[52:19] that comes to consolidates budgeted if

[53:36] be clear on this as well what's not
[53:38] represented here and I also have in my
[53:40] notes is the storm water control
[53:42] officer. One of the things that I talked
[53:45] about at a council meeting when I did an
[53:47] update was the importance of the city
[53:50] being prepared for all the new MS4
[53:52] requirements and all the reporting and
[53:54] inspections that go along with that.

[56:35] turn agreements architects, traffic
[56:37] engineers, electrical engineers,
[56:39] mechanical engineers because remember
[56:40] it's not only uh roads we do all the
[56:42] buildings and facilities. So we have a
[56:44] lot of people that we that we rely on
[56:46] that keep everything together. So with
[56:48] these consultants on board and with the
[56:50] staffing that you currently have here at
[56:52] the key level with uh with all the
[56:55] projects that you have currently
[56:57] >> next year will be exceptionally busy
[57:00] year because it'll eventually be the end
[57:04] of a big jump right the money is kind of
[57:08] run out right so those projects are done
[57:10] but next year we're going to have um the
[57:12] DRRi money that all money is being spent

[57:19] then they got credit tree which is being bid at the end of the year and
[57:23] that's a $13 million project. So that's

[1:02:09] the mayor sign off might be a minorly
[1:02:12] different paving where I'm looking to
[1:02:14] try to do some of my larger nuisance
[1:02:18] projects. So, um, we have some areas
[1:02:21] like, um, in front of, uh, by Mount
[1:02:25] Pleasant and tennis courts, there's an
[1:02:27] area there where we have a triangle.
[1:02:28] We're looking at redoing that. We've had
[1:02:30] some accidents, uh, in that area, and
[1:02:33] we're looking to reconfigure the ropes
[1:02:34] there. We also have some areas that are
[1:02:36] concrete roads, specifically Michigan
[1:02:38] Avenue and Almont Avenue by 890. It's uh
[1:02:42] concrete roads that are in rough shape,
[1:02:44] you know, and uh looking to do um Gulf
[1:02:47] Road, add an official turn lane at the
[1:02:50] cross town right now. It's kind of one
[1:02:51] and a half lanes. It's a little little
[1:02:53] tricky there. We have a plan for that.
[1:02:55] Also going across and uh cleaning up the
[1:02:58] entrance to the golf course. Um and then
[1:03:00] we're working with uh you know, Mike
[1:03:01] Sesnney on a bunch of areas. The big
[1:03:03] thing that we also are trying to do when
[1:03:05] we have our paving program is eliminate
[1:03:07] areas of icing. So we have some lowline
[1:03:10] areas. We have an area in Woodan right
[1:03:12] now that we're working with connecting
[1:03:13] municipal housing on Mville with roadis
[1:03:16] because it's low. We're looking to do a
[1:03:18] project there to raise the road because
[1:03:20] the less uh icing that we have on the
[1:03:23] road, the less work for our DPW crews
[1:03:25] because it is a specific focus where
[1:03:27] they have to birth dispatch ice
[1:03:30] locations. Um, another one we just are
[1:03:32] doing now is on rugby bowl plot. You see
[1:03:35] a little corner work we're doing there
[1:03:37] that ended up being some icing and some
[1:03:39] flooding areas that we have there. But
[1:03:41] we're trying to pick away at it. But I
[1:03:43] will have a an idea more towards
[1:03:46] January. Right now we're just wrapping
[1:03:48] up talking about
[1:03:50] normal part to the tennis court. That
[1:03:54] section was the others were paid but
[1:03:56] that section was um not paid. Is there a

[1:05:19] everything. It's that, you know, um, I
[1:05:22] looked at the city of Alby's budget.

[1:05:26] ours, but like I say, they spell out
[1:05:27] everything. So when we get CHIPS money,
[1:05:29] we paid for Chips money. same we uh you
[1:05:32] know we separated chips and CDBG trying
[1:05:34] to focus. So um so the idea behind that
[1:05:39] was that we would put x amount of
[1:05:42] dollars into what Alman would call speed
[1:05:46] mitigation traffic mitigation and they
[1:05:48] dedicated uh million to $2 million a
[1:05:51] year to it and that's how they put in
[1:05:53] their their traffic humps and speed and
[1:05:55] all those things. They use that funding
[1:05:57] not the chips funding and they actually
[1:05:58] had a line called traffic. So I kind of
[1:06:00] copied that and put the amounts in. But
[1:06:03] you know given the situation that we
[1:06:04] have you know fiscally was you know
[1:06:07] those were some of the first things that
[1:06:08] we looked at to say we haven't done this
[1:06:10] in the past now really the best time to
[1:06:12] start. Um it's not to say that we can't
[1:06:15] put in stop signs and do some work with
[1:06:17] chips money is possible. It's just the
[1:06:20] idea that
[1:06:22] the budget to what we would like to do
[1:06:25] and not budget in this shop manner of
[1:06:28] we're going to tell the city engineer
[1:06:30] what we think and he's going to have to
[1:06:31] figure out how to pay for it. You know,
[1:06:33] it's that if the city would like to see
[1:06:37] the creation and the installation of
[1:06:38] speed humps, then we have to put
[1:06:42] something in the budget similar what we
[1:06:43] did with the sidewalks that says is that
[1:06:45] we believe that we need to do this. will
[1:06:46] put in x amount of dollars for me to do
[1:06:49] that and if it's not in the budget so that I'm going to continue to
[1:06:54] do the base work

