[0:07]
p.m. to order. Uh, roll call. Jovona,
[0:11]

>> Michelle Otto, Jackie Hines,
[0:15]
>> Jared Vogi, Dan Reamer.
[0:18]
>> All right, I do not see Pastor Kathy for
[0:21]
invocation. Um, please rise for the
[0:24]
pledge of allegiance.
[0:29]
I pledge allegiance to the flag of the
[0:31]
United States of America and to the
[0:34]
republic for which it stands, one nation
[0:37]
under God, indivisible, with liberty and
[0:40]
justice for justice for all.
[0:47]
» All right. I will be looking for a
[0:49]
approval of the agenda.
[0:51]
>> I will make the motion to approve the
[0:53]
agenda.
[0:54]
>> I'll second. Any discussion?
[1:00]
All right. Miss Otto,
[1:01]
>> I.
[1:02]
>> Miss Paradise,
[1:03]
>> I.
[1:03]
>> Mr. Nelson,
[1:04]
>> I.
[1:04]
>> Mr. Vontoma,
[1:05]
>> I.
[1:06]
>> I'll vote I. Approval of agenda passes
[1:08]
50. You're looking for a approval of the
[1:11]
consent.
[1:12]
>> I'll make a motion to approve the
[1:14]
consent agenda.
[1:15]
>> I'll second.
[1:17]
>> Any further discussion?
[1:18]
>> I just have a quick question. On page
[1:20]
35, are we still paying for the Comcast
[1:24]
here?
[1:26]
No, we are because there's only certain
[1:28]
services that are excluded per the new
[1:30]
contract.
[1:31]
>> Okay.
[1:32]
>> All right. Thank you.
[1:36]
>> Any further questions?
[1:38]
>> All right. Mr. Bonma,
[1:40]
>> I.
[1:40]
>> Mr. Nelson,
[1:41]
>> I.
[1:41]
>> Mr. Paradise,
[1:42]
>> I.
[1:43]
>> Miss Otto,
[1:44]
>> I will vote I. Passes 50.
[1:48]
Wright County Sheriff's Office.
[1:55]
Good evening, mayor and council and
[1:57]
community. I am Deputy RS with the Red
[1:59]
County Sheriff's Office. A lot of you
[2:00]
guys probably haven't met me yet. Been
[2:02]
with Sheriff's Office since about June
[2:04]
of last year. So, been down in Montro's
[2:06]
Waverly since the beginning of this
[2:08]
year. So, um just in Montro alone this
[2:12]
month, we have had 99 calls for service,
[2:15]
55 cases, and two PC arrest this week.
[2:19]
Um, in January we had 254 calls for
[2:22]
service. Uh, 133 cases and five PC
[2:26]
arrests. Um, just comparing a little
[2:29]
bit, we have had 100 more calls for
[2:32]
service than Maple Lake, 50 more than
[2:34]
Clearwater, and about 30 to 40 more than
[2:37]
Anaddale, and 100 more than CO. Just to
[2:39]
show a little bit of comparison to
[2:41]
surrounding communities. Do you guys
[2:43]
have anything for us?
[2:48]
» No. Okay, I think we're good.
[2:49]
>> Community, any comments, questions,
[2:51]
concerns.
[2:53]
>> Yeah,
[2:57]
» that includes everything.
[2:59]
>> All righty.
[3:00]
>> Thank you. Thank you.
[3:03]
>> All right, moving on to reports and
[3:05]
recommendations. Uh, city council
[3:07]
monthly activity report.
[3:11]
>> Uh, last month I had city council
[3:12]
meeting, planning and zoning. I had a
[3:15]
meeting with Kim from Grace Place
[3:17]
council workshop and the elected leaders
[3:19]
conference.
[3:21]
>> I had city council council workshop and
[3:25]
elected leaders conference.
[3:27]
>> Let's see. City council workshop um meeting with
[3:32]
the league of Minnesota cities with
[3:33]
other right county mayors. Um league of
[3:36]
Minnesota cities elected leaders
[3:38]
conference
[3:40]
meeting with Wright County and talks
[3:42]
about Clementa. Um,
[3:45]
I think that's about it.
[3:48]
>> City council, city council workshop,
[3:50]
fire department, big Minnesota cities
[3:52]
elected leaders.
[3:55]
Uh, we had a right county meeting and uh
[3:59]
went to Mary'sville's meeting last year.
[4:03]
>> Uh, city council workshop coun uh I
[4:05]
wasn't at the council meeting um
[4:08]
Mary'sville fire department dinner which
[4:10]
we you guys all attended too.
[4:11]
>> Yes.
[4:12]
um the caucus that was just last week
[4:15]
and celebrate Montros.
[4:19]
>> All right. Montros Fire Department.
[4:28]
» Good evening, Mayor and Council.
[4:30]
Attached in your packet is the activity
[4:32]
report for January of 2026. Um total
[4:35]
calls were only 16, so we're down a
[4:37]
little bit from last year. Um which
[4:38]
we're okay with. Um training standard
[4:41]
training for the month for the most
[4:42]
part. Um
[4:45]
2026 captains were selected to be Cory
[4:47]
Dit, Eddie Andreoff, and Joey Ty. Same
[4:49]
as uh 2025 captains. Then
[4:52]
acknowledgement is just to all the
[4:53]
firefighters for their commitment and
[4:55]
service to the Montro Fire Department
[4:56]
throughout the entire year of 2025.
[4:59]
Any questions on that?
[5:02]
>> Nope.
[5:03]
Then just to recap on our um prime rib
[5:07]
dinner which was held last this past
[5:08]
Saturday. Um we served uh right around
[5:11]
about 390 meals um served. Um special
[5:15]
thanks to Hollywood um sports complex
[5:18]
and catering um for helping us out with
[5:20]
the dinner. Um Justin Emmery, he's a
[5:22]
huge supporter. Gives us silent auction
[5:24]
items, allows us use of his bounce house
[5:26]
and a whole bunch of other stuff.
[5:29]
um and then everybody who donated items
[5:31]
for the silent auction and then all who
[5:34]
attended um and supported the fire
[5:36]
department. We also did some recognition
[5:39]
um during the dinner. Uh the 2025
[5:42]
firefighter of the year um was selected
[5:44]
to be uh Roy Koko Henry. The top
[5:47]
responders were Kelly Stole and Keith
[5:49]
Johnson for 2025. And then we recognized
[5:52]
Alan Mortonson for over 28 years of
[5:54]
service. He'll be retiring later this
[5:56]
month here and that'll come before you
[5:58]
guys in the uh March packet. So, thanks
[6:02]
for all who came and supported us. Uh we
[6:04]
appreciate it and hope everybody had a
[6:05]
good time. So, any questions?
[6:10]
» No.
[6:11]
>> Perfect.
[6:11]
>> We're good. Thanks, Kevin.
[6:13]
>> All right. Uh nothing for EDA planning
[6:16]
and zoning.
[6:17]
>> Uh mayor and council included in your
[6:19]
packet are the planning and zoning
[6:21]
commission meeting minutes from their
[6:22]
January 14th meeting. um also are two
[6:25]
applications for two new members to
[6:27]
planning and zoning. So, we would be
[6:28]
looking for um a motion to accept each
[6:32]
of those applications.
[6:36]
» I'll make a motion to accept Tracy Gerna
[6:38]
Planning and Zoning. You want them
[6:40]
separate, right?
[6:40]
>> Yes, please.
[6:41]
>> I'll second.
[6:43]
>> Any further discussion on that?
[6:47]
>> Miss Otto,
[6:48]
>> I.
[6:48]
>> Miss Paradise,
[6:49]
>> I.
[6:49]
>> Mr. Nelson,
[6:50]
>> I.
[6:50]
>> Mr. Vontoma.
[6:52]
>> I vote I passes 50.
[6:56]
>> I'll make a motion then to approve
[6:58]
Kendra Sailor also to planning and
[7:00]
zoning.
[7:01]
>> I'll second that.
[7:02]
>> Any further discussion?
[7:06]
>> Miss Otto
[7:07]
>> I.
[7:07]
>> M. Paradise.
[7:08]
>> I.
[7:08]
>> Mr. Nelson.
[7:09]
>> I.
[7:10]
>> Mr. Bontoma.
[7:11]
>> I.
[7:11]
>> I'll vote I. Passes 5.
[7:20]
Nothing for park and wreck. Nothing for
[7:23]
city engineer.
[7:26]
All right. Public works. Danny, what you
[7:28]
got?
[7:28]
>> Air and council. Uh on page 59. Um we'll
[7:33]
start off um the CIP plan that we
[7:36]
uh talked about before. We have some
[7:38]
equipment on there that we are trading
[7:40]
in and rolling out. Um first thing is
[7:43]
the Bobcat.
[7:45]
um with the quote you have in front of
[7:47]
you again, page 59, just trading in our
[7:50]
2015 Bobcat to upgrade. Um looking to
[7:55]
get approval for that and it did come in
[7:58]
under budget.
[8:03]
Any questions you got?
[8:09]
Any questions for Danny on the Bobcat?
[8:17]
We're budgeted for that. Correct.
[8:18]
>> Yeah,
[8:19]
>> correct. They were provided in the CIP
[8:20]
plan, the four budget.
[8:24]
>> Good job, company under budget.
[8:27]
>> Say I don't see a import tax or anything
[8:29]
like that on this one. So,
[8:34]
» that's nice.
[8:35]
>> And you could see on there, they're
[8:36]
giving us a trade in on our old one. So,
[8:40]
um, with that being said, we traded in
[8:43]
every 5 years prior, and this has been
[8:45]
10 now. So, um, we're going to keep
[8:49]
these equipments on a rolling trade out
[8:52]
to try to get some money for them before
[8:54]
they're worth nothing. So,
[8:57]
um, this is just the start of it. So,
[9:03]
looking for that approval.
[9:09]
» I'll make a motion to approve the Bobcat
[9:11]
purchase of 42,500.
[9:13]
>> I'll second. Any further discussion?
[9:17]
>> All right. Mr. Rontoma,
[9:19]
>> I'll vote I.
[9:20]
>> Miss Otto,
[9:21]
>> I.
[9:21]
>> Miss Paradise.
[9:22]
>> I.
[9:22]
>> Miss Nelson.
[9:23]
>> I.
[9:23]
>> I'll vote I. This is 5.
[9:27]
>> Uh, thank you, Mayor Councel. Um on page
[9:31]
61 now and included in your packet is
[9:35]
the two John Deere zero turns we are
[9:38]
trading out um for two um
[9:44]
Toro zero turns and again they are
[9:47]
giving us a tradein value of 14,000
[9:52]
um but there's still a cost upfront.
[9:55]
Um, we're looking to probably keep these
[9:58]
for 5 years and trade them out again.
[10:02]
So, I'm looking to get approval again
[10:04]
that came in under budget um for the
[10:07]
30,560.
[10:12]
» Danny, did they I see price and I see
[10:15]
net. There's about a $5,000 difference.
[10:16]
Do they give a discount or something for
[10:18]
us?
[10:20]
Yeah, I mean the state bid,
[10:23]
>> you know, we taxes
[10:24]
>> they give us state bid prices.
[10:26]
>> Okay.
[10:28]
>> I just wanted to make sure that it was
[10:29]
the 58 and not like 69 or 70,
[10:32]
>> right?
[10:35]
» And that's the same with the Bobcat. We
[10:37]
try to stay I mean we pretty much do
[10:39]
stay with dealers that are state bid.
[10:44]
Um, I'll make a motion to approve the
[10:46]
purchase from Eminem Express in the
[10:49]
amount of 30,560.
[10:52]
>> I'll second.
[10:54]
>> Any further discussion?
[10:56]
Miss Paradise.
[10:58]
>> I,
[10:58]
>> Mr. Vontoma.
[10:59]
>> I,
[10:59]
>> Miss Otto,
[11:00]
>> I.
[11:00]
>> Mr. Nelson,
[11:01]
>> I.
[11:02]
>> I'll vote I. Passes 50.
[11:04]
>> Thank you, Mayor Council. Moving on to
[11:06]
number two. Um members of the VFW have
[11:09]
came to the city wondering um get
[11:12]
council approval to mow the VFW mow and
[11:15]
trim. Um their members are getting
[11:17]
older. Um Billy Babetts now is the
[11:19]
volunteer mower there. Wondering if
[11:22]
public works could mow that um for them
[11:25]
from this point out.
[11:29]
» How much time you think that would add?
[11:34]
depending upon
[11:36]
mowing and you know season wet season
[11:39]
it'll grow fast. I'd say hour mowing
[11:41]
half hour weed whipping every
[11:43]
>> time in that area. So it's not like
[11:46]
you're traveling over there just for
[11:47]
that or is there nothing?
[11:48]
>> We're already in the area for other
[11:50]
things we mow.
[11:51]
>> Okay.
[11:52]
>> So um
[11:54]
I don't see it being an issue, but it is
[11:57]
a private lot. It's not city-owned yet.
[12:00]
I know they were talking about possibly
[12:02]
donating it in the future, but
[12:05]
um
[12:07]
>> I can't just say yes without council
[12:09]
approval.
[12:15]
» Any thoughts, council?
[12:19]
» If somebody gets hurt, who's that go on?
[12:24]
>> Uh well, you'd have to talk to our
[12:25]
insurance company on that and see what
[12:28]
happens. Um, I am not going to allow
[12:30]
summer help to mow that. That is a
[12:32]
pretty steep bank. Um, public works will
[12:34]
strictly be mowing that. As far as weed
[12:37]
whip and summer help can do that, but
[12:40]
>> um, I guess we could call an ass. I
[12:42]
never really thought about that
[12:45]
if we're have like an umbrella coverage.
[12:47]
Uh, me and Jackie can look into that.
[12:52]
It's a
[12:52]
>> good question. That's what I was going
[12:54]
to ask.
[12:56]
I mean,
[13:00]
I I think we should maybe table it till
[13:03]
next month. I mean, we have a few months
[13:04]
till grass is going to start growing to
[13:06]
maybe get that insurance answer before
[13:08]
we
[13:09]
>> Could we make a motion per approval
[13:12]
through insurance and attorneys?
[13:18]
Then I'll I'll make a motion to approve
[13:22]
mowing and weed whipping the VFW per uh
[13:25]
approval through insurance and
[13:27]
attorneys.
