[10:27] All right. Good morning, everybody. I'm
[10:29] going to open up this YL County Board of
[10:32] Commissioners formal session on August
[10:34] 27th at 10 a.m. and I will lead us in
[10:37] the flag salute.
[10:42] » I pledge allegiance to the flag of the
[10:45] United States of America and to the
[10:47] republic for which it stands, one nation
[10:51] under God, indivisible, with liberty and
[10:54] justice for all.
[10:58] Thank you. That brings us up to our
[11:02] calendar session. Is there any changes?
[11:06] » Uh public comment. If you're here to
[11:08] make public comment, raise your hand. Or
[11:10] if you're online, raise your virtual
[11:12] hand.
[11:17] Seeing none, we'll move on. Department
[11:20] updates, there's none. Work session,
[11:22] there is none. Consent agenda.
[11:25] >> Sure. I'm going to move that we we
[11:27] remove this. And I'd just like to add a
[11:30] few comments about it. The process was
[11:32] not followed to uh advertise
[11:36] this uh vacancy or this this change. Um
[11:40] and also they're going to uh add other
[11:44] members. They need it needs to be
[11:45] advertised. If you look at the bylaws,
[11:48] it talks about um
[11:51] uh we will advertise the openings and
[11:54] newspapers of general circulation on
[11:56] both the county and YCT YCA websites and
[12:01] then the appointees will will uh submit
[12:03] the appropriate application. So, I just
[12:05] want to make sure that we're getting it
[12:07] out widely.
[12:08] >> Are you talking about for the transit
[12:12] specifically, not the minutes? No, not
[12:14] the
[12:15] >> Okay. Um
[12:18] I think we I don't know about the
[12:20] newspaper. We I'd have to ask Cynthia,
[12:22] but um there's several openings in that
[12:26] committee for a long time at this point.
[12:29] >> So, a couple of things.
[12:30] >> And Brandon's been on the board. Sorry
[12:32] to interrupt. Brandon's been on the
[12:33] board for uh for a while and was
[12:38] unanimously, you know, just as chair,
[12:43] >> right? I I did speak to Frank Sheridan
[12:45] who's been on the board.
[12:47] >> Quite a long time and was was kind of
[12:50] perplexed as to why he was being
[12:52] removed. Uh was was kind of, you know,
[12:56] he's been he's been on it. Uh he
[12:58] represents the West Valley and he's been
[13:00] on um he's been on the uh committee for
[13:03] a long time. So I did have some
[13:05] reservations about that, but it's
[13:06] there's nothing about that. But I just
[13:09] there were a couple of things that um in emailing Cynthia, I think you might
[13:14] have been copied on those.
[13:16] >> Um the application
[13:20] um is is kind of hard to find
[13:23] [clears throat]
[13:23] >> and she's going to ask them to add it to
[13:26] the website, but to find it, it's a
[13:28] little ownorous. You have to go to the
[13:30] bottom of the website, look for YCTAC.
[13:33] Um, even though the website is designed
[13:35] primarily for writers, we're trying to
[13:38] get because there was a an application
[13:40] for membership on there, but that had
[13:43] not been uh advertised widely.
[13:46] >> Yeah, it is hard to find. I I agree with
[13:48] you.
[13:48] >> But I mean, you did have there was an
[13:50] application from a uh Jessica.
[13:54] >> Yeah. Who just came in. We haven't had a meeting since that one.
[13:57] She just uh emailed this week.
[14:00] Um,
[14:01] >> so if there's not a super rush, then we
[14:04] can just put this off to a further
[14:05] meeting basically. Is that what you're
[14:07] requesting?
[14:07] >> Yeah, because then Cynthia sent out uh
[14:10] an email to Jessica who had applied and
[14:13] said she wanted to speak with her a
[14:15] little bit more. So, I think this might
[14:17] be a little premature. I just want to
[14:19] make sure that we're doing everything
[14:21] according to what the bylaws
[14:24] >> uh recommend.
