contract
[1:49:30]
I'm confident that that would they would
[1:49:32]
have we already had an exist they have
[1:49:35]
to do notice right yes
[1:49:39]
Friday we only have two days one
[1:49:43]
day
[1:49:46]
no we did it Monday they're not they're
[1:49:49]
not there yeah Monday Monday would be
[1:49:50]
yes we can't come choose it choose
[1:49:53]
bu yeah so you're saying that the board
[1:49:57]
can meet from now if we were to move
[1:49:59]
forward is from now to to Monday close
[1:50:01]
the business and sign a contract and get
[1:50:03]
it back to the mayor because there's
[1:50:05]
already an existing contract that we
[1:50:06]
could use because there's already an
[1:50:07]
infrastructure that's been done before a
[1:50:09]
lot of the questions that would be asked
[1:50:10]
would probably be answered already
[1:50:12]
because this is not new new territory
[1:50:13]
for them so I think that if were
[1:50:17]
um what's the Le time on the school
[1:50:21]
board we
[1:50:27]
like City it's a three-day yust you
[1:50:33]
said you I think
[1:50:35]
you so could we if we're talking about
[1:50:38]
the city hiring just have an insure
[1:50:40]
agency agreement with our HR department
[1:50:42]
could we do that
[1:50:45]
why so internally by it's this inter
[1:50:51]
agency agreements of really a contract M
[1:50:55]
so it has to be an outside
[1:50:59]
agency so it's so it's
[1:51:02]
$108,000 if I can if I get Paul fund on
[1:51:06]
the phone and find something for
[1:51:10]
$100,000 like in the water department we
[1:51:13]
use it in the water department and then
[1:51:15]
I come the water the water fund has more
[1:51:18]
flexibility
[1:51:21]
than the fund it's just an odity in the
[1:51:24]
way the code is written and I come back
[1:51:27]
to the council in 30 days or 40 days
[1:51:31]
and we have a summer
[1:51:34]
program out of the water department
[1:51:37]
for
[1:51:40]
$100,000 paid from the paid from the
[1:51:42]
budget right from the budget sorry he
[1:51:45]
actually Mr Leon did mention that at a
[1:51:47]
meeting that I attended about youth
[1:51:49]
employment with the school district um
[1:51:52]
and s We There was big meeting like last
[1:51:54]
week or a couple weeks ago um and Mr
[1:51:57]
Leon was at the table and he talked
[1:51:59]
about possibly hiring youth that would
[1:52:02]
be able to do like water research and other kinds of things through the
[1:52:06]
waterc I I think that's a great
[1:52:07]
suggestion because we don't want to lose
[1:52:09]
this whatever the number is 108
[1:52:11]
112 is it's it's vital that we secure
[1:52:15]
the money and it's prent for go ahead so
[1:52:19]
we're talking about summer program is it
[1:52:21]
really conceivable
[1:52:23]
that we can um spend $18,000 in
[1:52:26]
the water
[1:52:29]
department because I mean that's a lot
[1:52:31]
of kids to hire I don't think it's
[1:52:34]
conceivable that we can spend all that
[1:52:35]
money because it's not like you can put
[1:52:37]
the money in the water their pocket we
[1:52:38]
can hire I don't know staff in the cl's
[1:52:41]
office staff here staff there I think
[1:52:43]
that those are considerations that not
[1:52:45]
everyone's going to be able to work in
[1:52:46]
the water department I
[1:52:49]
agree Mr so then necess is then maybe B keep this
[1:52:58]
money under po house yes and then go
[1:53:01]
back to where um the mayor had mentioned
[1:53:04]
that we utilize them to pay for these
[1:53:07]
youth as we secure Y and I was trying to
[1:53:10]
be careful for what to disclose from
[1:53:12]
executive session but I would say that
[1:53:13]
makes the most sense use it and leverage
[1:53:15]
it exactly as the mayor mentioned so I
[1:53:18]
think that we move forward with you know
[1:53:20]
taking back x amount we have allocate to
[1:53:23]
item number
[1:53:24]
two and the remaining balance for me go
[1:53:28]
before back to so we don't have to do
[1:53:30]
the 250 250 minus the 108 whatever the
[1:53:34]
final number is and then work with I'm
[1:53:36]
Sor and then work with Coco house no to kind of spend that money but then I'm
[1:53:42]
worried that we going to have to be
[1:53:44]
really really really I'm looking at you because it's
[1:53:49]
going to be double work for you and your
[1:53:52]
stuff
[1:53:53]
and that's what I'm concerned about you
[1:53:56]
guys said you can yeah go ahead please