[13:29]
>> I'll second.
[13:30]
>> Any further discussion?
[13:33]
>> Mr. Nelson.
[13:34]
>> I.
[13:34]
>> Mr. Paradise.
[13:35]
>> Hi.
[13:35]
>> Mr. Bontoma.
[13:36]
>> Hi.
[13:37]
>> Otto.
[13:38]
>> I.
[13:38]
will vote I. Passes 5.
[13:41]
>> Moving on. Mayor and council number
[13:43]
three is the BNSF railroad improvements
[13:46]
at Clementa. I was contacted about a
[13:48]
month ago from BNSF stating that um they
[13:52]
are going to upgrade the crossing and
[13:54]
the city is liable for 50% of that.
[13:58]
Um Jackie, what were those numbers right
[14:01]
off hand?
[14:02]
>> So, yep. I continued a conversation
[14:04]
after Dan and so this is the railroad
[14:06]
crossing um at uh Clementa and the
[14:09]
track. Um, currently it's not scheduled
[14:12]
work. It's not scheduled to happen yet.
[14:15]
We won't know that until probably April
[14:16]
or May when it will happen. Um, half of
[14:20]
it is roughly 48,000 that we are on the
[14:23]
hook for. So, this was not budgeted, not
[14:26]
planned. Um,
[14:29]
>> after talking with the engineers, they
[14:30]
are recommending that we
[14:33]
move forward and allow well obviously we
[14:36]
have to allow it let it happen instead
[14:38]
of um having it be done when Clementa is
[14:41]
done next year
[14:43]
>> um just due to the way the work is done
[14:46]
in the order um public works will have
[14:50]
to provide traffic control. It's about a
[14:52]
3-day project. The road will be closed
[14:54]
for 3 days. Um, we do have to find an
[14:57]
asphalt contractor to finish up the job.
[15:00]
Um, and that's about all the details
[15:02]
we've been given at this point. They
[15:05]
couldn't provide anything further for us
[15:06]
until it actually gets scheduled.
[15:08]
>> They said here you have to pay 50%
[15:10]
figure it out.
[15:11]
>> We don't have a choice.
[15:12]
>> Fantastic.
[15:13]
>> How does that affect the project for
[15:14]
next year then?
[15:15]
>> Yeah.
[15:17]
>> So, they've asked us to basically um
[15:20]
have the railroad grind. Am I saying
[15:23]
this correctly? um do the work past
[15:27]
their property line and onto Clementa.
[15:30]
So that am I wording this?
[15:32]
>> So we could tie into when Clement was
[15:34]
redone.
[15:35]
>> So yes, exactly. So when the Clementa
[15:39]
Avenue project occurs, then we simply
[15:41]
tie into where they left off
[15:43]
>> and we don't have to get a railroad
[15:45]
permit to be in there right away. Um
[15:47]
flaggers for being in there right away,
[15:49]
all that sort of stuff. So it' be more
[15:51]
efficient for the city's project.
[15:55]
cheaper, right?
[15:58]
>> Not cheaper.
[16:00]
>> No,
[16:02]
>> I I did
[16:03]
>> I did kindly ask BNSF to give us a more
[16:06]
than a sixmon heads up next time.
[16:09]
>> Yeah, that's
[16:10]
>> um but they're like
[16:13]
>> they really didn't care what I had to
[16:14]
say. It's they you know we it's our
[16:17]
crossing now, right? Half of it's ours,
[16:19]
half it's BNSF. So, um,
[16:24]
you know, so we could budget for it. So,
[16:25]
I say from moving on forward, I, you
[16:27]
know, I'm going to ask them like, "How
[16:28]
many years do you redo these?" And we'll
[16:31]
budget for it accordingly. But this was
[16:33]
out of left field. So,
[16:36]
>> and then public works is responsible for
[16:38]
traffic control.
[16:39]
>> Yeah.
[16:40]
>> Awesome.
[16:40]
>> And we have charge for that.
[16:42]
>> We'll just shut the roads down and send
[16:43]
out notifications to the people that
[16:45]
it's going to affect as soon as we get a
[16:47]
date.
[16:48]
>> Yep. We'll just have to put up
[16:49]
barricades to block the road.
[16:51]
>> I mean, hopefully they give us a heads
[16:53]
up longer than a week out when they're
[16:55]
going to come to do it.
[16:57]
>> So,
[16:58]
>> I mean, the citizens will know as soon
[17:00]
as we know.
[17:01]
>> Yeah, we were told that they would a
[17:03]
decision should be made around April
[17:06]
that they would have um a start date.
[17:10]
>> Okay.
[17:12]
So looking forward to we have to provide
[17:15]
our own asphalt company.
[17:18]
>> Yeah, that that when they give us a
[17:21]
heads up, I'm going to have to start
[17:23]
calling around. Right. I mean, we don't
[17:25]
have asphalt,
[17:26]
>> right?
[17:27]
>> We're not that big of a town. We don't
[17:28]
do it ourselves. So,
[17:31]
and hopefully we can get one lined up at
[17:33]
the same time. Otherwise, the road's
[17:35]
going to be closed down longer than 3
[17:36]
days.
[17:37]
>> That's a big concern. The earlier the
[17:40]
heads up, the better for us.
[17:45]
» It's giving me a headache.
[17:46]
>> Yeah. I don't want to hear in April that
[17:47]
they're doing it in May.
[17:49]
>> Yeah. Or we'll be out there next week.
[17:54]
» Um, as far as funding goes.
[18:00]
» Mhm.
[18:03]
Um, we have planned for some additional
[18:06]
and over in our streets. So, that's part
[18:09]
of that kind of overplanning. Um, so I'm
[18:13]
We'll be fine.
[18:15]
>> I knew we would. I just want to make
[18:17]
sure.
[18:23]
» So, we looking for a a motion.
[18:26]
>> Just information.
[18:26]
Okay.
[18:29]
>> I'm assuming we'll get a more solid
[18:31]
number when it comes, but
[18:33]
>> just another thing to keep up with what
[18:34]
they said.
[18:36]
Um, any more questions on that?
[18:40]
>> Not right now.
[18:43]
>> Um, and then number four, I don't really
[18:45]
have any updates for you. Um, if you got
[18:48]
questions for public works, I'll answer
[18:50]
those now.
[18:53]
>> Any questions for Danny?
[18:55]
>> No.
[18:57]
Danny, I think you're good. Thank
[18:59]
you.
[19:01]
All right. Uh, let's see. You got no old
[19:03]
business. Moving on to new business, uh,
[19:05]
Reich County Snowmobile Agreement.
[19:11]
» U, I'm Kurt Ritter with the Delo
[19:12]
Snowmobile Club and on behalf of Wright
[19:15]
County Snowmobile Association, we've had
[19:17]
a landowner agreement with you guys in
[19:19]
the past. We're just trying to update
[19:20]
our records and and include it. There
[19:24]
really isn't all what it does that gives
[19:27]
us access to the road ditches and the
[19:29]
rideways. There really isn't much in
[19:31]
there. I think I don't know if the map
[19:33]
is attached or not, but
[19:35]
>> um it it kind of comes up to Casey's and
[19:38]
that's pretty much it for right now. I
[19:41]
know we've worked in the past to trying
[19:42]
to get something through town and it's always in the works and that's
[19:45]
something that we would come to you guys
[19:46]
with if something were to change.
[19:55]
» So, what was included is just basically
[19:56]
an updated agreement.
[19:59]
Council,
[20:03]
any questions?
[20:11]
» Looks pretty straightforward to me.
[20:14]
>> I'll be looking for a motion.
[20:22]
» I'll make a motion to approve the Ray
[20:24]
County Snowmobile Association permit
[20:25]
agreement.
[20:26]
>> I will second. Any further discussion?
[20:31]
Mr. Paradise. Hi,
[20:32]
>> Mr. Bontoma. Hi,
[20:33]
>> Miss Otto. Hi,
[20:34]
>> Mr. Nelson. Hi.
[20:35]
>> I will vote. I passes 50.
[20:38]
>> Thank you.
[20:38]
You just want to send it out
[20:40]
then?
[20:40]
>> Yes, I will.
[20:41]
>> All right. Thank you very much.
[20:42]
>> Thank you.
[20:43]
>> All right.
[20:43]
>> Montro Ambassadors, I saw you in here
[20:47]
somewhere. There you are.
[20:54]
Hello, my name is Jaden Dolick and I am
[20:57]
the 2025 2026 Mantros ambassador. I want
[21:00]
to share a little bit about my year so
[21:02]
far and what it means to represent our
[21:03]
community. As an ambassador, my role is
[21:05]
to serve as a positive representative of
[21:08]
Mantros, especially for youth, and to
[21:10]
help support the community and other
[21:12]
groups in our community. Over the first
[21:14]
half of my year, I've had the chance to
[21:16]
be part of some really meaningful and
[21:18]
fun experiences that have helped me grow
[21:21]
personally while also giving back to the
[21:24]
community that I'm proud to call home.
[21:26]
One of my favorite events to participate
[21:28]
in are the parades and coronations. The
[21:31]
Anoka parade as well as the holiday
[21:33]
parades like Winstead, Cambridge, and
[21:35]
Montgomery were so fun. Cold, but a
[21:37]
great time. Meeting the other girls from
[21:39]
other communities and representing
[21:41]
mantras have has been a great experience
[21:43]
for me. Anyone that knows me knows that
[21:46]
this has taken me beyond my comfort zone
[21:48]
and I'm really learning new important
[21:50]
skills like public speaking and
[21:51]
introducing myself to new people.
[21:53]
Another highlight for me has been
[21:55]
joining in at community events like
[21:58]
breakfast with Santa with celebrate
[22:00]
mantras and community meals with Grace
[22:02]
Place. Being able to support these
[22:05]
events has helped me better understand
[22:07]
needs within our community and how
[22:09]
important it is for young people to stay
[22:11]
involved and give back. Looking forward,
[22:13]
I'm really excited for the warmer
[22:15]
parades. I'm looking forward to
[22:17]
continuing to represent Montro's meeting more community members and
[22:21]
helping support events that bring people
[22:23]
together. These opportunities not only
[22:25]
strengthen the city's sense of
[22:28]
community, but they also help
[22:30]
ambassadors like me develop leadership
[22:32]
skills and confidence. Overall, being an
[22:34]
ambassador has already taught me so
[22:36]
much, even though the majority of my
[22:38]
experiences in Crown are still ahead of
[22:40]
me, I admit I still have some work to do
[22:43]
and I'm ready to continue to work. Thank
[22:45]
you for your support as a city,
[22:46]
borrowing the city trucks and giving us
[22:49]
a place to store our float, which
[22:50]
recently got a makeover that we're
[22:52]
excited to show off at upcoming parades.
[22:55]
My community family and I are grateful.
[22:57]
Thank you for your time tonight and for
[22:59]
continuing to support programs that
[23:01]
encourage youth involvement and
[23:03]
community involvement.
[23:05]
>> Thank you, J. Thank you, J.
[23:14]
All right, I have a request for council
[23:16]
action for the rental ordinance
[23:19]
discussion. So, we got uh Jonathan
[23:21]
Danielson, Ross Danielson,
[23:24]
Sue, I'm sorry, I'm probably going to
[23:26]
botch your last name, Bonic, Becky
[23:29]
Yarns,
[23:30]
>> and then I've also got a couple open
[23:31]
form requests talking about the same
[23:33]
thing if you guys just kind of all want
[23:35]
to be one.
[23:37]
>> All right, you okay with that?
[23:39]
>> Yes. Come on down. Just state your name
[23:42]
and your address for me, please.
[23:47]
» Good evening. I'm Jonathan Danielson. Uh
[23:50]
409510th Street Northeast in Buffalo. Um
[23:53]
I own JR Real Estate for those who don't
[23:56]
know me. Um I don't recognize a lot of
[23:58]
new faces on the board here. New mirror.
[24:00]
Um I'm not here to really scream or yell
[24:04]
or cuss or anything like that. I just
[24:06]
have some questions and uh just kind of
[24:09]
more or less it would have been nice to
[24:11]
have a discussion with you or a workshop
[24:12]
with you on this um rental ordinance. I
[24:17]
get why you want to do it as far as you
[24:19]
know making sure the rentals are safe
[24:21]
and I I agree rentals should be safe and
[24:23]
I know some landlords don't do that but
[24:27]
I like to pride myself as I'm not one of
[24:29]
them. I've had a lot of tenants for many
[24:31]
years stay with me six, seven, eight
[24:33]
years. Um, and I I try really hard not
[24:36]
to raise rent because, as you know,
[24:38]
everything else is going up, but um, I
[24:41]
just have a couple key points I'd like
[24:43]
to discuss. I know there's a lot of
[24:44]
other people that would like to talk, so
[24:46]
I'll make it brief. Um, but in the past,
[24:50]
I've I sell real estate, too, so I've
[24:52]
worked with the city in the past on
[24:53]
stuff, and it's been really easy to work
[24:55]
with, communicate, everything was great.
[24:57]
However, I don't feel like that in this
[24:59]
case. this is kind of just kind of
[25:01]
shoved down our throats without talking
[25:03]
to us and you know it affects us and you
[25:06]
know I know some people think 125 bucks
[25:08]
or 180 bucks or whatever the fee is
[25:11]
isn't that much but when you're trying
[25:12]
to keep rent down and taxes insurance
[25:16]
has everything is going up and we're
[25:18]
doing our best to keep it down um it's
[25:21]
just another expense onto us and on top
[25:23]
of it you know if something happens I
[25:25]
know I've heard a couple that you know
[25:28]
state law doesn't require you know of a
[25:29]
GFI buy is not in a bathroom if it's
[25:31]
grandfathered in, but the inspectors are
[25:34]
now requiring that. Well, it's kind of
[25:37]
more expenses on us, you know, and it's
[25:39]
not anything that's dangerous, you know.
[25:41]
I see if something's dangerous.
[25:43]
Absolutely. But as I hope I take care of
[25:46]
my my units, so it shouldn't be
[25:48]
anything. Um,
[25:51]
but I'd like I guess my whole point is I
[25:52]
just wish this would have it came to us,
[25:55]
talked to us. Um, I use the example is
[25:58]
like Um, city of Buffalo sent out a um,
[26:03]
notification about stuff and we could
[26:05]
have workshopped it with you. City of
[26:07]
Maple Lake did the same thing. You know,
[26:09]
they heard us out, talked with us.
