[8:43] [Music]
[8:46] You
[8:50] know, I'm looking around.
[9:02] We start at the top and the bottom.
[9:06] as well for the whole meeting. I'd like
[9:08] to call to order Skiia City Council
[9:10] committee meeting for Monday, May 19th,
[9:14] 2025. And the first committee is
[9:16] finance. Mr. Min. Thank you. I would
[9:19] like to call the finance committee to
[9:21] order. And the first item is the home
[9:24] American Rescue
[9:26] Plan. Mr.
[9:28] Brown filling in for Miss Car.
[9:40] Good evening. Um, this is a request for
[9:43] a resolution awarding the homemark funds
[9:45] in the amount of
[9:48] $577,856 to the Ultimat Program, Inc. Uh
[9:52] the homes consortium has uh committed
[9:54] this funds uh for the ultimate program
[9:57] in order to rehabilitate this scholar in
[9:59] a non- congregate family shelter located
[10:02] in the town of Colony that serves the
[10:03] area.
[10:07] Questions? Seeing none, I have a motion
[10:09] to move this power. Second. All in
[10:12] favor? I thank you. Thank you. The next
[10:16] item is authorize the commission of
[10:18] finance to deposit the consolidated
[10:20] local street and highway improvement
[10:22] program ships extreme winter recovery
[10:25] pave New York. Mr.
[10:30] Wall the New York state has adopted
[10:33] their budget. This year's budget
[10:34] included funding for the paving of local
[10:37] streets in the city of Skenctity. Um the
[10:40] funds are as laid out. It's the CHIPS
[10:42] program, the extreme winter recovery,
[10:44] the pave New York program, the state
[10:46] touring route program, and the pave our
[10:48] potholes program. So, we have to accept
[10:50] this funding in order for finance to set
[10:53] up the codes so that we can pay our
[10:55] contractors who are paving our roads.
[10:59] Questions? Go ahead, please. I just want
[11:01] to know if we could get a copy because
[11:02] people always ask of the paving schedule
[11:04] of the streets. That's all. Thank you.
[11:09] Any other questions? Seeing none, may I
[11:12] have a motion to move this item forward?
[11:14] So move. Second. All in favor? I. Thank
[11:16] you. The next item is funding support
[11:19] for the Belmont Papa program. Mr.
[11:21] Harley. Thank you, Mr. Chairman. I just
[11:23] wanted to bring this before the council
[11:24] so we can have a a conversation about
[11:27] fully supporting Belmont Papa program.
[11:29] Belmont has been around the city for a
[11:33] long long time serving um youth um in
[11:35] multiple capacities. Um I I won't uh
[11:40] belabor all of the benefits that the
[11:42] program has has provided for our our
[11:44] city youth. Um and as well as the
[11:47] leveraging, you know, some of the uh
[11:50] outcomes around, you know, public safety
[11:52] and things of that nature. I think that
[11:54] we all are pretty clear of how important
[11:56] this program has been, but it's been
[11:58] operating um on a shoestring budget with
[12:01] really not a lot of uh well really no
[12:04] institutional support. Um, and I think
[12:06] that a time as we're seeing so much
[12:08] going on in our community, it's really
[12:09] important that we uh make an investment
[12:12] um in a program with a proven track
[12:14] record um that has been existing for as
[12:17] long as it's been around. So, um I was
[12:20] looking for us to uh fund this uh fully
[12:23] fund uh the program. I slipped in a a
[12:26] quick budget from um Belmont to your
[12:29] mailboxes and it's looking like the
[12:32] projected cost of the entire program is
[12:35] uh around $30,000. So, but I was
[12:38] speaking with um people in the program
[12:41] and they were saying that every time
[12:42] that they have a lot of youth that sign
[12:44] up, but every time that it's time for
[12:45] to, you know, uh for parents to have to
[12:48] support paying out of their pocket for,
[12:50] you know, some of the equipment and
[12:52] things of that nature, they get quite a
[12:54] steep drop off. So, I was just thinking
[12:56] about all those kids that we could
[12:57] support um and and really help and
[13:00] really also help out with the city as
[13:02] far as public safety and things of that
[13:04] nature as well.
[13:06] questions, comments.
[13:09] M Mr. Carly, is it can you get a copy of
[13:12] the um the prior source of funding?
[13:15] Excuse me. The prior source of funding
[13:17] from Belma, how they need funded before?
[13:20] Sure. I can do that. I can do that.
[13:22] Yeah, if you don't mind that will help
[13:23] us to guide them in terms of because
[13:24] they're
[13:25] looking at the budget here and looking
[13:27] at what they ask is 40,000 47,000. It's
[13:30] almost like a full 100%.
[13:33] My concern is that u where are they not
[13:36] getting funding from other sources to
[13:38] carry this project program forward? So my understanding and I and you know
[13:42] we can get uh make sure I get uh reach
[13:44] out for the specifics there but my
[13:45] understanding is they focus a lot on
[13:47] fundraising you know um and again what
[13:50] ends up happening is that you have a
[13:52] huge interest in the program. So there's
[13:54] a lot of kids that want to um play, but
[13:57] when it comes time, you know, for them
[13:59] to uh pay for the equipment, travel, all
[14:02] the things that go associated with
[14:03] playing and you get rid of a steep drop
[14:05] off. So to me that's indicative of you
[14:07] know where we can kind of step in and and and bridge that gap from them
[14:14] because look recalling from the recall
[14:16] from the last budget and into the an
[14:18] amendment we had allocated $150,000 to
[14:21] the youth um line and then we alloc um
[14:25] had a revision of $19,000 on the coco
[14:28] house to help offset um youth services
[14:30] costs. So there are potential that we
[14:33] can utilize those lines to offset
[14:37] already money that allocate but my
[14:38] concern is
[14:41] I um bman popcorn uh you know inclusive
[14:45] we have to look across the board for
[14:47] other leagues so because I don't think
[14:49] it would be favor to give one and not to
[14:51] give the others so I think we need to
[14:53] look at who else is playing other
[14:55] athletic league sports league who are in
[14:58] need of funding so we have to be
[15:00] sensitive in terms not giving one, not
[15:02] giving the other because we just created
[15:03] a some friction there in our community.
[15:07] No, I can appreciate that, but I also
[15:09] would think that like, you know, we we
[15:11] fund, you
[15:13] know, other things. Um I mean I know I I
[15:16] guess what my thought about that would
[15:19] be like you know if other programs
[15:22] aren't coming forward um or getting in
[15:24] contact with us to say hey you know we
[15:26] could use this support Belmont is you
[15:28] know I wouldn't want to say no to them
[15:31] because because then especially if
[15:33] they're talk about our capacity to
[15:34] support all you know then then that
[15:36] becomes a different conversation. So, I
[15:39] wouldn't want to hold up our support for
[15:41] this program and and and thinking that,
[15:43] well, there's another program or another
[15:44] program that isn't coming forward. Um, I
[15:47] don't know of any other, to my
[15:49] understanding, I pretty much think that
[15:51] this is the only uh uh poporn program in
[15:54] the city of Skenctity that uh serves the
[15:56] youth that they do. Um, so I do think
[15:59] that there's uh, you know, there's some
[16:00] value there and some significance there,
[16:02] too. Miss,
[16:05] so um, I just want to be clear on the
[16:07] budget. So it says the total season is
[16:09] 47,000 and then there's a postseason of
[16:11] 30. So are they asking us just for the
[16:14] postseason? Are they asking us just for
[16:15] regular season? Are they asking us for
[16:17] all of it? So they're asking us for
[16:18] 47,000. Just the 47. So the postseason
[16:21] we don't have to be concerned about. No.
[16:22] Right. Um and my further comment
[16:24] regarding what Mr. Mudren has to say, we
[16:26] um I I have to agree with you that we
[16:29] did we put money into ball fields. Um
[16:32] what's the one over there on Michigan?
[16:34] That one. be um the one over um on
[16:37] Oregon Avenue. So, we have invested in
[16:39] other um sports activities. Um this
[16:42] happens to be uh football, the other
[16:44] ones were softball, but we did make
[16:46] investments through ARPA to re renovate
[16:48] those fields. So, it's it's a different
[16:50] kind of investment, but we definitely
[16:51] made that investment. So, um and if I
[16:55] understand it correctly, the young
[16:57] people that go to these um
[17:00] are have less ability to cover costs.
[17:03] I'll just put it like that. And so, um,
[17:06] you know, I think we should keep that in
[17:08] mind. Let me just also say because this
[17:10] is something that I I feel strongly
[17:11] about, uh, that I understand that you
[17:14] say the parents, you know, um, you know,
[17:16] there's a drop off, but I think if we
[17:18] could just get some level investment
[17:19] from the parents, whether it's $5 or $10
[17:22] or something. I just feel strongly about
[17:24] that. And if you have a lot of children
[17:25] and you know, maybe then we cap it. If
[17:27] you have, I don't know, I know somebody
[17:28] with eight children. So, let's use that
[17:29] person. Let's say if you use if you have
[17:32] eight children then maybe you won't have
[17:34] to do that for all eight but I think
[17:35] having a level of investment from um
[17:37] from the family parents caregivers
[17:39] whomever is is worthwhile yeah a
[17:42] worthwhile asks we um you know if we're
[17:45] not just because we're putting money
[17:46] forward just because I believe in
[17:48] self-investment. Yeah. No and I think I
[17:50] appreciate that madam president. I just
[17:52] also Yes. and that the parents and and
[17:56] family members um are I mean they've
[17:58] done the car washes you know selling
[18:01] popcorn the rapid I mean they this is a
[18:03] very enga I if anything you know is a
[18:06] testament to their investment is the
[18:08] fact that they have been around for so
[18:11] long in in the city without this in
[18:13] institutional investment I think that positions them um uniquely compared
[18:18] to other places and definitely so I
[18:20] don't think that investment is going to
[18:21] change but um I I can appreciate
[18:25] I guess um I certainly support um Bob
[18:27] Warner um but I also support the Blue
[18:30] Jays um and some of the other youth
[18:32] recreation activities that we have in
[18:34] the city. So I'd want to definitely be
[18:37] involving our parks director within this
[18:39] discussion. But I also wonder whether we
[18:42] shouldn't be thinking about the 2026
[18:44] budget and whether we can make an
[18:46] investment in all of our youth um
[18:49] recreational activities. Um, I know the
[18:52] Blue Jays, for example, probably most of
[18:54] us just donated to them um during their
[18:57] fundraising campaign. I mean, they they
[18:59] too have to, you know, go out there and
[19:02] raise all the money that they that they
[19:05] use to to to get the baseball going as
[19:08] well. So I think it would be really a
[19:10] valuable thing for us to consider um you
[19:13] know how are we using our youth our
[19:15] youth um
[19:18] recre our youth lines in the budget and
[19:20] I'm not sure midy year how we could come
[19:23] up you know where do we take the money
[19:25] from um you know to to do what you're
[19:29] suggesting but I do think in a planful
[19:31] way for next year we should be looking
[19:33] at all of our youth activities and
[19:35] figuring you know let's include Blue
[19:38] Jays, let's include Pop Warner, let's,
[19:40] you know, let's figure out a way to um
[19:43] to some extent support all of the um
[19:46] city's recreational activities for
[19:49] youth.
[19:50] And just to add to that, I mean, we just
[19:52] need to look at what is available
[19:53] against the
[19:54] $150,000 and what is available against
[19:56] the $109,000 as under Koko
[19:59] administration to see what available
[20:01] funding we have there and look at the
[20:04] support if we have the support of the
[20:05] council to move forward and fund these
[20:07] program and make and also consider take
[20:10] into consideration are the other
[20:13] programs that um already in the pipeline
[20:16] against these um these two lines.
[20:19] Well, so my question is this um to Miss
[20:23] Patrick. So are you saying
[20:25] that I'm a little unclear. Are you
[20:27] saying that like it's we shouldn't if
[20:30] Belmont we shouldn't look at how we
[20:33] could support Belmont unless we're
[20:35] looking at how we can support um other
[20:38] programs who haven't came forward and
[20:40] express the need. Is that what you're
[20:41] saying? Yeah. I think it would be fair
[20:43] to really, you know, think inclusively
[20:46] of all the sports um and all the youth.
[20:49] Um again, I mean, you know, I think we
[20:51] all probably support all these teams uh
[20:54] in our own in our own way, in our own
[20:56] donations, but um I think in terms of
[20:59] the city budget, um I think it would be
[21:01] good to be inclusive of all the sports.
[21:05] Go ahead, please. So, I think a point of
[21:07] clarification is there's a difference
[21:09] between equal and equitable. Um, and I
[21:11] think it's really important to kind of
[21:14] emphasize what Mr. Farley is saying
[21:16] about our intentionality and what we're
[21:17] doing as a city. I think to Miss
[21:19] Porterfield's point, there have been
[21:20] considerable investments in other sports
[21:22] and recreational activities. Um, not
[21:25] with the intent of how do we share or
[21:28] replicate this in other areas, but for
[21:29] just being responsive to the needs of
[21:31] those organizations, I think it's
[21:33] important for us to be clear in our
[21:34] message in this instance. I think if
[21:36] we're looking at the social economic
[21:38] conditions that are identifying these
[21:40] families at a greater hardship than some
[21:42] of the other activities, I think it is
[21:43] our responsibility as a city to look for
[21:46] methods that we can support them on an
[21:49] ongoing basis because the benefits of
[21:51] these types of efforts, expands their
[21:53] awareness, expands their understanding
[21:55] of the world outside of scenario and
[21:57] that has really tangible improvements to
[21:59] public safety and other areas that we
[22:01] often talk about um to anium. uh so I
[22:05] don't think we necessarily have to have
[22:06] a discussion about all the other
[22:08] activities if our focus is how do we
[22:10] support these youth and their support
[22:12] and and their pursuit of having a a
[22:16] better um broader quality of life.
[22:19] So are they currently using the the
[22:21] school facility for for their games?
[22:24] So, so yes, I I believe they're using
[22:26] some of the school facility for the
[22:28] games, but where they practice at is
[22:30] actually a city- owned property, which
[22:32] is behind
[22:33] um uh the Mount Pleasant football field.
