[0:01] Okay.
[0:04] >> All right. Good. Good evening,
[0:05] everybody. Uh oh, and here we have Troy
[0:07] Slade was just asking about you, Mr.
[0:09] Slade. Happy to see you, my brother. Uh,
[0:12] I'd like to welcome everybody to the
[0:14] Alpine City Planning Commission meeting
[0:15] on this Tuesday evening, July 7th, 2026,
[0:20] 6 p.m. Meeting is held at City Hall, 20
[0:22] North Main Street, Alpine, Utah. Let the
[0:24] record reflect that the meeting has been
[0:26] duly publicized and noticed as being and
[0:30] is being legally held according to the
[0:32] uh laws of the state and the ordinance
[0:34] of the city. That being said, let's uh
[0:36] welcome everybody here uh from the city.
[0:39] I know we have Kaden uh Lions with us.
[0:42] Um Carla, I made Carla. Uh Mara Fox, I
[0:47] I'm not sure if I saw Mara. Oh, not here
[0:49] with us. Okay.
[0:50] >> Okay.
[0:52] And so we don't have Mara. don't
[0:54] have Jason. Uh we just well
[0:58] poor Kaden is going to have to deal with
[0:59] us all by himself, but I think he's well
[1:01] up to the task. Okay. And on from
[1:03] planning commission, we have Troy Slade,
[1:05] Michelle Shurmer, John McKay, myself,
[1:07] Alan McDonald, Greg Butter, Greg Grab
[1:11] Gutterfield,
[1:14] >> Greg. But I you know, I just Jeff has
[1:17] got me hurrying so fast and I'm tripping
[1:19] over my tongue. He's making me nervous.
[1:22] >> I know. We've got all right, Greg
[1:24] Burfield.
[1:26] Um,
[1:27] lovely gal just down the road there, Suz
[1:29] Wittenberg and Jeff Davis. Like to
[1:32] welcome you all here. Uh, and and
[1:34] members of the citizens members and
[1:36] citizens of the city of Alpine and
[1:39] guests and applicants, welcome you as
[1:40] well. Uh, that said, oh, we've got a
[1:43] whole bunch of invitations. I'm going to
[1:44] make some invitations here then. Um
[1:47] perhaps if Michelle Shurmer could offer
[1:49] us a prayer and Sue lead us in a pledge
[1:51] of allegiance. Allegiance. Thank you.
[1:56] Fatherful
[1:59] opportunity to be here tonight to um
[2:04] enjoy as we enjoy the benefits of Alpine
[2:06] and look to continue to um provide a
[2:11] great atmosphere for families and for us
[2:13] to live and enjoy. We're grateful for
[2:16] thy blessings. We're grateful for this
[2:17] country and all of its blessings and
[2:20] opportunities. Say this in the name of
[2:22] thy son Jesus Christ. Amen.
[2:24] >> Amen.
[2:32] To the flag of the United States of
[2:34] America and to the stands nationy
[2:42] andice for all.
[2:45] Okay, Michelle and Suz, thank you very
[2:48] much for that on such short notice. Um,
[2:51] okay, reports and presentations. Uh, we
[2:54] show none. Has that changed at all?
[2:56] Okay, any reports, presentations from uh
[3:00] anybody on the commission? Okay, let's
[3:03] move right to uh action items. Uh, and
[3:06] we've got just got one on the agenda
[3:08] tonight is review of the 512 commercial
[3:11] site plan. So, um I assume that we've
[3:14] probably got some folks here for that.
[3:16] Okay. May have you come up. We'll see.
[3:19] We'll actually have Sorry, I just want
[3:20] to make sure we had somebody here. Um
[3:22] didn't mean to keep you on the edge of
[3:24] your seat there, my friend. Uh [snorts]
[3:26] Kaden, if you could introduce this for
[3:28] us.
[3:29] >> All right. So, yeah, just one item
[3:31] today, which is great, and it's already
[3:32] been through the commission once, so
[3:34] hopefully that will make it even faster.
[3:36] Um, so just as a reminder, this is the
[3:38] 512 commercial site plan which is
[3:40] proposed for 168 South Main Street and
[3:44] it's to support their it's a new
[3:45] commercial building or addition for
[3:47] their building that's currently there.
[3:48] That's uh that is to support their
[3:50] ongoing operational needs and provide
[3:53] more space for their nonprofit ventures.
[3:55] Um, just as a reminder down here you can
[3:57] see that what they do is they are hoping
[4:00] to help feed children that go home
[4:02] hungry on the weekends and um and just
[4:06] aid those students in need so that uh
[4:08] kids are are fed. Um so really a great
[4:11] thing. Um, so the last time we looked at
[4:14] this uh was on June 2nd and there was
[4:17] some requests from the planning
[4:19] commission to update their building
[4:21] design to try to meet the historic
[4:23] gateway design guidelines uh more fully
[4:25] and so that was that's what the
[4:27] applicant has sought to do. Um they've
[4:29] provided a site plan that overall meets
[4:31] the code requirements. Um the building
[4:33] takes on an industrial look with dark
[4:35] brick and black metal trims and accents
[4:37] to complement the main material. the
[4:40] landscaping requirement of 20% is is
[4:42] being met. And I say on here, uh, they
[4:45] might fall out of compliance when they
[4:47] build their new building. Um, since I
[4:49] sent this packet out, they've actually
[4:51] sent an updated, uh, landscape plan to
[4:53] me, which I'll show today. Um, and I
[4:56] think that they're showing that now they
[4:58] will meet that requirement even after
[5:00] the building is is built with no
[5:02] question. Um, so that's great. Um, there
[5:05] is a water tank proposed for the site.
[5:09] um which will need to be evaluated for
[5:11] compliance at a later date um because it
[5:14] might be considered an accessory
[5:15] structure in the front setback. Um so at
[5:19] this time we're just saying that they
[5:20] should put call that the future proposed
[5:22] water tank. Um I don't think we get many
[5:25] proposals for those on on commercial
[5:27] site plans. So uh it's something we need
[5:29] to evaluate further.
[5:31] >> Yeah, for sure about it. real quick,
[5:32] give us some guidance because uh I've
[5:34] been on the planning commission here
[5:36] almost a decade and this is the first
[5:38] water tower
[5:39] >> I've ever seen come through. Um so I
[5:41] don't I don't I don't quite know how we
[5:43] handle that today. So let's assume that
[5:45] uh because we don't exactly know how to
[5:48] handle that today. Uh suggestions from
[5:50] the city on what we do with that.
[5:53] >> Yeah.
[5:54] >> Assuming let's just assume
[5:55] hypothetically that that all other
[5:57] aspects of the application meet uh
[6:00] ordinance.
[6:02] Yeah. Yeah. Exactly. And I would say,
[6:04] yeah, I've talked to our city
[6:05] administrator about it and I think he
[6:07] was a little unsure as well. So, um I
[6:10] think the commission can recommend to
[6:12] have that removed from the site if they
[6:13] wanted to or just we have it here is
[6:16] that they should label it as a future
[6:18] proposed water tank. Um it's I think
[6:20] it's labeled currently as proposed water
[6:22] tank. Usually adding the word future to
[6:24] a site plan shows that it's definitely
[6:26] not under consideration at this time and
[6:28] will be considered at a later date.
