[2:30] house is a concern year to dat they went
[2:33] into contract in March of
[2:36] 2024 and they spent roughly
[2:41] $3,742 of2 200,000 that was allocated
[2:45] for their first year
[2:48] salaries my staff my team has spent
[2:51] significant
[2:53] time with Coco house leadership walking
[2:56] them through the terms of their contract
[3:00] on several occasions the arer contract
[3:03] says that we would do some things as a
[3:05] city and we've done that we've done
[3:08] program project monitoring we've done a
[3:10] desk review we've done an

[3:16] we have stressed the concern of spending

[3:30] know um is the easier way and then we
[3:32] can give you the facts this isn't based
[3:35] off of what C house does in the
[3:38] community me my department agrees with
[3:41] the admission statement but it is my job
[3:44] as a director of development to make
[3:45] sure that we are being fiscally
[3:47] responsible when we make a
[3:48] recommendation in regards to how this
[3:51] money is going to be spent in a timely
[3:53] manner to keep us in
[3:57] compartment so um I I know meeting on

[4:04] some of the concerns proba around not
[4:07] moving forward on Monday was the fact
[4:09] that uh the executive director did come
[4:12] and seem to express some level of
[4:15] confusion about what was going

[5:49] going on with Coco house and was able to
[5:51] close out that gr within 30 days of me
[5:54] reaching out to him in June we were able
[5:56] to clo up at cdbg Grant at the same time
[5:59] I became aware of the
[6:02] arrants and I saw that Koka House's
[6:06] arrant started in March and we had no
[6:08] reporting as of as of yet at the time
[6:11] which was May you know June July of 24
[6:15] which
[6:15] is um and so at that time I reached out
[6:20] to
[6:21] mras be in touch with uh once again with
[6:25] uh Mr wymer out in California to do the
[6:29] report
[6:30] and
[6:32] uh he was not aware of the reporting but
[6:35] he was able to get me you know the data
[6:37] that we needed to get started on that
[6:39] and I then started working with then the
[6:42] gentleman in California had some issues
[6:44] and he no longer
[6:46] participate uh in coko house on their
[6:49] board and I was working directly with Mr
[6:51] Ras and we had a bunch of conversations
[6:54] which culminated in in arranging a
[6:56] meeting at CoCo house on August 20
[7:00] 7th my myself and you know Denise
[7:05] Brooker who been assisting in the uh
[7:08] Department of development went out there
[7:10] we met we T his new building you know
[7:13] heard the whole you know heard the back
[7:15] story I was pretty familiar with it from
[7:17] working in the neighborhood uh for many years but we got we got the story
[7:22] and then I was able to we were able to
[7:24] sit down with him and go through the
[7:25] reporting
[7:27] requirements and the invoicing
[7:28] requirements for ARA line by line by
[7:32] line in great detail I got all the
[7:34] information that he needed and he
[7:36] educated him probably for 2 and a half
[7:38] hours on what was required part of that
[7:41] discussion was specifically the fact
[7:44] that you know I asked him about his work
[7:47] there and he was working part-time he
[7:49] still have a full-time job at the time
[7:52] and I explained that you know one of the
[7:54] requirements in the grant is that he was
[7:57] going to be one of the St was going to
[7:59] be his as the executive director to work
[8:01] full-time I said you might want to
[8:03] consider doing that I said because
[8:06] hiring people full time without
[8:09] full-time uh oversight could be you know
[8:12] could be problematic and also you need
[8:14] to use that money up and I specifically
[8:16] told them according to the grant that
[8:18] the city council may choose to recoup
[8:20] some of that money if a year goes by and
[8:22] they have to spent to
[8:24] $200,000 and he brought up the fact that
[8:27] you know he was having some difficulty
[8:29] with getting you know 20 or $30,000 to
[8:33] SL off until the city's funds can come
[8:36] around and we had we had a nice
[8:38] discussion you know having work in the
[8:40] nonprofit world I explained to him one
[8:42] of the things we we often do is we take
[8:44] the half a million doll contract that
[8:46] you have with the city and we go to one
[8:48] of the local banks and we say look we
[8:50] need you know you have a half million
[8:52] contract in the city it's Federal money
[8:55] guaranteed to come to you you spend it I
[8:57] said and they should be able to to give
[9:00] you some kind of bline credit if you
[9:02] only need
[9:04] $25,000 or $35,000 whatever you might
[9:06] need that's a guarantee against that
[9:09] loan and you should be able to get it
[9:12] it's been done before you can go to CPC
[9:14] there a you know that deals with
[9:16] nonprofits I say ways to do that as well

