renovations project across the street

for August 2026.

Um just couple highlights outside. I I
[5:45]
think we're essentially done. The sod
[5:47]
looks great. Um county's been mowing it.
[5:50]
Um growth appears to be good. The only
[5:52]
real work we have left outside is the
[5:54]
removal of the west logistics area.
[5:57]
We're anticipating starting that towards
[5:59]
the end of September and getting all the
[6:01]
concrete passion around that and then
[6:02]
sing that um in early October, which
[6:05]
will kind of clean up the outside. Um
[6:08]
level two inside. Uh we're wrapping up
[6:12]
um getting ready for the first day of
[6:13]
court on next Tuesday. Um so all ceiling
[6:16]
tiles been completed. We've done punch
[6:18]
list. All flooring works done. Um the
[6:21]
big things that have really been
[6:22]
happening over the last couple weeks on
[6:24]
level two have been county state
[6:26]
vendors. um furniture installation's
[6:28]
been completed and CTI, which is the
[6:31]
state's AV vendor, um for Fifth
[6:33]
Judicial, has been in there working on
[6:35]
all the AV components that sit on top of
[6:38]
said furniture that's been installed.
[6:39]
We've also been working on punch list
[6:41]
corrections, um final cleaning, final
[6:43]
painting, and just getting the space
[6:45]
ready for the first day court on next
[6:47]
Tuesday.
[6:49]
um level three. So up on level three
[6:52]
over the past month, we've completed all
[6:54]
wall framing, bulkhead framing, sophet
[6:56]
framing um for the new courtroom and
[6:59]
adjacent spaces. We've uh completed all
[7:02]
inwall roughing, passed all inspections,
[7:04]
hung sheetrock on both sides of the the
[7:06]
walls, and we're currently tape sanding
[7:09]
and finishing ahead of paint. Um
[7:11]
overhead MEP progress continues. We're
[7:14]
probably 75 80% complete with overhead
[7:16]
MAP.

Um, and the fire suppression systems
[7:20]
been installed.
[7:22]
Uh, schedule-wise, we're sitting about
[7:24]
88% complete. Contingency and allowances
[7:27]
are sitting around 59% and 50%.

Got some pictures on page two. So, uh,

top left hand side is the new, uh, level
[7:39]
two jury jury courtroom. So, this is the juror box. Um, on the right hand
[7:45]
side, you can see the new archway that's
[7:46]
been framed. We've taken our temporary
[7:48]
wall down um so you can really see into
[7:50]
the space. Now
[7:52]
uh lower leftand corner is up on level
[7:54]
three. So you can see um wall framing
[7:57]
sheetrock. You can see the sophet
[8:00]
bulkhead above the future u judges
[8:02]
bench. And then lower right hand corner
[8:05]
is again on level two. This is the new
[8:07]
jury deliberation room with furniture
[8:10]
installed and all cleaned up.

three first day court is the 26thish.

um the big items were um general trades
[9:51]
doing a lot of the the mill work, the
[9:52]
case work, the wood work that's in the courtroom spaces uh on third floor.

than gypsum board and plumbing and
[10:00]
electrical roughin work. Um the balance
[10:05]
for the uh design refinement is um
[10:12]
about 26,000 and the contingency is
[10:14]
about 91,000.
[10:17]
So those are still both tracking um well
[10:20]
at this point in time. And so with that,
[10:24]
we would recommend approval of Turner's
[10:26]
pay application number 17 for the
[10:29]
courthouse project in the amount of
[10:31]
$262,822.78.

parking lots been cleared, power wash

striped, uh parking blocks have been
[11:35]
installed. Uh vehicle gate access
[11:37]
controls have been completed. Um we've
[11:40]
also completed u all the seating and and
[11:43]
straw matter on the outside of the site.
[11:46]
last week as well. Inside of the project
[11:48]
on the firing range side, HVAC systems
[11:50]
up and operational, tested and balanced.
[11:53]
Um, we've completed some stainless steel
[11:55]
base and trim. Um, inside of the firing
[11:58]
range in the clear zone, uh, floor
[12:00]
striping was completed, punchless has
[12:02]
been completed, final cleaning's been
[12:04]
completed. Um, everything's been turned
[12:07]
over. Over at the evidence storage
[12:09]
building, uh we finished at the wire
[12:11]
mesh partitions for evidence storage
[12:13]
lockup areas at the mezzanine and
[12:16]
vehicle processing areas, lighting and
[12:18]
fire alarm, uh insulation's all been
[12:20]
completed on those wire mesh partitions.
[12:23]
The floor has been cleaned, joints have
[12:25]
been sealed. Um the floor's been sealed.
[12:28]
Uh corner guards, tack boards, kind of
[12:31]
just accessory installation, final
[12:32]
painting. Um, I think we're down to like
[12:36]
10 or 12 punch list items left over in
[12:38]
the space. Couple little day two
[12:40]
changes. We switched some bumper rail.
[12:42]
Um, couple other things that we're
[12:44]
working through with the sheriff staff
[12:47]
with some cameras and and other kind of
[12:48]
miscellaneous things as they move in.
[12:50]
So, uh, schedule 95% complete.