[6:30] >> So, So what would be the process if
[6:34] >> if applicants for example, not saying
[6:38] this would happen or would have to
[6:40] happen, but if applicants removed that
[6:43] uh today or agreed to to remove that and
[6:46] a recommendation went through
[6:49] SANS, the water tower,
[6:52] >> if if that was something that wanted to
[6:54] be proposed and built at a later time,
[6:56] could it be?
[6:58] >> I Yeah, I would say they could. It would
[7:00] just be like any other accessory
[7:01] structure proposed for a site.
[7:04] >> And there's another building for the
[7:05] family office coming down the pike at
[7:07] some future point as well, right?
[7:09] >> Yes. Correct.
[7:10] >> Yeah.
[7:10] >> All right.
[7:11] >> Um so yeah, I really think either way is
[7:14] fine. Um that's just ju just for
[7:16] purposes of leaving it on there. That's
[7:18] what we recommended just to change that
[7:20] language a little bit. Um
[7:23] and then oh there is just a comment that
[7:25] uh to make sure that the streetscape
[7:27] element required uh is being met along the sidewalks. So um we looked at
[7:33] this last time. This was just from the applicant just talking about
[7:36] the project. So we'll just kind of skip
[7:38] over that today um unless you have any
[7:40] questions on it. So yeah. So, we would
[7:43] recommend that the planning commission
[7:45] send a positive recommendation to the
[7:47] city council for the proposed site plan
[7:48] for the new 512 commercial building at
[7:51] 170 or 168 South Main Street with a
[7:53] condition that the streetscaping
[7:55] requirements be met and that the water
[7:56] tank be labeled as a future proposed
[7:58] water tank on the site plan.
[8:00] >> Okay. Flesh out a little bit for us more
[8:02] with the uh that the streetscaping
[8:04] requirements be met.
[8:06] >> Okay. Yeah, let me pull that up in here.
[8:12] So, this is just part of our, as you
[8:14] well know, the uh his gateway historic
[8:17] design guidelines require streetscaping.
[8:20] Uh, every 30 feet along sidewalks needs
[8:23] to have some sort of streetscape
[8:24] feature. And then there's the list right
[8:26] there of different types of features
[8:28] that can be included there. Um,
[8:32] so we would look for something like that
[8:35] uh along the sidewalk.
[8:38] Uh obviously this building is set way
[8:40] back on the site so it's definitely more
[8:43] of a concern maybe when a future
[8:45] building comes in but it is part of the
[8:46] requirement so we are including that
[8:48] now.
[8:49] >> Yeah that's that's what I wanted to just
[8:51] flesh out with you a little bit is that
[8:53] um again I I don't know timing or time
[8:56] frame and um but but at some point
[8:59] there's a family office or or an
[9:01] additional a building that's going to go
[9:03] in
[9:04] >> that will front
[9:06] >> Main Street. Um, and obviously that's
[9:08] going to come with a landscape plan. And
[9:11] so because this is set off set so far
[9:14] back off the street, I think what they
[9:16] have proposed is what basically to seed
[9:18] that area. I know on the north side of
[9:20] it there is some landscaping and then
[9:23] most of that area of the future proposed
[9:26] uh 13,000t office building, there's a
[9:28] proposal to just more or less seed that
[9:30] with native grasses. Right.
[9:33] So, I think right here you can see
[9:34] they're calling it mulch right now, a
[9:37] river rock mulch. So, um so there will
[9:40] be landscaping there. Um I guess it's
[9:43] just up to the discretion of the
[9:45] commissioners to to determine if they
[9:47] feel like they should be meeting that
[9:48] requirement. Now, obviously, no future
[9:50] is guaranteed, so we wouldn't want to
[9:53] maybe skip it just in case the building
[9:56] can't go in in the future, but
[9:59] >> Okay.
[10:00] >> Yeah.
[10:04] All right. And now I'll just show the So
[10:07] this is yeah the is the updated site
[10:08] plan they sent to me later. This wasn't
[10:10] part of your current uh the packet I
[10:12] sent over the weekend. Um but yeah, this
[10:15] clearly shows that they will meet the landscaping requirement even after a
[10:19] future office building is approved there
[10:22] if that is the case in the future. Um,
[10:24] and you can see the green shows all the
[10:26] landscaping area
[10:29] as well as the landscape plan we just
[10:30] had up. Uh, has all the details of that.
[10:33] But,
[10:36] all right. So, let's just go to the
[10:37] rendering real quick and then I will
[10:40] turn it back over to you guys.
[10:43] [snorts]
[10:48] So,
[10:53] I guess let me first go to this. This
[10:55] was the original rendering we saw if you
[10:57] recall.
[10:59] And now they've proposed this as their
[11:02] exterior material rendering.
[11:05] [snorts] So you can see there's a lot of
[11:06] dark brick here.
[11:09] That is the main material that's being
[11:11] used. And then there's uh there's
[11:15] different metals being used as well uh
[11:17] to complement and accent the building.
[11:21] parapit walls. The the height of the
[11:23] structure is 28 feet to the to the top
[11:25] of the parapit.
[11:31] Variety of windows there.
[11:35] And
[11:38] yeah, like I said, just different types
[11:39] of uh of metal being used for for accent
[11:43] both siding and
[11:46] also these these smoke smoke stacks are
[11:48] noticeable. I don't believe they'll be
[11:50] emitting any smoke, but just for design.
[11:53] Um, nothing in the historic gateway
[11:56] design guidelines uh prohibits those,
[12:00] but it's a definitely unique feature.
[12:05] And let me go pull up this.
[12:11] You can see the water tank there. So,
[12:13] the current site plan doesn't show the
[12:15] water tank here on the side of the
[12:16] building. It's It's up towards the front
[12:18] of the site towards the front property
[12:20] line, but it's just used there as
[12:22] reference. Um, classic Alpine cars
[12:26] there.
[12:30] And yeah, so um I guess I'll just turn
[12:33] it over to the planning commission for
[12:35] their evaluation.
[12:36] >> Okay. Thank you, Kaden. Uh, anybody have
[12:38] questions for Kaden based on what we've
[12:40] heard? Any questions?
[12:43] Okay.
[12:46] Uh all right then. Um
[12:50] if there is a representative of the
[12:52] applicant who would like to come up to
[12:55] the podium and add anything for us, we'd
[12:58] love to hear it. Uh just let us know
[13:00] your name and and your capacity.
[13:03] >> Dallas Nelson, architect with DNA, Inc.
[13:07] And yeah, I'm working with the owner on
[13:10] this and have been uh Nick Greer's
[13:13] architect for many projects in the past,
[13:15] including the Starflower Mill uh in
[13:18] American Fork. And he loves the historic
[13:23] and very interesting and unique
[13:26] projects. And so where we've been and where we're at, he we're very
[13:35] comfortable and confident in that it's
[13:37] going to turn out exceptional. And uh
[13:39] yeah, trying to recreate some history
[13:42] right here on his site with uh this
[13:45] design and these ideas overall. And uh
[13:48] yeah, I want to answer any questions
[13:51] that you may have though about the
[13:53] project.
