[0:40] r with the uh Department of Natural Resources for land acquisition uh this

[0:46] is a view from the West End of the lot uh the the car is not part of the site

[0:54] but but uh it's the two and a quarter acre lot at 605 South Main Street just

[1:00] south of the Creekside Hearth and on the south side of the North Branch of the

[1:05] Clinton River and there are two buildings that

[1:10] are currently on the site and there might be a closer picture that a better

[1:15] picture that shows what those look like

[1:21] um talking about this one this is an aerial view of of the

[1:28] site

[1:37] there we go okay so there's a the building that's closest to the river and

[1:43] then this slightly larger building here uh both of the buildings have uh

[1:50] been vacant for many years at this point uh and have not weathered the storms as

[1:56] well as one might have hoped uh I know initially when this idea was broached

[2:00] with our friends at The Parks Board uh there was the thought that maybe one or

[2:05] both of these buildings might be able to be used for storage purposes because

[2:09] that's part of their uh um project plans for the next year or two is to uh

[2:16] acquire a shed or have a building that they can house a lot of their equipment

[2:21] in for storage purposes uh I don't know that either one of those buildings will

[2:26] suffice without uh a lot of improvement uh

[2:30] aesthetically uh both buildings are locked up where you can't gain access

[2:35] without removing the locks and so that's obviously something we would have to

[2:39] work with the owners uh going forward to be able to see firsthand what the uh the

[2:45] interior of the buildings look

[2:50] like so the front part of this parcel is a vacant as you can see here uh part of

[2:57] our strategy for acquiring this property is to be able to have access off of m53

[3:04] this is the old Ingress egress to the site when it was used for uh Implement

[3:09] purposes many years ago and maybe some uh small Machining as

[3:15] well um this area is not in the flood plane the rest of the property on this

[3:21] half is in the flood plane and we would anticipate that we would be able to do

[3:27] some uh uh parking area over here would be

[3:32] gravel so that we're not dealing with any type of runoff off of

[3:39] asphalt okay

[3:48] Kim this is just

[3:52] showing the uh the Park area as you go further back on the

[3:57] property uh and you can see uh the the these are the uh tennis

[4:03] courts I believe that's the Lions Club there eyes are not deceiving me this is

[4:09] our DPW Yard here this is Water

[4:14] Street and this is the Creekside Hearth business

[4:20] establishment and so you can see the river that's running along

[4:24] here uh when we had the big rain last month this area flooded out because it's

[4:30] a natural flood plane which is uh not uncommon for Park

[4:36] areas to be established in uh flood plane areas that would have some natural

[4:41] flooding after heavy rains but the the property that were

[4:45] interested in acquiring actually a butts to the park further up here and the uh

[4:54] there's been some work that's been done uh by assume Volunteers Of The Parks

[4:59] Board that have cleared out a lot of the property uh on the Far West End of the

[5:06] property on the the uh south side of the river and so the uh the the the goal

[5:14] would be over the course of time to develop some sort of non non-motorized

[5:18] pathway or some sort of walking trail along the river I had the chance to walk

[5:22] the property yesterday and uh there's a lot of woods once you get back past the

[5:28] uh the buildings and so um there's uh you know some

[5:33] natural forestry there and shrubs and uh could be a very Scenic walkway along the

[5:39] river uh once it's developed the fact that there is some

[5:43] River Frontage uh was in Lancing today for the capcon conference and was able

[5:48] to talk with representatives from DNR as well as Eagle the DNR folks said that we

[5:53] would gain extra points because we do have a river uh and that the goal would

[5:58] be a walking trail and the fact that it currently AB buts a community park would

[6:02] get us extra points as well for the application um uh one of the concerns

[6:09] that was raised when I talked with the representatives from Eagle uh was that

[6:14] uh they said there might be some permitting that might be required uh

[6:18] because of the proximity of the proposed walking trail to the river I'm assuming

[6:25] that's because of a soil disruption uh and uh they they indicated one of our

[6:31] council members might have some knowledge about

[6:34] that but uh uh one of the other uh suggestions that came forward from our

[6:41] discussion last month was that we would want to do a phase one uh environmental

[6:46] site plan of the property uh in Walking the property uh uh an individual who had

[6:53] some knowledge of the history of the property uh did point out to me some

[6:56] areas where there was uh the appearance of some dump of soil some scrap metals

[7:02] there was actually a converter that was laying out in the open uh behind the

[7:07] buildings in the tree line area uh I'd say it's about a 10 by 20 foot area that

[7:13] might be suspect that uh would have to be checked out but one of the pluses I

[7:18] learned from the friends from Eagle was that uh you can apply and they will uh

[7:23] perform an environmental uh phase one or a phase two environmental site plan uh

[7:29] at at no cost so that's a plus as well

[7:37] too the uh as I mentioned last month the assessor has this property valued uh

[7:45] true cash value at $887,500 uh we would plan to apply for a grant at

[7:51] a maximum Award of 100,000 it's a 75% uh reimbursement from uh the state

[8:02] and we would only be liable for 25% of the of the cost of acquiring the

[8:07] property and uh there's been a high percentage of uh applications that have

[8:12] been approved by uh the DNR for land

[8:21] position our last picture Kim I believe it might

[8:26] be there might be a yeah that's a

[8:34] just uh an area that's showing the uh Creekside Hearth trying to give you a

[8:41] better view of where the park property is going Eastward

[8:50] here it's the the river

[8:56] here so I just wanted to provide that as some background information for Council

[9:01] as well as for the public of if there's any questions or comments that we would

[9:05] receive and I'm at your disposal Mr President to try to help answer any

[11:53] approximate 2.7% increase in our cost alone

[12:08] July something and Billings that would go out August one yep so it won't hit

[12:14] till then but there will be hit correct um and also I just want you to

[12:21] um make note if I can find where okay on page seven of your packet

[12:30] if you look on line number 16 and 17 um we do get charged part of um the

[12:39] Flint um Debt Service for Kwa that was the agreement they had with Flint um

[12:48] when all of that took place um but number 17 in particular it's um we're

[12:54] being charged for the Highland Park bad debt adjustments and every single

[12:59] meeting that we attend it always gets brought up that just because they don't

[13:05] pay their bill why do all the other municipalities have to pay for

[14:48] important um row is indicating to us note with costs increasing for nearly

[14:57] everything it is important for local units of

[15:01] government to ensure that fees assessed for

[15:05] permits address the cost for processing them you hear that Jim uh if your