[22:36] Um they use that for for practices
[22:38] that's been happening for the last 20
[22:40] years um or more, but that's where they
[22:42] where they're operating right now. So,
[22:45] they they have they have an existing
[22:47] fields. They have existing fields that
[22:48] they're using. Well, yes, they do have
[22:50] assisting fields that they're using
[22:51] through partnerships or whatever. But
[22:53] the issue um that was identified um was
[22:55] laid out was more so some of the
[22:57] equipment that is take the travel that
[23:00] it takes and I mean thank you uh Mr.
[23:02] Williams to really just, you know, echo
[23:04] what his point is. You know, these are
[23:06] also the same kids. You know, when they
[23:08] won the Super Bowl and they're doing
[23:09] these things, we bring them down here.
[23:11] You know, we're very proud of them.
[23:12] We're taking pictures with them. you
[23:14] know, it's like we're at a point, you
[23:16] know, I think that, you know, support in
[23:20] our city council capacity looks like
[23:23] let's figure out how to do this, you
[23:25] know, and I don't want to be, you know,
[23:28] in a position where we are taking
[23:30] pictures with kids and celebrating, you
[23:32] know, their things, but then we have an
[23:33] opportunity and they're coming to us
[23:35] saying, you know, look, this is a need
[23:37] here and we have an opportunity to be
[23:39] responsive to the need. and I just I
[23:40] don't feel comfortable um with saying
[23:43] okay well let's look at where all the
[23:45] other needs are throughout the city um
[23:47] based on that that's my issue
[23:51] I was going to ask a question do do you
[23:53] know if they approach a school for any
[23:55] funding assistance I don't know if they approach the school for any
[23:59] funding um I'm not aware of that is it
[24:01] something that you can find out for us
[24:03] certainly I mean you know there's I'm
[24:06] sure that there's other avenues um where
[24:08] they'll be pursuing because literally
[24:10] they've been existing doing this work in
[24:13] our community with zero institutional
[24:16] support. Um, and so if that's the case,
[24:20] I have all the faith in them that
[24:22] they'll be able to and aggressively
[24:24] pursue other streams of funding. But the
[24:26] reality is they're here. They have one
[24:30] of the best proven track records if we
[24:32] can of any sports league in the history
[24:34] of our city here. and we need to be
[24:36] supporting them um in order to make sure
[24:38] that they can sustain. Um I just I don't
[24:41] know what else it could be. Go ahead. So
[24:44] um to Mr. to Mr. Mr. Mer and to your
[24:47] point there is money and we do we should
[24:49] find out because what we don't want to
[24:51] happen some of that money is ARPA money
[24:53] and what we don't want to happen is make
[24:55] sure that that money does not get spent
[24:57] down and so therefore you know we're um doesn't get spent down is yes
[25:02] does not get spent. I want to make sure
[25:04] it does get spent. So, I want to make
[25:05] sure I don't want it to not get spent
[25:07] out we're caught like. So, um I think
[25:10] that we should definitely be looking at
[25:11] it. I don't really feel like we should
[25:14] wait and say we're going to wait until
[25:16] we make sure everybody else is okay. I
[25:17] don't as as Mr. Farley said, they they came with an ask and I'm trying to
[25:22] think through when other organizations
[25:23] come through with an ask and we always
[25:25] say, "Well, let's let's wait and let's
[25:26] just make sure everybody has a bite at
[25:28] the apple." I think others may come
[25:30] forward now, but I don't think that it
[25:32] should be at the expense of this
[25:34] organization, us not considering them
[25:36] because we want to like lay it out for
[25:37] everybody else. Um I I I really I think
[25:40] that's unfair. And there's other
[25:42] programs that um most of it comes
[25:44] through the police department, the fire
[25:45] department, the 518 thing. And so, you
[25:48] know, there's other things out there
[25:49] that we don't that that get funded and
[25:51] we don't wait till like it it's what
[25:53] I'll call a level playing field because
[25:55] it really isn't a level playing field.
[25:57] Uh, so I think that we should really
[25:58] give this some strong consideration if
[26:00] we can come out of the 150 or out of the
[26:03] 108. I'm not sure how that would work
[26:05] based on what's described and how the
[26:07] money was given, but I think we should
[26:09] really definitely take a look. Um, Mr.
[26:11] Vario, thank you for bringing up the
[26:12] point that they do do fundraisers
[26:14] because I've been to them and as all of
[26:16] the uh organizations do and they do try
[26:18] really hard and yes, we had them down
[26:20] here two two years ago. The
[26:22] cheerleaders. Yeah. And and and the
[26:25] team. That's right. That's right. and
[26:26] then and they raised a lot of money to
[26:28] go wherever it was they went that year
[26:30] forward, I think it was, and didn't ask
[26:32] us for anything. So, um you know, if
[26:34] we're going to applaud them, then I
[26:36] think we should also show our support in
[26:37] other ways as well. So, I'm not sure how
[26:40] long how long when's the season start
[26:42] and how soon is this ask for? Well, so the well they're they're practicing
[26:47] now on the field now. Uh um so I uh uh I
[26:52] you know I can give you uh get some more
[26:54] information to you around when the
[26:55] season starts and and when the season
[26:57] ends if those you know if that would
[26:59] please the council. But what I'm really
[27:01] looking for is for the council to step
[27:03] up here and support this this uh
[27:05] longlasting program that has been a huge
[27:07] protective factor for hundreds and
[27:09] hundreds of of kids um in the community.
[27:12] And I'm I'm quite frankly not looking
[27:15] for the political posturing and
[27:18] gesturing and all of these things like
[27:19] this is something that we can do that
[27:20] can really impact our our kids and our city lives and I think that we
[27:24] should just do it. So I'm so so what we
[27:27] need to do um is to look at the
[27:30] available funding against both lines 150
[27:34] that was in the budget and the 109 and
[27:37] um they asked um to look at prior source
[27:40] of funding and the school u if they ask
[27:42] the school and if they can ask the
[27:44] school for funding also you know it's a
[27:47] backup plan either way can we get all
[27:50] this information and bring it back to
[27:52] the table yeah I I can I will I will get
[27:55] the requested information. But again, I
[27:58] don't want to be so concerned about them
[28:01] asking the school for money um because
[28:03] it's not a school program. Um there's
[28:06] definitely some uh connectivity, but I
[28:09] don't want us to start to create other
[28:12] stipulations for them. Um they're
[28:16] aggressively fundraising. They always
[28:17] are. Um, so I don't see why, you know, I
[28:21] I'll get the information, but I don't
[28:22] see why it wouldn't be relevant um if
[28:24] the money is there. And this is, if you
[28:26] remember, this is what I was talking
[28:27] about when we were in our budget process
[28:30] around our youth line being um so poorly
[28:34] funded. Um because now we have people
[28:37] coming forward with great programs that
[28:40] are producing uh results in the
[28:43] community. And now, you know, we I feel
[28:45] like we're increasing kind of moving the
[28:47] goalpost, pun intended, if you will, on
[28:49] them to get the funding that they need
[28:51] to survive. So, um I guess my question
[28:54] to the the council is and we can kind of
[28:56] go around.
[28:58] Um I'm just trying to I guess the
[29:01] question is will you support it with
[29:04] information? I know I'm sorry. This I'm
[29:06] Is this a reoccurring manual?
[29:09] Yeah, absolutely. I would be interested
[29:12] to hear how it aligns with Mr. Messa's
[29:15] priorities overall. And in our community
[29:17] meetings, is this identified as
[29:20] something that the community has
[29:22] identified as something that they're
[29:25] looking to support that we can support?
[29:27] But if it's going to be an annual
[29:28] occurring, I'm just curious on, you
[29:32] know, Mr. Mistake is responsible to
[29:33] parks and recreation. Is this one of his
[29:35] priorities? And if not, can we put that
[29:38] up and have a a budget request? moving
[29:40] forward and how do we support this
[29:43] ongoingly?
[29:44] Yeah. So, I guess well as far as
[29:47] community support goes, the fact that
[29:49] they've been around for 30 years without
[29:50] anybody supporting them, they have been
[29:52] surviving. So, I think that's a pretty
[29:54] clear a glaring example of community
[29:57] support. So, I think that that so so
[29:59] that answer that question. As far as Mr.
[30:00] mistake is concerned, I know that we are
[30:02] looking to pull money from the um well
[30:05] their conversation was pulling money
[30:07] from the uh police community engagement
[30:09] fund or or uh no not there is funding
[30:13] available to offset that program but
[30:15] that's money that's money that is in the
[30:17] police department right now. Correct.
[30:19] Police to offset those community um
[30:21] events. Correct. Correct. Basketball.
[30:23] Yeah. Yeah. So and that that's for the
[30:25] basketball. Um, and quite frankly,
[30:26] that's another program that has been
[30:28] lasting and and and and really people in
[30:31] the community have taken that program
[30:33] under their wings and bid it, you know,
[30:35] really off the off the muscle and the
[30:37] community support. Um, so I this in a
[30:40] way just I don't want this to be in
[30:43] competition of those things and I don't
[30:44] think that we should view it as being a
[30:46] competition and I know we will focus on
[30:48] the cost of this. Um but I I really
[30:51] think it's important that we recognize
[30:52] that this is an investment and not just
[30:54] a cost. You know, this will actually
[30:56] save money when we have youth involved
[30:58] in protective factors. We know what all
[31:01] the national the data said for how long.
[31:04] Um so I think that you know this is this
[31:06] is more of an investment um than is a
[31:08] cost. So I think that's important that
[31:09] we consider that. So um again, so I
[31:13] guess I'll pull the council to see like
[31:14] what the support level is for this. So
[31:16] let's let's hold off on that. Let's uh
[31:17] let's let's look at can we just get the
[31:19] information and then revisit this and
[31:21] then it doesn't make any sense to get a
[31:22] poll and it doesn't serve any purpose at
[31:25] this point in time to get a poll. Let's
[31:27] um let's get the information that is
[31:29] needed. Let's look at what is available
[31:30] against the 150 line. Let's look at
[31:32] available what is available against the
[31:34] 109 line under Cocoa House. And then you
[31:37] brought up a good point there. Public
[31:38] safety funding. We can ask I can ask
[31:41] them if you don't mind make notes that
[31:43] the public safety available funding that
[31:45] is $50,000 there and if they're not
[31:47] going to most of the time they don't
[31:48] utilize all the funding and if they are
[31:50] in a good uh position to say well we
[31:53] can't use all that funding that is
[31:54] allocated 2525 then more than likely
[31:57] that can help offset some cost. So we
[32:00] have three source of funding at this
[32:02] point. So let's let's visit those source
[32:04] of funding. let's come up with some of
[32:07] the question that was asked and let's
[32:09] revisit at that point in time. I think
[32:12] at this point in time I don't think
[32:13] anybody is against it at this point in
[32:15] time but it's just that we need to be
[32:16] you know open and think it on a broad
[32:18] about a spectrum. Sure. So my my point
[32:21] of pulling the council is to see like
[32:22] what information that if no one's
[32:24] against it that's good. So my question
[32:26] is then you know what information
[32:28] particularly would you need from each
[32:29] council member to be for it. So, and I
[32:31] think that you were pretty clear and so
[32:34] that's that's what I'm asking. That's
[32:35] why I want to go around and get a get a
[32:37] feel from the council as to where they
[32:38] stand on this.
[32:41] Yeah, that's that's on there.
[32:46] I'd like to speak to it because from in
[32:48] my from my point of view, the question
[32:50] is if there's funding, do would you
[32:53] support it? And it sounds like there's
[32:54] funding. So, um I'm not asking anyone
[32:56] else to say anything, but I am saying
[32:58] that I would definitely support this.
[33:00] familiar with Pap Warner. Like I said,
[33:01] we've had them down there. We've had Mr.
[33:03] Rose down there. This organization has
[33:05] been working for years uh like in a in a
[33:08] grassroots kind of way. And so, um if
[33:10] the funding is there, I'm totally in
[33:13] support of of doing this. And I also
[33:16] want to make sure if we're if we're
[33:17] asking for additional information, when
[33:19] we come back to the table in two weeks,
[33:21] we'll then be at the point where we're
[33:22] going to make a decision because I don't
[33:24] want this to be like, okay, we ask for
[33:26] information, then we kick it down the
[33:27] road a little bit, and then we ask for
[33:28] more information. And um so to Mr.
[33:30] Farley's point, if there's other things
[33:32] that people want to know today, in order
[33:34] to get to gain support, we should just
[33:36] hash that out now. You know, say this is
[33:38] what I'd need to be able to to in order
[33:41] to not necessar this is the information
[33:43] I need to know. So to make sure that he
[33:45] comes back with all the information, we
[33:47] can make a decision in two weeks as
[33:49] opposed to having it then the four weeks
[33:51] and then we're into the season. Thank
[33:53] you. Thank you for that. Uh that is a
[33:57] question and I and I would like to hear
[34:00] from um each member of the council as
[34:02] the position is on. So I would like to
[34:05] hear from Mr. Meka um because he is
[34:08] overseeing all of our recreation
[34:09] programs. Um I do think that we should
[34:11] be looking comprehensively at the other
[34:14] activities that our youth participate in
[34:16] because again I totally agree with Mr.
[34:20] Farley that and Mr. Williams that these
[34:22] programs are so important for for our
[34:24] youth. Um I think we all uh know that in
[34:28] terms of our own families, in terms of
[34:29] our own past experiences um that you
[34:33] know we want kids to be involved in
[34:35] these kinds of activities. Um but I
[34:38] think that we need to I do feel um that
[34:41] we should be looking at all of them. Um,
[34:43] and we we do have the
[34:46] $150,000. Um, you know, so I think we
[34:48] have we have funds. Um, if we can use
[34:51] that funding in that way, then that's
[34:53] great. It is different from supporting
[34:55] the fields across the city because those
[34:57] are capital improvements that just, you
[34:59] know, it's our responsibility to be
[35:01] making sure that we're our parks uh and
[35:04] our recreational fields are in, you
[35:07] know, very high quality shape. Um, but
[35:10] that's sort of a capital investment
[35:12] versus a programmatic investment, which
[35:14] I also feel, you know, I definitely
[35:16] would support this. I just want to make
[35:18] sure that we have a comprehensive
[35:19] recreational program that might include
[35:22] pop water, that might include baseball,
[35:24] that would include common unity, which
[35:26] is the basketball aspect. Um, well,
[35:29] common unity is like a whole bunch of
[35:30] stuff. Oh, that's right. Yes. I'm sorry.