[1:08:00] how does the city function where a lot
[1:08:02] of the projects and I appreciate our
[1:08:03] conversations, they require that
[1:08:05] historical context to understand how to
[1:08:07] mitigate some unforeseen issues that you
[1:08:09] just wouldn't know if you weren't here 5
[1:08:11] years ago. And that's why I appreciate
[1:08:13] the two legit knowledge of Mr.
[1:08:15] supportive field just calling those out
[1:08:18] because having a source reference
[1:08:19] knowledge is important to understand
[1:08:21] that we don't repeat some lessons
[1:08:23] learned that just aren't captured with
[1:08:26] um newer individuals at the table. Um
[1:08:29] but for the amount of time that I've
[1:08:32] been on the council, we just continue to
[1:08:33] hear how it's difficult to provide a
[1:08:36] support or a secession. Um if you
[1:08:40] wouldn't mind. Um but sincerely it needs
[1:08:42] to be a hyperfocus
[1:08:44] uh because to me a number of the
[1:08:46] projects that were just identified at
[1:08:48] the table those would fall into the work
[1:08:49] task in excess of the core operations.
[1:08:52] Um we talk about mental health in the
[1:08:55] workplace. I the thought of you being so
[1:08:59] cautious the time you take away from
[1:09:01] your job because of how it will halt for
[1:09:04] how it will halt operations at the city.
[1:09:07] I would imagine that is a component of
[1:09:09] your consideration. And I hope that at
[1:09:10] this stage in your career, you
[1:09:11] understand you have to step away at
[1:09:13] times. Um, but again, with respect to
[1:09:17] engineering, you just keep asking for
[1:09:18] more and more and more and more. And
[1:09:20] it's with good good measures like safety
[1:09:22] considerations, paving schedules,
[1:09:24] they're things that matter to the
[1:09:25] community. Um, but even with the fee for
[1:09:27] service line, I shadowed your department
[1:09:29] for a brief moment and I felt like I was
[1:09:31] taking away your time. Um, but even for
[1:09:33] the projects that you're not managing
[1:09:35] directly, you're indirectly managing
[1:09:37] them because a member from your office
[1:09:39] has to sign off phone at the end of the
[1:09:41] day. Um, so I would even say that that's
[1:09:43] double the work. Um so although we can
[1:09:47] align the budget, there needs to be an
[1:09:50] emphasis from within city hall because
[1:09:52] again that is a big shortfall and I do
[1:09:55] not want to see us continue down this
[1:09:56] path of having individuals with uh so
[1:09:59] many different varying responsibilities
[1:10:01] that sometimes exceed their immediate
[1:10:03] role set and as we replace them we now
[1:10:06] have to decouple all these things and
[1:10:08] it's more difficult. Um, so I see this
[1:10:10] is as a a crossroad for us and I hope
[1:10:14] that we can address this move forward
[1:10:15] and I hate the word hope because we have
[1:10:17] to figure it out eventually, but to me
[1:10:19] it doesn't seem like we are. Um, so I
[1:10:22] can thank you and we can all thank you
[1:10:24] for what you do. Um, but until we
[1:10:25] provide you some supports, it this is a
[1:10:28] ticking timeline and I am one of a lot
[1:10:32] of members in our community that have
[1:10:33] moved back with the hopes of putting
[1:10:36] some supports or with the hopes that
[1:10:38] this will still be here and I don't want
[1:10:40] to see your good efforts fall by the
[1:10:42] wayside because of our poor plan.

[1:11:24] we're trying to track things
[1:11:25] differently. And I do think it helps
[1:11:27] when you have things um more itemized
[1:11:30] like what we're talking about. That way
[1:11:32] you can just see these are at hand. Um,
[1:11:35] and like I I really do think that with
[1:11:37] the end of the ARPA and the DR, which I
[1:11:40] hope I think that might have been a lot
[1:11:41] of funding, you know, we had a lot of
[1:11:43] projects in a very short amount of time
[1:11:45] and we didn't, you know, increase staff
[1:11:47] to handle it. It was just a lot going
[1:11:48] on.

[1:13:11] permit had to do with anything that was
[1:13:13] on a private property such as you're
[1:13:16] paving your driveway but uh I had a
[1:13:19] review in the past from municip If it's
[1:13:22] a curve cut, if sidewalks, anything in
[1:13:24] the right that the check and I do get
[1:13:26] that call from code officers that say
[1:13:28] it's a new curb cut, does this curb cut
[1:13:30] mean city standard? And then I will
[1:13:32] review it and check. But if it's just
[1:13:34] someone wants to retake the driveway, I
[1:13:36] don't I don't have to
[1:13:39] that has been done.

[1:15:07] capital lines. They were not in the
[1:15:08] operating budget. They could go in the
[1:15:09] operating budget but those were things
[1:15:11] that were in the capital. But once again
[1:15:13] is that this is a tight budget. So they
[1:15:17] were they were wanted to have them in
[1:15:19] there to show that we talked about these
[1:15:21] things. I added the budget but you know
[1:15:23] we had to have some discussions when we
[1:15:25] get to our capital about things that are
[1:15:27] you know more important than that. And
[1:15:29] there may be some ways around it, but
[1:15:31] also it would be great if you know I
[1:15:34] guess we didn't, you know, off the focus
[1:15:36] of trying to do so much, you know, and
[1:15:38] that's that's the thing is that in the
[1:15:40] city the Craig Street project and
[1:15:43] putting four stop signs up sometimes
[1:15:45] take just as much time. Know there's a
[1:15:46] lot of conversations that need to happen
[1:15:48] with both of those projects. So there are time cons,

