Um this is the followup for the last
[0:01]
meeting where we started to talk about
[0:04]
um fees and we also talked about um
[0:06]
there was the one point that Demani had
[0:09]
brought up on the rules um regarding
[0:12]
having the parent or guardian and what
[0:14]
age. So I think if we start um talking
[0:18]
about sort of fees and I know that uh
[0:21]
you guys have had we've been talking
[0:22]
about fees and how to manage Yeah. I

conversation with Bill today also. So I

have some insight as to what you guys
[0:36]

things we've looked at, Carmela, is when

we're looking at collecting the fees,
[0:45]
the we're not sure how many
[0:47]
non-residents we expect at the pool, as
[0:49]
in adults and kids, there's a concern
[0:52]
that we have some startup costs in our
[0:55]
budget that we're going to have to come
[0:56]
up with money
[0:57]
with. And without having any data saying
[1:00]
we expect, 1500 adults or there's a
[1:02]
concern that we're never going to make
[1:03]
that money back again. We're going to
[1:04]
have a deficit built already,
[1:08]
right?
[1:10]
So, it seems like maybe there's more
[1:12]
that has to be done um before we can
[1:15]
consider doing it for this summer. Well,
[1:17]
I think the one thing is last summer,
[1:19]
you know, we we we we rush to get
[1:21]
everything dug. You know, got our
[1:22]
chemicals in. Um we were
[1:25]
still sort of playing on the chemicals
[1:27]
the best way to run the pool, operate
[1:29]
it, and you know, a couple things I've
[1:32]
heard. And so, you look at that new
[1:34]
cost. So if we're looking at collect
[1:36]
fees, you know, obviously we're not
[1:37]
going to collect fees that are going to
[1:38]
offset the cost of our pool. It's not,
[1:41]
you know, the expenses running and
[1:43]
operating pool even for the, you know, 8
[1:45]
to nine weeks. I don't think we could
[1:47]
ever we can't recoup that much in in
[1:50]
Yeah, you can't do it in a 9 week
[1:51]
period. I mean, you know, we contract
[1:54]
out the lifeguarding, you know, you have
[1:56]
the chemicals. We have, you know, our
[1:58]
staff that's going every morning to
[2:00]
vacuum the pool, make sure the, you
[2:01]
know, the chlorine is the right level
[2:02]
before it even opens.
[2:04]
um we put in the in the budget this year
[2:07]
for uh security for the nine weeks. So,
[2:12]
you know, we don't, you know, look until
[2:14]
we get a the true cost, what it's going
[2:17]
to cost us on the pool. Um and the other
[2:19]
that came up with this, you know, from
[2:21]
one of the guys did here last year, one
[2:23]
of the things
[2:24]
was, you know, if we get all the
[2:27]
residents, if they have the proper ID,
[2:29]
they'll come in for free or do they pay
[2:31]
a fee? We don't know. non-residents do
[2:34]
they pay the fee or they log last year
[2:36]
because we didn't meet the limit on
[2:38]
capacity. It was hot last year.
[2:42]
There was some complaints that
[2:44]
um city residents couldn't be in the
[2:46]
pool. They're
[2:48]
taxpayers and you know we have non-
[2:52]
taxpayers because they pay well actually
[2:54]
have to pay you have a fee for them. If
[2:58]
people pay non- taxpayers then the tax
[3:01]
the payers they can't get in. They're
[3:03]
standing in line. We have to turn them
[3:04]
away. So there's things you know we have
[3:07]
to take into consideration. That's all.

Um you know with the fee structure um
[3:13]
you know we have fee structure non
[3:16]
residents and residents. We have a
[3:18]
capacity level. When we're full what
[3:21]
happens? you get, you know, half the
[3:24]
people they were going in and they were
[3:26]
paying customers because they're
[3:27]
non-residents, but then we have a bunch
[3:29]
of families out there with kids that
[3:30]
can't get in and they're city residents
[3:32]
and they say, "Well, we paid the taxes
[3:34]
to build this school." Yeah. Or
[3:36]
whatever. You know, so I think that's a
[3:38]
decision that has to be at least thought
[3:40]
about. Yeah. I think that um the last
[3:44]
couple of meetings that we've had with
[3:45]
this committee, I think we were all
[3:46]
pretty much in a we all were in
[3:48]
agreement that residents would not be
[3:50]
paying a fee uh to use to use the pool.
[3:53]
So I think the only thing that was under
[3:54]
discussion was was you know
[3:56]
non-residents but I think given the
[3:58]
given fact that you know we would have
[4:01]
different equipment that we would need
[4:02]
it we have to figure out staffing and we
[4:05]
haven't um thought about that in terms
[4:07]
of this year's budget. Um it seems to me
[4:10]
like we spend time you know still and we need data uh that you guys will
[4:16]
be collecting this summer. So it see it
[4:18]
seems like you know we have to sort of
[4:20]
put that idea of having the fee
[4:23]
structure sort of on hold so we have the
[4:26]
data and can make some decisions and
[4:29]
sort of return to that discussion so
[4:30]
that we're ready to go for 2026. We
[4:32]
tried to anticipate some of the costs. I
[4:34]
mean, like I said with the security, you
[4:36]
know, our chemical costs, you know,
[4:38]
different things. Um you know and you
[4:41]
know this we have a meeting scheduled
[4:45]
for next week um with Boys and Girls
[4:48]