[35:32] It is. Yes. But, you know, and and the
[35:34] other programs that we support, I see it
[35:36] all under an umbrella. And then I also
[35:39] want to footnote that then when we come
[35:41] to October and we're planning for 2026,
[35:44] I think this is something for us all to
[35:46] be, you know, considering in next year's
[35:48] budget as well. So I just annual the
[35:52] annual thing. So um so in terms of that
[35:55] being capital improvement, that's
[35:56] absolutely true. The capital improvement
[35:59] was made at the request of those
[36:01] organizations and to their
[36:02] specifications. So it's not the same as
[36:05] the this but it was to their
[36:06] specifications. They were out there
[36:07] making sure you know I can name people
[36:09] that that were out there are a part of
[36:10] it sort of like the cricket field is
[36:12] right now they make spec they made
[36:15] specifications like this is what we need
[36:17] so it's not uniforms but it is specific
[36:20] to the needs of those organizations and
[36:22] um and also these Mr. Ma is the director
[36:27] of parks. These children do not play in
[36:29] the park. That is the football field
[36:30] that belongs to Mount Pleasant. Excuse
[36:32] me. Is it Mount Pleasant? Yes. Yes.
[36:34] Mount Pleasant. So I I'm I'm guessing
[36:36] that's why he's really not involved in
[36:38] this because it's not in a park. So he's
[36:40] the director of parks and rec director
[36:42] of parks and recreation, but he has no
[36:45] he has mentioned it and in in anything
[36:46] that he's doing. He talks about all the
[36:48] activities that are taking place in the
[36:49] park, which I understand because this is
[36:51] not but this is not in the park. So I'm
[36:53] thinking that is why it would be it's
[36:55] not something that would be on his radar
[36:58] necessarily because it's not in the
[36:59] park.
[37:01] Go ahead, please. Uh so in response to
[37:04] the other comments I would be in full
[37:05] support of this. I think another area of
[37:07] focus is the potential cuts to Medicaid.
[37:10] So I think as we look at demographics
[37:11] throughout our community that is going
[37:13] to have a truly disproportionate impact
[37:16] on what our city is able to respond to
[37:18] with with consideration to healthcare.
[37:20] Uh so I think it is very important
[37:22] you're going to hear another aspect of
[37:24] uh these governmental roll backs later
[37:26] in our agenda. I I think it's important
[37:29] for our city to step up and I think what
[37:31] that shows to our youth is more
[37:33] intentionality in our our language and
[37:36] what we are willing to support
[37:37] financially and I think to Mr. Farley's
[37:39] point is trying to be very uh uh I think
[37:41] uh uh appropriate in his language. I
[37:44] think that performative nature I think
[37:46] that that a time for that has come and
[37:47] gone and these moments we are not going
[37:50] to be able to wrap our arms around
[37:51] everything but the song and then making
[37:53] sure that wind shifts throughout our
[37:55] community is where I think that that is
[37:58] how we have our greatest impact.
[38:00] Okay. So I see where you stand Mr.
[38:03] Williams. Thank you Madam President
[38:04] Carmel. I think I understand what you're
[38:06] saying, but I think that we're not going
[38:08] to be able. So, this ask isn't the uh
[38:11] collaborative or more holistic ask right
[38:14] now. This is um for Belmont program. So,
[38:18] are you saying that right now? You won't
[38:20] support it unless it's the whole
[38:22] holistic thing. Is that No, I'm not
[38:24] saying that. Okay. All right. I think
[38:26] you know you have the
[38:27] $150,000 so you know we have the funding
[38:30] available. Yeah. Okay. Okay. So, you
[38:32] would support it then? I would support
[38:34] it. Thank you. Thank you. And I would
[38:36] support it under the umbrella. I mean,
[38:38] I'm chair of health and recreation. I
[38:40] just feel that, you know, moving
[38:41] forward, we really need to I mean, I
[38:44] think it's a really good thing to bring
[38:45] up and I think it leads us to thinking
[38:48] about as we move forward, how do we make
[38:51] sure that we're comprehensively looking
[38:52] at all of the youth recreation
[38:54] activities in the city? But but in terms
[38:57] of I mean, you are correct that they
[38:59] came to us and asked for this. So, um,
[39:02] you know, we're part of their
[39:03] fundraising, you know, just like I mean,
[39:05] you know, cuz all the other I mean, Blue
[39:07] Jays are fundraising also. Um, you know,
[39:10] so, um, but they made an ask.
[39:14] Go ahead, please.
[39:16] Um, um, I'd like to know who who the ask
[39:20] came from specifically
[39:22] um, for this funding. Is there a
[39:24] president? Is there a um, core group of
[39:27] parents? sister and I personally like
[39:29] them to come whoever they ask us from to
[39:32] speak to us. That's first. Second of
[39:35] all, I'm all about youth sports. Um,
[39:37] raising three daughters here in the
[39:38] city. Um, the uh uh I was connected to
[39:42] youth soccer club uh is another one that
[39:45] that's basically always forgotten. Um,
[39:48] we did invest a lot of money in uh the
[39:51] Oregon Avenue fields, the uh Michigan
[39:54] Avenue Fields. Um, and I think that
[39:57] those were investments in the fields. As
[39:59] far as the actual program, um, I know
[40:02] they they all do a lot of fundraising on
[40:04] their own. And, you know, I'm I'm
[40:06] definitely, you know, in support of uh,
[40:08] Belmont Pop Warner. Um, knowing a lot of
[40:12] uh, a lot of students that play in the
[40:14] environment. Well, um, I know that I
[40:17] think Pop Warner was started in 1929 in the United States. So, it's been
[40:21] around a lot. But to be fair and
[40:23] equitable to every youth organization
[40:26] program, whether it's youth tennis, I
[40:28] don't know if there's tennis club, I
[40:29] don't know if there's a youth cricket
[40:31] club. I mean, 15 month, pardon me, 15
[40:34] love. I think all these organizations
[40:36] are entitled to the same benefits that
[40:39] um we're looking to spend out of the
[40:42] 109, 150, and the um public safety uh group. and I'd be more
[40:48] and I'm more than willing to support
[40:50] each and every one of them. Okay. So,
[40:53] just so for clarity, you said to be a
[40:55] fair and equitable. what would be like
[40:57] the
[41:00] um I I guess really what are the
[41:03] equitable
[41:05] uh components of like where you're well
[41:08] they make I think every every
[41:09] organization wants at this point because
[41:11] they came at least Belmont California
[41:14] came with an yeah that's not that
[41:17] wouldn't even be equal cuz but they came
[41:19] to come with an ask to us and to be able
[41:23] to decipher each ask I mean for going. I
[41:27] just don't feel
[41:30] I I I I hear you and I'm I'm confused
[41:34] around like
[41:36] if so if the Blue Jays come and say,
[41:40] "Hey, hold on. Let me let me finish my
[41:43] point just so you understand my
[41:44] question, please." So the Blue Jays come
[41:46] and say, "Hey, city, we need help with
[41:48] this field to
[41:49] benefit of, you know, our our our our
[41:52] league here." And then we say, "Okay,
[41:55] bougie, we hear you." We don't go, "But
[41:57] wait a minute. What about every other
[41:59] field? What about this field? And what
[42:02] about we that's not how things are
[42:04] happening. So I don't understand what's
[42:06] different about I'm not talking about
[42:08] the field. I'm talking about the actual
[42:09] players." Sure. Right. Because
[42:13] programming I I do know again a lot of
[42:17] kids have to pull out. I know this
[42:18] personally. A lot of kids have to pull
[42:20] out because they can't afford the
[42:22] uniform. I can't afford the trip to
[42:23] wherever. Their their, you know, um
[42:26] their their parents don't have the
[42:27] network to fund raise as much as other
[42:29] parents have the network to fund raise.
[42:31] So, I I I know all of it. And I want
[42:34] every youth in our city to be able to
[42:36] participate in football, basketball,
[42:39] baseball, um Girl Scout. I'm just
[42:42] throwing that in there, too, because
[42:44] it's another organization uh that, you
[42:46] know, doesn't have any funding. They're
[42:48] all grassroots. they've all started here
[42:50] on the ground and we're just trying to
[42:53] um I want them all to be able to
[42:55] succeed. So, I I can't, you know, I'd be
[42:58] more than happy to fund part of this,
[43:00] some of this, all of it. I don't know
[43:02] where the funding would come from, but I
[43:04] want to make sure the ask is available
[43:06] for for all youth organizations. Well,
[43:08] the ask is always available, and that's
[43:10] why multiple programs come to us um for
[43:13] support, right? So, so by by Belmont
[43:16] coming forward, that didn't prevent
[43:17] anyone else from not coming forward.
[43:20] Let's put it out there.
[43:22] Since we're discussing this, I mean,
[43:24] some time back, a couple years ago, the
[43:26] socket flow had reached out to us asking
[43:28] for funding and we didn't fund them. So,
[43:31] I just want to bring that out to the
[43:32] table and they directly reach out to us
[43:35] requesting several years, couple years
[43:36] ago. It's a different day and now we
[43:38] have different but I just want to bring
[43:40] that out to the table. you know, since
[43:42] we're talking about all the different um
[43:44] components of um these leagues that are
[43:46] on top. Okay, I'm sorry. I didn't cut
[43:49] you off. Oh, no. I I thought it was was
[43:52] Miss I don't know. So, I think we have
[43:54] to ask um to find out where are we in
[43:57] terms of the availing availability. So,
[44:00] Miss Michael, um would you take this or
[44:03] would you like me to request it the
[44:05] availability the funding availability
[44:07] against the
[44:08] 109,000 line that is on the Cocoa House
[44:12] and the $150,000 under the budget, the
[44:15] 2025 budget and what is available under
[44:18] the public safety foundation. Mr. Chair,
[44:22] I'm trying to recap so we get
[44:24] information from Yeah, I'm just trying
[44:25] to remember the 150. Was that just for
[44:26] summer employment though? Just you.
[44:29] Yeah. I thought we had two two buckets.
[44:32] I got looked back. But yes, one is under
[44:34] of the 109 only and the 150 under the
[44:38] our budget that we be approved. I guess
[44:40] we just have to make sure what the what
[44:42] the resolution says in terms of when we
[44:44] put that money. We definitely did 150
[44:46] for youth employment. Well, it wasn't
[44:48] youth employment. That's in the time I
[44:49] was saying that we should call it the
[44:51] youth service line. It wasn't so it
[44:53] wouldn't primarily just be for youth
[44:55] employment. We don't look at
[44:57] the so if the funding is available
[45:01] that's what that's what I'm looking for
[45:02] and I didn't get a chance to hear from
[45:04] Mr. May and I want to make so Mr. Turo,
[45:07] you're saying that if the funding is
[45:09] available, you could see yourself
[45:11] supporting it, but not in the full ask
[45:13] and only if everyone gets a chance. Is
[45:15] that what you're saying? If if if you
[45:17] know people watching the meeting
[45:18] tonight, if you know the newspaper puts
[45:20] out there, there's mass, there's money,
[45:22] there's funding. So, if you need it,
[45:24] come.
[45:26] I'm just saying by your logic, you know,
[45:28] uh Mr. Freeman came here with our parks
[45:31] director. He was talking about a program
[45:33] that they're doing, right? And we're
[45:35] funding that program. There's multiple
[45:37] other AAOU programs that operate in and
[45:40] around the city. We we said, "Hey, we're
[45:44] going to we're going to fund this this
[45:47] program in this park in sk right in
[45:50] Skenctity." Which I think is a good
[45:52] thing to do. But if you remember, he
[45:53] came here and saying, "Oh, we're going
[45:54] to fund raise." And I said, "Wait a
[45:56] minute. There should be money to support
[45:57] this." So, I'm glad I was able to raise
[45:59] that point. But to based on your logic,
[46:02] that means that we would have to before
[46:04] we uh fund that with uh Mr. Freeman, uh
[46:08] then we would have to make sure that all
[46:10] the other aid uh uh teams got a chance
[46:12] to come talk to our parts director
[46:15] before we fund that. Is that what you're
[46:16] saying? Like it it maybe but I do recall
[46:19] that the
[46:20] police that's coming out of the police
[46:24] funding. Sure. No, absolutely. But and
[46:26] that's why we're wondering we want to
[46:27] know where this funding would come out
[46:29] of. Mr. Moon is asking for some kind of
[46:33] you know support where where that's
[46:34] going to come out of and again I think other people should have an
[46:40] opportunity at this point. They do have
[46:42] an
[46:42] opportunity
[46:44] for we have to wrap this up. So but Mr.
[46:48] I just, you know, I just have, if you
[46:49] don't mind, I just have to say I have to
[46:51] say that I'm really I am really um
[46:53] really concerned that a organization
[46:55] came for an ask and now we're putting
[46:57] all these stipulations on that. That
[47:00] bothers me greatly. Um you brought up
[47:03] the point that Mr. Mr. Ma brought
[47:05] forward AAU and nobody at the table
[47:06] said, "Well, are we going to fund all
[47:08] the AAUs?" So, I I think that we should
[47:10] really consider what we're doing and if
[47:12] we're always using the same
[47:14] measurements and if we're not, why
[47:17] aren't we? Because, you know, here's
[47:19] organizations come for ask and I I see
[47:20] the, you know, the we just keep like raising the bar on
[47:26] what they have to do in order to get
[47:27] there. Moving the goalpost. Okay. All
[47:28] right. So, let's allow please let's
[47:30] allow one individual to So, yes, that
[47:33] that's it. That's it. I'm I'm done. I
[47:34] just we you've asked you said what we're
[47:36] going to do. Yes. So, Okay. So we'll
[47:38] have a list of things here that we need
[47:40] to um prior source of funding. Um does
[47:44] the school can provide any funding? I'm
[47:45] just recapping building coming in next
[47:48] meeting. Is that why you you request to
[47:50] that? Well, no, I'm just hear from this
[47:54] immediate kind of need it sounds like
[47:56] but I do think that we need to be
[47:58] thinking comprehensively as we move
[47:59] forward. Okay. Someone someone asked for
[48:01] the organization to come in. Yes. Miss
[48:05] Michael, please document this for me,
[48:07] please. And I will follow up with Miss
[48:09] Michael to make sure that the financial
[48:12] part of it that we follow up and get the
[48:14] available funding against these these
[48:17] lines. Thanks. The funding um Mr. uh uh
[48:21] Farley uh instead of youth programming,
[48:25] youth services, we had to check on the
[48:27] resolution. Can that be checked on? It's
[48:29] a whatever the budget line item is. Mhm.