[26:11]
Ultimately, they decided not to pass it,
[26:13]
but that wasn't quite my point. My point
[26:15]
was is they wanted to talk to us and our
[26:17]
concerns and our, you know, what can we
[26:19]
do together to make it work. Um, there's
[26:22]
a lot of us that never got informed. The
[26:24]
only reason I found out, um, was through
[26:26]
my dad and through Sue. Um, nothing was
[26:29]
sent to me until after I reached out to
[26:32]
the city. I know there's a few landlords
[26:34]
back here that haven't got anything yet.
[26:36]
Um, and I know Christy had said that she
[26:38]
mailed stuff out and you know how mail
[26:40]
is these days, you know,
[26:41]
>> but I had no idea that the dues were due
[26:44]
on February 1st or the inspection was
[26:47]
due on the March. Wasn't until I called
[26:48]
the city to get that information, which,
[26:52]
you know, that's where I wish the
[26:53]
communication would have been a little
[26:54]
bit better. we could have workshopped it
[26:56]
versus having a bunch of angry people.
[26:58]
And like I said, I'm not here to yell. I
[27:00]
just wanted to talk, kind of give you my
[27:02]
two cents. And I understand that there's
[27:04]
some rental properties that are not
[27:06]
included in this, such as the mobile
[27:08]
manor. Um, and a lot of that was due to
[27:12]
the was it something to do with the
[27:14]
utilities or something? But Country View
[27:17]
Estates is the same thing where we're
[27:19]
not individually paying the city
[27:21]
utilities that's in our HOA. the board
[27:23]
pays it or the the the state pays it.
[27:26]
So, I guess why is that not included?
[27:29]
But we're included. Um I just think if
[27:32]
it's going to be
[27:34]
implemented, it should be across the
[27:35]
board in my opinion. Um and then there's
[27:39]
just a couple things that when I was
[27:40]
reading through your sheets you sent
[27:42]
out, um you know, it can't be two times
[27:45]
the amount of rooms. So, I give the
[27:46]
example of a four-bedroom house, but if
[27:48]
the family of 10 comes in, I the state
[27:50]
says I can't discriminate against them
[27:52]
because they have eight kids. So, how
[27:54]
does this the board work through that
[27:56]
cuz I don't want to lose my rental
[27:57]
licenses, but I also don't want to break
[27:58]
any laws. Um, another one is, you know,
[28:03]
if you can't, it's only one family. So,
[28:06]
I use the example, I had one that took
[28:07]
in a sick friend, you know, but now
[28:09]
that's not the same family. So, am I
[28:12]
breaking the rules with the city then or
[28:14]
how do we navigate that and you know
[28:17]
just some of the things I would have
[28:19]
liked to workshop with you just so it
[28:22]
we would have known more and then same
[28:24]
thing with the fees. I know other towns
[28:26]
have them but they're two to three times
[28:28]
more than other cities. So, how come
[28:30]
it's more expensive and what does that
[28:32]
funds go towards? I guess um that's kind
[28:35]
of my main points. So, I know there's a
[28:37]
lot more I could go through, but I want
[28:39]
to be respectful of time. So, I thank
[28:41]
you for hearing me out and hope to work
[28:43]
with you in the future. I'd like to keep
[28:45]
doing business in my office. So,
[28:47]
>> I appreciate it. Thank you.
[28:49]
>> Thank you. Appreciate it. you.
[28:59]
» My name is Sue Fallon Donic and I'm the
[29:01]
president of the Association of Country
[29:03]
View Estates and we too were floored
[29:07]
that this was not even brought to our
[29:08]
attention prior to the information. I
[29:11]
was given an email saying they needed to
[29:14]
know the tenants in the buildings. Well,
[29:17]
I don't own every unit. My husband and I
[29:19]
own nine units out of the 57 units that
[29:22]
are available. And it we did not think
[29:25]
that it was up to us to tell you who's
[29:27]
living in these complexes. And I did res
[29:30]
respond back saying, "Well, are you
[29:31]
asking the homeowners who's living in
[29:34]
their units?" Um, it just seems like the
[29:37]
renters are being penalized for renting
[29:39]
in this city. I own property in
[29:42]
Minneapolis and I've gone to many
[29:44]
meetings and I've never felt this left
[29:46]
out. We always had workshops as Jonathan
[29:49]
said and talking to the owners. Montro
[29:52]
is not a high middle class area. Country
[29:56]
View keep tries to keep their rents
[29:59]
relatively low because of the clientele
[30:02]
in this area. We know that they're not
[30:04]
making 50 $60,000 a year. Um they're
[30:08]
actually lower income. And so what's
[30:10]
happening is all these fees, including
[30:13]
the water that we pay $6,000 a month for
[30:16]
three buildings, is adding on to the
[30:18]
pressure of the owners who have to pass
[30:21]
that on to their tenants. So the rents
[30:24]
are going up to almost $13,400
[30:27]
a month. Now, I don't know about you,
[30:30]
but when I bought my first house, I did
[30:32]
not pay anywhere near that much money.
[30:34]
And now you're asking people to move in
[30:37]
a in a in a community such as Montrose
[30:41]
and it's a small community and things
[30:42]
are lower down here than they are the
[30:44]
city. We don't get the commuters like we
[30:47]
used to do when I came out here 26 years
[30:49]
ago. Um there's still a lot of people
[30:51]
that go to the city and they can make
[30:52]
money out there but in Mont in Montro
[30:56]
Cooko Buffalo Howard Lake they're not
[30:58]
making that kind of money. So I guess
[31:01]
what the bottom line is why we were not
[31:04]
brought into the mix of this. We are
[31:06]
probably your largest rental area for units in a complete in a small area.
[31:12]
We're also told as Jonathan brought up
[31:14]
was the water. Our association pays that
[31:17]
water. We have association dues that
[31:19]
each owner pays monthly of $325.
[31:23]
So if you own multiple units, you're
[31:25]
paying for that the water plus the
[31:27]
electric for the outside and the
[31:29]
interior hallways. So what's happening
[31:32]
is we're we've got owners who want to
[31:34]
sell now. We could be sitting there with
[31:37]
empty units because no one's going to
[31:39]
pay what the going rate for for units
[31:42]
are right now. We're trying to keep it
[31:44]
low. And as the president, I have to be
[31:47]
responsible for all the monies that come
[31:49]
in. I have to make sure as you do that
[31:51]
this tax money that we're we're sending
[31:54]
for here is spent wisely and that's what
[31:57]
we're trying to do. So we had just had
[31:59]
hoped that you would contact us and let
[32:02]
us know this was coming because we've
[32:04]
had to con increase our association dues
[32:07]
twice in a year and it's it's getting
[32:10]
more expensive and if you want more
[32:12]
people to move into your area you have
[32:15]
to make it affordable for other people
[32:17]
as well. I mean, yes, you have expensive
[32:19]
homes around the exterior, but you also
[32:21]
have people who want to live out here
[32:23]
who grew up here or older people who
[32:25]
want to go into smaller units. And so, I
[32:29]
appreciate um in the future to contact
[32:31]
us directly. Um we were told once again
[32:35]
the mail, we were told that we were
[32:37]
given this stuff. We never received
[32:39]
anything in the mail. So, and then all
[32:41]
of a sudden we found out that February
[32:43]
1st we had to have, you know, so we had
[32:46]
to come up with thousands of dollars in
[32:48]
order to pay for the fees all at one
[32:50]
time with really no notice. And you
[32:53]
know, you had decided made this decision
[32:55]
back in November and I think it would
[32:57]
have just been a really good um
[32:59]
community if you would have included the
[33:02]
people who are renting in your city.
[33:05]
Thank you.
[33:06]
>> Thank you.
[33:16]
There we go.
[33:23]
Hello.
[33:24]
Sorry about that. Hello. My name is Ross
[33:27]
Danielson. I live at 3616 20th Street
[33:30]
Northeast in Buffalo. I have 18 rental
[33:33]
units here in town. And again, we were
[33:37]
blindsided. Also, um
[33:40]
they just mentioned about the fees about
[33:42]
thousands of dollars having to come up
[33:44]
with the fees. It's kind of the same
[33:45]
situation that you guys are running into
[33:47]
right now with the railroad. It's going
[33:49]
to cost you $48,000 is what it just
[33:52]
said. It's not in your budget
[33:54]
whatsoever. This is what is not in our
[33:56]
budget at all either itself. So
[33:59]
ultimately we try to keep our rents
[34:02]
lower than we than market rate is and
[34:06]
stuff. I maintain my units the best I
[34:09]
can and stuff. We have tenants that they
[34:12]
need something done. They're done. I had
[34:15]
my inspections today and stuff. I had
[34:18]
people back out today to fix the little
[34:21]
items that was was asked to have
[34:23]
repaired and stuff. So,
[34:27]
the communication and the working with
[34:29]
the city and the city has worked with
[34:32]
us. It took 16 years to get Rockbrook
[34:36]
Boulevard.
[34:39]
Thanks to Jessica that came on and said,
[34:42]
"Hey, we need that road fixed." We
[34:45]
worked together and it worked out
[34:47]
wonderful. I went to every single
[34:49]
property owner. We had a conversation.
[34:51]
We spent time together. We made a plan.
[34:53]
She helped us do do an assessment
[34:55]
against the property and it all worked
[34:57]
out. Yes, it cost money. It's costing
[35:00]
the the the you know the property owners
[35:02]
and the current owners and stuff, but it
[35:05]
was communication that worked together
[35:07]
and we got it accomplished and
[35:09]
everybody's happy.
[35:10]
>> Can I make a clarification on that first
[35:12]
though?
[35:12]
>> Yep.
[35:13]
>> The more that you That was actually not
[35:14]
Jessica. That was Christy.
[35:16]
>> Oh,
[35:17]
>> that was Christie that did all that
[35:18]
work. So, I just want to make that
[35:20]
clarification.
[35:20]
>> Okay. Sorry about that. No,
[35:22]
>> you're fine. So, um, a lot of my
[35:24]
communication was was through Jessica.
[35:26]
So, anyways, thank you, Mantros, for
[35:29]
working with us because that's the most
[35:31]
important part. It was the communication
[35:33]
that worked together that got a project
[35:36]
that needed to get done accomplished.
[35:38]
And that's the whole point I think that
[35:40]
everybody has here. I'm not really sure
[35:42]
how, you know, this is right to even be
[35:46]
able to go into somebody else's home and
[35:49]
inspect it and determine how they should
[35:53]
live or what,
[35:55]
you know, condition of what things are and stuff like that. I think that's
[35:59]
a real invasion of privacy. It's to me
[36:01]
it's redlinining. It's it's, you know,
[36:04]
it's it's it's discrimination. But I
[36:08]
know other communities doing it. So
[36:10]
somewhere's along the line, they must
[36:12]
have figured out somehow to make it
[36:13]
legal, but um it is what it is. We we're
[36:17]
working through it. Um I do have a point
[36:20]
that Jonathan made up um and Sue made up
[36:24]
the point too, trying to make housing
[36:27]
affordable.
[36:30]
Jonathan made the point that you can't
[36:32]
have more than two families in a home
[36:36]
and stuff. Sue made the point that we're
[36:40]
trying to have affordable housing and to
[36:44]
make it conducive for people to get
[36:47]
started to work together. I had four
[36:50]
young gentlemen very religious and stuff
[36:53]
that couldn't afford by themselves. So
[36:55]
they got out of two overexpensive rental
[36:58]
properties. They came together and four
[37:00]
of them rented a four bedroomedroom
[37:03]
townhouse and stuff that knocked their
[37:06]
rent down from 850 each to 450 each
[37:10]
which made it affordable for them. But
[37:12]
now my understanding and you guys will
[37:15]
have to explain it to me how this is
[37:17]
going to work and stuff. I would have to
[37:19]
deny them a rent which I can't do under
[37:24]
federal laws. So,
[37:29]
» that's something that's that you it's
[37:31]
going to have to be explained or how how
[37:33]
do we work through it or what how do you
[37:35]
handle a situation like that? Um
[37:39]
other part of this um was the
[37:42]
registering your renters and stuff for
[37:45]
the utilities.
[37:47]
You already have an ordinance in place
[37:50]
that stipulates in the event that the
[37:53]
utilities do not get paid, you certify
[37:56]
them to my taxes
[37:58]
and stuff. I asked the question and
[38:01]
stuff, why doesn't the utilities then
[38:03]
follow the tenant? Because the tenant
[38:07]
can run. They get behind on their rent.
[38:09]
They get behind in their utilities. They
[38:11]
run and they might run to somebody
[38:14]
else's unit within the city. Why doesn't
[38:17]
that bill transfer to them when they
[38:20]
apply
[38:22]
for new utilities in a different unit in
[38:24]
the same community?
[38:26]
>> Because it's
[38:27]
>> ultimately then if you know if they
[38:30]
leave and go to a different community,
[38:31]
ultimately you're going to certify it to
[38:33]
my taxes anyway. So why are we
[38:36]
registering them and making it my issue?
[38:40]
So, I flew home from Arizona
[38:43]
to handle this stuff and to register my
[38:47]
tenants because I didn't have the
[38:50]
capabilities of doing it from Arizona.
[38:52]
Okay. I don't bring my computer with me.
[38:55]
I detach completely. I have a phone.
[38:57]
That's it. Nothing goes to my phone. So,
[39:00]
anyways, um I'm not sure why a tenant
[39:03]
can't register themselves for their
[39:07]
utilities.
[39:08]
So, that's a a question I have for the
[39:10]
city, too. Um,
[39:20]
I guess I'll I'll I'll stop there and
[39:23]
stop before I run out of time because I
[39:25]
know other people want to have some
[39:26]
time, too. Okay.
[39:27]
>> Thank you very much.
[39:28]
>> Thank you.
[39:28]
>> I hope we can follow up.
[39:42]
I just heard a couple times and I'm
[39:43]
Becky Yarns um a landlord and I've also
[39:46]
got about 18 units but just was
[39:48]
wondering um I love the idea hearing
[39:51]
about a workshop
[39:53]
>> and that would have been nice that we
[39:55]
could go ahead and you know get
[39:57]
information ask questions in a more
[40:00]
informal situation.