[4:49]
um to start talking about you know their
[4:53]
role
[4:55]
uh you know and again a contract with
[4:57]
them what their fee would be for this
[4:59]
year to operate in all three pools. Um
[5:03]
yeah so you know hopefully we'll meet
[5:06]
with them on Monday um and hopefully you
[5:09]
know it's a drought contract some ideas
[5:11]
just ask some technical
[5:13]
question you don't seem to have a quum
[5:16]
we don't so um I did check that we could
[5:18]
still move we have all these wonderful
[5:20]
people have come u but uh Dorian and
[5:23]
Demani are not here so we don't have a
[5:25]
quorum we can't vote on anything but um
[5:28]
we could still at least discuss some of
[5:30]
the issues and then next week when we
[5:31]
have city council committee. Um I'll try
[5:34]
to bring some things forward and
[5:37]
um and you know try to vote some things
[5:40]
out of committee if we have if we have
[5:41]
to make decisions. But I I think it's
[5:44]
sounding like um at least for the summer
[5:47]
of 2025 we may not be um might not be
[5:50]
the right timing to be able to try to
[5:52]
figure out a new structure for this
[5:53]
summer. Is is that what we're hearing

pretty much? You know, I you've been
[5:58]
doing a lot of research on I've been
[6:00]
looking at everything and one of the
[6:01]
things one of the questions I had is are
[6:02]
we going to charge out all the pools?

the last couple of meetings we've been operating thinking that what

we decide for one of the pools would be

would, you know, if it's all the pools,

we have to somebody taking those fees

would be Boys and Girls Club, if they
[6:39]
want that responsibility and liability?

money going to be processed, maintenance

cost, what happens if our machine breaks
[7:45]
down, what do we do for the day now? So,
[7:48]
it's just not the basic, you know, I've
[7:49]
done some research on the basic cost of
[7:51]
the machine, but then there's everything
[7:52]
else added on top of that. Have you
[7:55]
would you um want to, you know, several
[7:59]
of the other pools locally do um charge
[8:03]
um maybe we should be trying to have a
[8:05]
conversation with some of those folks
[8:06]
about how they I mean, MSU is only their
[8:10]
resident state, but so they don't
[8:11]
charge. They don't charge. I I had given
[8:13]
all I gave all the materials to um the
[8:15]
building. So I had looked at comm
[8:20]

and this unit only lets in res which
[8:27]
again if we decide that that's what we
[8:29]
wanted to do then

[9:58]
good points that we needed to look at if
[10:00]
we were going to go to a kiosk.

putters in to put your social security

number in and that should be license

plate. And this year the work schedule
[12:26]
for the tennis court, so there's not
[12:27]
going to really be no Yeah, the tennis

court.

awkward city residents get in for free

you got to have some

ID anybody else has to pay and they have
[18:47]
to go to some other location to get some
[18:49]
type of card whether It's the golf
[18:52]
course or city hall, they have to
[18:55]
have
[18:58]
a city generated pass that would allow
[19:01]
them to go in. For that, they got to pay
[19:05]
$5, $20, whatever it is. Is it one day
[19:09]
for the seasons?

I I really like that using the resources
[19:14]
of city hall and having a pass. It's
[19:17]
just a onetime fee. Maybe it's just one
[19:19]
time because you don't have somebody
[19:20]
coming back. Well, I want to swim today.

can be 100. You just This is the pass.

This is the cost. You get to use the

pool for the season. It's open. It will

what it is, it make that mean some

people are just here visiting, you know,

presenting relatives and they want this
[19:43]
unit turns people away from city connect
[19:45]
to the every day. Yeah. that they their rules are they only allow MSU

residents to use their
[19:52]
pools of city water.

talk about all this would be

right to do it out here for credit card

sort of a chicken and egg kind of thing

because we we don't have that data.

We're going to collect that data. Well,

we're hoping to collect that data

starting with this season. Poles like a

golf course. It's weather dependent. And

but we're we're in a nineweek season,

not a you know, April to November. I

mean, we're you know, you get a rainy
[21:28]
you know Oh, yeah. Yeah, June and July
[21:30]
your you season's shot and you don't get
[21:35]
good warm weather. People don't really
[21:36]
interest in swimming. So, we have a very
[21:38]
short

season and you know Bill, what are the
[21:41]
comps for a season pass and the other
[21:46]
they they really a lot of them just non
[21:48]
they say non-residents and that's it.

six to 14 and seniors over 60 and
[22:26]
children five and under are free. Um
[22:30]
resum all residents only. It's residents
[22:33]
only. What meeting again when we talk
[22:37]
about we close at 6:00 now to get nice
[22:41]
evenings maybe keep the pool open into
[22:44]
the evening. uh the chief of five8 when
[22:47]
518 comes up that might
[22:50]
be something where we charge for that.

to the open dump again even where

residents would pay something to go in
[23:01]
for you know limited time they have I

pool. I mean, if you look at all these

costs and you know,

security, there's no way we're ever
[40:03]
going to be even nearly made whole. I

mean, it's just a we're right going to

take it. There's no way that fuel fees

are going to do that and we would know.
