[0:15] land

[0:16] acknowledgement before our meeting gets

[0:19] underway I would like to formally

[0:20] recognize the traditional keepers of

[0:22] this land and specifically our neighbors

[0:25] of the alderville First Nation with a

[0:27] formal territorial acknowledgement

[0:30] we respectively acknowledge the township

[0:32] of alen mccalman is located on the mogen

[0:37] Ashan territory and is the traditional

[0:39] territory of the missan Anish

[0:44] Inc the township Val mccalman

[0:46] respectively acknowledges that the

[0:48] mississaga nation are the collective

[0:49] stewards and caretakers of these lands

[0:51] and Waters in perpetuity and they

[0:54] continue to maintain this responsibility

[0:56] to ensure their health and the Integrity

[0:58] for generations to come move on to item three moment of

[1:04] silence for our fallen soldiers and

[1:28] citizens

[2:27] the municipal act section 239 members of

[2:30] the public are not permitted in these

[9:05] and I stand before you today as a deeply

[9:07] concerned member of this community my

[9:10] husband John and our family have

[9:12] invested countless years of hard work

[9:15] and dedication into building owning and

[9:18] operating Whispering Springs Wilderness

[9:20] retreat in our Township Our Roots here

[9:22] Run Deep we moved to this area over 40

[9:26] years ago and we have been actively

[9:28] involved in shap the growth and

[9:30] prosperity of this region throughout our

[9:33] journey we have contributed to the

[9:35] fabric of this Township in meaningful

[9:37] ways we played an integral role in

[9:39] building and operating St an's country

[9:41] in before its transformation into a spa

[9:45] additionally we founded and managed the

[9:47] CJC bottling plant providing employment

[9:50] to 250 local residents for over 15 years

[9:54] our commitment to this community is

[9:56] unwavering and our pride in where we

[9:58] live has always been

[10:00] Paramount we find ourselves at a

[10:03] crossroad where we must turn to our

[10:05] local leadership for guidance and

[10:08] advocacy the imminent opening of a game

[10:10] farm so close to Whispering Springs

[10:12] Wilderness Retreat is not only a threat

[10:15] to our business but also to the

[10:17] tranquility and safety of our community

[10:20] as a

[10:25] whole we have invested our hearts our

[10:28] energy and our resources into creating a

[10:30] peaceful Haven at Whispering Springs

[10:33] it's a place where guests come to escape

[10:35] the pressures of daily life to

[10:37] experience Nature's Beauty and to find

[10:39] soless in the arms of this natural

[10:41] Wonderland the proposed game farm with

[10:44] its Associated hunting activities

[10:46] jeopardizes this harmony the very

[10:48] essence of what we have built and

[10:50] nurtured is now under threat we have

[10:53] constructed a list to illustrate the

[10:55] total extent of the negative impact that

[10:58] this will have on our our business and

[10:59] Community if the 1516 Telephone Road

[11:03] game farm is granted permission to

[11:05] operate Birds ey view has not followed

[11:08] the proper protocol in informing

[11:10] neighbors and discussing safety concerns

[11:13] the zoning at 156 Telephone Road is

[11:16] rural and does not permit a recreational

[11:18] game farm the owners of 1516 Telephone

[11:22] Road do not reside at this location and

[11:25] therefore the detrimental effects of the

[11:28] game farm do not impact them as it does

[11:31] the surrounding neighborhood the fencing

[11:34] around the property per perimeter is

[11:37] either non-existent or severely decayed

[11:39] this poses a serious threat to the

[11:41] safety and noise conditions of

[11:43] Whispering Springs many neighbors will

[11:46] move out of this area due to the stress

[11:48] and emotional damage property values

[11:50] will plummet 75 jobs in the tourism

[11:54] sector will disappear Camp Moonlight

[11:57] which is dedicated to families with with

[11:59] children with disabilities and supported

[12:01] by Whispering Springs and their vendors

[12:04] will be shut down Whispering Springs

[12:06] raises funds for disabled Children's

[12:08] Therapy benefiting many children These

[12:11] funds will cease to exist many homes

[12:13] with small children will be too

[12:15] frightened to let their children play

[12:17] outside causing physical and emotional

[12:19] damage two managed forests Bor bordering

[12:23] 1516 Telephone Road will force wildlife

[12:27] and endangered species to relocate the

[12:30] potential for dead pheasant carcasses

[12:33] and Scattered lead shots to contaminate

[12:35] the water system poses an environmental

[12:38] concern especially given the presence of

[12:40] an environmentally sensitive water

[12:42] course on 1516 Telephone Road the

[12:46] question of responsibility for the

[12:48] environmental cleanup remains unanswered

[12:51] the livelihood of many employees who may

[12:53] lose their jobs is in Jeopardy

[12:55] responsibility for any harm caused by

[12:58] stay bullet remains unclear how will the

[13:01] township address the steady stream of

[13:03] calls related to the noise bylaw who

[13:06] will be accountable for police checks of

[13:09] Pals and the legal transport illegal

[13:12] transport of firearms or the legal

[13:14] transport of

[13:16] firearms what about the damage to the

[13:18] wildlife in the area Birds ey view game

[13:21] farms constant gunfire will affect

[13:23] livestock families and businesses up to

[13:26] 4 kilometers away the more John and I

[13:29] review the proximity of our property to

[13:31] the proposed game farm the more extreme

[13:34] safety hazards we are discovering we

[13:36] have a large propane tank located a mere

[13:39] 16 ft from the proposed Game Farm

[13:41] property line along with several other

[13:44] tent accommodations that are equipped

[13:46] with multiple propane tanks that the

[13:49] potential for a stray bullet to hit one

[13:51] of these tanks and cause

[13:53] life-threatening explosion or fire is

[13:56] very real in addition nearly all of our

[13:59] accommodation are tents and would not

[14:01] prevent a stray bullet from piercing the

[14:03] fabric and potentially injuring or

[14:06] killing a guest or an employee of our

[14:09] establishment we are one of the

[14:10] Township's largest tourist destinations

[14:13] and employers and are so utterly

[14:15] Disturbed that this level of risk is

[14:17] even being considered we are not willing

[14:20] to Expo expose our employees our

[14:22] children or guests to this level of risk

[14:25] and will proceed with whatever means

[14:27] necessary to prevent this from happening

[14:30] we are here today not just as business

[14:32] owners but as residents who love our

[14:34] Township who have raised our family here

[14:37] and to believe the potential of this

[14:40] place to flourish while maintaining its

[14:42] Harmony we are not here to lay blame but

[14:45] to seek your support to Rally the

[14:47] strength of our community leadership to

[14:50] stand as a formidable Shield against the

[14:52] encroaching threat mayor local Deputy

[14:55] Mayor Stover esteemed council members we

[14:58] implore you to listen to our voices and

[15:00] to Champion our cause we ask that you

[15:03] Leverage The Power of our local

[15:04] leadership to protect the interests of

[15:06] the community you represent we feel that

[15:09] protections need to be put in place for

[15:11] the businesses that already exist in the

[15:14] township we would not have built

[15:16] Whispering Springs let alone invest

[15:18] every dollar in our name to a business

[15:21] that would be jeopardized so quickly and

[15:23] without any notice we have invested

[15:26] years of Our Lives following the rules

[15:28] and slowly painstakingly moving through

[15:30] the comprehensive regulatory process to

[15:33] establish a successful tourist

[15:36] establishment we believe that it is you

[15:38] and you alone that ultimately have the

[15:40] power to protect the hardworking local

[15:43] businesses of this Township by modifying

[15:46] the bylaws to put Protections in place

[15:49] so that new businesses cannot just come

[15:51] in and Destroy what has been such a

[15:53] great benefit to our community the

[15:56] looming opening of Bird's eyee View game

[15:58] farm is a ticking Time Bomb to potential

[16:01] disruption danger and distress for our

[16:04] community we believe in the power of

[16:06] unity and we believe in the strength of

[16:10] community there is a Supreme Court

[16:12] ruling in Canada that maintained an

[16:15] injunction preventing a game farm

[16:17] Hunting Preserve from from operating

[16:19] close to Residence based on noise

[16:22] nuisance it included hunting activities

[16:25] I.E shotgun shots produced by visiting

[16:28] Hunters that disturb neighbors ability

[16:30] to enjoy their own land we stand here

[16:34] before you today not just as Nancy and

[16:36] John corkran but as the vo is echoing

[16:39] the sentiments of countless individuals

[16:41] who share our concerns we urge you to

[16:44] join us in this fight to reclaim the

[16:46] sense of security Serenity and promise

[16:48] that this Township has always offered

[16:51] thank you for your time your attention

[16:53] and your dedication to our community's

[16:55] well-being together we can Safeguard the

[16:57] future we all deserve um my husband John

[17:00] just wants

[17:02] to I just wanted to say make no mistake

[17:06] that this is a business all you have to

[17:09] do is go to birds ey G for our website

[17:12] and look at their

[17:15] literature they talk about 5,000 Birds

[17:18] that's over $100,000 in prevue we talk

[17:21] about shling people to and from the hunt

[17:24] they talk about sales of

[17:27] ammunition talk H guides and guide

[17:31] BS they talk about the rental of

[17:34] property through

[17:36] acquisition I understand they're working

[17:38] on over overnight accommodation for the

[17:44] hunters as Nancy and I sat here waiting

[17:47] for opportunity to speak out next door

[17:50] just thinking you know if I wanted to

[17:53] skirt all the aspects of opening up the

[17:57] business properly I was the restaurant

[17:59] what would I do I'd call my chef an

[18:02] independent contractor whose

[18:04] hobby was cooking I call my

[18:09] waitresses staff that works for

[18:13] donations um I sell my food at the curb

[18:18] raw try to

[18:21] circumvent the laws that are in place

[18:25] to run and establish business that's

[18:29] exactly that's exactly what bird's eye

[18:33] is trying to do and I just urge you not

[18:36] to be

[18:37] Bamboozled by their fancy talk of how

[18:40] they sell their birds at the

[18:42] doorstep and the the so-called people

[18:46] that by the birds can do whatever they

[18:48] want with them I also understand that

[18:51] during their hunt I have direct contact

[18:54] with people who have gone there in the

[18:56] birds cross the the boundary line the

[19:00] farmers shoot across

[19:02] the ACR the they say that there's never

[19:06] been any problems out of the birds I

[19:10] view one of the guys had one of their dog shot hunting

[19:18] dogs first

[19:20] animals Happ want's to say the next time

[19:23] it's like this going to be a person with

[19:26] shot please consider

[21:08] neighborhood um I had some concerns as

[21:11] my neighbor to the north they had their

[21:12] car stolen from the driveway about three

[21:14] years ago three and a half years ago and

[21:17] I have we have dogs and we sometimes

[21:20] have to come home late when I was

[21:21] working I'm retired now um so I called

[21:25] the township at that time and asked

[21:26] about getting some street lights on air

[21:28] is there's now about 11 or 12 Homes

[21:31] North of Harden so there's enough homes

[21:34] I believe to uh make it

[21:36] uh a concern um I was told to get a hold

[21:41] of a Troy Gilmore who I believe doesn't

[21:42] work for

[21:44] the his response to me was not a problem

[21:48] the the uh the poles are already

[21:50] pre-wired all we have to do is put them

[21:52] up and it was kind of left at that I

[21:54] just expected eventually they would come

[21:56] up and ha we up are five years later and

[21:59] then nothing's happened um I did get a

[22:02] hold of Councilman Greg booth at um uh uh Remembrance Day celebration and I