[1:53:59]
but I would say but the work is a loose
[1:54:00]
term where they would be a funding
[1:54:02]
source yes as we previously discussed so
[1:54:05]
it's not that they're traditionally
[1:54:06]
doing the work they would be funding
[1:54:09]
another Staffing uh resource in the city
[1:54:13]
more like a pass we will have to help
[1:54:16]
them with the recording the the
[1:54:18]
bookkeeping I would hope not I mean but
[1:54:20]
we have to because that's going to be it
[1:54:21]
on us
[1:54:22]
still be responsible for they're still
[1:54:25]
responsible yes but can't they hire
[1:54:28]
someone to do that if the money is there
[1:54:31]
and they're doing this this work that's
[1:54:33]
used Etc don't you hire someone to do
[1:54:35]
that as opposed to City staff TR to do
[1:54:37]
that that's a further way of spending
[1:54:39]
the money someone overseeing the
[1:54:41]
programs to hire young people I I I
[1:54:44]
think the option is you
[1:54:46]
know not not he's in charge of
[1:54:50]
everything Mr leine well parks Parks
[1:54:53]
water no I have some I have some
[1:54:56]
responsibility well he can send people
[1:54:58]
over to the pool that's really you're
[1:55:00]
right they're not Parts funding the
[1:55:03]
funding of Parts is under the general
[1:55:04]
budget water and garbage F so when you
[1:55:07]
put some money in there it has to spend
[1:55:08]
for that purpose
[1:55:11]
only again I mean I I feel like I'm
[1:55:14]
missing something here but so we we are
[1:55:16]
sure that we can't take the money and
[1:55:19]
use it for some other
[1:55:22]
you g me a scenario yeah well like like
[1:55:26]
for example a splash pad in Hill crr
[1:55:29]
Park or um okay we can do that I have to
[1:55:32]
have it under contract I see what you're
[1:55:34]
saying by Tu midnight on Tuesday we
[1:55:37]
probably can't do that no that's excuse
[1:55:39]
me so that's one of the reasons that we
[1:55:40]
move the Other M because we didn't have
[1:55:42]
a contract for those things so we want
[1:55:45]
to don't want to put ourselves in
[1:55:47]
same can we um so can we move up here so
[1:55:50]
let me just pull something out can we
[1:55:52]
move some is it water department some
[1:55:54]
money to the water department report
[1:55:56]
back some money to F house and let's move
[1:56:00]
forward so we have some money in the
[1:56:02]
water department H you and we go back
[1:56:05]
and house instead of 250 we give back do
[1:56:09]
they will they call a meeting for
[1:56:11]
this obviously dem's on the
[1:56:14]
phone do they have the time for that
[1:56:19]
respect 24 hourss wow
[1:56:23]
24 hour we should know this so
[1:56:28]
Monday this isn't
[1:56:32]
um a conflict of interest with you and
[1:56:35]
what you do when what how you're paid or
[1:56:38]
anything no no well so no be confli
[1:56:42]
interest because I'm just trying to
[1:56:44]
figure out if they have the capacity to
[1:56:46]
do it answering the question that the
[1:56:47]
mayor is asking so now so let me just be
[1:56:49]
clear conflict of interest if he's like
[1:56:51]
directly benefiting from and we're
[1:56:52]
talking about you program right but and
[1:56:55]
for me I will recuse myself from the
[1:56:58]
vote right
[1:57:07]
thank so um mayor in ter in terms of and maybe Mr far you know this as well
[1:57:13]
in terms of um Coco houses or you know
[1:57:16]
in terms of their summer youth program
[1:57:18]
you mentioned that their connect this
[1:57:19]
connect connects in some
[1:57:22]
I didn't somebody else said
[1:57:26]
they
[1:57:30]
connect puts kids in
[1:57:34]
there working with I think other kids
[1:57:36]
right so so this is just you know since
[1:57:40]
we're really thinking way outside the
[1:57:41]
box so is it possible that connect
[1:57:44]
connects do you know have some
[1:57:45]
recruiting and so and the actual payment
[1:57:48]
for the children young people comes
[1:57:51]
through poal house where don't have
[1:57:52]
because they don't have the capacity to
[1:57:54]
since um connecting connects I'm
[1:57:57]
assuming gets like thousands or hundreds
[1:58:00]
of
[1:58:01]
applications then they could just you
[1:58:03]
know then C the kid the young people
[1:58:05]
could go work there but still get paid
[1:58:08]
and get paid through the focal house if
[1:58:10]
we're still we're talking about those
[1:58:12]
things that is
[1:58:13]