[14:25] >> Yeah, this one's not Jessica. This is
[14:27] just Brandon, though. So, um, and yeah,
[14:30] I don't have a problem with it. Um,
[14:33] >> we'll just get it ironed out if you're
[14:34] okay moving it out. And that's the
[14:36] request is to move it out.
[14:37] >> Yes.
[14:37] >> Okay.
[14:38] >> So, I make a motion to remove uh consent
[14:41] agenda item G1
[14:44] and move to approve.
[14:46] You want all one motion, Ken, or you
[14:48] want me to separate motions?
[14:50] >> Um, per the procedures, any commissioner
[14:52] can request something be removed from
[14:54] it. So that would just that item would
[14:56] move down into other business and so
[14:58] then you can move
[14:59] >> and do you need a vote on that though?
[15:01] No. No. Okay. So
[15:02] >> um so it's a move to approve the consent
[15:04] agenda minus item one.
[15:07] >> So I move to approve the consent agenda
[15:10] um with item G1 removed. Is there any
[15:14] further discussion?
[15:15] >> None.
[15:16] All those in favor signify by
[15:18] saying I. I.
[15:19] >> I. Motion passes unanimously. Thank you
[15:21] for that. H is old business. There is
[15:24] none. I is other business. I one is
[15:26] consideration of approval of a board
[15:27] order in the matter of delegating
[15:29] signing authority to department heads
[15:31] for all student affiliation agreements.
[15:38] Who's got info on this?
[15:42] » The volume inside the room having a hard
[15:45] time hearing us. What if we get up on
[15:47] the mic? Is that better?
[15:48] >> Yeah,
[15:49] >> that's better. Okay.
[15:50] >> Okay.
[15:51] >> I can speak to this one, chair. Um, this
[15:54] is to my knowledge mostly about HHS. So,
[15:58] currently they have students who come do
[16:00] their clinical hours at HHS and
[16:02] sometimes Lindsay can sign those
[16:04] agreements and sometimes she can't and
[16:06] so we're trying to make it a universal
[16:08] um easier process
[16:10] >> and that was just an internal thing
[16:11] where sometimes she
[16:12] >> sometimes they're IGAS and so by per
[16:15] procurement law she's not allowed. So
[16:17] this will
[16:18] >> so we're streamlining.
[16:19] >> Okay, good.
[16:22] I would move approval. All right. Any
[16:24] further discussion?
[16:25] >> None.
[16:26] All those in favor signify by
[16:27] saying I. I. I. Motion passes
[16:29] unanimously. Thank you. I2's
[16:32] consideration of approval of a board
[16:33] order in the matter of amending board
[16:35] order 26-218
[16:37] to remove tax lot numbers R4316
[16:41] CB0000500
[16:44] R5512000690
[16:48] and R431
[16:51] 7D
[16:52] 042000
[16:54] from the tax foreclosed property auction
[16:57] list
[17:00] approval
[17:01] Motion's been made. Why are we removing
[17:03] these?
[17:03] >> So, these are properties um that were
[17:06] requested by our parks manager that we
[17:08] pull back and take another look at
[17:10] because they're close to parks.
[17:12] >> Got it. All those in favor signify by
[17:15] saying I.
[17:17] >> I. Motion passes unanimously. Thank you.
[17:20] Three is con I3 is consideration of
[17:21] approval amendment number one to an
[17:23] intergovernmental agreement between
[17:25] Yamill County Transit Authority and
[17:27] Washington County Board Order 25-129
[17:30] to include Washington County's stiff
[17:33] plan effective August 27th 2026 through
[17:37] June 30, 2027.
[17:39] >> Move approval.
[17:40] >> Motion's been made. Any further
[17:42] discussion?
[17:43] >> None. All those in favor signify by
[17:45] saying I. I.
[17:46] >> I.
[17:47] >> Motion passes unanimously. Thank you.
[17:49] I force consideration of approval to
[17:51] submit a letter in support of Marian
[17:53] County's filing of an OS183.390
[17:59] rulemaking petition brought to us by
[18:01] Commissioner Starret.