[40:02]
One of the other questions I have is if
[40:05]
you don't get licensed, what happens? I
[40:09]
mean,
[40:11]
if if you don't get lensure,
[40:15]
what happens to our with our tenants?
[40:17]
And like many people said, we've been
[40:19]
trying to keep our this is not uh we
[40:22]
don't have any big businesses here. And
[40:26]
I know I've had some of my tenants I've
[40:28]
had for like 10 to 15 years. And so many
[40:32]
of them are over 65
[40:35]
and it's like they they're not making a
[40:38]
lot of money. And so it feels like yes,
[40:41]
property taxes are going up and the and
[40:44]
the uh insurance is going up and now
[40:47]
this.
[40:49]
So that's another question. I'd love to
[40:51]
see a workshop because I've got way too
[40:53]
many questions. The other one too is um
[40:56]
why what happens? This is our first time
[40:59]
going through this. So, we don't even
[41:01]
know what exactly West Metro is going to
[41:04]
be looking at. Are they looking at how
[41:07]
clean are people keep their places? I
[41:10]
know I've got one gal with cancer. She
[41:12]
can't move around that much. I've got
[41:14]
another gal with one leg. She can't move
[41:17]
around that much. And so, it's like how picky are they going to be? We don't
[41:24]
know,
[41:25]
you know, if the and and like uh when
[41:28]
you walk into a place, you know, if I've
[41:30]
got a landing, I've got a little scratch
[41:31]
on the floor. Do we have to get new
[41:33]
flooring for the whole unit or, you
[41:37]
know, is that going to be okay?
[41:41]
I would just love to see a workshop.
[41:44]
Thank you.
[41:53]
Hey, good evening. My name is Kevin
[41:55]
Gtle. I live at 1855 Silverbell Road in
[41:58]
Egan and I own some condos or I'm a
[42:02]
partner in ownership in some condos on
[42:03]
Mindy Lane. I'm also a commercial real
[42:05]
estate guy and I work all over the state
[42:07]
with apartment buildings and I own in
[42:09]
other I own apartments and apartment
[42:12]
buildings and condos in other mostly
[42:15]
small towns around Minnesota. I was just
[42:18]
wondering,
[42:20]
are you able to tell me are the
[42:21]
inspections going to be done within from
[42:23]
city employees or are you hiring
[42:24]
somebody from outside of the is it an
[42:27]
outside firm that's going to be doing
[42:28]
these or something? I heard somebody say
[42:30]
there's an outside firm coming in.
[42:32]
>> Uh we've hired Metro West to do all
[42:34]
inspections.
[42:35]
>> Oh, I can imagine they're expensive.
[42:38]
>> No,
[42:39]
>> I mean not incredibly expensive.
[42:40]
>> Okay. I don't know what expensive is. I
[42:43]
It just sounds expensive, maybe. Thank
[42:45]
you for that. Absolutely.
[42:47]
>> So, okay. Um, one of the things I was
[42:49]
wondering because I also own a
[42:50]
manufactured housing park, not here in
[42:52]
town, but I heard that you're not going
[42:54]
to inspect trailer homes that are
[42:56]
rented. Is that correct?
[42:58]
>> That is not correct. We are inspecting
[42:59]
them. They are they are included.
[43:01]
Correct. Yep. We've been in somebody's
[43:03]
rent out a trailer house. They're
[43:04]
getting inspected.
[43:04]
>> Correct.
[43:05]
>> Thank you. Good to know. I just wanted
[43:07]
to talk about a couple of the fees that
[43:08]
I pay in some of the other towns that
[43:10]
are very similar to size and population
[43:12]
and offerings. Truman, Winnebago, Blue
[43:15]
Earth, Reborn. Nothing, nothing, Um, new 30 bucks a
[43:20]
door per year. Mano, 45 bucks a door per
[43:24]
year. So, the to me I'm still trying to
[43:27]
pay the first half of
[43:32]
last year's property taxes off after
[43:37]
evicting a bunch of drug addicts that I
[43:39]
inherited unknowingly at 5,000 bucks a
[43:43]
shot with no rent. while I'm, you know,
[43:45]
going through that process and a $20,000
[43:47]
remodel on the unit. This is all very
[43:49]
real numbers. We spend a million bucks
[43:52]
in town on rentals and we haven't made a
[43:54]
penny. So, but I think we're going to
[43:57]
make money the next year and then the
[43:58]
taxes go up and then I think we're going
[44:00]
to make money the next year and then the
[44:01]
association fees go up. All that we do
[44:04]
is pass this on to the tenants and $125
[44:08]
a door seems very extravagant um for I
[44:12]
guess the size of the town or what I see
[44:14]
in other cities. And we do just I'm I'm
[44:17]
probably going to write something into
[44:18]
my leases and pass that directly onto my
[44:22]
tenants like I do move in fees. $200
[44:24]
moving fee gets passed directly onto the
[44:26]
tenant. So, we're trying to do some
[44:28]
affordable housing. And the last person
[44:29]
that looked at one of my units for lease
[44:32]
here in town said I I asked I said is
[44:35]
why are you here? Well, this is the
[44:36]
cheapest place in Wright County that I
[44:39]
can find to live. Okay, thank you. You
[44:41]
know, um so passed on the costs. One of
[44:45]
the things when I unfortunately I don't
[44:48]
have my letter here that I got that I
[44:50]
was given from the association, not from
[44:53]
the city about what you guys are have
[44:55]
passed already. I was I was confused
[44:58]
reading through it if it's a two-year
[45:01]
inspection versus a three-year
[45:02]
inspection. I didn't really understand
[45:06]
how often the inspections were going to
[45:08]
be or if the original dues, the original
[45:11]
cost to license something was the same
[45:13]
as the later inspections. Some of that
[45:18]
was kind of mis I couldn't really
[45:19]
understand. Sounded like it contradicted
[45:22]
itself in the paperwork.
[45:24]
Um, so I just went through and told my
[45:29]
tenants I was raising their rents. I got
[45:31]
one old lady says I got to move out.
[45:35]
I can't have her move out. I'm going to
[45:36]
have to throw all that remodel into her
[45:39]
apartment. I've got other ones that are
[45:41]
also saying that younger ones saying I
[45:43]
can't. We're going to have to give our
[45:45]
notice. I tried to go to 1400. The girl
[45:47]
settled at 1,500 or 1350 to stay for 6
[45:50]
months. The other one I they're strong
[45:53]
iron. They're going to they're going to
[45:54]
leave me empty if I raise their rents.
[45:58]
No, my fees go up regardless.
[46:01]
Pretty soon I'm going to have to
[46:02]
refinance that loan and I'm going to be
[46:04]
negative. It's not really and I I you
[46:08]
know, actually the next one I have
[46:09]
coming open, I'm going to put it up for
[46:10]
sale because it's just been one thing
[46:14]
after the next. Can't get contractors to
[46:17]
come to Montro. The price of, you know,
[46:20]
even a refrigerator these days is crazy.
[46:22]
So, at $125 a door, I was going to ask
[46:26]
that you might reconsider that fee. I
[46:29]
just got the letter about the fees. I
[46:31]
haven't even paid mine yet. So, I was
[46:34]
hoping that we were all going to lock
[46:35]
arms and ask that these fees would be
[46:38]
lowered.
[46:41]
Maybe it's too late, but I'm asking that
[46:43]
the fees be lowered. I'm asking that
[46:45]
these fees be because 1,250 bucks to my
[46:48]
little account here at my Mundy
[46:51]
Apartments over here. here. Mindy Lane,
[46:53]
I don't have it.
[46:54]
>> I ain't got it.
[46:56]
>> I'll come up with it somehow if I have
[46:57]
to. I I think I have till the end of
[46:59]
this month before I get a fine or a fee.
[47:01]
I'm not even really sure. Um but yeah,
[47:05]
thank you for all of that. Um
[47:09]
and then yeah, if we had a guide of what
[47:11]
we were expected when what to expect
[47:15]
when the inspectors come through, that'd
[47:16]
be helpful as well.
[47:18]
>> Thanks. Thanks very much.
[47:20]
>> Thank you.
[47:37]
My name is Alan Williamson. I rent from
[47:40]
the Donaldsons. I've been with them for
[47:43]
nine years. I have no problem paying my
[47:46]
rent, which is good. But this fee that
[47:51]
you're charging, the inspections that
[47:54]
you're doing, and the people you're
[47:56]
choosing to do them too is ridiculous.
[48:00]
Usually renters are people who can't
[48:03]
afford to live in a home or a private
[48:07]
home and or they choose not to live in a
[48:12]
private home because they can't do the mowing and the snow plowing and
[48:17]
things of that nature. needs to be done.
[48:21]
The fee you're charging is going to
[48:23]
raise my rent, I would estimate $20 a
[48:26]
month.
[48:28]
And for people, some people that I know,
[48:31]
that's extravagant. They can't afford
[48:33]
$20 a month for this fee that you're
[48:36]
charging. The other thing, it doesn't
[48:39]
state anywhere in the letter how often
[48:41]
you're going to do this inspection. Are
[48:43]
you going to do it once a day? You going
[48:45]
to do it once a week? You going to do it
[48:47]
once a month, once a year, once every
[48:50]
five years? What's the what's what's the
[48:53]
per periodic rate? I mean, if you're not
[48:56]
going if you're going to wait a year to
[48:58]
do an inspection, then all the batteries
[49:01]
can go bad on smoke alarms. All kinds of
[49:04]
things can happen in a year.
[49:07]
Also, why aren't you expanding this
[49:09]
program out to private homes? This
[49:11]
inspection needs to be done in private
[49:13]
homes just as much as it needs to be be
[49:16]
done in apartments. So by
[49:21]
bringing this into a small group of just
[49:23]
renters, you're discriminating against
[49:25]
renters, you're saying you're second
[49:28]
rate citizens. We don't want you here.
[49:33]
And to me, it's a travesty.
[49:37]
I I believe that this
[49:41]
program that you're doing is illegal. Uh
[49:44]
it's discriminatory
[49:47]
and I have a feeling that the state of
[49:50]
Minnesota and the city of Monro and all
[49:54]
these other cities that's adopting this
[49:56]
principle is end going to end up in a
[49:59]
class action lawsuit.
[50:02]
That's all I have to say. Thank you.
[50:04]
>> Thank you.
[50:11]
Hello, I'm Bill Fiser. Uh, I guess my
[50:15]
address 7062 6th Street Southeast
[50:18]
Buffalo.
[50:20]
Um, I am vice president of the Country
[50:23]
View Estates and uh, I guess I'm kind of
[50:26]
ditto on everything that's kind of been
[50:29]
said before me. Um, I personally have
[50:33]
never been contacted by the city or
[50:36]
anyone of the city. Um, I think there's
[50:38]
a lot of hearsay going on.
[50:41]
Like I'd heard that the trailer courts
[50:43]
weren't going to get inspected or what
[50:45]
have you. And and so I think because
[50:48]
there was never a workshop or what have
[50:50]
you. Um there's a lot of
[50:53]
miscommunication
[50:55]
and things uh going around because
[50:59]
nobody's had a formal meeting to really
[51:02]
go over some of the documents that I
[51:04]
have kind of received secondhand. Um I
[51:08]
think were preliminary things that
[51:10]
things did change out of those
[51:12]
documents. Um as whatever did get final,
[51:15]
I guess. I don't I like I say I don't
[51:18]
know. I don't uh I haven't uh registered
[51:21]
any of my units and what have you. Um
[51:25]
just seems to be over and over more and
[51:28]
more government overreach in my opinion.
[51:31]
And uh I used to have 21 rental units.
[51:34]
I'm down to eight and I'm actually
[51:36]
redoing one in Country View and selling
[51:38]
it. I the least amount of these rentals
[51:41]
I can have I have no rights anymore and
[51:44]
um it's a government overreach. just
[51:47]
gets to be too much. But I would like to
[51:49]
see uh some kind of a workshop or what
[51:54]
have you and and get this nailed down to
[51:56]
who's who and what and get all the
[51:59]
landlords um notified and and then
[52:03]
notified of what is what are the rules,
[52:06]
what do we need to do and what have you
[52:08]
that way. So,
[52:10]
thank you.
[52:11]
>> Thank you.
[52:14]
All
[52:20]
right. Anyone else want to speak?
[52:24]
Come on up.
[52:26]
>> I'll be very quick. I'm Scott Stovone
[52:29]
with Stomo Real Estate and Property
[52:30]
Management. We manage multiple
[52:32]
properties here in Montro and all around
[52:35]
the area. Um the biggest thing my
[52:38]
question for you is what we are having
[52:42]
issues with other cities when it comes
[52:44]
to the inspections nowadays. Um we're
[52:46]
having a lot of tenants that are
[52:48]
refusing to allow the inspectors into
[52:52]
the their homes
[52:55]
and for good reason. You we all watch
[52:57]
the news um and they're scared. They
[53:02]
know us, trust us. We do our
[53:04]
inspections. they're fine with that. But
[53:06]
when someone official comes in, it
[53:08]
scares them. So, and that's going to
[53:12]
happen in your community, too. You got
[53:13]
to figure out what are you going to do
[53:15]
when that happens. Are you going to pull
[53:18]
that rental license? Are you going to
[53:19]
kick them out of the street? What is going to happen at that point
[53:25]
for them? All right, that's it.
[53:29]
>> Thank you.
[53:29]
>> Thanks.
[53:35]
All right. We got anyone else who would
[53:37]
like to speak?
[53:43]
Doesn't look like we do. All right. Um,
[53:47]
here's what I'm going to propose. I I'd
[53:50]
like to have a workshop with all of you.
[53:52]
Um, let's sit down. Let's kind of go
[53:55]
over this ordinance. Um, and get your
[53:58]
guys' feedback on this. Um, we are more
[54:00]
than willing to work with you guys on
[54:01]
this. Um, so I think that should
[54:04]
probably be our next step here. Um, if
[54:08]
that's suitable for you guys. Again, I
[54:10]
mean, we're more than willing to work
[54:12]
with you. Um, I mean, the lack of
[54:14]
communication. Yep. I I mean, the city
[54:17]
will own that. You know, we apologize
[54:19]
for that, but let's let's sit down.