[48:31] The
[48:32] resol resolution passed all that, but
[48:35] it's what each one of the line items you
[48:37] put in there. So, um probably touch base
[48:40] with the finance offer and find out
[48:42] where those line items are. That's where
[48:46] he's on vacation this week, right? I
[48:49] understand. Yeah, he's not here tonight.
[48:50] So, I don't Michael, can you um do that
[48:53] for us? And when you have that, can you
[48:55] share it to the council? What's left in
[48:57] those lines? No, the the finance and
[48:59] also the budget resolution in terms of
[49:01] the specific detail description because
[49:05] I just want to point out and remind
[49:07] everyone that we did spend the money um
[49:09] for youth employment over the summer. We
[49:11] used, you know, we hired we hired all of
[49:14] the folks that worked in our parks all
[49:15] summer using that line. I'm pretty sure that was the line,
[49:20] right, that we that we they are in the
[49:22] process of of um processing those hires.
[49:26] 42 new somewhere around 40 40 plus plus
[49:29] they have some extras some reserve that
[49:31] they might add depends on the funding go
[49:35] ahead please thank you so so again I
[49:38] want to give you a chance to hear from
[49:40] Mr. Mancini immediately something um so
[49:43] I want to make sure I chance to hear
[49:45] from Mr. Tennessee. And so, and it seems
[49:48] like the information
[49:51] uh that you need is uh what their source
[49:54] of funding is. Um and currently um and
[49:59] you want to know if they ask the school
[50:01] district for money. Um and yes, I asked.
[50:05] Now, I'm just making sure I got that
[50:06] information right. And this is and we're
[50:08] not talking about uh uh Mr. Ma because
[50:11] this is something different, right?
[50:13] It's just looking forward to I would
[50:15] agree with you on that you know should
[50:17] be something that we talk about in terms
[50:19] of the compreh you know he plans our
[50:21] recreational programs it's not just the
[50:23] you know in terms of what the city
[50:25] supports. So sure and I also would um
[50:27] welcome any council member uh to to
[50:31] think about where other funding within
[50:34] the city could come from. I mean I don't
[50:36] want to you know that's the whole point
[50:37] of these type of collaborative
[50:38] conversations. So, but I think they're
[50:40] existing right now. The question is if
[50:42] the funding is there, will you support
[50:44] it? Mr. Macy. So, and this brought so as
[50:46] we get to conclude this brought to a
[50:48] good point where we need to broaden the
[50:51] description in our budget the line youth
[50:54] employment/ programming. I said that.
[50:57] So, yes. So, we can do that uh and you
[51:00] know correct that description as we go
[51:02] into the 2026 budget. So, I'll make sure
[51:04] that that description is added.
[51:07] So, we are looking at employment and
[51:11] we're looking at programming to support
[51:13] uh leagues across the city cuz I would
[51:15] like to see that we support all the
[51:17] leagues in Yeah. Yeah. All right. So,
[51:20] we'll get this back. We got all
[51:22] information. We'll make sure we follow
[51:23] up with Michael and we'll get all this
[51:25] information. We'll get all the the
[51:26] relevant agency in and what is needed
[51:29] and we'll make sure that we have all of
[51:31] that prior to uh us meeting in two
[51:33] weeks. You see, I we have the money. I
[51:36] would be in support of that. I would
[51:37] honestly, you know, maybe this is coming
[51:39] to Santa Barbara and see if he's open.
[51:43] Doesn't come with a big check. Right.
[51:45] Right. Right. Then we can make
[51:47] him a resolution.
[51:50] So, how many how many young people Well,
[51:52] if you look down there, there there's
[51:54] kind of a breakout. They also do girls
[51:56] flag football, too, which is really
[51:59] um so like there there's a lot of really
[52:01] cool things happening in this program.
[52:03] Again, there might be other ways of
[52:05] funding. I appreciate everyone uh
[52:07] looking for other ways of funding
[52:09] outside of us, but as our in our duty as
[52:11] council and our official capacity, um um
[52:15] we have the ability to fund this
[52:18] program, and that's what I'm looking
[52:20] for, you know, and if you will, you
[52:22] will. If you want, you won't. But let's
[52:24] just land on that. Thank you. All right.
[52:27] So, we'll have us back in two weeks for
[52:31] vote. Mr.
[52:35] The the next item is uh creating a trust
[52:38] and agency account for band on Broadway
[52:40] event. The mayor's not here. Could you
[52:44] tell me?
[52:46] Yeah, I just had a brief conversation
[52:49] with the mayor this afternoon prior to
[52:50] the meeting. Um this is setting up an
[52:54] account for this um pro this I would say
[52:57] event on uh on Broadway to receive
[53:00] funding from sponsors
[53:04] and other source of funding to help
[53:06] carry out this event um during the
[53:10] summer. Go ahead, please. So um this is
[53:13] says we're partnering with restaurants.
[53:15] So um since we're being specific about
[53:17] things, which restaurants are they? I
[53:19] would like to know.
[53:21] Okay. Um there's my restaurant on the
[53:24] Broadway that is I know it's on
[53:27] Broadway between Union and Liberty
[53:31] on Broadway. All three all the
[53:34] restaurant there. Yes. All the
[53:35] restaurants there. Yes. So um what days
[53:38] and times?
[53:42] Well, I'm sure we can get that
[53:45] information days and time but to the
[53:48] council but I preview for that date and
[53:51] time but I was told it's summer. I don't
[53:53] know what exact
[53:56] date but
[53:58] um the question is here is just creating
[54:00] the account so that we can um deposit
[54:03] sponsorship money without that we can't
[54:06] deposit the money.
[54:08] I have further questions. Go ahead. Go
[54:09] ahead please. So,
[54:12] um, I guess I want to know if if these
[54:14] are private businesses and they're
[54:16] getting sponsorships, then why is the
[54:18] money being funneled through the city? I
[54:20] don't understand that businesses get the
[54:23] downtown gets I see sponsorship stuff
[54:25] all the time on various restaurants. So,
[54:27] I'm not really clear on why we are
[54:29] funneling this money or being the
[54:30] fidiciary for this money. And if we are
[54:33] doing that, are we getting paid to do
[54:35] that?
[54:38] Paid to do it. fidiciaries get money. I
[54:41] mean, we're doing it just for free. I
[54:42] mean, why are we doing it? Okay, go
[54:45] ahead, please. Well, I just want to say
[54:46] I think that what what this is
[54:49] suggesting is that Bands on Broadway
[54:51] would be a City of Skenctity event. So,
[54:55] it's going to be weekly. It's going to
[54:58] be um a band, a different band every
[55:00] week. It is going to be on Broadway.
[55:02] They're closed down the street. The
[55:04] restaurants are not um the restaurants
[55:06] will be involved. Um but and again it's
[55:10] remember it's an economic development
[55:12] thing too in terms of because people
[55:14] will be coming onto Broadway they'll be
[55:16] eating at these restaurants. Um I don't
[55:19] they're not going to I don't think that
[55:22] the sponsorships are coming from the
[55:24] restaurants. Um I think other
[55:26] sponsorships are going to be sought. The
[55:28] trust account that they're looking to
[55:30] set up is just to deposit that money
[55:32] into be like any of us in a in a private
[55:34] organization or you know at our
[55:36] workplaces. um you know, you need a
[55:39] place, you know, as a fundraiser, you
[55:41] know, I sometimes I had to set up
[55:43] different accounts within our budget to
[55:45] put the sponsorship money into those
[55:47] accounts. That's that's what he's trying
[55:48] to do. Um in other words, it's just not
[55:51] going to go into the city, you know,
[55:53] it's it's a that is my understanding
[55:55] separate account away from the
[55:57] consolidated.
[55:59] So that is money is accounted for
[56:01] outside of um the regular
[56:04] city budget funds, right? I just need to
[56:07] you said it's on the street and the LR
[56:09] clearly says there will be a band
[56:11] playing in the Liberty Street parking
[56:14] lot while Broadway will be closed. I'm
[56:17] pretty sure they're shutting down the So
[56:19] park shutting down the parking lot. So
[56:20] that brings me a further question which
[56:22] goes back to the day and the time and
[56:24] what impact does it have on employee
[56:25] parking because that's where the
[56:26] employees park. So
[56:29] um and also how much are the
[56:30] sponsorships and so I just have a lot of
[56:33] questions and this probably is for Mr.
[56:35] Um, for Mr. O'Brien, uh, so are trust
[56:39] and agency accounts still being done? I
[56:41] know that Gatsby at 84 was some they had
[56:43] changed it. It's still being done. I
[56:46] mean, it's it's it's we can't use it for
[56:48] our purposes for purposes, but it can
[56:51] still be still be done from what I
[56:54] understand and that was the course of
[56:56] action that was uh determined by the
[56:59] commissioner of finance. So, I'd like um
[57:02] if you don't mind us looking at it um
[57:04] what Gatsby 84 says in terms of having
[57:06] TNA
[57:08] um because I know that there were some
[57:10] things that changed in that um
[57:12] legislation. So, I'd like us to take a
[57:14] look at that. And again, I'm I just
[57:16] don't have a clear understanding of if
[57:18] there's a group of private businesses
[57:20] why they couldn't collectively create an
[57:21] account to do the sponsorships and why
[57:24] it's going through the city. I I really
[57:26] need clarity around that.
[57:28] Go ahead, please. option then.
[57:31] Unfortunately, the mayor is not here
[57:33] tonight. Maybe this is something that we
[57:35] bring back in two weeks when the mayor's
[57:37] here.
[57:39] Yep.
[57:41] Go ahead, please. I would be in favor of
[57:43] that. But, um, Jasan J
[57:46] um, Mr. O'Brien, do you know anything
[57:48] about that? How funds are No. Okay. I
[57:52] don't similar to that cuz I don't think
[57:56] we I I'm sorry, Mr. Wood. Go ahead,
[57:59] please. I don't think we have a TNA
[58:01] account at them. And you're right, it's
[58:02] pretty similar. It's like going through
[58:05] the the SIC. I don't know the answer to
[58:08] that question. So, you know what? I know
[58:10] who I can ask though because she's the
[58:11] person that started it. So, I can
[58:13] definitely ask her how they they manage
[58:15] that.
[58:18] Bring it back. Go ahead, please. Uh,
[58:21] just only say as a point of
[58:22] consideration, we al we often hear
[58:24] critiques about communication and how it
[58:25] could have flowed better. Hindsight's
[58:27] always 2020. I think to Miss
[58:29] Porterfield's point, I believe that's in
[58:30] the same parking lot with the school
[58:32] district. Also, surrounding businesses,
[58:34] parking is very limited downtown. So,
[58:37] making a conscientious effort to inform
[58:39] them. I don't know if that's something
[58:40] that naturally happens, but again, I
[58:42] don't think you can overcommunicate. So,
[58:44] definitely if we have time, notifying.
[58:47] Go ahead, please. I mean, I think we I
[58:49] agree that we need to have more
[58:51] information about this um series that's
[58:54] going to be city a city event. Um I
[58:57] think that we have to remember that it
[58:58] will be at nighttime. So in terms of the
[59:01] employee parking piece or um I don't
[59:04] know about the school district but um
[59:06] this is going to be an evening um is the
[59:09] school district use the the Broadway
[59:12] they uh that parking lot they they've
[59:15] had after hours events so I think this
[59:17] could conflict. So just sharing
[59:18] information. So we're talking about the
[59:20] cuz the school district uh has their own
[59:22] parking lot behind uh Right. Right.
[59:25] So, but there is an agreement. I don't
[59:27] know exactly what the agreement is, but
[59:30] the building that's right next door
[59:32] there. So, I don't know exactly what
[59:33] that what what that agreement, but we
[59:36] definitely use that parking lot um as
[59:38] well. So, yeah, it might be something
[59:40] that
[59:41] I think Liberty Street is the the city
[59:44] lot for here. I think that's what we're
[59:46] talking Liberty and Broadway right
[59:49] behind. Right. Yeah. Over there, which
[59:51] makes it right off of Broadway. that
[59:54] large city that you're talking about.
[59:58] Go ahead, please. I I guess regardless
[1:00:00] of the specifics about what night it is,
[1:00:02] what time it is, what bands are going to
[1:00:03] put there, I guess the ask is just to
[1:00:05] create a trust and agency and
[1:00:07] confirmation.
[1:00:08] Um, which I I guess we could I'm not
[1:00:12] familiar with this. Gatsby 84 could
[1:00:15] or 84 84. Could you explain that to me
[1:00:19] or it's it's a certain accounting and
[1:00:21] principles government accounting
[1:00:23] standards board has certain guidance
[1:00:25] they put out. So we have to look at 84
[1:00:28] um or 34 to see whether it fits within
[1:00:31] that but as I I stated before it was my
[1:00:34] understanding that this you know the
[1:00:36] finance commissioner was okay with uh
[1:00:38] creating this type of account. Sorry. We
[1:00:41] can certainly look at the uh the
[1:00:42] standards board's uh policy documents.
[1:00:47] And also could you see if we have any
[1:00:49] other um uh trust and agency accounts
[1:00:51] within the city?
[1:00:53] There there was one for the dog park at
[1:00:56] one time but that was years ago. Yeah.