[22:11] ran it by him and he did call me uh a

[22:14] few months later but nothing's happened

[22:17] and my concern is I don't want to waste

[22:20] your time I don't want to waste my time

[22:22] if it if if it's something that is just

[22:24] not feasible or not in the cards or you

[22:26] don't want to do that that's the way it

[22:28] is I'd just rather be told UPF front

[22:30] that something we're not interested in

[22:32] and leave it at that um but waiting five

[22:36] years uh I think you know if you don't

[22:39] come and say something the current

[22:41] Council may not have known that but uh

[22:43] and interrupt you just for a second

[23:19] in my department update sorry um but it

[23:21] was a process we had to go through with

[23:23] Hydra one to have the joint use of the

[23:26] polls for our street lights on them they

[23:28] own the polls um long story short G

[23:31] Metro miles there's three lights going

[23:32] to go up uh from Harden Road right up to

[23:36] the end of be Street uh every other pole

[23:39] and the last street light will be on the

[23:40] last pole so that you should see that

[23:43] hopefully lit up within the next two

[23:45] weeks that's great news that's good I

[23:48] appreciate that and because when you

[23:49] also when you come in off of ly on aired

[23:52] there that's about a 20 foot uh straight

[23:55] section then a 90° angle turning it

[23:58] nighttime it's pitch black and it it is

[24:00] a bit of a concern um I appreciate that I know that that's happening and uh