[54:20]
Let's have a workshop. Let's go through
[54:22]
this and let's hammer it out and make
[54:24]
sure it's kind of fair for everybody.
[54:26]
Does that sound sound good?
[54:28]
>> Yeah.
[54:29]
Absolutely.
[54:30]
>> Quick question.
[54:31]
>> Yeah, of course.
[54:31]
>> With that with the fees and the
[54:33]
inspections, the insp
[54:38]
workshop.
[54:39]
>> Yeah, I'm going to suggest that we do
[54:41]
put a pause on that right now. Um I'm
[54:44]
guessing we probably need a motion to
[54:46]
pause that. But um yeah, I would uh I
[54:49]
would think we should probably put a
[54:50]
pause on that for now until we can sit
[54:52]
down and
[54:53]
>> follow the ones that inspection.
[54:56]
>> Yep. I knew that was coming. What do we
[54:58]
do from there?
[55:04]
» What are our thoughts here?
[55:09]
» Yeah.
[55:11]
>> No, no. I I I totally I totally
[55:13]
understand. I was I was thinking that
[55:15]
through my head as everybody was talking
[55:16]
what that would look like and I I don't
[55:18]
know what that's going to look like
[55:19]
right at this moment in time.
[55:21]
>> Yeah.
[55:22]
>> Just comment in what your response was.
[55:24]
See, one of the items that I forgot to
[55:27]
ask about is I have some tenants that
[55:30]
are out of state for the winter.
[55:32]
>> Mhm.
[55:33]
>> You know, and they're not returning.
[55:36]
They have security on their home. They
[55:38]
have video in their house and I don't
[55:41]
have access
[55:42]
>> right
[55:44]
>> and I was told that I could possibly be
[55:46]
fined for every month until they get
[55:49]
home. But that shouldn't be
[55:52]
>> that shouldn't be work.
[55:54]
>> Yep. I I agree. I agree. So, let's set up a workshop. Like to work
[56:01]
with you guys on this. Um, you know, as
[56:03]
far as the pause and everything, we can
[56:05]
figure that out during the workshop. I,
[56:08]
like I said, I've been racking my brain
[56:09]
as you guys were all talking, trying to
[56:10]
figure out how that would work. But, um,
[56:12]
so, yeah, let's set that up. Council, we
[56:16]
good with that?
[56:20]
» I'm good with that. I would recommend
[56:22]
since we've had issues with mail, can
[56:25]
each landlord supply uh an email address
[56:29]
to the city so we can get direct contact
[56:31]
because I want to make sure you guys get
[56:33]
that.
[56:34]
>> Thank you.
[56:35]
>> Those of us who have registered should
[56:37]
have our email.
[56:39]
>> Yeah.
[56:39]
>> Yep.
[56:41]
>> Send them registration.
[56:46]
So I do know that um this information
[56:48]
was sent out like months ago. Um
[56:57]
» so then how then how did you
[57:02]
by the end of the month that was the
[57:04]
notification I had to call find out what
[57:07]
this all about. So, all of this
[57:09]
paperwork started going out in October
[57:11]
and you know, obviously we can't control
[57:13]
it once it leaves the city. Um, but we
[57:16]
certainly have prepared those documents
[57:18]
and sent them out. We did struggle with
[57:21]
sending information to Country View
[57:23]
because we don't have those owners
[57:25]
names. Um, I do have copies of emails
[57:27]
here where we started asking for that
[57:29]
information in August and we were denied
[57:31]
the information. So we we did, you know,
[57:34]
in fairness, we did have a difficult
[57:36]
time getting a hold of owners at at
[57:38]
Country View because when we contact
[57:41]
when we made contact with that person,
[57:42]
we were unable to
[57:44]
>> Let's do this. Let's let's not worry
[57:45]
about the communication piece. I mean,
[57:47]
that's over and done. It's water in the
[57:49]
bridge. We don't need to sit here and go
[57:50]
back and forth on it. Let's just let's
[57:52]
get a meeting set up. Let's get a
[57:53]
workshop set up and we can we can start
[57:56]
from there. We'll just kind of I won't
[57:58]
say start from scratch, but get your
[57:59]
guys' input on what this would look
[58:01]
like. I just want to get comment on the
[58:03]
rent. I mean, when the rent goes through
[58:05]
the city, it may be 10, 15 days before
[58:08]
the owners get that rent. So, there is
[58:10]
an issue with Montro's mail and we all
[58:12]
know that issues with Howard Lake. Yep.
[58:15]
>> All straight down.
[58:16]
>> So, I guess when we say that, we're not
[58:19]
attacking the city, right?
[58:21]
>> But we're just coming up with the facts
[58:22]
that we did not receive,
[58:23]
>> right?
[58:24]
>> Yep. Nope. Totally understand. So,
[58:29]
all right. So, we will have the city get
[58:31]
a hold of you guys. We'll set up a
[58:32]
workshop and kind of go through
[58:34]
everything, kind of hash everything out
[58:36]
and come up with something that works
[58:37]
for all involved.
[58:39]
>> All right. We need a motion for that. I
[58:42]
don't think so.
[58:43]
>> Okay.
[58:45]
All right. Are we good?
[58:47]
>> Perfect.
[58:48]
>> Love to hear
[58:50]
just to make sure that we're all on the
[58:52]
same page.
[58:52]
>> Yes, sir.
[58:54]
Can we all of us that are here email to
[58:58]
the city?
[58:59]
>> Yep.
[58:59]
>> To Christie and just confirm this is the
[59:02]
email. This is get us on the list and
[59:05]
make sure that
[59:07]
we are all in their system so that we
[59:11]
get the back.
[59:12]
>> Yep. The order to call the
[59:15]
>> all of us here right for the owners to
[59:18]
take it.
[59:20]
required to register your your
[59:22]
utilities. Your information's on there,
[59:24]
our email, our contact, all of that's on
[59:26]
that on there. But
[59:30]
just to make sure we're following up,
[59:32]
let's everybody here email
[59:35]
back to confirm you're on the list so
[59:39]
that when this workshop comes together,
[59:42]
there should be a group email that can
[59:45]
be, you know, 30, 40, 50, 60, whoever
[59:49]
come into the workshop
[59:52]
>> that there's a group email that comes
[59:53]
back out and we all get it and we're all
[59:56]
on the same page.
[59:58]
>> Sound good?
[59:59]
>> Sounds good to me.
[1:00:07]
» Sounds like somebody out there is
[1:00:08]
bringing the donuts. So, who it's going
[1:00:11]
to be?
[1:00:16]
Wow. Welcome to Montro.
[1:00:20]
All right, if we got no further
[1:00:21]
discussion, we're going to move along to
[1:00:23]
classification and compensation study.
[1:00:26]
>> Mayor and council, included in your
[1:00:27]
packet tonight, there was a formal
[1:00:30]
proposal from DDA and Associates um for
[1:00:34]
a classification and compensation study.
[1:00:37]
I did reach out to four different
[1:00:39]
companies. Uh two responded. The other
[1:00:43]
one I did not get a formal proposal from
[1:00:45]
Abdo. Um he quickly this afternoon sent
[1:00:48]
me an email with an amount. Um so um his
[1:00:54]
amount that he sent me was 11,300.
[1:00:59]
» That was Abdo.
[1:01:00]
>> I'm sorry.
[1:01:01]
>> That was Abdo.
[1:01:04]
And the other one included in the packet
[1:01:07]
that we received. Um there was a couple
[1:01:11]
different options.
[1:01:13]
Um, I would say to be most comparison,
[1:01:17]
uh, the fourth option that they included
[1:01:19]
would probably be apples to apples to
[1:01:21]
abd,000
[1:01:24]
>> and that was 9,000.
[1:01:26]
So, I did ask about a timeline for this.
[1:01:30]
Um, they would it would take about 2 to
[1:01:32]
3 months to complete. Uh, Abdo
[1:01:36]
recommended waiting until after the
[1:01:38]
salaries came out at the end of June. Um
[1:01:41]
I disagree with that and believe we need
[1:01:43]
to get moving forward with this um so
[1:01:46]
that perhaps we can have it done in May
[1:01:49]
completed.
[1:01:51]
If we wait until the end of June for
[1:01:53]
that study to come out, we are looking
[1:01:55]
at an end date of October.
[1:02:08]
Council, what's your thoughts?
[1:02:15]
I will also say Abdo did find that they
[1:02:18]
did one 10 years ago.
[1:02:20]
>> So that was probably our last one.
[1:02:21]
>> That was the last one and they should be
[1:02:23]
done every 3 to five.
[1:02:24]
>> Okay.
[1:02:26]
>> I do think it's very important that we
[1:02:28]
do this.
[1:02:30]
>> I agree and I uh plan to have it going
[1:02:32]
forward. We can pick so many years
[1:02:35]
>> at a later date, but to get it on a
[1:02:37]
plan.
[1:02:37]
>> Yep.
[1:02:39]
I do also agree that we need to do these
[1:02:42]
more regularly, like you said, the three
[1:02:44]
to five years, but I agree with Jackie.
[1:02:45]
I think waiting
[1:02:47]
>> and not having it done to October is not
[1:02:49]
good for us,
[1:02:50]
>> right?
[1:02:53]
» And I think with kind of the reorg that
[1:02:57]
city's going through, I think this is a
[1:02:59]
perfect time to do it. So,
[1:03:05]
what are your guys' thoughts?
[1:03:08]
I mean, obviously I like the 9,000
[1:03:10]
better than the 11,300.
[1:03:13]
And you said, Jackie, these are pretty
[1:03:14]
much apples to apples. Uh, you said
[1:03:17]
number four here to what?
[1:03:20]
>> Yeah, I can send around. I put a
[1:03:21]
screenshot on my phone because that's
[1:03:23]
all I have. It's a number.
[1:03:25]
>> That's fine.
[1:03:26]
>> Where in the budget is that?
[1:03:31]
» I'm going to figure that out.
[1:03:33]
>> Okay.
[1:03:34]
Um, probably part of it I was going to
[1:03:37]
put through more like a council
[1:03:38]
miscellaneous has kind of a larger line
[1:03:41]
item that is available and nothing is
[1:03:44]
occupied by that or planned for that
[1:03:46]
amount.
[1:03:53]
» What's the fee you're looking for?
[1:03:55]
>> Um,
[1:03:56]
>> 9,000.
[1:03:57]
through Yep. DDA and Associates.
[1:04:00]
>> David Drone.
[1:04:02]
Yeah, that's what we did when um
[1:04:08]
trying to think what city administrator
[1:04:10]
name, but I remember that. Okay. I say
[1:04:13]
the other two uh Keystone just had no
[1:04:15]
availability. They're completely bogged
[1:04:17]
down. And then Ellers, I did not even
[1:04:20]
get a remark back from Ellers.
[1:04:22]
>> That one surprised me.
[1:04:23]
>> I agree.
[1:04:24]
>> They would have been on top of it.
[1:04:26]
>> And I did reach back out to Ellers and
[1:04:28]
still nothing.
[1:04:37]
I'll make a motion to approve the $9,000
[1:04:39]
for the classification and compensation
[1:04:40]
study.
[1:04:41]
>> I'll second.
[1:04:43]
>> Any further discussion?
[1:04:46]
>> Mr. Nelson,
[1:04:47]
>> I.
[1:04:47]
>> Miss Paradise,
[1:04:48]
>> I.
[1:04:49]
>> Mr. Vontoma,
[1:04:50]
>> I.
[1:04:51]
>> Miss Otto,
[1:04:52]
>> I
[1:04:52]
>> I'll vote. I passes 5.
[1:04:59]
All right. Moving on to Moto Haven
[1:05:02]
autocross concept.
[1:05:09]
You're up.
[1:05:25]
Nope. You ready?
[1:05:36]
Hi,
[1:05:38]
>> thank you.
[1:05:39]
>> Yeah.
[1:05:39]
>> Uh I'm Rick Harrison, Rick Harrison site
[1:05:42]
design. I'm going to introduce the team
[1:05:44]
here in a minute.
[1:05:46]
Uh this um autocross is a legacy for the
[1:05:51]
Thompson family. We've got uh Jay-Hawk
[1:05:55]
over here if you want to stand up for a
[1:05:57]
second. Uh
[1:06:00]
he's really uh the one that
[1:06:05]
you know I met Jay-Hawk maybe
[1:06:07]
>> I am an older guy
[1:06:09]
>> year and a half ago and it was like this
[1:06:12]
energy that he had that kind of drew me
[1:06:15]
in. But uh this is him 55 years ago when
[1:06:19]
he discovered autocross for the first
[1:06:22]
time. And uh it pretty much dove into
[1:06:26]
this and raised his family around
[1:06:28]
autocross. And I was a founder of the
[1:06:32]
Minnesota Auto Sports Club 53 years ago.
[1:06:35]
to him. Um, and then his son, uh, John
[1:06:40]
Thompson,
[1:06:41]
uh, you know, they he's he's taken on
[1:06:44]
that. Uh, and for John, I I just went on
[1:06:49]
to that website and I I found in 1997,
[1:06:52]
he was number two in his class on
[1:06:55]
Minnesota Autoports Club. And, uh, they
[1:06:58]
raised their family around it and and
[1:07:01]
they they pretty much are experts on it.
[1:07:05]
Um Rick Storland is the architect on the
[1:07:10]
units and Rick was uh involved in the
[1:07:13]
original uh autoplex that Bruno put
[1:07:17]
together that started this whole trend.
[1:07:20]
And uh these are not autoplexes. These
[1:07:23]
are light industrial but uh he and uh
[1:07:29]
Jay-Hawk Thompson has been working on
[1:07:31]
perfecting this unit. So this is light
[1:07:34]
industrial. This is could be
[1:07:36]
autorelated, but it's business related
[1:07:39]
for number one. Uh I've had a passion of
[1:07:42]
uh uh cars uh since I've been 15. I've
[1:07:46]
had some pretty wild stuff. Uh but I I
[1:07:50]
uh I'm head of the Aston Martin owners
[1:07:53]
group for the Midwest and been an Aston
[1:07:56]
Martin owner for forever. Uh, but I run
[1:07:59]
my business like the automotive
[1:08:01]
industry. We're a research and
[1:08:02]
development company to discover new
[1:08:05]
technologies and methods for land
[1:08:07]
development. And we've been doing that
[1:08:08]
for about 35 years. We have almost 2,000
[1:08:11]
projects around the the world using
[1:08:15]
these methods. And Montro 25 years ago
[1:08:18]
for pilot land, I did these two sites. I
[1:08:21]
think I did another site, but I couldn't
[1:08:23]
um find it. The one site didn't happen.