[13:53] >> Yeah, sure. Kaden, can you pull up the
[13:55] rendering?
[13:58] » I'm sure this is your fine work, Dallas,
[14:01] right?
[14:01] >> Well, in a way, yes, but uh the
[14:04] rendering itself came from AI
[14:07] >> amazingly. And so I'm like already
[14:10] fearful all of us maybe. Okay.
[14:12] >> Yeah.
[14:14] On this rendering that is is inaccurate.
[14:20] >> Yeah. So, it had its limitations as we
[14:24] plugged in the more simplified version
[14:27] of the design that you've seen
[14:29] previously, kind of the plain 2D
[14:30] elevations, and then it kind of um
[14:34] renders and romanticizes the building
[14:36] itself. And so, the windows are a little
[14:38] bit different in the rendering versus
[14:41] the formal elevations. The proportions
[14:44] even slightly different. As I measured
[14:46] it, this came out about 75 feet in
[14:49] length when the building's actually 100.
[14:51] So the the AI program didn't get things
[14:54] 100%, but it captures the essence. And
[14:57] you know, concept sketches and
[14:59] renderings have always been close
[15:02] representations of what the final will
[15:04] be, but then the technical drawings are
[15:06] very accurate and would represent final
[15:08] dimensions and lengths and and that uh
[15:11] kind of for comparison. So if you look
[15:14] generally at this, you capture the
[15:15] flavor and [clears throat] you get the
[15:18] specifics from the kind of boring 2D
[15:20] drawings.
[15:20] >> But but but you are planning on uh it
[15:22] looks like you've kind of got some
[15:24] reproduction period type of of the the black lamps.
[15:30] >> Yes.
[15:31] >> The the the canopy over the the front
[15:33] doors.
[15:35] >> Yes.
[15:36] >> So there there are the majority of the
[15:38] details captured in this rendering that
[15:40] we would propose the canopy and such.
[15:42] Did you by chance bring a brick sample
[15:44] with you?
[15:45] >> Uh there is one in my truck or in my in
[15:49] my car that's actually not here and so I didn't uh bring one. But th this would
[15:55] be, you know, a more more
[15:59] rustic type of brick, but a a darker red
[16:03] similar to this. And I could certainly
[16:05] bring that.
[16:05] >> But I see a lot of architectural
[16:07] details, for example, around the
[16:08] windows. Um what' you call those ones,
[16:10] Sean? Soldier soldiering.
[16:12] >> Soldier course. Yes.
[16:14] >> Makes that transition so beautiful.
[16:16] >> Yeah. So the the brick detailing was the
[16:19] difference maker in these buildings
[16:21] historically. The material itself was
[16:24] pretty expensive and the labor was
[16:26] pretty cheap. So they would add all
[16:27] kinds of details around windows and
[16:29] cornises that made the projects
[16:32] beautiful. And
[16:34] that's different now for us. The labor
[16:36] is what's so expensive and the bricks
[16:38] are pretty cheap themselves. But we
[16:39] would like to use those in a way that
[16:42] would feel accurate and kind of bring
[16:46] some presence to the building and make
[16:47] it feel like it may have been here for a
[16:49] hundred years.
[16:50] >> 1924. Is that what's that about?
[16:53] >> Uh I think that's a liberty that the
[16:55] computer took. But so we might put like
[16:57] a 2026
[16:59] up there instead. Sorry. [clears throat]
[17:02] Your birth year. [laughter]
[17:05] » Ah yeah.
[17:06] >> Really?
[17:07] >> Yeah.
[17:07] >> So
[17:09] Jeez,
[17:09] >> there you are. That would make you 102.
[17:13] >> She's looking great. 102 there.
[17:16] >> Good at mathing. Uh quick question here
[17:18] for you just on this rendition right
[17:21] here. This kind of AI rendition. Yep. I
[17:23] don't see a a a kind of piece to the you
[17:28] know this I guess if I'm looking west on
[17:31] that on the end. I think on the
[17:33] architectural drawings you've got uh
[17:35] some kind of a
[17:38] yeah you're using a black you proposed
[17:40] to use a some sort of a black metal
[17:43] material. Did I miss that?
[17:44] >> Well, yeah. These drawings are
[17:46] challenging to read in a way.
[17:48] >> Like right there.
[17:49] >> Yeah. Where we've got an existing
[17:51] building. Oh, is that the existing
[17:52] building right there?
[17:53] >> Yes. And you know, we're trying to show
[17:55] generally I see that,
[17:57] >> but it's not actually part of this new
[17:59] project.
[17:59] >> Okay.
[18:02] >> Existing building.
[18:03] >> It's been a challenge to try to blend
[18:05] the materials together with these two.
[18:08] And what's there currently is a
[18:10] corrugated metal. And I think for what
[18:12] it is looks pretty good. We hadn't
[18:14] anticipated refinishing the existing
[18:18] building for the sake of cost and and
[18:21] that trade-off of what they can do as a
[18:23] charity versus what they can do with the
[18:25] building itself. But uh we're so so this
[18:31] >> discuss that if we need
[18:32] >> this portion of the building Dallas
[18:33] that's over the entryway that has the
[18:35] 512 5.12 logo that is that kind of a
[18:39] parapit that is does it break up the the
[18:42] roof line? Is that what that is?
[18:43] >> It will. So it it comes out from the
[18:46] main volume of the building by I believe
[18:49] 3 foot 4 in which is a brick increment
[18:53] and then it's also a couple of feet
[18:55] taller than the rest of the building. So
[18:57] we've used that strategy to vary the
[19:01] roof line and bring interest to it and
[19:04] hopefully comply with the guidelines of
[19:06] the historic district.
[19:07] >> Yeah, I think you did I think you did a
[19:09] great job. Thank you.
[19:10] >> Uh any more questions for Dallas? I'm
[19:12] getting the stink eye from Jeff. So,
[19:14] >> no,
[19:14] >> better ask question. Any more questions?
[19:16] >> No. Um,
[19:17] >> is this going to be compliant with the
[19:19] sign ordinance before we get too far
[19:21] along the
[19:22] >> I think that comes back to us at a later
[19:24] date.
[19:24] >> I know, but but when we did the other
[19:27] one, they kept saying they already
[19:28] punched the holes. So, I don't know if
[19:31] that needs to be done all at the same
[19:34] time.
[19:34] >> This is just painted applique,
[19:37] >> right?
[19:38] >> I think this version on lighting then
[19:40] it's we need to talk about it. Yeah, I
[19:42] would agree. And those typically are
[19:43] handled under a separate permit at least
[19:45] from the building itself.
[19:47] >> Yeah.