[24:06] I'm sure all the neighbors because I

[24:08] talked to a lot of them will be very

[24:10] pleased to hear

[24:12] that it's been in works for a little

[24:14] while Ryan but correct me if I'm wrong

[24:17] but it does take a while with jerio fair

[24:19] enough fair enough I understand that but

[24:20] that's good to see that something is

[24:22] actually happening okay we're going to

[24:23] move on to your second concern yes again

[24:43] Grafton and as a me a resident of the

[24:46] town I feel you want to make sure I know

[24:49] you guys do some stuff on Highway 2 and

[24:50] you try and make it look nice but that

[24:53] street is getting patch over patch over

[24:55] patch and in some areas I notice at the

[24:58] uh Grafton in Campbell house when we

[25:01] have a strong rain half their driveways

[25:03] down the street on air because just

[25:05] because they're not paved it it just

[25:07] flows all the way out there I know

[25:09] they've done some repair work in the

[25:11] last month or two putting more patches

[25:13] on um now a isn't as bad as Charlotte

[25:17] and granted I don't live on Charlotte

[25:19] but it's really bad like it's just

[25:21] falling apart and I just think I now

[25:24] again three years ago I inquired again

[25:26] uh through the town and I was told we're

[25:28] in the queue about five years so that

[25:31] was three years ago I'm I'm hoping that

[25:34] we're in the queue now maybe for a year

[25:36] in the next year or two that something

[25:37] will be done is and it will be at ashalt

[25:40] I know they did some type of other

[25:42] repairs where they just laid the gravel

[25:45] down and kind

[25:46] of put some oil down and let everybody

[25:49] drive on it but when I moved here I

[25:52] again I have an old 65 Mustang and uh

[25:55] geez I I just don't want to drive it on

[25:57] a

[25:58] to be

[25:59] honest I think um to respond to that uh

[26:02] Brian has I know he's got a roads needs

[26:05] analysis study being done right now

[26:07] Brian am I correct and it's going to be

[26:09] done before the end of the year and that

[26:12] basically gives Brian uh recommendations

[26:15] on where we should be spending our

[26:17] Public Works meeting I know there's only

[26:19] so much money I get yeah so I I can't

[26:22] tell you or Brian maybe you can help me

[26:24] but I don't think we can tell you right

[26:25] now what what the plan is for the next

[26:28] couple years yeah it's just too that

[26:30] with the new subdivision going in north

[26:32] of me off ly I know traffic is going to

[26:36] get a lot busier once that moves along

[26:39] so I'm was hoping that you know that

[26:40] they get the street fixed before it's

[26:43] really bad shape I

[26:46] um just just and again for the look of

[26:48] the town that you want to make sure

[26:50] people do come through here that it show

[26:52] shows that we care about our town and we

[26:54] try to maintain it as best we can agree

[27:01] mention it is it is on our uh list you

[27:04] know currently in a Ros the next five

[27:06] years and that's going back from our a

[27:09] few years ago but uh the recommendation

[27:12] moving forward when it does come it

[27:13] would be pavement that you would be

[27:15] recommending it is a an urban street uh

[27:18] similar to what we did over on um um

[27:24] sorry yeah f r and stuff like that other

[27:26] ones we're doing we did the North as

[27:28] well and stuff like that so but again I

[27:30] think I can't speak as far as timeline

[27:31] right now the the needs are great in the

[27:33] township there is other areas in the

[27:36] township that are in similar dire needs

[27:38] of uh repaying or resurfacing but it'd

[27:40] be for a future uh Council budget to

[27:43] talk about it

[27:44] again fair enough fair enough go ahead

[27:49] thing was again I walk my dogs every day

[27:51] I go have to go get the mail and I

[27:53] noticed you guys had he actually had

[27:55] somebody scraping lines off

[27:58] the crosswalk there I know you put some

[28:00] signs up which is a great idea because

[28:02] some previously you I gotta tell you

[28:04] you're taking your life in your hand

[28:05] sometime trying to cross that road not

[28:08] most people don't go 50 clicks an hour

[28:10] along there they just don't but uh and again I'm noticing now with those

[28:15] signs at least a few people are stopping

[28:18] but the other day there was myself and

[28:19] another woman waiting to cross and a

[28:21] school bus just whipped right through

[28:23] like it it's uh it is a bit dangerous

[29:53] cars and Crow and if you can make the

[29:55] combination the calculations says that

[29:58] you should have this type of uh Crossing

[33:14] results for uh the municipality for the

[33:17] year end of

[33:18] 2022 um now I do not do know that uh

[33:22] within your agenda there are a number of

[33:25] documents associated with this but I was

[33:26] just going to run through the PowerPoint

[33:29] presentation um just so you're aware um

[33:33] you are required on you met everybody

[33:34] Richard over the over the years I've met before I would say 60% of the

[33:39] council okay yes then you haven't met

[33:41] probably Mary catherin would be my guest

[33:51] meet so yes um under the municipal act

[33:54] you have to follow the public sector

[33:56] accounting guidel lines are more

[33:57] commonly known as PAB so they are um

[34:00] fairly involved and um quite unique set

[34:04] of financial statements even for

[34:05] accountants sometimes so uh um please

[34:09] feel free to ask any questions and of

[34:12] course they are presented in a different

[34:14] format than how you actually set your

[34:16] tax rate budget so I'll try to highlight

[34:18] those differences too as we go through

[34:21] so so then uh first off um within the

[34:24] draft audited financial statements um on

[34:27] the following page you'll see the the uh

[34:29] onepage excert of the um auditor report

[34:33] so the auditor's report is our report on

[34:35] the financial

[34:36] statements and it is a two-page document

[34:40] but the second paragraph uh on page one

[34:43] is what we consider to be the important

[34:45] paragraph that that in our opinion the

[34:48] companying Consolidated financial

[34:49] statements present fairly in all

[34:51] material respects the financial position

[34:53] of the township of Al cman at December

[34:56] 31st 2022 and the results of its

[34:58] operations and cash flows for the year

[35:00] then ended in accordance with Canadian

[35:02] public sector Accounting Standards or

[35:05] more commonly known known as PAB as I

[35:08] mentioned earlier so that is your

[35:10] standard clean unqualified Auditors

[35:12] report um as well too please note you'll

[35:16] see I think the the sixth or seventh

[35:18] word there is the word Consolidated so

[35:20] the numbers we look at include both the

[35:22] operations of the township itself as

[35:24] well as the library board so

[35:29] that's just a summary of the auditor uh

[35:32] Auditor's report um next uh we come

[35:36] along to uh just give you an idea of

[35:38] some of the udit procedures that we do

[35:39] complete um while we're here um looking

[35:42] at your books and of course the main

[35:44] thing is to gather the evidence to

[35:47] provide our audit opinion on on your

[35:49] financial results so that we do that by

[35:52] looking at your Council minutes um and

[35:54] of course a lot of testing as well of um

[35:57] Source documentations and that in

[35:59] involves um as I said looking at the

[36:02] documents comparing um things uh for

[36:05] analytical review either to budget or

[36:07] the prior year and and as well too um we

[36:09] audit a lot of other municipalities so

[36:12] um with our knowledge there that uh

[36:14] knowing the trends and the type of

[36:15] things that are going on in the

[36:17] municipal environment U we do somewhat

[36:20] know what to expect in most

[36:22] circumstances and as well to to looking

[36:24] at the estimates that that are made by

[36:26] management

[36:27] and as well to most of your manage most

[36:29] of your estimates here would relate to

[36:31] um the life of your tangible Capital

[36:33] assets and things such as that

[36:34] determining your um amortization and we

[36:38] do that by by looking at your various

[36:40] systems and related internal controls um

[36:43] for both the the inflows being your

[36:45] revenues your outflows being um your

[36:47] dispersements and your payroll and then

[36:49] how you adjust things being your Journal

[36:52] entrance we do that through a

[36:54] combination of both um actual testing

[36:57] and then using data analytics as well so

[36:59] that um we run your data through um

[37:04] various

[37:05] um analytic procedure so that we we then

[37:08] focus our tests on things that might

[37:10] look unique or or odd or or or of course

[37:13] significant dollar value as well so

[37:16] overall the audit is complete pending

[37:18] Council approval of the financial

[37:19] statements receed of sign representation

[37:22] letter as well as receip of uh legal

[37:24] letters um overall there were no

[37:26] signific

[37:27] get difficulties encountered during the

[37:29] course of our audit and no changes to

[37:31] our plan or disagreements uh with

[37:34] management and excellent cooperation

[37:35] from your staff and management um

[37:38] overall um there was one uncorrected

[37:41] item so as Auditors we do keep a little

[37:44] scorecard of of any differences we might

[37:47] find that haven't been adjusted um and

[37:50] then of course we compare that to

[37:52] something that we calculate in the audit

[37:54] industry being materiality based and

[37:56] that's purely based on um a percentage

[38:00] of in for most municipalities of their

[38:02] normal recurring Revenue so then when we

[38:05] calculate that number um and compare

[38:07] that to the items that weren't adjusted

[38:10] um we need then we determine whether

[38:12] well we can't issue a clean auditor

[38:14] report because the item's too large but

[38:15] in your case the amount is is fairly

[38:18] small but it's above our threshold to

[38:20] report and it just relates to the

[38:23] interest on your debentures that um you

[38:26] have two um debers now one for the fire

[38:29] hall and the new one for the public

[38:31] works Edition and of course you only pay

[38:34] them twice a year so the the interest

[38:37] that was that was acre from the last

[38:40] payment date to the end of December

[38:43] hasn't been recorded so um and as well

[38:46] when you look at the schedule I think

[38:47] this year the number was around 23,000

[38:49] last year's number was around 18,000 so

[38:52] the net numbers around 4,000 it's just

[38:54] the fact you're not you're not missing

[38:56] anything it's just the number should be

[38:59] on this side of December 31st or that

[39:01] side of December 31st but it it's being

[39:04] presented the way you budget it so so as

[39:07] a result then we we have no no issues

[39:09] with it but we are just obligated to

[39:11] make you aware of

[39:14] that and then next coming along uh to

[39:18] actual some some numbers um So within

[39:21] PAB you are um required to report your

[39:24] assets being either Financial Financial

[39:27] assets and non-financial assets so

[39:29] Financial assets are items that are cash

[39:32] or can be turned into Cash ideally

[39:36] um and then your non-financial assets

[39:39] would be your tangible Capital assets

[39:41] like your your roads and your buildings

[39:44] and and those type of things that that

[39:46] you don't normally turn around and and

[39:49] convert to cash because you don't sell

[39:51] them um ideally if you if you could

[39:55] sell I'm I'm sure you wouldn't mind

[39:57] doing that yeah but yeah so I mean

[40:00] that's that's the main difference there

[40:02] so um so overall your your cash remains

[40:04] fairly consistent with the prior year um

[40:07] you did complete a lot during the year

[40:09] but uh in the end it all remained fairly consistent and that's um the

[40:14] components of that is that you have

[40:15] about $5.5 million in reserves and about

[40:19] $2.3 million in um deferred revenue

[40:22] obligatory Reserve funds so that so that

[40:25] means you have all of your reserves in

[40:27] cash as well as most of your um

[40:31] obligatory Reserve funds so that's why

[40:33] your your cash balance is where it's at

[40:36] um you have the small investment um

[40:38] continuing to carry forward um your

[40:40] account's receivable um you can see

[40:42] there is up a fair bit from the prior

[40:44] year and majority of that is all related

[40:46] to the uh HST rebate rebate that you're

[40:49] entitled to get and which of course um

[40:53] then they get filed after the year end

[40:55] and of course with the large addition uh

[40:57] put on the Public Works building you had

[40:59] a lot more expenditures that would

[41:01] attract HST which means your rebate

[41:03] would be

[41:04] higher that's the main change there um

[41:08] your taxes receivable you can see there

[41:10] that um in 2021 that they were they were

[41:14] the um fairly low the lowest point in

[41:17] the last five years whereas they did

[41:19] increase um in 2022 but still overall

[41:22] when you include penalty and

[41:24] interest the 20 22 amount is

[41:28] 8.37% of the total Levy um so that's

[41:32] still considered to be within the

[41:34] lowrisk range set by the ministry so no

[41:37] issues there so um the one thing to keep

[41:40] in mind too though you pay the county

[41:42] and the school boards every quarter

[41:45] regardless of whether you've collected

[41:46] the money from the rate payer so um you

[41:49] are the banker in this situation so um

[41:53] it's it's always good to keep an eye on

[41:55] that so that the number is get not

[41:57] getting too high but as I said you're

[41:58] still in the lowrisk range

[42:01] there then the following slide just

[42:03] gives you a a bar chart of where that is

[42:07] at and then um next

[42:12] uh slide just uh shows who you owe money

[42:16] to um so under under PAB um There's no

[42:20] distinction between current and longterm

[42:22] it's just these are the amounts you owe

[42:24] to others first off is your accounts

[42:27] payable and acred liabilities um with

[42:29] some construction going on

[42:32] um at the and AC acrs for that um your

[42:37] accounts payable did increase your trade

[42:39] payables went up at the end of the year

[42:41] but also within their your deposits you

[42:43] have from developers or in there um

[42:46] items uh such as regular acrs for both

[42:51] um um salaries and uh related items as

[42:56] well too um there's about

[42:58] [Music]

[42:59] $229,000 from R payers who have credit

[43:02] balances on their accounts so for

[43:04] financial statement purposes they get

[43:06] moved out of your reducing your taxes

[43:09] receivable in into

[43:10] payables um so therefore th those are

[43:13] the uh major components

[43:15] there um next we have uh something

[43:18] unique for um most accounting is your

[43:21] deferred revenue obligatory Reserve

[43:23] funds which represents um about one .9

[43:26] million in development charges um the

[43:30] federal gas tax are Canada community

[43:32] building fund as it's known now for

[43:33] about 300,000 and Parkland fees are

[43:36] about $60,000

[43:38] so this is different um in the fact that

[43:41] you've collected these monies and these

[43:43] monies are are sitting in your bank

[43:45] account it's just that they don't become

[43:47] Revenue until you use them in accordance

[43:50] with the requirements that that are

[43:52] placed on those monies so you so like

[43:56] this year you collected in the and in

[43:58] the past you collected development

[44:01] charges but you Ed 300,000 of that for

[44:03] the new Public Works facility and so

[44:07] therefore the that that balance remained

[44:10] fairly consistent year toe um you didn't

[44:13] use as much uh gas STX as you received

[44:16] so the balance went up slightly so the

[44:18] so these are items when you take a look

[44:21] at the reserves of about 5.5 million um

[44:25] that that number there the 2.3 almost

[44:27] gives you what you have in your bank

[44:29] accounts so that's why that's why you

[44:31] get to that balance um your other

[44:33] deferred revenue majority of that is

[44:35] related to uh some grants that you've

[44:37] received but um haven't fully spent

[44:41] yet and then the one big noticeable

[44:43] change here of course is your increasing

[44:45] your long-term debt as you borrowed the

[44:47] $3 million for the public works addition

[44:49] but still then paying off your previous

[44:51] debenture I believe for the library and

[44:55] another Public Works library was paid

[44:58] for I believe I think this is the fire

[45:01] sorry yes but there one there was one

[45:03] paid off the original one that was split

[45:05] yeah there was a roads one and the

[45:06] library was paid off about 2020 or 21 it

[45:10] actually finished in 2022 yeah okay yeah so yeah so that's uh so those so

[45:15] right now all you have left is the $3

[45:17] million for the new Public Works

[45:18] facility and the balances for the fire

[45:23] hall and then of course uh you see there

[45:26] that um the fiveyear graph of that and

[45:29] you can see there with the additions for

[45:32] both the fire hall debt and and the

[45:34] Public Works debt um the yellow bar has

[45:38] been increasing but of course as your

[45:40] assets age um they are expensive to

[45:43] replace but you are uh you are required

[45:46] to do that so um then the following page

[45:49] is just showing your breakdown of uh

[45:51] what your net Financial assets are

[45:54] um and you can see there that uh there's

[45:57] a little less than about a $3 million

[45:59] change there and that's all entirely

[46:01] related to the uh $3 million in

[46:03] additional debt but then as well too

[46:06] when you look at your non-financial

[46:07] assets under your tangible Capital

[46:09] assets of course you got about a $3

[46:11] million increase there so basically it's

[46:13] flipped from um from above above the

[46:17] line in net Financial assets down to

[46:18] tangible Capital assets and then you

[46:20] still have some prepaid expenses and

[46:22] some inventories of sand and salt that

[46:25] uh you will utilize moving

[46:28] forward then the following slide gives

[46:30] you a bit of

[46:32] a a walk through and Reconciliation as

[46:35] to the um revenues and expenses and the

[46:38] annual PAB Surplus and deficit um in

[46:41] comparison to uh and reconciles that

[46:44] back to zero as that's how you're

[46:45] supposed to budget for your tax rate

[46:47] budget so as you can see there in the

[46:49] First Column under budget um PAB was

[46:52] showing that you were going to have a of

[46:53] a loss of 129,000 but then when you um

[46:57] take account for the items that um are

[47:00] adjustments for PAB related things you

[47:03] can see there that they

[47:05] do that first column does come back to

[47:07] zero of course majority of that is uh

[47:10] the treatment of tangible Capital assets

[47:13] and the use of reserve and Reserve funds

[47:15] and long-term debt as

[47:18] well then you can see there on the the

[47:20] actual side for 2022 um you did have a a

[47:25] piece of

[47:26] Surplus and um a lot of that do um but

[47:30] then on the reconciliation part you can

[47:32] see there that it does come back to zero

[47:34] as you did transfer um uh any surplus

[47:38] amounts you had remaining over into

[47:40] Reserves at the end of the year and you

[47:42] can see there the one spot you you will

[47:45] just see this uh on on this presentation

[47:48] it's the purchase of tangible Capital

[47:50] assets you can see there this year was

[47:51] $5.2 Million about 900,000 below budget

[47:59] there um both your uh accumulated

[48:02] Surplus and your tangible Capital assets

[48:05] and uh one thing I'd like to point out

[48:07] here is that um your goal here is to

[48:09] have your orange bar to be higher than

[48:11] your blue bar which means you do have

[48:14] more Equity than what you have tied up

[48:15] in your Capital so you can see there

[48:18] with uh

[48:21] um got a little closer there because of

[48:23] course you added a large um

[48:27] amount to your tangible Capital assets

[48:28] this

[48:30] year next we come to your revenue and

[48:32] expenses and annual Surplus on a PAB

[48:34] basis for the last five years and uh

[48:38] that gray bar being your annual Surplus

[48:40] or deficit um you can see there um as

[48:44] your designed that doesn't vary that

[48:47] much but uh it it will depending on the

[48:50] capital addition so that don't be

[48:52] surprised some years the the bar will be

[48:55] below the line being a deficit and then

[48:57] above above the line when you do have a

[48:59] lot of uh Capital grants for tangible

[49:02] Capital additions so that

[49:04] um and that's that's just the way P of

[49:07] works because it um you recognize the

[49:10] revenue when you get it but you don't

[49:12] incur the expense until you depreciate

[49:15] that asset so it could be 40 years 40

[49:18] years later that uh it all comes back to

[49:21] be being equal again depending on how

[49:22] long you're depreciating the asset for

[49:24] us

[49:27] um next we take a look at your revenues

[49:29] on a PAB basis and you can see there

[49:32] um being uh being over budget um and

[49:36] there were a few items to note there

[49:40] um your user charges uh just to point

[49:44] out so that that includes things such as

[49:46] your building your building permits your Arena fees your the the water fees