[1:17:49] stations. What we're looking to do is
[1:17:51] currently we have five charge point
[1:17:54] charging stations. They were installed
[1:17:56] over 5 years ago. Um we've been having
[1:17:59] some issues with the annual maintenance
[1:18:01] fees on them and some of the
[1:18:03] repairability. um our facilities
[1:18:05] department um asked that uh we
[1:18:08] transition those to link well the
[1:18:10] stations that we've been putting in
[1:18:12] lately. Um we have some right in back
[1:18:14] city hall. We're also putting some in at
[1:18:16] the golf course. There's two and some
[1:18:18] other areas in the city. We have both
[1:18:20] stations going in. So this is to replace
[1:18:22] the existing stations and put in a
[1:18:24] couple new stations for electric vehicle
[1:18:27] charging. The next fire station
[1:18:30] improvements. So that is I had three
[1:18:33] improvements. So we did a lot of work to
[1:18:36] fire station one replace their APA
[1:18:39] heating system
[1:18:41] really successful project. They also had
[1:18:43] a uh whole house generator but in doing
[1:18:46] that what we have now is they have a
[1:18:48] console on the front of their building.
[1:18:51] Um the console used to be where dispatch
[1:18:53] was now we moved to a central dispatch
[1:18:54] but that console remains. It is a very
[1:18:57] large hardwired console. uh and it's
[1:19:00] taking up space. It looks like something
[1:19:03] from NASA via Houston. We have a
[1:19:06] problem. I mean, it is an old
[1:19:09] and so we have uh some folks to remove
[1:19:11] that and refurbish that room so they can
[1:19:13] turn it into uh more administrative
[1:19:15] spaces. Uh we're also looking at doing
[1:19:18] the roof uh at station two and at
[1:19:21] station 4. So that is fire station
[1:19:25] improvements, parking kiosks. Um, I know
[1:19:29] as we're transitioning to Lazo, but we
[1:19:31] have a lot of outdated kiosks around the
[1:19:35] world. We doing even though we did
[1:19:36] upgrade some, we have a lot of uh kiosks
[1:19:39] that really need to be upgraded with the
[1:19:40] new displays. So, this is to buy, I
[1:19:43] believe, 10 new kiosks and locate them
[1:19:45] in our busier area, do a whole
[1:19:47] reshuffleling of a kiosk working with
[1:19:50] the uh PD department. Um, paving that is
[1:19:53] our general paving fund. That is in
[1:19:55] addition to chips. um that is for work
[1:19:58] that is not chips eligible. It is really
[1:20:01] useful to have uh funds dedicated to
[1:20:03] paving for nonchips eligible work
[1:20:06] because chips does have requirements.
[1:20:08] The next one um replacement of green
[1:20:11] houses at Central Park. Um we have two
[1:20:14] green houses at Central Park that are
[1:20:16] dating back to 1950s. They are our last
[1:20:18] green houses with antlated controls.
[1:20:21] We've installed uh a new teaching
[1:20:23] greenhouse with a grant that we got from
[1:20:25] Brookley for set. That greenhouse is a
[1:20:28] polycarbonate greenhouse. It is
[1:20:30] phenomenal. Their production has doubled
[1:20:32] using the greenhouse
[1:20:34] >> and um instead of investing money into
[1:20:38] those old green houses and I were like
[1:20:41] done. So we're looking at uh new two new
[1:20:45] green houses that are polycarbonate that
[1:20:47] will use their automation system. Um the
[1:20:50] green houses will be almost identical
[1:20:52] size but more configured for production
[1:20:54] just longer traditional green houses. Um
[1:20:58] so that's one of them and then signage
[1:21:00] which is central park signage. So we've
[1:21:04] been working for well over two years on
[1:21:06] uh installation of signage wayfinding
[1:21:09] signage in Central Park and um I spoke
[1:21:12] with Derek about it. I hope you're using
[1:21:14] general paving funds because we do
[1:21:16] signage with general paving. However,
[1:21:19] since we're not paving all the roads
[1:21:21] around the park because we've had them
[1:21:23] come, it's uh safer to council just to do it this way. These are, you know,
[1:21:29] not street signs. These are decorative
[1:21:31] signs similar that you would see in a in
[1:21:33] a state park that would be placed at the
[1:21:35] main entrances around the park. Um it's
[1:21:38] good timing for it because now
[1:21:39] everything's kind of set where it is. Um
[1:21:42] we know where everything's going to be.
[1:21:44] So, that is uh the next one. So those
[1:21:47] were the uh the replacements for
[1:21:52] >> So we do have some signage around
[1:21:54] Central Park replace those
[1:21:58] >> any signs that was like rose garden
[1:21:59] signage that's going to remain that were
[1:22:01] privately funded that rose garden
[1:22:02] signage. This is more weight finding.

[1:22:06] the perimeter of the park of not so much

[1:22:18] want to make sure people know where that
[1:22:20] is. So we have a plan um and we're ready
[1:22:23] to go. It's just that we need the
[1:22:24] funding.

[1:25:00] and the curb going in. And that's the
[1:25:02] continuation of that path all the way
[1:25:04] from there. And that's going to be a
[1:25:06] federal project that we're working on
[1:25:07] next year as well, which is the
[1:25:09] continuation of that path from the
[1:25:11] environmental education center at the
[1:25:13] state so that someone on a bicycle could
[1:25:15] have a dedicated path all the way from
[1:25:17] state fair to city hall. So effectively,
[1:25:21] you could ride the bike on a dedicated
[1:25:22] path from State Street to the farm,

[1:25:27] to get you from here to Union Street so
[1:25:30] that we could connect you to the Mohawk

[1:30:28] worked on doing some of the capital
[1:30:32] support the actual plants and other
[1:30:34] things are run by cooperative extension.

[1:35:36] are more public or in the neighborhoods.

[1:35:46] that are a bit more neighborhood

[1:35:54] it is it's challenging. You need to have
[1:35:56] a specific set of circumstances if you

[1:36:04] may be feasible but I don't know if I
[1:36:06] want to purchase a vehicle based off of
[1:36:08] that.