[1:00:58] And those but those were like
[1:00:59] individuals who because it was for the
[1:01:02] dog park amendment. But was was it a
[1:01:04] business who was trying to get
[1:01:06] sponsorship and then going through the
[1:01:07] city? I think this is a little bit
[1:01:09] different. I think I think what they I I
[1:01:11] don't know for sure, but I think what they're looking for here is they're
[1:01:15] going to have bands at that parking lot
[1:01:17] and they're looking for, you know, uh
[1:01:19] donations to support that effort for to
[1:01:23] have the bands come to that particular
[1:01:25] location. I think that's what they're
[1:01:27] looking for.
[1:01:29] I again I think we'll have the mayor
[1:01:32] talk about this next time, but it's not
[1:01:35] that the restaurants are sponsoring it.
[1:01:37] The city of Skenctity will sponsor Bands
[1:01:40] on Broadway. So, we are looking for the
[1:01:42] sponsorships, not the restaurants. It's
[1:01:44] not private businesses that are seeking
[1:01:46] the sponsorships. It's the city is going
[1:01:48] to be seeking sponsorships. In the same
[1:01:50] way, if you think of Summer Night um
[1:01:53] which is a county um event, they seek
[1:01:56] sponsorships for summer night or they
[1:01:58] seek sponsorships for the holiday
[1:02:00] parade. Um, it's it's not, you
[1:02:05] know, Grano on on State Street that's
[1:02:08] looking for a sponsorship for the
[1:02:10] holiday parade. It's it's the county.
[1:02:12] It's this and so this is going to be I
[1:02:15] believe my understanding is that this
[1:02:16] would be a new city sponsored activity.
[1:02:21] Well, I appreciate the information. Um,
[1:02:23] I didn't have that. It does not say that
[1:02:25] in the LR. So, you're telling me
[1:02:27] something. Are So, is are these are
[1:02:29] absolutes? So this is no we need to hear
[1:02:31] from the mayor. So no they say
[1:02:33] sponsorship sponsorship will be
[1:02:34] collected to pay for bands and operation
[1:02:37] of this event. So it's more of creating
[1:02:40] this account, deposit the money and pay
[1:02:43] for the the bands um at this event and
[1:02:47] then um yes we uh don't have a specific
[1:02:51] but I think um the specific is more
[1:02:54] towards um the
[1:02:56] event and when the the hosting of the
[1:02:59] event uh during the summer. So creating
[1:03:02] the account if we can I don't see a
[1:03:05] problem creating the account and then uh
[1:03:07] we can have the mayor back in two weeks
[1:03:08] to kind of get provide us the uh the
[1:03:11] detail from you then for the city. I
[1:03:14] mean I think you guys pretty much know
[1:03:17] you have everything
[1:03:22] the
[1:03:25] broader we have they have our that's all
[1:03:29] we have. you have the broad
[1:03:31] understanding of what the event is
[1:03:32] about. Um, Thursday nights, I believe
[1:03:35] the band is going to start around 5:00
[1:03:37] 5:30. Um, different brands every
[1:03:39] Thursday. We are going to skip uh the
[1:03:43] July 4th Thursday. Okay, that's all I
[1:03:46] have about the event.
[1:03:49] Every Thursday 5:00 p.m. 5:30 5:30 is
[1:03:53] when the band's about to start to about
[1:03:55] 8 or 9.
[1:04:01] Okay, go ahead. Um, I do know uh uh
[1:04:04] Jumping Jacks, Collins Park, whatever.
[1:04:07] Different businesses on the Avenue or
[1:04:09] whatever sponsor the bands like Village
[1:04:11] Pain sponsors the the Grand Central
[1:04:14] Station that particular night. Maybe
[1:04:16] it's something like that. I don't know.
[1:04:18] But I mean, I guess just to get it
[1:04:20] going. I mean, if the recommendation is
[1:04:21] to create a trust and agency thing,
[1:04:24] finance is okay with it. But again, no
[1:04:26] matter what the specifics are, just
[1:04:28] let's create. That's all we're asking.
[1:04:31] Go ahead, please. So, it seems like in
[1:04:34] because I'm hearing what our what the
[1:04:37] president is saying around uh us looking
[1:04:40] at like what's the um what changes could
[1:04:44] have happened. Um I think that we should
[1:04:46] probably hear from the mayor on that
[1:04:48] unless he you know, I think it seems
[1:04:49] like he has some um perspective that
[1:04:52] might be missing from the table. I'd
[1:04:53] like to hear the what the mayor's
[1:04:55] thoughts are directly um before we move
[1:04:59] forward in my opinion. Well, go ahead,
[1:05:03] please. Are we still in finance? Yes, we
[1:05:06] are. I'm now making a motion that we um
[1:05:08] set up a trust and agency account uh for
[1:05:10] donations for bands on Broadway.
[1:05:17] I don't know if you're waiting for a
[1:05:18] second before there's discussion. It's
[1:05:19] up to you. I mean, I don't Can I Can I
[1:05:22] table? Sure. But any other discussion
[1:05:24] before we So I just again I'm concerned
[1:05:27] about whether we can actually do you
[1:05:29] want us to take a look at 84 and then get back to the uh the council
[1:05:34] on that and then if if if it's okay with
[1:05:37] that then move forward with the
[1:05:40] legislation or or or you want to and and
[1:05:43] I know that the commissioner is out. So
[1:05:45] can we get um since that came out of the
[1:05:46] comprollers's office can we get an
[1:05:48] opinion from the comprollers's office
[1:05:49] because he's not going to be here all
[1:05:50] week. We'd have to wait two weeks before
[1:05:53] we moved forward if we if we're waiting
[1:05:55] for Mr. uh Wukamok. Yeah. Well, we can
[1:05:59] at least try to look and get 84. We'll give it a go and uh see what we
[1:06:03] can do and get the the guidance out
[1:06:05] from, you know, 84 or from the
[1:06:07] controllers or both. And uh regarding
[1:06:09] this trust and agency account um the
[1:06:12] idea is the trust and agency account
[1:06:14] will be managed by our finance
[1:06:16] department uh to ensure that the
[1:06:17] transactions are accurate and
[1:06:19] appropriate and that the finance
[1:06:21] department will make dispersements from
[1:06:22] the trust and agency account and
[1:06:24] supporting marketing and fundraising
[1:06:26] activities. So that that's the general
[1:06:29] state of it. Um and that uh we can't use
[1:06:32] trust and agency accounts for any sort
[1:06:34] of city of skinnity operations.
[1:06:36] Understood. And uh that's just a broad
[1:06:39] overview. So we can take a look at that
[1:06:42] and report back to the council by the
[1:06:44] end of the week. Is that is that uh is
[1:06:47] that
[1:06:49] I mean I'd like to know who this what
[1:06:50] the sponsor. It's just it's a lot of
[1:06:52] vague information. Um you know but just
[1:06:54] for the broad you know just for the for just the the trust and agency just
[1:06:59] for that without getting into the
[1:07:01] specifics of the program. I'd like to
[1:07:03] know where the funding is coming from. I
[1:07:05] would like to know that. Okay. So, does
[1:07:06] that have anything to do with the
[1:07:08] creating the fund the the account?
[1:07:11] Creating the account
[1:07:13] kind of No, I don't think so. Well,
[1:07:16] maybe not for you, but for me it does.
[1:07:18] But anyway, um so I'm not on this
[1:07:20] committee, so thank you for the time.
[1:07:22] um our city charter that we are allowed
[1:07:24] to create um trust. No, you're you're
[1:07:27] allowed but we have to you know to get
[1:07:29] everybody you know that that level of
[1:07:32] everybody's on the same page. We will
[1:07:34] look to see you look at the uh
[1:07:36] government accounting standards board
[1:07:38] guidance on the on trust and uh uh trust
[1:07:41] and agency accounts for municipalities
[1:07:43] to you know button that up.
[1:07:47] So you have a motion on the floor. So
[1:07:48] why don't we add that to the table?
[1:07:49] Right. Yeah. just because there were
[1:07:51] more discussion. So why don't we add
[1:07:53] that to the res the motion that you move
[1:07:56] contingent upon contingent upon getting
[1:07:58] that information that's in compliance
[1:08:00] with the government account that uh
[1:08:03] guidance
[1:08:04] documents. So, the resolution would be
[1:08:06] that we would set up a trust and agency
[1:08:09] account um that was in line with the um
[1:08:15] accounting. Yeah. Gas the gas standards
[1:08:19] which I'm sure our commissioner of
[1:08:21] financing saying
[1:08:24] and you will you will get that by
[1:08:26] Thursday uh Thursday hopefully. I'm
[1:08:29] going to guess
[1:08:32] Thursday. All right. So, that motion is
[1:08:34] on the floor. Do I have a second for
[1:08:36] that? I'm going to second it. All in
[1:08:39] favor? I I. Any other business support
[1:08:42] for
[1:08:43] finance? May I have a motion to the
[1:08:45] journ?
[1:08:47] Second. All in favor? I. Thank
[1:08:53] you. I'd like to call the order of
[1:08:55] government operations. We have two items
[1:08:57] on the agenda. The first one is a
[1:08:59] resolution to see you social security
[1:09:00] office president. Thank you. So, you all
[1:09:04] have the um the legislative request in
[1:09:08] front of you and I know that we've all
[1:09:10] heard about what is going on in terms of
[1:09:12] cutting staff at Social Security,
[1:09:14] cutting funding to Medicare, Medicaid,
[1:09:17] and so um we have the information about
[1:09:20] the bill numbers. So, what I'm seeking
[1:09:22] right now is for the city council to
[1:09:24] pass a resolution that would support um
[1:09:27] the um protecting American social
[1:09:30] security data HR 1877 and um and the
[1:09:34] Social Security Expansion Act uh
[1:09:37] HR1700. So, and then there's there are
[1:09:39] Senate bills as well. So, that's my um
[1:09:42] ask. Everything is here. I don't need to
[1:09:44] read it for you. Um, I'm sure you've had
[1:09:47] uh the opportunity to take the time to
[1:09:48] read it through, but it does impact our
[1:09:51] residents locally, not just the people
[1:09:53] that need the benefits, but also the
[1:09:55] people that work there as well. So, has
[1:09:58] a financial impact, an economic impact
[1:10:00] upon our city. So, I would like us to
[1:10:02] pass a resolution supporting those
[1:10:04] bills. Thoughts,
[1:10:07] comments? Go ahead. Yeah, Mr. Chairman,
[1:10:09] I think you've given the background
[1:10:11] information on that. I think it's a good
[1:10:13] summary of the situation and uh I think
[1:10:16] that that should go forward as as as
[1:10:18] proposed. Um I'm just adding to that. Um
[1:10:21] I know sometimes we change things um but
[1:10:24] I I think that's summarizes it as as uh
[1:10:28] Madame President indicated summarizes
[1:10:30] the situation. Thank you, Miss Spectre.
[1:10:33] Yes. Um because I had originally
[1:10:34] actually written a lot of this um
[1:10:37] proposal. Um, I pulled it at the last
[1:10:40] moment because I wasn't sure. We we were
[1:10:43] talking about it and writing about it um
[1:10:45] prior to really knowing if the federal
[1:10:48] government was going to be moving
[1:10:49] forward with indeed what they now are
[1:10:52] planning to move forward to. So, I
[1:10:54] absolutely support this. Um, the
[1:10:56] language was something that um was
[1:10:58] suggested. Um, so um I am in favor of
[1:11:02] this.
[1:11:04] I would like to make a motion that we
[1:11:06] move forward supporting this
[1:11:08] resolution. I'll second. All those in
[1:11:11] favor? I pass. Second on our agenda is
[1:11:14] followup discussion for chapter 93 city
[1:11:16] court regarding representation in
[1:11:18] civilian police review board.
[1:11:21] Thank you. So we we brought this uh
[1:11:24] forward before because sun became
[1:11:26] dormant.
[1:11:29] Mr. Williams and I actually went to the
[1:11:32] upper neighborhood upper union
[1:11:33] neighborhood association meeting and
[1:11:35] they were talking a lot about wanting to
[1:11:37] bring it
[1:11:38] back but
[1:11:41] um no one stepped up to do it. So we
[1:11:44] definitely need to uh take a look at how
[1:11:46] we revise chapter 93. I haven't heard
[1:11:49] from you know um I was looking for
[1:11:51] council member u information on it. I
[1:11:55] didn't receive any which is fine. I
[1:11:56] understand that but I think we
[1:11:58] definitely need to do that. And what um
[1:12:00] Miss
[1:12:02] Pomiteer was has agreed to come and
[1:12:04] visit us um for 16th, not the second.
[1:12:08] Okay.
[1:12:10] June 16th. June 16th. And just explain
[1:12:13] where they are. Additionally, she is
[1:12:15] providing information for all of us
[1:12:16] tonight to talk uh it's their first
[1:12:18] quarter report on the type of complaints
[1:12:21] that they have seen and everyone should
[1:12:22] have a copy of that. I just want us to
[1:12:25] get this issue settled about how we uh
[1:12:28] staff that board and we're not so
[1:12:31] they're not in put in the position of um
[1:12:34] continue of having to not have meetings.
[1:12:37] So my question is for Mr. Williams. Has
[1:12:39] that happened to your knowledge that
[1:12:42] they have had to postpone meetings or
[1:12:44] adjourn meetings at
[1:12:46] uh in terms of
[1:12:49] uh so last month they were able to meet
[1:12:51] the month prior they did have quorum
[1:12:53] issues. Um they're definitely to the
[1:12:56] best of their abilities. Uh this
[1:12:58] document is to reflect that they were
[1:13:00] able to meet for the first quarter
[1:13:02] entirely. Um but definitely addressing
[1:13:04] this in whatever capacity of the council
[1:13:06] just ensures that they have the
[1:13:07] appropriate number of representation to
[1:13:09] have
[1:13:10] continued attendance portfolio. And also
[1:13:13] I will say that there was an
[1:13:15] organization that uh their member wasn't
[1:13:17] coming. They got a new gotten a new job
[1:13:19] and so therefore they weren't coming. So
[1:13:21] they are putting forth a new name to
[1:13:23] replace that person. So hopefully that
[1:13:25] will help with their uh the quorum issue
[1:13:27] there as well. Mr. Ter, thank you. Are
[1:13:31] there any other organizations maybe that
[1:13:33] aren't included in in with
[1:13:35] representation on the board that we
[1:13:36] could reach out to or I don't know a
[1:13:40] thought? Well, there's specific
[1:13:42] legislation that I mean it's in a code
[1:13:44] but it's like these organizations,
[1:13:46] right? We could change it, but it's it's
[1:13:48] like there's very specific and then and
[1:13:50] then outside of those organizations,
[1:13:51] there's still room for I think there's
[1:13:53] two uh two maybe even I think actually
[1:13:56] four. I think there's four um other
[1:13:58] ones, but we could look at chapter 93.