[9:55] reporting up to dat uh through you know
[9:59] J June 30th the next quarter so you got
[10:01] all the Au reporting up the date
[10:03] everything was good I looked at his
[10:05] paperwork you know and I was happy with
[10:09] the way where he was at the moment he
[10:11] once again was you know at that time he
[10:16] had told me that he was going to be
[10:17] hiring two
[10:19] employees uh I don't know if he ever did
[10:22] or not this was 820 the end of August
[10:25] but we did arrange to have another
[10:26] meeting this time in the office with
[10:29] including Alex to have some of his
[10:31] concern addressed once again so on
[10:34] September 26 I believe he came into the
[10:37] office I met with him along with with
[10:40] Denise from our office and Alex and Alex
[10:44] went through the budget one of the
[10:46] concerns specifically was the city
[10:49] council and uh their requirements for
[10:53] determining whether or not funds were
[10:55] going to be taken back it was I was very
[10:57] explicit with them that that if he
[10:59] doesn't spend this money you can be in
[11:01] danger of of having the city council be
[11:05] and let's work together to get it done
[11:08] having worked for nonprofit I understood
[11:10] you don't want to be getting the money
[11:11] back to the city uh but now that they
[11:13] work for the city you don't want to give
[11:15] back to the
[11:16] federal so at this meeting now we go
[11:19] line by line again on that contract we
[11:22] speak about spending the money down this
[11:24] is the second time right so my team did
[11:27] it on site I did in an office he left
[11:31] that meeting I said do you understand at
[11:34] that meeting he came he said he didn't
[11:35] have a copy of his contract that his CFO
[11:38] hadn't made him aware of what the terms
[11:41] were on that contract and then we've
[11:43] already gone above and beyond it's not
[11:45] the Department of development's Job to
[11:47] ensure that's not part of technical
[11:49] assistance that they have right there to
[11:51] assigned executed copy completely but it
[11:54] is our job to make sure that they
[11:56] understand and we did that we walked

[12:50] to get the report so I had to come in on
[12:52] 10:26 again into the office and I walk
[12:55] through him what we would need on that
[12:58] report

[13:09] and he did get the report to me which
[13:12] was included in in a list of reports

[13:26] as part as I knew he still he still
[13:28] wasn't working for whole time which was
[13:30] part of his in his contract that as you

[13:38] difficult to run your agency if you're
[13:40] only there part

[13:45] where we are okay so then on the first
[13:49] week of December Finance Department of
[13:53] Finance requested that we're having a
[13:55] regular AR meeting because now the 31st
[13:58] is coming and they want to be sure that
[14:00] we have a plan together right so I
[14:03] attended my first meeting with the
[14:05] Department of Finance on December 3rd in
[14:07] which they questioned Coco house only
[14:10] spending
[14:12] $30,000 I said okay I'll go back to the
[14:14] Coco house and see if I can get some
[14:16] movement a clear understanding on where
[14:18] they are again reaching out to will viz
[14:22] I spoke to him on 129 he said I knew
[14:26] that was why you call Mrs verba we board
[14:29] just hired somebody last night
[14:32] again this is the third time that you
[14:35] have told the department that you hired
[14:37] somebody we understand that there have
[14:40] been some hiccups some transitions for
[14:42] the organization but our recommendation

