building. And um I there are 14 um
use there are 14 criteria associated
[2:33]
with the special exception. And I I I
don't know if you would like to do it
[2:38]
this way, but if if you would, I can go
through all of those criteria and show
[2:42]
the way that we're meeting them.

primary um criteria are related to

things like um the ingress and egress,
making sure that you don't cause any

backups. Um and and we do have a very
wide 30 foot wide driveway, so it does

allow for two-way traffic. Um we have
areas both in the front and the rear of
[3:09]
the building where people can pull over
to drop off and pick up their children.

Um we're required to have 11 parking
spaces, but we have 16. This is this is
[3:19]
all provided in the documents that you
have. Um there is no overnight night um
[3:25]
or drop in care, which is one of the
criteria. Um
[3:31]
uh the play area um is required to be
screened um and and to be required to be
[3:39]
in the rear of the building which is we
um provided all as far back in the rear
[3:44]
of the building as we have uh a play
area that has a 4ft high fence with a
[3:49]
self-latching gate. Um also the dumpster
is required to be masonry and screened.

Um that's existing. We're going to use
the existing dumpster location. Um

there's a criteria related to a child
care center located within 2,000 ft of

this building. So there Kinderare is the
next parcel over, but Kinderare is

we are not near any uh sexually oriented

building, um, the upper entry. So,
there's a lower entry and an upper
[5:39]
entry. Their intention is to use the
upper one as the primary entrance. Um,
[5:43]
but it does provide for um, you know,
um, an emergency exit on the first
[5:48]
floor, too. Uh,

uh there's a proposed tattoo studio

studios called uh Bodyworks Tattoo
Studio. He currently exists. Don
[10:20]
McDonald is the is the owner. He
currently has his business in Pin Hills.

He has been desperately wanting to get
to Monroeville or Plum. You guys won
[10:30]
because you have the property in the
correct zoning. Plum doesn't. So, um,
[10:35]
Plum's in the process of changing their
code for that reason. They they need
[10:39]
more businesses. You guys have your
stuff together. So, that was very
[10:42]
refreshing. Um, so I'll start here with
with the map. I don't know if you guys
[10:47]
could can see that. It's not as pretty
as what Mr. Wman had there. It doesn't
[10:52]
show up quite as nice, but this is a
2.13 acre piece of property. Uh to the
[10:58]
the the south and east, we've got Mr.
Water Heater for reference. Um we have
[11:03]
Dexter Drive as well. That's uh that
that Mr. Water Heater is located off of.

To the north of our property, we have
Old Frankstown Road, which is the road
[11:12]
that we're actually going to be
accessing the property from. Uh, this
[11:16]
is, I believe, the former Verizon
building. I I say former Is it still
[11:21]
Verizon? Still there. Okay, they're
still there. I know they have trucks
[11:24]
there. I don't know if they're still
occupying the building. That's why I
[11:26]
meant that. But, um, and then there is
actually a creek that, uh, transverses
[11:31]
uh, basically south to north, north to
south. Um, and it crosses underneath Old
[11:36]
Frankstown Road. There is a piece of
property that's owned by a separate
[11:41]
entity. Um, the Martins, who actually
know Zach Martin pretty well. Um,
[11:47]
they're contractors and we've reached
out to them and let them know about
[11:51]
this. They're probably going to try to
bid on this project because they're
[11:53]
literally right next door. But to access
their property, there is a little bit of
[11:57]
public rightway that does actually jut
in um to the west of our property. Uh,
[12:03]
and I say northsoutheast west uh on this
Alageney County GIS. north is is up. Uh
[12:09]
so there is a there is a piece of of uh
land here that that the the Martins
[12:14]
utilize to get to Old Frankstown Road
along our southern I'm sorry our uh
[12:19]
westerly side. So um that's the site
itself. Again, 2.13 acres. It's zoned
[12:24]
M1. We're here for conditional use
approval as well as land development.

Proposed. Again, we have old Frankstown

Road that's off basically north in this
situation is where Frankstown Road is.