Financially, we're sitting at 65%
[12:57]
remaining in contingency and about 50%
[12:59]
remaining in allowance.

You can see the floor markings um all

the baffles and ballistic treatment on

the walls and ceilings. uh lower leftand

corner is standing inside of the

evidence storage building looking up at
[13:35]
the mezzanine. So um this will be an
[13:37]
evidence storage lockup area for the
[13:40]
sheriff's office. So the wire mesh
[13:42]
partitions go up to the ceiling. Those
[13:44]
have all been installed.

Um and then the lower right hand side is
[13:49]
another picture of the exterior. You can

This is on the south elevation of the
[13:52]
building. Everything's been graded and
[13:55]
uh seed and straw matted.

Uh the big ticket items this month um
[14:50]
our firing range and equipment um is is
[14:53]
completed at 100%. Uh we had some work
[14:57]
from uh Jensen Builders for some site
[14:59]
paving work, uh landscaping,
[15:04]
finishing up the uh interior gypsum
[15:06]
board finishes and the signage as well
[15:10]
as the electrical work and the fencing
[15:13]
and gates.
[15:14]
As Chad mentioned, the uh contingency,
[15:17]
we still have a balance of about
[15:20]
159,000. Uh we did have some
[15:22]
expenditures in the contingency this
[15:24]
month uh for some revisions to the uh
[15:27]
distributed antenna system. Uh chase
[15:31]
some parking lot lighting circuit
[15:32]
repairs, some additional wall base, some
[15:36]
additional sod and steel edging, straw
[15:38]
blanket upgrade, some keying change,
[15:42]
um garage door bottom panel, and some
[15:46]
additional color uh ink which is
[15:49]
painting work. Uh there are no design
[15:52]
refinement items this month and that
[15:54]
balance is just short of 235,000.

had concerns about the public being able

to access the building and when they got

into town, how difficult would it be for
[23:43]
parking and etc, etc. And I Renee, you

talked to Summer, too, about um
[23:48]
concerns. Would you mind? I She had told
[23:51]
me she had concerns about people getting
[23:52]
to the building and that the traffic
[23:54]
coming into town and
[23:56]

wanted, but the building would close at

so budget time. Um, now a while back we

talked about the
[48:03]
camera system out at the law enforcement
[48:05]
center specifically and put in their
[48:09]
line item in their 310 line a large
[48:12]
amount of money to upgrade that system.
[48:15]
uh since in the last 8 months the
[48:21]
market of server storage and memory has
[48:24]
significantly changed and things have
[48:26]
got significantly more expensive. Um, so
[48:31]
we're going to talk today about an
[48:33]
option um
[48:36]
to move the county away from what we
[48:39]
have now and try to put us in a better
[48:44]
position with these rising costs moving
[48:47]
forward, not knowing what they're going
[48:48]
to be like. So, originally we got quotes
[48:54]
back in um November, December,
[48:57]
>> early around there. last year and we
[49:01]
talked about it at that time that that
[49:05]
quote was going to be far more equipment
[49:08]
than what we thought we would need and
[49:10]
we would narrow that down. Tom and I
[49:12]
worked with uh Accurate Controls who
[49:15]
provided these quotes for the staying on
[49:17]
this milestone system we have and
[49:22]
we did we cut it the hardware basically
[49:25]
in half. Unfortunately with the
[49:29]
consumer market of memory and storage
[49:32]
that same us cutting in half
[49:36]
back in November December time is
[49:40]
doubled
[49:42]
and has had another 30% price increase
[49:45]
since that doubling and there's a soon
[49:48]
this next this month the vendors have
[49:51]
notified
[49:53]
the resellers that there'll be another
[49:55]
30% markup. So, what
[49:59]
we are looking at now is pivoting to a
[50:02]
different solution um countywide to put
[50:06]
us in a better position moving forward
[50:08]
to eliminate at least on the county side
[50:12]
of the camera system to more go a
[50:15]
cloud-based system. So, we would
[50:18]
eliminate
[50:20]
the servers that we have for our system.
[50:25]
The jail um law enforcement center is a
[50:28]
little bit different in that arena where
[50:30]
they will still have to have some
[50:32]
servers uh due to the retention time and
[50:37]
they have in their control center
[50:39]
they're called col-ups where the cameras
[50:41]
come up um and you can probably talk

for the people in the control room to
[50:51]
see. So anytime you hit the button, they
[50:54]
see who's at the door to know to let
[50:55]
people in or out. And that has to be
[50:57]
done on site. It can't be done through
[50:59]
the cloud because it's not fast enough.