[18:03] >> Thank you chair and our HHS director
[18:05] Lindsey Man is here and just sort of
[18:07] flesh out the details. But the reason
[18:09] why this is so important is since June,
[18:12] we've had this discussion had uh
[18:14] discussions with Marian County and we've
[18:16] also talked about it on our local
[18:18] government advisory committee through
[18:20] HHS talking a little bit about some of
[18:22] the concerns that um uh OA is really not
[18:27] being receptive to the concerns we have
[18:29] about uh safety issues. So what this is
[18:32] really doing is asking them, it is a
[18:34] petition to require them OA to do a a
[18:38] public comment period to take input
[18:40] about some of the concerns about uh
[18:42] residential facilities that they are in
[18:44] their rulemaking process not hearing the
[18:47] counties about. So uh maybe director
[18:49] Manfren can talk a little bit about this
[18:51] and why we're recommending that uh the
[18:53] board uh send this letter.
[18:57] >> Okay. Is this on?
[18:59] >> Yeah.
[18:59] >> Okay. Thank you. There's no more lights
[19:01] so I can't tell. Uh so thank you for
[19:03] bringing this. I think uh to be really
[19:05] clear the ask is to support Marian
[19:09] County's request to go through a
[19:11] process. So it's not dictating any
[19:13] specific outcome at this point. Really
[19:15] just looking at going through the
[19:16] process. Yamho County doesn't operate
[19:18] any residential programs themselves.
[19:21] However, we do have staff who work in
[19:24] residential programs through a contract
[19:27] to provide the behavioral health
[19:28] supports within that facility. And the
[19:31] main things that I'm really concerned
[19:33] about right now are some of the language asks that have not
[19:38] been uh moved forward are really around
[19:40] safety of staff. We have not had issues
[19:44] that have um come up, but our programs
[19:46] are are relatively small. And quite
[19:48] honestly, the the concerns that we have
[19:50] are that these do happen in other
[19:52] facilities and they could just as easily
[19:53] happen in ours. And we want to have the
[19:55] protections in place to make sure that
[19:57] we have the tools at our disposal to say
[19:59] things like it is not okay for people to
[20:03] carry weapons in residential facilities.
[20:06] It is not okay for people with the
[20:08] behavioral health behaviors that are uh
[20:10] requiring them to be in the facility to
[20:12] be consuming alcohol and drugs and
[20:14] things like that that we know will
[20:15] exacerbate the concerns that we're
[20:17] already trying to manage and therefore
[20:19] create safety risks. There's other
[20:20] pieces in there around some of the admin administrative issues. We have
[20:26] less of those because again we're not um actually administering the program.
[20:32] We're just providing service on-site.
[20:34] However, in looking at the request from
[20:35] Marian County, they all seem incredibly
[20:37] reasonable to me.
[20:39] >> And the really important thing is is
[20:41] really safety to um to the staff because
[20:44] this doesn't the way it's written now is
[20:47] it you have something has to happen to
[20:49] someone before you can take action. Uh a
[20:52] staff uh or the organization can take
[20:54] action. Now, we're saying, "Hey, wait a
[20:56] second. If it's looking like there's a
[20:57] threat here, we need to be able to have
[20:59] the ability to say you this is might not
[21:01] be an appropriate placement."
[21:03] Absolutely. And I would add in addition
[21:05] to safety of staff, in addition to uh
[21:08] safety of the other residents there,
[21:09] right? We we have to be concerned about
[21:11] all people living in that environment.
[21:13] Uh and while we want to maintain as much
[21:15] autonomy as we can in facilities like
[21:18] that for each individual, we also have
[21:19] to maintain the safety of those around
[21:21] them.
[21:22] >> Thank you.
[21:23] So with that, I would move approval.
[21:25] >> Appreciate that.
[21:26] >> Signing that letter and submitting it.
[21:28] >> I appreciate it. Any further discussion?
[21:30] >> Thank you both.
[21:32] >> Okay. All those in favor signify by
[21:34] saying I
[21:35] >> I motion passes unanimously. Thank you.