[19:47] >> But for some reference of what the
[19:50] signage might look like, we'd included
[19:52] something. But it may be that the right
[19:54] approach is an electrified or, you know,
[19:57] more of a channel letter type of sign
[19:59] that would be actually have some
[20:00] dimension to it rather than just
[20:02] painted. One or the other would likely
[20:05] be painted just for the historic context
[20:08] of it. And I think when it came right
[20:09] down to a sign, you'd you'd design one
[20:12] or whoever that take a look at the
[20:15] ordinances, be consistent with the or
[20:17] the sign ordinance because we definitely
[20:19] have one.
[20:20] >> Yeah. You wouldn't believe the sign
[20:21] battles that that
[20:23] >> that have come before us. But, uh,
[20:25] John's our resident signage expert.
[20:28] >> So, um, but but yeah, I think we'll deal
[20:30] with that one at at a later time.
[20:31] >> Pass it along your creative people that
[20:34] projected light onto the building and
[20:36] the sign is okay. Okay.
[20:38] >> Lights inside the the lettering
[20:41] projecting out is not okay.
[20:42] >> Okay.
[20:43] >> Shadow box lighting is okay.
[20:46] >> But that's because it's shooting back
[20:47] into the building.
[20:48] >> But yeah, this but this would be prime
[20:50] time for some of those those exterior
[20:52] lamps to shine right down on it
[20:53] consistent with what's already shown on
[20:55] the building. So yeah, sure it'll work
[20:57] out.
[20:57] >> Don't punch the hole.
[20:58] >> You're going to be
[21:00] >> I think so.
[21:02] >> Yeah. that it would feel like it was
[21:05] built and [clears throat] had some of
[21:07] the the feeling of
[21:09] >> Yeah.
[21:09] >> of a time when they were driving Model
[21:11] T's down Alpine Main Street.
[21:14] >> Well, this is so different than what we
[21:15] saw two or three weeks ago that looks I mean to the design team for
[21:20] sure.
[21:20] >> Yeah, for sure.
[21:20] >> Yeah, it is. And it um
[21:22] >> I have a question about the water tank.
[21:25] What's what's your official position?
[21:27] >> I have not been involved as much with
[21:30] that. It's been primarily sight based,
[21:33] but really just just simple ideas to
[21:36] this point. So the the water
[21:39] >> we shouldn't consider that as part of
[21:40] the site plan at this point.
[21:42] >> If that's the difference maker in it
[21:44] being if if that's the difference with
[21:47] the building being approved and the the
[21:49] site overall at this stage, then I'd say
[21:51] we just put that into the future
[21:54] >> so that can be considered down the road.
[21:56] which is our size, height,
[21:59] >> how it's classified, how tall is, what are the dimensions, and I don't
[22:03] know if we have any of that at this
[22:04] point.
[22:04] >> Yeah. And then I don't know if if we do
[22:06] as a civil team either for it at this at
[22:10] this stage. It's an idea and a
[22:12] placeholder from where it would be and
[22:15] then all of that would still have to be
[22:16] designed. I've in 20 something years
[22:19] I've never designed a water tank.
[22:20] >> Yeah. Well, I I don't think the city's
[22:22] had one.
[22:22] >> Not very common. I am just thinking
[22:24] today it's a little hard for us to prove
[22:26] what we don't know and and there I don't
[22:29] think there's any I don't think it's
[22:31] just kind of a matter of first
[22:32] impression
[22:33] >> to the process going forward. My
[22:35] recommendation is
[22:36] >> just leave it off for now.
[22:38] >> Okay.
[22:38] >> And come back with a new initiative if you once you've blocked it down.
[22:42] >> Okay. I think that's fair.
[22:44] >> What about your interim streetscape
[22:47] plans?
[22:48] Yeah, seeing those it I would say a lot
[22:52] of that at least with what we have
[22:53] currently is going to be would fall
[22:56] under the landscape team which is here
[22:58] with me as well from focus and they may
[23:00] want to address that but I also feel
[23:03] that there's a lot of that that will be
[23:05] addressed by the next building
[23:07] >> and and some of that that ties together
[23:09] drinking fountains and other things.
[23:10] >> So we need to before we can approve this
[23:13] or recommend approve this we need to
[23:14] know what will be done in the interim.
[23:16] >> Yeah. So, we'll need to have kind of a
[23:17] standalone version.
[23:18] >> You have any preliminary renderings of
[23:20] that or is that
[23:21] >> of the next building? No, only
[23:24] >> Well, we needed to get like this
[23:28] building will likely establish some of
[23:30] the style of what that next building
[23:32] will be. But other than it just being a
[23:34] square or rectangle on the site and it
[23:37] being 45, 50 feet tall, that's all we
[23:39] have. They would be Yeah. Probably not
[23:42] twins, but more like cousins, maybe. So
[23:46] yeah, and with that previous version uh
[23:48] of the rendering of the building, that
[23:50] was something that the owner and I had
[23:52] worked on and and he liked at the time
[23:55] and then as we got further on it it just
[23:57] wasn't quite the right fit. It didn't
[23:59] feel good and so we just changed
[24:00] directions and uh but he wanted to make
[24:03] sure that what we design now will work
[24:05] for the entire project and so it would
[24:08] be similar in style to this.
[24:11] So, John, I think the way it sits right
[24:14] now on the landscape plan is that on the
[24:17] east side of this property along Main
[24:20] Street, right around the west side of
[24:21] Main Street,
[24:22] >> it would be I think I heard it was some
[24:25] like Is there a sidewalk along there,
[24:27] Kaden? Currently. Okay. Yes.
[24:28] >> That then along that sidewalk and I
[24:30] don't know if it's three feet. I don't
[24:32] know what the width it would be, but
[24:33] some type of a Did I Did I hear rock and
[24:37] mulch or or bark or something?
[24:40] Okay.
[24:40] >> Yep.
[24:44] » Brian Wilson, Focus Consulting,
[24:47] landscape designer
[24:48] >> and Beach Boys.
[24:50] >> You betcha. All righty.
[24:51] >> My parents did name me after him. So,
[24:53] >> you betcha. Still rocking the legend.
[24:56] So, I don't play the drums. I play the
[24:58] guitar.
[25:00] >> Anyways, um yes, it is with every intent
[25:04] to meet the the municipal code with the
[25:07] uh furnishings. So, as you can see on
[25:10] the east side, there's two um benches
[25:15] and the, you know, required um mulch
[25:19] that would be placed there.
[25:21] >> Um
[25:21] >> Oh, that looks like a that looks like a
[25:23] 15 in or 15 foot now that I see this a
[25:26] little bit larger.
[25:27] >> So, that would be 15 foot. Okay. And it
[25:30] would not be my recommendation at this
[25:32] time to add any sort of live plant
[25:36] vegetation or material such as trees,
[25:39] shrubs. Um, as in the future as the the
[25:44] secondary building does go in, um, a lot
[25:49] of the, you know, site activity for
[25:52] demolition and masquerading would cause
[25:56] us to be those removed as well. So,
[26:02] >> but we don't have any expectation of
[26:04] when the second building would be built.
[26:08] >> I don't know at this time.
[26:10] >> I I don't either.
[26:12] It may be in a year or maybe in five or
[26:15] 10.