[15:12] community has not reviewed its fees structure recently it is likely due for

[15:18] a significant update during this session and they having

[15:23] a um seminar essentially Workshop um row staff will provide examples of fees

[15:32] structures and discuss an approach to performing an update and uh I don't know

[15:38] whether our manager or clerk treasur intending uh intend to

[15:43] participate it's they call a Spring Community Education series since April

[15:49] 19th of 2022 from 7 to 9: um at least we should be paying

[15:55] attention to that than raise fees but uh everything is all

[16:03] volatile and speaking of volatility um have we taken any note so far um note

[16:12] hasn't been very long since

[16:18] um The Invasion happened in Europe um as far as

[16:25] gasoline uh costs because we have a police department and DPW etc etc and so

[17:28] going to affect our presid budget and upcoming

[22:22] subdivision I'm the new property owner of lot 133 in the Kalin subdivision my

[22:29] wife Samantha poell and I closed on a construction loan to build our first

[22:32] house here in Elmont a month ago on February 16

[22:37] 2022 we purchased lot 133 from Mr Jim Novak of Novak construction who is the

[22:42] Builder for our house after seeing no construction progress on our lot for a

[22:46] few weeks I called The Village manager Mr David Trent Mr Trent was very helpful

[22:51] when explaining the situation how a water main was mistakenly installed on

[22:56] lot 133 years ago when it should have been installed on the adjacent parcel

[23:01] along with a future Road I understand that mistakes happen

[23:05] and the Village Council is already diligently working to remedy this issue

[23:10] I strongly encourage the Village Council to take the necessary steps to resolve

[23:14] this as quickly as possible to avoid any further delays to the construction of

[23:18] our home thank you very much for your time and consideration on this matter my

[23:23] family and I are excited and looking forward to moving into the Elmont

[24:48] situation we were in with the water bills uh and I presented a plan to to

[24:53] get them paid up and then get ahead um I'm happy to say that we we've made all

[24:59] of our payments to date do you mind terribly just giving us your name again

[25:02] oh sorry Randy mer controller for residents first which oversees the

[25:07] communities uh Kingsbrook Estates um so I'm happy to say that uh over the last

[25:13] four months we've made all the payments uh and the first four payments that we

[25:18] made uh you could see them up here the 24,000 24,000

[25:22] 25,000 and 22,000 uh those are the four big

[25:27] payments the large larger payments that were supposed to help us get not only

[25:31] caught up but also get us ahead going forward uh now at this point we plan on

[25:37] doing the $15,000 a month going forward and that should be about a third of the

[25:43] quarterly water bill that we get uh that would continue to keep us ahead so that

[25:49] when we finally get the water bill quarter that we're we already have

[25:52] two-thirds of it paid and then the payment uh for for that month is really

[25:57] just a scw up give or take you know 15,000 so give or take if that we'll be

[26:03] behind 1800 what's going to be different though this has been an ongoing problem

[26:07] for years I understand it hasn't been your personal problem you've just

[26:10] started working for it yeah but there is nobody in this Village that I can say

[26:15] I've found or heard of that has ever gotten a

[26:20] $116,000 break on their water bill ever we're not looking for the break on

[26:25] the water bill we're looking for a break on the penalty

[26:28] you Ur the penalties your company occurred the penalties yeah I tell you

[26:33] the only way I would vote to wipe that out is if you donated that

[26:38] $16,988 to The Village at Almont for Mrs Keesler to go through and help the

[26:43] elderly or the unfortunate in this town to pay their water bill since the last

[26:50] 10 years or approximately those people in this town have footed the bill for

[26:56] the trailer park I mean if I may with all respect in the

[27:00] last meeting uh you had specifically said if you know if you believed we

[27:05] would be making our payments on time you'd be willing to forego the late fees

[27:08] on will to listen to it yes yeah yeah but I'm listening I've LED this charge

[27:13] all the way through since I became a council

[27:16] member you know I just even with the 15,000 payment we're

[27:22] going to roll in to the end of April when water bills

[27:27] are due and your still going to owe a little bit of money which is going to

[27:30] start occurring penalties again why do you feel that

[27:35] way we would we haven't given up the 16,000 yet okay assuming the 16,000 is

[27:43] is waved then we we're actually ahead by the time the bill comes in we'll be

[27:48] ahead by 28,000 and we're only going to owe the difference on it so at no point

[27:53] will we be late in fact we'll like I said we'll have paid ahead 28,000

[27:58] on that bill flip side of the

[28:03] coin um and all the points made by council member aler

[28:10] valid is that there has been a dramatic change with regard to the owners of the

[28:19] mobile home home park taking responsibility because as you indicate

[28:24] for decades they didn't a and built up huge um outstanding uh

[28:31] aages um build an excess of 100,000 which is you know totally

[28:36] unacceptable and I suppose in part

[28:42] motivation uh we express the willingness to consider waving on the penalties uh

[28:49] ha has um pushed the uh Park to put in a uh

[28:56] responsible plan where they will um looks pretty much uh stay

[29:02] current and so yeah the question becomes I mean there's there certainly is no

[29:09] question is bad behavior I think in most of our minds especially those that been

[29:13] on Council a long time on the uh as far as the owner of the park uh

[29:19] responsibility but looks like they uh well they have you have a new operations

[29:24] manager um um above you and then you're you're new to

[29:31] this um they're actually taking this seriously and so do we want to um give

[29:41] them a reward for finally stepping up to plate and doing what they should have

[29:46] been doing all along other council

[29:53] members I just have a question for Kim um wondering if you can just confirm the

[29:58] figures that were presented um on the penalty amounts yep that um what that

[30:05] 16986 is if you look on your packet on page

[30:10] 44 it is from 21121 all the way to

[30:16] 21422 that's where that 16986 comes from

[30:30] and it is correct that the two the November and February invoices contain

[30:35] additional late fees because the prior penalties had not been brought current

[30:42] the way the system pays it pays the old water sewer water debt charges

[30:48] first um then goes and pays the penalties so like you said you never get

[30:55] current on the current bill when you're making a payment so that's why the

[31:02] interest keeps adding on um not touching the subject of the

[31:11] $1,511 penalties um just dealing with the pen the penalties that were accured

[31:16] in November and February um I agree on at least those that they were making the

[31:24] payments in accordance with the presented program and so

[31:29] um if we can talk about maybe waving those first before we tackle the

[31:35] 11,511 um that's at least um my opinion on those two

[31:40] charges 54 74 92 total for those two I'll take your word for

[31:49] that well I potential way to deal with it and and this this is a tough one