[51:04]
down, it can't be down. Um,
[51:08]
so we had to pivot because even that
[51:12]
large sum of money that we budgeted for
[51:15]
more than what we needed and then got
[51:17]
cut in half, today's dollars for what
[51:19]
you get in equipment, we can't even get
[51:22]
that equipment anymore anyway. Um, we
[51:25]
also budgeted an an RT budget to replace
[51:28]
some cameras and a server that is like
[51:32]
10 years old. Um, and that is the same
[51:36]
situation there where that server what
[51:38]
we budgeted for has had multiple 30%
[51:42]
increases and
[51:44]
it doesn't show any signs of stopping
[51:46]
from what I've researched.
[51:48]
Unfortunately, the crystal ball didn't
[51:50]
show this last before we budgeted, but I
[51:54]
wouldn't be able to come and ask for
[51:56]
that much money for the same server. So
[51:59]
that's why we're pivoting to a different
[52:00]
solution with the
[52:03]
that's in the cloud and eliminates six
[52:06]
servers on the county side um for the
[52:09]
county I call them county they're all
[52:11]
county cameras but trying to make a
[52:13]
differentiation between the law
[52:15]
enforcement center and the rest of the
[52:16]
county
[52:17]
>> so say that again going to the cloud did
[52:18]
what to the servers reduce what
[52:21]
>> we would if we go that way we would in
[52:24]
the end reduce take our six servers that
[52:28]
we currently have that would need
[52:29]
replaced every fiveish years out of the
[52:32]
equation.
[52:33]
And not knowing what the hardware costs
[52:35]
are going to continue to do in future
[52:36]
years, they're already
[52:39]
gone three price increases of 30% a
[52:42]
piece. Um I don't see it stopping in
[52:45]
2027 from what I've read. They think
[52:48]
this is going to continue to be a
[52:49]
problem and not know when the end is. Um
[52:54]
so with that uh we met with Motorola
[52:59]
which bought a vigilon
[53:01]
which is lot what the schools and
[53:04]
lots of law enforcement centers and
[53:06]
other agencies use um to get a cost
[53:10]
estimate or quote uh for a five-year uh
[53:15]
five-year contract.
[53:17]
Uh that is also not
[53:22]
from what we what we budgeted for the
[53:24]
amount in ours or the 310 line, but the
[53:27]
sheriff's office has funds available to
[53:29]
put towards a project. Um, and
[53:34]
in this in this project,
[53:37]
besides allowing us to
[53:41]
have a plan to get rid of all the
[53:43]
servers,
[53:44]
um, it opens up possibilities for
[53:48]
um different different way of doing
[53:50]
intrusion protection in some of the
[53:53]
buildings that we don't currently have
[53:54]
it because it's too difficult with the
[53:57]
amount of departments we have in each
[53:58]
building. uh modernizing that uh with
[54:02]
the thing that we set the public public
[54:05]
uh hearing date for earlier, the control
[54:08]
pan panic buttons. Once those are
[54:11]
hopefully moved over to this new system,
[54:14]
that allows us to get rid of our current
[54:18]
intrusion system which has its own
[54:20]
issues. Um and it the system has the
[54:24]
ability to do that with the cameras as
[54:27]
part of the devices and adding other
[54:28]
things on to get rid of that legacy
[54:30]
system that is having its own issues. So
[54:33]
creates a path for not only in the end
[54:36]
saving more money down the road by not
[54:39]
replacing these servers every 5 years on
[54:41]
the county side again other county
[54:44]
buildings besides a law enforcement
[54:45]
center but also having advanced
[54:48]
technology for the intrusion and doing
[54:50]
things in these buildings that we don't
[54:53]
have anything or couldn't put anything
[54:54]
in place just because the way that we
[54:57]
operate is so many departments within
[54:59]
one space.