[21:38] Thanks, Lindsay.
[21:39] >> Thank you, Lindsay.
[21:40] >> Jay is public hearings. There is none.
[21:43] >> Chair, um before we move on, we had the
[21:45] item that was removed from the consent
[21:48] agenda and it would be I it now be item
[21:51] five for discussion if there's needing
[21:53] to be discussion or any action taken.
[21:55] >> Um sounds like there was some discussion
[21:58] already. Uh do you want to make a motion
[22:00] to
[22:02] >> Well, I just want to make sure that
[22:03] Okay. So, you're right. We are just
[22:05] voting on replacing uh Mr. Sheridan and
[22:09] then the other application that came in.
[22:12] I want to make sure that that is because
[22:16] my understanding from lots of emails
[22:18] back and forth with Cynthia is the
[22:20] application came in and it was pretty
[22:23] much just a foregone conclusion that was someone who's going to be added
[22:27] to the committee. No, I I that's not the
[22:29] way I understood that one. Oh, sorry.
[22:31] Ken wants to
[22:32] >> Well, I was gonna because it's my
[22:34] understanding there was a request on the
[22:36] agenda. There was a request to remove
[22:37] that because the committee hadn't had a
[22:40] chance to do the review and make a
[22:41] recommendation to the board on the
[22:43] appointment as far as the process goes.
[22:45] >> So, um that's why it was removed from
[22:48] the agenda. Um and the action that was
[22:51] before you is to not
[22:54] appoint Brandon. He he his term is
[22:56] current. it's appoint him as chair which
[22:59] is required per the bylaws that the
[23:01] board appoints the chair for that and so
[23:03] that was the request coming forward it
[23:05] wasn't to extend renew because Brandon's
[23:09] term is still through 2027
[23:12] next year so I just wanted to clarify
[23:15] both the agenda item but then the other
[23:17] item it was on the agenda but it was
[23:19] removed because of uh there's still some
[23:22] steps in the process that hadn't been
[23:24] done yet
[23:24] >> and the the backstory on on Brandon um
[23:29] and Frank. there was in my understanding
[23:31] was general consensus and a vote to to
[23:36] that um Frank would still be on the
[23:38] committee um and have his institutional
[23:41] knowledge of the system and uh but
[23:44] Brandon spends a lot of time in Salem
[23:47] and so he would be uh kind of advocating
[23:49] as chair of that committee um for
[23:53] funding or while during the long session
[23:56] this next this coming year. So that's
[23:59] why we um decided to to put Brandon at
[24:03] the as chair or why they decid I don't
[24:05] think I'm a voting member on that one
[24:07] but um why they decided to put Brandon
[24:10] as chair instead of Frank. So there was
[24:13] nothing against the Yeah. Frank and I
[24:15] think Frank agreed with that at the
[24:16] time, but
[24:18] >> Okay. Well, I spoke with him and he he
[24:20] was sort of a little little surprised by
[24:23] it. And I don't want to, you know,
[24:25] overstep. Obviously, if the committee
[24:27] made that made that decision, they do
[24:28] have per the bylaws the ability to do
[24:31] that. But I want to make sure because in
[24:33] reading these emails
[24:36] um reading these emails from Cynthia,
[24:39] she said, "Yeah, I basically kind of
[24:41] overstepped I think this might have been
[24:44] in in regard to uh Jessica's application
[24:48] uh that there was some the process
[24:50] wasn't filed followed."
[24:52] >> Correct.
[24:52] >> But as far as the chair appointing the
[24:54] chair, the committee does have the
[24:56] authority to do that and then the board
[24:58] would
[24:59] >> they don't they we we have to approve.
[25:02] Yeah,
[25:02] >> the they the committee has the authority
[25:06] to appoint a chair or to
[25:09] >> recommend
[25:10] >> to nominate a chair and then the board
[25:11] would approve it. Correct.
