Um, so a couple issues. One being the
traffic control in Roosevelt. Um, this
[6:40]
summer, or I should say the lack of, um,
as probably everybody here knows, I
[6:45]
worked for City Marion. Engineering is
what I do. Traffic control is what I do.

Um,
a couple things. First of all, I was
[6:54]
told that the city supplies a contractor
with traffic control. That's a terrible
[7:00]
idea. That puts 100% liability on the
city of Albernet.
[7:06]
Um, I'm not saying how we do it at work
is the right way to do it, but what we
[7:10]
do is contractors must submit plans.
I've already talked to Bethany about all
[7:17]
this, okay?

told me to come address you guys.
Anyway, contractors have submit traffic
[7:23]
control plans to us. They are approved
by one of our staff members, usually an
[7:27]
engineer, but any of us can approve them
because we're all certified. MAC, it
[7:31]
wouldn't be a bad idea for you to go to
a DOT traffic control meeting. Um, MUTCD
[7:39]
is a traffic control book. Everybody
uses Grant, you know what it is. Um,
[7:45]
like for example, we had semis coming
down Longworth and Howard streets. Those
[7:50]
streets are seven inch pave. They are
not pinned. They're not made for that
[7:55]
kind of traffic. But in defense of the
truck drivers, they don't know where to
[7:59]
go.

Home Road, Albernet, up north here, and
even out at Highway 13. And the problem

with that is then you're going to have
to get permits from the county to put

big of a deal. probably 25 bucks. But
[8:21]
the contractor have to pay for all that.
Like I said, they submit the traffic
[8:26]
control plan.
They pay I don't know you guys. I think
[8:29]
you guys have a old harmless. They they
pay a fee. Typically Bethany said she
[8:35]
looked into all this and has a plan for
you for next meeting.

This has been an issue since I lived on

Willow. It's my understanding and and I
have a copy of the plans that the city
[8:54]
had drawn, but the city had an
engineering firm draw plans to

help drain that. Well, fortunately, I
looked at them and called Bethany
[9:05]
because you can't just put pipe on
people's private property.

That easement is a utility easement.
It's not a city easement. That doesn't
[9:16]
mean the city can't purchase or I don't
even know if they'd have to purchase
[9:21]
an easement back there. Put some storm
sewer in.
[9:26]
It It's a It's a crappy deal. Um once
again, at work, we have ordinances in
[9:30]
place to make sure that stuff doesn't
happen. But there was a pipe put in who
[9:35]
knows when. When the development was
first put in,
[9:39]
the city most likely never knew about
it. And now that has been pinned on to
[9:44]
all those residents. It is also state
law. You cannot discharge water
[9:49]

onto your neighbor, which is currently
[9:52]
happening. It It's a bad deal.
I encourage the council to look into
[9:58]
this and to continue continue to pursue
[10:03]
anything. It's bad. I just mowed Paul
Kramer's yard. I do every week. And even

in his little backyard, which is like
top of the hill, my bucket stuck.

the best way to go about
getting a solution to this. Um,

pipe that wasn't even perforated.

project if it was done right. So

done 10 years ago. I just moved back

here 10 years, but uh, I just didn't
know what the criteria was for what how

And then I had I came last summer

because there's a huge there's a

there's a tea right there for Third
Avenue and First and there was like a 6

in pothole in the very corner you cuz
everybody turns right you know there

guys did a really good job fixing I mean

want to say appreciate that. But, uh,

it's just that road's getting so worn
down. I just didn't I just noticed in

proclamation um for the annual fire se

or five seasons stand down day. Um and

city of Valberet mayor proclamation
[17:41]
annual five season standown day. Whereas
Valor Incorporated in partnership with
[17:46]
the Cedar Rapids Metro Area Veterans
Council, the Iowa City VA Medical Center
[17:53]
and the Lynn County Continuum of Care
will hold Lynn County's 20th annual
[17:58]
Standdown Day for homeless and near
homeless veterans and nonveterans.
[18:04]
And whereas standown is a term used in
times of war in which exhausted combat
[18:11]
units come off the battlefield to rest
and recover in a place of safety. And
[18:16]
whereas according to the US Department
of Veteran Affairs, the first standown
[18:21]
day was organized in 1988 by a group of
Vietnam veterans in San Diego. And
[18:28]
whereas today standown also refers to a
community-based program that assists
[18:34]
homeless and near homeless veterans
transition in or transition to community
[18:40]
living by providing access to human
service agencies including benefits
[18:46]
counseling
uh through social security and veterans,
[18:51]
employment and training assistance, eye
exam screenings, healthc care screenings
[18:58]
housing services, legal assistance,
mental health treatment, and substance
[19:03]
abuse counseling. And whereas standown
has standowns have been used as an
[19:11]
effective tool in reaching out to
homeless veterans nationally, reaching
[19:15]
more than 200,000 veterans and their and
their family members. And now therefore,
[19:23]
I, Chris Meyers, mayor prom of the city
of Albernet, Iowa, do hereby attest my
[19:29]
full support proclaiming September 3rd,
2026 as the 20th annual five season
[19:36]
standown day and encourage residents to
recognize the positive impacts of this