[31:57] because C of Prior bad conduct and looked like the beginnings of quote Good

[32:05] Conduct um if we follow

[32:11] Mindy's um suggestion

[32:15] proposal is

[32:18] perhaps um waving the November invoice and the

[32:25] February invoice and

[32:28] and seeing how King kingsbook does the next one two or three

[32:36] payments um and giving an opportunity to come back again with regard to 11,000 I

[32:41] realize it's problematic because it does

[32:45] continue to grow all by itself right if we leave it sitting there the

[32:50] 11,000 well right now their balance is only

[32:54] 39910 so if you gave them the credit of 54

[32:59] 7492 they would actually have a credit balance so when they do the April

[33:07] payment you know it they'll actually have a credit on their

[33:13] account deal

[33:16] thiss wa the February to November because that was a roll up and they were

[33:20] showing good faith um to our Point the Villages incurred expenses dealing with

[33:27] those cred for years so it shouldn't be scot-free I would say knock 50% off of

[33:34] the 11,000 charge them 50% of the 11,000 and

[33:39] call it a open day that way the village gets covered for a lot of the expenses

[33:43] we've dealt with from a staff point of view and you can respect that because

[33:48] you can see the hours that Mr Trent and Miss keer put into this thing alone plus

[33:53] all the back year crap that we've been dealing with you guys that way you're

[33:57] getting a break we're we're getting a break we're

[34:00] showing good faith to you because you've showing good faith to us and then you're

[34:04] not going back here in three months and US discussing this again unless you guys

[34:10] start doing what to do p not that I mind coming here and talking to you guys

[34:17] but members um Tim's proposal makes a lot of

[34:22] sense to me it takes it it's a balancing act and um

[34:28] uh benefits both the village and the park so what do you think

[34:42] actually going into this I had the same Balancing Act prop

[34:47] of giving giving him some sort of a break but not the full thing I thoughts

[43:30] 2012 before then um well Highland Park just wasn't paying its bill um

[43:39] and I don't have a lot of information

[43:45] about it uh other than I think I'm aware that Highland Park

[43:51] is has is a community with very little in the way of Revenue

[43:58] so there was a um treatment plant for that City's Water Treatment Plant um

[44:04] because it was creating a public health risk to its

[44:08] residents and which still has not been reped it's

[44:13] never been they've never done it um and then it's then we're see I

[44:20] guess it's payment history it's paid less than 1% of its water service

[44:26] charges since 2012

[44:32] and the the S the sad news is that um they if we think that Kingsburg was

[44:41] behind there 11 million $374,500

[44:46] um if no payment is made and by the end of the fiscal year 2023 it'll be 12, 631

[44:53] th000 um and so it means that other communities are picking up um for

[45:01] Highland Park's non-payment and so what's being asked by

[45:07] glwa which I'm sure is probably even more unhappy with the

[45:13] situation in each of the communities carrying High Park um is a letter that

[45:20] would go to Governor Whitmer essentially asking the state to pick it up or do

[45:28] something with it and I I have no idea whether uh the federal money coming

[45:37] coming in um to the state American Rescue

[45:44] act whether there's anything there's availability from those

[45:49] funds to pick this up is obviously an incredible bill um but so what what is

[45:56] being asked by glwa is will we authorize um our village manager to essentially

[46:04] sign the proposed letter and send it on to the governor who I'm sure will

[46:10] respond

[46:14] immediately so it it it's um it's a gesture will there be a check coming

[46:22] from the state right who knows but OB obviously it's

[46:29] a a terrible problem

[46:34] so what's council's pleasure do we want Mr Trent to send on I mean do you have a

[46:40] input on on this David uh over and above the sending of the letter which I think

[46:46] is a noble gesture for us to do uh as uh I will be in attendance again tomorrow

[46:52] at the uh last day of the MML capcon conference

[46:57] uh tomorrow morning we have the privilege of having breakfast with many

[47:01] legislators that will be uh joining us and uh and as many legislators that

[47:07] represent our region where glwa is supplying water and with the multitude

[47:13] of billions that the state now has at its disposal that it still hasn't

[47:18] figured out how to appropriate for infrastructure projects Etc that uh I I

[47:25] can't I can't Envision why they wouldn't be able to come up with $1 million to

[47:29] help pay off the Highland Park debt because they certainly have made the

[47:33] special effort to take care of lead and service line Replacements not only in

[47:37] Flint but also Bon Harbor so let's have the state Step Up take care of this

[47:43] issue with uh our friends in Highland Park and uh reduce that uh that debt so

[47:49] that all the other communities that are part of glwa don't have to have that

[47:53] encumbrance going further I me you be approaching Senator Dy and

[48:00] representative how for starters right starters and any any other legislators

[48:05] that I'm familiar with that are in attendance tomorrow jness County

[48:53] relocation um and so can you make a presentation to us manager Trent with

[49:01] regard to kayin yes following up on what we

[49:06] provided you uh at our last meeting where we uh shared with you the status

[49:12] of the U water M being discovered in the improper location as an extension of the

[49:19] Drake Shire subd development back in 20057 Era that uh our friends at roal

[49:26] Prof Professional Services came out last week and uh surveyed the Lots as well as

[49:32] the proposed future right of way location

[49:37] and one of the things that we discovered going through that process is that one

[49:43] of the pins on the back end of lot 133 was in the wrong location and so when

[49:51] our crew went out there a couple weeks ago to look at the stakes and where the

[49:55] water M was constructed and also a little bit of

[50:00] confusion about what some of those Stakes meant for him as far as the house

[50:03] being staked out 10- foot setbacks from from the house and so on and so forth

[50:10] that uh the appearance was that the water man was actually going under the

[50:14] proposed garage once that back pin was relocated

[50:19] and uh roow confirmed that the the property lines were where they were

[50:25] supposed to be in re-evaluating the the location of the water m to the house uh

[50:32] we discovered that uh it's not going under the garage but it's so close to

[50:37] the house and garage that the water main still needs to be re relocated uh you

[50:42] know if something disastrous ever happened to that pipe it would you know

[50:47] flood out the the basement of that home uh and there's just no room to do any

[50:52] work you know as close as that water m is to uh the proposed house so uh I

[50:59] provided to you a sketch a preliminary sketch that row has put together uh

[51:04] disregard the typo that says where the existing 8 inch water man is located

[51:10] that's an existing 12 inch water M but they they have the location of its