[1:39:26] were kind of behind uh last year's
[1:39:28] revenues for most of the year. We
[1:39:29] managed to catch up um at the beginning
[1:39:33] of this month and I think we're going to
[1:39:34] start being able to pull away from last
[1:39:36] year's numbers now as a result of that.
[1:39:38] But it took us a while to get there when
[1:39:39] we finally did get past that hurdle. Um
[1:39:43] I would probably say since mid June
[1:39:45] right through to now I mean the
[1:39:48] weather's been incredible and it showed
[1:39:51] um just the amount of people that we've
[1:39:53] been able to bring through there. I
[1:39:55] think golf courses in general rest the
[1:39:57] capital region have really um seen a lot
[1:40:00] of success this year. Well, the last two
[1:40:02] years really but uh it was a nice
[1:40:04] turnaround because it was it it didn't
[1:40:08] look it was kind of bleak in the
[1:40:09] beginning of the year. Sure.

[1:41:15] rounds a day and I think we we're just
[1:41:19] seeing that number almost maximum every

[1:42:30] Um, even as a kid growing up,
[1:42:34] it's pretty remarkable. I have never
[1:42:37] seen a golf course look in the condition
[1:42:38] that it is right now. I was at the Ryder
[1:42:40] Cup at Beth Paige a few weeks ago
[1:42:44] >> and you look at the shape of the holes
[1:42:46] and you know you can tell when a golf
[1:42:47] course has a high punch. You just just
[1:42:50] by the way it's manicured. It's just as
[1:42:52] simple as that.
[1:42:54] >> You look down the first fairway of our
[1:42:56] golf course and I'm like man it's not
[1:42:58] that much different. I mean, just the
[1:43:00] definition of it,
[1:43:03] just the the plane condition, but that's
[1:43:05] the one area that I hear mostly from
[1:43:09] golfers all over the Capitol region that
[1:43:11] come here. They're like, "This place."
[1:43:14] >> I mean, I think the biggest complaint
[1:43:17] now is the rough is too hard. The grass
[1:43:19] is too long in the rough. But see, the
[1:43:21] issue is that the rough never got the
[1:43:24] watering system to hit those areas. Now,
[1:43:26] it is. It's healthy. So now they're
[1:43:29] discovering it's it's a little more
[1:43:31] difficult in in that respect, but it's
[1:43:33] not because the grass is longer, it's
[1:43:36] healthier.
[1:43:37] >> And that's the one and actually they've
[1:43:39] cut the grass a little bit shorter in
[1:43:40] that regard, but because it's thick and
[1:43:42] healthy. So I mean, you see it in in
[1:43:44] neighborhoods when when a person really
[1:43:47] takes care of their lawn and so they're
[1:43:48] well manicured. You go on there, you see
[1:43:50] how healthy the grass is. That's what
[1:43:52] it's like at our facility. Every square
[1:43:54] inch of it.
[1:43:57] How how is the new vendor the concession
[1:43:59] side working on? Fantastic. Mr. Nick's
[1:44:02] been great. He's um I mean that that's
[1:44:05] another area. He's completely
[1:44:06] transformed. If anybody's been in there,
[1:44:09] you see it's it's u it's a complete 180
[1:44:12] from what it's been. I mean, I June and
[1:44:14] Dave did a very nice job for what they
[1:44:16] had, but he's brought it to a different
[1:44:19] level. It's much more professional. Um
[1:44:22] just the look of the the facility in
[1:44:24] general. It's more accommodating. And
[1:44:26] he's getting people that aren't there to
[1:44:28] play golf. They're just coming there to frequent the place.

[1:44:52] accommodating for other things. Um and
[1:44:55] he's util utilizing every inch of that
[1:44:57] space. So he's done a tremendous job

[1:47:38] all gung-hong and say, "Yeah, I want to
[1:47:40] get it." And the number goes up, then it
[1:47:41] comes and flows. Um,
[1:47:45] I personally like it when that number's
[1:47:47] lower because we're able to get it more
[1:47:48] agree. I think we do better revenue wise
[1:47:50] when the season memberships are lower.
[1:47:53] And my So, one of the things I just
[1:47:56] wanted to point out with Matt, I think
[1:47:57] you detailed it. One of the things that
[1:48:00] Matt has to has to handle which is a big
[1:48:04] task and what we work together on is t
[1:48:08] times the final. So you know I can
[1:48:11] honestly right now tell you the maximum
[1:48:14] amount of revenue the course could make.
[1:48:16] It's just an equation. It's the amount
[1:48:18] of tea times times the amount of days
[1:48:20] that were open times a non-resident rate
[1:48:23] for the car. And I could show you that
[1:48:24] number and I this is the maximum this
[1:48:26] portion is ever going to make. But what
[1:48:29] Matt really is managing which is
[1:48:31] difficult is you have events, you have
[1:48:34] leagues, you have the public and you
[1:48:36] have season passholders. You have those
[1:48:38] four categories and I might be missing
[1:48:40] one. Correct me if I'm wrong. And we
[1:48:42] have to manage how we have those four
[1:48:44] categories into this finite block of
[1:48:47] times. If Matt wanted to, he could book
[1:48:51] an event almost every single day,
[1:48:54] but then the public won't be able to
[1:48:56] play the golf course. Similarly, a
[1:48:58] league. He has a waiting list, I
[1:48:59] believe, for leagues. We could have
[1:49:01] leagues go from 9:00 am to 5:00 pm. Once
[1:49:03] again, then the public cannot play the
[1:49:05] golf course.
[1:49:05] >> So, it's a balance of when do we
[1:49:07] actually allow leagues to come and if a
[1:49:09] league goes, there's a back when we want
[1:49:11] to some public events. We stopped having
[1:49:13] events on certain days.
[1:49:14] >> Yeah. We haven't we've decided not to
[1:49:17] take events on weekends just because
[1:49:19] that's a peak time for us uh the most
[1:49:22] popular time for the general public to
[1:49:24] be able to play the golf course. But as
[1:49:25] Chris described, those four entities,
[1:49:27] they all have important value to the
[1:49:30] course. It's important to have events
[1:49:31] there
[1:49:32] >> so you can showcase the golf course.
[1:49:34] It's important to have play. And of
[1:49:36] course, it's extremely important to have
[1:49:38] regular. Um, and all four serve a
[1:49:41] purpose for that facility.
[1:49:44] But trying to balance them all is the