[1:08:27]
Uh I did Westridge Village in Delano 20
[1:08:30]
years ago and more recently Green Bar
[1:08:33]
Hills. Uh that was mine. And I've got
[1:08:36]
another 80 acre site in um Maple Lake
[1:08:40]
that's not ready to come on the market
[1:08:43]
yet. And then we've got the uh autocross
[1:08:47]
track on the souththeast corner of 12
[1:08:50]
and 25.
[1:08:52]
Uh Rosano Ree is uh general counsel. Uh
[1:08:55]
he's uh That's a nice nice photo.
[1:09:00]
>> I've been waiting for this.
[1:09:03]
He didn't know I was going to do this.
[1:09:07]
It's amazing what you could do online.
[1:09:09]
>> Yeah, no kidding. But uh I met uh so
[1:09:12]
Rousano's been in the banking industry,
[1:09:15]
mortgage industry and uh then after the
[1:09:18]
recession he's uh was head of head sales
[1:09:21]
at uh Aston Martin now at Ferrari and
[1:09:24]
very well connected in town and he's
[1:09:26]
going to be helping.
[1:09:28]
Andrew Baronburgg, this is uh Andrew and
[1:09:31]
his Corvette
[1:09:33]
uh that they picked it up. So we're car people. Um
[1:09:38]
a little bit about the site. It's 100
[1:09:40]
acres approximately.
[1:09:43]
Um we um Andy met with um uh the mindot
[1:09:48]
people and they preferred the entrance
[1:09:50]
across Arizona. This is some recent
[1:09:53]
changes in the plan. Uh so this plan
[1:09:56]
reflects that and of course this is
[1:09:58]
concept. concept means, you know, as we
[1:10:01]
start surveying and engineering, we we
[1:10:04]
hope to get it close, but uh there could
[1:10:06]
be changes. Uh we we'll have an entrance
[1:10:10]
off of 25. Uh the lanes will be 25 foot
[1:10:13]
wide. Um and the autocross is in the
[1:10:16]
middle. So, there's really two
[1:10:18]
businesses here.
[1:10:21]
The um industrial, we call them town
[1:10:24]
homes. Uh uh these there's 178 proposed
[1:10:28]
units. That could change depending on uh
[1:10:31]
engineering, but uh probably 178's on
[1:10:35]
the high side.
[1:10:37]
Um and then the tracks are variable and
[1:10:40]
I'm going to talk a little bit about
[1:10:42]
that uh in in a bit, but I want to start
[1:10:44]
out with the um the town homes. U
[1:10:48]
detention is proposed in those areas. Um
[1:10:53]
there's these will be a steel
[1:10:56]
construction. They want to open up a
[1:10:59]
local plant not just for these units but
[1:11:02]
for regional
[1:11:04]
uh units and the clubhouse is going to
[1:11:06]
be by the entrance. We'll talk about
[1:11:09]
that in a minute. Now what's interesting
[1:11:12]
is
[1:11:13]
um
[1:11:15]
when I saw the top I thought how we're
[1:11:17]
going to pull this off. So, we did run
[1:11:19]
some initial earth work and we got the
[1:11:22]
earth work to balance. Now, it does
[1:11:25]
drop, but it drops in like a half a
[1:11:28]
mile. So, it's going to be just a slight
[1:11:30]
slope that no one's even going to
[1:11:32]
notice,
[1:11:33]
>> but it does balance out. So, we checked
[1:11:36]
that before we even
[1:11:39]
pursued the site.
[1:11:40]
>> Right.
[1:11:41]
Uh Moto Haven Executive Estates are the
[1:11:45]
um industrial units and they're in four
[1:11:49]
unit buildings. Uh each building has
[1:11:52]
four units that could be configured in
[1:11:53]
one business or two or three or what you
[1:11:56]
know it it's variable but they're
[1:11:58]
modules. Um Jay-Hawk and and Rick can
[1:12:03]
talk you know more in details for
[1:12:05]
questions on that. It is not an
[1:12:07]
autoplex.
[1:12:09]
It's um it could be, you know, uh for
[1:12:13]
car storage. It's it's a light
[1:12:16]
industrial PUD.
[1:12:18]
They're modular and they're consistent.
[1:12:21]
They're for sale units, so you're going
[1:12:23]
to buy the units. So, that's why we call
[1:12:25]
them like industrial town homes. They're
[1:12:28]
not for rent. They have low uh traffic,
[1:12:31]
so they're not like retail stores with a
[1:12:34]
lot of traffic. And uh so that's limited
[1:12:37]
customer parking. And again, they're not
[1:12:39]
specifically vehicle oriented, but we
[1:12:42]
anticipate a lot of them are are going
[1:12:44]
to be uh vehicle oriented.
[1:12:47]
Um again, each four uh pod uh can be
[1:12:52]
separated and uh each unit is uh 60 foot
[1:12:56]
deep and 30 foot wide, multi-story.
[1:13:02]
Um, and then what's unique is this 20
[1:13:05]
foot outside storage
[1:13:09]
and um 80 foot deep. And I don't know of
[1:13:12]
any of these units like I'm in a
[1:13:14]
industrial unit. I just thought that
[1:13:16]
this was kind of brilliant and very
[1:13:19]
unique and I thought it would be a real
[1:13:21]
big plus. They're concrete construction
[1:13:25]
so you've got that soundproofed um
[1:13:29]
Jay-Hawk likes to say bulletproof. I I
[1:13:31]
hope that neighbors are not shooting at
[1:13:33]
each other.
[1:13:36]
>> Yeah.
[1:13:40]
» Um
[1:13:42]
but but for fire they're they're um
[1:13:45]
they're they're they're concrete
[1:13:48]
relatively fireproof, but that 40 foot
[1:13:50]
separation is also uh fireproof. Now
[1:13:54]
this is outside my my office. I'm in a
[1:13:56]
warehouse and you can see Total Comfort
[1:14:00]
Parks up the parking lot. Um, Phantom
[1:14:05]
Screens at night parks up the parking
[1:14:07]
lot and then there's times where someone
[1:14:09]
visiting my office has to go to the
[1:14:11]
other end of the parking lot just
[1:14:12]
because they park it up because there's
[1:14:14]
no outside storage.
[1:14:17]
Um, this is my office. Excuse the mess,
[1:14:20]
but there's a literal hole in my wall
[1:14:26]
that goes to the neighbor. I could look
[1:14:27]
into my neighbors. There's no fire. If
[1:14:30]
they caught fire, I'm I'm I'm bad shape.
[1:14:33]
As far as soundproofing, two doors down
[1:14:36]
was the game show. You couldn't have a
[1:14:39]
louder business. They were there for a
[1:14:41]
decade. They just moved to West End.
[1:14:44]
That was my neighbor. nothing I could do
[1:14:46]
about it. I had to listen to that. So,
[1:14:50]
uh just a little tour of what these are
[1:14:52]
like. You have, you know, outside
[1:14:54]
storage and in this case it's, you know,
[1:14:57]
this is auto oriented, but again, you
[1:15:00]
could have 20 foot ceilings. I could
[1:15:02]
tell you we have 20 foot ceilings in in
[1:15:04]
our uh office. I can tell you there
[1:15:07]
isn't a single tenant that's using 20
[1:15:09]
foot ceilings. None. Nobody is. It's
[1:15:12]
just empty space. But these could have
[1:15:16]
20 foot ceilings, but they're um you
[1:15:18]
know, this is an example of the a spa
[1:15:22]
and a gazebo business. They can have
[1:15:24]
that space to display their gazeos.
[1:15:27]
Every unit's going to have an upper
[1:15:29]
deck.
[1:15:30]
Every unit can see the racetrack from
[1:15:33]
the upper deck. So, there's a this upper
[1:15:36]
area. You go down the steps. Now, this
[1:15:38]
floor can be configured any which way.
[1:15:41]
You This one has a bedroom. It has a
[1:15:44]
little kitchenet, office space,
[1:15:46]
bathroom,
[1:15:47]
you know, if if someone needed to stay
[1:15:49]
overnight or or work late or weekends.
[1:15:53]
Then um then the the lower level and
[1:15:56]
again this could have 20 foot ceilings,
[1:15:58]
it could be two one story, it could be
[1:16:00]
two stories, but it's the same module.
[1:16:02]
So each business will be able to vary
[1:16:07]
and that's what makes it unique. Um,
[1:16:11]
so the outside storage would look about
[1:16:13]
like that. And and this is we try to get
[1:16:16]
it as close to the actual architecture
[1:16:18]
as possible. The thermostat building
[1:16:21]
uses uh the panels including the ceiling
[1:16:24]
will be concrete. So uh it's it's they
[1:16:28]
do the u the the floors and the ceilings
[1:16:31]
will also be concrete. And these are
[1:16:34]
some examples of the the units. Um the
[1:16:38]
initial ramp I talked with Charlie the
[1:16:40]
CEO and he thought that 10 employees
[1:16:43]
originally ramping up to 20 in that
[1:16:46]
plant.
[1:16:47]
Um and it's going to serve a large
[1:16:50]
geographic area and uh Jay-Hawk thinks
[1:16:53]
they'll be up to about 35 sales staff to
[1:16:57]
serve that. Now the competition
[1:17:00]
which really isn't because this is the
[1:17:02]
autoplex is West End and Delano.
[1:17:06]
Um, you can see these units are
[1:17:07]
expensive and it says sold out and one
[1:17:10]
left at $350,000.
[1:17:14]
It doesn't say you can have your
[1:17:16]
business in there.
[1:17:18]
That's the difference. Who is it perfect
[1:17:20]
for? Just like every other auto, but
[1:17:22]
you're not running your business legally
[1:17:24]
out of there. This again is not an auto.
[1:17:27]
It's light industrial. If you want to
[1:17:29]
store your cars, that's great. That's
[1:17:31]
the difference.
[1:17:33]
Um it's more like where I rent.
[1:17:37]
Uh speed is the um
[1:17:41]
autocross
[1:17:45]
um entity that it's speed is the entity
[1:17:48]
that that runs the autocross portion of
[1:17:50]
this.
[1:17:52]
Um
[1:17:54]
it'll be an ideal
[1:17:57]
platform
[1:17:59]
uh for automotive events because of its
[1:18:01]
space.
[1:18:04]
I go to these caravans and there's a a a facility just like this
[1:18:10]
around um Rogers. I made the mistake of
[1:18:14]
going there for an event.
[1:18:17]
I pulled in all of a sudden there's five
[1:18:21]
or six cars behind me and I my tolerance
[1:18:23]
for these shows was like a half an hour
[1:18:25]
and I'm out of there. I was stuck there
[1:18:27]
the whole day. there was no getting out
[1:18:31]
and uh you know so this is not an event
[1:18:35]
spot
[1:18:37]
when you look at speed we're looking at
[1:18:41]
the uh community center and the um and the track
[1:18:47]
it stands for spirited educational
[1:18:49]
driving learning the limits of car
[1:18:51]
control and so most people know how to
[1:18:55]
drive a car but during an emergency
[1:18:57]
mergency, how are they going to respond?
[1:19:01]
Autocross is the ideal training ground
[1:19:05]
for that. So, um, John Thompson, he's
[1:19:09]
going to head up that whole thing.
[1:19:12]
Um, I personally don't do autocross. I I
[1:19:15]
but I I don't race a car. I don't drive
[1:19:17]
it hard, but my son does.
[1:19:21]
And
[1:19:22]
you're not going to hit a wall. You're
[1:19:24]
not going to hit something. It's just
[1:19:27]
cones
[1:19:28]
and it's safe and it's not fast.
[1:19:32]
Um, and so John's been doing this his
[1:19:36]
lifetime. Jay-Hawk has been doing this
[1:19:39]
his lifetime. And they're going to be
[1:19:40]
the training facility and they're going
[1:19:42]
to put that together.
[1:19:44]
And it's for anybody, any car, any any
[1:19:48]
uh any four-wheel vehic ve vehicle. So,
[1:19:51]
anybody benefits from learning how to
[1:19:52]
drive safer.
[1:19:55]
Um,
[1:19:57]
and those courses because they're just
[1:19:58]
cones vary depending on who you are,
[1:20:02]
what you want to learn. Um, emergency
[1:20:05]
crews, fire and police
[1:20:07]
training ground for that, too. And, um,
[1:20:12]
you know, snow and ice recovery when
[1:20:14]
there's snow and ice, it you know, it it
[1:20:17]
could still run. So, that's the training
[1:20:20]
component, but autocross is also a
[1:20:23]
competition.
[1:20:25]
So, it's a sport.
[1:20:27]
It's to um now you're pressured to make
[1:20:30]
the best time.
[1:20:32]
Uh generally,
[1:20:35]
it's uh slow.
[1:20:38]
It's that's a very tight course. And
[1:20:41]
it's it's um requires a helmet, a car,
[1:20:45]
and a driver's license.
[1:20:48]
So I started I you know I'm not an
[1:20:52]
expert on it so I you know but I
[1:20:54]
investigate these things. I'm thinking
[1:20:55]
well how many other autocross tracks are
[1:20:58]
there? And if you go on the internet
[1:21:01]
says no official count there's 1100
[1:21:03]
autocross events every year from the
[1:21:06]
sports car association of America just
[1:21:08]
that one organization.
[1:21:11]
And there's no official registry of of
[1:21:13]
autocross tracks because I couldn't find
[1:21:15]
anything that actually existed. They're
[1:21:17]
parking lots. Put cones in a parking
[1:21:19]
lot, you got an autocross track. This is
[1:21:21]
an actual full-time business.
[1:21:25]
So, we believe that Montro is going to
[1:21:27]
be ground zero for autocross.
[1:21:31]
And um speeds rarely exceed 50 miles an
[1:21:36]
hour. 5560 is tops because they're just
[1:21:39]
you just can't get any faster. The focus
[1:21:42]
is on cornering. It's on timing. It's on
[1:21:44]
speed.