I know that we've talked about uh the
comprehensive plan. It's been out there

>> we did take the comprehensive plan to

PNZ on July 29th? I mean, a couple
recommendations come out of PNZ. Those
[34:56]
recommendations have been reflected and
as you look through your binders that I
[34:59]
put in front of you, they'll be kind of
off the side and track changes.

There wasn't any major changes other
than we did have some mixed use on the
[35:10]
future use map that I printed in front
of you in front of that orange
[35:16]
nearer the states. Um that just allows
more of a medium density um housing
[35:27]
to buffer between that mixed use and the
residential.

That was a suggestion from one of the
pencil
[35:34]
to back the companies.

at that time I remember well we need a

rates with EMC insurance.

Looking at the renewal for this coming
up year, um we went from 42,969
[42:19]
to 46,743.
[42:24]
Um what we see is is there's inflation
built on the property side of policy
[42:30]
that inflates property coverages up
every year just like your homeowners.
[42:35]
Um, with that being said, that's
probably about $900 of that increase.
[42:41]
Um, we're also on the fire department,
they default the volunteer members at
[42:49]
$300
per member in the past and that has been
[42:54]
increased to $500 per member. So that's
going to be um an increase of payroll of
[43:02]
like $4,000.
That rate though is like $5722
[43:11]
per 100. So you're looking at there was
$2,200
[43:16]
of rate basically there for that
increase. So the biggest hit this year
[43:23]
was really the work hump due to them
reclassifying
[43:29]
that payroll for the volunteer volunteer
fire departments members on that. Um
[43:36]
another increase was the linebacker
policy. The linebacker policy is an
[43:42]
employment practice liability.
We did have a claim underneath that
[43:47]
policy for wrongful termination.
We did expect, you know, that policy to
[43:53]
go up, but it did go up across the whole
state.
[43:58]
It's becoming a more prevalent claim
that they're seeing where, you know,
[44:04]
employees who are being terminated are
coming back in
[44:10]
filing like suit against, you know, the
employers. So, with that being said, EMC
[44:15]
did have to take a rate increase as well
on that. So, [clears throat]
[44:20]
um, some ways to
maybe help with that premium is that the
[44:27]
policy currently on that linebacker has
a $2,500 deductible.
[44:33]
So, we can increase that to 3,000. It
only changes at $156.
[44:41]
Um, you can change it to 5,000, which
would save you 467.
[44:47]
7500 would be$855, which brings you back
down to where you were probably at
[44:53]
before is raising that deductible. I
don't know that if you really want to go
[44:58]
that high or not, but it is a
[45:04]
an option,
you know, versus a $2,500
[45:09]
deductible. It would be 7500.
[45:14]
Something to something to think on
that. We also
[45:20]
um every year look at driving records
and we did have a driver that is not
[45:26]
qualified to be driving anymore for the
city. You can only have if you have
[45:31]
three or more violations.
They do ask for that driver to be
[45:36]
excluded. I have talked to Bethany in
regards to this and I believe she is
[45:42]
working on that directly with that
employee
[45:47]
and handling that.
But just keep in mind, you know,
[45:55]
fire department drivers to city
employees, you know, we can't we can't
[46:01]
have people out there who have suspended
driver's license or have multiple,
[46:09]
you know, tickets on their driving
record. They do take that very
[46:12]
seriously.
So, I did tell Bethany that, hey, if we
[46:18]
do a new hire, maybe, you know, holler
at me, let me run the motor vehicle
[46:23]
report and see how it looks. The
circumstance was came after the hire.
[46:29]
So, with that being said, unfortunately,
he either
[46:34]
can be excluded or
something else needs arrangements need
[46:39]
to be made here on that. So, um I also
talked to Vicki in regards to the park
[46:45]
that's being built. There is automatic
liability in the policy for the park,
[46:51]
but the question is is do you want any
coverage for builder's risk for the
[46:57]
property that's standing out there right
now? So if the storm would come today,
[47:04]
there's no coverage for that. Somebody
would vandalize it. There's no coverage
[47:10]
for where where you're at with the
project currently.
[47:14]
» When will that become insurable when
it's completely done then?
[47:18]
» So you can do a builder's risk for it
and then it just converts over to
[47:23]
um property out open.