[1:52:00] leagues this many times a year, it would
[1:52:03] generate this amount of uh revenue." Um
[1:52:07] I'm thinking um u quite um selfishly
[1:52:12] about like how could we manage that and
[1:52:14] maybe produce some revenue for our
[1:52:17] existing youth employment line that that
[1:52:20] I'm just kind of bouncing that idea out
[1:52:22] there. Actually, my question is very
[1:52:24] much related to
[1:52:28] Max has really done a great job of
[1:52:30] balancing the whole thing. And the one
[1:52:31] factor right now to drive revenue what
[1:52:34] is slightly beyond our control. It's the
[1:52:37] weather.

[1:54:33] things already, but they're just in
[1:54:34] separate entities. We have a public, we
[1:54:37] have the tennis courts, pickle ball, and
[1:54:39] all that, but they're located throughout
[1:54:40] the city. It's not in one specific
[1:54:44] facility. Like at Mohawk Club, for
[1:54:45] instance, you go there, they have a
[1:54:47] pool, they have locker room, they have
[1:54:48] clubhouse. Um, everything is right
[1:54:50] there, centrally located. It's very
[1:54:52] convenient.
[1:54:53] >> But their membership are their
[1:54:55] membership fees are $10,000 for a family
[1:54:57] of four.

[1:55:00] between that and talking about how
[1:55:01] amazing to your point and everyone's

[1:55:43] youth a program, then I would say you don't hide the fee. You don't you
[1:55:49] know you put it out there and you put a
[1:55:51] poster on the golf course and you say
[1:55:53] that like the city of Skenctity fees are
[1:55:56] helping fund X. So maybe, you know,
[1:55:58] you're going to get the cranky old
[1:56:00] people that have been there for 50 years
[1:56:01] that'll say, "I can't believe the fees
[1:56:02] went up to $2 instead of one." But, you
[1:56:05] know, you're giving us to say this is
[1:56:07] what we're doing with it. This is the
[1:56:08] part between that. The only thing that I
[1:56:10] want to make sure is, you know, once
[1:56:12] again, if we're trying to operate this
[1:56:14] golf course fiscally responsible, is
[1:56:16] that if you were to look on page um 90
[1:56:23] and this is, you know, typically how we
[1:56:25] go see it is that you're going to see
[1:56:27] transfer to general fund, audit fund,
[1:56:30] super fund 250, and 2,000. And then
[1:56:34] underneath you're going to see a
[1:56:35] transfer to capital fund, which is
[1:56:37] blank.
[1:56:38] The reason that that's usually blank is
[1:56:40] that we don't anticipate ever, you know,
[1:56:43] a revenue, right? We we make sure our
[1:56:46] expenses equal our our revenues. And
[1:56:49] then what to Matt's point, right? Right
[1:56:51] now, all things considered, we're moving
[1:56:54] into the black, right? We we're slowly
[1:56:57] creeping into the black. As we creep
[1:56:59] into the black and hopefully our
[1:57:00] revenues pace our expenses, then that
[1:57:03] transfer to the g capital fund goes up.
[1:57:05] Tick tick tick tick tick tick. And
[1:57:07] that's what we use for our capital,
[1:57:09] which you're going to ask about lately.
[1:57:11] Next, if we start taking the capital
[1:57:16] fund revenue, then we're not going to be
[1:57:18] putting any money into our savings, and
[1:57:20] then we're going to be reonding on
[1:57:22] bonding to buy our mowers and equipment.
[1:57:25] So, it would need to be, you know, the
[1:57:28] transfer of the general fund would need
[1:57:30] to be equal. And then we still need to
[1:57:31] be able to make sure that we have a
[1:57:33] capital fund, you know, and and that's
[1:57:34] to the mayor's point, but even if it
[1:57:36] rains, you know, we can't anticipate
[1:57:37] every day being sunny that we have to
[1:57:39] because if we bring our transfer of the
[1:57:41] capital fund to zeros, our savings will
[1:57:44] go down very quickly and then we're
[1:57:47] going to rely on bonding, which we
[1:57:49] haven't had to do before.

[1:57:53] point is saying like even even with that
[1:57:55] consideration made then what we're
[1:57:57] essentially saying is that and and I
[1:57:59] agree with you like you know just be
[1:58:01] really clear and transparent about why

[1:58:04] that would actually encourage people to
[1:58:07] um feel a little bit better about you
[1:58:10] know about paying an increased fee
[1:58:11] because they recognize that you know
[1:58:13] it's you know going to to something
[1:58:15] that's also it's being reinvested in the
[1:58:18] community right and that then we get the
[1:58:20] economic benefit of that dollar and that
[1:58:22] so on so forth with the public safety
[1:58:23] yada yada stuff I've been saying for
[1:58:25] years but so I say yes um do that and
[1:58:28] I'm and and the I guess the formula I
[1:58:29] would say is that I'm sure you guys are
[1:58:30] going to come and say you know we put a
[1:58:32] lot of money into this golf course and
[1:58:34] it's absolutely beautiful, one of the
[1:58:36] best around for what it is. Um, so we're
[1:58:39] going to, you know, we just we justify
[1:58:41] increasing the fees and still leaving a
[1:58:44] lot of daylight between us and the p
[1:58:46] private golf course, right? So, my
[1:58:48] saying is like maybe we if you could
[1:58:50] figure out what that formula would be,
[1:58:51] what is it what does it look like to um
[1:58:55] increase fees to where we're able to put
[1:58:58] the money away, but there is that
[1:59:00] additional and intentional couple bucks
[1:59:03] spread across everyone that could equal
[1:59:05] to this $200,000 and then we can fund a
[1:59:07] youth program which puts money back into
[1:59:10] the community and saves us money in the
[1:59:12] public safety uh alliance. as well. So,
[1:59:15] like that's what I'm suggesting we do.