[1:14:00] So, there are um there are other outside
[1:14:03] the agency's loops. I think we probably
[1:14:06] should kind of recommmit ourselves to
[1:14:10] this um as a council cuz I think this is
[1:14:12] one of the things that came out of um uh
[1:14:15] the re police reform. And I think that
[1:14:19] as time passes away from um the brutal
[1:14:22] murder of George Floyd and Briana Taylor
[1:14:24] that we kind of sometimes can um get
[1:14:27] back to our business as usual type of
[1:14:30] thing. So I think this is something that
[1:14:31] we really need to demonstrate to the
[1:14:33] people of the city's connectivity that
[1:14:35] we're committed to the important work
[1:14:36] that this board does.
[1:14:40] Questions, comments, concerns.
[1:14:44] So we'll see. Oh, sorry. Go ahead.
[1:14:46] Sorry. I just wanted to add in so with
[1:14:48] uh her tenative attendance at the 16th
[1:14:51] of next month that allows them time to
[1:14:53] meet the week prior. So they should be
[1:14:56] able to uh conceptualize their thoughts
[1:14:58] and bring them back to the council
[1:14:59] collectively. Okay. Thank you.
[1:15:03] No, I no that's I was going to say that.
[1:15:08] Okay. So any more issues on board
[1:15:10] government
[1:15:11] operations? Hearing none I will accept a
[1:15:13] motion to close government operations.
[1:15:15] So move second in favor I I we are journ
[1:15:21] social security that's done
[1:15:24] I'd like to call to order the public
[1:15:26] safety committee we have one item on the
[1:15:27] agenda tonight that is the discussion of
[1:15:29] traffic parking near hydrants and
[1:15:31] signage for weight limits on King's
[1:15:33] Road.
[1:15:35] Okay. Um
[1:15:38] so I'm sure we all get comments about uh
[1:15:42] traffic. We again at the same
[1:15:45] neighborhood association meeting we um
[1:15:47] had feedback on the 25 mph speed limit.
[1:15:50] We had some positive and there's some
[1:15:52] people say it didn't make any
[1:15:53] difference. So I guess it depends on
[1:15:55] where you live not where you sit but
[1:15:57] where you live in this case. So um I
[1:15:59] think we need a little bit more time
[1:16:00] with that
[1:16:02] and in terms of traffic
[1:16:06] I we really have to take a look at
[1:16:09] because people are still speeding there
[1:16:11] just no no question. And um one of the
[1:16:14] things that was also brought into the
[1:16:15] meeting was that in terms of putting in
[1:16:19] speed tables, how the determination is
[1:16:22] made uh that it was
[1:16:27] um maybe it could be more than where
[1:16:29] accidents happen. So, so that was you
[1:16:31] know part of it. And the other thing
[1:16:34] that was also and this was just keep in
[1:16:36] mind this was the upper Union Street um
[1:16:38] neighborhood association. So they're
[1:16:39] around Union Street, around Central Park
[1:16:41] and all of that. And they had about nine
[1:16:43] items. Wouldn't you say it was great?
[1:16:45] And so what we did was break it down who
[1:16:47] should hear what and started sending out
[1:16:50] emails and on the nine items which
[1:16:52] department they should they should go to
[1:16:54] and um and one of the things was you
[1:16:56] know things that happening in Central
[1:16:58] Park and you know we all know there was
[1:16:59] just a very recent tragedy
[1:17:02] unfortunately. Um so we definitely want
[1:17:04] to be we are sending emails. It's Mr.
[1:17:06] Cannon um Mr. for the mayor. I mean,
[1:17:09] excuse me. Um, and who else was that?
[1:17:13] Oh, Mr. Wallen. Mr. Wallen. Mr. Wallen.
[1:17:16] And the police department that um got
[1:17:19] with the emails based on on what the
[1:17:21] concerns were and I know that Mr. Wallen
[1:17:23] is going to actually, I believe, going
[1:17:25] to Woodlaw to talk about traffic this
[1:17:26] week. So, there's a lot of conversation
[1:17:28] about traffic that's going on. Um, the
[1:17:31] other part of
[1:17:33] this is parking their hydrants. People
[1:17:36] have been getting a lot of tickets
[1:17:37] lately. So, I have a
[1:17:39] question. Does everyone know how far
[1:17:42] away you have to be from Hydra?
[1:17:45] Does anyone know? How many? 50. 5.
[1:17:49] No, I was going to say 100. Oh, no. I do
[1:17:54] not.
[1:17:56] It's actually 15 ft.
[1:18:00] Yeah. Yeah. It's pretty close to the
[1:18:03] highway. Oh, actually, um, somebody
[1:18:06] thought it was 5T. That's close to the
[1:18:07] hydrant. And I actually saw somebody
[1:18:09] park 2 feet away, and I'm like, I think
[1:18:11] you're a little too close. But, um, and
[1:18:13] I So, what I would like to recommend is
[1:18:15] that we actually paint. You know, that
[1:18:17] there's places there's curbing, it's
[1:18:19] painting. So, I'd like to recommend that
[1:18:20] we paint the curb. So, there's no
[1:18:22] guessing involved. Um, I'm not sure
[1:18:25] whose um department that falls under.
[1:18:28] I've got something that would make
[1:18:31] that. Okay.
[1:18:33] um but make that suggestion that if we
[1:18:35] could um you know do that. I don't know
[1:18:37] if the code even says anything regarding
[1:18:39] that but people have gotten tickets
[1:18:41] because their lack of knowledge. So if
[1:18:42] we have the opportunity to define it for
[1:18:45] people without them having to look up
[1:18:46] the code or try to figure it out or
[1:18:47] guess I think that would be an
[1:18:49] opportunity for us to do that. So I'd
[1:18:51] like to I would like to suggest that I
[1:18:53] guess I'd have to suggest it through the
[1:18:54] mayor's office and and I will definitely
[1:18:57] that. Oh, I'm sorry. There's one thing I
[1:18:59] forgot to mention about traffic.
[1:19:02] Um cuz I know that you got the text
[1:19:04] message as well. So you you got the text
[1:19:07] message. Um so we got three
[1:19:11] resolutions from excuse me petitions
[1:19:15] from Tracy Collins for the weight limit,
[1:19:17] the stop
[1:19:19] signs. What was the third? Speed. Speed
[1:19:22] speeding. Was it just speeding? It was
[1:19:25] definitely speeding on the petition. So
[1:19:30] um and in terms of the stop signs, we
[1:19:32] heard from our engineer and we heard
[1:19:34] from the uh traffic engineer in terms of
[1:19:37] whether stop signs make sense or
[1:19:39] something that we're would actually do
[1:19:41] there. And as I remember he's here to
[1:19:43] say to to talk uh to say so if uh we
[1:19:46] need that. But um that they that was not
[1:19:50] their recommendation even though the
[1:19:52] petition they did submit a petition. So,
[1:19:54] I want to just make sure I bring it
[1:19:55] forward because uh there was a text
[1:19:57] message that was sent um saying
[1:20:00] essentially that we didn't care about
[1:20:01] the safety of people on Kings Road and
[1:20:04] all of that. Um there was a text message
[1:20:07] which I I initially said something back
[1:20:09] in the text and I said, you know, this
[1:20:10] isn't this is not an official means of
[1:20:12] communication and I'll respond to you uh
[1:20:14] via email. So, I just want to know that
[1:20:18] that's out there and they are looking
[1:20:19] for a response to what we do on those
[1:20:24] petitions. And oh, part of the and the
[1:20:26] one of the petitions is um for the
[1:20:30] signage for the weight limit on Kings
[1:20:31] Road, which I did speak with Mr. um
[1:20:35] Collins, and I don't know if you all
[1:20:36] know, my understanding he's he's ill
[1:20:38] right now, so that's not why we're not
[1:20:39] seeing him there. Uh, one of them was
[1:20:41] the signage for weight limit on Kings
[1:20:43] Road and when I saw him at the
[1:20:44] comprehensive meeting for the for
[1:20:46] Woodlon. I told him that one I would
[1:20:48] bring forward and the others I felt like
[1:20:50] there was some decision that was already
[1:20:51] made and so I would bring this one
[1:20:53] forward. So I did ask Mr. um Canon who
[1:20:56] was here this evening to take a look at
[1:20:57] that and so he is here to explain to us
[1:21:01] about the signage for weight limit on
[1:21:04] King's Road.
[1:21:14] Okay, thank you. So, it's pretty simple.
[1:21:18] Uh, you have we have the list being
[1:21:21] handed out here of the roads that are
[1:21:23] posted for weight in the
[1:21:25] city and Kings Road is not on there. um
[1:21:29] we would we would do so if we see a
[1:21:32] reason to do that but uh it's not itself
[1:21:37] evident to do that. So and it has never
[1:21:39] been posted. I know that was a question
[1:21:43] did my homework on
[1:21:45] that. Mr. President, just question. So,
[1:21:48] um, wouldn't this
[1:21:50] uh was the petition that's not looking
[1:21:52] at me?
[1:21:54] Uh, what what level of consideration are
[1:21:57] we giving that petition cuz I think the
[1:21:58] people are seeing that.
[1:22:00] So, I'd like to uh let our engineer
[1:22:02] speak to that in terms of how we make
[1:22:04] those determinations and to my
[1:22:06] knowledge, it's not my petition. Mr.
[1:22:08] Wallen,
[1:22:12] we pardon. May I ask about wheat first?
[1:22:15] Oh, sure. Sure. Oh, yeah. Oh. Oh, wait.
[1:22:17] I'm sorry. It was on my committee. Yeah.
[1:22:20] So, Mr. So, um it's not on here. It was
[1:22:23] never on here. Um what would be the
[1:22:25] possibility of um because that's uh
[1:22:28] going over the new bridge and and
[1:22:30] construction and things that happened
[1:22:31] when I came through. Is it something
[1:22:33] that we should consider to maintain the
[1:22:37] road to maintain? So, it was never
[1:22:39] there. It was never there. Right. Right.
[1:22:42] So,
[1:22:43] is it something we can look into on
[1:22:45] different roads throughout the city that
[1:22:47] maybe not are listed on here? Is it
[1:22:49] something we can post there? Is there a
[1:22:51] lot of uh is there any way to um see
[1:22:55] what type of trucks are using K's road?
[1:22:59] Um as far as, you know, again, we want
[1:23:00] to maintain our our our roads, the
[1:23:02] asphalt, everything that's happening is it is it being used, I guess. So, a
[1:23:07] lot of that would actually have to do
[1:23:08] with engineering and kind of the
[1:23:09] physical makeup of the road. question.
[1:23:13] Well, I guess Mr. My question would be
[1:23:15] why, you know, maybe you'll have answer
[1:23:18] this. Why not post the sign if there is
[1:23:20] a weight limit and there's a concern? I
[1:23:22] know that there was just a water mane
[1:23:24] break there on Kings Road not too long
[1:23:26] ago. I don't know if that's a result of
[1:23:27] that, but I mean, if the people in
[1:23:31] requesting that and there is actually
[1:23:32] wait by I mean I guess my question is
[1:23:35] why not put the sign up?
[1:23:38] Well, I can say that there's a business
[1:23:40] that's on there that already has
[1:23:42] um trucks that are over 8 tons and the
[1:23:44] business is already located there. So,
[1:23:46] that that's going to be a concern. Um
[1:23:48] yeah, my my my thing is if there is a
[1:23:51] limit
[1:23:53] and then you know we should probably
[1:23:55] post it if people are saying that's what I'm saying. Why not post it?
[1:23:58] But I I appreciate what you're saying
[1:23:59] because Yeah. Sorry. there's there well
[1:24:02] that would mean that if we posted it
[1:24:03] that that business would not be able to
[1:24:05] do business because the trucks they have
[1:24:06] are over eight limits and is it's an
[1:24:08] existing business so um I didn't even
[1:24:12] realize what eight tons were but I got
[1:24:14] educated here by Mr. Wall told me what 8
[1:24:17] tons are. So I will let let him. So is
[1:24:19] the limit 8 tons right now? There is no
[1:24:22] limit right now. Okay.
[1:24:25] And never has.
[1:24:31] Is there a question? I was going to ask.
[1:24:33] Is there a question? Yes. Was there
[1:24:35] further clarification that we were
[1:24:36] seeking of Mr. Wall? Yes. Well, whether
[1:24:40] it makes sense, I guess you said there is no weight limit. You talked
[1:24:44] about the Could you just talk about the
[1:24:45] business that's there versus and what
[1:24:47] the impact would be? Sure. In terms of
[1:24:49] that, in our industrial zoned area,
[1:24:53] which is at the toe of the bridge on the
[1:24:55] border of the city, there is a use of
[1:24:59] Badger con uh Badger back trucks. I
[1:25:02] think they have about a half a dozen
[1:25:04] back trucks and the back trucks weigh
[1:25:06] somewhere around 15 tons.
[1:25:09] So if we ever were to post a street, we
[1:25:12] would probably need to include local,
[1:25:15] you know, local traffic only, 8 tons
[1:25:17] local traffic only so that this person
[1:25:20] could stay in business or we would need
[1:25:22] to somehow res I don't I I don't know,
[1:25:25] reszone the area and he, you know, get
[1:25:28] this business out of there and say that
[1:25:29] we no longer want that. Um, and I I've
[1:25:32] never heard of such a thing, but you
[1:25:35] know, that's what it is. And if we were
[1:25:37] to sign it 8 tons and still allow the
[1:25:40] Badger
[1:25:41] trucks, the problem is still there. The
[1:25:44] problem is specific to these trucks
[1:25:47] mainly because of their size. So that's
[1:25:51] whereas I don't know if this actually
[1:25:54] addresses the issue.