North actually works that way. Um, so
this this image is a little bit skewed

from what I just shared with you, but
Mr. Water Heater is actually planned
[13:01]
south on this image. So, you can see
where it's it's actually pretty tight.

um 2.13 acres. We're disturbing under an
acre, so there isn't a lot of
[13:10]
disturbance. It's a pretty small
building. It's it's proposed to be 4,400
[13:14]
square ft. Uh singlestory.
Um one primary point of access, which
[13:20]
would actually be on the easterly side
of the building. Um
[13:25]
front of the building actually is just
going to have some doors and windows and
[13:29]
um front along the parking lot itself.
Uh it's a pretty simple design. And
[13:34]
again, we have to have at least one ADA
parking space. It's located here. Again,
[13:38]
the the main entrance is located on this
side of the building. I'll show you some
[13:42]
elevations here in just a moment, but um
simple parking lot with parking in it as
[13:48]
well as underneath it. It's our storm
water management facility. Again, not
[13:51]
real large because there isn't a lot of
development.
[13:54]
Um we do have paved area here. The area
to the rear is a is proposed to be a
[14:00]
stone area. uh it's a depression to grab
as much of the water shed that's falling
[14:04]
down toward the building existing as
well as proposed. So the client
[14:08]
requested sort of like a rock garden
type scenario in that location as
[14:12]
opposed to pushing plant material up
against the building. Trash location is
[14:17]
over here on the opposite side from the
from the entrance on the opposite side
[14:20]
of the building. um sanitary flows
basically from this corner of the
[14:25]
building down over the hill actually
crosses through that ingress egress
[14:30]
point for the adjoining Martin property
utilities basically are all coming from
[14:36]
plum the burrow line is essentially down
the middle of old Frankstown road so on
[14:42]
the opposite side of the road is plum
burrow so water gas electric
[14:48]

flowing into plum So, we're
communicating with both the the local
[14:54]
municipal authority as well as Columbus
Plums Municipal Authority in the
[14:56]
situation and they've been they've been
coordinating together along with us.

Um, pretty simple. Let me let me jump
[15:06]
quickly here and then we can take some

AE Works is the architect of record for
this. Again, pretty simple design.
[15:14]
Basically, two materials. It's a It's an
asphalt shingle roof, but we're looking
[15:19]
at a split face concrete block um facade
for about six feet and then the
[15:25]
remaining four feet uh to the to the
bottom of the roof line. Again, this is
[15:31]
the long this is the long side here. The
upper image is the ones actually facing
[15:35]
the parking spaces. We've got a few
windows in there. Um, but the upper
[15:40]
vertical piece there is actually
aluminum siding um or some sort of a
[15:44]
metal cladding. But again, pretty clean,
simple. Colors haven't been decided yet.

The image I received was actually black
and white, so it's all I could print out
[15:52]
for you. I don't know what the colors
are quite yet, if there's going to be
[15:56]
anything. I know the block originally
was intended to be like a a darker gray,
[16:00]
but I don't know about the metal
cladding. Um, this image right here is
[16:06]
actually the front entrance. So you can
see there's two larger windows. Just
[16:09]
inside this doorway is actually the
waiting area. So the owner wanted to
[16:14]
have as much sunlight in there as
possible.

There's a lot one of the reasons why the
windows are up higher and there aren't a
[16:22]
lot of windows is because the interior
space is pretty much for tattoo purposes
[16:28]
and so privacy. He he doesn't really
want to have a lot of windows where
[16:32]
people can see. I know there's other
ways to handle that with film. he's
[16:37]
comfortable with and he says his
clientele is more comfortable with
[16:40]
actually having fewer windows and um
privacy within the the facility as well
[16:45]
as outside.
Maximum height at the peak is only
[16:50]
proposed to be 19 ft. So again, pretty
small building, low impact visually on
[16:56]
the site itself, roughly 110 ft by 40
feet. So again, not a real large
[17:01]
building itself. 4,400 square ft.
That's what I have. Anyone have any

but he has anywhere from two to three
artists that can be working at the same

time as him. So it's a pretty simple,
smaller business. um he does a lot of um

artistry um on his own by himself when
there aren't a lot of people there. So
[17:33]
again, I think it's pretty much a low
impact site development. Um he doesn't
[17:37]
need a lot of space in order to um take
care of his clientele.

is a little bit larger footprint than
what he currently has. He's very excited

So on the back side of the site is a is

of trees and wetlands. And so you know

again it he's kind of pushed his
building in well we've kind of pushed
[18:08]
his building in the middle of the site
and be by doing that it's he's a little
[18:12]
bit more surrounded by nature.