at is just having

logo of this place and then a smaller

tiles of different sizes all over the

you know, certainly if they want to have
[59:37]
like naming rights of the pavilion,
um, of the shelter, then that can be
[59:45]
something that they would be featured
more prominently, but others we would
[59:50]
just like to
have [clears throat] their recognition

there. I think on a plaque
on the on the piece of
[1:00:01]
uh if they wanted have it dedicated
toward one person or another, but
[1:00:19]

and that will likely be a pre-fabricated

139er brush truck had a module fail on

it and was dead in the water. So um I

have a emergency repair done on it so we
could get it back up and operational. So

um that's been fixed. We did find some
other um
[1:16:47]
an exhaust leak while we were pulling
everything apart. So, um that might be
[1:16:53]
something that we'll have to address
here soon, but

um other than that, everything seems to
be running good. Um I did include the
[1:17:02]

from Pro Hydro and from Hawkeye. And
[1:17:08]
there also is um
a contract for McQueen which we had done
[1:17:14]
last year for servicing our um our mask
and our packs that we have. Uh one thing
[1:17:22]
that wasn't added that I thought we did
have added which I apologize was the air
[1:17:26]
compressing unit that we have um our
fill station that fills our bottles for
[1:17:31]
us. So we um use that and that needs to
be um serviced every year as well. Mhm.

line and the fence company who hit it as
[1:18:40]
far as who's liable for it, but they had
to pull those wires from the fire
[1:18:44]
station to the wellhouse.
And everybody needs to realize is when
[1:18:51]
that happened,
we can't get the vehicles out of the
[1:18:55]
garage.
So if we had a call that day, we had to
[1:18:59]
rely on center point.

Yeah. So, what I'm doing is um I'm

getting in contact with overhead door
who did the installation to begin with

battery backup on the doors so we can
still use them or um
[1:19:36]
re servicing them to get it back to the
proper tension so we can push the doors
[1:19:42]
up and they go up by hand. So, we have
the capability right now to unlock it,

but we can't push it all the way up.

with teeth that the old one went on

trade and I didn't include it originally
with the purchase of the machine. I want
[1:22:29]
to see what the old smooth bucket was
like almost a foot narrower than the new
[1:22:34]
ones. So it's narrower than the tracks
itself of the machine. So, if you're
[1:22:37]
doing any grading or eventually pushing
snow, you're going to be driving over
[1:22:41]
what you're trying to trying to move.
So, I wanted to purchase an identical
[1:22:45]
one just with a smooth cutting edge.
The old bucket is in pretty bad shape

anyway. I was plan on welding on that to
fix it up and just use that dedicated
[1:22:56]
for salt to keep the the new buckets out
of the salt.

playing with all of them.

Problem is when I you can export them to
Excel, but for some reason, it's not
[1:27:59]
allowing me to do any type of sorting.
So, I'm I've got an email out to them on

that. I don't know if it's a programming
issue or if that's just the way it is.

Um, and they're trying to figure out,
they put the budget in for me, but I
[1:28:16]
haven't had a chance to really go in and
look at it to make sure it's all where

pretty smooth. When you export, is it an

sanitary sewer. There's a lot of storm

water getting into your sanitary sewer
which is causing all of Max's issues out

of the treatment. Um
the treatment and your lift station. I
[1:29:36]
went out and looked after one of the
last council meetings and there is a ton
[1:29:39]
of clear water coming into that lift
station in high water events. Um so
[1:29:44]
starting to look at that. I know you've
done a lot of videoing and getting some
[1:29:48]
of those videos and starting to look
through those. um trying to find where
[1:29:52]
some maybe lining or manhole lining. Um
maybe even I think there's some manholes
[1:29:58]
out along that waterway that probably
need um sealed up better and raised up.

Um and so starting to look at that
one of them and then hug them back
[1:30:11]
through um how to
connect onto the water and sewer mains
[1:30:16]
with uh possible apartment building and
as well as starting to look at a

capacity study just for the um water and
sewer systems.