[25:13] >> So that's where we are today. I just
[25:15] want to make sure that um in terms of
[25:17] the discussion that went on um at the
[25:20] meeting that that the b that everything
[25:22] was followed so it wasn't just a we're
[25:24] going to submit we wanted we want this
[25:27] to submit it to the board of
[25:28] commissioners. Yeah, I I I think it was,
[25:30] but I I don't have the emails in front
[25:31] of me. I don't But
[25:33] >> okay,
[25:34] >> but we can table this to another day to
[25:35] double check the make sure that the
[25:37] process was for bylaws till next week.
[25:40] I'd be fine with that.
[25:41] >> Okay, that would be great. And also want
[25:42] to make sure that we are advertising the
[25:45] uh anytime we want somebody else on on
[25:48] it because I think we you know I'd
[25:49] really like to make sure and I know
[25:51] there there might be a a disability
[25:53] designation in this particular
[25:55] application which is is great but we
[25:57] also would like to cast the net pretty
[25:59] widely for veterans and folks who use
[26:04] system. So I just want to make sure
[26:05] we're following those bylaws.
[26:07] >> Yeah. And I was just going to add just a
[26:08] reminder because the way this committee
[26:10] is set up there specific categories. It
[26:12] it's there's there's some at larger
[26:15] general positions but then there's
[26:17] representatives for small cities,
[26:19] representatives for seniors,
[26:21] representatives for uh disabilities, you
[26:23] know. So there is criteria because this
[26:25] also serves as our uh stiff committee as
[26:29] well and and follows that statutory
[26:31] language on the composition of the
[26:33] committee as well. And I did identify I
[26:36] think some of the confusion because I
[26:38] scrambling to try to get to the roster.
[26:40] I found that we have a broken link on
[26:42] our website that isn't taken to the
[26:45] committee page and I had to do some
[26:47] searches to get there. So I already have
[26:49] a request into Cynthia and Kevin to get
[26:51] that fixed um and make sure that we're
[26:54] getting the vacancies posted as well.
[26:55] But I think the the first thing is most
[26:58] people are going to go through the
[26:58] county website and that was a broken
[27:00] link. It it went to the page not found.
[27:02] So we'll get that resolved.
[27:04] >> Okay. Okay. So, if we could just put
[27:06] this off till next week, we can try to
[27:07] figure out where we're maybe not not uh
[27:11] following the rules here.
[27:12] >> Yeah. Yeah, that's great.
[27:14] >> Thank you.
[27:14] >> So, but this one's just appointing
[27:17] Brandon. Do you want to wait on that
[27:18] also and just get to the frame?
[27:20] >> Just so that we can get everything
[27:22] squared away because I think there's a
[27:23] lot of confusing and confusion and
[27:25] Cynthia was saying, "Hey, maybe I didn't
[27:27] follow the process, but I want to make
[27:28] sure that did or didn't happen." That's
[27:31] all. So, you want to call that item I
[27:35] five then, Ken, and vote on it, or are
[27:38] you good?
[27:41] >> Uh, it's okay if it's on the agenda and
[27:43] it's no action and there's consensus and
[27:46] we'll bring it forward next.
[27:47] >> Okay. So, we're going to take no action
[27:49] on
[27:51] item G1 and it'll be on a future
[27:55] agenda. Okay,
[27:57] >> cool. Moving on, we're going to go to
[28:00] there is no public hearings which is JK
[28:02] as announcements and we'll go to
[28:04] Commissioner King.
[28:06] >> Thank you. Uh minor short this week.
[28:09] Lots of emails and phone calls but uh
[28:12] last week of summer. So spent quite a
[28:14] bit of time with my kids. So thank you
[28:19] for sir.