Um,
[55:03]
another thing with this, um, with their
[55:07]
proposal,
[55:09]
we would re they would replace
[55:13]
our, let's see, what was it? Um, it's
[55:16]
like 102
[55:18]
>> 110 110 cameras
[55:21]
um of our current cameras. So basically
[55:24]
every building except for this
[55:27]
administration building would get new
[55:30]
cameras that would have a 10-year
[55:31]
warranty.
[55:33]
Um
[55:34]
this building what the plan would be is
[55:37]
in this proposal there is one server
[55:41]
and the plan to get rid of that one be
[55:43]
over the next four years replace the
[55:46]
cameras in this building with the
[55:49]
vigilon ones
[55:52]
over those years. so that when the
[55:54]
renewal came after the 5 years, we
[55:56]
wouldn't have to buy that hardware
[55:58]
again. And then we truly be rid of the
[56:00]
last server for the county. Uh costwise,
[56:05]
there's a lot of cameras in this
[56:06]
building, so to fit that in here would
[56:08]
have been just too much um on top of it.
[56:12]
So, you know, next year
[56:16]
the plan would have been to if we stayed
[56:19]
on the system we're on would have been
[56:20]
to ask the board to replace two other
[56:23]
servers that are seven years old. Um,
[56:25]
you know, right now the cost of those
[56:29]
is, you know, they're $70,000 a piece
[56:32]
and there's another 30% increase coming
[56:34]
this next month and then how many before
[56:36]
next year? So, you start adding up these
[56:40]
numbers. Um,
[56:43]
and you you kind of see that it just
[56:45]
doesn't make sense to keep going down
[56:47]
the path we're on. And in the past,
[56:49]
Terry had at the emergency 911 had asked
[56:54]
several times about what about vigilant,
[56:56]
you know, we use with the schools. We
[56:57]
have a software. It's really great, but
[57:00]
in that position to forklift at that
[57:03]
time when servers weren't exponentially
[57:05]
higher, it's kind of like h we might get
[57:08]
there some point, but the timing has to
[57:09]
be right, you know. um to forklift that
[57:12]
out for a large sum of money. It didn't
[57:15]
make sense at that time where now it's
[57:18]
makes a lot of sense at this time
[57:19]
because of what's happened in the
[57:21]
market. Um
[57:24]
what else? Uh
[57:28]
what am I forgetting Tom? I don't I can
[57:30]
tell you the with our current system, it
[57:33]
takes for our office staff to download
[57:36]
and and get for discovery purposes for
[57:39]
the county attorney and defense, it'll
[57:41]
take upwards of two hours to get 10 to
[57:44]
15 minutes worth downloaded. So the
[57:47]
staff is continuously just monitoring
[57:50]
downloads where this could be done
[57:52]
within seconds or minutes as opposed to
[57:55]
hours upon hours downloading the body
[57:59]
cameras to the jail cameras to to all
[58:01]
the other cameras. So
[58:03]
>> so all of that will go to the cloud or
[58:04]
go to your an upgraded server.

>> Our stuff would still remain on site.

Now stuff like at the courthouse and
[58:10]
when when we have events over there that
[58:13]
would be to the cloud and downloaded
[58:14]
from the cloud. Um but the stuff out
[58:17]
there would be done on site through that
[58:19]
server

some other points just to add on, um, as

far as things we would gain besides

moving away from the hardware costs

would be, you know, had an incident not

too long ago with the courthouse where,
[58:49]
you know, deputies were trying to find
[58:51]
people in the courthouse. How many
[58:52]
people are left in here? What's going
[58:54]
on? You know, how many The software has
[58:56]
um the ability to do like occupancy
[59:01]
counting. So, you can set it up for
[59:03]
doors to monitor. So it can count the
[59:05]
people coming in, the people going out
[59:07]
and try to it keeps a current count of
[59:08]
how many people are in the building. You
[59:10]
can set it up for this room, you know,
[59:13]
to count the number of people in there
[59:14]
if you're over an occupancy limit of a
[59:16]
room, you know, things like that. It's got a lot of advanced things. Um,
[59:20]
as well as the tiein for Terry with the
[59:23]
schools. I don't know a whole lot about
[59:24]
that, but I know he's wanted that for a
[59:27]
long time.
[59:28]

[59:30]
comes to safety for securing those
[59:32]
buildings. When we have if we have an
[59:34]
active threat over there, we need to
[59:36]
know how many came in and how many went
[59:38]
out for us to we could pull that in a
[59:40]
matter of

>> I think it gets a live count. You can
[59:43]
actually watch it count up and down as
[59:45]
>> I can see that I needed 29 people to
[59:47]
come out or 50 people to come out where
[59:49]
now when we have a threat over there and
[59:51]
we had one not so long ago. I came

flying in. Jeff went here. I went to the
[59:56]
my office just to look at video to see
[59:58]
if there had been any movement in there,
[1:00:01]
which took me forever because it's so
[1:00:03]
slow. Um, but just to get to that,
[1:00:07]
that's the only way we knew if somebody
[1:00:08]
went in or not. Um, this has that aspect
[1:00:11]
which is for, like I said, from a safety
[1:00:13]
standpoint is huge and speeds us up a
[1:00:16]
lot as well.
[1:00:19]

that included in the in the uh project
[1:00:28]
quote they're replacing those cameras.