correct well yes and they can utilize
[1:58:16]
the funding based on the suggestion that
[1:58:19]
we made and exactly outlined by you
[1:58:21]
there and
[1:58:23]
soan it's going to the
[1:58:25]
youth that would have to be outlined
[1:58:28]
because technically C house can do
[1:58:30]
whatever they want with the money that
[1:58:32]
would have to be very specific specify
[1:58:36]
in the contract cont we wouldn't have
[1:58:41]
any authority to say you have to do that
[1:58:44]
un let that's we could modify a
[1:58:47]
contract going forward as long as this
[1:58:50]
existing contract is in place okay the
[1:58:53]
money is obligated and it's within the
[1:58:55]
prog to spend a little bit more this
[1:58:58]
year a little bit less the next year so
[1:59:01]
long as we're happy with it they're
[1:59:02]
happy with it me to General there's no
[1:59:05]
rush to modify it before the midnight of
[1:59:07]
Tuesday is there I think we should I
[1:59:10]
don't think I want to take any
[1:59:12]
chance well we have to modify it to get
[1:59:15]
the money the truck yeah definitely do
[1:59:18]
that and then the
[1:59:20]
yes yes that part yes and then also as
[1:59:24]
Miss car was saying I think that we
[1:59:26]
should air on the side you know um air
[1:59:29]
on the side of judgment that we should
[1:59:32]
modify it also to make sure that the
[1:59:34]
spending goes away we discussing we
[1:59:37]
don't
[1:59:43]
need okay so I think this is the best
[1:59:46]
way to move forward item two and three
[1:59:49]
to we make um a suggestion if their
[1:59:53]
support for it and then the balance just
[1:59:56]
reort back to poal house and and then
[1:59:58]
amend the contract to kind of put that
[2:00:00]
towards in is that how we what aming
[2:00:06]
back well we well what the truck the
[2:00:09]
suggestion on the table the pl truck is
[2:00:11]
142,000 141
[2:00:14]
1558 let's do the
[2:00:16]
142 then we might lose a little bit of
[2:00:18]
money yeah exactly well I'm going I'm
[2:00:23]
going by with the person who got the
[2:00:24]
numbers and why if it's maybe it's only
[2:00:27]
220,000 whatever it is I think we should
[2:00:29]
go says and then just like
[2:00:32]
round was it 141 58
[2:00:39]
580 that give us
[2:00:44]
back2 plus 250
[2:00:47]
resolution truck take that
[2:00:50]
so what it
[2:00:54]
it's fine says CL
[2:00:56]
that will be
[2:01:03]
350n to
[2:01:09]
use
[2:01:11]
I no no no it has the contract has to be
[2:01:13]
350 at 420 FAL house and then we'll have
[2:01:16]
to amend the their contract to kind
[2:01:20]
of to say at
[2:01:23]
108,000 108 420 for you um Youth
[2:01:28]
Employment
[2:01:29]
Program is
[2:01:31]
that
[2:01:34]
see and so that still leaves them
[2:01:36]
roughly
[2:01:37]
24,000 M yeah minus the 30
[2:01:43]
38 yes two um 320 and if we minus no we can't minus
[2:01:50]
108 because it has to be contract so
[2:01:53]
they
[2:02:02]
contract so their new allocation is 358
[2:02:05]
420
[2:02:11]
35842
[2:02:13]
oh see if everybody agrees to that
[2:02:15]
though yes we're just using numbers and
[2:02:17]
then um
[2:02:19]
141 580
[2:02:25]
is
[2:02:27]
there fun a good standing and maybe we
[2:02:31]
can cont shot C doing a
[2:02:39]
great please so the issue that we're
[2:02:41]
dealing with is how can we still move
[2:02:44]
the money and not lose it so that's
[2:02:46]
where we're currently at so the Coco
[2:02:48]
housing project as it currently stands
[2:02:51]
is more us like a holding pot yes for
[2:02:54]
the money so we can all not be in
[2:02:56]
agreement on them holding it I think the
[2:02:59]
conversation then shifts to all right
[2:03:01]
how do we adjust the contract mov
[2:03:03]
forward so that it meets the common
[2:03:06]
conversations that have been happening
[2:03:07]
over the evening but if we don't proceed
[2:03:09]
with this we potentionally do not have a
[2:03:12]
contract signed and lose all the money
[2:03:14]
by Tuesday that's the they sign it I
[2:03:18]
suggest you go back into executive
[2:03:20]
session you're going to talk about
[2:03:23]
cont
[2:03:35]
yeah she we have
[2:03:40]
any do we can we vote on the truck I
[2:03:44]
mean well you have to get the money we
[2:03:47]
already did we did that already oh
[2:03:50]
because we didn't done
[2:03:53]
anything ccle
[2:03:57]
around back
[2:04:00]
second well can I ask a question before
[2:04:02]
we