[28:20] >> We had our our meeting our monthly
[28:22] meeting of the suicide prevention
[28:23] coalition. And I want to thank uh
[28:25] Kelsey's doing a great job of getting a
[28:27] variety of different stakeholders
[28:28] together. One of the things we talked
[28:30] about was a youth outreach uh project, a
[28:33] banner project to get messages of hope
[28:35] regarding suicide prevention more
[28:37] broadly in the schools and different
[28:39] things. something else which is new and
[28:40] every time you turn around there's
[28:42] another threat to our to the mental
[28:44] health and well-being of our youth but
[28:46] apparently kids are using AI as therapy
[28:51] uh therapy for chat where they're going
[28:53] to AI and asking them for help with
[28:55] their mental health issues and there was
[28:57] a particular problem where one one
[28:59] individual died by suicide after getting
[29:02] some um shall we say um tragic advice
[29:05] from AI so there's more now looking at
[29:08] well how do we look at this type of a
[29:09] new threat towards the um the well-being
[29:12] of our kids. Talked a little bit about
[29:14] what uh the suicide prevention coalition
[29:16] is doing through HHS with the safer home
[29:19] kits, which is locking up pills, um
[29:22] cable locks for firearms, different
[29:24] things like that. And also they did
[29:26] present at the mental health
[29:27] disabilities advisory committee. want to
[29:29] thank Bailey for for being there for the
[29:32] uh bringing up uh what they've been do
[29:35] what they've been doing which is
[29:36] training and support in schools and
[29:38] community support. Uh also we had our
[29:41] CCO board meeting and we're going to be
[29:43] having another meeting the executive
[29:44] committee another meeting on Monday
[29:46] talking about what is the forecast for
[29:48] what CC's are going to CCOs are going to
[29:50] look like in the future in Oregon and
[29:52] there are lots of challenges because of
[29:54] HR1 and there was a rate update and
[29:57] what's the big picture for what is what
[29:59] is our CCO going to look like the
[30:01] provider for Oregon health plan
[30:04] also had the housing authority board
[30:07] meeting on Tuesday night uh update on
[30:10] the McMinnville CDBG, the Oregon Healthy
[30:13] Homes participants, they're trying to
[30:15] get folks who can uh qualify to have
[30:18] their their homes uh
[30:21] I guess there's a lot of rehab going on
[30:23] for climate issues. Veterans Restore and
[30:26] Health Safety Grant. A lot of the
[30:28] participants have been selected and the
[30:30] Church Street remodel. Many of you who
[30:32] have followed the process through the
[30:34] foreclosure and the donation of the
[30:36] Church Street project from uh the the
[30:40] county, the remodeling is completed
[30:42] following completion of construction
[30:44] activities. Three brokers have provided
[30:47] um appraisals for this property from
[30:51] 430,000 to 435. What they're going to
[30:54] wind up doing is offering this home,
[30:56] which was a county property. It's been
[30:58] completely rehabbed and it's beautiful
[31:00] and it's going to wind up um going to
[31:03] one of the families that's been working
[31:05] with the housing authority on on getting
[31:07] their finances in order. It's a
[31:09] significant investment and this is what
[31:11] we've been doing typically with the
[31:12] properties that we have been we can't do
[31:15] that anymore but uh but anyhow and then
[31:19] um also folks have been reaching out
[31:21] about the situation at waste management
[31:23] and the transfer station in Newberg and
[31:26] there was another closure temporarily
[31:28] been in touch with waste management uh
[31:31] management and they're saying basically
[31:33] there's stuff coming in from other areas
[31:35] because of backlogs and and bottlenecks
[31:38] in other areas. So, they're just really
[31:41] trying to address that, but it's causing
[31:43] problems. I'm more concerned about the
[31:45] illegal dumping that could occur as a
[31:47] result of folks pulling up in a pickup
[31:49] truck filled with stuff that they can't
[31:51] and they're going to I'm not taking this
[31:52] home. So, we're we're taking a look at
[31:54] that and hoping we can we can mitigate
[31:56] that. also got another email from
[31:58] somebody who wanted Ricology to uh take
[32:02] their uh bottle recycling and uh so
[32:06] we've reached out to Ashley who is going
[32:08] to be dealing with these particular
[32:10] contracts to find out hey can they right
[32:12] next door to a winery and they're saying
[32:14] hey how come I can't pay them to take my
[32:16] bottles and my glass when the winery's
[32:18] getting that pickup so working with
[32:20] Recology through Ashley another question
[32:22] has come up having to do with flock
[32:24] cameras as you know flock cameras have
[32:27] sort of become a controversial as they
[32:29] become more ubiquitous. There are some
[32:32] congressional investigations into what
[32:34] they're actually doing with that data.