[51:17] current status in the right location and so um we uh basically are um looking for

[51:26] a a final sketch from row so that whoever we decide to contract with for

[51:33] relocating the the water main uh knows exactly where the property line for the

[51:40] RightWay is and uh establish a 15 foot easement in that right away and the

[51:48] water M would be located as close to the center of that easement as possible uh

[51:53] so that there's plenty of space for uh Mr pre going forward uh to U you know

[52:00] develop that future right away for his property that's to the east uh you know

[52:05] at whatever point he decides to move forward with that project uh regular

[52:10] Road width is about 24 feet 12 feet for each Direction so there's still plenty

[52:17] of room in the right of way uh you know to not impact the the easement where the

[52:23] water main would be located assuming that Council were to

[52:29] approve um the proposed resolution I we had some discussion at

[52:35] the last meeting I think as far as where the funds would come from we have bottom

[52:40] line here 42,500 and those funds would come

[52:45] from my suggestion at this point would be that we use some of our arpa Monies

[52:50] to cover that cost and have it be designated into the waters fund to help

[52:57] cover this cost and then uh going forward if we're able to uh get any

[53:04] confirmation from tital work that's still being investigated to see was

[53:08] there ever an easement recorded uh on that uh property when it

[53:13] was just vacant land so that's still a work in progress we don't have an update

[53:17] on that yet uh I have been in touch with our insurance company to just let them

[53:23] know that this is where we're at to see if it's possible for us to file a claim

[53:28] based on what we know today where we did find uh documentation on the final site

[53:34] plan that was approved by H former Village manager Jerry Oaks that there

[53:40] was a uh a designation for a future RightWay that showed where the water

[53:45] main was supposed to be located but whether or not an easement

[53:51] was ever created and recorded is still up in the air and that's something that

[53:56] we're hoping to find out through our title title search as well now in this

[54:01] regard Mr Novak Who currently owns that future right away has graciously agreed

[54:07] to help resolve this issue and uh will give us an easement for putting the

[54:13] water main in that right of way because he's the owner of that property and uh

[54:19] and row will uh create the the document for us to review and

[54:27] uh get it recorded at the county clerk's office Jimmy have you seen this

[54:51] preliminary just received this sketch uh early Monday afternoon

[54:57] Mr Snider as of right now construction has started on lot 133 the sewer and

[55:02] water was tapped in and I believe the basement was dug there should be no

[55:06] reason moving forward that we would be holding up anything other than at the

[55:11] point when we actually moved the water man or relocate it it' be a lot easier

[55:16] to move a 12in water man before there was a whole structure there too late

[55:20] it's already done the the hole is already dug so

[55:28] sure you can swing over a basement

[55:37] wall want me to speak now but you know I thought that this water M was where is

[55:44] proposed now that's why I always thought it was in that you know that RightWay

[55:48] Loot and you know even though there all the research that we've done there's do

[55:54] T of work that shows that there's sure and we've you know I've had my title

[55:59] company look twice yeah I I don't my opinion is I don't think we hold up

[56:05] their project I think we make the commitment to spend a $42,500 and get

[56:11] this project done so it doesn't interfere with Mr Novak's business the

[56:15] homeowner can get into town it's an error that's happened 20 years ago

[56:22] that you know there's many new faces since then and not their fault it's not

[56:27] our fault it's our problem to fix it not

[56:40] his already received 146,000 plus or minus and then we'll get

[56:45] another 146,000 next

[56:54] year infrastructure work that was let's make sure when easement

[56:59] comes in that it's going to be brought to council

[57:04] okay yeah that's one of the the the things that we've learned going through

[57:08] this process that that's a good uh catchall to make sure that we have

[57:13] Council approve all easements just so that we have a record of it in in a

[57:18] council meeting so that it's easy for us to look up uh you know a lot of

[57:22] municipalities do do that uh but you know that's going to be our procedure

[57:27] going forward I mean and Brian Brian's been great with it I mean I've looked at

[57:31] some of the maps with I mean you fight that issue every day with little lines

[57:34] the water m is not Ian it was never documented in the past and I mean I'm

[57:39] just and you keep updating as these problems pop he updates and updates and

[57:43] updates I mean and unfortunately we didn't know that it it was going to be

[57:47] in the way until the lot was stake sure when we got the Miss Dig that's when

[57:50] we're like that's not right right but it's not where it's supposed to be and

[57:56] at least we can't find anything it needs to be moved or not moved but

[58:04] relocated ceased I

[58:07] believe that um Jerry W Jerry Oaks was not the manager at the time this

[58:13] happened uh Sally McCrae was acting manager and I thought it was her that

[58:18] signed the site plan actually uh well both of them had

[58:23] their fingers in the pie you know she signed off

[58:26] as clerk at that time uh but Jerry signed off on the actual site plan uh M

[58:33] McCrae signed off on the Miler Prince that we have in our possession before he

[58:38] became ill the the the in order to um record an easement prepare an easement

[58:46] and record it you have to have your Meats in bounds in other words

[58:50] surveyed is the meets in bounds for the easement is that already set forth in

[58:56] site plan so you can off of the site plan you can actually prepare a a

[59:02] document to be recorded with the register of deeds you have to have a

[59:06] legal description exactly yeah and uh is that in the safe plan uh no so that has

[59:13] to be done also all the site plan shows is that there's a future RightWay that's

[59:18] directly across from dawn drive and that's where it's sketched in where the

[59:25] water should have been located obviously we're approximately 20t off from where

[59:31] it should have been so we have to retain Services of

[59:35] duffler it's the best survey around to for him to do I mean he has to do a

[59:41] survey right we have to have that contract they they they have their

[59:45] own surveying crew so they they've come and done that they're GNA put together

[59:49] that legal description for the easement we'll review that with Mr Novak and uh

[59:56] incur on the accuracy of it and then uh make arrangements to get it recorded uh

[1:00:01] we're learning that uh whoever the grantee is is ultimately responsible for

[1:00:07] taking it to the county courthouse and getting it recorded with the register a

[1:00:15] Deeds well we would be the Mr Noak the grant tour we're the grantee so we're

[1:00:22] responsible for getting it recorded that's easy enough to do times the

[1:00:26] Builder or the gror might do it you know but in this case we're going to make

[1:00:30] sure my office is usually at the courthouse right across the street from