[2:04:03]
go we have to keep going no before we
[2:04:07]
back to Second session if we've come up
[2:04:10]
with the number that needs to happen we
[2:04:13]
can't vote that through you can't excuse
[2:04:17]
me not going to say me because I know
[2:04:18]
I'm not on the committee you can't vote
[2:04:19]
that through the number that we said
[2:04:21]
that we would amend
[2:04:23]
we still talking about a
[2:04:24]
contract I think Mr Williams's
[2:04:26]
recommendation is to put it into the
[2:04:28]
Coco house contract right no my
[2:04:31]
recommendation is to only move the
[2:04:33]
amount or the truck that's the only
[2:04:36]
adjustment oh okay but that can't we do
[2:04:38]
that now is what I was
[2:04:43]
asking well didn't get there's no second
[2:04:47]
that's I can withdraw that but I I think
[2:04:49]
I was hearing that we have that money
[2:04:52]
because we didn't take it away yet that
[2:04:54]
is
[2:04:59]
correct oh so I guess if there there any
[2:05:02]
further conversation I would like to
[2:05:04]
make a motion
[2:05:05]
to recoup back that 14 don't have a
[2:05:09]
specific amount that's the motion that I
[2:05:11]
would
[2:05:12]
to what I would suggest
[2:05:15]
is
[2:05:18]
in legislation to recruit that money
[2:05:22]
is that the council agrees to modify the
[2:05:26]
Coco house contract to allocate
[2:05:33]
$108,000
[2:05:35]
for summer youth
[2:05:38]
programs the same motion okay okay for
[2:05:42]
in it might be with the city it might be
[2:05:46]
with uh the school district who might be
[2:05:48]
with con actually connects uh
[2:05:56]
so I would say let's make a motion to
[2:05:59]
recoup
[2:06:00]
$141,500 from the Coco
[2:06:04]
house and that the
[2:06:08]
remaining
[2:06:13]
um
[2:06:14]
108,000
[2:06:17]
8,4 be allocated to support the sum
[2:06:21]
youth program as to be outlined within
[2:06:24]
the football the football
[2:06:27]
house do you think they'd be agreeable
[2:06:29]
to that or to work on
[2:06:31]
it or do they have the capacity to do it
[2:06:36]
well some they don't have to have we
[2:06:39]
have the
[2:06:43]
money
[2:06:48]
people we're hiring the people
[2:06:52]
City
[2:06:53]
Department so first we need a motion to
[2:06:55]
take back that's what he's doing no
[2:06:58]
you're taking back one40 so we going to
[2:07:00]
take back the 250 250 so we need a I
[2:07:03]
need we need a motion a resolution to De
[2:07:06]
obligate the Coco house allocation from
[2:07:10]
500,000 to
[2:07:12]
250,000 Mr May um what what mood us to
[2:07:17]
say was do we take back to 41 580 and
[2:07:22]
that the rest was remaining and then we
[2:07:23]
would then amend their contract to spend
[2:07:26]
108 420 on summer program it would still
[2:07:29]
would need to take that money back we
[2:07:31]
just amend their contract in summer
[2:07:33]
that's what should was being said I
[2:07:35]
think this raises to
[2:07:41]
negotiate do you think that
[2:07:44]
works I'm not totally clear um and I I
[2:07:49]
guess so but I'm
[2:07:51]
if if if I'm hearing it correctly I I I
[2:07:54]
think it works I'm just not sure if uh
[2:07:56]
we're on the same page as that though so
[2:07:58]
I I don't know if we're talking if this
[2:07:59]
is the level if this conversation is
[2:08:01]
Raising itself to the level um of
[2:08:03]
negotiations to Mrs Patrick ear so those
[2:08:06]
are two things I'm
[2:08:08]
thinking but again I'm not on you know I
[2:08:10]
think yeah so let's let's recap that
[2:08:13]
back
[2:08:14]
please so I'm making a motion to recoup
[2:08:17]
$141,500
[2:08:21]
from the Coco house in further outlining
[2:08:25]
that
[2:08:26]
$18,400 remaining within that line be
[2:08:29]
allocated to Summer you program
[2:08:32]
support those details can be further
[2:08:34]
outlined within the contract correct and that will bring pocal house
[2:08:39]
allocation to
[2:08:41]
$358,500 that is
[2:08:45]
correct do we have
[2:08:47]
a that's on the table I guess you get a
[2:08:50]
second to de discuss it second respond
[2:08:54]
to discuss you have to discuss before
[2:08:56]
motion there's a motion that's what did
[2:08:59]
second the motion it's
[2:09:00]
fine we could
[2:09:06]
stor program person so it's flexibility
[2:09:08]
within the contract but as long as the
[2:09:12]
overall
[2:09:15]
allocation before December
[2:09:20]
31st so so let me try speak can do it
[2:09:23]
