[2:57] capital projects discussion. February

[3:00] and March, we continue budget

[3:01] preparation with budget estimates and

[3:03] proposed expense meetings with staff. By

[3:06] April, the preparation continues with

[3:08] finalized revenue estimates, expenses,

[3:10] and present to council. By June 30th,

[3:13] the final second reading approval uh

[3:15] with council finalizing and approving

[3:17] budget July 1st through June 30th is

[3:20] execution with close monitoring of

[3:22] revenues and expenses with monthly

[3:24] reports reviewed by staff and council.

[3:26] Uh as soon as possible at fiscal year

[3:28] end, the audit firm comes to city hall

[3:30] to conduct field work. that usually

[3:32] begins uh pretty quick in July, August

[3:35] and September. And then end of year the

[3:37] audit firm would present to council

[3:39] which they are wrapping up and getting

[3:40] ready to do that now. So this just sets

[3:42] those policies that we already abide by

[3:45] into written format and we will send

[3:48] this to the state to to continue to

[3:50] prove that our we're fiscally well

[3:52] managed and fiscally fit.

[9:20] and is coming to us with a favorable

[9:22] recommendation from the planning

[9:24] committee. I want to be somewhat

[9:25] differential to that. But I I personally

[9:28] raised questions at the last meeting. I

[9:30] I don't have those questions answered.

[9:31] Um I I would like to understand this

[9:35] issue better.

[9:36] um as to uh I I agree with Mr. comparing

[9:40] that um uh you know why why are we

[9:42] changing that that's a fun my

[9:44] fundamental you know threshold question

[9:46] is why the change why now what's driving

[9:50] this issue are we getting questions

[9:52] commentary from from citizens saying hey

[9:54] I can't redevelop my property uh I I

[9:58] don't have those answers uh and on the

[10:01] back end of last meeting we've had some

[10:03] commentary about other opportunities are

[10:07] we considering other um uh other ideas

[10:11] uh uh concepts that wouldn't be this

[10:13] wholesale change of R1 R2 uh across the

[10:18] board and just tied to to a square

[10:21] footage requirement of of those parcels.

[10:24] Uh Mr. Rider at last meeting brought up

[10:27] some I do to uh give opportunities to

[10:30] those families or those those owners of

[10:33] those partials that want to redevelop.

[10:36] Uh that that was an interesting concept

[10:38] and I don't know if we've explored that

[10:40] uh uh uh sufficiently. So um my

[10:44] recommendation is that we return this

[10:46] back to planning and have a more of a a

[10:50] table this for now. turn this back over

[10:53] to planning and have a little bit more

[10:54] robust conversation to consider could to

[10:57] take into consideration other

[10:59] alternatives and and and is this a you

[11:04] know the pendulum feels like a swinging

[11:05] back from what Mr. Heron referred to,

[11:07] you know, years ago when when we made a

[11:10] significant change. Is this pendulum

[11:12] swinging? Is this concept feels like the

[11:15] pendulum swinging back a little too far?