[1:00:34] registered Deeds at least once a week so we'd be happy to record

[1:00:39] it save somebody a trip

[1:00:44] okay all right well um any further discussion from Council is a big

[1:00:49] decision to make um I think the discussion that's been had so far

[1:00:56] um Mak sense and it's substantive and yeah mistake happened a long time

[1:01:06] ago I'm guessing that Jerry was probably ill at the time but must have still been

[1:01:12] on

[1:01:19] board your counil I paid a lot of money to engineering Fe need to make sure this

[1:01:27] happen and that's ultimately who was at fault for this problem now yeah sounds

[1:01:35] like yeah thank you for that explanation but they don't make it whenever they

[1:01:39] make mistake doesn't cost them make it cost everybody else yeah you

[1:01:45] noticed I think there's you know other fingers in the pie you know as Mr Novak

[1:01:51] indicated you know we had row Professional Services out there during

[1:01:55] the Drake sh project so something obviously went a miss that there wasn't

[1:02:01] you know an oversight of where this water man you know critical piece of

[1:02:06] infrastructure got located but by the same token uh whoever the contractor was

[1:02:11] that actually installed it you know should have had a print that specified

[1:02:16] where it supposed to go and now you know there's something on the final site plan

[1:02:19] print that shows it's supposed to be in the right away and so something happened

[1:02:24] there with lots of vac land where they just cut

[1:02:29] across uh yeah and so instead of going directly

[1:02:35] across from dawn Drive they took a stub that was 20 feet to the south of dawn

[1:02:40] drive and just went right across the street and at a slight angle across what

[1:02:45] is now lot 133 we end up with this uh conflict the stoop brothers were the

[1:02:53] developers at that time that is true

[1:03:03] if we're going to do a motion on this how should the motion be structured and

[1:03:08] what would the wording be and I apologize that I forgot to add that

[1:03:13] tidbit of information yeah uh we acquired several quotes uh one of which

[1:03:18] was uh significantly less than everybody else we had three quotes that were in

[1:03:23] the $20,000 range uh we uh two of those uh well actually three of the vendors

[1:03:30] everybody that quoted in the 20s came out and saw firsthand what we were up

[1:03:35] against and what was involved uh We've identified a company from Auburn Hills

[1:03:40] Superior Excavating uh that were recommending as

[1:03:44] of the information we had when the council packet was put together last

[1:03:47] Thursday to do the work uh they have a substantial resume which is included in

[1:03:53] your packet too that shows uh many municipalities that they've done work

[1:03:57] for over the years uh it's a company that's about 50 years old now uh started

[1:04:02] by the current owner's father so he followed in his dad's footsteps and has

[1:04:07] been running the firm for the last 15 years since his dad passed away they

[1:04:11] have several uh Crews so they're able to address this project as early as next

[1:04:18] week so that it would be completed by the end of next week we have the

[1:04:22] material on reserve so the material can be ordered uh pending your folks

[1:04:26] approval of the project tonight uh just to advise you uh Mr

[1:04:32] Novak uh gave me a verbal quote last Thursday uh he has not had a chance to

[1:04:39] put anything in writing uh in our conversation last week when he said he

[1:04:44] was able to do the work uh it did not include pressure testing which is one of

[1:04:48] our requirements he has indicated that he'd be willing to do the pressure

[1:04:53] testing uh and uh you know he would do do it for an overall price of

[1:04:58] $10,000 now while that sounds very generous uh one of my concerns and not

[1:05:04] anything against Mr Novak or the quality of his work we we know Mr Novak's been

[1:05:08] an integral part of our community for many years with all the developments

[1:05:12] that have taken place but I I'm I'm concerned that in light of what's

[1:05:17] transpired and that he's the owner of lot 133 and doing the work for Mr Powell

[1:05:23] and his family that we might better served by having a let's say third party

[1:05:28] actually perform the work even though it's going to cost us more but I just

[1:05:32] think that it it takes that hus off of Mr Novak to to do that work and that we

[1:05:38] have H outside parties actually performing so I think just the opposite

[1:05:44] on that no no offense to you Jim I hope you you'll take it the wrong way

[1:05:54] but uh I think just the opposite on that Mr Novak knows the layout of the land he

[1:05:59] knows the line he he he's already doing the excavation and stuff around there he

[1:06:06] doesn't have to move his Bill's considerably cheaper because he doesn't

[1:06:09] have to move his equipment from the city to hear well hang on Jim because I got a

[1:06:14] quote from somebody else and it wasn't put in the packet because it wasn't put

[1:06:17] in there on time so we got to be fair here okay I got a $23,000 quote who I

[1:06:24] would actually hire those people over all these people and it didn't get put

[1:06:27] in the packet I'm the guy that has to deal with the people I'm not

[1:06:34] that there's a health risk at at Cost here when you're taking a water man out

[1:06:40] of service reduced pressure is going to be over in uh Drake Shire and kayin and

[1:06:46] that's the exact same water man that was out of service for over a month last

[1:06:49] summer so I don't want to repeat of the water quality issue that I went through

[1:06:54] last summer so we really I the DPW needs to hire somebody with some sort of

[1:07:00] professionalism that will come in and maybe teach us something so we my

[1:07:05] recommendation is for Superior and that way we can get it over

[1:07:10] and done with there's a supply shortage there's an employee shortage if we keep

[1:07:14] trying to get more quotes and bring more stuff to the table it's going to the the

[1:07:17] ship's going to sail but my preferred person that I

[1:07:22] would hire did not get his quote in by last last Thursday is that correct

[1:07:27] correct so we can't go back we need to make a decision with these three people

[1:07:33] here I'm sorry but fair is

[1:07:40] fair I will charge for that they then I'm trying to be nice and if we don't

[1:07:45] want to save money then that's fine I might as well make some more money so

[1:07:50] not a

[1:07:53] problem it's a problem this water man was out of service last year for over a

[1:07:59] month and we had water quality issues from Drake Shire and my crew my

[1:08:06] St that's why it wasn't because you said certain I'm not bmj you work for

[1:08:13] bmj I don't work for bmj you bided the job and you decided to not do what was

[1:08:19] on that bit I'm not

[1:08:24] good yeah uh so my I'm the I'm the water operator

[1:08:30] for the village everything that happens they don't come after all of you guys or

[1:08:33] the contract they come after me if something isn't right there this is I

[1:08:38] think that we have been moving forward very fast on this and we can we can get

[1:08:43] it done within the next month but there's a process to do this with

[1:08:47] without harming people's life and safety it's their

[1:08:52] water I me 23 houses are in there for 24 houses that I installed I guess their