[1:21:46]
And um
[1:21:49]
so
[1:21:50]
it's about balancing the cars. Now I've
[1:21:53]
taken performance courses at at Aston
[1:21:56]
Martin and I learned a lot in one day.
[1:21:59]
It was pretty phenomenal.
[1:22:01]
I didn't know all this stuff. And this
[1:22:06]
course is going to be a whole lot more
[1:22:07]
accessible. It's going to be a lot
[1:22:09]
cheaper than the course I took.
[1:22:12]
And it's going to be local. You don't
[1:22:14]
have to get on a plane and fly
[1:22:15]
somewhere. There's four courses.
[1:22:18]
So, there'll be four events going on or
[1:22:21]
four, you know, you can have four clubs
[1:22:23]
uh on it at any time. The competition uh
[1:22:27]
Brainer International Raceway is not an
[1:22:31]
autocross. It is a racetrack.
[1:22:34]
It is a place where you could get in
[1:22:37]
trouble. Now, these are videos I took on
[1:22:40]
the Aston Martin day that I was there
[1:22:42]
and that there's a gray DB11 in the
[1:22:46]
background there and that car went into
[1:22:48]
the wall and that totaled a4 million
[1:22:51]
dollar car at one event. So, it's
[1:22:55]
expensive.
[1:22:56]
It's very, very expensive. It's two
[1:22:58]
hours from Minneapolis versus 35 minutes
[1:23:01]
from Minneapolis. So, this is much
[1:23:03]
better location for an auto an event.
[1:23:07]
The Gary Curtis driving experience is at
[1:23:10]
the Rosemont's truck trainer training
[1:23:12]
facility. They have six days available
[1:23:14]
in 2026 for renting the track. It's high
[1:23:18]
speed. It could you could get in
[1:23:20]
trouble.
[1:23:22]
Um so that is not competition. Elco
[1:23:26]
Speedways a 38 small oval which
[1:23:31]
not really competition.
[1:23:33]
Um, we're proposing a clubhouse with a
[1:23:37]
restaurant, car rental and maintenance.
[1:23:39]
I know that Jay-Hawk's been talking with
[1:23:41]
the city. Is that going to be a city
[1:23:42]
facility?
[1:23:45]
You know, so this is something that will
[1:23:47]
morph. That's a very big facility. uh
[1:23:50]
Rick designed it and um you know it
[1:23:54]
that's that's a really big big uh
[1:23:56]
facility and and out of that's going to
[1:23:59]
have rental cars for people to rent a
[1:24:01]
car for the tracks
[1:24:03]
>> and the maintenance of those cars will
[1:24:05]
be there. Uh we talked with uh um the
[1:24:09]
emergency that there's a need for a
[1:24:12]
helipad. So it' be at the end of this
[1:24:15]
Arizona Avenue
[1:24:17]
>> and because it's an ideal place to uh to
[1:24:20]
service and it's an incredible location
[1:24:24]
for events. Locally there's over 200
[1:24:27]
auto clubs. Um there's 1.2 to 1.4 4
[1:24:32]
million auto enthusiasts in um
[1:24:34]
Minnesota, estimated 100,000 active
[1:24:37]
ones, people like me that's like really
[1:24:40]
into it. And um there's a lot of market
[1:24:45]
here. Now, one of the things that I
[1:24:47]
didn't bring up before, and this is
[1:24:48]
something that Jeff Cheney of Cheney
[1:24:50]
Performance and I were going to put
[1:24:52]
together before the recession, we had a
[1:24:55]
piece of land in uh East Bethl, is to
[1:24:59]
have and and this isn't going to say
[1:25:00]
that we're going to do this, but we're
[1:25:02]
going to look into this. And that is to
[1:25:04]
have a family restaurant that has shops.
[1:25:08]
So, when you're eating, you could see
[1:25:10]
cars getting customized and worked on.
[1:25:14]
And this was a system that we were
[1:25:16]
actually going to put together. And so
[1:25:19]
while you're eating there, um, you
[1:25:21]
could, uh, you know, do wheels, engines,
[1:25:25]
customizing all this stuff in one shop
[1:25:28]
spot that could be financable, which
[1:25:30]
most don't have that. And, um,
[1:25:34]
warrantied,
[1:25:35]
so you can contract it and and have, you
[1:25:39]
know, watch cars getting worked at like
[1:25:41]
an immersive experience. and and the
[1:25:43]
recession killed that.
[1:25:45]
>> But um whether that is something that
[1:25:48]
could fit into the clubhouse uh or it
[1:25:51]
even works, but
[1:25:54]
if we get approved tonight, then we're
[1:25:55]
going to look into the feasibility of
[1:25:58]
that. So, I just thought I would show
[1:25:59]
that and that would be another reason to
[1:26:01]
come out to Montros. I like that.
[1:26:03]
>> No alcohol, family restaurant,
[1:26:05]
>> good food. But uh and that that has not
[1:26:08]
been done before, but we'll we'll look
[1:26:11]
into revisiting that.
[1:26:14]
Um this the autocross nationals uh had
[1:26:18]
about 1,200 people last year,
[1:26:20]
participants. Uh they had to rent a
[1:26:24]
facility at an airport in Lincoln,
[1:26:26]
Nebraska. I would think Montrose would
[1:26:29]
be a good place to be put on the map for
[1:26:32]
the nationals here.
[1:26:35]
Um, tonight's approval, it just gets our
[1:26:38]
engine started. It's, you know, the
[1:26:40]
money starts rolling to hire the land
[1:26:43]
surveyor to get a good survey. The civil
[1:26:46]
engineering Andy gets rolling on that
[1:26:49]
once we get the surveying and everything
[1:26:51]
begins.
[1:26:52]
um
[1:26:54]
working with the Grip Steve Gripman to
[1:26:57]
hone down what the PD is, the HOA, stuff
[1:27:00]
like that. Uh I'll probably be working
[1:27:03]
with them on that. Um,
[1:27:06]
we'll have something that we can now go
[1:27:08]
to with investors and secure the
[1:27:10]
financing, get that rolling, start our
[1:27:13]
marketing and outreach to, you know, get
[1:27:16]
the word out and get this thing really
[1:27:19]
kicked off and and then reach the the
[1:27:22]
finish line. That's really what we're
[1:27:23]
asking for tonight is the city's,
[1:27:27]
you know, blessing to move forward
[1:27:30]
and and so we could, you know, start
[1:27:33]
running with this. And that's that's
[1:27:35]
what I wanted to present. And um any
[1:27:39]
questions? You know, I everybody's here
[1:27:41]
tonight and you know,
[1:27:44]
>> council, you have any questions?
[1:27:49]
» I do not. I was there planning and
[1:27:50]
zoning and I thank you guys for coming
[1:27:52]
out that night and then all of you
[1:27:54]
showing up tonight to support
[1:27:56]
>> Oh,
[1:27:57]
>> what you guys have going on here. We
[1:27:58]
appreciate it.
[1:27:59]
>> Super excited about this.
[1:28:02]
>> Yeah. I mean, we've had numerous
[1:28:05]
discussions. Jay, you and I talk
[1:28:07]
probably what, twice a week.
[1:28:09]
>> Yeah. I haven't talked to you for a
[1:28:11]
couple days, but
[1:28:13]
>> sure.
[1:28:14]
>> Yeah, I know. I'm waiting on it.
[1:28:16]
Temperatures are getting warm. My wife
[1:28:18]
says it's been five minutes. You haven't
[1:28:20]
had a phone call.
[1:28:23]
» Um, no. I think I mean so far everything
[1:28:27]
you guys have been great to work with. I
[1:28:29]
mean I I love the idea. Um, I I do
[1:28:33]
believe that this is going to put
[1:28:35]
Mantros on the map for this. Um,
[1:28:40]
you know, I I had discussions with the
[1:28:42]
um Ray County
[1:28:45]
Missy um
[1:28:46]
>> economic development partnership.
[1:28:47]
>> Thank you. It's a it's a mouthful to
[1:28:49]
say, so I couldn't get it all couldn't
[1:28:50]
get spit it all out. Um but we did have
[1:28:52]
a discussion about this uh last week.
[1:28:55]
>> Yep. And I've also talked to Clay
[1:28:57]
Wilford at the county um the assistant
[1:28:59]
county administrator was also interested
[1:29:01]
in hearing one for sure.
[1:29:02]
>> Yep. And so we had discussion about what
[1:29:04]
kind of businesses we could see coming
[1:29:06]
in here. Um, so I I think I mean I'm
[1:29:11]
definitely excited about this. I know
[1:29:12]
there's some others on this board that
[1:29:14]
are excited about this project and you
[1:29:17]
know you've got my blessing going
[1:29:19]
forward here. So I mean if the council
[1:29:22]
doesn't have any questions, I'd like to
[1:29:23]
see a motion to approve the concept
[1:29:26]
plan. And
[1:29:28]
>> the the only thing I'll state is that I
[1:29:30]
knew nothing about this stuff this type
[1:29:32]
of an event and center. I spoke with a
[1:29:36]
few people who I would have had no clue
[1:29:38]
and they were like, "Oh yeah, it's
[1:29:40]
amazing."
[1:29:41]
>> I think they saw it in Chayan Hassen at
[1:29:43]
a temporary location.
[1:29:44]
>> It's amazing what the community is here.
[1:29:49]
>> So I mean
[1:29:51]
I've been informed.
[1:29:52]
>> My wife wish I didn't have the sickness.
[1:29:54]
Let me tell you,
[1:29:57]
>> I've been informed now. So I have no
[1:29:59]
further questions on it.
[1:30:01]
>> Just to clarify, we don't need a motion.
[1:30:02]
>> Don't need a motion. Just need a
[1:30:04]
consensus to move forward.
[1:30:05]
>> Perfect. Love it. Um I mean I've seen
[1:30:09]
many of these autocross events and you
[1:30:11]
know
[1:30:13]
it's definitely it's not loud. I mean
[1:30:16]
like you said 55 60 m an hour is the
[1:30:19]
tops and it's literally you could have a
[1:30:21]
Ferrari versus a Miata out there.
[1:30:23]
>> Yeah.
[1:30:23]
>> And everything's equal. Um,
[1:30:27]
>> yeah, I think it's
[1:30:28]
>> not really
[1:30:29]
>> Well,
[1:30:30]
>> I know what you're saying,
[1:30:30]
>> but
[1:30:32]
>> it really all depends on the driver. It
[1:30:34]
doesn't have anything to do with the car
[1:30:36]
at that moment in time. Um, one piece
[1:30:39]
that I do like about it is we've had
[1:30:40]
discussions about, you know, bringing in
[1:30:42]
the school district and their behind the
[1:30:45]
wheel training and using this area for,
[1:30:48]
you know, winter driving and stuff like
[1:30:50]
that. I mean, I have a daughter who's
[1:30:52]
getting ready to get, you know, start
[1:30:53]
the behind the wheel. Um, you know,
[1:30:55]
there's a lot of people in town that are
[1:30:57]
doing the same thing and you start
[1:30:59]
thinking about how they react during,
[1:31:02]
you know, snowstorms and stuff like
[1:31:04]
that. I mean,
[1:31:06]
having a wide open area like this
[1:31:08]
without,
[1:31:10]
you know, worrying about hitting
[1:31:11]
anything, I think is just a great
[1:31:13]
training tool that we can, you mean,
[1:31:15]
certainly utilize, utilize, that was, a tough word for me. Um, yeah.
[1:31:21]
And I think as long as we have
[1:31:23]
consensus, I think we can
[1:31:25]
give you the thumbs up here. And
[1:31:28]
>> that just means I got to talk to Jay
[1:31:29]
more,
[1:31:31]
>> which I love, Jay.
[1:31:33]
>> Well, I intend.
[1:31:40]
» You have never had a big long story.
[1:31:44]
>> And Jay sucked me in like
[1:31:46]
>> Yeah. I don't know what he he does, but
[1:31:49]
he does. You know, the passion.
[1:31:52]
>> All right. All right. So,
[1:31:55]
>> everyone agrees.
[1:31:56]
>> Yeah. I say go for it.
[1:31:58]
>> Yes. Thank you.
[1:31:59]
>> There you go.
[1:32:00]
>> Off and running.
[1:32:02]
>> Thank you.
[1:32:03]
very much.
[1:32:08]
» Excellent presentation as always, too,
[1:32:10]
by the way.
[1:32:11]
>> Thank you.
[1:32:11]
>> Next time we'll try to get some VR stuff
[1:32:13]
going on.
[1:32:14]
>> Oh, boy. Here we go. Long story and I'll
[1:32:17]
be short.
[1:32:18]
>> Yeah. Okay.
[1:32:19]
>> This will keep the crazies with the
[1:32:21]
redness moments off of the street.
[1:32:24]
>> Exactly.
[1:32:24]
>> And I have to admit I've been one of
[1:32:27]
>> I may have too
[1:32:28]
>> kids and they were actually in the cars
[1:32:31]
when I was street racing. So
[1:32:34]
>> you're not supposed to say that. Right.
[1:32:35]
Counties right here.
[1:32:41]
» Anybody can go fast in a straight line.
[1:32:44]
put some terms in and see what you
[1:32:46]
>> Exactly.
[1:32:46]
>> That's how I got into that.
[1:32:48]
>> Yep. Exactly.
[1:32:49]
>> And every kid should try it at least
[1:32:52]
once.
[1:32:52]
>> I totally agree.
[1:32:54]
>> I'm going to try.
[1:32:58]
» All right. Moving along. Thank you very
[1:33:01]
much. Uh moving along. Open form. Um
[1:33:04]
we'll start with Kayla McCcluskey
[1:33:07]
talking about Clementa.
[1:33:11]
» Yeah.
[1:33:12]
>> Hi guys.
[1:33:13]
>> Hey. Hi.