this way I think this might be easier a
[2:09:25]
resolution to De obligate the clal house
[2:09:27]
allocation from 500,000 to
[2:09:31]
$358,500 then we have to have a
[2:09:34]
resolution for the
[2:09:36]
TR yes so I think that was that's what's
[2:09:38]
on the table right now a resolution to
[2:09:40]
De obligate Cal house
[2:09:42]
allocation 500,000 to 358
[2:09:49]
420 are we including will be going to do
[2:09:54]
that kids there
[2:09:57]
to some of the other
[2:10:03]
programs well that 40 that is on the
[2:10:07]
table was what they via text agreed that
[2:10:10]
they okay with so they would still have
[2:10:13]
council's expressing this pleasure with
[2:10:16]
their performance and saying they'll
[2:10:19]
have the money but they want to go
[2:10:22]
for 10 something, 108 to go for youth uh
[2:10:29]
employment and then they still have
[2:10:31]
250,000 to spend in 21 months on
[2:10:35]
sou uh is it do they have a 250 or is it
[2:10:44]
250 in 18 so it's $10,000 a month got
[2:11:02]
and they to use that
[2:11:04]
money they wouldn't be hirings we would
[2:11:07]
be wanting them to work with SK
[2:11:10]
connects not the youth won't be working
[2:11:13]
at COC house
[2:11:17]
maybe it's sto to be developed could
[2:11:22]
the school district could
[2:11:26]
be St with in the neighborhood
[2:11:30]
to
[2:11:32]
Mr so my suggestion there is a motion on
[2:11:35]
table that we decide whe How that Mo
[2:11:38]
going to move forward and then we if
[2:11:40]
we're going to like the ACT terms of how
[2:11:43]
the contract is going to be then then we
[2:11:45]
have to go back into the
[2:11:47]
session if we need to discuss those ex
[2:11:50]
those actually
[2:11:54]
because right now we're discussing in
[2:11:55]
the MTH
[2:11:57]
public no I I think we we just need to
[2:11:59]
move forward with with resolution to
[2:12:02]
draw down the money and then reallocate
[2:12:12]
it Mr Williams what was your motion
[2:12:14]
again for the
[2:12:16]
100 I say the way that Mr M phrase it it
[2:12:20]
simplified that entire
[2:12:21]
so we are
[2:12:23]
making that's we have toy
[2:12:26]
sorry okay no so was start was de oblig
[2:12:32]
obligate from
[2:12:35]
$500,000 that 358 420 so let me just for
[2:12:39]
just the sake of clarity a resolution to
[2:12:41]
De obligate the COC house allocation
[2:12:44]
from 500,000 to
[2:12:48]
35843 that's a motion on the table I
[2:12:50]
think move that do we have the ability
[2:12:54]
to put any restrictions on that 3 then
[2:12:56]
I'm going to then I'm going to ask for a
[2:12:58]
restriction on the one the resolution
[2:13:00]
also okay then I'll second
[2:13:02]
it all I so then there's a
[2:13:07]
resolution to modify c c house contract
[2:13:11]
to
[2:13:12]
allocate session for the modification of
[2:13:14]
the contract do we have to do that
[2:13:16]
that's a question for you well now
[2:13:17]
you're just now now anything special
[2:13:21]
meetings you don't worry about what came
[2:13:23]
out of the committee
[2:13:25]
it's called with a very limited
[2:13:32]
agenda was
[2:13:34]
that I was wondering if we're going to
[2:13:36]
talk about amending their contract if
[2:13:37]
that needs to be done in executive
[2:13:39]
session that was my question for you
[2:13:40]
talk about the terms of it then I think
[2:13:43]
right now you're just going what the
[2:13:45]
motion but the motion motion be we not
[2:13:47]
defining what is going to be at this
[2:13:49]
point in time that is yes the motion
[2:13:51]
should be
[2:13:53]
passed
[2:13:56]
session so the resolution to modify Coco
[2:14:00]
house contract to allocate
[2:14:01]
[Music]
[2:14:04]
8,420 is that
[2:14:07]
correct um to the summer you would
[2:14:11]
program all in favor I Mr chairman are
[2:14:15]
we in your committee meeting right now
[2:14:17]
is that no this is I think this Finance
[2:14:19]
that's what I'm asking yes yes is in
[2:14:21]
your finance committee yes okay so then
[2:14:23]
there's a
[2:14:24]
resolution to authorize the purchase of
[2:14:27]
a plow truck for
[2:14:31]
41,5 180 so second second all in favor I what else do we need I think we captur
[2:14:47]
that I I can
[2:14:51]
going into a special meeting don't have
[2:14:59]
report so a resolution authorizing the
[2:15:01]
purchase of
[2:15:04]
A5 6500 International CV
[2:15:08]
yeah okay so I'm asked we modify that um
[2:15:11]