[49:52] that you charge to your residents as

[49:54] well so all of those items are within

[49:56] there um and and as well too both fire

[50:00] calls um are in there as well so that

[50:02] number was a fair bit higher than budget

[50:05] so that's causing um part of the

[50:07] variance from budget to actual so and as

[50:10] well to building permits was another

[50:13] large component of that um under

[50:16] government transfers uh within your

[50:17] provincial revenues um were about $1.3

[50:20] million ompf is about 530,000 of that

[50:24] and 6 25,000 for uh ocif and that was

[50:29] for both roads reconstruction and Roads

[50:31] resurfacing so that's

[50:34] um the larger components there and you

[50:37] did uh um get an isit grant for uh

[50:42] funding um for uh for um Recreation and

[50:46] Trails um and that's included in there

[50:48] as well um and I think the one thing uh

[50:53] there the Canada community building fund

[50:56] so that was also utilized as I said

[50:58] earlier your gas STX for um for roads work as well and then your other

[51:05] Revenue this year um you can see there

[51:06] it's a fair bit higher included within

[51:08] that is your uh interest in uh earned on

[51:11] your on your amounts um with the higher

[51:13] interest rates um you did better there

[51:15] as well too you recognized um some

[51:17] monies that you received from Township

[51:19] Hamilton related to the animal shelter

[51:21] and and the and the windup of that

[51:24] organization so that those are some of

[51:26] the larger components within that line

[51:28] item then on the following slide you

[51:30] will see the uh the pie chart of that of

[51:34] course you like most most area

[51:37] municipalities uh um property taxation

[51:40] is your main source of funding the

[51:43] following slide then just gives you uh

[51:45] an idea of your expenses um on a PAB

[51:48] basis and you can see there um your um

[51:51] overall your expenses were were higher

[51:54] um than budget um there were a number of

[51:57] things uh within the protection services

[51:59] area related to fire both uh and as well

[52:02] too within Transportation related to the

[52:05] additional cost for fuel for vehicles so

[52:09] um let's had a major impact uh in a lot

[52:12] of municipalities um and as well too

[52:14] when you look at Protection Services it

[52:17] does include fire policing conservation

[52:19] authorities um building and um

[52:23] protective inspection and control

[52:26] um Environmental Services um that that

[52:29] relates entirely to the to the water

[52:32] system Health Services uh relates to the

[52:35] operations of the

[52:36] cemeteries um Recreation and culture um

[52:41] there was some variance there for both

[52:43] uh additional costs related um for both

[52:46] parks and recreational facilities um

[52:49] with um further opening of

[52:52] U of uh or the lessening of restrictions

[52:55] as well there's more activity within at

[52:57] the arena and as well to Planning and

[52:59] Development was under budget as most

[53:02] items were just lower than budget then

[53:05] the following slide you can see there

[53:07] the um transportation services is the

[53:10] largest

[53:12] component for the

[53:14] municipality and then when you take a

[53:16] look at the following slide it just

[53:18] provides the same numbers just in a

[53:21] different

[53:22] breakdown

[53:24] um and you'll see there too that

[53:28] um when you look at contracted Services

[53:31] um little over a million dollars of that

[53:34] is related to

[53:35] policing um and and within external

[53:39] transfers majority of that is related to

[53:41] um monies you pay over to the

[53:43] conservation Authority and then as well

[53:45] too with amortization um there were a

[53:48] number of Roads um that were fully

[53:51] amortized um so therefore the

[53:53] amortization in the prior year so

[53:54] therefore your amortization was down but

[53:57] I suspect in next year it will start to

[54:00] increase with the amortization of the

[54:01] new Public Works

[54:03] Edition then you can see there this

[54:05] segmented um information provided in the

[54:08] pie chart um next we come along to uh

[54:11] your accumulated Surplus so this um

[54:14] gives you an idea as to um of your

[54:18] accumulated Surplus the $24 million what

[54:20] the major components are there and you

[54:21] can see there that um when you take your

[54:24] Netbook value have your tangible Capital

[54:26] assets take away the debt associated

[54:28] with them you can see there that um at

[54:30] about $18.6

[54:33] million of that is uh entirely tied up

[54:36] in your tangible Capital assets so that

[54:38] leaves the balance to be being reserves

[54:41] as well a small Surplus for the library

[54:44] so it's nice to see there they mooved

[54:46] from small deficit in the prior year to

[54:48] a small Surplus position again in

[54:51] 2022 and then as well too you'll see

[54:53] there the um utilization of both the

[54:56] fire of the fire reserve so that that

[54:58] amount has went down for the acquisition

[55:00] of um vehicle and equipment and then um

[55:04] your other major components within there

[55:06] are about $1.4 million for roads and

[55:09] about uh $42,000 related to Recreation

[55:13] so

[55:14] that's when I said earlier you had about

[55:17] $7 million in cash the $5.5 million in

[55:21] reserve so there's the components there

[55:23] plus the 2.3 million in your um

[55:28] obligatory Reserve funds so that's um

[55:31] just explains as to where where most of

[55:34] your cash resides and where it came from

[55:36] and then as well the following slide

[55:37] just gives you an idea of your reserves

[55:40] over the last five

[55:43] years and then the following following

[55:46] slide just gives you an idea as the uh

[55:48] as to your tangible Capital assets and

[55:50] with the public works addition that's

[55:55] vehicles relate additions relate to fire

[55:59] majority of the machiner and Equipment

[56:01] relates to fire for the self uh Brea

[56:05] self-contained breathing apparatus and

[56:07] then as well Parks and

[56:09] Recreation um sorry roads and Roads and

[56:13] Roads reconstruction are uh um what was

[56:16] done for the roads and bridges and then

[56:19] uh as well to land improvements relates

[56:21] to uh work done the at the Ballpark

[56:26] and then you can see your additions and

[56:28] amortizations over the last five years

[56:30] and uh the large increases in 18 and

[56:33] 2022 for the big

[56:36] projects then you can see here with the

[56:38] average useful life and and as well with

[56:42] the addition of the uh both the fire

[56:44] hall and the uh addition to the public

[56:46] works you you have a fair bit of green

[56:48] within the building so um of course the

[56:50] newer costs will create um more net Book

[56:54] value so that's that's why they're like

[56:56] that and then you can see there your

[56:58] five-year trend on your net Financial

[56:59] assets as I mentioned earlier that uh

[57:02] you move with the addition of the $3

[57:04] million in your debt for uh Public Works

[57:07] addition then it it brought your net

[57:09] Financial assets down by almost that

[57:11] amount so but you're but you still

[57:13] remain in the black

[57:16] there this a summary where things ended

[57:18] up at the end of The

[57:21] Years thank you any questions for the

[58:07] audit um you have a a level threshold

[58:13] and a threshold yeah and if it's under

[58:17] the

[58:18] threshold um how would you explain that

[58:21] better than what I

[58:23] would all right so when we set

[58:27] materiality it gives us a guide and it provides us an idea as to how much um

[58:32] the extent of uh testing that we have to

[58:35] do when we work through um through it on

[58:38] a statistical sample

[58:40] basis um and then as well too it gives

[58:42] us a guide when when we compare

[58:44] differences um at the end and that that

[58:47] one being one of them so um and

[58:50] therefore as I said if it was larger

[58:52] than a certain amount then we would ask

[58:53] you to make an adjust

[58:55] but it was below that so we did we don't

[58:57] need an adjustment to be made but um

[59:01] keep it doesn't mean though that we

[59:02] don't look at anything below that value

[59:05] yes so therefore um and and really for

[59:08] us to bring put things on the schedule

[59:11] it's uh normally about 5% of materiality

[59:14] that that would go on there so it's a

[59:16] pretty low threshold so therefore um

[59:19] it's just a a way for us to to tabulate

[59:22] those things that we're just not making

[59:24] a lot of small adjustments that aren't

[1:01:01] amount their amounts so it's about $1.3

[1:01:07] 2022 okay yes yeah and well I never

[1:01:14] million we're only going to get about

[1:01:15] 40% of it and and between the county and the uh and the education they're

[1:01:22] getting 60% but we're paying the

[1:02:08] million to take it to the end of the

[1:02:10] year so that amount wasn't recorded but

[1:02:19] the fire debenture so that's all it is

[1:02:21] so when you make your first payment in 2023 on the debentures that that