[32:36] But I reached out to the city of Newberg
[32:38] because apparently there's one on
[32:40] college. Reached out to ODOT. They say
[32:42] no, we do not currently allow flock
[32:45] cameras in our right of way. And I'm
[32:47] told that they're looking into ways they
[32:49] could allow them in the future. So, we
[32:51] need to keep an eye on that because what
[32:53] the flaw cameras do is they are taking a
[32:56] picture of every license plate and every
[32:58] car that goes by. But what are they
[33:00] doing with that? Is that a is that a
[33:02] violation of constitutional rights and
[33:04] that there's no warrant here, but you're
[33:05] capturing that type of of of
[33:07] information. So, um, anyway, that's
[33:10] something we need to watch out for at
[33:12] ODOT. And also reached out to Rachel
[33:14] Thomas in, uh, she's taken the place of Will Worthy who's on vacation. And
[33:19] she said, "The only cameras we have are
[33:22] speed and red light cameras at Villa and
[33:24] 99W and a speed camera on 99W heading
[33:28] into downtown. There have been rumors
[33:30] about the Flock cameras, and she says it
[33:33] might be the ODOT um, road construction
[33:36] cameras." So anyway, folks have been
[33:38] reaching out just trying to find out
[33:40] what these cameras are.
[33:42] >> All right,
[33:43] fair war meeting was last Thursday. It
[33:45] went well. Uh and we hit a record
[33:47] attendance uh this year. Uh we were
[33:49] 31,000ish last year and we were over
[33:52] 36,000
[33:53] this year. So yeah, we were up across
[33:56] the board between 18 and 30% on our
[33:58] vendors. So all in all, great fair. It
[34:02] continues to be well. So, we need to
[34:04] keep kind of keeping track of that far
[34:06] as what it looks like to upgrade our
[34:08] fairgrounds. I know there's fairs in our
[34:11] vicinity that are struggling, but we are
[34:14] the opposite of that. We keep growing.
[34:16] Uh we keep doing better every year, and
[34:18] so we need to make sure that we pay
[34:21] attention. Uh Monday, um we gave a tour
[34:25] as parkway committee to our uh hired on
[34:29] grant writers for the by Newberg Dundy
[34:31] bypass.
[34:33] going to be for in preparation for next
[34:36] spring in the event that the federal
[34:39] government releases a rural grant,
[34:41] infogrant or uh mega grant opportunity
[34:44] for us to um basically ask for federal
[34:48] funding uh to complete the bypass. So,
[34:51] we started at phase at the very um well
[34:56] the Rex Hill end of phase 2B. Uh there's
[35:00] no construction there, but we're in the
[35:02] process of purchasing right ofway for
[35:04] that. It was very nice of ODOT to have
[35:07] their staff that have been working on
[35:08] this for a lot of years. They could sit
[35:11] there, we park, and they can talk
[35:13] intelligently while we're standing there
[35:15] looking where we're at in these phases.