[2:00:36] strangers they may not know and that's
[2:00:39] kind of part of it being on a public
[2:00:40] golf course that's sort of what goes
[2:00:43] along with that uh facility.

[2:00:51] individual of 16 years old may not be
[2:00:53] able to handle that sort of pressure or

[2:02:33] with this little handout that I showed
[2:02:35] you was that there was a study done
[2:02:36] across New York State called an economic
[2:02:38] environmental impact study and we
[2:02:41] participated in our at least our
[2:02:42] facility started participating back in
[2:02:44] January. But I brought our maintenance
[2:02:46] staff in and we answered all the
[2:02:47] questions and pro you know provided all
[2:02:50] the numbers they were looking for and it
[2:02:53] was it was enjoyable because at the
[2:02:55] writer uh at the PGA tent um the person
[2:02:59] who was responsible for putting all this
[2:03:01] data together was there and unveiled it
[2:03:03] all to us. So, it was it was kind of a
[2:03:04] neat experience cuz there was PJ
[2:03:06] professionals from all across the
[2:03:08] country there. And this was highlighting
[2:03:10] New York specifically saying that we're
[2:03:12] like the leaders and uh golf, one of the
[2:03:15] top states in golf for jobs, economic
[2:03:18] impact, etc.
[2:03:20] And it was really neat because that page
[2:03:23] state work was held. A writer Cup has
[2:03:25] never been held at a stateowned golf
[2:03:27] course before. That was the first time
[2:03:28] that ever happened. Wow.
[2:03:30] >> And it's owned by the state of New York.
[2:03:31] It's a municipality
[2:03:33] and 25% of the facilities that are
[2:03:36] involved in this are municipality golf
[2:03:39] courses.
[2:03:40] >> So they provide a considerable amount of
[2:03:42] revenue and a big portion of this is
[2:03:45] provided by municipal. So
[2:03:48] >> one of the things that municipals do is
[2:03:51] they provide accessible affordable golf.
[2:03:54] So you got to tread that fine line
[2:03:56] because we are municipal. We don't want
[2:03:57] to raise the rates too high because
[2:03:59] that's what we pro pride ourselves in.
[2:04:02] But at the same time, listen, our
[2:04:03] expenses are not going to get any lower.
[2:04:05] We already know that everything's
[2:04:07] getting more expensive.
[2:04:09] Uh the cost of doing things and cost of
[2:04:11] doing business is more expensive. So,
[2:04:12] you have to you can't they're just
[2:04:15] everything's going up. I hate to say it,
[2:04:17] but that's just the way it's going to
[2:04:18] be.

[2:05:10] successful we were. We did irrigation.
[2:05:12] Town of Colony just put a like a $16
[2:05:14] million renovation project into their
[2:05:16] golf course. I don't know where they got
[2:05:18] money for that,
[2:05:20] but they have two 18hole golf course.
[2:05:24] That's a huge property, but they're redoing the entire uh facility
[2:05:29] over it. And I think the same irrigation
[2:05:31] company is doing their facility that did
[2:05:34] ours. But um anyway, Frier Park and
[2:05:37] Troy, same thing. New irrigation, big
[2:05:39] renovation project. All municipal golf
[2:05:41] coursees. Um Amsterdam Municipal just
[2:05:44] rebuilt the brand new clubhouse. I mean,
[2:05:46] so they're all doing renovations to
[2:05:48] their facilities in some regard, but um
[2:05:51] it almost seems like we're like at the
[2:05:53] forefront. Like what is Skenkity doing?
[2:05:55] What are they doing that they're able to
[2:05:56] finish in the black all the time?
[2:05:58] >> And Chris and I pride ourselves in not
[2:06:01] being a burden on the city. We never
[2:06:03] want to be a burden to the city. We self
[2:06:04] sustain a lot of our projects and don't

[2:09:41] non-residents golfing there, which we
[2:09:42] get more money from which is fine.

[2:09:48] youth is the fact that um you know
[2:09:50] during the day you know they're in
[2:09:52] school a lot of times are doing things.

[2:09:58] beautiful beautiful new tennis courts
[2:10:02] being put in where we don't charge any
[2:10:04] fees for it. So that's something we can
[2:10:08] start to discuss a line of revenue on
[2:10:10] our tax.

[2:10:15] supposed to happen when the new courts

[2:10:54] in one of those situations where we have

[2:11:04] it in a way that we can people because
[2:11:06] there's such a high interest. So if we
[2:11:08] have such a high interest, that seems
[2:11:10] like the ideal place to um leverage that
[2:11:14] interest and cut a check to make sure
[2:11:16] our kids, you know, have jobs.