previous resolution to a resolution
[2:15:13]
authorizing the purchase of the 6500
[2:15:17]
International CV
[2:15:23]
with the
[2:15:29]
10.5 meeting not in the finance Comm
[2:15:32]
meeting we all have that
[2:15:35]
motion so
[2:15:39]
now
[2:15:48]
that's and then this not how you the
[2:15:51]
agenda then you'll follow the special
[2:15:53]
that's how we said it because we had I I
[2:15:55]
felt like we need discuss the issues in
[2:15:58]
finance but the mayor says differently
[2:16:01]
so but we still have to call special
[2:16:03]
meeting at this point for the city
[2:16:04]
council because right now at this point
[2:16:06]
I call the um committee to
[2:16:09]
so so I I still have on the table the
[2:16:11]
modify not modified about the resolution
[2:16:15]
just second second all in favor I any
[2:16:19]
other business for finance
[2:16:21]
motion tojin all in favor
[2:16:26]
I I'd like to call the order the uh
[2:16:29]
special meeting of SK BCD Council on
[2:16:32]
Friday December 27th
[2:16:35]
2024
[2:16:38]
um we have three
[2:16:41]
items oh I'm sorry we're supposed to do
[2:16:43]
this supposed to have a roll call and
[2:16:45]
special roll
[2:16:47]
call I'm sorry roll call
[2:16:55]
Mr M Patrick here Mr M pres Mr pres Mr
[2:17:02]
pres M yeah
[2:17:22]
the press release was sent out on Monday
[2:17:24]
December 23rd for the SP city council
[2:17:27]
for special
[2:17:30]
Finance CC meeting went on Friday
[2:17:32]
December 24th 24 p.m. or city
[2:17:39]
hall and the details connected city
[2:17:41]
council a special finance committee
[2:17:43]
meeting with us to review and to
[2:17:45]
identify appropriate appropriate
[2:17:47]
solutions that will address the American
[2:17:50]
Rescue plan act funding
[2:17:52]
reappropriations this committee meeting
[2:17:54]
will be followed by the council meeting
[2:17:55]
to address the AR
[2:17:57]
reallocation and this was addressed to
[2:17:59]
this connect city
[2:18:02]
council so there's a we have three items
[2:18:04]
actually on our agenda um and the first
[2:18:08]
item is resolution amending resolution
[2:18:11]
number
[2:18:12]
2022 d224 to modify the funds of the for
[2:18:17]
poops
[2:18:20]
the modification amount would be to
[2:18:23]
$358
[2:18:27]
and 3,5 358
[2:18:32]
38,42 thank
[2:18:35]
you so um I need to have a call
[2:18:41]
that Mr
[2:18:43]
yes
[2:18:48]
Mr come back to me
[2:18:51]
oh I'm sorry no there you can before
[2:18:55]
that I'm sorry we can open this up for
[2:18:56]
discussion and then the roll call you
[2:18:58]
have discussion Mr
[2:18:59]
Farley yeah I'm just a little confused
[2:19:02]
as
[2:19:03]
to I'm not uh in this agreement with
[2:19:08]
making sure that we're making Sound
[2:19:10]
phisical Decision here just as far as the process itself that's what
[2:19:15]
we're doing that's where
[2:19:18]
my confusion is at
[2:19:21]
I getting out of the committee meeting
[2:19:25]
then going into the special meeting
[2:19:28]
but it was raised that we were in a
[2:19:30]
special meeting initially so I'm just
[2:19:32]
going to confuse about the process for
[2:19:34]
that so I guess my main concern would be
[2:19:38]
that any money that is recruited from
[2:19:44]
uh kind of Youth facing agency that
[2:19:47]
there is if we're recruitment money for
[2:19:49]
that that will make it their also
[2:19:51]
ensuring that that money is still being
[2:19:53]
invested into you know use basing
[2:19:56]
services that would be my discussion
[2:19:59]
point on
[2:20:01]
that is there any other
[2:20:07]
discussion okay if not then
[2:20:10]
will Mr Williams yes Mr Burley
[2:20:36]
think I stay not really
[2:20:39]
sure
[2:20:41]
I I do I do have a question but I think
[2:20:44]
we have to be executive session in terms
[2:20:46]
of the terms of the contract right
[2:20:51]
executive session right now we're voting
[2:20:53]
on
[2:20:55]
moving the the the obligation of funds
[2:20:58]
reallocation funds that's what we're
[2:21:00]
voting on right now and if you need to
[2:21:03]
talk further about the contract then we
[2:21:05]
would have to go into executive session
[2:21:07]

I'd like to Recon the special committee
[3:17:58]
meeting of the city council for Friday
[3:18:00]
December 27
[3:18:02]
2024 item number one has been through
[3:18:06]
item number two for original
[3:18:08]
consideration item number two for
[3:18:10]
original consideration of resolution