[1:02:27] number goes to zero then you make the

[1:02:29] payment again the following six months

[1:02:31] so that number will will be there um so

[1:02:34] unless you take on new debt that number

[1:02:36] will be there every year but it'll just

[1:06:31] plan and uh the Lumix group is going to

[1:07:26] group um and I really want to just give

[1:07:29] an overview today of the pro the two

[1:07:32] processes that we have uh uh embarked

[1:07:35] upon because we've already we've already

[1:07:41] begun so I'll just a little bit about

[1:07:43] the lumex is is a large group of

[1:07:46] companies and

[1:07:48] um the company that I the part of the

[1:07:51] group that I'm with is the government

[1:07:52] services group so we are involved in

[1:07:55] municipalities doing community risk

[1:07:57] assessments and fire Master plans they

[1:08:00] um they work for different clients

[1:08:02] across Canada and the US they have an

[1:08:04] aeronautic side they have an Explorer

[1:08:07] solution side so they they do an awful

[1:08:09] lot of different work um but the goal is

[1:08:12] always to inspire uh positive uh work

[1:08:15] and change in communities and to make

[1:08:18] communities organizations stronger and

[1:08:22] safer so here's our team so our project

[1:08:26] advisor and the vice president of

[1:08:27] government services is Terry jery and uh

[1:08:31] bill lurmer is the lumex team lead and

[1:08:33] he will be actually taking the lead on

[1:08:36] uh on these projects uh here and he has

[1:08:39] a great deal of experience bill is still

[1:08:42] active in the fire service and also has

[1:08:44] a great deal of business experience and

[1:08:47] then the rest of the team as you can see

[1:08:49] uh many of them coming from uh the fire

[1:08:52] service some of of them being uh being

[1:08:55] currently active and some of them being

[1:08:57] uh retired members um I will be

[1:09:00] assisting Bill a little bit on this

[1:09:02] project and I come from uh the private

[1:09:05] sector having 24 years experience in

[1:09:08] fire safety and emergency

[1:09:12] planning so the first uh document that

[1:09:15] I'd like to talk a little bit about

[1:09:16] today is the community risk

[1:09:20] assessment so the community or the

[1:09:22] Ontario regulation for the community

[1:09:24] risk assessments came into effect July

[1:09:27] 1st

[1:09:28] 2019 this is where the province uh

[1:09:31] declared that all uh municipalities and

[1:09:33] fire departments um conduct and uh and

[1:09:37] uh develop a CRA the deadline for that

[1:09:41] uh is July 1st 2024 so it is fast

[1:09:45] approaching CRA is basically identify

[1:09:48] and uh and look at Community risks from

[1:09:50] a fire Services perspective so it's a

[1:09:53] little bit different than the HD that

[1:09:55] you may have all already worked on

[1:09:57] that's sort of more from an emergency

[1:09:59] management perspective so looking at a broader Spectrum whereas we're

[1:10:03] looking at the risks in your community

[1:10:06] um from a fire Services perspective and

[1:10:09] it really is a tool and it's going to

[1:10:11] help municipalities make decisions about

[1:10:13] fire protection levels of service what

[1:10:16] your risks are and how to mitigate those

[1:10:19] risks um in your

[1:10:22] communities so

[1:10:24] there are uh nine mandatory profiles

[1:10:27] that we look at within the community

[1:10:29] risk assessment so we look at the

[1:10:32] geographic profile and I already can

[1:10:34] tell you that you have a most

[1:10:36] interesting Geographic profile here in

[1:10:40] on caldan just simply by by the virtue

[1:10:43] of how your the the geographic area of your municipality and how it's laid

[1:10:49] out we look at your building stock so we

[1:10:52] look at some residential uh building

[1:10:55] stock we look at commercial building

[1:10:58] stock industrial building stock um any

[1:11:01] vulnerable occupancies that exist in

[1:11:03] your community and the risks that might

[1:11:06] be implied uh from that one of the new

[1:11:09] things that has uh that has come out is

[1:11:11] the fire Marshall's office um is now uh

[1:11:15] requiring municipalities to track

[1:11:17] lightweight construction so this is this

[1:11:20] is fairly new and it's certainly a

[1:11:22] challenge

[1:11:24] um we have not come across a

[1:11:26] municipality yet that is actively

[1:11:29] tracking lightweight construction so

[1:11:32] it's something that will have to be in

[1:11:34] place uh going forward um that that is

[1:11:37] now tracked and Community risk

[1:11:39] assessments are developed and then it is

[1:11:41] required that they're redeveloped five

[1:11:43] years down the road we certainly

[1:11:46] recommend that they're reviewed annually

[1:11:48] um and as things change uh the document

[1:11:50] becomes gets updated but in five years I

[1:11:54] think the requirement will still be

[1:11:56] there for lightweight construction and

[1:11:58] hopefully um municipalities will will

[1:12:01] have been able to do to do some

[1:12:04] tracking um we look at all your

[1:12:06] demographics so we look at your

[1:12:08] population we look at the age of your

[1:12:10] population we look at the education

[1:12:12] level of your population we look at uh

[1:12:15] your cultural

[1:12:17] backgrounds um we look at any obvious

[1:12:20] hazards that exist within your community

[1:12:23] we look at your Public Safety response

[1:12:25] entity so who other than your your fire

[1:12:29] department are are you relying on to

[1:12:32] respond um to uh to events um within

[1:12:36] your community and I think probably an

[1:12:39] example would be CN rail CP Rail um

[1:12:42] Ministry of Transportation where you're also uh you know relying on other