[2:13:31] fundraising where if you look on the
[2:13:33] side of the stage, I mean, you can see
[2:13:36] that there's people um myself included
[2:13:39] that have donated money uh to have the
[2:13:41] name up on the brick, but mostly because
[2:13:43] they value the the um what music haven
[2:13:47] brings to the park, especially in terms
[2:13:49] of the diversity um in terms of the fact
[2:13:53] that it is this sort of multicultural
[2:13:55] experience um in terms of the music that
[2:13:58] comes. But I appreciate what you're
[2:13:59] saying. I can get I can get the specific
[2:14:02] figures on how much the the budget I
[2:14:04] mean I know that's one of my volunteer
[2:14:06] things is trying to help them raise
[2:14:07] money uh every year because it is it's

[2:17:35] gentleman who had no legs and one arm
[2:17:38] and he's sitting in a wheel specific
[2:17:40] wheelchair and he learned how to play
[2:17:42] golf with one arm
[2:17:43] >> and so it really kind of brings you back
[2:17:45] to reality when you see an individual
[2:17:47] like that and the joy it brings them and
[2:17:50] they felt that the the PJ uh program is
[2:17:53] the saved their lives.
[2:18:36] So what we have here first are two
[2:18:39] fairway mowers. These are our large
[2:18:42] workforce mowers um that uh that we um
[2:18:46] the existing mowers we have are about 10
[2:18:49] years old. So we're looking to replace
[2:18:51] both of those. Um, the second thing,
[2:18:53] like I said, is a T- mower. It's more
[2:18:55] specialty, smaller piece of equipment
[2:18:56] that we use for mowing our TE's. Uh, the
[2:19:02] Ventra with duals. That is a workhorse
[2:19:06] mower. It's a very unique mower um that
[2:19:09] has uh sets of dual tires on the fronts
[2:19:11] and backs and a deck that is warm, a
[2:19:15] rough top deck. And what we use that for
[2:19:18] are inclines and steep hillsides. Um,
[2:19:21] it's a very stable like a goat mower.
[2:19:24] It'll go around. Very neat mower that we
[2:19:26] have, but we bought it seven or eight
[2:19:30] years ago used off of a contract and now
[2:19:33] we were looking to replace it.
[2:19:35] >> Uh, the Verticut 3 points, those are
[2:19:37] actually um
[2:19:39] >> I think that is just another smaller
[2:19:41] mower, more hand mower. And then the
[2:19:42] units for the 33, those are actually
[2:19:44] just cutting units. They're just like
[2:19:47] razor blades that would go on to the the
[2:19:50] mower. So you can buy those separate
[2:19:51] from the mower. And then the facility
[2:19:54] improvements. Um we're looking to
[2:19:56] replace the boiler. Um we did talk with
[2:19:59] Miy looking to operate the restaurant
[2:20:03] all year. Um not fulltime but all year.
[2:20:06] And we would like to make sure that the
[2:20:08] boiler uh operates. So we're getting
[2:20:10] quotes on that now. Actually, uh we're
[2:20:13] also looking to do hallway improvements
[2:20:15] with that money. Um, if you may or may
[2:20:18] not be aware, there is a hallway between
[2:20:23] where the female locker room can be in
[2:20:25] our utility room. We would like to
[2:20:27] reopen that for the winter season so
[2:20:29] that um, patrons to the restaurant do
[2:20:31] not have to walk up the hill. They can
[2:20:32] walk through the hallway and up the
[2:20:34] stairway.
[2:20:36] We think that's the preferred path for
[2:20:38] visiting the restaurant in the winter
[2:20:39] months. And then Matt would like to uh
[2:20:43] purchase a new merchandise counter. Um
[2:20:45] the current counter was uh created by
[2:20:49] our in-house carpenters almost a decade
[2:20:52] ago is um literally a glass bot with two
[2:20:58] um podiums on either side that the
[2:21:00] carpenters made and we'd like to have
[2:21:02] more of a professional front back

[3:20:41] doing this, we're doing that. And this
[3:20:43] year, um, the team really wanted to do
[3:20:45] that to be efficient. Um, we've been
[3:20:48] able, we're on track to expend almost
[3:20:51] $2.8 million into the community to our
[3:20:55] nonprofits, which is wonderful. We get
[3:20:58] $3 something million. And this year, we
[3:21:01] are on track. We've spent that money.
[3:21:03] has been in the community.
[3:21:04] Our community, severance are spending
[3:21:06] them, spending those funds. So, those
[3:21:09] likely that need it are getting the
[3:21:11] services that they want. So, that's
[3:21:13] something that I'm extremely proud of.

[3:21:18] okay. Um, so we really focused on that.
[3:21:21] Um, we I'm proud of the work that we did
[3:21:24] with being short staff and community
[3:21:26] development. We this year we focused a
[3:21:29] lot of one-on-one technical assistance
[3:21:31] with our subreient and that shows
[3:21:33] they're able to spend the money. We're
[3:21:35] not going to close out this year. When I
[3:21:37] say this year, I'm talking about our
[3:21:39] federal year for community development
[3:21:42] which ended on 9:30. So, we're not going
[3:21:45] to close out with as much money still on
[3:21:48] the table as we have in previous um
[3:21:52] >> previous years, but we we are working.
[3:21:55] Um and it's an exciting time for my
[3:21:57] department considering we're almost
[3:21:59] fully staffed.
[3:22:01] We closed out phase one of our
[3:22:04] comprehensive plan for anyone who went
[3:22:06] to our last community meeting. So, we've
[3:22:08] heard a lot of feedback over the last 12
[3:22:11] months from the neighborhoods and we've
[3:22:13] been able to aggregate that data to
[3:22:15] really push out what our overall vision,
[3:22:18] the goal is for this city. So, we're
[3:22:21] looking forward um to phase two and I
[3:22:24] think that right there with the spending
[3:22:25] and the comp plan is the priorities of
[3:22:27] the department. We've been able to
[3:22:29] strengthen all of our relationships with
[3:22:31] our stakeholders working closely with
[3:22:33] Metrolex and the other developers in the
[3:22:35] city. We're making sure that we are
[3:22:37] giving the support and they're giving us
[3:22:39] support that we need to push some of
[3:22:41] these projects through and some of those
[3:22:42] projects would be our YWCA
[3:22:45] um project or scap the scap project
[3:22:48] that's happening. Um so just just really
[3:22:51] proud of the the the overall work of my
[3:22:53] team. Could you talk about the lead
[3:22:56] program?
[3:22:56] >> The lead program. October 1st, we fully
[3:23:00] transitioned our county lead program.
[3:23:02] Um, and we've already made significant
[3:23:05] changes. We've already um identified
[3:23:08] some weaknesses in the program and again
[3:23:10] addressing the policies and procedures
[3:23:12] and making sure that we can get this
[3:23:15] information out to the people. Um, so
[3:23:17] we've rebranded it. um logos, flyers.
[3:23:22] We have some projects that are in line
[3:23:24] that we'll be using. Some of our CDBG
[3:23:26] dollars for one of them is to get a lead
[3:23:29] hazard children safety van. It's an
[3:23:31] outreach van. We hope we're we're still
[3:23:34] flushing this out, but our hope is to
[3:23:36] partner with our local hospital, have
[3:23:38] nurses on the band going into the
[3:23:40] communities doing lead testing. Um go so
[3:23:44] in an effort to meet people where they
[3:23:45] are. Sometimes people don't want to come
[3:23:48] and sign up for programs and landlords
[3:23:50] can't get all of the information from
[3:23:51] tenants to actually take advantage of
[3:23:54] this program. So we we have that going
[3:23:56] on too and we're excited about that.