[26:16] >> That's the issue. If it's five or 10, we
[26:19] need to have something more substantial
[26:20] in the landscape plan.
[26:22] >> Yeah.
[26:24] If we were to talk with the owner, he
[26:25] may have something. If he was required
[26:28] to share that for the sake of this
[26:31] project, he likely would. Just he hasn't
[26:34] to me
[26:36] for just kind of on a need to know
[26:37] basis, I think.
[26:40] >> Brian, that the native grass reveation
[26:43] seed mix, just describe that for I mean,
[26:46] is that something will there be? I mean,
[26:48] I know you want to I don't I know you
[26:49] don't want to put a whole sprinkler
[26:51] system in which you'll just have to tear
[26:53] up, but will there be any water to it?
[26:56] Is it
[26:57] >> only, you know, kind of high desert
[26:59] plants that survive without
[27:02] >> water? I'm not sure what kind of grasses
[27:04] survive without water, but
[27:06] >> trying to understand if that'll just end
[27:07] up basically being a 15ft strip of of
[27:10] rocks and mulch with kind of barren dirt
[27:16] to the west.
[27:17] >> So yeah, um it's advisable to have a 4
[27:21] inch depth of the rock mulch with the
[27:24] weed barrier of course like at a
[27:26] minimum. Um, as far as the native grass,
[27:30] it is advisable to have at least one um,
[27:35] year of temporary water administered to
[27:38] it just to get it to start growing and
[27:41] try to, you know, minimize weeds. And
[27:45] after that, usually within one growing
[27:48] season, if it germinates well, um, it
[27:50] can usually establish and sustain itself
[27:53] with on what mother nature allows it.
[27:56] So,
[27:57] >> okay. So, you will have some at least
[27:58] for a year have temporary water to help
[28:01] to to establish the
[28:04] native grasses.
[28:06] >> That would be the best plan.
[28:09] >> Well, is it in the plan?
[28:11] >> Um, no, it's not.
[28:12] >> Okay.
[28:14] >> Have you ever been successful with this
[28:16] or you have have you ever used it and
[28:19] been successful with the native grass
[28:21] seed?
[28:21] >> Uh, yes, on multiple projects. We
[28:25] typically use it on a lot of um you know
[28:28] retention and detention um a lot of
[28:31] areas um especially in like Eagle
[28:34] Mountain where we're trying to preserve
[28:37] a lot of water where there's no access
[28:39] to water currently. And so
[28:41] >> K is something you can pull up.
[28:43] >> Can we see what that would look like? I
[28:44] don't I don't know how you would Google
[28:46] that or look that up. Maybe Brian knows.
[28:48] Um, anybody who has driven through
[28:51] Daybreak, you might notice the beautiful
[28:55] long tufts of grass that sort of weep
[28:57] over um that are adjacent to Kentucky
[29:01] blueg grass. Um, you're able to create a
[29:04] beautiful blend of that that only needs
[29:06] to be mowed maybe twice a year that can
[29:09] establish well next to other plant
[29:11] types.
[29:13] >> I can't pull that up in my head. I don't
[29:15] know anybody else can. There's one of
[29:17] their if we just see this.
[29:19] >> They do it they do it at golf course.
[29:21] >> Yeah. On the exterior.
[29:23] >> Yeah. But you're always right down the
[29:24] middle of the fairway. You're never out in that.
[29:26] >> Check it out, man.
[29:27] >> Is this what Nick put in his front yard?
[29:29] So I noticed Nick in his front yard
[29:30] instead of doing a commercial where you
[29:32] have the cement curving and stuff inside
[29:34] his big BMS. He has long fescues and
[29:37] grasses and natural looking stuff.
[29:39] >> I've kind of done the same thing in my
[29:40] yard where I try to use zeroscape and I
[29:42] just have drip for the big 20 foot
[29:44] pines. Is that kind of what it's going
[29:46] to look like?
[29:48] >> Have you guys seen Nick's house just
[29:50] straight through?
[29:51] >> I think he's done the same
[29:53] >> with his
[29:54] >> He is my neighbor, but I never walk by
[29:56] there because if he ever talks to me, it
[29:57] takes an hour. Well, and he throws rocks
[29:59] at me. Yes, both things.
[30:01] >> Yeah, both things.
[30:04] [clears throat]
[30:06] >> And the water tower is just aesthetics.
[30:08] Kind of what you did down with the grist
[30:09] mill where you kept the old stuff in
[30:12] there for aesthetics. It's not
[30:14] functional. You're not putting water and
[30:15] stuff in it.
[30:16] >> I think his intention is that it would
[30:17] be functional. Okay.
[30:19] >> Some some actual emergency storage
[30:23] capacity in it that if he needed 5,000
[30:27] gallons of water for some reason that he
[30:30] would have it up there, but it would I
[30:32] think it would be functional.
[30:33] >> Okay.
[30:35] >> Yeah. I just would imagine there's all
[30:37] kinds of engineering specs and
[30:40] >> Yeah.
[30:41] That's going to have to be
[30:42] deferred for another day for this to go
[30:44] through.
[30:44] >> Yeah, certainly.
[30:46] >> There's a there that's that's I actually
[30:48] thought this was just a aesthetic
[30:51] >> like I think um
[30:55] >> uh what what is it? Uh Sunrest has kind
[30:57] of a water I always thought it was a
[30:59] water tank, but it turns out I think
[31:00] it's just a a cell tower disguise.
[31:02] >> It may be that strategy.
[31:04] >> Yeah, but you're actually a if that's a
[31:06] legit 5,000galon
[31:08] water
[31:11] tower. You gota I think you that's a
[31:13] whole another thing.
[31:14] >> It would take a specialty engineering
[31:16] company to design the structure of it
[31:19] and the actual water distribution. So it
[31:22] is definitely down the road and not part
[31:25] of what would happen in this project. So
[31:28] if that is kind of a a deal breaker in
[31:32] one way or another, I think we could
[31:33] easily just call that future because
[31:34] we're certainly not ready to
[31:36] >> Yeah,
[31:36] >> we don't have enough detail on that. I I
[31:38] think it probably need to be the case.
[31:39] All right. So, Brian, right here we have
[31:40] 2023 daybreak at a glance. Daybreak Utah
[31:43] homes. We see that mowed Kentucky blueg
[31:46] grass maybe. And then that that large
[31:48] that that's a native grass you're
[31:50] talking about there.
[31:51] >> Correct. Yeah.
[31:51] >> And you just mow it a couple of times a
[31:53] year. It gets to be a certain height.
[31:55] And
[31:56] >> that's correct.
[31:57] >> Okay.
[31:57] >> Mhm. Uh we've found a lot of success too
[32:00] with like wild flowers um from the inner
[32:03] mountain west mixed in and
[32:06] >> those tend to create a really beautiful
[32:09] mixture.
[32:10] >> Okay. Yeah. No, I mean very helpful. I
[32:12] was for some reason just seeing weeds in
[32:16] my mind not knowing what that was.
[32:26] Looks like it's probably higher in the
[32:27] mountains though instead of this level
[32:29] >> to get them. Okay.