[1:08:59] water not installed right but took every pressure test that was done right our

[1:09:03] water quality problem last year was in Drake

[1:09:05] Shire off of the same Main and my department had to work with Engineers to

[1:09:12] fix it and it was not our

[1:09:17] job so I I I just feel we should hire I feel we deserve to hire somebody

[1:09:24] that's getting back to uh the original homeowner requests as he'd like to move

[1:09:29] forward we have three quotes in front of us and we've never accepted as a council

[1:09:36] verbal quotes So if we want to move forward with this we have to make a

[1:09:42] decision tonight and select a contractor with the quotes that we have in front of

[1:09:46] us like I I understand like I understand what Jim is

[1:09:52] saying you know but we we don't have a quote to consider in front of us and I

[1:09:58] mean I I would hope Jim that you would want to achieve the same aim and help

[1:10:05] the your homeowner here de to go forward so it's not

[1:10:10] anybody so we got time

[1:10:18] so so um what what Mr no appears to be presenting to us um is is Council

[1:10:26] willing to pay him $10,000 for the easement or it just doesn't go

[1:10:32] forward it's what it sounds

[1:10:36] like you're going to have to hire roow to oversee that then because my crew is

[1:10:40] not going to oversee that and we're saving a ton of money by not bringing

[1:10:45] the engineers in because we're the ones with the water license I have four water

[1:10:49] operators that you know will oversee the project how much would roow charge us I

[1:10:55] don't know they they actually told us not to you know there's a process here

[1:10:59] we still have to go through and get a permit from Eagle you can't just take a

[1:11:03] waterm apart and move it I mean there's a process that you know my concern is

[1:11:10] the health and safety of my

[1:11:27] coun remember you'll see it in the next item on the agenda there is an employee

[1:11:32] shortage and a in a supply shortage out there

[1:11:52] an EIC with Mr no go from

[1:11:57] there how long is our equipment on hold for or from uh so I I purchased the

[1:12:03] equipment myself or the the the pipes because we save 6% right there

[1:12:07] contractors will Jack the price up but whenever we do hire a contractor the

[1:12:11] contractor still has to touch base with the supplier to make sure that he's

[1:12:14] getting the parts that he wants I just went and put them on

[1:12:20] hold and I can't I can't buy the parts until the contractor approves the list

[1:12:26] because there may be something in there that he

[1:12:29] wants so that's why we're paying that's why that's a separate item normally that

[1:12:33] would be together but because of the situation I decided to try to save will

[1:12:38] we save 6% on

[1:12:42] taxes well the way things stand right now

[1:12:46] think Tim's correct we can't move forward yeah I wish we were moving

[1:12:52] forward but what I would anticipate at our next meeting there'll be three items

[1:12:57] for action one would be uh the approval of the cost of the easement then the

[1:13:03] purchase of the materials as Brian has outlined and then the uh decision on

[1:13:08] which contractor we would use to do the

[1:13:14] project okay sorry Mr

[1:13:31] money Okay who wants to make a

[1:13:37] presentation so so we have the um correspondence from Brian and then we

[1:13:43] have the uh Memo from our treasur as far as budgetary

[1:13:51] impact and then we have memorandum

[1:13:55] and suggested action from our

[1:14:00] manager so who wants to take this

[1:14:06] um can we buy a couple of these that's what I thought after Kim's

[1:14:12] financial analysis I I thought let's buy two and maybe we could buy three and

[1:14:17] we'll do the whole County right yeah that's what I was thinking so well

[1:14:23] somebody take the ball and run with it

[1:14:28] well uh if if I can just give a brief summation uh you have the uh Brian's

[1:14:35] analysis of the cost for repair we did have a local Machine Shop come out and

[1:14:41] actually look at the machine as well to see if there was any possibility of

[1:14:45] somebody locally being able to do a miracle and actually make it uh

[1:14:51] repairable at a much lower cost and after review of the uh issues with the

[1:14:57] machine and some of the bearings Etc it would just be cost prohibited to have an

[1:15:02] engineer go through and you know basically tear it apart try to do a

[1:15:06] design what needs to be fixed what needs to be machined Etc we already have that

[1:15:11] from uh the folks from Bell uh Bell equipment and so uh uh our

[1:15:18] recommendation is going to be that uh when we come back in April that we're

[1:15:22] going to have not only the the old leaf that but some other uh items that we

[1:15:27] would want to dispose of at the local County Auction that's held up at the

[1:15:31] fairgrounds here in the spring and so that really so basically we're looking

[1:15:38] to council for direction on do you desire for us to be able to continue

[1:15:43] this service for our citizens do we want to pick up leaves every Autumn during

[1:15:48] The Fall season if your decision is yes we want to provide that service our DPW

[1:15:53] department is more than able to do that we just need a new piece of equipment to

[1:15:57] accomplish that and the best methodology for us to do that is to acquire the

[1:16:03] proposed piece of equipment that you have in front of you tonight uh at A

[1:16:06] 93,000 Plus cost and uh but has outlined you know one of the benefits is that uh

[1:16:14] we can do more Leaf PE more leaf pickup faster more efficiently with the less

[1:16:20] Manpower and uh and coupled with that one of the concerns that you folks

[1:16:25] raised was well uh if we're going to do leaf pickup where can we dispose of the

[1:16:29] leaves and uh uh we lagon has agreed uh to provide access to her field for us to

[1:16:38] dump the leaves there and then she does her manicuring of uh all the leaves that

[1:16:44] are there and does her composting for U fertilizer for her

[1:16:50] field so last year the leaf machine the last three years the leaf machine has

[1:16:55] been giving us a lot of trouble Jim actually witnessed three or four

[1:16:58] different times he was down at the garage and one time he encouraged us not

[1:17:02] to even use it but because I have such a dedicated staff we rolled with it anyway

[1:17:07] and we were able to make it through the season but again in November I called

[1:17:12] for parts for this thing and if I would have ordered them in November it would

[1:17:15] have not been here till March so as of right now even if we order parts which

[1:17:22] they paid $166,000 for the machine it's not worth putting $23,000 into it but

[1:17:28] tomorrow if I get to order machine it still won't be here till September that

[1:17:32] was before the war between Russia and Ukraine okay so

[1:17:40] um it's the only place in the state it's the same place we buy our sweepers from

[1:17:45] and they have Mobile Mechanics which is a huge deal for us because we we don't

[1:17:50] employ a mechanic or anything like that I know it's a it it's a it's a expensive