[3:24:00] some outreach to neighborhood
[3:24:01] association to kind of have people
[3:24:03] buying into this program?
[3:24:04] >> Yes. And I'm glad that you said
[3:24:06] outreach. I have something that's an act

[3:24:11] these neighborhood meetings. A lot of
[3:24:13] times neighborhoods and and community
[3:24:16] members are saying we don't we don't
[3:24:17] know that this is available. I'm leaning
[3:24:20] on council to share this information
[3:24:22] with your constituents. The city cannot
[3:24:24] do it without you. We're putting it in
[3:24:26] paper. We're sharing it on social media.
[3:24:29] We we need the council to share the
[3:24:31] information with the constituents. It is
[3:24:34] very disappointing when you have people
[3:24:36] in the community that say, "We don't
[3:24:37] know this fund exists or we don't know
[3:24:39] that it applies when we all have
[3:24:40] representation right here on the
[3:24:42] council." So, I'm going to be leaning on
[3:24:45] >> this year to really push this
[3:24:46] information out there to the people that that you serve. So, yes, we will be
[3:24:52] doing that.

[3:25:13] relationship working with them to make
[3:25:16] sure they utilize all the allocation on
[3:25:18] a timely basis?
[3:25:20] >> We are giving technical assistance. Um
[3:25:24] just because you get technical
[3:25:25] assistance doesn't mean that we follow
[3:25:27] the technical assistance and spend the
[3:25:29] money down. But the city is doing their
[3:25:31] part. Community development is doing
[3:25:33] their part. We have been meeting
[3:25:35] one-on-one. We recently started
[3:25:37] coordination meetings with BCNIR. So to
[3:25:39] ensure that they have to support the
[3:25:41] move to project, we have a meeting if
[3:25:43] they bring something up and to bring in
[3:25:45] with the department heads to sit in that
[3:25:47] meeting to help them, they have that
[3:25:49] option to do that. So that's new. We
[3:25:51] recently started out. We've met with one
[3:25:54] with every sub. So,
[3:26:01] » so I'd just like to circle back to the
[3:26:02] ban that you talked about because that
[3:26:03] really sounds like a good thing to be on
[3:26:05] the community. So, you're currently how
[3:26:08] are you what was the funding source?
[3:26:09] CDBG.
[3:26:10] >> CDBG. So, that's not something we would
[3:26:12] have to look at for capital.

[3:26:17] that money would come from CDBG. And um
[3:26:19] do you have a anticipation on when that

[3:26:24] for a capital project but after talking

[3:26:29] is a nigible expense for CDBG. So let's
[3:26:31] shift considering we already have a desk
[3:26:34] deficit because I don't know how China

[3:26:46] do. I've spoken with communication seen

[3:28:12] city on properties. We've met with the
[3:28:16] team downstairs and they have a capacity
[3:28:19] issue.

[3:28:24] these homes stressing with our homes
[3:28:25] initiative, getting these homes cleaned
[3:28:27] up, making sure that they're safe to
[3:28:29] enter for our realtors, we took that and

[3:33:14] issue. the US how we would typically do
[3:33:17] an environment to review the US trend
[3:33:19] requires something different and my team
[3:33:22] has really stepped up and made sure that
[3:33:24] our sub recipients are are compliant
[3:33:31] since you mentioned ARPA I think the
[3:33:32] allocations as was presented by the
[3:33:34] council is often coming under vir
[3:33:37] scrutiny similar to the CDB CDBG funding
[3:33:41] is there any way to quantify its
[3:33:43] community impact
[3:33:46] Well, we do we we collect the data so we
[3:33:50] do know how many people to serve, where
[3:33:52] those people live, what are the ages. So
[3:33:54] there's there isn't a gap as far as
[3:33:58] reporting. I will share that information
[3:34:01] >> with respect to
[3:34:03] >> we we collect the same information. We
[3:34:05] get report we we get quarterly reports
[3:34:08] from every sub. I think that would be
[3:34:10] valuable to substantiate
[3:34:13] the reason why I individually and others

[3:34:17] allocations. Certainly there are some,
[3:34:19] you know, in full transparency, there
[3:34:21] are some subreients that are struggling.
[3:34:24] Um, they are struggling. Some of them
[3:34:26] don't have the capacity for the amount
[3:34:28] of money that was allocated to them. And
[3:34:30] we we're we're seeing that even though
[3:34:33] we're supporting them and trying to give
[3:34:34] that technical assistance to them,
[3:34:37] they're struggling. And I'm just being honest.