They'd be replacing them, installing

12 10 12 cameras, I think um 71 of our
[1:00:40]
cameras just because they were
[1:00:42]
installed,
[1:00:44]
you know, back when the HS the human
[1:00:47]
service campus was redone, they're out
[1:00:49]
of support. So
[1:00:52]
um no more updates for the cameras and
[1:00:54]
at some point they'll start failing.
[1:00:57]
We'll be replacing those and while
[1:00:59]
keeping the cost of all the servers. So
[1:01:02]
I guess in in dollars and cents wise um
[1:01:06]
the estimated project um cost from
[1:01:10]
Motorola
[1:01:12]
was you know what was it8 $878,59.36.

and how things are set up. That is an

add-on. Um, I do not have the pricing

yet, but um, when I get that, we'll know
[1:01:47]
more about it. It's not a necessary
[1:01:49]
thing, but it would be a great thing to
[1:01:52]
move forward, especially in some of the
[1:01:54]
buildings we can't have something or
[1:01:56]
would

dollars worth of equipment.

and you can set that for motion
[1:02:08]
detection off hours. You can use the
[1:02:11]
cameras as glass break detectors. You

can use them. You can draw a line along
[1:02:15]
a building to ignore everything else.

And if it sees a identifies a person in
[1:02:19]
that area, okay,
[1:02:20]
>> it can set off that. There's still
[1:02:21]
keypads where people would set it and
[1:02:23]
unset it. Uh you can have it tie into
[1:02:28]
the existing door contacts. There's a
[1:02:31]
box, a board they put in the interfaces
[1:02:33]
in the product. So it still has some
[1:02:35]
inputs from traditional systems for what
[1:02:38]
we have. But then a lot of it just from
[1:02:41]
day one even if we didn't go forward
[1:02:44]
with the it's called alt to protect uh
[1:02:48]
at least even in this building using the
[1:02:50]
cameras
[1:02:52]
themselves. It does you can do a lot of
[1:02:55]
it. It just doesn't have the door
[1:02:57]
contacts if a door is open things like
[1:02:58]
that. But you can use the cameras to set
[1:03:00]
up those same type of alerts for, hey,
[1:03:03]
someone's in this building after these
[1:03:04]
hours.
[1:03:05]
>> You can do that by somebody, you know,
[1:03:07]
>> you can do that without the
[1:03:08]
>> without the add-on. Yeah, correct.

>> Which would get us a lot further in a
[1:03:12]
lot of buildings than we already are.

Um, I will also note I had well Jeff Tom
[1:03:19]
and I split some calls with the re
[1:03:22]
office renovations going on in the for
[1:03:24]
the auditor, the attorney and also the EMS one and we I let the architect
[1:03:31]
and the engineer know that
[1:03:35]
I don't know if this will go but
[1:03:39]
in a to look forward so we don't put in
[1:03:42]
more cameras that we have to place. Can
[1:03:44]
we please have them quote these vigilant
[1:03:47]
cameras as part of that building because
[1:03:50]
they are at least able to add to either
[1:03:52]
system.

We that way we're not replacing more
[1:03:56]
hardware later for no reason. So the
[1:04:00]
cameras in those buildings will be able
[1:04:02]
to be added to the system if we move to
[1:04:04]
it or be added to our current system if
[1:04:08]
we aren't moved to it yet or it doesn't
[1:04:11]
move forward or whatever. But just as a
[1:04:13]
precautionary trying to save that money
[1:04:16]
for something we don't want to replace
[1:04:17]
later again.

So um we budgeted $350,000 and the
[1:04:31]
sheriff's 310 line for the replacement

of their current server

under our current system. They have

$400,000 in commissary room aboard I
[1:04:42]
believe correct to put forth towards the
[1:04:44]
project.
[1:04:47]
Our department budgeted $15,500 to
[1:04:50]
replace that server that was 10 years
[1:04:51]
old that's now not obtainable due to the
[1:04:55]
market. And we also budgeted 3,300 to
[1:04:58]
replace some cameras out at the human
[1:04:59]
services campus um that put that we'd be
[1:05:03]
able to put toward that. So total
[1:05:06]
current
[1:05:06]