[1:17:57] purchase but I feel it's what we need to do if we're going to continue to the

[1:18:02] service it it seems um that unless we're making a de decision this

[1:18:11] evening or in the very very near future that if we're going to continue to do

[1:18:17] leaf pickup we have to move on it at this point so if we're ready to make a

[1:18:22] decision we're not going to do it we don't have to buy this piece of

[1:18:25] equipment if we are going to continue which we've done for many years and I

[1:18:30] something we' discussed going back and forth a little bit on um then seem we

[1:18:36] need this um equipment and from a financial standpoint um it would be an

[1:18:41] installment purchase contract if you carefully read our uh treasurers uh

[1:18:47] memorandum um in some respects you save money

[1:18:52] and uh here's let's see first year you save approximately 9500 in years 2

[1:18:58] through 11 additional cost be approximately 1,500 annually um and we

[1:19:03] do have room to do the installment contract as far as our

[1:19:08] financing so that's the decision we have to

[1:19:27] expensive item but if you approach it from this standpoint it's not going to

[1:19:31] be too big a financial hit I also feel like we have a lot of um

[1:19:37] large mature trees along our streets and that um without proper equipment to pick

[1:19:43] that up I'm sure would you guys would spend a lot of time just working to

[1:19:47] clear the streets and the storm drains and all of that so when I started you

[1:19:51] know 17 years ago or whatever I'm long time ago like kayin and Macintosh they

[1:19:58] didn't have leaves now they do you know so I mean it's going to be like that in

[1:20:02] 10 years with Drake Sher and all that the adding on so we I am thinking about

[1:20:07] the future instead of right now with this so um you know it it takes two guys

[1:20:13] to operate instead of three and you know it's got a a control center where we're

[1:20:19] not walking behind the machine that's twisted ankles you know because we're

[1:20:23] always falling and tripping on the curb you know it's it's just a safer more

[1:20:27] productive machine and I think that that is what this town needs with the amount

[1:20:32] of leaves that we collect so and it does not affect the truck being ready to plow

[1:20:39] snow or any of that so it's a separate unit that you pull and you can have your

[1:20:43] truck ready for snow to where now we have to take everything apart and you

[1:20:48] know put it back together if it gets we get a nice you know day before our

[1:20:53] ending date you

[1:20:59] know it'll be if I order it tomorrow they they're saying September so barely

[1:21:05] enough time I mean I'm not going to lie to you that there's there's there's a

[1:21:09] supply shortage I think you know that with your line of work and there's

[1:21:13] employees that nobody has employees for some reason and even though they're

[1:21:16] saying September like you said with the war going on it could jump well I was

[1:21:20] worried about

[1:21:25] I was I was worried about the trucker the you know March 1 with the US

[1:21:30] truckers well then the war started so now I'm worried about the war you know

[1:21:34] and that does affect i' still worry about the truckers with

[1:21:38] the crazy yeah oh yeah this this new one also is going to

[1:21:44] be a lot cleaner as far as the dust Factor too right yeah I mean you've had

[1:21:47] issues with the the truck pulling it that we spent money to repair because of

[1:21:51] the the the dust and the particles of the leaves got stuck down in the HX

[1:21:56] system y y that's correct so with it being a separate unit that just helps

[1:22:02] out better any storage issues with it uh we don't obviously we don't have a place

[1:22:07] to store it's going to sit outside I mean I talked to David we

[1:22:11] should probably look for someplace to rent to store it or something or you

[1:22:15] know I don't know where we're at with a future Bill most of our stuff is outside

[1:22:20] I we just don't have any room so that that is a a

[1:22:25] a problem that's the worst thing for our stuff now is it sits outside for 10

[1:22:30] months out of the year you know 11 months and on short notice and maybe

[1:22:37] start squeezing some money for working it into your budget to get some

[1:22:44] building discussing that for years unfortunately we did talk about it it's

[1:22:50] pretty

[1:22:52] scary get better DNR Grant and we have those buildings and look good maybe we

[1:22:58] can rent you some space when the addition going to be like

[1:23:02] 100 Grand something like that

[1:23:12] forp it's you know the the buildings were built when everything was smaller

[1:23:17] you know we've we've knocked out our doors and made them taller because

[1:23:20] everything new is Big you know so but there is no we get all the important

[1:23:25] stuff inside but usually you know there's stuff outside we do need to

[1:23:29] think about doing something even if it's a cold storage or if we rent some some

[1:23:34] place you know yeah like a lean to or something we

[1:23:38] should probably look into something we can maybe put that in the

[1:23:42] price to take care of it so do we have a motion on that and we

[1:23:48] actually if if we're moving ahead on this we need two motions one would be um

[1:23:55] for approval of purchasing the leaf machine and then secondly the agreement

[1:24:01] for land use need a motion on that as well right Kim

[1:24:46] 93,94 further discussion all those in favor say I I

[1:24:53] objections uh second would be agreement for land use I I do want to mention um

[1:25:01] that the agreement was acceptable in terms of you contract language um except

[1:25:08] there's a major typo um on the second to last paragraph

[1:25:13] adherence to local state and federal laws second uh line down agreement shall

[1:25:18] be invalidated by any court and it says of administrative ruling I'm sure they

[1:25:24] me to say or administrative ruling because ruling by Accord is not

[1:25:27] administrative but um various agencies like Eagle whatever they're that's

[1:25:33] administrative so it's supposed to say by any court or administrative ruling I

[1:25:39] I'm willing I'm willing to sign it and maybe

[1:25:42] just um uh cross out of put or above initial it I mean so we could move

[1:25:48] forward right away but that does need to be corrected I just wanted to mention

[1:25:52] that so do we have a a motion on the agreement for land use with make the

[1:25:58] motion to approve the land use agreement with Lagan Farms LLC for the leaf

[1:26:02] disposal as outlined in the contract with the changes that Mr Snyder had just

[1:26:07] mentioned I'll support that motion made by council member Alex Bo by council

[1:26:11] member conka uh to approve the agreement for land use as indicated with the

[1:26:15] change that I uh suggested any further discussion all those in favor say I I

[1:26:23] opposed agreement for land use is approved I'll

[1:26:27] write in the change and it should be fine and if uh wh has any problem with

[1:26:34] that we can always redraft it with uh that

[1:26:38] correction okay that takes care of a regular agenda item number six and a

[1:26:44] regular agenda item number seven resolution 22 hyphen 03

[1:26:49] h02 support submission of Natural Resources Grant application which which