[14:49] money and not losing the
[14:52] funds so we have engaged Mr viz prior to
[14:58] Mitch Tak this on I had worked closely
[15:00] with Bob weer anytime a question was
[15:04] asked to Mr viz he's always reverted
[15:08] back to the CFO Bob Wier so he kind of
[15:10] was disconnected um from the project but
[15:13] we did engage him and this is no
[15:16] surprise that there was a possibility
[15:18] that funds could be
[15:20] recaptured when I spoke to him last week
[15:24] he agreed to funds being recaptured and
[15:26] said he's not coming to city council so
[15:29] between the time that I spoke to him on
[15:31] that morning and the night of the city
[15:33] council um his thought process or what
[15:36] he agreed on verbally on the phone with
[15:38] his board new board president had
[15:41] changed and I just kind of recap some of
[15:44] those things at one of the meetings the
[15:46] meeting that happened on September 26 I
[15:49] did address to him meeting the advaned
[15:51] funding and I said if you send a formal
[15:54] request give me something in writing and
[15:57] then we can see what we can do we never
[15:59] received a request so what I'm what I'm
[16:01] saying city council is that the
[16:03] department of development really went
[16:05] above and beyond what technical
[16:07] assistance is from the government when
[16:10] HUD is is on us about spending our money
[16:13] they're not holding our hand they're
[16:14] saying exactly what it is
[16:17] so my appeal is I I stand 100% behind
[16:21] the recommendation um that I made and to
[16:24] be honest with you I think my Rec our
[16:26] recommendation from the Department was
[16:27] generous cu considering the
[16:35] facts how many children is he actually
[16:39] serving Bas in this period of time based
[16:42] on the last quarterly report the new one
[16:44] is in due Mr Mayor until January 15th it
[16:47] closes out on the end of this month so
[16:50] based on September 30th in total for
[16:53] this grant period they have served 21
[16:55] young people
[16:59] quarter quarter one they served 14 and
[17:02] Quarter Two they added an
[17:04] additional which made it
[17:06] 21 do you have accountan the Staffing
[17:10] currently we have requested that that is
[17:13] in their contract as well that they are
[17:14] to supply resumees and Staffing and we

[17:54] outreach and they were going to use the
[17:57] other money for direct support staff I

[18:08] spending plan I have not received that

[23:23] funds so so my question is so I guess my
[23:27] position is first that I'm always trying
[23:29] to remind the council that when we're
[23:30] working with kind know of the smaller
[23:33] nonprofits that we are being Equitable
[23:36] in our approach and not
[23:38] um having the similar same expectations
[23:41] of a nonprofit that has a whole
[23:43] development reporting department and you
[23:45] know what I seems like that isn't the
[23:48] case here which I know I'm you know glad
[23:51] to hear that you have been you know
[23:54] extremely supportive to the Coco house
[23:57] my question is
[23:59] the
[23:59] money
[24:01] that with the copal house as it stands
[24:04] right now has to spend that money on the
[24:07] workforce correct based on the contract
[24:10] salaries based on what they came the
[24:12] city council and asked to do with that
[24:15] funding okay okay good my thinking is
[24:17] that spending the money would probably
[24:19] not be an issue with the community such
[24:22] a great need but if
[24:24] it but to spend it the the the tension
[24:28] there is that it has to be spent

[26:18] institutions that do have resources um
[26:20] are still struggling um to to to find um
[26:24] qualified candidates so I I I think
[26:26] that's something that we want to keep in mind but also
[26:30] um Miss car I know that in the past you
[26:33] have uh requested like maybe a couple
[26:37] weeks ago maybe last month it was when
[26:39] you came you were requesting spending
[26:41] plans from um from some cities did the
[26:46] COC ever provide you with the spending
[26:48] when I requested that on the phone to
[26:51] them
[26:52] 129 and then I would questioned it again
[26:55] for an updated plan with the new board
[26:57] president
[26:59] again the board president new board
[27:01] president is the one that shout to me
[27:03] today not Mr VI so this further just
[27:06] kind of support the the disconnect um
[27:09] out of all of our 47 subrecipients
[27:13] I hav't had to work for board
[27:16] president um It's usually the executive
[27:19] director the CEO who's doing the dayto

[28:33] for you to take a full salary and

[28:48] are at this point in time and

[3:26:05] contract signed by midnight Tuesday with
[3:26:09] the county or the school district with
[3:26:11] all the things in place that has to go
[3:26:14] through with the board meeting the
[3:26:16] legislative meeting or the manager has
[3:26:18] do some sort of special something there
[3:26:20] to get this done so by reallocating
[3:26:23] modifying the contract and put this
[3:26:25] money into the you Employment Program
[3:26:27] line and the city is going to help over
[3:26:30] house administ this program I think this
[3:26:32] is the best fit for this money at this
[3:26:35] point in time if we don't do this we
[3:26:38] spend a greater chance of losing this
[3:26:41] money so I think what we're doing here
[3:26:43] is the best way forward and all of us
[3:26:46] will have to chip in and help to make
[3:26:48] sure that the youth program under C
[3:26:50] house is uh is fully
[3:26:55] executed something there more discussion