[1:12:47] organizations um to respond what are the

[1:12:50] community services within your community

[1:12:53] so so who within your community um is

[1:12:55] able to respond and assist um in the

[1:12:58] event of an emergency um they can be

[1:13:01] Community groups you may have um service

[1:13:03] clubs um things like that so we'll look

[1:13:06] a little bit at that um economics again

[1:13:09] we'll look at at um the economic factors

[1:13:13] in your community and that will be you

[1:13:15] know who are the employers where are

[1:13:17] people working uh what are what's the

[1:13:20] income level of of people within the

[1:13:23] Community what are the economic factors

[1:13:26] the challenges um within the community

[1:13:28] so we try and look a little bit at all

[1:13:30] of that and then the past events and

[1:13:33] lost history so this is information that

[1:13:37] uh We Gather through working directly

[1:13:39] with the fire department with your fire

[1:13:40] chief and his staff so we're looking at

[1:13:43] what's happened generally in the last

[1:13:46] five years but sometimes there's a

[1:13:48] significant event that might be just

[1:13:50] outside that window so we certainly will

[1:13:52] look at that too so uh past loss in

[1:13:56] terms of in terms of fire loss past

[1:13:58] history in terms of inspections um and

[1:14:01] any other risk so if it's a weather

[1:14:03] related risk and there was a major event

[1:14:05] you know six years ago or seven years

[1:14:07] ago we're going to look at all of those

[1:14:09] things so those are the nine profiles

[1:14:11] that we'll be examining to put together

[1:14:14] the community risk assessment so it's

[1:14:17] really about um evaluating the threat so

[1:14:21] the likelihood and the con consquence so

[1:14:24] we look at the likelihood of Any Given

[1:14:27] threat occurring in the community and

[1:14:29] the way we do that is to look at that

[1:14:32] past event history and look at the

[1:14:34] likelihood of that uh event occurring

[1:14:37] again um the ofm states the fire

[1:14:40] department should use a professional

[1:14:42] judgment along with historical

[1:14:44] information about past incidents and How

[1:14:47] likely it is for that event to occur or

[1:14:49] reoccur so then the consequence is

[1:14:52] always the PO potential loss losses or

[1:14:55] negative effect negative effects that

[1:14:58] result in the community after emergency

[1:15:01] so there is a Formula that is used

[1:15:03] within the community risk assessment so

[1:15:06] once we assess the likelihood and again

[1:15:08] looking at past events um and other

[1:15:12] information and then we look at the

[1:15:14] consequences there's a formula in place

[1:15:16] that gives us a number that sort of lets

[1:15:19] us know whether the risk is a high risk

[1:15:21] a moderate risk or a low

[1:15:25] risk so it's important uh to identify

[1:15:28] these risks um and uh which ones are

[1:15:32] likely to occur um and and what the

[1:15:34] serious consequences are there you know

[1:15:37] may may be after we identify the risk

[1:15:40] then we can determine how to address

[1:15:42] them so we start to look at uh risk

[1:15:45] treatment plans for the various risks

[1:15:48] that we've identified in the community

[1:15:50] so if an emergency were occur and the

[1:15:52] community has hasn't established

[1:15:54] adequate response protocols the

[1:15:56] consequences you know could be more

[1:15:58] severe than if we've weighed that risk

[1:16:00] decided is this a risk that we need to

[1:16:03] accept can we mitigate this risk if so

[1:16:06] how do we mitigate this risk is it a

[1:16:08] risk we can share with other entities so

[1:16:11] all of that uh is part of the the

[1:16:13] community risk

[1:16:16] assessment so our approach and

[1:16:18] methodology methodology so we have a

[1:16:21] team um so your team has uh has been

[1:16:24] selected and I'm very happy to be to be

[1:16:27] one of them we start to review the data

[1:16:30] and uh as the chief can attest to we ask

[1:16:33] for a great deal of data for for the

[1:16:36] community risk assessment so we look at

[1:16:38] the legislation we look at your you're

[1:16:41] establishing regulating bylaws we look

[1:16:43] at fire prevention policies if they're

[1:16:45] in place we look at documents reports we

[1:16:47] look at maps and we conduct site visits

[1:16:50] and part of that process I think has

[1:16:53] already has already been gone begun so

[1:16:55] we engage with the fire chief the deputy

[1:16:57] chief and any other Municipal uh

[1:17:00] stakeholders and then we analyze the

[1:17:03] information consider what the best

[1:17:05] practices uh should be develop that

[1:17:08] Community risk assessment and then

[1:17:09] develop the mitigation uh strategies for

[1:17:12] those identified

[1:17:16] risks so just to give you some some uh

[1:17:20] understanding of how we measure the risk

[1:17:23] so the categories are rare unlikely

[1:17:26] possible likely and almost certain so

[1:17:30] once we have an idea of the past history

[1:17:34] and what has occurred then we can begin

[1:17:37] to to rate the likelihood levels so rare

[1:17:41] may occur in exceptional circumstances

[1:17:43] no incidents in the last 15 years

[1:17:46] unlikely could occur at some time if

[1:17:49] circumstances significantly change 5 to

[1:17:52] 15 years since the last incident

[1:17:55] possible would be might occur under

[1:17:57] current circumstances one incident in

[1:18:00] the past five years likely will probably

[1:18:03] occur at sometime under current

[1:18:05] circumstances multiple or recurring

[1:18:07] incidents in the past five years and

[1:18:10] almost certain expected to occur in most

[1:18:13] situations unless circumstances change

[1:18:16] multiple or reoccurring incidents in the

[1:18:18] past year so the best example I could

[1:18:21] give you uh of this would maybe be a

[1:18:24] residential residential fires so

[1:18:27] residential fires almost always uh are

[1:18:31] in the almost certain or likely

[1:18:35] category despite all the work that's

[1:18:37] being done to prevent them

[1:18:41] um and then we look at the consequence

[1:18:43] levels of those risks so is it

[1:18:47] insignificant no life safety limited

[1:18:49] value or no property loss no impact on

[1:18:52] the local econom economy and no effect

[1:18:54] on General living conditions is it minor

[1:18:57] potential risk to the life safety of

[1:18:59] residents minor property loss minimal

[1:19:02] disruption to business activity minimal

[1:19:05] impact on General living conditions or

[1:19:07] moderate threat to life safety of

[1:19:09] residents moderate property loss poses a

[1:19:12] threat to small or local businesses

[1:19:15] could pose a threat to the quality of

[1:19:16] the environment major potential for

[1:19:19] massive loss of life significant

[1:19:22] property damage significant threat to

[1:19:24] large businesses local economy and

[1:19:26] tourism environmental impact causing

[1:19:29] short-term partial evacuation of

[1:19:32] residents and businesses or significant

[1:19:35] loss of life property damage to a

[1:19:37] sizable portion of the community

[1:19:39] long-term disruption of businesses local

[1:19:41] employment and tourism or environmental

[1:19:44] damage resulting in long-term evacuation

[1:19:47] of residents and businesses so those are

[1:19:51] the things that we will be me measuring

[1:19:53] against once we have identified the

[1:19:56] risks and this just shows you how it

[1:19:59] comes across so when we're looking at

[1:20:02] those two categories and again there's

[1:20:04] also a number assigned once we run it

[1:20:07] through the Matrix but so if something

[1:20:09] is almost certain and it is going to be

[1:20:13] a major

[1:20:14] consequence then it's going to score

[1:20:16] high if it's almost certain but the uh

[1:20:19] in it has an insignificant consequence

[1:20:22] and again

[1:20:23] probably uh motor vehicle collisions

[1:20:26] would be would be an example where

[1:20:28] something is almost certain to occur in

[1:20:31] the in the next year is the consequence

[1:20:34] to the community in significant or minor

[1:20:36] yes so it's going to score in that in

[1:20:39] that moderate

[1:20:42] risk so then we start to develop the

[1:20:45] risk treatment plan so for each risk

[1:20:48] that we have scored through the Matrix

[1:20:50] we will develop a risk treatment plan

[1:20:52] and and again it's an evidence-based

[1:20:54] approach most of this document is

[1:20:57] statistical driven so it's not really an

[1:21:00] opinion piece we're really looking at

[1:21:03] the statistics at the numbers both in

[1:21:05] this community and we're doing some

[1:21:07] comparisons with numbers across the

[1:21:09] province so again we're looking at the

[1:21:11] statistics then we will uh develop the

[1:21:13] risk treatment plans and they'll

[1:21:15] consider the potential outcomes uh what

[1:21:18] the proposed action should be um to to

[1:21:21] mitigate those risks um they may

[1:21:24] recommend training Service delivery

[1:21:27] agreements um we may be looking at

[1:21:29] different resource allocation or service

[1:21:31] level changes and those recommendations

[1:21:33] will be in the risk treatment plan that

[1:21:36] comes to

[1:21:40] councel so the next document that we are

[1:21:43] working on is the fire master plan so

[1:21:46] the risk treatment plan sort of lays the

[1:21:49] groundwork so you've identified the

[1:21:51] risks in your community Community we've

[1:21:53] looked at some strategies you have some

[1:21:55] risk treatment plans in place and then

[1:21:57] that informs the fire master plan so the

[1:22:00] next piece is the fire master

[1:22:03] plan so the purpose of the fire master

[1:22:06] plan is really to ensure um that this

[1:22:09] municipality's fire department is

[1:22:11] compliant with the fire protection and

[1:22:13] prevention act and any other uh

[1:22:15] applicable legislation it will provide

[1:22:19] recommendations about appropriate levels

[1:22:21] of service in public education in Code

[1:22:24] Enforcement which is fire prevention and

[1:22:27] suppression it'll provide uh council

[1:22:30] with

[1:22:30] information um to help make decisions

[1:22:33] that are going to protect the lives and

[1:22:35] property um of the residents and ensure

[1:22:37] firefighter safety it will provide

[1:22:42] budgeting and timeline recommendations

[1:22:45] it'll provide a guide for aligning uh

[1:22:48] available resources um as efficiently

[1:22:51] and cost effectively as

[1:22:56] possible so the areas of focus for the

[1:22:59] fire master plan are governance fire

[1:23:02] suppression and emergency response so we

[1:23:04] look at the current level of service

[1:23:06] that you're delivering in these areas

[1:23:08] we're looking at the training uh fire

[1:23:10] prevention and public education Staffing

[1:23:13] levels fire stations so the actual

[1:23:17] functionality as well as location of the

[1:23:19] fire stations fire apparatus and equip M

[1:23:23] we're looking at your maintenance

[1:23:24] program your dispatch and Radio Systems

[1:23:28] we're looking at your budgets uh your

[1:23:30] cooperation levels uh with other

[1:23:32] Emergency Services fire protection

[1:23:35] agreements where you may have those in

[1:23:37] place with uh with other fire

[1:23:39] departments um and population and

[1:23:42] employment growth so projected uh

[1:23:44] projected

[1:23:46] growth so the stakeholders uh of course

[1:23:50] our Council Municipal staff

[1:23:53] uh the firefighters uh Department staff

[1:23:56] the residents businesses and Municipal

[1:24:01] Partners so we have already begun our SWAT analysis and so we will meet uh

[1:24:08] with uh the firefighters and with the uh

[1:24:12] officers uh SWAT standing um for

[1:24:15] strengths weaknesses opportunities and

[1:24:17] threats so we have already conducted our

[1:24:20] first SWAT meeting at station three am I

[1:24:25] correct thank you station three station

[1:24:27] two came to station three and we had

[1:24:29] both groups together and then tomorrow

[1:24:32] evening we will repeat the process uh

[1:24:35] here at station one so we will have a

[1:24:37] session uh strictly for firefighters and

[1:24:40] then a session uh for officers and I

[1:24:43] believe that there's already uh surveys

[1:24:45] in the works that are that are being

[1:24:48] distributed and uh trying to get

[1:24:50] feedback uh from from the surveys as

[1:24:55] well and that's the end of my

[1:25:58] service and then the second session is

[1:26:01] scheduled with the officers so that the

[1:26:03] firefighters uh supervisors are not with

[1:26:06] them either and then the supervisors get

[1:26:08] to speak openly with the firefighters

[1:26:10] present uh because the fire chief Works

[1:26:13] handin hand with lumex uh and the team

[1:26:16] for Gathering the information that uh I

[1:26:19] get to voice my information as well uh

[1:26:23] and my understanding is that through

[1:26:25] your grace that um Council will be given

[1:26:28] the same opportunity that was a question

[1:26:30] that Terry jery had uh with me in the

[1:26:33] very beginning um some uh municipalities

[1:26:37] don't include Council While others do

[1:26:39] want that to happen so I express that was a necessity

[1:33:38] talking about the fire master plan and

[1:33:40] having the levels of service in there I

[1:33:42] do believe that most of um our Master

[1:33:45] plans do not like looking at parks and

[1:33:47] wck there isn't levels of service in

[1:33:49] there so we'll be going through that um

[1:33:52] working with Council and working with

[1:33:53] staff to get appropriate levels of

[1:33:56] service I'm doing training at the

[1:33:58] present time as well to uh go through

[1:34:01] with smaller municipalities and getting

[1:34:03] the level of service um done for them

[1:34:07] and just working with other ones in the

[1:34:09] area so we're all kind of in the same

[1:34:11] boat at this present time and then once

[1:34:15] that is complete um at the end of the

[1:34:18] year I'm hoping maybe to do another

[1:34:20] presentation um looking at um the assets

[1:34:23] that we have and doing a presentation uh

[1:34:27] showing um you know for budgets and

[1:34:30] Analysis and that how it can be helpful

[1:34:32] for everyone at that

[1:34:35] point okay thank you anything

[1:35:47] but it's going to be a bit of a process

[1:35:48] just getting everything updated is a bit

[1:43:53] done as our Capital Roose project so I

[1:43:57] answer any questions uh the council has

[1:44:00] many other things in my

[1:44:53] up here probably used up by the end of

[1:44:55] October um do I see the same amount I

[1:44:59] think we'll see a decrease a little bit

[1:45:01] uh we did do quite a bit this year I

[1:45:03] can't see an increase but uh again I'm

[1:45:05] starting to work on the budget here now

[1:45:07] um but there still is more we kind of

[1:45:10] went from a a liability perspective and

[1:45:12] kind of went to the high risk High

[1:45:13] danger ones that we had calls from or

[1:45:16] ones that were you know really close to

[1:45:17] Road there's a danger of you know coming

[1:45:19] across Road or fing onto the road so

[1:45:22] we've got a lot of the a lot of those

[1:45:24] down but there still is more and uh your

[1:45:26] comment about the Emeral Ash that is

[1:45:28] probably 80% to 85% of be the trees that

[1:45:32] we put down was from the Amirage that

[1:45:34] you know hel the trees so you know I I

[1:45:38] I've seen a big effort from your team to

[1:45:40] do a lot of that type stuff and and I'm

[1:45:42] not getting the complaints that I'm not

[1:45:44] hearing the ones that I was getting six

[1:52:05] leaks or any uh leak that we did have in

[1:52:07] the system and the ice operations and

[1:52:10] rentals can proceed as usual for the

[1:52:13] 2023 2024 season and those rentals begin

[1:52:16] on October 10th um currently I

[1:52:20] approximately 32 hours of prime time

[1:52:22] hours booked and I'm just finalizing

[1:52:24] that schedule this week and then we'll

[1:52:26] fill in with um programming hours as

[1:52:30] well like public

[1:52:32] skating also um there's two surveys out

[1:52:36] now one is um our Township survey on

[1:52:39] let's talk onwi halman just looking for

[1:52:41] some feedback on our summer events and

[1:52:44] programming so that's still um available

[1:52:47] and I just encouraged you um to mention

[1:52:49] it and get the word out there the other

[1:52:52] one is the north umberland

[1:52:54] Communications survey and that is online

[1:52:57] until October 10th so again um it'd be

[1:53:50] days and all day Saturday all day

[1:53:54] Sunday so I don't have it in front of me

[1:53:57] but is it 4 to 11 or 4 to 12 on a week 4

[1:54:01] to 11 so seven hours so that's 5times 7

[1:54:07] and what do you count as Prime Time on a

[1:54:09] Saturday and a Sunday all day all day so

[1:54:12] it would be from you know 8:00 am to

[1:54:16] 11:00

[1:54:25] 1530 so that's that's not a very

[1:54:27] impressive number than the majority yeah

[1:54:31] the major if we took out the Saturday

[1:54:42] that's what most um leagues and other

[1:54:45] users are looking for so I can say from

[1:54:48] Monday through Friday we we are are

[1:54:50] booked from 5:00 p.m. till 10 p.m. or

[1:54:53] 11:00 p.m. Mo um almost every night uh

[1:54:57] our Saturdays typically we've in the

[1:54:59] past we've always left Saturdays open

[1:55:02] for tournaments and we currently have oh

[1:55:06] I think six tournaments booked for the

[1:55:08] 2023 2024 season um this year we do have

[1:55:13] I have put rentals in there as well so

[1:55:16] we do have from 10:00 a.m. to 1: p.m.

