[3:09] we'd better put it in. The code does

[3:26] there. The other one is, uh, for mobile

[3:28] homes, uh, we've never allowed your

[3:40] clarify that and define an actual mobile

[3:43] home and state that yeah, you cannot

[3:46] mount the service to a mobile home. You

[3:48] can manufactured uh modular home, but

[3:50] not a mobile home. And the mobile home

[3:53] is defined as a

[3:56] being built on a permanent steel

[3:57] chassis. So, we basically just clarified

[4:52] resolution. Uh we have been we have

[4:55] implemented and previous building

[5:03] nailed down in this resolution. So I

[5:05] figured it was time we had to go through

[5:07] it and just update it. Um,

[5:12] the majority of the big changes in the

[5:14] regs would be the new licenses that we

[5:17] offer and a few different definitions of

[5:20] licensing and just updating a lot of uh verbiage and getting everything in

[5:26] line to the way we're actually operating

[5:28] because um it was pretty outdated.

[7:23] there. It is spelled out a little more

[7:25] clear in our regulations now about that.

[7:31] always reciprocated licenses that we

[7:33] felt were equal to what we require

[7:37] within the state. So no real change but

[7:42] clarified.

[8:10] any fees. We're still on the same fee

[8:25] thing was we've always charged a $25

[8:28] application fee. It was never on this

[8:30] document.

[8:32] And then we added in the zoning

[8:34] certificate fee and the temporary

[8:36] dwelling permit fee that we've always

[8:38] charged. It was just never spelled out

[8:40] in our in our resolution, in our

[8:43] document. So, it's basically getting

[8:46] that on paper

[8:48] that was never there or got missed.

[8:52] So, the fees all just stayed the same.

[9:08] department, we uh did both of our fees

[9:11] together uh because ours needed cleaned

[9:19] uh the processes that we have were just

[9:22] clumped under one and so it was really

[9:24] difficult to see what it actually was

[9:27] supposed to be charged. Another um place

[9:30] that was clumped under was the

[9:31] conditional use permit. And it looked

[9:33] like if you needed a a conditional use

[9:36] permit, then you had this fee. But if

[9:40] you had a project and you didn't have a

[9:42] conditional use, you could argue that

[9:44] you didn't have to pay that fee just

[9:45] because the way it was listed um

[9:48] previously. So we kind of extrapolated

[9:49] all that out. We did increase the fees

[9:52] for the wind, like a wind farm and a

[9:54] solar farm. Uh we

[9:57] received we asked for and received

[10:00] multiple counties from around the state

[10:02] their permit fees. Uh we were fairly low

[10:05] on those two projects. So we increased

[10:07] those fees by $1,000. They were two we

[10:10] went to 2,000 on that. And then uh the

[10:15] other fee in the planning that we added

[10:18] uh that I was asked about last year was

[10:20] a utility and right-of-way permit. uh

[10:23] Road and Bridge has this for county

[10:25] property, but if uh so if fiber is going

[10:28] through a property that is not county

[10:31] property, there's essentially no permit.

[10:33] Uh so we now have an application and a

[10:35] permit fee if we want to implement that we can do that. And then uh kind of

[10:39] a final CO on that is that the building

[10:42] department will uh give the final CO and

[10:45] say, "Yeah, you've put the uh property

[10:47] back to where it should be." Uh we've

[10:48] had some messes on the mountain. And

[10:50] I've been aware of that where

[10:52] contractors have not filled back in

[10:56] appropriately. So that's one fee that's

[10:58] on here as well. And it's just a $50 fee

[11:00] and that's what road bridge charges. So

[11:02] that's where we got that fee that uh

[11:04] price from.

[11:20] like the cable fee and stuff like that.

[11:28] worry about these contractors coming in

[11:43] supposed to be doing.

[12:23] over the county as far as some of these

[12:27] companies going in and doing things and

[12:30] How do they how are they doing this? And

[12:32] so I think this is something that should

[12:35] have been done a long time ago, but I'm glad we're moving forward getting

[12:38] that taken care of.

[12:46] it's important for people to understand

[12:47] that the rightways with fiber and things

[12:50] like that that I mean there's some layers above county

[12:57] allow those utilities to be installed.

[13:00] There's very I guess some limits that

[13:03] the county can put on and this is one of

[13:04] those limit limiters that we can do. we

[13:06] can say, you know, you have to do things

[13:07] right or you or you don't get your

[13:08] permits to to go in in place and this.

[13:11] So, it's what we can do. I think it's

[13:13] the appropriate step to take without

[13:14] being a little bit too much or putting

[13:16] too much on this on the planning and

[13:18] building department to chase people all

[13:20] over the county and inspect every hole.

[13:22] But, I think this is one of those things

[13:23] that you guys can target appropriately.

[14:13] lowered. Uh the main thing was we want

[14:15] our initial fees to be twice as much as

[14:17] our renewal fees.

[14:23] license fees, uh, like the apprentice

[14:27] license fees went from three to 10 just

[14:30] to align more with, uh, uh, what other

[14:34] jurisdictions are are charging,

[2:43:39] » the governor's was governor's cup was

[2:43:42] held up at the Suckenoff this last

[2:43:44] weekend uh along with the outdoor wreck

[2:43:46] um symposium that they had downtown.