[1:25:57] Any other questions for So on the
[1:26:00] Roderdam side of the bridge, is there signs that that say eight tons?
[1:26:04] Yes.
[1:26:08] So, I don't know, you know, how we I
[1:26:12] don't I don't know how we change a
[1:26:14] weight limit that excludes a business
[1:26:16] that's existing.
[1:26:18] And I think Mr. Collins, as I
[1:26:19] understand, it was under the impression
[1:26:21] that there was signage, but Mr. Cannon
[1:26:23] is telling us that never that he he said
[1:26:25] to us that the signs were up and then
[1:26:27] were taken down. Mr. Canon was saying
[1:26:29] that based on our city code that and
[1:26:31] there's a list of streets you all have
[1:26:32] in front of you that there was no there
[1:26:35] was never a um signage on that
[1:26:37] particular street. Mr. Toro, thank you.
[1:26:39] Um tell me what 8 tons is. Like our
[1:26:42] trash trucks are how many? Well, that'd
[1:26:44] be heavier than that. Um 8 tons is
[1:26:47] 16,000 lb. I would guess our garbage
[1:26:50] trucks are probably similar to a vac
[1:26:52] truck. Somewhere around 12 to 12 to 18
[1:26:55] tons. And they're solid. So I I'm
[1:26:58] wondering though the property at the end
[1:27:00] of the street is is it I mean although
[1:27:03] they're heavy and they have to travel to
[1:27:04] get to their business, could we ask them
[1:27:06] to go maybe 10 m an hour traveling that
[1:27:09] road? I don't know. Just to to you know
[1:27:12] maybe it's the I know what it's like you
[1:27:14] know to have the house shake when big
[1:27:16] trucks go down my street. I'm wondering
[1:27:18] if if it's a speed factor if we could at
[1:27:21] least reach out to try to accommodate
[1:27:23] the homeowners on that street if maybe
[1:27:25] we would you know go a little less than
[1:27:28] a 25 mph speed limit. M I'm sorry. Yeah,
[1:27:32] Mr. W. Correct me if I'm wrong. The
[1:27:34] tonnage is a reference to the integrity
[1:27:37] of the road, right? That does that take
[1:27:38] into consideration its impact on local
[1:27:40] residents?
[1:27:44] It could be that. Yes. Uh usually um
[1:27:47] it's for bridges. That's where you would
[1:27:49] see it. You know um you know this list I spoke with my predecessors about how
[1:27:54] this list came to be and essentially
[1:27:56] this list came to be because of people
[1:27:59] who are your predecessors not mine. So
[1:28:02] if that makes any sense without getting
[1:28:04] more elaborate into it uh I've mapped
[1:28:06] this. I can send you the map of these
[1:28:09] roads. The maps of these roads is
[1:28:12] scattered. It's illogical. Doesn't make
[1:28:15] any sense. Okay. Right. It predates me.
[1:28:18] It predates Brian. It predates probably
[1:28:21] most of you. So to to ask if there was
[1:28:24] any logic behind this beyond why is
[1:28:26] there a logic behind stop signs on
[1:28:28] console road, right? That would say that
[1:28:32] your predecessors thought that this was
[1:28:34] the best course of action at the time.
[1:28:36] Uh I'm not going to stand and say that
[1:28:39] these roads cannot support more than
[1:28:41] four tons. I've never seen a two-tonon
[1:28:42] posting. that was new. A two-tonon would
[1:28:45] mean that anything bigger than
[1:28:46] essentially a Prius couldn't go down
[1:28:48] that road. So, we want to start doing
[1:28:50] that. Then that would be interesting.
[1:28:52] But,
[1:28:54] you know, um that I I wasn't even aware
[1:28:57] of this table till Brian found it.
[1:29:01] And it also says on there that it
[1:29:03] doesn't exclude um it's not it can't
[1:29:05] prevent delivery or pick up merchandise.
[1:29:09] Correct.
[1:29:11] The idea was to
[1:29:14] prevent trucks going. You know,
[1:29:16] similarly, uh you know, that was another
[1:29:19] reason certain one-way streets were
[1:29:21] created. Mhm. To make sure that trucks
[1:29:23] did not go down certain ways. So, it seemed that any decision we made
[1:29:32] would grossly impact this one company.
[1:29:36] And it sounds as if our intent is not to
[1:29:38] cause them any financial hardships um
[1:29:41] willingly or unwillingly. That's I I
[1:29:44] don't know what the direction is for
[1:29:46] that one aspect of it. Um but definitely
[1:29:49] for the other areas of this uh the
[1:29:51] traffic and the uh parking hydrants. I
[1:29:54] definitely think it's our responsibility
[1:29:56] as a city to make sure we are setting
[1:29:58] people up for success. I know this is a
[1:30:00] revenue line and I think it will always
[1:30:02] be present. Um but in response to the
[1:30:05] fee adjustments that we had at the end
[1:30:07] of last year, I think the felt changes
[1:30:10] is that we are uh putting in place
[1:30:13] additional mechanisms to get more money
[1:30:15] out of people and that's not the type.
[1:30:17] It's how we promote uh safer and more
[1:30:19] efficient uh adherence to our city code.
[1:30:22] Um so I think that's updating our signs.
[1:30:24] If that's painting, although it may be
[1:30:26] tedious, I imagine it will be. I think
[1:30:28] that just presents us as a city that's
[1:30:30] responsive to what the residents are
[1:30:32] saying. Um, but I do want to make sure
[1:30:34] we have a a time to address the aspect
[1:30:37] of the weight limit because that is
[1:30:38] going to take a considerable amount of
[1:30:40] conversation to get that moving.
[1:30:45] Are you requesting that only streets
[1:30:47] with curbs be painted or all? No, that's
[1:30:50] an issue. Not all streets have curves. I
[1:30:53] always forget that. Mhm. M.
[1:30:57] So, so would so with with streets with
[1:31:00] no curbs, how would we even how could we even do that? I mean, you
[1:31:06] can't spray the grass. It grows. It gets
[1:31:08] cut. So, you spray the road. Okay. Um I
[1:31:13] just Brian wants to say what that effort
[1:31:15] would be. It would be an effort. It was
[1:31:18] to paint the roads. We get quite tied
[1:31:19] up. That was our newest endeavor to to
[1:31:22] just to be clear to paint the curbs or
[1:31:24] to paint the your objective is to paint
[1:31:26] on each side of the hyphen, right? To
[1:31:28] make it clear as you can park. That's going to be similar to New York
[1:31:32] City. New York City. Isn't there someone
[1:31:35] who goes around and paints the hydrants?
[1:31:37] Isn't that I don't know if that person's
[1:31:39] even still doing that, but there I
[1:31:40] remember there being an article there
[1:31:42] was someone whose sole responsibility
[1:31:44] was just to paint hydrants.
[1:31:46] I we don't employ anybody that does
[1:31:48] that. Okay. It was in the newspaper. It
[1:31:50] was a volunteer. Oh, there it was a
[1:31:51] volunteer. Hey, a volunteer.
[1:31:55] Are you volunteering? Well, no.
[1:31:58] Can I just add the constituent that kept
[1:32:00] complaining? So, I went back to see
[1:32:02] Phyllis and uh she gave me a little jar
[1:32:04] and she said, "And that's for two
[1:32:05] hydrants." So, my friend and I went and
[1:32:08] painted his and then I painted the one
[1:32:09] in front of my house. So, anyone can do
[1:32:11] that. They will give you the paint for
[1:32:12] free. It has to be two hydrants.
[1:32:20] to the public. Well, Mr. Canon is saying
[1:32:24] that to do that would be
[1:32:27] labor intensive and you don't have
[1:32:28] anywhere to do that. Well, we do. It
[1:32:30] would just tie us off quite well just
[1:32:32] like I mean this is a a thought if just
[1:32:34] like we had the volunteer who was doing
[1:32:36] the P hydrants if if if it's allowed
[1:32:39] because I know there's union concerns
[1:32:41] and all that stuff. if that would be
[1:32:43] something that we'd be open to. All
[1:32:45] right. I guess a suggestion would be if
[1:32:47] we're being responsive to the data that
[1:32:49] we received, is there any way we can
[1:32:50] compile a listing of hydrants that are
[1:32:52] frequently ticketed um and start with
[1:32:56] those and maybe have a staged approach
[1:32:57] cuz sincerely it's not to preoccupy your
[1:32:59] time, which I imagine could be better
[1:33:01] used. I think it's just how do we take
[1:33:04] intentional steps showing the community
[1:33:05] that we hear you and we are working to
[1:33:08] alleviate that burden of not knowing
[1:33:11] what 15B is.
[1:33:16] Mr. Tor, thank you again. I I I would
[1:33:19] recommend we reach out to Chief Burns.
[1:33:21] Absolutely. And and have him put out a
[1:33:23] notice what 15 ft are. A lot of people
[1:33:25] are being ticketed. Uh 15 ft is, you
[1:33:27] know, just pretend your height double
[1:33:29] whatever. Um, triple triple triple for
[1:33:32] some of us short. Um, be consistent. You
[1:33:35] know, it's important that we have access
[1:33:37] to the having a fire in the in the wall
[1:33:40] at my house. Um, you know, I'm out in
[1:33:42] the middle of the driveway guiding the
[1:33:45] them down, even though the fire is 3 in
[1:33:47] from my driveway farthered in. But
[1:33:49] anyway, um, on their Facebook page, on
[1:33:51] their website, every time they put
[1:33:52] something out, you know, just to keep
[1:33:54] them clear.
[1:33:58] So I I would like to like I mean just we
[1:34:00] like we had volunteers that cleaned up
[1:34:02] 8.90 up above 890. There's just a lot of
[1:34:04] if we can get a volunteer effort to do
[1:34:06] that because I don't want to take the
[1:34:08] resources if um you know it would just
[1:34:11] be taking away from other things and if
[1:34:13] we if it's something we can get
[1:34:14] volunteers to do and you and it's
[1:34:16] something that the union doesn't have a
[1:34:17] problem with and that you're open to.
[1:34:20] Um, yeah, I
[1:34:21] would I would probably uh not volunteer
[1:34:26] any painting in the city at this time. I
[1:34:28] think that would be a bad idea. Me, too.
[1:34:32] Why is that? Painting. Any painting, not
[1:34:34] even the curbs. Correct. Okay. Any
[1:34:36] painting that our painters that are
[1:34:37] under us normally do. I would let our
[1:34:41] painters or someone like that normally
[1:34:43] do that painting. Oh, you would? Yes.
[1:34:45] Okay. What do I think? All right. I
[1:34:49] would
[1:34:51] um so then we would I guess start with a
[1:34:54] streamline list. Okay. Yeah. With a list
[1:34:55] of hide because people are I mean we
[1:34:58] don't randomly bring things up. People
[1:34:59] come to us like hey you know I'm getting
[1:35:02] tickets. A couple people I think last
[1:35:04] weekend and the one guy parked in
[1:35:06] fortunately for him even though I told
[1:35:07] him I know you're too close. He's like
[1:35:09] yeah and he walked
[1:35:12] away. So thank you again. And one last
[1:35:15] time, I think it's important that the uh
[1:35:17] fire department knows, you know, that
[1:35:19] the little handle on the top is up in
[1:35:20] the air because a lot of them are
[1:35:22] sideways and a lot of them don't have
[1:35:24] them on there. I do report that. So when
[1:35:26] you are parking, you can be aware that
[1:35:28] there's a fire hydrant maybe um with the
[1:35:30] grasses tall. Some of the hydrants are tiny, especially over in the
[1:35:34] woodline area. They're about this high.
[1:35:36] So again, that they're they're at least
[1:35:38] noticeable.
[1:35:41] All right, we'll get a list. Okay, thank
[1:35:44] you for your time.
[1:35:47] Uh, so with respect to the weight limit,
[1:35:50] um, I know you were looking to present
[1:35:52] this to council and the consideration
[1:35:54] additional ass at this point. Um, I'm going based on what's been said by
[1:36:00] um, Mr. Cannon and and Mr. um, Mr.
[1:36:04] Wallen in terms of there is there's no
[1:36:05] weight limit. I don't see how we change
[1:36:07] that.
[1:36:10] And I think as we look to make
[1:36:12] considerations to accommodate individual
[1:36:14] interests, I think it's important to
[1:36:15] just know that there are individuals in
[1:36:17] these positions with the lived
[1:36:19] experience and knowledge of these
[1:36:20] professions and um at this time there's
[1:36:23] no formal process to recognize a
[1:36:25] petition. Um but sincerely, if any
[1:36:27] residents affected by this decision feel
[1:36:30] so to continue voicing their concerns,
[1:36:32] please come to our council meetings and
[1:36:34] make that point clear. Uh if there are
[1:36:36] no other items to uh or no other
[1:36:40] considerations for this specific item,
[1:36:42] Miss Well, I just want Mr. Wallen, if
[1:36:44] you could just um once again for the
[1:36:46] sake of the public speak to how we came
[1:36:49] about the decision about not um doing
[1:36:51] this outside.
[1:36:54] Sure. We did traffic studies based on
[1:36:56] volume. What? On Kings Road. On Kings
[1:36:59] Road. Yep. We did a traffic study a year
[1:37:01] ago that was presented to the council.
[1:37:03] We've done sensor data. We've done
[1:37:05] counts and we have not found that
[1:37:08] traffic the stop signs are worn in the
[1:37:10] area.