[1:26:54] we discussed in the public

[1:26:59] hearing

[1:27:02] discussion Mr President if I can just uh add a comment that this is kind of a

[1:27:07] redundancy of what you did last month uh I kind of jumped the gun not realizing

[1:27:12] that we actually had to have the public hearing before you adopted the

[1:27:16] resolution so essentially in one sense resending what we did a month ago but

[1:27:22] approving this resolution tonight that helps capture the public hearing

[1:27:26] that was held earlier today BS and whistles right

[1:27:34] yeah so we um approved it our last meeting but any further discussion

[1:27:42] comments from

[1:27:48] Council if not I we need a motion to approve the resolution

[1:27:59] 03-02 supporting the submission of a natural resources trust fund Grant

[1:28:04] application support motion by council member stefler

[1:28:34] approved that completes our regular agenda for this evening now is for

[1:28:40] public comment time for any um issue that was not on a regular agenda evening

[1:28:52] agenda this is um regarding the the road commission we're um proposing to put on

[1:28:58] a um millage for the roads and um it's been a discussion on our board you know

[1:29:04] what the municipalities would like to do and um my personal opinion is been to

[1:29:11] put it on the ballot it' be 1.8 Ms which Elmont taxes are already too high but um

[1:29:18] I think in my opinion that the voters should vote on it to have better roads

[1:29:23] and then if if it was in the village The Village would receive 100% of those

[1:29:28] fees and I was just wanting to get some directions what you know your board

[1:29:34] thought of putting that on the ballot what your thoughts

[1:29:39] was itbe a County Wide millage but it stays stays

[1:29:48] here wasn't it like five six years ago and shot down shot down

[1:29:54] and I thought at that time was good because it's a self sufficient F to help

[1:29:59] get our road back it's going to say we don't have a road fund now yeah yeah

[1:30:04] exactly but but there's um you know and for the rest of municipalities that

[1:30:08] didn't do it you know the townships what they was afraid of is they wasn't going

[1:30:12] to get enough sharing of it and our proposal this time is to be a 7030 split

[1:30:18] the townships would keep you know have 70% of the money that came in to keep in

[1:30:22] their Township and the R commission going keep the other 30 to do you know

[1:30:27] on the main roads but you know I kind of wanted to

[1:30:30] get a you know consensus you know for my vote to see you know you know but that's

[1:30:36] where I've stood on it but you know we have one board member does not think

[1:30:40] that that should be even brought to the voters and I I think it should be

[1:30:44] brought to the voters attention but you know when we have faced um similar

[1:30:49] situations um where but like we were we were going to get that billing oh yeah

[1:30:55] that you have and we uh there was going to have to be a substantial milage

[1:31:01] increase and had to put it on the ballot and 1.8 is um big enough that I think

[1:31:08] the people should have to vote on it but I'm also um

[1:31:13] uh congratulating in terms of uh being proactive I mean you know it's still up

[1:31:20] to the the voters but that's the way I've felt on it and you know I just you

[1:31:25] know we have a not sure if we're going to do it tomorrow if we're going to do

[1:31:28] it next week but you know we're you know just want to make sure that you know I'm

[1:31:33] speaking for you know at least the councils and you know the townships you

[1:31:38] know what they're they're thinking of you know on that vote so so it sounds

[1:32:27] opted to uh enhance his resume regarding elections and the county clerk scarfed

[1:32:34] him up uh so we uh ended up having to review some other resumés that Kathy

[1:32:40] Dickens provided and we got confirmation yesterday from Josh heluk who is a

[1:32:47] Almont High graduate and uh going to Northwood University uh majoring in

[1:32:53] business minor in finance and uh I think he'll be a fine addition as as well to

[1:32:58] to our team so he confirmed yesterday as well so uh they'll be coming on board uh

[1:33:04] late May to help us out for a 10-week

[1:33:08] program anything to bring to council yeah um the DDA board um DDA

[1:33:17] director sha indicated that um when she did a poll of the board members that

[1:33:23] April 5th would work best for them for the rrc

[1:33:28] joint um annual meeting so if there's no objections from Council um I'll have

[1:33:34] Caitlyn come and we can do the joint meeting with the Planning Commission DDA

[1:33:38] and

[1:33:42] Council if everybody actually showed up they usually don't but yeah know we can

[1:33:48] accommodate we'll see standing room only yeah okay so that'd be our next meeting

[1:34:02] piece of equipment obviously because again supply of trying to get something

[1:34:21] take six or seven months to get to

[1:34:39] doors on there folded up like that wow yeah there was nothing in it

[1:35:04] now I just got a update last week they were putting it together or I guess two

[1:35:09] weeks ago they were putting it together last week uh it's been a long time again

[1:35:14] that's the employee in the supply shortage steel was really hard to get at

[1:35:19] first and I don't know if it's because it sat there for so long but there was

[1:35:23] issues with the battery and a couple hydraulic leaks so they fixed those too

[1:35:28] and you know I've been in touch with them at least once a month or once every

[1:35:32] couple weeks because we've had to hire it out that out a couple times two or

[1:35:36] like three times I think four times so okay the only other thing I have is the

[1:35:42] code enforcement we got stuff on here going on a year old that just says

[1:35:47] ongoing I mean I don't know I think I've met the code enforcement person once

[1:35:53] since I've been in office can we ask her to be at the next meeting or

[1:35:58] him her yeah I don't know how active she is

[1:36:05] um I'll have to double check uh some of those items some of that she just keeps

[1:36:10] on because it's a reference to her when she first identified the issue but a lot

[1:36:15] of those things that are you know like tall grass or whatever those are

[1:36:18] obsolete right now I asked about I'm going with the parking ones and the

[1:36:22] blight ones yeah she did clear a few off when I asked about it before but yeah I

[1:36:27] did I've noticed that too there's a few lingering ones she has reference ones

[1:36:32] that she's just holding for reference maybe move it off the enforcement report

[1:36:37] and have a reference report below it or me see if we can get that cleared up

[1:36:43] and re-evaluate and uh and since you know

[1:36:47] you're having the joint meeting with the DDA and PC as well as you know the

[1:36:51] followup action on the our M maybe we can arrange for her to come for the

[1:36:56] second meeting in April if necessary yeah very

[1:37:01] good and then can we just make a little note for the May 17th meeting to since

[1:37:06] it'll be right after water bills are due to have an update on the Kingsbrook bill

[1:37:11] for that meeting see not