[1:55:18] booked every Saturday

[1:55:20] um as well

[1:55:22] as six hours currently booked every

[1:55:27] Sunday well is that is that part of your

[1:55:30] 35

[1:55:31] hours yes

[1:55:34] okay so a question for you the rentals

[1:55:37] that are that are renting Saturday then

[1:55:39] from I think you said 10 to 1 or 11:

[1:55:49] is that a lead or something through you

[1:55:55] times that user groups are picking up

[1:56:00] that those Saturdays we do have

[1:56:03] tournaments and I'll either bump them

[1:56:05] off if we can um some of our tournaments

[1:56:07] are only four to six hours and um one

[1:56:10] tournament is is agreed to go later in

[1:56:12] the day so they'll start after 1 p.m.

[1:56:14] otherwise I'll bump the um the regular

[1:56:17] rentals up to earlier the day okay thank

[1:57:17] Saturdays and Sundays and I try to um

[1:57:21] let everybody know that that calls um

[1:57:23] unfortunately a lot of groups are

[1:57:25] looking for those weeknight hours so

[1:57:27] once the schedule's finalized we can it

[1:57:29] can be posted out there and um that

[1:57:33] through on our website as well as social

[1:57:35] media and that way anybody can easily

[1:57:37] look at and see if if there's hours that

[1:57:40] they're interested in

[1:57:42] um also any like birthday parties or

[1:57:45] things like that um you know they come

[1:57:47] in on a Saturday and Sunday as as well

[1:58:34] see if we could accommodate those

[1:59:14] have everything we need but I've been in

[1:59:17] contact with them and it's really just

[1:59:18] they need access to the venue and

[1:59:20] everything else that we'll have there

[1:59:21] ready for them and they take care of

[1:59:24] everything else are the tickets uh going

[1:59:28] well um yeah they handle the tickets um

[1:59:31] the Ontario Festival small Halls so I'm

[2:09:58] meetings to get the public involved and we might want to be considering some