[35:17] So, we stopped there. We stopped at
[35:18] Shahalum Glenn Golf Course where the
[35:20] bypass will come down through. Uh there
[35:23] was some explanation of hurdles uh on
[35:25] property acquisitions and then we moved
[35:28] on to the current construction phase
[35:30] which is 2A at Wooki and discussed uh
[35:35] traffic and how it's going to help not
[35:37] solve but help and then what other
[35:39] overpasses will be going in there with
[35:41] phase 2B when they connect into Rex
[35:43] Hill. And then we went on to the last
[35:46] not necessarily phase but it will
[35:49] interact with which is McDougall
[35:51] interchange and we talked about the
[35:53] future roundabout there and how it's
[35:54] going to interact with uh the bypass. So
[35:58] it was a full tour uh showed impacts. Uh
[36:01] the grant writers gathered a lot of
[36:03] information. Hopefully in the next eight
[36:05] months we'll have something prepared for
[36:06] next spring for the federal government
[36:08] or that opportunity if it arises. Um,
[36:11] and it went it was very well attended
[36:14] and it went well. Um, it was a week of
[36:16] ODOT. I had a a meeting Tuesday with
[36:19] ODOT and
[36:22] there's a kickoff meeting for the
[36:25] planning of very preliminary stages. So,
[36:28] you'll start hearing more and more
[36:29] updates probably throughout the year, and a half, uh, for Lafayette
[36:33] Highway and 18 intersection that is the
[36:38] number one most dangerous intersection
[36:40] in the state of Oregon. So, ODOT knows
[36:42] it. It's on their radar. We are in
[36:44] planning. U, we're not fully funded, but
[36:47] we have about a year and a half to two
[36:48] years to as we start, we're fully funded
[36:51] for design, and that's the first phase.
[36:53] And as we progress through that and we
[36:55] start getting designs done, then we'll
[36:56] know costs and then we'll be able to
[36:58] start getting funding and ODOT knows
[37:00] that that is a number one priority to
[37:02] get that project done. So that's
[37:05] starting. Um I'm part of those meetings
[37:07] so I can continually give update on top
[37:09] of parkway committee also being involved
[37:11] in that. Um
[37:15] yesterday was another meeting at ODOT um
[37:18] but it was more geared towards uh the
[37:20] connect Oregon grant funding that's
[37:22] coming through. And so as an a as a
[37:24] member of the act for Yamill County,
[37:26] we're going through and prioritizing uh
[37:29] projects in our region. So it's not
[37:31] necessarily Yill County, it's just our
[37:33] ACT region. So, we had two projects that
[37:37] made the list after the initial rankings
[37:40] and one of them was um the Aurora
[37:45] airport. They want to upgrade access
[37:48] roads around the airport because it's
[37:50] becoming a very popular airport and so
[37:52] they need to upgrade some of the roads
[37:53] for access to that airport. Uh the other
[37:56] one is our own uh airport here in
[37:58] Mcmminville. Um not as much of an ask
[38:02] which is good. We we as a as a committee
[38:05] and we went around the table our
[38:07] different areas of region 2, we agreed
[38:09] to actually move our project up in
[38:12] exchange for moving some other projects
[38:14] down. Um it was a group effort and I
[38:17] thought it went well and um our project
[38:19] at McMinnville is for a new
[38:23] um
[38:26] new airplane terminal. I I say terminal.
[38:29] It's not like a massive. It's like
[38:31] literally just a little house or little
[38:33] office that when we get uh customers
[38:36] coming in, they actually have a place.
[38:37] Right now, it's just a uh temporary
[38:42] um I guess office on wheels is our
[38:45] terminal. Now, the second part of that
[38:47] is there's a World War II hanger there.
[38:49] Right in the middle by the fuel tanks
[38:51] that's going to get upgraded also and taken care of. So, uh it looks good.
[38:57] We've we moved some things around. We're
[38:59] on the list. Um, we'll see if the
[39:01] Connect uh, Oregon uh, committee that
[39:03] chooses see what their rankings are and
[39:05] hopefully we know something in the next
[39:07] few months.
[39:09] Macfire boards tonight at 6:00 p.m.
[39:13] and the state fair starts Friday. If
[39:15] you're into that, I would suggest that
[39:17] you go to it. Our families goes multiple
[39:20] times
[39:22] uh, throughout the I think it's like 10
[39:24] days. So, it goes to September 7th. So,
[39:26] there's multiple days that you can enjoy
[39:28] the opportunity and uh we enjoy it every
[39:31] year. Go get yourself some scones and go
[39:33] to the Dairy Women's Ice Cream Booth. It
[39:36] is the best ice cream.
[39:40] So, if there is nothing else for the
[39:42] good of the order,
[39:45] I'm going to close this out at