[32:30] >> But it's the same thing you bring in
[32:32] wild grasses and [snorts] wild flowers
[32:34] that are native indigenous to the area.
[32:36] You plant them and then you don't have
[32:37] water waste water.
[32:38] >> Okay. Gotcha. All right. Uh anybody else
[32:42] have any more questions for this
[32:43] gentleman? It's doesn't pertain to, you
[32:47] know, approval of this the building and
[32:49] stuff, but just for information. Uh,
[32:52] you've got 85 parking stalls, how many
[32:54] full-time employees and what time do
[32:56] they come? And, you know, once again,
[32:59] it's yeah,
[33:00] >> just the biggest questions we get all
[33:02] the time is the school across the
[33:03] street, parking and travel, it's the
[33:05] number one complaint. this one as I went
[33:07] and looked at it, walked it last night.
[33:09] You know, I'm assuming a lot of the
[33:11] employees and you know, first of all,
[33:13] congrats for what you're doing. We think
[33:14] it's a great cause and stuff, but have
[33:16] we thought at all about doing anything
[33:18] relative to minimizing ingress, egress,
[33:21] and traffic because I'm assuming the 85
[33:24] employees don't live in Alpine
[33:26] >> and so you're have people coming if it's
[33:28] the same time as school and that's where
[33:29] the school is kind of parked on the
[33:31] roads and some have even parked there. I
[33:32] noticed Nick put a sign up, you know, no
[33:34] parking recently. Just curious, how many
[33:38] employees, what hours do they work, and
[33:40] is there anything we can do at a city or
[33:42] something to minimize
[33:45] two major traffic? Well, I'll I'll let
[33:49] the gentleman speak for themselves, but
[33:50] I think when they came and chatted with
[33:53] us a few weeks ago,
[33:55] >> um it's
[33:58] >> I don't I don't know how I don't think
[34:00] there's, correct me wrong, but I don't
[34:01] think there's very many full-time
[34:03] employees. I think there's a two or
[34:05] three or nights a week where volunteers
[34:07] come in church related and they
[34:10] basically bring you know like like
[34:13] sometime during the day trucks come in
[34:15] and I don't know if they come in off
[34:16] First or off of
[34:20] >> um
[34:20] >> they're probably coming right off of
[34:21] Main Street now but that has been
[34:23] >> paid. All right. Yeah,
[34:25] >> but I think before
[34:26] >> but I don't think there's a lot of
[34:26] people there during the day. I think
[34:28] they come in the evenings and and put
[34:30] the packages and everything together and
[34:32] then they go out and are delivered to
[34:34] local schools on, you know, Thursdays or
[34:36] Fridays for, you know, the the students
[34:39] to take home. So, I don't know that
[34:41] there's daily
[34:42] >> based off spec. It's just limited with
[34:45] infrastructure and that's the worst spot
[34:47] for traffic.
[34:48] >> Yeah.
[34:56] Well,
[34:57] >> everything else in there. If there's not
[34:58] a lot of traffic, maybe
[34:59] >> Yeah. What is the traffic situation?
[35:01] Employees, who's there during the day?
[35:04] What are the hours of operation?
[35:05] >> Yeah. So, Greg, one of the first
[35:08] activities Nick invited me to be part of
[35:11] was an actual uh usage of the existing
[35:15] facility and to be part of the service
[35:18] that happens there. And it happened on a
[35:20] Wednesday, I believe, at 6:00. And it's
[35:22] one hour of like frenetic work with like
[35:26] a hundred people in there and then
[35:28] everybody goes home and there's a few
[35:30] people there that are loading up these
[35:32] totes into trucks, you know, for the
[35:34] next day. But it's it's really one day a
[35:37] week that it's intensive and for one
[35:40] hour a day for the most part.
[35:42] >> Kids have stuff to go home. Yeah.
[35:44] >> Over the weekend they have food. They
[35:45] get meals because they're not going to
[35:47] school.
[35:47] >> That's the idea. And the fast
[35:49] >> it it is. And you know, right now
[35:51] they're just they had been parking just
[35:53] kind of all over in front of his house
[35:55] and you know, wherever they could fit
[35:57] because, you know, you got you need a
[36:00] bunch of vans and and other things for
[36:02] people to drive in. But the idea would
[36:04] be that there'd be some offset because
[36:06] the business and the the space at the
[36:09] front would be used kind of nine to
[36:11] five, nine to four kind of thing. And uh
[36:14] when that uh use and demand has gone,
[36:18] then others are showing up for that one
[36:20] day a week. But employee-wise, it's just
[36:23] a handful. And they're not even
[36:25] employees. It's just
[36:26] >> I think some a few volunteers that he
[36:29] may actually employ them. I'm not sure
[36:30] about that, but it's it's um a very
[36:34] minimal number. It might be four to six,
[36:36] maybe eight that would ever be there at one time in this building itself.
[36:42] >> Thank you. I was I missed this June 2nd
[36:45] meeting.
[36:45] >> Sorry, Dallas. I'm Trevor Sharp. We're
[36:47] going to be building the project with
[36:48] Silver Fox.
[36:50] >> So Nick's my brother-in-law and I've
[36:52] been to the facility multiple times, but
[36:54] the way it generally works is a young
[36:56] youth group comes up and they all
[36:58] carpool. So, you're going to bring a big
[37:00] huge group of people within a couple
[37:02] vehicles, maybe five or six vehicles,
[37:04] and they go in there, do exactly what
[37:06] Dallas said, put the packages together,
[37:08] and then they go home, and then the next
[37:10] day, someone else comes to pick up the
[37:12] totes or they take it home with them
[37:13] that night, and they go out and they
[37:15] deliver them. So, it's it's very
[37:16] minimal. It's like you said, it's only
[37:18] one night. So, I don't think you're
[37:20] going to have a problem like you will.
[37:21] >> Is that a WA shirt?
[37:23] >> What's that?
[37:24] >> Ya.
[37:27] No,
[37:29] >> I don't know if any uh but earlier in
[37:32] the spring they used this warehouse as
[37:34] part of a um a community fundraising
[37:38] event and they had um street market like
[37:43] popups and the back doors were open for
[37:46] I don't know if they had a concert in
[37:48] there.
[37:48] >> Is that a continual use that we see
[37:51] going forward? Was that a oneoff? I
[37:53] don't know if the design team can answer
[37:55] that.
[37:55] >> Yeah, I I mean I I don't know those
[37:58] details for this, but I think they may
[38:01] use it on occasion for other purposes.
[38:04] Uh and whether that's something that I
[38:06] don't know if you're required to have
[38:07] permits like someone across the street
[38:09] for this event may have a permit for or
[38:12] not.
[38:13] >> Parking lot.
[38:14] >> Yeah. More sporadic um if if that does
[38:18] occur. And I don't know the frequency.