[3:18:12]
authorizing 6,500 International C
[3:18:29]
105 oh coun me yeah just one
[3:18:32]
okay okay so um we're going to do a call
[3:18:36]
on these items oh
[3:18:39]
someone
[3:18:42]
um there so is there any discussion I to
[3:18:47]

[3:19:05]

[3:19:16]
second
[3:19:18]
Mr all those
[3:19:23]
in
[3:19:28]
discussion Mr yes Mr yes Mr Patrick yes
[3:19:34]
Mr M yes Mr yes excuse Mr yes Mr
[3:19:42]
yes motion passes 7
[3:19:45]
to0 item number
[3:19:48]
three item number three for original
[3:19:50]
consideration resolution modifying the
[3:19:52]
Coco house par allocation funding
[3:19:54]
brother the 2025 2026 Summer Youth
[3:19:56]
Employment
[3:19:58]
Program motion
[3:20:09]
please is there any discussion on this
[3:20:12]
item
[3:20:16]
yeah so what I just want to kind of
[3:20:20]
bring to the front is that
[3:20:23]
I wanted to make sure that you know any
[3:20:27]
again any money that is you know recruit
[3:20:29]
will still maintain um and serve the
[3:20:32]
purpose of serving the use the city
[3:20:36]
um I'm concerned that even though this
[3:20:40]
will do that I agree with it in theory I
[3:20:43]
agree with it in practice I just don't
[3:20:45]
agree with this as a the way of
[3:20:47]
resolution I feel like we're saying that
[3:20:49]
we're um the city council allocates
[3:20:52]
$18,000
[3:20:54]
$420 um of the 3508 ARA funding to the
[3:20:57]
youth employment I feel like that is
[3:21:00]
something that um you'd have to we'd
[3:21:03]
have to change um by contract so I don't
[3:21:07]
I'm just not I don't agree with the
[3:21:09]
process of what we're doing it not that
[3:21:11]
we necessarily dis work by way of
[3:21:14]
resolution I don't think that that is
[3:21:15]
the appropriate way to do it so that
[3:21:17]
would be my conversation pce any
[3:21:20]
discussion Mr Toro yes thank you so
[3:21:23]
again the remaining of the 358 minus the
[3:21:26]
108 I'm not very comfortable leaving um
[3:21:30]
in in the the Coco house uh for um
[3:21:35]
salary uh which is in the contract which
[3:21:38]
it's allotted for so I don't feel it's
[3:21:41]
fiscally responsible of us to leave them
[3:21:44]
that money when they haven't had um been
[3:21:46]
able to spend it and do everything
[3:21:50]
appropriately up to this point
[3:21:53]
so just clarify you said you're not um
[3:21:56]
you're not comfortable with the 108
[3:21:57]
saying no no no uh 10 uh the 358 minus
[3:22:01]
the 108 again right so I I don't know if
[3:22:04]
it comes back to 312 we have a lot of
[3:22:06]
different numbers today so yeah 2 2 yes
[3:22:12]
12 thank
[3:22:14]
you is there any further discussion
[3:22:18]
make another point I don't think that
[3:22:19]
adding that oh sorry yeah I think that
[3:22:22]
just adding that language and
[3:22:26]
expectation for uh the Coco house to
[3:22:31]
do something different with the money I
[3:22:34]
think that that's almost I feel like
[3:22:35]
that's a little arbitrary rule on our
[3:22:38]
behalf so I
[3:22:41]
just thank
[3:22:43]
you any further discussion this
[3:22:47]
so I just want to that um you know our
[3:22:50]
goal is to make sure that what we were
[3:22:52]
trying to is to make sure that the
[3:22:54]
summer youth got employed I think this
[3:22:56]
is part of the reason way to to get
[3:22:57]
there um and additionally it does the
[3:23:00]
resolution before us first that the
[3:23:02]
mayor would enter into contract and
[3:23:04]
execute all necessary documents to
[3:23:06]
implement the program so um since Cal
[3:23:09]
house is referenced and this would be
[3:23:10]
through local house and he would be
[3:23:12]
doing and signing those documents
[3:23:14]
necessary documents do that
[3:23:24]
um I agree with what you're saying as
[3:23:27]
far as it does the language does clearly
[3:23:29]
state that however prior to that it says
[3:23:31]
that we are allocating
[3:23:34]
$108,000 and of the
[3:23:38]
$358,000 $420 so therefore there's a
[3:23:41]
again you know there's an expectation
[3:23:43]
for the Coco house to to do to use this
[3:23:47]
for the Youth uh program and again I
[3:23:50]
think that that is going to I think that
[3:23:54]
that's arbitrary for us to put that rule
[3:23:55]
in place prior
[3:23:58]
to entering into a pro that's my concern
[3:24:01]
but the thing I don't want to have these
[3:24:03]
special
[3:24:04]
rules for the pocal house that we're not