what if we stayed on the system we have

look like. So if we kept our current
[1:05:52]
solution for next five years and we
[1:05:55]
spent the at current day dollars which
[1:05:57]
is going to go up another 30% uh well
[1:06:01]
probably starting today uh it'd be you
[1:06:05]
know if we had the $495,120.70
[1:06:09]
to replace just the sheriff's office
[1:06:10]
servers to get them so they can export
[1:06:14]
video a little faster.
[1:06:16]
uh replace
[1:06:18]
our servers that we would need to
[1:06:22]
replace that we're short on as well. Uh
[1:06:26]
and then
[1:06:28]
next five years the actual the server in
[1:06:30]
this building would be 5 years old and
[1:06:32]
need replaced as long as well as our
[1:06:36]
yearly licenses for our current product
[1:06:38]
for the camera licenses.
[1:06:41]
So, with no replacing any of the 71
[1:06:43]
cameras that are already out of support
[1:06:44]
or anything, that would be $757,3511.
[1:06:52]
So, what would we be spending staying
[1:06:54]
where we're at um for the next five five
[1:06:58]
years with a vigilanton uh everything in
[1:07:00]
the sheriff's office as far as their
[1:07:03]
camera licenses, they're what's called
[1:07:05]
perpetual. So, once you buy them, you
[1:07:07]
own them. There's no
[1:07:09]
support
[1:07:11]
yearly contract cost with that. And this
[1:07:14]
would be obviously keeping the camera
[1:07:16]
count the same to keep it even kill,
[1:07:18]
right? Obviously, we're going to add
[1:07:19]
cameras, but this would be just for to
[1:07:22]
keep it straight up across the board.
[1:07:24]
Keeping the camera counts the same they
[1:07:26]
are today 10 years from now, five years
[1:07:28]
from now, whatever. It's not going to be
[1:07:30]
that way, but just to keep it for the
[1:07:32]
number sake. Um
[1:07:35]
there's no there's not uh upgrade cost
[1:07:38]
for versions for their software in
[1:07:40]
between. They're called minor updates.
[1:07:42]
There's no cost for those. If they
[1:07:44]
decide to do a major version upgrade, if
[1:07:46]
there's a new feature they like to use
[1:07:47]
or for whatever reason, there is a cost
[1:07:50]
for that, but you don't have to carry
[1:07:51]
that ongoing. You can pay it one time at
[1:07:56]
uh it's $36 MSRP per camera to get the
[1:08:00]
upgrade. When we met with them, there's
[1:08:02]
several jails, agencies that run several
[1:08:05]
versions old software and it's supported
[1:08:07]
several versions back. So, it's not
[1:08:09]
necessarily a thing you would have to do
[1:08:11]
at that five year mark
[1:08:14]
for our the rest of the county cameras,
[1:08:17]
what it would look like if we did truly
[1:08:21]
phase out that server that's included in
[1:08:24]
this um by replacing the cameras in this
[1:08:26]
building over the next four years. I
[1:08:28]
said four years because the way it
[1:08:31]
works, you don't want to save five
[1:08:33]
because then you're not going to have
[1:08:34]
them all done by the time you get to
[1:08:35]
budget for it, right? So,
[1:08:38]
um that would be $123,900
[1:08:43]
for years 5 through 10
[1:08:46]
if we kept the camera counts the exact
[1:08:48]
same.
[1:08:49]
So
[1:08:51]
instead of throwing the way of the money
[1:08:53]
on continuing down the path we are this
[1:08:56]
is like I said earlier we may not even
[1:08:58]
been sitting here talking about this if
[1:09:00]
the market wouldn't have just gone
[1:09:02]
crazy. Um
[1:09:03]

sustainable
[1:09:07]
um flatter budget than the spiking of
[1:09:10]
the
[1:09:11]

something to replace,

um this year. You guys gave us the

money, but because our retention
[1:09:28]
continues to fall as that server
[1:09:30]
continues to get older and older and
[1:09:33]
obviously as a liability standpoint, we
[1:09:35]
need to retain that that video longer.
[1:09:38]