[2:43:50] Other than being very warm, there was a

[2:43:52] lot of people that showed up. Um they

[2:43:55] had approximately 300 different

[2:43:57] participants in the shoot itself, which

[2:43:59] is always good. That's about the same as

[2:44:01] what they had last year. Um it's a great

[2:44:04] event. It

[2:44:07] really puts Casper on the map for a lot

[2:44:09] of the shooting sports and things like

[2:44:11] that. And it was just a it was a good

[2:44:14] event. And I always enjoy going out

[2:44:18] there. I don't participate in the

[2:44:20] shooting part of it, but uh generally

[2:44:22] speaking, but I do do enjoy being out

[2:44:25] there watching.

[2:44:33] and view some data centers. They have

[2:44:35] six of them. And uh couple of the people

[2:44:38] that I know very well that are highly

[2:44:40] educated in data center law and the

[2:44:45] issues that attend a data center. So, I

[2:44:48] want to find that out because I know

[2:44:50] there's a

[2:44:52] possible request going to show up

[2:44:54] wanting to put a data center in this

[2:44:56] county. I don't know when exactly. I've

[2:44:58] talked to the people though about it.

[2:45:01] And uh they tell me they have it located

[2:45:04] in a place where it won't bother

[2:45:06] neighbors or upset people. Um, so I need

[2:45:11] to find out some things about water and

[2:45:13] electricity and gas and how it all runs

[2:45:15] and what any costs may be to taxpayers,

[2:45:18] which they say are none. And they say

[2:45:20] that if they get it running the way they

[2:45:22] perceive it, it would mean a hundred

[2:45:24] million dollars a year in taxes to

[2:45:25] Atrona County, which if we got that, we

[2:45:29] would be flush.

[2:45:31] So, I want to go down and find out if

[2:45:33] this is true and if that if if it's uh

[2:45:37] going to happen maybe and uh just to

[2:45:41] find out more information because a lot

[2:45:43] of people don't even understand what a

[2:45:44] data center is. But if you watch Netflix

[2:45:48] comes through a data center if you have

[2:45:49] a credit card and you pay it comes

[2:45:52] through a data center. So, uh and then

[2:45:55] all the AI is going to start coming

[2:45:56] through a data center.

[2:45:59] So, it's something that's happening now.

[2:46:01] It's the current state-of-the-art. And

[2:46:04] if they're going to provide 600 jobs in

[2:46:06] Casper, Wyoming, and I'd say that's a

[2:46:08] plus. If we're going to get unbelievable

[2:46:11] taxes, I'd say that's a plus. But I want

[2:46:14] to find out uh what the possibility of

[2:46:18] all that is so that I can then report it

[2:46:21] to the commissioners and the public here

[2:46:23] in the Trona County. And I can only tell

[2:46:25] you one other thing. It's really hot out

[2:46:27] there.

[2:46:49] coming back and seeing the 100 plus

[2:46:51] degree heat.

[2:46:53] Um, the other thing that I on our trip.

[2:46:56] That was really nice and kind of

[2:46:58] reminded me of um I guess a simpler time

[2:47:01] here. It was really nice in northern

[2:47:02] Idaho not seeing a gambling joint in

[2:47:04] every corner. I really enjoyed that. So

[2:47:07] just something to I guess ponder as we move forward as a community and um

[2:47:13] guess on the I guess data center issue

[2:47:18] and doing a lot of reading on data

[2:47:21] centers and the rise of AI and it it

[2:47:23] worries me a little bit. um just because

[2:47:27] I think there is a

[2:47:31] possibility out there that we over rely

[2:47:35] on AI and don't educate ourselves

[2:47:37] enough. And I would really hate to see

[2:47:39] the day where we have people sitting in

[2:47:43] elected seats that were making all of

[2:47:46] their decisions based on AI. So I think

[2:47:49] we need to be really careful and really

[2:47:50] cautious with how much trust we put into

[2:47:54] AI and how much um

[2:47:57] we use it as a tool although there are

[2:48:00] appropriate times and places for it.

[2:48:59] to happen till it happens. Vote on the

[2:49:02] day of.

[2:49:06] There's too many things that can can

[2:49:08] happen. But on the long of it, I missed

[2:49:12] the the governor shoot. I was

[2:49:14] suffocating a couple of fish in the air.

[2:49:18] So, but they were pretty tasty. Um,

[2:49:23] as far as the AI and the data centers, I agree um need to be educated. The the

[2:49:32] everybody should be educated. The style

[2:49:34] of uh data center that is being

[2:49:38] looked at being to be put ina is a

[2:49:42] little different than others in the

[2:49:44] state that are in operation.

[2:49:47] Uh we need to focus on what benefits are

[2:49:51] as well as the detractors of and

[2:49:54] determine

[2:49:56] whether we want to go down that alley or

[2:49:58] not.

[2:49:59] Now the one thing that uh is concerning

[2:50:02] I have heard from different

[2:50:08] oh entrepreneurs or whatever is that

[2:50:13] it appears that Nitrona doesn't want to

[2:50:16] grow and Nrona doesn't want to develop

[2:50:18] anything.

[2:50:20] Um that that is very concerning for the

[2:50:23] future of Nona.

[2:50:25] So we need to be very mindful of what we

[2:50:27] decide to do.

[2:50:29] moving forward. As far as AI, I'm not

[2:50:32] I'm as concerned as Casey is about uh

[2:50:36] politicians

[2:50:37] following AI advice, but what the hell?

[2:50:40] They already follow social media advice,

[2:50:43] so I don't know about which is worse.