[3:24:07]
holding
[3:24:09]
other nonprofits too I just believe
[3:24:12]
that's littleit arbitrary we've had like
[3:24:15]
a linkage public discussion is the
[3:24:17]
reason for why we've had to take this
[3:24:19]
action just to be clear that um as a
[3:24:22]
city we are under
[3:24:24]
a de if we allocating the plans by
[3:24:27]
December 31st um there's a spend down
[3:24:30]
also for the um organization supended by
[3:24:33]
the um by thee June 2026 so I feel like
[3:24:38]
we've taking real measures to make sure
[3:24:40]
that that happens and in additionally
[3:24:42]
there's been a commitment to assist to
[3:24:44]
make sure that the summer program
[3:24:46]
happens
[3:24:46]
and I know that M that's something that
[3:24:48]
you definitely wanted so with with time
[3:24:51]
not on our side we have I felt like
[3:24:55]
really worked hard uh these last few
[3:24:56]
hours to make every accommodation to
[3:24:59]
both um make sure that Coco house is
[3:25:02]
able to move forward in their
[3:25:04]
programming and have salaries and based
[3:25:06]
on their the performance to date and
[3:25:09]
additionally making sure that this
[3:25:10]
summer program so um I understand that
[3:25:13]
not everyone can agree on on everything
[3:25:15]
but I just want to make it very clear
[3:25:17]
that um this is not just an arbitrary
[3:25:19]
decision but one that's made by the fact
[3:25:21]
that we have a deadline to face and
[3:25:24]
additionally we want to also um
[3:25:27]
accomplish certain things when it comes
[3:25:28]
to youth in terms of summer employment
[3:25:31]
and this based on what we have in front
[3:25:32]
of us is um has been determined by the
[3:25:35]
majority of the body as the best course
[3:25:37]
of action thank you you're welcome Mr M
[3:25:42]
yes I just want to comment on on this
[3:25:44]
item here I mean this is the best option
[3:25:46]
that we have on P fundaments this is for
[3:25:50]
over a twoyear period which um allowing
[3:25:53]
them to with our help from the city to
[3:25:56]
spend
[3:25:57]
$118,400 towards the you program we it's will be I it's impossible to get a
[3:26:05]
contract signed by midnight Tuesday with
[3:26:09]
the county or the school district with
[3:26:11]
all the things in place that has to go
[3:26:14]
through with the board meeting the
[3:26:16]
legislative meeting or the manager has
[3:26:18]
do some sort of special something there
[3:26:20]
to get this done so by reallocating
[3:26:23]
modifying the contract and put this
[3:26:25]
money into the you Employment Program
[3:26:27]
line and the city is going to help over
[3:26:30]
house administ this program I think this
[3:26:32]
is the best fit for this money at this
[3:26:35]
point in time if we don't do this we
[3:26:38]
spend a greater chance of losing this
[3:26:41]
money so I think what we're doing here
[3:26:43]
is the best way forward and all of us
[3:26:46]
will have to chip in and help to make
[3:26:48]
sure that the youth program under C
[3:26:50]
house is uh is fully
[3:26:55]
executed something there more discussion
[3:26:57]
Mr far yeah so I want to just be again I
[3:27:00]
don't think that u i I agree um and I
[3:27:04]
understand how how we um what the
[3:27:06]
there's a merit in in the action that's
[3:27:08]
happening for clarity like my earlier my
[3:27:11]
earlier extension was because of the
[3:27:14]
process of how we're getting here
[3:27:16]
not necessarily that we're here so I
[3:27:19]
don't think that um if it's unrealistic
[3:27:21]
for the school district the county
[3:27:23]
another not whoever if the timeline is
[3:27:26]
indeed is not on our side definitely not
[3:27:28]
arguing that not debating that what I'm
[3:27:30]
saying is by I feel like this
[3:27:32]
stipulation by way of resolution instead
[3:27:35]
of just way of contract I think is is is something that I just I'm not
[3:27:40]
agreeable too again thank you all for
[3:27:42]
hearing me
[3:27:44]
out so just again clear the resolution
[3:27:47]
is to for the mayor to enter into an
[3:27:48]
agreement that is why the language is is
[3:27:50]
in there so
[3:27:53]
um we
[3:27:55]
had L discussioni to this and so um is
[3:27:59]
there any further discussion on this
[3:28:03]
before take the roll
[3:28:08]
call if you please call Mr yes Mr Harley
[3:28:14]
no
[3:28:16]
I don't think we can M Patrick yes Mr W
[3:28:21]