[1:09:40]
currently, it's set for a year. I can
[1:09:42]
tell you that it's not making a year.
[1:09:44]
Um, so we have to do something on our
[1:09:48]
site regardless. Um,
[1:09:51]
and the
[1:09:52]
>> and you're adding coverage to the firing
[1:09:54]
range now. And then Yep.
[1:09:57]
>> Correct. And that I spoke with them and
[1:10:00]
what would happen with those cameras.
[1:10:02]
They're already looking uh to change out
[1:10:04]
one camera in there now, but we told
[1:10:06]
them we wanted a Vigilon camera for that
[1:10:09]
uh because one of them doesn't quite
[1:10:10]
cover what they need. that was uh
[1:10:12]
installed. So uh but those cameras would
[1:10:15]
be added to the servers that would go in
[1:10:18]
the jail and they have enough room to
[1:10:20]
absorb those plus still for growth uh
[1:10:24]
based on their calculations. So those
[1:10:27]
cameras wouldn't be replaced. Um they
[1:10:30]
would just be fed into the system. So
[1:10:32]
all their cameras they're able to keep
[1:10:35]
because of the way that system works.
[1:10:38]
And that is where that one server that
[1:10:39]
we would get for this is called a cloud
[1:10:41]
connector. It allows you to use the
[1:10:43]
visual software, use the analytics and
[1:10:46]
retain your we use access cameras
[1:10:48]
primarily in the county right now. Uh
[1:10:50]
retain those cameras and that's how
[1:10:52]
we're able to integrate those into the
[1:10:53]
system all be in the same platform.
[1:10:58]
But when that five years comes, we don't
[1:11:00]
want to have to replace that cloud
[1:11:01]
connector again. We want to be able to
[1:11:03]
be say we're done with all those and
[1:11:05]
just be fully in the cloud for that.
[1:11:14]
So is our current system marketable to a
[1:11:17]
smaller county or a municipality or is
[1:11:20]
it
[1:11:22]
>> so outdated that
[1:11:23]
>> Well, we are and that's one thing I was
[1:11:27]
going to come next year too with is the
[1:11:31]
servers software has not been maintained
[1:11:33]
properly previously. So I say properly
[1:11:37]
hasn't been kept up to date. So we're on
[1:11:39]
version 2020 release two
[1:11:42]
2026 I believe think release one or two
[1:11:45]
it goes by quarter is out. So, um,
[1:11:48]
there'd be, you know, some sort of
[1:11:49]
upgrade cost with our current system for
[1:11:53]
because it's so far back, they've
[1:11:54]
changed a lot of security, um, and other
[1:11:57]
things that make it not just a click click upgrade, right? Uh, but to
[1:12:02]
answer the answer the question, I I do
[1:12:03]
believe that a lot of the cameras that
[1:12:06]
we would be replacing, the ones that are
[1:12:07]
still in support would be whatever ones
[1:12:10]
are viable, um, I think we could mark it
[1:12:13]
on either a Purple Wave or Gov deals or
[1:12:15]
something to try to liquidate those um,
[1:12:17]
to regain some some money out of the
[1:12:20]
cameras. I would selfishly keep some for
[1:12:24]
if something would happen in this
[1:12:26]
building since we have a lot of the same
[1:12:27]
models uh to keep on hand for
[1:12:30]
replacement so we wouldn't have to
[1:12:32]
purchase new if we had a camera that
[1:12:33]
went out in this building for instance.
[1:12:35]
Um not all of them obviously. Uh
[1:12:38]
>> well it looks like there's only 40 out
[1:12:40]
of the 110, right? You you said 70 are
[1:12:43]
out of support.
[1:12:44]
>> Yeah. Yep. 72 or three. I got the sheet
[1:12:46]

But this building, they're newer.

we replaced a few during the renovation

project. So, we would keep those because

they're similar models to what we have.

Um, and it it would just be a backup for
[1:13:12]
at least one or two models each
[1:13:16]
um to keep on hand.
[1:13:19]
So throughout this, it says you have a
[1:13:21]
shortfall of 109,000.
[1:13:24]
And so now I'm looking at Rob. If we
[1:13:27]
were to approve this, two questions. If
[1:13:30]
we were to approve this and have the
[1:13:32]
money available, how quickly would we be
[1:13:34]
able to move forward on this project?
[1:13:36]
We're not waiting to another fiscal year

There's multifactor authentication. It's

encrypted. Um there's a lot of
[1:16:29]
safeguards around this. Uh especially
[1:16:31]
there's with all the law enforcement,
[1:16:33]
they have to uphold their data centers
[1:16:35]
to certain standards. So, I'm not as
[1:16:38]
worried about that at all. Um,
[1:16:41]
one thing it would I guess open up to
[1:16:46]
our current system because it is housed
[1:16:48]
here and we don't want to open it up
[1:16:50]
anywhere because it doesn't have the
[1:16:52]
technology for all the multifactor
[1:16:54]
things unless we add it on. We currently
[1:16:57]
don't have people have any mobile
[1:16:59]
access, right? So, you have to either
[1:17:01]
connect to your computer, VPN in, and
[1:17:03]
then or remote your computer. With this,
[1:17:07]
you know, the deputies that are
[1:17:08]
responding to an incident could have
[1:17:11]
cameras to be able to see what's going
[1:17:13]
on inside a building before they walk
[1:17:14]
through the door. Uh the the schools,
[1:17:17]
that's why they have the school camera
[1:17:18]
computers out there as well. So, if they
[1:17:20]
respond to a school, they have
[1:17:22]
visibility into those buildings before
[1:17:24]
they just go walk in and can see what's
[1:17:25]
going on actively, which I think is a
[1:17:28]
huge thing for them. Um but we don't
[1:17:32]
something we don't have now um for them
[1:17:35]
either.

if that project added enough cameras

that we needed more storage, it would

also include another server. So then we
[1:18:38]
would just be adding on to the servers
[1:18:40]
that we need to replace. So by us
[1:18:42]
switching it
[1:18:44]
to these cameras, if we move forward the
[1:18:46]
system, that camera comes with the
[1:18:48]
license for the 30-day retention. And
[1:18:50]
though those yes, those costs will be in
[1:18:52]
the project still. They're not in this.