[1:33:14]
>> Um, I am here tonight just as a followup
[1:33:16]
for our previous conversation with
[1:33:18]
Mary'sville Township, uh, regarding
[1:33:19]
Clement Avenue. I know I've spoken with
[1:33:21]
a couple of you already. Um, there's a
[1:33:23]
few other probably concerned people here
[1:33:25]
as well. Um, and I guess what I'm asking
[1:33:27]
for is just kind of an update as to what
[1:33:29]
you guys have done since that meeting,
[1:33:31]
what has been discussed, what kind of
[1:33:33]
the next steps or plans are in meeting
[1:33:35]
with Mary'sville or with the county or
[1:33:38]
wherever you guys are
[1:33:40]
>> talking about applying it. So that that
[1:33:42]
day that we had the meeting at
[1:33:44]
Mary'sville, David, I Jackie,
[1:33:48]
Commissioner Moya, Commissioner Dietrich
[1:33:50]
met with Wright County to kind of
[1:33:52]
discuss what's going on out there. Um I
[1:33:56]
think we kind of maybe opened Ray
[1:33:58]
County's eyes a little bit more as to
[1:34:01]
kind of the need to keep said portion of
[1:34:06]
the road open. Um, we also
[1:34:09]
David talked with one of the board
[1:34:11]
members this afternoon. Um, I think
[1:34:15]
we're all in agreement that we need to
[1:34:17]
sit down and kind of have a kind of a
[1:34:20]
workshop on what kind of cost sharing
[1:34:24]
would look like going forward. Um, you
[1:34:27]
know, obviously we were disappointed
[1:34:29]
that they, you know, decided not to go
[1:34:31]
for the local road improvement grant.
[1:34:34]
Um, you know, and then again, they their
[1:34:37]
idea of cost sharing was just sending us
[1:34:39]
an itemized bill for $5,200 for, you
[1:34:42]
know, second quarter maintenance, which
[1:34:45]
didn't quite sit well with us. You know,
[1:34:47]
we expected some kind of dialogue on,
[1:34:49]
you know, a percentage, not just, you
[1:34:51]
know, a number. But those conversations
[1:34:53]
are moving forward. Um, I do plan to
[1:34:56]
reach out to, um, board member Hickman
[1:35:00]
so we can set up some sort of, uh,
[1:35:02]
meeting. Um, you know, just kind of a
[1:35:05]
couple of us here and one of them and
[1:35:08]
just kind of hash it out. And
[1:35:10]
>> so, we're just kind of waiting at this
[1:35:11]
point to get a meeting with them to
[1:35:12]
discuss kind of some other options.
[1:35:14]
>> Um, in regards to the grant, I know that
[1:35:17]
kind of one of their ar other arguments
[1:35:18]
was that they don't know, you know, in
[1:35:20]
applying for that grant, what the
[1:35:21]
maintenance is going to require even if
[1:35:23]
we they we were to get that grant and
[1:35:25]
pave that part of the road. Is there any
[1:35:28]
have you guys thought any more about any
[1:35:30]
>> Yeah, I mean,
[1:35:31]
>> different guidance on that. It's it's
[1:35:33]
really been no secret that Mary'sville
[1:35:36]
really doesn't want that section of the
[1:35:37]
road. They've been trying to get us to
[1:35:39]
take it over for ever. Um, you know, the
[1:35:42]
problem there is that we don't have the
[1:35:44]
equipment to maintain that. Um, I don't
[1:35:46]
see us purchasing a greater just to
[1:35:49]
handle that,
[1:35:50]
>> you know, section of road and yeah, it
[1:35:52]
doesn't seem like a good use of taxpayer
[1:35:55]
money. Um, but I mean, at least from my
[1:36:00]
point of view, if we can get to that
[1:36:01]
point where it is paved and everything,
[1:36:04]
I mean, I don't see a reason why we
[1:36:06]
wouldn't take over that section of the
[1:36:08]
road, but, you know, that's obviously
[1:36:09]
something that would have to come along
[1:36:11]
further in discussions.
[1:36:12]
>> Okay. Um, and then I'm just hoping that
[1:36:15]
we can kind of keep the dialogue going
[1:36:17]
with with our residents, too, because I
[1:36:19]
feel like, you know, I've been living
[1:36:20]
there for 10 years and we've always
[1:36:21]
known it was a problem road. It's, you
[1:36:23]
know, it's always needing to be graded
[1:36:24]
and we know it's not really the the
[1:36:26]
responsibility of the city. Although
[1:36:28]
calling on Mary'sville all the time to
[1:36:30]
get out there and grade it doesn't feel
[1:36:31]
right either considering, you know, 90%
[1:36:33]
of the people on that road are paying
[1:36:34]
taxes in Montrose and not to Mary'sville
[1:36:36]
Township,
[1:36:36]
>> right?
[1:36:37]
>> So, just if there we could have some
[1:36:39]
transparency in what's happening when
[1:36:41]
the meeting I mean we don't need a
[1:36:42]
playbyplay by any means, but it would be
[1:36:44]
nice rather than letting it kind of fall
[1:36:46]
to the wayside which I feel like I mean
[1:36:47]
it's been at least 10 years it's been
[1:36:49]
going on so it hasn't been
[1:36:51]
>> Yeah. you know, and it's I mean, it's
[1:36:53]
really been kind of a a rushed
[1:36:55]
situation. I mean, I got word winded
[1:36:58]
that they were going to shut it down,
[1:36:59]
but yeah, that's kind of what July
[1:37:01]
>> threw everything into motion. I think
[1:37:02]
everyone is like, "Oh my goodness."
[1:37:03]
>> They never reached out to the city to
[1:37:05]
say, "Hey, this is what our plan is."
[1:37:07]
They were just going to prove shutting
[1:37:09]
it off without telling us and just
[1:37:11]
basically say, "Okay, now you have to
[1:37:12]
pay to put up a sign that says it's
[1:37:14]
just, you know, no through street." And,
[1:37:17]
you know, that really kind of didn't sit
[1:37:19]
well with us. you know, I mean, there's
[1:37:21]
two roads heading north and south out of
[1:37:23]
Montrose, and that's one of them.
[1:37:25]
>> Have they uh kind of indicated you guys
[1:37:28]
that they're kind of backing off on that
[1:37:29]
right now until something can be
[1:37:31]
>> That's agreed upon, or are they ready to
[1:37:34]
go in there and put something up?
[1:37:35]
>> I mean, that's kind of the indication
[1:37:36]
that we've pushed to them that, hey,
[1:37:39]
let's continue this conversation. I
[1:37:41]
don't think there's a need to rush to
[1:37:43]
close it at this moment in time, you
[1:37:45]
know, and I mean, again, that's going to
[1:37:47]
be on them, though, to decide what they
[1:37:49]
want. county say about them like
[1:37:51]
threatening to close the road? Did they
[1:37:53]
say that that I mean, can they can they
[1:37:55]
do that?
[1:37:55]
>> Mhm.
[1:37:56]
>> Okay.
[1:37:57]
>> Yep.
[1:37:57]
>> So, they could at any on any day we
[1:38:00]
could show up and it could just be
[1:38:01]
closed out.
[1:38:02]
>> Yep.
[1:38:02]
>> Okay.
[1:38:03]
>> Unfortunately, you know, and the
[1:38:04]
conversations we've had with the county
[1:38:05]
is, you know, at this point they
[1:38:08]
literally said they have no use for the
[1:38:10]
road. So, you know, which still just
[1:38:13]
blows my mind. They've got, you know,
[1:38:14]
110 south of 12, you know, that goes all
[1:38:17]
the way down. So what's the difference
[1:38:19]
between two mile stretch here? You know,
[1:38:21]
why can't you know you do that there? So
[1:38:24]
there's ongoing conversations about
[1:38:26]
similar things that, you know, we can
[1:38:28]
work with the county on um to try to get
[1:38:32]
some other things going, but you know,
[1:38:34]
>> yeah,
[1:38:36]
>> it's a battle update. I just hope that
[1:38:37]
maybe at the next meeting if we could
[1:38:39]
just if you guys could just include like
[1:38:40]
a quick update as to how meeting
[1:38:43]
>> if there's anything if there's anything
[1:38:44]
to update. Yes. Yeah.
[1:38:46]
>> And you can always reach out to me,
[1:38:47]
Kayla. you know that you know come over
[1:38:50]
knock on my door and yell at me I don't
[1:38:51]
care you know let's yell at you
[1:38:53]
>> yeah I know it's all good so but yeah
[1:38:55]
reach out to me and you know I will try
[1:38:57]
to keep you guys updated as possible you
[1:38:58]
know anything that comes along it's just
[1:39:01]
>> you know
[1:39:01]
>> yeah I think some of us are just a
[1:39:02]
little bit of a panic mode with our
[1:39:04]
daily drive you know every day
[1:39:07]
>> and you know and not just residents I
[1:39:09]
mean emergency vehicles too and there's
[1:39:12]
a lot of things hinging on this and
[1:39:14]
>> yeah stuff that was brought up at the
[1:39:15]
>> Yep township meeting was important It's
[1:39:17]
correct. So
[1:39:18]
>> hopefully we can keep that going.
[1:39:19]
>> Yeah.
[1:39:19]
>> All right. Thank you.
[1:39:21]
>> Thanks.
[1:39:23]
>> Anyone else want to speak on Clementa?
[1:39:26]
>> I do. Um I'm Robert Kolki, 602 First
[1:39:28]
Street North in Montrose. And I just
[1:39:31]
kind of wanted to to to kind of repeat
[1:39:33]
what she said because of course I live
[1:39:35]
on the northwest corner of Montro.
[1:39:37]
>> And you know, the dirt road is in bad
[1:39:40]
shape. And I think the bottom line is I
[1:39:44]
think we have a lot more people here.
[1:39:46]
So, when it does start to get to the
[1:39:48]
negotiation phase, I can think it'd be
[1:39:50]
reasonable that we kind of take take
[1:39:52]
most of the cost. And I know I'm a
[1:39:55]
resident and I'm going to pay for part
[1:39:56]
of it, too. But fact that we have almost
[1:39:58]
4,000 people and we have a dirt just a crappy dirt road that's a major
[1:40:04]
artery to the north. Um cuz the second
[1:40:08]
point I wanted to to bring up is
[1:40:11]
602 First Street North is where I live
[1:40:13]
and there are people that regularly go
[1:40:15]
by my house at 50 m an hour. I mean it's
[1:40:19]
ridiculous, you know, and we're on a
[1:40:21]
curve, you know, so when we back out,
[1:40:25]
it's just the margin for error is just
[1:40:27]
crazy. And anything to make that worse
[1:40:31]
>> would just drive us nuts. So the second
[1:40:34]
point is it kind of piggybacks off the
[1:40:37]
Clementa issue is the speeds that are in
[1:40:40]
the kind of the edges of town like kind
[1:40:42]
of where I live are getting ridiculous
[1:40:44]
and I think that we just need to realize
[1:40:46]
that and that we haven't had an accident
[1:40:49]
but we have teenage someone was talking
[1:40:51]
about teenage drivers we have some of
[1:40:53]
those too and just the margins for
[1:40:55]
errors that we have is just so low and
[1:40:57]
so the point is just the speeds that are that are you know, being
[1:41:03]
utilized around the city streets. Yep.
[1:41:05]
>> So,
[1:41:06]
>> you know, and that's part of our my at
[1:41:09]
least my whole thing with shutting off
[1:41:11]
Clementa is Yes. Now, all that traffic
[1:41:13]
is going to route down first and you
[1:41:16]
know, like you mentioned, I mean, we're
[1:41:17]
going to get more cars going down there
[1:41:19]
and obviously you just sit on Clementa
[1:41:22]
and you can see people don't recognize
[1:41:25]
the 30 mph speed limit. So, you know,
[1:41:27]
they're going to come speeding through
[1:41:28]
there. Um, and you know, just
[1:41:30]
maintenance overall. I mean, you put
[1:41:33]
that many cars back down first and then,
[1:41:35]
you know, what's that road going to look
[1:41:37]
like?
[1:41:38]
>> Yeah. I think you'll have to add stop
[1:41:39]
signs, too. It gets even worse. You
[1:41:41]
know, you're going to have to do
[1:41:42]
something like that and then it t just
[1:41:44]
takes forever to get from point.
[1:41:47]
>> Yeah. So, there I mean, it's not just,
[1:41:49]
you know, the residents that live in
[1:41:51]
Whitetail and Forest Creek that use that
[1:41:54]
section of the road. We understand that
[1:41:55]
it's, you know, all residents. It's, you
[1:41:58]
know, people from Woodland. I mean, when
[1:42:00]
I go that way, I see more cars coming
[1:42:02]
south than going north. I mean, you got
[1:42:04]
XL coming down there, too. So, I mean,
[1:42:07]
there's a lot of use on that road. And,
[1:42:09]
you know, that's kind of what we're
[1:42:10]
trying to avoid getting that shut down.
[1:42:13]
So,
[1:42:13]
>> all right. Thanks. Thanks for your time.
[1:42:15]
>> Thank you.
[1:42:16]
>> You
[1:42:18]
>> anyone else?
[1:42:21]
>> I just have a question.
[1:42:23]
>> Of course.
[1:42:26]
>> At least you owned it.
[1:42:27]
>> What?
[1:42:27]
>> At least you owned it. I know every time. Um, so you guys are we
[1:42:32]
understand that nobody wants to close
[1:42:33]
Comment. We get that. But at what cost
[1:42:36]
do the citizens of Montro want to pay to
[1:42:38]
keep that road open
[1:42:40]
>> because how much it would cost?
[1:42:42]
>> Well, right now, so we're from Highway
[1:42:44]
12 to the dirt. Okay. So, what Forest
[1:42:47]
Creek area and we're taking care of that
[1:42:49]
road in 2027 at around 2.2 million.
[1:42:53]
That's on the city of Montro. So, do we
[1:42:55]
have that money to also maintain
[1:42:59]
the dirt part of it? I mean, how much do
[1:43:01]
we want to put in
[1:43:02]
>> is the 2.2 million the rebuild
[1:43:05]
>> estimate? Yes.
[1:43:06]
>> Yep.
[1:43:08]
>> I mean, I we we I know it's going to
[1:43:10]
cost us all, including me, a lot of
[1:43:12]
money. But I think we got it put most of
[1:43:15]
it in. I mean, how many people live
[1:43:17]
there? Six on that dirt road. Six.
[1:43:19]
Seven.
[1:43:20]
>> There's five.
[1:43:21]
>> Five.
[1:43:22]
houses. Five houses. I think at
[1:43:25]
this point keeping it dirt fine like we
[1:43:27]
can take that loss but but we're closing
[1:43:30]
off and right I don't think why how is
[1:43:34]
that even how's the cops going to get to
[1:43:36]
us that adds and peace.