[38:20] It's not certainly every weekend or
[38:22] that. I don't it's not going to be a
[38:23] reception center. It's going to be a
[38:26] warehouse. You know, the the key with
[38:28] this was that it was at least 20 ft
[38:31] high. So, they could stack as many
[38:33] pallets as possible. There's actually a
[38:34] basement to it as well for that same
[38:36] reason. Part of it is so they can get a
[38:39] lot of what's being stored in the
[38:40] existing building into this. And then
[38:43] the existing building will basically be
[38:44] for production and packing and just let
[38:47] more people in there because it's the
[38:49] there there's a limited amount of space
[38:52] and people are falling or not falling
[38:54] but you know there's a lot of kind of
[38:57] chaos happening because it's too
[38:58] confined right now. So it's it's a
[39:02] warehouse first and then perhaps
[39:04] secondarily it might be used for other
[39:06] events that would further their mission.
[39:15] Okay.
[39:17] Any further questions for Dallas, Brian,
[39:20] or any of the team?
[39:22] >> Okay. Thank you.
[39:23] >> Thank you.
[39:25] >> All right.
[39:26] Discussion.
[39:30] Uh, any need to go back through the
[39:32] Gateway Historic District guidelines?
[39:33] We've we've been through them pretty
[39:36] completely or very exhaustively actually
[39:38] over the last couple of meetings. So
[39:41] >> yeah, looks like they
[39:43] >> Yeah, I mean brick brick is a primary
[39:45] material brick is a primary
[39:48] >> building material. It's essentially all
[39:50] brick. Um
[39:52] I went through the guidelines just
[39:53] before the meeting and it looked to me
[39:55] like it was very much compliant and
[39:57] parking, landscaping, I think everything
[40:00] else is consistent. Um the biggest
[40:02] issues I see are probably in uh any kind
[40:04] of motion or recommendation to deal with
[40:07] the uh tower as a uh you know future
[40:10] matter. Uh and then just confirm that
[40:13] the plans the particularly the landscape
[40:16] plan does call for um some method of at
[40:19] least a year or so of watering to
[40:21] establish that
[40:23] native grass. But those are the two
[40:25] things I saw. Perhaps somebody else saw
[40:29] >> something we need to consider. Kaden, do
[40:30] we have any recourse?
[40:33] Um
[40:35] like if it gets out of control or you
[40:38] know it's that landscaping
[40:41] doesn't look good
[40:41] >> doesn't look good after a year
[40:43] >> it's supposed to meet the plan. Yeah. So
[40:45] whatever is approved if it gets out of
[40:47] control from that then yeah we do have a
[40:49] recourse. Yeah.
[40:54] » Okay.
[40:57] » I I like the water tower. I think it
[40:59] would be cool, but
[41:00] >> I think it's of course you do, Mr.
[41:03] Waterman.
[41:03] >> Of course. My but my recommendation
[41:06] would be, you know, if you give us
[41:10] details like height,
[41:13] is it going to actually contain water or
[41:16] is it just a structure?
[41:17] >> I think you said it was going to be
[41:18] 5,000 gallons of water in it. It's a
[41:21] legit workable actual water tower. And what's the purpose then of it?
[41:29] >> Water storage.
[41:30] >> Okay.
[41:31] >> It looks super cool.
[41:32] >> It's cool.
[41:33] >> Well, it looks cool and it's legit water
[41:35] storage is what what what Dallas told
[41:37] us.
[41:38] >> Then then there's a whole other thing
[41:40] since we don't have any guidelines.
[41:42] >> Right. That's that's why I say it has to
[41:43] be part of a different
[41:45] >> I'm gonna I'm gonna talk about you know
[41:49] um
[41:51] emergency dumping of it where where that
[41:54] goes and you know controls and security
[41:59] keeping kids or people from climbing it.
[42:03] Um, yeah. I mean, there's if it was just
[42:06] if it wasn't containing water and then
[42:09] was like, okay, to me, security and
[42:12] height.
[42:14] Um, but if it's going to contain water,
[42:17] then then there's a whole bunch of other
[42:20] questions to ask.
[42:21] >> We got an owner worried about the zombie
[42:23] apocalypse, and if it comes, he's going
[42:24] to have water. Okay. There will be
[42:27] water.
[42:28] >> Nick in a squirrel suit jump.
[42:30] >> Yeah, too. That too. I think that's why
[42:32] John said to just postpone it.
[42:36] » Yeah, I think so. Uh and may maybe that
[42:39] gets presented depending on timing with
[42:41] the uh the next building down the line
[42:43] or as a standalone, but I just we don't
[42:46] I don't think we have enough before us
[42:47] today to have any idea how to address
[42:49] that
[42:50] >> motion. So, city council is aware that's
[42:53] not on the table right now.
[42:55] >> Yeah.
[42:56] >> So, they don't get
[42:57] >> Yeah.
[42:58] So, there's the uh the water
[43:00] tower. The second thing I heard was if
[43:03] you're not going to build the building
[43:04] within a certain time frame. I get why
[43:06] you don't want to spend a bunch of
[43:07] money, put stuff in, then tear it out
[43:08] and ruin the landscaping just to waste
[43:10] money and then you're you're watering
[43:12] something that's wasting water that we
[43:13] don't have.
[43:15] >> But a timeline
[43:17] >> I've heard just the comment I think is
[43:19] relevant that if you're not going to
[43:20] build a building for 10 years and you
[43:22] can't have
[43:24] >> it's the way it is now. So, but it'd be
[43:26] nice to get that portion of the near the
[43:29] road or the sidewalk landscape.
[43:32] >> I'm satisfied with
[43:36] » same couple benches.
[43:40] >> Natural grasses, flowers.
[43:42] >> Same.
[43:42] >> I think Michelle could be
[43:45] >> Michelle mentioned she wanted a
[43:46] decorated waste basket. Did I hear you
[43:48] say that?
[43:49] >> You wanted what?
[43:49] >> You wanted a decorated waste basket.
[43:52] >> Yes. Well, I saw that on the guideline.
[43:54] I saw that too.
[43:55] >> Garbage canister.
[43:56] >> I know. I know. I never noticed that
[43:57] before. You point out
[43:58] >> that's an option. Please know. Um,
[44:01] [clears throat] so what's our height? 35
[44:04] ft.
[44:05] >> 30.
[44:06] >> 34 is the requirement.
[44:07] >> 34. So the painted metal
[44:12] smoke stacks can be six feet.
[44:16] I hope they're not that tall. But
[44:19] >> I believe the height's not called out on
[44:21] them, but
[44:21] >> the height to the parapit 28.
[44:24] >> Correct.
[44:25] >> I think does that count as the height of
[44:27] the building or
[44:28] >> correct? Yes. Yeah. I think they would
[44:31] be considered like a chimney where it's
[44:32] not considered part of the height.
[44:34] >> Okay. A chimney is not considered but
[44:36] the clock tower would be.
[44:38] >> Yes.
[44:39] >> But a chimney is not
[44:40] >> correct.
[44:41] >> Okay. Okay. Just clarifying. Sorry. I
[44:45] Okay.
[44:48] Anything else? If not, I think we
[44:51] laid some laid things out and happy to
[44:53] entertain a motion if anybody's got one.
[44:56] >> Do you want to do it?