[1:37:13] So, are there concerns about like if if
[1:37:16] you to add a stop sign, are there like
[1:37:17] safety concerns about that or is it just
[1:37:19] that it doesn't seem warranted? I guess
[1:37:23] well um you know it was brought up that
[1:37:25] u by the mayor several meetings ago that
[1:37:28] uh one of the things that you could have
[1:37:30] if we weren't properly
[1:37:32] um I don't know what we say vetted but
[1:37:34] you could get a rear end and somebody
[1:37:36] could say that stop sign shouldn't be
[1:37:38] there you know and maybe come and say
[1:37:40] something to the city. I mean the the
[1:37:42] whole idea with a stop sign is that you
[1:37:44] know you would need traffic to come from
[1:37:46] two directions not not just the one. So
[1:37:49] really you don't have cross traffic in
[1:37:51] the Woodlwan neighborhood that's a
[1:37:52] generator significantly like Kings Road
[1:37:54] would be. So then you you wouldn't need
[1:37:57] necessary to stop because the gaps are
[1:37:59] present enough where cars coming from
[1:38:01] the side can get onto King's Road. I
[1:38:03] doubt anyone ever says that they had a
[1:38:04] hard time pulling out on King's Road
[1:38:06] from any one of the side streets because
[1:38:08] it's a you know the traffic on there is
[1:38:11] not some kind of where you have like a
[1:38:12] state street where it's a just a
[1:38:14] continuous flow of traffic. Um, one of
[1:38:17] the things that I was asked to look into
[1:38:18] that I I will is that, you know, they
[1:38:20] are doing some development uh in the
[1:38:23] Woodwan area. Someone came to planning
[1:38:25] commission with some apartments and
[1:38:27] things like that. So, they were asking
[1:38:28] about that uh and how that development
[1:38:30] might affect traffic. Um, I will look
[1:38:32] into that because I'm sure I'm going to
[1:38:34] get questions on it Wednesday night. Um,
[1:38:36] but when the study was completed, there
[1:38:38] was no warrant and that's what for any
[1:38:40] stop sign or any traffic signal, you
[1:38:42] have to meet a warrant.
[1:38:47] And I just um just want to remind
[1:38:48] everyone that so when Mr. um Mr. Collins
[1:38:51] has been coming to us about the concerns
[1:38:53] there there have been some traffic
[1:38:54] calming measures that have been done in
[1:38:56] terms of crosswalk. Um was was there
[1:39:00] anything else besides the Well, we did
[1:39:01] crosswalk. We did road striping. Um you
[1:39:03] know, we narrowed the lanes. That's a
[1:39:05] number one thing that you do is you
[1:39:06] narrow the lanes to make the roads feel
[1:39:07] narrower. That does work. Um we did do
[1:39:10] guide rail at the corners around that
[1:39:11] area. Um you know the street was already
[1:39:15] narrow. We made it more. Um you know we
[1:39:19] like I said before that is it is a
[1:39:21] federally a eligible road. It's called a
[1:39:22] minor arterial. It is not kind of
[1:39:25] qualified as a local road like most of
[1:39:27] the roads. So that you know we would
[1:39:28] like to keep roads like that flowing and
[1:39:31] we like to keep them open. Technically
[1:39:32] those roads are the ones that I've
[1:39:34] recommended. We don't go putting speed
[1:39:36] tables and things on because those are
[1:39:38] the roads that we rely on to move
[1:39:39] traffic. um if we start with those then
[1:39:42] the local roads uh may get an influence
[1:39:44] where you want to be on that. So it is a difficult situation because
[1:39:49] everyone here deals with homeowners and
[1:39:50] it is tough to tell a homeowner that
[1:39:52] lives on Union Street or not or you know
[1:39:55] one of these local arterials that yes
[1:39:58] you have traffic and it will be more
[1:39:59] commercial in nature. It's just that's
[1:40:02] what it is because you know they it
[1:40:03] affects their quality of life and most
[1:40:05] of the things that bring up to you are
[1:40:06] quality of life issues.
[1:40:09] Mr. store. Um, when we were considering
[1:40:12] stadium selling and egress and people
[1:40:15] getting in or not, but it it was at that
[1:40:17] point it was it was uh it was said that
[1:40:20] there was an eight 8 ton limit. Uh, but
[1:40:24] is that Roderdam side or was that side
[1:40:26] as well? Rodam side. And I do want to
[1:40:28] say that my first time I've come from um
[1:40:31] King's Road uh towards um Skenctity and
[1:40:36] there is a sign there isn't a digital
[1:40:38] sign there telling me my speed now. Um
[1:40:41] coming over the bridge I was at about 30
[1:40:45] and it was flashing my speed and then
[1:40:47] down to 25. So um would it be possible
[1:40:50] to put something like that? I mean it I
[1:40:52] pay attention to that. Would it be
[1:40:54] possible to put something like that over
[1:40:55] by Kingsway? the people coming towards
[1:40:58] the bridge would slow down as well when
[1:41:00] they see the the the flashing sign.
[1:41:04] Sure. I can talk. It's usually PD.
[1:41:07] They're the ones who own own those
[1:41:09] signs, but I can talk to them about it.
[1:41:12] Start right cuz I just want to make sure
[1:41:15] that everyone understands that we didn't
[1:41:17] let it fall on deaf ears. No. Use the
[1:41:19] recommendation of our engineer because
[1:41:21] Yeah. And I just want and I'll bring it
[1:41:23] up when I see Tracy again is that much
[1:41:26] like everything else is that I just I
[1:41:28] feel like the council because I hope
[1:41:31] that they have faith in me. We lean on
[1:41:33] engineering a lot. We lean on
[1:41:36] engineering to fix the problems and not
[1:41:39] enforcement of the properties. So, you
[1:41:42] know, we can do these things just like
[1:41:43] you say. We lowered it to 25. That's a
[1:41:45] big change. New York State had to change
[1:41:47] legislation. We had to do it for 3 years
[1:41:49] and do a study. All right. Right. And
[1:41:51] now everybody's going, "Nobody's paying
[1:41:52] attention to 25. That's not on me." Mhm.
[1:41:55] All right. And we haven't had issues on
[1:41:57] Kings Road, but we're still having
[1:41:59] complaints. So now, you know, we're
[1:42:01] asked to fix issues that I have no
[1:42:04] documentation of. And then when I do a
[1:42:06] study and the issues don't come up, I'm
[1:42:07] still asked to fix the issues. And now
[1:42:10] it's a weight limit on a road. And even
[1:42:11] if I put the weight limit in place,
[1:42:13] there's tractor trailers that work on
[1:42:14] the road. So, you know, let's we just
[1:42:17] have to really be logical about what
[1:42:19] we're doing. And you know, we can do all
[1:42:21] of these things, but then you have to
[1:42:22] ask yourself, if we did everything,
[1:42:24] would we still have complaints? And I
[1:42:26] feel like we would. That's why we're
[1:42:28] relying on you for your uh your advice
[1:42:31] in these things. I think that's also why
[1:42:33] it's important to Mr. Wallen's point, we
[1:42:35] have to support the decisions that are
[1:42:37] made and accept our uh I guess stance on
[1:42:41] accepting and valuing Mr. responds
[1:42:43] feedback because to his credit he is
[1:42:46] sincerely working with very strained
[1:42:48] resources in the engineering department
[1:42:50] with the expectation to continue year in
[1:42:52] and year out to have greater impacts on
[1:42:54] the city and what I imagine is part of
[1:42:57] his unspoken uh frustration is
[1:42:59] continuing to have to respond to a
[1:43:01] project that he's already researched
[1:43:04] heavily and thoroughly. So I think part
[1:43:06] of it is we are not going to please
[1:43:08] everyone. I know we need talking to the
[1:43:09] choir. Um, but unfortunately there are
[1:43:12] other efforts and areas in the city that
[1:43:14] require the same due diligence from his
[1:43:16] office and I would imagine part of it is
[1:43:19] needs to get on to those areas as well.
[1:43:21] That is not uh a disregard to the
[1:43:24] individuals and residents of this
[1:43:26] neighborhood. That is just unfortunately
[1:43:28] there is not the we're not able to
[1:43:30] accommodate your request and that
[1:43:32] doesn't mean we don't value your
[1:43:33] opinions. It's just there's no
[1:43:35] justification to support them as we look
[1:43:37] at how you would roll that out to the
[1:43:38] entire city. Uh so I say there are no
[1:43:40] other questions or comments. Um asking
[1:43:43] for a motion to adjurnn. So second. All those in favor.
[1:43:50] Thank you Mr. Long. Um the next Oh, why
[1:43:54] are you here for this as well? Yes.
[1:43:57] Okay. Um so I'd like to call to order
[1:44:00] city development and planning. And we
[1:44:03] have nine items on the agenda. The first
[1:44:05] item is to authorize license for
[1:44:07] construction and ax access easement with
[1:44:10] the Max Maxon Road, excuse me, Max and
[1:44:13] Alpha Holdings LLC for the Mohawk Harbor
[1:44:16] Lookout project. Miss Barrage.
[1:44:19] Oh, that was a refer to Mr. Wallen.
[1:44:21] Okay.
[1:44:22] Two sessions ago, we approved a
[1:44:24] construction contract to Carver
[1:44:26] Construction to construct a landing at
[1:44:28] Mohawk Harbor. The landing is not on
[1:44:30] city property. In order to construct and
[1:44:33] then allow the public to use the
[1:44:35] landing, we need an easement.
[1:44:42] Any questions?
[1:44:43] Anyone? So, um, let's
[1:44:47] see. I think I asked this question of
[1:44:50] I'm not sure. So, this the doing this
[1:44:52] additional doing the with these this is
[1:44:55] not going to add any cost to the project
[1:44:56] essentially is my my question. No. No.
[1:44:59] Okay. So there's no additional cost. So
[1:45:02] any any questions at all? I move this.
[1:45:04] I'll second. All in favor? I thank you.
[1:45:08] And the next one is to award the bid
[1:45:11] contract
[1:45:12] for crack ceiling of select city streets
[1:45:15] 2025 to city mark striping LLC in the
[1:45:18] amount of $175,440.
[1:45:22] Yes. Yep. So every year we put out a
[1:45:24] crack sealing bid. Crack ceiling is the
[1:45:26] number one preventative man measure for
[1:45:28] preventing potholes. Uh this year we
[1:45:31] received five bids and the low bid was
[1:45:33] from um city Martin. Uh we have not
[1:45:36] worked with them but we did call
[1:45:37] references. They have worked
[1:45:38] municipalities and we have no reason not
[1:45:40] to recommend that we move forward. Okay.
[1:45:43] Any questions?
[1:45:45] Motion. Second. All those in favor.
[1:45:48] Thank you. Uh third I excuse me is to
[1:45:51] call for a public hearing for the
[1:45:53] redirection of a portion of Chrysler
[1:45:54] Avenue from a two-way street to a
[1:45:56] one-way street from the intersection of
[1:45:58] Craig and Main Streets to holster and
[1:46:00] their place. Mr. Wall U city engineering
[1:46:04] and development department has done
[1:46:06] multiple studies uh that have been
[1:46:08] brought and approved by the city
[1:46:09] council. First one was the Craig Main
[1:46:11] corridor study and then that was
[1:46:13] followed up uh recently by the Craig uh
[1:46:16] sorry Crane Albany corridor studies. Um
[1:46:19] part of that was the recommendation that
[1:46:21] Chrysler Avenue be turned to one way
[1:46:24] between Crane Street and Orander. Um
[1:46:27] this is a section if anyone is familiar
[1:46:29] that is extremely narrow. Uh it is
[1:46:32] difficult to navigate especially when
[1:46:34] there are two ways. Um and so the
[1:46:36] recommendation was to change it to one
[1:46:38] way. Uh we are bringing this for you now
[1:46:41] because I am in the process of about to
[1:46:43] bid a intersection reconstruction
[1:46:45] project at Crane Chrysler in Maine and
[1:46:48] the approval of this is necessary to
[1:46:51] move forward with that.
[1:46:55] So I I'm I'm sure most of us have driven
[1:46:58] that street. It is a narrow street. Even
[1:46:59] when there's no snow, you still have to
[1:47:01] pull over and let another car pass. Um,
[1:47:04] so the streets that that uh feed into
[1:47:06] that, are they both two-way streets? Uh,
[1:47:09] actually, no. It's the streets on either
[1:47:10] side of what's going to be the freshman
[1:47:12] academy when they open up next year. Uh,
[1:47:14] and I believe they're like one way going
[1:47:16] this way. Um, we have met though with
[1:47:18] the school district. They are aware of
[1:47:20] it. We have met with the fire
[1:47:20] department. We met with the police
[1:47:22] department. So, everyone is aware of it.
[1:47:25] Um, and and and I don't you shouldn't
[1:47:28] see any comments from them because we've
[1:47:29] been working with them for about a year
[1:47:30] on it. Okay. All
[1:47:32] right. And
[1:47:35] so which where so which direction will
[1:47:38] the traffic now be? It will go from the
[1:47:39] intersection of crane towards Orander.
[1:47:42] Okay. All
[1:47:43] right. Any other questions? Anyone?
[1:47:46] Okay. I'll see a motion. So move second.
[1:47:49] All those in favor I. Thank you, Mr. R.
[1:47:52] Thank you. You're welcome.
[1:47:54] Uh item number four.
[1:47:58] Okay. was uh to reassess yearround
[1:48:01] alternate side of the street parking
[1:48:03] policy. Mr. Farley, sure. Um I thought
[1:48:07] we were going to be bringing this back.
[1:48:09] That's what he's going to tell you.
[1:48:10] Okay. Okay. Yeah. So, I've talked to the
[1:48:12] Bureau of Service uh deputy commissioner was out. He's on vacation,
[1:48:17] but the chief of police is also away on
[1:48:18] vacation. And the assistant chief asked
[1:48:21] uh if that we could push this so that
[1:48:23] they can have a uh detailed response
[1:48:26] regarding this issue as a group. Nope. I
[1:48:27] appreciate informed decisions, then
[1:48:29] yeah, you can definitely do that. Okay,
[1:48:31] we'll bring that back into the Thank you
[1:48:32] very much for your time. You're welcome.
[1:48:35] All right, the remaining uh items are
[1:48:37] for property sales. So, um I enterain
[1:48:40] motion to recess planning. Second. All
[1:48:44] in favor? I
[1:48:47] I'd like to call the order of claims
[1:48:49] committee. We have one item on the
[1:48:50] agenda tonight. Um that is a discussion
[1:48:53] about the needs to be had in executive
[1:48:55] sessions. May motion executive session
[1:48:57] motion second. All those in favor I
[1:49:01] session. Any members of the public will
[1:49:03] have to
[1:49:05] read. I don't see any
[1:49:11] [Music]
[1:49:45] Heat.