But instead of buying the cameras that
[1:18:57]
we currently buy, the access cameras,
[1:19:00]
that would have presented a problem if
[1:19:02]
we do move forward because then we're
[1:19:03]
looking at replacing those cameras we
[1:19:05]
just bought in the project if it got
[1:19:07]
kicked down the road for.

true believer in cameras. Um,

but it's up to you. I mean, the numbers
[1:28:51]
we have, I can tell you when we look at
[1:28:52]
buildings, and we've been involved in
[1:28:54]
every new building um that the county
[1:28:57]
has done, we don't go overboard on
[1:29:00]
cameras. We truly don't. We try to hold
[1:29:02]
the line as best we can, but try to get
[1:29:04]
coverage in the areas that we believe
[1:29:05]
need coverage. Um, we use cameras to
[1:29:09]
overlap areas if we I mean it uh I don't
[1:29:12]
think we have too many. And I say that
[1:29:14]
because like I said, I've been involved
[1:29:15]
in the buildings of all the new spaces.
[1:29:18]
So, I say in fact, in that last meeting
[1:29:20]
when we went through the review of the
[1:29:21]
attorney's office, we actually removed
[1:29:24]
cameras from what the design team had
[1:29:27]
put in um
[1:29:30]
just because uh county attorney didn't
[1:29:33]
want cameras in certain areas interior
[1:29:35]
wise. So, those got removed. Um a lot of
[1:29:39]
the buildings almost kind of cover the
[1:29:41]
perimeter, you know.

Well, we needed those cameras when the
[1:29:46]
our trailers got broken into a couple
[1:29:48]
years ago, probably five years ago

again. And that helped a lot to figure

out what was going on.

know, when you look at you're like, "Oh,

camera at every station." Seems a little
[1:30:41]
bit, but it's we've got several several
[1:30:44]
requests even back when they're in the
[1:30:45]
courthouse for transaction videos.

Somebody said they didn't get their card
[1:30:49]
back or they thought they left their car
[1:30:51]
there or this person, whatever the case
[1:30:54]
may be, but the DOT's requested those as
[1:30:58]
well.

that's been budgeted that won't get

um there is the option of doing it over

two fiscal years as well. So where we

could pay for what we have in the budget

the other, our servers are degrading.

decisions that have been made. more so

looking forward to the future. Um, after
[1:37:10]
just a quick review of just maybe some
[1:37:12]
of our policies and procedures, I think
[1:37:14]
it would be advantageous if the board
[1:37:16]
would uh like to pursue this to consider
[1:37:19]
implementing a special event application
[1:37:22]
policy andor procedure. Um, currently in
[1:37:24]
that review, the only policy that we
[1:37:27]
have is within the Dallas County
[1:37:30]
Conservation. So, obviously their
[1:37:31]
procedures had gone through with their
[1:37:33]
board. It just helps I think more so
[1:37:35]
with that internal coordination and
[1:37:37]
collaboration with both the event
[1:37:38]
organizers as well as internal staff and
[1:37:41]
or other community partners. And not to
[1:37:44]
you know be critical of what we
[1:37:46]
experienced uh you know 30 35 minutes or
[1:37:49]
so ago but I think it is pretty tough as
[1:37:52]
a governing body to try to get all that
[1:37:55]
information 10 calendar days before said
[1:37:58]
special event. Um, and I think being
[1:38:00]
able to have a little bit more
[1:38:01]
coordination that policy and procedure
[1:38:03]
would help us as staff, no different
[1:38:05]
than any other report that staff would
[1:38:07]
present to you as 100% as possible,
[1:38:10]
whether it be an exclusive county event
[1:38:12]
or some type of association within that
[1:38:14]
county property. So, um, not necessarily
[1:38:17]
looking for any type of uh, uh,
[1:38:20]
direction, but more so just an
[1:38:22]
affirmation. I'm more than happy to take
[1:38:24]
that lead and work with the
[1:38:25]
administration team, coordinate with
[1:38:27]
department heads and other electeds just
[1:38:29]
as we pursue mainly for that sake of
[1:38:31]
uniformity since we have it already with
[1:38:33]
conservation. We should also have it
[1:38:35]
just countywide as well.

Um there was the only thing I had was

that there was some discussion uh a

meeting or two ago about speed limit on

um one of our roads and um I did talk to
[1:38:54]
the county engineer and there is a

procedure to pursue that if there is any
[1:38:59]
interest and um I haven't heard anything
[1:39:02]
or no one's put anything on the board
[1:39:03]
for a workshop. So if there isn't
[1:39:06]
interest then I'll let it go