[44:58] >> All right. I'd like to move uh to
[45:01] recommend the approval to the city
[45:02] council of the proposed site plan for
[45:04] the new 512 commercial building located
[45:07] at 168 South Main Street with the
[45:10] following conditions. that they strike
[45:13] or remove the water tower as part of the
[45:15] approval process to be presented with
[45:18] specificity and details at a future
[45:21] date. and that if the second building is
[45:26] not done within a
[45:30] three-year time frame
[45:32] that the landscaping company
[45:36] uh landscape per the design that's
[45:39] proposed uh the space by the sidewalk in
[45:42] front of the entire property.
[45:47] » Okay, we have a motion by Greg
[45:49] Butterfield. Do we have a second? I'll second it. Okay, we have a second
[45:52] by Troy Slay. Discussion on the motion.
[45:54] >> Yeah. Where where did the three years
[45:56] come from? Why not six months or a year
[46:00] to be done right away?
[46:02] >> If to establish native grasses and
[46:06] flowers.
[46:06] >> So, I made that up on the fly. That was
[46:08] really quick.
[46:09] >> Okay.
[46:09] >> Uh based off the fact based by the fact
[46:12] someone said it could be a year, could
[46:13] be five or 10 years. And so I was trying
[46:15] to provide something that's realistic
[46:18] and also trying to take into account
[46:19] that it is the way it is now and has
[46:21] been for the last
[46:23] >> but the building site for the second
[46:24] building is being left unressed which is
[46:26] okay. We're just saying we want the
[46:28] first 15 ft.
[46:30] >> No no the building site for the second
[46:31] building is addressed if my
[46:33] understanding is my understanding is
[46:34] that there's a 15 Yeah. Yeah. Yeah. That
[46:37] whole area that the building will sit on
[46:39] >> is native grasses.
[46:41] >> I mean cor am I right on that? Yeah.
[46:43] >> Okay. If we want yeah modification if we
[46:46] want to shorten that time frame I'm
[46:48] happy to amend what I said from three
[46:50] years to a shorter period
[46:52] >> I would amend it to just say that
[46:55] >> it
[46:56] >> it's done in
[46:57] >> landscape plan will be
[47:00] >> included
[47:02] >> with the construction warehouse yeah so
[47:05] unless we're doing this I think that
[47:08] >> that along with the construction of the
[47:10] building
[47:11] >> they they will landscape the 15t
[47:17] and the native grass will be likewise
[47:20] planted
[47:22] >> once the construction is done. So it'll
[47:24] be part of this project
[47:26] >> temporary watering.
[47:27] >> So I'm not sure that we need you know I
[47:30] mean my suggestion would be I'm not sure
[47:32] >> have it as a recommendation condition.
[47:34] >> Yeah I think so.
[47:35] >> So who's taking the the minutes the
[47:37] notes?
[47:38] >> So so what we do is so I think the way
[47:40] we proceed under Robert's rules is
[47:41] because we have a be a
[47:44] >> motion
[47:45] >> and a second that we now have somebody
[47:47] propose an amendment uh to the motion
[47:50] and see if Greg accepts that amendment.
[47:52] >> Yes.
[47:53] >> So, would anybody like to propose an
[47:55] amendment? I propose that we strike the
[47:57] three-year uh time frame for
[48:00] establishing landscaping
[48:02] and
[48:04] um
[48:06] require that the entire building
[48:09] envelope be
[48:12] landscaped as proposed.
[48:14] >> Yeah.
[48:14] >> With native grasses and flowers with uh
[48:19] enough watering to establish that
[48:22] vegetation for a one-year period. Okay,
[48:25] we have a proposed amendment um by John
[48:28] McCay. Greg, do you accept?
[48:30] >> I'm fine with the recommendation or the
[48:31] amendment.
[48:32] >> Okay. All right. So, we have an amended
[48:35] motion. Do we have a second on the
[48:36] amended motion?
[48:38] >> Second.
[48:40] >> That was Troy's job.
[48:42] >> No, you're good. Okay, we have I'm just
[48:44] [laughter] kidding, S. All right, we
[48:45] have a second by Suz Whittenberg.
[48:47] Discussion on the amended motion.
[48:51] Okay, all in favor? I I Any opposed?
[48:54] Okay. Uh, passes unanimously.
[48:58] Seven to zero. Well done, team. We
[49:01] appreciate your time
[49:04] >> and we like the project. Thank you.
[49:05] >> Thank you for bringing this back to us.
[49:06] >> Yeah, I think that
[49:07] >> it looks terrific.
[49:08] >> Well worth it.
[49:09] >> Looks awesome.
[49:09] >> It looks so good.
[49:11] >> Don't give up on the water tank. I love
[49:12] that. [laughter]
[49:14] >> We will not.
[49:17] >> Okay. Uh, all right. Communications.
[49:19] >> How big?
[49:29] water
[49:32] tank
[49:34] head just in case water. [laughter]
[49:43] Thank you. Uh all right. Any
[49:45] communications that need to come before
[49:46] the commission?
[49:49] >> Okay. If no,
[49:50] >> I'll say just from staff, we have some I
[49:52] think city code updates coming down the
[49:55] pipeline just so you're aware. Um
[49:57] >> on the 21st.
[49:58] >> I don't know if it will be this month or
[50:00] in August, but should be coming pretty
[50:02] soon.
[50:03] >> Okay. Are we planning on meeting on the
[50:05] 21st?
[50:06] >> As of right now, uh I'm not sure.
[50:09] >> Okay.
[50:10] >> What just basic or what kind of city
[50:12] coke changes? um some basic, some larger
[50:16] as proposed by city council members and
[50:19] different changes. So, yeah.
[50:22] >> And I think we're planning on putting
[50:23] another um fruit stand right underneath
[50:26] your home. [laughter]
[50:27] >> So, just wanted to give you a heads up
[50:29] that was coming down the pip.
[50:30] >> Yeah. Trying to pave the way.
[50:32] >> Just getting you ready, Michelle.
[50:33] >> Get ready.
[50:35] >> Okay. Otherwise,
[50:37] [laughter]
[50:40] » 53 minutes. Okay, that was we wanted to
[50:43] get it right, Jeff. Okay. All right,
[50:45] let's go on to the uh minutes. Anybody
[50:47] had a chance to uh read the minutes or
[50:49] want to make a motion?
[50:51] >> I'll make a motion to approve the
[50:52] minutes for June 16th.
[50:55] >> Okay, we have a motion to approve the
[50:56] minutes by Jeff Davis. We have a second.
[50:58] >> Second.
[50:59] >> Okay, have a second by John McCay. All
[51:00] in favor?
[51:01] >> I uh motion to adjurnn.
[51:04] >> I Yep. I'd make a motion that we
[51:06] adjourn.
[51:07] >> Motion by Mr. Davis. Second.
[51:09] >> Second.
[51:10] by Suz. All in favor? I meeting adjourned. Well done. Thank
[51:13] you.
[51:14] >> Sorry, Troy.
[51:16] >> No, you're just left them hanging.
[51:20] >> Whatever.
[51:22] >> Do Do I ever ask what they are? This
[51:24] change.