[2:10:03] new things that I see in other

[2:10:05] municipalities where there's you know

[2:10:07] coffee with the mayor time those types

[2:10:09] of things where we get a chance and you

[2:10:12] know or counselor O'Neal time where you

[2:10:16] know we are we make ourselves available

[2:10:19] at a certain time and place to the

[2:10:23] public any other questions or comments

[2:11:47] we would normally have three meetings

[2:11:49] December we would have two January we

[2:12:09] meetings for the rest of the Year by a

[2:13:02] the planning meeting that's

[2:13:04] traditionally known as the planning

[2:13:05] meeting at the end of the month in the

[2:13:08] past I know that there's been um a

[2:13:10] concern to keep that strictly planning

[2:13:13] matters but what we would do with this

[2:13:16] uh proposed schedule the recommendation

[2:13:19] is to have Council business after the

[2:13:22] planning items at that meeting so there

[2:13:24] would be half or depending on what the

[2:13:27] agenda was of other Township business on

[2:13:31] the quote unquote planning

[2:13:35] agenda I'd like to make a comment on

[2:13:38] that that's what we used to do up until

[2:13:41] I don't know when it change but we did

[2:13:44] have we but we did have three meetings

[2:13:45] but some of them only lasted an hour and

[2:13:47] a half but we did in fact have two

[2:13:51] readings to regular and the third one

[2:13:53] was a planning

[2:13:55] slash uh regular

[2:14:01] Council go ahead and maybe just a

[2:14:04] recommendation I know I've mentioned

[2:14:06] this to you before Mr CAO that if we're

[2:14:08] going down to one meeting is it at all

[2:14:11] possible that we make sure that that one

[2:14:13] meeting which is going to be the second

[2:14:14] Tuesday of the month right that staff be

[2:14:21] some of the staff talking they're

[2:14:25] street I think if we plan it out I'm

[2:14:33] to go instead of you know I can

[2:14:36] understand if you're at home or

[2:14:38] something like that or you're on a

[2:14:39] conference and you do it but for you

[2:14:42] only going to take a few minutes for

[2:14:44] them to come here but that's just my

[2:14:45] recommendation if we're streamlining

[2:19:15] going to come back in our strategic

[2:20:36] recently reinstated n Waton nature

[2:20:39] Sanctuary committee nor the Ros Neath

[2:20:41] revitalization committee and whereas all

[2:20:44] existing new and reinstated committees

[2:20:47] in and subcommittees should have

[2:20:48] approved terms of reference prior to

[2:20:50] public appointment of members therefore

[2:20:53] be resolved the council plac a

[2:20:55] moratorium on the recent reinstated the

[2:20:58] Waton nature Sanctuary committee and the

[2:21:00] rose Neath revitalization

[2:21:03] committee until such time as Council has

[2:21:06] reviewed the committee structure and

[2:21:08] governance report expected at the

[2:21:10] November 28 2023 council meeting and

[2:21:14] further be resolved the council direct

[2:21:17] St to contact the individuals who were

[2:21:20] successful applicants for membership of

[2:21:22] the Nan nature Sanctuary committee and

[2:21:25] advise them of this resolution and

[2:21:27] further be it resolved the council

[2:21:29] direct staff to advise members of the

[2:21:31] public who contacted the township that

[2:21:34] Council will consider a comprehensive

[2:21:37] report end of November

[2:24:06] that you were identifying so there is

[2:24:09] Real Alignment between the existing

[2:24:11] Recreation culture and Community

[2:24:13] Development Committee and what's being

[2:24:15] outlined here so

[2:24:18] CER booth just a clarification maybe the

[2:24:21] CAO can so when you're talking about no

[2:24:24] committees or that that includes ad hoc

[2:24:27] committees that is my understanding yes

[2:25:25] don't even believe they've had their

[2:25:27] police criminal reference checks handed

[2:25:29] in and I think it makes the township

[2:25:31] liable that we haven't given them any

[2:25:36] stuff in the future we haven't given

[2:25:37] them any orientation or even checks from

[2:25:40] them so hopefully that will be included

[2:25:49] it's going to look at all the things

[2:25:51] that that really need to be before

[2:25:53] Council for consideration and discussion

[2:27:58] question and I think the report that we

[2:28:12] the one month so they've got sort of a

[2:28:14] different setup than the other months

[2:28:25] just brainstorming and when are the

[2:37:40] the upper tier the county of North

[2:37:42] umberland and whereas this group would

[2:37:45] report back back to the respective

[2:37:46] councils before the end of

[2:37:49] 2023 therefore be it resolved that the

[2:37:52] alen hman council appoint one of its

[2:37:54] members to sit on the intermunicipal ad

[2:37:56] hoc committee and further be it resolved

[2:37:59] that the council directs staff to advise

[2:38:01] the municipality of the alen moldman

[2:38:04] member

[2:38:06] appointee and I have another one there

[2:38:10] to read um maybe we'll try them together

[2:38:13] and then come back to it whereas Council

[2:38:15] reviewed the resolution for the

[2:38:16] municipality of Brighton and whereas

[2:39:29] representing all of Northumberland

[2:39:30] County but this allows those decisions

[2:39:34] that have you know I think one like a

[2:39:36] ven diagram where they overlap between

[2:39:39] there's things that are the county

[2:39:40] there's things that are tier one that's

[2:39:43] us but there is some overlap and this is

[2:39:45] just an opportunity for us to say well

[2:39:48] what are you doing in Brighton or Port

[2:39:51] Hope or wherever in the overlap and I

[2:39:53] think I read somewhere that this was

[2:39:55] aiming for four meetings a year so I

[2:39:57] think it's to check in with one another

[2:39:59] so I I'm interested in this mik you have

[2:40:03] a comment yeah I I would excuse me I

[2:40:07] don't know if we can get a a report and

[2:40:09] know how all this

[2:40:11] works you know if um you know if you're

[2:40:14] getting homeless people's places to stay

[2:40:17] and you know how they're how they're fed

[2:40:19] how the if you get them housing who pays

[2:40:50] to see that be able to read

[2:40:52] it yeah there's there's a whole um

[2:40:56] Department that handles all this well

[2:40:57] that's what I'm saying so why why can't

[2:40:59] we see that before we make this decision

[2:41:57] be done in in terms of the increasing um

[2:42:00] pressures and issues and different

[2:42:02] things that uh communities have gone

[2:42:04] through of late um one of the I I don't

[2:42:08] really think that uh other than the

[2:42:11] terms of reference which you which you

[2:42:13] have before you for this committee I

[2:42:15] don't think there's anything that

[2:42:17] they've predetermined I think it's more

[2:42:20] they they want to try to do a fact-f

[2:42:22] finding session amongst themselves to

[2:42:24] see you know what what ideas can we come

[2:42:26] up with and and how can how can we

[2:42:29] perhaps make a difference and rectify

[2:42:31] some of the issues that that was how I

[2:42:34] interpreted the Brighton

[2:42:39] resolution um and and that person I

[2:42:41] think whoever that represent is will be

[2:42:44] able to provide some that information

[2:42:48] you're as as anybody

[2:42:58] two-part thing I actually was very

[2:43:01] fortunate because I happened to be the

[2:48:52] uh the arguments that they're saying

[2:48:54] that uh several factors include uh the

[2:48:58] 4.9% consumers price index increase in

[2:49:01] minimum wage you know decrease in

[2:49:04] surplus funds but then they're looking

[2:49:05] at taking

[2:49:07] 2.25 uh temporary employees and making

[2:49:09] them full-time and I bring this up

[2:49:12] because this happened with last year's

[2:49:14] Council too is that I believe and don't

[2:49:16] quote me on the numbers but I believe

[2:49:18] Trent uh Conservation Area was very high

[2:49:21] either eight or 9% and ganaraska was

[2:49:24] like at two or three per. and I can't

[2:49:26] see why every year it seems to be that

[2:49:29] Trent is double triple what the other

[2:49:32] Conservation Area is asking for so I'm

[2:49:35] hoping that Council here would agree

[2:49:38] that we could ask staff to bring us back

[2:49:41] a report at the next meeting just for a

[2:49:44] very quick comparison of for the last

[2:49:46] five years and I'm sure it could be done

[2:49:48] by the treasurer very quickly what

[2:49:51] ganaraska is increase has been for the

[2:49:53] last five years and what trents has been

[2:49:55] for the last five years so we have some

[2:49:57] numbers to look at so that when she

[2:49:59] comes and makes a presentation that we

[2:50:01] can you know ask some big questions I

[2:50:04] know if we as Town's Council to hold the

[2:50:06] public we were increasing the taxes by

[2:50:08] 19% none of us would be here the next

[2:50:40] councelor Booth it's it's something that

[2:50:42] like any other thing should be

[2:50:48] it uh didn't I also see somewhere where

[2:50:51] it said they were actually Al they did

[2:50:53] want to add two and a half people some

[2:50:54] of their work was going to be the

[2:50:56] expected

[2:50:58] in was expected to be what some of the jobs they were going to be

[2:51:03] needing less to do well with legislation

[2:51:07] from The Province there's a lot of

[2:51:08] things that they're they're not

[2:51:09] responsible for anymore I I guess my one

[2:51:13] question through you your worship maybe

[2:51:15] Nancy would be I don't know how this

[2:51:17] actually works if we don't approve of

[2:51:20] paying an extra 19% how does that work

[2:51:22] do we even get a

[2:51:25] choice because we're one of like six or

[2:51:28] seven groups that are in there and

[2:51:30] there's uh Municipality of Trent which

[2:51:33] is going to be asked for almost a

[2:51:34] $100,000 more increase I can't see them

[2:51:42] vote as Council to say we don't agree to

[2:51:43] a 19% % increase does

[2:52:58] understanding through your mayor would

[2:53:01] you be able to give the information to

[2:53:03] Nancy who was on that board what what

[2:53:06] communities they represented and again

[2:53:09] going back to my question were you

[2:53:11] consulted about this budget process or

[2:53:14] during this budget process or were you

[2:53:16] presented to yeah no it was just

[2:53:19] presented to us so yeah so the rest of

[2:53:21] us so literally I think I believe there

[2:53:23] was three on the committee three or four

[2:53:25] I think and um so they just came back

[2:53:28] and presented it to

[2:53:29] us so and there was some push back at

[2:53:32] the meeting already with it so um um I'm

[2:53:36] sure they're expecting

[2:58:19] hit with ganaraska they were very

[2:58:21] efficient with any part-time staff or

[2:58:23] temporary staff that they had in that

[2:58:25] they cut them all they to try and save

[2:58:28] money because the the uh Center wasn't

[2:58:31] open anything that they didn't have to

[2:58:33] have stuff they said I'm sorry we you

[2:58:35] know you're temporary or whatever we I

[2:58:37] don't think that's happening and Trenton

[3:05:59] is volunteers coming together and

[3:06:01] pulling off a really large event I want

[3:06:04] to commend them on continuing to make it

[3:06:06] free admission for children and I'm

[3:06:09] going to add to that I saw a lot of kids

[3:06:11] walking around with bed eggs to take out

[3:06:14] on Halloween full of information on fire

[3:06:17] safety and it did look like they were

[3:06:19] very thrilled with that and um there

[3:06:22] were more Youth and Home and Garden

[3:06:26] um submissions and there has been for a

[3:06:28] number of years which was wonderful to

[3:06:30] see and uh just a shout out to the

[3:06:33] firefighters in general they were there

[3:06:36] during the day with the safety trailer

[3:06:40] and then they were there in the evening

[3:06:41] as well to support the events and they

[3:06:44] looked professional and and did a great

[3:06:46] job and just I did notice as I was

[3:06:50] driving down here that the Fire Halls

[3:06:52] are looking beautiful with the planters

[3:06:53] out front and uh everything

[3:06:57] so thank you Mary C councelor Booth yeah

[3:07:00] just a reminder that if anybody wishes

[3:07:02] to have tickets for the musical shout

[3:07:05] sisters which is being put on by the

[3:07:07] library which is on October 21st at 7

[3:07:12] p.m at St George Anglican Church it's

[3:07:29] commend the Ros Fair on having such a

[3:07:43] her quick turnaround and responses to

[3:07:46] get things done when there was an issue

[3:07:49] and uh it it was really good to see such

[3:07:53] Community

[3:07:54] Spirit uh councelor Booth I have my

[3:07:56] ticket I'm not sure if I'm going to be

[3:07:58] able to attend that day I have a another

[3:08:01] event but I I have got my ticket and I

[3:08:05] just like to um wish everybody a Happy

[3:08:08] Thanksgiving and uh it's going to be a

[3:08:11] good weekend

[3:08:25] system on our budget because we've had

[3:08:28] so many overages on our budget

[3:08:38] there was between budgets and actuals

[3:08:40] they were you know they were over there

[3:08:43] and um so I would just like to see us

[3:08:46] have some kind of a red flag system that uh managers are or U you know talk

[3:08:54] to about their budget before they're

[3:08:55] getting over because I mean some of it

[3:08:57] when it's actual or it's um like a

[3:09:00] budget number for the quarter you know

[3:09:02] they might be over on the quarter but

[3:09:03] they're under on on the on the yearly

[3:09:05] one so we really don't count it until

[3:09:07] they're over on all of it so can we

[3:09:10] catch it

[3:09:11] earlier so we don't get these to us all

[3:09:13] the

[3:09:16] time

[3:09:17] ahead I can address that in Nicole's

[3:09:20] absence Council answorth um and In

[3:09:22] fairness to to Nicole her and I have not

[3:09:25] been able to have our meeting and we do

[3:09:27] have that planned for

[3:09:29] Thursday

[3:09:30] um uh when it comes to the quarter

[3:09:34] reporting uh some things that are within

[3:09:37] the budget

[3:09:40] um take up the entire budget line um

[3:09:44] they're not necessarily Broken Out In

[3:09:45] quarters especially when it comes to

[3:09:47] purchasing uh so that that makes it a

[3:09:50] little bit

[3:09:51] misleading um there's another aspect in

[3:09:54] that is the computer system that we're

[3:09:55] using called Keystone um I got to have a

[3:09:58] look at it yesterday and In fairness to

[3:10:01] Nicole I would like to meet with her

[3:10:03] before I bring that back to council uh

[3:10:07] the program that we implemented here is

[3:10:08] not at the hands of Nicole um but the

[3:10:11] program that we do have will say

[3:10:17] is not very up todate so there's many

[3:10:21] things in the accounting systems that we

[3:10:23] do need to be able to do one of which

[3:10:24] you've

[3:10:25] identified um uh we do need to give our

[3:10:29] senior staff access so that they can

[3:10:32] track but we also need something that is

[3:10:35] a lot more userfriendly

[3:10:36] um I was sadden to see that QuickBooks

[3:10:39] is a lot further ahead than a robust

[3:10:42] Municipal program like Keystone so we

[3:10:44] have we have we have some work to do and

[3:10:47] it will get sorted

[3:10:49] out

[3:10:52] okay so do I so I guess then do I need

[3:10:56] my motion if I can rely on that report

[3:11:10] RNE and it was very very good it was so

[3:11:13] stick and hot though that anybody was

[3:11:16] there was suffering almost but it was it

[3:11:18] was much better than the snow that I

[3:11:20] seen flying around with that as well

[3:11:23] they had a a fantastic Saturday

[3:11:25] unbelievable Saturday and I believe

[3:11:28] Sunday was went very

[3:11:30] well2 didn't didn't hear the results for

[3:11:32] somebody but I didn't hear that I also

[3:11:34] attended the um alderville national day

[3:11:38] of Truth and

[3:11:39] Reconciliation very well attended by

[3:11:43] uh lots of people that were dressed in

[3:11:46] the orange shirt dat and really it was

[3:11:49] really uh lasted for about an hour and

[3:11:52] 15 minutes there was lots of people

[3:11:54] there that were busing them in from the

[3:11:56] uh it was held at the medical center uh

[3:12:00] because they they were afraid to used

[3:12:02] the the road because of all the business

[3:12:04] busy with the uh with the ACCC and or

[3:12:07] pardon the bear going I also attended

[3:12:10] the evening in Port hul for the change

[3:12:15] aspiring

[3:12:16] change and they showed about half an

[3:12:19] hour 40 minutes of a um they went

[3:12:24] directly to Winnipeg and showed the

[3:12:26] Museum

[3:12:30] of um Museum of can't think reg way

[3:12:35] putting it now basically uh rights

[3:12:38] freedom and rights and they had a museum

[3:12:41] there was beautiful actually

[3:12:43] but that so that lasted for about half

[3:12:45] an hour and the other portion of it

[3:12:47] which is much better as a panel

[3:12:49] discussion of two um female First

[3:12:53] Nations

[3:12:54] ladies uh one was the mother and one was

[3:12:57] the daughter and they talked about all

[3:13:00] the things that they've been exposed to

[3:13:01] in the last several years they didn't

[3:13:04] talk too much about missing children but

[3:13:06] it was we did talk about not other

[3:13:09] things and what I found particularly

[3:13:11] interesting was that when a First Nation

[3:13:15] lady married her a white person husband

[3:13:20] she lost all of her um rights

[3:13:25] status and that was not the reverse so

[3:13:29] it was very very surprising to me and

[3:13:33] certainly not not the best way to be as

[3:13:35] far as in my

[3:13:37] opinion uh that's it except for the

[3:13:41] proclamation

[3:13:45] uh local government week whereas the

[3:13:47] week of October 15 to 21st is local

[3:13:49] government week in intario and

[3:13:51] opportunities to reflect the vital

[3:13:52] Services delivered by Municipal

[3:13:54] governments and whereas Municipal

[3:13:56] governments play a vital role in helping

[3:13:58] the to define the character priorities

[3:14:02] physical makeup and quality of life of

[3:14:04] communities across inario there now

[3:14:07] therefore be it resolved that I John L

[3:14:09] on behalf of the Council of the township

[3:14:10] Val mman do hereby join with Partners

[3:14:14] such as the onaral Ministry of Municipal

[3:14:16] Affairs and hosing and the association

[3:14:18] of Municipal municipalities of Ontario

[3:14:20] in acknowledging and celebrating the

[3:14:23] work of local municipalities by

[3:14:25] proclaiming October 15 to 21st 2023 as

[3:14:29] local government week signed by yourself

[3:14:32] dated October 3rd and thank you very

[3:14:35] much for putting that together that was

[3:14:36] very well

[3:14:39] written well thank youand I love that

[3:14:44] perfect and the next one is a

[3:14:47] proclamation child care worker and early

[3:14:50] childhood education appreciation day

[3:14:54] this is on October 17 2023 and whereas

[3:14:58] years of research confirms the benefits

[3:15:01] of highquality child care for young CH

[3:15:04] children's int intellectual emotional

[3:15:07] social and physical development and

[3:15:09] later life outcomes and whereas child

[3:15:12] care promotion promotes the well-being

[3:15:15] of children and responds to the needs of

[3:15:17] parents and the broader Community by

[3:15:19] supporting quality of life so that

[3:15:22] citizens can fully participate in and

[3:15:25] contribute to the economic and social

[3:15:27] life of their community and whereas

[3:15:29] training and knowledgeable Early

[3:15:32] Childhood Educators and Child Care staff

[3:15:34] are the key to Quality in early learning

[3:15:38] and child care programs and Champions

[3:15:40] for Children now therefore be resolved

[3:15:42] that I John Lal on behalf of the Council

[3:15:45] of Township Valen cman to hereby

[3:15:47] Proclaim October 17th to be child care

[3:15:50] worker and early childhood education

[3:15:53] Appreciation Day in recognition of the
